I'll try again. I'd like to call today's policy meeting to order. Uh, Miss Kadeski, would you please call the role? [clears throat] >> Pete Wilter, >> present. David Perry >> present. >> Judy Justice >> All right, we're all We're all presents. Look at that. Beautiful. Beautiful. Um, this probably will be my last uh meeting as the policy chair. We will get our uh new assignments as of the agenda review. Uh, but I do want to thank everybody for all their hard work and you made this year very enjoyable. Miss Madetski, you especially back there. Uh, so I do really appreciate that. Um, at this point we will have our invitation which will be delivered as soon as it comes up by the associate pastor Miles Baker Hunt of Riceville Beach Methodist Church remote. >> Good
morning, New Hover County Schools Policy Committee. My name is Reverend Miles Baker Hunt. I serve as one of the associate pastors at Writesville United Methodist Church. It's a great joy to have been asked to offer this morning's invocation. So, as you begin your work, let us pray. Gracious and guiding spirit, we come together this day mindful of the great responsibility entrusted to this committee, the care, growth, and flourishing of students in our schools. We thank you for the opportunity to serve our community through thoughtful dialogue, careful listening, and wise decisionmaking. Grant us clarity of mind and steadiness of purpose as we review the policies which shape our district's vision and daily life. Help us to remember that behind every line of policy, there are students eager to learn, teachers striving to inspire, and families placing
their trust in our shared work. Keep our hearts open to one another. Where there are differing opinions, let understanding prevail. And where there is uncertainty, grant us discernment. where there is fatigue, help us to renew our strength and focus. Remind us always that policies we discuss today will help build the kind of community we want for our young people to inherit, one that is marked by respect, inclusion, opportunity, and hope. Guide this meeting with cooperation and goodwill. May the conversations be grounded in compassion in decisions guided by equity and justice. As the work of this committee concludes, may it be done so knowing that they have acted in the best interest of all students, showing integrity and care. In a spirit of gratitude and service, we offer this prayer. Amen. You join me in the
pledge. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. >> All right. Thank you. Thank you. I do want to uh mention that we have a guest here, Miss Bellamy. She is uh studying. She'll be getting her EDDD very soon and then she'll be Dr. Bellamy. So we're very excited about that. Congratulations early on that. And uh she's actually studying policy and law. So that's uh as part of her uh studies. So welcome doctor future future. Um we will carry on with the approval. Oh um I do want to mention we have a very light um group today. So I do plan to set a new world speed record on this um as
I as I exit. But um we do have a very important um policy in front of us. So we will carry on. I would entertain a motion to approve the agenda. >> So motion. >> Is there a second? >> Second. >> Okay. All in favor? Any discussion? Hearing none. All in favor, please signify by saying I. >> I. All opposed. Like sign. Passes 30. Next we have the approval of the minutes. Is there a motion to approve the minutes? >> So move. >> Is there a second? >> I'll second. >> All right. We working well together today. All right. Any discussion? Hearing none. All All in favor of approving the minutes, please signify by saying I. I. All oppose like sign. Passes 30. Getting ahead of myself, but that's okay. Uh we do have only
policy 2230 board committees which was sent back to us by the uh board recently. Uh in front of you, you have a sheet that do Mr. Perry has I was going to say Dr. Perry, but Mr. Perry has uh shared with us. Uh so if you want to take a moment to review that uh and then we can >> Yeah, I think we Mi you did you cut off a few more copy? I need one and if you could pass out to anyone else who doesn't have one. >> Okay. So let's take a moment or two to review that and then we'll discuss and there are two um changes that have been proposed for policy 2230. Excuse me. one being uh what Mr. Perry's talking about which is an addition uh adding a section in
but also there is a discussion on section 9 um the sustainability committee um originally we had and just to kind of for anybody that may be watching or anybody doesn't know we actually were uh a part of the soil and water committee then we started our own sustainability committee and we've heard from members of that committee Um and actually Miss Hamilton or Dr. Hamilton okay Miss missing doctors Dr. Hamilton can you share do you also feel that the sustainability committee is basically the very much sim or very similar to the soil and water >> I do think there are a lot of similarities with same type of goals and outcomes yes I do I agree >> and we do have someone from soil and water committee that that serves on our sustainability committee and I
maybe I should ask Dr. Morgan, another doctor. Do doctor doctor, not a doctor. Anyway, um um basically we do have somebody that serves on the sustainability committee which you are a part of. Yes. >> That uh from the soil and water committee. Is that correct? >> Uh Miss Mason is board member who's on that I'll be honest she >> is Miss Barnhart that just >> Yeah. But I mean, don't we do is is but I was told that someone from the actual soil and water conservation committee serves on our sustainability >> misunders. Yes, sir. Um so not from the schools, correct? We have a couple people from the county. >> Okay. >> Um who I believe serve on both. >> Right. So and is does anybody know either of you know basically to get off
or to remove ourselves from the soil and water committee? What is the process? I think the process would be a resignation because you you apply and then they review um your your resume, your information and then they vote on you to be on that board or on that committee. And so I think it would be a process of a um resignation and then they would fill that with an >> I'm also happy to reach out to the members who are on the sustainability committee who work for the county to see if they have any suggestions or guidance. >> Well and I mean >> or concerns. I mean, for all I know, they may offer concern that we would have it considered, but >> well, I mean, and and I'm just going to say this out
loud that we may instead of because we've been playing I won't say ping pong, but we have been playing ping pong with several of these committees or several of these policies. They go up, they come back, they go up, they come back. >> It might make sense for us to do our work today. Hey, I don't mean to not do our work today, but hold it in committee and find out that answer because I don't want, you know, have it be brought up and all a sudden they say, "Well, no, you have to serve the rest of your year or something." And so, but anyway, >> okay. Thank you. >> So, we'll go to that part. >> Yeah. So, maybe maybe we want to hold off on changing section 9, but we can talk about
the other section today. Yes, sir. >> The um Yeah. I mean my my main concern with leaving our represent uh having us having representatives on that committee it was that is that you know I didn't want us to fail to communicate or get that information good information from them that suddenly we're not getting you know or vice versa but but if you as long as they're going to continue to have somebody in our committee then I don't really have a problem that we um you know, cancel our participation if it's double dipping. But >> I would probably I believe that we could probably go ahead uh today and you know, consider uh my amendment, move it up, move it, move that part on up, but and then still still hold the discussion uh and we
could amend it. We could additional change, you know, um for this and then we could send it up again next month. Uh, and yeah, >> we can either do that or we can hold it in committee until next month and then like I said, we can work on your your amendment here, have that all in line, and then we we hear from Dr. Morgan on if there is anything else because they could you know very well could come back and say we really want somebody from you on there and you know that would be that again >> I mean that's the one thing I'm afraid of like you said like well you're going to pull petition having a representative from our committee then we'll pull have one from yours and then then then that would
be bad >> suck yeah exactly exactly so if you would do that for us for next month >> please okay but let's go ahead so let's Uh, I'm going to make a motion that we leave section 9 as is uh until we hear from Dr. Morgan. >> I second. >> Okay. All in favor signify by saying I. >> I. All opposed like sign. Okay. So, now we'll go back. Let me get the other one up here and we'll talk about the other which is Mr. Perry's amendment discussion. I have something that I'm going to start out with as we discuss this. Uh well, why don't you make a motion first and then we can discuss it. >> Um I'd like to make a motion that we adopt uh the language that's in my proposal as
part of uh recommended to the board for 2230. Uh at least my do additional section without the um without the other stuff regarding soil water. Um the as as as is stated in the attachment. >> Okay. And I will second that for uh purpose of discussion. Um I would like to make a a recommendation and see what the board or the panel committee thinks about that. But you know it says employee retention and reward committee and then the first line below it talks about a employee benefits program. I think that maybe calling it employee benefits committee might be a better way to say it instead of reward, you know, like we're going to reward you for doing this, you know, and I think that because I think, you know, from what I have heard and
what I've seen and what I've read here, uh, it is more of a broad benefit, you know, like, uh, I think just in glancing at the sheet, and I have not gotten this before, but just glancing at the sheet, you know, talking about finding alternative funding to employ to cover employees bereavement days. Um, you know, that may be I think that is a general that's a you know a benefit for all employees. That wouldn't be you know for rewarding the best of the best necessarily. It would be like you know if I lost somebody or somebody else you know lost somebody that they would be able to do that uh you know work with local grocery stores to create discounts for employees. Again I think that's a great idea but again that's a general benefit
to everyone. So what do you Miss Justice, what are your thoughts? >> Well, should I second that in order for us to have this discuss? >> I did. I did. I I seconded it. >> Okay. So, now we're having a discussion. >> Yes. Okay. So, >> I would like to ask u Dr. Barnes um we al already have a lot of I guess systems you'd call it or of things in place to support and reward our employees coming out of human resources and other parts. I believe I mean this is what I'm aware of um of um our central office um Dr. barns better I'm not quite else how to put this but when you look over all of this there's things already in place that we have and I what do we already have
in place if you I you don't have to go necessarily in detail but what is your take on this type of extra added um committee to go I guess above and beyond or what do we already have. Do we need it? >> Interestingly enough, uh Dr. Geller, now I'm doing it. Miss Geller and I have been talking about presenting to the board about our um efforts. What do you call it again? >> Um just non non-monetary benefits or um you know just benefits that don't include financial compensation but other benefits that help us retain our employees. Well, and I think you've done a great job of developing a leadership kind of protocol that helps all people who want to advance in the organization find places and things like that. So, that doesn't exclude having a
committee because I think that having the board a part of that conversation is healthy and she and I have that conversation as well. Um, only just a couple things. I don't know if I would use the word reward. I would say maybe uh retention and compensation committee or retention and >> uh or just retention committee. Um >> reward I think is a charged word. >> Um [clears throat] the only other thing is is some of the ideas in the year I think we are going to have to process because we're going to run a foul some state law and things like that. Um and I and I I agree with a lot of what do miss now I'm doing it to you Dr. Perry too. >> I'm just going to do it everybody. Thank you
for the question, Dr. >> Um, [laughter] >> while I agree with a lot of the statements that are made in here, I think some of this challenge is a state issue because they set our salary schedule. Um, saying that our our they aren't getting paid enough is a is a difficult conversation to have because we are six in the state compensation in regards to teacher uh bonus. Um, our district. >> We're down to six. >> Yeah. Yeah, we are down to six. >> Oh no. >> Oh dear. >> But I I don't think I I think having a you know, we talk about making sure that we're having ways to be transparent. I think having more voices in this work is fine. Um in regards to what we're doing, but I think it would be
a good basis to start with about what are we already doing. >> So I'm going to throw back another two two things just from reading this. I think the other thing too is and I've heard from a lot of the board members that there's a concern about um funding. You know, we don't want to be in competition with ourselves to with the county commissioners with the endowment. So, I think we probably need put in there, >> you know, you know, uh funding sources other than the county commissioners and the endowment, you know, that you know, so basically this isn't >> well, you know, we're going to go to the endowment. You know, the central office is going to the endowment. Uh you know, this other group and under our umbrella is going to the endowment,
you know, that we would we would seek other sources besides the county commissioner, especially, you know, with the the big B word that we're, you know, bond, any other >> Yeah. the other uh but you know, the with the possible bond coming up very soon, uh, you know, we don't want to be in competition with uh with the um, you know, with with us ourselves fighting over funds from the county commissioners. Yeah. Um, and I state right in my introduction as far as the name of it. I I've got I've got no particular, you know, I love this name or anything. I actually So, I'm happy with the name change. So, that that doesn't matter to me. Um, >> so basically, I don't mind, you know, maybe just, you know, you know, I like to
say I thought benefit, but maybe we can say employee retention. That's that's good. Um, >> how about the word support? >> Support. I like that. >> So um I think um >> and in in the list of things that I gave up in the on the last page, those are just possible things that I I thought up of. Obviously, these are things that the committee itself is going to have to come up with and think is a good idea or maybe some of these that we already have or maybe there's better ideas out there. One of the important parts and I I actually added a couple if you read page two on the structure of the committee. There are two things that I added which was under the consist originally in the motion which I
I probably would make a motion to amend my original motion uh because right now it lists the three board members plus eight employees and but I wanted to maybe I was thinking and discussion is um you know having also have ask Wington Chamber if they'd like to have a member on board to get a business perspective or somebody represents our local businesses. who might be able to help and or point us in the right direction of where how some of our youth might work working with private companies. Uh, and then also working with our PTA. Uh, these people, obviously most of them just work for their local school that their their kids are going to, but I mean, I'm sure that a lot of them might uh be willing to help out with u district-wide
efforts, you know, as well as far as helping out our our teachers overall and not just for their school. Um, so I'm sure having somebody from our PTA would also be a particular benefit. Uh I'd be interested in your opinion on that. And uh again I'll just say that none of this is this is an advisory committee. So any program that we come up with you know and we can research and develop a plan and but ultimately it's going to get have to come to the full board for any kind of approval right and so I don't the as far as the funding sources um you know the I don't think it necessarily has to be nonmonetary but but you know and there may be you know it's a board decision ision as to, you
know, whether we should seek money from these people or maybe the board will change. Hey, like um maybe there's a little money for both or whatever or maybe this the the city for instance. One of my ideas on the last page was um about housing assistance. you know, maybe we can work with our local Warington government or the county government as far as and with the apartment complexes to, you know, for reduced mortgage rates support for uh a reduced rent, you know, if I think there's a lot of support in the community for our employee, our teachers and the rest of our employees. I think people want to do right and especially if you can give them a little uh pat on the back as far as advertising. I'm sure they'll be happy to uh
help. So the um the so that we can make things cheaper. We may not be able to increase their pay. I mean I'm talking about a performance bonus as a possible thing, but there are other things here. Um, but I think if we work hard, we can at least make it if we can't give them more pay. That is a state and a local decision. Maybe we can at least reduce the cost of their living here, which is a benefit that that we that we could say we can give you, but the other school districts can't, which gives us a competitive advantage as far as getting the best candidates when we have positions to fill. And and I will just, you know, tell you that back, you know, like I said, I'm 205 years old,
so I've been through a lot of this, but I uh left New Hover County and actually went to Brunswick County as an assistant principal. And I remember one of the biggest perks they had was that they had MetLife Dental. So you got free dental. I don't Brunswick County still has that or not, but that was a perk that they were able to to bring to the table. So, you know, every bit you every little bit helps, you know, as especially And as you pointed out, this this is going on all over the state. When I was in Der County, we assisted in housing because our county is crazy. Um costwise, you think new handover was bad. So we literally had a partner. We we partnered um with different well financial organizations. Actually, I think it
was Chamber of Commerce helped and they they built housing for housing for teachers. Um so this is going on all over the state. Um right now looking through this is really nebulous and vague. We need it needs to be tightened. This is it's just a little bit difficult to grasp in my head what this committee is exactly about except helping supporting teachers. It's you know and there's a lot of employees too talking about having eight employees on the committee and we already know that we taken off a lot of you guys time. [laughter] Sorry about that. Okay. I know it's why we're here, but um that's a lot of employees to figure out who's going to be on. It's just really vague at this point. Can you maybe tighten it up more? I don't know
right now the way it is presented if that would be the best way to present a committee to the full board as you know the way it's laid out now because of the vagueness and the broadness and the >> Yes, sir. I just want to um respond to to the eight members of of the uh of employees who are on here. I think it's important to have employee participation. This is for them. We need to hear from them. >> You know, part of the things that we got in the climate survey back in 24 was is you're not listening to us. >> Okay? >> And you know, we need to hear from them. We need to hear their ideas. And one of the reasons it's nebulous is because I wanted to wait until such time
as we hear from everybody. Hear from them what do they need? What do they want? What are their ideas? What are our employees ideas? What would benefit them the most instead of us just sitting in our little, you know, white ivory tower and figuring out what we think would be would be best for them. I gave examples on the last page, but those are just examples, you know, >> and I think, you know, have Miss Geller obviously being a part of this because as as mentioned by Miss by Dr. Justice, um you know, that you know that we we do some of these things. So, we don't want to, you know, replicate exactly what we're already doing and things. >> Yes, Mr. Justice. >> Uh how about creating an ad hoc committee to create the
committee because this is an awful lot of information. and that how committee could willow it down using suggestions from employees and then the final product would be just more practical with Miss Geller. Yeah, that help a lot. She's on there too for she knows from the inside what they're already doing. >> I mean that would be my suggestion. Should I make a motion? Okay. >> Okay. I I I motion that we um you we change this current suggestion for committee into an ad hoc committee to study the suggestion and sol and uh make it into a usable committee for the school board. >> Okay. And I'll second that because I think it's that's not a bad idea so we can have some of these answers in place as we move forward. So it's not like
okay we're starting here and then we're moving here and then we're moving here and we're moving here. let this committee you know that you know we put together and you know I'll you know if if we the board passes it then we'll go ahead and we'll have to bring that up in the in the full board >> uh you know uh in two weeks at agenda review then we can go ahead and set that up and and have that and I'll I'll you know put the that ad hoc committee together to study it and we can move forward with it. >> I mean that's my >> okay sir I mean there if there are specific things that you are trying to outline every single idea and who's where what or whatever seems I mean I
don't know you say it's vague but I you know where on any of our other committees including this one does does it give a long description as to what we it or we needed an ad hoc committee to study it for six months just so we know what to do we've done this for no other committee Uh, I don't think so. And you know, I think just to form a committee, I mean, our employees, if you hadn't noticed, the the cost of living is going way up and inflation is still way up. It's getting worse by the minute. We can't afford, our employees can't afford to be sitting around for the next year while we study whether we're going to have a committee or not. You know, we should be acting now. This just seems
to be a delay tactic so that we can't, you know, we can't seemingly just get to work on this. I mean, we can work out the details as to which ideas are good ideas and which ideas are better ideas and which ideas are terrible ideas. This is the stuff that the committee can do and then we can together. Why does it have to be so defined down to every little, you know, jot and tit? >> I just don't understand. >> Well, can I? >> Yes, m. >> Okay. This sounds like it's a long-term committee, permanent committee, >> and so we need to do this right. And that's all I'm cons with different voices and expertise to put together this better. I mean, Mr. Perry, you did a good job. Great job doing this, but you're
one person. Maybe together with maybe five, I just estimate five, six people on top committee could to would make it more useful so it can be permanent. But a lot of this, as I said, it is in a way vague. So, I'm just trying to see the best way to go forward if we're going to have it as a permanent committee to do it properly and more than one person working on it would be an excellent idea to structure the committee so it'll be that be more functional. That's all I'm looking for. And I don't think that if you can do something right, you takes time and I know we're all struggling right now, but we're all that this isn't going to change that overnight. So we need to do this is my opinion which
we're going to have a we're going to add a committee to our responsibilities that's got teeth and support. We need to put it together in such a way that people feel comfortable with it. And I will say Miss Bradford who's sitting way over there um you know she had an ad hoc committee that did a lot of great work um you know looking at our the hours that we put in for things and stuff and it was very successful and it came back and you know at the end of it I mean so I don't see that this is a whole bunch of difference between having a permanent committee or having an ad hoc committee that sets up a permanent committee because that that groundwork that would be done in either case, whether it be
done by the the the regular committee or whether it be done by an ad hoc committee. Obviously, I would imagine you can be part of that ad hoc committee because, you know, it just makes sense. You're the one that's bringing this forward. So, um you know, and then then we can go ahead and form that committee and bring it forth, you know, and and have a lot of a lot of the Well, I don't know if this would be it or that be. We we'd have to have a committee do it. Well, whether it be the committee do it or an ad hoc committee, I don't know that there's a whole bunch of difference there. Um I go ahead I just I I mean they say it's I that the structure is are you saying
the structure is vague because I I think >> I'm talking about the benefit uh I was just this is what an ad hoc committee would talk about instead of what you're saying is let's put this committee together this way and then meet and see what happens. I'm saying let's get a committee together and look at this structure a committee so that we meet and say this is what we're going to do instead of jumping all over the place because there's so much different and I'm looking at a more permanent format for the committee so it's more effective. So are you talking about which ideas or you talking about the structure? >> The ideas come out of the current structure that you have which I say is pretty we're not even sure a lot of these
things legally we can do yet. That's what I'm talking about. We're not sure yet what if we already have them. That's the idea of the ad. >> The committee itself can determine which things are we're already doing. we don't need to discuss and which uh you know and which one ideas are good ideas and which ones are illegal and all that sort of thing. Isn't that something the committee itself can this work out? Why do we have to define it before we even create the committee? What I would recommend at this point, we do have a motion in a second to to move to an ad hoc committee. We'll discuss that in just a minute. But um as it stands, I think we we think we're we're having some very good discussion about this. Um
as we have just mentioned, uh we're we're probably going to either ping pong this back up up to the commit to the full board be sent back because we have Dr. Morgan's question about or not his question but his he'll be bringing us the answers. So to me it almost makes sense. Why don't we take table this as it is right now, bring it up for next meeting. We'll have the answers from Dr. Morgan, plus we can go ahead and further discuss the uh whether we want to do an ad hoc committee or whether we want to do a regular committee. I mean we we have to bring it back to this to this board to this committee to this committee anyway uh for sure get the answers on the uh soil and water and
I you know so I think we also will have some time to digest this paperwork we got from Mr. Perry. I would recommend Mr. Perry um that you if you wouldn't mind getting copies for the full board. >> Oh yeah. >> So that everybody can have a chance to look at it digest it. You could even bring it f uh Friday. Uh then then everybody could have, you know, several at least another week to discuss it and we can, you know, we can bring it up at the agenda review too if if we as a board decide to do that or >> David, I'll just scan it and send it to the board if that makes it easy. >> I I sent myself a copy. I could send I could forward it to just the
school board members email or whatever and I guess you could forward it to whoever else you want. >> No, that's fine. Um the So are you making a replacement motion to table it rather than uh uh >> differing from >> Yes. and the tape. So like I don't have a problem if you've got questions about the structure or you want more time to refine this. uh my >> colleague >> my colleague to the in front of me. I'm not allowed to say your name which I think is the stupidest policy we have. the the uh if she's got specific things that we you know you want questions to as far as you know who we should have on the committee and you know if you want to narrow the scope of what the committee is
a little you want to refine this I don't got a problem you want we we uh to do that uh I just I'm probably more of is we should be able to have conversations between now and next month >> and refine this without going to an ad hoc committee Right. Well, the other thing too is please understand that, you know, I think this ends a great my own personal opinion. I think this sends a great message to our folks that we care about who we're trying to figure out, you know, we can't necessarily come up with more dollars. Maybe we could, that'd be great. But, you know, but we would love to find other ways to support you, you know, and that's why I think you said support. I mean >> support. Yes. >> Maybe
that maybe that I think that might be the best name, you know, uh is a retention and support committee, you know, and I think that would be >> so I I I will second your motion to table. >> Okay. Okay. All right. Well, with that in mind, uh that's all we need to vote. >> Yeah. So, >> we got we got a vote. >> Oh, that's true. That's true. Yes. Yes. Yes. Okay. So, uh motion and second to table. All in favor? Any discussion? Hear none. All in favor, please signify by saying I. >> I. All opposed. Okay. So, this will be tabled. Thank you. Um, >> and can you one second if I'm going to give you my copy and if you wouldn't mind scanning that in so that's part of, you know, for
next time so everybody has that. Okay. Mr. P. Um, I know this would take a a super majority, but uh the uh I was wondering if could I make a motion to add a quick topic about having a guest for our next uh policy committee meeting? >> A guest? >> Oh, presentation. >> Okay. Um I I uh Miss Riss Meer, you probably heard her before.
