public is invited shall be limited to 60 minutes unless extended by a vote of the board okay having said that we will go right down the list forgive me if I do not pronounce a name correctly number one on the list is Rachel Koss can you okay making sure it's on um so I'm Rachel Koss I'm the principal at West Elementary for about five more days and I want to express my deepest gratitude to each and every member of the West Community for their unwavering support collaboration and Trust through my tenure as principal together we have accomplished many great things and I am immensely proud of the achievements and the strong sense of belonging that we have made as a school community it has been an honor and a privilege to serve as a principal
of West Elementary and I will forever cherish the memories and relationships that I have formed during my time here I had confidence that West would continue to be a place of excellence and belonging for each and every student however this conference this confidence is wavering with the lack of commitment of the school board to allow Administration to hire my replacement this is um and the interviews have been put on hold even though there were qualified candidates who showed interest in the position when it was posted on May 24th and closed on June 2nd the staff students and families deserve a highly qualified candidate that also could transition smoothly through my departure for whatever reason this has not happened even though the school board approved my resignation on May 22nd this has made me compelled to
express my concerns regarding the high levels of micromanagement disrespect and disregard for the valuable expertise not only of the district's Administration but the teaching staff that has been displayed by the Unified School District of annago's school board it is disheartening to witness the erosion of trust and collaboration between the board and the administrators who possess a deep understanding of the district's unique needs micromanagement hampers the creative problem solving and decision-making capabilities of these administrators it stifles Innovation and inhibits the ability to respond promptly to the evolving educational landscape the administrators and the teachers experience and expertise should be acknowledged and respected as they are best positioned to make informed decisions that benefit the students and the overall educational experience in the Unified School District of Antigo I implore this school board to Foster an environment
of trust open communication and mutual respect collaborative decision making where the administrator's insights are valued and considered will undoubtedly lead to even greater achievements for this district and their students as concerned community members it is our duty to support the district's leadership and their pursuit of Excellence I urge this board to take a step back reassess your approach and recognize the immense value that this administ these administrators bring to the table encouraging a constructive partnership between the board and the administration will Empower this District to flourish and positively impact the lives of countless students including my own children in the future thank you for taking the time to consider my thoughts and concerns number two is Ethan Roberts Ethan hello my name is Ethan Roberts and I'm a junior at the Antigo High School I've
come to speak about some issues that bother me pretty heavily and one of them is the pathetic and what should be an embarrassment of a behavior policy that the Antigo high school has students do not fear the school they do not fear admin They Don't Fear the policy and to me you should be embarrassed about that when students are threatening the lives of other teachers and other students and the school refuses to do a lot about it and insist the best thing to do is a talk into and tell them it's not okay and just walk into the class or students are getting fifth six chances to correct themselves after bad behavior is mind-boggling to me the high school is sending these students a false sense of what the real world is and sorry to
break it to you but it's going to be a huge Awakening when they get out of high school this school has gotten so bad with their lack of doing anything about poor Behavior many students many teachers have given up altogether even writing students up and in fact multiple teachers decided to leave due to the insanity happening here as a student I don't feel safe being at the end of high school and I know for a fact I'm not alone when I'm around people who have gotten into multiple physical altercations and fights and they're still here makes me feel unsafe especially when they're back a day or two after the fight I overheard a conversation of a student who was bragging about being let down easy as that student was in a fight and barely got
any punishment so I asked them what happened well I was told from that soon it made me quite honestly sick to my stomach how weak the school was on the issue the fact a human being got physically hurt and the school basically Shrugged their shoulders like nothing happened how do you expect people to feel safe when coming here when the school apparently stands for it and allows it one student had a meeting with the vice principal at the high school and one of the topics that the student brought up was how bad the behavior policy was and Miss Matic told that student they do not like suspending students because we don't know what their home lives are and the school at school's people safe place and although I fully understand where that point is coming
from it's not correct using that same argument I could use easily say people find schools are safe place but they can't anymore when admin refuses to punish students and allows them back in class like it made the point before the false sense of schools given the students of what the real world is it's not good these students are going to fall flat on their face when they graduate this once again should show how bad admin is doing in leadership and how little of a grip they have on the school it honestly saddens me to see it happen and no they do not want input and it really upsets me to see so many teachers leave because they have lost all hope and trust in the people supposed to be leading our school Mr Rogers will
never know the full truth from these teachers because they don't want to leave going off on a rant I think it's pretty bad when you have your own teacher so upset with the school they want out they outright talk to their classes about it and label it the reason they're leaving I by no means I'm gonna stand up here and say I speak every single teacher because I'm positive I don't but a large chunk of teachers discuss this even since my speech I gave in May I teachers talk to me the Indigo high school has been pretty pathetic and it hurts to say that but I'll only call it how it is and I guess I'm at the point of asking the board to step up and help us students out and correct leadership issues
correct Behavior policy correct students feeling unsafe and I can keep going on but I'm not going to sit here and demand stuff being done because I fully understand that's way out of line for me and all I could do is continue to fight for what's right I also really hope that Antigo high school and the school board knows I'm not going to take the stuff lightly as you may have seen issues have now been aired on NewsChannel 9 twice and the amount of times I've been talked to in public about that from random strangers makes me happy to know the word is getting around and it's not smearing the Antigo high school at all it's getting my voice out there because Antigo High School is too weak to accept being called out and to me
that speaks heavily to a weak certain someone who I'm not gonna name I want to end tonight by saying how disgusted I am with this school and going through with the new bell schedule I really hope that High School feels good about themselves now give yourself a Pat in the back for making students like me who now have to balance working past 10 o'clock at night on top of being a two sport athlete and getting home and doing your basic needs now having to stay up till midnight or one in the morning or longer to do my homework because the school simply didn't think study hall was needed now where's my personal life gonna fit they must be so proud of themselves I understand fully this is not the board's fault so I'm not blaming
you but the fact the noise was so loud opposing this and they did not care enough about the students and teachers really shows the true colors of specific people who I will not name I have suggestions that I feel will help the Antigo high school out all around that extend to classes Behavior policy the bell schedule leadership student voices and all the above but ultimately I know not to put too much time and energy in it because I know I'm not going to be valued by the Antigo High School principal thank you for your time thank you Ethan for stepping up and next we have the West teachers that are here to represent foreign I thought Laura was going to come by herself there goes that hi my name is Laura Palmer and I am
a teacher at West Elementary I stand in front of you today as a teacher of the Unified School District of Antigo for 33 years while considering what I had to say today I spoke with many my West Elementary colleagues who have many years of experience raging from a first-year teacher to 38 years of experience and I'm going to do my best to be a voice for all it is difficult to get any group of individuals to agree and to see a situation the same however the consensus for this letter is wholeheartedly in Alliance with how everyone is feeling we are hoping to do the 270 families 180 students and roughly 40 staff members Justice in helping you to understand how your actions have affected our West family When Rachel resigned at the end of the
school year it shook our little family we have grown together as a school and have made so many strides to better the learning environment for every student however what has happened since has left us speechless and feeling incredibly disrespected and dismissed an email by Dr Sprague was sent out shortly after Rachel's resignation and the closing of the posting on June 2nd which asked us to which was asking us to be allowed a staff voice in the replacement process then on June 8th we received an email again from Dr Sprague that stated I have been told the hiring process has been put on hold that was the last communication that has happened with staff this email has caused speculation confusion concern and has left the staff super unsettled in what our future holds in the policy
manual under Human Resources leadership policy number two it states that the superintendent ensures consistent processes for the recruitment employment induction and mentoring of employees resulting in the retention of high performing and diverse Personnel what happened that doctor that stopped Dr Sprague from being able to complete this policy why has nothing been communicated to our staff in the past three weeks we strongly feel that this delay has not only diminished our chances of being able to hire a highly qualified candidate but leaves no opportunity for a smooth transition our little school has a lot of great things happening and there is no way to have conversations about what is working what are the best approaches for our climate and how to best support staff and students at West with Rachel's last day being June 30th only
a few short days away and the new board meeting a next board meeting being July 17th that leaves no overlap in leadership for a board approved leader there is no longer an opportunity to Sport and train the new new principle unfortunately whoever does end up in this position will learn through trial and rely on any personal experience which could have been avoided by being proactive with the interview and hiring process that had already been in place that is definitely not a welcoming environment honestly it is setting up the person to fail instead of being supported we would like to bring your attention to the ripple effect that this delay would cause for the past few years we have run short staffed in many different areas all staff continue to pick up the pieces staying late
after hours working from home coming in early and on weekends all to make our students who are notified to not be affected by the lack of Staff we currently have several openings for unfilled position that will be left unfilled until the principal has been hired and able to in turn hire the open positions this leaves are already overworked staff in nerves and anxious for what additional responsibilities will be added to our already overflowing plates we have heard the board repeatedly reflect on what is best for teachers the actions of delaying higher of this position is directly negatively affecting our teachers in my 33 years of experience in this District I have never felt such a lack of support and Care from our school board another example is the lack of support and Care can be
Amplified in the conversations around behavior and visiting our school no visits were ever made to west by the school board around this topic despite numerous comments stating that there would be we are hoping that if you take nothing else away from this speech that you understand that your actions speak significantly greater than your words and your lack of action speaks volumes for how you really truly value your teachers students and families there are my these are my and my colleagues feelings and we would like you to consider and really Ponder how we are feeling and how this will in return affect our District's littlest most vulnerable Learners thank you thank you and next we have Ingrid Bussey I'm just waiting for the time to change you can do it in nine seconds you can you
got nine seconds okay my name is ingrapussy I am a student teacher who teaches special education at the high school I teach students with significant disabilities um so I'm coming to you today because at the last meeting I was kind of shocked and basically insulted that um the idea of performance-based pay increases pay composition was discussed even um I'm not a CEO or a or a Salesman I'm a teacher um uh how would people feel if they got paid on their performance it didn't matter their job they got paid so nobody would like it why are we teaching T why are teachers treated differently um you know before I was a teacher I thought like you guys you speak into the mic oh yeah sorry thank you so much I appreciate that okay before I
was a teacher I thought exactly what you guys thought and what the community thought our grades suck our teachers are failing our students and my kids are getting horrible education now as I am in the classrooms talking to the teachers I realize that is not the case um we are but you know what you guys have to ask the question why are our test results failing and you got to dig deeper and if you dig deeper and you actually ask the teachers we will tell you exactly what it is it's not education that we're giving our kids a quality education we are trying the best we can it's hard though when students show don't show up when you have behavior problems when you don't have resources like we are lost to special education teachers and
only we're only hiring one that means we have to provide we have to do more of a load than we did before we're asked to have more hours do more duties stay after school longer we don't get paid extra for that we're here because we love to teach but we're not treated like we have value the teachers are constantly dealing with horrible emails from parents you guys you would be shocked I was cussed out for 15 minutes because I asked a student to go to class and he threw a hissy fit and was kicking staff that's not okay um and you know resources reading Intervention Program if our our test scores are so bad why don't we have a T reading intervention we have coaches which are shows us that you guys are trying but
then some people are saying they're not they're not needed you know it's hard to provide quality education when we don't have the resources and we're trying Administration is trying but you guys I hate to say it we're getting it's from the top down we're getting told uh Administration is getting told that they're failing so that passes down to us and we get the feeling that we are not valued because we're not I had a student the other day who has only showed up to a handful of classes when he's there he refuses to do the work or even talk to me he told me that teachers fail us if if he fails then it's the teacher's fault we hear that every day what's upsetting to me you guys is these are our kids and that
number does is not a good reflection of our kids we have really good kids my own kids scored in the 95th percentile on their tests my students who have disabilities significant disabilities scored in the bottom one to eight percent average it out guys that's a huge difference there are also many kids that have learning disabilities that don't qualify for it they're struggling they're struggling to keep up they're struggling with mental health issues they're not okay guys and um just because many of our students too you got to realize this on that Ford exam especially in high school they um go do algebra and G geometry our special education students have not done that so there's no way they can do well on that test just because they're in a regular Ed reading class does not
mean they automatically understand it it's part of their disability 20 seconds that's fine so I implore you guys it comes from the top down I've been really upset because several school board members have been talking very negatively about our staff on social media and to others saying that we're doing critical race Theory when we are not please come into our classrooms talk to us and we can tell you exactly why it comes from you guys if you don't value us if you're second guessing every single thing you're saying you do not value US Thank You Ingrid for your comments that is totally fine I do however I had to listen for 10 minutes at people screaming about thank you very much everybody has five I do I understand you can cut the microphone yeah that's
totally fine I do implore you I would like we just don't know that's fine I I'm not gonna yell I would like you please take a seat visit us and let us know what your vision is just let us know and let us ask questions and we'll go along with you guys if it makes sense but we don't know what your vision is and people are like in Ingrid please take a seat yes thank you thank you moving uh I would like to ask Kristen to read the student representative report this was sent to me at five this afternoon and uh thank you so much for reading this you bet so academics in Communications with Mr Rogers are standardized test scores are trending upwards look for the final numbers on this year when we come

hi everyone good evening thanks Dustin for pulling up the slides so tonight I'll be joined with a couple of our building principles as well to share their data but I'm going to start us off this should look pretty similar to reports that you've seen before but I'm proud to share with you including some trending data that will con you'll see some continued upward Trends as we go through some of our academic data so I'm pretty proud of our students and staff and our principals in helping to achieve that so if we keep going dust in the first few slides are just going to help us review some of our continuous Improvement goals meaning this is what work that we did this year as a school district always wanting to keep in mind the alignment that
we have with our academic goals as well as our school conditions and our leadership we just completed a process of our data dig and we'll be updating these for next year for you you can also see here that we created a district plan and from that our schools have plans that are related to that and Data Tracking as such so what you'll see today is much of our school level data a lot of our data that is from the district are things like forward exam act and is was alluded to earlier by the student comment about later in the next year we'll see those results forward exam and ECT data is embargoed until the fall of the following year so we cannot share that with you at this time until students and their families have
a chance to review that data but tonight we'll primarily be looking at school related data in our Facebook fast Bridge benchmarking system this District demographic data is not updated since the last time you saw this report as a district we're required to report third Friday and second Friday in January count this is still our data from second Friday in January so here you can see our demographics that was taken on 1 16 23 there's of course always variation I did check at the end of the year and there was very minimal variation to this information as well but you can see here this was our current status as of January just that's just to give you a sampling of the students that we're testing within our building and you'll see some specific data to the
elementary when we get there as well and here's our race ethnicity breakdown by subgroup again minimal updates from second Friday count in January but here again just for your reference the amount of students in each race and ethnicity group all right so there's always so much preface before we get to the meet so here's just a reminder of our academic goal we're really looking at the overarching forward exam ACT Aspire which is now the pre-act secure and act program at an assessment as we report in these fast Bridge benchmarking scores feed into that they test the same standards and are required to be done three times a year so with that we want to just remind you what that local data source looks like so as a school district we're required to have a benchmarking
system across the state that's an expectation from DPI we use fast bridge and that is only one data source so as we make decisions for our students whether in the classroom or for small group or other sorts of data sources this is one source we do use it's administered three times a year and we are using it as a 4K through 11 system here and there's many tests and reports that we can use as principles myself and my role in teachers to best plan for our students needs and now to the data so here you can see the reports coloring will stay the same throughout we've been trying to be as consistent as we can to help it be more understandable for the board so here you can see this is for our district reading
proficiency this is District wide okay so you can see that at K1 they are actually taking an assessment called early reading that changes slightly when they get in grade two they start to take an assessment called a reading so we're assessing just slightly different things at PACE of learning at elementary is very rapid so they test a lot of different skills very quickly you can see there that our proficiency if you add the green and blue together we're hovering around 60 to Mid 60s that is Improvement our goal is to reach 80 percent you'll see some very nice side by side comparisons coming up next in the few slides yes Angie um can you just explain to everybody um knows like what the metrics are in the meetings behind the high risk Summit risk low
risk sure so as you can see below these are compared to Norms so that means students across the nation this isn't just locally here in Antigo or across Wisconsin so fast Bridge is a system that tests thousands of students three times a year and these change these benchmarks will change slightly but if you're a student scoring in the 85th percentile and above that means you're scoring in the normative group of all students tested in the 85th percentile and above if you're in the green category that percentage is 30 to 84.99 so that's kind of the low risk category how they call that kind of standard or what would be expected at the 20 to 29.99 that's some risk so we might start looking at what should we be doing maybe having a little more concerns
and deeper Dives and then at zero to 19.99 percentile that's where we want to start doing some explicit small group instruction and looking at what's lacking in skill thank you so another measure we use is not only proficiency but we also want to look at our students growing at the rate that they should be growing and in the past this is sometimes caused some confusion we want students to experience typical growth which means approximately about one year of growth within a school year or aggressive growth which would mean more than one year for a typical student within a school year and the goal is to be at the 80th percentile and it's exciting to see these numbers to continue to increase meaning we are making a lot of growth for our students within a one-year
time frame you can see in that grade 2 through 11 group we are at 76 percent of our students having that type of growth of typical or aggressive we had some classrooms this year have a hundred percent of their students achieving in the typical or aggressive growth for this year in this last benchmarking this is the first time since I've been here and I've been here the whole time we've been using fast bridge that that's happened a hundred percent of students achieving at the typical or aggressive rate that's because our teachers have been doing a lot of learning and digging into the data and understanding what their students needs and they deserve a lot of credit for that as well as the Liberty from their administrators to be able to do what needs to be
done to help their students but that's fantastic as we continue you can see some very um positive side-by-side comparisons we're looking here still at reading so this is our K1 group the graphs on the left are last year so you can see there we had some large concerns at our K1 level you can see on the right thank you for celebrating our success like it you can see on the right there we definitely have made some fantastic gains within just a one year turnaround the red bars are shrinking the green bars are growing and we are showing extreme success in this area much to our elementary teachers learning around foundational literacy skills we have trained all of our teachers in that with either going to season 9 training and then support in their buildings from
Amy McGovern from sisa9 or they've also had the opportunity to do some online learning as well so that's amazing success to see in just one year next slide shows us the grade 2 through 11. now this is a much larger group of students remember that's comparing just two grade levels so about 300 kids this is comparing the majority of our student population again you see the Red Bar shrinking and the green bar growing and we are moving in the right direction the next slide you'll actually see our cohort data which is trending by grade level so a certain group go ahead dust in and switch it so here you can see student groups as they progress through here so sometimes those graphs can be misleading in the last slide like if I think of a
K1 graph those kn1 students are in that group for two years and then they're out so two years later it's a whole new crop of kids but here you can see what I've done is taken the data of each grade level and if I was a kindergartner of winter 2020 spring 2022 now I'm a first grader spring 2023 now I'm a second grader and you can see all of those lines for the most part trending Upward at the end there we are making growth and progress so that is very exciting to share next we're going to look at our math proficiency similar slides so here you can see at K1 we're starting to see and really nearing the 70th percentile of proficiency and also increasing in our 2 through 11 grade band and mid 60s
this is exciting to see again looking for 80 percent of our students at low risk or college pathway so we're definitely getting there next year we'll actually start having some math learning for our 4K students as well so that's exciting they've been having some math but we're going to Target some focus on that too we're really pleased with our 4K data coming out of the spring assessment so that's exciting to see for those kindergartners coming in the next graph will show their growth here you can see we're even closer than we were in ela to those growth percentiles again we want that blue bar to be at about 80 percent for typical or aggressive growth and we're getting very very close in the area of math again recognizing the 2 through 11 bunch is a
much larger crop of kids than the kn1 again exciting data to share and we'll look at some side by side comparisons again so here you can see not as much um maybe Stark difference as before but you can see that we're slowly increasing again and decreasing the amount of students in the red so that's something here to pay attention to on the left side of the graph we have more growing in that orange area which is some risk as opposed to maybe more in The Greener what you saw in the reading graph but here we're able to Target skills even more and move students out of that rad high risk area what that really speaks to is being able to Target student skills and build up their skills that they need sometimes to move a
student from one risk level to another Ingrid talked before about students scoring in the lower percentiles if I'm scoring in the eighth percentile to move me to the 20th percentile that's a lot of movement that's more than a Year's growth that's a year and probably a half to move up into the next group we're seeing some of that movement out of that high risk category and that's exciting to see as well one more side-by-side comparison shows that green bar growing again in our 2 through 11 age group that's exciting to see as well um and that red bar continues to shrink slowly but surely so we're continuing to make growth in progress with our math achievement when we go to the next slide for the longitudinal data again you can see many of them trending
upwards we do have a couple that are dipping slightly towards the end but the overall is trending upward we do not test our 12th graders that's not meaning 12th graders testing on there that's the year of graduation that line ends then if that's confusing to you to see a 12th grader on there it's just that their line would end but it's that blue color okay so I'm going to pause there before I move to the high school data and see if there are questions or wonderings it's a lot of data Amy just when is the forward exam test when are those taken and we won't get the results from those until when the forward exam is usually taken from March into April we have quite a big it's about a six week window and then
we can decide within there like if I think of the middle school they have every single student testing and some of those students in all four areas math Ela science social studies so they take usually about three to four weeks to test all of that and then make up tests so that's in March and April right before this last fast Bridge benchmarking the results are in for the families and students but we have to disperse that information to families we get paper copies or Electro electronic copies and the parents and the families get to see those first and then we are able to usually release that data about October as a district so families are seeing it right now not yet usually we send it out in August with information that they get for welcome
back why is it so slow is it a lot of essay grading or is it I don't know there is I mean there's artificial intelligence I believe that they use with rubrics to score the essay writing um I don't know fair but even if like act is all fill in the bubble type of stuff we can't share that data until many months later there's a process of it being embargoed and processed so I'm not 100 sure good job on the elementary school good job yeah we're showing a lot of really exciting progress so you get a little bit more of me because Clint is unavailable this evening so I'll be sharing some of the high school data as well all right so here we're breaking down just into the group of eight through eleventh grade
recognizing 12th grade does not take these assessments so here in this proficiency this is just each grade level broken down in the same categories that were mentioned previously it's fair to mention High School norming has not been happening as long as the other grade levels so when we talk about those norms and those scores adjusting every year high school students across the nation haven't been taking this assessment quite as long as Elementary so the pool is a little bit smaller but you can see here that we do have some areas where we need to continue to grow and work on growing that green plus blue line to the 80 at our 11th grade that's into the mid 70s that's looking very good but when we look in some areas like our 10th grade we recognize
that we want to lower that red bar and increase some of those achievement scores there in the blue and green combined that's about at the mid 50s if you add those two together now however if you look at the next slide and see some of the growth we are seeing that we're in the mid 60s to the ninth grade is even in the 76th percentile for growth so what that tells us is some students especially in that ninth grade are growing at a year or more as they should be but that's maybe not moving them out of that risk category that they might be in so we that's why you really want to attain that 80th percentile to have a healthy system of of attaining that typical to aggressive growth every year aggressive growth is
really what's going to move you out of one risk category to another so continuing to look at that data if we look at our math proficiency here we see some similar Trends the 11th grade again scoring at the 80th percentile which is exciting to see in 10th Grade we're looking at also mid 50s so recognizing we want to lower some of that area in the red as well if we look at the growth however in the next slide we can see that we have some areas where we are growing a lot so even though eighth grade looked as though you know maybe some of the proficiency isn't quite as high as we'd want to see we see almost the 80 percent of our student and population scoring in the typical or aggressive growth area so
recognizing that we have good growth going on but sometimes if students come in with deficit skills it's hard to get out of that risk category okay so some conclusions we want to talk about for the high school we want to celebrate the fact of the eighth grade math and that 71 growth that's a definite celebration area also 9th grade ELA at 76 growth both of those I highlighted for you we also want to continue to refine the student learning objective area for our teachers so every year teachers write a goal related to how they want to grow their own profession and we model As Leaders how we want that to look and what data we should use and what learning we need to do together so continuing to refine that and just wanting to celebrate
that next year we'll have a schedule where teachers can collaborate with their teams but also more meeting time with students as well as can Fire's continued efforts the ELA growth we have a we'll be in our second year of the rollout of the new resource next year so I'm just conversing with some ELA teachers this week about some time this summer to work on some of that also we have instructional support more at the high school now with some Title 1 support from Cindy hodak we also have Jamie Kirsch and Mike waninger who are two of our instructional coaches supporting some of our teachers and they're really helping with looking at data and how to best use it by grade level and by content to help Target some of those students skills and we'll also
be adding some different software options to the high school next year to skill build so those were um Clint's conclusions and celebrations and continued efforts but I'd be happy to do my best to answer questions for the high school Amy do you uh think we need to be kicking more kids out going to the public comment there uh it's a little unrelated to my topic here um I would agree with that I feel like you're enrolling with the data yeah um I will just say that everyone's story is their own story so it's really unfair to make a statement of one that like give some sort of a statement for all students because every every situation is different and I can't say what should happen or not all right I'm going to hand it off
to Heather and teal for the Middle School all right so teal is handing out um we had a presentation with our staff at the end of May and one of our Focus areas um is was looking at the trends so we didn't put everything in this slide because we wanted it to look very similar to everybody else's but we felt it was very important that you all have an opportunity to take a look at the hard copy of our Trends unlike what you saw up hear what Amy had showed with the trends it was left to right when you're looking at ours we actually have the it's right to left so make sure that you look at the year on the bottom but yeah so our staff was very excited to see and at the
end of the year Rachel was able to pull together the third grade growth so if you do just flip it and go to let's say AMS or a math fall spring and be up on the top right Rachel was able to put together the because we can't see everything from the elementary schools so she was able to kind of throw that together for me so that we could at least show our fourth grade teachers that they are making progress because a lot of times in that fourth grade level they don't always see everything that's coming in from third grade so they're not always feeling as like they're making a great um great great tripest strides so that was great that she was able to put that together so thank you Miss Rachel um so let's
just go back into the slide presentation you guys can look at the Trends on your own and we have our a reading that was our first one right okay a reading we have our growth um you can see that all of our levels have been very close to getting 80 80 percent which is again what our goal is going off of what Amy has already shared our sixth grade has been for the last couple years even with change of teachers and so on and so forth we're very proud that that tends to be that one grade where our Ela our strength of our teachers and the skill set seems to be very strong in that area it's it's strong across the board but that's just one area that we feel needs to be noted um
so with that we're very proud of our a reading we've we took a lot of pride in doing small group this year we have been learning more about like what we can do to work on that skill set like that aggressive growth how do we have students reach a higher level by getting into some of these small groups but not just in language arts class we also talk about it in social studies science math all of our slos we work together and we've been doing that for the last few years and Amy helped lead us through that when she was our principal is there anything you want to say about reading here um I'll just hope poorly for you guys like like that's this year's showing that girl one thing that we really wanted to
take a look at this year was going back and seeing how that has grown over time and so that's where this handout comes in to play a little bit you guys can correlate right there with sixth grade and fifth grade and all those but I'll do sixth grade as the example for that e-reading if you look on the second page there in that top right corner right the second page of the back of the first yeah the back of the first page you got it in that top right we pulled the three-year so if you had gone back to the 2021 school year it would have been at 50 percent uh typical or aggressive growth it grew to 59 and then this year it jumped up to 84. and you could look at any of
the grades seventh grades on there um uh fifth grade down there fourth grade's on there the trend is certainly in the upward Direction so not only were we able to celebrate you know reaching those goals this year but that overall improvement over the last three years it's exciting stuff is this um so I'm just looking at grade seven there and um 21 22 is 78 22 23 but it's are you measuring the same kids or yes they are the same kids so that was really sixth grade in 20 20 21 would have been fifth 21 22 6th grade and then 22 23 there our current seventh grade okay so that's how all of these graphs would be read taking into consideration which grade you're looking at that's why with our current fourth grade we only
had third grade Clump then this year's fourth grade um Clump but then they'll have another tier on that Trend after next year yeah and our teachers were really this really spoke a lot to them so I'm glad that we're looking at Trends as well as a specific data from each Benchmark it is really it's important to look at what where our students are trending to okay um a math proficiencies similar we have made some gains and our goal obviously the red is to keep decreasing the red which is at high risk in fourth and fifth grade we use my math for curriculum and a six and seven we use the CPM and which is a a little bit of a shift but with what we like having in our fourth through seventh grade in the
same school is we have some vertical alignment conversations we've been using DreamBox which was introduced to us from our elementary and we also have been we had some time with Paige Richards which was the math Institute and I can't remember what it is going to be for next year but we're going to add all of our teachers into that learning next year so we're excited about that it really gives them just a chance to bounce ideas off each other and not just with their partner teacher but with like the whole group of the staff and at the middle school remember that in fourth and fifth grade we have partner teachers so if I'm teaching Ela my partner teacher is teal teal is teaching my students and his students math science and social studies that's been
a huge shift this year for our teachers I think it's been positive and I think we you know we saw a lot of positive we were leery about like Transitions and what that would really look like and make sure that we're finding time um but the teachers just through plc's every week they had conversations what's working what's a pacing they had really really rich conversations around data so we feel very happy with that process and then our growth our seventh grade made the 82 percentile and then we had 71 64 and 66. teal works a lot with our math of PLC so if you want to speak a little bit about anything with the math yeah I mean like what she said the the collaboration piece is huge um getting a chance to to take
a look at an assessment figure out where students were falling a little bit short and what skills they need and talk about what strategies we can use to get those students those skills was was awesome this year and the intervention piece I think um during our win time and how we run interventions during that wind time is a huge benefit as well when we look at the overall growth we think about the students who started off in our red or orange categories on those charts and we had a significant amount of growth in those students because we did Focus around them and we did get them the extra intervention time that they needed to grow in some of those skills um that they were lacking in a little bit so that's another huge thing that
plays along with the plc's and the work that we did in the math I'll just point out one more time we did the three-year span for the math as well um same as the ELA and we also saw significant results you could look at six or seventh or fourth or fifth um three year spans going from like 44 and ending up at 71 so huge growth over the last three years um a credit to all of our staff and our students for working really really hard on the tests and working really really hard on all the skills and together to pull it all together so it was awesome just excited to celebrate it all yeah one thing we noticed with right now what we're looking at is the way that that uh automaticity is something
that we've been working on a lot too which you're not seeing all the trends here on that but like the math facts the students coming in with that so we're monitoring that as well we're just not using that as a specific goal as an SLO but we're they our teachers take pride in making sure that they have their math facts so that it becomes easier for them with their problem solving skills so that's another area that we've seen a huge huge growth between that fourth fifth and sixth grade it's been really really big yeah and even to speak on that a little bit um that's you know you hit you really focus in on that in fourth and fifth grade a lot um and it's about finding that balance um of working through the automaticity
uh versus working through kind of some of the comprehension and those type of problems that would be in your amap um tests and kind of balancing that out if you look at our automaticity scores um for four and five they're actually even higher than our amass scores were and it's just about finding that right balance of working towards both those skills to help get them that growth over time but um with what we can see in the trends in that sixth and seventh period it really seems like we're close to that balance because it's really helping them Excel when they get to those two grade levels we have one more okay all right so here's our celebrations um we obviously fluently talked about our celebrations throughout so they may not show up on this particular
chart but keep all those in mind we had collaborative effort we talk about that all the time we are very lucky at the middle school that we have collaborative time every single week for our math and ELA teachers social and science we do every other week and sometimes it just is it's just huge to be able to look at that data and have a conversation with coaches and facilitators Jamie Kirsch is one of our coaches and she really takes the lead with our Ela PLC that builds trust it it you can have those vulnerable conversations and it benefits the students staff share out our end of the year school data we had a great celebration like I said they enjoyed the the trends that's exactly what you're seeing here the only stuff that you're not
seeing is all the retirements that we had we had that part of our celebration too and then overall scores is the next one down at the end of the year Trends we showed that with Proficiency in a growth and then again we're highlighting um some of these trends that we just have on those sheets here for you and we did have 98 of our students test we take a lot of pride in making sure that our students are taking the test and if they're not there we find as soon as they get back we make sure our teachers are finding time in their day to do that and if they can't find time then they reach out for somebody else to help them out and these tests this last spring test it butts right up
to that forward exam so these kids get done with the test and they get about one week off and they go right into a fast food so we talk a lot about burnout and we we intentionally did our Ela forward test first and then they took their fast Bridge ELA test first so we were just trying to be much more intentional about giving students a break we also do a little incentive and kids that were we did a lot of goal setting so at the end we were very intentional about goal setting and then we said okay teal this is what your score was at um in the winter we'd like you to reach higher for that and if they got five points or more they were given a raffle ticket and then at the
end of the year we have incentive activities and fourth graders might have had their concessions paid for at the theater a seventh grader might have had Mount Olympus paid for and we just had a huge drawing and um it was it was good to incentify students around academics and everybody the kids really enjoyed that as well continued efforts we're going to continue with our plcs we're actually adding a PLC next year on Thursdays be around school conditions so like seven mindsets Behavior having our counselors have fluid conversations around data and how we're supporting our students so we'll be doing that on Thursdays and then teamwork will continue intentional student goal setting we talked a little bit about that but that's going to be a big rock for us monitoring small group instructions so we dabbled
with small group instruction some of us were better than others at the end of the year we talked about our SLO everybody agreed that's that's a big rock we want to really be intentional about our small group instruction and how do we know students are moving because there's a lot of kids that have flat growth so you can have a really high level student but if they're not growing at that aggressive rate they're getting missed what are we what are we going to do for those students so we had a big conversation around that as well when interventions teal talked about we're already placing students based off of what their data was this spring placing students intentionally with specific teachers if they're really struggling in math or really struggling in ela if they're in both
of those boats then we're going to have them do two and two two days one two days a week and two days on the math a week we're adding the part-time title math support So Tiffany Tomei is leaving our seventh grade math classroom but she's going to be assisting with title at the middle school and then also helping with the AGR at the at North Elementary so that's an exciting thing to add because title they're catching those kids that are in that high risk but are not necessarily going to be in special education yet at that time so looking for some new growth with that because she'll have a lot of great ideas and she knows how the Middle School works so we're happy to have her with us in that capacity and then a
continued effort is filling teacher vacancies which is very difficult so fourth grade last year we had two vacancies this year we also have two vacancies we don't have people applying I'm talking to long-term Subs to fill this in the fall which is difficult when you don't have a a qualified candidate so we got through it last year we're going to keep getting through it but I think we we need to keep noting that that's a continued effort having staff that are qualified with our students okay anything else nope I think you got it unless there's any questions I appreciate talking about when interventions that was going to be a question of just not a question but more so just reviewing how that works so I'm glad that you covered that and continued efforts but I'd
also note that that was a celebration for you because you you noted how that increased scores so I appreciate that and I did want to comment on the spring assessments and burnout um kudos to the staff the students the families there's a lot it truly is burnout was a great word um I think it's just helpful for the board and our community to recognize the amount of pressure on everybody it's just a very stressful time and that stress carries over even if you try to prevent that or prevent the students from feeling that so it's it's a it's huge it's a lot going on so I'm glad you shared that too because it's really important in terms of test results and scores good anybody else well just SLO standard learning what what does it mean
student learning student learning objective okay will you so our learning objectives at the middle school our two main ones was around academic and it should be right here yet second slide so it's on the front page um top right so 80 of our teachers picked one of these two goals um about I had like music and um band they picked an academic but they focused in on some writing which we're going to focus in on next year too is writing but our two goal statements this year were during the 22-23 school year 80 of students will be at or above moderate growth rate in a reading and a math as measured by the spring goth report so when we talk about this we're constantly talking about this and me checking in like I said weekly
they're meeting as a team and we're having these conversations maybe not specifically about that goal but the goal is always talked about like we're going to Pace out this this lesson what did you do till I I didn't get that result from my kids having those honest conversations um just happening out each week and then many of our students or any of our staff took the second SLO which was around school conditions which we use the seven mindsets this year which we hadn't done that before last year was our first year with it so Lessons Learned on that we didn't ask really great questions to you know we had to rephrase the questions and we dug into that with our our leadership team and so we feel like we're much more prepared for our school
condition goal for next year but again writing is going to be a huge conversation we've already started the conversation like what's a rubric for writing it's on the forward exam you get you have the text dependent analysis and they have like our standards in our rubric what that's going to look like why do we wait for that we shouldn't be I know Isa Elementary went through a lot last year Tom LED that conversation with his team and writing is a huge piece if you can write it you can speak it it's not just about you know one thing or the other how do you balance it so that's just another area that we are going to focus in on were you the second page bottom right slide yellow SLO results we're just talking through how
to read that graph again so that chart deer um they specifically had a targeted group of students that they worked through um for their Intervention which was the students that were in that tier two intervention for reading so of those students that were in there they tracked what was their growth so of the students in that tier 2 intervention 88 in fourth and fifth met that goal 83 of the 6 and 82 percent of the seventh graders so those are those were the students who were 20 or lower on the initial fall assessment were in that targeted group so they just kind of specifically measured those and took a look at that data just to ensure that the interventions that they were using during their win time were working or not working and from the
results they they did a nice job and they worked so what's the flat mean versus the moderate like you read two five percent two so two of this yeah so two students ended up still having flat growth at the end versus 17 or 17 students ended up with aggressive growth at the end that ended up 40 of the students the two students is five percent of those students that were in there but flat flat growth does not mean no growth correct correct yeah any other questions thank you thank you thank you for your time tonight still gotta go Roofing all right so can you hear me all right so Dustin you can go to the next slide so I just wanted to bring back um what EGR represents so at the elementary we do have
funding for achievement Gap reduction and we have to use that in specific ways so either one-to-one tutoring instructional coaching or maintaining the class size reduction so an 18 to 1 or 30 to 2. so in our past and recent we've utilized instructional coaching and class size reduction um it's been hard this year was hard um because we did have Ashley Darr who was an instructional coach at the elementary level and then went back to classroom at the middle school that semester so we didn't have as much instructional coaching at the elementary as Amy mentioned our demographic data did change significantly our enrollments did increase through the school year so you'll see that noted and it was really important for us to express that and teachers were ever changing based on enrollment changes we had a
lot of fluctuation students leaving students coming students leaving students coming in just one specific classroom at North Elementary we had I think eight students that either left or came like in one class throughout the year foreign I'm also going to talk about the reading data and then Tamil step in for the math so Amy had mentioned how K through one takes that early reading assessment and so the difference between that assessment compared to the a reading is that the K1 is a teacher administered and then the 2 through 11 is where it is computer based so at the K1 it is curriculum-based measure and then it tests things such as reading skills such as concepts of print phonemic awareness and phonics and fluency so that's what the a reading and early reading or sorry the
early reading the e-reading tests predicts overall reading achievement and utilizes testing such as concepts of print phonological awareness phonics vocabulary and comprehension at that second and third grade or through 11th grade um so you'll you will notice on there um what our data and our proficiency levels are I did look at the proficiency from the fall which we don't have a comparison side for um but what we noted was that in the fall so the green and blue are the low risk and college pathway so in Fall we had 148 students which is 52 percent that were above that 30th percentile so that's the green and the blue in the spring we had 173 students which is 60 percent above the 30th percentile so that is a rather large Improvement it is hard to sometimes
see as was previously noted the change between you know the high risk to some risk low risk College pathway it is sometimes hard for a student to change categories but we didn't notice that finger on the growth that you'll notice um the red represents the flat to modest growth and then the blue is the typical and aggressive growth we did see the most growth um at the elementary in the second grade and that was our first grade last year that actually had the least amount of growth and so this year in second grade they made the most growth I know that a lot of school I can't speak exactly for east and west but we did put a lot of efforts in all grade levels but at North specifically we focused a lot on pushing
in instruction in that second grade to provide like core plus more and then plus more so that they really receive that core intervention we utilize fast for Success training to help us understand and learn more about what our data was telling us and then to determine if there was a core intervention needed and what tools through fast bridge and through fast Bridge interventions that we can provide at a core level as well as supplemental level how are you doing that Donna how are you pushing more at second grade is that with IAS or with yeah so I again I have this on a spot for North later so I'm sorry I brought it up early but um so at North we utilized our reading interventionist so our title and then Jolene who's a reading and
math support teacher and instead of just pulling out a small group for second grade we pushed in and used a direct instruction program and resource to really focus in on really providing that direct instruction to all students so they received their core level and they received um through an additional for all students in small group so Jolene Bethany Kathy all provided that specific intervention to students and so all students received that at second grade at North so I know that that grade was a great concern last year and but why won't we do that for all the grades well we did try to hire targeted first and second grade teachers to really Target that support unfortunately we weren't able to hire those first and second grade teacher targeted teachers because there wasn't the applicants now
again I can speak a little bit to East but at North I was able to hire a halftime teacher and I believe that Rachel also hired a halftime Tom had worked out and I think this coming year has a teacher in that role and we want to support all but sometimes we need to start at least with one grade level and that was what we saw was our grade level at North that had the most growth to do because they were the lowest performing so we really wanted to try and catch them up our plan for next year at North I'm sorry I'm jumping a lot to North is that we want to continue that direct instruction for our third graders because they're still we still need to close the achievement Gap so yes we
need to increase all but we really wanted to focus on a targeted population thank you so on to math so um this chart shows our K3 math performance and like what Donna said uh there's really two different types of tests being displayed up here so can one have a teacher administered test and two and three grade levels are using a computer based assessment so for math in the early grades its early numeracy skills that are measured so I'll just kind of list some of the different areas naming numerals using a mental number line counting with with one-to-one correspondence understanding the relationship between numerals and quantities composing and decomposing numbers there's several different composite subtests and those change from fall winter to Spring and it's based on the research that fast Bridge has done on how
to best assess learners particular times of the school year what they ought to know so that they can um gain that Year's worth of growth so when I looked at this chart I was trying to figure out how to best describe it or how to best to look at it so if you take let's look at the green bars first and if you just take a glance at that you see a downward trend and if you were to take the green and the blue and total it up you um you see a downward Trend in the percentage of kids staying in that low risk or college pathway level so um I did total those numbers up and I can pull it down here okay so if you look at kindergarten it's not working right here
I can't pull the numbers up I should have printed it out but if you look at the high risk and some risk you look at low risk and college pathway the trend is down and that's disturbing that as from kindergarten first grade second grade third grade the students in that low-risk college pathway level is trending down and you look at the other two columns the high risk and the sum risk the red and the yellow that percentage is trending up so why is that um let's look at the next slide the next slide you you see a similar Trend if you were to put a trend line over the blue bars the typical and aggressive that's a downward trend in the percentage of kids that are meeting typical or aggressive growth and if you were
to put a trend line over the red bars that's an upward trend as as you go from kindergarten to third grade you have a higher percentage of kids um making flat or moderous moderate growth so Dustin would you go back to slide 27 back into the middle school slides that's what you want to see you see the red bars getting smaller and the blue bar is getting bigger and so what's the difference in fact the middle school is actually using my math and two grade levels in CPM and another grade level and they're still producing that so it really can't be the resource and in a lot of their success you can page forward again how often they talked about collaboration time and when we would meet in our grade level teams we tried to
carve out time for math you have about 15 minutes by the time the teachers get together to meet half of that ideally is on reading and the other half is math when we never really got to the math we were going through a resource review and reading um and I think just to be honest with you we just don't have enough time dedicated to math and talking about math talking about math pacing and letting our teachers make those important decisions about when and what they teach and I think it's reflected in our data and um that's the the only thing that I can really put my finger on right now that it's the collaboration time that is lacking at the elementary level yes we have the coaching Donna talked about the interventionists and we're trying
to do more of that but when you look at the difference you know the middle school is kind of The Shining Star on how they've developed their system and you can see it in their data it's obvious and we just don't have the time at the elementary level to dedicate to math to talk about what's most effective and luckily this year we're on the schedule for our resource review in math I think if you were to ask the teachers about my math there's some that love it that some that some that very much dislike it but we're working through it that's the resource we have and we're making the best of it but um that's kind of where we're at in math right now so I hope that makes sense um we're going to talk
specifically about our Tom I just have a question on that math I I understand the trends are showing going down but when I go back to slide 13 the trend is up for K1 map I I don't know that's at the district level but it's just K1 yeah I noticed that too I noticed that too when we were going through that how come that shows such um I don't know why that is Amy or somebody back there thinks they have the answer to my question but it's up to the board president to recognize you Amy do you have an answer for that Donna before we go to the the staff sorry I'm just looking back at my data so we're putting all of the students together when we look from a district lens and um
that's all I can really share with you like if we broke it down by student we could look at that more closely but I think that what Tom is pointing out is just some of the differences by grade but I don't have a better answer than what he is saying right now the one thing that I want to note is although we utilize my math and we utilized Lucy Calkins we are supplementing supplement we're using supplemental resources for both literacy and math I would say I can speak to North and many teachers did need to utilize supplemental resources and so that does change you can't look at the data the exact same because we're not all following the exact same curriculum and I would say more so for literacy this year with knowing that we're
in a Ela resource review we're utilizing the resources that they're reviewing they're trying it out in literacy in math they too were trying out different things to best support the students that they had in front of them and does that answer your question yeah come on down to the mic Trisha thank you so you're just talking about like the overall like if we're looking at second and third grade I think we have to also take in account that those kids coming in with those lower scores were covid kids like they had virtual 4K or no 4K and they had a half virtual and a very rough kindergarten year so as overall I teach second grade they came in not at anywhere where they needed to be so for us in a second and I know
third grade we were really focusing on that growth because we had so many gaps to fill that we had to take that supplementary stuff and I was pretty much teaching first and then trying to teach second integrated into first grade you know to catch them up and so I think those overall numbers look lower in those grades because we're forgetting to take that into account they missed a lot does that make sense but overall the trend seems to be going up because they're they are growing we're catching them up the best we can so does that make sense yeah that I'm looking at it yes so that's the growth Trend so they are growing aggressively but they're still below where they need to be because of everything that was missed okay does that make sense
I put those three answers together yeah okay that is a helpful point that I'm glad you shared because we have not talked about covid for a long time um and that definitely plays a factor in our results so thank you yeah and that is a great point that that she brought it up because um you know if you're looking at building those skills at those with our youngest Learners they're going to have it's going to be more of an impact on them than maybe when you look at the middle school data and you see the the nice Trends those kids are probably more resilient that they have those basic skills and um they're responding quicker to instructions so um that was that was a good point so we're just um keep moving along and um
with our coaching support um we do have um Trisha who's going to be our coach next year and looking forward to working with her and Paige our external coach and our math team on Shoring up our math instruction so all right so East Elementary our goal was 80 percent of students will meet or exceed typical aggressive growth from fall to winter fall to Spring in reading and math you can see where our percentages fell out we fell short of that um in both reading the little bit better in math and some of the strategies that we used is were instructional coaching at the universal level external coaching um working on providing feedback to students on their growth and um intervention support and at the tier one level and interventions in reading and math so that's
what we focused on at East I appreciate your feedback I've shared this time and I've had conversations about collaborative time Donna you've spoke on it in Prior meetings and the importance and that Elementary is missed um and I know in the past I did not support it because there wasn't a strong plan in place to really Implement that time appropriately but I'll continue every time that you bring it up to share my support with the hope that there is some ability to schedule an intentional time at the elementary level for that collaborative time because what I'm hearing correct me if I'm wrong is collaborative time at the other buildings is successful because you can really review data grade level data we're at the Elementary's you can have the data but you're not able to collaborate
on it indirectly discuss and Implement changes that work in real time you're always kind of behind the eight ball with that correct yeah there's a phrase called Data Rich information ports and that's kind of where we're at mm-hmm I would like to say though that at our buildings we are able to have that collaborative time and we truly worked hard to hold that time sacred we did meet while they met weekly as a grade level team and then we looked at data once a month and we made adjustments based on what the data was telling us and based on our learning from the fast for Success training to identify what the data is telling us and what changes we need to make and that really has been beneficial and yes it takes up their prep
time once a week and that is hard but at the elementary we do have that building time built into their schedule and we do hold that very sacred and it is very important that they meet with their counterpart and the interventionists attend principal attends like we're all in that data discussion together we see how it could be even more impactful to have that District time for collaboration as we only had it once a month for 45-ish minutes and so that's really hard to move things move the needle as a district when we can't have those discussions at the district yes so just to be clear I I know that the three buildings at the elementary levels are very creative with their time and and utilize that time appropriately and so I support increase discussion moving
forward and collaborative time for the three elementaries okay sorry keep going all right so North performance objectives and strategies um so for reading we set our goal for 65 percent of students to meet or exceed the typical and aggressive growth the reason being is that we were starting with last Springs which was around 60 percent maybe even a little lower and to set a goal we know that the district's goal was 80 but we wanted to also set a realistic goal so our goal was 65 we did have 61.25 of our students that did meet or exceed the typical or aggressive growth rate in Reading in math you'll note that we had a higher goal because we had 79 or 70 um some percent that last spring had met or exceeded their typical growth in
math so we set our goal at 85 and our actual growth this year was 70.75 Tom and mentioned the strategies I also wanted to note some celebrations I started talking about this a little earlier um but I wanted to express and celebrate second grade data they had 87 percent of students that met or exceeded their typical growth in Reading third grade had 71 percent that met or exceeded their typical growth that's a huge celebration um we as Middle School said that and they handed out slides we shared our growth at the at North and looked at all of that as well and it's really important to celebrate yes the question was why did we put so much effort into second grade I'm glad Trisha brought it up because it spaced me but you know we
looked at those students having the the lack of exposure to some of the curriculum through coven and so that's why we focused on second grade as I mentioned we put a lot of efforts and teamwork into that second grade level for math we had kindergarten at North had 84 of students meeting or exceeding the growth in math so they matter exceeded their typical growth for math in kindergarten 84 and second grade 82 percent respectfully as well um I already mentioned about how we utilized fast for Success training but it's really important to know that we're in the next slide we're going to be continuing that because we really did see the impact that that training provided not only the teachers but the administrators to be able to help make changes and address what the needs
were um we have higher we did hire Lynn seljin as a halftime interventionist last year continuing her this year Tiffany Tomei as Heather had expressed will be at North next year half time as an EGR interventionist and we also have our Jolene who is literacy and math and then our title teachers as well the data does reflect that efforts in our systems of support that we've provided have really been impactful hey Donna I know as you get closer to 80 percent there it gets harder to meet it but when do you think we're going to hit that when will all four grades at North hit that in your estimation that's a loaded question um I I believe in our students I believe in our staff I believe in the collaborative work and the process and
the collaboration that they've been doing and and I think we can meet it next year I I truly believe that what our teachers did for our students this year has been so impactful they met the students where they were at and as Trisha mentioned like we we had students coming in Far Below we didn't just teach them what we needed to teach them we also had to backfill and I I I want to speak to East and West Staff as well like the teachers are doing everything in their power to meet the needs of the students so I believe that we can meet it again we meet the students wherever where they're at and we continue to help them grow yeah great growth and I hope it your estimation comes through I think we have
well I'm going to speak to West I forgot um I can't speak as much because I don't know it as delicately um but their goal was to have 63 percent at or above that 30th percentile so that was the green or the blue um and they had 57.5 for reading and for math the goal was to have 74 percent at or above the 30th percentile and they had 72.75 so um as you'll note both of them were very close to their goal and they too utilized similar strategies with focusing on instructional practices coaching and providing that core support at the tier one level as I noted that North did as well okay so celebration so Andy you asked you know when are we going to hit that 80 for all um our fast for Success
training is really taken us uh much further in understanding how fast Bridge can help us understand the data and how to respond to the data and um so I you know it can't just be okay we're giving our fall screener and then we wait till winter and spring it's constantly progress monitoring who's going to progress monitor how do we schedule the intervention so that's all part of our multi-level system of support which is next using the tool of edge of climber which you'll probably hear more about but that is a data software that's going to help us understand individual student data when we sit down and start talking about a student what can we pull together as a climber helps us pull the data together and make informed decisions so and then continuing to build
our staff capacity um with our coaching support our math team using DreamBox in our math instruction so some great celebrations there this year and then continuing efforts with our plc making the best of our collaborative time planning discussing targets at every grade level focusing on research-based instructional strategies in both reading and math looking forward to implementing our new Ela resource moving into the second year of fast for Success training and then using our funding strategically for in-class support targeted supports and our coaching support so thanks thank you are there any questions I have a question it's a hard question you probably don't know the answer I don't know the answer so the so the assembly passed the science of reading bill and they're supposed to DPI is supposed to develop a new screener which is
supposed to be another three tests a year do you know if we're going to be doing that in addition to fast Bridge or is that going to take its place or it is that I mean the Senate didn't pass it yet and so I'm sure they didn't make the screen or it might take 18 months but yeah we don't know any more information than that right now I actually have the bill printed for this meeting and I feel really confident in the processes that we've been doing not only training our teachers and the foundations of literacy training at CSA 9 but also all of the tools that we use in selecting a new research resource for our Ela are directly aligned to what the expectation of is of the reading league so they talk about
systemic and explicit teaching in the components of phonological awareness phonemic awareness phonics building background knowledge oral language so on and so forth I'm not going to read them all but those are all of the elements that our teachers looked at the materials through the lens of so I feel extremely confident that if we're asked to complete additional screeners or use the one that we are that we will have something that's solid in that process but I have no idea it's very vague and there's a lot of discussions that they're having so I'm not sure yet so are that fast for Success training and fast bridge is all based on the science of reading and in fact when the teachers went through the training this year it was about the pillars of literacy and it wasn't
just this is how you read this report it was all the rationale behind what reading instruction looks like what the science is behind it so hopefully we could stay with fast Bridge are there any other questions so with all that our staff and students have gone through the last three years I believe that we have heard tremendous success and we have a lot to celebrate for and if I had the song celebrate good times come on I would play that right now because kudos to all the staff and all the students Amy and your your team I think we all you all deserve a round of applause for everybody that's in this room for all the hard work thank you so much and before we jump into board action I want to call a five-minute
recess because my computer just died and so let's do a five minute recess so I can reset my computer and we'll come right back Dustin if you'll put five minutes on the screen please absolutely my mother-in-law is in town so she can at least help my wife keep my kids entertained so I get less school so you're like I'm good yeah later it goes to loopy yeah you're really testing my Bible oh Dustin it's time you're really testing my Bible because here yeah tired she does have some napkins over there between Catherine and JD yeah [Music] when you first said that to me it looks like it's fully charged so it should should be a little bit thank you I'm trying to he brought me a little screen and that was straining my eyes the
summer school kids yes around here it's like oranges ingredients how are you feeling I play volleyball in the morning I'm not gonna eat it I mean I Googled it sorry um thank you messages foreign we will come back to order yeah they were good but that's what they all tell you right yeah yeah thank you so much for that uh much needed a little break I'm back alive and in action item number five board action we will be looking at item a consideration to approve preliminary 2023-2024 budget I will be looking for a motion I moved the board the 423-24 preliminary budget as presented motion motion has been made by Bobby would you like to speak to your motion is there any discussion of this motion I would like Katie to discuss this a little
bit because there's some things in the uh the legislature is doing there and I know that's not all done but one of the things was the high poverty Aid that I saw is on The Chopping Block yes so um yearly we get about a hundred and sixteen thousand in high poverty Aid I hate to call that peanuts but in their eyes it's peanuts and so what I really think and I really hope the legislature is trying to do is take these little sprinkles of money that they have for all these little onesies and twosy things and really create a sustainable Equitable foundation in K-12 funding in Wisconsin and we're kind of seeing that the the legislature has really proposed some great changes for low Revenue ceiling districts we are one of them and so we're
um I'm excited to see what the next two years has in store for us it's looking promising better than my conservative proposal which I was always hopeful of but I'm thinking they're looking at you know the low poverty or high poverty Aid aided districts are looking at Transportation Aid they're also looking at sparsity Aid all of those are kind of these little sprinkles that they throw at the different districts for different purposes and I really am hoping that they take that repurpose it and create a foundation that we all can stand on yeah I'm a little concerned you know I know we got the uh extra thousand dollars in the revenue limit increase yep but that's really we're really all increased increasing 350 dollars more than other districts that are not at the low Revenue
ceiling that's actually incorrect from just recently what was turned out so the legislature turned out what it would look like for every district with their proposal we would get the Thousand Year one and we would get the 325 in year two three and an additional 325 plus keep the Thousand so we would be at above 11 000 so it'd be eleven thousand three twenty five is what we would expect to receive by the end of year two which is more than what even Mr Humphreys had originally thought so that's good well originally he was asking for 1500 um yeah uh just on the base but like he thought we would get the thousand and then not get either one of the additional raises but we are so it's it is bringing a little bit more
Equity so okay thank you yes um are there any questions in regards to the preliminary memo um or the preliminary budget or the sr3 dock that I had in the content as I stated and alluded to um the legislature is coming in better than my conservative approach but I'm not going to change my preliminary budget a million times based on what is not in stone so I think we I I am I feel good about this as a preliminary budget and I hope you guys do as well um any questions in regards to that I have one question in the in the prior years um for the boys and girls club the Northwoods was I thought the dollar amount was 25 000 is it increased now to 27 or am I mistaken we have we
have a slight increase in there because of um let me take a look here so 27 for it dependent upon what that may cost now what we are excited about is um they they received a grant that is going to help cover costs and so that will free up the SR money so not not the full amount not at not not at 27 no okay no we're in the works of what that may look like but it will be substantially less than that are there any other questions for kdn are there any other questions Harry no questions or discussion the voting device is now open would anybody like to change their vote nothing will have the results of the vote and it carries moving on to the next item on the agenda B consideration to
approve purchasing supplies for the 2023-2024 school year I will be looking for a motion I move the board approved to begin purchasing supplies for the 2023-2024 school year had to exceed 150 000 motion has been made by Andy would you like to speak to your motion uh no this is something that occurs every year and uh so we're good any other questions or discussion on the matter any other questions or discussion hearing no questions or discussion the voting device is now open would anybody like to change their vote the vote is now closed Dustin and the motion carries letter C consideration to approve right off of school lunch balances I will be looking for a motion I move the board approve the transfer of funds from fund 10 to fund 50 food service for the
purpose of writing off school lunch balances in the amount of 773.69 motion has been made by Andy would you like to speak to that motion uh we discussed this at finance and there were balances for students and staff is this just for students is there any other discussions or questions any other discussion or question do you know what those numbers are staff to students out of that 773.69 I do are you looking for an exact number or are you looking at your percentage or um so staff make up let me 465.85 of that did I hear staff that are no longer with the district correct staff so this number is made up of students and staff that are no longer with the district such as leaving the district transferring out or graduated so could those
dollar amounts be withheld from a last paycheck not with the way we have things at the moment we do and Sarah could probably speak to this we do make multiple attempts at collecting collecting that and her staff heads that up and so we do as much as possible seems like you could take a miscellaneous deduction out of a paycheck I'm not I don't see why you couldn't do that because it's fun 50 enough and fun 10 differences we would have to write up several disclosures and um they'd have to do blanket approvals and so we've never crossed that bridge in the past I could definitely look into it more probably a lot of work for not that much money any other questions or discussion okay the voting device is now open would anybody like to
change their vote the vote is now closed Dustin thank you and the motion carries letter D consideration to approve the purchase of food service equipment I will be looking for a motion I moved the board approve the cruel quote from Strike equipment for three tray lines two steam tables and one counter in the amount of 126 930 motion has been made by Andy would you like to speak to your motion no are there any questions on the motion on the floor Sarah is that the mic ready to answer your questions can you tell us where these are going um yes the pictures that were submitted um the longer train lines the ones that start out with like the cart where their trays are going to be and then there'll be a section that has hot
food and another section for cold food and then there's another area where they'll have the computer set up and so that the students can can go through the line and everything will be lowered so they can go on through because currently our countertops are quite high so the first pictures those will be at West North and we are going to get excuse me a set for East also in case if we do have some area to store it there um the next set is for the high school we'll be opening um a fourth lunch line since we're going to two lunches are there any other questions for Sarah are there any other questions okay the voting device is now open would anybody like to change their vote the vote is now closed Dustin and the
motion carries thank you item e consideration to approve school nutrition's secretary job description revision I will be looking for a motion board approved the school of nutrition secretary job description revision from a part-time position to a maximum of 35 hour per week benefit eligible precision motion has been made by Jill would you like to speak to your motion no I'd maybe defer to somebody from Finance I assume this was probably taken to a finance committee no it wasn't personal Personnel why don't I remember this it was not disgusting it was fine was it Finance okay okay does anybody have any questions for either Katie Anne or Sarah for this position is this part of your dollar spend down or is it sort of you're correct it's part of the spend down plan as well as
the equipment that Sarah just projected what we're doing is we're rearranging a few job duties and um Sarah is going to now be taking up the school end of the web backpack program as well which right now lies in my office which is kind of disconnected and so with her taking on those additional duties and some others we would like to provide her the capacity and the time to be able to do so but part of the spend on plan any other questions did you get to hear about that food service has way too much money it's the opposite problem we have everywhere else hearing no other questions the voting device is now open we could buy like a hundred thousand cookies sorry okay would anybody like to change their vote voting is now closed
Dustin and that motion carries item letter F consideration to approve full-time maintenance substitute I will be looking for a motion motion has been made by Jill would you like to speak to that motion it was presented in them Personnel committee um and I support the motion I think it's a very creative solution I'm excited about this I just wanted to clarify one thing we did in the committee it was talked about of doing the pay range from housekeeper to custodial range is that still your plan yeah I'd like the latitude to hire the best candidate whichever category they fall into okay thank you any other quote any other questions we lost power any other questions no other questions the voting device is now open foreign would anybody like to change their vote the vote is
now closed Dustin and the motion passes thank you and the next item is letter G consideration to approve high school office clerical assistant I will be looking for a motion she's excited a high school office clerical assistant as presented motion has been made by Jill would you like to speak to your motion [Music] I have nothing further any questions or comments on the motion on the floor any questions or comments on the motion on the floor okay the voting device is now open would anybody like to change their vote the vote is now closed Dustin and the motion carries thank you letter H consideration to approve Edmonton courseware three-year agreement I will be looking for a motion and we're by us or three motion has been made by Jill would you like to speak to
the motion [Music] absolutely you may have the floor okay so um my name is Bree Kratz I will be a high school counselor next year is Tyler Lorenz I'm the 11th and 12th grade alternative ed teacher at the Antigo high school so we presented to the curriculum committee on um fifth I presented Tyler the input for that presentation and we just talked about the benefits of the Edmonton program versus what we were currently using um however there were questions that came up at that curriculum meeting and so I did send you some of the answers to those questions um just as an attachment if there are further questions we'd be happy to answer them but I do have one more thing I know that one of the questions that kind of came up throughout this
process was just what the academic Integrity is of the Edmonton courseware um some students say that it's like the easiest thing in the whole wide world and other kids are like I don't feel like I learned this and so I feel like it's kind of give and take but we do have a representative that we've been working with from Edmonton who sent a specific document that discusses the academic Integrity of the Edmonton courseware which is what we access so I'm going to just hand that out to you now thank you well Bree is handing that yes so Aubry is handing that out does anybody have any questions that you would like to present to Bree or Tyler I just have a comment uh see whichever meeting that was that we presented at um she presented
some data that showed Edmonton being much more successful for students than the RVA courses and I think a lot of that is just due to Tyler a lot of the students that were taking the edmundum were in the wings program am I correct yes sir and I think they really need that support those students and um I think you've done a tremendous job with the wings program and I think it would be good no matter what you're using but if this is what you like and I hope you can continue that success thank you of the document that I gave that Finance because committee meeting that we were at I said I think it'd be interesting to give a snapshot of our summer school credit recovery students because they're a much different population I have
some students who sit there and are like I'm not going to do anything today I'm like okay I'm not going to force you to do anything but then I've got some really motivated students as well so we had 41 students who were enrolled in online credit recovery classes this summer at on like at like three o'clock on Thursday we had 17 students who had earned a total of 15.5 credits towards graduation at this point we have 20 students who have earned 18 credits towards graduation and so I feel like that 50 success rate still overpowers or is better than the success rate that we've had on the RBA course content and now I have been teaching math for credit recovery summer school which is fine but they do need a little bit of support and
so our credit recovery students for the most part are in Tyler's room or in Tiffany Tank's room that Robin's Nest that lower grade alternative education setting so Tyler are you teaching during summer school here I'm working with Brienne overseeing everything I'm not physically in the building but if there are questions with Edmonton or you know enrolling students I've been helping helping remotely with that so thank you one of the things that Brie mentioned in that finance committee meeting was the fact that there was a student that was short some credits for graduation and within five minutes she was able to have that student enrolled in Edmonton and having that student already on the pathway to recover those credits I would just like to add to that as well the Simplicity of Edmonton it's eliminating a
third party we're able to enroll like you said a student that needs that specific course at that time really with some of the students they do like to wait till the last minute fourth quarter overtime whatever you want to call it so having that availability we had one week where the person that would normally enroll our students was on vacation so we had to wait 10 physical calendar days to enroll that student work through Adventure myself or other administrators of the program can enroll those students so it's just a huge huge step that we can eliminate to make things much easier and more efficient for our students I'm really glad you shared that point the enrollment component and that delay when you have a motivated student who's ready to roll right now and they have
to wait a day or 10 days you can lose them so that's a huge point I'm glad you brought that up and the other thing is just the updated course log compared to what RVA has to offer I mean there are several new updated classes for these kids to take you know iOS installs app app created creation classes this guy's limit along with a lot of ACT prep and some of that forward testing prep as well so it's really cool stuff and just as one final comment to Andy I really kind of felt like you were like my disappointed dad last time that I hadn't checked out wvs and I did have a Google meet with Jason and I believe her name was Michelle but I could be mistaken on that and while I don't
think that wvs will meet our credit recovery curriculum needs Clint and I have already started a discussion on if wvs courses could fit in some capacity or just what what their offerings are could fit in some capacity so I did meet with wvs and I don't feel like Credit Recovery wise it would fit our needs and that's why we're still asking you to approve the Edmonton curriculum um but it could fit in some way this is our sisa program yeah the Wisconsin virtual school is sisa and uh yep yeah and I would uh agree with you there that I think there are some students that would be better served by courses in WBS and Clinton I you know obviously were like pulling out a couple student names that we thought of like oh this could
be really fitting for them um because we don't want to leave any students behind and so what they offer could be really helpful for that um and then she said like different kind of courses well they so for two thousand dollars a semester they offer a full-time course enrollment with case management weekly check-in like they really kind of take that student under their wing and we have some students who are the regular education setting just isn't the best spot for them and so they're uh asked to work in an alternative setting or on online classes but the check-ins because because we have so much going on here the check-ins or the regular communication with them sometimes Falls by the wayside whether we like to admit that or not it just does and so we think
that with some of those students in those I don't want to say extreme circumstances but very rare occurrences wvs could be a good partnership for an instance like that last thing I have is Edmonton does can you does communicate with our Infinite Campus so that there would be alerts to our parents if there's any discrepancies as failing grades or missing assignments um notifications from the instructors directly huge huge huge so so while I was waiting today and apparently very antsy I uh logged in and I was doing some grading and I saw a student was online working I could send him a message and say keep up the great work I appreciate that you're logged in right now as I am as well working on this like the communication is just it's seamless and so
I'm really hopeful that you will trust our judgment and that momentum is the best for our students moving forward any other questions or discussion any questions or discussion hearing none the voting device is now open would anybody like to change their vote all right the vote is now closed and the motion passes and your girls were awesome thank you item letter I consideration to approve five-year proposal for grades six through seven Ela resource I will be looking for a motion please I'm already approved a five-year quote from my perspective six seven Ela resource in the amount of 38 366 dollars motion has been made by Jill would you like to speak to that motion yes Amy duns huge shout out to her we've talked about this in committee and overviews in different Board of Ed
meetings but your curriculum review cycle that Amy has worked tirelessly on this is a big huge success and I want to make sure that they share that and our appreciation to you Amy for all the work you put in and the outcomes with the recommendations I know Amy will say I didn't do anything it was the staff and that is very very true but you're the leader of that so thank you and I was brought to committee it's been we've provided updates it's the recommendation comes after a lot of diligent efforts and review and feeling confident um from staff feedback on what works best in our district and then I would defer to Amy for anything else staff here you guys are all excited do you want to do this nod your heads yes yes
any other questions comments or discussion I I have one thank you so much for your your curriculum review that you that you established and everything that took a lot of work and everything and I appreciate all the time and effort that you have done on all this um with that being said um it's been brought to my attention that this particular curriculum and I also know that the time essence of this um has some things in there that I don't think we would want it you know to promote in our school district so um I think I should go back to committee for a more thorough review so I would like to make make a motion to send this back to a committee and then in addition then the new curriculum director would be able
to whoever that may be would be able to vet it as well make sure this is what they want to go with may I speak to the second part can you wait just one second let me explain so you're wanting to commit or refer this back to committee yes to commit or refer is amendable it is debatable and it does require a majority vote so now the the comments in the discussion are not toward the motion but it's toward the commitment or referral of this to go back to the curriculum committee yes I don't put words in your mouth curriculum committee yes for further discussion so it is amendable and it is debatable so we will share our comments on that to that maybe first or not I'll let you go I'll answer your questions
as so I the second part of bringing it back to committee um we did discuss that Danny and I and Dr Sprague due to the resignation that will come later in the agenda so would it make more sense to not bring it back to committee but wait until the what month will be in June July Board of Ed meeting to provide a potential to have somebody fill the upcoming vacancy and have that as a collaborative effort with the staff and that new admin that being said was determined to bring It Forward tonight because of the extensive amount of work that Amy and our staff have put into it and it would really negate the effort that was put forth to get it to this point the recommendation is based off of review of resources and
really looking at what meets our districts needs the best and we had staff tonight that shared you know like not feeling heard and appreciated there's a lot of time put into this that I really don't think we would be doing any favors to our staff if we postpone this the other thing is the staff are prepared to con to move forward as soon as they're able to get the material and so by delaying it though I could argue both ways and in fact I did because I really wanted to make sure we were making a good decision delaying It ultimately just impacts staff because they have less time to familiarize himself with the resources therefore than impacting the students so um I would oppose that though I appreciate your feedback so Jill I want to
make sure I want to make sure the chair is clear on what you're asking you are speaking against the commitment or you are offering an amendment to what she's offering to commit this or refer because I heard you say something about waiting until next month for something I just wanted the board and staff and anybody watching to know that that question was posed I I posed that question to Danny and Dr Sprague together and we may had a pretty intensive discussion wanting to make sure that we made the right decision in weighing all sides of It ultimately the recommendation is what our student fits our students needs the best and would delay staff so I'm sharing that I would like to move forward with the original motion and I don't want to get the terms
wrong so the original motion is what I would support as opposed to postponing or delaying okay so you're speaking against the amendment yes thanks okay would anybody else like to speak in favor of or against the amendment oh sure I'll let you and I appreciate I know it was a lot of work and staff's work and input in this and I know how much work it was it was I just have a question I'm wondering how much you reviewed the process that we went through this year what do you mean we had scoring documents brought to the curriculum committee we have extensive input from our teachers I have um I feel like if there are decisions made that are against the teaching staff's will that will not be for the betterment of the school and
because I have submitted my resignation you should not feel as though that we do not have capable people to carry out the decision or that it was it would be very disheartening and it would be it would be very disheartening for the staff and I apologize stuff that may feel that that's my meaning behind my motion it was that I know we have very capable staff all I was saying is that the new person that comes into the role might be um have some you know not like this for whatever reason and so I thought it would be better if it was something that that person decided that yes we can I can get behind that I agree with that that type of thing um okay um so what brought this up was um it
was sent to me that the Quincy Notre Dame High School also took a look at this particular curriculum and in their review they found um that this contains and I know this is going to be you know uh a little bit of a heated discussion probably but contains critical race Theory components and the majority of us sitting on this board ran during our election to the public that we were completely against CRT and we would be trying to get it out of our schools and so I just want to make sure we're going to look at this curriculum very thoroughly before we spend the money and the contracts with it because of that I think that's we owe that to our our students our families and the voters okay is there any other discussion or
comments I I just saw Kristin come into the microphone first I I apologize this is a board discussion let the board discuss Kristen I just think that we owe it to our staff to show that we trust their opinion their opinion they did thoroughly review multiple sources this is the one that they chose as far as the discussion of if our new curricular direct curriculum director does not like this curriculum we have many others that they would not like so we're not I don't feel like that's a valid point because are we going to change everything because they don't care for that we need to find the right person that fits what our district we don't adjust our district to meet that person but I really think that we need to show the support support
to the staff and that of their decision okay Andy I'm just curious what you think a critical race Theory component is in this curriculum because it can't possibly be the whole critical race curriculum that we teach at college no it's not and if you're saying we talk about slavery in here or we talk about how slaves were brought from Africa to the U.S um that's history that's not really critical race Theory correct and I'm not saying it's the college level critical race Theory either I'm saying that we need to look at it further before committing to it Amy can you pull up that document you and Donna slaved away we just one second JD I want Andy to finish because he's got his time on the floor yeah you know I think some people are
going to pull critical race Theory out of anything um and you can't throw everything out because of that so go ahead JD thanks JD go ahead now that's what I kept telling them I didn't want to be a dictator because I preferred the knowledge building component of something else but we looked a lot at we just you pull that up like we looked at the titles in the book and Donna page through like all of it it didn't just just so you guys can see like I don't know I read a little book about the Constitution and about the Fourth of July and it was it was so there were a lot of documents I feel like just this is like rehashing um are you speaking to the one about looking at all of the
different components no you made me a little Google sheet and it was you called it board questions because I'm with Jill and Kristen here I think I guess we should go forward with this I'm deferring to the teachers but it just just as long as you can see it you know it looks like it looks fine you know I so you'd like me to share that with Dustin to bring it up on the screen yeah because it just it's some pictures of the book titles and none talk about the phonics program and uh well Amy is sharing that I will say that I want to concur go back with what Jill said Jill and and I met with Dr Sprague this past Wednesday and this did come up and we spent a lot of time
discussing this and I even went back JD and said that whenever we adopted Lucy Calkins here that the next administrator uh coming in which was Dr Sprague she didn't like it but she had to live with it because it's what the board approved and I don't want to thumb my nose up to all the work of the staff so I will have to agree with Jill and Kristen and JD on this and say this needs to go forward I don't I'm opposed to sending this back to committee can I call the question you may we've had before you call the question we've had three people to speak in favor or one person to speak in favor four people to speak I'm sorry one person to speak to send this back to committee for people to
speak to not send this back to committee I want to open it up to see if anybody else would like to speak in favor or uh sending this to committee does anybody else want to speak in favor of the amendment of sending this to committee nobody wants to speak in favor so when um question is being called um it does require a vote help me here Julie this one previous question here so uh it is not amendable it's not debatable and it does require two-thirds vote so the question has been called and it requires a two-thirds vote Dustin are you prepared for this vote the question that you are voting on is to refer this back to committee yes you refer this back to committee oh yes sorry thank you we're voting on to call
the question if you want to call the question yes if you do not want to call the question and have further discussion it is a no is that clear to everybody thank you Andy and Kristen for helping me out one more time Danny if you are voting yes you're calling the question for an immediate vote if you vote no you are voting that we have more discussion everybody understand folding devices now open would anybody like to change their vote the vote is now closed and the motion carries previous question arise the vote on the floor is I move the board approved the motion on the floor is I move the board approve the five-year quote for my perspectives six through seven resource in the amount of thirty eight thousand three hundred and sixty six dollars
if you are in favor of that motion you will vote Yes if you are against that motion you will vote no Mr President aren't we voting on uh sending this back to committee thank you thank you Mr member Andy for helping correct me there the vote on the floor is to send this back to committee the vote on the floor is to send this back to committee yes you want to send this to committee no you do not want to send this committee to committee does everybody understand the vote is now open all right would anybody like to change their vote the vote is now closed we have two that want to refer to a committee and the remainder wants to vote on it tonight that's a two-thirds that's a vote motion carries the motion
on the floor Andy help me out am I correct think so thank you the motion on the floor is I move the board approve the five-year quote from my perspective six through seven Ela resource in the amount of thirty eight thousand three hundred sixty six dollars and because previous question was called and the vote was by a majority of two-thirds there's no more discussion the vote is now open yes you approve no you do not yes we approved yes you approved the motion which is voting for The Curriculum I moved the board approved the five-year quote for my perspective six through seven Ela yes any other questions anybody like to change their vote okay the voters now closed and we have two opposed and the motion carries item J consideration to approve five-year proposal for
k-6 ELA resource I will be looking for a motion and five year Pro also for Houghton Mifflin Harcourt or five through or K-5 Ela resource in the amount of 285 988.83 to be paid with sr3 funds motion has been presented by Jill Jill would you like to speak to your motion yes I will um in our curriculum review process led by Amy Dems and then a lot of diligent efforts countless efforts by your staff so the recommendation comes from the staff Amy oversaw that process and I just wanted to share one additional thing going back when the discussion to bring this move forward with bringing this to the board tonight was had with Julie Danny and myself as curriculum an instructor committee chair that the reason I wanted to ensure we moved forward was when
Dr Sprague shared should we if we would have postponed to July it would simply be then the preference of the admin in that position versus what the staff have determined to be the best fit for our student population so that was really significant I appreciate that feedback Dr Sprague I think it is our due diligence to move forward with it tonight and I appreciate the staff's time and commitment to this thank you okay is there any discussion on the motion on the floor any discussion on the motion on the floor hearing no discussion on the motion on the floor the vote is now open you are voting to approve the board approve the five-year proposal from said Houghton muffin for K-5 Ela resource in the amount of 988.83 to be paid with sr3 funds would
anybody like to change their vote okay the vote is now closed and we have the motion carries item K consideration to approve building capacity consult consultation contract for elementary math I would be looking for a motion I move the board approve the build capacity Consulting contract for elementary math in the amount of ten thousand three hundred twelve dollars and fifty cents plus expenses motion has been made by Jill would you like to speak to that motion yes this is also brought to a curriculum and instruction in May and it is replacing Amy I'm trying to find a click here faster can I defer to Amy yes sir this is Paige Richards the continued consultant we've worked with when we see the increases in our math scores and practices in our classroom she is starting her
own consulting firm because of her success she's starting this building capacity Consulting as opposed to being a part of the math Institute so it's still the same consultant different business name and the cost is less correct correct we've significantly weaned off and built the capacity within we have three staff who work at each building one in each Elementary with AGR funds so Jolene keppel Renee Smith and Kia hapke they are our math they'll not only see students but they also help teachers and do lead some professional development thank you okay the floor is open for discussion any questions or comments okay hearing none the Voting is now open would anybody like to change their vote the vote is now closed and the motion carries item L consideration to approve music department piano quote I will
be looking for emotion I move the board approve the quote from a Hyde music for motion has been made by Jill would you like to speak to that motion that was but brought forth to committee with recommendation to move forward for forward vote tonight is there any questions or discussion any questions or discussion all right the vote is now open foreign would anybody like to change their vote the vote is now closed and the motion carries item M consideration to approve Make Music Cloud quote I will be looking for emotion all right I move the borderproof Make Music Cloud quote for ban software in the amount of 1438.99 motion has been made by Jill would you like to speak to that motion this was also brought to committee with recommendation for board vote tonight any
questions or comments questions or comments the vote is now open would anybody like to change their vote the vote is now closed and the motion carries moving on to thank you Amy moving on to item in consideration to approve lawnmower replacement I will be looking for a motion I move the board approve the bid from restaurants now for a lawnmower replacement in the amount of 41 578 dollars and 10 cents motion has been made by Andy would you like to speak to that motion please uh we discussed this in uh buildings and grounds and these are the similar to the lawn mowers uh Jake has been using and this mower also comes with three attachments I believe three attachments yet and so yeah it's the best bid does it have Auto steer any discussion or
questions on the motion on the floor I have a question I did think that we can you move a little closer to the mic I did think that we talked about these options and I wasn't sure where you ended with that yes I did contact them for leasing options and the two least terms that I priced over 36 months and 60 months and uh the lease for 36 months if we bought it out at the end of the lease um would be 61 000. the lease term or the buyout price on the lease for 60 months will be 67 000. um and the least amount totals were also higher than uh 41 000 price anyways so that they're considerably more favorable just to purchase it thank you for checking I did check direct with John
Deere as well and same thing it was about uh five thousand more expensive was there any that you could there were two that I did look into one was not the right size the other one um was a much smaller powered unit it did not have a cab it did not have a number of the features that we were looking for so I deemed it that it would not meet our needs okay and also I just want to say um that this will be paid for by unused or a surplus of fuel funds Katie if you can speak to that a little bit so with the volatility of the gas and Diesel world that we are in um Tim had has always built kind of a buffer because we pay additional funds when diesel goes
up or gas goes up and so we had leftover of about 39 000 in that account that we could repurpose to purchase this equipment with this year so that's why we're looking to pull the trigger and the difference will be made up by the trade-in values that correct yeah we have a value of 6000 for a trade and I think we could possibly get more of that on an auction site so I'll put a reserve of that on see if it tells if not we'll trade it okay Jake I'm sorry you probably said this but it's just two baseball fields too we're just right around here by the high school uh we use this all all across the district um the Balkan at all the athletic fields at times obviously we use the the most
efficient one for the area but it certainly Services every one of our properties in some way shape or form throughout the entire year is there any other questions or comments I do want to say thanks to Jake for doing a lot of lead work leg work on this and and uh after the committee meeting even there was other questions that he went and found answers for so thank you so much the any other questions or comments the vote is now open would anybody like to change their vote the vote is now closed and the motion carries consideration to approve second reading of Neola update volume 32 number one I will be looking for a motion I move the board approved the second reading of the Neola update volume 32 number one motion has been made
by Bobby would you like to speak to that motion please just that we went through each and every policy with the exception of the two that are mentioned in agenda p and Q other than that no okay anybody else have a question or comment any questions or comments okay the Voting is now open would anybody like to change their vote the vote is now closed and the motion carries letter P consideration to approve first reading of Neola policy 5517 student anti-harassment I will be looking for emotion would anybody like to make that motion I moved the board approve the first reading of Neola policy 5517 student anti-harassment revision as presented motion has been made by Bobby would you like to speak to that motion just that the door noted there and that this is only
the first reading so we could have further discussion on it going forward but it looks to be um grammatical language changes any other questions or comments Angie so at the committee meeting I thought we decided that we were going to add in some verbiage around where it says the board will investigate all allegations of harassment and so on that was going to be the board through Orcs does any yeah we'll invest investigate because as it reads now it sounds like we are the ones doing the investigation and all this so we're not Dr Sprague if you'll address that because we did talk about that and you have better knowledge than I so when we reached out to the board is used it is implied that it means the board's employees District administrator and his or
her designees so um that suggestion was made that we should add the board or its designee or designees but then Jill made the point that to add that language or qualifier to just one policy doesn't really make sense so then we should be scanning all policies and putting it in there but again Neola and their um legal team has in the bylaws that that were covered there so it's not actually board members doing the investigation but rather those you hire I know Angie you had indicated you would look at the bylaws so I'm not sure if you had a chance to do that I haven't yet I thought we were going to do that at the next um committee oh okay so um Mary Kay one of the things that you had brought up I
think Dr Sprague brought this up is to to change the verbiage to make it All Uniform in all the policies how long was that process for one of the policies that we changed through Neola did it wasn't it a year-long process it's vision is just changing Board of Education to the board yes so with something like this every time you would see the board to add this designee to it would be lengthy yes before it's already covered in the bylaws yeah Jill so to add it would provide would clarify who was doing it however the question proposes it worth the time and money to invest into that process to add or designee and win the bylaws identify that so it's really there already and my understanding was that was not the recommendation to add for
tonight but instead at the next policy meeting to have an agenda item specific to the bylaws and determine if then all the policies should be updated by reviewing the bylaws in the next policy meeting but not adding that language right now because it would be inconsistent with all of the other policies currently so Bobby you will add that to your committee agenda for the month of July that you will be looking at the bylaws for that particular verbiage correct and I would say as the chair I am I agree with what your understanding is Joe thank you okay any other questions regarding the first reading of this policy any other questions no questions the voting device is now open um would anybody like to change their vote the voters now closed thank you and we
have one abstaining but the motion carries letter Q consideration to approve first reading of new Neola policy 8802 patriotic activities and observances I will be looking for a motion I moved the board approved the first reading of the new Neola policy 8802 patriotic activities and observances as presented motion has been made by Bobby would you like to speak to that motion just to also clarify that this was reviewed um at the committee level and um I believe it separates patriotic activities and observances from religious activities and observances okay so it's just the clarity to separate those two so this language was here before it's now just not lives on its own policy number that's why you see it's a new policy it's so board members if you have not had an opportunity please look at
that verbiage that's in there and if there are questions uh bring it to the policy committee meeting or to Bobby's attention for next month's meeting are there any discussion further discussion on this any further discussion okay the voting device is now open would anybody like to change their vote the vote is now closed and the motion carries moving on to item R consideration to approve delegate to sisa 9 annual convention I will be looking for a motion convention to be held August 1st 2023. motion has been made by Jill would you like to speak to that motion Andy has been the delegate and I would make the recommendation to continue with that he's done a wonderful job any discussion I just have one question yes are you on are you you're on the board for
the season and correct what's your position on the board president president your chairman yeah okay I just want to make sure that that's yeah stated that we know that yeah this is and you're going to be the delegate this should have happened at our organizational meeting and there was some confusion about whether um you know you're elected to the board for three years so that you would assume that automatically makes you the delegate but somebody at the DPI says no you got to appoint the delegate every year so and Andy's been doing this and he's been a uh he was appointed there this is this will be the third year consecutive for this term he's he's been there a lot longer than that and I want to thank Andy for bringing this up and making
this right so we have this on the agenda thank you Andy any other discussion hearing no discussion the voting device is now open your first name is Paul Paul Andy Murray seriously everything came up with Andy would anybody like to change your vote okay the vote is now closed and the motion carries item s consideration to approve 2023 2024 wiaa membership renewal be looking for a motion a membership renewal as presented motion has been made by Jill would you like to speak to the motion [Music] dearly absolutely changes correct yep no any questions comments discussion questions comments discussion all right the voting device is now open would anybody like to change their vote the vote is now closed and the motion carries okay I do not have the authority to change the letters of the
agenda so we will continue with item T reported donations and then item U will be that retirement and resignations letter T report of donations I will be looking for emotion I move the board except the following donations five thousand from schumann's companies Inc for Greenhouse project one thousand from Optimus Club of Antigo for Greenhouse project three hundred and ten dollars from various donors for the Clara R McKenna Aquatic Center in memory of John McKenna 250 dollars from John and Jamie Myers for the Clara R McKenna Aquatic Center in memory of John McKenna 100 from Bridget Rob for the Clara our McKenna Aquatic Center in memory of John McKenna ten thousand dollars from Satori company for the greenhouse project one hundred dollars from Lynette and William shartner for nabokan Environmental Education Center in memory of Bill
Johnson 800 from Pete and Pam Bots for AHS band 300 from Lakeside Market for AHS band 500 from the vaum companies for AHS band 250 from Johnson electric coil company for the greenhouse project one hundred dollars from Peter Mann and Mary Tyler for the Clara R McKenna Aquatic Center in memory of John McKenna 400 from Michael blood for a AHS drama Jerry Awards busing for a total of nineteen thousand one hundred and ten dollars motion has been made by Bobby would you like to speak to your motion just a thank you to the generous donators as always absolutely any other questions comments or discussion kdn you probably don't have it right on you but could you send us a email and let us know what has come in for the greenhouse project to date as
donations thank you any other questions comments okay the voting machine is now open [Music] try it one more time JD would anybody like to change their vote the vote is now closed and the motion carries I want to thank all of our donors for their continued support yes ma'am thank you yeah so to date we have raised a total of 109 115 dollars yes that's a great let's give a hand clap to our community for supporting okay so item U if you will go back to number three consent agenda and click on letter A you will see the report of resignations and retirements uh it was asked by Angie to bring these two items out of the consent agenda to discuss and I will let Angie have the floor to discuss um bringing these two
items the report of retirements and resignations you can open that report and see it there Angie go ahead so what I want what I want to just I want to make sure that we're following our policy and so like if if staff or Administration has um employment contracts and they were to resign early from their contract or whatever I feel like it should be standardized across the board that if they have a like a penalty for breaking contract that it's enforced across the board there's no favoritism there's no whatever you know so like it's just it's cut and dry so people know if you break your contract and I think that's standard for most companies you know if you break your contract this is what you're going to pay you know that because you know
your contract so that's why I wanted to bring it out it's not any particular and it's been a while granted um request or an exception but past practice was at the district administrator's discretion um or recommendations so I'm not sure I'll obviously do whatever the board wishes I was looking between agenda items for the policy language to re-familiarize myself with it and I I haven't found it just yet in here so we have made rare exceptions in the past Angie not often but once in a while you know for example and I again it's Liam to the board but administrators have yet to receive a con contract renewal for next school year um we were ready in June Katie and I asked to be on the agenda and um we were postponed until July so
without that contract renewal I don't know that it's necessarily right um to impose liquidated damages when they don't know what they're breaking yet what I'm saying is if they've they've already been on you know they already have a contract with us that's what I'm saying you know I'm not talking about and teachers and 9.5 times out of 10 their new employer will pick up the liquidated damages prior to July 1st it's a nominal fee of uh 500 so again most teachers now that negotiations are wide open will say to their new employer this would be my liquidated damage amount will you pay that and the answer is usually yes okay but that would be again you know enforcing the contract I guess so yeah you know whether it's a new employer or them or whatever
whoever it's just sort of straight across the board and very for everyone we've actually jumped in front of a motion on the floor uh and that's my fault because I just let you speak as to the reason of pulling those two items out of the uh consent agenda okay so I'd like for you to present a motion that you would like to present to the floor for the board to discuss and I know that's all right me okay so I I can help you with the first two words and that's I move yeah I move the board approve uh I move the board approve um following contract language um I'm trying to think how to word this uh as written in the contract with can we do that here because it's not noticed we need
that to be a separate agenda item I think you just have to accept these right or no you know this is where this is where if I recall we've done this in the past because I know we have waived the liquidated damages in the past for some because of other whatever reasons that they have given so in the past um you know at some point we said think about that motion yes somebody has made a case to Dr Sprague to the superintendent that it was the superintendent who had to bring a recommendation for us to do that in that's there is no recommendation here no there's not am I correct practice right I guess the recommendation was not to impose liquid damages because there was no contract right now that may have been requested in
one of the letters but I'm not hearing anything from doctors this motion is only to accept the resignation and retirements out the detail of of the liquidated damages that would be a separate we do not have a motion on the floor currently for what year then I'm going to put one on the floor I mean but you can't get until she's got the floor Angie's got the floor um what you have so far as I move the board approved contract language is that what you have Mary Kay [Music] pertain to the one request yes okay so let me clarify help me out here at all let me clarify this what's on the the motion is I move the board approve following contract language as written in the contract is that what Mary Kay is that
what you have written yeah and retirement that should be emotional okay what I'm trying well okay so I'm trying to help this along too this can be part of the motion by saying I approve the resignations and retirements in addition to following the contract language as written in each contract yes yes that so you're going to approve the resignations yes in the motion well yeah that works Dr Sprague you wanted something to say not all um requests to waive liquidated damages are indicated here though they're not all in letters to the board I understand that that's why I'm saying it should be to be fair to everyone it should be just straight across the same everybody should be treated the same there's otherwise you're playing favorite seems well I don't you know but I mean
that's what it could be perceived as okay so the motion on the floor is this following now well that question Kristen I moved to approve the resignations and retirements following contract language as written in the contract may I now you may I feel like um that the statement is irrelevant because that just because it's written there is not we're not approving that or not approving it at that time any of those discussions that need to occur in closed session correct specific to that contract no because we're not naming the contract or the person but there's no request in there for it to happen there's no it's a request by the individual nowhere in there does it say that we're going to do that am I missing right that we're just any of that negotiation would
happen at a later date once we approve the resignation I know that in the past that we have we have not waived and we have waived we've done both but isn't that doesn't that occur during a separate agenda item at closed session it happens when we're approving yes I'm going to move to amend the motion okay I would like to remove the wording following contract language written in the contract okay so the motion on the floor Now by Andy is I move to approve the resignations and retirements period that's what I'm amending to that's what you're amending to all discussion goes to the amendment of I'm moving to approve the resignations and retirements that is the motion currently on the floor question you may ask a question y'all keep me straight Dr smart help me
so at what point then Andy do we discuss liquidated damages and the language that we have in place whether we're um waving or not waving at what point in your opinion do we discuss that somebody somebody would have to request to have liquidated damages they would have to request that to the superintendent and the superintendent would make a recommendation to us and at that point we could vote Yes or no so then that should come from Dr Sprague as a separate item now we're back to being separated again yeah I think I'm trying to understand the process too it just if you accept resignations and then at a later point or another agenda item or a closed session you discuss like what it damages across the board does that apply to the resignations you've already
approved I think that's what you're getting at what does that process look like and I'm also curious if there's a policy um Angie that you have in mind a reference regarding liquidated damages no because it would be it it's in the individual contract okay I thought you had said earlier following policy so thank you for following Contracting that thank you yeah and I guess I'm just confused because the discussion of employee contracts is a closed session item true I I would just say you know I I like to be fair right but um to say that there would never be a circumstance that you would do that is um I just think that's unreasonable I think I can't remember the last time we granted uh liquidated damages to anybody it's been quite a while no
we wave them every time so that that's my concern is why is that language in there we wave them every time I don't think very very often no no um we impose them most often rarely do we leave the board within the last five years changed it to a Scale based on timing because obviously after August first it's much more difficult to fill right and takes the hiring committee's time away from other duties so it is more costly and the board made that decision within the last five years so it was said that the administration so you would be bringing a recommendation to us if somebody were to ask for it to be weighed for example you would bring a recommendation to us to vote on otherwise no I I would decide if she wants
to bring it to us yeah she would decide to accept my discretion okay all right so so that it would not be waived unless it's brought to us for a vote am I understanding that correct okay if no because I don't remember ever taking the vote on it ever taking a vote on waiver you're right Dustin is it I'm pretty sure policy okay can you put policy 3140 on the screen to Kristen's point I remember taking a vote in closed session yes recently it just says under Item B for full-time teachers now this is not administrators this is the only verbiage that I quickly found about termination under Item B sorry which uh policy 3140 non-renewal resignation and termination if you go to letter B Dustin there you go it says termination of full-time teacher's
contract may be terminated only by a majority vote or the full membership of the board The District Administrative shaft deemed appropriate recommended teacher's termination to the board I'm sorry let me jump down to see resignation a full-time teacher May resign from his or her position only upon approval of a majority of the full membership of the board the district administrator May negotiate terms of resignation with such a teacher as appropriate and present though present those terms to the board in an appropriate appropriately noticed regular or special board meeting as necessary a resignation is only in effect once approved by the board a resignation once approved by the board may not be rescinded without approval by the board if you go down to administrators there's nothing under administrators that talks about resignations it's Part B is
it in there Kristen it says that the district administrator shall be responsible for assuring adherence to applicable contractual procedures and in the sentence above it it includes employment relationship is concluded either by resignation termination or non-renewal that would be my own JD Andy do you remember Bobby where the term liquidated damages comes in because it's not in policy it comes in contracts yeah yeah but like Kristen pointed out it says that the administrator shall be responsible for sharing adherence to the applicable contractual procedures that would be that would be that be part of that that's where though yeah I just think that the language we added on to the end of this amendment followed is it doesn't do anything because we're not talking about giving anybody um liquidated damages here they're automatically imposed if that's
what their contract says okay yeah policy the liquid date liquidated damages are waived what happens they can request but um unless we approve that here um am I correct Dr Sprague that you you cannot just approve that you have to bring it to the board if that is the case I don't remember the last time we did that Andy but if you remember voting on it as a board yeah um I can remember voting on it in closed session I assume yeah I think so um well I guess the more important question is have you granted uh waiver to people without bringing it to the board not in recent memory no I think the last one was a medical medically um to another taking our family and didn't that come to the board it did
in regular session it did right so I'm curious if with liquidated damages as Andy mentioned if it's in their contract then they can request that it be waived but that doesn't automatically mean that it's going to be waived that would come to the board for approval so um again has has there been liquidated damages waived without you know without the board knowing that if I'm recalling what Dr Sprague has just mentioned I'm remembering now back we had a staff member that moved from our area because of medical with family and had to go take care of parent or something like that and it was waived oh Katie's gone okay foreign do you have any idea if liquidated damages have been imposed yes okay oh absolutely um the only one that I can think of off
the top of my head where we did a little bit different was when we flip-flopped a teacher with a neighboring school we took one of theirs they took one of ours we both washed it otherwise no we impose so or have and think so you impose that based upon their contract correct right yeah yep based upon the contract they pay us for that after they leave Angie so I did not know all any of that because that's not it's not anywhere so um so with that being said that I would retract my um emotion I guess well you don't have to retract it because the motion on the floor right now oh yes I moved to approve the resignation and retirements Okay so so that's what sparked this whole thing my Muffet that's the amendment
that's the amendment that's on the floor is to move to approve the resignation of retirements for the other discussion that's what sparked it just that's that was my reasoning behind this and making her yeah well I think it's a good discussion and I think that Clarity needed to be there so thank you yes and can I ask for one more point of clarification yes ma'am so again with um administrators not having been issued a contract renewal for 23 24 I would not be imposing liquidated damages their current contract goes to 24. right because through 23 through 30th through 2024 2024 but the reissuance with the new amount yes yes yes I understand so I just want to make sure that I am proceeding correctly with that and that the board yes is in agreement because
they haven't signed a new one right the contract that these folks are on this resignation is uh they would be ending 2024 because they didn't sign a new contract right well two of them one of them just got a new contract but she's already signed it no she didn't get a new one because raises yeah that discussion hasn't happened the board I thought we hadn't got no no Danny yes ma'am yes ma'am okay you're speaking apples and oranges so I want to make sure we're all on the same cage yes most admin contracts are signed through 2024 we do not have our addendum for paid change for this upcoming year because we don't have that we couldn't issue new ones to the two that did come up this year so no they do not have
a contract at the moment the two that were up this year so you can't impose you can't depending on that one person correct two wait a minute you can impose for the remainder of this current contract yes both are both are fulfilling their contracts their contract is fulfilled to July 1 2024. no the two that yes 2024 is when those contracts end yeah Ford shows there's four people there's four admins last month three this month two have rolling until next year the other two were up this year and never received new right so you can't impose anything on those correct yes yes I I follow you okay yeah but about one from before yeah I have a question I'm sorry yes if the resignation came prior to June 30th aren't they still under contract at
the at the current moment yes so then but they are fulfilling their contract they're not oh it's only if you leave prior to that date got it correct quarter after ten yes is clarifying A lot of things for many of us so yeah the amendment on the floor is I move to approve the resignations and retirements any other discussion no other discussion Dustin will have the voting device open this is on the amendment to approve would anybody like to change their vote and the Voting is closed and the motion carries so now the amendment becomes the main motion and that motion is I move to approve the resignations and retirements any further discussion hearing no discussion the voting device is now open would anybody like to change their vote the vote is closed and the
motion carries okay at this time the next meeting is Board of educations meeting is on Monday July 17 2023 at 6 15. note the time change 6 15 PM in this room I will entertain a motion to adjourn so moved motion to adjourn it all in favor let it be known by saying aye opposed same sign then this meeting stands adjourned I'm told thank you
