United States all right first up is approval of the agenda I make a motion to approve that agenda I will second that been moved in second all those in favor signified by saying I I I post same sign motion carries first up is uh informational item the FFA Creed by Salma Mendoza on this side speech foree speech for [Music] for for thank you walk yes congratulations thank you so much so it was my first time at the National Convention it was really fun I got to experience it not only like by myself I also took my uh FFA president I took some FFA members it was uh it was really fun it was it was something I cannot explain I was like super proud of like uh not only like of myself also like because

I knew uh how special it was also for my mom also for my my advisers I was working with them like uh for months for in this um also we we learned about like some uh FFA stuff uh we got to meet a lot of new people and it was it was just really fun and I'm actually very thankful because I know uh that they paid for my stuff they paid um for my food and they gave me money uh so it was it was really fun thank you so mucho tell us how you did at National I got um third place in uh the F Creed in Spanish um and I got a scholarship congratulations thank you so much and I think that's the highest anyone from proor high school FFA has has ever

ranked at Nationals is that is that correct or okay so as an individual congratulations that's very special schar I'm actually not sure I just like I haven't think about it but I I I really don't know you have time right still to figure it out well we're super proud of you thank you so much thank you for representing prer in such a a positive way thank you thank you yeah thanks for doing it for us tonight appreciate it thank you so much uh next up is um hearing public comment do we have anybody thank you okay well as you address the board you may present a concern to the board during this time reserved for hearing a public comment if this is the case we ask that you prior to the start of meeting sign

in noting the topic you intend to address to the board come to the microphone uh and state your name do not reflect adversely on the political or economic view ethnic background character or motives of any individual do keep your comments concise not emotional and brief the board is interested in hearing your concerns and your compliments too it is best to call the superintendent's office a couple days before this meeting if this isn't possible you can ask the board president to recognize you during this hearing section and we will go for three minutes per person for 20 minutes total so first up is Camille kingle oh we'll do that timer on you got it I got go ahead thank you my name is Camille kingle and this is the third time that I am am addressing

the board I want to thank you all for your service and for this opportunity to be heard can you hear me all right yes my hats off to Salma oh my gosh the focus of my message tonight is about commitment and I know that in addition to attending every meeting from start to finish every board member is tasked with reading and understanding pages and pages of printed material found in your packets before each meeting and not only that I know that members are held accountable to um be ready to act on and vote on many topics of concern I'm serving on a board right now myself and the responsibilities are daunting and I it it required a huge learning curve um important work requires a huge commitment and I want to thank you each for

yours as a general rule I'm not able to stay from the beginning to the end of these board meetings however my commitment to learning and listening from start to finish is 100% And I can do that thanks to technology I have access to whatever I miss if I'm not attending in person and um I want you I want to thank you for understanding my commitment now I want to talk to about the commitment to truth as I listen to the end of last month's board meeting I was surprised to hear a director's mention of public school students receiving life-altering procedures such as sterilization chemical castration or surgery without knowledge or consent of their parents in my commitment to truth I want to share that I have not found any instances where this has happened please

please please be careful and committed to truth before sharing emotionally charged words making allegations about public schools I am not perfect in doing this myself but I know that the voices of board members especially school board members are Amplified especially because of Technology again I thank you for your service and dedication and understanding my commitment to Public Schools thank you thanks next up is Noah Dempsey uh I came to speak today in response to what I well that is definitely weird that is different um I came to speak today in response of what I observed and heard last board meeting I listened to the concerns and comments of everyone to find out where to start um researching for what or how I feel about the different topics that are presented um I want to first

begin by condemning the transphobia and the false narratives that were on display two Wednesdays ago um I believe there's no room in our world for fear-mongering or hate and disrespect towards anyone um but especially members of a protected class uh transgender people um specifically um I believe that there was a lack of Cl critical research and analytical skills uh false claims are pushed towards how trans people are perpetrating violent crimes at high rates and that they put children in danger uh when in actuality um according to a policing Institute study it showed that in four US cities with gender inclusive bathroom policies none of the 2,554 reported bathroom sexual assaults were perpetrated by members of the trans Community anyone who identified as gender fluid or anyone who was attempting to pose as such um it

should be noted that in Washington State Minors are not allowed to receive gender affirming care without parental consent unless that child is legally emancipated from their Guardian along with this the most common forms of gender affirming care as per Seattle Children's Hospital is puberty blockers hormone therapy as well as counseling and group therapy these false claims around children and their gender trans and their and their chosen gender um is just wrong um the belief that children are getting gender transition or reassignment surgeries is false many procedures are unavailable to people under the age of 18 to begin with and following these people belong to as I previously stated a protected class to discriminate SC to discriminate against them based upon their gender identity or sexuality is a direct violation of their rights under Washington state

law a violation of their right to free expression and goes against Title 9 of the education Amendments of 1972 or 20 United States code section 1681 through 1688 had this information been found or adequate research been conducted prior to the last board meeting we may not be in this situation today I will leave you with the words of Martin Luther King Jr as he wrote in his letter from Birmingham Jail Injustice anywhere is a threat to Justice everywhere we are caught in an inescapable network of mutuality Tied by a single Garment of Destiny whatever affects one directly affects all indirectly never again can we afford to live with this narrow provincial outside agitator idea anyone who lives in the United States can never be considered an outsider anywhere within its bounds thank you Laura you

you wa at the bottom okay well you're up next it's the green light just pull it a little closer to you okay um so I typed something up this time um so I wasn't just winging it like last time I want to start off by apologizing for my tone last time I spoke um I know I came off as angry and frustrated and I know that's not the way to get people to listen to you um thought I could wing it and that was a bad idea uh I'm here tonight to talk about a couple of things first of all I wanted to touch base on comments at the end of the last meeting um which I watched online I find it slightly concerning that anyone but especially a current School Board member would imply

that any school district is authorizing gender foring surgery care with to minors without parents or legal guardian consent um as this simply is just not true just a brief Google search that took me um to Seattle Children's Hospital website and a few others um they all stated multiple times that these surgeries are not done on minors without the consent of a legal guardian and a rarely done on minors at all um I don't expect anything I say to change anyone's mind but what I hope myself and the others who speak might do is get some of you to see things from a different perspective being inclusive is not a bad thing being open to diversity is not a bad thing and making sure that all students feel safe and respected in our schools is not

a bad thing um I hear a lot of people saying what if a boy says he's trans to get into the girl's bathroom and does something horrible or what if a boy says he's trans to get into the girl's locker room just to be a pervert um and pretty much every hypothetical scenario I see thrown out there trans children and trans people are not the problem um I have another hypothetical for you though what if we stop trying to exclude and invalidate the lgbtq community and everything is okay what if we Embrace people for who they are assuming they're being a good human being and everything is okay our kids and communities will grow to be more um diverse and accepting people will realize that fear hate and intolerance don't need to be feelings we

have when we meet someone who's not exactly like us the only thing we need to worry about when meeting new people or engaging with people is if they're a good person or not are they living their life with good intention are they helping make this world a better place and they not helping make this world a better place um and by making it a better place I don't mean exactly how I want it to be or exactly how you want it to be just better in general like we need to be better people um are people we meet spreading kindness and good or are they spreading hate and fear are they hurting others they just living their lives doing the best that they can just like the rest of us um we're all humans we're

all people we're all just people trying to get through life and do the best that we can and I think we need to see people as people we need to the the way I see people talk about trans kids in the lgbtq community it's like you don't see them as people um and it's it's really sad and I I don't know how to change that um but I hope that maybe one day something I say will help someone see it from a different way and see them as people because God this world's going to be a terrible place if we can't start doing that thank you Laur Blake is there anybody online anybody else okay that concludes the this portion of that we will move on to student um student rep reports cmy I'll let

you go all right going in the postseason we have multiple teams going to State the whole cross country girls team went to State and Chris Gonzalez from the boys team also qualified to go to State they ran last weekend I believe football plays West Valley Spokane this Saturday for the first round of State 12 girl swimmers qualified for State this year and congratulations to Hannah Perkins who was selected as the dist District 56 swimmer of the year um two weeks ago Friday we had closed our uh form asking students at the high school about their opinions about the lunch and uh we have gotten 76 responses so last Wednesday me and uh uh Mrs Maro uh talked about the uh responses we got and what we could do going forward and um we have decided

that we will meet again um sometime in December with the students who said yes to wanting to create like a student advisory food group and we would uh continue on from there to figure out more ways to connect the student population with the um Food Service to make sure that opinions on what's being served are properly being shared between them as well um with our like individual meeting with uh student Representatives uh suggested that I start to try to work with the middle school and I'll see what I can do with that as well thank you any questions for camier Alexander I appreciate it thank you very much I just actually want to thank both of them we had our um we check B touch base once a month and we had our meeting and

um the openness and the ears open in the structure in which they're willing to share and and I met with Darlene again this morning and I haven't had a chance to tell you that um and the work with a potential salad bar and multiple food choices at the middle school is part of Alexander's work good job all right moving on to discussion items uh School building reports um Miss Wilson at Kean River VI you're up first you can give two of them so um as I was just thinking about what I was going to do for my board report I think the thing that I'm most proud of of the is the work that I've seen in the classrooms and what the kids are doing so I just went through a few random classrooms today

and said can I take some of your guys' work to go show the board and they were like are you g to give it back and I was like of course um but they were super excited to share it so um I'll just kind of walk you through it and um the first one you'll see is the science journal that's out of a first grade classroom so they're currently working on night and day and identifying um objects in the sky how does the moon move how does Earth move Sun planets those can the second one is um a kindergarten writing sample it's a it's a their notebook um from my bilingual classroom and I think the cool thing to look in that one is the progression of what the students are doing like if you

look at the first page that was probably done in September like the first week of school and then you can see like most of them just have letters wrote over and over and over and then um as they've grown they're starting to write sentences and their pictures are developing um and so those are kind of the things that we look at as for our kindergarteners as they're coming in the third one is a first grade writing um this is kind of like a final product out of their Arc unit they've been working on animals they did research in their own books um collected the information and then use that information from them to then write their final pieces so what their drawings um so those are pretty cool the fourth one is is an art

project um PTO has organized an um an art project for our second grade classrooms so they're coming in um parents are coming in and volunteering their time and teaching them this the PTO is providing all of the supplies for our kids and the art projects will then um be displayed in a Gallery downtown in May so they'll do a I think they're doing like four different ones they're all focused around an artist and so they do like a little informational piece about them and then the kids get to create their own art projects and then you'll see on the back of their art projects is their name but um also they get to name their own piece so they're super excited about that and that's hanging in our building right now and it's uh it's

been nice because PTO organized all of that for us and the hope is then that we can carry this kind of curriculum or this um work that they're doing it's very simple supplies and be able to use it um in the Years coming and it's nice that our parents get to come in and help with that too the fifth piece is a kindergarten math work um they were having to spin so you think about all the different things that kindergartener is having to do in this they're spinning a paperclip looking at the number then counting the tally marks that are on there then having to color in the one that matches the number so lots of different um things things that they're having to do in that one the sixth one is from my TK

classroom and that's a motor skills um work that they were doing so they were looking at can the student Trace around the circle how accurate are their lines how accurate is their coloring so it's looking at the students motor skills for our TK classroom and then is there one more I'm not a oh the one oh I missed it uh yeah that was just something fun that was hanging in the hallway it's a disguise of a turkey they're super cute I don't know who has a pizza one oh yeah I'm not a turkey I'm a dinosaur I'm a princess not a turkey I'm a tomato a tomato someone has a pizza one it's kind of cute yeah oh yeah I'm not a turkey I'm a pizza slice of pizza so I'm just super excited of

the work that our kids are doing and um our teachers are continuing to work on teacher Clarity and I've just really been pushing like being intentional with the work that we're putting in front of kids so that the we're getting the kids to do what we want them to do but also as teachers we're getting the feedback that we need from them um to help move them forward so we're proud of the good work that they're doing questions question thank you for sharing it's fantastic it's fun to look at all the forget about I think it's interesting when you had us look at the progression what the writing was on that first page of the journal versus that six or seven 10th page right the progression of the writing I talked to somebody today and

they were commenting that kids don't even learned curser how to write and I think look at that that first grade man writing is better than what I write fantastic great te well thank you Jesse appreciate it uh next up is Sean with the technology department just so everybody knows um there was a situation that came up slena could be here tonight so Sean is doing dual dual Duty it's got a couple different hats um so my uh for my board report I thought I was only going to have three minutes so I was condensing what I had I have a lot to tell you guys um so I'm really glad I have more than three but I'll still keep it as short as I can uh I wanted to talk about Safety and Security in

my world Safety and Security and I talk about it a lot but usually like 70% of the time when I say it I mean our Network how are we keeping our Network secure and how are we keeping our staff and students safe um it's it's depressing I that's not necessarily the word I want to use it's a little bit disheartening maybe that's a better word uh the uh education and I'm talking like K20 so both uh k12 and secondary are in the top three industries that get hit with cyber attacks now we are only preceded by Healthcare Finance uh our education systems are being hit really hard and so we're all kind of scrambling uh we're hit hard for a couple different reasons education is you guys know very well aware that we are underfunded

and understaffed more often than not so we're kind of sitting ducks um but we also have a tremendous amount of data that is really marketable so if they can take our data they can sell our data so as as a whole technology director Across the Nation work really hard to keep our systems secure it's a struggle and we work really hard at it uh some crazy numbers that I pulled from Forbes from last year uh most malware attacks come through email and I'm going to tell you what we are doing to protect our emails uh 94% of organizations across the board report email security incidences so not just necessarily fishing but you know when you guys get the fishing attacks click here and then give your credentials 94% of Industries across the board uh reported

some sort of incident last year uh here's the crazy one to me though in 2023 breaches accounted for more than $2.9 billion dollar of losses in the United States alone and between 21 and 23 2021 and 2023 data breaches Rose by 72% in the United States so it's crazy how hard we're all being hit so what does that mean for us as a District well somebody today questioned what Palo Alto was I don't know which one of you guys did that but Delise called me uh poo Alto is our firewall it is probably the most single most expensive thing I purchased during the year we are currently it's our firewall that protects all traffic coming into our district so uh we can use our firewall to geofence our district meaning other um countries can't send

our district stuff we use our firewall to Blacklist or whitelist IP addresses uh IP addresses that are labeled as malicious we Blacklist those so they can't come into our Network at all um every day I get a list of IP addresses from Ms ISAC it's a division of Homeland Security they tell us what IP addresses we need to watch for we geofence I mentioned that our firewall takes care of all of that we are currently in the third year of a five-year contract so the amount that you guys saw today on uh what you're approving I just lost the word your vouchers uh that is the third payment of a five-year contract with that um we like our Palo Alto as long as I've been here We've ran one there are a couple other but

paloalto is one of the best in the industries we also have endpoint protection on all of our devices our Microsoft uh our Microsoft licenses we use education A3 and A5 the A5 piece of our license is the security piece that security is on all of our Windows devices in the district we also run crowd strike uh we pay for that yearly we're not in a contract per se with that but you'll see that come up yearly that crowd strike is on about 500 Windows devices to include our servers all of our servers in District crowd strike also comes with Falcon OverWatch which means there's a 247 sock watching what's going on on our servers uh and then I said I was going to circle back and talk about our email we run two different type

of spam filters we run bet and Rea currently contracts for us a Spam Titan however we are going to have to get our own spam Titan in April you'll see that expense come up at some point it shouldn't be more than what we're paying bet and Rea right now but uh the spam Titan catches roughly 2,000 to 3,000 emails a day that are marked as confirmed spam or potential spam and then in addition to that uh spam Titan we also have part of our A5 license with Microsoft it catches random spam but it doesn't get a a whole lot caught in that um and then what am I doing personally in addition to monitoring all of that uh this in the next two weeks three weeks I think three weeks from now I'll attend a

conference a one-day conference in Seattle that's put on uh interface is what it's called and it's all Industries we'll get together and talk about cyber issues uh mostly here in Washington but also Nationwide and then I also attend um acpe in the spring I will attend that and that to centers around cyber security as well as I belong to msis saac they're the ones that give me the malicious IP address that come every day um and then I also meet with our regional Tech directors so that's a lot of information and if you want more information on that I'm happy to meet with you she talks kind of like a foreign language sometimes I I have to say um could you expand a little bit how with Lorena and our new student Information Specialist and

what that's doing for your workload oh I would love to uh so my workload has grown substantially over the last several years um so we've been able to bring on another person to take over the data pieces that I have been doing so i' had also been the data coordinator for our district doing all things student information uh that would include our assessment data making sure that we coordinate with the state um all of those pieces we Lorena is now doing that for our district uh so I'm helping get her up to speed with all of that and that's hopefully going to separate data from Network right um and give the administrative team the the state data that we need the assessment data reporting of I ready and all of those pieces on the student

side so Sean can spend this energy and time spent on the network and she's doing a phenomenal job she really is um she's learning a lot it's kind of a big animal we're now in week two week two three yeah and and Lorena a lot of what she's doing too really ties to my department because the assessment piece and how to track data I know there's a PO there's going to be a question about tonight that's all about data that we have to report um so uh it's it's going to be great she's she's already been working for us for many years and so it's going to be a big help even though I don't think we have a run out of work to do but it'll be help with the work we have great

thank you any questions foran great appreciate it thank you next up is you talking about yes I'm gonna talk about neighborhood schools do you want to put that PowerPoint up uh oh Blake did you get the PowerPoint did you get the neighbor hood schools PowerPoint okay we'll talk about it okay I basically um I provided you with um a simple handout it's offly really small to see but I want I thought we should talk about this um my first slide or technically slide two says slow and steady is the head um we have started we've slowed down and we've started what we're calling think tanks this is with our administ trors and directors like we don't know what questions to ask we don't know where the problems is and Dean and I can't think of

all of them so we started to think tank we have posters we were just in the Safety and Security room they're around the room then we took them down and we put them in a different spot but we'll bring them up and we're talking about everything from playground equipment to restroom changes to program things like dual language and special education and all of our curriculums all of our curriculums like we're really yeah library books right because if you think about it P Riverview has a K2 Library Heights has a 35 Library what do we have to do to make them all K5 libraries how do so there's so many pieces inside this that we have to go really slow to be very successful and be very successful to say yes keep moving or no it

were it's not the right time for the prer school district to look at that does that make sense the other piece that we wanted to talk about is um we're going to do Union think tanks right so we we start with um the people that are like the administrators and the directors but then we're going to talk to the unions like what are we missing what does our contract say what do we what are we making sure that everybody's voices are heard so that's another step of a think tank um and then we want to do El M staff I use the word um insights what are some things that they are either fearful of what are they excited about right different pieces like that um and then Community meetings will be after that um

there are some in leadership Tian and I go to lots of meetings and they say don't have a meeting when you don't know what questions are going to get ask if you don't have some parameter well I think right now we couldn't really do a community meeting because we don't even really have we can't answer or we don't have all the we haven't foreseen any of of the problems we don't want all of our answers to be we'll have to get back to you on that yeah um however that's why each of these Think Tank ideas will allow us to bring up all of those questions and then we we expect the community to have some questions right that we haven't thought of but we want to be a little more prepared um the um

other piece on this is no I want everybody to hear no decisions are being made right this is a this is a thoughtful slow methodical process where everybody will be heard um this is not a Kim and Deana decision this isn't even really I mean the Schoolboard will eventually vote and make a decision but it will be with lots and lots of research and lots and lots of data um and we may start um if you look at the third slide we may start by maybe we'll look at the boundary at wiand and see if we can slow down on the shut the you w we call it the shuttle the shuffle shuttle shuttle shuttle shuffle um every so right now we the buses come to the high school they drop the high school students

off and then 65 or 70 students get off of all these different buses and then get on the bus to the Wht Strand and they have out of out of their boundary students going into that fogam so what could we do within in our own system with not changing anything and get that shuttle shuffled cleaned up a little bit right um so that we have that piece because we have a neighborhood School in wistrand it just looks like we need to change the boundaries a little bit and so we can stop that shuttle shuffle in the mornings and so that's an example like where we can go slow and look at the whole process um the other thing is is it might be a two-year process if we decide that we get some good information

and get back to the board and board says to us hey keep moving right keep moving um we would need some board approval actions at some point but we're going to stay okay we're going to tackle the playground equipment look how long it took for us to get the playground equipment for King River View right and what do we need to split between the two do we just need to buy some more what do we need to do uh we have empty closets that are empty bathrooms that are closet used at Heights but maybe in next year we do the playground and we do the equipment knowing that we're moving forward but we need to get that infrastructure stuff done so that we're not moving all these teachers moving the custom oh and we don't

have that balance right so like what can we do we talk about facility planning right what can we do slow and methodical that can be used long term then D um we talked about is there a phasing way is there a way you could face kindergarten we don't really know but but I mean we're like literally Opening Our arms and our ears and our eyes and and hope that we can do this but I want everybody who's listening or whatever this is not something we're just GNA say okay we're doing this because that's a way to make a mistake and you really can't go backwards um and so we have to look at all of it our programs are something I'd like di to talk about because I was on a superintendent meeting this morning

and some districts we have a dual language program but we have oneway duel and we don't know if we have enough students in each Elementary School to have if we said this a first grade dual language in wit strand KV and Heights so three programs right now we have two first grade classrooms do we have enough students to do three and so we were talking about do you make a magnet school well if we do a magnet school that defeats the whole world of neighborhood schools because you're going to have students Crossing um so there's just all of the pieces um highly capable or what we call our open doors well we have give or take how many students in 10 10 to it once you hit about third grade eight to 10 then maybe

as many as 12 or 15 kids a grade and so do we have enough then do what building do we run that in what right does that make sense so there's lots of those program type features that we have to work through so we just wanted to make it very public to the community to anybody who's listening who watches it after the fact that we really want to explore neighborhood schools what we think is best for students and I'm saying we everybody says who's your M do you have a mouse in your pocket and but the the stats do show that but that's where Dan and I are coming from we think it's best for students but we want the data to be able to support that and then we want the logistical piece to

make sense so people feel very confident in the decisions that someday we will ask you to either vote for or against you know of course we have our instructional program we have to consider which you know we have we have a a consistent curriculum from Ka with with with Ela but we have all K2 curriculum so there's like all those pieces have to be handled every classroom has hundreds of books that kids read um there's there's just so many different factors we have U reading intervention math intervention um a bilingual reading intervention and uh of course our our gifted program we have a lot of program program Su School our our special education program is a slight structured slightly differently at the two different elementaries in in town um and we and so all those

things have to be considered in everything every single part is a consideration of its own so it's just really essential that we do a really good job to try to I'm all I'm all about the an prevention you come up with every single obstacle or or problem or challenge so that you can address it and then it's it's not something that holds up the process or makes it difficult when it's already going to be challenging if kids have to switch schools and some of those kinds of things overall um we have a lot of good Minds a lot of people coming together to work on this and I really agree with Kim like when you really sit down and start considering all the factors to think about it being November right now and turning this

around I just don't think that's possible but there was pieces and parts that makes a lot of sense if we are going to do it then let's start let's if we make the decision at some point this year then there's summer work that can be done to prepare for that uh we have done more we moved four schools in and out out in in out in and out at that was a Monumental task um I think it was really taxing on the system it was and I think we need to allow the system a breather you think about we've moved in you moved the the four buildings you moved we've moved here we've done all these pieces right I think Andy his crew um even the principles would say oh could we just have a

couple years where we could just exist and see and maybe leadership is going to do what over maybe it's good to put different play equipment in both buildings maybe it's good to re put those bathrooms in even if we don't change the BS don't get me wrong we we like the neighborhood of schools we just won't want anybody in the community to think go that we're going to wave one wave of magic one is going to happen so there will be there's a lot of work that needs to go in it and we need a methodical process for us to work through each of those challenges and come up with a solution if that's the way we ultimately decide to move um we know there's research that shows less transitions are better for kids and

ultimately that's what we have to keep in mind what do we see is the best for kids and if it's what's best for kids and we do the work to make it happen thank you any questions Kim go ahead it might be on here but as far as like the think think tanks and get togethers on discussion when's I just for the community when's what's that process looking like we haven't put any Community dates together because I think we have to do the administrator and the directors the unions need to have some take a look at the posters take a look at it are we missing anything maybe we created a and I know it sounds weird to say a poster but we create a poster that we can keep growing and changing that says

unions on it what are we missing um and then we need to talk to the elementary teachers right maybe we need to go in and look at a few classrooms and you move this and that I I think the library is another big one right like we have two beautiful libraries but one has third through fifth grade reading material and one has kindergarten through or you know PK technically and those are just pieces that all that stuff we really need to hear from them because I'm not a librarian I mean I have an idea but I mean I really need to hear from the people that are working through the system every day and um you know this really has been discussed in our district about as as long as I can remember and I

know certainly was in the last strategic plan and was not addressed um so it's because it is a very big undertaking and you we have to you know the commitment to it is about that really making that database decision about what's best for kids um and if that's what's best then then we do the work but it's because it's such a big project it has kind of been continued over the years we pushed down the road um what is your timeline for those first sets of Think Tank meetings they're they're already happening they're already happening so we did the first one I think I haven't have my calendar open next week is another one for or maybe even Friday for the administrator and directors and then once we feel we've got I don't maybe no

answers but we've got all the questions from from those groups then we'll we won't rewrite the posters well they'll be underneath but then we'll write them so that there's more space when we add the union discussions and then more space and we have the teacher discussions we'd hope to be able to bring you like those posters and presentations maybe as a study session we don't do study sessions very often maybe in February is maybe maybe February March where we could bring you a here's what we've got and spend the time and really looking deep into it where it's recorded where people can listen and watch with no decisions being made but really share what we found and then when you say ultimately like the data will be what's driving the decision right what's best for

the kids what do you envision that data and where is it coming from what data are you talking about well Dan and I it so first of all it's very hard to find data about a mo because there are very few districts like us but it's more like our D um if we're looking at data what can we compare from similar size School similar siiz districts we have some amazing teachers amazing administrators and is our DED different or the same as other districts what can we show and then what do our families say we we the data may be we'd love to have everybody in one building Bri and Mr Wayman and I were talking about that's history and whatever we may have some Community push back that tradition out trumps those other pieces right

what does that that that kind of data um some of it may be research related and some may be um wait so there there is obviously a lot of research Kim brought some of that one a previous meeting about the impact of Transitions and what that does to kids but um I was I was we were working with Jody after that meeting and I just pulled some quick data and I don't have it right here in front of me um showing um students in I ready which is the assessment that we have a big PO for showing that that the transition drops whereas you can see kindergarten goes up up up and it's not because Heights there's you can't go to Heights and take the I ready test in September have a 22% drop and

go it's because something Heights did it it had nothing to do with that they just got there so um there is always you know there's research on Summers slide there's always some summmer slide that's where the whole idea of balance calendar and all that have come from kids out of school more than six weeks is when they start to forget all of those things but transitions do impact kids um You probably have seen it with your own kids when they've had to change a school start over someplace new new expectations new rules and um so there's those pieces the research pieces and what we see with our own kids in that transition I think the other pieces we have some amazing teachers we need to listen to them right um and hear what they have

to say one of the pieces is the communication in a PLC between second and third grade right these six six these six second grade teachers talking to the six third grade teachers and are we seeing a through line in that communication are they prepped because I know I got Jesse sitting here the first grade work super hard to tell the second grade teachers what are coming and I'm not saying the second grade teachers don't talk to the third that's not what I'm saying but if you were down the hall and you knew the students differently would that talk that transition be there and that's what why we want to talk to the teachers we need to get them past the fear of the changing and in my moving rooms and what's it going to look

like we need to talk about the student and the educational system uh to just today um I sat in a this the special ed staff meeting and um there was you know School PES and speech and teacher and um all branches of special education there and you it was very clear that they have a desire to be able to work across those grade levels but right now they're very compartmentalized we got K2 one teacher you know in special ed aside from life skills and you get to 35 there St like they're they don't have time in in their schedule to they they do a transition meeting when school is about to be out for the next year but that piece of that um that support of that special education teacher knowing that student from kindergarten

through fifth grade and being able to support them in their goals of instruction and work with teachers and knowing that kid is huge so here we have three years we're going to start over with May at the at Heights they have two different teachers one for reading and one for math so multiple different people working with those kids it's just there's there's just a lot to it so those are the pieces that make me say like we have to do this we have to really look at this and see if this is what we what we need to do so I don't think there's necessarily a lot of data like research data a lot of it will be um you know talking and getting and making sure we're listening and and listening with an open

mind um listening and and I I struggle with that sometimes like I think I'm hearing something and I didn't I don't hear it right and making sure I'm writing and taking notes and really hearing what people are saying other question great thank you moving on to oh we're still in discussion items yeah uh number four is review of policy and procedure 6895 pesticide notification posting and recordkeeping so I'm think I'm going to just talk about both of these in the same way um one of the things that I was tasked to and it has kind of slipped to aside was taking the full all the policies we have taking them making a list of the oldest and you know like we sometimes we need to change something and so it's changed and whatever um some

of them have um this one has a adopted in 2003 21 years old and we all know that pesticides and processes and stuff have Chang in 23 years so what we did and I want you to tell you what you're looking at when you look at the whole packet so the first thing you see at the Top If you have it open is you see in red current policy and the wasda model policy then the next Line's if we redlined and combined the two and so then it that's what the next pages are and then the final draft what it would look like and then you have the procedure and and the same process that's going through um you'll notice that um the procedure there's lots but if you really get down and reg Summit

is organization of what spoke of first and second and so on and so forth and then um also there's not a lot in here so what we our goal from this point forward is you will have one discussion one one first reading and a second reading at each meeting so we can go through them methodically at each time so we had to get started um the job sharing staff members is a Personnel in the 5,000 series and a management in 6,000 um and I'm happy for discussions but I wanted to bring it up and tell you what we were starting um and then we would have um first raing and discussion at the next meeting of these two items um I'm happy to answer any questions if you've had time to review them but um

at our next at traditionally when we do a first reading that's when you ask me kind of questions but if this would allow it to be to the public as well as to you and then we can go from there in our rotation of board policy or updating policies so you can ask questions for either one but that's what it's in both policies or both discussion well I think this is a pretty good way to do it and keep um keep on track of of doing it without having you know um an extra meeting for that so I think this is a pretty good first start so I appreciate that I didn't have any questions on these it seemed pretty straightforward at this point so and so if you have time to read them um

and or anyone who's listening has looking at the policy any questions you have please just send me an email because if one person has them I'm sure other people have those questions and then we can address them open ly and publicly before we go to First reading or at first reading we can do it before we move on to Second reading and adoption I do have to tell you that when I in case anyone else thought this when I first read the pesticide the thought there was a Mis print when it said notifying of pest control and I was like no it's pest side but then all of the versions do say pest so I think that's important yes on purpose yes yes so um everything from Things From Mice to bees to all of

those any questions question um yimi do you have a report you'd like to share yeah I have a little bit first of all congratulations or thank you for coming but tell every where you were at um I was at the winter sports meeting for wrestling yeah okay but for ASB we're starting the plannings of Mary Mustang week uh for band we're doing or we're not doing anything right now actually uh there is a um what it a beginning band concert on Thursday in the auditorium at 6m I believe you guys want to go see that it should be pretty cool we're going to have a high schoolers mixed in with the sixth graders so that's gonna be good and you know I think we something that was brought up yesterday at our meeting with Kim

was the need for a media literacy class because I think that's become like pretty apparent in the past couple weeks um so I'll definitely be like looking around at the was meeting to see if any other school districts have like curriculums there um and like bring back the curriculum's year for like proposal let's kind of share with them when we talked about media L literacy and what our discussion was Alex and cam you can chime in to we're talking about making sure that um when we read something we know what we're reading who's promoting or who's behind the the writing of what we're reading we talked about um what else do we kind of add what else did we talk about when we're talking about media literacy just it it promotes like critical thinking for

kids and I think it should start like sooner rather than later so it's not just like one classroom or one class you take throughout high school and rather like a skill that's built upon and it can help kids like critically them so that's good I think we also talked um when we were had our meeting we talked about what does that what does media literacy look like at fourth or fifth grade right um movie trailers or or something on Tik Tok that we're really interested but we don't see how many times they took the take in Tik Tok to make that flip or whatever right like media literacy can mean a lot of different things as as you get older um and we talked about like how to express yourself and be respectful while you're

expressing yourself some of your beliefs is also media literacy what else there was quite a few we had quite a discussion about it yeah yeah I think it was it was good stuff though um I think it should probably be a required credit just because of how like the internet is you know just is now um and it just needs to be more prevalent in our generation I think I I would just add to that too there's such huge implications now because of AI and how things can be faked and for to to teach everyone needs to understand how to recognize those things is a big part of that as well well I was in high school class today um and Alexander happened to be in the class but we were in cyber security and

we were talking Sean you'd be happy they were talking about cyber security and um it's just something it's it comes up media literacy in the strangest way comes up through cyber security do you pay attention to what you're reading in your email um like my email's been spammed a few times and they add a middle initial or they call it Foster school not schools and they send it out and everybody thinks that it's coming from me they even fake my little signature line so that's another thing I learned Sean at my last superent means they're telling us to change our signature lines every month so that we change a different color a different font a different things so and you share what your new signature line is so there's just some different pieces so it

was a great conversation great thank you your any questions for all right appreciate it um we kind of covered both um four and five policy 522 job sharing any questions on either of those for all right moving on to action items number one a quote for the district quote for district owned cell phone text archiving yes please forgot that was in the board packet uh so recently we've purchased District cell phones for all the directors and the administrators uh we Kim uh made the decision with them that that was the most appropriate way to do District business more and more we do our business on our cell phones and due to record retention laws uh we have to keep and archive any business that we do well that's really difficult if you're doing business on

a personal phone so as a district owned phone we can manage them from the technology department and we can archive them and so I got uh Ashley and I worked and we got a three different quotes uh one of which we completely threw out we don't know a whole lot about them nobody in the Washington area uses them so and they weren't the cheapest so we threw them out uh the other two smes one smes who already archives our social media so we kind of vetted them uh tangent was the third one that we vetted they are who we used to Archive our email so then we uh we kind of went with those two back and forth and then uh it really just came down to who get had the better deal for us

and was the most accessible when we do have a reference request I'm going to expand on that um public records requests are one of the busier things that we do now and um I can say under oath there is nothing on my personal phone I do not do business since the day I was hired all of my business is done here and that then if it's subpoenaed it's anything um here it is it's done and then if they do a spot check in your cell phone or they want want to do something and do that and and there's just nothing there um one of my jobs as a superintendent is to protect our employees and I can tell horror stories which I can do but it's not necessary of peers professional peers of mine who

have had their personal cell phones subpoenaed and public records requests done and it takes them through years and I mean years of Court things and question about pictures that are on their phone that are their grandchildren or these strange things and we just don't want to subject ourselves as a district and or our employees to that scrutiny so we just take everybody that we can say as of this date all district business or all directors and administrators are done on this device we change our letterhead our business cards and everything so now we have to find a way to Archive that because all memory at some point has a capacity but we still have to Archive it's accurate so we're going to be archiving all text messages uh emails already archived all photos any questions

about that we're already using tangent for other archiv for our email um can you help me can you clarify the the cost I I kind of got a little bit of side tracked on the perline archiving yearly archiving I didn't know how to put that in that uh so and I multiplied by 25 and got my eyes got big is that accurate No okay did I mislead you on that the piece that I thought you were going to question was tangent quoted me for the year so they quoted me for all the onboarding all the per lines they quoted me like one lumpsum and then next year it was obviously a smaller amount um I think it came to I'm going to go with 60 some dollars yeah let me look at it I think

it was 60 something okay that's I that's the one I saw and I was like whoa 25 times yeah right that might have been my next question good uh the 2625 that's on the tangent line that includes this year whereas the others broke out in onboarding and a first year amount tangent had it all in one L sum and then after that the top line is what it would be the 1600 okay thank you that makes me feel better yeah I bet it yeah my bad bad time 295 times all the phones we have that's a lot yeah a lot I'd cry any other questions well move to approve the um oh man move to approve the text archiving for tangent all second it's been moved in seconded all those in favor signify by saying

I I I I I post same sign motion thank you oh Delise can you turn on your microphone because we're on vouchers yep I'm here any questions on vouchers have one I'm trying to find it but um probably know the least what I'm talking about there was irrigation the Middle School football field anyway was I just was wondering why it wasn't the capital $10,000 I the least you remember the irrigation I can do it if you don't remember um I'm looking at the irrigation specialist bill is that what is that what's in question um sprinklers on the football field agement so we had some sprinkler line stolen and oh yes yep about 15 months ago I don't know yeah it's been over a year for that and then this is the purchase of those sprink

CL lines yes we got insurance money for that so that's why it's not a capital expenditure well it's wherever the money was deposited is where the money has to come out yep and that's in general fund there's a a specific code for insurance recoveries I heard there was a question about the curriculum Associates purchases is Big um curriculum Associates is the provider of the I ready assessment which we use in K8 for reading and math assessment and it's used uh there's actually instructional programs that go with it that provide intervention for students that teachers can assign a particular topic that may be a student struggling with um we are required uh by uh some of our state and federal programs to submit data that shows student growth and a test like um the SBA does

not we it's not something we have even during a school year we don't even get assessment results till the following year so we take the I ready assessment three times a year and then we're able to calculate a growth score that we have to submit for our below gred level readers and for our uh students that are at disliked but the price keeps going up and up and up and I don't know we we the administrative team's have discussion about findings possibly some other options it's it's it used to cost us about $35,000 probably at the start of my role 10 years ago 11 years ago and it's almost $100,000 now so is that an annual deal or yes yes it's a nationally normed test so it is I mean hundreds of thousands of kids

and kids take this assessment in their District there's some other options to test called the star and some others but um it does provide the instructional component that we can use for intervention it also some of our teachers might use it with some of the modules to monitor um progress for a special education student that's probably not as common but a it's used in our intervention programs so I mean there it's definitely used but it's very expensive any other questions on vouchers I move to approve vouchers and payroll second been moved and seconded all those in favor signify by saying I I I post same sign motion carries next up is uh final study and survey resolution 1224 so I spoke with Mark Brown at OPI and I we've tabled this and we do not

want it to come and we want to follow um our proper protocols so we're just going to ask that you table it again it is not ready for resolution and move to table final study and Survey resolution second we moved and seconded all those in favor signify by saying I I I same sign motion carries that concludes our action items moving on to consent items 1 through three I move to approve consent items one through three second moved and seconded to approve the consent items one through three any yet further discussion hearing none all those in favor signify by saying I I I I oos oppose same sign motion Carri okay that concludes our items for tonight moving on to reports Delise are you still on you're up first yep I'm yep I'm still here

nothing for me tonight okay thank you y my microphone button is a little tricky um just a couple of quick things uh we had some wonderful Veterans Day activities and assemblies um the the buildings do a fabulous job of recognizing our veterans our Littles at Jesse's building don't have an assembly they do activities in their class and in library and different places so that was really great and I saw a lot of very thankful appreciative veterans that they were recognized so if you are part of doing any of those guys good job and um we received notification last uh well I guess it was early last week or week before for they we have been awarded a new gear up Grant um we don't have a lot of details yet on that but there's 10

districts were awarded about for almost $15 million of course a lot of that goes to WSU who manages the grant the seven-year grants it'll start with six like this year sixth graders I don't know for sure if it's sixth and seventh or just sixth um but we'll get some more information hopefully soon um so that'll provide some great support and opportunities for some of our students questions for Deana question thank you um you have my items in front of you I want to start with the volunteering the public and I have to give jod Sabin and Heights Elementary a kudos for anybody go to their concert last night I have to tell you I got a text from Jody last night she goes for me about I have to tell you guess how many people

people came to our concert and I said I don't know 750 she goes well you're not far off 631 people attended their concert um she was um like a kid in a candy store um and so I just want to make sure that we public ackowledge all of the people in the hard work um anybody who knows that's a lot of people to move in and out and the reviews were were well um done same thing goes with the will W wh strand Elementary play Lion King was amazing um it was kind of funny Michelle was in front of me I said I see you um um I took my mom um I don't know how that went but I have to tell you um there was a big difference and I wish um Kevin

or someone could say a big difference between the first grade production last year and the third grade um we listened loud and clear to Princess Theater the first grade just are not reading quite enough the memorization so forth and the fidgety um the third graders did amazing and some of those students have a lot of lines and right towards the end maybe they needed a little prompting but some of those and the set was beautiful and it was just amazing and I went on Saturday um Saturday was a busy day I hit a part of the soccer game and then I went to or I went to football on Friday night then I went to wit or soccer and then wit strand yeah it's been kind of fun I'm excited to um attend Festival of

trees on Friday night so there's lots of things going on um I did attend the city meeting about Heights Elementary sign um so we did get approval for the heights so the old digital sign that used to be here at this location will now be at Heights Elementary and because it's a residential Zone um it will go off at 900m and on at 700 am and we're using red lights so make sure that it's not as in anybody's bedroom window or something so it was really great we had great support from the city then so that was a good partnership under communication I did a a pulse of prer survey I'm happy to say we had 130 survey responses I know it's hard to read that I just kind of gave you and I how

often do you read the pulse of procer um uh 55% said every time it's published that was a pretty good number regularly but not every single time um you can kind of see the numbers there and I'm happy to say no one never reads it of the people who responded maybe that's because they answered there well I don't know but um that was interesting the other one that I was really trying to get at was is it needed every week is it right necessary well they didn't help me answer the problem because if you look at the graph it says 35 things every week 31% says every other week and 25% which basically is the same per monthly so I still don't know how after I'm going to do it um but we are looking

at the data to see legal we do have a few new HR situations that are going on um nothing overly dramatic at this point but I just always I'm TR transparent with that the smell is continuing at KRV um I want everybody to know this is a potential Insurance claim but we can't do an insurance claim until we know the root of the problem um and so you've seen some different expenditures that are going on we really think we're going to have to cut into the tunnel now I don't know think of it as a tunnel but that's what construction calls it if you walk out the back door of KRV and walk across the platform into the original mechanical room where you're walking underneath that is a concrete tunnel it's above ground so to

me a tunnel is below ground but it's a Concrete tunnel that has all kinds of pipes and things in it I think we're going to have to open it up no one has a good enough camera there's um from what you can see on the camera we have there's probably nine six inch pipes in there and smaller one inchers and all kinds of things going on and that's about all we can get the smell Associated to we know we can blow the smell out and push out through the mechanical room um but the minute you stop blowing that out it permeates in um the air flow and the different things we have so I'm just wanting everybody to know we we haven't given up we work on it almost daily um the new tennis courts

have striping down they're ready for play um we know they're not finished everybody anybody's listening we know they're not finished but we will be able to play on them I want everybody to hear though we are going to lock the gates and they can not we cannot shovel them we cannot put a heat Source on them to melt off the snow or ice in the spring that will um negate our warranty until we have completely taken ownership of them but they're ready we can play and WIA has approved them and so forth um old tennis courts I was happy to say they're out here measuring and doing stuff so we'll be working on them firstly in the Spring hous Middle School um the demolition of preface done um they're going to put everything in during

Thanksgiving I'm not going to say that every piece of the electronic badge access will be done on the Monday after Thanksgiving because our staff is off that week but it will be ready to go and we should be up and running with the housle entrance um The Chiller is our next big one at hle middle school and it's going to M&J and to mechanical engineering right away so I signed a purchase order for week so we can work on that and get that ready to go about a 4mth lead time on a chiller so we need to get the mechanical engineering done so we know what needs to go in it'll be a process just like always a bid process and so forth um update on this building um where the breight comes in and

the door over there is going to be painted during Thanksgiving that hallway and then oh I don't have my two pages the dir print on the back ah oh that's all right um the executive session room and the curriculum room is done we're painting this hallway and carpeting these areas um in the Christmas break area we have um new carpet going in the special services all of um the special services uh record keeping has to be kept in B Saints with them full they weigh about 15 or 1600 ofms a piece so they'll have to be moved out and then you'll put the carpet down and then they have to be moved back in and it takes proper equipment and that we don't want that L and I com from people try to so there's

a proper way that we need to do that but I'm hoping when you come to your January board meeting and you walk in there will be new paint and carpet and stuff for this main Halloween we're going to do it in phases as um money happens um I'm trying to remember what was at the bottom what's always after facility oh leadership um Deanna and I are doing our walkthrough tools um we're super excited about it it's really is good to force me to be in classrooms um and then the neighborhood schools and the late start and all those things are working and those are helping my leaderships develop as we Mo forward and our facilities plan is is work I'm working on the facilities plan and we've gotten one rough draft out to you and

I just to be very transparent I just have not had time to work on anymore but I'm hoping to have a next version out to you in December thank you any questions for Kim I appreciate that uh next up Bo report SPS Michelle daughter did say Tim Casey was in my classroom today oh I'm glad I did well she was kind of cute she goes I know you and I said I know you um I don't have a whole lot The Lion King I wanted to mention was so fabulous um the costume sets all of it it was really really cute to watch and I'm really thankful that we have that partnership with the princess theater I hope that continues and honestly I'd love to even see it expanded um in the future I also

wanted to just give a shout out to the PTO because I've seen that they are doing really really tremendous work um so just you know keep that up but I'm like just loving all the all the different stuff that's going on at all the schools um arsonic and Old Lace if you like theater I believe that's gonna start tomorrow the next three nights at the high school seven yeah yeah um so that's put on by the drama club I believe and I'm really really hoping to go see it I might have to ditch my kid at ballet though get a ride from someone else go to the show um I also wanted to thank you guys your student Reps for just all the hard work you do for getting all the feedback from your peers

for speaking up on topics that might be difficult to talk about in the board meetings and I just really really appreciate all three of you um and same goes for anyone who comes out from the community to talk to us um also unlike blown away that people watch our meetings after the fact but thank you so much for your commitment and involvement um I really appreciate that thank you right um I I do I do want to thank Sean and her team for the work that you guys do um for the district because I think it's one of those things that just kind of gets maybe not very glamorous it all the time but um it truly is needed and and thank you to you and your team um I I I also want to

thank people for coming out making public comments I'll just remind you guys I do have an email address feel free to shoot me an email I just want to talk about there are so many positive things going on that's great I appreciate everybody that comes and speaks it it's never easy to dig up no matter what you do you do it for a living can really stumble over words um whether you're prepared or not prepared and how your emotions roll um I had a family member call me after 9:00 last night which is weird at my house because we all go to bed at 8 o'clock and I thought oh gosh something something horrible has happened and it wasn't he's like I was in the high school for the first time the new high school

and it's amazing I'm like why has it taking you that long and he was there to see his granddaughter in the veterans concert talked about how great it was and um I just thought that was such a nice positive thing to call me and tell me after 9 o' how excited he was and I'm going to tie in his pictures in the hallway and down the hallway in the little hole in the wall theater in the 90s we did our snake and old La at froster high school and I am so excited to see the 202024 version opening night tomorrow night and through the weekend um Lion King the partnership and the parents and the feedbacks that's coming out again another opportunity kids are learning to public speak and stand up so they come to

board meetings in 2025 years they're going to be first and ready to go and confident and I just think there are so many positive things going on I think Yoshi you talked about the choir concert next week the joint talking about the uh beginning band concert oh okay yeah and is there a middle school and high school choir concert next week too there's not okay Tuesday okay okay yeah I don't pay attention choir that's you got a lot going on you can't keep track of everything but lots of great things going on just come out and support everything that's yeah I don't have much you know I think it's um you know it's important our student reps are really getting out and doing what your you know the job is that you signed up for

so I appreciate that um all the comments and the hard work getting down to the Middle School working that um you know it's it's always maybe a challenge with schedules but I appreciate the hard work that you guys put in so um and Cammy you didn't mention it but I do believe the you know the girls soccer team girls volleyball were were very successful but you know it didn't end how we wanted but you guys still did a great job so um I appreciate those two teams so with that um our next meeting football on Saturday that's right very exciting and I'm yeah in the snow and the cold so anybody's welcome to come up to um Spokane it's G to be warm that's what the weather the weather guy says um so our next
