All right, this meeting is in order. Please rise for the Pledge of Allegiance. I pledge allegiance to the flag of the United States of America, and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. All right, approval of board meeting minutes for April 22nd, 2026. I'll make a motion to approve board meeting minutes for April 22nd, 2026. I'll second. It's moved and seconded to approve board meeting minutes for April 22nd, uh 2026. Is um there any discussion? Seeing none, all those in favor say "Aye." Aye. All those opposed say "Nay." Motion carries. Approval of meeting agenda. I'll make a motion to approve the meeting agenda. I'll second. It's been moved and seconded to approve the meeting agenda. Is there any changes or discussion? There is one
recommendation change that we'll actually um association would like to move their um meeting hearing, so we'll work on that at a later time. So, I think Joe will be going executive session as well concerning bargaining. We'd be looking for a motion to amend. >> Yes, I was just going to say, can we get in a motion to amend the agenda on item number 13? I'll move to amend the agenda on item 13. I'll second. It's been moved and seconded to agen- I should It's been moved and seconded to amend the agenda on item 13 um from grievance to bargaining, correct? >> [clears throat] >> Is there any discussion? Seeing none, all those in favor say aye. Aye. All those opposed say nay. Motion carries. All right. Is there any further discussion on the main motion
as amended? Seeing none, all those in favor of the meeting agenda as amended, say aye. Aye. All those opposed say nay. Motion carries. Consent agenda. I'll move for the approval of the consent agenda. I'll second. It's been moved and seconded to approve the consent agenda. Is there any discussion? Seeing none, all those in favor say aye. Aye. All those opposed say nay. Motion carries. All right, we're at booster, no. Discussion items. We would ask that we table strategic plan update A as we have Dr. Campbell scheduled for 6:10 a.m. and we're about 7 minutes off. You okay moving Campbell Lane? 6:10 p.m.? Yeah, 7 minutes. You said a.m. I was like, who's meeting at 6:10 a.m.? I'll move to table uh strategic plan updates to 6:10. I'll second. It's been moved and seconded to table
uh strategic plan to 6:10. Is there any discussion? Seeing none, all those in favor say aye. Aye. All those opposed say nay. Motion carries. All right, so moving on to the 1000 policies. So there in discussion items, there's a lot of no change and there's a lot of um ones that we have that was doesn't have and then there's some that was that has that we don't have. For most part, what I found looking through them, They all are pretty boiler plate um as far as the ones that uh that we don't have. Is uh the no changes ones and then the no WASDA ones. I Most districts don't have those. It looks like. Um and then the ones with changes like the board self-assessment uh WASDA has changed a little bit and I know
we didn't get our board assessment back. I realized that uh we went through that survey. I got it back. I just need to send that back out to you guys, but only four of us actually took it. So >> Oh, sorry. I think I was gone. >> [laughter] >> So um it has feedback. It was It was late uh fall of last year before >> Okay, okay. Did I do it? >> Yeah. No. You so I I think everybody did, but it's he said that only four people did. So and I was waiting for uh the the new seated board to the new one. >> Yeah, that's fine. No, I don't remember. So I'll send that out, but uh they have it's all it's all based off the that link that they sent out to
you to the questions. Well, I'll never know cuz it's all in special characters as far as who answered what, so But I'll get that sent out. So there's no change there. Is there anyone that that sticks out that anybody wants to add or anything? If not, then we'll just move forward with the ones that need updated on changes. So board self-assessment does have some changes. And uh so does the training and personal development one, which is all WASDA stuff. We can just move forward on those. Trying to drag this out cuz we need five more minutes. So unless we can do the behavior thing too as well. We can do that in graduation probably. >> Okay. Anybody have anything on the thousands? No. No, they're pretty pretty cookie-cutter policies. Uh behavior program, Chris. Um the
district we're seeking recommendation and the name um for moving forward on establishing a committee for the naming of a new school, a new LEA. Um Um as we've discussed previously, so I guess it's probably um we're in the middle of a land survey and a title study for the donation of one of the community's churches, which would establish it as its own school building. Um we're looking at moving that school building forward as its own as its own physical entity. Um part of that process is naming the building. So, we wouldn't be doing the adoption process, but what we'd like to be doing is moving forward on establishing the committee for the naming of the school and um bringing forward that recommendation. Our board policy says that uh board directs me to build a committee,
I build a committee, and then uh we we review that, and then board members pick up to pick which board members can serve on that committee. So, much like on how we named uh the baseball fields, it's the same board policy. And then ideally, we would be adopting the donation with the uh recommended naming at the same time. What if the the plan I'm putting together What if We um currently have our BEAMS program, and the district has about students that are getting extra support um through I mean, um more behavioral-based supports that are kind of beyond what the district can provide. So, we contract those services out, but it's pretty expensive. Um the district, knowing that we're going to have this facility, are looking at bringing those services and programs back into our district.
By bringing those, we will create a pretty substantive cost savings to the district, but also make it so then that we're be serving all our students within our community. Um So, it's it's going to be normally we're sending students to Olympic Academy in Olympia. And we'd be we'd no longer be using my calendar. We'd no longer be using West Australia. We'd no longer be using the Olympic Academy. And we would now be having our students stay here at home. Um Is the idea of uh accepting other local students? >> Yeah, I think the plan is is that we'd move forward on a co-op. So, like So, how does that work? That's his plan. I would entirely agree. Um we're moving through it on contracting those services out. Like when we met with area superintendents and
um out on the coast, they can't access the current Olympic Academy program. So, we do think that we can provide services that would cover Grays Harbor and Pacific counties. So, ultimate goal knowing that right now it's kind of a cost it's a large expense to the district that we can bring back. We'd have facilities that we can provide those services and know that we could also provide those services for districts within the two you know, like Twin Harbor area that we know like we know that we can provide those services. >> [clears throat] >> So, you need us to say go forth and >> don't think I would with the board policy procedure doesn't require a um vote. That's why it's under discussion items. I think it just requires >> from when we read the
policy, I think it just says a superintendent at the direction of the board will So, I'm just looking for the direction of the board so then we can move forward on getting the committee as we're kind of working through the launching of this uh I mean it would have to be its own campus. Like the elementary is a campus. And the high school it have to be its own campus, its own school. Thank you. Yeah. Do you want a commitment from anybody on the board to help out? >> I think it would be nice. I know Michael, you already serve on the advisory committee. Okay, I'll do it. I'll only do only do two of you. Oh. Michael's already on. Uh but I Michael's part of it already. I I've been on the advisory committee,
but that does not mean that if you guys feel real passionate about it, then go ahead. Go for it. Perfect. Just put our darts the day you need someone. Let's see. Dr. Campbell, so I can roll on to our next topic and then we'll It's graduation um this year. We have a large number We have a high priority of having staff members sitting in the student section at in the staff section at graduation. We also have a um very very high amount of um staff members with students graduating this year. So, one of the recommendations came forward that's been done in neighboring districts was when those seniors are coming down those staff members that have a child graduate can walk over there and if they could join them in handing them their diploma. It's not
in our policy, so it doesn't require a vote, but it would guess what our board. I think it's a good idea. Mhm. Sounded Sounded good to me, too. I just thought that you guys should hear it before all the sound was standing up there in in the teachers are walking with >> [laughter] >> students. No, I won't. Okay, so Yeah, and I think there's a Plus she sent out a list of staff members who didn't pass. And so it's just making sure that they have graduation and the expectations that they have graduation gallons and then they would be in that staff section. So Eric, did you Okay. Yeah, since there's like I said, I said it's a large number even in this room. Cool. All right, and uh Dr. Kimble is here. All righty. Shh.
Oh, she's muted. Can you hear me now? Yes, ma'am. Hello. Good evening, board members. Good evening. Good Good evening, Superintendent Nesmith. How's it going, Dr. Kimble? It's going well. Just saw you earlier today. Yes. So are you prepared for me to share at this moment? I've been sort of having a difficult time joining the Zoom. So now that I'm here, I'm ready to share some updates. All right, we're ready for you. Go ahead, whenever you're ready. All right, let me share my screen. And you are right on time, Dr. Kimble. Okay, awesome. That's always good. Board members, we have, as you know, started the strategic planning process. I provided an update for you a few weeks ago. And what I want to do today is give you an update on some of the products that
the administrative team has framed up after listening to students. We shared the vision with you and we're going to be providing an overview of the mission statement that the district leadership team has crafted. So I want to review the strategic plan deliverables. We'll be doing this all throughout the process. And I also want to provide the draft mission statement and I want to talk about where we are with next steps. Everything we do with the strategic planning process should create coherence, focus, shared vocabulary, and a clarity around what we want our schools to do to close gaps specifically for our students who need it the most, but also for every student across the district. The products that I shared with you tonight really illustrates that we do the work with the district teams and that
we're co-constructing products and not expecting the teams to sort of be the recipient of products, but to co-construct what it is they're going to use to drive improvement. You've seen the vision of the student experience. I believe that Superintendent Nee Smith shared with you that we One of the pieces of feedback you provided with us is this idea around how do we integrate some of the work that student voice has incorporated specifically around Be the Blue. We talked about that and we think that we've got opportunities to integrate that in our profile of a graduate. So I'll bring that vision back. But what the highlight of our work in sharing with you tonight is the mission statement. You're going to see the words and phrases from the board in that mission statement and we're currently
working right now to develop theory of action. We will not share that with you tonight because it's still in draft phase, but that theory of action will help us to identify the actual practices that teachers will implement in every single classroom across the district. So I just want to let you know we're still almost there but not yet ready to share. A good vision is something on the horizon that is beyond our comfort zone that challenges us to stretch ourselves while being somewhat attainable. It should clearly indicate the direction in which we want to move towards but we're not quite there yet. I also shared with you when I did the overview that the typical vision is written in these terms where it's like every student 21st century ready or here's some examples. The Antone
Unified School District ignites the limitless potential of all learners is written from an adult stance and what we did, we had school leaders listen to the students in their schools and we crafted up a vision that's written from the student perspective. There are three components of that vision, a belonging component, an academic component, and a social emotional component. Here is your vision of the student experience. We're now using this vision to inform the mission statement that I will unveil tonight along with our theory of action, but ultimately the strategic plan is designed to name practices that educators will utilize to cause this to happen. So I want to just bring it back again and say that we are socializing it and pivoting from it on several products. But, we don't stop at the vision. A
vision without a strategy is just a hallucination. In other words, just stating it is not going to cause it to happen. We asked you what would be the revised mission statement if we were serious about accomplishing the vision. You gave us words and phrases. We showed you samples. Here's one from the West Valley School District in Yakima. We talked about that a good mission statement has three components, who it's intended to serve, why the district exist, and a short phrase or partial sentence that names the actions a district will take. I gave you some samples. Unpacked some mission statements. And we took all the words and phrases that you shared. We gave it to our district leadership team, the writers, and here is, drum roll, your new mission statement based on the board's input. All
the words that are in bold are words that were in your top priority list of words and phrases. I want you to take a minute. Alma School District builds pride and self, academic ability and community, while empowering students to soar to their full potential by fostering a culture of high expectations, academic growth, and unwavering support. Your new mission statement draft. Board members, each of you knows the words that you shared. I want you to take a minute and I'd love to hear from you in terms of a word or phrase you know was important to you in terms of what you wanted to see in the mission statement. And if you could just share those words or phrases that you provided as input that you now see in the draft. Whenever you're ready, I'd love
to hear voice. What word or phrase do you see that you know you felt was important to be in this mission statement. I want you to recognize your input in the draft. I'll go first. I'll say empowering. I feel like that word encompasses the ability to empower students to have agency over their education and their academic career, which leads to their success. Thank you. I think I struggled to find cuz I think a lot of us had a a lot of the similar ones. So I'm like, is that mine or is that somebody else's? So community, high expectations. I mean, all the words are bold. Yeah. I feel like we each touched on at some point. >> I agree. They're bold because they came up lots of different times from the board and we wanted
to be sure your voice was reflected in the draft. Anyone else? I was going to say the two words that I love in it actually are not bolded and they were not my words, but um I really love the sense of fostering the culture because culture to me implies more than a um like set of isolated things. It's a whole way of being and then um I also really like that last part of just the unwavering support. Um I think that speaks very high of the relational commitment to standing by kids. Absolutely. Any other voices? Reaction to the mission statement. Where what places do you imagine seeing the mission statement, the revised mission statement once the strategic plan goes live? Where would you like to see it, board members? On the district website. On the
Elma School District website. I'd like to see it on a wall in each of our schools. Okay. I'd like to see it on materials that we have as a you know uh >> [clears throat] >> consistent uh on our forms. I'd like to see it everywhere. Yeah. One of the most prominent places that I think it always should rest is on job postings on so that anyone who's looking to see what the district is about that this new mission statement is a is a way to signal your your values and what you want every person who's employed by the Elma School District to exhibit. And for families, when they're registering and when they're looking to find out about the district, this is a way to signal again what the district says it's about, what it
intends to do for students. And although you can't stop at the words, the words are so powerful in terms of their ability to convey um our actions and our commitment. Board members, I want to thank you. This is your new mission statement. Thank you very much. >> Thank you. Thank you. >> [snorts] >> I also want to tell you what we're in the midst of right now, and we're working on something called a theory of action. And the reason it's important is that we took that vision that you used to create words and phrases for the mission, and we're now working backwards, outlining two or three big actions that we want educators to do to cause the vision to happen. Then we're saying, "Okay, if we want educators to do that, what do we want
school leaders to do?" And then if we want school leaders to do that, here's what we want the central office to do. In fact, we met today. We're still in that refinement process. And what we will do with this theory of action, I want to show you here is the Elma vision of the student experience. We will take this when it's done. I'll give you a sample from a district in Michigan where I did this. We map out every single stakeholder within the district. We identify four to five key actions, and we will then write very specific practices that will be focused on over the next next 6 years to cause the vision to happen. This means the vision is not a hallucination, but it's actually our backwards map. It aims our backwards map to
improvement. So, I don't have the draft to share with you tonight cuz we're still in the midst of it, but Superintendent Nee Smith, might you describe a little bit about what is happening for the team as they do this process because you have been there every step of the way? I think some of the things we're really proud of is we have I am I belong I learn and I am ready. Um and we're looking at that kind of intersection where it's like a lot of the um like I belong is anchored on where do our students want to be? I think some of the I am ready when we're starting to think about the practices on how we want to now run all of our administrator PD and all of our teacher PD. So,
I think that's one of the best parts about the theory of action is is when we're writing down what our expectations are, we're starting to think about what does it look like from the district office to support the teachers? So, like one of the examples is is I'm ready and we want to have career pathways all the way down to kindergarten. So, instead of just doing generic project-based learning, are we looking at the careers and the industries of our local communities and embedding it all the way through? And what does that look like? And then when we're looking at the I am academically aligned, we still have that I can master academic standards and I can retake assessments. Everything is standards-aligned like that work that we've done for the last 5 years. And now how
are we kind of mapping it out and what are those pieces to provide that support as we've been laying out those academic standards? The teachers are teaching to the standards that the students are in their achievement on those standards. And then the I belong is I'm just ensuring that all of our students like everybody understands where our students want to go. And then everything we've done is kind of vertically through on how are we supporting our students on do they have a place that's connecting them to where they want to be? So, I think what I really appreciated is um We we feel like we're really proud of our work that we think our work is different than the examples because we've had we've been so committed. We feel like our community is really committed
to and we took our student voices and our administrators and other students and they wrote down what they wanted. Everybody was talking about where you know, the big conversation is is that our students felt like they needed is is are you supporting me and who I want to be when I'm done? And I think we heard that and now we're really kind of looking at who you want to be from a sense of belonging, who you want to be from a sense of academic learning, but then who you want to be on are we letting you experience those pieces for your for the 13 years with us. So, um I think we Um Dr. Campbell says this all the time. She goes the process is the product, but I do think that there's a firm
commitment and ownership and a lot of reflection like in our administrative team going, am I doing this? Is this am I day-to-day doing how I see this I want this to look? So, administrators really reflecting on am I supporting teachers in this way? Am I supporting students in this way? And does my day-to-day work look like getting students ready for the next phase of their life? Board members, I will say to you when this process continue as it continues to unfold, you'll be able to look at for example, I learn and you will see where this team has outlined two to three things educators are doing to cause students to learn. You'll be able to articulate that with such um a sense of alignment and these nested goals uh and the practices in the strategic
plan will align with that. So, you'll see that alignment. I can't wait to unveil the theory of action when we're done. Uh we'll be finished with that first sort of what I call final not so final draft in in June and we'll be bringing it back to the board then. The bottom line is we're working on making sure everything aligns. And what else happens when you have Lisa from finance talking with Katie who's in a school, now the whole team's getting calibrated versus assuming that if you just stay a state of vision like this, that it's going to happen. It will not happen unless you backwards map from it. So, we're being very intentional. So, these are the big pieces that I wanted to share with the board. And we'll continue to meet with the
team and give the board these periodic chunks of updates on progress related to the strategic plan. Thank you. Appreciate the update. Questions, comments, board members? Doesn't sound like there's any. Thank you. Okay. >> [clears throat] >> Thank you. Thank you again. Have a good evening. Thank you. All right. So, that closes us into public comment. Are you guys here for public comment? Yes, I didn't know when it was my turn. >> It will be. Let me give you a couple guidelines. Thanks for waiting. And we welcome your comment. Just a few things here guideline-wise. We're limited to 3 minutes per comment. It's helpful for the board if you give us your name when you start. And then all the remarks address the chairperson, myself. And then note that we can't enter dialogue due to open
public meeting acts, so we won't really be able to respond to you. So, don't don't expect a back and forth. And then one thing that I would caution is from using any student or staff names. So, if they have a title, stick with that in public meeting. Okay. Uh you're on it. Thank you for letting me speak. I came here today to talk about an incident that happened last week. Oh, my name is Rachel Aglo. Thank you. >> I have a middle schooler and elementary school. Um and I was coming today to talk about the incident that happened last week at the middle school. Um on Thursday the 7th, a few students at our middle school were threatened by another student who said they would stab them with a knife. Those students did exactly what
we teach children to do. They reported the threat to the prevention club and the principal. And yet, according to parents of the students involved, immediate action was not taken. Parents ultimately had to call law enforcement themselves, and even law enforcement stated that they should have been the first ones notified. That alone That alone should be concerned for every parent sitting in this room today. What is even more alarming is that the very next day, Friday the 8th, that same student was allowed to return to school, where additional threats were made, and this time another student reported actually seeing a knife. We are not talking about kids arguing over hurt feelings. We're talking about threats involving a weapon in a middle school. >> [clears throat] >> During a time in our country when school violence is
something very every parent fears every single day. When my husband arrived at the school seeking answers, the principal stated The principal stated that he had done everything that he needed to do, and that he was handling the situation. But when he was asked the very simple question, "What are your duties and responsibilities in a situation involving threats with a weapon?", he could not answer. Instead, he said he would get back to us within 4 to 10 days. I could Google the standards a little faster than that. But the threat was happening that day. Parents needed answers that day. Students needed protection that day. I do respect that he did not make up an answer, but it deeply concerned It's deeply concerning that a middle school principal in today's world of school stabbings and shootings would
not have immediately access would not have immediate access to clear policies and procedures for handling a serious threat involving a weapon. I've worked multiple jobs, from fast food to serving as a military corrections specialist, and I've never walked into a job position where there wasn't a black and white policies and procedures that I need to follow every day, especially when you're in charge of other people's safety. Uh that is just basic leadership and basic responsibility. Another major concern was the letter sent out by the principal Friday afternoon stating that the student witnesses were considered not credible. I want everyone in this room to think about the message that sends to our children. We teach students to speak up with what they see some there if they see something dangerous, to report threats, and to trust
adults to protect them. But how can students feel safe coming forward after reporting a possible weapon, right? They are publicly dismissed as not credible. The knife was never found, yet what parents from what parents understand, only one student was searched, the individual that threatened. But she was uh another kid saw her showing another kid. That raises serious questions about how this investigation was handled and whether every reasonable step was taken to ensure student safety. When students come forward with fears about a weapon, they should be taken serious, treated with care, and encouraged to speak up, not made to feel that they did something wrong. I feel like this this statement was pushed was trying to push the incident under the rug, like us as parents are just supposed to accept the statement like this like
this was just some false alarm. No, a student was threatened a student threatened multiple students and no action was taken. What also concerns me is the inconsistency in discipline and response. Students are suspended every day for a far less behavior. Parents are called to pick up children for less than threatening classmates with a weapon. Yet in this situation, the student returned to school the very next day and was still there every day this week. The communication failure is highly troubling. No child who reported a threat should walk away from a conversation feeling like they did something wrong. One of these students was left in tears after speaking with the same administrator when he approached her after another parent got law enforcement involved, like she was the problem. That's not acceptable. Our children deserve to feel
safe when they walk into school every morning. Parents Parents deserve their transparency, communication, and confidence. That serious threats are handled immediately and appropriately. I'm asking this board to take action. We need clear district-wide policies and procedures for weapon threats and violent incidents. We need principals and administrators retrained regularly on these procedures. Those [clears throat] policies should be printed, accessible, and ready to reference immediately during emergencies. And at the bare minimum, a serious threat should require formal incident report so that when parents ask questions, they are met with answers, not I'll get back to you in 4 to 10 days. That is not about This is not about attacking one person. This is about protecting our children and ensuring no family has to question whether their child is safe at school. Thank you for your time.
Thank you. Any other public comment? I didn't sign in. I'm second on husband Armando Avalos. And um my issue isn't the situation itself. It's the way it was handled. And yes, I did go in and talk. And the mere fact that policies and procedures were not even present in the in the building in his office is concerning. Um that just leads to the incompetence it builds in [snorts] the community. This little incident went into the community. All the moms they talked and all that. And that people that this couldn't be available. It's a black guy on the school, I feel like. And um the the 4 to 10 business days to have something that's easily accessible that you guys follow policies and procedures just to come up with a statement with a statement. There There's
an individual who's supposed to be the leader is the pillar of the community doesn't even know a simple task of what he was supposed to do. So, how does he even know his actions were correct that day? That's my biggest concern. How does he even know his actions were correct if he doesn't even know what his actions were supposed to be? So, that's my concern bringing it to you guys as far as having policy and procedures prominent within uh the workforce. And make sure that the staff knows what they're supposed to do so we don't have an incident that can ultimately lead to uh injury of children or casualty of life. That's all I have. Thank you. Thank you very much. Appreciate the comments. All right. Anything else on the comments? All right. Uh we
will be moving into unfinished business. Uh approval of policy 1630 evaluation of superintendent second and final reading. And if you guys don't want to stick around, don't feel like you have have to. So, Yeah, yes. Yeah, you can go. Thank you guys for coming. Thank you very much. All right. Unfinished business, approval of policy 1630 evaluation of superintendent second and final reading. I'll move for the approval of policy 1630 evaluation of superintendent second and final reading. I'll second. It's been moved and seconded to approve policy 1630 evaluation of superintendent second and final reading. Is there any discussion? Seeing none, all those in favor say aye. Aye. All those opposed say nay. Motion carries. All right, new business. Approval of summer programs. Move for the approval of summer programs. Second. It's been moved and seconded to
summer programs. Is there any discussion? Seeing none, all those in favor say I. I. All those opposed say nay. Motion carries. Approval of donation from Chance Brogan Memorial Foundation. I'll move to approve the donation from the Chance Brogan Memorial Foundation. I'll second. It's been moved and seconded to approve the donation from the Chance Brogan Memorial Foundation. Is there any discussion? Seeing none, all those in favor say I. I. All those opposed say nay. Motion carries. Approval of donation of soccer bleachers benches. I'll make a motion to approve the donation of soccer benches. I'll second. It's been moved and seconded to approve the donation of soccer benches. Is there any discussion? Seeing none, all those in favor say I. I. All those opposed say nay. Motion carries. Thank you to the Spencer family. I just think
that is nice. Was it? I said thank you to the Spencer family. That's quite a nice donation. Uh approval of the Grace Harbor Community Foundation grant for track repairs. I'll move to approve the Grace Harbor Community Foundation grant for track repairs. I'll second.
