Call this meeting to order. Please rise for the pl. Ice flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. >> Can I get a motion to excuse a few people? I'll make a motion to excuse board member Stephanie Smith and board member Ryan Christelli. I'll second. >> It's been moved and seconded to u excuse board member Christelli and board member Smith. Stephanie Smith. Is there any discussion? >> Seeing none, all those in favor say I. >> I. All those oppose say nay. Motion carries. All right. Approval of board meeting minutes for October 8th, 2025. I'll move for the approval of board meeting minutes for October 8th, 2025. >> I'll second. >> It's been moved and seconded to approve
board meeting minutes for October 8th, 2025. Is there any discussion? Seeing none, all those in favor say I. >> I. >> All those opposed say nay. Motion carries. Uh approval of a meeting agenda. >> I make a motion for the approval of the meeting agenda as it stands. >> I'll second. Well, it's been moved and seconded to approve the meeting agenda. Is there any discussion? Seeing none, all those in favor say I. >> I. >> All those opposed say nay. Motion carries. >> Consent agenda. [Music] Consent agenda. >> A second. >> It's been moved and seconded to approve the consent agenda. Is there any discussion? Seeing none, all those in favor say I. I. All those oppose say nay. Motion carries. discussion items, right? >> All right. So, the 10,00 policies. So, first of all,
before we get started on the policies, did have a kind of a in-house question. How do you guys want to see the policies as they come? you want them to go in discussion and we talk about them and then they go on the next one as far as um putting them on approval and then work the approval process. Is is that something or would you rather see them on the new business and we just either we could approve start approving them then if we wanted to or we could table them or I don't know how we want to handle that. >> I don't mind it being on the new business. I mean, they come out in plenty of time to I think that we should be able to review them and then bring anything to
discussion at that time on new business. I mean, it saves some time from having to be too repetitive. >> That that was that was uh our concern when we were talking about it. It's just that we could it takes like three processes to basically do anything with this. And some of these they're so mundane in the changes that I don't know if they need to go to discussion. But and I also don't want to be the person deciding what goes on the discussion items and what doesn't go on discussion items. >> So at least if I put it in new business then we could always table it. If I do put something on discussion items, it means that there's probably been changes that we should probably talk about before. >> Yeah. Yeah. Okay. All right.
So there's our direction with our policies. All right. So, the first one is the 1000's legal uh status and operation. Uh it's just no changes. Um I went through these policies, kind of compared them with the different districts and I don't think I had any comments on the legal status and operation because that was basically our RCWS. >> Yes. >> Where did I put that? Do have comments on one of them. I just got to make sure that I have it up or I'll forget. >> I don't have one on 11:05. That seems pretty basic. They just removed a couple things. I'm assuming that has to do with some sort of RCW on on the language boundaries and stuff like that. That's what I my assumption is. >> The 105. >> Yeah. So, one question
I had on there, and this is probably just put in there, Candace, is I I think it probably should reference our communication our operating principles and then our future uh procedures for the communication protocols 1811 >> since it does talk about uh communication in here and kind of the principles. So, that's that one. Um 11:05. See, did I have anything on that? >> Oh, look like that was >> I wish that was the This is the um >> direct director. >> Yeah. >> I don't I didn't have anything on that one. However, 1110. This is our piece. Yes. >> Mhm. >> So, you were you were making a comment. I did you misspeak and say uh 11 or 10:05 or did you say 11:05 for the last one? >> Oh, >> you said that you
didn't see any changes. You're >> Oh, no. No. 10:05 had changes. I didn't see any changes from from me personally. >> Okay. um key functions of the board member. It it >> I misheard. So the 1105 you're saying you wanted to reference our board operating principles to that one >> also. >> Okay. So let me back up. So 10:05 is the one that >> that I wanted to see reference our um 1811. >> Okay. Thank you. Okay. >> I heard 110. I'm like it wasn't wasn't hitting right for me. So >> there's a lot of numbers and then you throw out 1811 and then it's kind of so nothing on that one. So moving on to 11:05 director districts. Um I didn't >> I did see in some of the changes for the state that
they took away some of the director district um conversation or wording. So, I'm not really sure if they changed they change how boundaries and things were referenced >> because it's all been that's all been removed. >> It has, but if it says it makes it sound like you're you're evaluating the system now. So, instead of being very direct with it, it's very vague and broad broad stroke. Yeah, they took about they took out a lot of very um it seems to be very pointed and required like you will be consistent with the crit criteria and all these other things but we don't have a reason to have to have it. >> No, but >> there's just no reason to have to have it. Okay, these are little changes. This so weird. I just want to
make sure we're not missing. I mean it doesn't I mean it does just has an RCW update in there though. So that's I >> Yeah, I think it just must be the language that they're just language. I don't want to miss anything on boundary things that are important if we're ever moving towards some sort of atlarge. >> Is that something we can change later >> or add make an addition to later? >> Any time you guys could if you decide to >> Okay. I just want to be missing something and then Okay. >> I don't change anything. see any time to change it. >> I think that was it, right? No changes on >> Yeah, there's no changes. Excuse me. Uh 1110 though. Um I may suggest to break it up. I was looking at
a couple other districts that make it really clear on the election of which part is the election process, which part is the primary process, and which part is actually the general election process, >> which ours does, but it could we could simplify it a little bit. Um, I could bring that example or send that example if you guys would like to look at that. Yeah, if you want to >> for next time. Okay. All right. Um, see if I had anything on the other one. All this technology is so awesome until you're navigating five windows. Oh, >> not that. And I don't think I had anything for that director orientation other than I was going to ask I didn't see in there um doesn't the state require us to take a diversity class and I
don't see it up there in the WASDA classes. It talks about open like open government and another one but I don't see the diversity one that's required. >> We had one last year. Well >> I know we did. It's just It's just not in in the orientation for a new director. >> It's not in there. >> Oh, for new director. I see. >> Yeah. >> Word member residency. Okay. So, 113. Sure. I didn't have anything on that one, too. I don't think I had anything on this one. Pretty straightforward. And if anybody doesn't have anything on that then 114. So 1114 many districts break this out into two policies. They break this out into 1114 board member resign resignation and then uh 11:15 board member vacancy which is usually followed by an 11:15 P which
actually has the procedures in which the board would like to see um applications for um a vacancy. So, would we want to do break them up into two and have a a procedure for each one of them? >> I would say so because then so then everybody knows the procedure. If we have a vacancy on the board, it's clearcut. It's not reinvented each time. >> Um it goes in and says these are the kind of questions that we would ask and this is our criteria for basically um selecting somebody. Uh there's uh a few districts that have it and then they also have like parameters of how many candidates they would you know when they would start interviewing. Like if they had three candidates then that's when they start interviewing. I I personally think for
us being a small district we'd interview no matter >> what. >> Yep. >> But um I can send an example of that and we can work towards maybe a new 11:15. Okay. I got write it down or bring it all. Yeah, I'll send one over and then we can um we can bring that 11 one that 11:15 broken up in and then the 114 broken up and talk about them. >> We have a procedure 114 that goes with the how to fill the vacancy. >> Yeah. >> So it would split the two. So 114 would be resignation and 115 would be vacancy. Right. And we don't have anything filling that space. I don't think I don't think so either. But >> filling 115. >> Yeah. No. >> No. Because I think it is actually a
reserve for the 115. So with that, that's policies in a nutshell. >> Perfect. >> Which brings us to levy planning meetings. Uh >> is it scheduled? >> Yeah. We just went over um getting the levy planning stuff uh for our enrichment levy which will be on the ballot in >> February. Right. So, just getting those out to the public for um planning meetings. Um and then and then pushing that. Uh good news as far as it looked like $23 million in new construction in Elma. So, wow. Yeah. >> Right now, I'm only playing with 25 members because that's what we have. We don't have >> the 26. Yeah. And in looking at it, we could go from the 3.1 to 4.5. >> Wow. >> And keep the rate the same. >> Yeah. ARC tax base
actually exceeded Monoseno's tax base. And I don't know if that's the first time, but or if we're always higher, but I was looking at the I don't think so either. And it looked like it exceeded it by 200,000. It's like 1.3 bill. I have the You have it? I have a picture of it. >> There's so many commercial finished buildouts this year. um >> the end of last year is >> but they probably won't hit until next know what's that Riley Sho Riley the auto parts store but that that hit till >> our M tax base for Elma >> right >> school district >> is 1.5 billion and Monos is 1.4 4 million. >> So we just climbed above it and with $28 million in new construction, almost 20 million new construction just in the
last year. So with a increase in evaluation, so it should actually work out fairly well for running the same amount and need getting to where we need to be, right? Because with inflation and everything, everything is eating up funds as everybody moves up the the scale. um it's really been creeping in on um operations. So that is levy planning and then strategic planning. So we asked as our board goals for Chris to start coming up with uh moving on a strategic plan. He's looking at uh uh speaking with three different and possibly a fourth um about strategic planning and then getting kind of a feel for where they're at and what they provide and then bringing those options to us who we want to go to for strategic planning. Okay. Uh, and with that, we
were kind of talking about there used to be a superintendent report every Friday and Chris was thinking it'd be a good idea to bring that back and then we can have some of those things on there with that board report which you know like, hey, I checked in with >> so and so about strategic planning. >> I like that. So, anybody's welcome to sit in on any of those strategic planning. Uh, Chris and I did the best to make it work for our schedule, so at least him and I could be in on the meeting, but if somebody else wanted to be in on one, um, feel free to, uh, reach out to one of us. >> Okay. >> All right. Any further questions on discussion items? Anybody for public comment? Okay. Unfinished business. Approval
of policy 1811, board of directors, operating principles, second and final reading. >> I'll make a move for the approval of policy 1811, board of directors, operating principles, second and final reading. >> It's been moved and seconded. to approve policy 1811, board of directors, operating principles, second and final reading. Is there any discussion? Seeing none, all those in favor say I. >> I. All those oppose say nay. Motion carries. >> Right. No new business today because we've talked about discussion. We'll move those next time around. All right. Reports. Enrollment. >> Enrollment. How are you? >> Last month we were up about 12 students from September. Good overall since we're paid off average. So that's what I watched. So you know we're at 1516 and I believe 12 or 1517. I'm closing the books right now. So
numbers are not coming right to me. >> So we're really close at our enrollment versus what we budgeted. >> Excellent. Great. Any questions on your moment? >> All right. So, up 12 students mainly in high school. It looks like sort of. No, it's kind of spread out. Middle >> 10th grade. >> Yeah. >> 10th grade has almost almost five and a half people or five and a third people. Five and a third person. >> Yeah. Those are always funny numbers. Like we do not have a 79 of a person. But I I get where the math goes. >> That's like 10th and 11th grade. 10th 11th and 12th. 5 6 7 8 9 10. 10. just in the high school. Yeah. I don't have any siblings. >> All right. Anybody have any other questions about
enrollment? >> It's nice to be close that budget to that that number that you budgeted to have. >> Right. Facilities report, Jeff. So, >> I I took the summer stuff off the spreadsheet just to make it easier to look at the deferred maintenance. Um, couple updates. The the walkth through for the roof at the middle school, we had 15 contractors show up. So, that's the biggest walkthrough I've ever seen. So, um, I think the government shut down might be to our benefit because there was a lot of people that are usually very busy that were looking for work. And >> they were like asking if we if they can start right away. And I mean, it's kind of looking pretty good. Okay. So, we have that bid. It's going to be the sealed bid will
be open on the 28th and then, uh, as you know, House Brothers just got the other project and we're just waiting for our last home game to >> I know we're moving. >> Good job. >> Uh, to let them start on that. So, everything's looking pretty good for being able to be done before soccer season. So, that should time out pretty good. Other than that, we're just kind of shift into cold weather. I got all my uh rock salt ready to go and my ice fell for the uh impending freeze we're going to get. >> The impending freeze. >> Sounds very Doom. >> Snowageddon. >> It's not my favorite. >> Yeah. >> Makes me nervous. >> I agree. >> Don't like kids slipping and falling. Um but yeah, and then just referring back, uh I
do have a retirement this month of a employee who's been a a big asset. So just kind of a shout out to Dale Bessie and all the things he's done over the years and the laughs and all the hard work. So other than that, did you guys have any questions? >> No. Okay. >> Uh no. Uh did they finish the project uh solar project yet? >> They're they've got the panels up and I think they were still tying in, you know. I don't know where >> getting close. Yeah, >> close. Yeah. >> Cool. >> So, yeah, we're like there's not much roof left on this building. >> I know. I was looking at I was like, "Oh, wow. Got it covered." >> Charge buses, right? >> Come one, come all, come charge your bus. >>
How many other districts have electric buses now? that are close by. >> Uh I know like Caleb's kind of helped work with like Marian Knight. Um there's probably 12 14 districts now running electric. So, it's going. >> We use one of ours for mccclary like toward like the longer distances. >> One thing I was thinking about maybe we could talk about this. Um, so this list itself is not public, right? Like it you can't click on it on the So, >> oh, >> might have to t It'd be nice to be able to >> share it. Yeah. >> Yeah. >> Is there something on there that >> instead of doing like a spreadsheet, I could just print one of like I don't know, make it into a word document >> something along those lines. I
think if we keep bringing it up, I know it's great for us to look at, but I think it also would be good for the public to see >> where we're at because there is a lot of deferred maintenance. And I think it really needs to get out that >> the state does not provide the funding necessary to do some of these deferred maintenance capital improvement projects for a lot of different reasons. And that's the reason why, you know, >> you can make a a sheet that on the website they can put on facility needs or >> Oh, yeah. That would be like a little bullet point and they can see >> what we've done, what we're working on. >> And then on the facility report on our agenda, we could just put a tag
to the website or something just just to point them because I know people come and they look and they see or they get online and they grab it to see what our meetings are about. It would be nice if they were just linked to the information. I think um the more information we get out there about how much deferred capital projects we have the better. So >> yeah, the tech. >> Well, it's just a matter of you making the cheat and then giving it to him and he'll >> something somebody can figure it out. We got we got this. >> Yeah, same. Exactly. Exactly. That's how that works. >> No. Yeah, definitely. You know, >> yeah, make it user friendly. I just something forward facing would be nice. I mean, we I know we talk
about it and stuff. I just >> would also like other people to see how much deferred maintenance I'm looking at. >> And then you get, you know, you get the surprise deferred maintenance that just slaps you in the face. Yes. Monday morning, I was blessed with a >> water coming through a ceiling above a, you know, sheep rocket back. So, >> and those are the reasons why we also make sure that we have some sort of savings. Otherwise, Yeah. Otherwise, we get slapped with something that we don't expect and then we end up having to pay out the ears for >> and have more deferred maintenance. >> Yeah. And then then it just gets deferred and patched up, right? Rather than a true >> right >> true fix. Uh, >> thank you, Jeff. >> Yeah.
Thank you much. Appreciate it. Glad you had 17 people show up >> eager to be there. >> Apparently, we need to move on more projects during this closure. >> Take advantage of getting them all wrapped up in >> Sure. >> Oh, yeah. >> Yeah. Yeah, >> that's a pretty competitive. >> Good. >> Promising silver lining. >> All right. Thank you. >> Call it that, >> right? >> Uh, good to the order. >> I don't have >> We still have no news on um the RCO stuff. >> Final stuff. Okay. Well, I mean, I think it has to do with the fact that the RCO only meets once a month and I I think we missed the window when they met and I think the RCO board probably meets the 1 of November. >> I haven't
actually looked, >> but yeah, I think so. >> Or is >> I hope we'll at least have some something hopefully >> next month. Hopefully >> hopefully either we'll have that or a timeline or something >> that we can go on. I don't really have much as, you know, we're all wrapping up sports seasons and all the stuff for all the littles and and some of the bigs. So, >> yeah, >> it's been running. >> Winter sports got has to be getting really close to wrapping up, right? >> Yeah. >> Fall sports. >> Yeah. Sorry. >> Fall sports for sports are getting >> I I don't even know what season it is. It's just soccer season. >> Yeah. That was an exciting homecoming. That was pretty exciting. Pretty exciting homecoming. So, >> well, if anybody >>
It's nice to have a win. >> It is. It's nice to have a win on your homecoming. >> It is. And especially a tie. Everybody was It was a lot of fun. >> Yeah. >> It's good fun. Other than it was freezing cold, but it was great. I'd >> like to go to the order. I'm really happy the Mariners brought us as far as they did. I'm sorry we didn't get as far as we wanted, but It made Monday nights work a lot harder. >> All right. >> Yeah, >> I will move to the meeting. We're done. >> Yeah, I don't have anything further. >> I'll second that. >> It's been move second to during the meeting. Is there any discussion? Seeing none, all those in favor say I. >> I. I. >> All those
same. Meeting a journ.
