well the history moving forward pr or our um um rit staff that maybe that's something or somebody at the high school that can be trained that can do that but i would not i would not suggest expecting our current staff to do that work we agree 100 and and part of this and this discussion began four years ago when we were discussing the the building in general you know this is this has always been a topic uh that we knew would come up and it's about bridging that gap and trying to find a way to maintain uh the culture of our high school maintain the history of our high school and still work our way into 21st century and we feel like this is one of those bridges that could definitely do that we're kind

of excited about this um if this is the direction that the board wants to go because we can take yearbook photos we can take a number of different things and put them in there i am of the opinion um there were two things on the agenda there's the uh the composites for senior class and potentially yearbooks that could go into this um i would like to keep that separate from the wall of fame or from the wall of heroes i i feel that it would be important to uh to still have a wall of heroes um and uh we have a spot that that could suit that uh very easily um and so i i would just encourage us to keep those separate if we can look at them as two separate projects right there

is there's also class presidents within the library that those can be downloaded i think that you can do athletic or academic recognition of students who've gone on to pursue different things in different fields i would even say that one of the possibilities is that you could also do like teams of distinctions um and so we're we're distinguishing you know really great state championship type of teams and things like that um and who is on those teams and in their accolades or their win records and so um there there's just a lot that you can do with that type of technology and that tool absolutely i think you know before you see the building i know there's a lot of people in the community that haven't had the chance to go in the building yet we

hope to remedy that in august you know with tours and as we get those going um this next month but um it's easy to sit and think we can take everything over there but when you go in the building and realize how much windows actually there actually are you run out of space really quickly and so something like this could be a solution to that okay great i just want to go make sure that everyone knows we're not disposing of the i know that there was a problem in another district and that that is not something that's going to happen here in in prosser so andy yeah andy did you have something yeah i uh i looked at the options that matt has sent and i i think a wall mounted unit would be good

i would like to see everything from the beginning of time through 2020 put on the digital unit and then replaced at the old building yeah as they are currently and i think uh starting with the class of 21 you know er 22 excuse me um the first class to graduate from the new building a new picture goes on the wall and by the time it's full we'll need a new school anyway and then we'll deal with this problem 40 years from now so so the existing photo class photos after they're digitized put them back put them back in the building that both students attended and then with beginning with the class of 22 start with start fresh that they're they're digitized but they're also hanging on the wall hanging on the wall in the building

and start to start a start start a fresh tradition from day one in the new building and then as for the the hall of honor i would actually i personally i'd like to see it opened up to any alumni that was honorably discharged period i mean i don't know how many five six hundred people you know over the course of from town but even if it's just a small picture plaque something and and i mean we've got you know 50 years to put all this together so it's not like it needs to be done next week right that's what i'd like to see happen how did how do you feel uh mr bailey about the the um the idea of the class of 22's photo group photo be hung in the building um that um

and then all future classes that graduate from the new high school their class i haven't been exactly quiet about my opinion in regards to these pictures but the one thing that i do know is that our alumni feel very very passionate about keeping those our alumni and our current students feel very passionate about having that in the building and so i think this is a good idea it bridges that gap you know i don't think the alumni necessarily they want to see the new building but they don't have that tie to the new building and they will still have the opportunity to go to the old high school and view those pictures should they want to and reminisce and see both so this is this is a good bridge and there there will be times

and reasons i'm sure for you know people to go in and out of the old building especially with board meetings being there whatever but i mean literally over half this room has stopped at some point leaving one of the meetings from the library there and said oh that was you know my ex-girlfriend or that was my little sister or that was so-and-so's little brother or you know fill in the blank so you know what classes borrow them too for their class reunions to take them so they can have them and borrow them and bring them back yeah i think it's i think it's imperative that we i mean i'd like to see him digitized and and you know maybe maybe yeah you know when they scroll through so people can stop and look or maybe

hit hey i want to see 1957 or something and have it come up but i think once once we get to the new building the same tradition that was honored there needs to move so just my opinion but it's what i'd like to see happen mr lusk do you have an opinion you'd like to share um i'm going to echo what brian said relative to um to the photos and the importance of of the history and we have all taken people on tours and they want to see they what they they do it's a connection um and as far as we as we move forward we've been looking for a solution to a number of different concerns and this one is going to help and it could make a big impact and then what we

do as we move forward was going to i think be dependent too on how um comfortable we get and how expert we get with the tool and what we can actually put on there because there's a whole lot of layers to the information that you can put on this screen that kind of die you dive into a yearbook and then a club and then you know the officers or uh or a class and their different sports teams and the awards so there's a bunch of different options there and we kind of get in and put it on and try it on and see what it can provide us and then we can we can keep going from there i think well one of the one of the areas that comes to mind also is at

some at some point in time that howard wilson award trophy the placards on that they're going to be no more little name plaques on that you know and so being able to digitize that about the winners of that and um highlights or yeah i i don't at least have i mean i i don't know how quick they can change it or if you can change you know make things current and so being able to snap photos of friday night's game or photos from the year and then put those up there and and highlight kids as they walk by students as they walk by like hey you know john's picture's on there jerry's picture or whoever so we've talked a number of times we have a track board outside in the foyer of the gym for

track records we have swim records and that's about it and so you know it'd be nice to partner with sean hall and get some football and get some basketball records in the same place as well look communication has been um we're behind times with communication and with this new technology and this new opportunity i would like to be able to embrace it so that we can get the biggest bang for our community for our buck and so um i would like to maybe sit down with uh with board and and with you and go through that presentation that each of the different companies have was it a half hour or something um whatever whatever you would like to do right okay oh okay okay the only nice thing for us would be to be able

to ask questions as we're watching them but anyway i'm um i'm excited about it then i yeah i i well you know what it all opened to us and moving moving forward if when we when we bring somebody in for for pr to help with some of this stuff they start being sort of a historian too and you could have the class of 86 and you know they're trying to think what they did i don't think it was much actually but 89 was the first really big football year so we'll go there you know you could have that as part of the the class stuff and you know on from there but um and even like class presidents all those things could be worked in when a class comes up it could go through the

history and any substantial people from that class that i'm sure could all be worked in so it'd be really cool yeah got a lot of work yeah getting it set up okay good all right um thank you mr ellis and thank you for your input too uh let's talk about professional development yeah so this was put on there um and there have been some um comments that i know have come to board members um around professional development around um i guess what um is being labeled about critical race theory um throughout the state throughout the nation um we have a professional development that we've scheduled with esd around their their learning modules actually about diversity and culture um that we have our our teachers scheduled for but this was just um i guess one more

you know one more discussion to discuss this and work through the topic of professional development do you have anything you want to add um i'm working through the course i'm not done i we've been bargaining so i've had a lot of time but um i've had nothing but really positive feedback on the on it so far but i haven't talked to everyone and some people probably haven't done it yet because they don't have to have it done for another month or so so um i brought you guys some information kind of what it covered and i'll bring more once i finish the course all right uh the last discussion item is long-term lease with inspire yeah so at witstrand uh we we lease uh kind of a parcel of land or at least part of

the land to inspire um which serves our migrant population uh craig and i had the opportunity to meet with some of their leadership and what they would like is a is a long-term lease right now it's a month-to-month lease um the lease itself is for i believe 400. um but they would like a longer-term lease and they would like to replace they have some like portables that um that they would like to replace and so they're nervous about doing that with a month-to-month please and so they're interested in doing a long-term lease and so we we attached some of that information i told them that i bring it to the board for discussion um and so the um the discussion will be around is that something we want to do or what terms will we

would we like to seek um with inspire and and then um trying to develop some sort of a contract and get that to the board for approval yeah i did i read through that a little bit and at 400 a month for what they're they're renting that i mean that's like a third of what it should be in my opinion um with what they're saving on monthly rent and have been for a very long time i would think they could do lots of improvements but with that said i there's no way i would agree to a 15-year lease at that price that's at best maybe year to year but in fact even at 400 a month i think that's absurd my opinion i would think double that is like way fair um and i wouldn't

go more than a year at a time no matter what anyway in fact we already had some issues uh when when coming up with the wit strand plan because the well the well or the septic or something would only handle so many humans and that took a big chunk away from what we could do with strands so it's already which would increase their cost yeah i won't say when we remodel this trend a little bit yeah yeah so yeah well the thing is excuse me a few years ago the state department of health i believe or whatever the organization was required more extensive testing program for that well and that's basically been on the district's dime even though we in all rights should be sharing that cost with them well i know we started probably

two years ahead of when the state did i remember when dr tolcatch was here we had started testing all the wells and all the schools and all the pipes and right you know that was ahead of time but even with that said it's still i mean 400 a month is absurd right and certainly there's an additional cost yeah over and above the i mean they are not contributing their 400 a month is not touching those extra costs that we right and you certainly could have an escalation clause in there every year you know based on the cpi or something i mean if it's not costing us anything i don't really care i mean so i guess well for starters i would never go more than a year you know lease on on a piece of

district ground to anybody because who knows what's going to happen you know i mean who knows what's going to happen but the other part of that is if the costs we incur because of testing because of i don't know whatever are more than 400 a month right i mean that that's ridiculous so i i would say number one is we have to find out how much it's costing us to own that property right and then move from there but jeannie do you want to add something to that i had kind of the same thought when i read that i thought 15 years was a long time you know that and locked in at 400 a month right uh-huh yeah i mean would you feel different if the 400 was more and i mean is there

a long-term lease just doubt i don't think i don't think that at this point with so many unknowns we want to lock into anything beyond just right now you said we're month-to-month uh maybe maybe we can do it a half year or a year at a time until things until we have a better understanding of what's happening and what the additional expenses are going to be to the district when we do restart remodeling out at woodstrand as far as um that infrastructure you know it's a septic system going to have to be made that much bigger in order to help accommodate the well was always an issue i know parking was a big issue and at one point they looked at that area being the part of that bus zone or parrot zone but anyway

i think there's just too many unknowns but i do want to say it is a hugely beneficial program it's a great program for our our families and um and i and i value what they bring in um you know that they get those little guys ready to be able to start kindergarten uh but i i'm just real leery of anything over actually anything over a year i'm kind of like andy with that and the the price is not reasonable and so i think we need to really take a look at um at it's a great location for them it's a great location for us because they're getting more families in there and it's a great location but 400 a month is not much and i think that is up from 100 a month or something

that we used to charge them until just recently and um yeah so anyway i think it needs some work i i wouldn't be ready to approve a 15-year 400 a month lease i i can't see myself myself personally approving any lease that's going to go beyond me being on this board so to speak uh we the property i know ie's year to year correct no that's that's a five year lease but we can well what's our money here yeah we can give them we can terminate six months or 30 days i can't remember that yeah i suppose if there's something like that in there we could maybe do a little bit longer but knee jerk i'm going to say is year to year so yeah i think the difference between the mismer property to 55.5

acres and this one specifically is that we serve the same students those students come through a system and in developing a partnership any money that they put into the district will flow back into kids and so um like peggy was kind of saying it needs to be beneficial for both of us um and it's a it's a great location for a lot of our migrant families in whitstrand so i i think it's good it's a good location for them we even were talking about you know is if we were to ever to subdivide ever to subdivide that would they be interested and they said we're not interested in physical assets we own the inspired downtown across from food depot but other than that we're not really interested in that you know we do want to

replace the the portables or the trailers because they're they're aging well and their program has grown exponentially over the years i i believe when i because i live out there i i see i see what is happening all the time and i believe they started out with between 30 and 40 children and deanna you can correct me on this but i i the last i heard it was over a hundred and i i would believe that that they have um they've added extra portables and extra workers and they have numerous children in and out all day long so um so add a boy to them for that um it's just i think we need to take a really hard look at what would be where we would be best served at this point as far

as a long-term lease you know dumb question but we're going to have uh probably a couple pretty nice portables uh that we need to find a place to put when we're remodeling uh we suppose somebody could contact them and find out if that would suit their needs they actually had portables that they had invested in that are in the quincy and george area and so i believe the portables they have are in george and they were going to ship them down here um portables are kind of interesting because there's a there's a cost for them but a lot of the cost is around setting it yeah and so the electricity the plumbing the leveling out the land is and and even the shipping you have to have special permits to load them on the back

of the semi and ship them down so that's actually where um you know it it gets crazy expensive in there and so they had those um in um within their you know within their possession so that's what they were thinking about using if they didn't i would have totally if we got some for you it'll be a steal yeah like i said yeah like i said as long as they're not costing us money i the rent is yeah it's not as big a deal the lease however anything beyond about a year i know yeah um yeah i do you have i know you you work closely with them do you have anything you want to add so obviously um we want to keep as many kids in preschool and preschool services as we can because

that just helps them when they start um into our schools but i i totally understand what the board is saying i see why they want to put out you know new facilities and improve their the facilities but lease property you know it's a it's a tough decision and 400 is like probably the cheapest rent in the entire city of prosser and with strand um so i understand that issue as well but we do you know want it they had they are kind of the only gig in town in that range we used to you know they've kind of taken over several programs aside from our private preschools and they do serve a lot of kids so thank you thank you okay um i have one thing that i i would like to add as another

discussion item since it's not an app there's no action needed um and it deals there's there's two parts of it but this deals first of all with public records requests following our last meeting i received and read a message from scott coleman and it contained a public records request he made for more information on what was going on with public records requests in our in our district and the information that he shared showed that within the last 18 to 24 months we have seen a large increase in the number of public records requests each of these requests does create they're all unbudgeted so when you get a public records request there's there's it's not budgeted and that means that money has to come basically out of basic ed which then directly impacts services to our

children as a a board member i always feel that it is one of our major jobs to monitor and to ensure the district's uh decisions fiscally are responsible and so i need more information this this does have a huge impact and um so therefore i am requesting beginning with the next board meeting and then repeating at the first board meeting of every month thereafter that uh i at the next board meeting i want a full report on public records requests for the past two years i want um a year-to-date update provided i know the information that mr coleman shared from his request i think stopped in late april or early may so i'd like to see have it updated so that it's current information and i'd like to see that information to contain who made

the request what the what records they're requesting the cost to the district and that would be and that's estimated but that's man hours legal costs copiers and then if we receive any reimbursement from uh there's there's technically a charge that we can make when we provide the records to see that those reimbursements have been billed and have been collected in full and so i i feel very strongly that this is something that um quite honestly i wasn't aware how involved and how extensive these requests have become and i feel like we need to have a better handle on what the those expenses are any questions on that part of this okay do we have do you agree i'm very familiar with this type of thing we had one person when i worked at my is

your microphone okay yeah anyway i'm i'm familiar with this type of thing we had the same issue at pud at one time and one person cost the district close to a quarter of a million dollars on public records requests right okay and then the second part of it for me and and this is more personal but i also became aware that there was a a recent request to get information on board members filing for and receiving any compensation that we are entitled to for our board minutes our board meetings now i want to go on record saying you all know i've been really passionate for many years about the unpaid meal charges that follow our kids from kindergarten through 12th grade these are meals that for whatever reasons they didn't get signed up for free

and reduced lunch they came to school and they didn't have they forgot their lunch whatever but they these meals these charges continue to follow these children and i am a strong proponent for all kids eating free so we've had that discussion many many times and i finally decided to put um my dollars were my mouth was so during the 12 months of during the 1920 school year i did claim compensation for board meetings that i attended when those warrants or checks were received by me i took them directly back to the business office and i signed them over to only be used to pay off student debt for lunches and for for meals after covered when all kids started receiving free meals i stopped billing for compensation i i've had to answer questions from community

members on why i filed for any compensation and and therefore i just wanted to say yeah it wasn't an easy decision on my part but it was for the right reason and we were able to reduce student debt was at that point about sixteen thousand uh craig gets out about correct and i was able to to um to help pay down not a not all of it by by any means but a considerable percentage of that by using my um my meeting compensations board compensations that we are all entitled to so i shouldn't even have to apologize for that and i guess i'm not but i do want people to know that there's always two sides to every story and just because somebody thinks they've they've caught us doing something that maybe we shouldn't be

doing maybe you want to spend a little time and get the whole story okay peggy i did not realize that and i would like to thank you for doing that and for anybody out there that thinks that fifty dollars a meeting for the two or three hours you spend uh every couple week preparing for a meeting the two or three hours you spend sitting in a meeting and or the other stuff that we do on you know six o'clock saturday morning or monday morning construction meetings or any of that other stuff you guys are more than welcome to come grab 50 bucks at a pop to do it too thanks andy i admire you for what you did and i'm the dummy i didn't even realize board members got paid until after i was on

the board and somebody asked me about it i didn't know i thought it was voluntary so you know what they say the hours are horrible but the pace sucks there you go so i guess i want to go back to the beginning of that and say craig is that something that would be possible for you to start providing us that um at the first meeting of every month check a meeting you're busy doing vouchers and payroll and all those sort but i would like to see so remind me how far back do you want to start i'd like to start i'd like it to start back with where you started with scott coleman and then build forward from that so we're always looking at it so if we say two years you know if it's

a two-year window we're looking at then um when we complete august of uh 2021 you can drop off august of 2019. okay that makes sense yeah i don't want it to be 100 but i i do i do believe we need to have that information it is a huge budget hit for us okay thank you all right moving on to reports um assistant superintendent for curriculum and instruction deanna when i heard craig actually told me that you turned your money over for the kids student account so i thought that was really cool too that's not my report um i will be actually quite brief because i've been working on bargaining grants um professional development tammy and i've been very busy with that as well as you know um you know all the finalizing things with

construction all sorts of stuff getting the high school finished up and ready to go um the furniture's almost all done and almost all in but it kind of doesn't look like it if you go in high school so i'll just give people a heads up if you go for a tour probably for sure if you're if you go next week there's a lot of stuff there and um the cleaners have to come back through once the furniture is done so um it's it's there's a lot going on there right now um aside from that mr lores is online and he's going to talk about summer school thank you welcome mr lores oh hello hello eric are you available yeah can you hear me hello hello i'm talking hello can you hear me hello okay okay

mr lores are you available yeah can you hear me i can okay fantastic sorry for the technical difficulty there um so first and foremost i wanted to thank all of the departments for their help transportation food services uh custodial maintenance staff for helping making this happen when we did start summer school we started in a pretty intense heat wave and so a lot of people came together to make things happen to transport students safely we had water on the buses and the bus drivers knew their routes and we got we got through a lot of uh hot times per se and i want to thank everybody for all their hard work uh the second uh people group of people i'd like to thank are all the teachers i know they put in a lot of

work over the past two years and they still came forward and helped during summer school so thank you to all of them for stepping up and helping our kids we had approximately students k through eight attend summer school we had uh k through four attend with strand and grades five through eight attend household middle school in addition we had a roughly 30 or so students sign up for various classes for pass graduation alliance and red comment i believe that number is actually a little bit larger it grew kind of over the over the progression of the summer school currently the high school students and credit retrieval are still in that midst of credit retrieval they have until august 13th but we have concluded the summer school for k-8 i'm happy to report that we had

growth in math and in ela across the board k-5 overall our math growth was higher than our ela growth and that was for all grade levels so um special thanks to the the professional development provided for ela and for the math portions within grades k through eight we had work with momma kozai and then a couple of her colleagues who also came in for ela and for mathematics as well so that contributed to those things i would like to report that the seventh grade had the highest growth of 85 percent um in their math scores so that was pretty exciting on average everything was roughly above 50 and 60 range for both ela and math so overall it was a really good turnout we did have some students who were there for partial pieces of

the summer school and then through different things family vacations so on and so forth they weren't able to finish all the way through summer school but overall we still had a good uh solid attendance for the most part this year we had a blended summer school so there was not a specific migrant special education and general education summer school it was one whole session fully integrated which was really nice it allowed teachers to be creative and work with each other and push in and get to work with kids um that they might not have worked with in other scenarios so um as we look to the future i'll be sharing some more detailed information with the principals at each of the buildings about how their summer school students performed and to hopefully provide them data

that they would be able to make decisions on based on what programming they want to kind of move forward with as we look to the future in next sessions of summer school or summer assistance we probably are looking at changing some of the the formatting but overall we're definitely going to keep focuses on math and ela and credit retrieval for the next few years just based upon the losses that we kind of sustained over the last two years of code so are there any questions i can answer specifically for anyone so eric just to piggyback um wilma had sent me some data and so within when we look at budgeting two kind of essential questions i think at the the board level when we allocate resources um you know one of them is does this

save the district money um so like if we had a law more that it's costing a lot of money to fix and we buy a new lawnmower it actually maybe save us money you know may save us money in the long haul and the other essential question is how does it affect student outcomes and so that work with woman laura schneider they gave our students pre and post assessments that were standards based and so every kid that took the pre and post had improved their score obviously some students were absent for either the priest pre or the post um but those are the those are the type of results that we're talking about is that based upon a standards-based assessment can can a student actually perform better based upon some of that consulting work and

really focused curriculum so i wanted to give that to the board yeah and i would also like to add that um having that support that pd support for our teachers the teachers that participated we had quite a few that were new to our district and or not as vetted as other teachers that we have in our district so having someone there to provide them feedback and pd assisted them quite a bit um some of our newer teachers our younger teachers were really excited to have somebody to bounce ideas off of and also to team teach with i was able to observe that happening as well and the overall level of engagement in those classes was quite substantial so the pd does definitely come into play and provides a significant increase in student achievement when it

comes to engagement participation overall understanding and lesson development so eric sorry so just uh you know i know that there was some discussion beforehand about why why are you doing that this is why we're doing it is because because it works we have improved outcomes and students learn more so i i believe that's money well spent when we do things like that well and i want to commend you too the the growth um is is a a real good indicator that you were doing the right thing thank you i would like to also give a shout out to connie hashel because she's the coach that worked with the middle school math folks as well even though she wanted to enjoy her summer she felt this was important so she supported those teachers yeah mr lores

i'd like to congratulate you i didn't realize what some of these numbers were uh when matt put it in front of us um yeah very substantial on some of the scores they they came up dramatically almost to i guess what would be considered post her pre pre-covered numbers so very impressive thank you indiana just clarification are these middle school scores or it was fourth grade fourth grade okay but middle school also saw some significant growth yeah we have scores for all all grades yeah right thank you does anyone else have anything to add okay we'll move on then to the assistant superintendent's report for business and operation thank you so the budget continues um i looked at where we were as far as expenditures through the month of july and there's kind of debate in

my office i tend to kind of want to roll the dice a little bit as far as needing a budget extension uh so i have a chicken lunch and i'm betting some of my staff members that we probably won't need a budget extension but we're going to do one anyway so for the capital project fund [Music] we we're going to do it we'll need a budget extension and again that is for the 2021 school year so the board authorized 31 million 701 thousand dollars and with the construction projects going on we're going to be a little bit over that so my proposal is that we have a special board meeting on the 18th of august so we can be prepared and also i'd like to have at that same meeting a study session dealing with

the budget okay so so the budget extension requires a public hearing notice in the newspaper once a week for two weeks and at least a week before the hearing so the i guess we need to discuss the time of that if you want to have it i mean sometimes in the past when we've had like a public hearing or a study session we've started earlier but you know if seven o'clock is fine uh sometimes we start at six but about how much time uh do you anticipate the the public hearing is going to take 10 minutes five minutes the study session depends on how much you want from me i pardon me so we're looking at probably at least an hour at least an hour you know i mean what i typically have done uh

has shown graphs right of of the different funds there's five different funds the the non-general fund funds go rather quickly but the general fund certainly is is where the majority of the of the money is being spent uh well what's the pleasure of the other board members are you wanting to start at seven or do you want to start at six six o'clock at night i'm i'm available at either time what's your preference earlier would be better um that worked for you matt sure would i like to have first is the network for you is the public hearing yeah you know as opposed to advertising the public hearing at the end of the study session so we'd have i guess basically we don't need to call it a study session you know because it would

be a be a special board meeting in order for the board to act on the budget extension there's a resolution basically extending the budget you know just ballpark a million dollars certainly it's it's going to be less than that but again if i can't exceed the 31 you know the almost 32 million dollars without some ramifications okay so because we will need to take a formal vote and formal action we do need to consider it as a special meeting yes um for that and that sounds fine so have you know six o'clock have the formal right have the budget presentation you could vote and then you could have a study session at the conclusion of that and then on the same issue would happen on the 25th the following meeting the board would have a

weaker you know soda to review right there's any questions or the public has questions uh with a formal adoption of the 21 22 budget at the august 25th meeting okay kind of the same pattern have have a public hearing at the beginning of the meeting we could have the resolution as one of the action items towards the end of the meeting like you know typically under the action items that's that's my proposal okay i think that sounds great so for a good start you'll take care of your start so six o'clock on both of those yeah six o'clock the 18th and the 25th that'd be great thank you uh the other item i i believe you wanted me to discuss a little bit about the levy and used to be called the maintenance and operation

levy emino but it's now called the educational programs and operation expenses levy and just just some quick history the uh the current levy was was voted on uh february 13th of 2018 and it was for a four-year levy and these levees are calendar year levees so with four years we'll the collections are 1920 21 and 22. so the levy expires the current levy expires december 31st of 2022 and the the levy requires a simple majority which is 50 plus one vote in order to pass and the legislature uh back at that time had a cap of a dollar fifty per thousand they've since increased that to two dollars and fifty cents uh just to be honest with you our in case you wanna know our current levy is a dollar ninety two so we're still

under that 2.50 cap what's interesting is on the ballot it says an estimated levy amount but then there is the actual amount to be collected so the estimated levy amount is per a thousand dollars of assessed valuation but the amount that we legally can collect is the amount of the total amount of the of the levy and is that increased due to new construction home values constructions that have gone up on the book new assessment those kind of it's not it's okay yeah so um the other thing that that's interesting is uh typically historically the district has voted or placed on the ballot maybe say it that way in in february now there are four times during the year that a levy can be placed on the ballot february april august and then in november

uh heaven forbid if the levy did not pass you can run it twice during that calendar year my memory i should have probably had this historically but there was and i and i've historically kept the percentages of the votes in when they were when when the first time that it went to all mail-in ballots the district did not pass the levy that time but they did the second time it was run that's the only memory that i have you know i don't go back many many many years but the levees have have been supported um in the prosser community so i'm not now i'm not talking about the bonds i'm just talking about levies so if we're looking at going out for a levy in february february of 22 we need to have um we

need to have a resolution correct there's a resolution that need to go to the county auditor by december 10th okay so in summary there's there's basically three decisions that the board needs to make number one is the rate you know the rate and the total amount to be collected number two is the length of the levy the levy can be one two three or four years in duration and the date the date of election like you said if if it is in february of february 8 actually of 22 would be the first time then december 10th the board would need to approve a resolution and have that presented to the county now it needs to be the county by end of business on december 10th so typically you have it in november or special meeting

just so that we meet that deadline and our bond levy council jim mcneal is excellent at drafting the resolution and and walking us through any any issues if there are any in the past just one last thing the district has had a levy committee maybe i shouldn't say the district the community has had at a levee committee the district is allowed to provide information only a levy committee can say vote yes and you know be more of a political type of a campaign as opposed to the district handing out information being more non-non-political you can't use taxpayer dollars to to do that so so i i know budget is like that's right so that's your main thing right now um but would it be unreasonable for us to ask for um more information at our

september meeting like you know what what if we used those dollars for in the past uh i know we went from collecting three and a quarter and then the state cut everybody's budgets to just a dollar fifty correct we were we were about three dollars and one cent before so our levy collection was about four million dollars roughly so it it almost cut it in half now remember it's a calendar year so the previous year is basically half for school year purposes right in september um we collect the last half of the previous levy and i mean it kind of goes like that so september of 22. we'd collect you know the calendar year levy and then on we go so part of why we're presenting it now is so that we can start that

dialogue around it and um yeah kind of decide what direction we want to you know go with i think the rate's a big a big piece um you know after cobit i think it'll be the primary consideration okay just to be technically correct it's a it's you know the limit is two dollars and fifty cents per thousand or twenty five hundred dollars per student but that would wake you know that'd be six million dollars so yeah there's no way that i well i shouldn't say no way but i find it very difficult for the taxpayers to right to you know match i understand that there are different types of leverage we can have um the one that i'm familiar with calling mno which maintenance and operations um but is it not possible to do like

a levy that's just on safety or a levee there is just on technology but in the past we've combined all of that into just the one levy is that correct that's correct it could be a technology levy there also could be a capital project levy that that is six years in direct the maximum would be six years in duration okay so sometime in september so we have lots to talk about yeah that will work for the rest of the board okay that's all i have thank you okay thank you okay matt superintendents report please okay just a couple informational items that i want to update the board on uh we are working with pros or thrive in the walla walla county department for community health to access some grant dollars around student discipline procedures hayley

greene approached me about possibly working working to access these dollars to hire somebody to come in and work on those discipline procedures it's at no cost to us we only stand to benefit from it negotiations craig and i are working with pse deanna and i are working with pea around negotiating we still have some other bargaining units that have open contracts this year but we're making progress on that and i'm confident that in the near future we'll have something to present to the board for approval tours we'll be starting tours of the new high school in august and we're already starting to plan those and so information is out on our district website i also want to commend mr lusk on being able to get our basketball players in there for a scrimmage and so

this is actually like the first use that students will get to use it which is really exciting um they didn't get to go to basketball camp so we're making it up to them with having a scrimmage in in the new building so that should be really positive for the students um keen riverview dan purefoy is on this on this call there's a couple items at keene riverview that i want to go over one of them is a replacement of asphalt um so we we had a change order that was proposed um and dan's looking into the way that the asphalt was going to be laid is that there was going to be an island of old asphalt in the middle of new asphalt around keen river view in a parking lot and so yeah what's

that oh heights sorry so yeah there's uh there's asphalt that needs to be laid and so he is looking at bids uh the the highest we have our contingency funds are still in really good shape the highest is uh 43 000 um but he's looking at it being more in the range of somewhere in the ballpark of 38 to 22 to do that project the other piece is at keene riverview we discussed earlier at an earlier board meeting about possibly not being able to get into keen river view due to unforeseen circumstances one of them was abatement of asbestos one of them was a infestation of rodents and so there have been a number of issues that have come up uh fowler construction has really been working well we'll see a csg around not having

too many change orders and so it was recommended to us to try and find another space for our teachers in the month of september and so deanna and i are working on what that looks like and kind of coming up with a plan b for the start of the school year for riverview students what we're what we're looking at is housing those students at the high school in some of the portable spaces and so we do have classroom spaces but a lot of the posters and classroom supplies have been packed up and so we're working with the teachers about what that will look like for the first month for their students and then we'll once we have kind of a plan um we'll probably be getting that out to parents and informing the board in

tandem since we're a month away from school um i asked dan to log into the meeting tonight just in case there was any questions are there any questions about krv or the construction projects dan if you're on do you have anything that you would like to add to what mr ellis has already stated okay so um the first two weeks of school are short weeks for us anyway yeah um so uh it looks like most of the month of september will be yeah are uh the way that the start of the school year usually goes is we have a rolling start where there's uh three days four days and five days um so it'll take up part of that he said there's a pot possibly we can get into krv before the end of september

but kind of like we did with the pandemic we never wanted to commit to a date unless we could hit that target and so he said let's shoot for the end of september and then hopefully we'll get you in there before okay so is he just one of the phone number one because i was just looking to see if he took his um can you unmute your mic dan is a 368 [Music] well we're just on hold for just a little bit for those that are zooming in we're seeing if we can get uh figure out how to get dan um purefoy yeah yeah pierfoy yeah uh who's our one of our construction managers to be able to speak to the whole group so while we're working on that there were just two other pieces

of course the jay inslee press conference cdc is coming out and recommending masking in public spaces again because of the delta variant we'll be monitoring it close and planning around the most current information as we look to open the school year and then we have a mailer going out the first week of august it's kind of a good news postcard um talking about some of our accomplishments and kind of setting a tone for the the year to come so okay welcome dan i've unmuted myself i don't know if it's on my end though can you scream well danny said she wasn't able to unmute you so they can hear you though so go ahead you're hanging over now yes you're gonna want another one um just to piggyback you know some of the uh i

guess the impacts and delays give a little bit more information you know as to why you know we're not gonna be able to get there end of august i think you know you might you covered a few of them you know we to start we kind of we initially um you know the end of the school year got pushed out by a week due to i think it was due to a covenant just this your school year starting later last fall so and maybe that was really related to the fire or something else but ultimately that pushed the summer phase for us that compressed it by one week um then as soon as we started demoing into the you know the storage and separate mechanical building which is part of the the uh critical summer

scope we got into a rat infestation walls and so we basically spent the week tearing out all the walls and ceilings to make sure we got that properly cleaned up and disposed of and eradicated next we opened up the tunnel and we've there there was no points of access in this tunnel so we wouldn't there was no way for uh the team to know that the piping in the tunnel was asbestos so that we had to spend several days of baiting the asbestos in the tunnel which obviously by the time you get clearance everything else that pretty much ate a week up right there and then we moved into the sewer in your mechanical room we found after we had a camera we ran through your sewer lines we found them to be basically completely

clogged full and corroded and your drains were no longer working your p-traps into the line were no longer functional they were calcified so we had to cut out all your drains in the counter room in the floor but cut the slob open run new waistlines and around out the building just more time and all these things right this is just compounding and compressing the summer scope we you have an mdf telecommunication room um where we where uh i'm sorry i'm kind of rambling you guys still hear me jenna yes we can hear you okay so your your main mdf room which is what houses your networking gear uh your fire alarm control panel we had to build that out the summer phase as well well we demoed what was part of the existing stage area

and once we got into there found out that all the flooring under there that was under the newer flooring was asbestos comparing that we didn't know as that was under the stage we couldn't get in there for access to determine that during design so we ate time there and then we opened up the back corner of the new mdf room and there was a hole that had been just physically jackhammered into the old tunnel that was hidden behind an old wall so now we're having to fix the slab pour that back in we found a structural column in the middle of the wall that wasn't shown on any asphalt we'd had so and there's there's multiple more things beyond all of this information but these are some of the main critical ones that really just

crushed the summer phase which was limited with time anyway um so yeah right right now i think like matt was saying you know we're you know fowler's been really good to work with on this stuff you know they're not asking for any type of like delay claim money or anything of that nature you know obviously a lot of this stuff is change order scope so we do have to pay for the change in scope to remediate the issues but they're not asking for anything online or anything creates for additional delay money or anything of that nature um but we don't i don't like when when matt and dean and i had talked you know i didn't want to say well you know can we have a week or can we have two weeks in september

because then if we get to september and truly we need three weeks then i'm asking for another week that's why i'm coming forward and asking for the month of september to be conservative that way there's there shouldn't be anything that would hold us up from getting you in there in the end of september this would also allow you to get in there sooner you wouldn't be you know you shouldn't have to move on the dime over the weekend and a day or two this will give you hopefully at least a week to two weeks of flexibility to get moved over into that space and kind of get your rooms ready so i guess any any questions specifically on on keane and are there any questions i don't think there's any questions dan hey thank you

dan we appreciate it anything on heights or any of the other high schools you might just want to comment on your rec whatever your recommendation is on the parking lot issue sure yeah so matt kind of kicked it off there essentially during design there was approximately an 8 000 square foot section of asphalt of your existing asphalt near your drop-off section right now that was scheduled to remain and basically get crack filler and steel coat well you know given that given the age uh the condition of it and the fact that we're going to be tying in this new asphalt new curb and gutter new walks into some of the old asphalt it just makes sense to you know for the for the long term for reduced maintenance just everything is a it's just a

it would be a major benefit for you guys now to demo and replace it and as as matt mentioned there's a couple different options the high scale option is about 40 and that would be to take out all the asphalt take out all the base course which is the rock that you build up the profile section with take that all out reconnect everything and build it back up with new material and pave over the top that's that's the high end of it we're what we're going to look into if you guys do electro c with it we're going to we pull back the asphalt we'll basically look into the existing base course to confirm that it's suitable and we'll check you know the depth of the material you know we would re-compact it and then

re-grade it to create a you know suitable finished page for paving but if that is the case we do find which we think it will be acceptable when we open it up that that would save you around 15 to 18 000 not having to do the additional demo and all off and masquerade dan one question i have on that is if if we're just kind of leaving what's there and just adding it to it um is that i mean is that going to impact the life of what that parking lot is going to look like and um and the functionality of it versus just taking it all out and putting it putting it in right where it's all the same yeah it'll it'll it'll uh it will definitely look weird because you'll have basically half

new driveway and access and parking lot and half old that's been you know chip sealed and uh crack killer so you'll definitely see it as far as the functionality of it it wouldn't necessarily change the functionality but the maintenance over the long term and just the life cycle cost as far as you know you're gonna you would eventually have to still coat it again and then you're eventually just you're gonna have to replace it you know just with the nature of asphalt in general so if you're gonna do that eventually why you know we're gonna we'll credit back the original bass bit silk and track filler we'll get a credit back towards that to apply to this cost as well so that will kind of help to offset it but kind of our stance on

it is if you're going to do it might and you have the you have the contingency fund to do it right now contingency and heights we've hardly spent anything as far as contingency goes on heights um it makes the most sense for for your guys for the long term to replace it now and then you're gonna have an all-new asphalt you won't have any existing asphalt during your drive loop it'll be it'll be all new and it'll well and actually if i'm doing the numbers correctly in my head it it's only about between 12 and 18 000 difference in doing it the patchwork way or doing it right well and they're tearing it out now so it is a pretty imminent decision that has to be made like they're literally tearing it out if you

don't buy it you'll probably see them yeah so yeah yeah yep we would need to know uh as soon as possible truly yeah yeah okay so we'll we'll look forward to hearing what the final decision is but my vote is i would say let's replace the whole thing and do it right do we need to get a consensus from each of the board sure do any of the other board members have opinions on on that particular decision it makes sense to me to do it right rather than just do a quick fixing job if you have a park if you have asphalt that has say a 50-year lifespan and you have a big donut hole in the middle that's already 25 years old it doesn't make sense to leave it and especially if we're getting

uh some credit back for what we would have used to seal it up anyway way better off just take care of it now you're done okay okay awesome hey thank you dan you're welcome anything else no that'll be it no there was a there's one more piece um to the report i wanted to give a positive kudos to hannah norris who even though she's uh not not here tonight um she did an excellent job in the play monsters in the closet which was on saturday and so um yeah she just did a good good job she was a lead net so that's all any questions on any anything within my report i just have one just clarification and that's the you you will be communicating to those parents and students that are impacted by the

uh the delay and moving into their their regular classrooms yeah before school yeah we've we've started the discussion um with the administrator um jessie um jessie kolvick or wilson yeah so um yeah she's planning around it we had a meeting with the teachers today uh there is there's opportunity within that that keen river view and heights actually get to be together and function as one staff for a period of time and so that's kind of cool but yeah we started those discussions and we will be developing those and putting some work in um deanna and i have had brainstorming sessions about what that could look like and so we wanted to get off to a great start we're encouraging teachers to collaborate and share resources um and then at some point that'll that'll switch and

we'll talk about all right now we're gonna move into um keen riverview and then finding a date and time around that and then communicating that back out to parents as well thank you all right we're moving on to board reports mr uh oh do you have anything you'd like to share tonight well it's probably more of a rant than a report but here it goes uh the first letter his meeting before last we were given a small amount of info on the state mandated crt training critical race theory we as a board decided to hit the pause button until we all had a chance to review and take a much closer look at what we were using to train our teachers i will admit that i haven't had time to look into this specific training

due to some family drama the last few weeks have been very busy with that said i was very disappointed to learn that our our pause was it best to slow down and we were currently moving forward after being told there was no hurry i have received calls from concerned processor residents asking what we were doing specific to crt specifically to our district i've also been contacted by a couple of employees that have taken the training and said they did not agree with at least some of the training curriculum and we're afraid to come forward as it was described to me it sounded like a very vanilla version of some of the other cr tree program crt programs that i had looked at we as board members have a responsibility to do the best for our

kids teachers and for the community that elected us i feel we are not doing our due diligence to our office which we were elected or to the community that we represent by letting this cancer affect our into our school and our community we are slowly accepting the soft racism of low expectations i would like to call on parents teachers and any staff community members to speak out ask questions and make your voice heard i'm big on quotes and one came to mind and it was actually from the french revolution and the quote was all it takes for evil to triumph is for good people to do nothing [Music] the second letter i have i was called that was emailed to me and i was asked to read it tonight uh the letter starts i was

raised in this little valley and then raised a family here it's been a blessing living outside a small town in america and being raised by two loving parents are privileges that i do not take for granted i just try to work on the farm be supportive of my family my neighbors pay taxes vote and not let the hysterics of the news media or politicians fill me with fear i start with this preface to my communities so that so my community does not infer wild fear mongering or rage with those thoughts in mind i take no pleasure in writing to my community about my extreme disappointment or the decision our school board has taken to promote crt race literacy training to our teachers i am not sure the board really has a grasp on what this

training is i am very sure the community at large has no idea of the information being promoted when i was educated in prosper this material would have been deemed highly racist equality and judging only by the content of one's character were the ideals that the teachers and the community extolled the state paid training is racist racism cloaked as psychobabble dude don't take my word for it nor the word of the school board or any teachers union look at the material for yourself decide you need to inquire now transparity transparency is a word that is highly overused these days but i'm sure there is enough for the school board to share the content with parents sign john rapp prosser washington thank you i was lucky enough to meet with craig a couple of times this week

and he taught me a little bit about budget boy are we lucky to have him i went to the candidate forum the people running for the position the three it was interesting um and i'm looking forward to the tour i've signed up to do one and my husband has signed up to do one thank you for my own um i had the privilege of sitting in on uh part of the training that jeannie and the genie had that was provided by craig on on past present and forward-moving budgets and um and just how that whole process works he did a great job craig and i'm sure there's still tons more to learn but i appreciate that uh jeannie had that opportunity to kind of get a feel for what we're talking about when we're talking

about budget maybe just one thing that we talked about is we use so many acronyms in education public education that we really would he could serve well served if we had a little handbook or something or and we as presenters would be maybe more aware of the acronyms we use that maybe not everybody's familiar with i do want to say i appreciated that uh with this training you had a um an agenda that you know these are the points that you wanted to talk about and and then you had examples and i think it's a great training for you to just hold on to because uh we have we'll have other people that i'm sure we will be wanting to to learn so thank you okay student report small say do you want to go

first [Music] okay um i'm excited for our scrimmage on friday thank you for that um it's the only one i'm was allowed to participate during the summer because i've been working so i'm excited for that um and i wanted to say thank you for giving your compensation that you get from here to those students because i had a couple friends um that actually went hungry during our kid and weren't able to get free food and i'm lucky that my family actually qualifies for that so i'm very thankful for that so thank you you're welcome zeke um i just wanted to express the same things that once i had for you um also something else that i didn't share in my last report was that i was selected to be on the w aia leap committee

that's the student representative committee and uh i just wanted to share that great thank you getting close to the start of school there you go all right thank you for your reports uh moving on to consent agenda i would entertain a motion to approve the consent agenda as presented move to approve the consent agenda as presented motion by andy i'll second that seconded by genie are there any questions okay hearing none all in favor please signify by saying aye aye aye thank you um action items vouchers and payroll uh these are for through the month of july is that correct okay i would entertain a motion to approve the actions of the vouchers in payroll move to approve the vouchers and payroll as presented by second but it's nice to hear you speak up [Music]

adult uh but we're gonna note in there zeke that you also approved okay all right it's gonna say if you don't look at him first i wouldn't put my name all right is there any questions on the uh the payroll and voucher for the business okay hearing none all in favor of approving them please signify by saying aye hi so all yes thank you uh the next is a resolution it's resolution number 3-21 and it's the 180-day school year requirement waiver um i'll entertain a motion first and then we'll discuss it so i think emotions with food okay motion by genie i will second the resolution number 3-2-1 for approval okay um then under discussion deanna do you want to just explain what this is about so we have we do parent conferences each year

two times a year and many years ago we used to do four half days for two weeks to get through all the conferences it takes about two full days for most teachers to get through their their students especially um it's sometimes hard at the secondary more higher higher numbers of students but um we had a waiver and it is expired and we now do two full days because in the four half days we actually have less instructional time than just not going to school for two full days when students go for a half day we have to start lunch really early they miss quite a bit of instructional time whereas if we just stay out two full days instead of the four halves each time we save instructional time it has better continuity and as

you as you all know we have really great attendance at our parent conferences so those are very valuable so we are applying for a new waiver we had to do projected calendars that's a new requirement we haven't had to do before so um i worked with pea the 2122 calendar we've ta and i think today we probably might be pretty far on the 22-23 but they're technically those two calendars are kind of a tentative calendars that we produce that are similar to our normal normal school year so so thank you so are there any other questions for deanna about the waiver this is the same one we've had for a few years correct yeah like i don't know quite a while at least five or i've written at least three of these so yeah it's

been a while okay we had a motion by genie seconded by andy to approve resolution number 321 all in favor say hi i okay and it is a resolution so it does require a roll call vote genie hi bambi hi peggy hi okay thank you and uh the next is the um the formal resignation of director scott coleman i would entertain a motion to accept his resignation i'll know that we accept his resignation motion by genie and with a heavy heart i will accept it second it excuse me seconded by andy um any any comments as a matter of fact yeah [Music] we have in the last four or five months lost two really good board members uh partially because of job activities partially because there's just so many hours uh astonishing amount of hours

put into this job that people don't realize uh both of these guys uh both scottie hunt and scott coleman um i couldn't even tell you how many hours they put in i i know in the last two years it's been way more than me because i was warned that you know if i keep using my my vacation time for this job that i was gonna be in the dog house or somebody else's house and i know they put in way more time than me so i'm very sad to see him go i would i would voice that also um we've had a very we've been very fortunate we've had a good strong working board and um for i fully understand why they both made the decisions that they made and and the timing that they

made the decisions and i respect that and i miss them and the leadership that they brought to the board so okay i have a motion by genie and seconded by andy all in favor of accepting the formal resignation of director scott coleman please signify by saying aye aye aye oh yes thank you our next meeting is on wednesday the 11th at seven o'clock here at helga middle school and then we have another one that we're planning for the 18th and the 25th both beginning at 6. right okay great um i entertain the most of you during the meeting move to adjourn the meeting second second by jeannie in on that one all in favor please say goodbye by saying hi all right thank you thank you for coming tonight too
