All right everybody, we should now be live and we are sharing the agenda. So, >> okay. Well, it's 5:32. Let's go ahead and call the meeting to order. Stand for the pledge of allegiance. algiance to the flag of the United States of America and to the republic for it stands one nation under God indivisible with liberty and justice for all. Okay, moving on. No additions, deletions, or changes. >> I do need to make an apology before we get too far into it. I at our September meeting, we had board elections or board reorganization on there. I inadvertently put that on too early. That should be after our uh for our November meeting after the elections are over. I know we don't have any contested races, but that's uh my error. So, I reread the policy,

so it should be in November. Okay. So, moving on. Number four, public comment. >> Any public comments? >> We have nobody in the audience, and I haven't received any phone calls or emails regarding public comments. >> Oh, should be on. So, who says we're not sharing video? >> Uh, it's just not showing up there on your >> Oh, okay. Let's So, I'm >> Oh, thank you. Now, now I just have to Sorry, everybody's gonna get a zoom in on my face because I don't have my glasses today. >> Looks like newsletter. >> Okay. Now, oh, there we go. Sorry everybody about that. And we'll go back to now screen sharing. There we are. Oops. back in. Okay, sorry for the delay. >> There. Now they're glowing over there. and share. Okay, sorry about that. Now

we are sharing our screen. So what we see there is what our audience will be seeing as well. >> Okay. So no [clears throat] public comment. So move on to consent agenda. I'll make a motion to approve consent. Second. All in favor? All right. [clears throat] >> The only two things here that are a little bit different uh are the adult lunch prices and then the sixth grade athletic participation. I don't know if that's a new WIAA regulation or something that we have just discovered that we need to do on an annual basis. So, >> we will now have that. But, uh yeah, everything else is pretty uh >> just to make note of the adult lunch increase. Is it 25 cents? >> Yes. Yeah. The FDA u feds have changed their prices. So, okay,

>> we are passing that along to our >> adults, but again, student lunch and breakfast still free for all kids. >> Perfect. [snorts] >> Oh my goodness. Let's uh [snorts] see what's going on here. technology. >> Yeah. >> No, probably both human districts. >> I I I'm I'm off, you know. My my head's in peteros apparently. Okay. Okay, I'm going to put a different link up there. Yeah, I think we got a little issue that I just need to address there. Whoops. There we go. Again, I apologize for my head so close to the screen, but I can't see anything. [clears throat] >> It's kind of cool, right? smaller agenda. Oh, it's not on the agenda. [laughter] >> Yeah. [clears throat] Okay. Can we have uh Miss Hoo now check again? It should be on

there. I think I had our YouTube where I post our meetings after the fact versus the live link on there. So yeah, it should we should be good to go now. [clears throat] >> I'm texting Mr. Burning again. trying to be so organized and had a video link but just okay now Becky this is who is in And now Nicole is in. So, okay. Again, [clears throat] apologies everyone. Okay. Well, then let's carry on. So, consent agenda was approved. Moving on to financial updates and reports. Nicole, are you with us now? >> Yes, I I finally found the link. It was missing, but then it appeared. >> That that was that was my error. I had our YouTube link on there instead of our live meeting link. So, my >> these um the reports that

I have provided are still preliminary reports. Um our year end for 2425 was due to the ESD on the 25th, which was Saturday. So, I did submit those on Friday until they get all finalized. These will be preliminary, but they shouldn't change much because I don't foresee needing to tweak any more um information. But this graph here is our three-year cash graph um showing as of September our ending cash there at 855,000. And then the next um PDF I have there was the budget status report. >> And I did work with the county to get every um GL we have reconciled. Um I didn't provide the county reports just because I received 21 attachments from them and it took me quite a while to go through them and a lot of back and forth emails

to get what um I needed from them. And yes, I did notice that this report says 24 2024, but really is 2025. And I'll get that updated once we get our um once they're not preliminary anymore. So that that you do have the correct year on the top of your reports. Um but so these are as of September, which puts us 8% of the way through the year. We received about 7% of our budgeted revenues and we've spent about 10% of our budgeted expenditures leaving our general fund ending fund balance at 937,000. >> Nicole, have have the issues with the county and their news their software conversion has that been ironed out and we're okay now? >> For me, I I have been emailing them and we've connected on the reports that I need to

reconcile to them. They aren't anywhere near um where they used to be as far as being able to identify and read and give me like one page per each fund to reconcile to. They give me a lot more information, but everything ties and everything reconciles. So, if they don't send it to me in their pocket and I need more information, um I have a contact of the gal there that I can email and she'll dig into it and get back to me. And um so far the information she gets back to me um ties with what I have. So um I think just once they figure out how to consolidate the reports they provide to us that'll be better for everybody. But um but we do reconcile and we do tie now. >> Okay. Thank

you. >> Yeah. So then our capital um projects fund has an ending fund balance there of $532,000. That service fund doesn't have um any activity yet. ASB has an ending fund balance of 25,887 and our transportation vehicle fund has 129,558. >> Is there anything out of the ordinary that for this week or excuse me for this month? >> Nope. Everything looks good. And at our next board meeting, I will have our year-end financials. So, I'll do a whole presentation with a bunch of numbers that will show you exactly where we landed the year. [clears throat] >> Any >> Thank you very much, Nicole. >> Any questions for me? >> Looks good. >> Okay, perfect. >> Thank you, Nicole. >> Thanks. Okay, moving on. 7.1 superintendent report. >> Yes, thank you very much. Decrease this just

a little bit. Um, as we know, enrollment drives a lot of our funding. So, I've compared uh October 2025 to October uh 2024 to see just where uh we we landed. Um you can see we are down six overall a headcount and a little bit more with with FTE with uh some of our families uh using uh the running start as a vehicle for education and a little bit of homeschool as well. But uh I do have some good news that um we had a family of four move in. Um three students are I think we have a a first, second, and a third grader. and also a preschooler in that family. Um pre preschooler will will start probably here in the next week or so. And then we have another family of two again

a preschooler and I believe a second grader. So you know in the last two weeks we we've gained some some students with so hopefully the numbers are trending in the in the right direction. But uh as I said in our previous meetings we are not alone. Um and it is a not just a statewide trend but also um you know a national trend of uh enrollment uh decreasing. Um, and I've added a couple graphs there that you can see from uh the state point of view where just looking at birth rates, you know, from 2006 at its peak and now at 2024 25 pretty much a uh a pretty large decrease. And also, you know, kindergarten enrollments versus uh seniors graduating. You can see that change here. You can see this is the number of

that are graduating. This is the number of kids coming into the system. We're kind of bucking this trend or actually we're about equal. We have almost as many kindergarteners coming in as we do seniors uh you know graduating in June. So, um I think we we have eight seniors and we have six um kindergarteners. So, um we are definitely fighting that trend and hopefully uh that'll continue. But, uh again, not good news, but improving with some families moving in and um one of the families did mention they did have seen our our marketing ads on uh social media. So, that's great. Uh, and speaking of that, we will have the the company uh coming in uh on Thursday to do some videos and interviews and with kids and just going to see all the stuff

that we do at Eastn. So, um they'll be here flying in I think from California to to do that. So, we appreciate them coming up and you appreciate their service a little bit more personalized and a little bit more aggressive than our previous company. So, uh, I think, uh, I think we made a good good decision to switch. Um, if you've been to a recent volleyball game, you've seen our our Jag cheer >> uh, cheerleaders out there. Um, that will continue during hopefully during basketball season as well. But I know Miss Haley Mclofflin's done a great job and as you can see, the kids are excited to be part of it. And the more opportunities we get for kids, the better. Um, so thank you to Haley for doing that and big thank you to

Haley for uh I know some of you saw the the book fair that was in here. You can still see the boxes that need to be shipped back, but huge success. We met our our sales total and uh you know raised a little bit of money to go back into ASB, but uh provided a nice opportunity for our families to come in and purchase a couple books for their kids or grandkids and so [clears throat] that was great. Um, speaking of some grants, actually I just applied for another grant that I didn't list on here. Uh, we have basically three facilities grants that I've uh applied for. Uh, ADA grant. This will be targeted towards replacement of our bleachers. Um, completely out of ADA compliance and, you know, close to o over 60 years old.

Uh, unfortunately, they need to be replaced. um request 120,000. We'll see what happens. Uh with that, that closes in second week of November and hopefully we'll hear soon. Healthy Kids Grant. This is for the replacement, removal and replacement of our gym floor. Uh again, 60 years old, uh water damage, and we're uh starting to get to the point where it's uh you know, we're not there yet, but there's certain places that it's very it's becoming unsafe for kids. uh and you've seen the the bubbling and whatnot. So, that grant closes in January of 2026. So, we'll hopefully again get upwards of 300,000. We'll see. Fingers crossed. And then another grant I applied for is a school security grant. Um applied for that today for a total of $80,000 to upgrade our access control. Uh I

think the access control system is at end of life. We can't upgrade the software anymore. And now we're starting to have some issues with uh some of the hardware as well. Jeff has been fighting it along with our tech support guys. So, uh we've gotten one bid so far that was for about 75,000. We're getting some more bids. So, I did apply for I guess 80,000 that closes next week and we'll hopefully hear about that soon. Um, so we being pretty aggressive with our grants and I I know I think Jeff will probably talk a little bit more about that during his his presentation and uh our levying bond. This will be what we'll talk about here in a in a few minutes. Hopefully the board can make a decision, but uh we've been sharing

the historical information about where we're at with our our tax rate and our levy and bond collection. So I'll just put that on there again. And lastly for my report is that uh Director Phillips and I will be in at the WASDA conference here in a couple weeks to talk about how we've you know changed things around here in the district with the uh support of the board and the and the great staff we have from where we were to where we are now where we're I think we're fire on all cylinders. We just need a couple more Jags to enter the doors and then I'll be then I'll be happy. But facilities wise, we we've made some great improvements. Uh teaching and learning, we've made some great improvements and we're continuing to do that.

And we have a a staff that is committed to the vision of providing, you know, small class sizes uh but also a focus on outdoor education and providing kids opportunities. So that is my report. >> Thank you very much. Thank you. >> No worries. >> Okay, then let's move on to 7.2 district operations report. >> Mr. Bren, >> you guys able to hear me? All right, >> we hear you loud and clear. Yes, sir. >> Okay. Outstanding. All right. Well, just a real quick update. It looks like we won the first match and we're well on our way to winning the second match here at the volleyball game. So, that's exciting. >> Excellent. Excellent. >> Um, all right. I'll try and make this brief as possible. Um, starting with the uh fan control unit, water

leak. Um, we have the heater pump in and everything. We're just waiting for the a data communication cable to come in. That's long enough to reach the thermostat. Once that's in, that part will be complete. Um, our lead and the drinking water uh retesting has been completed. The kitchen faucet tested at four parts per billion and the concession stands at two parts per billion. Uh well under um uh what the state requires for any um any repairs or uh mitigation for lead levels. So we're sitting good there. Um I'll continue to replace the uh water filters every so often um just to make sure those lead levels stay down. um our drain field and septic update. The state has approved um us uh to reclassify our large on-site septic system to an on-site septic system

and Kittatas County has accepted uh that reclassification. So, we've been issued a permit. We had now have a on-site septic system. So, next step will be to um redesign the reserve drain field and having an on-site septic system hopefully will make that process uh quite a bit easier. Um with the uh athletic field um progress that's been made with that, we do have two 20 foot poles that have been delivered. So, um all we have to do is put those in the ground, concrete around them, and then mount the scoreboard. Um and then we'll be uh good on that uh on that benchmark. Um the Reek King project uh it still nears completion. The only thing remaining is waiting for uh a handful of new cylinder cores um with the keys um and getting those

installed. The key card access uh system, as Mr. Combo had mentioned before, we do have one bid in from Puget Sound Hardware. Um that's for about uh 73 70 to 75 I can't remember the uh the exact amount but uh anywhere between 73 to 75,000 for that. Um I've reached out to five other companies so far. two of them. Um, one were outside of their uh service area and then the other one uh they only work with uh clients that have their burglar and their fire alarm system. So, um they're not interested in placing a bid, but I am still waiting uh for two others that I contacted through KCDA. um with the gym floor replacement. Um I have uh the final uh estimates that have been put in. Um IRS environmental, there's an update

on that one. Instead of the $141,000, it dropped quite a bit down to about $103,000. Um um and then all the other asbesus statement companies, their estimates still stand. Um so we can kind of look at making a decision on that and how we um want to proceed. Um, moving on to the transportation report. Um, CDL student drivers are making great progress. I think both of them are about ready for their um, final test. So, it just comes down to um, scheduling that and getting them in with Arnold there and Moses Lake so they can get their testing taken care of and hopefully they pass. U for me vehicles uh, conditioning report, bus one's in good working order. Uh, bus two, the hood's been running. Um, I've adjusted the hood. Um, and I'll continue to

monitor it, um, just to make sure that there's no more rubbing or damage that's being caused there. Um, bus three is operating well, as well as bus 4. U, the 2025 Toyota Sienna is operating well, working great for us. There is a recall on um, the second row seats. Um, Toyota's working with me as far as um, you know, reaching out to me when they have um, a repair for the second row seat. There's a handful um or a batch rather of Siennas that had uh improper welds done on that. So, they just want to take a look at it, make sure that our batch isn't um part of it. Uh 2024 uh Transit van, it's operating well. However, there is a strange worring sound. Um I've discussed it a little bit with Phil, just

kind of let him hear the sound. Um I'm thinking that it probably is coming from one of the turbos. Maybe it's uh wearing out or whatnot. So, I have an appointment scheduled on the 30th uh to take it into a mechanic shop, have them take a look at that and determine, you know, what the source is of that sound. There's no performance issues, no codes being thrown. It's just new sound, and new sounds make me nervous, so I'd like to get it checked out. Um, we have two-way radios for the bus one, two, and four now. Um, those were installed successfully today, and we were able to do a test run with those. So, um, that's pretty sweet. The sounds uh nice, clear, and crisp on on both ends. And uh yeah, that completes uh

my maintenance and transportation report. Are there any questions for me? >> Uh the only question I have is on the gym floor replacement. >> Yeah. >> Like Advanced Asbestous Company, they're significantly less than everybody else. >> Is are they? >> Yeah. And uh I'm I'm not really sure why they're um they're quite a bit less. I'm my guess is what it's going to turn into is they're just accounting for the removal process and then if there's um additional grinding that needs to be happen or a third party error clearance um they'll then later tack on those extra charges. I've seen that uh like when we were doing our chain link fence um that's something that that had happened. The bid came in pretty low and so I went with that company and then they began

to install it and then lo and behold, oh, we need more for this, we need more for that. So, um I suspect that may be the case. I don't want to, um, you know, say that officially. I'm being presumptuous there, but that is a possibility. Um, so, um, I can look closer at that asbestous report and ask them, you know, why it's significantly less. they may just think that um because they haven't actually come out and looked at our gym. So, it's possible that um what they're looking at is just based on our drawings and they think it's as simple as, hey, it's just a square floor that we need to tear up and and abate. So, um the other companies, IRS Environmental, um they've been doing it for a while. Their estimate is um

about $30,000 higher. Um my guess is they because they have more experience in the field they know it's more what's involved with it. So um that's my guess. Um advanced asbesus I don't think has been along uh as been around as long as some of the other companies. So it there could be some inexperienced talk in there or it could be just something as they'll tack on the extra charges later. >> Makes sense. >> Yeah. Anybody have anything else? >> I do not. >> Thank you very much, Jeff. >> Thank you, Jeff. >> Absolutely. [clears throat] Thank you so much. And then uh I'll keep shooting you guys updates on the game. >> Yeah. Can you give us Can you give us an update right now? >> Uh yeah. Here, let me go let me

go take a look at that scoreboard and see what we got. One sec. >> Can you just turn your camera on? I think back there a second. >> Sorry. >> Oh, all right. Sounds like we won the second and now we're in the third match. They're leading on the third match by two points. >> Okay. So, >> go Jags. >> Up two sets to zero. Thanks, Jeff. Appreciate it. >> Yep. Bye. Okay. 7.3 board members reports. >> Anybody have anything? >> Good. >> ASB did good. >> Awesome. >> Yeah, I thought it was set up phenomenal. It looked really good. >> I know. It was the the building was decorated and kids spent a lot of time decorating the everything. So, >> wish had a few more trunks, but we we did okay. Okay. >>

We did okay. Yeah. Absolutely. >> I think everybody that showed up, I think they all had a great time. >> As long as everybody had fun and the kids had fun, that's important. >> And kids, you know, when it came to clean up, they jumped right in and just about everything. >> Awesome. >> Kids did great. >> Okay. See, so we are at then moving on to board discussions. 8.1 collective bargaining agreement in Eastern Education Association certificate. >> Yes. So this is the negotiate agreement with uh the district and our certificated uh staff two years agreement. Um it's just taken a little bit longer to bring it to the board. we've been formatting the the contract and whatnot, but I know I've kept the board updated on all of the the changes uh in the

contract. So, at this point, I'm just would ask the board for their uh approval of a two-year contract with uh Eastn Education Association certificated. I'll make a motion to approve. >> All in favor? I I >> Thank you very much. going on to 8.2 potential February 2026 EPN of levy and capital projects levy. >> Yes. So if you recall was it uh two months ago we had uh Corey Plagger from DA Davidson come with us come here uh and meet with us. uh he's provided a little bit of an update for us in terms of tax rate and impact and some options for for the board to to to look at and discuss. Also gave some background information. Basically, levies are more of a short-term um uh tax on our community for what we need

uh here at the school mainly for operating um and educational programs or bonds. Usually leveies are for learning and bonds are for building if you want to think of it that way. But there are also called things called capital projects levy which uh you can do for transportation. You can do that for safety up upgrades and again those are can run from uh two to six years. Um all of them are you know used throughout the state. Gray's done a nice job of showing where we've been in terms of our passage rate for the last looks like uh 20 25 years. Eastern community has usually always supported the schools and what uh what we've requested from our taxpayers. Again, uh it used to be called an M levy. Now it's called EPNO for educational programs

and operations levy. We currently have one in place. We've had it for the last uh four years, but it it is expiring. Um and that provides all those things that the state doesn't provide for. Um you know the state does not provide any money for us to do athletics. So all of that comes out of uh general fund or levy funds. Um as we know all of us are facing increases with uh operating cost. Our insurance rates have gone up. Operating costs have gone up. Cost of paper so forth. Everything has gone up. Um, so we probably need to look at uh maintaining that or we're need going to look at uh changing our educational program a little bit. This chart right here kind of shows the passage rate uh by month. So generally February

is is a good month to run. um in February, in the case that one of the uh a levy doesn't pass, you also have some time before the the end of the school year to run it again uh if if the board so chooses. Many districts do that. Um so you don't have a levy failure. This chart shows, I guess, the success rate of when you're running a single uh proposal versus a double proposal. Um, and you can see that the passage rates here. Usually when you run a double proposal, um, it does lead to a little bit higher, uh, passage rate. And again, here's some timelines. Um, we do need to make some decisions here. Uh, if we're going to move forward with uh with a levy, um, you can see the timelines. We

need to start off election date. we can just kind of go backwards in time to see when um we need to have things u submitted. There are some things that we need to do with an attorney to do some underwriting and whatnot. And this next graph is just our property taxes at Eastn School District for the last looks like 15 years. You can see the huge growth in the last just several years. There has been some uh assessed value uh growth of 36% back in 2023 and 2024 had an assessed value increase of almost 23% soizable increases. Um but then you can see it has tailor uh tapered off here in 2025. This is our current tax rate and roll back. That is just what when you do a levy, you can only collect so

much and if you collect excess, then you roll that back to your taxpayers. Um, this is showing our tax rate at Eastern School District. There are 295 school districts in the state. of that 295, um run levies. Um we are ranked 289th. So we have the lowest tax rate of any district in the state that runs a levy at uh 20 cents per thousand, which is an incredible value for our taxpayers. Uh which we want to maintain, but uh we also want to maintain the quality programs that that [clears throat] we do at the school. So uh we are like I said 289 at a 289th which is something we can be proud of but we also you know need to make sure we are providing uh what we need for our for our kids.

They should have the same opportunities and programs that a child would have at let's say Cleellum or Isizakiqua or wherever else regardless of where they they go to school. This shows uh Eastern School District along with some of the state uh state taxes, but again, we're still at that 20 20 cent margin, which is way down here, 20 cents per thousand. Um again, just another chart chart, excuse me, showing uh where our tax property value and then tax rates have gone. So you can see, you know, wasn't just 10 years ago. We were up over a dollar and we have steadily dec declined and have a good value for our uh taxpayers. Just showing the different tax rates within the county. Um you know, it's between us and Damon and Cleelum are are the lowest,

but uh you know, they're three times higher than we are. So again, we're proud of that, but we need to make sure we're keeping up with uh our competitors and other local districts. So Corey has placed basically three scenarios for the board to review. This first scenario is basically continuing the tax rate we have now and the levy we have now. You can see it does go up a little bit because he is uh assuming 2.5% assessed value growth. So that's why it goes from 20 cents to 23 cents then to 24 and 25 and so forth. So this is basically the same thing we're doing now. Same uh collection rate, same if you will tax rate. So this is scenario one. Um he also provided a couple other scenarios which I'm just going to

click on to. Here are the other two. He provided um scenario two which again has our current EPNO levy which is right here but then also he is showing a 4-year capital projects levy of 15 cents per thousand. So you would add you know the 24 cents and the 15 cents then you would get the total tax rate of uh 39 cents per thousand. Um this I would be suggesting uh we run the capital project levy with those dollars uh earmarked towards gym remodel new flooring. You just saw the cost from Jeff. Um yes we have applied for grants but none of that is guaranteed. [clears throat] Um we desperately need uh new bleachers. We are out of ADA compliance. And I can I don't know if I want to say this publicly, but if

our insurance carrier came in and saw those bleachers, we would be removing them uh and putting up folding chairs because they are not >> We also have some discussion on CTE classes. Yes. Coming up. So, some of these could be >> absolutely for getting those programs up and going as well. >> Yep. So this is again EPNO levy, our current levy that we're using right now. This would be an additional tax rate earmarked towards the gym andor CTE. So >> yes, >> new gym flooring, asbestous removal. Um our gym floor is 60 years old, our bleachers are 60 plus years old. Um, and then I know we had some families that went to Thorp and saw that volleyball game and they have this beautiful, beautiful video scoreboard which shows highlights of the kids and um,

theirs is it's pretty impressive when you see it. Uh, I'm not suggesting we go that route, but we possibly could. U, but we do need to do something with that floor. We do need to do something with the bleachers. And uh I think this uh would probably be a a good time to do it again since our tax rate is so low. Um Mr. Pleger also provided a third option. This is with again the EPO levy here. Same levy we have now, but instead of the 15% increase, he uh also made a different scenario of the 25% increase, which would you know obviously increase the tax rate a little bit. I mean these are all these are just scenarios. We could come back and say okay we instead of you know we want option two

but instead of the 15 cent per thousand we want 16 cents per thousand or 14 cents per thousand. But um if you look at the total here again this is if the board chooses to run it for four years this is amount coming in you know for that four-year term. We could lengthen it, we could shorten it. Um that's really up to to the board board to decide to do but you know the operating cost and the operational costs of the district will not be going down as we know um things things will keep going up in price. We do have money in capital projects now as as the board saw but um you know we will have some other needs that come up. you know, we have a roofing that might need to be

replaced here. And, you know, we got to have a little bit of money in the bank to uh to to fund those projects. Um, we are still slated to get the 6 million for the smaller, excuse me, the small schools modernization grant. And again, we've already earmarked that towards HVAC, towards um the boilers, towards new um windows, um things that are very important, uh but um not >> outside of what we're doing. >> Still be the lowest in this county. >> Yes. Honestly, looking at what our last capital projects levy was, >> 340,000 per year, >> personally, I think we use that money well. >> I don't know that I'd want to go less than that. >> No, >> things aren't getting cheaper. Contractors aren't getting cheaper. >> Still puts us at the lowest. >>

Yeah. and say we do go to the voters, they say no, >> we fall back on option two, >> right? >> But that's my honest opinion. I mean, I don't want to sound greedy, but I don't want to fall below what we've already been collecting. And >> well, and you're looking at scenario three. >> I'm looking at scenario three. We we like I mentioned we do still have dollars in uh in capital projects fund. Uh it's there. We can't use it for anything else other than building upgrades. But you know instead of using that now we are waiting for that smaller excuse me the the small schools modernization grant. The money's coming. It's just we're just waiting for the legislature to to you know basically open up the pocketbook for us. We've been approved. I

would agree scenario three sounds the greatest that >> I think in scenario two >> especially when we're the third highest value. >> Yeah. >> And we are still the lowest tax rate. >> I did get an email from director um Phillips. She has suggested looking at number scenario two. >> Yeah. I'm only thinking scenario two because for the capital levies part of it uh sure that money could be used for gym floor all the other things that we may or may not be getting funded on through some other source >> right >> so even if even if we didn't I mean the numbers were 140 so I mean that still leaves a substantial amount for other you know >> it looks to me like scenario multip issues our elevator. >> Okay. >> That roof, you

know, I see very near future we're going to have issues coming up. >> Yeah. >> Like to at least be able to swing it while we can. And if if we go to the voters and they say no to three, we can always fall back to two >> cheaper. >> Well, voters feel that too. >> You you bet. Yeah, you bet. Uh, I just want to make sure that we are providing what you know, our Eastn kids here, our kids here deserve everything that they get at Belleview, everything they get at Seattle, you know. >> Um, I just want to provide the best that we can for them within >> the constraints that we have because we do have constraints. uh but provide the best quality you know program where for academics and activities for

our kids >> and and if we go with option three we've already put the information out there for option two >> like hey this is you know you guys don't want to do this we went to this >> you know but we're still we still need to provide things for the kids for >> Oh yeah no >> and honestly the community is going to use them as much as the kids do >> yeah I mean Absolutely. >> The gymnasium is the most used >> place we have on campus. >> Before school, after school, lunches, >> during class, >> depending on what you get into for CTE, I mean, some of that equipment, some of that. >> Oh, you bet. >> Educational >> items, spendy. >> Yeah. CNC router, you're looking at what, 20, 30,000. >>

Yeah. Yeah. >> It's been a lot. >> Yeah. >> I mean, and again, these are just scenario numbers. The board could say, okay, instead of 15 or 25, we want 20. >> Yeah. over three years or four years or six years. So I mean these are just these were just options. I told them kind of you know give us a >> give us some different options so the board can discuss and see what they they feel comfortable with. >> Are there EPO and the capital projects they voted on separately on the ballot? >> Yeah, there'll be two two two measures. Got the EPO, you got the capital projects. Um and you know then the voters would decide but uh I would >> and really I mean looking at the price per thousand on option three

it's still less than what our last was. So maybe a continuation of the same tax, but it's still less >> and still significantly less than >> Yeah. >> our other districts in the county. >> And we're only asking for what we think we can use, not shooting to the moon, >> right? >> We're not asking $10 million to sit on. And luckily with, you know, hopefully, knock on wood, some grants coming in, um these capital projects dollars can sit in our account and wait until we need that uh let's say expansion and we get more more growth. >> Those holy crap, we just had a big something happened. We need to fix it now. We have the money. Yeah. Okay. >> Well, we're looking for a vote. What's the consensus? three. >> Okay. Well, then

we will make a vote. >> I'll make a motion to go number three. >> Okay. All in favor? >> I scenario three. It is. >> Well, no. I now I'm, you know, I've already kind of have a couple draft emails that we'll we'll send out, but um this is this is exciting news. >> I mean, to provide, you know, >> nice facility for our kids to, you know, do PE in and everything else that uh >> Absolutely. >> Again, we're not we're not going to have put an NBA court in there with, you know, fog fog machines and, you know, lasers. It's going to be a good quality gym. It's going to last, you know, 30 30 40 years. >> Yeah. >> Well, think about it, too, is I mean, there's no one here or

anything, but all of us have just voted on our property owners, so we're pay tax. >> We're agreeing. >> No, absolutely. >> I mean, I would much rather pay my tax money. Oh, my tax is going up. >> Exactly. >> Well, and I mean, how many gym floors last 60 years? >> Exactly. >> None. None. >> It's been there since before I was in kindergarten. >> Since your mom was in kindergarten, >> it's, >> you know, with with the sports programs and everything picking up. I mean, it just makes sense to have something that the kids proud to play on. >> Yeah. >> Exactly. Well, I mean, yeah, when you go floor, we got third generation. >> Yeah, we just expect more winds, that's all. >> I mean, >> and we get we're getting >>

six 60 years to have a gym floor. Yeah. In in this weather >> uh with the conditions we have. >> Seriously, my mom played on that floor. >> I mean, they the it has been well taken care of >> um and just well looked after. And same with the bleachers. Um but they we do need to have some upgrades on those regardless that >> exact [laughter] >> it's there. It was great. Yep. >> That's that's the nice, you know, you know, if the voters do decide to move forward and >> do this, we can, >> you know, put the pickle ball courts and put the shuffle ball courts and >> put what four square for the kids like to play or those kind of things in line. So, >> it'll be a pretty pretty exciting

uh thing to do. So, thank you uh for that. Um yeah, ex exciting news and yeah, Aaron, get to work. But it's good work because it's for the kids and improving conditions for them. So, I'm >> 100% on board. >> Well, thank you. Just doing all the locks. 70,000 bucks for the security. >> Yeah. Just to update everything. >> Yeah. I mean, I mentioned I forgot to mention that. Yeah. This is not running new wires. No, this is using existing wiring. This is for the backend system and you know the the controllers at the I I can't imagine if you're trying to run the wiring. >> I mean >> but you know what nice when you come to pick up your kit early still have >> Yeah. Yep. >> I mean I got a quote

to do one of my buildings that was $5,000 a door. No, it's [snorts] >> it's nice to have it and it's >> and you when it's not functioning right, everybody notices. Oh my gosh, the the door's open. It's you know, >> that's everything the kids in Belleview have. >> Yep. >> Except for Door Dash at lunch. >> Yeah. >> Well, no. We have Mountain High at lunch. >> They just designated a designated pick lunch. >> The one who can leave campus lunch. >> Yu. So, thank you very much. That's exciting news and um lots of work ahead, but uh that's okay. It'll be a a good ride. >> All right, moving on to 8.3 superintendent goals for 202526. >> Yes, thank you very much. I before we go into this year, I would kind of

maybe go back where we were for 2425. Um I tried to highlight uh what I thought I did well, but these were the goals I had last year was, you know, hire and retain our staff. Um, happy to say that every staff that was here last year is here this year, which is >> up there that had K12 music. I I have to give you credit for trying. >> Yeah, we had somebody. So, >> well, and we do have K5 music now. Yeah, >> we don't have K12. We'll see what we do next semester with Miss Lewis, but as you know, the the the K5 kids are in there and learning their songs. And I don't know if you saw the uh last newsletter, they they were singing a song on their hike that they

learned from Miss Lewis's class and you know doing air guitars and stuff. So um but I wanted at K12 and we didn't quite make it but we tried um in a student headcount. I wanted to increase our headcount. Unfortunately it didn't happen. not from lack of trying, but we're >> we're still evolving what we're doing and working with now another company. Um, we did meet our fund balance uh uh policy, which is good news. Um, we did not do our strategic plan yet. Um, we're we're very close and I'll talk about that here in in board discussions, but I did mark myself no because no, it didn't get done. um my weekly superintendent update. Um sporadic at best. I'll put it that way. >> Maybe have Jeff make that. [laughter] >> Well, I I will

give you credit because when there is something >> I I keep us informed. >> I try to sometimes I just uh >> I'll give you credit when it's important, you do let us know. Absolutely. >> Yeah. I tell the staff if you think it's going to be a headline, I need to know. >> Yeah. >> If I if I think it's going to be a headline, the board needs to know. So, so that was uh last year's goals. So, um I think for this year, you're going to see some themes, but I we modified them a little bit and simpl tried to simplify things. um increase our test scores, increase our headcount, successfully pass our now that we're going to run a CP levy, I'll I'll change that goal, passage of our EPO levy and

a capital projects levy, maintain our uh fund balance policy, and then also, you know, do these manage these grants. Um you know, some of these grants that we've been approved, but they're still kind of out there in the woods. You know, we still have a $400,000 solar grant. It's still there. It's just, you know, bureaucracy takes time. You know, this the $6 million modernization grant that's coming. It just takes time. And hopefully we'll get the ADA and the healthy kids and the school safety grants, too, so we can um you know, protect our our own capital projects money. Well, in our Eino, our capital projects, you know, we can say we're going after these as well. >> Oh, yeah. Yeah. >> So, we're we're not just asking you guys for money. We're going after every

opportunity. >> Yeah. We're pulling, you know, it's >> I think you guys know me by now. I'm a little bit I like to get those grants and be a little aggressive with them. And >> electric buses. [laughter] >> Yeah. No, there there will be no no electric buses [snorts] at this point. >> Well, Phil mentioned there there's some high ticket items that potentially could be disaster. >> It's a story of that. >> Yeah. And you know hopefully modernization grant we can >> put that aside and but you know let's say you know a housing development is approved here in the next year or two >> uh and construction starts and we have an influx of kids. Yes. >> Well we need to have the at least this the seed money to >> you know have

have portables on site until we can build. Uh so we need to plan for the future and I think um you know the board has shown a lot of wisdom of going for these things that again solidify the future of of Eastern School District. So these are my goals. I will add our capital projects levy, but I just want to keep them simple. I want the kids to to do better in the classroom. I want us our numbers to increase. I want to pass our levies and want to make sure we end up with money in the bank. So, those are my goals. Well, um I guess I'll let Mr. Mr. Miley see if there's a motion to approve those goals. >> Oh, >> I'll make a motion to approve the superintendent goals for 2526.

>> Okay, >> I'll second. >> All in favor? >> I. >> Great. >> Thank you very much. Then moving on going to go to 9.1 district strategic plan update. >> Mrs. Lewis and I have met a few times to finalize it and I felt it was too wordy before so I said I comboized it. I condensed it. Um so now instead of four goals we have three. And obviously number one for the health of the district financially is increase our enrollment. Number two is kind of a combined goal. We want to increase the the improve the conditions for the kids. We want our especially our secondary kids to have a little bit of say in the classes that uh we offer here. >> Um and we want to make sure it's all done in a

supportive uh manner and in a safe manner. And goal number three was we'd we want to get more parents and and community members in the school. >> Um so that's going to be part of the strategic plan and we're still working on some metrics. Obviously enrollment is a pretty easy one to measure. We'll do that from October to October. And the P223 is in the enrollment form uh report that we have to do every month to OSPI. So it's easy way for us to measure that. It's either yay or nay. But again, we'll continue doing our our marketing and and reaching out and uh looking at different uh avenues for that. [snorts] Uh in terms of academics and school environment, we are going to make sure we do an an annual survey to our parents

and community members. Are you happy with school? What could we do better? What you know, what do you want us to do more of, less of? Um we'll do an a student survey as well. Yeah, like I mentioned, actually ask asking the kids, you know, if we can offer some elective classes, what would you like those to look like? Um, obviously we can't do, you know, some CT classes yet because we don't have the equipment, but we could very well. The kids really want to get into welding, then we're going to start investing in welding materials and equipment to do that, which would be a great thing for us to do. Vet vet science if you want to look into, you know, doing that. So, giving them some more ownership, some more student voice in

in what we offer here at the school. Um, you know, let the kids vote with their feet, so to speak. >> In a in a larger school, that's how electives. Either you offer the elective and the kids show up or they don't. And if they don't, then >> but here it's a little bit more of a challenge just due to our size. Um, and we will look at our academics again by these are the tests that we already take, I Ready Maps and the ESPback. So, we're not going to reinvent the wheel. we're going to use what we have uh and invest in these tests already. So, why create more? And again, how do we get the community more into the school? Uh we'll do a survey. We're going to start up um you know,

I've tried to in the past start up a parent group, but usually I don't get a lot of uh feedback from that. So, I'm going to have the kids do it. Mhm. >> Uh I think the kids and the teachers if they can get some more folks in to help us with some of the activities like trunk or treat or you know some of the other events and um work one-on-one with the kids u we'll be more successful. Nobody nobody wants to hear from me but they do want to hear from the kids and the teachers. So that's kind of our strategy for that. So, uh, we will hopefully finalize this for you in November for adoption and then kind of rolling it out probably after u after the holidays. I kind of tie into

our uh levy campaign as well. >> Yeah, looks good. >> I especially like the part about relationship between Yeah, I >> getting more engaged. >> Yep. We we have had great turnout at our volleyball matches >> and I think part of that is because, you know, we have the little ones there now, so we're attracting some other families to come in and watch the, you know, the our little ones cheer and make it uh make it a nice community event. >> What's that? >> I haven't heard uh about the third set, but it sounds like they were I see just got a picture where I see all the girls cheering and yes, so we play again Thursday in Inat. >> Nice. >> Yeah. What time? >> Uh I want to say five again. So >>

good news. >> Nice. >> Um this is a document that uh I met with open ed. If you recall open ed is we've entered an agreement with them last year. um they are still navigating the bureaucracy that is OSPI in the state of Washington. Um this is from their lead attorney, but I think I mentioned it one maybe one of our prior meetings that we are looking very good for an uh no sorry September of 2026 um launch of open ed partnership and it could be very um beneficial to the district both in terms of FTE and also financially to us um as we would corner the market initially with open edet. So, good news. Again, they're still working through it, but uh just another bit nice ray of sunshine to >> help us get

through maybe the, you know, some of the enrollment challenges we're having now. But I'll let you read that at at your leisure. But it was a good meeting, productive meeting, and they are very happy that to be working with us and very happy to be in the state of Washington now. So nice. >> Good news. Good news. >> Good. Okay. My favorite 9.3 ongoing board policy meeting. >> I will I will share with you that in our next board meeting, the November board meeting is our last chunk of board policies to approve. So we should get >> to start all over again. >> Then we we will be done by December. Uh then we will probably take a little bit of a break and then OSP or excuse me WASDA will come out with some

policies that we will need to address from time to time. But uh we're we're close. We're close everybody. Um this is just first reading for these policies. So no action is needed. Should I get my notes and tell you what these policies are about? Um policy 5270 is regarding staff complaints. [snorts] 5271 is whistleblower protection. 5280 is separation from employment. 5281 is uh disciplinary action of employees. 5310 is compensation. 5315 is garnishment of wages. 5400 is personal leave. 5401 sick leave. 5403 is emergency leave. And 5404 is FMLA leave. So not a lot of controversial ones um that uh I don't think that really we need to look at more in depth. WASD has provided all the legal documents, but I'll let the board make that final decision. However, on the bottom, there are some

newly updated or adopted WASDA model policies. Um 111 or excuse me, 1,11 is there's a new oath of office for uh board of directors that uh anybody who is you know elected in the November elections will need to do at this new board of or oath of office. Um, and then 5241 or 3241 is basically just student discipline. OSBI has made some changes in long-term suspensions, expulsions, and things like that, and some procedural things. So, we just need to make sure we're all up to date on that. So, I don't see anything there real >> Okay. >> Um, >> most of it's all standing. Yeah, it's uh um we we have a board that gets along and works well together. So there's not a lot of >> all the 5,000 series we already have in

place. We just updating them. >> Yep. [laughter] >> I I I think procedurally we better not. >> Yes. So, but like I said, next month we'll have the last chunk, then we're done. And everything has been uh thanks to Board Docs, they uploaded all of our previous policy adoptions and uh so everything should be up on our website, brand new. >> I don't know if anybody's ever used that feature in Board Docs. [snorts] Super convenient. >> Like you just type in a keyword and it'll show you everything. Yeah, it's it's it's very I'm really happy with board docs. Um, aside from my faux paws this meeting and I putting the wrong link in there, it's been pretty flawless. >> Oh, yeah. >> Pretty flawless. Yeah. >> The only thing I have with four dogs is

the interface with an iPhone sometimes is very confusing. >> Is it all wonky? Okay. >> Well, I hit the back button and I have to go all the way back in. >> Okay. Okay. >> But other than that, no complaints at all. >> Okay. And it's just the interface between Mac and iPhone, >> right? [laughter] >> It might say something about the operator. >> You know, there when I when I was doing tech tech director back in in another district, we had a saying. It was called picnic. >> Yeah. >> Problem in chair, not in computer. >> But I also at the same time was informed that I'm running iOS 18. >> Mason was talking about iOS 26. And I'm like, no, they're only 18. He goes, "No, Dad. >> [laughter] >> might might be

time to upgrade. >> Okay, I'm officially old. Can you program this remote for me? [laughter] >> Okay, so moving on. 9.4 annual board self assessment. >> Just another reminder that uh the self assessment is there and I'll leave it at that. >> It's only been a how many months? That's that's kind of why I leave it on the agenda. So, >> so I got this iPhone and I just can't hear [laughter] there. I mean, there there's no pressure on my part. It's just I'm just follow following our policy. >> Moving on then. >> 10.1. >> We already at 10.1 sharing of any good news. >> We We are. >> Wow. Girls won. >> Girls won. >> Girls >> play on Thursday. Um I'm not sure who they play because that will it's determined on who

else won tonight, but I know I do know it's in INEAT. Um so I will be going on to INEAD on Thursday to to cheer him on. And uh I just want to say thank you for um deciding to run both an EPO and a capital project levy for our kids. >> Yeah. Um, I would wouldn't feel right if we didn't try and now we'll see what our community wants. >> Uh, I just I want to thank everybody that attended the trunk or treat event on Saturday. >> Uh, it was a good event. All the all the people that showed up and set up a table in place of a trunk. >> Uh, it was it was a good event. I was I was pleasantly surprised when I saw what ASB did. >> Yeah. >>

And I mean, they put a lot of work into it. >> Yes, they did. >> And all the students everything. >> Yeah. It was huge. It was awesome. [snorts] >> So, who had the the most surprising costume? I won't say the best costume, but the most surprising costume out there. >> I mean, pirate hot dog. >> So, you were a pirate hot dog. How how does that work? >> I'll show you. >> Oh, wait. >> But there was the group from Mountain High. They all dressed up as pirates >> and they set up right next to me. >> So, I mean, >> so it worked out good. >> That's pirate hot dog. Uh >> oh. Oh, there there it is. >> I was a hot dog last year. So this year I was a pirate

dog. >> So what are you gonna be next year? We gonna add >> might be a dog pirate dog. [laughter] So I might actually go >> swiping. No, I didn't want nuts. Um well, my apologies for not being there, but I was in Pullman seeing my youngest. It was parents weekend and the Cougs won. >> Nice. >> And she had the honor of she got selected to do they have the competition where they have to find Butch who is the, you know, the Cougar mascot. So she was up on the big camera uh you know the TV camera looking for Butch all over and so did >> she find him? >> She found him and got a bag of goodies and stuff from I don't know who from but no it it was a it

was cold wet but Cougs won and it was it was a fun game. >> Really? Anything to add? water these days [laughter] here on time. >> Okay. Well, if there's nothing else, then we will look for a motion to adjourn. >> I will make that motion. >> Second. >> All in favor? >> I I turn everything off here.
