001okay so i've always kind of been laying around that stuff and my mom really going in about when i was little it's called me so i think i'm definitely interested in like cars i think that's like i definitely want to do something actually like right right uh that's fine i think they're having rehearsals yet tonight good another one um uh that's more responsible um okay mr lotus are you looking forward to like maybe a three-hour meeting like last night when you were doing course changes um all right it is now seven o'clock and i will call this meeting to order roll call will show that all five board members are present as well as our two two student representatives this evening so uh dr mitsuk has this meeting been posted yes it has all right

004those who will be speaking this evening we would like to remind you that the school board meetings are for the purpose of conducting the business of the district they are official business meetings held in public and through school board policy 187 the board allows citizens to make comments by scheduling two opportunities on this agenda to receive citizen comments and in accordance with the with the intent of open meetings law please be aware that although the board of education welcomes comments from the public it cannot discuss nor debate items brought up during public comments in order to hear from all citizens who wish to speak and to ensure that the official business of the district has addressed board policy sets a time limit for citizens comments and will be adhering to those board policies at tonight's

005meeting persons wishing to address the board are invited to the podium using the microphone state your name and the address for the record comments are limited to only one time at each meeting and individuals who want to speak will be limited to three minutes and additionally citizen comments are limited to a period not to exceed 30 minutes point of clarification president when you say citizen are you referring to u.s citizens or greendale residents our policy does not distinguish um between greendale residents thank you so us citizens yep so i invite anyone who wants to speak to the podium good evening good evening i'm not gonna everybody knows why i'm here and since the stuff that happened last week i'm not going to tell you i'm going to ask you i know but here's the thing

006first of all you all know my name and you all know that i live in this district could you please state your name otherwise no that's not i given the events of last monday i think she's right the right her right to privacy our last board meeting was you know who i am i am i hear people tell you that my name you first of all joker piddle if you don't know listen to me if you're not and paige to come in here last week and hijack a scoreboard that passed last monday i'm going to ask you to share your name and address for the record and if you're unable to do that i'm going to okay step aside my name is mrs kowalczyk and you all know that i live in greendale that's as

007much as i'm going to give you as far as i'm concerned this board has disappointed the people of this community you allowed a terrorist group in my opinion to hijack hijack this school board that is unacceptable to me and it's unacceptable to the taxpayers of this community and it is unacceptable to the children that go to school here you allowed this to happen and then to slap the people in this community in the face you thank them for coming to this meeting that is unacceptable your job as school board members is to work for me my children this community and every parent that is sitting in this crowd right now who have children that go to this district how dare you yell at me and i have to put my safety at risk every day

008to allow this crap to continue i'm not going to stand for it anymore you work for me that's how it goes as far as the quarantining in this community for covid that also needs to stop there are not enough kids in this community that are getting sick this thing with now the shot that's coming for 5 to 11 possibly tomorrow needs to end then as far as your plan to teach crt dei seo whatever you want to call it not going to happen while my child goes to this school so as board members that get voted in you all of you who allowed this to happen last week owe this community an apology to me and to every member in this community for allowing this garbage to happen last week i'm not going to stand

009for it anymore we're tired we're exhausted and we're not going to put up with it anymore so if you value your jobs stop the shenanigans thank you anyone else want to share comments good evening my name is heather godley and i'm a member of page i live at 5331 mill bank road i'm deeply concerned with a comment made by by school board member mary grogan at the conclusion of the last school board meeting she made a point of referring to the referring those watching or listening to the meeting to a press release quote a press release by the greendale police department available on their website explaining the facts around the incident that was spoken about so loudly today referring to the beginning of the meeting she placed special emphasis on the facts in her statement

010this is profoundly disturbing as several individuals involved in this incident including children had just provided direct testimony to this very board about what they had experienced as excessive use of force presenting the police narrative in the press release as the facts without any consideration for the people who came in front of you and provided a contrary narrative about the excessive force that they experienced by officers in the very same police force is deeply troubling this is especially so when we are discussing police brutality against children the same age as those for whom you are responsible the body cam footage shown on channel 12 an hour ago appears to contradict the greendale police department press release that you put such faith in last week it shows the children being violently arrested and no actions on their

011part that appears to justify such excessive force i am also disappointed in this entire board about a different matter and would like to refer to this copy of representative chuck which witchger's testimony regarding ab411 and i'll pass it around in a second so that you can all have a copy i read from this during public comments at the board meeting before last and was shocked that the board voted five to zero not to add anything to the public policy priorities about preserving sel and anti-racist curriculum representative whitsker's testimony gives us and by the way he's the he's the co-author um gives us insight into what would be prohibited if this bill passes the senate and is signed into law and i would like to direct your attention specifically to the paragraph on the back of

012the front page that i read before um as well as the list of words that he inaccurately associates with crt and sees this legislature legislation as prohibiting as i think that would be deeply damaging to children in our community thank you and you can share it with um our uh our administrative assistant she'll make sure that we all get it later anyone else would like to share could please come to the podium hello i'm kristen myers i live in greendale as well my chil my daughter goes to school here i went to grade school in the 80s here many of us are familiar with the meme out there appearance of genetics and above who cannot seem to understand kids math and i don't know about you but i was caught off guard when my daughter

013was young and she was counting dots and to learn math or learn multiplication in a way that was different but it worked i had to google to learn it and most of the time our kids could get assistance from teachers and we were told to step away from it and they would learn it i wanted to be open to those ways so sometimes you looked around stunned when one day it was fractions the next day it was a different concept so quickly but only so much time in the day so much to learn early on my daughter pulled from class to help i'm trying to go fast i know i have three minutes with reading i was grateful miss bauer she wasn't my daughter wasn't fond of it when kids looked at her when she

014was pulled out i was told that that was and i told her that was their problem i was grateful that she had help grateful for their teachers when she identifies high school teachers that help her like miss maraschini who actually stoked her love of science i was like yes i love that when she's isolated because high school is difficult sometimes and has a teacher that steps up to help her or let her sit in her room because she can't find a table to sit at i am grateful when a teacher steps up and allows her to sit there as parents we have to trust the school can pick up where we lack for me it's math thank god for teachers because though my husband is more capable than me at math and mr burke is

015amazing he's often my husband's often gone for work i expect my kids to struggle in school with heart concepts and geometry sentence structure etc i expect social issues because after all when you force people to exist in a building every day personalities clash but when was the last time one of your kids or one of your kids friends called your child a racist because they heard they heard your parent that your child's parents were might be a republican actually were independent but even if they were and they were told that you must be your parents and you must be homophobic or racist because of that who is telling them this public trust is a big deal since when we use political access to teach children about u.s history or english the kicker is that we

016are all in this together while i was caring for sick parents i should have had my guard up last year during quarantine i [Music] president given the fact that this president was here last week and was not able to speak can we please i don't talk about time we have three minutes for everyone so thank you very much if you would like to communicate you can certainly send the board an email or call any of us thank you good evening hi my name is bruce myers i also live in greendale um there's there's so many things with and i won't even come close to the time i would love if we could just there's no reason that we can't teach children to try you know to be more accepting of each other whether my daughter's

017best friend is gay you know i it doesn't it doesn't bother it doesn't bother me but what i can't understand is why it has to be an everyday thing i cannot there's so much stuff and there's only so much time in the day okay and i gave an example uh like two weeks ago when i went to work out in montana and my daughter was ninth grade at the time and asked me if montana was a state and i'm like i cannot believe some of the stuff and when when i talk to her or when we're watching the history channel and she says i've never heard of this i don't know anything about it i'm like we'll sit down and learn because you're going to learn a lot more from the history channel than you're

018going to learn in school because 14 years ago actually almost 15 we moved to greendale specifically for the school system and every year when you look back it's steadily gone downhill and i'm like at a certain point you know we have to be accountable to the kids and i i don't care if you're republican or democrat put that stuff aside let's teach the children and you know there's there's so much that they're gonna need and just not to be you know if jay leno asked him a question on the street and they look like idiots and then they're like oh yeah they're from greendale and it's just like i i know jay leno's off tv so just i don't need to be reminded of that but my my point is there's there's simple things that

019you know we should all know and we all were taught and it's just like i can't understand that she's a sophomore and she doesn't know this stuff yet and it's just like i would love you know if we got a lot a little bit of time you know a day or a week for for some of the social aspects of you know living so be it but we need to concentrate and i don't need a teacher telling her social things during english class you know it's not american history it's english yes and it's just let's just get back and take some of the crap i'm part of my language but take some of the crap out of school and let the kids just learn they're going to be just like us eventually they're going to

020come to their own conclusions if they want to be a republican independent or democrat and that's just like i don't i don't understand why we got to force them into you know some type of little you know segment and i apologize thank you for your time thank you any other comments good evening hi i'm erin dummert i live on municipal square i had lots of great comments for you all prepared and i'm going to spare you all the details of how my kids experience in greendale schools has been suffering because of quarantines my kids are unvaccinated and they've been the three of them have been quarantined already five times this school year but what i really wanted to share with you is i i did hear about the test to stay program and we do

021think it's a step in the right direction that you are hearing that we want to stop quarantining healthy kids i think we can debate the merits of that and the risks and and all of that at a later date but i did want to read to you a piece of an email that i exchanged with ashley haas the director of the health department i'm always i always get the feeling at these meetings that the board is waiting for the health department to give their approval for something and so i asked her who has the ultimate say does the school board have to take your recommendation or can you act independently and she says and i quote we provide guidance and recommendations as experts but ultimately the school board must vote on their policies i do

022understand that there can be implications when a school board goes against what the health department recommends but i know that you know how parents in the community feel you don't need the approval of the state or a test to stay you don't need the approval of the health department i would just ask you to do what i think you know is right what parents are asking 1 in 196 kids quarantined in september tested positive for covid that seems kind of stupid so we're going to test all these kids how many times in their 10-day period and i think the data will probably support this position so like i say we can discuss that at a later time i feel like we're making policy based on fear people get up here and share a scary story

023and share about their experience with kovid i had kovitz my kids had kovid my husband had covet we felt pretty bad for a couple days then we got better and now we still have natural antibodies so i would hope that you would take that actual data into account and really listen to parents you do have the power we know that you're all good people we don't have any you know i don't have a personal problem with anybody but i just hope that you would listen to us and really take this to heart and how it's impacting our kids thank you aaron and that is an item on the agenda so we will be reviewing it and discussing it later in the meeting any other comments good evening good evening how you guys doing brenda motto

024dobson court and i was just kind of thinking and observing i just want to throw a suggestion out there i know that transparency is a big word everybody wants to be transparent at what's going on so if you really want to know what's going on be transparent i know kim you love your surveys throw a survey out there open question get the parents to respond back have an open session no agenda except for what parents have to say of their experiences across the whole board so that's just only my kind of thought that i thought of is you know increase that transparency that you have nothing to hide by throwing it out there and say we want to hear from you like a comment box at a restaurant what can we do to do better

025what are we doing great so that's all i really kind of wanted to add today so thank you crane hello hi jason swarovski uh greendale noel street um first of all i'd like to thank kim and ryan jonas for doing just an amazing job with working with the village on basically everything with our networking it's been an absolute amazing experience i would like to thank you for that really appreciate it also thank him for helping make that happen and just want the board to know the village really appreciates everything that ryan is doing to help us move forward so i want you guys to know that so thank you to everybody for that second of all um i guess i'd like to talk about what happened last week i'd like to apologize to kathleen for

026everything that happened i know it wasn't wasn't my fault but uh and i feel for you and i'm sorry that that happened and the rest of the board by no means what paige did in my opinion opinion is acceptable it was really a disgrace there's nothing wrong with a peaceful protest or speaking but with what happened here um sliding around on chairs and and getting in people's faces it's not something that's acceptable and not acceptable in greendale by any means there's nothing wrong with getting up and talking and we want to hear everybody talk but not with what happened last time so and then the next thing would be i know that the vaccine is going to be available for kids 5 through 11 very soon i guess i would just ask that since 7th

027through 12th don't have to wear a mask due to the vaccine that once that comes out of course give it enough time that everyone can get the vaccines who wants to get the vaccine but i would ask as soon as that time is up that we please unmask our young kids and follow through with what you're already doing for seven through twelve it'd be wrong to not do that wouldn't be fair so thank you again for everything you guys do and really appreciate it thank you jason any other comments this evening all right seeing none we will continue on with the agenda so thank you all for sharing your feedback next item on the agenda is agenda item three approval of last week's board meeting minutes from the october 25th so any questions or comments

028otherwise i'm looking for a motion to approve i move approval of the regular meeting minutes of october 25th as outlined in agenda item 3. second there's been a motion a second to approve the regular board meeting minutes of october 25th any further discussion all right seeing them okay i'll just i'll just add i'll echo what um mrs kowalsk and um jason said that that unfortunately um the public comment policy was not followed and there was a lot of disrupt disruption disorder there was a lot of fear in the room and i'm you know really disappointed in in the page group in particular and in all of the residents of milwaukee that should know better is there anything in the meeting minutes that are inaccurate or i i just want to kind of bring back to

029the yeah that's fine yeah i just wanted to to express my disappointment in the disorder and the threatening behavior and the civil disobedience and the disruption all right then uh with a motion a second i'm gonna any other questions or comments and call for a roll call vote yes yes yes yes and i'm yes and the meeting minutes have been approved next item on the agenda is a test to stay as part of the covet safety plan so i think we heard a little bit about this last month as we continue to progress you know with uh in the school year i i think dr mitzik shared some some thoughts on that and she's here to share a little bit of how this uh test to stay plan which i don't believe is being utilized

030anywhere else in wisconsin but other states maybe it is now there are a couple other so how it could work here in greendale and whether or not we want to move forward with it yes so um following the meeting we spent some time developing and working through the logistics of how a test to stay program would work so that we could minimize and potentially eliminate quarantines so that kids are not missing school there are we in developing that we have checked with hyatt pharmacy as our partner to make sure we have availability of tests we have worked with the health department to determine timeline and scheduling on the testing protocols and what our options are and we have worked with our school nurses which we have in place to complete contact tracing so what you

031have in the board packet is four pages that outlines the the reasoning behind a test to stay program and what other states have tried it and what our protocols will be the proposal includes that students would test every other day during the first seven days of their quarantine period and provided they remain asymptomatic and test negative they can stay in school so we have arranged for testing to happen on site each morning so that students have access to tests and it will be a rapid antigen test to test each day we sent it to the department of health services for approval because the testing supplies are being provided by the department of health services and as of the posting of the packet there was no response from the department of health services but they did

032a reply to us today and here is their guidance as you know i'm going to read directly from an email from ryan wozniack as you know k-12 test to stay programs are gaining interest across the u.s not surprisingly dhs has received a number of requests to review and provide support for different variations of test to stay programs across wisconsin dhs is currently monitoring test to stay programs throughout the u.s and is awaiting the cdc's ongoing evaluation of their effectiveness in-person days saved versus cases of secondary transmission the cdc and department of health services have not endorsed a specific model at this time but we do consider test to stay a promising practice and would support your decision to implement the pilot program outlined and the attached proposal and we did bring forward the proposal for

033approval at following conversations in which the health department was engaged and regardless of the dhs stance ashley haas and has advised that the board could approve and the health department would support our implementation of a test to stay policy in terms of our data over the last two months based on quarantine we have had cases that required contact tracing within the schools uh 317 students were required to quarantine that included over a hundred that were at the sixth grade level prior to the mass change decision and 353 were close contacts who did not have to quarantine based on vaccination status current vaccination rates based on the data run from close contacts is approximately 62 percent um depending on how the it's estimated it's anywhere between 58 and 62 percent of our of our tested grade

034levels there were um in the month of october five quarantine students tested positive but as we look at the rate of positive tests among quarantine students those five positive tests among the 317 quarantines is 1.6 percent of those students who were quarantined subsequently tested positive and we do not know that they necessarily contracted covid through transmission at school just that they tested positive within the time period that they were quarantined and in the general population there were 30 cases total out of 2 700 students which is 1.1 percent of the student population so what we're seeing is the risk of covid positive does not increase based on close contact quarantines so for those reasons we are recommending that the board approve a test to stay option for those who are identified as close contacts and

035recommended for quarantine kim i have a question about the um the people who test to stay are these is there a difference between people that are vac students that are vaccinated and students who are not students who are vaccinated are identified who are identified to have been within six feet of a positive case but more than three feet are not required to quarantine and would not be required to test to stay just as their current quarantine procedures are the test to stay option would be would be available to students who are advised to quarantine but those are mostly unvaccinated students correct is natural immunity part of the equation at all there has not been any guidance on testing for natural immunity antibodies so they would be advised to quarantine there is the option for within

036the last 90 days they would not be required to quarantine that is the other group that if they've been coveted positive more than 10 days or less than 90 days ago then they are not required to quarantine is it possible to amend or add that if a family can produce a medical document stating that they do have immunity that they would fall into the other category of vaccine because we all know vaccinated people still get coveted so [Music] so could if if they can prove their natural immunity could they move into the vaccinated lane because they're immune just like we're assuming vaccinated people are immune so they don't have to do as much close contacts are identified through a contact tracing process and as you heard the health department provides information on who should be

037who should be quarantined who should be advised for quarantine and they have not included that in their recommendations at this time it's always you heard that you have the ability to to revise policy we've been cooperating and working with the health department and we're recommending that you approve a test to stay program as it's outlined in the pilot it's a four-page document if there's something that the board wants to change you certainly could but i'm not sure what guidance that provides us in terms of how they would document immunity well i'm i'm we had a we had some testimony um a public comment a couple meetings ago where someone was donating blood and having donated blood they were made aware that they still a year later had coveted antibodies so i would imagine that there's

038that's that options available in the medical community and if families wanted to exercise that that we could honor it so um is that something that we would i want to move forward with what we can and then maybe continue to research if there's still questions um you know so i wonder and i'm wondering too because of last week's complete disruption and the communities you know spent a week recovering i wonder if we should allow the community more time to review this and to have a listening session where people can publicly comment to their heart's desire regarding this issue and when you say this issue are you referring to the test to stay yeah that's because i know there's a lot of i know i've received a lot of emails about people who feel really strongly

039that natural immunity should be included or incorporated and then it just seems that the people that are testing to stay they the to the the point that was made of public comment was and and is true we already have some data that already supports the fact that we've been over quarantining we've been overly cautious we've had um an excessive number of people quarantining in only a very low percentage of those people tested positive so why would we now test again we already have that data to direct us is that's that's my point and i think it was a good point that was brought up at the public comment here that we already know that we're taking ultra precautions and we have some data now that supports the fact that the people we're quarantining are not

040testing positive on a consistent basis for covid so why would we now test them more isn't please i just want to kind of clarify so the i mean obviously we have our current protocols in place the thought process here is to eliminate the quarantines by allowing people to have a negative test to show up to school so i want to make sure that i'm there's every other day for seven days is the way that this was written third fifth and seventh in most cases we do not know the first day so it's usually true it might be one or two test days but typically we don't know the day of the first day after close contact given timeline so i think this is the intention is to um provide families with an option that they

041are not quarantining and i think when we when we had a conversation back in august this was something we asked administration to look into to minimize the number of days that students are going to be quarantined or potentially could be quarantined the board will recall that we made changes to the sixth grade to address some of the students that were being quarantined at that level so dr misik if if from kindergarten through sixth grade if students are masked are wearing a mask and they have close contact they are not quarantined because both students i have face protections correct and now we're saying how can we eliminate or reduce the number of quarantines for seven through 12 and one way we're saying we asked the administration to look into it is to do this test to

042stay program at that time there wasn't a conversation so that was a conversation that we had back then um i think we've always continued to kind of move forward and make progress so i think it would be appropriate to say you know can we have administration look and see is there a way to you know get validation about the antigens the natural anti antigens is that another way that we can you know reduce those that are are quarantined or things like that administration doesn't have that you know we didn't direct them to do that before so they don't have anything in this proposal to do that um so i'm wondering if we could take action um onto the proposal in front of us and then give some guidance and direction to ask for additional clarification

043or additional direction yeah i don't think we should adopt a new covid protocol protocol product protocol policy until we have all the information i mean i so you know and under this i just want to highlight part of the reason we're probably doing so well is we have so many other mitigation strategies in place you know we're doing very detailed contact tracing we have an excellent hvac system the community vaccination rate is high a lot of people are wearing masks and choosing to there's a lot of hand washing the disinfecting so we are already doing quite a bit i understand i was here and i i think the test to stay was brought up as a solution to reduce the quarantines but i think the um aaron's public comment is worth you know reflecting on

044that we already have we already know that all these people we've quarantined most of them didn't have covet so why would testing them i'm just trying to apply some common sense here why would testing them more frequently be better you know change it but in the absence of approving a test to stay program we would continue to quarantine until the board took action on something else and so i would suggest that you take action to approve a test to stay and then if you want to make it less restrictive that you direct us to bring you a new plan so i would recommend that you not table this and corn and have us continue with the existing policy which is to quarantine could i ask some clarification um i'm just trying to think of the

045logistics of all this um house because our i think our number one goal here is to keep our students in school in person and i'm just a little concerned maybe i don't have my head wrapped around how this test to stay will work will students be allowed to come before the school day start so it doesn't disrupt their school day and you know just how how is that actually you know and obviously i think it should be confidential too so how do we how do we like plan for that if we are going to do something like that on page three of the four-page test to say design it describes the specifics of how students would have to do it there's a separate drive up location that has privacy parents are directed to call the

046phone number upon arrival for testing staff which is not the greendale schools it is high at pharmacies if approved the district would provide a modified drive-through testing station from 7 30 a.m to 7 15 a.m daily and the process would take about 15 minutes for them to get test results the test results would be sent to the parent's phone and the parent could show that to the nurse and be admitted to school so they would check in through the office so the 7 30 to 8 15 would impact our middle school and high school students for the start of their day correct it would impact the high school students they could be tested prior to the start of the middle school day is there any room to have those hours earlier we could certainly work

047with our partner to see if we can get people on site sooner i have two questions with this um new program so one so it says if a student does not have a positive household case of cobit 19 then that student could proposably come get tested every other day for a week and then if they get a negative test they can attend school say they do have someone in their house that has a positive household case would that student still need to quarantine and this program would not apply to them also to that point um i can answer that question and then you can ask and ask questions okay that's correct the rate of transmission that we're seeing from household cases is between 60 and 70 percent even in vaccinated households so the rate of

048transmission from a data perspective is significantly higher and i say we but it's not really me it's the health department there's a higher risk of transmission from a household case okay also to that point this more is just like a comment but um i think some people are saying what's the point of testing over and over and over if there's history of this person continually getting a negative test um uh covets been around for like a year and a half now i've been contact in contact with someone with covad multiple times all my tests have come back negative so my history is always negative however my sister has been contact traced just as many times as i have and she just got covered like a couple weeks ago for the first time that she's ever

049had it and she was asymptomatic so i think it's kind of almost like you never know kind of case and i understand why there's continual testing over time my last question to this program is if this program was implemented how would we be able to track students they may just be having a common cold especially with the seasons changing and there's some similar symptoms to just normal colds such as fever sore throat fatigue nasal congestion that kind of thing and a student that might potentially have covaid it would be the same way that we're doing it currently so if you have symptoms [Music] the flow chart help me because i do not do this on a daily basis there if you have symptoms then you're supposed to not um come to school and test so

050the nurse advises if you have symptoms of covet and there's a flow chart that says if you have the symptom the symptom this symptom or this combination of symptoms then please stay home and test and with the negative test you can return to school is it sorry are you done is it possible to move the testing until after school and have that because the test is good for 48 hours it sounds like if you have to do it every other day so is it possible to make it more convenient as a pickup at pick-up time for the families um to them because the parent does need to be present to give permission to test because it's a child that's testing we discussed the possibility of having it after school and we could certainly do that

051but it's more likely that a parent would be available to bring their child for testing before work uh then to most parents uh three o'clock uh disruption from work to take their child to get tested is more difficult okay so you said that you just see more parents in the morning you're saying you see more parents from a work schedule perspective we anticipated that the earlier time slot would be more convenient for parents and would this alternative would this be an alternative or would this be a requirement that's not required it's still an alternative just like currently if they're advised to quarantine that they're they're um required to quarantine for ten days but they can opt to test at day six or seven and return on day eight and this would be the same it

052would just be that they could return every day sorry wes so you mentioned that um you were you had the possibility of doing it after school could you maybe have a scheduling thing where you could pull kids out of class and have their parents come to school at a set time that you arrange before where you know where they'll be available so they could possibly test with their children yes currently every day we have what's our time now 12 to 1 pm daily we have testing for those that are symptomatic or have been close contacts i think to add to the background on this there was direction in our collaboration with the greendale health department about providing this before school because then those tests are accurate at the time the child is about to attend

053for the day so with implementing a test to stay program you are trying to reduce the risk as much as possible of potential asymptomatic spread so if the child is testing and then they immediately are going into school with a negative test that is different than providing a test in the afternoon at four o'clock and then 14 hours later or 16 hours later potentially that could look different from multiple testing and i think you know paris highlighted that it you you don't know until you get a positive test and so we are trying to be as cautious as possible in instituting this program because it is so rare in the state of wisconsin we would be one of the first schools that would be instituting this and being respectful of our our families that are

054following our covenant safety protocols on what we agreed to at the beginning of the year that we have thought through and so that was that was the recommendation was to tie it to the beginning of the school day even though there would be a short impact at the beginning of the school day and i want to reiterate that they're not required to test at the on-site testing clinic our on-site testing clinic provides convenience and immediate results but they can bring a negative test from any provider so they could test later in the day if they wanted and then bring you can test at six o'clock at summit the night before and bring us a negative test in the morning and it's it'll be interesting too though because with the as jason's public comment uh reminded

055us with the vaccine now becoming available for five to eleven uh we already have just for the record we already have that we've already voted on that policy that once sixty percent of the um k through six are vaccinated then masks will be optional and then does that for that population is then does that throw a huge wrench into this proposal nope they would still be eligible for testis day if you approve the program it looks a little bit different because a student that's vaccinated we go down one pathway versus a student that is not vaccinated so if we open you know as as our students kindergarten through you know five five through 11 are vaccinated fewer of them will be required and they're in a different lane yeah they're in a different lane i've

056also received comment that that 60 threshold might be too high and so you might want to revisit that as well and you're welcome to revisit the health safety plan at any time but until it's revisited and changed by the board we are bound to follow the policy that you currently have in place which is to require quarantines yeah i appreciate that reminder i do think that the 60 was a little high you know the state of wisconsin's 50 percent then you know so so i would i personally i'll go on record saying i would like to revisit that part of the policy um and then i also want to note here that this is a pilot program that's going to last for 60 days um the start date you had on here kim was october

05718th was that we're intending to start on october 18th this is what we submitted to the department of health services but we do not need to have an end date you could make it until forever if you wanted you do not need to set the end date we had provided an end date for data collection for the department of health services but they are not interested in um having a timeline for us so you would have the option to not have an end date yeah i i think an end date makes sense because then we'll have more data right we'll have more data to look at um but then you also risk not coming back to revisit and then we'd return to quarantining students so i'd recommend not having an end date and revising it

058when you want to revise it oh you mean just like calling a special meeting no i mean that at a future meeting you could request that we add to the agenda that there be oh i could just we could we the board members could just call up and request the agenda item be added i think like what we've done so far is you know we've had numerous safety protocol meetings so i would expect that to continue yeah i will i would i'll go and i'd like that to be added um right away those two things then i would request that the percentage of k-6 um that are vaccinated be revisited um officially at our next board meeting and then also this pilot program um you know be added to the agenda so that we can

059evaluate the data because i'm i'm going to predict that if we already know that the students we've been quarantining are rarely testing positive for covin then it doesn't doesn't logically follow that that all of a sudden when we're testing them more frequently that they're all of a sudden going to have covet but when p when to be a good thing because those students are then in class more more often um rather than yeah but they already know they're being quarantined right now so you're saying that they they were going to get coveted more frequently after they know they're saying that they're being quarantined they're being quarantined but they would be in class then instead of being quarantined okay so the test to stay policy is only for those that are quarantined it's not for those

060that are not right right no i'm trying to follow i'm trying to follow joe's logic here for a second so right now they're quarantined they go home and 10 days later we have virtually no positive coveted tests from the quarantine during that 10-day period they're yeah and you're they're online or they're yeah and i'm just trying to understand what you're saying so then you're suggesting that if they come back to class and they're tested more often that they might be carrying more coven no no okay someone else explained okay i'm not following no it's all about so the test estate policies that other states have done and that this is built off of was to essentially eliminate quarantines to keep kids in school so that they're saying is if you have uh if you're a

061close contact and you're on the track for quarantine so there's different you know criteria that puts you in different tracks as we talked about you typically have to quarantine for seven days minimum and then have a negative test to return or the 10 days with no symptoms in return right those are the two current policies that we have this is now saying if you want to come to school all you have to do is show a negative test and then you can continue to come to school and not have to learn virtually as another option for those students who are currently quarantined so they don't have to stay home they could be in school on day one yeah yeah oh and i follow that i do um remember i'm in the classroom with covet but

062what i'm saying is take it a step further now we already know that the the students we were quarantining were coming back with negative covet they did not get covet they did not the ones were leaving at home did not get coven only one percent of them or something did so now if we if we start testing them the same group that we would normally quarantine now we start testing them every other day why would we be why would their their logic doesn't doesn't say that they would all of a sudden have more covet we don't think that they will yeah then why are we testing them there's no reason to test then the data we already have suggests that the people we're quarantining are not getting coveted so is your suggestion just to eliminate

063i think so i mean i mean i'm just thinking out loud obviously i'm just thinking out loud i'm trying to apply some logic i mean i this sounded like a great idea the last time we talked about it um and it would be interesting to pilot and maybe voluntarily there might be some people that would like to be part of this pilot and would feel more reassured if they were testing their their children you know every other day but i'm questioning the logic or the common sense of doing so when the data we already have shows that the people the students we were quarantining were not picking up coven we are working under the um we are partnering with the health department and trying to understand the expert advice of the health department of public

064health and so as we are doing this this test to stay pilot is supported by the health department and the department of health services to reduce and eliminate quarantine requirements what you're proposing has not been vetted discussed or supported by the health department and so if you want to make a motion and the board were to approve going against health department recommendations then administration will follow through on what the board decides okay i i motion that we make this test to stay program voluntary 100 voluntary and that we eliminate the current quarantine policy as it stands because the data does not support does not support it all right there's a motion to approve the um safety protocol as outlining agenda m4 in addition to to change the quarantine well it doesn't mean it makes sense

065to keep a quarantine the court but that's what that's right i mean the whole purpose of this test to stay was to eliminate the quarantine and if the test to stay is not um going to be part of the policy if it's just voluntary part of the pilot so i just want to make sure i'm restating this i'm sure the motion is to adopt the test to stay protocol and as a voluntary pilot yep and i think that's involuntary probably and at the same time to eliminate or change the overall quarantine to not require a quarantine period yes that's what i motioned okay is there a second all right mostlying none that motion does not dies on the floor moving forward is there a motion is do we have a motion to approve the test

066to stay protocol i move to approve the test to stay policy is another option for parents that don't want to quarantine their child is there a second second there's been a motion in a second to approve the test to stay plan as outlined in the item for and it is a voluntary program it's not something that is you know parents can choose whether they want to do this or not any further discussion i think just one point of clarification is as part of the test to stay program participants would all get their testing done at the district site in the partnership with hyatt so thus far that's what we've talked about is that they would come on site for that so that we consistently had a regimented time in terms of when they would test

067so that we can utilize that data to provide feedback to department of health services and greendale health department all right thanks for that clarification you're saying too that they they can also get a test outside of no he's no he's saying no because it's an experiment it has to be controlled as though as we have discussed it thus far we have discussed that that they would be participating on site for that so if you want to allow outside testing then that is not how it's worded in the proposal so you would want to amend your motion i'll amend um i emotion to amend uh to include outside testing and also to include some form of natural immunity documentation so there's an amendment to the motion which would allow for additional testing sites and allow for

068some medical documentation of natural immunity is there a second to that amendment i'll second that right any questions then or any discussion about that well i guess what we had discussed earlier was that we're going to direct the administration to look into the natural immunity before we made a motion to that but now we're just going to allow the medical documentation and is that the way i'm understanding it well they can develop that aspect that could be sort of a you know as people present their medical documentation and they can have something to research administration can look into the documentation that's been being brought forth and run it by their health committees and so let me just try to restate what i think is on the table is that we would move forward with this

069as amended and the amended portion would be to allow for testing at other locations that are not here on site but that we would also ask administration i would recommend that it be clinically administered testing so not home kids okay and i think we talked about home kits because um we cannot verify that the person test there's no clinical documentation the person tested so so it's clinical testing and then i think the other thing that i heard is and in addition to ask administration to develop a process that allows for some type of documentation with um natural natural immunities so so that's still undefined but part of the amendment is to allow for that alternative and to have administration come up with a process on what that would look like a process that's then voted

070on by the board do you want us to come back to that again or well i i mean obviously that's why i want to clarify that area i think we should you know we should allow people to bring forth what natural immunity documentation they have and then once uh administration has that it'll be it'll be clear what what might work and what might not so they'll probably report back to us right about it so at this this motion right now are you intending that we approve that or we are just asking and providing direction to administration to come back approve it approve it allow for we are approving it but we're asking as part of that approval process we're asking administration to develop a process that will allow for that type of approval and in

071that case we wouldn't be bringing it back to the board a second time for it well i would i would ask that they report back that's a difference and i you know that's i want clarification that's fine yeah are they gonna ask them to report back um and perhaps yeah well let's talk about a lot yeah allow for uh natural immunity um doc medical medical documentation of natural immunity to develop a process that would allow for that well yeah and i mean they would develop their nuts and bolts process anyway that's their job right but we're allowing medical documentation of natural immunity to be part of our coveted mitigation policy so dr mitzig is that clear then from your perspective i the test to stay we can begin immediately the proof of natural immunity we

072do not know we will need to discuss and understand what those protocols are it is not something that administration would review it's something that our nurse and contact racing team would review because we do not need access to medical history the so i do not know a time frame for implementation of that if that is what the board is approving tonight so i understand my i need to understand if you want me to hold on implementation of test to stay until we have an opportunity to prove natural immunity or if you want me to implement test to stay immediately and then follow up with natural immunity once and implement as soon as we have a protocol in place that's supported by the health department let me propose something is that we approve and if it

073sounds if people are supportive of moving forward with this new protocol that we ask administration to come back to our next board meeting in two weeks with a process to allow for in addition you know so it's it's this safety protocol and you know the ampersand approach where it's a safety protocol and an opportunity for families to provide natural immunity and that's second piece we can be the pilot on that too yeah and that second piece kim we'd like you to share that process with the board at the next board meeting in two weeks is that or once a or once they come up with that process to implement it makes it okay so i think you would like you to implement as soon as we have a plan or you would like me to

074wait to implement until the next board meeting i think we're saying implement it as soon as you have a plan and then we want an update on our safety protocols two weeks might be a little too soon as we implement this so perhaps the first board meeting in in december so that you know once this is implemented once they have the the natural immunity reviewed and discussed and implemented then it takes us to our first board meeting in december sure and is it possible to amend since we're talking about the covid mitigation strategies um plan right now can we also amend our percentage i know that might need to be a separate motion but our percent for the because obviously these vaccines are rolling out now too so by early december we might you know

075be close to that threshold as well can i ask a question first of all can we have can we do one at a time because i'm getting confused as to where we're at yes yes this particular amendment yeah and the protocol of are we rolling it out and then kim is going to come back in december and tell us what's been rolled out for the immunity yes i think that's we have yes i think that's what we're saying is we've got a motion that's been amended that we will approve the motion to approve the safety plan which allows for the test to stay program and a motion to approve a test estate plan that will include a natural immunity process that is to be defined we would like that process defined and shared with the

076board for informational purposes for reporting purposes at our next board meeting and then at the this first meeting in december to provide another safety protocol update at that time we will we will post it so that we can take action to amend the sixty percent vaccination we'll have a little bit of information as to how many families have signed up how many it still might be a little early you know but um it will be there but we will post it to approve a change at that time okay and then the only thing i'm sorry joe you did a great job you're gonna ask no no you just forgot to add that the testing can be um at another clinical facility thank you thank you i'm going to dr minzik are you clear then so

077we're approving the plan as outlined we're adding a we're adding a test to stay with proof of natural natural immunities that process we're asking you to develop it over the next couple of weeks and then once it's developed we want you to implement that and then in two weeks we'd like a report on what's how things are going and then in the first meeting in december we'd like another safety protocol update and so it's that time we'll also post it for the potential to see how many of our students 5 through 11 are vaccinated okay i'm going to repeat that to make sure that i'm understanding it correctly so approve the test to stay as outlined in agenda item 4 with modifications to allow for alternative test sites with negative tests on days 1 3

0785 and 7 after exposure and begin that implementation immediately develop an option to prove natural immunity beyond the vaccination option and the covid positive covid test within the last 90 days and as soon as we have a protocol that is supported by public health then we would implement that immediately that's the motion then we can talk about the mask review after you take action okay all right any other discussion so we have the motion approval the amendment the second did so any other discussion otherwise i'm going to call for a roll call vote i don't have a question about what you guys just talked about i have a question about where the data is coming from can we take a vote on this then i wonder if we need to add since we're voting on

079this pilot program that it will be approved through december 21st as stated and then at that time we'll decide whether we continue to it's if it's necessary if the pilot's working if it's not working if it's necessary if it's not necessary i think we can also i mean in my mind i say leave it the way it is and then we can adjust it on the december 1st if we don't like it or don't put a date on it yeah but this this is the mo this motion is about the test to stay pilot so adding the date in if you're not comfortable with december 31st i guess we could do after uh christmas break so january there's nothing in the the proposal that sets a time frame it does set at times yes it

080does the 21st on there for there and that was when they wrote for department of health services oh okay so the last page so the timeline so if we approve if we're approving this if we're approving this proposal as presented with the amendment to allow for outside clinics and the natural immunities then it is we will be approving with that time frame on the 21st but then if we're going to have a first our first board meeting in december we can then at that time vote to extend it or vote to have it um and on the 21st okay okay yep and it's voluntary yeah all right then i'm going to call for a roll call vote yes yes yes yes i am yes motion carries thank you for the discussion the conversation i think

081we came to now i'm looking for clarification of what i need to bring back to you on december 6th sorry okay so we we went at our next board meeting on on november 15th 15th we would like a report out on the the natural immunity and what that process looks like we're not going to be it's good for informational purposes only we're not taking a vote on it because at that time it's still going to be relatively new um you know so on november 15th we're looking for an update on what that process looks like as you've developed it okay and then on december what is the date of december on december 6 we're asking for another safety plan update at that time let's post for for a potential reconsideration of math requirements at at

082our elementary through sixth grade okay understood i think i'm clear on that thank you all right did i miss anything from anyone all right paris i'm sorry thank you for your patience you're okay i just didn't want you to move on to another agenda yep please um yes the question so how is the health department getting this data based on the people that were quarantined and if they came back with a negative and positive case or result and how much of the community is not partaking in the data say they weren't asked or we just don't have information on that particular person so the data that i reported on the 317 quarantines is tracked by the school nurse who is doing the contact racing that is part of the responsibility of the school nurse only

08350 percent of those who are quarantined tested and so 50 of those who tested were included in the data of who tested positive the others did not test and so we don't have data on whether or not they became coveted positive we know that they weren't symptomatic but we don't know we don't have clinical tests because they've served uh i'm sorry served as a terrible term because but um they had completed a 10-day quarantine okay so right now getting a test while you're in quarantine is not required it's not required and it wouldn't be required under the test to stay pilot you could choose to quarantine for 10 days okay thank you so yeah so to follow up on her point that was a really good point so people can still choose to quarantine if

084they are close contact and they're unvaccinated or they can do the test to stay bring in an outside test instead of going first thing in the morning or if the family has some natural immunity documentation they could submit that and hope it meets the new policy criteria for those who identify who are identified as close contacts will be provided for choices from the school nurse one of them is to quarantine for 14 days no one chooses that option one option is to quarantine for 10 days the third option is to quarantine for seven days get a negative test on day six or seven and return on day eight um and then this would be a new option which would be to test every other day after close contact through day seven and be allowed to

085come to school provided you are not symptomatic and you have a negative test on each of those dates and you mask and we're really talking about our seventh through twelfth graders correct well elementary kids but we have had no close contacts identified at the elementary level based on the mathematical students are masked correct all right uh thank you everyone for the conversation and discussion i think we came to a better solution as we reach consensus and listen to each other so thank you next item on the agenda we have mr lotus here to talk about proposed course changes at the high school level good evening good evening so every year i come up in front of you um to first of all give information for course changes at the high school and then two weeks

086later for approvals as we put together our master schedule for the following school year i'm about a month earlier than normal this year and uh part of that um is because we are recognizing that we're building a master schedule for the first time with our new student information system infinite campus and uh making sure that we can meet uh the appropriate deadlines and the pacing uh for putting the master schedule together so um information tonight and then a decision two weeks from now and um i will break this report into two parts first is um some course deletions uh from our offerings and then also some course additions um and then i'll stop after each part for questions or comments um as we as we move forward with this um starting with the course deletions

087um i'd first like to say i i wish i would have renamed the title the first one a little bit differently it's uh deleting honors english nine uh we are not um deleting honors um we are deleting a course and we intend to provide universal english instruction opportunities for honors transcription for all of our students this will continue the work and the recent changes for honors transcription and global studies and also the three-car science sequence for graduation so this this is this guarantees that all students will be exposed to mandatory sequential and comprehensive standard rich instruction this is a teacher-led initiative um not a mandate uh by by administration and um when we work with the english department hopefully after approval in two weeks we'll be working with just the english nine course and then

088we will use the processes results and data to inform the next step in honors in subsequent english courses a second deletion for next year is deleting the year-long environmental science course from the science offerings with the approval of the biology chemistry and physics sequence for the core credits for our science for graduation this year-long environmental science course which sometimes was was used for graduation will be moved into two separate uh in uh semester courses there has always been interest in our students four topics around environmental science many of them know have a hard time fitting a year-long course into the third or fourth year of their studies and so what we are asking to do and i'll talk about that when we get to additions what will replace that is to have two a more

089flexible two semester um offering for for those topics also we've had a medical ethics course that did not run this last year and it is uh something that as we take a look at what our students are doing in our four class project lead the way by medical pathway course sequence it is starting to be woven more and more into those courses and can be added locally on some topics around ethics in in medical practices and also biomedical sciences and should not really be a a additional course our students that are interested in this topic are often already giving up um or using one of their year-long spots in their schedule to take these biomedical science courses and to fit another semester course in just to get that content is something that we would like

090to provide them within the four course sequence it just makes sense to do that and the final course that i'm bringing for um deletion from our our course booklet tonight is the modern drama semester and elective course this should be the easiest one it has not run for over five years um the teacher that taught it is no longer with us and has not been a student choice for some time now so i will stop at that point with deletions and take any comments or questions you might have question about the honors english i know that we've now gotten global studies and then obviously the three science courses that have moved into this new model have we gotten additional data back from those courses to showcase that this is moving in the right direction and

091then you know by i would say maybe both from students and from parents obviously the teachers are presenting this so i'm assuming the teachers are behind it as well but just kind of curious what we're seeing or what we're not seeing from the parents and from the students and this option sure so there was three parts to that question i believe one was uh all that had to do with feedback um and and data and um i believe it was broken into students from from the students um from the parents and also from the teachers um i can provide written data that um that that dr mitzi could get out to you but i'm talking with some of the teachers over the last few days we did take a look at the chemistry class as

092far as data and uh chemistry has 80 there's 376 students currently in chemistry because of the new course sequencing it's kind of it's a a glut year for that and that that'll that'll normalize um as we get into the um the year-long sequence for each of those courses but right now 21.3 students are 23 21.3 percent of the students are completely on track for honors this is is very comparable to what we normally have for sections of honors in chemistry which would be three three sections two to three sections but if you compare it relatively to the amount of students it's right online the interesting part about that is even though we're on line with where honors was before in chemistry there's another 95 students or another 25 percent of our students that are one

093um one successful honors standard away and they are going to be able to retest and reassess on that standard all the way through the semester and and achieve honors transcription for that course so um looking at all that um about about 46 almost 47 percent of our students in chemistry right now are very close to achieving um that honors transcription uh chemistry is uh and physics are are offering um reassessment on the standards which gives students chances you know all the way through um global studies last year we had 87 and 87 first semester 84 second semester of our students roughly that's also very comparable a little bit higher than the amount of honors sections we normally have one thing that that bodes well from that is we have two very strong sections of ap

094euro which should be the the optional sophomore level ap offering our first ap offering that students usually take at the high school and we were able to get two full sections out of that and if we want to extrapolate that the students have been going through the honors um the rigorous honors curriculum and global studies last year and that not only increased their readiness but also i think their confidence in taking that level of work and so that was kind of a good news um some good news data from there so your other two points my parent group new parent group meets next wednesday and this is uh this is a topic on our agenda to talk about that data and to uh um probably um have them help me formulate um a survey that

095could be used with with our parents as far as um this honors transcription process and we also um started talking about a more formal process of surveying the students also the teachers some of the teachers have been doing that after each unit to talk about the students or talk with the students um get their opinions on how they're feeling as far as confidence level and and why they're they're engaging in the honors transcription work or not engaging but i think that needs to be something that we could evenly apply to each of the each social studies science and then next year english and get some student voice on that also so we are planning on all of that right now i have the act the data they gave you before is just what we could

096pull off of great historical grades so um i actually had a couple comments and concerns about this as well so for the surveys you were talking about me and paris discussed possibly surveying students who are in chem and physics right now and possibly question their experiences with each and maybe compare how they feel about it compared to a normal honors or normal class and maybe we could possibly work together with you guys in doing these um surveys and i also had a couple other questions so you mentioned that for the environmental science course you would be eliminating the year-long course for two semester-long courses and last year when that happened it was facilitated as an ap course for the year-long one would the ap testing still be available for the two semester-long courses thank you

097wes i appreciate you you asked that that class is is still uh ap environmental sciences will still be maintained okay yep thank you for that they were worried that miss tom was not going to be teaching um environmental she's very very very very because she's amazing and that's just the clarification there's a difference between the ap i'm sorry yeah there's a difference between the ap environmental science class that will continue so there's no changes there apes is what they call it right yeah a year-long environmental science course yeah so i had the same question so i wasn't aware so when you talk about environmental science courses that are not ap environmental science i had no idea that there was like you can take environmental science as an alternative for that three credit sequence i thought

098it was only as of last year biochemistry physics but was it currently in place that you could take environmental science instead of one of those three courses to complete it that was the third class that some students were getting their third core credit through yes and that will then change the proposal is to change that for next year it's already changed the rising class was biology chemistry and physics you approved that with the science curriculum adoption last year there are just some students who are already progressed in the sequence that so i is there a class with which the biology chemistry and physics begins i don't remember what graduating class it is so we currently have juniors and seniors who already began a course sequence that did not include biology chemistry and physics and so

099they're being allowed to finish okay and what i was referring to is the environmental science class the semester the year-long class that that happened this year but then going forward it will be replaced with two bio environmental science semester long classes correct okay and i think you you heard thor talk talk a little bit about making sure that we engage with the families and the students and i think it's great that you've got the the parent team that you're meeting with but you know i think it's important that we also engage you know with some type of survey or some other way to engage with the community or the parents at that level so that they understand and see my question regarding the honors english class is with when we made those changes for the

100sciences we did at a time we were also updating the curriculum is is that a line for this or or what how is that how would that look um that's a great question joe i'm going to step in um so is that okay steve our um ela is in curriculum review next year so we're looking at um when i talked with the curriculum facilitator who's jenny hasa um we are planning forward so that we can implement this and then talk about what that would look like if we continue it for other classes and do embedded honors so it will be part of the curriculum review next year this year we we're having a lot of small curricular reviews does that make sense what i'm saying so the intention would still be to make the change

101next year in advance but aligned with where we see the english language arts correct curriculum happening next year correct and then you get some feedback or data from the ninth grade to see how that might move to 10th 11th and so on correct okay yeah i have something to go off of that as well so um a part of the chemistry physics trying to get data from students maybe potentially working with the groups mr lotus is working with we were also going to try to propose a survey for students that have taken regular english compared to those who have taken honors english and just for my own clarification is the current english classes for the freshman and sophomore level do they also have an embedded honors standard within a regular class setting or was that

102specifically just for the chemistry or sorry the science and the math courses right now the embedded honors transcription is only in global studies and the three courses for science okay um to go off of that sorry i have another one so um the honors global one i think i don't know i don't wanna miss quote but i think you've said something in your report about how the honors global studies curriculum helped prepare students for ap euro and that currently is the only course that sophomores can take at the ap level so if that was the case could there be any modification of separating those classes again specifically for global or any other course in the future if it's proven that the separate honors class not embedded into the regular course has proven to help students

103in ap courses so last year global was embedded so the students that are in that class this year um already experienced the embedded honors transcription the goal is to increase kids access to the ap classes for all kids that's the goal so the goal is and what mr lotus said was that because it was embedded more kids signed up for ap euro as sophomores versus years when it wasn't embedded is that yes yeah one uh potential opportunity or thought too is i know obviously this is coming forward for this year but in addition to maybe getting some feedback as we talked about through the surveys could that also be an opportunity to find out potential areas of interest for parents and students to say what are some other courses that we want to make sure

104being offered that could also be a learning opportunity so often i think we don't realize all the courses that are offered and so when people are saying it would be great if we had this course i would argue that probably 8 out of 10 might already be offered in in our schools but people just don't know what is in existence and that gets back to even some comments you know that we've seen over the years where there's so many offerings that sometimes you know that might uh follow the wayside and also i think is just helpful to understand what are people interested in and maybe we don't have a course right away but there might be other extracurriculars other opportunities that we can still engage with people around in that interim so it can be

105a healthy addition and maybe something that also gets people excited to share their thoughts i just had a question about um so we're talking about deleting honors english it'll be english 9 then is that how it's going to be noted for students english 9 credit yes so will will there be modifications or changes to how that wording is i i'm assuming so that people know that there's an embedded opportunity or um because we don't have that in front of us right now um you're correct you do not have that in front of you right now that's something that i could you would you like me to put that together for the approval process um generally um you know it's a there is a it really looks like a small note at the end of the

106um course description and uh and it really it says that that um the ability for honors transcription will be communicated in the teacher syllabus is is really the the information that's given at that point and then it's fully um laid out in the syllabus for the class yeah because as you prefaced before saying that we're getting deleting honors english is really a misnomer because it is still there and i i i guess i you know typically when we approve these you know we see um well we're seeing the deletions and additions right now but i just want to make sure that that's clear to parents and to students that that is still their opportunity were you still i'm waiting for you to get to law and justice are we or is it a free-for-all at

107this point i'm not sure we're no i think we're taking comments and questions on deletions right now and then i'll move forward with any more questions on the the course deletions all right so as mr lewis said earlier we will bring this back at a later board meeting to make approvals of these these course deletions and now you're going to speak a little bit about the additions yes um so we talked uh i set the stage for the two separate semester long environmental science electives um this was was teacher fueled i think that it's going to improve the offerings themselves make it more flexible for students open it up to all students there's no prerequisites for either of these courses and the first one is environmental natural history of wisconsin and that will take a

108local look um at environmental sciences and as you can see in the report i won't read the bullet points to you about some of the topics that uh that will be covered and the second course will be more of a global perspective on current challenges and uh and take more of a macro look at environmental sciences so students could take one they could take both they could take it in separate years they could take one as a ninth grader one as an eleventh grader um whatever would fit into their schedule so we're i think we're taking a look at uh refreshing that curriculum and then having that micro macro look at it i think we'll uh prove for engaging offerings for students we already know that our students show up for uh environmental science topics

109and we're encouraged by that change we're adding uh fourth uh we'd like to add a fourth um project lead the way computer science course um it would be uh project lead the way cyber security you've seen that um our intended four-year sequence for the last couple of years on this report as we've really identified and approved one course per year right now what's interesting about the cyber security is it doesn't function as a capstone course like some of the courses do in project lead the way it can fit in as more of a topical course that's why it's available for our 10th to 12th graders and they can pass either the computer science essentials which is the first class that students take in this sequence or they can have past computer science principles at the

110end of this year both both of those classes will have students that have passed both of those opportunities but we will not have enough students to run computer science a which you approve last year so this gives us kind of a gap year offering for students and then when we're able to run computer science a hopefully in 2023 and 24 will have a solid four core sequence uh in the computer science pathway and then what mary's been waiting for is the social studies elective and uh that is law and justice um and the new class would be an adaptation of a past political science elective uh justice in a legal system it was called um and a civics course which you approved but never ran and uh i mean didn't have student interest for that

111um for for a full semester course but uh some of the topics in there obviously um are important ones and we think could be engaging for students so this law and justice course is uh aimed at 11th and 12th graders there's not a prerequisite for it at all students will explore rights and responsibilities that come with american citizenship and then apply this knowledge to current events and there are at least two teachers that are interested in teaching this and once approved would get would start to develop the curriculum as we normally do after approvals of courses yeah i just i wanted to highlight some of the course description on on that course where it says learn how to be an active participant in your government and how to base your political opinions on content knowledge

112and the career connections are law enforcement lawyer public defender teacher politician community organizer lobbyist social worker non-profit worker activist and political strategist what i wanted to bring up mr lotus and maybe we had a public comment a couple of them to this effect it's my understanding most teachers i know if they're going to bring up anything controversial or political they make sure to not to present both sides and not to impress their own personal opinion is that the case um at the high school or maybe kim could talk to that in general or julie or maggie because we've heard a couple parents express concerns that they feel like um things other than the curriculum are being um taught all day and their kids are coming home with things that you know they're wondering you know

113that they're questioning can i just add to that um we do have a policy on teaching controversial subjects or issues would we i assume enforce that in this case absolutely um our uh um that that is a policy that um that is fully supported by the socialized by the whole high school by by the school district um and um and would certainly have to be um a policy that um is enforced is the wrong word is just the expectation of these topics um in in a classroom is to um is to apply them evenly and uh and that that's what that policy was was meant to um provide information on on how teachers can teach these type of subjects and and still remain neutral and and there's really been a good guidance for our teachers

114over the last few years since we adapted that and is the course more focused on constitution and really focusing on what the constitution is and things that it brings out or [Music] i guess i'm a little concerned about some of the political pieces of it just because of where we are right now in our current climate i mean all i could say is that i mean these are we feel these are important topics that students understand these topics and and that um they're done so factually and uh any application of them or um you know is guided like we just talked about by the controversial issues on policy and just um providing fair balanced um instruction and we want to teach these types of topics these facts to to students and not shy away from

115them but just make sure that the application of it in the classroom um is fair and balanced i think the thing that interested me that you you touched upon steve is you know civics you know what does it mean to be a good citizen how do you participate in the process um so i think that's important um and i guess i'll just share my experiences there have been times where we've gotten feedback from families or a community member concerned about something or other it's always addressed i mean i'm confident that you know if there is a situation that maybe people aren't satisfied with our staff our administration our principals will use it as a teachable moment to our staff if needs if there needs to be correction yes um also to speak on this topic

116in general i'm currently a student in the ap government and politics class and my teacher is mr huben i'm pretty sure he was awarded for some teaching award a couple of months ago and i truly believe he deserves it truly because of the fact that when we do go into an uh setting such as politics and government a lot of things in the real world can get very heated with controversial issues but he does a great job of just simply informing the student of each side and where people stand on it i'm not simply trying to sway students or influence them to pick a stance um one way or the other but allow them to speak and talk for themselves and even if a student will try to push his buttons and figure out exactly

117where he stands he'll make it very clear that he will never let you know so yes it's funny you mentioned that because i've had um in my family i've had my children take that class and they always come home and i don't know how mr mr hubing feels you're not intended to it's you're you're learning yes any other questions all right so then as we talked uh you you heard some feedback about getting some surveys out uh to to families and to students um so anything else yes sorry please um i wasn't sure if you were asking questions based on that class or just in general um there was a few classes that i have spoken with students that are interested in maybe being in in the future um based on the time frame the

118resources the curriculum i don't know if they would be in place until coming years i'm assuming somewhere between 2023 2024 or maybe even 2025 um i wasn't sure if i was going to mention it but i think it's worth mentioning just in case some students were interested in auto body and architecture it was a previous course at the school however it did not run further on there's also some students going back to the social studies courses interested in religious studies and environmental geography zoology and then more on the art spectrum cosmetology and then fashion and design in paris some of those classes are covered through our dual enrollment program as well so that's something that we need to um talk to those i would love to know who those students are so i can follow

119up with them and have mr mensch follow up with them around opportunities for them in cosmopolitan um auto and one of the other ones that you sign well there's there's a few of them for example you said one of the bastions right yes and so there was uh um a course i'm gonna totally forget the name here but there was a course that we approved last year in our family consumer economics department that allows students to go into those interest areas which we'd never be able to or rarely be able to run a full class on but allow them to do projects in the compete like someone would compete in fpla or deca model un you know that type of an experience and and so that is a course that was approved last year and

120may be piloted in a few areas this spring but it's still one we're working on so as far as you know getting the right amount of students in the class we're trying to build flexible opportunities like the dual enrollment that that ms olson talked about and um in that course which would allow us to take some of these personal interests and and facilitate those in you know you know even if we can't run a full class so and i think some of that is what i heard uh thor mentioned is that it might be a good opportunity to to communicate that you might not see a class like cosmetology here but here is where our students have taken that type of class through a dual enrollment with matc or whatever the program is so i

121think it's always i think my experience has been that the longer you're here the more you know how things work but for those families that are new to the district or you know coming into the district maybe not through the traditional process some of those things aren't intuitive and some of those things aren't necessarily widely known so like i think what thor mentioned is that if we could use this survey as a way to you know highlight some of these other ways opportunities it's just another communication tool that is going to be one of the main topics throughout the year for the parent group good any other comments or questions through your acp work doesn't doesn't a lot of the um like the direction for what students are signing up through doesn't that come through

122the acp work that you're doing and then their discussions with their guidance counselors as far as signing up for courses yeah and i mean you know say there's a class that's not obvious out there like i'm just going to pick cosmetology or something is that something that comes through the acp and so actually this friday is um knowing you're knowing your course selections or your course options is uh is a topic that's being talked about this friday during advisory and there are two full advisories set aside before they start the course selection process in december with not only the new course handbook but videos from the different departments that we're creating to try to give give students you know do i think you're going to read i in paris i'm sure you've poured over the

123138-page course handbook you probably have but the uh but some students would like to click on a maybe a three-minute video and we're trying to bring that information to students in a couple different ways so um so yes kathy we're using that new time not only to link it to what they're learning about themselves um during acp but also just general information um as far as what's available to them okay good thanks all righty all right well we'll see you back um for approval of these um changes at the high school level thank you thank you steve um next on the agenda is we're here this is an annual um review of the school calendar for the 2022-2023 school year we will hear it presented tonight and then we'll vote on it at our next

124board meeting so so we have a proposed draft 22 2223 calendar the calendar was shared with staff for review and feedback and over 96 percent of our staff agree or strongly agree that they support the structure of the calendar in accordance with state law we are planning to start on september 1st we maintained the professional development time within the calendar spread throughout the year so that that is ongoing and staff can put practices into place and then come back to receive additional professional development and data time collaboration time around those practices we will offer the workshops in a similar format to that we have in past years but we are moving it a week later so it would be the week of august 22nd through the 26th that we would have the workshop hours available

125too they would pick and choose their professional development needs during that week we have no school scheduled on martin luther king jr day and then the following monday high school exams would occur later that week and the following monday would be the semester switch day for the high school as they prepare for second semester courses to begin and then just just to make sure i understand so the second the monday after martin luther king day is monday january 23rd our high school students would not be in session that day that is correct just high school the rest of the students would be in school so everyone would be off on martin luther king day the 16th high school students would have another day off on the 23rd as they move because those students have a

126completely different schedule the second semester correct okay thank you and then the last bullet there is regarding spring break so districts in the region have aligned around a common spring break to support family travel and staff that are working in other districts so we are aligned with that the spring break would be scheduled march 27 through the 31st and then a few weeks later on april 9th is easter students would be off on the friday before and the monday after easter that would be a professional development day the monday after for staff and when you say schools in the district schools in the area is it significant is it our entire conference just it has been a regional discussion for a number of years and all but i believe two districts have committed to that

127week being the identified spring break okay is is uh what's the breakdown on semester days i know that that's always a conversation for first versus second semester yeah and that was actually addressed this year um separately when we moved that the semester break to after martin luther king day so i did not do the the calculation but it is very close to even if not even uh with that january 23rd date being the semester switch date and then the 175 um what how does that compare to this year is that the same that is the same we've been at 175 student days for many many years 187 staff work days okay any other questions from the board all right so then thank you julie we will and thank you for sharing it with the staff

128to make sure that there's nothing that we are you know we want their perspective as well so thank you for doing that we'll bring this back at our next board meeting to approve all right continuing on then um we are here to hear the first trimester um scorecards from several of the central office departments so in your board packet there is the district scorecard there is not data yet the data will be populated for the scorecard as a whole at the second november meeting after the schools report in data but tonight we are updating you on the short cycles for the district office team in the board packet there is a report for each of the departments in the district office and this year what we're doing is spotlighting one of the short cycle one

129of the short cycles in the meeting but following the presentation you can ask questions about the short cycle being presented or any of the other short cycles that you see in the board packet and so tonight we are spotlighting the equity and instruction goal and maggie is going to present her goal i'm really excited about my goal so um i am working um with kim and rachel around this goal and we are focusing on district priority one and the first um goal of that area where is around all of our teachers focus on grade level mastery of reading standards by articulating the standards and aligning them to the standards so that the percentage of students reaching proficiency on the state standardized reading assessment scores increase and decrease gaps among demographic groups so this is really

130around ensuring that all of our kids are getting access to the rigor of the standards so how are we going to do this next slide please dpi speaks about how how we have to be continuously improving and that's why we do these short cycle goals and this goes with the level we're looking at the dpi calls out is high quality instruction which is that green part and really around how we can collaborate and use data um so that all of our kids and that's where equity is in the center of our work um this summer i attended the sale institute and it gave us opportunity um with the elementary principles and um and our data analyze analyst to come together and talk about how we can make a roadmap to ensure that all of our

131kids have access to the rigor of the common core and the dpi standards and as we know that for the past we've had some trends that our proficiency rates have decreased since 2017 so this is something that we really wanted to focus on and we conducted a root cause analysis of what was the decline of proficiency rates and what needed to happen and one of the things that we talked about was next slide please is really about how we can make all means all and making sure that all of our kids are included in this work and and the way we did that was through one theory of action is if our staff receive feedback support and professional development on their instructional practices then staff will use high leverage instructional strategies in the practice of

132all students so right now next slide please right now we currently work with our teachers and teachers have one to three observations of instruction during the year which are documented in the evaluation system and this feedback is typically comprehensive those are the different standards we have and we know that when we work when we give teachers feedback that improves student outcomes because we're in the classrooms being able to address um questions that they have what's happening in the classroom being able to support them and this is somewhere where i have a huge love of observing teachers in their element and supporting students as well so that's where we are currently next slide please so one of the things that we're looking at is um right now we currently use the cs6 strong model and we'll

133also continue to use that there is a new way of looking at it which is called the rapid cycle feedback and this provides educated growth by getting smaller feedback sessions where they would be getting observed 15 minutes um instead of a full lesson and within that 15 minutes we'd be able to observe two strengths i like to call those maintenance of really highlighting something that's going well in the classroom that you want them to continue and then one opportunity or push that you want the teacher to try or um or push their instructional strategies and then our goal is for having every principal um or um associate principal connect with the teacher for a five minute feedback conversation within two days of the observation so that their our teachers are getting continuous feedback about what's

134happening in their rooms and how what's going great in the rooms and then what also um is a push for them to improve student outcomes in the classroom next slide please so that's a growing grow and that's one of the ways that we look at kind of that maintenance is the glow area something we want to shine on and keep on working and that one of the things that sometimes as educators especially who work so hard in greendale they really want to be able to grow and i think one of the one of the analogies i like to use is tom brady is a great quarterback um and he has many coaches many people are observing every little thing that tom brady does and they're going in and they're saying how do you throw them

135what does this look like and then you think of like a pee-wee football field and there's you know one coach with like 100 kids and it's kind of good luck let's see how this all goes and what we want to do is we want to treat our teachers like rock stars that they are and give them those pushes because we know that to keep strong teachers we want to have them grow so that's one of the things that we're also working on and ensuring that our teachers feel supported by us and that when we're in their classroom we can notice what's going well and then some pushes i know personally i don't want to just be like you're doing a great job i also want to hear some of the challenges that exist and how

136we can address that um then so next slide please so what we're what we're doing um right now is that uh kim rachel and i have all observed together so that we can all be on the same page and know what we're looking for when we're looking in classrooms and then at the most recent ad team meeting we actually modeled a rapid cycle observation and modeled what that feedback would look like from our teachers and what um we went through the whole process like this is what observation would look like this is what the form would look like this is what it would look like to have the conversation and then um we also are asking each school to identify a focus area um elementary because of their work from our summer program they'll be

137focusing on standards alignment and communication with students and then in november which is now um principals and associate principals will bring observation documentation to our next ad team meeting and then we're gonna help them and reflect and receive feedback on their practice so they signed up to do dual observations with me rachel and kim to talk about how we can make sure that we're doing these 15-minute rapid feedback cycles for our teachers um so our goal is that all next slide please all all of our principals have committed to observing 15 minutes per day we know principles right now with all with all the different challenges that are happening in our world um sometimes it's hard to get into classrooms so this is a great way to say we can do 15 minutes a day

138um so and in september and october they did that and principals left a written note with specific positive praise and we noticed that um our eight out of our eight school leaders focused on community building about what's happening in the classroom because at the beginning of the year that's what you're doing you're building a community in your classroom and um so our next goal is really to have them focus on the standards that um the teachers should be teaching towards so that is um some of the work that we are doing with our leadership thanks maggie any questions regarding this cycle for um that maggie presented so meggie does this in any way replace like educator effectiveness or is this an addition that like are our teachers being expected to do more as a result

139of this or that's a great question so this is still part of educator effectiveness this would be count as a mini observation currently there is some looks at um moving there's a rapid cycle they're calling it the strong 2.0 and that's something that we could look at depending on how this goes this year but right now that we would continue to give them a full formal and the many observations for teacher effectiveness which is our duty through dpi to do for all of our teachers and administrators so this is not like in addition to this is just a new way of framing it correct that's excellent yep that's that's exactly right i think what's important to note about this and and what it looks like is there should be more just in time feedback so

140yes we've delivered professional development but we've never i mean i shouldn't say never we haven't given that assessment with the immediate feedback it's typically been full lesson observations and we're looking at all of the standards so this focus on the teacher standards that is teaching to the standard and clear communication with students is a very specific narrow focus and so by focusing our feedback we're now not only providing instruction and support and professional development to our teachers for how to do it but then immediately observing and saying is it happening in the classroom okay i saw you try this and i want to push you to do x y or z and so that that process is intended to um improve instruction for students so the the the targeted focused feedback in a short time

141frame is important to us being able to advance their performance in the classroom which in turn benefits student learning thank you all right thank you all right any other questions for any other reports that did not present tonight could you just explain i i don't want the full explanation but what is the sale institute that is a continuous improvement um plan of really taking the strategic goals that we came up with as a board and making it into a 100 day plan so all so over the summer we had two full days that we focused on what we did root analysis of what we needed to improve on and the elementary team decided that it was literacy that we really needed to focus on because of the um because of the dip in um proficiency

142levels and then we meet in november we're going to meet again in march and then we're going to also return in the summer so there's that accountability and it was one of the most powerful trainings because we weren't just being sat down and listened to a speaker we were actually given work time and guidance and we also have a coach that works with us around how to improve and live out our strategic plan thank you one random thought for um kitty's communication side i'm not sure if this makes sense or not but when i was thinking about the why i teach campaign that she's pulling together would it make sense to maybe even take a look at some of the students who are currently pursuing their educational programming so now you have that near peer

143feedback of why they want to teach in addition to just the teachers that are engaging with the students every day i don't know how that fits in or doesn't fit in but i know that our educator rising program that might be a way to tap into that and help people see that as something that they want to pursue and see kind of how that looks post greendale but pre being a full-time teacher just a thought all right any other questions all right thank you maggie for representing the team today all right we are at the end of our agenda so any additional comments from visitors we have people speak once at a meeting yes oh please thank you good evening i guess that leaves me uh real quick i just wanted to make a couple

144quick points and i'm really not trying to be pedantic but the math presented regarding quarantine numbers seem to be off and you guys can research it but i believe we were told there were 363 quarantines and that five came back positive for covid uh we were told that equals one point three seven percent um based on my calculator i could be wrong but that actually equals point zero one three and again i'm not trying to be like slick or anything but that's these numbers matter right we're making very serious decisions based on these numbers so i think it's important that i specify that uh as far as the curriculum there was a little bit discussion about it teaching controversial subject is good i mean i learned about a lot of different controversial issues in historical

145situations when i was in school i think it's great teaching history civics great but i think that what most of the parents that i talk to in this community who have gotten the chance the opportunity to meet and discuss things with um would prefer an objective presentation of these facts of this history and i don't think that's [Music] impossible in fact i think it's pretty feasible and i think talking about one of the teachers here it seemed like that was what he was doing so great i just wanted to specify that i think a lot of parents feel like there's an attempt by the public school system including here in greenville by certain elements to indoctrinate children into a certain type of thinking and i think that's why a lot of parents had take issue

146and i think that um the school bus should be aware that that's the issue um and that brings me of course to last week i really wish um more people would have stuck around for this but i agree with the village president it was a disgrace and it was embarrassing and i'm really really embarrassed not only for uh the members of that group i believe they're called paige but also for the school board uh those people were here to have a discussion they weren't here to garner uh uh they were here to shake down they were here and myself on video i filmed it and a lot of other parents were straight up threatened told that they were going to find out where they live they were going to roll up on their house and

147they don't make empty threats specifically that's what he said and i'm saying that with a lot less expertise that were used okay so i'm going to be really clear about something that they should be looked at as a hostile group and not just my opinion but opinion other parents and i also want to say this wrapping up there's a lot of you on this board that i disagree with strongly very strongly as a parent and as a tax paying resident someone who actually lives here i would never threaten you i would never crowd you i never would attempt to bully you or intimidate you personally tell you i want to find out where you live or anything like that a total disgrace and i'm really surprised that more people aren't talking about it and uh

148expressing more concern about this organization here and the type of groups that they're bringing in thank you can you state your name and address for the record i'm sorry adam i live in this c-section do you have it last night that's good gamble just like the soup thank you yeah another thing i wanted to say was a lot of people were scared to have their dress down here because people were specifically saying they're going to look for people in their dresses so i just wanted to make that clear but i live in the village thank you adam thanks a lot guys appreciate it can i clarify the calculation you're correct 353 did were not quarantined 317 we're quarantined five divided by 317 is point zero one five seven which is one point five seven percent
