it's over when do I I will call this meeting to order please stand for the Pledge of Allegiance I pledge allegiance to them one nation under God indivisible with liberty and justice for all nope I'm sure your motion to approve the agenda and moved in second to approve the agenda all those in favor signified by saying aye aye motion carries uh first voice recorder first item up is uh Ami cook Transportation director is she gonna it's hmm something about the bluebird factoring yeah so I'll tell you what I know and the picture she sent it was an amazing experience our director's meeting and she shared um she got to see a bus from the ground up and how it was built and how they did the metal and she talked about why the costs were

what they were and um a lot about how the wiring worked and how intricate it is and um there was two people from Western Washington and or the three Washington and her flood lights they um flood lights on the buses that come down that turn on when the stop sign goes out and so because of um it's not they hear a lot about because they're in cities where there's lights and different things and when they're in the rural roads in the fog and whatever so that's something that they're studying because of her trip she also said that they have like they don't have specifications for like how long wires have to be they just have to be within a range so sometimes they'll have someone that cuts them to the shortest part and some cut

them to a longer length and so she goes that's why we're short like if we have to fix something like we run like the wire will run short sometimes and sometimes not she said I never knew why that was the case but now I know um crazy Factory Atlanta Atlanta yeah so she it was a fully paid trip she was chosen as one of three people from Washington went and they were gone a full four days three days you know traveling and two days she has amazing pictures and stuff so I'm sorry she wasn't here to share but we'll try and have her catch up with you well maybe she can be here yeah okay moving on uh Ben Franklin uh discussion items Ben Benton Franklin's safe routes I thought they were coming that's this

was their plan are anybody in on Zoom uh from Benton Franklin Transit wow we're getting stood up a lot too yeah [Music] go ahead well in all okay we'll table that but I do know yeah the next one is here he can't get out of it I can't Boys and Girls Club okay hello everyone the materials that sneak their way around you that are a little easier to see when you might have seen before um thank you for letting me be here Casey do you want me to just jump in jump in sounds good but before I get going I'm going to be late um so we had a great announcement on Labs next Monday um that argumentative here this year this year is coming from our paneling Clubhouse uh was shown in it not

not only a mistake you've been here a few months ago but at a Pacific region but she is now off to New York um some of that's um and so Sid has been just awesome and traveling in the world with her to be your advisor and a couple of steps so her and Sid head to New York in a couple weeks this is the first thing we've ever had a kid um make it past regionals it was actually our first kid to make it to Regionals outside of our pross or club kids so between Brenna and zemmy and Zayn they had all made it to Regionals then uh in this case Delilah was our first one to make it in the mega pass so very exciting meet young lady so quick update on that for

you I think we are here um so we are here just to talk through um some of the designing work for the Prosser Clubhouse um and the pertains to the CTE building so I sent a couple documents around one as a master planning and document which we can talk through and get any questions and through that you may um um kind of color coordinated ultimately different functions of the club design and the way space will flow and then the other the more detailed look at the interior floor plan I think I'd like to start just really quick overview of the exterior and some of the proposed layouts for that and then we'll go to the interior after that does that sound okay not great planning and so on the exterior it looks different than I

think I had described to you previously um we had originally operated under the assumption that once the Portables were removed that made sense as a bus pull through and parking area but after the Architects started looking at it it kind of became concerned on a couple friends one is how to safely get kids to transition from the CTE building to the gym and it made more sense to not have it be through a parking lot but instead of being through a fence area so that was part of that move it also takes advantage of some of the shade on the northwest portion of that building in the afternoon which has value and it just made sense to keep the parking lined up with Seventh Street so what you'll see there is a proposed parking plan

of vehicles having parking space but also buses able to pull in and pull out and do a drop off at that the way the curve where the curve kind of juts out there then kids can walk towards that main entry point and enter into a security vestibule very similar to what you see in all your schools office Reception Area off of that and then transition into the activity space this would be a high roof um Active Space it's not a gym but it'll probably still have basketball that's been playing and uh you know other active games that can take place in that activity space and then there's two corridors that come off of that this was a hard part of the design for us because the way the building's laid out with low bearing wall

and other where the only way to use their space is to do it in hallways and typically we like to avoid hallways because of transition um so though it does have some some hallway space in there as you you move into the other rooms um however this is our first glove design um that will incorporate a restroom in every program space so I'm less concerned with those hallways because kids are not going to transition through the hallways to restrooms I will have a single-use unisex restroom in every program space and so you see those kind of called out there against purple um other rooms that will have kitchen multi-purpose stream cafeteria area for snapping dinner Learning Center steam room you can clarify on that but this audience is quite more familiar science technology engineering art

and math that is not a sauna and then a Tech Lab which would be under the second story of the maintenance area games room towards the back and then pretty large spaces for middle school and high school room with a shared conference and um program Kitchen in between projects those kind of so so that is the the preliminary design before we jump in we'll have some conversations here in a second on the future Community Partnership spaces that'll be maybe the substance of what we talk about tonight but before we do that any general questions feedback thoughts concerns Mr especially news your first time seeing this um from a board perspective so let me know what questions I can answer about exterior layout or or your buildup uh maybe one question for me um you have

future Community Partnership and future AG partnership what do you what are you thinking for those spaces sure so let's jump into that um when we've originally budgeted for this project the plan was originally thirteen thousand because of the layout how we want to use the space this came in as a much larger building than we are anticipated a little over 20 000 square feet and um the design for the clubhouse space is about fifteen thousand seven hundred square feet so it left some additional square footage so the vision was really to utilize that space with your permission blessing and guidance to have things that both benefits the club but also the broader youth Community um so that there's utilization during club time but also utilization outside so um both of those faces have a little

different Flair um I think we can start with the larger space for superintendent case if you want to do that you want me to jump well we can I think the three of us should tag team on this so right now we have ecap in um the old high school and we also in our community you know we struggle with daycare before and after school and so Deanna met with um ESD 123 Matt Bona if you've recognized that name and she can kind of tag on that and we're talking about that we we really are putting our brains together so um we want a partnership that obviously makes sense with the club um we're not going to open a cute little B and B um so we talked about this is a space and it's

a rectangle it's big enough for three at least three classroom-like spaces we have two currently have two ecap spaces so Brian and I met and then Brian and I Matt met I had met with Matt and talked with them finally the three of us were able to come together and we talked about building two this becoming two ecap spaces versus just being in Old rooms at the high school and then a third that maybe is either extended like an extended day daycare or something like that that would be all part partnership with us ESD and boys and girls club so there's a grant that we can write for that won't come out until probably next summer that the ESD would um and we it would be us technically riding it with this plan we would

need really kind of a drawing and Brian you can maybe talk about if you made any progress on that but um because they would want us to have a actual plan when we when we write for the money so we would ask for it there would be match and at this point we wouldn't know what the match was until the grant actually comes out it varies between 25 and 75 but we also don't know if that's in kind like is this building is all the improvements that boys and girls club considered already the match yeah and then Brian I talked about going to his Architects possibly to design the space force but I don't know how far yeah we had a good conversation on that and the biggest concern to me is plum electrical is

pretty easy to run uh up top right and so as long as we have enough lectural load in the building we can build out through tenant improvements with Electrical Plumbing is the greatest concern so he's going to build into the design so that we can pre-plumb for restrooms specifically and Sewer access um and water access so that it's easier once we do a tenant Improvement build out after a grant is received we're not digging up concrete concrete but we're planned and prep board and they actually stub it out as part of that design and so it seems like it's the best use of the space it's something the district's excited about we love the thought because during the school day so when ecaps sit in they can come use the activity space they can go

use the kitchen for a baking project they can have full access during school hours when our club kids are in school um but they can be self-contained for extended day so there needs needs of working fail let's define extended that for anybody who's listening or whatever so you know a school day is let's just round it off to an eight to three day but we know our families don't work eight to three so extended day talks about and every program that has an extended day is a little different some talks six some say 6 30 and then there's the transition to school and then there's the extended day after school and so extended day can involve academics that can adjust involve Day Care type pieces but it's a partnership where we're which were improving the

safety and the culture that the students are receiving in that environment and can anything else you want to add on extended day ironically too technically ecap or the ESD would be providing the services but they contract that out which they would could possibly contract out to the Boys and Girls Club so it still is all the three of us kind of in a triangle they're working together to make the whole Space work well for for our community and current estimates on that this space is about 250 a square foot for the clubhouse square footage but because roof HVAC all that is going to have to be a building-wide Improvement that's going to come in about 50 a square foot so it's only about 260 000 so that whole would very much that that can become

so so and I think where we rent um I'm gonna be not try not to be too optimistic but we still own the building and so we can say we've done X number we collectively here but we've done X number of dollars the building's value is this that's where our in-kind can come from rather than literally writing a 25 check of the return so access to a hallway to get into the club but all of them would have actually sleeping now exterior kids when they come would actually enter directly and I I think I'm going to also expand on this piece so when he's referring to the hallway the students then could go so we have a fence here and we have a fence here so this for the lack of a better word playground

is in totally enclosed so we don't have the transition and this was a big piece when they decided not to run the buses this way this is huge it's a positive for um even a middle schooler right they're in this and they go over they're going to do something in the school and then come back there's safety yeah you know our preferred use at this point is that decaf space and then we just um talked about briefly about possibly having something maybe a business organization maybe something like Master Gardener maybe Debbie sure they would come in and then maybe use a greenhouse and some of those facilities to do education with the kids that are in the boys and girls club and possibly the kids that are eating at this point so we also discussed

the relationship with um extension extension offices 4-H so if we have that um work at it as an AG partnership right so it may be Partnership location where maybe Master Guard uses it one day a week or eight she uses it and right I mean so it's a universal place like that and with the goal of still having a partner that you know club kids we can transition kids into programming that space with that Community Partnership oh I did want to ask that's there's another Grant out there and you may have heard about it called farm to table so Farm to Table is another component where the greenhouses would be used by that and we'd have a space and all of that component goes there in Darlene Morrow the service director is really interested in

that and so um I think the idea that if we keep in mind the a kind of Realm of that that I think we could and explore what that might look like and we haven't really spoke to anyone I don't believe correct no because we need to have this meeting first what I'm really hoping so my goal today is to get feedback from you on overall design and answer any questions you have we talked here in a second about timeline cap forward um but also because of the lease that we have has a sublet term in it right um even though we don't need to approve anything today I would love to get blessing to begin conversation with ag based Community Partners to hopefully in the future bring you back a proposal to approve a

relationship with an outside party I was just gonna say the other thing is if we're able to move ecap here one it brings them into a newer and better space but also that proximity to the Playfield a better playground space as well and also a pretty seamless transition at five in the same building from preschool and then possibly yeah and being in Boys and Girls Club I think the other piece that I want to make sure that we are covering here is this um when I attended the city council meeting and some things that weren't even talking study about tonight or work on tonight is this Partnership of community um I think it's really really imperative that we continue to Foster that and grow that um and if we can a good examples we make

sure that there's a bathroom and a sink stubbed in in that egg room then well where the bathroom is isn't going to change but what we do inside that we at least have sewers saying water right I mean we even if it's just stubbed in the floor then we can expand so that we're nothing's worse than starting something new and then tear it up tearing it up to start over so trying to be Forward Thinking rather than reactive questions feedback I think it's um you know looking at just this plan and whether it's black and white or color going from what the Boys and Girls Club is today so this is super exciting for me [Music] um and I think the more you know more balanced education or experiences we can give these kids whether

it's Ag and you know stem Tech all the stuff that you have there I think it's I think it's a great move forward so we're excited thank you for making this happen it's a great building how many more kids I know it's a lot everybody wants this number right and so yeah so looking at what we can currently serve now in this space this will effectively double our fast so with the existing weakness we'll be able to pull you know all or most of them I just think the security you know think thinking and planning that's gone into it a bathroom in every room so you don't have to have somebody you don't lose yes that Mentor going out with somebody thinking about having ecap closer to the Playfield instead of having to transfer it

through the yeah I know they keep them on the safe sidewalk but you know through a parking lot try to Christmas and I Community part two is going to take call our asset and eyesore but it's not the best looking building the school district has school um but I think it's just really going to improve the community and just make the neighborhood and it's a great Community Asset it's well thought out appreciated yeah good question I can't remember the discussion on the playful things that part of all of this as well it's part of the lease the way the lease is set up for the gym and the Playfield both is a is that as hours of Club usage except for direct usage so wrestling in the gym or football practice on the Playfield trumps

that somebody's saying I want to have an AAU practice because the options for new fencing around Playfield to make sure you guys it's not the greatest that's for sure it's not a particular area over by the existing Greenhouse station sure something to make sure it's not a big area but it should be but it probably there there is X's now I don't know if that means but it's fencing new but see um on from the pink corner where it says kitchen there is some x's and it goes up around the corner there I'm wondering is that just for concept or was that part of the down to look at it at that level okay yes that's More Concept but I think it's a good to do a quick assessment anyway you can remind me I

think it's best all the way around the South that's here like to the and the yard will be this these Park this park there's missing fence in the opening right there between the greenhouse and the building yeah it's not fizzed for the houses are um the old Chief's house and then I was curious we have a lot of discussion around the apparatus for the playgrounds yeah is that something that we're talking about or or not that's not part of our current planning well ecap actually does I mean they can have fixtures in the ground but that kind of play on are much more like you would see like Little Tikes like there could be some actual fixtures but they provide that's it's really having a fenced area so it's almost like fencing within the fence

yeah where they would play they could be there for sure and they have the trees and typically with our previous coach we did not build um playground equipment yeah the budget play now I was just thinking you know swing sets and all those good used obviously we have you know basketball court which green courts right now get used like crazy really it's just those two things that are next to the current one yeah that'd be great any other questions thoughts so I think the fencing should be something we should discuss y'all think of that I'll have a look and the fencing net there is very it's rough 80 it's 80 years old pretty sure I don't want to run up against it has there been discussions about the existing greenhouses they'll be staying under this

dream of egg partnership and maybe fencing from wherever they're there to here yeah yeah definitely then into wherever it goes in around yeah uh I know there's games and there we have there's a gate [Laughter] as long as you go to the right spot you're not gonna spin straight now you can just walk in the parking lot into the yeah yeah that's wide open I mean it's a really important point that distributes yeah a fencing Zone especially if we're working on making it a safe Zone and whatever any other pieces hey I think it looks good sounds great timeline we are still in quiet phase even though we're very public meeting hello everybody um but the goal is to continue to work with uh the major donors make apps the support this project with the

goal of launching that public phase probably in January February time frame at this point um but things are looking really good from a tiny perspective great momentum on the campaign cabinets and it's an awesome job raising funds for this and it's going to be a beautiful like new condition um again what was the grant like grand opening tentative date that you're trying to achieve at this point I think there's a chance based on the work that the architect's doing now and where we'll go next moving pretty aggressively um I think we'll be able to start swinging hammers in that March time frame is my tentative guess that could be wrong but March time frame I would love to say yeah we're going to plug through it in open January 1 2025. I I don't think

that's the case I think shooting for an April 2025 I post spring break is probably a good time that your your site okay which is seems far out there 2025 it's right around the corner of the Galaxy I think our community when they see the construction fence go up and the hammer you know what I mean I think they're way more understanding and um willing to to allow time to write when they see it happening when they see movement and things yeah oh just new health lessons so I know that you received a copy of the lessons I also brought today copies of the community feedback forms um my stack looks bigger because they're all the single single sided copies that may be what you have again thanks Brian and you'll see um in there

there's everything from Super supportive to they hate it there's no kind of um and there's some in between where they like maybe felt a good about maybe Elementary lessons but struggled more maybe with high school lessons um we had a committee that worked for over a spent of a year really on this um the community consisted of community members teachers administrators parents and students Noah and one of our former board members started participating last year as well um I think the biggest there's a few things that I would highlight with the lessons it is a conservative approach um I feel to the topic but still means the requirements that the state expects um there are really 11 total lessons and about half of those are social media bullying how to be a good friend kind

of lessons because there were some added um standards in the new letter topics on like HIV AIDS we have about we have a handful of parents that opt out of that um if you like in each building normally with that opt out of it it's not a big number um these lessons as long as as well as we would continue to do our HIV and AIDS and like our um reproduction lessons all the all the sex and stuff is done in a parent meeting before it's taught the whole thing's shown that any videos are shown to parents and they can make their decision the difference between the the older lessons the HIV and AIDS pieces the the law says they have to preview it and before they opt before they opt out so um these

new lessons pen is not required to preview they can just stop it if they choose to what we will do is obviously we'll do our pre um you know several weeks before the lessons are going to happen there'll be parent meetings so like at the high school they do that like three times and then Middle School same thing and then um once once a parent can come to the meeting see everything that's going to be taught we will send home opt out forms we'll just send them out we have not done that in the past but we'll send them out to parents and so they can make their choice um about whether they want their student to participate or not and I think that once we are at a point where this is or not

or whatever we will continue to um offer and educate and communicate about it it won't be I don't want to say under the rug but it won't be um you know it'll be I think the poor part there is you're getting to know my leadership style and what's going on it by being transparent and sending the opt-out form home right and then and then verifying we have to verify because some student may do that you know they got the letter in the mail and they sign it and bring it in right and then we can make sure that we're honoring them and making double sure that we're respecting the parental requests and I got 32 percent okay um I have okay just for one second yes Ashley would you respond to them and tell them

that we are recording it and it will be okay thank you sorry for interrupting oh that's right I didn't even know what was going on up there I was trying to find my notes so I have I do have quite a few and a few concerns um I'll just start at the top so on the I guess before I get going I really appreciate how it was broken out in almost and how much time is being dictated to that was very helpful so thank you for that information from some of our committee members that'd be helpful um so my first question in the elementary is it's with those times that are slated is that once per year per grade per year okay yeah that this is all of these with per year for a given

student okay um let's see it would be page the I think it's the elementary school self-identity terminology and I think this could go this would be my recommendation for all the [Music] um criminology would be under gender expression they Define it but at the very end it says whether it's conforming to societal Norms or not I don't know if that makes I don't think it makes the definition any Stronger by having that in there because you're basically getting the definition from the first you know dozen words half dozen words or so I'll get to my next one I'm going to take notes whatever folks are either either asking for I'll bring back to my committee to talk to them about it for them to make a decision because I didn't make any of these decisions

I just put it all together not a problem um under Middle School terminology it's the same same time yes but you do have like a spelling under generated and gender identity it says innate a link but I'm not sure what word you're trying to feeling it says how a person identifies and themselves based on a personal understanding and or from an innate healing because it should be feeling okay because there was a hole punch okay yeah there's no healing okay then we can scratch that one okay got it um a couple some I guess overall the um when this was brought forth to us I don't know last year at some point I would I was never a fan of the uh what's the high school one Focus what's like flash I was never a

fan of Flash um and I'm still not a fan of Flash for the high school um I think there's probably some other things we could do to look to do the requirements without using Flash and I think primarily that the biggest issue I have with flash is I think some of that says that I think some of the people are kind of a trap when it comes to the um thanks for listening to me I believe so trap lesson to be honest with you I think you think if you think it one way yeah um the M did make a note do I have an issue with flash just in in general but especially lesson two when it goes when we look at um gender roles is it's going throughout all these lessons it seems

to me that the gender role lesson plan looks like it's somewhat of an attack on masculinity um and also I don't think that some of these lessons they it almost sounds like we're in the 1950s 50s or 60s I I think some of that stuff just doesn't apply today and and maybe it doesn't a little bit but can you give me more specific oh yes let me get so I think it's just the gender stereotype you know that um page three you know where it talks about who can be a firefighter the elementary one that's right yeah but I think it the same concept holds true for all the the gender stereotypes whether it's Elementary Middle School or high school I think it's all the same um so I'm just not a huge fan of

this part of it knowing full well in society today you can do anything right it doesn't matter if you're a boy or a girl you can be a firefighter you can be a policeman a policewoman you can do a lot of different things that maybe weren't maybe this would have pertained some I would think more in the like the 70s 60s 50s stuff like that I don't think it I don't feel it's worth wasting 20 minutes of learning time on this so can I restate that so that I can wrap my brain what you're thinking yeah so on this picture or who can do what is an example it's not just about past the blue tab yes so what I'm what I'm hearing is it when I was in school 1980 stereotype would have been

the woman stayed home and cooked and cleaned and the dad was firefighter and what yours our third grade saying as their the women do miss and he did is that what you're saying that's what I'm saying I'm just making sure I so it's not you're but um as far as confirm there actually are standards from kindergarten app although not necessarily these particular lessons are committee made some local decisions about moving some content up if it wasn't appropriate at some of the lower grades they are State Standards them from the basis of State Standards I was reading them to then just I think it's OSBI posts for all contents yeah foreign was good for both genders I think it's good that there's a conversation on it and I think it protects both parties to make sure

any allegations come forward later that you know what's going on our biggest good have that conversation is I also think um some of the whole over the summer that kind of spoke um I might that it's good to have this education you know to not just ignore it I didn't grow up in a household we talked about lgbtq was so I go to college wcu my you know I'm not at some pretty conservative place and at that time the news story The 90s so the LGB Club was changing to lgbtq they're adding the T to the Q and I was like what's the team what's the key my people in my dorm were like what hillbilly place did you come from you know and I felt you know I felt really uneducated that I had

never heard of this I had no idea what it was so I think it's good to have these conversations for people that don't understand it so they can go out in the world and have that information and be educated and I also will say you know I think we've had people you know like my parents come and speak I think we had thingy use like in a madlib form all summer long like a thingy was used to describe all types of anatomy feminine hygiene products and when you go to the doctor you can't be like my thingy I'm having some problems with my thingy you need to be you know be educated and be informed both sexes and so I think it's important to be able to be educated and speak I appreciate that I

actually had a parent of a student who graduated two years ago who went to a college in Washington state who had the same problem two years ago that you talked about having a WSU their her roommates had to educate her on something she had she didn't know and so she didn't even know how to you know either you know feel appropriately or even be on you know she didn't know so that was particularly the 2021 grade well maybe 22 actually but thank you graduate anybody I have a few more questions like that okay so I I really like like a lot of the social media lessons whether it's Elementary Middle School I don't think there's one for high school but because some of that's already being done at high school because it was kind of

more like 10 years ago kids did have cell phones my my oldest is 36 and she had a cell phone and they were texting and doing all those things when she was in high school 18 years ago whereas now we're talking about you know sometimes third and fourth and fifth grade peers with them so so my question and I didn't see it in the elementary or I think it's the middle middle school does it too right they do um a lot of it had to deal with like the way you would treat people online or how to like spot somebody that may be trying to I don't know and there's somebody else yeah like that but I didn't see anything in there and I think this might be a problem maybe it's not is something

about you know where if a kid takes a picture and posts it it's forever and I think I think that's the thing that's very important for the kids to learn at a younger age then you know it's not just taking a picture and it's even if it's on your phone it's forever and you delete it it's somewhere it's somewhere it's somewhere else is it one of the lessons and maybe it was a video where the girls chatting with somebody and she wants a photo and then the guy's like okay well now you're gonna send me more photos yeah and I'm gonna tell your parents and actually in the lessons what's interesting is but weren't appropriate and the committee chose to move things up to a higher grade this actually moved down it wasn't in the

elementary and we oh they need this they need to know this it's happening early we need to move this some of these are seventh grade standards we moved down to the elementary so I guess what age would you I mean what what age would be appropriate to start those come I don't even know if there's a lesson for it but I just looked through it I mean honestly could be part of that because that would be that even if you planned it so it was late fifth grade before the world of you know it's you know you can't tell your kids you really just don't take a picture don't take a picture unless it's your parents are taking the picture and don't send a picture but you know just start that it could totally fit

in the chatting line because the chatting is think texting and it is something I know uh already is being just because Financial thing the kids need to know take picture and send them to take inappropriate pictures October is homecoming week so it may not come back for until the set well we could come back first so we could put it on discussion and to do that we can put it back just for to make sure that we've talked through again yeah because I think probably homecoming week's going to be a problem okay so we'll see this is our first our first meeting in October is oh I well I'm recording right the 11th so you're saying homecoming week is uh I think it's that right yeah first full week of October yeah so our first

regular meeting is the 11th um yeah set the six so yep um so we have a regular meeting on the 11th um well if if I if I can't if I can't get it done because Selena needs stuff with enough warning then I'll just have it for information again on the study session it'll be should be short and then it can be on the next agenda so tentative with the 25th of October like I said if we do any changes if if I go to the committee and they go no I'll bring it back at the study session if they make some changes make some adjustments based on the recommendations then I'm just bringing at that last meeting in October I would like to have it align on them whether we take 30 seconds one

minute I mean I think before we bring it I think so yeah I think is it the sixth or something probably meeting with them and that's conference week isn't it the weekend I'll see if I can get a meeting maybe that Monday of that week both the plan for the study session and then my committee is a group that maybe I can eat after school which I think most of my parents could probably verses to get my teachers and my parents and okay all right I'll see what I can come up with great thank you now yeah sure and I'm assuming nobody joined for the Ben Franklin safe route not yet um so we'll move on to security security oh which one's that 42. oh security I just yes I just want to talk about

security um just real quickly Ben and a meeting to get that rolling again so I've had two security team meetings um I think we're we're moving in the right direction this evening um just received it from Chief King on the agreement there's no cost agreement to be able to assert uh qualify our security team um so I'm working on that getting done we have the piece with the film in the buildings and you know some pieces ready to go Elise and I spoke a couple days ago or whatever a week ago I think that back on the calendar I had asked for one more meeting with them to get some protocols and some things in place and so I think we're planning for a study session in um security meeting in October before the study

session this kind of wanted to I don't want to get it let this slide off or forget so if um so they have to qualify four times per year yes and they've just qualified in August okay in the city you will now do it I'm assuming they they qualify on when Mondays and or Wednesdays I think or something like that and I haven't read this agreement yet so our security officers will be able to do it here locally versus trying to yeah try and practice it together and it will be um the city's agreement and and he and I've talked it through so I just have to read it in writing I don't want to say anything he's so they will do the full two or three hour qualification piece um and then they will

just do the every quarter qualifying and this is how I learned about it um and I'm still learning a lot about this so if I have done your initial training Elisa does your quarterly qualifying at the gun range and you use Force um and it was done they can question the lease that qualifying because they don't know if Elisa signed up on the initial training so they're going to have a team of in the room when the initial qualifying was done so that if Kim is sick on the day they need to qualify at least they can qualify and I lost signatures so all of the if we ever get into a legal situation I want to make sure all of our T's across the knives are dotted and so I I wanted to get

this agreement in place the City attorney looked at it um they brought it back to me and it'll be way more a better procedure in place so that we don't have to worry and then we will have a same week you know like the the first week of and I use quarterly because I think of business January Mark you know the twin quarterly taxes right first week of that month we'll be doing them and and they'll be done forever and that you know we'll always have a makeup on it except but we want to make sure that and we're going to be way we want to be a week or two before the other card expires so that it's mistake we don't we just don't want to have that happen again and then we're working

on some procedures for substitutes procedures for game or event I don't want to game event coverage so if you're a substitute this is what you do we um had some past practices about money and it was kind of redundant and kind of funky funky is the word I would use and so we're streamlining that and just trying to put some pieces together and I'd like to have a we talked about having a little presentation about what does it look like curiosity when when each security guard or the subs have to qualify too at the same time so we'll qualify but it will actually be seven okay so when the security guards and the subs qualify um where's the records house that in their I have I shouldn't use the word employee file not like their

file but there's a security security phone yep so I have it all started they each have their own folder and it has a little form of the top and they'll turn in the form it'll be dated um yeah just it was just a little clicky so I felt like we needed to tighten up those procedures great any any questions thank you all right next up is policy and procedure 4260 use of facilities okay so you have this um in your packet um but I wanted to give you this piece this was part of our homework um so if you would literally just need to pass those now this is um the draft of the B scale faced with ours and then they asked us I don't even really remember who asked this but they asked

us to research the princess theater I know it's really small but um they were asked so that we weren't competing with the local businesses to take business from them and so um we have worked together and and everybody's fee schedule has a little differences because they have two rooms and we have one and you know what I mean so what we've done is we've put together four-year reference the princess theater and Green Room rental fees and um if you're okay I don't want to take too much time I'd like to talk about the draft that's on this page of our fees and kind of talked it through so on line one it says internal use school activities no rental charge a hundred and fifty dollar cleaning fee possible labor charges apply for custodian security food

service or technology Personnel during non-school hours and I wanted to talk about this so school activities could be FFA is going to run an event and they want to do a dance right so we have after hours custodian we have to so the club would have approximately 150 fee to have the school ready for Monday morning now we're still in the works of what would that look like so maybe somebody comes in and verifies that the bathrooms are cleaned and done whatever and so they may not get charged that right so we're still working on that nuts and bolts but even though we don't want to charge school facility for school activities someone still has to pay to clean up afterwards okay so non-profit Works um the same person because security food service or technology

Personnel overtime now so um let's just think so any most of our crew worked 48 hours and if it falls what's inside that we're not we're not going to charge extra but if we have to pay overtime because if you want it on a Sunday we have to be able to charge for that so non-profits our relationship with so um so let me an example of this and this is these have been pretty it's been pretty tough for our AAU programs in the last well as long as I can remember whether it's gym space and stuff like that most of those practices start you know they're Monday through is it Friday Monday Monday through Thursday do they have it all week normal custodian times so but it's from 5 30 to like 10 and that

until 11 o'clock okay so that wouldn't be an issue okay so that's what we're trying we're trying to clearly support and I've said it earlier about this Community Partnership we've got to do that but we also know that anything over time or whatever costs us so we we don't we only want to pass on the exact cost too we're not trying to make money so then you go to non-profit organizations Chamber of Commerce churches Prosper rotary not necessarily student driven then this is where the hour fees come in um and so weekday versus weekend so if you go all the way to the over to the end that's why that Gray Line is there so it's basically overtime versus regular time and that's where we tried to partner and look at what other businesses have

done and then private commercial um for-profit organizations and then it goes down the stage lighting microphones so and it's not well when we were working because we're not saying 20. phones right we have to to plan and train right we're we're working on coming up with a training program for whether it's um a club uh stem organization a steam organization something like that that does it right and then we check out and train and so um remember when I first came for my interview and ballet was going on I'll just use that an example so we know that they're going to have it for however many days or plays or performance we've checked someone out we train it this is what it is okay so we just basically said and tables and chairs we're not

going to say you know then that's not what we're talking about we're talking about we have to roll out the whole thing right we just needed some way to it's that Manpower that's related to removing them out of the storage it's not really the table it's work related um I think that oh and then we did discuss two hour minimum on labor fees and the way our cba's work if we call someone out it's a two-hour minimum if you want us to be the technician or us to be the custodian student we have didn't we talk about um I don't know if it was a policy but in our AV Equipment is very specific you know and our people are trained at did did we already talk about that recently did we make it to

where they have to use our our people to run our Audio Visual equipment we don't have a policy for that I think this is what that's working towards okay so yeah or you can go through and be trained okay is that yes yes and so we're not quite to the forms yet that's where we're at so if you were to um like if you go to rent the princess theater there's a whole thing of who's doing what and who's signed off and who's trained verifying and in the agreement when you go to use our facility the request of the date and time will have that all laid out so that you know what does that make sense do you know what your expectations are and then somebody can be trained and an example would be

if Kim is to be trained then Kim is who needs to show up to be trained and then the expectation is immigrants equipment right and then it came back and then it gets broken The Establishment is liable for the this system's kind of kidding itself so like because really we need a theater manager in there and we don't have one so we um and if you just need phones on the screen and the projector I do that so this was our first and trying to start um Norris does he do that himself or do you bring somebody we bring somebody in a hostage a grand pianos hundred dollars um District twice a year and then I think the issue would be if it was Out Of Tune then you would get charged for that um

we wouldn't tour your youth who would be captioned in place and there would be a tuning piece like that so it's just keep me tuned and then it would be if you have somebody bangs on it right and then it loses its whatever so let me uh look on the tuning theme I think this looks good I this is be their first crack at having something this detailed I would like to with your guidance or support work on like the application you know or the our form is been so Universal for so long it's one page for everything and we have whole district and I think we need to diversify that a little bit that says this is a form for outside this is a form for building I gotta kind of get um so

like the Toyota Center does a lot of function I think the track still does the Toyota Center for sure has a form that you just start checking boxes and it's I mean it's two pages of stuff right um I could probably get you that for yeah to get me started so the princess theater was really nice they shared theirs with us um they still do um with paper and whatever and I'd like to be where you apply it and then you click Send it's a bit and it comes to someone and then we call you and say okay let's sit down and figure out what you really need walk the facility whatever it might be like we did with the PTO for the um I call it haunted house that's not the proper term anymore

fall festival or whatever they're doing so I mean I think it should be a thing who walked with them who when the keys were checked out when the stuff by the landlord yeah kind of thing when we were working on this last year I contacted Sunnyside and Kennewick and I've got their policies and I can forward yeah that would be awesome if you could do that thank you one thing I probably like to see and I don't know how this will work the first year so maybe we can reevaluate next year but all these seem really low to be honest um and I I see what you're saying but what I would probably be curious to see is how much the stuff gets rented because if it gets rented it tables and chairs are rented

a hundred times throughout the year there's a depreciation right a vehicle insurance money well I know that but if well it was you can go down this list it'd be interesting to see as we pull this data out a year from now or whatever and see well gosh they use the microphone and then now we need three microphones or something like you know we wouldn't have to bump those rates sure as we receive d that's a good thing and I think the pause that you were talking about in those different rooms so we do have a replacement clause in there with flat 50 for a microphone um and any any part of the draft on the policy yeah I mean the only thing that I had was in the second paragraph of the policy but

I really don't know what question concern is this is a superintendent is authorized to establish prestigious for use the school facilities including rental rates supervisory requirements restriction and security what if you what if we added um the super to establish um and then board approval I think that would be appropriate I think so too I think you know I'm about systems you can tell right like yeah I can put this together just like I'm doing this but somebody have to has to say okay yeah it's kind of a standard line in a lot of policies okay the policies is a procedure so the procedures okay I know we're not you know really here to approve procedures but I think when it comes to rental rates yeah then I think well I think that you know

when are aware for sure we have a conversation that we're not confused trying to we want to support Student Activities but we really don't want to be a no movie theater on Friday night type deal right okay so I got a few notes I'll put some stuff together and move keep moving forward and try and clean up get storms probably come back next study session before we come to First reading I think he needs it we need to see a little more meat and potato of what the forms look like and stuff before we even go to First reading so for events that are happening they're already scheduled I'm just managing them specifically as tight as I can and and using our old form and right um so far we don't really have too many

in the next six weeks or so we've got some PTO stuff at the old high school um the Chamber of the night hello I don't think there's just most everything is homecoming you know what I'm saying I I don't think we'll be far out of and if there was something that came to me I would send you an email or something and I'll say how do you want me to handle this prior to approval and probably blown up your email slots these days okay well thank you moving on to policing procedure 1112 director orientation really rough this is just right out of the things I mean it's not real rough but just kind of wanted you to see I thought it was breakthrough it did everything and I also thought it would have been nice

to have experienced had wood to experience these things yes well it's kind of like the email that I sent you and and Jason uh last week and said what about these two things have you done them right and so I didn't ignore it no I did [Music] um I'm really looking at this page right yes what I don't want to get caught in with all this is printing off binders of paper um what about a network location you know I think like our board minutes um what was the other one there's stuff that's in there that are really it's be really big policies and procedures I think was the next one is that in there yeah somewhere so we could probably put instead of book we could probably change the word book to file storage

location yeah because I think a lot of that's already online it's easy it's probably easier to access online and so maybe it would be something where materials materials or location notification provided right so you're saying here's how you access the network here's how you find it or here's where it stored on the web right yeah so maybe I change the top or instead of materials provided but if we do materials okay I'll work on that language and it'll just be a change in them materials and access provided okay and that that would be my only suggestion is just minimize any of the excess copying and the art I mean because what'll happen because it I do I would do it if it you handed me 14 binders or stuff because it'd go from there to

the shelter to the under my desk where I don't see it or you know I just don't have time to to read them through thousands of pages of the documents and that's what a lot of these would end up being so would you mind um could we just go down the activities do you have this would you oh yeah okay so on the activities and if just tell me if you think um it's this bottom part no so some of this is not even even School Board it like ordering of a nameplate I don't think that needs to be on this list because that's not a right that's not a board that would be that's Selena you know what I mean but that's okay okay so I think there needs to be okay I think

it's good to have because then as you take the you know the person right so I need to start checking off that all this stuff has been completed and they should have everything planned so so like photo for district I think what we want to do is do um activities with board or an activity for the board or procedures for the and divide them what the board member needs to do and what is our responsibility for the board is that for the new that makes sense yeah yeah because so I'm thinking of introduction to School principles do we want to do that like a meet and greet or do we think it needs to be done or is it on there swearing-in ceremony or is it you know what I mean like what does introduction

mean to you hi I'm or is it coming to the building and it you know what does that mean to you I think you could do it you could probably combine a lot of that with the tour of the facilities you know we're going to come to the high school we're going to be Brian and okay so I'm going to put with tour next to that one okay and I think that the people that are at the district office that can be you know one because okay so I'll work on that streamlining that a little bit so we we more chunk like district office meeting um because you could hold just like what we're doing here you put four or five people in a room they could share what they're doing right okay what do

you think about meet with the local PTO and booster club is that something a board member needs to do it's kind of good to know who's doing what and or do I do I share the name with those people and they invite them to a meeting and the board member chooses to go or not go is what I'm or do I foreign contact information to them okay okay provide info do you want to Shadow a principle for a half a day I would love to okay no I'm just I know you're kidding but I'm thinking about the what our people do for a living what they do they have jobs outside of it is it make accessible or offer the opportunity our principles are all so nice I don't want to say I don't want

to Shadow them for so what if I do something where I make sure that the principles know they need to be accessible should a board member wish to spend time with you so they can learn your building or something okay so I'll work on those of that one I think a lot of these are Thursday like through email this is a full week those meetings yes and I think the intent was maybe in the first week but at the same time it's making sure that our communication is going well right okay I think it's I think you you bring up a good point you know we have issues provided really the main like the PRI maybe we put them in as part like priority um what's uh that we do it with our policies what's

it's in a tiered form it's oh yeah um there's one that's this whatever that for the best operation or recommended because I would think is so maybe I'll divide those up like that tiers one two and three kind of I'll come up with some better words you know like to me a new board member is going to have to um get up to speed on the budget and finances Meek you know the admin team get familiar and try to catch up with what we're doing and I was as well I was trying to do so you know going to the school okay so I'll look for those terminologies Selena will know when we do that yes I think we can for the sake of time you know the quick news which ones kind of like

prioritizens these things first two or three most important things and then okay so okay I'm sorry I have two questions because he doesn't have internet and he was going to pull it out I don't have internet I can't get an email here either no you can't there's no internet right now at all go ahead which ones um the very last one it says presentation on districts environmental sustainability initiatives do we have those I have no idea we do we do in all of the like in the buildings because all the new buildings were required to have environmental State sustainability but yeah that's why you have half the plugs are um motion detector do we have Recycling and all of our building stuff like that it's not bad if it stays but but yeah okay oh

I I like Crossing things we've been out there what was the other one you highlighted there districts diversity equity and inclusion efforts yeah so that's believe it or not that's that training and the piece required yeah that's the training we did those first days of school well there's that the also the the support Institute the government yeah if we don't I I'm pretty sure that is required okay well I think so that's we would that's how it would come out it would come out for auto spending okay I don't know that it's like yeah yeah and so then that's later yeah I know but uh yeah so I don't I think would come out in something like that an audit finder yeah what was the other one it was two videos one was like yeah

like 30 minutes oh you could like come back it was mine and I watched it yeah you just kill it in like an hour and a half there was two that were required but I can't remember I'll get I'll find that out one was public records one was something else probably yeah I forgot about that ready yes okay you ready because we didn't do this okay okay we're gonna do this thank you are you aren't you doing the board policy piece sorry but this is yes of course I can't read the policy but because we can't open it can you get the policy open that he's going to talk about yeah can you get it open can you get do you have it I have it on paper okay would you want to share there

you go the paper because we can't open it now yeah so here's here's the issue is that policy talks about preparing monthly Financial reports and they refer to what's called a budget status report and then that's what this report is and this is just an example and you probably see this every month right um you should see this every month okay thank you and I know that this has been presented and then there's been another report and we can talk about different reports if you want if you recall and I didn't bring a copy of that but it has like the budget and then each month you know the revenue or expenses for each month of course you know with the percentage of the color-coded yes I think I like that one is that because

it's helpful to see by month where our income's coming where it's going and where it's coming I don't know if it's say but when I was in this position it was like the previous year yes it compared the previous year just so you can kind of go back and forth those numbers tight to these numbers it's just another way of looking at the same a little easier the same information yeah I do think it's you know having the policy to do give us this is nice but probably first to a handle um and he doesn't laugh a new changes in fund balance but that's what this form does oops gives it the end is that me okay if the at the bottom down here um there you go so it actually shows so I'm sorry

that First Column is is the month the third one is the year today starting from September so um and you know that's basically the income statement if you're right there's also the balance sheet which has cash on the treasurer has accounts receivable all those kind of things um we're also required to reconcile that our records to the counties and so we want that in policy and so that I think was in the policy too so we're we're one statement of financial condition right but doesn't it also say that you know we're gonna right here with the superintendent we'll reconcile ending that cash and investment revenue is an expenses are parted by the county treasure with the requirements for all funds okay so that's the balance sheet piece it's part of the budget sales report superintendent

will provide each director with a brief written explanation of any significant deviation in revenue or expenditure projections that may affect the financial status of the district and sometimes um that color-coded sheet down at the bottom I'd have some notes yeah you know saying well you know the prepaid you know extracurricular salaries in September and January or something so February or whatever it would be less you know it's anything significant of course that's a judgment call in our What's significant but anything of uh we should be able to answer anything that you ask really but then significant would be something and so on this part then Craig and I worked together with fiscal month so the September um month one of the fiscal year dependent upon the closing of the prior fiscal year so let me

just talk about that timing for a minute okay because that's that's kind of a piece um the the annual report is called an F1 resistance is what date calls it and to submit to the ESD our f-196 okay they then have a week to review it and so November 2nd is the final day for the ESD to review and return back to the district if any revisions are required it's you know it's it's not right you know 20 000 foot analysis of the financials and see if there's maybe something this out of whack and then November 9th is our due date to have the certification page sent to ospi so it's it's kind of a long process um uh but there is you know maybe a week or so so that's that's basically the August

report right and there's there's you know grants that we accrue right they they're paid in August but we pay the money in August but we ask for it back in September sometimes even in October to finalize the grants um so the piece that's a little difficult is that we haven't closed the year out to move forward to September yet you know what I'm saying we can have the revenue and expenses for September but the reconciling with the county and all that kind of stuff can't happen until the year it happens here is done so we're kind of a few months in arrears you know typically the financials we could we could you know six Thanksgiving time anyway but we could probably by the end of the second board meeting in November have our annual report

ready right so I would maybe say maybe maybe September and October maybe adjust those just slightly we have October down as December yeah because if we do September like you know maybe the the first weekend or maybe in December maybe as you see what I'm saying we do the year end maybe the second what right meeting in November we can adjust this so what our goal was is to never have what happened with that before again happen again but once we get going I mean you know we just want there to be a guideline tool to and a list of what's to be presented in the time frames that are supposed to be presented and so it was hard for us what he's basically saying is it was hard for us to pick a date

for September and October um once you do the first month of the fiscal year whenever you do it the next one can happen really quickly pretty quickly and then you should buy for example when you see March you should be able to do March the first meeting in May those are all very reasonable expectations and that's what I want you know what's reasonable and I thought that that and we can always do it before because we really can't do it after if it's in policy okay I like that so that was that was the only issue is September and October might be a little so we would rather we would so we'd rather have it in policy and have it too far out and present it sooner and then have to exception and make it

public that we aren't ready oops we missed the deadline yeah so we'd rather have that and then come up with the way we just need to have it for accountability measures for the for the business manager for the district and everybody that we those are hopefully good reports that are useful for you we want to make this stuff understandable and useful I mean that's the whole purpose you know it's not we don't want to make this a surprise for anybody yeah I like those so um it helps yeah yeah it's yeah they're super easy to read this is easy to read too but I think you get more more out of those other sheets yeah yeah and what to expect right going on to the next couple months before we see those financials and I

always like the comparison I mean like for example this year 20 or you know 22 23 we're gonna have you know six million dollars of Esther money right we're not going to have that for 23.24 but you'll be able to see okay you don't have any you know our budget is you know million dollars instead of six million so whatever so it's uh we just want to make the information useful to the board and then we want to have something in writing that we can just so we can say you know it's not going to be oh you're not willing to get around here I'm busy on other things well this is a priority no I guess that's okay so we we would like um to bring something to the next board meeting um we

are going to double triple check the September line to make sure that we're not pigeon hauling us into something that's that's not reasonable that's not reasonable but what you will see at the at the first reading at the next board meeting would be something very close to what you're seeing we just have to work on the September month is that okay with you I think that's reasonable and okay the only piece I didn't realize was in the policy about the public records discuss that you can I mean it just sounds like that I love is it monthly um depends we're supposed to present any number of public records requests and kind of where we are and that kind of stuff so and that's kind of what we've tried to do in my superintendent's report but

I think we want to make it a formal you know how you have a consented like a consent not a it's not a consented gentleman but a formal piece lying on the butt uh on the agenda yes I'm getting rummy it will just say um kind of how you say do we have any public comments tonight it will say public records request for September 2020 zero one obtained one submit you know that kind of thing it won't really have any discussion Detail no detail and no yes or you know one in process one completed whatever so it'll be more like I think of just a little table that said received in September zero or one in process one whatever yeah I mean policy must be we'd like to have be helpful great good job thank

you yep any other comments questions concerns with with that uh future meetings we have a regular board meeting September 27th right here in the library workroom at 6 00 PM um and we will probably need to reevaluate the items we missed today yep Ben Franklin safe routes [Music] with that this means adjourned thank you
