So, welcome on the list of Rosie Arlington resident. Um, really appreciate the opportunity to speak. Um, there's a board of agenda there. So, itemize public comment there. So, I'll try to keep this brief. So, my I'm making a formal request to the board relates to H955, uh, the new education law. Um, I'm asking the board to very respectfully discuss the Arlington's mergers committee assignment, consider warning a meeting for

003a formal vote in the near future, I hope, and vote on whether Arlington should request an assignment to group three instead of group four. Presently, the law has Arlington grouped in group four, which is Benington centered. Group three is Manchester oriented. Uh, my requests, my reasons are pretty straightforward, so I'll just kind of run through them. The new law requires Arlington to requires us to participate in the merger committee process in good faith and do so genuinely and the timeline is very fast. Um, so if we're required uh to take this process seriously, I think we should begin in the group where the ser most serious and productive um conversation is actually possible. Um, for many Arlington families, maybe not everybody, but for many, Manchester is a place where we do look for school options,

004work activities, and some services. Arlington, I know everybody knows here, is has a pretty unique experience with merger and consolidation. During act 46 and more recently, I think many residents have expressed real resistance to a formal merger, Bennington Center merger specifically. So, I I'm thinking we should apply what we learned from that experience to this process. Starting the com the conversation in a in a less aligned group would waste time could put us in an awkward position. Think of it like accepting a an invitation to a dinner party, sitting down at the table and then trying to politely decline the meal. And you know, I think this is definitely not a criticism of SPSU or Superintendent Payne. Um, I think, you know, it sounds like I think we've had a pretty good working relationship, business

005relationship, but I think making a clear decision now actually shows respect for that relationship. Um, rather than kind of um going forward um maybe not not a clear path to winter. I think um while it's not a criticism, this is an opportunity to fix that alignment that was forced upon us, that misalignment that was forced upon us starting act 46. I don't think we should squander that opportunity. Um right now, what I'm asking the board to do, it's not a vote to lock Arlington into any outcome in particular. It's not a vote about closing schools or leaving schools open. It's not a vote about approving a merger. It simply makes clear that Arlington wants to begin the process at the most appro in the most appropriate discussion group um with the most realistic partners. So

006for these reasons, I'm asking the board to considering a meeting and consider voting to re ask the facilitator to reassign us to group three rather than group four. copy that. >> Thank you. Hadn't done anything with it, but it's pretty clear the legislature gave you guys a bit of a hard time. They didn't finish the job once again. Instead, they left it to the districts and SPS

007to sort it out, which is an unhappy task. Um but the good news is they gave individual districts an out more than one actually but the very first one under uh H955 is when the facilitator must ask each potential district and merger group if they want to be there. And because the board can't the board chair any one individual board member has no authority to answer that without a vote. You need to have an answer for that facilitator. and that will be moving forward shortly. This statute has almost for the consequences and the top-down push on a different governance structure. It has almost unprecedented time frames. That's our 45 days, 60 days, October 15th and on until we get to a year from now basically at a meeting and one more. And so the first

008ask is that the board want a meeting vote and say yes, we want to be not with group four, we want to be in group three with uh you know with Manchester and the districts to our north as opposed to every district to the south to the Massachusetts border going to out to Woodford. We constitute the very border edge meeting the sandgate of that meeting of that meeting group merger group and it's not a good fit for a lot of reasons which people sure make clear to you but if the idea here is to have these unified union school districts and then they all fit together which the legislaturator's already arranged into these neat groups in the CESAs then we want to be in the right And I don't know why we would waste our

009time. And I don't know why we would start off with a group that only probably sees us, and I'm going to be a little disparaging here, as a potential source of students for their schools, maybe the exception. I think there's more potential and more going on at the uh middle school level, certainly to the north, and we would have better voting ability down the road. So the second thing I would ask is that if we still wind up in that group four that the board then board a meeting and actually do the vote under the statute to say now we want to go or voting to go and that they have to honor. So that's a second round that's a little bit down the line but if we can get away if we can get

010not even ever need to have do that that's better. I think what's really difficult here for all of you is that this isn't just about the future of the students and like the schools in the district or SPSU or anything else. This really goes down the road to property values, community, how the community is is is viewed um and where people want to move and and do things in the future. And it also then goes to what weight our individual voters are going to have in education issues going forward. If we're watered down by all the populations south, which has much heavier anger than more spread out populations in the north, that that'll definitely affect us. And so I'm just going to say this legislation moving fast is not the time for half measures. It's

011not the time to sit on the sidelines and do the rope a doe and hope it'll turn out okay. I think the board has to lead, has to go forward and and and take the blows and and have a discussion and community, you know, understanding. But if you don't want to do it, I understand that. And if you feel conflicted about it, if you don't want this to be your legacy, you can simply not do it. You can you can resign off the board, let others take your place. The decision is going to get made. It's it's a crime day. So, you have to think about that. And um I think I I leave it that except I would add if anyone has any connections towards Sandgate, I think they're also misplaced and and they

012might join with us with an understanding that maybe they should go to the other merger group as well since again they're on the northern edge. They already uh tuition out all students anyway. I don't know why they would then maybe have that disturbed down the road by a different unit. So that's my comment. Thank you. I spoke with our senator today who was um head of the Senate Education Committee. Mergers the the structure. So, these are

013merger study groups. Mergers can only happen with districts of the same operating structure. I spoke with the head of the Senate Education Committee. >> We spoke with the House of Representative members on Saturday and they said that's absolutely not the case. She said that >> y this is what I didn't want to go back and forth. Okay. So, >> so I have a public comment on something else as long as we're changing subject. The Legion has put a new flag up and a new line and all that. They're a little upset. I guess my first question is, is that our responsibility to take care of that? We have the minutes from the May 13th meeting. We have the warrants that were posted. We have no retirements. We have two resignations, Shantel Lamro and Theresa Bacon. and the nomination should be removed from this. Next is operations and we have a electric school bus update from Superintendent Payne as the board had some questions on how the repairs are going. So I did ask for a uh an update from Paulie Anderson who's director of operations. Um she provided update for the purposes of this meeting. Uh for my own understanding I wanted to understand how the budget buses were originally purchased. Was there a cost at the part of the community? uh her report back is that the original purchase of the vehicles was all through uh funding uh Green Mountain Power credits uh refueling property credit things like that. So the original purpose purchase of the buses uh did not cost the Arlington school board or folks that as of

017current you do maintain uh diesel powered buses. At this point the cost for diesel has been $14,349. Uh that is not the complete year. There's still outstanding bills for that, but that's currently where he's spending. Electric cost for the same year is about $9,545.99. Uh the the expectation on the part of Holly in the department is that electric and diesel cost will decrease over time. Um and again, she put a note in there uh that not all the diesel has been paid for yet this year. Uh she did acknowledge that there they've experienced several manufacturing issues with the electric bus. Uh and at current she gave status to the four buses that you have all of which have um they are working with the dealer the manufacturer to address. Um and then she provided a

018log for the school year that went date by date of uh as far as issues or items that had to be addressed for the individual bus. So currently have the four electric buses um right now bus number five is down due to the air in west. All the buses need the door locks installed and the light covers put on which they're and we're going to be starting to transport them to do next week for that. Bus six has an air leak in the rear. Don't know if it's an airbag or something along those lines. Bus

019eight has an air leak. I believe it's an internal C area. >> Jamie, these are all electric buses. all the electric buses. >> Y >> um bus 9 we just got back from I3 from getting the blue bumper put on it. >> It has not really been used because it still needs the inspection done now that we've got it back. Um the cost of electricity versus the diesel right now I'm going to say is off. And my only reason saying that is bus eight was down for 12 weeks this winter uh in Albany. Bus nine was nine weeks over there. So those buses weren't being charged on a continual daily basis. And bus five and six both sat for several weeks because it was too full and we couldn't run them. So the charging and

020the electrical there is also putting a bigger value on the diesel. uh which we had to run a lot more. I know Holly just put out a request back to the EPA for an extension on the diesel keeping the diesel buses. Um that's all well and good, but we really need to update those and at least one of them. Um I have been doing some research and talk with John Russ Don Brown bus lines. um a new 32 passenger boss diesel um is about 109,000 right now. We're looking also at the four version of that same but um with the gas engine in it which will eliminate the death issue that we're having with a couple of the buses. Ultimately the newest Bluebird, the number four diesel, we've had a number of issues with the

021death problem death issue on that. Um, so I I think overall the costs are probably deeper on on running these. Now, this spring we have been running the electrics now that the weather's gotten better. They're running okay, but we are still experiencing issues. A good majority of them are not the full high voltage batteries. It's the 12vt systems. Um, they keep giving us problems. the air compressors, some lights. The horn on bus 8 won't work when it's going down the road. It blows all day long in the parking lot, but as soon as you start moving, it doesn't work. So, there's there's those type of mechanical issues that we're still trying to work out through warranty and service and stuff. Um, the majority of the work lops and that sort of stuff will all be

022done at Daidos. Um, some of the bigger issues are going to have to go to either Cummins and Albany or back down to Rhode Island. But, um, I I would like to know if I if we can do some more exploration on a new bus and maybe a van for this next year. Um, because the older buses, they're definitely showing their age. There's a lot of rust. Seats are getting torn really bad. They need a lot of work and we've tried to keep up on all the mechanicals cuz some of the other stuff is just going away on us. They need to be undercoated again which we can't do on the electric buses. They cannot be undercoated or anything. So there's a lot of corrosion that we found under those which is the reason that

023the air compressors are failing stuff like that. So >> that and that's not all covered by warranty all that stuff or they just >> so far it's all covered by warranty. They just don't do it though. I mean, it takes forever to get it done. >> So, they're based Anderson bus lines is based out of Rhode Island. So, we can't drive an electric bus to Rhode Island. They were all brought in here on flatless. Every time they have to go to Albany, they're getting hauled by a wrecker or a flatbed down there. >> They can't drive them to Albany. We >> I made it back from Albany once. uh 100% full charge and I had like 10% when I got back here. It's just the terrain around here absolutely kills the battery life. We tried

024a couple sports runs last fall, one to West Rolling and one to Poly. We were lucky we made it back. We They are local only. Maybe the Bennington back or up to ABA and back, but they are pretty much local RS only. So, if this is a battery issue, should we be looking into getting bigger batteries or winter batteries in or is that just so expensive? >> That bus cannot be changed buses cannot be changed to bigger batteries. That's something that needs to be ordered from the manufacturer when they're being built so that they put a bigger system in a bigger battery. They have a whole different layout. >> So, basically, we bought the wrong bus. >> We didn't buy them. >> We They came on a grant and this is what the grant allowed.

025So by by going with the grant, it didn't cost us anything per se. I mean, it cost us all because it's an EVA grant. That's our tax money. Um district didn't pay a lot of money for it. Green Mountain Power for the infrastructure that we put in, but the estimated distance that we were supposed to get, which was 130 miles, we're getting 60 to 80. That's all we're getting out of these buses in a in a day. Um, and every time we come back, we got to back in and plug them right in. That was one of the biggest problems with bus eight and bus 9 is the charging system. Uh, they have them on mobile. So, that's why they sat at Thomas. Toms used to have two mechanics that did the electric. Now, they've

026only got one. So, it's just a tremendous length of time before anything gets fixed. But there again, a small 18 passenger van and a 30 passenger bus would do 90% of what we've got to do. Sports runs are trips to Southwest Tech, all that we could cover in a smaller bus. And if we can get into a gas engine, then we take away that diesel tax. We take away the deaf systems, all that. So that's what I'm >> certainly gas will be better than diesel. Anybody that's in the business knows >> your RSU has one of the guest buses up there. They absolutely love it. They love to power everything guys are okay with it. I would like to continue to explore that so that we can get it. >> Oh, it needs to be

027>> Yeah, we can't. So, I mean, we we don't have any we didn't budget any money for a new bus. So, $100,000. We have no place to pull $100,000. >> I thought there was still some new bus. >> Well, there is, but probably not $100,000. I mean, we just bought that brand new diesel bus at $126,000 last year. >> I thought there was quite >> There's probably a little bit in there. I don't think >> there was too. >> I don't think we can float the whole thing. Um, we can certainly look, but then we'll have to go to a formal bid process after this. >> Um, let me look. 028you know and then the board can discuss if we're going to go out for a process. I mean, in hindsight, it's obvious it was a poor decision to get electric buses that >> certainly Next, >> can't do anything with them. >> Next, we have homeschool discussion. I asked for this to be put on there. Um, and it's really just mostly affects our high school kids. So, in order to participate in extracurricular, and please jump in anytime. In order to participate in extracurricular activities such as sports, theater, things like that at the high school, we have standards. We have academic standards and we have um behavioral standards and we have attendance standards here. And right now we have no mechanism to hold homeschooled kids to the same standard as that. So, um, I wanted to bring

029it to the board and ask if the board was comfortable with the either the superintendent or the principal or lead policy committee working on a policy that would help us regulate that. Um, because right now there is nothing. We have nothing that governs that. So, >> do we have a lot of homeschooled high school students? I know a few, but >> it's districtwide. >> There's no policy right now at all. >> No, we just go by what what Vermont law is. There really isn't anything that says that. Is that correct? Right. >> Well, you have So, there's Yes, Vermont has uh regulations around homeschool. A lot of it will defer to local. So, you do have a local policy, home study program policy 6382, but it's not going to get into it's not going to

030give you the policy will not address specifics as far as expectations. So just to correct it a little bit, I would say the principal and myself would go to the policy committee and say it needs to be addressed through administrative rags and it would clarify for principles now and principles in the future of what you could or could not do as far as supporting homeschool kids. The law as far as the state of Vermont says homeschool kids have access to activities at their public high school. Uh the regulations talk mostly or I'm sorry the policy for our district speaks mostly to ac academics and what they can access. Uh and then it doesn't really go into details as far as what would be the criteria for accessing sports going to prom. Um, if a student

031attends Arlington, principal can say and wants to play baseball, the principal can say, "You are welcome to play baseball, but you must be here every day. You must maintain a certain grade level and yet can't be fighting in the hallways, right? You can have it." It's not addressed in policy around homeschool kids. So, that's it's a it's a gray area that could be probably addressed best through administrative regulations. Does Mount Anthony have a policy for that? >> Follow the >> same policy. So, and it uh in talking to the principal, it is something that seems to be trending up. There seems to be more students and families choosing homeschooling. And I think that's it's a enough so that it's a state conversation uh because there are other principles and superintendents who were asking for similar

032um directions from the agency of education. Prior to COVID, there was a pretty wellestablished policy. You could elect to choose homeschool as a family. You had to demonstrate that you were attached to a you know a homeschool plan. Uh and that has been removed as we've come out of COVID. So, I think it's a time for the superintendents and principles to revisit that with the agency of education to say specifically if you're going to be participating in sports or theater or any of the other activities at Arlington with high >> sponsored events. >> Sorry. So if you might if you need input from somebody who experiences that process because the one thing I would say is that we do have to keep records annually right and records and so you know I think that that

033I don't know what the rules are around access but I certainly you know if you're home records >> I think that that's essentially what I'm asking for the policy to be developed for is you know is is a mechanism for the principal to be able to say to a homeschool parent, you need to prove to me that your student is in good academic standing is obviously there's no behavioral issues, but I mean that's pretty pretty easy and you know absolutely >> it's only annual legal that you only have to report annually. have to maintain. They don't actually ask for you to distribute them, but they include end of year testing and year evaluation, multiple work samples, um notes, you know, who have any outside providers providing curriculum. I I can't say that other people do

034it, but I can tell you that I do. Yeah. >> So, >> and Paul, so yeah, the specifics are no longer there at the agency of ed level and policy doesn't isn't clear for either the family or the district as far as hey, I could provide this for you and show you that my student is participating in an academic program. So, we've actually had to support families like they're asking what do you what do you need from me to show you may have a certification because you're attached to a program or what whatever but it's it's not clear to families accessing the policy either like what could I do to demonstrate that I'm no Yeah. So, an area to be addressed. >> Well, that's it's it's not nothing we need to make a decision on.

035It was just an FYI um because I think it's something that's going to come up and then likely a policy that should be addressed and come out sooner rather than later. Fall sports start in the end of August. Um and hopefully we can have something for guidance for our administrative staffs by then. As part of that, as a separate but attached, can we get some information on how many students have transitioned from inperson to homeschooling just as a data point so that that's tracked within all of our member districts? >> You want just for ASD or all? That's >> ideally all. I mean, it would be helpful to know if that is a trend and where we're seeing it and how it's impacting the school. >> Yep. So all the school districts within the SPSU

036have access to the agency of ed which uh maintains a roster of families who've been approved for homeschooling. >> So that yes we could tell you the number. >> Okay. Next is principal's report. Uh, so we had a very busy end of the year and now it's the middle of June and I think I blinked and I don't know where it went. Um, but I just wanted to one uh probably thank Gana Cross. Gana has retired uh after 32 years. Did throw a little gathering for you for attending. Um, but I did want to publicly thank her for her years of service. I think we figured out she went through nine superintendent. >> Yeah. >> Six principles during her 20 she did 27 years here and then four years somewhere else. >> So we were

037counting and going through and having some fun with been here long. So that was published. Uh they have uh honor society inductions. They came to the West Mount for hosting the uh honor society inductions as well as Chinese honor society. And then this year uh Madame Emory has also started the French uh honor society and so that induction was held here but we have bigger plans for next year as the the club moves forward. Then we had senior athletes uh spring senior nights. We had um a sports banquet for all high school athletes. We held a senior awards and dinner evening, an eighth grade celebration. Had a prek graduation, a fifth grade move up, and then graduation. And then all of the after graduation, all schools, all students uh participated in some field day, a

038district-wide barbecue. And then both schools did a fly up. So every class moved to the next, including here. So if they were in seventh grade, they went to eighth grade. Eighth graders went and did their freshman schedule. So they all have an idea of what their schedule next year. And then we've had a few professional development days. So um hey prek to grade eight all staff including um support staff participated with um Dr. Valerie Parker. She's from conscious discipline. We spent two days with her and I had at least six people tell me that that was the best in service that we have had even though it was at the end of the year. Um, so those of you who are here can attest to that, but it's really hard to keep someone's attention when

039they're thinking about report cards, summer planning, packing, doing all of the things. Um, so we were I very centering now and we are looking to have her come back to us and use some coaching with us for next year. So, we're working through that and the high school uh work on some some planning for next year offering some new electives and we will begin our NEAS um accreditation and so we'll be forming steering committees and self-reflection teams um to begin that process. It's a 10-year process. It's uh a self-reflection process for us and then someone a a steering team will come and visit us from another school and then help us develop that plan and then given that plan it will help us move forward. Um the cycle is 10 years. So we'll see who

040is in charge of the steering committee. Thanks. I think that's it. It was a very uh it seemed like a very quick end of the year. I feel like it was just the middle of May. So, we're already off and planning for next year. Tomorrow will be transition meetings for both buildings where each grade level will talk about the kids they're going to get and any plans that we have already created moving forward. Um and those are tomorrow morning. So, tomorrow will be our last thing. Any questions? There was a um I think it's the honors association or the community service group that organized a 5K fundraiser for >> communityies. Yeah. >> Um that was last >> last Saturday. >> Uh they raised over $800 for um CF and kids in foster care. >> It

041was a it was a nice turnout for the first year event. So hopefully that continues. When you look at the seniors and gain as being the organizing force behind it, hopefully that continues. >> We're already looking at the schedule. We had so many conflicts come to the end of the year. >> Y >> we had to switch track. I mean because of track we had to switch sports banquet and senior night because it all was like the same week. So we've already kind of been strategically planning how to and hoping that run can continue. >> Yeah, it's a nice event. Thank you for leading us through this year. 042do two quick things. First of all, I want to congratulate the graduating class of 2026. It was my privilege to be in attendance. My second year at uh Arlington's graduation. You can imagine it's a little different than the show that goes on in Bennington the night before, but I always appreciate the walk up song. Um, and I appreciate the principal sitting and making sure all the songs are appropriate for grandma and grandpa and family sitting in the audience. But, um, a really nice ceremony. Uh, a lot of tradition, a lot of pride in the community, and I appreciate folks letting me be part of that. The second thing is that July 1st marks the end of my first year as superintendent. I want to publicly thank this board and this community uh for being patient

043with me, for being collaborative with me. I appreciate the public comment this evening. I absolutely think the next year is going to be filled with a lot of conversations and hard work. Uh the legislature and its in its grand bargain has left us a big pile of things to do. Um, but I look forward to continuing working with this board and especially to the chair.
