001thank you [Music] thank you foreign [Music] foreign [Music] good evening I'd like to call the school committee meeting for January 9th 2023 to order would you please stand for the Pledge of Allegiance indivisible with liberty and justice for all happy New Year everyone I hope everyone had a enjoyable and relaxing holiday break uh just like to let you know that this meeting is uh being videotaped by uh Dartmouth High School TV media and it is rebroadcast on channel nine and also channel 18 on numerous dates and times during the week and we appreciate everything that they do to us you know they help us with is what I meant okay uh roll call please miss Gunther John Nunes yep Mary Waite here Kathleen Amaral here Shannon Jenkins here Chris Oliver here all right thank you
002okay we have allowed allotted 10 minutes on the agenda tonight for public comment on anything that's pertinent on the agenda if anyone wishes to speak Mr chair if I may sir before we get into a public comment I would just ask if you consider um this body having a moment of silence for the Dartmouth High School student that passed away recently thank you I space I apologize thank you I spaced that right out I apologize so yes if we could have a moment of silence that would be wonderful thank you sir thank you thank you Mr Oliver I appreciate that and our condolences and Symphony sympathy to the family okay again public comment anyone good evening school committee my name is Kendra bakerink I'm a resident of Dartmouth a parent to a middle schooler and
003I'm also the district's behavior analyst and I'd like to talk to you a little bit more about the student's eye service and the amazing folks that I work with in the district as well as the current complexities and the needs that we're seeing so my job basically is to oversee all the applied behavioral analysis therapy that happens in the district we use the scientific method to break skills down into small steps to teach our students and they make really amazing gains and I'm so privileged to work with some of the most talented Behavior technicians you will ever meet they make my job so much easier every day and allow me to be able to service all six schools in the school district in addition to an out of District placement they allow me to be
004able to hold on to a caseload of 30 direct therapy students as well as 14 console onlys my governing body recommends a caseload of 12 to 15. so I'm easily doing double that and it's because they are so incredible that being said the students we have have some pretty severe needs we've seen an acute increase in the need for ABA therapy in the district the last year and a half whether this is a factor of covid whether this is a factor if this is just what the profile looks like at this time I couldn't specifically answer but what we know is we're seeing a lot of Learners coming in both at the preschool level and some students moving in many of which have a six to nine month old developmental equivalency that means we are
005not just teaching language social skills pre-academics we're also teaching Readiness things like learning to sit in a seat things like learning how to wait and just behave with other people in general in addition to that I did 32 assessments last year so I'm responsible for all the skills assessments and many of the functional Behavior Assessments in District for our students with autism and at this point in time I will have already completed 21 by February I'm also managing six different students who are on Behavior plans some of which do have direct therapy with us and others who are console only and those can be just as challenging because many times there are higher functioning students who have high levels of behavior and we have to work around how do we in fact make sure that
006they can be in the least restrictive environment while reducing Behavior over time um I just want to highlight that the special ed teachers that we work with are amazing they work really hard the numbers in their rooms are really high in addition our Preschool teachers who don't have a program are getting many of these students first thing and they're the foundation and they're where we're going to build upon and you know children have the most brain plasticity and have the most opportunity to learn and gain new skills earlier on that's why we believe in the model of early intervention because we know that science proves that it works so I just you know as you go about your doings I just ask that you take into consideration all the hard work that we're all putting
007into some of the most severe students in our district and that I know that for my student in Middle School his teachers give 100 and they want 100 back for him and all I ask is that myself and my colleagues be given 100 so that we can give a hundred percent thank you foreign good evening my name is Donna Coster and I am a secretary at the middle school we are here on behalf of all the DEA secretaries Dartmouth Public Schools administrators heavily rely on us and our buildings cannot run without us we put out fires on a daily basis yet we are not valued with a fair wage we work through lunch Miss breaks and stay late to ensure all students are safely home we juggle sometimes impossible substitute coverage schedules from Bells parent
008phone calls to copiers we do it all we go well and Beyond because we take our jobs seriously and because we care our Cola increases don't offset the increase in health insurance costs for secretaries who take the health insurance there have been years where we have brought home less than the year before one year we were negative 13 a week and that was 2015 2016. in the last eight years my gross pay has increased by 56 dollars because I do take the health insurance a number of us also work two jobs our wages are so low that we have lost good employees to better pay a long time music secretary and the registrar secretary for example left the district for a better pay our DEA secretaries have applied for and been repeatedly denied non-union jobs
009at Bush Street where the pay differential is significant the district has also had a very hard time filling vacancies so much that a new hire started at step seven which goes against our contract just to be able to fill the position this means that the starting secretary has the same salary as the D.A secretary that has worked here in the district for 20 years we ask that you consider us statements in your discussions later tonight thank you for your time thank you [Applause] hi my name is Gary Lauer I'm a 20-year resident of Dartmouth well 19 actually and 19 years teaching math at the high school also a parent of students that came through our schools last month when Dr Jenkins pointed out that our school for pupil spending is at the 10th percentile it
010got me thinking about putting that in terms of dollars rather than in terms of a rank and I also looked 20 years back so that we could see how it's changed and this information comes from the U.S Census Bureau where all public schools are required to do very detailed funding reports every year so I'd like to share what I found um so where an average school spends a dollar for per pupil spending 20 years ago we were spending 84 cents fast forward to now we're spending 82 cents so there's been a decrease where the average school spends a dollar toward teacher and teaching assistant salary and benefits 20 years ago we spent 86 cents and that has also declined and is now 84 cents on the dollar 20 years ago when an average school district
011would spend a dollar for administrators both the school and the general administrators for salary and benefits we would spend 83 cents on the dollar but 20 years later that has become a dollar five I don't begrudge paying our administrators fairly but to get an increase not just to average but above while the other two numbers went further below average I certainly disagree with so in summary I just want to emphasize that that's what it means to be at the 10th percentile that our students are receiving 82 cents on the dollar thank you [Applause] thank you okay it's okay we're good all right moving on next item on our agenda is the approval of the regular session minutes of December 12 2022 so move Mr chair second by Mr Oliver second wait Kathleen yeah Miss White
012Miss White I'm sorry on the motion any discussion chair hearing then all in favor aye aye opposed motion carries unanimously uh executive session oh yeah Kathleen is going to abstain because you were yeah please okay sorry about that one abstention I'll do I watch too yeah the executive session of uh the same date December 12th I'll move um with the usual stipulation that they be held until the matters for which they were intended are complete thank you second moved by Miss weight second by Dr Jenkins on the motion any discussion you're hearing none all in favor aye aye opposed motion carries unanimously and then the executive session minutes of uh The Joint meeting that we had on December 19th with the some of the members of the select board Mr McGinnis Mr chair I'll make
013the motion that we approve the uh executive session minutes of that day until which time and hold them until which time until the matter in which they were intended for are satisfied second so you moved by Mr wall of a second by Kathleen on the motion any discussion chair hearing the null in favor aye opposed fwmit abstain okay we have two abstentions uh Miss wait and Dr Jenkins good okay a lot of good stuff as always Spotlight on kids diamond high school doctor yeah I'd just like to welcome the high school admin staff I believe I believe they have some students with them so Mr Shea Captain Nyan is one of them too he's very sad she cannot be here not a Mac User I apologize people okay um so Mr York too is and
014Mr Lauer too our two of the coaches um we really wanted to Spotlight our math team um I think Dartmouth High does a really good job of acknowledging a lot of our our athletes our musicians our artists our our theater production um some of our unsung heroes are our students that are doing choosing to do more academic work and compete in that field so we wanted to really recognize our math team who is having an excellent start of the year and I'm going to actually let them talk about their year in a second but um I just want to say thank you to all of them for all of their hard work they have practices Wednesday nights that go into Fun sessions where I as a former special ed math teacher I'm jealous that they
015get all these fun conversations on it but um they're here for you guys not for me so I'm gonna pass it over now foreign so hello everyone my name is Steven we I'm one of the captains here at the Dartmouth High School math team just to talk about how our entire year goes we compete in four meets all across the year in a league of roughly 20 other schools um and basically we just compete and sort of I would say two-hour competitions and it's a lot of fun we get to meet people all across um Massachusetts and uh we're lucky to have um our coaches here Mr York and Mr Lauer for their support throughout for all of us we're lucky to have them so um yeah math team is a great way for us
016to find an early passion commit to it and find new interesting ways to get into that field so nothing more to be said other than it's a great Community again I want to emphasize that um the community is great um our team is great our teachers are great and you know I tell you Steven's being humble right now Stephen Stephen is the best performer in the state and according to their coaches the best they've ever had one thing that he didn't mention is that out of the 20 schools the math team currently sits at first place thank you this Wednesday yeah so this Wednesday is their next competition and um then you have one more after that right here and then here yeah so we've we have a few more competitions left to speak [Laughter]
017um Steven already went over our competitions but I feel like uh when you go over our like our meetings our meetings are pretty great I feel um they we not all of it's just about boring math we hang out with our friends uh we hang out with our friends uh uh we do problems together it's it's pretty enjoyable it's it's much enjoyable than you might think yeah when talking with all of them the conversation that the word that I heard the most is a family and I think that is a a Dartmouth High our goal is a home for everyone and this is the prime example of we found a really unique home for a lot of our special students and we're really excited to have them as part of our school community because thank
018you Mr chair I would love to hear very quickly a quick synopsis of what a competition actually looks like sure um a competition consists of six rounds um teams of five students choose three rounds preferably what they're comfortable in each round is three problems you have to solve it all in 10 10 minutes and yeah uh this it's I believe it's distributed in one points two points and three points and then at the end of the five individual rounds we have a team round um they're technically the most um challenging and with a lot of teamwork I guess but that goes for all teamwork activities I guess you could say but um with teamwork we usually get all the credit done and it's a great way because it's a great way to um sort of
019dive deeper into challenging fields and um with that you get a lot of satisfaction really when you come across these challenging problems and it's a sigh relief especially when you see the final results and you're placed on top [Laughter] [Applause] thank you thank you no it sounds awesome I love it thank you I'll just say that I'm um you know intimately familiar with uh someone on the math team and he can testify very much so it's a family he really loves being part of it with you guys and uh you know you're doing a great job this year so I'm excited to see what happens with the rest of your season so yeah I guess two questions well one question and a comment is how do you find who comes up with the problems [Music]
020the meats are written by a gentleman named George wooder from New York so even outside uh writer that we pay I'm also the president of the league so I'm the one that does all of that but we don't we have somebody on the outside to write their questions for us and the other and just the comment I have is sometime last year you were having a big Regional meet here type of deal and I stopped in I happen to be here for something and I just happened to stop and I was having a quiet conversation with Mr Lauer and it was fascinating to watch the students from all the schools working you know the problem and you know finishing it and everything else and then some of our students coming up you know and talking
021to Mr Lauer and went you know well I got whatever and I'm not even going to attempt because you know an algebra algebra geometry stats not my forte and to be honest with you uh but you know talking to Mr Lauer about about the the questions and everything else and Mr Lao was saying yep you're right you're right on that was the right way to go about doing it so it was it was great and my congratulations and uh good luck the rest of the year with your meets thank you thank you thank you thank you thank you [Applause] right foreign next on the agenda Dr Gifford the Desi comprehensive District review [Laughter] that you've you've had to follow the good stuff yeah so if you could just um hit the next um so just
022a quick overview if you recall we were acquired by Desi to engage in this comprehensive District review and I think we I told you in the past that they did have an outside agency come in and do the work for them basically I'm at the time Tracy Oliveira was on board so I just want to give her a lot of credit for organizing a lot of the scheduling that went on when the folks from the air had to come into the district so um the the review of our information took the form of many things we were all interviewed various of us whether it was virtual on site Etc they came in and did classroom observations they did document reviews all kinds of things the normal things you would expect in any kind of audit
023in a comprehensive review um we received the draft uh quite actually I think it was late summer if I recall and we were able to just look it over make sure there were no glaring errors and then of course they published the um comprehensive final draft itself so just the areas that it focused on Ross can go ahead um and again Ross and Katie are going to talk a lot about these in depth but they looked at leadership and governance and I know some of you are interviewed as well if I recall um curriculum instruction assessment Human Resources PD and and student support and of course Financial assets so the report then provided us with some of our strengths that they found as well as any areas for growth and of course we will be
024showing some recommendations as well as what brainstorming for future [Applause] so the way we kind of wanted to frame our presentation around this report was just to report out on the strengths that were identified in the report the areas for growth the recommendations and then kind of the next steps or or steps that maybe we're already well into um but I think it I you know in our discussion I think it's important that we acknowledge that these are recommendations and we'll consider every recommendation but not every recommendation means that we will fully implement it some of them for example as as we'll see um you know just maybe doesn't make sense or we're already past that point at this point but every recommendation made in this comprehensive report will be um considered so starting with
025leadership and governance um under leadership and government governance there were several several areas of strength that were noted starting with the high level of trust and collaboration that exists between the school committee and the superintendent the report commented uh quite heavily on the fact that school committee members trust the leadership team and administration and the superintendent in particular to do the work of the district and so that makes um you know uh the challenging decisions and that come along with running a district that much easier to make when there is that high level of collaboration and trust another strength that was identified was the district's response to covid-19 and the communication um surrounding the various uh protocols and um ever-changing guidance that that went into the covid-19 pandemic um also under leadership and governance they
026looked at the budgetary process and they noticed they noted um that it was dialogical and that there was a lot of conversation that went into the budget development um they also cited as an area for growth um you know using disaggregated student data to really drive the budget process which again in talking about it we do use student data obviously to make our budget decisions but disaggregating this from data is something that comes up throughout the report at different points it's not uh certainly not limited to the to the budget piece but really digging deeply and looking at uh certain data at the sub group level was a recommendation that you know we I think it's important and it's um something that we've we've started to do in various uh aspects of our practice so
027Ross can I I'm sorry could you expand on that a little bit I'm just not completely like could you give me an example of that like sure so when I when I read it around um you know disaggregated student data it's really looking at you know um our students of color our students who are living with economic uh challenges or disadvantage um are multilingual learner students really looking at those sub populations of students and asking how are we prioritizing them in our practice what are we doing to support all students so can I follow up do you mind that because it was my question as well I understand sort of disaggregating student data around rapid brand around studentlearning outcomes that sort of stuff I'm a little less clear about what they mean about disaggregating student
028date I'm looking at Mr Kylie too around budget decisions right can I you know what I mean like I can get it in certain domains of what we do I'm not clear what they mean by that in terms of driving budgetary decisions does anybody have any sense of that so I mean that's the hard part with a report like this is we don't get to speak with the team after they've delivered the report to ask a clarifying question um but I think it's looking maybe not so much a personnel certainly that would be part of it but really looking at like you know I think Mr Oliver brought this point up at one of the last school Community like our acceleration academies that we ran right that costs uh you know that's an investment of
029funds and do we have programs like that and how are we making decisions on how you know um what students are able to participate in those programs things of that nature again that's just my own interpretation of a recommendation where we weren't able to speak to the team and Mr Kylie certainly I don't know if you have a different take but right I mean it is difficult because this is an evidence-based review and then we get a report so um but but certainly being thoughtful about our decisions in the budget process as it relates to specific groups of kids is something that we've done um whether or not that evidence was easily seen by the reviewers maybe you know could be an issue and it's but it's certainly something that we should be thinking about
030right and I mean I see that in terms of how we do it in our learning out it's just I can't wrap my brain around what it means to use disaggregated student data to drive a budget process that's just confusing to me so it doesn't sound like it's very clear to any of us so we can just move on um like would be like resources like driving like curriculum you know to be more targeted I mean I'm just assuring that our subgroup needs are being met right so you can look at special education as a subgroup you can look at our you know our as Mr Timo alluded to our English language Learners as a subgroup of students and making sure that we are funding those departments making sure that we're funding goes um you
031know those needs in an adequate way which is certainly something that we do obviously right and um to Mr Kylie's point but not necessarily something that's really necessarily easily training you know to document on a piece of paper so I think the budget process is so intricate and I'm going to get into that a little bit on the on the last standard that it's sometimes difficult to articulate all the steps that you take in the development of the budget makes sense thank you I know I think I stopped at one point no that's all right um so one of the other recommendations was that district and school leaders should ensure that Improvement planning processes include input from the equality and diversity committee that had been established by the school committee um and so while that
032uh committee is not currently active at this present moment the idea that we looked through you know an equity lens is certainly embedded in all of our work including our district strategic planning teamwork which is um includes creating a sense of belonging and participating in the sense of belonging Network that's a major part of those conversations um it's also a major part of our work as we develop the portrait of a learner which will serve as you know the district's North Star and kind of guide our district strategic planning work for the next three to five years an equity lens is certainly being applied to to that work as well and again just you know it's as sometimes it's as simple as just making sure when we say equality education for all that all truly
033means all um you know and having that conversation so um you know this is an example of a recommendation that's made that you know there's certainly elements of it in our ongoing work that we're doing uh district-wide um that's all okay get that all right so curriculum and instruction again strengths that were identified the vertical alignment of the K-12 digital literacy curriculum and certainly uh Trish Leary and um there's a whole team of Educators from Dartmouth public schools that worked on developing that curriculum and now it's being implemented and so that was identified as a strength and we certainly want to honor and celebrate at Trish and that team that did that work some other strengths that were identified including instructional alignment across the Four elementary schools classroom organization long-term systemic support for personalized blending
034and project-based learning and again that was really a K-12 a pre-k through 12 initiative that was supported by the district um you know as well as through our partnership with the Highlander Institute so that was cited as a strength and then finally again looking through an equity lens here cited as a strength was the lack of barriers to enrollment in our advanced placement coursework which is in a major area of focus over the last many years here at the high school and so again um you know that's something that was cited as a strength that we should be proud of in terms of areas for growth under curriculum and instruction the curriculum review and selection process was cited as an area for growth vertical alignment rigor of the non-ap level courses in grades 9 through
03512. those are all kind of cited as areas for growth can I can I just interject could you go back a slide first sure so in regards to areas for growth the curriculum review and selection process I know that I kind of alluded to in the past that this is something I was looking forward to having the two of you on board in your positions what do we see as as in as at a district level administrator-wise as to how are we going to improve on the curriculum what what's the pro what's the process right now and how are we going to improve on it so that's actually a great segue to the next slide um so one of the themes in the report as you read it is it's kind of they say it
036over and over again in different sections um document clear processes and it's really if you read the entire thing it's really not only a matter of documentation but of communicating what it is a lot of times they comment on things where there is a clear process but maybe it hasn't been communicated or documented concretely enough so in terms of the curriculum review vision process we have from April of 2019 so it would have been Mrs Oliveira who developed it but there was there's a district textbook and instructional materials adoption plan that um is in existence it includes a very detailed rubric that looks at you know diversity and Equity as core principles as well as alignment to instructional standards there's a variety of different uh it's a pretty comprehensive rubric one of the other pieces
037of the report that kind of occurs in this section of the report is the need to embed curate as a tool and for folks who may be on familiar with curate that is curriculum ratings by teachers and it was an initiative that was created by the department of Ed I believe in 2018 and the idea is that teachers from across Massachusetts would review various curriculum resources that are being used across the state and then rate them um you know for their efficacy and and for a variety of different areas is that something that we're currently using or we're using and right it seems like I'm jumping the gun here again yes so right now currently at the secondary level for example we are in the process of reviewing um Algebra 1 textbooks and so curate
038uh is one tool that we're using to evaluate them uh Ed reports is another one um the strength of jury obviously is that it's aligned to the mass curriculum Frameworks where it reports is more of a national uh tool but we have teachers from both the Dartmouth middle school and Dartmouth High School on that team and we are going to be using curate we're going to be having a representation from the publishing company uh present to that team um you know so that work is ongoing and Curie is absolutely being embedded and and a major part of that process and I have to give credit to Stephanie Church in some of our high school math folks because they've done a lot of the pre-work looking at um some of the different options we have and
039they they use curate and Ed reports as two tools to kind of get that ball rolling so the answer to your question is yes um absolutely and then the other piece is the curriculum Council also um has met this year and um we'll be meeting again um you know throughout the the remainder of the year um to also kind of have a role in this work as well I think I think I covered most if not all of that [Music] um take a breath so I'm going to talk a little bit about assessment and again there were some um several keystrings identified in deserving of recognition including um benchmarking that's in place K-12 we know that assessment of our students is really critical in helping us to determine whether what we have taught is making
040an impact on student learning right it's the shift from I taught it to they learned it and we know that we have solid benchmarks to help us to gather the data to be able to answer those questions another strength identified in relation to our benchmarking system is the process um is progress monitoring systems that are aligned to our benchmarks so um you know while the benchmarking data is sort of important because we're talking about that being the trajectory that benchmarking and that progress monitoring is our check-in along the way to assure that our kids are on that trajectory and then if they're not we need to make sure that we're putting those just in time scaffolds in place but also checking the efficacy of those of those interventions right so we're putting these interventions into
041place we're checking and seeing are the kids making those gains are we getting them onto that trajectory where they will meet those benchmarks along the way um to that end frequent use of data by our school level staff teams was another area identified as a strength for our district the report talks about how assessment data is used formally and informally by teachers in school teams to guide instruction at various levels and to systematically pair students with appropriate supports just in that way that I was discussing right we were talking about doing those benchmarks looking at where our kids are putting those interventions in place for the kids who need it looking at whether they're making the gains we expect them to make if they're not looking at other interventions and making sure that we are
042meeting kids where they are and where they need to be um and obviously we want data to drive our instruction but we want to make sure that the data that we're using is giving us the information that we need right there's something to be said if you're you can be data rich but if you're information poor and you're not getting the information that you need out of your data why are you doing it right so to not collecting data just for the sake of collecting data but really to inform our instruction and look at our processes um when we talk about areas for improvement in this standard one of the things that we're looking at are just those school teams that are reviewing the data and to Mr Tebow's point before having some consistency in
043some protocols around how those teams are using the data it talks a little bit about the variability in the facilitation and the attendance and the agendas and even what these teams sometimes are called right we have common planning time we have professional learning communities and so one of the areas for growth was around just having some consistency and really how those teams are using the data and what their what their um you know the the sort of logistics of running those teams and finally the report identifies communication of assessment data with parents and families as an area to continue to grow parents identified in throughout the report they identify Google classroom in Aspen and report cards as their main source of accessing information about their students progress but we need to look at maybe a
044more consistent structure for communicating that Benchmark data and that's sort of along the way so that we're not waiting until uh trimester ends or our semester ends to talk to parents about how their students are doing so as we think about the recommendations um they certainly grew right out of those areas for growth that were identified so we're talking about again the documentation and the communication of clear protocols around the facilitation of school meetings this is something that Mr Tebow and I have talked a great deal about as we've sort of transitioned into these roles but how he with his secondary lens and I with my elementary lens can really create consistent protocols around the analysis and the dissemination of data right so whether you have a three-year-old or a 13 year old or a
045graduating senior in the district what are some things that you as a parent and as a family member can expect on how do you learn about how your child is doing in school um and as we have frequently talked about since the beginning of the school one of the things we're working on is fostering a sense of belonging right you keep hearing that phrase the sense of belonging um and it's not just for our students and our staff but also for our families um and so I look at this recommendation as establishing systems to communicate student progress and assessment as an extension of that work right so when we talk about feeling like you belong somewhere there's an implication that you feel like you understand what's going on that you have the information that you
046need to in this case best support your child as a learner and having a firm handle on their level of progress is certainly an integral part of that work so I'm going to keep going and I'll talk a little bit about human resources so continuing on to human resources and professional development there were again several strengths as well as areas for growth identified in this standard I think the areas of strength in this standard are a little bit more self-explanatory but they are reassuring just to address the obvious as we stated in this report we don't have a designated HR department so um most of these duties fell under the previous assistant assistant superintendent's purview but they have since been absorbed by other people and sort of reshuffled and as a report States processes are
047in place for hiring and record-keeping and compliance um professional development systems were identified as an area of strength for our district as we continue to balance offering PD for our staff and this is where I'll just stop for a moment and put a plug in um all right we are starting our we are re going back to our five early release days from January to May where teachers are self-selecting um a strand and our strands and I've I've said this so many times but I wrote them down because I always inevitably leave one out in the areas of special education social emotional learning sheltered English immersion technology integration or curriculum and instruction um and teachers have an opportunity to earn five professionals about 10 rather professional development points in each of those areas and there's
048an option um to do the additional five in special education or in SEI that they would need for reimbursement recertification thank you that's a return we've had to use Master teacher for the last couple of years obviously as a in response to the pandemic but teachers are really able to select the area that they feel like they need developing in and that's provided by the district but they also receive that thousand dollar allotment to go and find other things that they feel like they need to do whether it be for recertification or just to bolster their own teaching um another area of strength identified in the report was that both teachers and Leadership see walkthroughs and observations as common practice and built into the school culture as part of the evaluation process in that this
049is just one component of a wide breadth and depth of data that we use for evaluation and finally they identify opportunities for teachers to take on leadership roles through leadership teams District teams and other Lead Teacher opportunities another programmatic development so as we consider our areas for continuing to grow the report identified looking at our hiring systems and practices in particular to address to address the recruitment of diverse candidates as an area for growth so um you've often heard me talk in literature about assuring our students have mirrors and windows and in conjunction with that I also talked before about fostering that sense of belonging so we just want to assure that we provide opportunities for all of our students to have an opportunity to see themselves represented in our teaching community um and we
050also want to assure that as we identify as a community of Learners we think about ways to not only grow our students but also our staff and that we have clearly communicated processes right so we're going back to that communication and that Communications those processes as to how to advance how to advance your career for those who wish to do so so again the recommendations come right out of those areas for growth and they are certainly areas that we continue to reflect and work on going forward we know that there is a nationwide teacher shortage and that there are fewer people currently pursuing education as a profession at the state level emergency licenses have helped the pool from becoming a puddle and at the district level we continue to develop ways to promote our district
051and to attract a diverse population to recruit just really the best possible teachers for our students and when we think about our teacher evaluation system we do and we'll continue to look at student data as part of that system again focusing not just on what was taught but what was learned as we strive to give people really comprehensive feedback um to be you know the most growth that they can find in their own in their own work and finally we look for ways to empower and grow our teacher leaders knowing that we have a strong history of promoting our teachers and continuing to look for and also communicate those opportunities that was a lot okay so for student support in this particular area one of the um greatest strengths that was identified was really behave
052what they called behavior management we'd probably call classroom management and that's a credit to our teachers Dr Gifford alluded to um they visited the week of May 4th I want to say it was last year so um you know that's Prime uh MCAS season AP season it's towards the end of the year but not quite there yet so um you know when the visitors went into classrooms they saw classrooms that were consistently well managed and that's a credit to our teachers for reinforcing you know clear expectations that really provide that safe learning environment for students and that's certainly cited in the report and our teachers deserve the credit for that they also cited a strength formal assessments that are used to identify students in need of interventions particularly in ela and Mathematics as a strength
053as well as the support that the district provides to teachers for or from external Consultants rather regarding tiered systems of support for social emotional learning and behavior also again it was cited repeatedly throughout the document was the creation of the quality and diversity committee was cited as a strength really as a vehicle to um spearhead you know Equity diversity and inclusion initiatives so I think that's worth noting and then Partnerships to support students and families was cited as a strength as well some areas for growth again that same theme that I mentioned earlier around documentation the report notes that RTI is well established across the various levels but that there's variability within how it's implemented from building to building and again it called for documentation of a systemic approach to RTI um in terms of
054recommendations again rooted right in those areas of strength that district and school leaders should formally document processes and expectations related to the consistent implementation of RTI across all grade levels and that the other piece to to this that was kind of cited was you know around clear exit criteria you know they noted that there was clear entrance criteria but really identifying some clear exit criteria once a student does get an intervention to ensure that you know once they no longer need that intervention that they are moved out of those services so that was kind of identified there as a recommendation as well this is an area of ongoing work and ongoing need in the district we know that students um you know the pandemic certainly did not help uh it exacerbated many needs um across
055across the country um and students do do have um more needs than perhaps 10 15 20 years ago without a doubt and so this is going to be ongoing work this work is definitely impacted by the fact that we're in a period of transition as well I think we should acknowledge that right we're going to have a new superintendent we're going to have a new director of pupil support services and this work is impacted by that so this will definitely be work that's ongoing and I would expect to see it as a key piece of the next iteration of the district strategic plan in addition to that though we also do have some work going on that the curriculum Council will be taking up later this spring is reviewing and revising our district curriculum accommodation
056plan that plan was um created last edited as far as I can tell it was March of 2016 so it's in need of review and revision because outline throughout the Decap art interventions for tier one and tier two solid tier one and tier two instruction that should be going on pre-k through 12. so the curriculum Council will certainly have a piece of that as will the district leadership team and other teams throughout the district for sure so um the final standard that they looked at was financial and asset management and again this is certainly an area in which many strengths were identified in a report and really that's thanks in large part to the thorough work that's done by Mr Kiley and his staff in the business department when you look at the identified strengths
057much of it is related to the work that's happening right around this time of year around budget development and all that goes into that one of the things that was stated in the report that really is worth mentioning is that even as kovid made budget development difficult this is a quote right out of the report decisions relative to funding priorities remain student-centered and dedicated to academics and social emotional learning so really a credit to Mr Kylie and his team as they took that on the other strengths included The Five-Year Capital Improvement plan which forces us to not only look at our current needs but those going forward and sort of have that proactive approach rather than just a reactive approach as well as as well as Gathering stakeholder input in the process and so when
058we're looking at those areas of ways to improve and continue to improve um it's I think communication again keeps coming up and this is such an intricate process I think um you know when we um I'm going to talk a little bit more about it but we certainly do a lot of trying to communicate what is a very difficult process um but there are lots of groups involved in the your committee the public hearing for the budget the budget subcommittees The Joint meetings with the select board and the finance committee um and making sure that we just have a I think a way of um communicating that that is understandable publishable easy easily accessible and then the other sort of area for growth and I'm just going to flip forward as we talk about it
059because it relates to the recommendations are the reality that Esther funds are coming to an end we have one more year but we need to um there's no denying that as they're coming to an end is a serious challenge for our district as certainly everything that was funded with this money is a worthy investment and it's meant to meet the real needs throughout the district so we will certainly have to continue to look at with a critical eye knowing that we will be faced with some difficult decisions um and that's that's certainly an ongoing process and one that we will be talking about forward so we'll turn it back over to you you're drinking so this is a little bit in response to I also noted what you said more of a question for the
060committee I also noted throughout the report in your presentation that the the report noted that the establishment of the equity and diversity committee has a real strength that committee has sort of largely been non-functional in part because I'll be honest is sort of the burden of doing the organizational work of that committee fell on me and I just did not have the bandwidth to do it I don't wonder whether we ought to have some conversations about sort of reinvigorating that committee structuring it s task and its sort of goals around the recommendations of this report but also perhaps creating a structure whereby sorry I'm going to look over at that end of the table or this end of the table but the administration is sort of you know accountable for keeping that going so that
061we have that there because it does seem it was mentioned under the budget it was mentioned under the curriculum and it was mentioned under student support as one of our strengths and I would hate for that to go away so I maybe perhaps we can put it on an agenda for a future meeting a way to sort of reinvigorate recharge and restructure that committee so that we continue to have that sort of strength at the report notes why don't we why don't we just put that on our next two weeks from tonight yeah put that on our put that on our agenda and maybe if if we could in preparation for this put some guidance maybe just sort of reel concretely pull out a report the things that they suggested that committee do because I
062think that's what should guide us in developing you know the charge for that committee to make sure we're doing the things that we've been told that committee should be doing that's fine Chris anything I know you asked questions early but yeah again I don't want to just very quickly thank you for the presentation um you know I think there are a lot of a lot more positives um there are some recommendations we take I I take these reports with a grain of salt as I think most a lot of people do um so no um great presentation you answered one of my questions already I do I did notice in the actual report that I was looking at while you were going through it was um and it just kind of jogged in my mind
063uh where are we at with the um the student rep because that was that was mentioned in there as well we we were actually just discussing that and we were kind of on hold I know Mr Shea had uh got the students rep elected we have a supervisor that is working with them so I think we were kind of on hold just not knowing kind of what direction the committee wanted to go in after the last conversation yeah okay and at the very least we could at least have someone come next meeting just to do the basic as we always did which is going to be a problem yeah and then decide how to move forward because I know we had a lot of conversation about how to move that committee forward yeah no great
064and I appreciate all your efforts putting into this thank you thank you very nice Definitely yeah uh thank you um uh you know I did I did you know take the take the report with a grain of salt but there were some some real fruits of of having it done and um just some things that I would love to see us just and it sounds like you know you as well um to see us just be cognizant of in our moving forward during this transition um some some useful you know areas of growth that we can just build on to I really enjoyed um reading through and hearing your presentation and I just love the focus on all the good stuff that we're doing we're doing a lot of good things here um and the
065mention throughout communication the family engagement and uh staff engagement and just it's useful I mean there's some good things that came out of it at least but thank you yeah I know I'll just um you know I would Echo everything that's been said great job thank you guys it's a lot of a lot to go through um you know and again I did cringe a little for the the Dei because that is a concern and uh you know I'd like to see it and I think we get you know it was a difficult path because I think we lost well it was we lost some focus with some other like things that were brought in around like the Indian and everything else but I do think that's something that you know the teachers have such
066a knowledge of their students and I think a big element of that like I know we're looking at it from a systemic you know school committee-wide but I think blaming the teachers within the schools thinking about what they need to within their staff to reach you know and again they're doing so much you know to reach our kids and the sense of belonging but you know again we saw that about you know that piece about you know the different data points and you know how do we reach these subgroups and it seems to tie in very much to the goals of that committee so I think it might be sensible to have you know some focus groups within the you know we can talk more in our our you know group Next in two weeks
067but some focus groups in the individual schools they kind of talk about the needs and the gaps you know maybe within the climate of the schools within and again within the staff as well and and in their students and their needs and who's not being seen you know all those things that we can tie in you know because again we're sitting here but we're not in the schools every day so we're getting that feedback but you know our teachers are on the ground so I think they they're so they're so incredibly valuable to give us that feedback so yeah now so I would just Echo that um the portrait of a learner work provides us an opportunity to get at that information as part of a broader initiative that is underway um you know particularly
068involving you know faculty teacher voice as well as student voice I think uh is critical to that and I think um we're engaged in that portrait of a learner work right now as as we speak so that is an opportunity for sure to to get at that good thank you thank you very much I appreciate it I wonder and it's funny is is like Ms wait we were the two school committee members that talked to you know to them and um it was quite interesting as you said it was you know an outside and then I got for I'm getting Cal this lady was from California yes type of deal and I was like how in God's name does she know what's going on in Massachusetts yeah and she had a set list of questions
069and I mean she was I'm impressed they came out this well and I mean that no disrespect on our right but just not knowing how big how many pages is this report when you add in the appendix with the different charts and I mean the report itself is 65 Pages yeah yeah so I'll just add on to that Mr news they had to cancel their their um visit to the Quinn School in the demell school so they actually came back uh in June so I was especially pleased to see the classroom management piece was still looking pretty good um that's great thank you very much thank you thank you thank you thank you purposes yeah okay old business superintendent search sure Mr noon so I I provided you um what Jim Hardy prepared for the
070superintendent's uh search brochure uh that version we had a there's a couple of small typos in it that I relayed to Jim but haven't haven't gotten a revised copy back for you yeah but that's for your consideration okay I think the intent of that brochure is to move the schedule up as as quickly as possible you'll see on this on the second page it it has the schedule listed there with basically advertising would begin right away and applications would be due February 6th yeah we didn't provide a full revised schedule but the brochure itself has some dates listed on the on the second page questions on the brochure all right really well done you know I thought a given and is our timing are we in tandem with most of the districts for you know
071as far as like timing in the search and I know there's some thought that we might be a little bit on you know running a little behind how are where we're a little behind yeah we've seen quite a few openings coming you know soliciting in our emails is why we like to push to have them yeah absolutely for us to get it posted for you all yeah I just have one question um I just want to the the in terms of what we did last time versus this time um has anything changed in the qualifications or the selection criteria are they the same as we used last time are they have they been edited do we know that so I I can tell you that what Mr hardy prepared was there was an attempt to
072be informed based on the survey so the survey closed January 5th I know that Mr hardy was um going to aggregate that data and attempt to change some of the selection criteria based on based on the results of of those surveys okay and are the qualifications the same yep you might think I'm not personally the only thing I'm not sure of is the minimum 10 years in education including central office and or admin experience and teaching that would be the only one but I mean yeah the licensee or the the at least Masters I seem to recall I don't know if I'm right about this but we had a we had a specific requirement about central office experience I don't have a problem with casting a wider net because I think we'd rather have more
073people apply than fewer people apply um but one of the ways that we you know have dealt with this in our churches is we have sort of minimum qualifications and preferred qualifications and so if we have changed that I don't know if we have um I don't wonder whether we might you know word it in some way to suggest that or we can keep it like this I don't know I just want to make sure we're being sort of consistent in filling out the survey if I recall correctly not that it was that long ago but there's a lot going on in life right um there were questions related to what we'd like to see and I I personally would like us to have Mr hardy here next time and hopefully he can have the
074you know the results of the survey so that we can take that into consideration because if we decide on this and say XYZ what's what's here and then we have the survey coming it's like we wasted everybody's time for doing that survey so um I would like to see us bring that into our our our decision making as far as how we would approve this that would be my personal I can just share that we did invite Mr hardy tonight yes he had a meeting that was concluding about six o'clock more than an hour away from here he didn't he I you know I I tried to let him know that we try and move this to later in the agenda and uh it was he didn't get back to me on whether he'd be
075able to make it so and where is where he's coming from is no he's not around the corner right so I mean I'll just like just reading this over if it's okay like you know it does look like we're at least like says a minimum of 10 years in education including central office and or administrative experience and teaching so it's allowing you know it's not mandating that necessarily but I think in the past search we've mandated certain number of years in central office experience that's why I'm asking yeah I would first and I don't know this is just me I think it would be helpful a district this size and what we're what we're willing to to compensate the leader of the Dartmouth Public Schools I think we should have some kind of preferred qualifications
076versus minimum qualifications okay that makes sense Mr Nunes but um I just pulled up the old ad thank you so the old ad read master's degree required Advanced degree preferred minimum of 15 years in education including teaching experience in five years central office and or administrative experience that seems more comprehensive also licensed obviously or eligible license eligible that sounds good okay so if so if we if 10 years in education if we made that including at least five in central office I'm just right so I would say a wider net I don't I don't think we wanna you know say to people they're not going to apply and in fact we know there's a lot of research that when you add qualifications women candidates of color are much more likely to say well I have
0779.2 years therefore I won't apply that's right and sorry the men say well that's close enough it rounds up right so I would prefer to have a cast a broader net in keeping minimums where they are at the same point in time to be fair I think it's accurate to say we would prefer someone who has more experience in central office so I don't have a problem with it written how it is but perhaps per the bullet above we might say minimum 10 years including this you know three years central office experience preferred I don't know I'm not I don't necessarily need five but I wouldn't like to say don't apply if you don't have that because I want us to cast a broad net that would be my opinion I would agree with that
078okay so could we say something like minimum of 10 years in education including Center office creating experience we might say I don't know if we want to say five you know five-year central office and or administrative or three-year central office preferred right again I don't want to make people not apply but I agree with you if we prefer that I think we should stay in the middle of the Marriott yeah exactly because that's the that's the time you'll get the one good one right if you know what I'm saying so I mean could we include something like three years central office experience preferred Jim I mean I'd be happy to relay whatever whatever you'd like this to look like I mean this is your right yeah you know your higher I'm good whatever you'd like
079it to look like related Mr hardy yeah yeah have him change it and have him change it get get it okay so three years preferred yeah yeah so get it get it back to us so that we can I mean I if he makes that change and we get the copy back are we good to go so that he can get this out yeah that I was just gonna say that I you know while I do want I'm interested to see the survey and I wanted to inform our hiring process I am hesitant to hold off on telling him to go ahead with this given the timeline and give him when our next meeting is like we need to I agree right yeah so I'm fine with with you know having it go with that
080modification but I do want to see the survey results I just don't know that we can edit this for that because the guy that can can do that but what I'm saying is if he makes that change yes I am a yes we get it back I would agree to that he emails it back to us so that we can go yay and then he can send that week yes yes beautiful yes yes good okay I will do so tomorrow perfect great okay thank you sir so that'll take care of that so he's gonna move he's moved up the whole uh we have a semi-finalists yeah okay all right that's good yeah no no I got you okay so the next thing uh I don't know if everybody brought um go ahead no no no
081no oh it's the capital Improvement no I still oh still good uh on the search committee Dr Jenkins had asked back in November for uh what the makeup of the 2015 committee was and Ms Gunther was kind enough to send that to us I don't know if everybody still has it handy type of type of deal uh too Central to school committee one curriculum director three principles a high school middle and elementary three teachers a union designee slash teacher two parents and a retired PTO member for a total of 15 members so I'm just looking for your feedback on that what you think I mean I'm one who is you know not looking to have I just don't want it to become almost and I don't is a crowd control type of situation every you
082know that that type of deal so Chris you had your hand up I did um I was on the uh the previous search committee for Dr Gifford I I think that functioned well yeah you was you and Mr goth yes it was me and Mr Garth um overall I think that search committee functioned extremely well I think we got a lot accomplished in um you know not too many meetings obviously it's a very big time commitment but in in speaking with the the task at hand um I think it's uh having 15 people on the committee such as here um you know I I would be comfortable with that as I look through this um you know the my only thing is uh at this point in time our our curriculum directors are a really
083central office administrators um so we have two Central administrators one curriculum director um so I don't know if we you know if we want to look at that that would be the only the only thing that I would look at yep okay um yeah and I had uh I had question marks next to those two also so yeah so go ahead I'm sorry oh no that's okay so so I guess my next question would be um what is the committee um thinking about as far as um a chairperson can I before we get into that can I have a can I have a question about the makeup sure the only thing I I might suggest is I'm looking at Mr Shea and I know he had some Child Care responsibilities and I don't know about
084the new middle school or could we do I would be happy to have the high school and middle school principles but like with the elementary it's like one of three right and you pick your poison you draw you know before you draw your straws right whereas the high school and the middle school like they have to um so could we make that or designee right maybe it might be I don't know if the high school and middle school principal have already been asked if they're willing to do this but I have not heard from maybe we should ask I have not heard from the high school I have heard from the Middle School someone from the Middle School admin that has stated they would like to be on type of deal and I said okay
085I would I would get back to them okay that type of deal all right I'm fine with that I just want to make sure that we all have commitments outside of oh yeah our work and it's asking a lot so that they have the opportunity to to appoint someone else to represent their Administration yeah I mean because I'm sure the need arise if if you if you think about it this is going to be probably about uh A month's worth of heavy lifting it's not the deal Kathleen um I I just I I believe we did this last time I was one of the parent um at the time I was not on the committee and I was a parent representative and of course you know I had a special ed lens on and that
086sort of thing and I believe our one of our teachers had a special ed I would just like to see that incorporated into the makeup somehow I mean we've got some other transitions I don't know if that's essential admin or if it's I'm thinking teacher someone with that that expertise to bring to the table in terms of you know deliberation on on the related service provider a related server yeah yeah good idea a related you know yeah just opening it up to being mindful of that one consideration foreign so that being said what I would like to do and I'll get back to the other question in a minute what I would like to do is just you know throw it out there and have anyone who is interested I mean again you know the
087two Central you know I I can I can live with with this what we have the type of deal but uh somewhere between excuse me for a second here while I pull up a wonderful calendar foreign if somewhere between now when say the 19th or 20th of January who's ever interested just sent uh Miss Gunther a quick note or an email and she just forwards those to me and I'll bring you that list on the 23rd and we can hash it out then can is there any reason why she can't share that with the entire committee prior to the meeting nothing wrong no I don't have an issue with that it's just it's easier I think to think about as they yeah that's right on the spot that's fine Council uh Mary yeah so just
088uh just to follow up just thinking about Kathleen thinking about the fact that we too have our two Central administrators who are also our curriculum directors we have that and again just to point that out would it make sense to swap out that curriculum director as love related service provider or an option just at least like how to put that in our you know a special somewhere yeah someone someone within that yeah exactly like just because we still have we'll have two people from central office regardless okay all right so instead of the instead of the separate curriculum director because that'll be like yeah true Central make it a make a curriculum I'm sorry my fault oh no it's not well meaning would you would you call it special education or whatever the line yeah
089relate thank you or that you know yeah no that's fine okay so I would also propose that perhaps instead of a retired administrator maybe we want to keep that I don't know but we don't have anyone representing our janitorial staff or you know our building sort of Staff our secretarial staff our food services staff um if we could I would prefer to have someone representing um those staff than a than a retired administrator I don't want to increase the size but I think there's a whole set of other employees that work in this in this um this District to have a stake in who the superintendent is and I think they should have a seat at the table so maybe we could change that retired administrator slot to not what someone a district employee who
090doesn't fit the teacher and who doesn't fit the support services that you have other other District employees yeah but I'm thinking like a secretary or a custodial staff or Services worker um maybe even a teaching assistant right um any one of those I think they have important voices and perspectives to bring and so I think they should have a seat at the table yeah that's fine that's good that's fine okay all right and as far as the chair I have asked Mr christopholi who is the director of phys ed and Athletics on health to uh to chair the committee and he has accepted Chris with all due respect Mr chair I would just like to try to understand while they respect you and the years that you put in here I'd like to understand what
091Authority you had to make that offer the chair the chair of the the chair of the school committee is no different than any other member of the school committee the power lies with the committee not with one individual person and it is my opinion in my Pro in my belief that as the chair you're responsible for the running of the meeting solely you're not responsible to make decisions on behalf of the full entire committee well go ahead Dr Jenkins I agree um I don't think this is the way this committee has operated we've made decisions together as a group we don't always agree but we hash it out at the table in open meeting together and I'm disappointed that the committee was not consulted about this I'll take I'll take the blame for that and
092that's fine uh I had had a a brief discussion with Mr Kiley oh after Dr Jenkins announced that you know she was retiring and well we were going to have to go um not retiring Dr Gifford is retiring sorry about that I lost my train of thought I apologize the uh I had that I had a brief conversation with Mr Kylie and asked him about it and uh never came never came to a conclusion and then when this committee uh at its last meeting decided and I'm good with that to appoint Mr Kiley the interim superintendent uh with everything that he's going to have on his plate between now and and June 30th I didn't think it was a wise decision to go that way and I told him I told him that and he
093was appreciative of it Jim if I'm out of balance police say so uh so then I started to think about who else we possibly could get type of deal and I was thinking as we are thinking with this right now type of deal of just moving this process along and being able to take and be one step ahead of other committees and other communities and that type of deal and that's when I came up with Mr christopholi because I have sat with Mr christopholi on a couple of other committees for administrative appointments and such and uh he uh I was very impressed and he did a very excellent job with them type of deal so that's why I went with him if I've stepped on toes and I've overstepped then I humbly apologize but I
094don't apologize for appointing Mr christopholi without respect Mr church has appointed a search committee chair you have asked someone and that person agreed but to Mr Oliver's point the chair does not speak for the committee the committee appoints so the committee has to make a motion and the committee has to vote so it's my opinion as of now we do not yet have a search committee chair with all due respect to Mr crucifully I like him very much I also respect him but this is not a decision that is made without consulting the full committee that's fine good I mean I agree with that I I think Andrew is quite you know insightful and organized and just a great great guy um and I think he would be understanding to the fact of this conversation
095I personally would like to see perhaps um again it could be him he's great but perhaps we come back next meeting with anyone interested in for our consideration of a certain and then we as a committee vote on that um that's fine I'm good with that that's that's fine I'll let Mr christopholino in the morning type of deal and you know anybody that is interested to let us know and we'll vote on it at the next meeting that's fine Mary yeah can I just ask a question about like you know just procedural excuse me um Christopher Lee as we look at these categories will we consider him because we're kind of like saying if if we go you know Dan we have to make that vote and everything in and and I'm agreement and like
096procedure would he be considered Central Administration would he can be against like where would we consider him I mean that was just when I'm looking at our categories we have Central Administration school committee members special education principals teachers union designation parents and another employee where would he fit like again excellent choice and I don't think he should be ruled out because I think you know again it's just that we have these you know we want to make sure we're not ruling out tremendously qualify members of our community who would be also excellent assets so because I'm looking at that I just don't know where he would is he he's not quite Central administrator or is he Central Administration and then with that I I just don't know he's under that okay I mean I just
097didn't know like for that you look at the budgets all right all right okay thank you so we'll tackle that Chris so you know I guess I'm having a hard time and I I thank you I appreciate your Insight oh I missed the chair but it just it frustrates me to the highest extent when I find out from internal staff members in schools that Mr christopholi is leading the the search committee because he had and once again no do no disrespect I like Andy a lot he's a great guy I highly respect him um but I'm it's coming back to me hey I hear Andy's uh heading the search committee at the very least Mr chair why wouldn't you have shared that information with us and if you made the offer to him why wouldn't
098you have shared that information with us I'm having a hard time swallowing that and again as I just said I will apologize it was my fault I should have and I did it okay I don't have an answer I didn't give you I I didn't do it okay period Shannon so I'm gonna follow up I feel like decisions are being made outside of open meeting for this committee and that is not how we have ever operated on my time in this committee this committee has disagreed vehemently on lots of issues but we always come to the table and work together because that's what we do and I I just have a bad taste in my mouth when when we as a committee are not involved in decisions and this is not the first time in
099this search process already that I have felt that decisions have been made that haven't been brought for before this committee and I would just like some assurances that these sorts of things will not happen again when there are decisions to be made if we cannot wait then we need to call an emergency meeting and make the decision collectively because that is who we are and that is the committee that I want to be be a part of I don't have to agree with the four of you on everything but I think we have to agree that we all participate in all of these decisions yeah thank you fine I'm good at this time I feel the process has been compromised in this committee owes it to the community staff parents and especially our students for
100a full transparent search process for our next superintendent of schools this has nothing to do with Mr hardy or masc it's completely internal and it therefore I'd like to make a motion that we table the superintendent search at this time I'm gonna second Mr Oliver's motion for the purposes of discussion I don't know how I feel about it okay but I think we need to have a discussion of it I agree we need to have a discussion about it okay hang on okay hang on one second here so we got a motion by Mr Oliver to table correct and we have a second by Dr Jenkins I'm going to ask a question to Mr Oliver okay before we get into the discussion and maybe that's what Dr Jenkins is looking at I don't know I'm
101not a mind reader how long do you want to table this for until which time that this committee is satisfied with the process superintendent process the hiring process Kathleen could you just let um and could you expound on that in terms of like setting I don't want to speak for you I just wanna hear you out because uh right now the scale let me pull up the sky right now this it's scheduled to be posted when what are you looking for I'm sorry the schedule it's scheduled to refer us the applications open when applications are due February 9th sixth sixth close yeah due February 6th so for discussion purposes of today is Monday if this brochure went out let's say Thursday or Friday just you know so you're looking at uh uh what's Friday the
10213th you know Friday the 13th yeah yeah phobia the 13th so then they've got 20 they've got what three weeks is the motion still on the we're on the table we're on the table Yeah and two three can I okay I just want to clarify like so in addition I I agree we we make a great you know conversation excuse me we make decisions as a group and and absolutely this was an overstep you know and I wanted to share and he's he's admitted that I guess my concern is we know that we're on a strict timetable and we want the best superintendent possible for our students and I'm really concerned about our timeline and I'm not saying that we should skip procedures or anything like that and so I I want to know if
103there's like more than something else that I'm missing in addition to this and I you know I think John's like you know said that you know this was an overstep and you know again and and I agree with the public comment that was another issue that I I felt keenly but I do want to make sure that we don't lose the opportunity to get the best possible person and I you know I was in Connecticut yesterday I heard like Bridgeport is looking like I just I am like mindful of the fact that you know there's a limited pool and I just don't want to push this off so that we lose the opportunity because we're having infighting like I again so I just want to understand is there more to them other than just you
104know Mr christopholi who again I think we all acknowledge like respect it was procedural but I just want to know is there something else that we're missing that I'm missing here that I haven't understood so that you guys are aware of sure I guess simply in the simplest sense I'm just looking for for guarantees moving forward that this committee will operate in full transparency that's what I'm looking for Shannon I I will also say that I felt when we started the discussion about interim superintendent that it was already decided that we were going to look externally and we were in a point that's how the discussion started the discussion about the interim did not start with do we want to appoint someone externally it's what are the steps to appoint someone externally and so I
105don't I share your concerns I don't want to delay the superintendent search but to agree with Mr Oliver I need assurances that if things come up the decisions need to be made that we make them an open meeting if it's an emergency we can call an emergency meeting that that we will attend and and we will be informed about this is the one of the most important responsibilities of the school committee and every single person at this table should have equal voice in executing that Authority no I agree I just you know is there any but I guess is there any so from moving forward are we okay you're gonna how do we make that guarantee other than like we're like agreeing that we're gonna do that that's really what we're looking for a verbal
106commitment right like that we're gonna do this absolutely yes I guess I would say if if if this happens again I will be making the motion okay we'll be seconding it okay I don't want to get started and have people apply and have to do that agreed no I agree we need that's how we need to move forward okay second yeah I will withdraw my motion I'm okay with okay he would draw your second yes okay uh new business FY 2428 Capital Improvement hey Kylie thank you Mr noon so you all received uh our draft five-year Capital Improvement plan in your packet so I just before we you know get into the specifics and and talk about each of the proposals I think that it's important to note that you know this High School is
10721 years old now it's our baby the high school still 21 years old if you if you take this out of the mix the rest of our school our schools are seven average 72 years old so you know we've we've had some discussions in the past about big picture and where we need to go um we can't push it down the road forever um it may not be that this year isn't the you know isn't the time to push it but we do have to be cognizant of the fact that um that our schools are you know continuing to age I'd stack up our schools with anybody's that are this age I think that that wouldn't be possible without really excellent high quality routine and preventative maintenance maintenance staffs that you know have done a
108fantastic job keeping up the buildings and all the funding that we've received from the town that you know that's helped us helped us get to this point but we need a lot more funding so I think you know in this Capital Improvement plan indicates that doesn't have a new school proposed in year one um in the capital Improvement plan and I don't think it should but I do think that you know having um this building be 21 years old we do have to have an eye out for spacing out what's going to need to be done in the future and you really you know want 10 years between these projects because they're so so expensive that you really want to you know have some strategy moving forward um and obviously we're well past the 10-year
109Mark here uh for a new building but I I do think that you know it makes a lot of sense to take a look at a building like the middle school which was rated a rated in the rated our worst building by the msba when they came down in 2016 and did the review it was not the recommendation of our facilities master plan that that we did several years ago but I do think that it merits another look so can I ask a question yeah so the middle school I agree right I think it's a building most in need of replacement but we just got money for the roof right so how much how much six years ago right but we committed to 20 years use or 10 years of use 20 years of use
110and so if we don't if we renovate that building we're okay but if we build a new Middle School we're on the hook for giving some of that money back yes okay and renovating that building it's not possible sir right no there's no chance that that's the answer we have new roofs on all the buildings except for the high school right so um that's a problem we've and correct me if I'm wrong I mean if we built a new middle school and then for discussion purposes oh no that's not going to work either I was gonna say I forgot about quinnin Potter not Quinn uh the Mello and Potter you can move them into the middle you know make a be a huge Elementary School don't get me wrong but that would have leave it
111but now you get the roofs if it's not time frame wise you don't have the roofs that way never mind I I took care of that idea sure yeah I think those those other schools um would be superior to the Middle School in my in my humble opinion um I think that you know Potter and Demello and Quinn are um are in much better condition than that Middle School Chris did you have a question I did you said Potter Demello and Quinn are in much better condition than the Middle School yes okay I I think I would agree with you on that my concern with the with the elementary schools is space and not having not having a fully conducive 21st Century Learning environment and having having the room for our related service providers doubling
112up on office spaces not having be not having the room would it make sense and quite honestly part of these questions is me saying let's let's put a placeholder in here far far some kind of renovation I agree they don't need to be torn down they have brand new roofs they have brand new um do they have Windows or is that on here Potter and the mouse of the Quinn windows we redid we finished that in right when I started like 2011. yeah right yeah because that's right around Cahill came down with the check so high school was like I'd like to see I don't see there we have the land I believe I already had a conversation with you that we have the land to expand at both the Demello and Potter locations and
113even Quinn if we needed to although I don't know if that's necessary or not but but I think it's I I think the time is now rather than later to at least get this as a placeholder to at least renovate and upgrade those those buildings expand them what that looks like I have no idea but I think we need to get some kind of placeholder so the town can start saying hey at least seeing it on paper I don't know we could we could add something to the request that relates to planning towards something well you know it's not something in that direction I mean that's what you really have to do right right down the road a while our plan and I I was a big part of this plan so I'll take some
114of the blame I think was less than um less than what we would have hoped to get out of the the facilities master plan that was in you know ultimately produced Shannon so I feel like again to that old facilities master plan that's Gathering dust on a shelf somewhere um I feel like I don't want to commit to the planning money until we have a sense that the town is ready to commit to the building because I don't want to throw another I mean how many you know fifty hundred thousand dollars to a plan that's going to go nowhere like we need to have a commitment to a building in concept I don't know but we need to be closer to where we were and I think that's what part of the problem was is
115we did that plan but the town wasn't ready to and so until we're ready to do that it's not worth spending 50 or 100 000 and I mean I think that's what it costs right then Kathleen but I think like putting it there though is part of the of of the planning well I want the building on there yeah the plan yeah not a plan 200 million dollars to tell that story you know people know people in town know this the buildings are old but they don't realize what that means in education and upkeep and all of that like that labor they don't they don't get it until we maybe utilize our our you know the The Avenues we have through DCTV through having it as part of our budget which is just you know
116um I just think it's important to have it there whether it's oh I will do anymore I just don't want to plan there I want the building there yeah the plan is just we're going to do another plan and nothing's going to happen so put the building in the in there and we can have a heart attack right for the sky like I did when I saw the last plans yeah I had a heart attack actually I think Mr Nunes wasn't at that meeting because you had had a literal heart attack yeah and we were glad you didn't come because those numbers would have made it worse yeah exactly thank you I was not at the first one because that's when I had my surgery correct but we had a general and when I say
117General we had a a meeting with just those people uh a couple after I right at not long after I got home I remember going to that and going I'm glad I was you know my arteries got cleared you know exactly yeah but it's not a small number no it's I mean Durfee just Durfee and again I realize that's a little bit bigger than I we would need don't get me wrong but that's 250 million dollars yeah right so and that project was bid out before some of the economic difficulties that was been in 15 just before it was being put together in 15 just right now yeah I don't know 400 oh maybe yeah I don't know what it cost us to do more than three anyway that's for sure oh yeah so you
118know a project like the middle school would be um hundreds of hundreds of millions of dollars yes for sure um so what what is everyone's thoughts on this do we do we look at the elementary schools do we look at this is because this is five years right we're voting on a five-year Capital Improvement plan I'd like to see a building I like to see funding approved in five years yeah I I agree in again this is only a draft when do you need this for CIP I mean if we beat this up tonight and we beat this up on the 23rd that's beginning of February is good when it's fine okay does that answer your question Chris but somebody else had a question I'm sorry I I don't really have a question I'm just
119think this timeline here but then I just giving you know our new leadership right being part of the vision of of how we move forward as well and so how we what we put here for now is that going to to change and improve based on who we have in our new leadership and we're looking five years down the road yeah it could be edited next year right right across a coin and put it in one year right that type of deal it gives us an idea I'm thinking like redistrict I mean I don't want any it's like that's a lot so it's a lot but but there are a lot of components to this it is Shannon to Mr Oliver's question do we want to put you know Mr Kylie said Middle School Mr
120Oliver said Elementary School um I think that was my question at that meeting from that plan um and I don't wonder whether do we have an electronic version of the plan can we recirculate it to the committee as we think about an answer to your question because my gut says looking at that middle school middle school but I do remember that the professionals said not Middle School yeah so it might be helpful for us as we think about that to read that report and we're on the hook for the roof yeah you have a projection of I know it's early but of incoming Elementary classes over the next five years that like do we think do we sense of the population and again I know it's you know not entirely transparent but do we have
121a sense of the population of elementary students is going to increase or like stabilize from like you know is there anything we can draw out district-wide it's quite stable right now with maybe a slight decreases in certain spots so certain schools so and helpful I mean I got the sense of course again elementary schools are you know been pretty desperate for space rather than moving folks around is that you know and I know they're carving out some unique because they're always trying to carve out unique places within especially de melon and Potter but you know to Chris's point but one more question has the or when or has The Debt Service been paid for the high school just this year this past year okay so let's let's look at another one we ended up my
122memory is any good from town meeting we ended up we're getting money in fiscal this fiscal in fiscal 23. okay and the building is our the last debt payment was made in 22 is just the way the funding and The Debt Service worked out that's correct so okay thank you okay so continue okay so now we'll talk about some of the some of the uh smaller dollar items and requests compared to that one um so flooring replacement at several schools we've been working on this for a number of years made great Headway at replacing old acbm asbestos containing material floors um we need to continue this project we need to attempt to wrap it up this will not wrap it up but it will make a lot of progress um so we've requested three hundred
123thousand dollars to um continue that project that would be at multiple buildings we are most of the way done with Demello and Potter Quinn has a long way to go and Quinn would be our initial Target with most of this funding so that's one request Roofing repairs so we had some discussion regarding the mass School building authority and their po their sort of postponement of their accelerated repair plan um they so where at least a year out from them reconsidering or reopening their accelerated repair plan in the meantime which then means you apply you go through a process you design you construct so you're a couple of years out once you get approved so the reality is that this this roof here has to survive for a significant amount of years ahead and to do
124that we've requested 225 thousand dollars to sort of keep doing repairs um we have definitely some needs we have some buckets have some problems here for sure technology infrastructure security and improvements so this article would replace 102 switches fiber Network components 425 Wi-Fi access points the the current backbone that we have of our infrastructure was mostly in place from 2013 to 15. so in the tech world that's you know it's all there um getting up there pretty old total cost of the project would be about seven hundred thousand dollars we'd receive a significant uh significant funds from e-rate that would help us complete this project so we've asked for 395 000. now one thing and the security side some things that we are trying to incorporate into this our dual Factor authentication so we can
125have more secure access to our Network and detection response so that's also included in this network infrastructure article we have a vehicle request so you don't know much about this yet I don't think unless you've heard rumors but we are in our budget proposal you'll learn that we are prepared to move forward a proposal for an 18 to 22 program here at the high school for students with special needs we I in an ideal setting we would have a vehicle to be able to transport students to volunteer opportunities work sites other activities in the community and this would hopefully uh get funding and we could we could utilize that that's fifty eight thousand dollars technology Hardware or Hardware request uh two hundred thousand dollars this is our traditional Town doesn't ask us any questions about
126this and gives it to us hopefully um 200 000 basically continuing to uh to support Hardware replacement throughout the district bathroom renovations several schools require work in the bathrooms one major project that we need to complete is to provide an ADA accessible bathroom at the Quinn school it would be in the nurse's office we've identified a location right now we can do it but we need the funding to be able to complete that all right we fire system upgrade so this has been on the plan for a while and I kept like moving it inching it down every year because there was a lot to manage and it is going to be a lot um so we've been working with the fire departments to um discussing what we should be doing and with the buildings
127with our fire systems they definitely need to be replaced this would probably only do one building um it might do some planning for the next building but basically it would be planning and then construction we've asked for 250 000 and we have to do this we can't do this all at once in all our buildings so you'll see in the plan that there are additional requests down the road in the next uh the following four years what would be your first priority we are going to work with the consultant to be sure that we can accomplish we have several buildings that we that we need to address so we want to make sure one of them is not this one already uh it's it's on the list it's on the list unfortunately remember that you
128know this building was built with you know it's was low bid it was you know there are a lot of things in this building that are going to need to be replaced and it is 21 years old so keep hearing that yeah yeah yeah unless we had if I can't but this if you remember we had to spend a lot of money with legal fees because of all the other that's right went on too and that came out of the bond for the school yeah came out of our pool I heard that we were supposed to get swimming pool yep yep um another item that I know that uh you know we've discussed before is the high school track reconstruction so the track out there isn't in great shape it's been deteriorating we get broken
129pieces that we've been trying to fix but it's not going to stop and we do need to take a look at that and attempt to um replace it for the providers with a long-term solution so we did receive an estimate and we so we've requested 540 thousand dollars to to accomplish that energy efficient lighting so we have quite a few projects that we have on our radar that could save us some money there's not a lot of unfortunately not a lot of utility rebates for lighting anymore those have kind of gone away for the most part but we would take advantage of whatever we can find working also with the town with green communities money if we can although most of that is going to be directed towards heating and HVAC related repairs so we've
130asked for a hundred and twenty thousand dollars to continue to work on projects like that Stadium Renovations so um we bid out the stadium I think I I think I presented that to the committee or at least gave information at one point earlier this year it was um you know six and a half million dollar price tag and we have about a million and a half so I included it in as as a five million dollar estimate for your consideration I didn't want it to go without thinking about it um it should be done the bathrooms have not gotten any less embarrassing um they're you know it's it's it's in rough shape still needs to be done great Mr chair that so I've had a conversation with Mr Crowley as well as we had a
131meeting uh with the turf field committee with um I think it was Dave and Stan from the select board who's on the turf field committee and Sean um and I'm not sure if there if there's anyone else there but essentially I guess from my perspective and from the perspective of the turf field committee you know what are I'd love to hear and I'm sure Mr colliewood to the thoughts of this committee as to you know what are we going to do because as we remember the the second round of town meeting fund and had came had come in they they voted to approve it I think that second round was two something three something three something and then the cost estimates for the new um maintenance not maintenance but storage facility came in higher than
132higher than what we thought so that leaves us right now in our that article that leaves us with how much about a million and a half so right now on file we have about a million and a half left to spend on The Stadium from town meeting unfortunately the last bit came in at six million dollars um all we have to show for the stadium right now is we have a beautiful turf field great lighting um and we we have a nice we're going to have a nice storage facility to put everything in but what that leaves us with are stands that certainly need to be repaired bathrooms that are um not adequate in the least as well as ADA Compliant we have a Press Box a ticket booth we have the whole front if
133you remember years ago it's been years ago now that the whole front was part of that design of redoing the brick wall putting nice fencing up a new entrance ticket booth there and essentially the bulk of this money is for these stands to renovate the concrete they determine the engine is determined that the concrete was sound or the engineers determined that the end the concrete was sound but certainly needed to be resurfaced and and renovated so we have a great feel while we have a great field you know I don't know I I don't have an answer when we're getting bids for six million dollars and we're concerned about us are going away and funds and I I don't know I I don't I don't have an answer so I'd love to hear yeah from
134anyone that wants to or maybe revisit this next week Shannon so I mean I guess my question is you know I get it's you know the concrete and it's nice and all that but do we need all that right can you go with just a I'm going to use maybe air quotes around simple because nothing simple or inexpensive in Public Instruction but um is there a way to scale back the design um to create perfectly usable stands like the stands in my high school were just metal that's it there's no concrete just metal and uh you know a box up at the top and that's it um you know maybe we do you know something a little bit more you know we do need bathrooms Ada bathrooms but um can we scale back the design
135to get us to a more manageable place because I do feel like six million dollars is a lot right um is there a way I mean we do need to improve that but I don't wonder if there's a more economical sort of design that might help us cut that down some Jim I can just say so we we did have the designer take a look at aluminum stands the part of it's it becomes quite complex in that when we take down the existing structures we then have a responsibility to be fully compliant with all regulations that requires a significant structure to house bathrooms that we would be putting inside the stands you know under if if we if we renovate we have to make an effort to become to become as compliant as possible certainly
136we'd have a full Ada access but we wouldn't have the number of fixtures or the size bathrooms that will be required with this separate building that we'll have to build when we put aluminum stands the the neighboring community not neighboring but another community in Southeastern Mass put aluminum stands home and away with bit with support buildings um and it was five million dollars so I I don't think that that is going to be the answer to our problem it's a million and a half dollars it is it is it might be something that we could consider but um it's yeah it's not necessarily going to get us there all set Shannon at the moment Kathleen what I would love to see for us and I was on the disability commission and part of you know
137approving some funding to help with those side stands but what I would love to see at a minimum short bathrooms and I appreciate Mr Kylie our family have you know have any time I've reached out and and I know the community is frustrated as well but um you have done what you can do to make sure that um yes embarrassing yes in need of a lot of work but what I would love to see us do is be a little bit more thoughtful and even if it's just shifting over our accessible seating to be part of the larger Community there's nothing more ah to come in and say there's there are there's our stands and there are friends with our community members in wheelchairs and over there in the corner blocked by the pole and
138with no access to true you know my family's not complaining really I'm here complaining but um yeah I understand and I know and I know the history of it but I would love at a minimum for at least us to be a little bit more thoughtful around you know Equity being more Equitable and just inclusive and one Dartmouth uh with the seating for for games two cents we certainly are in the new design for sure and and that's where we want to be I know that you know we bid this out at the worst possible time yeah but we needed to know so and we have the design done and we had waited long enough um so we bit it out and you know I don't know what the future holds in terms of construction
139prices whether there's any chance that it would be less in the future that's not normal in construction but this is not a normal situation so it's possible very well you know and again I'll just uh just from like talking with a friend of mine whose father also you know is had some difficulty navigating I think the uneven pavement was is there a challenge and so like you even thought like more than some of the other things so I don't know if there's like again this I guess picks back to Shannon's point to like are there some temporary fixes that we can do for those immediate and dramatic and decathlings like whether it's moving the stands you know and and dealing with those like I don't know if they're like heave points I mean I am
140like the last person to be talking about building construction but you know it does you know it seems like there's tripping hazards which you know and again I know with someone who has elderly parents one little fall is you know devastating so so again those I think and you know not to say like slapping a coat of paint on the bathrooms is going to make them better but it'll make them a little bit better for like until you know for um you know a year or so again it's not the best it doesn't deal with the Ada but I wonder if there's a way that we can again at least smooth out some of those like rougher patches so it's it's safer for folks who are you know elderly and walking or you know who
141have uh you know disabilities or you know just uh be more accommodating Chris so I'm just talking off the cuff here with the money that we have is it possible or feasible you know to chunk this out a little bit more and is it possible to work on the inside of the stands without touching the the actual stands exteriorly the the bleachers the aluminum bleachers that sit on top of the concrete is it possible to go in there at least God the bathrooms got the bathrooms make them ADA Compliant you know and then whether or not we can do something with a concession stand as a starting point but at least the is it possible to go in there and at least work on the bathrooms without me without messing around the exterior I'm just
142so though that's true the concrete repairs um that need to be made need to be made on the interior and exterior of the stance you're asking if it's possible it might be um just the interior we would have to leave it without like we can't cover up the inside of the stands in order to do the repairs that are ultimately going to have to be done to maintain those stance so whether you could leave everything exposed and still have new bathroom fixtures I don't know just thinking outside I could grow out there to the designers and ask you know what that would entail for sure Kathleen um so if we were to carve out uh you know if we were to just focus in on like a pathway a More Level pathway around um just
143going to the Middle School graduation and having to utilize the bathroom on our visitor's side could we do something now that we've got that space the storage space could we do something with that that room that is a bath that has a bathroom and and and make that our Universal ADA Compliant multi-gender you know just bathroom one person in or family bathroom type thing um in the mean is that is is has that been thought about there will be two bathrooms in that structure that will be fully ADA Compliant in the new design back to the so so the stands need to be repaired I I will ask but I'm pretty sure that they're going to say repair The Stance before you renovate the bathrooms it makes sense construction wise something drops down yeah I
144mean they need to basically the plan to do construction was to rip out everything inside of those structures so nothing left and then do all the repairs and then begin to rebuild and that's the way it makes the most sense construction wise but it's also a lot of money and we don't have it so I'll ask I'll ask about it Shannon so I'm in favor of asking town the capital planning committee and town meeting I mean we know we have to do it right and here we're like well could we includes this could we includes that can we spend a bunch of money without really fixing it let's ask first I mean we know we need to do it let's ask it's not it's not something that's frivolous we need it and it's not just
145the school department I say no then we'll have to think about you know them we'll have to think about other things but let's ask first um and and maybe we could see you know are there ways that we can cut some costs it it would be a big difference right we've got 5 million here we already have 1.5 asking for 3.5 versus 5. that's a big difference um so if there are ways that we can cut that ask I think we should ask there's not I mean we need to ask no yeah um and then let's just see figure out what to do afterwards if they say no go ahead I have one more item on my list yeah no I should have moved that one to the end okay I didn't uh I didn't
146mean to uh diss music here but uh the the music equipment article um The Proposal is for 65 000. so it's been about five years since we've had a music equipment article on the capital Improvement plan um what um I mean a lot of our equipment um is in need of of replacement um we get a lot of use out of it as you would imagine here um we have been able to replace some targeted equipment with the operating budget through the years but we want to be able to make sure that we can sustain our programs long term they do an awesome job at repairing um and maintaining the equipment so it's for no fault of that it's just use and age of the equipment so that's sixty five thousand dollars would really like
147to see that um you know moved forward too hopefully the town meeting at some point so those are the items that we really felt were important to add to the list this year and attempt to accomplish and you know I know we can we can talk about it more at the next meeting but you know I'd appreciate your consideration it will be a little different that the town process this year I this is a little late for us to do this but they're not anywhere in their process either so I'm not sure what that's going to entail I don't to my knowledge they haven't begun that so they're just talking about the budget tonight at that meeting so right so so you know we'll go and we'll Advocate with the capital Improvement planning committee for
148whatever you folks decide to approve so um we're ready to ready to do that any other questions I just have one more thought I I know these uh requests you know are in uh considered through you know thoughtfully in each building and District as a whole um I just have one thought relative to the bathroom renovation at Quinn you mentioned that a space had been found and located in uh um in the nurse's office and I I just I kind of cringe when I hear that because um because and I I would uh you know 25 years ago students who had Medical Technology feeding tubes they were fed because it was a medical device in the nurse's office we all know that's inappropriate that student deserves to eat with their peers similarly I would hate
149for a child or or a staff or a Community member who might not have access if the nurse's office locked during some kind of parent night um to and and many students who you know I'm generally speaking I I think it's more likely that a student that's that is in a medical needing an ADA Compliant might have some medical complex needs some health health you know immunity issues and it just wonder if there would be a second space Maybe in the hallway that might be available for consideration so not to expose a student to extra germs if they don't have to just use the bathroom I don't know that's just my two cents on that we did give some thought to this and and the space that we identified working with Mr granfield it is
150in the nurse's office currently it's only accessed from the nurse's office right now um it is a resting space and a bathroom the resting space component of that would have to go away because we need the space in order to make um you know to make the accessible bathroom it is on the corridor um wall so it is possible and we've we had some discussion about whether we would be able to make the primary access to that space through the um through the corridor there um there's some structural stuff we're gonna figure out about that um as to whether or not we can actually pull that off but it is right there on that Corridor so the main Corridor when you come in the door you take a right yeah it's down there great right
151past the nurse's office essentially so thank you anybody else okay so this is coming back to us uh at our next meeting to have some more discussion on adjustments and discussions so thank you for all of that everyone okay uh update on related Services sure thank you so we did Supply as well Miss Townsend going to be here tonight she's in school and that but she did draft this document for you all I know Mr Olive had asked last time about an update on what's going on with the related services so I think the important sheet that lists of all of everyone the two years kind of just gives a snapshot of how sometimes the positions change as well within the different departments sometimes we might have like one year was a number of slpas
152but then we switched to full slps Etc so you can take a peek get that um I think the important one of the important documents is the one that shows how the Departments have increased in numbers since 2014 basically and normally Beth and Laurie Jones would meet with these groups obviously all the time and I haven't met with them a number of times myself throughout the years just when they have needs increasing Etc et cetera and then we try to make adjustments we either as you know we went trying to add slpas at one time to give that extra support Etc so for example the speech language department is up to you know eight full slps but plus one slpa for this year which was a model that actually the SLP Department recommended to us
153last year when we met with them so we did as you know we wanted to give you what's been happening most recently for example the PT we've had one full-time PT um and again keeping track of the needs that are happening the case loads in the service hours that are required we did find the need we had to add up a 0.2 which we've posted for which may be difficult to get but that's one of the things that's a contract so very often we post for these very difficult to fill positions can't get people and then have to contract out um fortunately we're usually able to find someone but it's been very very difficult sometimes um we we provided the specialized programs number of students as you know like the pals pass K5 we have
154five programs over there and then the high school and middle school um I don't know if there's anything else basically that you wanted to know but you can see I think that the district makes very good attempt to try to increase the department as much as possible whether it is through a contracted service to add those additional support or to put in place uh someone full time of note of course you heard the bcba speak tonight that's a relatively new phenomena as you know we went from zero and we've got six rbts rbts in the district now and um they're they're all work under the bcba who supervises them so I don't know if there's anything more specific as I said Miss Townsend couldn't be here tonight but if you had more questions you can
155and I don't know the answer it can certainly pass that on foreign sorry yeah I had the opportunity that's all right Chris I had the opportunity to speak with Miss Townsend and I appreciate her getting this uh out to us I especially appreciate the FTE equivalents um from 2014 to uh 2023. um I I guess in regards to the case loads I would just be curious as to I know um the bcba spoke about her case loads um we see the caseloads here but what are what are considered and maybe you could answer this for me or Dr Gifford um what are considered average or standard case loads for these service providers are are they is it over what is the recommended caseload or are we this average I guess that would be my only
156question I would have to ask that I honestly don't know the answer what I will say though is um don't forget that caseloads might be a very various times that the kids are being serviced so some students might have everyday ABA for example one might have one day or two so so that really plays into that idea too yeah not necessarily real I don't uh sort of like I jotted down some some notes when when the folks were speaking and I'm in and it's I mean it's tied to this but and you probably won't have an answer right now or and I'm just thinking to myself like I'm just wondering because historically Dartmouth I believe like other other districts as well like weren't necessarily um providing on a regular basis like ABI Services right um
157I think we ABA like and there was like questions around the I mean it's data driven it's I I you know my son is benefits greatly from the services in in its and but we previously I don't feel like we used some of the some of the um ABA like sort of Behavioral supports um previous to that and I would love to to hear and again it's it's it's related in a way but I would love to hear and although it's a bad time because I'm sure like covid and the increase of student needs and that sort of thing just what we're seeing I say covid but you know families not you know having access to comprehensive early intervention since you know during and since the pandemic all of those contributing factors to student needs
158I'm sure you just wonder though um the benefit that we're seeing in terms of students and then I think of like RTI and the students you know I wonder if I'm just curious I would love to hear it was recommended some tying up the RTI you know the the um the entry and the the discharge of and I just wonder how the the BCA supports and the rbts and and supporting student needs and how that all plays into how long a student is or which what percentage of those students are are put into special education more directly um because I'm also thinking of those parents that just don't understand that their child is delayed or presenting a certain way because of the lack of socialization during the last three years of covid and you know
159they don't realize that there they just haven't because I I recognize that families young families aren't necessarily reaching out to the degree that they would have previously in my professional life because they just aren't necessarily aware that their child is delayed or has has special education needs or I don't want to say issues but just just needs related to how they function I I would just be curious um now that we have the bcba and again it's not I'm just sorry yeah and as you know we have the child fine but the right yeah and right fed early intervention certainly students may not have been even there because of covet right or parents that don't recognize and so the school's like putting in the RTI interventions to see these things out and perhaps the family
160hasn't said hey I I'm noticing this at home you know like I would have but yeah but we do have I think our good um you know our assessment system that we have set up which will be starting to get information out about Pre-K and kindergarten that is really really good and I think we do are able to detect and help parents understand what's going on with their their kids through that so um that's certainly Our Hope but I you know I'm grateful to get the the data yeah it's important to know um I think it provides some clarity sometimes through some of the noise that the white noise and what actually is happening in the Departments so again if you have anything else you can certainly forward and touch base with Beth and find
161out more and I'll set Shannon thank you sound like Marilyn Monroe or something I know all right okay okay next pupils support service administrator and pending vacancy doc yeah we just we wanted to um knowledge the fact that this position aside from mine is also a very difficult position to fail possibly even more difficult we do know a number of districts are already out on the hunt I spoke to a colleague who had a search going on had an interview process and actually they're going back out again because the pool is small so we're just trying to support you on getting this posted because we never know what might happen again trying to get out ahead of it so I I wanted to ask Mr news to put it on the um we are ready
162to post we have a job description I don't know if we sent the job description forward but it's basically like we've done before for this position and if you would like us to we would post it and then you can all determine how you will go about the process once you know the app stop coming in but we were just trying to encourage that posting to get going yeah sure definitely um I yeah I I would love to see us move forward with this I do think it's important that that we have a thorough to your point um I see that in my world and and I also see some really frustrating things happening in other communities and and this is a very important position so I would love to see us get going on
163um and do like a full search and uh I've already indicated my interest but again it doesn't have you know I I feel I'd add value to the committee but also another fan a parent um you know back up my mind I had you in the back of my mind believe me so yeah I would love to see us move forward with I don't know if it's looking through the pat you know what's already kind of ready to go or um but this is I'm nervous about this one yeah nervous about both right all um but I would look forward to us kind of moving full force with a full search Chris yeah I'm 100 agreement that let's get this posted sooner rather than later um I'm okay with the with the makeup with the
164committee and my only recommendation would be I would like to see uh another teacher we have one two three four four administrators um it would be nice to see another whether it's special at a regular Ed I'd like to see another for what it's worth that's only um my opinion but I like to see another teacher as part of that and yeah no let's get this posted and you know I'm I'm sure that we potentially have some in-house candidates as well as um you know open it up to everyone in the field and let's see what we get and um you know at least this way you know we get to hear feedback from all the different stakeholders Chris just to uh to yours this has 11 members right now and you know no I
165get it odd number nope nope nope you know you you talk about adding one maybe if we added in I don't know we had two only so we have an odd number I don't know that type of Deal or some other massage just some other way to to you know another teacher and someone else that type of deal again keeping an odd number God forbid type of deal so that's that's just my thought as as you said that that's just my opinion I don't know like I mean I'm good either way Kathleen I just though too wanted to say like we've got the two school committee members my term ends so I don't know if we're up against what we were with the superintendent um in terms of my participation on it um and the
166timeline would it we want to have somebody probably run almost run parallel I'm pretty parallel pretty much going to run parallel so we'll be good okay attack Dr Jenkins so yeah I was I was just gonna say well maybe if we wanted to make it odd we could move down to one school Committee Member in part because we're running two searches at the same time and it's a lot but then if Kathleen's gonna be one of the two I do think we should have someone else just to ensure continuity so scratch that thought yeah that's so if you'd like we could get it posted we can uh do you go ahead I'm good do you want us to put out kind of the field to the TPS and say anyone that's interested and be on
167the committee to let us know and then you'll next meeting you can kind of discuss the committee more yep all right so then by that point hopefully we'll have some candidates coming in yeah can we also for for both of both the superintendent and the um the uh this position be sure to put that on social media um because not everyone watches these meetings and so really know about it you can also post it on the website yeah and I don't know if we want to do an email or you know a Mr galashaw can do his great Barry White voice I don't know um but just something to get the word out because um I think it's important to cast a broad net very good okay I know we've got a lot tonight yeah
168that's all well we knew that coming in uh use of school choice funds right so I won't yeah it's yeah it's it I had I have conversations with Mr perrotti where is Mr perrotti have him come on out he um I think I sent you the document so you've read through it we would like we're very much in support of this as you can see on his back of the he's been already looking at companies to give him the best deal ever where these cameras that he's looking for very professional cameras would be about 20 to 30 000 set up each he's feeling with a company that he's when we have to go to bed I already asked Mr Kylie buck anyway we would like to request that the school committee approve our use of
169up to twenty five thousand dollars to we thought at first we were just going to be purchasing one we may end up getting the whole kit and caboodle um foreign given the amount of work that this program has done for the district the town and all the work he's secured donor wise and Grant wise we felt that this would be a good use of some of the school choice funds so we were asking for that approval we thought up to 25 000 we could we could do that for him I'll make a motion to approve and then very we have moved on by uh Dr Jenkins the second uh by Miss White to approve up to twenty five thousand dollars of school choice funds for Mr perrotti to purchase what he needs for his media
170program any questions comments Chris I'll just say I uh you know I think it's going to a great cause and I have no reservations at all that it will be put this equipment will be put to good use yeah I'll also say I'm just very impressed with everything that our you know our media students and our teachers do they give our students real life skills and experience that is invaluable and so I think this is a you know a great investment yeah I I I will add that uh yeah to see the the passion um and and the leadership of Mr perotti and how he inspires his students and just so enthusiastically uh and doing so much and and all the projects I love watching all the Productions he's great yeah and I'll just also
171you know just to go and tag onto that that he really is like encouraging this sense of belonging that we're talking about in so many ways and and I think critically like doing these um this Outreach not just within the school Community but like into the community itself I mean he's you know I mean the amount of projects he's doing but you know including like the Dartmouth history project and you know reaching out into the community so it's just yeah so it's really uh you you know it's you know as we talk about again sense of belonging sense of belonging Community engagement like he's a linchpin for that so yeah yeah worth great investment yeah I mean if and if you look I mean also um what the students are doing with actual sporting events
172I mean they've been they've been doing the play-by-play and the color for sporting events type of deal uh Ben who we normally see here type of deal uh the Silver Lake game Tournament game type of deal in the net and he was up in a booth and with Jimmy Thompson and uh Paul Santos and he Ben was doing the play-by-play Jimmy was helping him along but Ben was doing a play-by-play and just had an a great time with a type of deal so it's awesome what us what these students are doing I mean and if you go in the back here you go downstairs and you see what they have for equipment it's you know you kind of think about when you watch The Today Show or an NFL game or something of that nature
173and they kind of very quickly show you the production room yeah it's a mini production room but we've got what they've got yeah it keeps getting better you know Kathleen I I was watching the dedication of the court from Mr Gaspar and I just was uh it was it was great Ben was correcting Paul Santos you know if he said somebody was six seven he said actually whatever it was it was funny he was he had his facts and he had he was ready and prepared for um that play-by-play it was great to see him so um uh you know confident enough to right to make the corrections on the spot to make sure that the what was being shared was was actually you know he's good on the Fly he really is so that's
174like all right so we have the motion and a second all in favor all right I suppose motion carries unanimously I don't know I don't know if I hear a whip [Laughter] I'm not seeing any fireworks coming out I'm a little disappointed I didn't hear the clapping okay uh next item the proposed school year 23 24 school calendar we all got a copy of that yep that's good oh like a person say always I appreciate the fact that we have the second off again I thought having January 2nd is always it really is nice to have I mean even if it isn't you know technically the national holiday because parents you know sometimes or kids recover parents get back if they're traveling so I think that's nice oh you can travel New Year's Day so
175um I just have a question about the the Wednesday before Thanksgiving um and just sort of looking at this and we have a half day but you know that that does make it pretty difficult for people who have to travel to go to their families and I don't wonder you know talking to my sister her District uses that the morning of the Wednesday before Thanksgiving as a parent-teacher conference morning so parents who have to go out of town can schedule their parent-teacher conference on the sixth like maybe we instead of doing the 13th we could do the 22nd and the sixth so they can do theirs not around Thanksgiving but people who have to who are in town can just do theirs in that morning it would give us the advantage of having a morning
176slot and an afternoon slot for parent-teacher conferences which might work better for some parent schedules I mean maybe some parents are unavailable in the afternoon but might be available in the morning I'm just sort of wondering whether we might consider that you know I have a family that's far away and when my kids were in school even a half day it basically meant that we couldn't travel for Thanksgiving sure um so I don't wonder whether we might play around with that half day and the Parent-Teacher conferences to give parents the option right if the you know to not we wouldn't be in school that day but maybe teachers would do a half day professional development or parent-teacher conferences I don't know just a thought yeah correct me if I'm wrong you've got to pick the
177half day up you're going to pick up the day yeah somewhere down the line so now you just yeah so but what I'm suggesting is we take the 6th or the 13th and make that not a half day we only do one half day in December it doesn't make it yes it does it would wash Mr Nunes if we did if we did the 22nd and the 16th as parent conference and professional development days and we did the 13th as a full day we would have the same number of school days we don't have to pick anything up yeah okay because we're not in school I'm not sure I'm again I'm going I'm going time on learning yeah as long as we have the half day the half day it's a full day okay really
178means full day no I I got to I got the half I got the half day counts as a full day don't get me wrong I've got that but if we're not having students in the building on the 22nd which is the day before Thanksgiving is it going to count as a school day it's almost like no it won't no it wouldn't count if you're not going to have students in the building right so what I'm then saying we have to make up a half day we still need to pick up a half day so now you're making you're gonna make for discussion purposes everybody would have to go to June 14th June 13th would be a full day June 14th would be a half day am I correct I think you're I think you're
179correct mom but I'm going to throw another Cog in the wheel here because my recommendation I'd like to see I see more and more school districts in the area considering it or doing it is that we eliminate School completely on the day before Thanksgiving on the 22nd and it's a day off for both staff and students first for travel um that that's my and yes we extend the school year um but but I think that it there's nothing let's face it yeah I mean there's nothing going on that day oh I mean and I got that we have the Howard Smith breakfast and then we have the you know the route you know and things of that nature and I got that but I don't know that's just that's just my thought I got you
180all right so that's another consideration but I also I I my understanding of Shannon's idea was that then in December instead of those two weeks where we have the sixth and the 13th as a half day yeah we eliminate one of them it's a half day counts as a full day the half day counts as a full day it counts as a full day that's where I was headed that's where I was headed before okay took me a minute that's all right I think like once in a while so I know it wasn't that long ago but uh Thanksgiving we get out like earlier too the kids get out a little earlier than they normally would on a half day that's another thing so you wouldn't want to keep our staff extra long and you
181know if we do the half day for our parent-teacher parents I would you know that would be my only yeah I mean not there I mean the students around here no school that's fine yeah we can do no school that day that's fine so if you go ahead Chris I got a lot to say tonight um in addition I I do think there's some Merit in what Dr Jenkins is saying because when we have I know that putting parent-teacher conferences smack dab in the middle of December also is a lot for both the parents trying to find time schedule time to come in and meet with the teachers as well as for the teachers so you know I I don't know if it's something that we we have continue I know this is just the
182first read of it um but I do understand and agree that maybe we should look at some other way of doing that but I am solid on making the 22nd a no school day I I just want the idea that we have our parent-teacher conferences on two Wednesdays and there's two Wednesday afternoons if you're a parent that has a commitment on Wednesday afternoons having two consecutive Wednesday afternoons does you no good in terms of being able to make a parent-teacher conference and so I don't know whether we want to think about do we do a Monday and a Wednesday do we do a Tuesday and Wednesday do we do a morning and an afternoon I don't know we need to try to figure out ways to meet our parents where they are and that having
183two similar days like I know if I was teaching a classes on Wednesday afternoon I can't go in either Wednesday afternoon it doesn't matter right um so I don't wonder whether we want to try to think about how to do that a little bit differently so that we can make it more accessible to our parents yep okay okay so Dr Gifford you'll and did you want to mention we we suggested that Friday and yeah if if you look for Friday before Labor Day September 1st that's a day there's no school that day we did that a number of years ago and that worked out well for people so anyway all right so will is that a happy dance it actually came from you Renee that's what I understand very good all right so we'll redraft
184um with the November 22nd possibly off yep and looking at what uh talk to Jenkins mentioned about switching some of those days and bring back um another draft yeah that's fine and then okay it goes there you'd have to correct me if I'm wrong uh because these also become like professional developments oh yeah we'll figure it all out you'll have to figure that all out with uh Katie Katie and Ross okay thank you all right all right Town Charter this note that I a note that I have in our pack it says the Town Administrator has sent notice that town departments must appoint a reappoint members from their respective departments slash committees to the Charter committee and that are not two current members are Ms Waite and Miss Brooks so are you interested in hanging
185in there yeah that's fine I mean I'm not running again so but um you know I'm happy to stay in as the appointee like I mean I certainly and we'll be finishing you know up our you know hopefully at a town meeting so yeah presentation and then you know of course Heidi I don't know if then you know she's our designee but of course she's on select board so I don't know if that means that we need to you know find a different and of course she's chairing it so we don't you know you know so I don't know if like so if we have to sift because she's got that position now or can you reach out to Mrs Brooks is she still in okay yeah I'm sure I was talking earlier in the
186weekend I'm sure she is yeah we'll we'll all yeah that's fine do you have to make a motion for sure yeah well yeah why don't we I make a motion that we reappoint um let's wait and miss pending um they're agreeable you know decision to participate but having done a deep dive and watched all of your videos I did I'm admitting it there was a lot of discussion around you know sometimes if some folks hadn't attended each year it's like Reinventing the wheel and repeating them so that consistency and moving forward makes the most sense yeah that's the key is what I'm thinking of too and I understand you know what she said but that's the you know and especially yeah they're saying that you're towards the end so yeah no we are together I
187mean it's longer than it should have been as it is just with coven and everything else and we have lost a few folks on the committee um for various reasons so we're you know we're we're a little short staffed on our committee if you will so hopefully this will help us add a few folks that just to kind of pull through the end yep all right so we have a motion by uh Mr Oliver to uh appoint to to reappoint Ms to Mary Waite and uh Heidi Brooks pending her you know her saying so BB would be fine to the uh townshire Review Committee all in favor say aye aye aye opposed motion Gary's unanimously thanks to both of them oh my God yeah I have watched some of the meetings but boy you know
188you change this word here what's it do down the line yeah yeah I can imagine how those words are are good cases for hour-long discussion oh yeah no doubt about it all right superintendent's update very very quick at Katie paveo already mentioned we got a speaking of half days this week so our strands will continue everything she talked about um I don't know if you were going to talk about we had the wonderful gas spot Court ceremony so that's that um you can mention anything else it was just a full house it was wonderful it was just wonderful um speaking of Mr perrotti last time he presented he said he had gotten a ten thousand dollar Grant award for the computer science program well through Jonas shoes he's now had that doubled so I don't
189know there's no stopping him and then the last thing I just wanted to say was Potter finally was able to have a Golden Ticket um child pulled the golden chicks they got a five thousand dollar award from the Feinstein oh good so he was so happy about that so every week I'd read his updates we didn't win again so that's it that's all I have fantastic all right yeah the only thing I have two good things that I have is number one on sports teams are doing fantastic I had the privilege of being here Saturday for uh the dedication of the basketball court for Steve Gasper and such uh very well deserved uh very done very Tastefully and very quickly so that type of deal you know got to watch that girls basketball team win
190and then the boys state for the boys game and that that was that was an exciting game and uh you know the as Dr Gifford said it was standing room only it was an excellent excellent game so and Steve was Steve was Steve I've know like I said I've known Steve since 1966 and Steve was Steve very very humble and you know how about some you know somebody else in that type of deal so that was good so that's all I have anybody else have anything Shannon so you know we heard a lot in public comment today and um sometimes I feel like it's a little bit like I know it's public comment is coming to us but by the time we get to sort of respond to some of that um our audience is
191thin quite a bit I appreciate Miss Mira as it has really held out here and and hopefully she'd pass this along but um I don't wonder One whether we might want to have a little opportunity to talk um after public comment about some of this because I think what's been missing in these conversations is I don't think you'll find five stronger supporters of public higher education and our staff in this community there is not a person at this table who doesn't believe that our I mean there's none of us that believe our teachers are overpaid we're spending too much on schools we hear these things we're a little bit between a rock and a hard place and and what I was thinking about when I heard that is I got my tax bill the other
192day and I don't live in a fancy house or anything you know I live in an average house and my tax bill was about forty four hundred dollars so I did a little research right and the average tax bill in Massachusetts is about seventy four hundred dollars right and Longmeadow which has the highest tax bill my house the house is worth less than mine would pay nine thousand six hundred dollars and in this article that I found they talked about Saugus was had a similar home value to mine and they pay 6.1 and that was a low paying community and the Boston region and so I appreciate every single thing that people come and say to us in public comment I think we hear it we feel it we understand we're trying but the problem
193is right I I thought about that forty four hundred dollars I had two kids in school you know a couple of years ago which meant I was paying twenty two hundred dollars a year to educate my child that's ridiculous right I mean the lowest paid private school around here is many multiples of that so I don't wonder whether I mean maybe people are watching on TV and they hear this and they see this but I don't wonder whether we might set aside a little bit of time on the agenda next time I don't want to get a back and forth but I do think it's important for uh the people who work in that District to hear and understand that the five of us are committed to them we support them we believe in them
194and we're trying I mean we really are but the problem is not that we're five stingy people who don't appreciate teachers but that you can't get blood from a stone and we just are I know you've said it you've done the calculations too Mr Nunes there's we our tax rate is very very low right and I know we had heard some figures about you know spending on Administration versus spending on teachers teachers just teachers right as about Mr Mr Kylie would probably know this more than I did but my quick math was about 45 of our budget administration's about three percent right like we in edu in the education business whether it's K-12 or higher education the education business is a people business and you need money to pay people and we don't have it
195right now um and so I I think it may be important for us to be able to affirm our commitment to our teachers and to let them know that we hear them because it's a lot of coming at us and you know um I don't want to get into an exchange but I would like to for people to hear some affirmation of our commitment to them because by like you know eight o'clock it's all cleared out definitely I also I think adding um that and and like again not like you said not a back and forth well also Aid in sort of telling that story more town wide I mean it's out there but I do think that it I don't know it might it might create a a better sense of the people making
196the decisions and working together in a way that is not violating any bargaining type scenarios but but we'll tell that story the story that we're together we're not we're not together right we're unified we believe in our schools and yeah I think you're very right about that yes no and I and I was I've been thinking that same thing you know because I feel like you know it's easy to say like well the school Community is just sitting on money and they just don't want to give it out like which is how and again I think to your point we're very pro-teacher all of us and Pro Staff and it's and I think there's a big PR and the way it's layered in our meetings is that we're not able like you said we're not
197able to convey that as well and so I think that prps that the town has to hear that they need to commit and you know what that means and I that's the piece that's lost and I know it's and it's hard because that you know we're walking by the teachers and there many of them are you know they're children's like beloved you know friends really I mean there are you know we appreciate them and we're seeing their signs and maybe if they're being caught you know for a moment on you know a newspaper but there are not real like the people who need to hear it and to feel it and understand the consequences they aren't getting that message it's it's all it feels internal and it's and it's it's you know it's it's a
198disservice to everyone involved in this process so because again like I think it's easy to say like well the school committee just doesn't want to give them you know there's plenty of money and and again I think we've been pretty transparent about the budget but we know the budget is a very complex you know Beast which will you know one of the reasons we're coming in tomorrow but I think we have to explain that like yeah we're getting so much more than than we're paying for and we've been so lucky to slide on like with the staff that have committed to this District but you know we've lost a lot so we have Chris I'll get you Kevin no and just to Echo what some of my colleagues have said we you know just on
199um we were invited and we actually engaged um on um December 19th uh an executive session with the select board we had conversations with them around some of the topics that have been brought to us we we certainly all care I there's no doubt about that and I wish there was more my teacher membership here um but we certainly all care we understand the concerns around health insurance and we understand uh there's a lot of valid points it gets brought to the table um I'm aware of that and I think we're all sensitive sensitive to that um and we're we're we're trying but at the end of the day you you know our tax rate is a price is a problem it's a detriment while in some some people will say we we're living large
200and we have a great tax rate and that's why we came to Dartmouth it is a detriment to some extent and to a large extent we got we got hung out back in the 80s when two and a half came in we had just revalued and everything and 59-21 D came in and that took care of that so uh we've got that yeah I I'm good I'm good with that I mean again as you've all said and I wholeheartedly agree I'm not getting into it you know they will speak right and then we'll speak if we want to but there will be no follow-up there will be no dialogue there will be no and I don't mean it in a disrespectful way bantering back and forth oh yeah they're going to speak and then we're
201going to spend and we're going to move on okay I think that's fine that's fine okay all right that being said our next meeting is scheduled for January 23rd 2023 here enjoy Martin Luther King at the chair will entertain a motion to adjourn into executive session for an update on collective bargaining and not return to open session roll call I'm sorry so moved moved by Dr Jenkins second by Miss Amaral on the motion mini discussion chair hearing done roll call vote please John Nunes yes Mary Waite here yes Shannon Jenkins Chris Oliver yes go Pats thank you and have a good evening thank you foreign
