okay uh well hi how you do okay still having a few little technical difficulties um for me uh like to welcome everybody to the September 5th 2023 Board of Health meeting um as soon as I get my uh computer setup here I'm just going to read a little disclaimer about what's going on I don't know why hang on okay all right got it um this agenda is subject to change and includes those items reasonably anticipated chair to be discussed at the meeting Perry not all agenda items May in fact be discussed in other items not listed may be brought up for discussion to the extent permitted by law um so we'll call the meeting to order at um first item is always uh after that is Citizens participation um I'm on a small phone so
I'm assuming Mark the Sony may be here or is that wrong I don't see we don't have MBA I don't see Mark anybody else with anything any board members okay nobody it's okay and we can move on to uh agenda item three introduction of the part-time uh public health nurse hey colander I'm gonna give this over to uh Raj to introduce thank you Dr Ron so we have Kate here you know she joined us two weeks back as a part-time public health nurse uh Kate if you want to introduce yourself to the board we'll appreciate it thank you yes hi good evening everybody nice to meet you um my name is Kate Hollander I'm very excited to be starting in this role uh part-time I've worked as a public health nurse before so um I'm
happy to get back to this sort of work um I have a master's in public health so that's really near and dear to my heart what we're doing I'll be working mostly in the the childhood vaccine clinic and um what else my full-time job I'm a school nurse and I've been doing that for about about seven years but like I said I've consider myself a long time public health professional and advocate so I'm thrilled to be here thank you nice to meet you okay welcome aboard foreign okay anything else Raj that's officer thank you okay great Kate you're you're welcome to stay if you want to be bored you can stay but if you have other better things to do you know uh please feel free to to leave um you know but uh we
appreciate we know you're gonna make a great addition and we can use all the help we can get with with the vaccine and you know that'll tell you that he helps out with that a ton I'm sure you you know you probably even know him already um so well uh you know thanks for all you're gonna do for us and um like you said welcome aboard um all right so I agendum uh or agenda item four um appoint Metro West Tobacco Control project manager I'm just going to say the abbreviated Pari and I'm gonna let you say that last name Roger that's beyond me yeah how do you say that Govinda right now did I pronounce it right yeah okay yeah thank you and we welcome Mr Pari who joined uh Framingham health department and
it's gonna be uh part of the meadow West Tobacco Control project uh buddy if you're introduced to our board please thank you yeah uh now thank you for having me and I am based in Framingham Department of Public Health my background is ayurvedic medicine and I have done my masters in Psychology and Masters in public health I had been working in clinical research and public health areas so past one month I'd been working as a tobacco control program manager for Metro West District so I'll be covering 60 in communities including Marlboro City and Framingham City so that's about me so if you have any questions please nice to meet you nice meeting you too yeah thanks yeah that's great I think it's a you know very important thing that uh you know to have this
and uh hopefully you don't you know find any violations so but uh that's why it's nice to have it around round that's for sure yeah and number one I guess we have to appoint him as as a as agent to the board or as a Tobacco Control agent to the board please you know okay thank you anybody motion to do that I'll make a motion I will not try to pronounce the name to appoint our Tobacco Control agent okay anybody want to second that I'll second that all right all in favor I I right sorry I think you're in that's probably a five-nothing vote so thank you very much yeah we appreciate it okay all right excuse me it's actually four four Barbara's not here okay thank you okay all right thank you all right
the four of us are here it's still a unanimous vote so thank you all right moving on to uh the fifth agenda item the septic system variants hearing request for 26 strobus Lane hopefully we're not too late for that and that is um is it Dan McIntyre uh yes yeah Dan how you doing good evening uh for the record uh Dan McIntyre with McIntyre engineering representing the homeowners uh they are in the process of selling their home and and failed the Title Five inspection so I need to replace it can I share my screen to show you the planner no all right uh it's saying it's somebody's gonna let me in here it's disabled yeah there we go this should be all set yep thank you everyone see that yep yeah okay so go to
orientate you uh strobus Lane is up at the top of the the plan uh the existing septic system is located in the backyard there's a there's a tank right here behind the house and there's a leading area here uh there are some Wetlands directly behind the house here as well we had those delineated by a professional Wetland scientist and we did go to conservation communication and get approval of this plan as well so what we're proposing to do is relocate the leach field portion of the septic system from the backyard to get it away from the wetlands and out of the groundwater table and put it up in the front yard here uh we we tested up here the soils are are decent up there and there's enough room to get a system in there
get it away from the wetlands the tank itself still needs to remain in the back because there's really no way to reroute the plumbing so we've got to connect to the existing plumbing coming out of the back of the house with a septic tank here and we'll have a pump tank here to pump it up to the front because the front is uh is higher than the backyard we're proposing to put in an alternative uh system that's approved by dep it's the Elgin system it can give us better treatment in a slightly smaller footprint to fit into this existing lot to make everything work though we are asking for a couple of uh town of Ashland variances and uh title V local upgrade waivers uh one the ashwan regulation and a local upgrade waiver refers
to percolation test uh due to the depth of the natural material material in the front yard and high groundwater conditions we were not able to perform a percolation test so the title V recognizes that and allows us to determine the percolation rate through a laboratory Civ analysis which we conducted in and determined the uh the percolation rate from that that process gives us a concern affirmative number but we do need to ask for a waiverance for that the other aspirin waiver is the prohibition on bed Arrangements we are proposing this to be in a in a bed configuration using the Elgin units this is about as close to a trench configuration you should get with using this little term units so we're asking for that to waver from the Ashland regulations the other Title Five
local upgrade waiver is respect to the septic tank uh since the groundwater in the backyard is very high uh the septic tank will be into the groundwater deeper than we typically would want to do that so we are specifying a heavy duty tank an h-20 rated tank and with sealing that the pipe penetrations with rubber boots because we'll be in the in the groundwater table there so that complies with title five requirements for putting a tank in this type of situation so that's a brief description of the of the system I can turn it over for any questions now so Dad I'm assuming you know that the um that it passed that modified percolation test it did yeah so I I don't really know what any of this stuff means so you know I'm as
as long as as long as an engineer says it's good and raw says that's good um you know I think we're going to say it's good I I don't understand you know the um the last thing you were you were talking about the heavy duty tank and the the um the groundwater is is higher I don't understand what that has to do can you just explain that a little bit more sure the uh the backyard is right next to the the wetlands so the groundwater table is close to the surface so when we bury the tank in the ground uh the piping coming into the tank is right at or just about within the uh within the groundwater table the seasonal High ground water table so we want to make sure that's properly sealed uh
so we don't have uh groundwater infiltration into the tank and we want to make sure that the tank is heavy enough so it doesn't float up out of the ground from the buoyancy effect uh and so and then that's the tank that's going to hold it and then it's going to get pumped up to the filtration system in the front exactly gotcha okay right any other board members have any questions I have a question and thanks Dan for explaining all that um so I understand that the leaching trench system but when you say a bed what do they mean by um bleaching bad versus Trench going on a conventional system where we use Stone and pipe a trench would be something about two or three feet wide with crushed stone and pipe blade in it
and then the next trench would be you know nine ten feet away uh with another three foot wide Trench bed configuration is just a large rectangular area of stone with pipeline in it okay so look under title under title of fives the VP prefers the trench system which is which is why Ashland prohibited but under Title Five the beds are allowed but it's not the preferred type of system because it doesn't doesn't give us good um air transfer into the soil like trenches do okay thank you very much okay is Ed you good anybody else so is there any anything about this particular uh design and the way you plan to implement it that would that should address that problem of the air penetration into the soil or yes um so the Elgin units are
are not a uh a uniform bed all the way across we have um kind of trenches of soil in between the Elgin units that allow Trans Air transfer between the Surface and the bacteria in the uh in the units themselves and we also vent it so air can transfer from the vent up through the house Plumbing stack so we got air flowing through the system to compensate for uh for that air transfer we lose in a bed system and thanks um and what's the expected lifespan of the of the pump uh the pumps are pretty good nowadays so the manufacturers you know they say in in the 15-year range but it's the same type of pump that you would have if you had a well or in your dishwasher your washing machine it's that type
of pump that's a small small horsepower pump and they're they're pretty reliable and what would uh what would you know signal to the homeowner that there was a failure would it be that the tank filling up and and not draining and then you know the normal kind of backup that you would no we wouldn't let it get that bad so we inside the pump tank we put in a an alarm float so if the pump no longer operates and the tank starts to fill up uh this float will raise up send it an alarm it'll be an audio auto audible invisible alarm uh to the homeowner so he knows that there's something going wrong there and to have and to call the electrician to take a look at the pump in in the in the
pump tank itself above that float required by code to have at least 24 hours of storage so there's 24 hours of storage in that tank to give the homeowner time to respond great thanks good question Dave okay um Roz you good with everything yes sir it was reviewed all all good sir thank you okay can can we pass the Ashen regulations as a set if somebody wants to make that motion 3037 303 11 and 3 and 311 D or we pass them Alder we have to do each individually Laura you have any uh input on that uh um I I did send I did send them out as emotions but um I think if you I we have one so which uh yeah or can we just say 302 I think it's 303 Title Five
regulations that you um is that correct for us and then one common is common you know local ones that that should do okay all right well I can do that I'll do the three Ashland regulations for first three or three dollars one one vote you want to do that yeah so um so I make a motion and this is for the chapter 303 Ashland regulations make a motion um to Grant a variance um from Ashton Board of Health regulations 303-7 to allow subsurface sewerage Disposal system to be designed without the required two percolation test the acceptance rate determined by Civ tests per dep policy and section 303-11 to allow subsurface sewage disposal this proposal system to be designed without a garbage disposal with the conditions that no garbage disposal be installed within the house and
a deed recording be placed on the property stating no garbage disposal should be installed in the house while the subsurface sewage Disposal system is in use for 26 strobus lane and then finally section 303-11 subsection D to allow for the installation of a leaching bed in lieu of a trench system I will second that right all in favor aye aye okay great that passes thanks Jay good job everybody want to do the same for the um the title five local upgrade yeah and I'll just do the three okay um okay so I make a motion to Grant a waiver from the title five regulation section 15.405 section 1B to allow the offset from the foundation to be reduced from 20 feet to 18 feet you want to pass them all as a single one I
think we Roger said we had to do them individually we'll do them individually Rush okay sorry anybody want to second that okay what I heard Ed okay good Dave thank you all in favor aye all right okay and I make a motion to Grant a waiver from Title 5 regulations Section 15.405 Section 1 I to allow a sieve test in lieu of percolation a percolation test that's right anybody great thanks Dave all in favor aye aye great thank you okay and finally I make a motion to Grant a waiver from Title Five regulation section 15.405 section 1j to allow less than 12 inches between tank piping and groundwater second okay second thanks Dave all in favor aye aye okay all right well thank you very much yeah thank you all right so we kind of
move on to uh item six which is Mill Pond Rest Home hearing for infestation of bed bugs and a kitchen issue so Raj I'm going to give this one to you again thank you sir so just want to update the board you know about milk on we do have this bed bug situation going on I guess for four months now you know uh initially we had some calls but last week you know uh not last to last we we had two calls you know in a week you know and one one of the occupants calling us crying you know that that bad book uh situation persists you know and I went for an inspection uh same time and I found a huge bed bug you know and I and then we had some kitchen issues
you know there is a road roaches infestation in the kitchen you know and my impression uh both of these organisms you know mainly be uh poor sanitation you know and then I end up talking to Mr Sweeney who is on call you know then he notified me or he told me that they plan to close operations uh for this establishment for in three months or so you know so I'm I'm concerned you know given how it is going that it further can go bad you know uh and realtor Matt are here you know so I just want some Assurance from them that uh this this and and they've been instances before that middle Pond was in front of the board I guess in 2018 for similar issues you know so I just wanted to make
sure the body is aware or did they make sure you know that things are complied too till they are in business uh or you know they have this operations in Ashland okay um okay so the the roach infestation in the kitchen where I don't recall that um from the last report we had we had one dead roach out in our shed and um from Mr Curran and then there was one on the outside threshold that he bought he said it appeared to be an improach but I did have the company come in and they found no evidence inside the building inside the kitchen there was just that one dead one inside the shed which is not connected to the building and we had a delivery that day so who knows um only the road you
know only these bugs know where they come from um as for the bed bug yes we you know we noticed this in May and I mean we found evidence so I called the company and we had the whole building done um we spent almost seven thousand dollars and had this the whole building done uh we thought it worked and then we started getting a couple of complaints here and there we checked internally because that's what we're supposed to do and um we couldn't find evidence of anything so um then you know you came in Reggie for your um your inspection and I got right on it I had them come out and uh we did the areas what they called the hot spots on Friday we emptied out the rooms completely we did the complete
thorough uh treatment and they they put um volcano monitors in each and every room and they'll be back in two weeks to check those so we are responding um it's not that you know we're not responding I definitely am trying to take care of the situation it's an old building um and like I said before only the bug knows where it came from I don't know my only question read I you know I I get that you have F words you know this is going on for four and a half months you know like living in a situation and getting by it's from the bed bugs you know like and so much time you know I saw that today's report it still says you found six bed bugs you know and very surprised at Terminix
writing that they didn't find no activity in room five when when I came that day it was just in matters of second I found this huge bat box you know so there is some sort of lapse happening you know like uh five months into it that you still have activity and that I has been suffering you know so I I am I'm just not getting it you know like you're saying you're doing it but like by then still why there is an activity for such extended period of time well it was May at the end of May that we were initially treated the building uh and then we just did this the end of August well September 1st so the time period um and and I I can't tell you that but they were in
that room for quite a long time and they found no activity in that room or the adjacent room uh what they did find was in those two rooms that seemed to um we've been doing them almost monthly since May so those two ones there wasn't there was nothing done for two months when this when this person was moved in you know like I I'm I'm just surprised I I feel so sad the person calling crying you know and her hands was all with bites you know like how do we how do we do this with seniors you know like well medical issues um she does sit outside in the evening and she admitted that herself that some of those were probably mosquito bites But there again you did find the bug um so I don't
know today I spoke to her she's perfectly happy and knock on wood she said nothing she she doesn't want to talk about it because she said it's been great um but people here have medical issues and and you know they respond differently to different things emotionally I mean I'm like I said I will have them come in as often as I need to to take care of the problem I wouldn't want my loved one in um in that situation so yes I will have them come in definitely you know you have to have this continued uh because I saw on the report there are six bugs they found today too you know so I mean definitely today right um yes they did they they found in a different not in that room at all on
the other you know in the another room that's been a continuous issue and regarding the kitchen you know I mean we cannot just take it I mean my my inspector came in he found roaches there and he did not find them in the kitchen if you look at the report there was none found inside the kitchen none they were outside in the shed and it was one dead one but I I have the report right here and how about the sanitation you know why there was no sanitation in process you know given this is a senior living facility you know you you was using paper plates is the sanitation back like no what are we doing yeah we were using the dishwasher was out it had broken down we had it removed we ordered a
new dishwasher we were waiting for it to come in and we went to all paper and plastic because that's what we're supposed to do when we don't have a dishwasher for a long a period of time to write that if you don't have a working dishwasher like how do you miss that you know like if if you don't have a sanitation process going in a senior living facility how was we not informed you know like it wasn't a sanitation issue if we went to paper and plastic if we were doing if we were trying to wash the dishes then I can see that would have been a sanitation issue but we went to paper and plastic immediately so we were doing the right thing I I leave this to the board you know I find
this you know again for a senior living facility this much going on that's a lot you know so but I leave this to the board now you know so really just it seems like there's there's definitely you know an issue I'm certainly no you know entomologist or a bug expert but it's uh sounds like that that the whole building would need to be treated because whether or not there's a room it's got to be all around but it yeah it seems like it's just going to be a continuous thing for a little bit because if they're continuing to find them you know that means they you know that they haven't found the actual source of the problem unfortunately so you know if you still have bed bugs there that's got to be a continuous thing
so you know I I don't know how do you mitigate that you're just gonna have to I guess you know continue you know spraying you know or right we put the monitors in all the rooms right so yeah I'm not even I've never even heard of those but then again I've never had an issue like this so you know I'm not sure how it gets handled I think Raj is just trying to to reinforce you know the the need for you know very rapid response and continued close monitoring you know at this this point I would be doing it on a daily basis I know it's a hassle for you to have to have somebody out there to do it but if you don't we're not going to catch this and right now it seems
like it's a small issue but it's still an issue so if these people are living there you know you got to do what you got to do to help try to keep them safe even if that means you know getting them out and and spraying again or continuing to do it I I don't know exactly what to do but so this is what we discussed with um the pest control company and and what they're using they're required they can't use it um it has to be 14 days apart the chemical the chemical works for 14 days and so they can't respray for 14 days um in that particular area you know if they're if they're smelling this chemical then you know they just can move to another area if it doesn't and kill them so
it seems like you'd have to kind of do the whole building it doesn't make almost sense to go room by room I'd be doing everything well just because it's not and that's what the monitors are for they put a monitor at each bed so that they'll find out the hot spots um okay and to see how it is so we did the Roman question we did the adjacent room um then we did another room a couple of doors down because we thought we saw um some evidence in there but then they said that there might have been evidence in there but they could not find any um so we did that and then we had repeated a couple of other rooms that were an issue right no yeah I get it I think it's just
you know Raj is just asking for a little bit more you know of a of a continuous flow of information so you know that he can do his best to try and enforce what he's got to enforce and make sure everybody is safe that's really all he wants so if you you know if is there anything else that that you think they can do Raj is what what else would you like to see happen here so sir I have a couple of questions you know one for Mr Sweeney you know and one for Rita you know um Rita you said use you was using paper plates you know that no sanitation was required during that whole period was you cooking any food in in your establishment or all the food was outsourced you know we
were cooking inside and we were using the two sink method and you know the two sink method is not sufficient right for sanitization you are aware of that right for cooking items for items that you cook in they're being brought to temperature my understanding that it was uh adequate for that it's not you know I mean again about this bad bugs you know I'm a health Professor no so you said you did inspection for this room five you didn't find anything you need to have certain credentials to find this you know so Con on sanitation I just want to tell you that the two basing don't work and it's not according to the code you know so you need to have a three best thing for sanitization and if you're cooking you need to have
proper sanitation especially if you are running a senior housing facility just just to let you know uh my question to Mr Sweeney is you know I Mr Sweeney I know you have like four or five facilities that that you handle right of this kind right will you handle yes sorry no this this is the only Redstone the rest of our skilled nursing facilities so you you you you're just your company have four four facilities right as it's mentioned on the website four or five yeah we're a family-owned business yeah right so my question is will you handle a situation like this uh in other homes too like as you are handling the Ashland facility or will be any different if you was not closing the facility no well regardless of what we're doing in the
future we're still treating this building and we just got our full support to do so both financially and administratively so it's we are just talking about addressing you know these issues right now as far as you know if there's a there is a freesync that needs needs to go in well I think Reed has already had plumber Quotes come in if there's you know if we see any hint of a bug in a building we immediately call Terminix and get people out there so this is this is treated anywhere in in any building we try to address the problems immediately so there's no harm that can become that can happen to our residents you know it's you know we've owned that building for 42 years in our family and it's it's uh you know we've
been a community partner with Ashland for a long time but why do you think the problem is still persistent after four months you know like that that that's something I'm very surprised you know like where are the lapses you know I know Terminix told me when I talked to the manager at Terminix or whoever called me they said you are never prepared you know so that that was the input I got from Terminix though I don't see on the reports you know but like I'm I'm concerned uh four months into the problem and it's still persistent according to today's report you know well if you look at if you go back to Bay you know the entire building was fumigated and then months a month after that we have uh you know people coming out
looking for any other pest and what they'll do is that if if that's you know if there's any evidence of such they tell reader and Rita will immediately call Terminix back in here like she said there's a there's a 14-day window after treatment so we have to follow their guidelines but it's not something that we just let go we treated the whole building in May at the end of May and you know kept an eye on it but these things these things are sneaky I'm sorry the building is older and you know they they've talked about that it's you know with a lot of our residents coming and going um we have residents that come from all certain different venues you know we have homeless we have a number of different things this is a
rest home it's not a nursing home so they're the Rest Home guidelines are a little less stringent people come and go they can they can walk to the store there's there's a lot more freedom for folks they go back to home overnight and and things like that so those are the all those things that we have to keep an eye on yeah thank you okay all right yeah please I was gonna say I have a couple of questions so so going forward I think is is obviously the biggest area for concern for the next month the facilities due to close um the first yeah January yeah we've submitted paperwork into the Department of Public Health you know for for various reasons not just something like this but it'll be January 1st okay uh yeah sorry
obviously September first um I forgive my confusion but in any case um so it sounds like to address the food preparation issue that you have plans or you're investigating plans for a threesync uh three things for to sanitize the code right um so is that going to be adequate then Raj well we have a dishwasher in place now you need to have a three-basing to comply with the code you know the dishwasher is just an accessory unit if if you don't have a three bit sink you're not complying with the code waiting to hear back from the rest of the quote I think we decide performance out already you know after after you come in rush so um that is regardless of when when this you know our last resident could be transferred by the
end of September but we're still going to maintain this building thank you okay and so I guess that brings me to my next question which is so you have residents that will be moving on to other facilities um and there's a bed bug issue um what are you doing to address um the concern or the the almost certainty that that there's a risk of of bed bugs following the residents to whatever facility that they end up in I think that that's uh well one of the things that happens when this happens is that in entire items in the room uh you know are heated and washed and sent to the dryer that certain temperature will kill you know any bugs like that I've had people come up to uh to other buildings after after May
and we haven't had an issue or and there's been no issue about people transferring so we it's been a gradual you know we've gone from about 22 people in the building down to 12. um so we're we're very careful on on where in the building it is and how wherever they go there has to be you know up front with the transfer facility about what's going on and you know if they were to come up to one of our other buildings for instance the plan in place which has happened in the past is that they would come up with a limited amount of clothes the other clothes would go directly to our washing area and immediately washed separately from everything else the two described right yeah I don't really think it's an issue of clothing
I think it's uh an issue of uh being in that old wood Thriller firm for for quite a while and do you uh when do you expect you know that the the last residents uh will be leaving the site well census is down across this state from from a number of these issues and I think it'll be fairly quickly we have two nurses in the community um and they'll be working with Rita as well as other homes in the area we try to keep that on a plan to uh to something that's more convenient for each individual family so if one family is from the Framingham area we'll we will look at that and expand our going outward but if someone's from Worcester and they would like them closer him I heard it closer to
home then we would work in that area so you said you have um 12 residents left yes 13. we have 13. I'm sorry with that with that woman who came in um that Rajiv met with and then so we have 30. and you know let's say you know in 30 days you don't have any more residents there what's your plan for the building our plan is to maintain it throughout if there's you know if we can develop it down the road we haven't really decided to be honest if we want to knock that down and develop the property or sell it outright to a developer helper um or anybody that's looking for housing you know we were talking about it you know um earlier this year we were talking about it uh uh single housing
so it's um I'm sure there's a number of different issues but we'll maintain that building all the way into the point where it's uh demolished because um we'd have to maintain I've already talked to the to our neighbor that does the plowing to make sure that if there's a fire during the winter months that the fire department can get in um the smokes will have to be treated quarterly smoking sprinklers so all those things will have to keep continue to happen so um obviously we would need to be advised once the um final resident is there and then uh Raj we need to make sure that both the police and fire department know that when the building is vacant um we'll make sure you know and Mr Sweeney I know we discussed this on the
phone can you please share the inspection report from the state with the board you know we just like to look uh see like what the airport said you know you know we discussed this on the phone I'll defer to read around that so I haven't I haven't received the hard copy report back but there were no issues no resident complaints to the surveyors um regarding bugs or they they found nothing um in the kitchen or with the residents complaining the residents never made a complaint but like I said I don't have the hard copy report um I haven't received it yet sometimes it takes a while do you know who has been sucker you know from the state who came out good with the inspection Barbara Palazzo thank you we'll keep you up to date
um you know if we have to treat that every 14 days we'll make sure that we keep you up to date Mr Sweeney you know that that was my only thing you know like I just want to make sure you're that again you know for the resident the last president I spoke to I'm I was really sad you know and then when I came in this was a matter of seconds that I found a huge bed bug they might be the biggest one I have found in my career you know and Rita knows it it was within a minute I came back that there is evidence of bugs you know and she said there is nothing going on and to more surprising that I am seeing the Terminix report it says None again so I
have to come out and see like where is the labs because the Terminix report says today in that room there is nothing and I'm very much surprised you know like to find a bed bug in matter of seconds and then a pest control telling me that there is no activity that I'm surprised you know so I prepped that room where I prepped that room myself and removed all her belongings from there and I found and nothing not not a dead one not a live nothing in all of her belongings um and that was the prep prior to them coming in everything was removed from the room and and everything was stripped down um so I need to do an inspection so I'll be out and see like what's going on you know so I'll keep
you posted on that please thank you one question about it might be the last one it's my only one uh to Mr Sweeney so it sounds like the goal is to have a census of Zero by the end of September or at least there's no intent on having anybody in the building um out to January 1st well I think it will go quick because everyone in healthcare in the long-term care field all their censuses are down so I think people will be able to find appropriate accommodations for each individual person and it goes according to each individual's plan of care as well so it has to be good for them it's just not you know it's just not some place that we just they can they can refuse placement we can find a bed and
they can refuse it certainly yeah okay okay thank you yeah well you know that obviously thank you both for coming on you know I think all you know Raj is trying to do is is the same thing you're trying to do is just to keep everybody as as safe as they can until you know the place is is can so if you can just communicate with him a little bit you know more uh frequently I'm sure he'd be happy with that you know if you see something I'm not quite getting since I'm not an exterminator you know if you exterminate and you see bugs I don't see why there's not a re-application right well it's Healthcare that health care so they're they're they can only do so much um and they can you use the
chemicals the chemicals last for 14 days now these insects they still can live during that 14-day period of course well that's why I'm saying yeah so you will still see some live um insects during that 14-day period but they say they're not allowed by regulation I don't dispute what you're saying I'm just saying if you just keep Raj well informed you know because we can go back and forth he can say absolutely which he may see if he comes in we're in the 14-day period Then he may see it it's he's just you know asking you know you uh you know the the company the the people that are running it to just to to try to move quickly when you know when this kind of up thing happens I think that's really all he's
looking for um so if you you just keep them well informed or you know that would be great okay and anybody else Barbary anything no you're on the all right you're still on mute so okay all right I'm I'm good sorry um you know one of the things I was just thinking of like I know you said um the area where the uh patients uh they said they can't fumigate it until 14 days later but I was just thinking like how you still have all the other rooms that are not occupied are you able to transfer the patients to a safer place instead of them waiting for 14 days I know I mean I don't know if it's most of the patients that are complaining or is it just a couple of rooms that you
could probably just use um a room that's is clean that doesn't have the bugs in just temporary right and we did offer that to um the one woman in particular and she refused a room change because it would mean putting her in with somebody else and she didn't want that okay okay all right anybody else with anything no Roger okay hopefully that gets solved sir you know but it pains me you know hearing people crying you know and it's hard for me you know so that's all I can say you know all right well they're going to try to keep you you know very well informed if you have any issues you'll let us know I read and Matt thank you for coming on thank everyone thank you all right all right um we'll move
on to uh agenda item seven uh board member committee slash liaison assignments um anybody give this any thought um regarding uh decisions at every turn I'd be happy to attend their meetings and talk to Kristen French about that um and what that means and how often they are and all of that um yeah usually there are sometimes they're on days when we have our meetings and sometimes they're not so or at least that is how I remember it so okay yeah yeah and I was already on the um for the Board of Health I'm already on the comprehensive plan group okay well count me in for decisions Rhonda and I will Circle back with Kristen and and get uh more information about that yeah they'll just you know they'll just she'll just put you on
their uh email list and you know I still get them so yeah that's not that's a nice uh that's a nice group and then what is it usually then the liaison brings back information from the meetings and activities and things like that I guess I've been on this committee I don't think we've had any active kind of real collaboration with decisions um you know it's certainly not even anything where you need to go to all of them because Kristin's really good at keeping you know everybody informed you know and if we you know if we need anything um you know I said in on a bunch of their meetings it's definitely a nice group so um yeah I mean if there's anything of interest and and you know you want to bring it up in
a meeting we just keep it on as an open Agenda item pretty much every time so you can you know transmit any information that you feel is appropriate okay you know if they help with anything usually they don't they're they're pretty self-sufficient okay no problem yeah yeah sometimes sometimes we can help promote some of their um you know some of their uh you know uh activities yeah you know the hidden in plain sight thing which was you know a great thing to to see and uh that was you know big a few years ago I don't know I don't know if you had seen any of that but it was just about how to have um parents be more aware you know that's really what it was so uh anyway no that that's great yeah
yeah that's great okay all right and if we think of anything else or if Raj you think of anything else is there any any other things that we need to you know kind of get our tentacles on that's all also I guess you know she'll volunteer for the for the clinic you know the wax Clinic uh yes we'll include that you know so uh and if if there are other other areas we'll bring you to board's attention you know that that if we need an important member involved you know okay all right that's great all right thank you all right Roger up again yes sir thank you thank you so we have this wonderful event you know uh the decisions and everything we did it with them uh distributed some Narcan we did uh distributed
folks on how to use it Dr J and Dr J's wife was there at the event so thank you uh we had some vasp activity at the Montenegro Square you might have heard it in the media you know it was all over uh they finally have found uh the nest you know where this was coming on coming from you know hopefully it will be in control you know so they're like uh I guess six or seven kind of us that we have found uh in there you know that that was making there's like a lot of them you know so I guess like we had couple of bikes also you know one of the residents got than one of us looks like now it's in control Raj where was the where were the NASA's totally
all the same location or were they spread around they have found one Nest you know there is a clock right there near to the park you know it is uh next to the clock they found it I guess yesterday or today we came to know about it today you know but I have one more resident from Interstate call about the similar situation so I guess it's uh it's the season probably you know uh that that they are that they arrived I guess the conservation isn't Bata told me like their their life is like 30 days so it might be probably a seasonal thing that that we saw so many of them at one point you know but uh looks better now you know I was there two days back you know uh Saturday I guess
I I went to take a look at there uh it's definitely better now and I guess fnw did couple of treatments you know uh to control them and now they have found the nest you know that they should be taken care of great thanks um we had our second blood donation drive at the community center and this time we uh they was able to take 35 minutes of platinum uh housing cases the chestnut Place apartment is doing good you know uh only thing that they're maintaining their dumpster area I'm getting weekly reports uh from them um I am still waiting for the reply on on the road situation you know and as soon as I have it I'll update the board but other than that the situation is better there 137 Pawn Street I have
a another call set up with ages office you know regarding the problem property I'm speaking with them on Thursday again you know how to move forward on the property and I'll keep the board posted as I mentioned in the in the last meeting we had uh a meeting with the Attorney General's office they came to town hall uh we discussed couple of properties that we have in town you know that need to be taken here and 137 is going to be the first property you know that we're going to be dealing with uh or all our beaches you know Hopkins Ashland we just still posted you know uh elevated material I was still uh and I guess this good amount of time in this season they was they was closed you know and that's still
the case wash on you know we lifted The Advisory the state lifted The Advisory there yesterday you know so that that is good for the resident for recreational purposes at this point uh about the Argo virus you know we have two West Nile cases human cases now in the state uh one of the case was not from the state but you know the page the person got West Nile from some other state and came to Massachusetts and one case was locally and we have 96 positive samples at this point other than that we have four positive samples water samples for table e now you know that's little concerning I was thinking that this late in the season hopefully is not gonna come but it's there you know so still the risk of triple is there
you know so we have four positive water samples now in the state right was it the the Middlesex County case that was from there was the the travel related case um we don't know sir you know so they don't disclose you know usually Maybe from the peers we sometimes find out you know where the case is you know yes they they did mention it's in Middlesex you know but we don't know which Community you know the the uh the Worcester one was a uh a senior citizen but I think the Middlesex County one was somebody in their late 40s that's why I thought maybe that might be the travel case right but we don't know right you know like where exactly it is you know so but um I'm a little concerned with the Tripoli
though you know but like I thought like last season also we didn't have much activity with Tripoli though we had like eight positive personal cases in this in the state last year but given these four samples now I'm a little concerned you know uh with Triple E also you know like hopefully we have none you know but uh fingers crossed you know so we don't see anything this year on the similar front you know I'm I'm dealing with the abandoned pool on Cedar Street uh we had to order that route to the owner you know last last month and have a one citation of hundred dollars out do we still don't have compliance with them though we we got the pool treated we got we got the property sprayed you know from our Central mosquito
control program uh but uh last time I was there last week and still have stagnant water on the pool cover you know so I'm gonna probably do inspection later this weekend and see where we are you know but that's one cool situation abandoned pool situation I'm dealing with currently uh how Street landfill uh we almost have a fine we almost have finalized a contract uh it's uh with uh Langdon environmental uh they're from Portsmouth New Hampshire uh they signed the contract send it back to me today and I'm getting it signed by other Town officials you know hopefully we have that get going you know soon we had a covet flu clinic today uh did uh 17 flu Doses and one moderna dose uh the pharmacy told me that you know there is a new
uh covet vaccine uh coming soon you know maybe in couple of weeks you know so we can we anticipate do to do another covet clinic and I have six flu clinics lined up for the season you know we have one flu Clinic next week uh next month we have three flu clinics and October we have couple of them and I'm open for any questions now good job Raj thank you for question Rush can you speak to us about the eight Rodman Road Wetlands violation the email that we got this was last week or so right we got a complaint about uh [Music] kind of unpermitted construction on road man eight Road man Road you know so myself and Building Commissioner went out to do an uh Plainview inspection we found you know some structure that
they are raising illegally you know that means that's not permitted by the town so far so um there's a lot of random stuff there there is a camphor in the back that's uh not uh licensed you know there's no plate on it uh so based on that uh we both of us you know we have issued a order letter you know uh our order letter was most more for like like you know it can be harboring condition for rodents mosquitoes you know all women that that's what we have asked them to correct uh building Commissioners similarly because there was no building permit pulled to do any kind of construction you know that uh he have issued his order and similarly the conservation agent had issued a uh order letter because it seems you know some
part of the property that they are constructing on is in wetlands so I still have to respond to the companion given today was a busy day with the clinic you know and I was dealing with another typhoid case you know we have a suspected typhoid case um that that travel case again that it took a lot of my time in the afternoon and this evening you know that I'm working with DPS right now to to see uh resolve that situation okay so that's why it was one reason that's why it's not on board's agenda because it was last week and still working on them you know and I am uh gonna respond to the occupant tomorrow you know and see if they still want a administrative hearing you know come come talk to us you
know just curious George what was the what is the structure that's going up so I I don't have the proper terminology Dr J you know but he's raising like you know with these pipes you know producing a structure you know he's building something you know it's on the left side of the property like you know putting some iron rods like not rods like pipes together you know and building a structure and what we have been notified by the complainants that somebody living you know uh in that structure okay okay all right thanks yeah absolutely Raj with the with the pool I'm assuming that surprise private property so you can't Camp the town drain that if need be and and make sure that they cover the cost of that or because it doesn't seem like that's
going to get taken care of so I don't know how much of an issue it is but I mean it's the I talked to the daughter of the of the property owner right who is not living on site he's in some senior facility it seems uh one of the family member I guess is a nephew who's staying often on you know on on the property like uh but they told me that they drained it but when I went you know it was still water you know and then blaming mother nature for all these Reigns you know yeah so we do have it in control like but it's still not compliant you know uh as I said we we got it treated you know got the property sprayed for mosquito so yeah but still there is
a risk you know like given you know how effective or for how long the treatment can be effective you know after we got it done and they there's a resident who lived close by who's definitely concerned you know and I have conveyed this to the daughter of the property like hey you know given given the situation with West Nile and Tripoli it's a liability thing too you know I mean if you're if your property is causing a nuisance situation and but for when something happens to anybody you know it's it's it's a liability too you know so uh but again I I'm gonna go by again you know and see hopefully it's taken care you know and if not we'll further you know whatever administratively we can do will do you know okay all right
all right thank you anybody else okay right we can move on to the uh consent agenda if anybody want to make a promotions to um pass the consent agenda as written I have a question first of all let me just see what's up we could set it in about half minutes yeah so Laura this is a question to you and I don't know maybe this is just a small thing but I believe on the August 15th minutes um for people that were in attendance you don't have Steve Mitchell listed though Steve officially comment so I don't know if we can still approve that uh um you can I'll make the edit tomorrow and you can say with the edit okay you can improve it with that okay sure thank you sorry so I'll I'll go
ahead and make the motion to approve the consent agenda pending on the edit for the August 15th uh Board of Health meeting minutes okay it's a great second I'll second it okay thank you Ed all in favor aye like that passes five nothing and I'll move on to uh the the next item uh discussing any future items and the next meeting date should be on uh September 19th everybody good with that yeah okay everybody look good with that right and yes okay anybody have anything that they want to you know try to get on the agenda at the uh the next meeting Dr ranai if I may please uh yeah I just have uh one more update so Dr J uh Mr with Mr Steve Mitchell you know he bring us you know about the
uh clothing bins and all that situations so I have addressed it with the Building Commissioner and our team you know we we addressed it uh I invested in our team meeting regarding the situation and they said they'll take care of it you know I just want to update you as you said Mr team's attention so how how are they gonna address it so uh I guess the Building Commissioner went out and he he informed me that he didn't find any any veins that that had that situation and I had a follow-up call with Mr Mitchell and asked him like Hey if you can send us the location if you find you know any of the problem you know in in the future or anything existing and just send it to us and we'll we'll have
that resolved you know so I did had a follow-up call with him uh just just to make make sure that you know you know but thank you I I just wanted to make sure that yeah I addressed that you know so thanks thank you all right now everybody anybody else no no everybody's good all right who wants to make the last last uh motion I will make a motion that we adjourn okay way to go Barbara all right everybody thank you very much thanks Raj thank you sir thank you everybody good night thank you good night good night foreign
