001Call this meeting to order. Please rise for the flag. I aliance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. >> All right. Uh, approval of board meeting minutes for February 11th, 2026. >> I'll move for the approval of board meeting minutes for February 11th, 2026. >> It's been moved and seconded to approve the board meeting minutes for February 11th, 2026. Is there any discussion? Seeing none, all those in favor say I. I. >> All those opposed say nay. Motion carries. Approval of meeting agenda. >> I'll make a motion to approve the meeting agenda as it stands. I'll second. >> It's been moved and seconded to approve the meeting agenda. Is there any discussion? Seeing none,

002all those in favor say I. >> I. >> All those oppose say nay. Motion carries. >> Consent agenda. >> I'll move the approval consent agenda. I'll second. >> It's been moved and seconded to approve the consent agenda. Is there any discussion? >> Seeing none, all those in favor say I. >> All those oppos say nay. Motion carries. All right, let's write into discussion items. The uh communication protocols. So, I just wanted to go over this um one more time. I know I sent out that revision last minute, but you guys had the one from before. The only thing that really changed uh from the one uh last week was uh the revision Kendas had noticed that the written statements wasn't broken up. And we actually have a process broken up in two different ways. If

003you want to actually give the board a statement, you would send the board to the Elma schoolboard at eagles.edu. And if you want to publicly comment at a board meeting, then you need to send it to public comment at eagles.edu. They're responded to differently um for different matters. So, and it says it in the protocol. I did go through and look at the redundancies. A Jamie AI doesn't really like the document because it see that there's so many redundancy in it. >> Yeah. But I think what we're seeing is we have a section that says it goes from uh staff communication to the board from staff and then the next section is to staff and there's some repeated sections but they're under the subset of to staff and from staff. Did that make sense? >>

004Yeah. >> And I haven't made any other changes than all the stuff that we came up with over summer. So, I just wanted to go through that one last time and then the next time or whatever we'll sign in a clean copy. Anybody have any questions, concerns? Simple enough. All right. Strategic plan update. Eric, you want to turn on me, please? Um, included in your packet is a contract that you'll be approving tonight that outlines the strategic planning process. This is part of that contract after we interviewed a few candidates that would lead through the strategic planning process. But notice on that uh third page, third page lists out all the different teams that we'll be having leading the strategic planning process. The contracts divided out between two phases. Phase one through this spring, collective

005community vision on what we want for the students and then phase two in the fall on how are we going to achieve that collective vision for the students. So it's going to begin with the district planning team which would be myself, principles and cabinet. I think I have it'll also have this district leadership team that will be leading ad hoc groups to kind of collect kind of reading the surveys and information we're getting from family member or family community members and students on what is the collective vision we want to have for our students and then the core planning team will be meeting with the different stakeholder groups. So meeting about two to three different meetings to just meet on again this whole focus on the spring is going to be what is the outcome.

006I'm a big believer that the and then I Dr. Campbell is as well that the best strategic plans began with the end in mind. So we looked at some other strategic plans where it was like five million things the district is going to do. What I really like about her plans is we build a collective community vision on what does student success actually mean? What does it look like? How do we define it? And then how do we backwards design on how to achieve it? So each principle, you'll notice that we have a student advisory group. Every principal has been tasked with will be tasked with I haven't gotten to the timeline yet. The principles have been communicated what they will be doing, but we'll go through the launch dates. Um having a minimum of

00730 students or more for each one of the buildings. So it' be higher grades, grades three, four, five at the elementary school, all the middle school and the high school to begin providing student voice on what the students want from their education and then transcribing those notes and then bringing those notes back to the board. Any questions on kind of the different teams that will have all the different pieces? She will be going through following the approval of the strategic planning contract tonight. She'll be going through this with the board on March 11th. So our March 11th board meeting will be a lot of it will be regarding this work moving forward. This timeline um she'll be working with our administrative team on from 4:30 to 5:30 on March 11th where our administrative team are

008going to be collecting all of their roles and responsibilities. the principles leading through those student advisory meetings, how we'll be building out community input meetings and how we'll begin collecting information on that communication process. Then she'll be meeting with the board. So nothing's getting scheduled. Those meetings aren't getting scheduled. There'll be different team members that will be moving forward on that scheduling process following March 11th. Then she'll be meeting with the board and she'll be a big portion of our board meeting will be 45 minutes discussing kind of all the work moving forward and the work that the board will be moving forward on. Guess if I rolled past she's going to be looking for two board members that will be involved through that entire process and the community engagement meeting. So through those different

009groups board involvement that is helping to collect that information. March 12th to April 1st, the principles are tasked with building their student advisory groups and beginning to collect that student information. So that way, the students are beginning to communicate what their vision is. And she has four vision and belonging questions the students will be answering. And then early April, we'll be breaking down the feedback from what the students have given back. And I think one big thing that she does that I really like is she wants all administrators, not just instructional administrators, but from food service to transportation, anybody who intersects with a student. And she also wants all staff members. So she wants anybody who's intersecting with a student for a student's experience. And that could even be groundskeepers because just because a groundskeeper

010might not see a student, they are intersecting with the student's experience on the campus. So, and then by late May, the goal is or early June, we have a defined district vision that we're going to be working towards. The contract will be broken up into two parts because then we'll do a contract for the fall where then from that vision, we'll be using the August instructional the August admin retreat. We'll be doing our admin retreat on August 11th. And then half of that day, we'll be working with our teacher leaders that will help build out the instructional plan on how what does instruction and learning outcomes and what type of teaching practices do we want. Then how do we build the Elma way of instruction that will begin achieving the Elma strategic plan that'll begin

011driving all of our professional development, our staff development and teacher observations on on on what is that collective vision on what instruction looks like? And that will begin August 11th. So this is phase two, August 11th. We'll move into more we'll re-engage those student focus groups on what does it actually look like. So the students will have input on what that instruction process will look like. Our calendar is not done, but we generally use that first Friday about October for staff PD day. So we have October 9th etched out where all teachers will be engaging in the process of what that instructional practice looks like where then we'll be finalizing on what that portrait of graduate is and what the I can statements and what the teaching and learning and instructional vision of our district

012would look like closing in November with an idea that the strategic plan would be completed in November of 2026. questions. >> No, other than I'm looking forward to working with Dr. Campbell. um everything that we've uh seen from her that she's done in other districts really lays out a pretty comprehensive plan of where we need need to be based off our goals and how to get there. I think that's been the big difference between some of the ones that we actually uh looked at early on. It didn't necessarily seem like we identified it, but we didn't have a roadmap to how do we actually improve. So, I'm looking forward to that. Yeah, I mean a lot of them there's a lot of work and conversation on how to improve but not a lot of conversation

013on what are you improving to and I really like how deep she is on defining like what is improvement before we go to work on how do we improve >> and I really like your road map too like >> you go here this is going to do this this is the growth that you should see in these areas I really like how it's all it's very linear track so should Good. So, if you're listening or you're out there, please participate. If you're asked, please participate. >> More people we can get to participate and get a voice, the better off we are, right? >> So, >> well, people don't have to be asked. I mean, they they No. Yeah. >> They can reach out to us. >> Absolutely. So, don't wait to be asked. >> Yeah.

014reach out to us, you know, tell us all of us and and not just one of us cuz sometimes it's good to reach out to more than one of us. >> We'll have a better idea of process and how to advertise following Marshall 11. >> All right, now I got to get back to where I was at because there's I don't know why, but the new PDF thing every time it goes back wants to take me to the middle of the PDF and it's getting really irritating. All right. Anybody have any other questions for the strategic plan update? >> All right. Uh, community engagement meetings. >> Um, I think as I promised, when once we got past the traditional levy, we'd be moving forward on our facilities engagement plan. In 2023, we did complete a

015facility study. So, we do have a study to share with our community on the areas that are in disrepair, different projects we're working on. Our dates are set from March 14th to March 18th and April 1st. March, sorry, March 4th, April, March 18th, and April 1st. Those are the opposite Wednesdays of the board meetings. March 4th will cover the current projects that we already have in place as a district. Um, lots of what Jeff covers in every single one of our like in our our second board meetings. So, like where we are in the roof project, where we are with the $1.2 $2 million grant for the athletic fields that are behind us. Where are we going on the ADA accessibility entryway that is going on in front of Davis Field and then where we

016have different construction projects, pots of money that are going on and some of the different obligations that we have to work towards. Also, we'll go through deferred maintenance of maintenance that we know that we have available but it's been deferred. Um, and we'll begin kind of going through Jeff's deferred maintenance list with the community and the different facility projects and just get community input on triaging priorities. March 18th, we'll move on to kind of fiscal capacity like how do you pay and get things done? A bit of a comm we're going to be looking for more community engagement. So March 4th will be a lot of the district giving information. We're hoping that'll set the stage for March 18th and April 1st for us to get information on what does it look like and how

017our program is funded. So, um, lots of conversations on where is the district collecting different types of funds, what does the state pay for, what does a local EPO levy pay for, and there's generally not a lot that comes in the way of district facilities. So, it's generally that money that's coming in for student learning is being redirected towards facility work. Um, so we'll cover how those funds come in and what pays for what and what would it what type of action would take if if we had a greater facility based plan. Um, Jeff does have prices. So, like he's priced out. What would it take to repave parking lots or I think I've always used the example, we currently pay man hours for people to mow parking lots and what what would the cost

018savings be and what is the cost to actually pay parking lots that we're paying people to mow parking? So, we'll we'll have cost effects on that. And then April 1st is taking that work and building a community priority plan on what would we address, how to fund it, how to pay for it, and what we'd be moving forward on. And the goal being we have a plan by April 1st on some of our priorities that we'd like to be moving forward on. Uh that'll come out in our uh Parent Square newsletter kind of detailing what those three different agenda items will focus on and what we're hoping to have done by April 1st. questions. excited to get that started, start the education process and uh once we have a direction um getting a solid voice

019from uh the four of us going forward on whatever we're doing really trying to >> whatever direction that is that voice be strong >> I mean it don't have to be I mean I guess not but I guess what I'm I'm I'm meaning is I don't know where I'm going with point it's it's more than two of you show up forum and >> that would be a bit prefarious. >> So it would be ideal that if you limit yourself to just two attending those meetings >> I think the day >> I'm I'm currently I am here. All right, athletic director position. Unless there's any other questions. We are seeking uh I'm looking for clar uh on direction on where we'd like to go and I wanted to look at the ways. We know we're going

020to be posting an athletic director position, but there's three ways within our contract that we can pursue an athletic director. One way is through an ETO contract, hiring a person who is a certified teacher. that's traditionally been the district's practice is hiring a certified teacher, hiring a certified administrator, or hiring a position that is administrative exempt. So, I wanted to kind of go through the different scenarios of the different contracts and the different salaries um and give direction. We don't need a vote and I don't need direction probably tonight if you'd like a moment to chew on it or if you want to ask some other questions. But I wanted to go through the different scenarios. Um, certified teachers have 180day working contract. They have um extra days embedded within that contract, but they do

021have a core contract that follows the school year. Administrators have between a 210 and a 220-day working contract, but that has flexibility within that contract. And then you'll notice admin exempt, it just says individually bargained, and that's because that position would be individually bargained all the way down. uh max salary base on a certified teacher. This does not include the predium and the extra pay responsibility rate. This is just the base rate pay. So our teachers actually have we have five extra days on top of that base rate. So um their base rate is 11846 if we hired in the max in of this teacher salary contract. The max in on the administrative contract is 174. Probably wouldn't be on the max end of the administrative contract. um more likely that we would be closer

022to the max end of the uh teacher contract. Some of the issues when you start breaking it down, the teaching contract goes from the first day of school to the last day of school. But if we have an athletic director who will be working, we need somebody who can deploy in August. So because of how the contract is written, we would have to write out 40 additional days in the contract at $658 per day. So, it's about $26,000 more on top of that. So, if we hired a certified teacher as an as an athletic director, it would cost closer to about 144,000 for benefits. Questions on teachers? So, that's how we've traditionally have filled the position. We hire a certified administrator. It's paid 137,000 to 174. Administrators have salary steps for experience. We also have

023classification pay for administrators. Um administrators have a daily expectation, but we can def we have more authority on where the administrators spend their time and they have a requirement to work 15 days within the month of August, but again they have a little bit more uh flexibility in how they move that contract around. And then again admin exempt is individually bargained questions on pay. So the next thing I want to talk about what they can do. So where if we hire a certified teacher there's freedom and flexibility in how you cut the position up. It could be somebody who's teaching two sections of a day of leadership. So they're doing, as an example, so they're on a 6 athletic director contract and a point4 instruction contract with 40 extended days coming out of the athletic

024budget. So there could be out of that base of 118, 40% could go back into the basic ed if they're teaching a couple classes. So you have an ability to move some of the contract, but it does mean if they have athletic director meetings, you're either a paying a substitute to cover those courses or athletic directors not making those meetings, which I wouldn't recommend. So you have some freedom to move it around, but they don't have the ability to kind of cover that the the scope of their position. Certified administrator, I mean, they can't I mean, they can instruct students, but they would be infringing on the contract. Um, certified teachers and admin exempt can't evaluate employees. So, we want certified employees. So like they can evaluate coaches um but they can't evaluate who wanted

025support in evaluating teachers. They also can't provide that building supervision and operations there. You notice it's limited. So if there's a student who was there's bullying, harassment, sexual harassment going on in a game, it would have to be referred to an administrator um to manage the next day. versus if it was a certified administrator on site, they could init they could do the discipline on site. Under RCW, you have to be a licensed and certified administrator to administer student discipline. So certified exempt and teacher would have to refer to an administrator to respond to following the athletic event. >> You can still deal with it. >> They can make it stop. >> They can still stop. They could send a student out in that sense. But the if there was going to be discipline that

026was imposed that would have to happen. >> They can't they can't actually impose the official discipline. >> But just like we currently hire game >> managers >> game managers anyone can do that as long as we've bestowed upon them that in essence that responsibility. Correct. Right. >> Okay. >> Yeah. I mean if it was anything that escalated to this needs to move into a suspension because it was egregious enough. Um these are just examples like drug and alcohol. It would literally have to be just noted, documented and then the next morning when the building principal, assistant principal tamement, they would need to do the discipline. >> Yes. Okay. But but if there was a student being disruptive in whatever behavior, >> we still have full ability to remove and in the situation. That's right. that

027night. >> I mean, yeah, it's when I talk about discipline on supervising operations, I mean what's legally defined in statute of being suspended if it is going into our student information like um official legally defined student discipline is being administered. I mean, there's a difference from classroom management like a teacher can't issue suspensions. They would have to send the student to the office. I guess I was just asking for clarification because also for people listening, we currently don't use a um a a certificate administrator that but we currently can deal with student issues. >> Yeah. >> In the moment. >> Yeah. It would be like exactly how a teacher responds to issues in their classroom. A teacher can't suspend a student for five days for misbehaving in the classroom. They would have to send a

028student to the office. The athletic director can remove a student from the event. they wouldn't be able to issue that suspension. Um, a district our size, it's not uncommon. Most of the districts in our league don't have they actually have admin exempt. Um, I was at a 4A high school. It was you wanted a certified administrator and I think it's just because it's just a numbers game. We have 16 we had four four times as many students in our building. Our high school was larger than our district. So the things you see it just becomes a numbers game. Um and that's where I also have primary uh the supervising the evaluating staff does become important. Athletic coaches don't follow under certified employee. So much like our transportation director can evaluate bus drivers um because they're

029not certificated bus certificated employees. You have to be a certified administrator to evaluate certified teachers. You don't need to have a certified athletic director to evaluate the coaches. And all of our coaches sit on a one-year contract as is. But what we do need a certified administrator for is our Title 9 compliance reports. So our athletic director is running Title 9 compliance. Again, same thing. We haven't had a certified administrator. So our certified administrator, the athletic director does the Title N compliance and then that is signed off by the principles. So I kind of wanted to have a list of what they can do. Um, as you'll notice, we've traditionally have had certified teachers doing the role, but there's really not a cost savings between a certified teacher and a certified administrator. >> Um, so

030a certified teacher doesn't really have they can't do much more than an admin exempt, but they cost the same as a certified administrator. My recommendation would be that we don't go with the certified teacher because it's cost it's it's costing the same as a certified administrator, but they have they're they're limited in the same way as an admin exempt is limited. >> I like the functionality of the certified administrator. They they they offer a much broader use. Um and I also like the idea of having somebody firsthand dealing with situations rather than secondhand or next day. >> Yeah. >> I feel like it's a much more comprehensive approach. doesn't leave anybody hanging around. So, or I just like the feel of that. >> I'm right there with Bernardet on that. Um I I personally think

031um we've that is a pretty hefty increase in admin budget versus what we've had historically. Um and I think that um an admin exempt in my mind gives us far more flexibility about who it it may be um who may come well skilled as a athletic director. Um, I don't see this being a position in our current district size, they need to evaluate certificated staff. And to be honest, I don't think that most discipline is handled best in the heat of a basketball game or whatever else. Um, those are usually moments you're just trying to deescalate. You're not necessarily bringing them up to an office to go through a >> That was not my point. No, I but I'm I'm just saying most of it would be handled the next day and those are usually

032things that somebody gets brought in on or and you've Chris, you've done this this year, I think always had administrators at big events or big games tried to have regardless of an AD or a game manager. I think there's still been an administrative presence that has still been there for maybe not everything, but I think a good majority of things. So >> we're intentional about having district administrators um like in league games definitely when we're playing Monosan over Hookwam when we're playing Kings Way were less diligent because there's not a large traveling >> right >> so we definitely go through the con the the schedule and we look at where >> and problems could still arise obviously on those other ones but um costwise when you said other districts around us all use a um

033exempt person cost what would we be looking at roughly? >> We um I mean presently we were on admin exempt and we just clone Hope Williams whims contract. So it's about a little over 100 base. >> So conservatively like a $50,000 savings. >> I think probably closer 138. So maybe about a 40,000 benefit package is running >> because we wouldn't be hiring an administrator with a ton of experience, right? >> I think if we were to go the road as an administrator, I would have a hard time saying we want a full-time at a admin administrator. When Elma did have a full-time when Elma did have an admin administrator, like someone who is a certified administrator. Now, um we it was kind of an issue. We had to rebargain it, right? because we had certified

034teacher administrators, but our admin contract pulled them into the admin contract. So, they were paid as administrators, but they didn't have the certification paperwork that allowed them to do that work. So, then we had to rebargain the contract and break that apart. So, we were paying administrative wages, but couldn't get the administrative service. So, we actually broke that out. Now, when we rebared our contract with the administrators a few years ago to actually break that out where you need to be a certified administrator if you're going to do that certified administrative responsibility. So when Elma had a certified administrator doing the role, it was combined with principal of East Grace Harbor High School. So there's potential of combining administrative roles that divide out that salary, but administrative roles that have flexibility and coverage. So if

035we were to move forward on an administrative side, my recommendation wouldn't be to have a full-time athletic director, admin, you know, athletic director, administrator doing exclusively athletic director. >> It wouldn't be really that expensive of a month. My recommendation would be then we need to look at my recommendation would be you said we want an administrator then I would like to look at what administrative responsibilities can we combine with that role. I mean it is interesting um my wife's over at Miller and I look at our administrators though and I like I said I use this example that I was at a 4A school 4 a school and 1A school is not really a whole lot of different work. You all had we only had when I was at a 4A school, we had an

036a varsity, junior varsity and a C squad. We had the same number of basketball games, the same number of football games, but we got to share the work reward with four other assistant princip I mean I had four other assistant principles who did the work with me. >> Um versus we don't have that many administrators. So um >> can you open it up? >> That's what I was going to say >> to allow people for both kinds of applicants. I mean, why why not just open it up and see what you know, in general, like the whole the top to bottom cuz maybe there is a candidate out there that all of a sudden you're like, well, maybe we are willing to pay that for an extra administrator or or vice versa. I I don't

037necessarily know that. I'm I'm playing devil's advocate here with opening it up, but I just don't you don't know what you don't know. So, >> they might bring correct me a requirement just looking at everything that it brings. >> Yeah. like any one of these and seeing what we get for applicants and then kind of looking at the the situation because if you have >> I don't know I don't even know if you can do that. I guess I'm asking out loud if there's a benefit to it or >> the hiring practices if you're going to look at it >> and then I mean you know how to work >> well I mean you're going to you could have somebody come in that's going to be like extremely qualified for a position you're and it's

038>> but you're not going to hire them because all of a sudden you've just I don't know I don't know I think you get a little tricky there. you do move me into our next conversation topic >> which is we told you we're working on our hiring processes update >> and the way we need to hire all of these groups are completely different. >> Yeah. >> So um I think it's doable if we I mean admin exempt has no rules. It's doable if we move forward on an admin exempt and an admin. Um, again, my recommendation wouldn't be to hire a certified teacher for the position because again, they cost the same as an administrator, but they have the same limitations as an admin exempt. It's almost the worst of both worlds. Um, so my

039I would recommend moving forward on either an administrator or an certified administrator or an admin exempt position. Um, my only concern is we're going to move forward on an administrative certified administrative position. just staying within budget. My recommendation would be that we combine it with a secondary administrative role where it's not just their sole responsibility and then that would become the limitation with the posting >> because now we're not really posting the same job. We're rather posting like a I'm not saying we're going to hire a new administrator for East Grace Harbor High School. I'm just using it as an example because that's what we did before. Mhm. >> I can't post a position as you could be part-time principal of East Grace Harbor High School and athletic director or you could be the admin

040exempt and you're just an athletic director. That would be a hard time because the responsibilities would change based on what we hire. I think that would be the limitation. >> Okay. >> That's what that is like what what would be the limitation. My concern with breaking it up into two admin and like a point six and a point four is if one takes over the other and then one you know what I mean because like if you get one that's their sole duty is to do all athletics you know there's nothing falling off their plate if you've got a point 6 and a point 4 does that happen are they going to get inundated on the point four part where the point 6 because typically in the past probably when Elma had that middle school

041sports were under the preview of the middle school principal and vice principal at the time, right? And then it got rotated into ours. So, there's a lot more responsibility there than there was previously. So, that would just be my only concern about splitting it up. >> And I think I also just want to advocate that we call it the athletic director, but and maybe correct me, but this is really that athletic activities director, right? So, I think we also have to just be really mindful that we want to make sure we're not really just supporting our our student athletes, but we have a whole whole another group of students that need to have the presence of of that layer of support. >> Yeah. I mean, I guess what we're looking for, and I don't need

042an answer tonight, I feel like it'd be appropriate to take some time to chew, ask questions, >> is well, my contract stipulates I'm in charge of administrators. Um, the board is in charge of budget and we kind of need direction on how we want to like to pay for this. >> Well, I want a really awesome person for $7, but that's probably not going to happen. But lots of good information. Thanks for putting all that together. >> How soon, Chris, are you hoping to make that decision? >> When do you want me to post? >> It should be posted now. Yeah, I guess I mean yesterday, but I'm saying it's like building a house. >> It was somewhat rhetorical, but I'm guessing you're wanting feedback still soon, right? >> Um there's a lot of people

043I've had a lot of messages of people who are like certified administrators that are really just interested in just this position and people that have done this administrative position. So, I've had a lot of interest that's really So, I guess that's what's calmed me down a little bit is there's a lot of interest in specifically this position. So, um, people with administrative experience that are certified administrators that are from the area that want to get home to people that are admin exempt with experience running sports that are interested in the position. So, um, I don't know with the amount of interest we've gotten, I feel like I had to be the interim athletic director when I did my principal's internship in Shelton. And it's just a it's a tough job. Um, and it really does

044take the ability to build good, strong, solid personal, you know, interpersonal relationships. >> I almost feel like we need somebody just specifically for that for >> athletics. Yeah. >> Yeah. That's why I was saying I'm worried about if it gets broken up that it's >> and I understand them the money part of it, but at the same time it's >> to know the title n stuff to know the state stuff. I mean, all the things that go into this position. I mean the title N I mean I would make a recommendation that we need to have somebody who's ready to tackle some Title N issues. Um some of this is some of the conversations we've spoken about and we still haven't gotten all the way over because there's just so many things to do. But

045what happens is is when the district So like when we think about the nature of our booster organizations, if you don't have Title N management of booster donations, the district is obligated to backfill the difference and the inequities of those donations. And that means if somebody comes in and pays for a whole modification for like or does a whole fundraiser for just girls basketball or girls or boys baseball or the district is actually obligated to equalize that if we don't have somebody managing that. I like to give that example that everybody says that's a very very crazy worst case scenario. We don't think it'll happen. But I always like to remind everybody Elma is the example for the rest of the state that people say they don't want to be. It was our district that

046had built the boys the boosters redid the boys baseball bathrooms and the district had to pay a million dollars to redo the girls bathroom >> or million. How much was it? >> No, about 250. >> 250 at that time. Yeah. So 250,000 >> could be a million now. >> Yeah, a million. So >> be a million. I always like to remind everybody like it's it's interesting that we're actually in the community that is the example all the other districts refer to >> and we still haven't really showed to them. >> I mean it's so it's not hyperbolic when we are the example. >> Well, give us some time. Chew on it. >> Yeah. You want to be careful because we'll get what we paid for. >> A lot of information there to digest, too. So,

047all right. Anybody have any other questions? >> All right, moving on to policy. The fun stuff. >> Did you Oh, yeah. Never mind. We do. >> I got on there first. >> Yeah, I know it because it went at the end. Uh, suspension of It's 1320. Suspension of policy. No, there's no changes. So, I just brought it on there to in case somebody want to look at it, wanted changes. I went through other districts. It looks like everybody is pretty cookie cutter on suspension of policy. >> Any questions on that? All right. Uh, same is true for 13:30. Um, administration in the absence of policy and procedure is pretty statewide cookie cutter. Oh, this is >> I was doing that, too. >> It used to just take you right back to where you were at.

048And it's probably user error for sure. >> I had to go back and go back in. >> So, yeah. No updates on this policy. Any questions? We can just leave it as is unless somebody's got something they'd like to change or suggestions. And then the final one in discussion items is the targeted 1340 targeted student learning. WASDA has it. We don't. And most of the districts around us do not. I actually did not find a district that had it. I don't even know what it's necessarily used for it. I mean, I was reading through it. It looks like like maybe if you didn't have a strategic plan, you would want to do a targeted student learning because it really talks about the steps of how we would target interventions >> um or improvements, which I

049don't know how that's any different than the statewide plan that we submit each year, too. So, I don't know. Do you know anything about that policy, Chris, at all? >> 1000s are yours. gift to us just keeps giving. >> Yeah, it really reads like a strategic plan. >> It does read like a strategic plan. So, >> I think we're we're actually more comprehensive in what we do than ours. >> I looked on the east side of the state and the west side this time to try to find it and I nothing. So, out of schools that were our size or close All right. Anybody have any questions about those policies? All right. Hiring process update. Chris. Um, we now have Tammy in our office working in HR and one of her first projects to begin

050working on our hiring process. She built a spreadsheet that actually begins mapping out the different requirements based upon the different collective bargaining agreements. and she's really trying to work on having a central form for all positions by looking at that intersection before we look at having a separate form for all the different bargaining units. So what you see on that kind of what you see on the um second column is what she's looking at including in that form. And that would be reminiscent that would look like what you saw on the cover sheet for the um when you did the consent agenda for the new positions we hired. >> And then the idea being that those cover sheets that you've got on the consent agenda would be what would be included in all future consent

051agendas. show you the process has been done and signed off by the administrator who led the hunt to practice >> and then it would have it looks similar to this obviously, right? This would build now. So you would see like like this. Is that what you're saying? >> Well, it would be in a word document. >> Yeah. >> Would be in a spreadsheet. >> Okay. >> The spreadsheet is so we could do at a glance see the collective bargaining agreement requirements and then what we would have. >> Okay. >> So you got a chance. We're we're open to feedback. Um it doesn't need board initiative. It doesn't need board action. It's just looking at what you would like to see as that cover sheet when we're going through to show the hiring process has been

052followed. >> I think for me, um I can't read all that. I I guess alls I really want to know is how many applicants >> how many interviewed >> and >> who were the top picks like if you had top picks >> and why you chose >> yeah so she has on there >> how many applicants were submitted how many met minimum qualifications because candidly >> I don't I can't see that either I can't see it so that's why it's fine but >> okay look at that How many submitted? How many met minimum qualifications? And then how many were interviewed? >> Yeah. >> And then did we have anybody that was internal? >> Okay. >> And then who is on that selection committee? They would need to sign off and they would need to sign

053off on confidentiality. So, and then did we notify? >> Perfect. I think the only other I don't see it on there, but the I think maybe one thing I'd like to know too is um >> uh references checked. >> Yep. >> It's It seems like there's the the page that she included is different looking than this for the like the checklist. >> Yeah. I mean, you you caught her first draft, so that's what she said. >> No, but I'm saying the first draft that we're seeing actually I think Jamie is kind of more just the bullet points of what we were thinking, right? >> Like the outline of how to build it out. >> Well, what's actually like attached, you know, and looking at the high school? >> Yes, Lisa. >> Um, so what we're

054looking at doing is doing a cover sheet depending on what bargaining unit you're at. And if you look at the ones that are in here, this is a draft for extracurricular. So anything that you would want to see differently, that's what will be included >> because like the certificated one might have different um >> box had to be checked off in essence. >> You're going to know what their certificate is in. Um so that's what we're trying to do now is just kind of tweak what information do you want on each of these units. >> Um you won't be getting that every time, right? you're going to get a quick and easy checklist that you can look at and go, "Okay, they took care of everything that's been signed off. I'm good." >> Um, I'm

055trying to make it as simple for you guys that it's a quick glance to know that all the or procedures of the CBA and the district. >> Absolutely. >> Thank you. Because le you know the part that's um like number four like selection and compliance >> of it um in theory like there's kind of lines drawn through but like one is checked like would we know um like check we needed this one but we didn't need the other two. You know what I'm saying? like or >> we can we can alter this anyway to give you the information that lets you guys do the best hiring you can. >> Okay. So if you want to just try, we'll bring you hopefully next meeting I can bring you sheets for everything so you guys can at

056least look at them and go okay on certificate we'd like to know this on admin we'd like to know this extracurricular we want to know the these things and that way we'll tweak it for however you guys want it. This sheet that Chris is showing you is what um I was having her put together so she'd understand each of the CBAs and what the requirements were. But she did an excellent job on it >> and it really becomes for you guys a base >> because that's what she'll build out those individual >> the individual ones on. Yeah. >> And so that's kind of our base to say we have to have all these per CBA. Now it's what does the board want included out of these things on their checklist. >> And honestly, my only

057feedback to it was I think I just want to know that I know just by looking at it that >> because we're not going to know that we're not going to really know the rules, but we're going to assume the rules already there. And when it's whether it's checked or whatever, this is very clear whether or not it was nope, they didn't have to do this or yes, they did, but they forgot to do it, you know, whatever it is. So, >> and that's why you guys are going to do the final checklists so they're what you want. You can look and go, "Okay, yep. Everything we wanted is on there. We're good to go." >> It probably it'll be an iterative process in the beginning, you know, getting what she has and then seeing

058what we want and like something just still a little bit missing and then we can add that. The only other thing that I noticed uh during our notice of employment opportunity is Ryan Pressell's name still on as a board member and Katie's is not >> on what? >> On every one of these. >> Oh, the letter >> head's not changed. >> Is it district >> where it says board of directors? >> Uh whose name is it? >> At the bottom because we send the letter head out to everybody. >> Who's the probably on Tammy up her letter? It might be hers because she's in Susie's who maybe hasn't come aboard yet and doesn't realize that. >> I don't know. I don't think it has anybody's attic letter head form that we're using. >> Okay. I'll

059make sure it gets changed. I apologize. >> She's gonna stay on the cry on it. >> I think we're gonna do selfie. I think it's a great a great push in the right direction. >> Thank you for your work on it. >> Appreciate it. >> Had a thought. Now I don't know what it was. >> Distracted kicking in for >> It's called too much on my plate. That's what it's called. Anybody else have any questions uh for hiring process update? >> No. Thank you very much. >> Public comment. Unfinished business. Approval of the scholar first agreement. Move >> to approval of the first agreement. >> It's been moved and seconded to approve the scholar first agreement. Is there any discussion? Seeing none, all those in favor say I. >> I. All those opposed say nay.

060Motion carries. Approval of policy 1250 students on governing bodies or governing boards first reading. >> I'll move for the approval of policy 1250 students on governing boards first reading. >> I'll second. It's >> been moved to second approve policy 1250 students on governing boards first reading. Is there any discussion? Seeing none, all those in favor say I. I. All those opposed say nay. Motion carries. Um, new business approval of 2026 2027 new market skill center agreement. >> I'll make a motion the approval of 2026 2027 new market skill center agreement. >> Second. >> It's been moved and seconded approve 2026 2027 new market skills center agreement. Is there any discussion? Seeing none, all those in favor say I. >> I. >> All those oppose say nay. Motion car. >> Um just going to use the

061traditional paper form district hel pretty even looking at January and February 1500 to 14.99. Our AL enrollment has gone up though. We went up from 78 to 98 uh which is a 20 student a increase 20 FTE increase >> just randomly >> they left the high school there. >> Okay. Oh yeah. All right. I was like see okay >> can you say that again? Lisa >> they left the high school to go to ESBA. >> Oh okay. >> The online school. >> Sorry our overall >> is >> It was a break even. Okay. I was like >> district is a break even. 20 students go somewhere >> like the movie lost or show. Yeah. >> So, >> we stayed pretty neutral to this month. >> There is a lot of 10th graders. No, you're not

062a 10th grader, but still 180 and a half short, big class. Anybody have any questions on enrollment? No questions. All right. Budget. >> Budget. If you look from December to January, we've dropped about a half a million. Part of that is our enrollment is down a little. So, we had adjustments in January um to our portionment. Uh we're going to see a little bit of dropping because we're going to get less money now. Um I still expect a year that we're going to end pretty okay. Um I'm worried about the years to come with what's going on in the legislature. I'm going to get that out there now. Um I watched some videos about it today and it's not looking real promising. million dollar tax that was supposed to come to education has already changed

063and it's not coming to deaths anymore, >> but it got passed. >> Oh yeah, it's going to be a mess. >> Any questions on the on this? I am in the middle of a budget uh audit, state audit right now. And just to throw out there and talking with I am actually doing a um oh what do I want to say um paperless audit so I'm having to send them everything electronically. our team Olympia is be behind and so they asked if I would do an electronic one for team Vancouver and in talking to their team lead down there today they explained to me that pretty much all the schools within their area have days on the books that they're going to last and they were really proud that we have 86 days on the

064books that we could go without any revenue coming in. So, um, that's commend you guys for allowing us to keep a fund balance that would keep us going in at least for 86 days. >> Well, barring any other >> Don't put it out there. >> Yes. You know, I mean, stat. Yes, the math works out. >> They got 5 million. Well, that's only 86 states, people. >> I had a what do they call that meeting with her yesterday? >> Um, >> the opening. No, >> the risk. >> Yes, the risk assessment meeting. >> Yeah. >> Tomorrow. >> I forgot that she was in Vancouver and I'm I was right. It was right before soccer and I had and it was blue sky and she's like she was like, "Where are you at?" I'm like, "Well,

065I'm I'm in Ela." And I'm like, "Where are you at?" She's like, "I'm in Vancouver. It's raining." >> And gray. >> But I forgot. I figured she was in Olympia and I came from Olympia earlier. It was nice. I'm like, "Where are you? No, it went well. So, different questions than last year. >> Thanks for all of that additional extra work. I'm sure the scanning and the electronic stuff will be nice once it's all converted over. >> All right. Have any budget report questions? Any further questions? facility report. >> Okay, I'll update a little bit. There wasn't much to add. The the district office uh roof we learned it's a pretty worked side of the roof. So, I I kind of just kind of guesstimated off of to repair that one section's like 15ks. I

066figure like the whole road's probably probably realistically between 60 and 100 just because everything is expensive that you do in school districts. Um, I just want to throw that on there. Um, the uh the ADA accessibility project um is kind of there. There was a decision that needed to be made about the asphalt versus the concrete. Um, it's quite a bit of a change order to go to the concrete, but it will give us a longer lifespan. >> One asphalt, right? >> I just Yeah, I would just I would just stick with the not the >> the cheap one. >> Yes, the cheap one. Okay. >> Okay. Yeah. >> I was going to say not the big change order. >> Yeah. I was >> But I I guess I said it. That's the way it

067is. >> Like I'm looking at I'm like I could almost paint a >> we need to go to a different business if we ask the call in tomorrow. >> Yeah. So that so we already we're that's we'll just go to the original plan because that was they that was already shipped. >> Yeah. It's to make because there's some concrete asphalt rot in the middle and the goal is is that this is going to provide accessibility up into the yag area and if that walkway is not clear. >> Um we've walked on it though. >> The difference in the price though is 14,000 to almost >> hear about the price. We just do asphalt. >> Well, yeah, I know. I'm just saying it is a significant increase that we could do later. >> Recommended. It'll be

068nice. It'll be nice. >> I think concrete was what 58,000. It was a lot. >> Yeah, it was close to almost 60, I think, if I was looking at it. I I did look at it. I >> Marvin's not going to >> So, I mean, we can use that elsewhere and bid it out somewhere down the road. Yeah. So, >> yeah, we we've walked it though. It's noticeably different like >> Well, the elevation is different, so it's going to all be new. I mean, asphalt, so it'll be pretty nice. That was I mean even the ramp somebody who is um mo mobility impairment would not be able to get down the old ramp and you can now. >> Oh yeah flat. You can feel the you can feel the incline difference just as you're standing

069on it. >> But it's almost twice the length. >> Yeah. >> I'm not sure where the rail guys are. They're making me nervous because we're getting close to soccer. But I'm gonna put some pressure on some people. You know, >> I was >> I hope the question had come up where we were at as far as when we're going what we're gonna do >> started by now. So I'll be following see where his contractor is. I know they had to be custom made. So that was part of it too. >> Um so that that one's kind of it's going but it's like let's get it done. Um and then uh the roofing the roof the earliest would be spring break just for safety reasons. I'm leaning toward the very like as soon as school gets

070out um for the middle school gym. I'm excited about that to get that short. Um, I'm trying to think. I've been working on some parking lot lighting as cars get out of my way in the high school. My man doesn't quite reach the lower level. Um, so I've been a little scared fully extended trying to reach the light of the parking lot. But it it does help a ton. But even with new bulbs, it doesn't really put out a ton. >> No, I was noticing that the other day. I think they're just old. >> Well, yeah, there's no projection to them. >> Yeah, there's zero. >> They're like the same bulbs that are in the gym. So, >> they put in when the high school was redone. >> Uh, don't know. >> We had um

071and I want to say oh late 2000s, maybe 2008 n we had a company come in and upgrade the lighting in every building. And it was almost a $3 million project. >> And they did those those outside lights, too. >> Yes. Um they did it everywhere. Um >> just goes to show you where lighting's gone since 2009. You know, LED. Yeah, exactly. That's what I was going to say. >> Yeah. Well, either way, I mean, it's just >> changed. So I mean that's something that as we start to plan for capital projects like a lighting upgrade would be great obviously but yeah the the U and then yeah the sign I mentioned to you guys about the sign we we got the holes dug to mount that. I'm going to go ahead and put the

072post in and get the frame all ready and then I'll be reaching out to that sign company to um we had some misspellings and some some errors on there. So, I'll try to get that corrected >> before I put that part up. I might put the top part up. I don't know how they feel about that, but I know they want to do like some kind of unveiling thing or dedication thing. So, >> I mean getting it in the ground is good and then you can replace that center piece when you get the whatever happens, >> right? Yeah. So >> Jeff, will you remind me somebody like an outside donor paying for the sign? >> The sign? >> Uhhuh. >> Um, it's a legacy field. I I don't think so. I think we did. >>

073Okay. You just when you're saying they wanted to do an unveiling, I just was curious. >> Or I mean like when I say they, I mean like um I think like uh like athletics like >> softball and baseball >> your daughter, you know. >> Oh, I'm sure. >> I mean just pride. I guess when I say nation, I meant the student the student body or >> sure has a pair of overalls just for that. >> You know what I mean? So, but yeah, and I was asked by Ashblock about because as far as when we rename the field like when it shows up on like Arbiter and stuff like right now it says Vantron Field or whatever it say the legacy field that part and I don't really know what we need to do to

074>> I don't I don't get change it. >> Yeah. as far as like on Google Maps. How do you get it to >> You can Well, on Google you can actually uh click on it and request to to say that it's changed. >> Okay. >> Yeah, it takes quite a while for all that to happen. >> So, I mean, I feel like the sign kind of >> will be helpful >> help and then the work that they're doing through the um the boosters. I got that grant on the on the girls field. Hopefully that's getting the weather's not been cooperating so it's hard for them to mix the dirt. And then um they've also been looking at um just kind of improving that when you drive in there's there's some really cool stuff going on

075by community members right now out there. So >> yeah, I'd like to make a shout out to Tommy Brandston. He's >> for a lot of different spread out. >> Yep. So, >> so yeah, and that's kind of like we know all those sports are starting next week. So, we've been >> Larry's been doing a great job. You know, we got all the bleachers off of the shop foot pit today. Um, just started to plan for having that field. I think there's 100 kids in track, I heard. So, that's a lot. So, we're like looking at like >> 100 kids on the track and then if soccer's down, that's going to be ton of people. Uh if everybody shows up, we have 46 right now, but we're already I just gotten two more notifications, so we

076might get close to 50 show up. >> So that's like 150 kids >> that are going to be down in those fields. >> I mean, the lines it was nice. It's so nice to be out on our grass fields when it's nice outside today. >> Nice line field. That was great. >> Yeah, I appreciate that. >> So yeah, he's he's been kind of running wild and >> there's just a lot this time of year. >> Good stuff. Do you guys have any questions or concerns? >> Thanks. >> Good to the order. >> Um, yeah. I mean, we had a wrestling fourth place finish. It was kind of fun to be there for 14 hours. Um, it was a long day. Uh, fourth place in state though and second twotime state champion in Xavier Espinosa. So,

077that was really exciting. Um, I was up in Tacoma though, so I did not get a chance to see the uh boys win over and their progress down to >> I thought I was going to have to call 911. >> So, got my >> Was it? >> Yeah. >> So, I was in Tacoma. I was not down in Cria. So, uh, it's exciting to hear and I there's a big plan for Rooter bus to go up and support our boys team in Isa at isqua high school at 2 o'clock on Saturday. >> Nice. They were all there watching this last Saturday to see what Monoseno did. Monoseno almost had it thing. I think that they came in a little a little. >> No, I think they did not come in cocky. They came in a

078little scared >> and then realized, >> yeah, >> he could actually have taken this. But >> well, any >> Elmo was Elmo was intently watching, which I loved to watch the harbor support the harbor, but any any >> sad Monty but not so sad. >> Uh let's see. Um I was going to bring up during the facilities thing we walked through with U SCJ Alliance. I got to get that right because I keep wanting to say SJC SCJ Alliance uh for the grant project and kind of gave them a walkthrough of where the project was at. Gave them a site visit and they walked through. Um, it's exciting stuff. We actually, this is real. I mean, that's exciting to walk through and talk to them about kind of, you know, our dream for the the

079uh athletics fields out here. So, >> it was important to note. I mean, it was a grant for there's I don't know how many people applied for that grant. It was pretty substantial. Only two got it for our area and it was based upon youth sports participation. I think there's a lot of questions on where could we use it for stands and it wasn't a spectator grant. So the fact that we can build out an area for sports participation and that mlair youth soccer gave us so many youth hours how many athletes use it which is why we got that grant. >> The other incredible thing is if you look at all the grants that have been awarded we got the full amount that doesn't happen often like they usually parcel it up into many

080little pieces to meet up the 1 uh two. So, uh, we were able to get the full amount, which was significant for us to to even do this project. >> So, so looking forward to that. We were on a timeline for that. So, now the ball's rolling. >> Oh, and I also got to go to a little awards ceremony this morning in elementary school. It was really good to see all the kids. >> So happy to see their their special person. So, yeah. >> So, that was fun. It's good to get back get in the district and see >> see the kids. >> Um I was just going to give a a formal thank you again to now retired to Schultz for um the partnership she's had with the district for lots and lots of

081years of being president and um just building a really strong relationship. and a huge welcome to former Elma student but now Chief Tracy Yay and looking forward to just seeing the next new chapter um of that relationship. So anybody you have anything else they like to share? All right. Uh just keeping in mind that March 11th is that strategic planning that's with Dr. Campbell I believe that March 11th one. So that's why that's on here. Yeah. So, >> is that here? >> Yes, >> it'll be strategic planning process, we should say. We're not sure. >> She won't be here though, right? >> I think she plans to be here. >> I thought it said I thought it said on the planet it said virtual. >> Um, let me confirm, but when I last saw her,

082I think >> I thought she said >> I thought she was planning on coming here in person because uh she's coming up. She's working. She's doing some strategic planning work in Portland >> and we're actually March 11th was ideal. >> Perfect. Okay. >> So, I think it works out well for her to be there. Okay, >> that there's nothing further on the agenda. >> I'll move to the meeting. >> Yeah, second. >> Has been moved and seconded to adjourn the meeting. Is there any discussion? Seeing none, all those in favor say I. >> I. >> All those oppose say. Motion carries. Meeting adjourned. She'll understand
