001okay um stand up and say the Pledge of Allegiance for all and we'll call the meeting to order I am going to ask with the agenda that we moved from the consent items Item B that will make that action item J K L that'll be action item l there are a motion to approve the agenda I make a motion to approve the agenda as revised second all in favor okay we have approval of an exception resignation letter from board president Andy Howard is there a motion to approve so move second I'll second all in favor bye Communications there is a letter from the Mabton School District yes superintendent Medical School Board I just wanted to reach out to break about one of your music educators his band students and to say thank you on March
00227th the mapton school district hosted a lower Valley High School band Festival the event was planned is a collaborative effort by our local music teachers I don't know I don't know the exact number of years but I estimate that this event has been happening in one form or another for around 50 years Mr Dan Norris brought his high school student musicians through the event I'm happy to report to you that every student and your teacher absolutely sparkled their musicianship professionalism and positive attitude reflects positively on your district and community thank you from the bottom of my heart for supporting music in your in your schools and for allowing your students and teacher to participate in the Festival this year sincerely Joseph R cassiaja superintendent of napkins School District kudos to Mr Norris that he's not
003here with kid platform that would be nice we probably clap out of tempo so let's not okay protocol for addressing the board we're happy that everybody is here tonight anyone may present the concern to the board during the time reserve for hearing public comment if this is the case we ask that you prior to start of the meeting sign in note the topic you intend to address to the board come to the microphone state your name and please spell your first and last name do not reflect adversely on the political or economic view ethnic background character or motives of any individual do keep your comments concise and I'm going to add be a good neighbor we all live here and be a good example for their kids in our community and we'll alternate between in
004person and zoom and we'll start with in person they're a list thank you for mentioning that well maybe Rick Adams r-i-c-a-a-d-a-m-s so I'm going to address the issue there of the maintenance supervisor position highly concerned about that one it is hard to replace a guy like Dave shell that knows every building and everything every pipe and wire and uh fixture and without throughout the district but at some time everybody retires and you try to replace them and I'm sure that someone on the board or Administration contacted legal counsel to check to see if the way this was handled is even legal I'm sure that called Iraqi Wallace is retired right Rocky Jackson Rocky Jackson I mean Rocky Jackson he's an old guy like me as well but anyhow I assume that the advice that he
005gave gave you was that it was legal and you probably questionable or you wouldn't have had to contact the attorney in the first place if you didn't think it was questionable if they did advise you that it was legal then they probably said yes but it might not appear very well it appears to me that there's a conflict of interest that this whole thing you've got the the cart before the pony the resignation should have occurred months ago then an application in screening an interview in that process normally the way we've done things so it might have been legal but it looks highly unethical and it looks immoral if there if it isn't a conflict of interest there's the appearance of a conflict of interest that's where it appears to me that there is appearance
006of conflict of interest even if it's illegal so if the intention is to regain the trust and support of this community a move like this does just the opposite thank you that's really all I have to say thank you is there anybody on Zoom that would like to speak next on the list is Monica near meyermeier uh Monica Niemeyer m-o-n-i-c-a n like I don't know and like Nancy I like i-e-m-e-y-e-r um and Rick thank you um I think a lot of us have a lot of questions and unfortunately sadly disappointingly it is the habit for our questions to be ignored it is even the habit of our rights to have those actions stated in a forum to be ignored and unheard so I'm going to take the next course of action that we can do
007I have a public records request I actually have three and I want to read it to everyone else and I'll post it because quite frankly I don't know if you guys will and I am sorry about that for school years 2018-29 19 2019 teen through 2020 2020 through 2021 21-2022 and through this current school year of 2022 to April 2012 2023. how many times has a superintendent a school board member or the school board intervened in and taken charge of the hiring process of staff what were the reasons they gave to support this action what information did the district council give for supporting their action were other governing bodies reached out I'm sorry were other governing bodies reached out and if so who were they and what were their responses what were the staff positions
008that the superintendent school board member or School Board intervened in and who was the candidate recommended to be hired electronic copies requested to be mailed to the address reference above for school years 2018 through 2019 2019 through 2020 2020-2021 2021 through 2022 and the current school year of 2022 through April 12 2023 how many times has the Prosser School District been in litigation who are the attorneys that represented the district who were the attorneys or individuals that received the settlement what were the voucher numbers associated with payments to the attorneys and what were the voucher numbers associated with those settlements electronic copies to be emailed to the address referenced above for school year 2021 2022 and 2022 through April 12 2023 the agreements held with for-profit and non-profit entities for the use of our district
009facilities the list of for-profit and non-profit entities not charged for the use of facilities the facilities they are using for free the length of time the facility rented the length of time the facility was rented which facility was it the school board minutes granting the use of free granting the free use of the district facilities and the policy on how rental rental fees are charged and the insurance requirements for the use of these facilities electronic copies to be emailed to the address referenced above thank God you're welcome is there anybody else that would like to come a video on Zoom that would like to comment okay if you mean Lord guest my name is Jared sessler I live here in Prosser uh sent a letter from a group of folks from the community uh to
010each of you this last week in regards to sex education I'll just start with saying um most of us aren't comfortable with this topic probably almost all of us in this room uh unless uh you are possibly a health professional or something like that um or you're somebody that we probably want to stay away from our kids so uh so that said um in this context we really have just one enemy and that is uh those that are our culture at least recently has come to call groomers or uh you know a lot of people that seem to make policies in Olympia that we don't agree with uh that want to force some of this stuff down our kids throats that frankly has no place in our Public School System uh and we do have
011some of those people right here in Prosser unfortunately uh so first of all let me just say that um have all of you had a chance to read the letter yeah anybody hasn't I I'm not I wasn't planning on reading the letter tonight but I'm going to go over the questions real quick just so they're clear um the biggest thing is and I've gotten a couple of calls here the last few days in regards to this uh and some people not all when they first read the letter they kind of felt like this might be coming from a place of adversary or adversarial to the board and I want you to feel that is absolutely not the case it is absolutely the opposite of the case the group of people in the in the Prosser
012citizens that are behind this myself included are merely standing behind you wanting to support you and to make sure that we make good decisions for our kids um and I'll also openly say that because you're in a position that's elected that this is could be easily considered a bit of overreach on our part and I'll admit that it might it might be I'd say it probably is if I was sitting in your seat I'd say hey you elected me to make these decisions you probably should just leave us alone and you know let us make these decisions I get that uh this one's important enough that I I think there's too many of us that that aren't okay with that and it's not that we don't trust you it's that we want to support you
013we want to make sure that the solution that we end up with for our kids for our students and also understanding what's going on in the schools today is important important enough for us to go on offense and say you know what rather than just waiting until a decision is made that maybe a lot of us don't agree with or don't like again because I we all know you're getting a lot of pressure from OSBI for policies that we may not agree with out of Olympia whether it's from our state legislature or Chris reichdal and his group um we would rather be on offense and be able to start asking questions and make sure we have a chance to be a part of the process to support you and to support your decision so that
014we don't have a room full of people who are upset at you in a few months when you make a decision but that when you make a decision it's it's applauded and the next school board meeting is empty you go about your business and and we move on right that's what that's what I would prefer and I think all the parents and and grandparents and family members of students in Prosser would agree uh so there's two ways you can respond uh we have a list of five questions that I'll go through real quick but you can publicly and clearly answer the questions that's all we're really asking for at this point um or or you can bristle at the show of support and I think if you're bristle at it and you ignore it you
015certainly have that that option um then it doesn't become it doesn't it's probably not going to end up feeling like we have a supportive in a in a collaborative environment for our children um all of us have given you the authority because we think that you can make the best decision for our kids but as I mentioned we want to get in front of it um then make sure that you know we we end up with a win-win situation and I also know that each of you could answer these five questions probably immediately maybe right now uh but I don't think in my in in this group of people behind this we have uh pages of signatures here from the community that will that I'll give you tonight um don't think that each of you
016would probably answer the questions the same and there's a lot of people in the community that don't know the answers to the questions or the details myself included and so that's the reason why we're asking for it so the first question is is what are the students in Prosper schools being taught in regards to sexual reproductive or related educational currently please provide the details for that so so our desire for these is that we just get I guess it could be a recorded discussion but maybe a written response some some form of public response to each of these five questions that's that's all that's all we're asking and then we'll take that and we'll uh we'll try to be helpful as we move forward to make sure that you know we're headed in good Direction
017with this so the first question is what's happening in our schools today what's going on what are our kids being taught what is the what is the approved curriculum for this and uh um you know what does that look like the second question has to do with uh teachers teacher and staff in terms of their ability to uh to go outside of the bounds which we've seen lots of around the country if you're paying attention which I'm sure you all are uh you know we have a lot of weird things going on in classrooms that that are not approved um so our teachers and staff clearly instructed not to self-script or ad-lib in the topics of sexual education gender ideology and related topics in their capacity as an employee or District employee it's a very
018clear question I would think that would be one that you would really feel is supportive for your role because I would think as a school board member an elected person that's responsible working with um Matt and his role to lead the district uh would be that you would want your decisions to be upheld that you would want to know that the things that you're deciding as an elected member of this board are being followed by the employees of the district um I know as as a parent I can speak for practically all the parents in Prosser that we do not want parent we do not want teachers or employees to go off script we're struggling with getting our arms around the the nasty disgusting nature of many of the things that we're having to to
019to uh uh to accept uh as a result of the leadership in the state and to go beyond that with uh with additional is just too much and so we want to we want to nail that down do you have a policy that that requires your teachers to follow uh the curriculum that is is laid out number three are there plans in the works to review or approve any additional sexual education or related curriculum uh and then what is that we know there is we know that there's been a group of community members that reviewed Flash and maybe some other stuff uh there may be some things going on now we don't we don't know for sure but we want to know what's what's going on and what are the plans what are the options
020additionally number four what will the board strongly consider the use of of sexual education curriculum that meets the state requirements uh that is developed locally by by a group of us uh and that is already underway um and number five uh will the board commit today this is probably one of the most important this is just a communication request will the board commit today to allow a community review period of appropriate length before approving any sexual education curriculum and I'm telling you that if you answer yes to that one as a starting point that I think that it will drastically reduce the stress level of many people within the Prosser Community because they'll know like okay we can have we can we we just want to be able to review what is going to be
021put in front of our kids before it before it actually happens so um with that I'll I'll leave you with a copy of the letter and all the signature pages and if you have any questions I'd be happy to answer those good thank you thank you [Music] go ahead and I can actually answer all the questions um students are being taught sexual health and productive so first of all is this this is recorded right so we can pull it up later yep okay and and would is the board gonna say that we're going to go ahead and go through this right now and this is going to be your official response well it can yeah I would say initially public comment is to hear comment not necessarily respond okay uh boards have boards have power
022in a collective sense so they are a governing body and governing entity I understand so each individual board member may have their own separate opinion and that's really where the majority rules when we start talking about in you know decision making that understood right um so where Deanna has you know kind of can provide some information and I you know we do have a long agenda ahead of us in in so we might not want to get into the weeds um she can provide that information at some point in time um that may not reflect the board's stance and decision though recommendations we do have uh an outline of how a process is taken forward but at the end of the day a recommendation is made to the governing body and the governing body will
023choose to accept or reject and perhaps you know give more guidance on what they would like to see have happen um so I I would say that is kind of an initial answer um if we went through each of the questions with each individual board member I think it would take a long time and I hate to try and put them on the spot tonight and yeah give me a concrete answer and commit to it understand really even listening to their constituents about something like that I can say though for number five if I I I'm happy to write responses because a lot of these questions some of these questions are about when's the board would necessarily be able to answer readily because they're not doing day-to-day instruction in classrooms but our policy requires Community
024review before we adopt before we even bring it to the board for adoption so that happens no matter what regardless of any curriculum that we would we would review okay is that is is it also documented what the time frame is for the community review policy does not dictate the timeline in the past we've usually had open reviews we have to advertise we advertise in the newspaper put information out that normally we've done that for two to three weeks in the past it can be longer but it should be a reasonable amount of time it doesn't really slow down the process it could be a month or four weeks or whatever but that's required by policy okay and uh in this particular case uh I know that there has been a request to review some
025of the information and that's been denied because it wasn't accessible unless we came to the school or accessed some special software that was only available at the school or something like that so you know that's a that's a particular concern I would also ask the board to consider a much longer period of time to make sure that we can adequately give time to the public to review whatever might be considered under under this to review [Music] right now our our teachers our educators are developing basically a processor curriculum because they also struggled with commercial curriculums so our committees can continuing to meet we're meeting next week so ready very soon we do want Community input and this has been kind of a controversial issue you know if we even go back to Dr Waite in
0262000s curriculum at the time and so um it you know it always has been a big discussion within communities um yeah smaller communities larger communities um I mean Spokane School District went through an adoption a few years ago and um in Spokane they said they you know the curriculum they chose they weren't gonna go for it so we do want to engage in dialogue we've been as open and transparent as we can with that decision-making process and we'll continue to be okay so there is a a de facto subcommittee that has been put together that is working on a curriculum that includes District employees currently Indiana parents administrators and some of our health professionals okay that's good to know I mean was that decided in a in a public says year and during the in
027the summer and then asked anybody who is interested in being in the on the committee and we sent emails to all the parents and this is the committee that volunteered yeah so and I understand that but I my my questioning really is the wave of that effort sort of died months ago it died it ended the momentum from that wave and so it sounds like there's a new wave that has begun and it doesn't include all the same people nor were invitations made publicly to well I know people that were in that group that are not on the group that you're talking about currently so not an invitation this week and it's to the whole group so I they would have to come to me if I miss somebody that's expectation for my last reading
028so I don't know who that would be okay well there is a group of us including health professionals that is developing a curriculum and none of us are employees of the school district or members of the board we just care about our kids and we want to make sure that the the education in this category that they get is um appropriate for frankly coming from some of us who feel like this topic shouldn't even be broached in public school so it is going to be a very very conservative result but I think it'll cover the legal responsibilities that we have and and I've spoken with all of you in front of this board in the past about you know how different ways in which we could respond to Olympia in terms of their onerous requirements
029in this in this area thank you I think further questions for us and she and she's happy to answer them okay thank you so so we still will anticipate some kind of a response to the five questions and I guess that'll be I I think you can email board members individually or set up an activity uh as far as you know I I'm very careful about not speaking for um my board members because you know they were elected by their you know by groups of constitutions by the community and so I think the best way to approach that is to work with them and and give their thoughts and feelings on it well that the problem with that is is that that puts um that puts a lot of responsibility on those of us who
030are simply trying to get information from an elected board and so what what we're looking for is an answer from the board and these particular items which a lot of these are objective they're not subjective you know some of the board members May disagree on whether on the length of period that we should give to the public to review a particular curriculum but that should be a fairly easy decision like okay we're going to give the public at least X number of days you know that that shouldn't take a long time either in a public or executive session telling the public what is actually happening what is approved in our curriculum now should be a fairly easy answer that that maybe Deanna maybe somebody else could provide um you know telling us whether or not
031you have a policy that allows our our employees to go off script you know um is that a policy is it not I would strongly encourage you to consider writing one or I'll write one for you uh that yeah back and forth other community members that both gonna have this kind of dialogue I I agree with an important issue though it is very important so this is this is what we're going to do Mr sessler had a great opportunity to speak and we've heard you we appreciate your comments and let's remember we're gonna get along exactly but for this meeting we're all members is there anyone else who would like to make a public comment thank you Mr sessler for your time thank you appreciate you move on thank you thank you is there a
032motion to approve the revised consent items age B and D I'll make a motion to approve the revised consent items as prepared I'll second all in favor action items out of state travel requests HOSA really who's here to speak for action item a um Ryan gave up his feet okay I'm on I'm online there's Mrs Lopez hello um so we had five students qualify for International Conference for HOSA which is amazing because this is the first time we sent kids to State and to bring five to Internationals is just awesome um so I have five students that are hoping to go and Internationals takes place in Dallas Texas um and it is from June 20th through the 25th and um originally I think when I typed that up it was it was just going to
033be me as the advisor but after speaking um with Rick he said that it would be best if we also sent another adult um so I'm working on um getting another adult to come with me as a second um just so that we have two of us but yeah any questions sounds like a great opportunity a move to a fruit out of Street travel for the HOSA conference all in favor aye will plan it's Mr little Red's here to speak it doesn't sound like is he online nope is there a motion or discussion I'll make the most when we okay the conference [Music] is there a second I'll second it all in favor aye position taxes item C out of state travel requests for boys basketball I'll make a motion through Seattle State travel requests
034for boys basketball second great all in favor I do have a a question on this though sure um how how is this funded here go ahead Casey if you're here okay sorry thank you Mr Bailey you're welcome I'll let you take it good timing for me I just hopped on um this is funded out of boys basketball program they did all the fundraising for it so we'll cost the district nothing favor bye bye item D Boys and Girls Club League Mr Ace how you doing good all right you start it's your fun so so um as many of you know I've been working with um Brian H does he know the Ben Franklin for some time on establishing a lease and um it's been hours and hours of time and so we finally arrived at
035something that we feel comfortable uh with presenting to the board and we feel like meets all the legal obligations we're asking tonight that the board uh consider moving directly to passing it through uh tabling or uh first and second rating of it um and so uh yeah yeah I feel comfortable with recommending it to the board um and if there are any questions we would entertain that at this time yes but I still have problems with cancer [Music] student meaning for the boys with girls playing so still the percentages okay I just wondered that now so just as a response this would have this was one of those um deal makers or deal breakers um from the boys and girls club and so um the district did consider that the hope is that we never
036have to exercise a recapture Clause that that are um this agreement is in place until it expires um and so it you know there there will be consideration if the district chooses to exercise recapture Clauses the recapture Clause however I think that there are also other Alternatives like buying Portables um and looking at some of our land that hasn't been developed uh is alternatives to exercising that recapture clause and so it was put under there as kind of a worst case scenario um we want the boys and girls club to always have a roof over their head and hopefully it's on Prosper School District property and we can really leverage our resources um but that you know there there was some understanding there that um the contract is under the worst case scenarios it scenario
037if the boys and girls club ever said hey we have other donors and we're not going to exercise this there there could possibly be agreements there and so but uh this was this was developed under kind of those with that understanding that there would be potentially a new CEO and new superintendent new board members working through a complex issue I think a couple more pieces that I'd love to add to that I think I appreciate that perspective I do this is a unique situation um when you're looking at the level of private investment from Community donors um into a public facility there's a need to protect that investment for the purpose it is intended for but this still does give the district freedom and I think a really important piece that we added back well
038I'm gonna get my dates wrong so forgive me I think it might have been June or July when we first uh presented on this issue was the addition of section 29b for that emergency use piece which really gives some great protection to the district that if something unanticipated does occur uh it provides use of that space for instruction of kids and I think that's a critical component that alleviates some of those concerns as well my my concern was that you're protecting your donors we're supposed to protect yes and I I appreciate that I with all the time spent in on this I think this is a win-win but I understand your perspective um and I think the benefiting Agency for this is very much the Youth of Prosser well I would have to say I
039you know I I kind of agree with um Genie however I think the Boys and Girls Club what they do with our youth probably outweighs some of that um so um I moved to approve the Boys and Girls Club lease agreement and I could second that all in favor aye aye aye Genie all opposed no I would just like to go on record stating that I oppose it because of the percentage please okay motion passes thank you for all the time spent on this school board I know this has been a big deal and administration thank you it helped um we are in the quiet phase of the campaign it has not been very quiet the last six months but uh look for some exciting announcements coming soon to a media Outlet near you it
040should be fun thank you thanks Brian thank you thank you Brian Transportation item e transportation department service vehicle replacement Amy you might need to get double doors yeah that's a good idea like safe okay I called you any but you're Ami Ami Amy whatever I answer to both um so I have excess funding uh since we've really been budgeting really well and ospi gave us additional funding out of their budget this year and we're estimating like 300 000. so I was looking at vehicle Replacements to add to our Fleet to make it easier so I would like to get the mechanics to shop truck to replace the white one that's been sitting in maintenance for three years it doesn't start it needs over two thousand dollars worth of parts that won't include any labor or
041anything else that they find um it's a beast the seats are ripped up it's a stick it does not like snow so I would like to get them this new truck and then that way I can also have my truck and not have to share with them because they take my truck all day long too for part run and stuff and so I worked with about six different um local dealerships the ones attached in the report are the only ones that actually would give me a quote on paper um so I'm recommending with Sunnyside spec they gave us the best deal on the truck that is enough strength to pull a bus so it'll help us keep things nice and easy and lower our costs with tow trucks too as well so um I have
042a couple questions sure um so is this going to have a service box on it or is this just gonna be a regular bed uh it's a regular bed truck but they will put the lockable service in the back because that it'll hold um I got him an electric instead of an air compressor they have electric one so that way we can take it out because theft and everything and keep it locked up in the building with that it's looking at the trim um I know Vehicles aren't cheap but yeah um this looks like unless I read it wrong that this is an LT trim is there a reason why we went to LT instead of the fleet standard because the fleet standard is all sold out okay we I looked at State bid contract
043and they will not have any more vehicles for State bid that fit this they have small electric three five person cars that's it um the funding that we have available is for this display your own yes so you can't order correct in order to use and if I don't use those funds I have to pay them back next year yeah so it's kind of a use it or lose it twice the more you get yes and apparently I don't spend enough money so with that being said my truck too will be able to use to pull the music trailer um if sports like football wants to take the trailer they'll be able to use my truck as well the current one that I have because the red old 87 Ford or whatever has a blown
044engine so it'll also put a newer truck out with sports or band um pulling trailers that way I don't have to worry about not having any 4x4 vehicle when it's snowing and I'm out checking roads available I I did check State bid there's no trucks available they won't even come out with the new state bid until September that which is too late for us um how many vehicles within our Fleet need to be replaced have what how many how many vehicles within our Fleet heavily replaced do we need to replace oh um quite a few actually and that was my plan slowly one by one um so I came up with the shop truck is the first most important because I feel we need to be able to have a vehicle that can go tow
045a bus or get it off the road out of the way by five feet or whatever it needs to go and then I was going to work on replacing the mail vehicle which is razel Trailblazer and if I can replace that with a small three to five person vehicle then I was going to gift that vehicle to the special needs Department here at the high school and get rid of the Red Band it is a smaller vehicle but I've talked to Miss Hall and Miss ESO and they will make it work because it's newer um for them and then I would like to add an additional eight five or eight person vehicle into the fleet to help cover some of the coaches or the teachers to go out and that would also kind of be
046a dual purpose vehicle as well for me to use all day long to go pick up kids or go I think a Suburban or an explorer yeah we approved for our seat travel for the basketball team and it said to the two vans so what two bands did they use correct we have a suburban and Expedition they both hold eight total so seven passengers and one driver are there any other questions is there a motion I'll make a motion to approve the Transportation uh service vehicle replacement as presented they're second oh second all in favor aye aye aye aye motion carries item that Dean during and Associate thank you thank you only consultant service agreement Sydney here discuss that I think she's online um I'm here this is specific to comply with an IEP um
047within the district and so um so yeah that's all I have to say Cindy do you do you want anything everything in the online you want to share um no but if if you have further questions I'd be happy to answer but since it's involving a specific child we would need to um do that in a closed session we've done we've used um consultants in the past to try and find um the programs that some students need that we're not able to meet within the district so that's all I have and it's a training for the teachers to help the student is that right some of it is um training and some of it is the majority of it is looking for a um uh a placement for this child but there is training involved
048until we can find the placement do we have we used them before in other instances or if we used another vendor I guess we we have not um used them before the reason we're using this particular person is they um this particular agency is they have um a well-known track record of expertise in this particular area and um come highly recommended foreign either been myself or the um acting special ed director prior to me looking for placements so another quick question is it looks like there's a total due of uh fourteen thousand and change but do we have is this going to be an ongoing expense um once this contract's approved it looks like they'll Bill separately uh 350 an hour for any advanced work so is this going to be a continual process or
049just a one-time expense we're anticipating a one-time expense on this okay thank you what was the answer to that one time okay there you go well I moved to approve the uh cons when I know where I lost my spot the consultation agreement with Dean doring and Associates in favor hi motion carries thank you for your support we appreciate it thank you you're welcome item G vouchers and payroll is there a motion to approve vouchers and payroll online is there a second a second are there any questions I have one uh 907-187 [Music] is for ESD 123. um it's a little over 7 000 and then the summary um if I can find it um it says [Music] 907-187 187 yeah sorry so it says substance abuse and prevention so my question is is what
050what did we get or what are what are we getting for seven thousand dollars that works here at the high school that does drug and alcohol intervention as assessments for students have been identified with drug and alcohol issues counseling and follow-up Services we've had we've had an intervention preventionist is what they're called for years so that's what that person is by paying a probably their whatever their conference rate is for him well with all these new details we're getting in vouchers like it just makes I found that all kinds of new stuff so how often are they here every day every day yeah and to pull like a full-time position and we're only paying seven thousand dollars for that that's probably it depends on how the bill list I I don't I don't know the
051okay power bill but it's a person that's here during the school year okay very good thank you for that no that's fine thank you though all in favor of approving vouchers in payroll bye item H Grand Canyon University student teaching affiliation agreement we have a lot of student teaching agreements um I I have another one that'll come that's from a school I I've never even heard of um they're asking to place a counseling intern here out there out of Denver so we need to have these in place because it covers who does lives the risk what insurance is required and all those things so we can't have those in place for any time we have student teachers of any any University I do have a comment on this one yeah my two oldest brand children
052graduated last year from Grand Canyon University it's a great school it's um um they offer wonderful scholarships they don't have state tuition it is a Christian College um and it's it's just a great school I went down and visited I was in class and I'm glad I think they made the nc2 yeah um I do have a question on in the contract um which I didn't highlight it but it talked about when they place a student teacher here they talked about that that student has a background check done submitted to Grand Canyon University do we do additional background checks to follow okay so watch ful background check in most Grand Canyon University students we have our students that are taking in programs online they're not normally in have to actually okay that was my question
053if that was ours yeah everybody has to have a background check thank you I'll go ahead and make a motion to approve the Grand Canyon University student teaching affiliation agreement all in favor item I Agile Mind license agreement the last reminder is the mathematics program that we use at Prosser High School and it is um just like her personal smart person which has an online component there is an expense to it we have for the last six or seven years had almost all this paid for by a grant but it's expired so now we're gonna have to pay for it but we've gotten a lot out of this over the last many years so it's just their agreement to provide the services before the teachers provide this also covers like all the cost of the
054student books and the student licenses and all of that I had a question so this is through now until June 2024 so it'll cover the next school year yes and talks about the high school but the middle school kids can still come over and take algebra one we're actually working on a plan to offer algebra one at the middle school next fall that is wonderful now I have a question about math about the math contract so it says that there's an assessment for 680 students but when I add it up the algebra 1 200 students geometry 150 students geometry toolkit license and Algebra 2 250 it was 750 students I'm sure the map company did right now the company did do this um and actually we had them adjusted several times because they're they kind
055of overestimated with with things but what happens is the 680 is probably a reasonable amount for our really it's freshman sophomores and juniors because if they take um if they take any of our college and high school courses that's and that is that isn't part of this curriculum but we overestimate on the courses just to make sure we have course materials in case a student shows up that needs that course and those course materials can be used from year to year so that's why there's more but the number of students is probably a more accurate reflection of how many we are really in the course so we just get extra materials in case 10 15 extra materials for per course so we have them because the 680 licenses we might have 10 students leave and
05610 students come we don't need to get 20 licenses but we don't usually give them used material and then the eight full day advisor services so we we have a coach that comes we have no coaching at the middle school high school Chris Linda has been working with our teachers and with our principals since we had this curriculum so she she really does she does a lot for us so we don't have any coaching I would like to keep her she really does help them and help them with their assessment and keep making sure that they're using the curriculum the weights intended any other questions was this a was this budgeted for the school year well it's for next year so we're paying for it in their school year Grant paid for it oh okay
057so the grant pays through it I didn't quite get what catch what you said at the beginning but I know we're using this at the high school yes I know we're trying to get where our curriculum kind of goes across schools is this or what do you call it alignment thank you um so we're doing this at the high school is this something we're going to do at the middle school as well to kind of so what would be likely because we've had after mine here at the high school for probably there's probably gonna be our seventh year they'll be coming up soon on a review so I will have to see if that we would continue with this if this is the best curriculum for us okay at the high school the middle schools
058and and about on the same timeline but they are using a different curriculum throughout the years if it's really good curriculum I mean it's nice for it all to be aligned it's nice because a lot of times you use certain words or languages so they have certain systems and the kids learn them and you don't have to relearn something different when you switch buildings but at the time the middle school you have to also try to try natural mind and ended up choosing illustrative but we're here in the next probably not next year but the year after would be a review and then we'd make a decision if we're gonna stay aligned to the elementary is actually reviewing their their first Elementary is reviewing their math next year first because we've had it longer okay
059thank you is there a motion did not go ahead and make motion to approve the edge of my license between it as presented all in favor um item J second reading of policy proceeded our 2030 service animals there's usually this weekend sometimes it's not always policy so hopefully we might be able to um well we can make some progresses maybe having a service animal in some of our buildings have people that have secretly told me well I haven't think about having you know having a service dog for the building or so that's been kind of cool I moved to approve second reading a policy and procedure 2030. I'll second that all in favor um item K res for 20 20 tvf enter fund loan this year um so rather than going out and taking a
060loan and paying someone else's interest and we can do it an inner fund loan and use our general fund to transfer money to the CBS fund to pay for the buses and then the TBF funds once they get the depreciation treatment in August would then pay back the general fund plus a little bit of Interest so that's all this actions for is using our own money to thank you 300 000 and the interest rate as of today is three we added we added it to the resolution that is 4.89 . and now provided by the county it has to be provided to J uh it's um written in or it's um Selena prepared an updated copy with us after okay is the updated copy here yeah I'm assuming you've got all the blanks are filled
061in that was one of my questions yeah I'll go ahead and second that uh resolution and then that's roll call correct resolution has a roll call about Genie yes Peggy yes Jason yes Elisa yes resolution passes thank you item number L classified personnel I'll make a motion to a proof classified personnel as percentage all in favor I will recuse myself motion passes discussion items draft emergency response plan so we have a draft of this for the board members experience good um and we have administrators here as well as one in fact I'll hand out both of them at the same time um so this is a work product hey thank you thank you so really the this is the first time um you're seeing this uh like I said it's been a work product our
062hope is to put this into parent and distribute both of these components our administrators have worked on as well as our Safety and Security team Michael Glenn anything bad no first of all it's just not done that's why we didn't want to it's that graph all over it it's not finished we're still advising still editing um two documents there's inconsistencies between the two of them that need to be um edited um you're just going to want to give you something that wasn't finished but um we understood there was a rush to get it to you so you have a draft um so don't make it with a little bit of a great assault but it's not done once we have it done we plan to get it to you thank you for your time on
063this I think it's timely I appreciate I know a lot of work has gone into that and I think as soon as we can get it done to each individual teacher we have a little bit of time at conferences and we're hoping to give the admin team together and there'll be like a quick reference and sheet that goes along with this right okay any other comments or questions this is great thank you good job be in a discussion item Safety and Security needs so as we look forward to budgeting um we're constantly reviewing this and trying to make sure our Safety and Security team has what they need um Glenn do you have anything you'd like to add here we're looking at the building administrator starting the training is done a completion team we've also
064have some equipment needs that we need to it needs to be addressed and we'll address that with Jason with the next Safety Committee I did have a Community member ask me if the teachers have received like the training I know they had the bat training in the past I don't know if that happens on an annual basis or when it'll happen again or if there's an updated training we've actually taught eight sessions of Gap this year okay we have one more uh full basic session and then one more refresher session was looking at coming in excuse me very good thank you we'll move to reports business manager reports annual accountability audit and they're looking at Title One emergency connective environmental speak and so we expect to have that wrapped up within the next month and
065by mid Bay check out the final report so um everything's moving along and then also we were able to get just for the community if everyone and archery was able to get um their donations set up online so if anyone wants to just make a donation for archery for their student who's going to State I believe a national National City National um but we were able to get that and I know they just didn't have enough time to set up a whole fundraiser and so if anyone would like to donate to them um and when is nationals I believe it's a team okay donate soon yeah but of course we want to support all of our students going to any State national um but that was just one one win um crossword School District it
066is so the same place that you can pay for like student fees or you know those things and you can set up a guest account if you don't have students are going one okay thank you it's a superintendent um the full playground items involving or are ordered so that is very exciting um Jesse said that she can sleep now um but worrying about playground um I am going to bring a request for out of state travel for a team for Jody and Michael's building we work Jody Michael both their buildings got some extra funding for school Improvement and they really want to work intensely on developing really strong PLC processors and looking at student data and using that to improve some performance so I'll bring that to the next regular well I might actually ask
067if I can bring it to the study session just because their conference is filling up and some of them are already closed and it's in beautiful Madison Wisconsin I don't look the picture looked good anyway there's other places we could have gone but we decided that Vegas in July wasn't a good idea anyway um so that's gonna come and then I had and planned on putting out a strategic a second strategic plan but then Matt asked me to bring it tonight I was planning on doing and I think an evening meeting of two hours is like the max we would need um to get our activities lined out because then it's going to be up to the district the administrators to do timeline who's people have all of those things so I was aiming for
068April 24th um that's a Monday but Wednesdays at least you know I don't know if Wednesday's better Athletics it's really hard because there's stuff going on every night but I think if we start at 6 30 I went like 6 30 to 8 30 we don't do dinner say everybody eat dinner because you're going to come we're going to get the work done um does the board have a preference I I can plan for either one it's not going to take as much planning as the last one because that was starting from zero and we have a lot of it already there um and we will probably do it just like we did it before just come in do a stand-up meeting in the middle and have the groups go where they went before we
069already you know so it it'll take some work but not like the last time so do you have a preference I know there's activities I don't know if there's a perfect night whether the days about 100 people that that 6 30 would get maybe past some of the youth activities do Sports even like you know maybe some of the high school activities I don't see any track meets or anything like that what dates were you looking at at the end the April 24th is a Monday because has that met my timeline that I told everybody we were going to follow but Wednesday May 3rd is just the next week and it's on Wednesday and we don't have a board meeting either of those days would work for me I mean I don't I don't know
070if you have a preference or you just want me to pay whatever you say so I told Matt I told everybody I was just gonna sit in the day and he's like no I want you to ask the board so here I am I'm asking you guys Mondays are great Saturdays are great Mondays are the least I'm at what I found at least for district stuff Monday's not the least amount of conflicts but there are conflicts okay yeah so 6 30. I'm fine with the 24th Monday I I mean I it would be it'll make it a little bit better as far as compressing time because there's a lot going on at the end of the year if we go into May that's I guess yeah okay I'm gonna plan on the 24th then and
071I will send that invitation up I think that's all for me superintendent's report okay um wait I skipped board member report board member reports so I put a staple right it is board members change the order yeah um I can go uh National Honor Society uh their induction is this Friday um uh Deanna has done a great job drafting on the Strategic plan and we're trying to be as transparent with that as we can on our district website um while we're on the subject of the website I do want to give a shout out to Salinas orange and who's really worked at updating the photos on our website and it um just as more student-centered and tells our story a little bit better so thank you Selena we are starting to work on looking for
072new student reps to the board um so our student reps have done a great job in advocating and we're hopeful that we'll find some find some more engaged students and then we're just starting to plan for next year budget Staffing all the planning that goes into that I guess one last component will be that um I'll be bringing we're working with a couple of our labor Partners to try and solidify bargained agreements as well as there will be some contract openers that we'll be working through but we will be bringing contracts for approval to the board in the next couple meetings so just want to give you a heads up I'll get those contracts you ahead of time so you'll be able to review and you'll be able to answer any questions so that's my
073report for tonight phone reports Genie oh okay I have a couple of things um the 24th I I have been invited to consolations class for a visit Michael and they arranged that it was great fun she's an English teacher and I might see a good one um I sat in on her first two classes uh seventh and eighth grade English and she introduced me both in the eighth grade class she says can you explain to the class with the school board does and so I gave him a little overview and I said something we might vote on would be last year we voted on new curriculum for the elementary school oh this kid says so do you have the power to make them stop serving fish sticks on Friday which I really got to pick
074out of it but it was fun then you're 27th I attended the art exhibition it was wonderful and last night I sat in on the first class of guiding good choices that's right puts on it's a very worthwhile program and I wish we could get more people interested in attending they try to teach people skills how to talk to your kids about drugs alcohol smoking vaping whatever and that's it great Peggy um received a a really nice communication from the Prosser School District Maintenance staff including Mike Kelly Cindy McLemore Terry McCombs Nathan Kernan Lionel Martinez and raila Desma saying that we at the maintenance department would like to support the hiring of Andy Howe for the maintenance supervisor we believe that he would make a great fit in our department and that he will work
075well with the entire School District staff and personnel and then I just wanted to add that um I've had the opportunity to work with Andy for nine years and on the board and it's been a real pleasure he's an honest man he has given um he's been totally devoted to the children and the staff of of the Prosser School District been very loyal to Prosser and um I think that uh uh I I will miss him at that level but I I believe that he is just an honest and caring man and he will continue to do a very good job for Prosser School District so I would just like to add that Jason so question um we'll need to reorganize is that at the next regular meeting yeah so there will be a there
076will be a break where we have a study session and Elisa will preside over that uh somebody can be a vice president and then we'll reorganize we'll get base you know he resigned uh Andy resigned and so we'll get that posted looking for a new director ASAP okay um and they establish a timelines about tonight can we say applications like out on the website tomorrow social media this is the area any all-interested Parties by April 30th and then schedule executive session meet and make that decision May 10th May 10th board meeting um yeah because we'll have to do interview we could do interviews on the 10th yeah ahead of the meeting or it's any time yeah an executive session and then make the decision on the 10th I'm good with that I'd rather do it
077get it going sooner rather than later yeah uh my next item um I'd like to I'm not sure where we are on this but I I think at some point we used to have a shared service agreement with the city of Prosser I don't know where that's at today but I would like to revisit that you know I think as part of a small community that it's important that we include all of our partners um you know that we can share resources you know intellectual stuff whatever you know facilities and I think it's important that we continue you know that we develop that relationship and make sure we utilize it to its full capacity a copy of their like Capital their Master planning that we've talked about so much thank you thank you what theirs
078looked like um so I'm gonna try to mimic that for the district so I think that'd be a great opportunity too so um they were fully transparent so this is what we do the coffee budget um I'd like to get up there too thank you um and I know I I think at our last meeting I I don't know if I nominated myself or was given the legislative side of it but um still working through that I I did look at all the positions from wasda and there is a pile of I don't even know how to get it off the internet there's so many so I might need help and I don't even know how to attack you know the position portion of it so that we can do it in a timely manner
079and go forward so any suggestions um a help I've read through a few but it's very daunting um so I would ask for help on that if there um and then lastly I'd like to just read I put some comments together I think uh you know we as a community I think at least you said it well that we're all neighbors and and friends that I think we need to treat each other as such so I'm just gonna read this and go from there um I think it's the goal of Prosser School District to hire the best candidates for every position it's not the rule of the board to decide who gets position but we are allowed and I strongly encourage that the board be a part of the interview process when dealing with directors
080principal principles highly visible positions and other management positions within Prosser School District the maintenance director is an important position in my opinion PSD Prosser school district has a large number of facilities and grounds and some have been neglected now and in the past we have four new or updated buildings and grounds that should be well taken care of and maintained so that they can stay that way and Steward the taxpayer dollars that we gave so my question is you know what happened to this community we are friends and neighbors and now some of those friends and neighbors can even give others a dignity that they deserve what happened to disagreeing with one another but at the end of the day still being cordial with one another it saddens me that the use of social media
081has become a platform for some to stand on their soapboxes and spew information that is false or misleading with no recourse I get that we all have a difference of opinion or Direction but as of late I think this community has turned on itself in addition it's not okay to affect someone's life and her livelihood just because you don't agree with them so what is the future of Prosser School District look like in our in our community and how will P.S cross her school district attract the best candidates for district positions all it takes is a quick search online and you can see some of the comments said on social media which are often hurtful and misleading you know I expect our community to hold us as elective leaders accountable but I I but we
082can do that and still give each other the dignity that we deserve as residents of prosper thank you did we ever pass an official calendar for next year is that still an outstanding item okay do we have a deadline for a timeline when we think we'll find out the official calendar for next year we were working on it during the last week yeah um and actually in the hands of pea right now and we'll we meet with them regularly so we see them again here next week I think and so they should come back with a responses is there any way going forward for like next year to have that come out sooner I see other districts posting theirs my example is is you know families that have to do shared parenting and parenting plans
083and trying to schedule that visitation and it just gets are it's hard for everyone the plan um I think that's certainly something we could talk to them about we we used to have a more firm calendar for a year ahead um we used to have that year plus the next year I think now we have it but it's so tentative on it um we'll work to bring something to the board yeah even into January for the next year I think would be great and the idea of two years I I have an aunt that teaches in iOS he always says we get two years at a time so if Iowa can you do it I think Prosser could do it um the other comment I was just gonna make um I am lucky that I
084get to sit on a couple different scholarships committees and it's I wish everybody could read these scholarships they're amazing they tell stories of Great accomplishments of our students in this community and some unbelievable circumstances that students overcome that is nothing you know short of like a lifetime movie and I feel like that that's contrite comparing it to that it's really incredible but every single essay I have read um has mentioned mental health every student from every background every walk alike and then they're they're resources that they're using and the need for more within the whole school district and I just wanted to share that with the community and with the group that is throughout the school is throughout our students they want more Mental Health Resources and I think we need to prioritize that I
085know in the strategic planning group the teachers I spoke with um talked about the desperate need for that um having a counselor available daily at all the schools having counselors available at the high school having more resources I know we have the new online referral program that works but and I and I know that Nationwide there's a shortage but I think and we have the dog we now have a dog coming in someone for the we do we have a second our social worker started vending that is good um and we have just recently so we have a you know Comprehensive Mental Health person that we used to have five days a week and then they basically kind of whittled it away and said we've known people well they've recently come back they have a
086new director and she said no seriously it'll take us some time to work back but she didn't even know that we were supposed to have five days a week like that information didn't get to her from the previous person so um we just met yesterday of the day before and so we're adding trying to add back Services mental health services to support that as well so yeah we need more I would like to um look at it or maybe a social worker for element that three elementaries would be great too and to help support families if we honestly well it you know the sooner we can help kids when our younger kids are very resilient they recover so if they have spent a long time suffering it just makes it harder and if we can
087address better and that's my report thank you thanks our next meeting is going to be a study session on April the 19th thank you meaning a drink thank you good job okay
