And it seems like a dream because of all of the effort we went through to get the fiscal year 25 budget past. But there's a lot of information that we don't know at this point. We don't know how many tuition students we're gonna have. More than a year, you know, a year from now. We don't know how many. Special special education students, we're gonna have to be supporting. So I just put that into kind of highlight. The fact that. When you start formulating the budget this early. In the process. There's a lot of unknowns. And the other thing about the fiscal year 24 results. You know, you would have seen that we are predicting a surplus again of about a million dollars. That's almost exclusively because of revenue items. Relating to special education. We came
within 0 point 2% of our expense budget, which is. Kind of we should say that again. So. We budgeted. To the penny, and that this surplus is related to special Ed reimbursements. And so for those. I I think that's just such an important point. Tim, can I have clarification on the surplus? Is that. Inclusive of an anticipated how is the Board letter with the Sbe Espu. Impacted by that. 1 million dollars. So if we're anticipating, say, a quarter of a million dollars, are we looking at a 750,000, or is it accounting for, say, 250 associated with that side letter and the onboarding and adding a bus driver, fts. So we didn't budget for the increase in bus driver wages benefits for additional fts. That's for fiscal year 25, though. So that's not included in this
at all. Right? So this surplus, though, could be. I'm thinking, if the Board last year right? So there's statutory. Restrictions about how to use school budget surplus. And you can't really use it until the audit is finished. And that's what we ran into last year. That. Because of the 2 failed budgets we were finally able to tack on that last piece of surplus because the audit is completed. So. For all intents and purposes we probably will not be able to use that 1 million until fiscal year 26. Our 27. The audit will not be finished before top meeting day or or before the budget is warned in January. So you're always kind of skipping a year because of the timing of the audit. So it really isn't gonna offer. Reminder on the statute. The Board
has the authority to assign surpluses revenue within the same fiscal year. So that's as we did this year it would have to be brought forward to voters the following March. If it's not if it's after the new fiscal year. Thanks, Tim, that's an important distinction. We, we submit the information to the auditors of no later than October 7.th And they're gonna be on site working with us at the end of October, and then they do for their field work, and then they'll work on the report. So. That's the way the process works, and you know you'll see in the report there were some definitely, some variances. In terms of both expenses and revenues. But if you, if you do have any more questions, please feel free to let me know. Thank you. Thank you. Never.
I know, Tim, I'm gonna send you home with that soup. So you 3 should all leave and someone take the pot of soup. But I do need that Dutch oven back. Okay, any questions or any further discussion about this? Again, we're not. We're not taking formal action. Because we review it in March. Okay. Agenda. Item, 10 reports by the Board. Recent or plans community engagement activities. We've already talked at length about your listening. September OP. Article. Did we want that to be finance Committee? About the finance team. Yes, and is this a good time to start sharing with our local community the budget situation that we're looking at as some of this modeling that I'm gonna put in these letters. I really feel like everybody needs to know, like right now. Who would like to
offer this article. So I will follow up with you online about a deadly deadline. And any of the any of the letter writing that I do. That you're gonna see, feel free to. Snag any of that information. For your article as well. Likewise, if you need any numbers anything from me, or if you want to borrow language from the letter that I sent. That's great. Thank you. Alright Sorry it's getting hot. Anything else for a reason. All right. Agenda. Item 11 is agenda. We're setting the agenda for September 18, th which includes the steering committee starting at 6 Pm. I am looking at this and seeing it's warm for the steering committee meeting itself to only last 1 h. I don't know if that's realistic. And then the plan was to keep the rest of the
agenda pretty light. With the knowledge that we have this very incoming meeting. But that's okay. So. I call the regular meeting to order at 6, yeah, 6, 30. The Gender Review comments from the public, from the School Board and City Council. So at that time I'll provide an update about our retreat. And I'm planning to discuss the Finance Committee, and I'm I'm hoping that. The 2 of you will really weigh in on that. Community engagement and. I can also speak about like the front porch we've been doing. And governance. So this would just be an opportunity to share with our city council like, you know what we're working on in terms of our own board governance. I don't know if we need to take up a lot of time. With that, though. We have Zoom
Rooms just full. Update. Add. And then a Fy 26 budget preview discussion. And this, I think, should be the large part of our steering committee meeting. Is a budget preview discussion. With our city manager and our superintendent. This is going to be our opportunity to discuss these things that we're concerned about tonight with our city council. And so far, that's everything. On the steering committee. And then on our agenda following that we have our regular meeting to order. Announcement some of those comments from the public focus on student learning, which, if we are on time, means that your report isn't until. 7. 40. It's been. Should we plan to get there around them. Okay. You were part of our board. So you are part of the steering committee. Yes. Yeah, so you can imagine us.
I'm just saying that your regular report. I think that we could keep our discussion items short and sweet. Superintendents report short and sweet recess action items. We're supposed to be reviewing 2. I just had the calendar. It's curriculum. That's a massive Okay, is that. But yeah, to. Oh, no, no, that's 2.1 global executive. Yeah, this is a good one. Okay? Alright! Good. How do we feel about this agenda? I think it's manageable and doable. I was gonna ask if we could add an executive session to talk about. Budget, but I feel like that could be unreasonable negotiations. But I feel like that could be. Unreasonable, given that. We're looking at. 2, 3. Oh, no, I just need like too much. I just can't form a second, so I'll try to look at that then for
October instead. Right. Okay. Anything else for agenda planning for. Features, in this. Sounds like it off. I think actually is. Is there anything you really want me to strike and. Some of those updates. As I look at the time, I don't think the City Council like really needs to hear about our governments. Yeah, I I think we could scrap item 4 updates from the school board and city on the retreats where we both shared updates and public. Public meetings. It's not timely at this point to me. I think that's not an item worth discussing, and I think we should allocate some of that time to item 5, which is. Seafoods to school update. But I'd like to expand that to be more inclusive of like general transportation, to talk about GMT. Up. As well. We
have Elaine Horn part of the discussion, and I. I don't know if that's fair. Something, about. Okay. Anything. Else. Alright. Agenda. Item 12. Consent agenda. Approval of minutes. Has everyone had a chance to review the minutes from August 21.st Any changes or questions. The August 21st meeting minutes are approved. Ap. Orders has everyone had an opportunity to review Ap. Orders, 1,044, 1,000 1,060. Yes. Yes. Any questions. Thank you. Orders are for this. Agenda item. Doesn't say that. No, I think you're doing that as a shockingly consent. Agenda agenda. Item 13. Do I have a motion to adjourn the regular meeting of the soft well. No discussion about a joining meeting. All in favor, please indicate by saying, Aye. The regular user. Thank you.
