006at highland view for curriculum and professional development and 3135.69 from college park school pto for the playground equipment and that concludes my communications all right thank you dr dr midzig any comments from visitors this evening and persons wishing to address the board are asked to state their name and address for the record and limit their comments to one time per meeting and their comments to three minutes per message so if you're looking to make a comment i invite you to the podium at this time name is joe russ winston hunter where shadow drive new berlin wisconsin representing 55 99 97 password street i want to take this opportunity to thank marianne jacobson for her years of service to the district um for the time i've had to deal with her she's been nothing but courteous
007propped and very very professional um she's been definitely an asset to the district in my opinion and i would hope that the school board would make a proclamation of a day in her honor in the village i think after 20 some years of service she is more than deserving and i wish you're the best in retirement thank you i think we all can agree on that any other comments from visitors this evening good evening uh laura miller lakeside drive um our curriculum should tell the truth of our history as a nation and our current events it should be fair well balanced and have the content to empower all our students to be well informed some people throughout our nation are looking to suppress the truth i want to let you know that myself and many
008others in greendale want diverse truthful histories and current events to be taught with this knowledge students will be able to see our society both the good and the bad parts and start thinking about how to fix the parts of our society which could be made better with the whole truth taught in our schools our school our students can learn multiple perspectives develop awareness and empathy to become more competent members within our society some aspects of our history and current events are uncomfortable but learning aspects of our american history and current events um out of our um within our curriculums well i'm sorry changing that so but leaving aspects of our american history and current events out of our curriculum serves no one well we need to be able to have meaningful talks about race abilities
009gender identities ethnicities and more in order to become better national and global citizens and to be able to understand ourselves as individuals better the truth and being able to discuss it is the first step in forming meaningful relationships and fostering healthy identities all aspects of the truth within our curriculum will benefit our greendale students by giving them the knowledge necessary to work together to make our community and nation even better for their future thank you all right seeing no additional comments we'll continue on uh the next item on the agenda are accommodations so this evening we have uh mr evan smazel here this evening and um we are recognizing evan uh for his eagle scout so evan uh smazel graduated just last week as part of the ghs class of 2021 and he completed his
010eagle scout project in august of 2020 and what he did is he helped create a new outdoor learning space in the greendale school forest parcel near canterbury elementary and greendale middle school in partnership with the greendale school district and the school forest evan has contributed over 200 hours in planning the project obtaining funds and materials and leading his troop evan's leadership and commitment resulted in a newly mulched pathway and learning space completely with six aldo leopold benches for students and staff to use throughout the year each bench has a commemorative plaque celebrating this fantastic achievement of evan and troop 506 that supported him the new classroom is accessed off trails near canterbury's back playground evan just completed his national youth leadership training i'm sorry evan just completed his national youth leadership training which trains stouts

012hard to wear is everybody for yeah um around my area um i i know that working with education is very important and so i wanted to work something with the school district and or something in the village of greenhouse wow thank you [Applause] all right and the next commendation that we have this evening uh mr uh russell kind of may alluded to it earlier is we're here to congratulate and commend um marianne jacobson who has been the executive assistant not only for the district office and for our superintendent but also for the school board and i will echo the thoughts that were shared earlier is that your dedication to the school district your professionalism has been exemplary it's been greatly appreciated by so many so marianne has been part of the school district for over
01320 years i think there's some question as to actually when you started whether it was 20 21 more than that but you've had a varied career here you started out in the park and wrecked department you worked in some of our elementary schools some of our schools as support staff there and for the last number of years actually at the district office supporting five different superintendents countless board members you will be missed we're excited for you we're happy for all your time and we wish you and your husband george who's also here tonight well as you retire and spend time with those children and grandbabies and hopefully get to travel a little bit so we do have a commendation for you and we'd like to thank you you're getting a standing i'll jump in and
014i just wanted to well say welcome back to your monday nights marianne uh with you goes wisdom history and so much grace thank you for your service to the district especially through superintendent hughes superintendent tharp superintendent kilts and on the onboarding of superintendent amidsic you will be missed happy retirement come good [Applause] and as i mentioned marianne will work at the district through the end of this month so congratulations again and congratulations to you and your husband all right continuing on next item on the agenda are the board meeting minutes so is there a motion to approve i move the board meeting minutes from june 7th as outlined in agenda item number one a second there's been a motion a second to approve the board meeting minutes any further discussion then i call for a
015roll call vote yes yes yes yes and i am yes motion carries next item on the agenda is the financial report for this month jonathan anything to highlight or included in your packet was financial information through the month of may 2021 um so we continue to monitor where we are budgetarily we were at 60.17 percent of budgeted revenues that compares with 61.32 in the prior year on the expenditure side we were at 69.15 versus 67.55 percent in that prior year so we made a note in terms of some of those items that we see where we would have a little bit larger expenditures like our sr funding this year so why those numbers would vary a little bit we also updated numbers with current stimulus funding so sr1 we're continue to be at 96 of
016that allocation spent to date and sr2 we are now up to 30 of that allocation that's been either spent or committed and we're waiting for the final information on sr3 but we have a number of items that are in queue to go forward and what we've built for our preliminary budget for the 21 22 school year including those funds so with that i'd be happy to answer any questions the board has i just was wondering when do you have any idea of when sr3 is going to be allocated so the the recent meeting of the joint finance committee they were discussing the dpi's plan for that so we anticipate that that will be coming relatively shortly that we'll be getting final confirmation as dpi reruns the calcs under the approved formula for what that final
01710 percent of allocation that can be determined at the state level what that looks like we don't anticipate that that that will impact us because our per pupil allocation will be large enough that we won't be impacted by that amount but we'll continue to anticipate the the base 90 that's based off of the title one formula that will be our allocation and we still anticipate that to be slightly over two million for that third round great thank you all right any other questions otherwise i'm looking for a motion to approve this month's checks and disbursements i i motion uh to approve checks disbursements in the amount of 3 million five 486 fifty nine dollars and eighty six sixty six cents as outlined in agenda item two point two i second any further discussion i call
018for a roll call vote yes yes yes yes and i'm yes motion carries next item on the agenda are the policies so there are a number of policies that are brought forth um at our last board meeting so we reviewed it and made a few edits and we are bringing these policies back today for a second reading anything that needs to be highlighted or discussed i just looked at i'm trying to think of which one it is the there was one that i suggested that we change the language from school board to just board and when i looked at the policy it still is listed as school board it's not a major thing but i think um it was gonna change for consistency yeah remember policy which policy it was i'm trying to think i
019was i thought it was uh [Music] we can make a motion to approve provide that we make that yeah and it's it's nothing it just was to align with the other policies consistency yeah if we could identify the policy numbers so that we have that documented in the motion let's see if i can figure it out i think it was instructional materials wasn't it it was actually in our du this week so maybe take a look at that you think perhaps 361 instructional materials i think i i think it was but i'm not not getting this to open um in 361 of education is stricken so it just says the board here in all of them so that one i think was corrected i'm just looking through the du because it was listed in there
020there's a lot in the du this week i don't know if this is it kathy but in selection of library materials under it says a change was in the cover memo it says a change was made to policy file number 363.2 rule page one paragraph five line five to reread to read board instead of school board so if that is not changed then it will be changed yeah that was outlined in the cover memo yep thank you man that was it okay any other discussion other than looking for a motion to approve i'll move to i'll move to approve um the item number 4.1 um the rev revisions of all of these policies 350 3.1 350 3.11 three sixty one three sixty two six three sixty three point two three sixty three point three second
021and three sixty four three sixty four still a second a second to approve the um policies presented tonight in agenda item 4.1 any further discussion they call for a roll call vote yes yes yes yes yes motion carries continuing on the next item on the agenda is personnel so tonight we have personnel approvals for two non-renewing teacher appointments and three full-time teacher appointments for the upcoming 2021-2020 school year so any anything from administration yes so a couple of things first of all um the non-renewing teacher appointments are instructional support specialists i will outline a little bit more in our scorecard update this this evening we are adding these positions using esser funds it is part of the recovery plan in terms of ensuring that we are addressing gaps in instruction that may have a lasting
022impact from our march time period and it also affords us the opportunity to pilot some transitions and how we deliver services so one of our goals is to eliminate segregated classes and serve students needs within their classroom some school districts do this in the form of instructional coaching some school districts do this in the form of interventions and pull out we currently have interventionists at our elementary and middle schools and those interventions are delivered in pull-out segregated environments some of the work that we're doing around integrated comprehensive services are about delivering those services and supports through scaffolding instructions so all students have access to the rigorous curriculum within the classroom because that is a that's new to us we're looking to bring in these instructional support specialists to model and coach for how to deliver
023interventions how to deliver that instructional support within the classroom structures so that there are fewer and fewer students who require that pull-out intervention srfunds is affording us the opportunity to pilot that work being delivered within the classroom without pulling away the interventions that have been in place and the two-year esser supports are allowing us to pilot and gradually introduce and if successful pull away from the interventions because fewer students will need those interventions you are posted to approve the hire of two of the five instructional support specialists the other three instructional support specialists two at the middle school and one at highland view elementary school are already under contract in the greendale schools and are switching assignments and so you do not need to take action on them as you've already taken action on their
024contracts so these are two new employees that are coming to us from other districts some with experienced coaching some with experience mentoring in administrative roles and with extensive instructional experience where they know how to address standards and to deliver interventions within the classrooms so i think that's important to note that the the the limited term contracts are based on the use of esser funds and our efforts to make some transitions and some shifts in how we deliver services without pulling away from our existing intervention programs so that we we don't pull the goalie before we experiment with the work but it is a model that has been successful in many districts and we're looking to make those transitions over the next two years is there a certain period of the year that we have to
025let them know if we're going to renew for next year by their contracts are specifically issued contingent upon the 118-22 renewal guidelines so their contract language provides that notice of non-renewal at this time okay i had this kind of a similar question so it's a two-year contract with us for funds no no it's a one-year contract and that would be reviewed and if we were able to extend it in the second year that would come to the board as part of the normal teacher renewal process that happens in generally march april time frame okay i had one other question um although we're not slated to vote on the the three that are internal candidates my question was it i i think i read that they are able to maintain their positions once once the sr
026funds are completed they have renewing contracts and so they may not maintain their position in the instructional support specialist role but they would maintain their teaching position and would have a different assignment unless we determined that this is an ongoing model structure or model that we're going to continue using in which case then whoever is replacing their existing position will be hired on a one-year non-renewing contract to make sure that we have space for them to return to if it's not a model that we're going to continue with okay thank you one additional clarification i know we just talked about financial financial report and you had esser allocations my assumption since we haven't voted on this this is obviously not included in that but that would then fall into sr2 funds or is it part
027of the commitment since we're it's on the board docket with those instructional support positions we would actually target those for sr3 because sr3 specifically calls out that 20 minimum needs to be spent on learning loss and so this would be one of those key components that we have in combination with some of our work through summer school that we've expanded to do some additional iep minutes and additional staffing that we've brought in beyond our normal summer school program so those two components our plan would be that they would be charged to sr3 we're obviously at a point where only sr2 has been approved for budgeting um but understanding that that's the component and we anticipate getting those sr3 funds that's where it would come from and there's no issue from approving it before we have
028those funds we're to to be allocating as part of sr3 or uh well technically sr3 is not approved so yes there's that risk but then we would pivot to look at the remaining sr2 funds if that truly became the case okay but i mean if it doesn't sound like i mean i'm thinking about sr102 obviously we'll be able to do retroactive things so i'm assuming the same would be true here it's not like we could move it where we wanted to okay so that is um the non-renewing contracts if you want to take those separately and then we can talk about um the pro oh and in general around the um hiring process we can talk at the board retreat about the hiring process but um all positions have been posted on weekend and we
029have been seeing within our candidate pools that some positions we have far more applicants than other positions so for example special education french these are positions where we had very small limited applicant pools and so from time to time what you'll see is emergency licensure or alternative licensure programs are coming through within some of those areas of licensure the interview process includes teachers building level staff administration from the buildings and we are looking at a set of competencies and skill sets for the position and when the administration brings forward a recommendation for employment we have taken all of those factors into consideration and are bringing forward the most qualified highly um the most highly qualified candidates for your approval and when you are taking action to approve a contract for a staff member um you
030are not interviewing or you know meeting with these candidates you are really approving their um compensation model you're approving the position and you're proving that we have identified a highly qualified candidate to fill that position i know at the last board meeting we have one of our teaching staff that will be emergency licensed for next school year as they pursue a licensure and we see that sometimes in high demand areas like tech ed like so some of those areas and so they may have high levels of qualification by degree and a specific field such as an engineer who is not yet certified as a teacher but definitely has a skill set to to teach that and so sometimes we're doing that but in all cases administration is verifying and ensuring that this teacher is fully
031licensed to be able to teach in that subject area in compliance with dpi requirements thank you really appreciate that detailed explanation about the hiring process because i think uh you know people don't often uh know exactly how teachers get hired so thank you i i would like to request if we could separate them off from the non-renewing and the full-time teachers sure any other questions before we i ask for a motion okay any other questions all right so then i look for a motion to approve the um non-renewing teacher appointments i second i don't think i heard a promotion oh first i'll move on i think mary you've made the motion motion to approve non-renewing teacher appointments any further discussion then i'll start marrying with the roll call vote yes yes yes yes and i
032am yes motion carries uh anything else about the teacher the teacher appointments i think you explained everything all right so i'm looking for a motion to approve the three full-time teacher appointments as well i move to approve the full-time teacher appointments as outlined in agenda item 4.2 second there's been a motion second to approve the full-time teacher appointments any further discussion can i call for a roll call vote yes yes no yes and i am yes motion carries all right then continuing on with new business um student board member representatives so every year we do we appoint a new board member to be part of the the school board paris is joining us this evening remotely and then axel graduated last weekend so we are posted to approve the new student board member so we
033had a number of students that participated in the that applied for the position and that ms dr midzig and mr lotus and i interviewed uh the students and we selected a student um wesley gilbert from the class of 2023 to join the board in jan i'm sorry in july so you saw you see a memo in there any further questions paris also participated in the interviews some of them yep so yeah we always have a student the student board member joined as well how many candidates did you say we had six six okay i just have a historical question how long has this student position been in place approximately approximately eight years i was gonna say i think it's longer than that because when i joined the board there were two student board members that's
034been that one we're on there so probably 10 times 12 13 14 years okay it would be nice to just you know how we have a list of board members to maybe um add a list of student representatives when someone has time this summer obviously it's not urgent could you do that right [Laughter] that's a good point any other questions otherwise i call for a motion to approve motion to approve student board representative board member representative as outlined in action item 4.3 i second there's been a motion a second to prove wesley gilbert as the class of 2023 representative any further discussion can i call for a roll call vote yes yes yes yes i'm yes motion carries and we will invite wesley to join us at our july board meeting then continuing on next
035time on the agenda is we are posted to approve the science curriculum and resources for case k through fifth and high school so everything but the middle school so we heard julie hamm and cameron who else courtney alert courtney thank you present at our last board meeting some of the curriculum changes at the high school level for science and maggie presented on the elementary curriculum yes thank you for refreshing any questions about that otherwise we are posted to approve this evening and in it you'll see some of the costs associated with it just because it's been such a hot topic i just wanted to read the the name of the curriculum is amplify and the diversity and equity component if you look real closely just says that we are [Music] we also help teachers support
036their students constructing questioning expanding strengthening knowledge of where they come from and who they are becoming to do this we hire and develop people with the broadest range of talents life stories and experiences and together we build a diverse and inclusive culture if you look real carefully at the curriculum and the units they're all classic science units i i personally didn't see anything that would cause alarm to some of the public comments we've had regarding crt all right thank you any other comments or questions i actually really was impressed with the amplify curriculum very good very good all right then i'm looking for a motion to approve the science curriculum for k-5 and at the high school i'll move to approve action item 4.4 the science curriculum k-5 in high school second there's been a
037motion and a second to approve the science curriculum as outline agenda item 4.4 any further discussion can i call for a roll call vote yes yes yes abstain and i am yes all right continuing um continuing on next item on the agenda is our board meeting min i'm sorry our board meeting dates and our calendar of reports so this is something that we do annually and we discussed at our last board meeting where we set the dates for our board meetings most of them are on the first and third monday of the month there's a couple of times where we've moved them to the second and fourth to account for holidays or other times of the year where we might have stuff going on or where legislature requires us to meet on the fourth monday
038of the month and then in addition we went through the board of reports so that we have a sense of what what we're going what we need to approve what we're going to be discussing when we're going to be discussing it so that administration has time to prepare and plan and we have a predictable you know calendar of reports that we share with our community so that they know what's being discussed throughout the year so there were a couple of revisions based on our conversation we did take out some of the curriculum cycle review it's not starting in july it's actually starting later in the year and then we also made some changes to the book discussion and where we're going to be doing more of article reviews you'll also see that we added a
039facilities report and we updated in october a an update on esser funds so we can get some information on that and then you'll see that we will hear updates on the strategic plan throughout the year so i think the first time we'll hear the update on strategic plan is in july and then we will uh approve it at our august meeting and then throughout the year we'll have a couple of other updates on how the the strategic plan is being executed president pitto i just had one comment i wonder if we should add commendation to the june 20th just because that time of year is a kind of a common time to honor you know we don't necessarily put commendations on here because we we oh that was rare that was right well we recognize
040people whenever they happen okay so as needed as needed so we oftentimes will have um if you think about our athletic events so as the fall season ends if our students can go to state we'll recognize them in that time frame as a winter sports season ends we'll recognize them at that time we've recognized our national merit students so kind of throughout the year as as it comes up okay so um good call out and let's make sure that i think it's a great opportunity to make sure that we recognize students and staff and and bring the community in to celebrate that so well i just know there's always someone retiring this time of year you know and so that's why i thought it might be a good good to not that we'd ever forget
041but we would certainly always be you know congratulating someone in june i would imagine so very good anyway you could put a note on there that commendations may occur throughout the year to recognize exceptional achievements by staff or students that's a good point um i was just going to mention the student board members we do hear a report from them mid-year and at the end of the year the mid-year report is in february which is a little further into the year i do know that we we do hear from student board members at our meetings obviously we do ask for their input but i just wanted to see if that seemed a little late for the mid-year or we for some years tried to do it in january at the semester time and that becomes
042burdensome for our students who are preparing for final exams for first semester and so that shift from january 24th or to february 7th was at students request over time on their feedback in terms of yeah i'm trying to study for final exams and i'm also preparing a report for the board can we switch that timing sure and that totally makes sense i don't want to add any burden to them but i definitely want their voice to be heard and we do have a standing agenda item at our meetings that is student board member update and that's where we post for them to give an update on activities happening at the high school it didn't happen this month because they're not in school right and then i would based on that i would also say is
043the june sixth date the right date for the report at the end just with that coming towards the end of the year and maybe paris can speak to you know if she thinks it makes sense to go earlier than that just so that you're not running into that last week what do you think paris can she hear us i see her gallery view maybe she's not sure if paris if you heard the question was we want to make sure that the year-end student report which is currently scheduled for june 6 of 2021 i'm sorry 2022 is still appropriate or maybe we should move that to a may time frame we can always validate that i mean yeah okay the the other thing that we put into the calendar reports is you know the calendar the
044report the time may change um there's been times where something has happened and we need to you know slate move move the dates a week or two or or to a different month so that but at least this gives us a working document to start from and um kim i was just wondering with the educational article discussion are we at the board retreat going to talk about topics that we might want to venture into yes okay thank you yeah i noticed there's only two november 1st and march 7th is that just because it's i know we talked about quarterly and it probably ends up being i think we're also trying to be sensitive some of our conversation last time was making sure that we we didn't overload some of the agendas okay so i think
045that was where we settled on uh you know twice just this next year maybe that's the same you know kind of standing note right it's here's the two that we know we're going to try to work through and then if we have timely articles that can find its way into our agenda as well i think that there may also be articles that get inserted with the strategic plan updates okay that's a good point all right any other questions otherwise i'm looking for i'll ask for a motion to approve both the calendar meeting date i would say the calendar dates and the calendar of reports i move approval of agenda item 4.5 which is the board meeting dates and calendar of reports and i'll second there's been a motion a second to approve agenda item 4.5
046the board meeting date and calendar of reports any further discussion i ask for a roll call vote yes yes yes yes and i am yes motion carries uh continuing on then agenda item 4.6 approval of the preliminary 2021-2022 budget so we are coming up on the start of july 1st at the start of our new fiscal year so we need to approve a budget finalized budgets happen later this fall where we then bring in the community for our annual meeting that they'll hear a budget and then we'll actually take a vote on the final budget at the last meeting in october but it's what's being presented today is the preliminary budget so that we have something in place and we can start our fiscal accounting using this initial budget this preliminary budget yes this is
047um you did hear a presentation on the budget projections at the last board meeting so this is approval so that we have an operating budget there are several times throughout the course of the year where this budget gets revised and our budget projections are based on information coming from the state and [Music] through networks within the community and is a conservative estimate of our revenues so a couple updates that i wanted to make because we've had the joint finance committee has met a couple times since the last board meeting and so the first time that they met they proposed additional 128 million in new state aids but did not provide any revenue limit increase and so we identified a dollar figure within the budget for a hundred dollar per pupil increase that was about 252
048000 so we had identified that that was at stake and have identified a couple alternatives if we don't have those additional revenues so when the the joint finance committee met at the at the may 27th meeting they did not provide for those new revenues there was some discussion at that time that districts by the joint finance committee the district should look at using their esser money as a way to provide those new revenues over the biennium on june 8th the legislative fiscal bureau came out with new revenue projections that indicated there'd be another 4.4 billion dollars available through the end of the next biennium and essentially without doing anything else the the fund balance for the state the rainy day fund would grow to 5.8 billion by the end of the next biennium so in
049connection with that and based on discussions that were had with the k-12 proposal that because the k-12 proposal was not bringing enough new dollars to k-12 education that it would not meet maintenance of effort requirements needed through esser to gain those dollars so the legislative fiscal bureau amended their proposal last week friday and so now they have added an additional 408 million dollars again new state aid not new spendable revenue so it would essentially be a 408 million dollar tax break for school property taxpayers in the state of wisconsin so that is the proposal that's being run by the the joint finance committee and so the the governor governor evers has commented that he would have concerns about no new additional revenues being proposed that it's significantly different from the budget that he proposed initially
050so we would anticipate that there will be some ongoing negotiations that will go on and we would anticipate that the governor would be it would be unlikely that he would be agreed to that without additional new spendable revenues where that leaves us is we know that we still need to present a balanced budget and so the board has a proposal for 52 additional open enrollment seats and that could bring in an additional 422 000 dollars if those were all filled based on our estimate of open enrollment revenue per seat and so we believe that if that's approved that that provides an additional line item area where we can identify a shortfall if what is proposed by the joint finance committee ends up becoming the new biennium budget that we would still be able to go
051forward with a balanced budget for next year so as we look at the budget and just to kind of confirm right now the 422 for 422 500 that we potentially anticipate for open enrollment is not included in this uh budget nor is the sr3 allocation which we're not sure what that will be at this point is that that's correct so to answer your your first question regarding open enrollment revenues so we are not counting any of those 422 000 because the board has not taken action on that yet to approve those seats so that's why i identified that separately here and then the board will see in terms of the the budget projection that we've identified those sr1 and sr2 line items for the preliminary budget but yes not the sr3 dollars but per our
052earlier conversation we're obviously taking actions in terms of setting up programming right now with the anticipation we'll be able to modify the budget to include those s or three dollars next year and then one thought i know it's always useful to talk through opeb and fund 73 just because that's always confusing to people so i don't know if you could spend a second just kind of walking us through that again and then i had one question regarding fund 39 where we have the 500 000 of defeasing so i was just kind of curious what the null and you know what's kind of being null and void there to actually come into our fund 39 uh referendum debt so the the fund 39 referendum debt so at this point we're identifying a targeted amount so that
053we can keep that tax levy consistent on an annual basis so as we get final figures on state aid whether that goes up or down that would provide additional options for the board whether to increase or decrease that amount of defease diffusions that's an important tool because as we get closer to refinancing opportunities if there's additional dollars that are set aside it gives the board two options one is to be able to utilize those dollars in years where the district gets less state aid to keep that tax levy consistent or to be able to utilize those dollars towards debt refinancing where there could be interest savings achieved that would help contain any tax levy increases in the future so i think it creates two two potential pathways in a way that's outside of the revenue
054limit so that board has some flexibility there and thinking about creating that consistency for the the taxpayer so that's one area and then you talked about fund 73 which is the other post-employment benefit opeb fund and so those are specifically benefits prior that staff had earned prior to changes that came around the time of act 10 when those no longer became sustainable due to reduced you know state revenues that were available but benefits that staff members had earned and so we used an actuarial firm who helps us to calculate what those future costs will be as those staff members who've earned the benefits prior to that time period accrue and receive those benefits and so we've set aside dollars to pay those future benefits and or dollars as those benefits come up so the staff
055member retires and then gets that lumps on payment um the dollars are being accounted for for that benefit that they they would receive do we know so this year for 2020 2021 what our cost was for those um opec opeb costs you know around you know just what our 2020 2021 op costs are going to end up being based on our staff retirements yeah so i don't believe that we've finalized those costs so we'll work with our auditors and that actuarial study to get that final amount but i know that we set aside dollars for that two to three staff members that are anticipated on that yearly basis that that's set aside within the allocation in addition to just our annual contribution amount per the the actuarial arc calculation so this 235 is that intended
056to cover the kind of the pay as you go plus a little bit more to set aside because there is a total liability that we want to that we will have for that yep so this is trying to target an additional hundred thousand dollars in addition to about two staff members retiring okay all right any other questions otherwise um looking for a motion to approve the preliminary budget so i i guess i just um and i know we're i think we're slated to talk about open enrollment next or on the agenda but um so the numbers are considerably higher um now with this projection that we're talking about um just wondering where we're at um even percentage-wise for the entire district with our open enrollment students do we have a percentage of like you know
057in like where have we been in the past the total percentage of the overall population versus what percentage are open enrollment non-resident yes i'm sure we can quickly calculate that and within the agenda item we would have the number of students that are open enrollment total and so we divide that over roughly 2 700 students district wide so we can pull that up here in the report on june 7th there was a historical total number of students and so we're taking into so in that it takes into consideration the number of students who attend on open enrollment who graduate and the number of new seats that are opening up and we've been trending down over the last several years so the specifics are in the june 7th report and i don't know if julie's crunching
058numbers right now feverishly to get that information i didn't mean to put you guys on the spot now but it would be just interesting to hear where those numbers we have a 20-year history on the june 7th report okay all right any other questions otherwise i'm looking for a motion to approve this preliminary budget motion to approve the 2021 22 preliminary budget as outlined in agenda item 4.6 second there's been a motion a second to approve the preliminary budget for the 2021-2022 school year any further discussion just uh kudos to trying to navigate the ever-changing environments especially on the shift of a biennium budget so uh it's i don't know and just to be clear we still don't have final state now exactly yeah so this will change you know this is the preliminary and
059i think doctor mitzig mentioned it earlier we need to have an operating budget as of july 1st but it will change as we progress with more information at the state level primarily and a more final will be presented at the annual budget meeting on september 20th and the board will take action on a final budget yes the fourth monday in october yeah i just want to be clear that it will change um and that's that's not funny math or anything like that it's just where we are in the point of the process so my question um and and you already took one of my legislative updates i you said it much better than i could have um june 28th the state assembly and uh june 30 at the state senate are taking up this current
060bill but that could potentially change right and and of course the governor can veto whatever they so we're just in this kind of back and forth it's a process at the state level yeah all right any other discussions i think just to follow up on the earlier question on open enrollment at the seats that are proposed we would be at about 10.8 percent open enrollment for next year that would be an estimate we've been as high as 20 percent in the past okay any other discussion otherwise i'll call for a roll call vote mary yes yes yes yes and i'm yes motion carries uh the next item on the agenda are budget amendments for the 2020 2021 fiscal year for the greendale schools so as we end up on the fiscal year that will end
061on june 30th we need to do some accounting to make sure that we have alignment with where the money that was actually spent is aligned with where the money has been budgeted so there are a few um items that are needed to be amended and jonathan anything that you'd like to highlight there i am going to keep it short and not add anything from the prior report from the last board meeting all right any questions or discussion i just think that if you know as people are looking at that you know it's pretty clearly laid out but the difference between what we budgeted and what we're going to approve on the amendment is that additional 373 000 dollars and that's based on those additional grants that essentially came in and then some additional costs and
062unemployment insurance is really the breakdown so esser funds some of the library program and so on all right any other comments or questions i'm looking for a motion to approve motion to approve 20 20 21 budget amendments is outlined in agenda item 4.7 second there's an emotional second to approve the budget amendments of 2020 2021 any further discussion and look for a roll call vote yes yes yes yes yes motion carries then continuing on open enrollment seats so again we heard this at our last board meeting we had some conversation there uh it's being presented to tonight's board meeting for approval if it's approved then the team will then notify any families who have already applied because the application process has closed families were notified of where they got into whether they got into open
063enrollment or did not if they did not they were given a waitlist a waitlist number um and then we will if these seats get approved tonight then we'll go back to that wait list number and reach out to those families um if they're you know based on where we end up today i just pulled up the chart for open enrollment from 2000 to 2021 which is now our peak year was 2008-2009 school year with 440 open enrollment students last year we were at 240 open enrollment students with the addition of the 65 we'd be at so still significantly below where we were at our peak it's been a strategic effort by the board to balance that and part of the reason that we are seeing fewer now than we were in um the late 2010
064or 2000s was because of a growing resident enrollment and we are among the i think we were seventh highest resident enrollment growth in the last two years of in the state of wisconsin and so that increased resident growth had less room for open seats um and that as we're looking to approve these open seats there are adjustments that happen after projections are made we do use projection software which is fairly accurate one of the big pieces within the change that we're looking at is ninth grade and that is predominantly coming from the fact that we do have segregated regular and honors english classes and english sections is the policy is the count that we use for policies and because of the way that the sections broke we have significantly smaller honors sections and needed to
065add a section of regular english to accommodate class sizes and with that adjustment to regular english it did open additional seats by policy just to clarify too kim so the i know you had said at an earlier meeting there were i think was it 40 families that were considering a virtual lane for next year correct they don't fall into this open enrollment category at all they just have a regular residential seat here brighton thank you kim for clarifying that yeah so we're not opening any new seats in the virtual programming there may be students who have been with us as open enrollment students historically who are requesting virtual attendance for next year but they have physically attended previously so that is not part of the new open enrollment seats being considered all right good conversation
066good discussion and it's a good point to kind of understand where we've been at historically and and seeing the trend and and where we are at today so any further discussion otherwise i'm looking for a motion to approve i'll move to approve action item 4.8 the open enrollment seats for the 21-22 school year well second there's been a motion in a second to approve the 65 total additional seats throughout the district as outlined in agenda item 4.8 any further discussion may call for roll call vote yes yes yes yes and i am yes motion carries continuing on with action items uh the 66.03 the shared services agreement for joint i.t services with the village this is something that we've done for a number of years i think we discussed at our last board meeting so
067it's being brought back for tonight's approval we discussed at the last board meeting i believe that's in reference to the parking lot shared services agreement so again another example of our partnership with the village thank you for the clarification so yes this is the continued services where [Music] ryan jonas provides i.t services to both the village and the school district sometimes the i.t services at the strategic level are not something that people understand but ryan's vision and strategy are really uh instrumental for both the district and the village and um this does not cost us anything additional then we would have otherwise with our technology director position this is really about shared services to provide efficiencies for the taxpayers of greendale just to clarify though kim ryan's salary comes from the school budget not all
068of it so there's a portion that comes from the school budget and a portion that comes from the village budget and so this is um approving shared services but we're the fiscal agent so we pay ryan for his um service to the village but we are reimbursed in a contract with the from the village so the village will pay us for that but just to consolidate record keeping and financials rather than him getting checks from two different entities we are the fiscal agent and distribute his compensation that's a really good question he is employed by the district and then the district is reimbursed for his compensation from the village so one just note um you know sometimes when people look at different salaries around this area this is an area where likely we would probably
069wouldn't be able to have the talent that we have in here if we didn't have shared services because uh it's an expensive thing to do to make sure that you're getting properly taken care of your your technology from all different aspects so speaking from experience and having hired lots of folks in in this area and built platforms and such um just that strategic thinking the architecture that making sure that we're proactive to make sure that we're not going down or we're not getting held ransom or we're not getting people taking over yeah i mean like when the oil got held ransom that was kind of an expensive problem so yeah so this is uh i think one area that i'm excited about with the shared services just like we're looking at with the parking lot
070and i think since as a district we share that same boundary as the municipal boundary um you know maybe there's even additional opportunities so i think the more we can do to look at those opportunities figure out where we can find cost savings and benefit the taxpayers of greendale is never a bad thing so yep and i'd like to just echo and say that you know i want to thank ryan for his service in the district we're very fortunate to have him and you touched on that that um if we were doing this on our own we maybe wouldn't have him in the capacity that we do now so um are you looking for a motion i am looking i'm going to ask for a motion i will make the motion um uh action item
0714.9 66.03 shared service agreement for the joint i.t services with the village second there's been a motion a second to approve the joint i.t services with the greendale village any further discussion then look for a roll call vote yes yes yes yes and i'm yes motion carries next item on the agenda is a an annual approval so this is for an independent hearing officer resolution and agreement so in the past we've probably had this for about maybe five years now yes where we contract with an independent hearing officer in the case of any student discipline areas that need to be reviewed at the board level we actually use an outside independent hearing officer to hear those and make a decision that is then approved by the board i don't believe we've used their services in
072the past once we did i think did we use okay and the last five years we've used uh we've had one hearing so this is really a zero dollar retainer right so we don't we don't actually pay for it unless we we use it so any discussion or questions but it's something that we vote to approve every year and because we're coming on the end of the the fiscal year um it's supposed to be brought back for approval for starting july 1st no i i agree with this that we have this um in an independent hearing officer i'm just wondering how do most districts around you something like this at this point in time i believe so but yes okay quite a few districts have an independent hearing officer and we have uh codified it
073in policy within the last several years no and it's delineated real well the steps that people would go through as well if they want to challenge any of the decisions that are made spelled out very well since it brings up the topic of expulsions how many have there been i would say very few i don't think that the one that the hearing officer heard resulted in an expulsion so but the process would be the administration would bring it to the hearing officer or to the board first so the hearing officer i believe that's what the policy says there and that the hearing officer and they're at that point in time they're not necessarily making a determination of they're not looking to find make findings but they're making sure that the process was followed and that
074the decision is consistent with the policies i see already exist we're not quick to go to this which is why you see one and in the last five years and i don't actually believe it went to hearing i think that an agreement was determined before it went to the final hearing okay and even before we had the independent hearing officer i don't believe we had any expulsions that came to the board so it is something that's it's available to administration but used judiciously all right then i'm looking for a motion to approve the iho for the upcoming year i move approval of the independent hearing officer resolution and agreement as outlined in agenda item 4.10 second there's been a motion in a second to approve a agenda item 4.10 ending for a discussion may call
075for roll call vote yes yes yes yes and i am yes motion carries uh next item on the agenda for action and there's a number of agenda items uh action agenda items because we are at the end of the fiscal year um and because we want to get them before marriage and retired [Laughter] um this is just our swasa agreement yeah right yeah yep so any further discussion about this i will just say that for the price we pay um this past year with the pandemic and jonathan you've attended those meetings we've had children's hospital directors we've we've had even state assembly and senators legislators that have been part of those meetings i think they're very beneficial to network and i always look forward to them i got them to move the time up a
076little bit so that i can actually attend them very very good then look for a motion to approve i move approval of the southeastern wisconsin school alliance resolution and agreement as outlined in agenda item 4.11. second there's been a motion a second to approve the southwestern southeastern wisconsin school alliance resolution any further discussion can i call for a real call vote yes yes yes yes and i'm yes motion carries then moving on to new business so we have maggie and we have i believe i saw senora kushki um here to talk about the world language curriculum in in the secondary levels grades 6 through 12. yes originally on the cycle this was aligned with math but as we introduced elementary world language in 2009-10 there's been some adjustments because it was mid-cycle that the elementary
077curriculum was adjust was introduced and as our students progressed through the system and we just recently graduated our first groups of students to have spanish since kindergarten those they are in constant flux and in constant review but they are prepared to present a curriculum review for adoption at the six through twelve level across the languages so i'll turn it over to terry and maggie and as we hi everyone hello um i have uh terry crew alfonso with me today and we're going to be flipping back and forth um so we are um presenting to you a 6 through 12 world language curriculum that we would love for you to approve the review did include all world language teachers in grades 6 through 12 as well as review of current research and local data the um
078the goals of this review are to focus on language proficiency um and really looking at thematic units that assess interpretive interpersonal presentation skills uh align our themes to ap advanced placement themes and create and maintain a world um language mission statement at this time um jonathan next slide so at this time um we have spanish kate 12 which is kind of what kim was talking about how we have our kindergartners who have had the opportunity um to have world language at the youngest age um and then graduate with us with that understanding and knowledge and proficiency and then we have german and french in the middle school all the way to high school and then we have american sign language for our high school students um next slide please i'm just going to give you
079guys a moment to read this mission statement this has been something that the world language department has been working on um for years but has fine-tuned it for the curriculum review so i'll give you a moment to read that and again it's really around helping our students understand um not only a different language but also a different culture and we think that's really important um and how we all work together in that way jonathan next slide please um there are four different quality world language program elements that really builds toward proficiency um one is around being clear about what our targets are and how we're going to get to those targets through learning objectives that all of the teaching staff has worked towards as um as a world language teacher group um and that's been
080k through 12 um even though this is specifically a six through 12 curriculum review our elementary team also does this the next step is to design really rich and deep instructional pathways of um that are integrated that are the thematic that are based on real life experiences and um and then we're really checking what we're learning so we're testing internally we're using formative assessments and summative assessments and then we're also doing external testing um with the stamp to make sure that our students are proficient on um on the world language of their choosing to really see where they would norm out from a global standpoint and then we're looking at that data and analyzing and saying what can we do differently to push ourselves and our students to be the best world language scholars that
081we know they can be next slide and i'm gonna i'm gonna throw it to uh terry who's gonna rock it out hello um as they said i'm terry krischke alfonso and i will continue um so the the first step and or element of a quality language program is actually setting language proficiency targets um for each level we have done this a while ago but it is still in our forefront of what we're doing when we're thinking of curriculum so if you could go to the next slide you're gonna see our proficiency um what we are our goals are the in case you're curious this is speaking or this is focusing on interpersonal speaking which is usually the hardest to get at and we don't have separate ones for the different areas or language skills but
082they're pretty much going to be the same as the interpersonal although sometimes the interpretive skills are going to be higher than what interpersonally they can do and i know i'm throwing these words around interpersonal is a spontaneous conversation so it's basically using the language without having it um memorized or you know something that you can read off of that you're actually using language to communicate terry i'm going to pause you for a second i don't know we're just trying to say that as the program we do have our language proficiency set and if you could go to the next slide so terry i'm just gonna clarify what those letters mean so um n stands for novice i stands for intermediate and a stands for advanced so there's three levels and then within each of those
083levels there's um low middle and high and so terry can you talk about like when you're a novice high you can sometimes do intermediate skills but not consistently so that that whole concept is helpful so it's about skills development and how frequently you are using those levels of structures all right sorry novice is something you're going to go through quickest it's usually more like a word level and then intermediate is sentence level um and again we're talking about not practiced conversation and then presentation or i'm sorry then advanced would be more like paragraph discourse when you're talking um and then the different um sub levels as kim said low means you're barely like you're hanging on so you can do it but you're not real strong at it mid is very solid and when you
084are like novice high that means you're functioning at an intermediate level almost always but you fall a couple of times so you're not quite there so we're if our goal is novice hi we really want them to function most of the time at that next proficiency level um and as you can see on this it depends on when they start the program how far they can get so with spanish since it's offered in kindergarten they can get a little bit further along than if they're starting in sixth grade versus if they're starting in ninth grade because it's about exposure to the language did that help yes and i just want to add one additional thing and it's a it's a really important nuance that terry said but these are unscripted conversations so you may remember
085language learning from your high school days and you practiced a script over and over and then you could rehearse and then deliver that script and what we're measuring on is unplanned unscripted conversations so how much can they interact and in real time develop and process and plan for communication and you saw that heavily in the um the philosophy of the program that this is communication based not script and deliver presentational based so can i ask um with because we do have students coming in at different times um how does that work out with the language and how do we get students up to speed you can see where she has um the idea of students who start at the high school level what grade levels they are and so we do students who start with
086us in high school start at level one and they actually have more hours of instruction in level one that aligns to the hours of instruction that they would have had in sixth seventh and eighth grade so we bring them up to speed by beginning them on level one whereas our students coming from the middle school might start at level two or level three depending on their experience okay thank you i had a quick question too harris has a question okay paris can go first yeah i didn't know when it was to ask about the languages but i was wondering if the school or the district was thinking on ever expanded amount of language options for example um chinese mandarin it's like one of the top five most spoken languages in the world and if we're
087like diversified or full and um trying to expand that kind of world that's something the board ever considered doing yeah i can speak to that i don't know if i'm the one who should answer but in the past chinese has come up it was a difficult program to sustain as far as getting qualified teachers that could would want to stay in greendale um and be able to say i think that was part of the reason it was kind of before me but i believe it was about sustainability and finding enough educators who are certified to teach chinese so we have a delicate balance of making sure that we are offering global languages and having access to students most school districts in the area have two languages and we have four languages the and as we
088look to expand our most recent expansion was american sign language which was three or four years ago but we're looking at a couple of things one is our population density and do we have enough students to offer the class and sustain the class over time so if we offer a class do we have enough students that they can make it through all the levels of the program and still offer it if we drop down to if we start with 20 students and then by the time you get to level four there's three students we don't want to remove access to a program from students once they've started down that path and have found an interest so that's important to make sure that when we introduce a language that we have sustainability of that language from
089an enrollment perspective and a cost efficiency perspective the second aspect of that is do we have access to high quality candidates we have been struggling and you you um one of the positions that you approved was a french teacher our applicant pools are very very small for french so as we look at other languages do are there programs are is there access to teachers and i do know that several districts started mandarin chinese excuse me several years ago um because of the level but they've struggled to maintain teachers and so they've had to abandon programs mid program for their students which is not a service to students at all so sometimes with some languages where we have a significant interest in a significant demand because of the number of people but not a pipeline there
090are options for students to consider that through a cap program but in terms of comparison with other districts we actually have the most languages offered in the area um for the size of our district and we'll continue to consider and explore i know arabic there's been a conversation about should we be offering arabic given the number of native arabic speakers that we have and we are piloting arabic as a park and rec program with one of our teachers who was also an arabic speaker and so we'll pilot it without certification through park and rec and as we increase interest there could be a possibility that we would consider that or it may be appropriate that that stays within the park and rec or summer programming offerings so we have considered all those languages i think
091we've also considered latin in the past and in latin more for like you know for our students who go into the the healthcare field um that latin oftentimes is a medical school yeah med terminology is really a latin class i was going to comment too that i've really enjoyed seeing the progression with the american sign language since it became a thing here in greendale um saturday at the graduation to see the students up there signing i think mrs mccauley mrs mccauley is her name right she does a phenomenal job and um i think we're at level four now right i think level four is being added next year is that correct so yeah so i just i think it's a testament to um i think there was even a parent involved advocating for that uh
092several years about four years ago so um i'm just really happy to see the progression with that programming and uh to paris point with the virtual lane launch that would might be another avenue for offering you know a language that is hard to staff you know i had a question though about i saw in the first slide in your your learning objective was beautifully written i thought for a world language it but it looked like you're focusing do you focus mostly on speaking and reading or is there also a writing component it's it's all the skills so there's okay interpersonal is the conversation that's what the performance assessment is geared towards um or the i'm sorry table here but interpretive is listening and reading and so that was part of that goal and then presentational
093is something that you can rehearse and practice and that could be like a speech that you know you're going to give and you're standing you know you've practiced and rehearsed it and it could be writing so that's where the writing comes in i see and are there trips that go go along with all these languages they i mean last year obviously no but do each of the world languages have a trip normally attached to them traditionally yes right now i don't know who has anything planned um but usually yes i think we approve the german the trip to germany oh yes yes yes that's right meeting yes i think germany but or german but i don't know french and spanish we haven't and uh i mean we have in the past but we don't have
094anything planned at this time and those are all i just want to say that go ahead maggie it's it's really uh to mary's question it's really the whole package of a world language understanding how to speak and listen how to write how to communicate how to read it and then also cultural aspects of that culture is really huge and it's really immersed in the world language program um and really honored by each of the teachers in the program should we keep going are there any more questions why don't you keep going and then maybe you'll answer some of the additional questions and we'll come back to additional questions at the end all right great next slide then jonathan okay so because we are focusing on proficiency and we do get new staff and we all
095need refreshers um we did as a district once do the it's modified oral proficiency assessment or moby training and so we are putting that in the review process in hopes that we can have everyone trained since we're focusing on proficiency it's really important that teachers have a deep understanding and throughout and i know kim you were there for a lot of this if you wanted to speak more about it but you get a really deep understanding of what when we were talking about those letters what does a novice low versus a novice mid versus an intermediate high what does that sound like when i ask questions and answer so that as teachers we understand that in a deep way so that when we're building our lessons our units and our curriculum we have a very
096deep understanding of it versus just reading the words and copying them down and you know kind of understanding so we felt that this was important opi stands for oral proficiency interview and it is opi stands for oral proficiency interview and that is a standard measurement of proficiency used for interpretation used for universities as you're applying to programs and there's a minimum proficiency requirement that is a standardized instrument that is used and people pay for an oral proficiency interview to prove certain aspects within the fields of interpretation and translation and the next element we talked about were designing deep and rich instructional pathways so that is our thematic units that we have been working towards and you'll see in this review if you go to the next slide this is just a sampling um i believe
097you should have access to the whole entire document but what we did is you're going to see the unit title we did a line to the ap themes just so we can see that they do come up several times that it's not just up to the ap teacher to introduce these themes that come up in ap um the enduring understanding the unit focus question and then you're going to see what the students should be able to do interpretive meaning listening and or reading interpersonally what they can say when they're at that novice level it is sort of memorized language because that's all they know at first so i believe we're looking at a novice level here presentational is what they can present either spoken or written sometimes both functional chunks is going to come more
098at the beginning level of languages because it's like they learn chunks of language a phrase or a question once they are more advanced and intermediate they're creating with language so you're going to notice at least on some of mine that they're not there's just says not applicable because the students are able to create much more so that's this is an example of french if you could go to the next one you're going to see german in 8th grade so it's a little more advanced same format i think we can keep going i'm not sure these are just to look at okay so then asl 1 this is starting then at the high school you're going to notice the high school units also are aligned to the act reading standards so there's a another column to
099the right that we'll talk about which act reading standards because at the high school we have well kids take the act and we want to support our colleagues and our students so that we show what they can do also and we focused on reading in particular and then we have the next one is a spanish five six so you can see there's lots of enduring understandings unit focus questions the can do statements and the reading standards and as they progress they're going to get a little more complicated and i think if i don't know if there's questions otherwise maybe i think that you're next all right and then um they've really put so much work into these unit plans about where exactly we want our kids to um what standards we want our kids to
100be able to master and then how are we going to get there and some of the ways we're getting here is to support in this work is um we have the german textbooks um that's six years for middle school all the way up to high school and all the different levels um and the ap textbooks and then in sixth and seventh grade um using ixl which is a a computer-based program that works um we also have the english version um for all of our students but this would be the spanish version to work on all those different skills um for spanish and then also spanish one textbooks for the high school um next slide please jonathan thank you and then terry um so as we mentioned we want to make sure we're testing internally that's
101up to the the teachers and as maggie mentioned we are doing that of course um and as the can do's that we talk about those get put into performance assessments along with other quizzes and things to get them prepared but the other part that is important is that it's externally and that means something the teacher isn't doing and necessarily teaching exactly for to see more of what a proficiency would look like and then looking at that data so if you look at the next slide um i think well maybe mentioned it but we give what's the stamp test or have given it we didn't do it this past year but it's the standards based measurement of proficiency and it assesses students proficiency in all the language skills listening reading speaking and writing and we have
102been giving it and plan to give it to fifth grade spanish we want to know we've set our proficiency targets and it's now we don't know if we're going to meet them until we actually test them externally so the spanish grade 5 middle school grade 8 high school all level twos and so if you look at grade eight in spanish that is the same as level two so that's why that's like that um and then level four for german and spanish and um for um level five for spanish french and german and then spanish six and terry this is really similar to kind of what we give our elementary students on a forward exam to say hey how are we doing on these standards from a state level this is the same thing stamp would
103kind of be very similar um to that just to give the board some idea of how we we want to have our own formative assessments but also have that outside normed information to see how our kids stack up against other students who are learning um world languages nationwide as well um next slide please um celebrations i think we have already referenced some of these but i think in whenever i've presented anywhere greendale needs to be proud of offering french german spanish and asl it is unlike almost any other district most districts have cut programs so the fact that we are able to have these languages hopefully continue to sustain them is my hope that i think is something to celebrate asl as kim referenced is maybe maggie both but we're having level four it got
104approved i think already through the board as you know um the german numbers went up especially the higher levels and so we have our german teacher that can be full-time at the high school which that hasn't been in a long time um and the spanish six we've had offered spanish six for i think this was the third year and this past year was the first year we had a standalone spanish six course there were enough students to be in it and next year also so that is something i think we can celebrate at greendale and i believe in the state of wisconsin some may look to us as like this is a quality program um so i think we should be proud and those are some of our students in the german honors national honor
105society and the spanish national honor society this year being celebrated as well so they're on this slide as well um and i 100 agree people do look towards greendale for our world language program and all of the great work that the entire team does jonathan can you go to the next slide and the last slide is questions that's us having some fun with in the middle school and uh high school and uh using world language as a way to learn any questions i know you guys already asked a lot of questions but are there any more questions um from the board two questions um one question i was just kind of curious it doesn't to be exact but approximately how many you know what's the percentage of students that go through these different tracks so
106these different programs so is it you know 50 in spanish and 10 there or whatever just kind of curious where our students are partaking in which program and then the second part was now that we've gone through our first so full cycle i know that this is kind of looking forward uh these proficiency levels but i'm assuming they're kind of based on what we're seeing now that students have gone from kindergarten all the way through from what we would expect and where we're hoping and i wasn't sure if we had any data to show i mean obviously having spanish 6 is a good example of that right we're having a full section of there but do we have data that shows you know what percentage of our students that have gone through are kind of
107reaching the expectations that you put on that chart uh for this here so for example if they started in kindergarten they're in 12th grade where they had advanced slow when they got to 12th grade it was it you know 100 of the students were there or was it 10 of the students there and we just are trying to stretch that so on and so forth i'll start with the first question which is distribution of students at the middle school in each of the programs so language is required for sixth and seventh grade students and it is distributed fifty percent of the students choose spanish uh twenty five percent choose french and twenty five percent choose german and that is based on our section counts and then i'll let you answer the proficiency data question so
108can you mute jonathan so she doesn't you know thank you thank you okay so in the past we have done the stamp test and have some data we didn't um obvi maybe it's not obvious last spring when we shut down we um didn't give the stamp test and this year we chose not to just because we had enough um enough going on with all the changes with instruction and didn't feel like it was a good year to do that so this would have been the first year that we had them full out um advanced low i guess i feel like i need to say is a very high level of proficiency but we wanted to aim high doesn't and not get there versus aiming a little lower i can say the last this is my
109memory i'm sorry i don't have the data in front of me but i know that because i was very proud there were some students that got to advance low that were like a few students in spanish six and five there were some advanced low students most students get somewhere with an intermediate and that makes sense because as you learn language the way to be advanced is to be smooth in your language to be accurate and to have a lot of discourse and that takes a lot of time and practice so yes we have some data i don't know if i'm answering it exactly as i um i guess i'm not ready for the data in front of me but according to my memory yes but there are some areas where we have taken that data
110to say hmm i think we fell short i believe you know in some grades some levels and then we look at that and try to improve our instruction um coming out of a a year of a very um different kind of year we focused on proficiency in a different way and realized um giving that test is wasn't you know what we thought would be best use of our time with students this year absolutely and i think next year we're really going to be looking at that data to kind of get back to that but there was also some challenges at um an elementary school we had some spanish teachers who were you know teaching virtual and we were doing it just once a week versus as common and then we also had um middle school
111too had some um differences with world language as well so that's why the decision was made and we're thor as a data nerd myself i definitely want to be looking at that data next spring and making sure that our students are hitting the target as well about four years ago we were using that data to make decisions because students hadn't had spanish from kindergarten we were looking to see had some students accelerated and hit those targets as they were entering the high school and we were using that data to help us decide if a student began high school with spanish 2 or spanish 3 and so in those early years when we were having students who had exposure at elementary but maybe not since kindergarten we are seeing 25 were hitting that learning target of
112um intermediate low um that would put them in a readiness to be in spanish 3 and over the last two years that we were giving the test that number grew to a point where we said successful completion of 8th grade spanish was spanish 2 and that they would enter at spanish 3. so in that 8th grade spanish stamp assessment over time what we saw was an increasing number of students hitting the mark to the point that it was by default that they entered at spanish three so we are seeing that success even if we're not there so we can present that data specifically which would be the 2019 stamp assessment uh that was given at all the levels if you'd like when we bring this back for approval yeah i was just curious if that
113was kind of a stretch goal or more of a you know this is where everyone gets to yes and okay i had one last question when the big fork comes in in high school when they're done taking spanish and they have an opportunity to take german french or asl is there a lot of students who do so or do the majority of is it is that was it fifty percent the high school i think that i got that okay i got that question for you um that their choice their first choice comes at sixth grade and they have to choose for spanish french or german okay um and fifty percent choose to continue with spanish out of elementary 25 percent choose german 25 choose french when they get to the high school world language is
114truly optional and about 60 percent of our students choose to take a language and what we see is a continuation of that those coming out of the middle school typically continue with the language they were in but asl presents a new choice in that hey i'm a kinesthetic learner and i would prefer to learn a new culture i'm i'm good with where i got at with german french or spanish at the middle school and i'd like to try asl some kids do both so i've seen students who continue with spanish and then also add on asl um or students have french they continue with french and then they add on asl so um that's not the typical pathway but that that first choice point uh where they can choose a language other than spanish at
115sixth grade about half choose to expand and what the french and german teachers have noticed is an increased an increased pacing of language acquisition because their exposure to how to learn a language in spanish improved their readiness to learn french or german it's just a switch for them sure wow that is really impressive when most districts have given up german for sure and and french is usually the the next to go so it's really impressive they have such a diverse op you know options for students here the one and i completely agree and thank you um terry and maggie for the presentation and thank you for such a top-notch world language program i think where i want us to make sure we continue to focus on is i i you celebrated terry the full-time german
116teacher at the high school great news um you know i think we've got a a full-time maybe not full-time but a middle school german teacher who spends his time both teaching german as well as amazing math interventions where i want us to continue to monitor and be aware of is i think we just had a resignation for a middle school french teacher earlier this year and part of it was because it was a part-time role and i think if we can continue to monitor that and continue to be flexible because i think when you have turnover particularly at a french level and i think we have seen some turnover at that level that's where you start to see some numbers drop because the t the students aren't selecting a class because they don't know who
117the teacher is going to be or they lost their teacher so i think we need to monitor that and make stay aware of that and and see how creative we can be to to continue to offer again i'm particularly sensitive to the french classes because i think we've seen that over the number of years where we've had some staff turnover and how do we how do we try to minimize that or mitigate i guess i should say how do we mitigate that all right thank you uh terry and thank you man for your presentation this evening god yes i'm continuing on you got continuing on then we're going to hear an update on the third trimester reports from our elementary schools and we had people services listed in the agenda but i don't think we're
118going to have that from tim tonight no yeah so um what we are piloting one of the things that the board talked about was length of meetings so one of the things that we're experimenting with and i'll be interested in board feedback is providing you with in-depth reports and so you have the short cycle reports from the principles but the reason for the short cycles is a process based how do we achieve the scorecard outcomes and so tonight rather than report on every single scorecard outcome that we have i've provided you with a report with the data in it and also some a3 reports from the elementary schools and i just want to highlight a couple of points within the scorecard outcomes within a presentation and jonathan you're good so you can skip through to
119slide three um so that we can um kind of target those areas that we're still thinking about and considering so the first area of the scorecard was around equity and access and outcome data so we had three areas within there one was around reading achievement one was around grades and discipline we had discipline data in there in terms of access to instruction and the third area was a sense of belonging so in focusing on that one of the areas i want to highlight is reading achievement and we set some pretty lofty goals at a time when we were seeing some significant drops as a result of pandemic um instructional time lost in that march april may june time frame of the spring of 2020 and so what you see is um the stars these are
120star scores red is the zero to ten percent tile yellow is 11th to 25th percentile blue is 26 to 50th percentile and then the greens are 50th percentile and above um the and our goal is always to have students at the 50th percentile or above that is considered proficient and we had a significant number of students 60 of students in that 50th percentile and above the winter 2020 and then we had some loss and we had a drop we've implemented some strategies over the course of the year but we've seen pretty flat achievements so we saw an increase in the number of students in that red and yellow range and while we've shrunk it a little between the fall and the winter and the spring we are still not to play pandemic levels and that's
121concerning to us so one of the things that you approved tonight was the instructional support specialists and that is intended to target that specifically next slide jonathan and part of the reason that we are looking at that is that through the college park short cycles they uh strategized i'm going to pull this up one moment please i'm going to read specifically from the short cycle i had it and then i closed it so i shouldn't have closed it right so they um we're looking to integrate instruction and i want to quote this because it is a good overview of where it's at intervention strategies were created led by classroom teachers and supported by our building substitute teachers rethought traditional structures during class time to support readers in need of additional support by working collaboratively and
122using classroom paraprofessionals to support full class groups while small groups were held and so that is some of the model that we're looking at in terms of what that instructional support specialist would do is to bring that to scale on a district level and you can see the success that college park had in their short cycles this is looking specifically at the demographic groups by students of color which is on the left and you saw they had greater success in shrinking the number of students below the 50th percentile and increasing the number of students both above the 50th percentile and above the 90th percentile and then on the right you are seeing are students with disabilities which was tim's goal was at the middle school and that report's not in there but you see this
123a similar process where you're shrinking the number of students below the 50th percentile and increasing the number of students above the 50th percentile so given that success in the short cycles we're looking to scale out that work across the district which is the reason for the introduction of the instructional support specialists so i want you to see how we're using short cycles and the process to pilot innovations and bring those to scale when we are seeing success in those spaces okay next slide um there were some key strategies that we looked at within that uh first goal area around equity and access um that were outlined specifically within the scorecard one of which was the approval of policy 410 in april where we looked at equitable structures within our system another area that we looked
124at was reducing segregated classes and that happened with [Music] that's happened with social studies in the past and then we expanded that to include science classes in reducing segregation and we are talking about what that looks like through the pilot at uh college park and how we're looking to scale that and reduce the number of times that students are isolated and segregated from their peers and then you did approve a capstone social studies course of african or african american and ethnic studies which was specifically targeted within that strategic priority on the scorecard so i just wanted to highlight some of those areas that we focused on within the scorecard and accomplished this year one of the other focus areas on the scorecard was around career pathways and i wanted to just first share some of
125the data around that sorry um that slides blank i don't know why it's blank you have some of the the data within your packet around gpus and then around college attendance and what you see is a significant increase in the number of students taking college level coursework in their junior and senior year and we far exceeded our goal around the number of students in dual enrollment academy that's in the packet on the chart of the scorecard go ahead you can go to the next slide some of the areas that we were looking at in terms of strategy was how we main how we are able to see that data in real time throughout the course of the school year by creating individual college readiness dashboards and college readiness dashboards at the the full scale what
126this is is a screenshot of an individual student from edis which is the data visualization software that we have a green means that they've achieved it and a red means that they have not achieved it so you can see some of the areas that we've been pulling from power school and are able to do a data visualization this has not been shared with students as we're still refining the data poll because some students it shows up some it doesn't and as we're transitioning our student information system we will further refine this to continue to make sure that this is an accurate representation one of the additional staff that we talked about and having contracted for next year is the district data analyst and assessment coordinator which is an internal person and she will continue to
127work to refine this so that we have this real-time data by student and then by school and then the next slide um this is a dashboard um you can't it's interesting because it does color code so it must be a reception but what you see is the high school college readiness dashboard and so each of those columns the first column reads cumulative gpa at or above 2.8 601 students or 65 of the high school are currently at a cumulative gpa of 2.8 or better and so this dashboard is in development and we're refining how it looks um but before we take it public on the website but one of our goals was to have a universal percent of students meeting certain college readiness on the dashboard and having these in place will be very helpful
128in measuring outcomes as we present the strategic plan next month so i wanted to highlight some of those things for you and with that i'd be happy to answer some questions on short cycle reports things that you saw within there so again i didn't want to read the whole report but i wanted to highlight a few a few features and if you read things with report i'm happy to answer questions all of our elementary principals as well as maggie and tim are at a leadership institute around continuous improvement and that is why they're not present in person and why you saw maggie via video today but i'd be happy to answer questions based on our conversations i just had one question kim um doctor amidzic sorry uh regarding the scorecard um if you could just
129explain these were um you know the goals that were set were part of a strategic plan that's just closing now right correct and so they had already been vetted so to speak by the community by the board and and our you know when we start our new strategic plan we'll have new goals so some of those questions were all just a result of that they weren't coming from any crt agenda or anything like that thank you no the scorecard outcomes um were set based on um the strategic the vision 2020. and the outcomes that were within that so they are not new they were vetted by the community both and this is part of the report when we approve these outcomes in the approve the scorecard in september or october i can't remember when we
130finalized um and it was based on input from vision and then based on input from the welcoming diversity group in which we had a community convening in october of 2019 so no there was no specific agenda that was new it was part of an ongoing review of the strategic planning outcomes that were approved by the board in 2017 and continued metrics so when you take a look at the strategic plan in july on july 12th and then we look to approve that administration will then take those strategic priorities and identify metrics that were our appropriate measures of each of those areas where there's strategic goals and bring back a scorecard that would be an annual check-in on those outcomes are we making progress towards the strategic goals approved by the board and i think that's
131a really good point is so we have the s the strategic plan um you know we're coming off of strategic plan 2020 which is this our third year fourth year it was approved in 2017 the work was done in the fall of 2016 and approved by the board in 2017. so that's something that has guided us for the past four years and then annually we do have a district scorecard that the administration puts together we have a conversation at the board level to say okay here from a district level this is what we're going to work on for this year that'll help us advance overall for the strategic plan so we're coming up to to approve another strategic plan which will guide us for you know probably three years but then every year we will
132approve and evaluate the superintendent based on the district's scorecard and here's what we said we're going to do this year to advance the strategic plan and do we achieve things do we where do we exceed where do we should we celebrate uh where do we have gaps and need to focus on so i just want to clarify that there is a strategic plan that guides us for a longer term prayer period and then there's the district scorecard that is really an evaluation of every year thank you all right any other questions so as kim mentioned that we'll be bringing back we'll be hearing a report for the strategic plan based on some of the feedback and community input that's been happening this spring at our next board meeting correct dr joe schrader will join us
133on that day about process and recommendations perfect great next item on the agenda summary of board member professional development so here's an opportunity for us to talk about maybe some development that we've gone through in the past month something that's on our calendars going forward anything that anyone wants to share sure in april i know we i don't think we had a chance at the last meeting to share but i attended a hiring teachers webinar through wasb um that i just thought was very interesting and helpful and i do appreciate all the work that our staff here does with that especially julie everything that you do i know you're constantly working and looking for for applicants and so forth so um it just it was a nice nice webinar to actually hear about the process
134and how that's done and then there was a superintendent evaluation seminar on june 8th it was my last day of students and it was right over my lunch hour so i had a chance to just attend that because i know we're going to be talking about the evaluation soon so i thought that was helpful and then i believe board member grogan and i for sure and i don't know if anyone else is attending next month there is the summer leadership institute in green bay so i'm looking forward to that it's always a good opportunity to network and they they get some good speakers for that great yes and with um clerk vincent and i that should be enough greendale power for but anyone else who'd like to come was certainly welcome and we i should
135uh clarify too we are usually posted if there's more than two of us that attend those events right yep yep anything else that anyone wants to share all right then uh continuing on with calendar review now that uh school is has ends up school's out yeah um anything that people want to share i know the green markets in the village have started on this friday i'm sorry this last weekend gazebo concerts on saturday and sunday the parking rate hosts them on sunday the gea host them on saturday night this week wednesday we have our board retreat where we'll be doing some professional development with wasb and looking at board superintendent relationships and workflow so that is from 5 30 to 9 5 to 9. um and we will be at the host tower and then
136july 4th there is a parade this year and the board will be participating in the parade we got our information will be slot 19 or whatever we will have the bus in the parade and if you want to coordinate any kind of distribution of the thing the school board will be distributing the best candy in actually i the be in charge of purchasing it okay okay the new members by having them get the candy there you go so we'll and i will join you for the parade louise blankenship is going to be with us for a retreat is that correct from wasb yes okay i just want to give a quick shout out because i stopped at the dan mattis memorial golf classic on my way to the meeting tonight they had a very good
137turnout the parking lot was full at tuck away there were great very unique baskets that the all the athletic teams had put together hoping to win at least one um and you know was really impressive effort that they made that's great that's great to hear glad you were able to attend we've talked about rescheduling a facility tour so it sounds like we have at least four board members that would be able to join next monday night at 6 pm so we'll plan to meet in the entryway here at the high school and then we'll target out a certain amount of time for each of the facilities to see how much of that we can get through but mr coombs and i will meet the team at six o'clock next monday perfect thank you looking forward
138i should ask um one of the calendar things that i'm not sure we we've firmed up yet is when are we meeting with the village board i am waiting for response there was um a little bit of confusion around the june 10th date but we are looking at the week of the 12th so i will have as soon as i have information the week of july 12th um waiting to hear back from the village board about their availability to engage that week so it won't be the 12th because we have a board meeting that day and i know uh president did mention to me that the goal is to try to get as many members but they're going to try to forge ahead this time instead of you know if one or two can't make
139it we're going to still try to make this happen so yeah my conversations with the village manager he's working to make sure and i don't think you'll have full village board participation but you will have a quorum okay especially during the summer it's always hard to right out there um all right then the other thing board committee reports what's happening with some of the the communities that we were part of well park and rec met on june 9th and they had their when they for summer registration their first weekend they made 32 000 plus and they have full classes and cooking and several other areas um they're getting ready and set for child care and are pretty pretty full there if not they were at a point where they were actually considering turning away because
140they were that full but i don't know if they ended up doing that or not they've had several events they had a paper shredding event on may 22nd which was very successful you mentioned the concerts uh there they had the market starting which was very successful they had a perennial plant exchange which was another big success and they also had i'll just say the bike event and the truck event which was the 12th they had over 200 people attend so um they've been doing very well they are trying to raise money for the gazebo concerts so if you are interested in helping the park and rec you would go to their facebook page and they have a link there that you can go and donate they will have a winter show for the community theater
141i can't tell you what it is because it's super secret um and they are continuing with their movies in the park and we're having adding one new addition to the gazebo uh events this year on july 31st they're doing a midsummer night's dream with a shakespeare theater group excellent swsa as i said we've been meeting regularly there does seem to be some momentum with superintendents and board members that have been reaching out to legislators i know dr mizik you've been reaching out to our representatives so i think that's really important their decisions are clearly not made yet and hopefully hopefully we can continue to encourage locally for our representatives but those meetings have been very helpful and especially as we're going into next year with decision making with the pandemic and you know the whole
142mass mandate and all these issues i think it's really helpful to have these discussions um as a south southeastern alliance all right very good um i know from i attended the first my first education foundation meeting they did award a number of scholarships uh to graduating seniors this past year um or earlier this month so that was good news and they will also be hosting um the lions club has allowed them to host some of the the games i think there's a couple of games at the at the fourth of july festival so the education foundation will be hosting that and and using that as a source for some of their um fundraising this summer and then i attended as our cesa delegates and for our region we elected field to represent us on the
143board so they are serving as our representative so if you have any questions comments or concerns that you'd like me to relay i'm more than happy to do so so you didn't run for the board i didn't no i did not i figured i'd uh not the first year and plus greenfield was already submitted in they were pretty excited about it very good yeah so cesa's going forward and i think that is everything so far on my reef committee reports all righty um legislative update sure um so jonathan touched on the whole biennium and um really just trying to keep track of where it's going it's they're calling it a shell game because the pieces are constantly moving so i won't touch on that too much but assembly bill 196 passed the state assembly on
144june 16th this bill is aimed at borrowing mail to female transgender athletes from competing as girls in the inner scholastic sports this bill is actually headed to the state senate this proposal is likely to face a veto they say from governor evers so that's just in our athletics and then assembly bill 330 has been passed by the state assembly this bill requires full-time sros to complete training approved by the office of school safety and they will be keeping a database to track sros from the entire across the state to indicate that they've had this training so that's pretty much all i have i think it's important to say that the greendell sros have completed voluntary sro training annually right all right then any comments from visitors this evening seeing none we are adjourned marianne would
145you like to gavel us out [Music] so swing that gavel [Laughter] as many times as you want we are adjourned thank you i got it on video awesome it's not
