Hey, hey, hey. Good evening. I'll call to order the board of education regular meeting for Monday, April 27th, 2026. Kristen, could you provide a roll call for us? >> Bridget >> here. >> Tracy >> here. >> Mark >> here. >> An >> here. Brian >> here, >> Tisha >> here, and Aaron, >> I'm here. I'll verify that we have a quorum present. Uh, but before we go to the pledge, um, going to ask that we pause for a moment. You know, as a school community, the past few weeks have been really challenging, exceptionally difficult for our staff, for our students, and our leaders. I want to give the floor to Ben, you know, to share some thoughts. >> Yeah. Uh, thank you, President McDonald. Uh I I think that given the fact that we're in

a public meeting and um I think it's important for us to just acknowledge what's been happening uh in our district uh just in the last 24 hours but also the last couple of weeks uh with the passing of MJ uh Blanchard Mary Joe uh one of our students at Irving Perch and now just yesterday or two days ago uh Kim Clark uh a teacher with uh since 2002. And uh another one of our team members who was seriously uh injured in an accident, Stephanie Conway. And uh we just want to publicly share uh with the families our condolences and let everyone know that we're thinking of them a lot. And uh the last uh well today our team really came together and it's really important I think to give special acknowledgement to Abby Davis, principal

Abby Davis and the team at Perch. We've observed you have incredible strength as a leader, Abby, uh leading your team and as difficult as this has been for all of us and will continue to be uh we could only or I could only admire and be proud of what I observed uh happening at Irving Perch and uh bringing in the families to have the opportunity to meet with counselors today. uh it was just incredible and uh and it did bring a lot of pride and we'll continue to see that. So, thank you so much. Um I don't know if there's anything you'd like to share, but we just thought it was important that we acknowledge your work. >> Right. Thank you. And I want to express gratitude for everyone in an Alaska within the walls

of our buildings, but then in our community and even beyond. Um, I'm extremely fortunate and honored, privileged to be part of this team and this district and also to be surrounded by just incredible people. I can't say enough about the staff at Perch and just what they've done for families and for each other and for our kids. So, thank you. >> Please rise. To the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. >> Bridget, would you please read the school? >> Will working together to ensure high levels of learning for all. >> Thank you, Kristine. Are there any other nominations? Are there any other nominations? motion to appoint. All those in favor >> I for the office of vice president.

Are there any nominations? >> I would nominate an G. >> Second from Mark by Brian. Are there any other nominations? Any other nominations? Are there any other nominations? We have a motion by Mark, seconded by Brian to appoint to the office of vice president. >> All those in favor? >> I for the office of clerk. I will nominate Brian. >> Second. >> Are there any other nominations? Any other nominations? Are there any other nominations? Again, motion by Aaron, second by to appoint Brian as the clerk of the board of education. 009education. All those in favor >> I congratulations. >> Thank you. I will nominate Kristen for the office of secretary. Are there any other nominations? Nominations. All those in favor of secretary. >> Once again, thank you for serving this next board meetings. We need a motion to approve the meeting schedule for May 26 or 2026 through April 20 27 to continue with two board meetings per month held on the second and fourth Monday of each month. not to hold the second meeting in December of 2026 to hold all board of education meetings at the district office to commence the regular and special meetings at 6 p.m. The regular and special board meetings barring any extenduating circumstances will not extend past 10 p.m. is understood that the remaining items be until the next board meeting to continue

the live broadcast and recording of regular meetings. I'll make a motion to approve the meeting schedule for May 2026, April 2027, which is to continue with two board meetings per month held on the second and fourth Monday of each month, to not hold the second meeting in December 2026, to hold all the board of education meetings at the district office, to commence the regular and special meetings at 6:00 p.m. The regular and special board meetings barring any extenduating circumstances will not extend past 10:00 p.m. And it is understood that any remaining items be tabled until the next regular board meeting and to continue the live broadcast and recording of the regular meetings through the use of video streaming. >> Second to approve meeting schedule for 2026 27. >> Are there any questions? All those in

favor? I >> carried the method of publishing board proceedings. We can take these in bulk. Their official newspaper will be the lacrosse tribute. Distribution of agendas will be at the district office district website and give notice to requesting news media and that the distribution of minutes will be through the district website and on the official news. Second >> for all three to approve or the method of publishing. >> Yes. >> I just want to clarify. You had stated on number two that they would be posted the district office outside all district buildings. >> It doesn't it doesn't have to be anymore. Nope. So, statute changed last year and I double checked with uh WSB and um state statute and our board policy and it um as long as it's on our website, it just needs

to be in one public place. So, we're going to do outside the district office and no longer do outside of all of our district buildings. Good clarification. Are there any other questions? >> All those in favor? >> I need to approve signature for statute 12.16. I'll read them as outlined. I think we can take these all as well. to approve resolution 20261 treasury checks resolution 2026002 which is the authorization of using electronic signatures for the president contracts contracts additionally 2026003 authorizing the following institutions as depositories America Harris Bank, Merchants Bank, State of Wisconsin Local Government Investment Pool, and Wisconsin Investment Series Cooperative the use of signature authorized on April 28th, 2025 until such date signature is received later than June 30th, 2026. Is that 004 Aaron? >> Yes. >> Okay. Objections to these. Then I'll

make the motion to approve resolutions 2026 001, 002, 003, and 004 as read by >> secondha second by resolutions and >> are there any questions? All those in favor >> I committ these assignments at a future meeting would ask the team to reach out any interest in particular try to have some discussion between now and our next recognition item number 10. >> Thank you, Mr. President. Uh we have one donation to acknowledge and share our gratitude and that's for $50 from HY for refreshments for the elementary art show. >> With many thanks to I for those refreshments. They don't require board approval. very much appreciated. We'll start now with our student representative administrator reports. So the first thing I have to talk about today is the top 5% banquet that took place I believe last

week and this is an event that honors the top 5% um of grad of the performers in their graduating class and students from 11 area schools are recognized including on Alaska and one of my friends was there and she shared with me that an Alaska student actually spoke at the banquet as well. So that was really exciting to hear about um how big of an impact on an Alaska has on you know the top top academic performers from all across um our area. And the next thing I have is um AP testing weeks are coming up. We have 770 exams being administered all across the school which is a ton of exams. Many students um sometimes you take one or two exams like I did last year um and also take up to like eight

or nine like I'm doing this year. So, there's a broad range of what students do with these exams, and it's really exciting to see that um students have prepared all year to hopefully get college credit for what they've been putting work into. Along with that, seniors have been making plans for their summer. Um, graduation is so exciting, but there's so much more after that. Um, I've been talking to people about internships they have. Um, I have an internship along with many of my friends. Um, jobs and also volunteer work, whether they're doing that here or they're going with like a church group, um, or some other group to maybe a different country to volunteer. It's been really exciting to hear about. And then the last thing is the Anelaskm Kidwin team. Um it's a group

of students who learn about clean energy, advanced electrical mathematics and engineering. And this small team of students spends the year engineering a small scale wind turbine. And we compete with it alongside our mathematics and clean energy skills at a state competition at WMadison. And I founded this team a few years ago with my sister. And it's been an amazing addition to our school. And to continue the impact enrich it has on all of our students, we applied for a small grant to expand our team's focus from just wind energy to wind and solar energy. So next year in the fall, the team will be creating a solar house to compete with um in the fall and they'll also exhibit it in a spot at school so all students can see some of the work that

we're doing with so that they can get involved. So this is really exciting. We're competing at the world competition um in late May. So we're hoping to see ourselves back with our solar competition. Great. >> The only thing I'll add is that on Saturday night, um, musicians, they create a beautiful product, but on Saturday night, they really got to see the impact. Our band participated in the Honor Flight reception at the Lacrosse airport. Um, probably one of the most powerful experience our musicians have a chance to experience. Our band has done this, I think, more than any other band in the Koulie region in the last 15 years. and um talking to a friend of mine who was there as a parent said he envisioned what it was like but it was nothing like what

he envisioned. It was far more powerful and and very thankful that his son had the chance to participate and see the impact that that their sound had on the veterans coming off the planes. So awesome experience for our students and for those veterans. >> Plus one on that. I was I was there as well. Great representation of our community right for our community. Yes, that's loud. At the middle school, our spring sports continue uh with a lot of fantastic success. I believe that both our girls track and boys tennis teams are undefeated this year and having great seasons and a lot of um students that haven't been out before. And so, it's great to see students be involved so many levels. Um, academically, we've got a lot of our teams are continuing to dive in

even at this late hour of the school year. Um, because before one year ends, we're already planning for the next year. For example, our ELA teams are hard at work. This is the first year with their new curriculum. And so, they're continuing to map out and plan out both the rest of this year and next year as they get to know that curriculum. and our social studies team had a chance today actually to meet with some of the elementary representatives and just talking more about vertical alignment and how are we covering um all the state standards. Um really looking at we were talking three third through eighth grade today just looking at that alignment. Um and then finally it is hiring season and as you know I need to find a new running mate uh

for my candidacy here. And so um we were fortunate to have a very deep pool of candidates for our associate principal position. Extremely talented, a lot of people with great experience and passion and interest. And so that's been a blessing. We haven't finished the process yet. We're still going through it. But um I wanted to highlight that candidate pool because in talking with some other people, it's it's sometimes up to double what I'm hearing people have for similar positions in other districts. And I think that that speaks to a number of things including the community support that we have here as well as a lot of the work that we've done um with that Son has done with some of the things and highlighted by the recent awards we won as top workplaces and all

those awards. And so I think we see a lot of connections and overlap to those types of pieces as well. Thank you. >> I also was going to highlight hiring season. So, we're in the midst of that. We had um 75 applicants for our elementary teacher positions, which is huge. Um so, we've been working through those applications. We've done some interviews so far, some screeners, um and just also highlight people want to work here, which is a great thing for us. Um, we are all done forward testing. So, we're excited about that. And we have CKLA reps in our building this week. This is the last in-person visit that they'll do uh to go through the CKLA resource with our teachers. We're going to be focusing a lot on writing this time, which is something

that the teachers have highlighted that they would like more support with in the new resource because it's just very different than what they're used to for writing curriculum. So, we'll be focused on writing this week. It is field trip season. I was looking through my calendar and I think every week different grade levels are taking different field trips all over the place. So that's exciting with a lot of field trips which is great for the kids. Great for everyone to get out into the community. We have teacher or staff appreciation next week. So we'll be doing a lot of celebrations around our building. Um there are a lot of different individual days for staff appreciation but we really just take the whole week and celebrate all of our staff, not just teachers. So, it'll be

a great great week that week. And then our fifth graders are visiting MS coming up. So, just for that transition to the middle school now into uh quarterly financial report. Turn over to Janet and Tyler. >> All right. Um, I'm going to give the presentation tonight, but it's important that you know that Tyler put the report together. So, he's digging right in. He's doing a great job. You will be in excellent hands uh very soon. So, remember, >> yeah, now you have two, right? Um, so this is through March 31st and remembering that this is looking at the funds 10 and 27, the operating funds of the district. And one of the first things that we always like to do is look at what's happening with our cash flow because that tells a lot about

our financial position, where we're at in the district. And the the two top lines are our expenditures. The bottom two lines are our revenue and the purple lines are this current year and the more black lines are the prior year. And what you'll notice when you look at this you on the expenditure side you're seeing kind of a gradual increase. You would expect to see that with inflation, right? That we have a little bit more each each year as we go on and as we go through the year. But when you look at the revenues, it's interesting to see that when you it's basically you can't one line for the from the other um until we get to January. In December is when we get that first equalization aid paid pay payment. So, normally you

see an uptick in December, but this year, remember the the there wasn't additional money put in equalization aid. So, we're not seeing that uptick until we get to January. And that's when we get that first tax settlement for the people who paid their taxes in December. And we have more tax. We're relying more on taxes this year because we have less equalization aid. So that's why you're seeing that spike there. And then they're kind of evening out. But you can see that um we're still we're at March. We're just about through the year, but our revenues have not caught up with our expenditures. And looking at at our low point with actual cash that is for the these two funds, the funds 10 and 27, you can see was $2 million this year was our

low point and then $1.8 million the year before. So looking at that in perspective of a $ 53 million budget, it it's not a lot. while we do have some cushion in there that because it's over zero, but it's not a lot. Then looking at our operating revenues, what you see here is looking at the two largest portions of revenue, our state revenue and our local revenue. For local revenue, the lion share of that is local taxes. And then you'll also see in their fees and admissions and interest are the other things that make up that area. State revenue is primarily equalization aid and then categorical aid and other grants will supplement that. But between those two they're by far the lion share 85% and then you can see the Wisconsin inner district that's our

open enrollment revenue that will come in in June but that's the next largest chunk. Then looking at this depending on like looking at budget and the composition and how have the revenues come in so far this year. You can see that on the left you that gray bar which is uh open enrollment. You're not seeing that on revenues ex um to date. So that at the end of the year you will see that but there's not good symmetry with these graphs with the exception of state and local taxes. but not that intermediate. And then you can see here too that interfund transfers are eliminated for this amount. Then looking at um our actual uh operating revenues, one of the things that you'll notice is that this does show our operating transfers in. So again, that's

that amount from fund 10 that we have to transfer into fund 27 because we don't get enough in aid or grants to cover that. And you can see that that's the our budget is down this year for that. And that's because the state did put some money into increased categorical aid. They talked about um 40 43%. We've budgeted for for 39 because we've been told and unless there's a a reconciliation for surplus funds. Um but right now the amount that's put in there because that's some certain was not enough to cover all of the expenditures for um that all the school districts had. Then you'll also see looking at the local revenue which is mostly taxes. You can see in budget that's up quite a bit this year. Again, that's because we're not getting the

state equalization aid. When you look at that state revenue, you can see that number in budget is actually lower than it was the last year. So, when we get less equalization aid, local taxes are going up. Then that Wisconsin inner district, that is an increased amount that we expect to see for open enrollment. remember that was the one area that we've saw more state support this year. So we hopefully can you know keep m growing that but actually getting more dollars in there as well. And then the other financing sources that is uh Medicaid federal revenue I should say something quickly about that. you see in the U budget and the actual dollar amounts that's lower because remember last September we ran out of the ESSER funding that got all spent out. So you still

see just a little bit of the tail in that in the budget and the activity for last year. Then when we're looking at the expenses we're going to look at them two ways by object and by function. The object is the what. The function is the what for. And you will see that the largest portion of this is salary and benefits. That's 73% of our budget, which we would expect to see. We're a service business. We expect to see the most there. Then the next big chunk that you see in that pie, and this is budget for um is purchase, services, and educational payments. So in that chunk of pie are the vouchers, transportation, our 4K offsite partners because those are contracted services. They're not our employees, utilities, and our non-employee insurance. So a lot

of lot of things in that bucket. Then when we look at how have we received the funding to date with um how does that mirror a budget, you can see that very top bar. We're not seeing any of that on the right side and that's the vouchers because we do that is subtracted from the last equalization aid payment that we get for the year. That's while the money goes to the private schools early, the state does not subtract it from us until that last equalization aid payment. Then looking at the detail by object um what we will see here is that when we're looking at um salary and wages we have more here and remember we implemented on a PALS this year. So that was expenses that we were contracting out for when students would

go off-site placement. Now we've hired staff and so they that is showing there as well as just the increases for CPI for salary and um wages increases. Then the um the purchase services and educational payments that is up significantly and the areas that are uh contained in that area are software that we have purchased as a result of our curriculum updates. Utilities are up significantly this year and and as well of our Anna Pal's remodeling that will be in that bucket as well. What would be decreased a little bit is the educational payments for the offsite for the anapels, but those other things are enough more that they're kind of wiping that out and it's a bigger increase. When you see in the supplies and small equipment um both in budget and expenditures, a significant

increase there. That's our curriculum adoption. So that'll be a one-year anomaly. Next year you'll see lesser expenses. It'll look higher in this year than than we have next year. And then our non-employee insurance was higher than we anticipated this year up from from the prior year in workers comp and property insurance. Um I think we're seeing a lot of the weather, you know, stuff is just it we're seeing it too that everything is more expensive in the employee or nonmp employee insurance area. Then looking at our expenditures by function again the same thing just now looking at um what what is the what's the different areas that this is for you can see by far our largest chunk is for direct instruction and then when you couple that with co-curriculars and student services those things

that are most studentf facing for our students at 67.4% % and that is the lion share and the and most of our money is very very much studentf facing. The next really big chunk there is business administration at 16%. That's our utilities, our contracted transportation and insurance are in that bucket. And then the the uh the in purchase instructional service and educational payments that's our vouchers 4K off-site partners and our off-site placements for students. Then looking at the graph on how how does our expenditures to date compare with our um the expenditure the activity to date. You can see kind of the same thing. We're not having anything on the vouchers yet, but we will have that at the end of the year. Then looking at this, a lot of these things are the same,

but again, they're just looking at it in a different manner. So, you can see instruction is up uh significantly. That's those curriculum adoptions. That's that new staff that we have and the software that goes with it. All of those kind of got bumped into that area. So it is a larger amount when we look at this year's activity compared to last year's activity. Then in the student services area, we had a lot of training for that new curriculum. So all the staff that got trained are showing up in that area. So you're seeing the activity year-over-year significantly higher there. When we look at business administration, we talked already about utilities being up. We also have insurance up and then the Anna Anna pals um remodeling that we did this past summer. And then you can

see in the purchased instructional and educational payments. I said that while the expense was up for staffing, you can see those purchase and instructional service payments are down, which is what we wanted to see and that was the bet we made when we implemented that program. and we can see the results of it in our year-to- date expenditure. So, that's really a good thing to see. So, the next monitoring we will have is you get the monthly statements each month. So, please be looking at those that have the same data but looking at all of the funds and then the same information two ways like we're showing it tonight. We'll have a final budget amendment in June and then the quarterly final quarterly budget report for this year in July. So with that, can Tyler

or I ask answer any additional questions? >> Thorough as usual. It's a high bar to hear that you're up for it, but Okay, we'll we'll move then into action items. And first up is results of the collective bargaining agreement for teachers. I'll turn it over to Brian and for a report. >> So I'll start off uh Ann, if you have anything to add or Sonia, please jump in. We met uh last week with uh the analaski education association and it was a a really good meeting. Um I think I think we have to understand how we got to this point. Um it was uh Fran 1.0 after act 10. We were losing teachers uh staff that wasn't certified administrators to the surrounding districts. So Fran came up with a plan to take each group and

over three years raised their salary so they're competitive. Now we've come to the end of that. We've gotten through the teachers, administrators, non-certified staffs, and the cooks. And I think we're now in a place where what we want to do is create the environment for people to want to be here. not necessarily being the highest paid district, but I kind of look at it like the Green Bay Packers, someplace people want to be. So, that's where we've come to. Um, we agreed on a a 2.63% increase across the base. Now, there were some a little bit higher for catchup, so there is a variation. Um, any questions? >> I would Sorry, my microphone. next time. >> Um, I would say that uh I just want to add that as >> it's been a couple years

a uh it's been a few years since I've uh had the privilege of sitting on uh that committee and um I it it was nice to see the maintenance of um just a good working group. Um it's a group that has cultivated a relationship over a long period of time. Um it's cordial, respectful um recognizing and I think one of the the members indicated we are all working towards the same goal um typically. So um it was a very positive experience. I hope they felt the same. Um and uh it was good conversation as always Sonia led uh the discussion well and kudos to you Sonia for um your creativity in uh developing an environment where people want to be here um adding those additional pieces outside of compensation team. Any other questions or for

>> I could just add that there's two agenda items. One is on the collective bargaining agreement and then the second one is on the supplemental side of the teacher pay as well as overall compensation. So CPI was 2.63%. Um on the supplemental we did 2 2.63% on that as well. an additional 120 flat for each teacher. But as Brian shared, this is the last year of our minimum benchmarks to reach that. And so there'll be about 139 teachers that will receive a little bit additional income up to 750 each. Um, and then that average to about 2.8% across all of our teachers. So that is the amount that we're requesting for all of our other employment groups. And then I also added an increase on our sub rates. We haven't increased in the last two

years. So I'll make a motion to Oh, are there any I'll make a motion to approve the 2026 2027 collective bargaining agreement with the an Alaska Education Association 2.63% 63% increase in total base wages for the contract year of July 1st, 2026 through June 30th, 2027. >> Motion by Tracy, second by Bridget to approve the 2026 27 collective bargaining agreement with Alaskan Education Association team. Any further questions? All those in favor? >> Thank you, Brian and and others for your for your work on that. Next up, we have the 2026 27 wages and compensation uh recommendations. And uh Brian had uh what the way we've worked this is that once we settle with the teachers that that falls everyone else in line. And so these raises are the same 2.63%. So across >> correct 2.8

>> 2.8. >> Yeah. >> All right. >> So keeping with the longstanding pattern that we're working to, you know, adjust all of our employee groups and the same rate team. questions for >> we can take all these. >> I would make an a motion that we approve the 2627 wage compensation recommendations for the following groups uh for July 1st 2026 through June 30th 2027. teachers, supplemental pay, pair of professionals, administrative assistants, specialists, school nutrition, facilities and crossing guards, specialized hourly staff, substitutes, directors, mid-level managers, IT, nurse and administrators as outlined in the second wage compensation recommendations for the included in 14 wages. >> Are there any questions? All those in favor? >> I thank you for that. We now have a budget amendment and I'll turn it back over to Janet Tyler. So for the

budget amendment, what we're going to ask the board to take action on is this document that is on the screen now. But this is somewhat hard to follow because it doesn't show you the changes. So to walk through how we're going to get to those budget amendments, we'll switch to the next document, but we'll ask that you take action on this. If the board approves this, we will post this on our district web page tomorrow. approval. So, what we're really looking at on the changes here, uh, if we go to fund 10, so we have first the original budget as it was adopted at the end of October, then the December changes that we had, and now the March changes. So the biggest changes that we've had in March on the revenue side is that

we have gotten our final allocation from our common school fund. We have an estimate when we start out the year and that's firmed up in January. So we have we have an um $20,000 more from the common school fund. And then in addition to that we received a cyber security grant that we was a competitive grant that we went out and sought after to protect our network and we received that. So that was the the big changes on the revenue side. On the expenditure side, there's reclassifications of some employee costs and then putting the amounts in for those grants. But where you see negatives, those are employee reclassifications. You'll see more of that on the insurance side. And then in the other support services 290 is the expenditures for that cyber security grant which is

a contracted service that we have um explored with dependable solutions. The other area where we had a change is in fund 27. And what we have done here is tapped into our federal grants to receive enough funds to buy a van for the Anna Pal program to help them with their curriculum and meeting their their curricular goals of and there's a lot of a lot of experiential learning with what they're doing in that program. and this helps them to just make sure that they can do that because they'll have a vehicle available to them. The other area is the transition incentive grant which is a grant that works on our our special education students getting them ready to go out into the workplace and their life beyond high school. So those two things are what

make up our changes in fund 27. Then in fund 39 the interest here the difference here is interest we have we're doing better on interest than we had originally projected. So you can see this one does increase our bottom line because we don't have a offset for that. When we are able to earn interest in fund 39, it helps us out because we can levy less in the future because we're making some money on the interest that we have um in there because we we levy on a calendar year basis, but we spend the money on a on a fiscal year basis. And that's by law because what the state requires is that you have that money in hand. And actually, as we get our first tax settlements, the First thing we've got to do

is take that money and put it into fund 39 so that we can prove to our bond holders we have the money there sitting there ready to go to make our principal and interest payments. Then the last adjustment is in fund 99. Remember fund 99 is the fund for the co-curricular programs where we're the fiscal agents. So we have other students that have expenditures and we capture all expenditures in fund 99 but then at the end of the year we'll bill out the other school districts for their fair share of the cost and then we'll transfer our kids back into fund 10 because that's our expenditure. So the good thing is is we're having more revenue here and more expenses. is it means more kids signed up than we expected in some of those class

or in some of those programs that we have in the the co-curricular uh fund 999 that we're the fiscal agent for. So that's the detail that gets behind the document that we'd like you to take action on for a budget amendment. >> Great recap, Janet. Thank you. See any questions for for Janet or Tyler? I make a motion that we approve the amendment of the 2526 budget as outlined in enclosure 15 amendment. Second >> motion by seconded by Tracy to approve the budget amendment as detailed in closure 15 amendment as questions. All those in favor >> I thanks again for your work. U item 16, uh, adjustments to the employee handbook. >> There is only one change to this and it's regarding compensation. We're requesting the board to update our teachers PD rate which currently

is $18 an hour and it's going to match our curriculum rate of $22 an hour. Um, and if you recall on the first reading, there was a summer school rate as well that had an adjustment. So, this handbook is would be approved for July 1st, but we're requesting these rates to be starting June 1st. >> I'll make a motion to approve the 2026 2027 employee handbook um as outlined in enclosure 16 employee handbook. >> Second. >> Motion by Tracy, second by Mark to approve the 2026 27 employ handbook as by Sonia detailed in the closure 16 employee handbook. Are there any further questions? >> I do I have a logistic question procedural. I know that this is my first read right officially and this is a second read for everybody else. Can I still vote

on it after reviewing the materials? >> It's all I've seen. >> Thank you. >> Any further questions? All those in favor? >> I thank you for your work. Uh now item 17 and we'll turn to Tyler for a review of the high school phase 1A elevator refurbishment. >> Yep. Thank you very much. Uh so we have an elevator at the an Alaska High School that has been in service for over 38 years. Um it was a part of the 1988 renovation at the OS uh in the last several years I would imagine. Uh Jared can chime in at any you'd like. But um the elevator has gone through its iterations of maintenance and shutdowns and unusability and we're at the point now where it is um not usable. We have had a few different bids

um that's being projected now um from elevator vendors. Um TKE was the lower bidder um and we actually prefer them and use them um for for the services that we do at the an Alaska High School. Um we had two options. One option was to fully replace the elevator which all biders said that that was um not needed or necessary. Um so option two was the only option. Um that's where TKE came in at the low bid at the 129 67 or 667. Um and they are actually able to produce the parts required uh to get the elevator up and running and the timeline that we would like uh which was before school. Um the other two biders although higher but also did not meet our timeline that we um were requiring. So we're looking

for the board to approve that um that item so that we can go forward and get that elevator um refurbished. >> Any questions for you? remind us what the budget was for the project. Do we know? Sorry. >> We originally thought it would be closer to60,000 >> and this is 129. >> I did have one other question on the letter um from Vantage Architects. There was a sentence in there. It said TKE also identified they could complete the project on schedule if special difficulties are encountered. I assume they mean are not encountered. I was just unclear on what they were saying there. >> I don't like to assume, but I would assume that that's what they >> just a little odd. So, >> but we can we can verify with them. >> They were good

with um the preschool start date was assuming nothing. Thank you. >> Yes. >> Thank you. >> I have one question. So, um with this refurbishment of the elevator, are we Is this just to fix it or is this like we're expecting it to go now without needing much repair? >> The idea behind the refurbishment is that this is the new and improved and it should be able to last as long uh a long life time. It should be brand new um as how it's being put to us with all new parts. Uh it should operate as new. >> It just didn't have to be completely like >> whatever. It's not brand new, so it's refurbished just like buying a refurbished anything off of Amazon or something like that. So, >> sure. Thank you. >> Yeah.

Well, hopefully >> in Jared's memory at 160,000 was spot on. Good job. >> Thank you. I'll make a motion to approve the bid for the OS phase 1 refurbishment as outlined in enclosure 17 elevator and described by Tyler for the use of TKE elevator as a contractor. >> Second >> motion by Tracy second by to approve the Phase 1A elevator refurbishment bid from TK in the amount of 129,667. >> Any further questions? All those in favor? >> I work on that. >> I was born in 1988, so that elevator and I are the same age. >> That's wild. >> Okay, so um item 18 is The board will present for approval resolution resolution 2026 005. And just some background on this, I think we've talked about this in passing a few times discussion uh related

to this um and in conjunction with some of our neighboring districts as well. The effort and interest to be transparent with our taxpayers related to payments. I want to first thank and uh also significant work from Bridget in drafting this resolution um and so nice collaboration with the public engagement team and and also with some some neighboring districts and kind of viewing what they have done. I know Bridget did a lot of research in terms of um what's recommended at the state level for the same. Uh if you break this resolution down, it really sets out three different sets of numbers just for clarity. Um the first set is per pupil voucher payment. The second is equalized aid withheld to fund private voucher um special education and independent charter school payments. And the third is

total equalized aid held from withheld from the school district to fund private vouchure special education charter school payments. Oh, one is about how it's grown and then the total aheld. So on those same categories. So again, any any further comments or Bridget that you'd like to share for the team? >> Yeah, I know there's a lot in here. So I'll just add a couple things. Um in the fifth whereas the equalized aid withheld, this is really the historical context. has shown over the last 10 years it's been a growth of 958% that has been withheld from our district. Um and then the sixth whereas the total withheld I think um Janet outlined nicely when we were talking about budget that the the state aid has actually decreased and so we are relying much more heavily

on property taxes and this is just an effort to make it more clear to the taxpayers in our community. You know uh the amount being levied to pay for those private schools and independent charter vouchers. It's not an attack on those institutions. It's just a transparency initiative to really um outline how the funds are being spent and why sometimes we are in the positions that we are in when it comes to budgeting. >> Great recap. And one of the writing thoughts behind this add to that is that uh this resolution would then also the board in a position if we chose to approach our our local municipalities providing that transparency to taxpayers in conjunction with whether it's their annual property tax bills or what have you. a necessary step from that standpoint. >> Is this

an annual resolution? Then >> this my understanding is that this resolution would allow us to put that tax transparency statement on the tax bills. And the reason that we're trying to work collaboratively with other districts is because in order to actually put something onto a property tax bill, it needs to be done at the county level. And so it would be the cleanest and simplest if all of are participating. Um and then it would be a simple one sentence statement that would say you know on your tax bill X number 1.3 plus million was withheld um from the school districts. >> So this is like a resolution that we do once and it's good in perpetuity. Okay, >> that's the idea. >> Thank you Tracy. Any other questions? >> So I do have a question.

So does have to be approved by those cities and municipalities then to be put on their tax bill. >> Yeah. So the way that this process works ideally is that each of the districts kind of agrees that this is the plan. Um and then from there we go to the municipality. So in one of the whereas statements it does outline the different ones that we would approach. The biggest one being um you know we need to get the county approval because that's where the program the actual computer programming happens to print the tax bill. So that needs to be done. Um and then I we would also need to get um our city of an Alaska, town of an Alaska, town of Adair, city of the press, and the town of Hamilton where we have

students. >> Thank you. >> That's a good question. >> This is for approval. >> I'll make a motion that we approve resolution 2026005 in support of full transparency for taxpayers as outlined in closure 18 and resolution 2026005. >> Second. So I have a motion from Bridget. I gave the tie to Brian to approve resolution 2026005 in support of full transparency for taxpayers detailed resolution >> Bridget. Yes, >> Tracy. >> Yes, >> Mark. >> Yes, >> Tisha. >> Yes, >> Brian. >> Yes, >> Ann. >> Yes, >> and Aaron. >> Yes. >> And Bridget, thank you both for your work. >> Next up, we have board policies on for second reading. Uh the board had an opportunity to review these for the first reading. We've received no questions or comments or concerns. So uh we're hoping

that the board will vote to approve these this evening. Thank you. >> I would make a motion to approve the um policies outlined in agenda item 19 for second reading. Second by second by Tracy to approve policies presented in item and detailed enclosure board policies. Are there any further questions? >> I request to roll call please. >> Mark. >> Yes. >> Bridget. >> Yes. >> Tisha. I'll abstain. Ann, >> yes. >> Ryan, >> yes. >> Tracy, >> yes. >> And Aaron, >> yes. >> Committee, Ben and broader team, thank you for your work on this. We now have our consent agenda. Are there any requests to remove items from the consent agenda for separate consideration? Seeing none, I would move that we approve the consent agenda as presented. >> Second >> motion by second by

Mark to approve the consent agenda as presented. Are there any questions? >> All those in favor? >> I consent agenda. We have no further business. >> Motion to >> second. by second. >> All those in favor? >> I convene for our development meeting.
