I call this meeting to order. Please rise for the flag. >> I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. green like >> No. >> Oh, I bet you they're like >> Cookie crumbles. We got leftovers up here. >> Green cookie crumbles. >> Uh, okay. >> I got I have peanut butter on my uh >> approval of board meeting minutes for March 11, 2026. >> The approval of board meeting minutes for March 11th, 2026. >> I'll second. It's been moved and seconded to approve boarding meet board meeting minutes for March 11, 2026. Is there any discussion? Seeing none, all those in favor say I. I. >> All those opposed say no. Motion carries.
>> Approval of meeting agenda. >> I make a motion for the approval of the meeting agenda. Stamps. >> Second. >> It's been moved and seconded approve the meeting agenda as is. Is there any discussion? Seeing none, all those in favor say I. I. >> All those oppos say nay. Motion carries. >> Consent agenda. >> Move for the approval of the consent agenda. >> One second. >> It's been moved and seconded to approve the consent agenda. Is there any discussion for changes? Seeing none, all those in favor say I. >> I. All post say nay. Motion carries. discussion items right into it. Public comment statement. So, I put the public comment st statement on there. We don't have to uh do much tonight. I just wanted to uh there's a couple things. One, uh reading is
a little clunky when we're kind of in the middle of going through stuff. So, we kind of ran it through uh chatgpt with a bulleted item and I have that over there which I'll share with you guys. But I was going to put that together and send out. But I would also like to see maybe a script in the agenda. So if somebody picks up an agenda, they could have it in front of them. And then uh most school districts put a slide up when it's public comment time. So is that I I don't that's not something we have to do. I just something that I've been noticing that other districts do. So it's on the screen so if there's somebody up there, they can kind of follow through because I know when people come
in, it's kind of nerve-wracking to get up in front of us and say stuff. And then on top of it, we stop them and then give them a bunch of rules. So >> I feel like the onscreen I like the idea of having that very visual for them. >> I'm okay either way. I don't >> I like it both ways >> and I feel that we are small enough that >> it's it's public when when we say it's public comment time, it's public comment time. And um so I mean I could go either way. >> Okay. It doesn't matter. >> All right. Anybody have any other questions, comments on that? Okay. All right. Uh, next on the list is the East Grace Harbor High School accreditation. >> Just to keep for your information, there's a
letter attached, but East Grace Harbor High School has continued it accreditation. This was a big deal to us. um board policy states that we don't have separate diplomas of separate value. And so for us, it was a goal to ensure that if our policy says that all students are earning the same valuable diploma, then it means that the diplomas from all of our schools should be accredited. Accreditation is important because to pursue a post-secary education uh requires accreditation which shows the value of your high school diploma. So if a student wanted to go to well currently Washington state universities don't require SAT or ACT scores if your high school is accredited um you would need to have an SAT if you wanted to pursue a postsecary education from a nonacredited school which means if you
went to East Grace Harler High School you'd have to take the SAT high school you wouldn't so for us that didn't feel that we were giving out equal diplomas so three years ago we set out had East Grace Harbor High School received full accreditation the diploma at from East Grace Harbor High School carries the exact same value as the diploma for Elma for Elma High School. And this is just the renewal letter confirming that we're still moving forward on our accreditation process. So, all of our East Grace Harbor High School graduates have a fully accredited diploma, >> which is fantastic. >> I like that. How are they going to I had a question on the end. There was a recommended uh that they keep track of uh and and offer more uh student agency leading
up to graduation and post graduation. Is there a system that we have in place that they want us to use? >> Uh we are looking at moving forward on a new um tracking tool on what courses how students are able to show competency. East Grace Harbor High School as an ALeague program is a purely competency based school. So students should have the ability to have you know freedom on how they show competency but it does require new technical tools that digital tracking tools moving from tracking by course tracking by knowledge and we have been piloting new software and we'll have one that we'll be bringing you already. >> Say that again. >> Piloting Eric did we bring forward or East Coast Harbor High School software or we still a pilot? No, it's for the motion
of Alice. >> Alice. Okay. It's already on. >> Okay. >> It's called Atlas. >> Okay. >> I don't Thank you. >> So, we do have new um digital tools >> to give us that level of flexibility. >> Thank you. If I can back to where I was at it keeps doing this to me. Hiring checklist. This is our simplified that meets all of the union. The only change I would make is just incoming a section that the administrator signs >> and we put this in form by default. Right. >> Is there anything else that you'd like to see on there? >> I appreciate the >> Yeah, I I appreciate that. I think the only thing that I would like to see is um it has the number of qualified candidates, but I'd also like to
know um how many interviews were were given. So, let's say there was 15 qualified, but only 12 interview. Well, there should be 15 interviews given if there's 15 qualified, but um I'd like to know how many interviews are done and I'd like to know who's part of that interview committee. >> They want to know who's on the interview committee and how many people were interviewed. >> Yeah, >> easy peasy. >> And the rest I mean the rest to me is fine. I just those pieces would be good to >> look at. You got that. >> Thank you. Please will you remind me every job has to be posted regardless of the union. Every job has to be posted for five days. >> Yes. >> So that box would have to be always checked. >> Well,
we do in district first depending on the union and then out of district. ETO they make it um so we have to do five days in then five days out. ESP is concurrent. secretaries. You're pointing at me. >> Yeah. I think I twisted the caveat with administration. >> What do you mean? >> Because administration falls under a different contract. >> Oh, yeah. I'm not I say ETO. I'm saying by the bargaining unit. >> Okay. >> Um and I don't honestly I don't know what administration is. We didn't even go there. Um because we rarely hire >> and that's the Zoom stuff. >> Yeah. >> Um ESP is concurrently secretaries. It depends on the job how they'd like it done. So, we kind of have to question every time um because they can choose how they
would like it. >> I guess that's the only thing that when I look at it's a little bit tricky because it almost still requires that we know off the top of our head >> if in district or out of district we're required. So, what she we would do if we posted in district, right? >> It would have the date posted and then it'd say in district is all we did. >> If we did both, both boxes would be checked. >> And and I guess I I'm asking I wanted I I think we I guess this is I think I'm using the sheet as my way of knowing this sounds weird, but that for sure you did it right. But if you regardless of what you check unless I know that it didn't have to do
it in you could have just checked five days and in district but maybe it's a union that actually >> the district office is not going to do that. We're going to make sure you guys know it was only in district for five days. um because everybody's five days in district >> and I think at the same time >> and seeking clarification I mean my our understanding is historically the district gave really nice letters about these people with great background >> but what we really wanted what the board really wants to see is when this makes it for the consent agenda and someone's being hired we're showing all the pieces have been done >> so what I would see happen was is if we hired out of our in district candidate pool in district might only
be checked or if we were do finally went to out of district you're going to see in district then out of district checked and it's just going to let you know how far it came through the process on that final review >> and that's the date that they posted it if it were to come into question you say well it says on here you posted this date and it was in district >> so if it's posted both you'd have both posting dates >> well if we're doing them at the same time >> okay so they're concurrent that's why I wasn't tracking >> ETF she said that there was that one yeah Okay. So, they could be either. Okay. >> Wants it. So, we've mixed the in district and it's only out of district. >> So,
you could you could show on the form. We did post in district on this day. >> We had to go out of district and so you could put it together. >> Yes. >> I mean, we can divide it out by union and what the union requires, but I thought you guys mainly wanted to know procedure was followed. And that's what HR is going to do is say yes, it was followed. Yes, it was followed. Yes, it was followed. If it wasn't, it's not going to hopefully make it to the board, right? >> Because procedures need to be fixed, >> right? >> Thank you. >> So, it's mainly a quick look to say yes, we did follow the procedures. >> Yes. >> But we can do it whatever you guys want. >> Back on here. >>
No, I like >> Yes. if there was an issue, it's going to be noted on here. >> Um, I think the only other thing that might just be helpful at the bottom is there any specific notes that have to be made for any kind of special thing for that particular hire? >> There was like accommodations made. >> Yeah. If there's anything special at the bottom that we that you think we would know, is that necessary for us to have to know? like we're hiring this person contingent upon blah blah blah >> like the first like the first date CPR clause. >> Yeah. Like >> so that we know do we hire these people knowing that we're fully qualified and ready for the position or you're like we're hiring them however >> forward unless they're qualified.
>> Okay. Thank you. >> But there are times where you might make it happen in the middle of getting qualified. We know by the time they're hired they're going to be qualified. >> That's not totally true either. Um, and in fact, I think it's fair to even point out we might move forward and say we inter we had zero qualified candidates and we interviewed six. That's why the state gives us the ability to do emergency teaching searchs or gives us the ability to do CT conditional searchs. I mean, we're hiring somebody who isn't qualified. Um, and it's pretty common across schools, right? >> So, I mean, >> but they're qualified with the emergency. So would you put that in the special notes under emergency whatever this I mean maybe that's where you capture that notes
we could say we're hiring under emergency >> I I would and I guess I'll I my preference would be is if we're hiring an emergency then we're actually saying that we had zero we had zero because I'm thinking qualified candidates not on a we think we had a bumper pool I'm thinking qualified candidates minimum qualified. >> So my thought process is is we could actually do the opposite. We would say we had zero minimally and I would actually prefer to put the word minimumly qualified next to it, but we had zero minimally qualified candidates applied and we still interviewed four. >> But that's how our HR does it. So HR so when it comes through the bridge office right they go through and look at all of the requirements that were like the minimum qualifications
for the job i.e. professional engineering license maybe an accreditation to a school and whatever experience and they look for those items. If they don't meet those items they don't come as a minimum qualified candidate and from then the hiring manager gets to look through and see which ones I want to give interview. So you could give all 15 absolutely if you had 15 of them. But maybe you're reading through and you're like, "Oh, this doesn't fit >> minimally." >> But I'm just kind of putting my back to my when I was a CT director and I was, you know, I had to hire somebody conditionally certified. I had to have evidence from the state to show when I hired this conditionally certified candidate, zero people with a sitting CT applied. So I would actually prefer
to say we actually had zero minimally qualified candidates applied. We still interviewed four and we ended up hiring >> whatever they want. We will do >> that would be my preference to mark just because >> put in the notes so we know. >> Yeah, >> we can admin and then add the special notes that special qualified are the ones that are going to get forward because they're qualified. Um, >> right. But on >> they don't have their credentials. We're not pushing them forward. >> Right. But but the I guess the point is is that will we use this form if we have an emergency fire and it will probably show on here. >> It would show that there would be a comment that for the certification emergency certified. >> Yeah. And I think that would
probably be the only time that would apply. But >> hey, at least there's a spot for it. >> But yeah, having a spot for it would be >> not a problem. We can add a spot whatever you guys would like. that. And it also gives you the X factor that we're not thinking about where it's like, oh, explain the situation. Yeah. >> If you want that on there, that way you can. >> She's like, I just making the form. Well, we appreciate it. >> So, they want >> Thank you. >> But this is much much easier on the eyes. >> Thank you. >> And quick. >> Yeah. >> All right. And anything else? Good. All right. Uh, joint Summit Pacific Medical Center and Elma School District board retreat. >> Yeah, I know the Summit Pacific
Medical Center came by and offered a joint retreat. This would not replace our current retreat, but I know Summit Pacific is working on a strategic plan. They're renewing their strategic plan. We're renewing our strategic plan. They're building a strategic plan on having the healthiest community in America. um we would like to have the most prepared for life after high school um students and we wanted to look at how those two things intersect. So like a great example would be we know that students that are involved in two or more extracurricular activities are more likely to complete some level of post-secary education and training whether it's apprentichip going to college because it it builds that level of resiliency and grit. But students engaged in activities also show a level of health. So the conversation is is
where do we see intersection on how can we get kids engaged in more activities more participation. Um they have a I told when I met with uh Josh Martin I said I know the bulk of our board generally has Friday morning Fridays in general more available than other days. So they were taking a stab at and I said we'll probably go back and forth forever. Let's just get a date down. So, we're starting with June 12th following graduation from 8 to noon. >> Oh, that's the date. Is that the >> Friday, isn't it? >> It's the Friday before graduation. >> After graduation. >> Oh, cuz it's Okay. Yeah. >> Yeah. >> Gosh, that feels weird this year. >> Yeah. >> Okay. It's the 5th. 6. Oh, that feels early. It is early. >> I'll be
here tomorrow, too, at this early. >> I'm fine. >> Yeah, I'm good. I'm good. >> Everything good. Hey, look at that, >> Josh. We're good. And uh we are looking at I met with Susan over in McClary. He Josh is going to be meeting with the county and um the health department and then uh Josh from the city. So, we're trying to also have representation from other agencies as we're looking at how we all have intersecting goals and we can help each other out on our intersecting goals. >> Awesome. I'm glad it's coming together soon. >> Yeah, I know. All much easier than I thought it was going to be. >> Chris shot me a date and I'm like, well, we'll see what happens. >> Good. Let's go. Wrap it up. Date's gone. >> Okay.
With that, do we have public comment? >> Unfinished business. Approval of policy 1400, meeting conduct, order of business and quorum. Second and final reading. >> I make a motion to approve policy 1400, meeting conduct, order of business, and quorum. Second, final reading. >> I'll second. It's been moved in second approve policy 1400, meeting conduct, order of business, and quorum, second final reading. Is there any discussion? Seeing none, all those in favor say I. >> I. >> All those opposed say nay. Motion carries. >> Uh approval of procedure 1400 meeting conduct order of business and quorum second and final reading. That's the procedure. I didn't say that clearly. >> The approval of procedure 1400 meeting conduct order of business and quorum second and final reading. >> I'll second. It's been moved and seconded to approve procedure
0251400 meeting conduct order of business and quorum second and final reading. Is there any discussion? Seeing none, all those in favor say I. I. >> All those opposed say nay. Motion carries. >> Approval of policy 1410 executive or closed sessions second and final reading. >> For the approval of policy 1410, executive or close session, second and final reading. >> I'll second. It's been moved and seconded approve policy 1410 executive or closed session second and final reading. Is there any discussion? Seeing none, all those in favor say I. >> I. >> All those opposed say nay. Motion carries. Approval of policy 1420 proposed agenda and consent agenda second and final reading. Move >> for the approval of policy 1420 proposed agenda agenda second and final reading. I'll second. >> It's been moved and seconded to approve
policy 1420, proposed agenda and consent agenda, second and final reading. Is there any discussion? Seeing none, all those in favor say I. I. >> All those opposed say nay. Motion carries. Approval of policy 1440 minutes, second and final reading. >> I'll move for the approval of policy 1440 minutes, second and final reading. A second. So move a second to approve policy 1440 minutes second and final reading. Is there any discussion? Seeing none, all those in favor say I. >> I. >> All those opposed say nay. Motion carries. >> New business approval of ETOU workload relief. >> Following a demand of bargain on the launch of our bigger Make a motion for the approval of the ETOU workload relief. >> I'll second it. >> Has been moved and seconded to approve ETOU workload relief. Is there
any discussion? Seeing none, all those in favor say I. I. >> All those opposed say nay. Motion carries. Enrollment. >> Um, we have a little bit of a drop in 10th grade, but generally enrollment staying pretty stable about 10 FTE down. Um, and body students 1506, 1587 on our grand total, which is including RTK and open doors. I find it imp somewhat impressive that um 12th grade the numbers have stayed pretty consistent across the board. Usually >> right there's some fall off by now. >> 12th grade is generally where you see the largest fall and that's not what we see and it's not happening. That's really good. 10th grade class is huge. >> Fourth sense 131 big classes. You can kind of see the cycle though every so many years. Anybody have any other questions
for Chris on enrollment >> before we move on to budget? >> I do not. >> All right, then. >> Lisa, budget. >> But it has your reports. We're at 5.6 million. Um, we will be dropping, just so you know. Um, any questions on what's going on with budget can see where that ends? We're going to drop down prior to the year last year is what the prediction is. And there hasn't been a loss in revenue. um expenditures are out from salaries, but we have had the enrollment drop some. So, we've lost a little bit there. Um so, that's kind of where you see our downfalls can be. Anybody have any questions? still ahead of the budgeted year in balance though it looks like so >> you're still with auditors aren't you right now are you
still with the auditors right now >> yes and I'm not liking it because I'm they're doing Vancouver auditors and they don't audit the same >> different process >> well they look at is totally different. Um like we have a bank and then it goes to the county down there. They all go straight to the county. >> So they zero out their bank accounts. Ours never get zeroed out because we're always depositing and moving. So um >> just a little bit different process. >> Different practice. So it's a little harder to explain. >> Apparently we're not active enough today, guys. I'm very lively crew. meeting though. >> If only it was that easy. >> Anybody have any questions? >> Solve all the problems with the lights. >> I will be bringing enrollment numbers for next year
so you guys look at them and give me your input. Um Chris and I will be looking at those in the next couple weeks. I'm hoping. Um so >> because I think we're going to be down. >> it looks like we're trending that direction. Yeah. on birth rates are down. >> Yeah, that's that's what I mean by that. The the trend doesn't doesn't look like there's going to be as many students just from that standpoint. >> Excellent. >> All right. Anything else on budget before we move to facilities? >> All right. Moving on to facilities. >> Okay. Um, so we had our uh facility or uh long-term planning with the community. It was a pretty good show out and we'd always like to see more. Um, we were kind of having the groups prioritized and
it seemed to be kind of a consensus of uh roofs, heating, you know, keep keep the buildings we have going um, asphalt. So that was kind of the three mains. And then uh you know of course the the wants u obviously we would all most people in the community would like to see the the stadium thing resolved or the the coverage stands. Um but it kind of feels like it might be best to kind of wait and see what happens with this other project. But it was good feedback from the community and they helped us decide on how to lay out um the project that we have going. Uh the the ramp is nearing completion. They got some rails in. Uh looks like the uh lakeside has opened up. So that should be happening pretty
soon. They're prepping that to to get the asphalt. >> Looks like they're ready to go. Everything else looks really good. >> Yeah. So I'm excited about that. Um other than that, we've had sports starting up. We got to play our first baseball game. We got finally got a little bit of weather to to get the dirt dry. We're hoping for a good dry dry and windy maybe tomorrow to get the dirt on a girl. Supposed to have a girl and a boys and a tracking tomorrow. So, Larry is going to be hopping around. I'll probably be helping. So, it's funny how everything hits on the same day. But yeah, um other than that, uh I did get a price for moss removal. at elementary it was quite a bit lighter than I imagined. So be
looking at other be myself and try things like that. But >> yeah, >> I got got my list here. Is there anything you guys have concerns about or >> I think the only thing I'd like is we're going to get when we meet on Wednesday, we'll some harder numbers >> some of our community priorities and then just making sure our community knows and we're just reaching out to community members to be there April 1 because April 1, we'll start looking at capital project levy implications and it it's when that the picture will start to become real. So, anything we can do to make those high priority areas become more real as far as numbers? I mean, that's going to be hard to get in a week. >> I know. >> I mean, I can give
you my best guesstimate, but >> I believe in you, though. >> Okay. >> And we all know that the real numbers never come until it goes to public bid. If it's anything above $80,000 is a >> a public bid process depending on market conditions, right? So, Oh yeah. >> So yeah, other than that >> roof spring break or summer? >> What's that? >> Roof spring break. >> Uh I saw something come through for purchase of material. So I think they're shooting for it. I mean it's weather dependent. >> Oh, absolutely. Let's just hope that mother nature really wants to play ball. >> Yeah. So and and he's pretty he thinks they can be in and out in a week, which this seems like if you're not a roofer, it seems like >> right. you know,
if you throw a bunch of people at it, you can get anything done. >> Throw a bunch of people, you're fairly good. So, >> and we we did already talk to Paul Gaskins about um staging between the portable and the gym materials because I don't really want it down by East Grace Harbor. I just feel like that's a bad spot camera wise and public walking by. >> Why they would want roof insulation or anything like that, but they probably would. So, um, >> we don't want to find out. >> So, yeah. So, when we talked to Paul, the only thing they really use it is kind of a play area after lunch, but they would just keep the kids away. That's Yeah, we definitely get reminded every good rainstorm why we're doing that roof. So,
we we are >> You have lots of reminders this last. >> Yes. Yeah. Roof is definitely leaking. >> It's like It makes a sticky mess. So I can support you because it comes through all that. >> Good stuff. Really excited about the >> All right. Anybody have any questions? Any more questions for Jeff? Go to the order. >> Chris, we'll start with you. Um, I just feel like we had really really good community uh engagement for the long range facilities and I'm excited for April 1st. So, um, I think we can just drum up a lot of excitement. Um, the other meetings are great, but I think those are a little bit more predictable. I mean, when community priorities, um, I think the next meetings when we start looking at it through what would this
actually cost is really where we start seeing community investment. So, anything we can do to drum up interest for the next few meetings, I'd really appreciate. >> Get them out. Get them get them on the same page so everybody knows what's going on for sure. >> Anybody else have anything? I went to the middle school choir and band concert last night. That was a lot of fun. It's uh really good to see where everybody's come from the beginning of the year to now. So it it's you know anybody that's coached or anybody's got kids or anything see they start something and then they they start to start to get interested in it and and perfect that and then enjoy doing the stuff. It was really good to see all the kids last night. Very full
crowd. It's very full. Just like baseball. We've been one game and it's been very wet. So most of and all of the rest of ours probably will be away for the near future. So hopefully we get back out on the pitch here soon. We're excited to be home again, but it can it'll come. Spring is coming. >> Can I add one more thing? Sorry, I kind of got got uh lit up a little bit on the potholes out here. For anybody in the public that's listening, we do drag the potholes. We do it several times a year. We have our equipment to do it and it was and they like to get me right before we do it, right? So, we're about a week out. We do it during spring break. Um, so they like
to get on there. When are they ever going to do it? And then maybe when we do it, it feels like they had a part of that. But >> planned, we were aware of potholes and quite frankly, right now it's slowing those cars down because those parents come in hot. >> Yes. >> They slam on their brakes. So, I'm okay with the potholes for a week being slowed down. I just wanted to publicly say that at meeting in case anybody's watching and wondering we will take care of the potholes. We're aware of the ongoing pothole. >> So we're utilizing reverse speed bumps. >> Reverse speed bumps. If we do run anything that has a paid project. If you're concerned about the potholes, my advice would be to vote yes on we decide to run as
a community. >> What's that? >> I think you're still better off in the city. >> I just I I just like every time like it's like >> it's okay. You didn't get blamed. It was the city that got blamed. They never take care of their streets. >> They just every time I'm about to do it, they hit me with that. Like really? It just It cracks me up. Actually, >> we'll do a PSA the week before. >> That's what Kim suggested having put out a on the parent square like we will be taking direct. It's just sorry I just it it just opens the door for the and that would be my suggestion for the meetings is maybe we we do put a little ad on how censored to get some of the naysayers to
come on down and and give us their input in person. So >> that's all I have to say about that. So sorry >> no sorry >> no it's a good thing to bring up. Anybody have anything else for the good of the work like to add anything they've seen good things going on? the owners who all did their fun run today. So, >> I saw photos >> some rain and hopefully they got to run a little >> I saw a few photos look like there's a little sunshine in there but maybe they got a break in the middle between the storms. >> Well, actually it was nice and sunny and it towards the middle of the day is when it started rain so the other kids kind of got >> Oh, so it was kind
of in way Yeah. Okay. >> But huge and I'm sure they raised >> lots and lots of dollars. >> 40 plus thousand. I thought I saw 41 that they had on their photos. Yes, that's pretty awesome. >> Yeah. Jeez. Nice job, PTA. >> Good job. Yes. All right. Anything else? All right. With that, we are going to move into executive session for 30 minutes uh for bargaining with no action to be taken. So, we will come out at uh 7:07. >> All right. Thank you. >> I like this quote to do brother. Welcome. Can we adjourn the meeting? Second. It's been moved and second the meeting. Is there any discussion?
