SBSD Owl Cam: So, I will just… I just have one quick announcement, and that is my graduation was this past… SBSD Owl Cam: Friday, June the 12th, and it was awesome. Congratulations, Allie. SBSD Owl Cam: And, yeah, and congratulations to the Class of 2026. Patrick Burke was recognized, and there was a memorial, or not memorial, but a scholarship set up in his honor, which was very cool. First… first time that happened, and I think it was a nice surprise for Patrick. SBSD Owl Cam: And, yeah, it was just… it was great. He was also the commencement speaker, and you can go online and watch the, the whole commencement address. SBSD Owl Cam: And his… his speech was fantastic. I think it was

Oh my gosh! So, same times. SBSD Owl Cam: Thank you. SBSD Owl Cam: The next item on the agenda is to review the agenda. So, we have comments from the public, then the student representative report. SBSD Owl Cam: And recognition of Student Representative Ali Ledoux. SBSD Owl Cam: Then we have a discussion item on the results of focus groups and community forums regarding the ENT policy. SBSD Owl Cam: Then we have election of the school board clerk. Then we have, school board vacancy. SBSD Owl Cam: Then we have a third reading of Policy F5, wellness, then we have a third reading of

006Policy F20, student use of cell phones, then we have Monitor Report 2.2, Treatment of Staff, then we have Monitor Report 2.1, Treatment of Students. SBSD Owl Cam: So, if the board is amenable, I would like to move Monitoring Report 2.1 and Monitor Report 2.2 to, SBSD Owl Cam: Another to a future meeting, just so that we can, get more, longitudinal data in the presentation. SBSD Owl Cam: Yeah, and those are obviously very important monitoring reports, so I fully would like to have all the information that would be needed to monitor it, because it makes sense to do it without that, but I definitely don't want

SBSD Owl Cam: All right, so the next item on the agenda is comments from the public. So, at our school board, there are three opportunities for the public to comment. SBSD Owl Cam: Right now, about anything. SBSD Owl Cam: Also, if we're going to take action on something, but only on the thing that we're actioning. And third of all, this is

008a specially worn community forum, and only on the topics on the agenda. This is not SBSD Owl Cam: A community forum, and that's the only time when we respond to public comments, so if anybody says anything right now, we won't respond to them. Awesome, okay, we only have one thing on the student representative report today, and that'll be me thanking you all. I want to take a minute to say thank you to you guys, and Dr. Clark. 009representative for the past two and a half years. This role truly, truly changed my life for the better. And because of the culture you all create here, I have felt more empowered to use my voice and make meaningful change in our district, so… SBSD Owl Cam: because of the leadership skills I've had, I now feel that I'm prepared to go make change in other community. I'm going to UNC Sharp next year, which is exciting. And I'm just immensely grateful for all the work you guys have put into making SB schools a better place than they already are right now. SBSD Owl Cam: And while this is my last regular meeting, I will stay involved with the board's work, and I'll make sure to keep in touch. SBSD Owl Cam: And you guys are left with

SBSD Owl Cam: All right, the next item on the agenda is a discussion on the results of focus groups and community forums regarding the ENTS policy, so I'm just gonna… SBSD Owl Cam: I'll jump on my screen here. SBSD Owl Cam: So… This year, for the first time in 10 years. SBSD Owl Cam: the school board has decided to review our ENS policy, which is kind of like our Constitution, or our Bill of Rights. SBSD Owl Cam: Depending on how you think about it. And… SBSD Owl Cam: As part of that, we charged a committee, Michelle, Alyssa, and me, to… SBSD Owl Cam: Organize things, and we

014also hired a consultant. SBSD Owl Cam: To help us, go out to community, invite people, you know. SBSD Owl Cam: fight to get them to come and talk to us. We also held four community forums where the school board's meeting, in full quorum invited community members and experts SBSD Owl Cam: To come and talk to us about what's important in the Constitution for a school district. And so, we're about a little bit less than halfway through the process right now. We… SBSD Owl Cam: Committed to hearing from the community and having four SBSD Owl Cam: Listening sessions, and also doing some community forums before we ever started to draft SBSD Owl Cam: any changes that we might make to the ENS policy. And so we've now arrived at that point, and so over the course

015of the summer, the ENDS Policy Committee is going to be proposing SBSD Owl Cam: I have a feeling multiple different versions of the direction that the board wants to go in with the ENS policy, ranging from the smallest tweaks. SBSD Owl Cam: To a complete rewrite, and then something in the middle. SBSD Owl Cam: So right now, we just wanted to take a minute to, reflect on some of the things that have been said. SBSD Owl Cam: And actually, some of these that I'm gonna show SBSD Owl Cam: are from the superintendent's efforts to go out to the community in 3Q meetings, and also the superintendent's student advisory meetings. So there has been a full team effort to get SBSD Owl Cam: Pulse of, where the community is at, for our schools. SBSD Owl Cam:

016I organized it myself into 3 different categories, so… SBSD Owl Cam: Forgive me, there's a little bit of bias in terms of SBSD Owl Cam: how it's organized, but I think that's inevitable, and… SBSD Owl Cam: You know, we should just call it out that SBSD Owl Cam: I hear things in a certain way, but I think the quotes should speak for themselves. SBSD Owl Cam: So… Okay, so one thing we heard was around life skills. SBSD Owl Cam: So… This high school student… SBSD Owl Cam: has, a very specific set of things in mind, that they were interested in. But I go back here in this life skills section to something the superintendent told me SBSD Owl Cam: Around, and you said it in the public meetings a couple times, it's how do we

017give people the, the, skills to move out of their parents' basement? SBSD Owl Cam: I love this one. How do I… SBSD Owl Cam: how do I participate as a person living in the USA? Right? SBSD Owl Cam: I think that that has to do with civics, That has to do with… SBSD Owl Cam: Job, there has to do with so many things. SBSD Owl Cam: Here is the Vermont Commissioner of Labor. SBSD Owl Cam: Mentioning the importance of showing up on time. SBSD Owl Cam: Communicating clearly. SBSD Owl Cam: And, that's the perspective from… from the Department of Labor. SBSD Owl Cam: So that's the first category of things that I think we heard about. Is there any board comment on that? SBSD Owl Cam: The next… Category I think we heard about, was

018supporting all paths. SBSD Owl Cam: There was a… SBSD Owl Cam: One of the first things that we heard from a middle schooler was that they wanted to learn about real life. SBSD Owl Cam: And then we also heard, it's a quote I should have put in here, was another parent saying, well, hold on, you don't have to… you're still… SBSD Owl Cam: You know, young. You don't have to think about what your job is going to be when you're 11. SBSD Owl Cam: And that was heard loud and clear, I think, that we're not trying to get kids to make some kind of monumental decision before, but there's definitely discussion about what it's like to get out of the real world. SBSD Owl Cam: And finally, my interpretation is, a real focus on back

019to basics. SBSD Owl Cam: Here are some different quotes. I think one of the most interesting quotes is this one about a triangle. SBSD Owl Cam: Asked whether school prepares them for life. They said no, because I doubt any adult will ever SBSD Owl Cam: Ask me what a triangle is, right? SBSD Owl Cam: And I think that we have to hear feedback like this, and we have to say, well, maybe the issue here is that we haven't… SBSD Owl Cam: We haven't shown the importance of abstract knowledge. SBSD Owl Cam: You know, because there's real life skills, but there's also the ability to, like. SBSD Owl Cam: Maybe walk through a basic proof in math. SBSD Owl Cam: being… and that kind of being similar to being able to write 3 sentences in a

020paragraph and three paragraphs into an essay, maybe you might want to be able to do some basic proofs, so… SBSD Owl Cam: Anyway, there… we got a lot of feedback, hundreds of quotes and comments and recorded sessions, and the focus groups, we're going to be receiving a much more comprehensive report on the results of that. SBSD Owl Cam: Later on. So that's just a flavor of what we've heard so far. SBSD Owl Cam: Is there any comment from the ENS Committee? Michelle : I would add one category, and it's one that… Michelle : I think can be hard to talk about, because it's one of those things that's like, well, what do you mean? But I also think that we've started to see, in terms of public comment, what the public thinks that means, and

021that is around rigor. And to me, what I'm hearing in those comments is that Michelle : There's a strong sense among multiple stakeholder groups that the expectations Michelle : have been generally lowered, and examples of that have included things like proficiency-based Michelle : learning and grading, and the, the practice of giving at least 50% social promotion, those kinds of things. And it doesn't mean, you know, when we highlight these inputs from the community. Michelle : it doesn't mean anything in terms of it's a done deal, our ends are changing, they're going to be really autocratic, right? But what we want to be able to do is reflect back to the community what we're hearing from folks, and Michelle : I think those, those buckets that you shared, that jives with how I've read all of

022that input, but I would add that rigor with some of those beginnings of specification about what that means to folks. Michelle : And then I would just call out that in your all pathways slide, that there's really only one pathway discussed there, so… and I get the point, right? Like, we have de-emphasized, certain pathways. Michelle : in, you know, since I've been, in South Burlington since 2009, I think it's been very college-heavy focused. But I don't… I also don't want to suggest that there's anything about the work that we're doing that will mean that we don't care about college-bound students anymore. Michelle : Those are just my few comments. For now. There'll be more. SBSD Owl Cam: important. SBSD Owl Cam: sort of what Michelle said about the rigor of, like, tying it to your

023triangle comment as well, and maybe it's not so difficult to understand what are triangles, but I recall saying similar things about cosine or other sort of math things that I didn't quite get, but the part of SBSD Owl Cam: trying to get it, making your brain try to do those things, understand that. That's, like, the rigor that, even if you don't know what that means at the end, you know what it means to try to work through something and understand it on a deeper level, so… SBSD Owl Cam: I think that sort of ties in with what Rochelle was saying about records. SBSD Owl Cam: Any other board comments, Superintendent? SBSD Owl Cam: Alright. SBSD Owl Cam: Those are the same things I'm hearing, the same things that I heard, you know, 9 months ago

024when I started. SBSD Owl Cam: Okay, so again, the next step is that the ENS Committee is going to start to draft up options for the board to consider over the course of the next few months. SBSD Owl Cam: And then, the goal is to, have a few more community forums once we have a more firm draft, and then we're aiming to have a third reading SBSD Owl Cam: and action on this on, I think it's September 17th, with the goal of then allowing the superintendent to develop a strategic plan that would then take effect in the following year. There's an annual meeting, I believe she was president of the annual meeting.

I'm just having a conversation before I… I think it's a very good idea to talk about. Yeah. …of the board proceedings, keeping contracts, bids, and other legal documents on file. I don't think those are things that actually happen. Ensuring the board adheres to state open meeting laws. SBSD Owl Cam: and typically applying parliamentary procedures like Robert Rules of Order. Robert's Rules of Order. I remember that SBSD Owl Cam: Laura would have a lot of objections to things. I don't know that I have as good a grasp of that as perhaps others on the board. SBSD Owl Cam: Let's say. I think, also, I remember when we were talking about this the first time around. SBSD

Well, yeah, so generally what I've seen is that there are contracts that we sign at the meetings, but then sometimes Laura would get called to the Delina's office. SBSD Owl Cam: Right, and I don't know if those are sometimes time-sensitive, if it's like, you have to be able to leave what you're doing to come and sign a check at SBSD Owl Cam: So what are we doing? Will we be getting rid of the vice chair position, and having a clerk position, or it's like, it's two? I'd say the vice chair probably

So, responsible for, basically the record of public meetings. And really not much more than that, and I know our tradition within our district, and probably others, has been more expansive, but I think Michelle : the idea of the clerk being responsible

031for Robert's Rules of Order, I'm not sure that's right, but I'm also not an authority on this subject. So, Michelle : to the extent that somebody might be thinking, I need to know Robert's Rules of Orders, I think Seamus needs to know Robert's Rules of Orders. I don't know that the clerk would need to. And so that was what I had discussed with the superintendent, is just the importance of SBSD Owl Cam: Giving us that, as non-expert civilians on the sport, giving us that safety net of understanding. SBSD Owl Cam: Okay, the next item on the agenda is the superintendent's report, year in review. Yeah, so this is our final

048board meeting of the school year, so I wanted to take a few minutes to offer a brief year in review with the board. I started working in South Burlington on September 12th as the interim superintendent. SBSD Owl Cam: So this is really a review of the last 9 months, not really the full school year, and it's a review mainly of my work and the work that the central office team. SBSD Owl Cam: This is not about all the great things our students have done, or our teachers have done, or principals, or staff. It's really just to give you a sense of what's been going on here in the central office that you brought me on in September. SBSD Owl Cam: When I did arrive, my first priority was to listen and learn. I met with

049students, staff, families, administrators, community partners, city leaders, and board members. SBSD Owl Cam: Through that 3 questions process, I held 33 different listening sessions with 316 participants, and I asked those three questions. What do you like about South Burlington schools? What can we do better? And what do you expect from the superintendent? I think that feedback has shaped a lot of the work that we've done since then, and I know it's shaping future work as you go through the ENS policies. SBSD Owl Cam: We also work in to strengthen our communication with the community and the staff. I began sending regular board updates to the board, started the Wednesday Wolf stories to connect with families and the community. I launched the Full Moon How newsletter for the staff. SBSD Owl Cam: I started the Goodnight

050Little Wolves for our younger students and families, and began a TV show podcast. SBSD Owl Cam: in the know with Dr. Joe through Town Meeting TV, and Momin and Ali were my first guests, and they had the highest rate, rated episodes so far, so congratulations. SBSD Owl Cam: We also started the process just recently of redesigning the district website with Aptogy, including a staff and family survey, with the goal of making our website easier to use, more welcoming, and more helpful, and hopefully that work should be done before the school starts again in the fall. SBSD Owl Cam: We also created new structures for collaboration and student voice. The SB PAC, that's the group of principals and central office leaders. We meet every other week, and that had not happened before. The Curriculum Advisory Council

051launched this year that Nicole oversees. SBSD Owl Cam: We created the Superintendent Advisory Council so middle and high school students have a direct voice in district global conversations, and I thought we did a really good job strengthening our work with city leaders, South Burlington Police, the South Burlington City Center Collaborative, Rotary Club, and other community partners. SBSD Owl Cam: The board did important governance work this year. You remember we held a board retreat in December or January, and we did policy governance training, we began meaningful work on updating the ENS policies. SBSD Owl Cam: The work included in bringing student voice into the conversation, and using the listening tour and survey feedback to help inform the board's discussion about these long-term outcomes we want for students. SBSD Owl Cam: This was also a significant year

052for budgeting and long-term planning, especially to a guy new to Vermont who had never gone through that process before. I learned a ton. SBSD Owl Cam: The FY27 budget process was difficult, and it required some real reductions. We did add clearer budget information to the website, we included videos and a tax calculator. We worked to communicate more directly about the choices in front of the district. SBSD Owl Cam: We also began longer-range work, including the NESDAQ Best Use Study, SBSD Owl Cam: just a brief update on that is they finally got some draft reports to us. We're meeting with them on Monday to go over them, so within probably the next month, you should have the results of their work, so I'm looking forward to that. We are doing the South Point Relocation plan, so,

053SBSD Owl Cam: the central office relocation, we are moving to a building on South… SBSD Owl Cam: Children Road, and the South Point will be in the upstairs, starting in the fall. And of course, we had that early severance plan. That was… none of that was easy work, but it all is connected to sustainability, trying to operate more efficiently so we can make the best use of public tax dollars. SBSD Owl Cam: Instructionally, we continued work around professional learning communities, universal screeners, eduClimber, continuous improvement plans, literacy requirements, curriculum alignment, and the use of federal funds to support school improvement. SBSD Owl Cam: We launched outdoor kindergarten programming in all three elementary schools this year. We continued planning around multilingual learners, student belonging, panorama data, anti-racism professional learning, and social-emotional supports. SBSD Owl Cam: At the

054high school, we also began important conversations about rigor, introduced the AP seminar class, career and tech ed opportunities with the possible HVAC satellite program with Essex Tech. SBSD Owl Cam: We also saw meaningful student-centered partnerships. Project SEARCH at UVM Medical Center is a powerful example of helping our young adults with disabilities build real work skills and confidence. SBSD Owl Cam: Workforce in Motion will create additional career opportunities for students, and South Point students, of course, continue to have rich learning and community service experiences. Our students did great work. They excelled in academics, athletics, the arts, leadership, service, and school spirit in ways that deserve to be celebrated. SBSD Owl Cam: At the same time, there are challenges this year. Special education compliance has required significant attention. SBSD Owl Cam: We have been identified for long-standing

055on compliance in initial evaluations and post-secondary transition planning. Those findings, of course, they predate Nicole and me, but they are ours to fix. SBSD Owl Cam: We are working with the Agency of Education on training, root cause analysis, corrective action, planning, and long-term systems, so the compliance is not dependent on individual effort. SBSD Owl Cam: But built into the structures of how we operate as a district. SBSD Owl Cam: We also, if you remember, early on in my tenure, we dealt with significant safety and operational issues. Remember, Rick Marcotte? We worked as a city and police department on playground and perimeter safety, including fencing, lighting, brush clearing, some patrols, and daily checks. SBSD Owl Cam: We responded to the federal immigration enforcement action on Dorset Street. Different student safety concerns, unauthorized after-hours entry at the

056high school, and other issues that required calm coordination among schools, central office, police, city officials, and families. SBSD Owl Cam: This was also a year of leadership transition and organizational strain. We lost two members of our central office leadership team during the year. Ken in communications left in November. Monica in the DEI office left a couple of months ago. Ken's position was absorbed by me. SBSD Owl Cam: And Monica's work was spread among several administrators. Also, Kristen Romick has been on a long-term absence in the student services throughout… for most of the year, which had created additional pressure on the team and pushed, really, an inordinate amount of work onto Nicole. SBSD Owl Cam: We also navigated administrative traditions at Rick Marcotte, at Orchard, at Tuttle, and at the high school. The team who remains

057has been great. They've adjusted, they've covered essential responsibilities, and the work keeps moving. SBSD Owl Cam: But that level of transition is a really important context for the year. We really were working on a skeleton crew throughout the year, and I still think we got a whole lot of stuff done. SBSD Owl Cam: So, as I look back, I see a district that has accomplished a great deal while also facing some real issues, honestly. We have improved communication, we've expanded student voice, we've strengthened partnerships, we've begun long-term planning, we've worked through a difficult budget, addressed safety concerns. SBSD Owl Cam: and started the hard work of rebuilding special ed. There's still a lot for us to do. I am grateful for our community, our staff, our administrators, family, board members. 058has many strengths, and this year has also made clear that we need to improve. Both things can be true, and both will guide the work that we have ahead. SBSD Owl Cam: as I sat down and put that together, I thought, boy, 9 months, it seems like 5 years. We've done a lot. And we have a great team here, it's a lean team, it's a great team, and we're excited. Every day, we say, there's so much work to do. There's so much work to do. SBSD Owl Cam: Honestly, it's refreshing to me, because all of your discussions are about education and what should we do, whereas in other places, it's about, should we fire the basketball coach, or should we, you know, what should be, SBSD Owl Cam: you know, just things that really don't impact how schools are supposed to run. I've been really, really, coming to Vermont, it's been a culture shock in many ways. SBSD Owl Cam: Well… SBSD Owl Cam: Very, very good. Some ways, not quite as good, so I'm finding those out, too.
