001Nicole, can you hear us? Just testing. Nicole, can you hear us? >> Yes, I can hear you. >> Great. Thank you. >> Yeah. Okay, was it? Well, those Hawks, right? >> You know, the last time the Hawks were in the Super Bowl, it was see the day of the Super Bowl, I was flying to Saudi Arabia. >> Oh, yeah. >> I remember I remember watching it in the bar. Um, I don't know on my way over there. >> That was on. Video is on. Okay. Mhm. My owl so people aren't looking at me all the time. People can I guess stare at me for a while. >> Okay. Jag newsletter. The J. What' you call it, Jen? The Jagatar. >> The Jagatar. >> You know what? People weren't watching it. So I >> Oh, >>
002I could, you know, I could tell when people were were looking at it. So >> yeah, >> I went back I went back to old school. Why am I not seeing my owl here? Oh, people might just have to stare at me, I guess. Um, yeah, we can go ahead and start whenever you're ready. >> Okay. >> And now Pete has something. All right, we'll call the meeting to order to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. >> I apologize in advance to those of you online. I'm fixing our owl setting as we speak. So, >> apology apologies. >> All right. Any additions, deletions, or change of agenda items? >> No, I have not been
003contacted for any type of adjustment to the agenda. >> Okay. Any public comment? >> We do not have anybody here in the audience other than Mr. Brennan and nobody has signed in to >> All right. Um, jumping ahead to the consent agenda review. Would anyone like to have any comments or just go ahead and make a motion? >> Everything looked good to me. >> Were you shy? >> I'll make a motion to consent agenda. >> I'll second that. >> Okay. All in favor? All right. >> I >> 4 vote. >> All right. All right. The uh three-year cash balance. Take it away, Nicole. Okay. Oops. So, this is our cash graph as of December, and that's 33% of the way through the year, leaving our ending cash at 894,000. The yellow line there is our
004minimum fund balance policy at 20%. >> Good. >> Any concerns about how we're moving along at all, Nicole? Yeah, it looks good. Um I know January will be when we do January reports, that'll be a the the month that we will anticipate just because um January portion came out yesterday and that'll be the month where everything actually catches up. It's not based on budget and that'll give us a really good shot of where we're at. Um so next next month's reports will be um a good ones to um really dive deep into if we want to. >> Okay. Camera's just on you. >> I Yeah, I'm trying to figure that out at the same time. I'm trying to run the meeting. So, >> fair enough. >> So, I'm I'm trying to multitask. So, >> I
005know it's on me and people are unfortunately have to look at my my noggin for a little bit. >> I will sit here quietly. >> Perfect. >> And this is our budget status report again at 33% of the way through the year um for the month ending December. um showing we're about 23% ending fund balance with um general fund at 9 uh 4,000 um for general fund and then >> great >> moving on down to the capital projects fund we have 542,000 there service has $31 ASB has an ending fund balance of 42,533 >> and our transportation vehicle fund has 129,583 >> and >> ASV is a little bit higher because we had that huge donation from the summit this this falls. That's that's what this I think this 17,000 is right here that >>
006Yeah. And I believe in January um that would probably go down. I think I approved some purchases there for the um that club to buy the items that they needed. Um so I did see a few large um invoices come through that have been approved. So you'll see Yeah. So that you'll see that decrease the ASB fund next in January's reports. >> Noise. >> Were there any questions for me? >> Hello. Looks pretty straightforward. >> Yeah. The only thing um else I might add is I didn't have I haven't had any contact with any auditors for a financial audit yet. Um but we did start a um sped audit. Um yeah, >> that they're just reviewing. But other than that, I haven't heard anything for financial um review, which um I know they're starting with
007this month, I believe, other districts, but I think since we're not an on-site large one anymore, I I they might put us off till the end if I'm guessing. >> Okay. >> Yeah. >> No news is good news from the auditors. >> Yeah, they know how to get a hold of us. Yeah. >> All right. Thank you, Nicole. >> Yeah. You're welcome. >> Right. Superintendent report. >> Yes. Thank you very much. Um enrollment, we are at headcount of 85. We had a new first grader and a fourth grader join us uh this last week. So, numbers are trending in the in the right direction. You can see where we where we started at the at the beginning of the year and where we're trending. I did receive information I think one of our families uh
008is moving out as they couldn't find good housing in the local area and I think I believe they're moving to Kitty Pass. So that will be a hit probably next month. Uh we'll see if that takes place but that's kind of what parents have shared with with uh with with Rachel. So >> eight kids, >> four. Um yeah, >> three in school and one one at preschooler. So we continue to do our online marketing which is also I think in my report here. >> Yes, I'll talk about that a little bit. uh levies update. As you know, the ballots have gone out and thank you for those of you that have returned your ballots already. And I just share that this is, you know, our request compared to our other local school districts in the
009area. And if you click on the link here, you can actually find the worded the exact verbiage and words of everybody's ballot. Um, which is a little bit interesting to read. Um, I had our couple of our seniors volunteer to be interviewed by the League of Women Voters this a couple weeks ago and did a nice video. So, if you have a chance, it's also on our newsletter and on our website, the video that the girls did um answering some pretty tough questions about levies and financial stuff. So, but they did great, much better than than I would have done. and I thought it was more impactful coming from students and you know just coming coming from me. So they did a great job. Uh and just finally about the levy I want to congratulate
010and thank Carrie Carter, one of our parents for kind of stepping up to be uh the pro um voice so to speak for our levy and uh supporting our our communications. She wrote a nice part of the ballot. If you go to the ballot, you can see her words uh about supportive being very supportive of the district. So, we did not have a no campaign, which some of the other districts did, but uh again, just would like to thank Carrie for all her work and social media posts that she's done to u to help uh help the district. So, thank you for that. Carrie. Um, as I mentioned earlier, we are up two students and possibly going to lose a few next month, but we continue to do our uh social media marketing with enroll
011now. And as when I wrote this, we had at least 90 different contacts from people who have kind of clicked on the button about, you know, being interested in in in Easton. Um then we have a follow-up text message and email that goes out to them. Um so but at this point nothing has transpired yet into uh you know an additional student but I did do a tour for a family that uh has gotten some our enrollment packet for next year. So they will bring a first grader to the school from uh the district. So um they are very impressed of our school and what we offer here. So, uh, we'll just keep up the good the good work and keep trying to share the good news and all the great things that we're doing
012and, uh, the b the bodies will come. We'll get more kiddos. Um, Open Ed, if you remember, that's who we've signed agreement with, uh, for developing an alternative learning experience for kids. Uh, kind of reaching out to some of our homeschool families and helping them. So, um they are still working with us and as you can see in their response have found some local uh attorneys to help them kind of go through the process to make sure they are AL approved for Washington and so if I have an update as they said by the end of the month I will certainly share that with the board but so far everything looks good. our safety grant. Uh if you recall, this was a grant uh I wrote to get uh basically the cost for our ex
013access control system upgraded. Uh we were not successful. Um and you can see they had over 170 districts with over $155 million in request. So we weren't alone in not getting uh the grant. But, uh, pretty telling when, um, you have that many districts, >> uh, applying for safety grants and, you know, the legislature had allocated only $6 million. So, um, very competitive. Um, haven't heard about the healthy kids grant. Uh, should be hearing about that relatively soon. That closed, uh, I think the first week of January, so maybe a couple more weeks, uh, we'll hear about that. But on the happy side, we did get the ADA grant. This is for upgrades of our bleachers. Um 120,000 to do an upgrade of the bleachers and any kind of other electrical that is needed to
014to make sure that those happen. And we will then also be help to offset uh if we are successful in in the capital projects levy. So um kind of front end that with the grant dollars and any dollars we don't use will go to capital projects funds. So nice. >> Um I would want the board to kind of think about, you know, we are running the levy and if that is successful, great. If not, um do we want to run it again? Do we want to look at a different uh a different option? We do have money in capital projects as Nicole said, and we have 542,000. Mhm. >> Um we could look at using some of those dollars to fund the gym flooring um and probably hold off on some of the other upgrades,
015scoreboard and things that we were thinking of doing if we uh if we don't pass the levy. So that might be something that I bring back to the board after the levy if we want to go ahead and move forward with uh replacing the flooring and the bleachers using both grant dollars and capital projects dollars. So, >> I'll bring that back. >> Definitely down for that plan. >> Yeah, I you know, I was walking the floor today and it's Yeah, it's >> it's due. It's long overdue. >> I'm listening to them talk about it in the the levy explanation. >> Yeah, it's >> not great. >> Um, good news and bad news with athletics. our girls horseshoe team that are playing tonight are having a absolutely awesome season and we are hopeful that that continues.
016We might even be able to host a a playoff game here um once the regular season is is finalized. Uh the news with our wrestling programs not as positive. We had to cancel the remainder of the season. We had a student who was out on injury and uh um he was kind of serving as team captain and that kind of the other kids kind of lost the wind out of their sales after that happened. So we did have to cancel the season. But uh uh Jade, our coach, the kids love working with Jade and having him serve as their coach and Kyle for organizing everything. Uh it was very positive, but u like I said, we just couldn't finish the season. We had one young man who still wanted to go, but hard having a
017team of one. So, we good to pull the plug on that. Um, also some other bad news. We probably will not have a middle school junior high volleyball team just due to numbers of interested students. Um, we have I think we have eight eligible girls in grades five through eight and I think we have four that want to play or four or five that want to play. So, we're just a little bit short of that. So, uh, kind of a mixed bag, good news and bad news in terms of athletics. Um, and I met with uh, it's kind of a little bit of a tangent, but I met with the Kittitas County Railroad Association, a couple of their board members. They are creating kind of a I don't know the exact scale. I think it's
0181/8 scale um kind of I don't want to say model railroad because it's they're they're big enough that you can ride on Hobby Railroad. >> Yeah. Uh down by Rotary Park in Ellensburg, right by the solar farm. They have the the land. I think the city or the county has given them the land. So they are looking to do some scale model uh recreations of like the East train station, Clem train station, um Ellensburg train station. They're looking for kids to help out with that. Um I do have some pictures I can share at a later time but um you know the the scale models that they're bringing in uh are creating about you know they're 10 12 feet long so they're um it's pretty interesting what they're doing but they they've received some grant
019funding and they're looking to have some of our kids kind of help out you know building you know the Easton train station or was it the NP hotel I think that used to be here. So, um, very active association. So, and like I said, they've received some, uh, national funding from some grant sources. So, um, yeah, we'll we'll hopefully get some of our kids involved. I know I think we have a couple couple youngsters who are excited about the train station. Uh, you know, >> do the water tower. >> Uh, and they've already done the water. They already have that built. Uh like I said, I'll I'll share some pictures, but uh they came in, like I said, met with me and we'll get some hopefully some of our kiddos involved in that legislative session
020is is up and running. Um short session. Like I said, I don't anticipate a lot of things coming out of it in terms of big policy shifts. I do want to, you know, we are right on the kind of the cusp of the $6 million modernization grant if they will fund all the grants or not. We're at, I think, number eight or nine. Uh, and they have allocated funding at least in the governor's budget for 12 of those grants. So, we'll see what that shakes out. if not this year than than next year. But um you know with the repairs that we have on the campus, we need to get those dollars in here uh as quick as we can. So knock on wood that that will pass. Um and I I know I've shared
021with the board some email corresponds back with Senator Warick and her office. So, um, we may potentially get a limited amount of funding to help address some of the noise issues over over by I92 on our on our campus. So, we'll we'll see. So, >> right now it's just kind of the wait and see. There's tons of bills that are being um introduced and going through the process. Some good, some bad. Um, I know as a superintendent association, we've said no more bills that have unfunded mandates. if you want us to do something, you need to put the funding and attach to it. So, um we'll see how how well that goes over. But, uh um yeah, it's uh going to be a tough session, I think, with the escalation of costs and the revenues
022down in the state. But, you know, hopefully there aren't some uh you know, wholesale cuts to to K12 education as it is still in the constitution as the paramount duty of the state. Sometimes they forget that, but yeah, and we will remind them. So, >> do we know what percentage we're at now? Is it >> uh in terms of >> Yeah, I would say we're we're about 43%. Okay. >> I think right after the McCclary decision, it peaked at about 51 52% and now it's it's steadily been decreasing obviously since that time. So, potentially another lawsuit to get the state to do their job, which is unfortunate. Okay, thank you very much. >> Thank you. Good stuff. >> All right, Jeeoff, you want to take over with the operations report? >> Yeah, absolutely. Uh uh
023starting with the maintenance report, uh progress on the regaining project. We're down to the final 17 cores. They should be on 30th of this month to get that wrapped up. There was a bit of a delay there. Um there's manufacturer uh defect with some of the cores that were not functioning. Um >> and so um uh Kayla with uh Pugtown Hardware, she's the owner of the company, she came out and did some work on the hardware just to make sure that it was done correctly, pulled some of the bad uh cores. Um she was concerned that their uh quality control department had not checked and so she's going to do some investigating and u find out what happened there. But she did say that the next batch of course that they bring in to finish
024this project up. She gave me guarantee they will be good. Um so see what happens with that. Um I do trust her. She's doing a great job with her company. She just recently took over the company after the passing of her husband. So, um, she's still adjusting that, but I think she's doing a great job and, uh, I trust that she's going to make it right. >> Um, with that said, we're moving on to the key card access system. Um, they're going to be out tomorrow morning about 9 or 10 a.m. to start that progress. Um, as far as getting the hardware installed, um, the software for the computers, that's already been updated and everything. So once we start getting the hardware in, we can start issuing out key cards, new key cards. Um, and
025that'll resolve our issues and woes with our current uh aging system. Um, HVAC or the uh the HV1 and HV2 down in the gym, we have got them to where uh well, how do I put this? They function on the auto control and if I plug directly into the control board with a laptop, I can adjust the settings. However, at a front-end controls, uh there is a piece of hardware that no longer wants to cooperate because it's is the age of the system. They don't make that piece of hardware anymore, but there are I guess how you put it is certain hardware patches that can help resolve the issue or u I can just connect directly into the control board with my laptop, make those adjustments and um go from there. NCS came out, they
026showed me how to do everything like that, whatnot. And they said they'd be happy to walk me through the setup of that again and no charge to the school. just just kind of help us out so we can get the system going until we can get that modernization grant and everything. So, right now, uh the HVAC system is working down in the gym, so we have heating and whatnot. Um the settings are where they're at, so it should be comfortable down there for game times and whatnot. >> Um let's see. Heater pump, uh it's finally fixed, uh where we had the leak, the heater pumps down, that's all resolved. uh thermostat's been installed and everything like that. It's been functioning just great. Um just waiting for the invoice from McKenzie so I can forward that
027to insurance and uh then we'll have that paid up and uh taken care of. Fire marshall inspection. Fire marshall did come through found two exceptions. They do not require re inspection. Um just said you know make sure you take care of any loose items that are in the elevator room. It's not to be used as storage. Um the shelf in there is fine and everything. We just can't have, you know, loose items in front of the elevator door. Um, uh, understandable. And then, uh, there was daisy chained, uh, power strip that I missed. Not an issue. That'll take me 30 seconds to fix that. So, other than that, everything was good within the building. Um, fire marshall was happy. Um, uh, the grill exhaust hood, um, it does require duct repair. Um, and it's not
028within code. Um, generally up in the hood where the fan is, there are hinges that need to be put on the boxes. So that way in the event of a fire, fire, uh, firefighters can open that box and it remains on those hinges rather than flopping all over the place potentially pulling electrical cords or falling back down on the firefighters if they need to get down spraying there. Um, additionally, part of the ducting was removed at the top, which explains the leaks um that have occurred, especially during this last atmospheric river. Um, five gallons of water leaked in there, corroded the electrical connections and the light sockets. So, I will need to get an electrician in to repair that. Um, in the meantime, I've instructed uh Miss Jackie Tate not to utilize the exhaust fans
029or the griddle until that electrical work will be done. Um, I am in the process of uh working with Iron Creek to get that scheduled, see if they can come out, get that pretty straightforward. There's two light sockets and then the electrical connections to the uh fan motor that you know pulls any of the smoke or anything up. Um it's not worse for wear. I just don't like saying corrosion in the light sockets. I don't think that's a a good thing to have that. So I'd rather get it repaired um rather than have Jackie turn on uh the griddle or the griddle vent hood and touch something metal like the griddle itself. Now we have um somebody something else being fried that shouldn't be. So anyway, that's what's going on with the griddle. Hood >>
030was removed. >> The um moving on to the transportation report. The Toyota Sienna did get a windshield uh crack in it. A rock got chucked right into the windshield from a emerging semi and cracked that windshield. insurance has agreed to cover the cost of the repair. Um, I've already taken it in, sent the invoice off to insurance, so they they got that taken care of. Um, so we're good to go again. >> Cool. >> Um, the 2015 Ford Transit van turbo is repaired. It's running great. Um, except for now we have the ABS and traction control lights that are turned on. Um, not a critical issue, but I am working with Keller Ford in Ellensburg there to get that taken care of. Um, right after the codes, the codes that it shoots is for the
031uh tone wheel se uh signal frequency for the rear left tire. Um, apparently uh after doing some research, it's uh it's a common thing with the transit band for that year. It's a damaged corroded magnetic encoder ring. Um, so essentially I just take it into Keller. They'll have it for about a half a day till so they can put a new encoder ring on there. We should be good to go. Um, other than that, um, oh, one additional thing that, um, I need to add to this. Uh, we are scheduled for April 4th for our summer bus inspection. I expect everything to go fine there. The bus has been running great. It's looking good. >> That's all I got for you. >> Yeah. Thank you. >> Yeah. Today, because after school, we had three buses
032on the road and a van. Yes, >> sir. >> Active day. The transportation fleet was out. The magnetic encoder ring definitely sounds like something you get from the serial box. >> Yeah, it's it's just a ring that tells the computer with the the vibration. >> What What is a tone wheel signal frequency? What is that? >> It uh Well, how >> it's a what? >> It's a hall effect. It's magnetic ring. So, it's ring with lines. They're cut into it. >> Okay. So, as those are spinning, a little magnet sees how fast they're spinning. >> Determines the speed of the wheel. >> Okay. The wheel speed sensor. >> It's binary code. One 0 one there. 1 Z. >> Gotcha. >> I think it's u interest. It just so happens to be on the same side,
033the same wheel as uh >> well, it's the same wheel that the lug nuts uh or the studs lug studs had sheared off last year >> cuz it vibrated. So, I'm wondering if yeah, the vibration of that um damaged the encoder ring and so now we're having to replace it. >> Well, it either damaged it or it pushed the sensor too far away from being able to read it because that sensor can slide. >> Okay. >> I mean, it takes some force to slide it, but that's usually what'll happen. If you get a bad bearing, bad hub, something like that, it'll knock it out of >> Okay. Telling me that was built on a Friday afternoon. I mean, or it's a Ford, >> which is means they're all built home after >> and I drive
034a Ford just for >> you guys are tough. >> Toyota, >> those are the only cars I've driven that have broken down on me on the road with transmissions falling out. Yeah, >> you know, I have a Ford Explorer that the transmission fall out. >> Put a new transmission in my car. >> I have no brand loyalty. I've worked on them all. >> Yeah, they all break. It's just how much you want to spend on wood. >> Yeah, very true. >> Oh, sorry. Time for me to go to bed. >> And I figured out the video. I was clicking in the wrong place. So, now we are on our owl video. What's up, Max? >> Sorry for everybody, but I just got >> not doing Zooms all that much. Forgot where the button was, but
035now I remember. >> Well, any board member reports? >> Oh, yeah. That speak. >> Okay. A any board member reports? >> I got nothing. If I hear something while I'm here in Olympia this week, I'll let you guys know. But otherwise, I got nothing. Thank you, Haley. >> Actually, >> you get a random text message >> that's kind of a generic with your name and stuff from somebody about a school fundraiser. >> It's legit. >> Nice. >> So, it's okay to click the link. >> I got I got one from Andy and Luke, Joe, and Emma. >> Oh, cool. Okay. >> I Is this I think the book fair. >> Yes. Yeah. The what it called? Book blast or something. Yeah. >> So, it is legit. Yeah. >> It's okay to click on. >> Yeah.
036way for us to do um digital like Venmo and PayPal for these fundraisers. It's not going through the kids. >> We have looked into that and probably Nicole can speak more on this. There's a lot of restrictions on how we can collect dollars as a public school district. Yeah. Making Venmo would be a whole lot easier. >> Yeah. So, it has to do with where the bank is located. if it's not located within Washington State and we have to receive the funds within 24 hours. >> Yeah. >> Okay. Is is there something that you guys recommend that's an electronic payment for people to be able to expand how they can donate to schools beyond checks and cash? >> Um we've looked into our current vendor for um how we receive money at the um concession
037stands and the school store. Um, I think they might follow the guidelines, but just how it's implemented in the in the district, um, has to be like highly monitored as far as the 24-hour turnaround. >> Yeah. Yeah. Especially with student money. >> Yeah. >> Okay. >> Um, January is schoolboard appreciation month. So, if the Haley, I know you're you're not here, but there's a nice c uh candle that uh Rachel helped me design for what does it say? If it smells like a great board member or something along those lines or >> There we go. >> Yeah. So, this was her idea. I I don't take credit for it, but thank you for Rachel and thank you for all the board. Hopefully, it'll make your your home smell a little nice or your office smell
038a little nice as you I >> do appreciate all that you guys do. And uh >> and it's plant wax blend so I won't get yelled at for burning it in my house. >> Well, there you go. I also made a copy of a >> an op-ed or letter to the editor I put in to to the Tribune that's on your on your desk there next to you. And finally, we have a proclamation from Governor Bob Ferguson that I'd like to read to uh everybody here. >> Whereas the mission of Washington's public school system is to ensure that all students achieve at high levels and possess the knowledge and skills to be responsible residents of a democratic society and enjoy productive and satisfying lives. And whereas Washington's 295 locally elected school boards and nine elected
039educational service boards, service district boards are the core public education governance system in our state. And whereas the districts and regions they lead serve more than 1.1 million students, have a combined annual budget of over 16 billion, and employ approximately 120,000 people. And whereas school directors play a crucial role in promoting student learning and achievement by creating a vision, establishing policies and budgets, and setting clear standards of accountability for all involved. And whereas school district school directors are directly accountable to the residents of their districts and regions, serving as a vital link between members of the community and their schools. And whereas school directors in educational service districts provide a passionate voice for advocacy of public schools and the welfare of school children. And whereas it is appropriate to recognize school directors as a stop
040outstanding public servants and the champions of public education. Now therefore, I Bob Ferguson, Governor of the State of Washington, do hereby proclaim January 26th as school board recognition month in Washington. And I encourage all people in our state to join me in this special observance. So, thank you for all that you do. I know it's time away from your families and you're stuck here with me and and Jeff. Uh, you know, >> we love it. >> Couple nights a month or one night a month. So, we do appreciate it. We do appreciate the vision that and the support that you give both myself, Jeff, and all our staff. So, thank you. Thank you. Thank you. We do appreciate all that you do. And I don't want to say whereas ever again. >> Now therefore, we
041should move on to the next section. >> Yeah, I have some >> thanks Paul of news to share. Uh we have completed our strategic plan and made it look kind of nice and pretty. I think last meeting I had it kind of more in bullet format, but again, I want to thank Rachel Cummings for all of her design work on this and Jessica Lewis and all the staff for putting this together, but uh we have now a a three-year plan with basically three goals. Goals are pretty easy uh to articulate and hopefully we are these are attainable. One is increase enrollment, two imp improve the environment for the kids, and three is to get more parents and community members into the school. So, in a nutshell, those are our goals. Those are what we're going
042to be working on for the next three years. And there's a couple extra slides that kind of show you how we're going to get to those uh targets. So, again, thank you for your input. Thank you for our staff and uh who has given us direction. And now we have a new tagline as well where all students matter. So I'm going to start transitioning our letterhead over to that as well. So um but thank you really >> thank you for everybody and uh again special thank you to Rachel for her excellent uh work and the program is called Canva. So she's >> nice >> really becoming quite adept at Canva. So >> yeah it looks incredible. camp is a fabulous program. >> Makes my day go around every single day. >> And it's free. >>
043And and when you if you decide you don't want to pay for the free one and you want all the extra things, it's not that expensive. And gosh, does it do a ton. >> I I tried it and I get overwhelmed because it does do too much. I need things simpler, I think, on my for my stuff. But no, Rachel's getting very adept at it. And like like you just saw it produces really professional quality graphics. So >> yeah, >> looks good. >> So thank you to everybody for doing that and I will provide updates to the board on how we're doing with our plan as we as we march along. >> Very cool. >> Yeah. Thank you. Okay, we are up to um executive session and we're definitely doing that ahead of >> Yes.
