All right, I'm going to call this meeting order. We've had a little technical difficulties. Call meeting order. Please to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. We'll board meeting minutes for November 25th and December 10th, 2025. I'll move for the approval of board meeting November 25th and December 10th, 2025. Second. >> It's been moved and seconded approve board meeting minutes from November 25th and December 10th, 2025. Is there any any discussion? >> Seeing none, all those in favor say I. >> Those post say nay. Motion carries. All right, swearing in. >> Right. Well, this is going to be for district one. District two, Jamie Bailey. District five Gonzo. Left hand, right hand. >> Um, just

go ahead and repeat after me. I >> I >> elected director. This way you say your district. >> District two. >> District one. >> District five. >> Perfect. Do hereby solemnly swear or affirm that I will support the Constitution of the United States and the state of Washington and the laws of the state of Washington and will faithfully discharge the duties of the director of director of Elma School District number 68 Grace Harbor County. I'm going to break this up into smaller pieces. I was I was like, are you are we >> been a long day since >> I I um I guess your name and your directed region. So that's where you say your name and your directed region. I, Michael, District 5, >> do hereby solemnly swear >> Doby solemnly swear >> that

I will support the Constitution of the United States >> that I support the Constitution of the United States >> and the state of Washington >> and the laws of the state of Washington >> and will faithfully discharge the duties >> of director of Elma School District >> number 68. >> Grace Harbor County. >> State of Washington. >> To the best of my abilities. >> Perfect. >> Congratulations. >> I was wondering if this was a memory test. And I honestly felt like the failure was coming in. I was getting ready to say something too because I was like, are we gonna read the whole thing because I don't have >> solid week of 4 day mornings. >> All right. >> 4 a.m. I'm sorry. 4 a.m. mornings. >> Well, welcome Katie. >> Thank you. >> And

yeah, Jamie, welcome back. >> Welcome back. >> Well, you just got sworn in again. That's >> Oh, yeah. Thank you. [laughter] >> Okay. Election of officers, board chair. [clears throat] >> Uh, so we just go through roll call vote. >> Yes, we do. >> Don't we have to make a motion and a >> for board chair? I'd like to nominate Michael Smith. >> I'll second. [clears throat] >> It's been moved and seconded to nominate Michael Smith for board chair. Is there any discussion? Seeing none, please vote by roll call. Uh, we'll start with Jamie. >> Yay. Yay. Do >> I vote for myself? Yes. [laughter] >> Yay. >> Yes. >> All right. Motion carries. >> Tiebreaker. All right. Uh do I have vice chair? >> I'll move to uh nominate Bernardet to the vice chair.

>> I'll second. >> It has been moved and seconded to nominate Bernardet as the vice chair. Is there any discussion? Seeing none, let's go ahead and vote by roll call. Jamie, >> yay. >> Bernardet, >> yay. >> Michael, yes. >> Yes. >> Katie, >> yes. >> And Stephanie, yes. All right, motion carries for Bernardet. All right, committees. So, we don't have to do legislative committee because that one's already the two years. And then as far as committees, do we want to roll over what we've already done? Do we want to read because we already got facilities and budget committee? Jamie, you're on facilities, right? >> And then Bernardet and I on budget. Do you guys want to make any changes or are we just good with that? Or any other committees? >> Not good right

now. >> Anybody's interested? >> Okay. >> Feel free to get involved as much as you want with any one of the committees. >> All right. Uh, moving on. Approval of meeting agenda. Good. >> Make a motion we approve the meeting agenda. >> I'll second. >> It's been moved and seconded to approve the meeting agenda. Is there any changes? >> No recommended changes. >> Is there any further discussion? Seeing none, all those in favor say I. >> I. All those opposed say nay. Motion carries. >> Consent agenda. >> The consent agenda. >> I'll second. It has been moved and seconded to approve the consent agenda. Is there any discussion? Seeing none, all those in favor say I. I. >> I. All those oppos say nay. Motion carries. >> Uh booster fundraiser approvals. Approval of class of

0072029 booster fundraiser. I'll move for the approval of class of 2029 booster fundraisers. [clears throat] >> I'll second. >> It's been moved and seconded to approve class of 2029 booster fundraiser fundraisers. Is there any discussion? Seeing none, all those in favor say I. I. >> All those oppose say nay. Motion carries. Approval of class of 2032 booster fundraisers. >> I'll move the approval of the class of 2032 booster fundraisers. >> Do I have a second? >> I'll second. >> It's been moved and seconded to approve class of 2032 booster fundraisers. Is there any discussion? Seeing none, all those in favor say I. I. >> All those opposed say nay. Motion carries. discussion items >> I have included within the quote. So, I'm not going to go through them all. I kind of for the board's

knowledge on the cost of refurbishing um the football helmets and football pads and tackle pads and making sure that we're within that 10ear cycle. football helmet expires after 10 years. And per our insurance company, we um are set to do a refurbishment for our helmets every two years. And we wanted to make sure that we sent those out for refurbishment because it'll take till June to get back. And I wanted you to see kind of the cost associated with that. That's a that's it's an okay high cost. I just wanted to make sure that you had that within your packet. We'll have a more overarching athletic update in January, but these are the immediate costs that we have [clears throat] coming out that I wanted to make sure you had available to you. How are

we looking at funding this portion of it already currently in the budget or is this something that we're going to have to >> we are going to have some of budget modifications as of right now it's within the budget But it's within the budget because we have to substantially budget for postseason um regardless and then at the end of the year we're postseason wasn't as high then we have some left over. So I would anticipate we will have some budget revision work that'll have to come in but we'll have to do a new budget regardless. >> Okay. >> Um we've received a few grants and those grants will force budget revision. >> Okay. So, we'll have to do a different a new budget approval uh revision approval regardless to account for the new the new

funds coming into the district. >> Okay. >> Are we looking at any other sports? >> Yes, that's this is what we have right now. >> This is all football. >> Yeah. Okay, this is because it's football's going to be um if this doesn't go out now, these equipment if this equipment mod uh update doesn't go out now, we won't have it in time to start in the fall. >> Okay. >> So, really giving us an idea of what we're having to spend now and we're going have to spend some in the future. So, budget Okay. Just kind of showing what's going to have to be budgeted down the road. Yeah. Yeah. Okay. >> And to keep the sports going. >> Yeah. I mean, that helmet is about $300 to $600 a piece. So, knowing that

they expire after 10 years, >> expensive, but uh >> necessary. >> Yes, very necessary for safety. [clears throat] Sounds like we're one of the only districts in the area though that purchases these types of helmets or >> I can't answer that what we type of helmet we do or do not purchase. Um, I think we are looking at how we can get our helmets, you know, like what are our helmet purchasing options, but right now the biggest cost you're seeing right now is the refurbishment, which will be an every two-year cost. >> The refurbishment. Yeah. >> And then every 10 years you have to go new, right? >> Yes. Is that what Okay. [clears throat] just something we got to start planning for >> Virginia. Oh, I guess just an open question, but uh part

of this is just exploration if there are other alternatives. Is that >> No, I'm just curious. I I I would say that's the right way. the the the word is is that we've kind of put um we buy top-of-the-line helmets for our kids and I'm not against that at all, but it uh other districts around us are not able to do that and a lot of the families are having to purchase their kids' helmets to participate. So, I'm just I'm just curious. >> Purchase choose to purchase the the high the higherend one or just purchase in general. Do you know >> the higherend one? >> So, they they uh self- select to pick the higher one, but the school district provides the acceptable one. Is that kind of what? >> Yes and no. Because if

there's a pre there's a feeling of a pressure that they Oh my god has these. Why don't we >> Okay. Okay. If that makes sense and I'm not against going with the best helmet [clears throat] out there. >> I'm not I'm not hearing you questioning safety. I think we're just saying is there a budget? >> They are investigating like appropriate helmet for play style, >> right? >> Yeah. >> I mean are we going top of the line because because it's top of the line and it's the best out there. Are we >> I can't answer how decisions were made in past. Yeah, >> I can say that we are definitely looking at a nice balance of you know >> safety but cost >> of safety and cost effectiveness. >> Um there is a new helmet

testing. Um we did work with our insurance company on hel helmets are tested helmets are graded and then making sure that we're buying helmets that are at a specific test grade threshold for flight safety but then also within a cost effectiveness. So, we found that we probably bought helmets that we can get a helmet that provides the equal level of safety for a lower cost. And we're begin looking at we're as we're buying new helmets, we're looking at those options. >> I think that's probably the best way to put it. It's not that's comparing it apples to apples. I like how you put it there, right? Because you could be buying a helmet that has the same safety capacity, but that you know, it's got bold letters or something. You know what I mean? Yeah.

>> Yeah. So we're not sacrificing. We are looking at the safety rating and then what's most cost effective under that safety threshold. I think when talking to clear risk, my understanding is I know more about helmets than I wanted to know. The test was redone because it used to be there was only one helmet that was testing a five out of, you know, five >> and then all helmets came back and they're testing a five out of five. So then the testing got more stringent. So now it's dispersed. So now there's a new a new quality assessment used for athletes that we're using, you know, to go against. >> Sounds good. >> We're doing our research. So that's really what I think we're asking. >> Yeah. Yeah. >> Thank you. >> Public comment. Unfinished business.

Approval to adopt 4300 limiting immigration enforcement in school district. Second and final reading. >> I'll make a motion to approve to adopt 4300 limiting immigration enforcement school district. Second and final reading. I'll second. >> It's been moved and seconded to approve policy 4300 limiting immigration enforcement and school district second and final reading. Is there any discussion? Seeing none, all those in favor say I. I. >> All those opposed say nay. Motion carries. Approval to adopt procedure 4300 limiting immigration enforcement. Hey, Okay, go ahead. >> Um, our enrollment is holding pretty well steady. We're down about seven students from November to December. Um, mainly just kind of looking across Q Elementary is pretty well dispersed across our different age bands, age three bands. Um enrollment has gone up by about 3FT. So overall we're still maintaining

on a kind of traditional FT enrollment that we have year after year. Any questions? You guys have this? I'm going to pull it up, but I can't get on. >> I can't look at it. We can't [laughter] >> uh Yeah, the internet kicked me back off. So even on my phone. So, we're normally I >> pull it up and share, but I am not able to get on either. >> It's okay. >> So, sorry. >> We're down seven FTE. It's consistent across all grade bands. Is up by three. >> Hey, finally loaded. Let's look at that. It loaded. You literally handed me the paper and it loaded >> for you. I'm glad that worked out for you. Neither one of mine are working. Neither one. H [sighs] >> technology. It's great when it works, but

uh >> feel like if I try to jump back, I'm just going to kick everyone off. >> I can go through power loss does not work well. >> Anybody have any other questions? Thank you. >> All right. Uh facilities report. >> So our our new buyer in the office, Eric uh had kind of taken my um not so friendly on the eyes. Um uh report that I've been using. Did you guys get the updated one? So it's a little cleaner to look at. >> I'm sure we did. um broken into categories. I can print I can make copies of this for you. Um >> I'll pull it up. >> Just a little it's kind of the stuff we we've already known. Um some you know bird projects that are looming um as we start to

think about um having money and and uh start attacking some of these um the ADA access for Davisville has begun. They've already got the footage poured and the walls are almost formed up to the retaining walls. It ended up having to be moved a little bit from where it was originally drawn up because the actual on the ground surv kind of the drawing. So, it's uh it's shifted a little bit, but it's it's looking to be a good little project. I think it's going to be really nice looking when it's done. And then uh the uh roof for the middle school gym. We had a meeting with the uh contractor and we have a um like a we might start it on spring break depending on weather. Um but just for safety reasons like when

school gets out might be the best time just because the nature of tearing off a roof, throwing it off the side. We got kids kind of going on three sides of that thing. So, it's uh and then if you wait for better weather, you get a better that's just kind of how it is. So, they do have a contingency plan if the all of a sudden the price of roofing goes up where they might purchase the stuff and we might stage it on the old East Grace Harbor gravel lot there um if we need to. So, um we do have a plan for that. Um, but I'm really excited about that contractor. Uh, looking at their website, talking to the contractor, this is not a they've done bigger jobs, so this isn't like a huge

job for them. So, I'm really confident that we're going to end up next up. Other than that, just the the dayto-day. Um, we I got some pictures of the flood, you know, and it wasn't the worst we've seen. We've seen worse. >> it's been higher. Yeah, we didn't. Uh, but I got I called Joey in time. They strapped the outouses to the fence so they didn't flown away. Like like things that kind of got us >> Yeah. >> got angry with us last time. >> Yeah. You know, >> the floaters. >> Um, so >> did did those uh foundation pits fill up with water at all or did it drain pretty well? >> I think it did, but they kept working. I noticed they brought the pumper truck out. I think they just sucked the

water right out of where they were standing >> and those those guys have been going at it. I mean, they've been working late nights and want to get it done. So, um I'm pretty impressed with with the crew they got out there on that. Um I drove by the guy this morning. They were out there. You know, town's pitch dark and he's already getting started. I said, "Can you turn the lights on?" You know, pretty much they're they're good guys. Um so, I'm excited about that getting done. Um, and then yeah, like the the upcoming uh levy when we start, you know, talking about projects with with that money, what we can get done. Would love to paint that gym one day. I swear once [laughter] we get the new lip on, I think we

should slap some paint. Um, but yeah, that's uh for for for you guys to kind of guide me in the direction of which way we want to go. Um, but yeah, this if you know there's anything you want to see added here or you know things that you want to get serious about, we can get like a hard bid because I know our budget bids and then with the actual bids, they don't always match because time is fast. So, um, if there's anything that you guys really want to dive into, um, just let me know and then we go in that direction. So, other than that, I mean, the lights are knock on wood. We're eating, we're lighting, we're flushing toilets. So, we're doing pretty good. Okay. >> Nothing major with the wind. There's a

few >> things. I gota work on a greenhouse things, but >> considering how this week's gone, I think that's a >> I think we got wind. >> We got pretty unscathed. >> Yeah. So, >> Jeeoff, are the things that don't have like deferred just blank? >> Uhuh. >> Are those things that >> Oh, you just don't have a thought about or I mean, >> I think so. Um, that might have been like Eric just deciphering my chart and making his, but a lot of those are the repaving and we already have prices for those. Um, as far as Yeah, I mean, we just would need funding. So, they would probably all follow the deferred, right? So, um, if that's what we decided we wanted to do, then we would, you know, get a current hard

bid and proceed with it. Um but yeah, we had uh um >> Lakeside Lakeside came out and they gave this was about a year ago, so some of those things may have changed, but that was kind of like just to black top the stuff that was those prices. Um, but yeah, and and uh I'm I'm I'm hoping that we'll have a quiet time where I can spend a little bit more time with this list and kind of updating some of the stuff and get some contractors out to bid. But like I say, until you know you're going to go for it, like the bids always change, so I kind of if we want to do anything, you got to get a current bid. >> Yeah. getting them teed up is helpful though, >> especially as

we show um you know our constituents exactly how much deferred maintenance there is. I mean, there's a lot of >> different and there's probably more than I could come up with. >> Yeah, >> I just know like >> what we have on here exhausting enough like we could we could really stuff. >> We can dig through the uh last facility study though. >> Yeah, it might be worth digging through that comparing it to your list. So this list could probably get a little bit bigger after we go through that. >> Yeah, I mean S week is a really prime example of our drainage problems here in this facility >> in general and that is going to be a very expensive project probably. >> Oh yeah, >> be my guess. So I mean that's a very

large deferred maintenance cost and those are things I was going to look through this and add that later but we were talking about it so I might as well talk about it now. Yeah, it's kind of interesting to put the the storm drains that are here. Like there's parts of the build the property that like there's not it's not really a storm drains. >> Um the groundwater was so saturated that nothing was flooded up but >> just not drains. >> Yeah. >> Wherever they infiltrate to like it just like that's all saturated. So those kind of, you know, we were like, we thought we were plugged up, but it was just the sheer amount of rain that we were getting. So it's uh it's fun here in Washington sometime. I've never seen rain come down

quite that fast. So >> I was, but we do like once the weather clears up, the city, I talked to the city, they're going to come, we're going to pop the storm drains off, they're going to there's silt, but it's way down at the bottom, so it's not plug anything, but it is good to clean those out. And they have offered to bring their vacuum truck and help us with that. So >> I'm sure we're just at capacity. There's not that many drains. Yeah. Yeah. >> You look around there's not that many drains. So it's like you start >> like the drainage ditches are now a creek's running into them. So we have like drain we have water coming backwards up some of our stuff. So that's that's always >> you can't I mean you

can plan for stuff but flooding is like other than that I mean long >> it's not coming in the buildings. [laughter] >> Yes. Yeah, let's not put that in the universe. [laughter] Feel like it's gonna be >> ours first. >> I think it would. Yeah, we got close because that this the entrance and exit were filled up. >> It's not the bed of the universe. out there. >> Okay. >> All right. Anybody else have questions for Jeff? >> I just um What is purchase sand dresser? What is a sand dresser? >> Um a sand dresser. We we borrowed one one time from the golf course. A sand dresser just basically is like a Well, theirs was on a gator, but it has like a gator and it's like a you put sand in it and

then it has like wheels that spin. So when you when you drive a spread stand so sand dressing a field um gives it a little bit of like stability. >> So you're talking about the baseball fields >> baseball we did it to Davis Field. >> Okay. >> I I asked that because I see so there's like three things there. Finish the interior fast pitch building. Build >> hitting facility at covered bleachers. [clears throat] >> Covered bleachers. Are we talking about Davisfield? Are we talking about out at the >> Davisfield? >> Okay. All right. Just >> Yeah. And that that's, you know, we have the permit for that. You know, we had to >> How long is the permit good for? >> Um, that's a great question. I talked to the city. I know there's things

that they can do to pause like the work that we've done on it because I don't I'm not assuming they're going to make us redo some of the studies that we had to do. Um, but I will talk to the city about that. But yeah, the the sand dresser when we had the muddy game because the field with the mud the last game >> um the the sand it's like it helps firm up but it's not you know we got mud underneath and so when players were like wiping the mud off of them the sand scratched >> it's kind of a side note of like and we put sand on it and now we're scratching up the >> gyr. It's just a wet It's a wet place to have a field. So, >> no, I

I was just Yeah, just trying to process what all that was. Okay, thank you. [clears throat] >> Speaking of that, >> go to the order. >> Um, yeah, as of today, I got the signed contract and our lawyer's legal opinion. We've been going back and forth with the RCO since August. Our signatures on it, their signature is on it. We are project ready and I have everybody's contract in place. So, as of today, we are officially contracted for a $1.2 million grant to begin redoing these fields. >> So, too late to do press releases, but it has been um it's been a lot of work um to get to an agreement that the RC Washington State Attorney General's office and our lawyers are happy with for a partnership agreement on how to redo the fields,

pull electricity, add the lights. Um, but that that grant is fully contracted now. >> That's great news. >> So, so we have $1.2 million. I do think we kind of run average of about a million dollars a year close to grants coming into the district. So, this is our $1.2 million this year coming into the district to redo all the fields behind us. The point of the grant, the way we got the grant was it's a zero match. The district had to put zero dollars into that grant. So, $1.2 million grant that is zero match. Um but it's a it's a student playing grant. So lots of questions on why we didn't get the grant for stands. Um the way we got the grant is we had to show high um athlete use like youth

athlete use and Elma McLar youth soccer had such defined numbers partnered with our soccer numbers and our youth participation numbers to show how many athletes are on those soccer fields to show the player use. um that that is why we were awarded that grant. We were awarded the grant for the number of kids that used that field, the soccer fields behind the elementary school to expand that field. Um no match was required to get the grant. So we didn't actually have to show any kind of money we put in. Those are unheard of grants. Normally if we want to do a grant, it has to be matched. Um and I think it's just be really nice to kind of clarify why didn't we put it to where it stands. We had to show numbers of

kids running around being active. So the grant can't be used for people sitting. Grant had to be used for students and children running. And I think that's a really clear distinction that we wrote I don't know how many Michael you saw how many people applied for that grant. Hundreds. >> Hundreds of people apply for that grant. I mean, it was a pretty substantial list and only two in our region. And our region was Olympic Peninsula down to Vancouver. So, kind of not the Tacoma Seattle area kind of following the Washington coast. So, we had to kind of go against Port Angeles and Clark County. So, it's still a pretty large competitive area that we had to beat to get this grant, >> right? So it was super >> fact that the district has the property

has really >> really helped the project as it's it's shovel ready to some extent. So that's been really helpful. >> Well because even though we weren't required to bring a match that's a massive >> it is massive that the massive match that in essence >> absolutely because $1.2 million probably wouldn't even get you the prop. I mean you know in most areas that are competing for this money it might not even get you the property. >> Right. So, >> so we really are bringing a large chunk to the table. But I liked before when you said this was a participating versus spectating. Yes. Grant, you know, and I think that's an important distinction for the >> community and for all of us to remember is this is to literally impact >> play. I think it's

an important thing to realize about like keep in mind about grants. People don't give you money to do what you want to do. organizations give you money to do what they want you to do, >> right? >> So, we the the key to being awarded at a grant is to fill out an application to show the the group that's awarding the money what we're going to be doing most closely aligns with what they want us to be doing. That that's how you get grants. So, a question comes up on why don't we just get grants to pay for all of these things in our community? Well, it would hinge on the fact that somebody wants those things to happen and they're going to put money for that. There is money out there for ways to

increase what kids are doing. There's rarely rare very rarely money for spectating grants. Um I haven't seen one ever. >> The the other thing about this grant too is you you don't they just don't give you the money in that line item. You actually have to do the work and then they reimburse you just like you would on building a house, right? So having the capacity to actually spend $1.2 million is also a huge factor in that. >> Right. >> So that's a lot of what that went into a lot of the back and forth with our lawyers and RCO and how to get the grant what we're agreeing to. Um but we're pretty excited because it will redo the hay field. It will bring in utilities. It'll make two uh lit fields. So have

LED lights. So those fields are all lit up. And it will bring irrigation in. will actually have water that will be flowing into the um fields. So, it brings utilities to the field behind us and that public utility polling. So, a lot of what will happen probably won't be totally visible outside of the lights. >> Oh, lights are pretty >> pretty. Yeah, they're pretty visible, but they're a pretty large portion, right, >> of uh >> Yeah, but a big cost is is the pulling the utilities out to the fields, >> which opens the doors for a lot of opportunities that we can do out there. >> Yeah. >> Um choir concert last week was absolutely amazing. Um there's 85 kids on stage with alumni joining. >> Um and uh we were standing room only around

the outsides. >> So the choir concert, I don't think I've seen it that large. I think uh Mr. Zassen House will have to make some decisions on separating middle school and high school choir. We might have to have conversations because he was supposed to have his band concert tonight and I'm curious if the numbers are going to be about the same. Um I I I do probably doesn't want to do four concerts a year, but there was a lot there was a lot of kids and kids were so good. Um and the first grade concert was last night and they're always good because kindergarten or first graders, second graders are always the best concert of the year. So last night was the first big concert. So I think that's what I have for good news.

>> I think they moved the band one to tomorrow night. >> January 8th I thought. >> Is it January now? >> Yeah, you're right. I think it's wrestling. >> Yeah, there's wrestling. >> That's right. Yeah, it's January 8th. Okay. >> January 8th is my understanding. >> My son's super excited. He got his fancy clothes. He's like, "They're so comfy." And I'm like, "You say that now, but wait till you're in them for a long eight hours." He's like, "Why don't I have to wear a tie?" And I'm like, "Well, >> so he's got a fun Christmas tie. I think he's actually gonna wear it." So, >> okay, we'll see. >> January 8th is the band concert. >> Uh, >> I don't have any. I mean, other than I hope everybody has uh an amazing uh

break with their family, some time off, and thank everybody that's been putting in all the time that they put in so far this year, all the hard work uh especially during these uh these windtorms, bus drivers going out there, all the conditions that we've had going on.
