001order and this meeting has been posted and all five members of the Greendale Board of Education and all seven members of the Board of Trustees are present all right please join me in standing for the Pledge of Allegiance all right and we already took roll call and at this time we will take any comments or questions from visitors this evening all right seeing then we'll continue so the first item on our agenda is the fiber optics update and the shared service agreement or joint IT services oh good evening it's good to report good news on this topic so we're going to be connecting to Franklin schools fiber and that fiber is now in place its construction has been completed what we're waiting on at this point is a draft MOU agreement from Franklin their attorney

002is reviewing it right now and there'll be a separate agreement for Greendale schools and the village of Greendale but connecting to the same bundle of fiber and the idea is that we would own the strands there'd be a one-time purchase fee and then we'd have to pay to connect but then we would own them for for life so step one is done we're kind of at that MOU stage just waiting we've already started the conversation with MCE fiber contractor and so we can get some high level pricing I can tell you that the numbers you're looking at just based on prior experience with this company is probably or than the neighborhood of 30 percent over what we're actually going to see but this particular map is the Greendale schools connection so again at Ramsey and

00351st existing fiber runs right over what Franklin did so it's an easy connection as far as the village there is a vault right in the front yard of the DMV building and lumison Grange and so there's a couple of different routes proposed routes planned obviously an old satellite image without the new building attached that arrow is approximately where the fire department server room is but about 50,000 for that connection so again a little bit conservative on the numbers but happy to say that it's right across the street now so a lot further than previous presentations any questions on the fiber project when is this expected so I'm always hesitant to answer that question because this has been like the 3/4 your nightmare project but it's in the attorneys hands at this point the actual construction

004and bid process can happen in a couple of weeks so that the technical part of it won't take long at all at this point it's getting that agreement established Thank You Ryan once the fiber is laid as we look at annual costs for the line what would those annual cost be sure so again we would own those strands of fiber annual costs are maintenance related so if there was a break in the line and we needed to pay for a splice it's hard to obviously predict an accident like that from happening but that could be a cost another cost that we see just with the Greendale schools fiber that we currently have in the fiber the village has is something called locates so somebody calls diggers hotline they do allocate they put the flags up

005well then we get a bill for that and so every time that happens one of those necessary evils so the the proposed structure that's going to be in this MOU is whatever the total cost is for maintenance it would be split evenly between all the parties using it and again and in past meetings I had talked about this greater we can project of connecting different municipalities together but they're all proposed to connect through the same bundle of fiber so there could be 25 different municipalities connecting through the same bundle so total maintenance costs divided by 3 initially 25 maybe in a year or two so it's it's really in our favor that way and we certainly couldn't do it any cheaper just going out on our own and doing it so the partnership there is

006is important can you talk a little bit more about weekend yep so we can I probably know for acronyms for what we can stands for but this particular one would be the the walkush educational mmunity area network and it started in Waukesha and it's branched out so they've connected to this city New Berlin New Berlin is connecting and including the schools they're connecting with Muskego that's in process Muskego is connecting the Franklin Franklin is connecting to Alverno and they're connected now we're connecting to them and so it's all about this redundancy so when we connect we'll have four redundant connections to the Internet and then you can do neat things like the fibers cut here you know we can cross patch and bring Franklin up online through our redundant connections so there's a lot of

007neat things you can do by by sharing that and it's cost-effective because the more people that join the cheaper it becomes I think trustee Chadwick had a question Ryan I'm the maps that you shared so once we connect once the school connects to the fiber optic he'll connect all five schools within the district for the village what will be connected from the village will it be Village Hall in the safety center yep immediately it would be the safety center so police and fire and there is fiber that currently exists between the Safety Center and village hall there's future plans to expand that further out to other buildings but immediately that's what would be connected and what about the CLC where the library and the Park and Rec yep so that's one of the probably the

008Owens speak out of turn maybe the first one after this to happen and even sooner than that I'm looking at some relatively inexpensive hardware to connect you know we own a clock tower and you can put antenna on there and easily connect the CLC in the health department with a couple hundred dollar radio so that might be a cheaper alternative till that fiber isn't make use of the Clocktower we Ryan and I have discussed it it's just dollar dollars for us so it's a matter of trying to you know fit as much in as we can I think the current build-out price went up a little higher close to what we originally thought it was gonna be so we're in a situation right now where I think the quote was a hundred and fifteen thousand

009dollars a piece to connect in for the Health Department know for the village in the district with oh yes 115 yep each and that's just for the the the internet the Alverno connection that's that one-time fee to own it so that was a it was our initial understanding is it was a hundred and fifteen to be split and that is not the case as far as the fiber goes Ryan Franklin's had to install and had to have installed a half a million dollars worth of fiber from what is what I've seen running around yeah more than that correct yeah because we just have to going back to this drawing instead of going you know one of the other things we looked at is Greenfield currently is connected to Alverno but the nearest Greenfields network is

010to us is Leighton and Loomis obviously going kitty-corner across the street is going to be a lot cheaper for the village than going all the way down Loomis and Lorie the so this is just the construction cost to get from point A to B yeah that little physical connection that's the quote for the line you see in the red so the the 115 is from the upper right hand corner point all the way to Alverno college and if we were going to do that ourselves I can tell you dance not gonna be 150 we're not trying to get a quote for the dotted green line because it appears much much shorter it might be able to see it's a village side you know ten twenty thousand dollars and the Emily you would be with the

011Franklin School District correct and would both the village and this Greendale School District have an MoU with Franklin School District correct and we anticipate anything because I mean I think the last time you presented that's where we run into some roadblocks with MPs and the Greenfield the city of Greenfield ents mean what are we understanding from the city of Franklin or those so they really want to work with us and the model that's set up it's in their best interest whereas as many municipalities and entities that can connect the better it's that co-op model and they've they actually approached us and it's been a wonderful experience thus far but thanks for reminding me about the MPs thing that's in the book a few hundred pages back any other questions excellent yeah yeah Thank You Ryan

012now I'm for sharing the update I know we've talked about this for a couple of months maybe a couple years now but I think this is a great example of the village and the the schools working together here in Greendale the second second part of this report is the village and district are also looking at a shared service agreement around consolidated IT services and the the goal is to make sure that we capitalize on Ryan's expertise and knowledge across our entire village serving both the village and the district and so through that consolidated IT services would include general IT services core network services and the IT infrastructure and so we're still working out the kinks with that particular agreement but I think in June here we'll be able to present it to our boards and

013get approval for that moving forward yeah the the actual nuts and bolts of the agreement have been agreed upon between staff for over a month it's really now the attorneys trying to pick add and one-up each other a little bit of who's liable if this happens who's liable if that happens and that's where we are right now but it's going back and forth between the attorneys for the village and the districts we're almost there so thank you right thank you I thank you very much then continuing on with the agenda next time the agenda is another example of the village and the school is working together and the school resource officer so we currently have a school resource officer and there's some discussion about adding an additional staff so dr. kilts yes so we're excited

014with this partnership as well right now we currently have one school resource officer that is a shared cost between the village and the school district and what we are proposing is building in a second school resource officer so that we can continue to build the community relationships and through this additional resource officer better serve our parochial schools so by serving our parochial schools as well as our public schools for able to use fund 80 in order to cover the costs of that additional SRO moving forward so there would be no additional costs on the part of the village for this we would build it into our budget for our Community Services fund and make sure that both police officers are really serving our children in the community and so through the executive summary that we've

015provided you tonight we've shared out what some of those key roles would be in certainly building those positive relationships with students and our families moving forward is critically important as we have more and more of our families dealing with different challenges whether it's mental health challenges or domestic challenges what's really nice with this partnership is the sharing of resources and information across police and the school district so that we're really helping children we're helping those families move beyond some of those challenges they're facing so whether it's mental health and needing appropriate services and working with the police and with the village health department in finding some of those services or in planning some of these school activities where police are getting involved in their type program coming in and speaking about drug prevention speaking about

016social media and the use of social media some of the the challenges related to them moving forward I certainly think that both resource officers will be heavily utilized by the schools and brought in to do different educational programs on page two the breakdown of how those two resource officers would be utilized as outlined so one of these school resource officers would serve primarily Greendale high school Greendale middle school in Saint Alphonsus and the second school resource officer would primarily serve Greendale Martin Luther high school and the Greendale elementary schools by doing that they don't not there's shared responsibilities across and there isn't a heavy burden on one of those officers with both of the high schools many of the challenges that arise come from the high schools unfortunately so this would spread some of that

017out and it also creates opportunities for collaboration and partnering around some of these elements that they'd be doing at the elementary level as well so we're excited with the possibilities some of the proactive activities than that were looking at the officers participating in by state law they're required to participate in some of the violence risk assessments moving forward that's part of the department of justice administrative rules that have come out they would also continue to work with schools around prepare training and this is the response when we have an intruder who comes in and is is attempting to do harm to our students as well as the ellice framework as part of that set up and then annual safety walkthroughs would continue to happen as well so on the final page there are some proactive

018student interactions including instructional examples coming in to some of our high school classes and doing different presentations on search-and-seizure driving laws coming into our family consumer science classes and talking through some of the Health a Oda issues participate in reality days the Taser technology or even technology around other tools that they may be using within the police force and then we've also had the police work with our elementary schools around some of their culture climate activities this past year Jeremy relied dressed as officer McGruff in the dog costume and was part of a kindness cares and kindness agent program at a Highland View in Canterbury and so they would continue to be involved in those types of activities as well so our goal is to move forward with this the village itself doesn't have to

019take any action on this the school board will be taking action as part of the budget process and building this into like I said the community services fund moving forward so thoughts questions related to this we really do I think it's important for the children to know the police officers like personally and they know them and they feel comfortable if something's wrong or even if something's happening the community if you know they've the police officers know who the kids are they're in trouble or it's really important yeah whatever we can do to build those proactive relationships I think is really important what does the University or engage in training so we always make sure that the sorrows are involved in that training with our district personnel so Jeremy's been involved in that training so he

020was involved in the unconscious bias training as well as the responding to hate he's also been actively involved in when it comes to some of the safety protocols he's been actively involved in that he's actually presented with our teams related to some of that so we'll continue to have both of the officers involved in in that professional development moving forward we anticipate this the second officer to be new to the police force or we'll know I know that chief rosanell has a female officer right now who's gone through ok yes our old training she actually interviewed for the position a year year and a half ago and it is top-notch top-quality I think the one thing Jeremy had above her was that experience in the position but I'm fully confident in the the second person

021who would be coming on board and and know that the two of them were to work really closely together as a matter of fact she's already started to do a lot of work in our school she's been out a number of our after school events to make sure her presence has felt and so chief roles and I was already started to lay some of the foundation for to have a successful transition into our schools and then that would be require a back fill for her role within law yeah the village actually has somebody coming off of a mill military Millett leave okay so that person would any other questions just against right now we have a MoU around the Aceros and in that MOU it outlines what their calendar looks like in terms of obligations

022with a school and then during the rest of the time could be utilized by the police force however the chief desires so would become patrol or would would help with the different summer activities and be an extra patrol during the busy summer activities if we also if we have an a major event or some kind of major incident it's an extra officer we would pull both amount of the schools right they they always respond to those major events in the community good question but the budget for the full year for that we will have to change this I wrote agreement I believe to include the second officer if called full funding we can tackle a minor all right trusty again our trusty permian Martin Luther is after this I was yes we've reached out to

023both parochial schools they were extremely excited to partner with us around this great and we we did have some conversation with them initially Martin Luther was actually willing to help cover the costs of the police officer the tricky thing is when when district takes a look at that Community Service Fund we have to make sure that it's going to serve the community right so if we're asking the parochial schools all of sudden to cover that cost that officers in serving the entire community at serving just our schools our public schools so what we ended up doing is letting both those parochial schools know and again they are willing to offset some of the costs that will cover that as a public good through our our Community Service Fund moving forward and they were extremely excited

024with that any other questions all right again I think it's a very good example of the schools in the village working together I know the police chief has been very very instrumental in some of our safety walkthroughs that we do on an annual basis with at school so this will just continue to strengthen that partnership I think next on the agenda the Coalition for diversity equity and inclusion so dr. Kills will be sharing with us an update on that I'm excited to announce that we do have a Community Coalition for diversity equity and inclusion we have three co-chairs for that particular coalition I serve as one of the co-chairs Todd Michael serves as one of the co-chairs and demerit is also one of the co-chairs leading to this I've outlined some of the activities that

025have occurred leading to the coalition we really started with the focus groups that we did within the district six different focus groups that included parents community members business owners students and then from there we did hold a community leadership workshop it was a three-day workshop that some of you were at and I think through that really came to a deeper understanding of some of the challenges we face in the community and and hoping to look at some solutions moving forward so out of that leadership workshop really emerged this coalition and the need to put together a steering committee so there was a formation of a steering committee it's about 19 people who make up the steering committee for the Coalition and they've met a couple of times we have a meeting again tomorrow and what

026they're going to be doing is taking a look at the feedback we received from the community conversation a couple weeks ago that community conversation was facilitated by the Zeidler Center we expected about 50 people we ended up getting about a hundred and fifty so we just had to keep holing out chairs as people were arriving and it was a unique setup where people had an opportunity through smaller circles really to give their perceptions of both how the community is welcoming to members of the community as well as what some of the challenges have been to feeling welcomed in the community and then generated some ideas around solutions to make Greendale more welcoming community for diverse families for new families coming into the community and so from that the coalition the steering committee is going to

027take that feedback and start to generate a strategic plan and with that strategic plan identify two to four priorities that will be shared out at an alignment event in later July with the full community getting feedback at that time and then based upon that feedback forming those work teams priority work teams to actually start doing some action around some of this we've also in the schools we've done some work with a student equity team and that student equity team has actually generated some solutions and recommendations that they're moving forward with so the two recommendations that came out of the student group one was around a mentoring program for new students coming into the school and ninth graders coming into the school they called it a Big Brothers Big Sisters type of mentoring program to help

028with the acclamations and and that sense of belonging and then the second priority for them was just around building and appreciation understanding of different perspectives and looking at different cultures different races different religions and looking at opportunities both in the school and outside the school for students to develop that stronger understanding appreciation for difference so I'm excited with some of the work that they're doing and putting those plans together it's really student driven and they've got teams that are doing that work so moving forward we look forward to continuing to work with community members our businesses with the coalition and making a difference for our families moving forward Todd anything else that you have related to them okay any questions or thoughts related to that as the date for the July meeting Vince enters that

029still in process that I know there's a tentative date it's a Friday Saturday combination that's in late July believe it's that last Friday and Saturday in July is that the 27th 28th kids at it kitty 26 27th and the times that we moved we can I'm I'm out of town 26th and 27th so I think that's conversation for the steering committee yes I think that was the initial date set up by the facilitators who are helping us I know I've been part of some of these committee meetings the that's the alignment event you're talking about correct so we envision that to be a two-day kind of workshop and like what what is it looking like in terms of who's gonna be involved with that so there's a work team that's actually being put together to

030plan out the the day and a half for that but the idea is that on that Friday as part of the activities the steering committee would share out the strategic plan get feedback and then take that feedback make whatever changes to share the final draft on that Saturday that captures all the feedback any other questions what's the United so we've had a couple of different student organizations have emerged from this as well the Black Student Alliance as well as the United Student Alliance the United Student Alliance is a group really dedicated to diversity broadly defined and setting up different opportunities to explore diverse perspectives whether it's religious sexual orientation race you're welcome any other questions all right things for the update I think you know there's been a number of activities that the school is

031taking on over the past several months and and I think the great partnership here is that the village has been side by side with them with the schools I know Todd you've been involved with it and I know several of the trustees have attended some of the the workshops as well so thank you for that partnership and I think this will just continue to move the village forward and I do tackle that I do appreciate the commitment of different community partners around this as well I think it's important the stand United around this and and do better by our families are moving into the community and to set a model set an example for other communities in the region I can tell you that in talking to my colleagues and other districts there are many

032communities struggling with the same issues around race and diversity and I think that when you take a look at the approach and some of the events and activities that we've done and the way we're going about this it'll make a difference and again I think our community's looking at how we're moving forward and building this into the fabric of our community so thank you for your partnership around alright then next on the agenda from the school's is a district construction update so as everyone was aware last November a referendum was passed and there's going to be some work that starts this spring in the summer so it is going to be a busy summer for us and it may complicate some things especially during village days and our fourth of July celebrations when you take

033a look at all of our elementary schools our elementary schools are going to be closed for the summer because of some of the external site work that's happening as well as some of the internal air-conditioning work that's being done so when we take a look at Canterbury and a lot of times using 3rd parking lot and that drive the road going out past Canterbury that's been the escape route typically for people coming to village days and to the 4th of July celebration they're not going to have access to do that and we'll continue to have different activities happening at the middle school during that time not necessarily summer school activities during village days or the 4th of July but we'll have some daycare programming going on for families through our Park and Rec programs so

034Todd and I are working out some of the logistics and seeing when we may be able to keep school way open parking Street open and when we may need to direct our families to use krokus court and that back entryway into the middle school parking lot so I think we have some options and alternatives to prevent any sort of impact on the celebrations that we're having but we'll have to manage through some of that and figure out that communication moving forward when it comes to the middle school we're hoping to get most of the middle school done this summer so when we're talking about that work at the middle school it's really taking a look at our gym redoing the the gym space redoing the library space we're also renovating the tech ed room and

035our and our library so this is a rendition of what that library will look like once it's all done if you've been in that middle school library you know there's a space as you come into the middle school library off to the right has been used as a makerspace and the idea is to glass some of that space off the the when students are in that makerspace they're not necessarily quiet and so there's a need to actually glass that off and soundproof it a little bit so that when students are doing some of the problem-solving imagining in that room they're able to do that and articulate and collaborate and do those types of things were sounds and noises made right a little different approach to how we're using the library and then as you take

036a look at the library the functional space of the library it's much more collaborative space being able to go in there and do either small group work large group work being able to do some creation either as a group or individually around video production or media production in that space moving forward and their tech ed lab downstairs we don't have a rendering of that but in our tech ed lab downstairs that will also serve as a makerspace going forward where students will actually have opportunities through different projects to do some creation using 3d printers plasma cutter CNC machine so getting some of those experiences well related to some of that stem stem background so we're excited with some of the changes there and look forward to that being done by the start of the school

037year in mid-august at the elementary schools the updates there are really going to be around the external site work so taking a look at our parking lots drop-off pickup as well as looking at air conditioning we have two renderings one of Highland View so with Highland view over the course of the school year is when they'll start to do in the new construction Highland view is getting six additional new classrooms off on the east side so as you go up the hill that drive-in parking lot up on top of the hill on the south northeast corner will actually disappear that's where the six new classrooms will be and then down the pardon me that's north northeast part of the campus on the northwest part of the campus where the current parking that's where the new

038main entrance and office is going to be as well as a multi-purpose room so this is a rendering of their new entrance main entrance going into the school on that lower level where the main office is going to be and then that's multi-purpose room that's going to pop out in that space because the buildings are really weird shape it's basically three octagons together and so the multi-purpose room will actually be built in between two of those octagon spaces the other rendering we have is of Canterbury so Nate if you can bring that up so right now the current facility would be what's on the left side here where you see that white sign on the the wall that's sort of that's where the gym is currently and you follow that pathway up to where the

039main entrance is where you see the multi-purpose room is where we have a current playground so that playground would disappear what you're seeing here is the main entrance into Canterbury into that multi-purpose room secure sequence into the main office on the right there so the main office multi-purpose room would be new as well as two additional classrooms off the back of this new space and then over the summer here's where we would when we would do the site work with drop off pick up more additional parking space at this site and then the final renderings you have the final space to talk about is the high school and at the high school what's being done this summer is really the air conditioning and the high school gym is being done so this is the new

040addition for music this is the new addition for music off the backside and so this would be your major entryway coming into the Greendale Performing Arts Center with that new music addition and then the second picture is the new entrance into the gymnasium right now in order to get into the gym you've got to come up the hill through the main front entrance and then down the stairs under the gym this will actually be a new main entrance into that gym competitive gym area so be a Plaza walkway in their lower parking lots that would come in on the east side of the building through existing doors so a much more natural intuitive way to get into that gym moving forward so any questions thoughts about the work this summer partner so the high school

041is going to be done around the same time as the other new construction this will probably start in late November December early January and be done for the start of the 2020 21 school year I just had a question regarding the construction and maybe the village side of things are we expecting any major road projects or anything this summer that will interact with that at all or have any effect on just travel you know with these projects going on and so forth no no the the two ball fields will continue to stay there there may be a little different orientation to those ball fields moving forward but they correct any other questions with Highland View I know it's kind of heated in terms of the exterior and so forth is there in the plans is

042there anything like or is it gonna match the the new plans are they gonna match the current or are they doing anything yeah so we right now the exterior is the bright blue and actually that's fairly new so that that's there used to be a tile used to be a mosaic mosaic tile on the outside so well the color isn't necessarily my taste we have no plans to change that color and the new addition will accent and try to optimize that color moving forward is there gonna be I can't recall from the presentations is there going to be another entrance to the parking lot at Highland View then because the upper Lots going to be completely gone correct there was talk at one time of going around the other way of the school is that

043you mean connecting the two parking lots together I thought there was gonna be a travel pattern that was gonna clear is correct so there'll be an actual lane created for buses because right now what they do is they park in the middle of the parking lot rather than having a separate space so the new exterior plan calls for a separate bus lane where they can park and then that being separated by a curb curb separating that bus lane from the actual parking lot I think this is a good showing so that new part is where the main entrance will be so what I think about it you would park down in that main lot and then have to walk up to the top of the hill to be beeped in I wear the the principals

044in the office was so now this is going to be a little bit more a nicer flow where you'll then enter the the main entranceway right here from the parking lot referre guessed right my trusty tattling on the top so what they're going to do at Canterbury is make sure that all the grading is done so that in the future we could convert that into an amphitheater so it's so then maybe a park and rec fundraiser activity moving forward because that right Jackie she's she's smiling back there because moving forward that certainly could be another space like the gazebo to do different community activities concert series right in the woods there and just so everyone's aware the school year for the 2019 2020 school year is going to be adjusted a little bit so we'll

045be starting mid-august this year so typically the schools start after Labor Day so for the 2019 2020 school year they're gonna start mid-august and what they'll allow us to do is to finish around the Memorial Day in May of 2020 and then that will allow for a longer construction time in the summer of 2020 so just want to make sure that people are aware of that that the school calendar for this next year is being modified to accommodate some of the changes all right then thank you dr. kilts next item is we will get an update from the village typically we go to the second week in June dad's gonna share with us an update from the village yeah plan done just doing an update on some of the projects that were working on very

046various projects that the villages work in in various stages of potential development better chance of happening kind of outlandish concepts and some of the projects that we've already approved that we're moving forward with this is a rendering it's a little harder to depict it but this is essentially using the second floor of the former Sears building for parking for indoor parking and then if you can go to the next slide they would essentially then next to that indoor parking build an apartment complex staying completely in Greendale the developers really wants to build in Greendale if they can i think the the sales that are the rent rentals of the apartments the first phase and what's going on with the second phase which will open up at October you know they want to have another project

047kind of in the works if the second one fills up just as fast so this would be very interesting because they're the great change on the left side they're actually going up to the upper level you new round one is the box on the right it's it's very interesting I mean it looked beautiful you know the rounded part of building but can kin and can they do it is a question go to the next one please this is a rendering a developer did trying to fit a hundred and eight apartments and four storeys on roughly what's the Bali site including parking and changes to the Ring Road not sure if this is going to move forward the mall owners have indicated that they're not real fond of this type of housing so not so sure

048we're also dealing with another development on the same site possibility of looking at going even higher than four storeys at that site this is really pretty far from residential homes and if you went higher the views from the upper levels would certainly have Whitnall park to the west and to the south it would be very nice good next one please we're working with actually the mall owners and in the district to try to see if we couldn't put some kind of rec center at the mall ironically nationally this is what's being done at a great number of malls around the country the vice president of development at Simon Property Group who owns the mall actually told me I think he was working on three others besides this one at malls they owned the next one

049this is a concept drawing a little a little hard to see other than the obviously two full-size hockey rinks a gymnasium with that can accommodate three gyms and that would be on the side of the former Boston store yeah the building would come down this is about 80,000 square feet of development that you see there oh the next one please this is the second floor which basically would have the locker rooms open to the the gym would have a suspended walkway for walkers so the guys could be open as a recreation center for the public also it's still in the concept phases there's a there's a any group that really wants to do the hockey portion and we're not sure where it's going to end up public private however or a public-private partnership but you

050were pushing either the public side or the private side let's see see which of which of them it happens before all right goes next with please and that's where you're really talking the north north is up on this drawing and that's where the REC rec center would be one possibility is maybe raising the gym portion that's to the west one level off the ground so that you could maintain all that parking and it would be covered parking there's some concern with the mall owners about having enough parking obviously especially with this with this type of use but you know they're excited about it because of the number of people that would bring in you know these tournaments that come in hockey basketball volleyball it would bring a lot of people to the mall which would

051make them really desire it retardo building would be a in front yeah yes any questions about it regarding the first one of the apartments we could do we could actually Simon sera tej actually owns that land so it really would just be changing the property lines we could ask them to see if they do some kind of border we did consider changing the borders it's kind of evening up the borders they're a little jagged in that area yeah to make something yeah something something that both benefits both of us we'd certainly look at it we don't know that yet I'm not anticipating the village we don't know for sure yet we've talked about wouldn't it would the district with the district run part of it would it just be totally private if the districts you

052know if the private private sector can get this done would they be the ones or would it be you know maybe the hockey uses leasing from the district and that runs that use it depends it could or it could not that's all part of the in your we're at stage two maybe of the ten stage process right now I believe the assessed value on the Boston store parcel that's before the TIF is around five million dollars so you'd lose that tax ability on that five million couple hundred thousand bucks when five million on evaluation of what was the total will is pretty much three thousand 14 this how much No five million I would say five million out of the total village valuation about fourteen billion for the whole tax levy I'm talking the question

053that was the question was what what would the taxes be on that five million how much so you what you said a couple hundred thousand how would he get enough top my well that's the total taxes for us it's only our course our quarter it's not much that all really wouldn't look at it it's not that much it's not it's not something that's a killer or that I would rather see the mall stay vibrant so that long term we've got that as a tax base but right now with it being an empty shell what's the value right now as an empty shell right now it's not generating any tax one hundred thirty thousand so that Accord hurt us thirty something that's not bad so these drawings are all from developers then is that so that

054this is what the market is saying could happen in this area yeah do you go the next one then are these anymore I had a question about the apartments on the corner did you say buy Bally's where that is now there would be an apartment on that very corner well it's Bally's plus oh not the corner not the court I was having trouble visualizing that one more don't go forward someday a Jewish one yeah the the gas station would stay the Bank building would stay they would basically have to get the Bally's property and then shift of the Ring Road the configuration in the Ring Road so the street on the bottom is Grange Avenue that's great yeah so is it the red is there where we lose the apartments register parking the blue is

055the apartments did have underground parking too also and then the shaded behind it is the current Bally's building correct yes so so how did I guess I'm getting there's the there's the new Greenbelt apartments and then there's this is there a plant like is there any big picture on how many apartments were trying to build over there we had a study done years ago it's probably four or five years ago now that said really the market could handle about four hundred unit four hundred additional units is that what we're trying to do though are we trying to move away from trying to diversify the the tax base and provide and provide some more people around the mall that would shop there you know obviously Greenbelt departments you've got the you if you live there there's

056a you've got the theater right there you've got the mall there you know Luigi walking distance to all the restaurants that are round there you said that'll be four storeys that's what their concept is but as I said the the mall owners aren't keen on this concept and they own part of the land and the interesting thing dealing with the mall and mall developing look at the mall they all wanted when they built them all signed the original owners of each property sign of reciprocal easement agreement which gives them all the owners veto powers over any new development you know the original agreement said you know probably Gimbels at the time now it's a Macy's building Gimbels had to get they had to sign off on any change to anywhere else so they essentially pay

057each other off when things like that happen when we put the first Berkshire Greendale and my understanding is that JCPenney got paid $150,000 to change the Ring Road just because that was going to affect their business for a year or so so that's we're doing development if they all don't get it that it helps them all and help their property values you know they might not sign off on it so far we've been I mean they've all gotten it that you know the apartments that we put out there the theater obviously is good for them all they're like like we do strategic plans and things like that the school board level is there some three five ten year plan for what's happening over there at the South Ridge property we just need the Board meets

058in closed session and kind of talks about different concepts and what we'd like to see what we'd like to see happen there we've been talking about this for quite a while years I never he develops and redevelops I think looking at the wreck complex at Southridge would generate a number of possibilities for Simon and for Greendale when you think about seventy-six then what's happening at the rock even though some of our community members aren't happy with what's happening there when we think about seventy-six being and sports corridor with the baseball soccer complex there's a golf complex going in there and then when you consider what we're envisioning with hockey basketball volleyball potentially wrestling and getting different tournaments happening there you create this need then for hotels and restaurants and I think it just leads to

059a number of other possibilities as part of that master plan but I think you've got to have some major pieces come come together like a recreational center that will attract and draw some of these other opportunities I think for me the exciting thing is that developers are looking at this area saying what could it be you know I think that's going to be the challenge for the village is keeping this a vibrant part of the village so I think it's it's encouraging that developers are coming in and seeing different things and and where things actually settle like like Todd said is that some of these are further along than others and some of them just may be you know air balloons kind of seeing what what people react to I think it's encouraging that developers

060are coming to to the 76th Street corridor and seeing that as an opportunity in different ways what you're seeing happening on 76th Street as you watch Outback Steakhouse go to 84 South Coles moved 84 south now we're getting t.j.maxx coming to the mall it's kind of splitting between the two it's either gravitating towards 84 south or the mall which obviously is good for us you know but it's really leaving a void in the center that green fields in that screen shopping center green green fields kind of in this got that center section they're losing a lot of you know FedEx left and went into 84 so you know they used to pay taxes Outback used to pay taxes to the general fund in Greenfield now they don't pay taxes they paid it in the tip

061you know seamless FedEx do you envision any changes with 76th Street or Grange Avenue needing to be widened in any sort of the way at any point I really wouldn't a traffic counts have been pretty consistent they're the main impetus for any widening probably would be future growth in Franklin they still have a lot of room for growth you can go to I think trustees Borowski we're work I mean Gary and I are working on it and on the public side and Simon's still working with the private developer and eventually we think the private and the public might have to come together they can get it done I wouldn't say we're slow tracking I was gonna say I think we're pushing pretty hard okay I mean this is probably a 50 million dollar development and

062I think the thing to keep in mind is what's happening at malls these days I think South were just been ahead of the ball I think with you and all the stuff happening on the south side or the north side of the mall with TJ Maxx coming in and even round one right now who said they have had greatest start up at this mall anywhere in the country so this mall is really I think has a lot of great things going onto it and I think all this talking things we can look at will help that that we see but I'm where you are I think restaurants is kind of where the next ball rolls into this and people can stop and eat and have places to go to so is there any thought with

063the REC flex they have something for community members like a walking track or something cuz a lot of community members use Southridge to walk in um is there any thought to that yeah so the there would be recreational facilities so there would be a fitness center and then on that upper level the second level would actually have three studios that could be used for recreational programming and then the there would be a track elevated above the forecourt gymnasium that would be there so it would be open to the public to use we offer memberships certainly at a decent price for our community members moving forward as well so and then from the the second level as well you'd have access into the mall there would be access to seating for the competitive hockey rink opportunities

064to do a store there with Greendale gear whatever else as well as like I said some office space for hockey rink for the fitness center and studio space so I could see our community using this on a regular basis and then our hope would be that this would be our competitive courts for JV and varsity athletics great opportunities any other questions on this all right god as it's something sally Chadwick mentioned before the meaning when we were eating dinner Veterans Memorial should is scheduled to start construction June 3rd we did that project and awarded it that's the overview of the project there you go the next one the the main memorial areas shown here has a berm behind it and then six six monuments with precast concrete on a kind of the bottom and then

065bottom on top and granite pieces that's the dark thing in the middle of each moment that you see it's it's a granite and it'll have a plaque on it and it's all LED lighting and there's a electronic memorial kiosk where you can pull up various various videos list the donors correct me if I'm wrong you wrote the list donors the wars and then link there to search for Bachelorette attractions and that would be inside uh it's an all-weather kiosk which we have already but it also would be inside of an enclosure so that you would see out of the weather we're hoping you know I'll be done later this summer and then groundbreaking as soon as we had we have enough grass hopefully we have a wet fall like you had the wet spring it

066would be nice for growing grass the way things work out that's probably not going to happen any questions about that do you envision this being a place then where there'll be the ceremonies and things in the community yeah we've been in the agreement we have with the veterans group for the funding the memorial and continued maintenance of the memorial and used to the memorial small events our author kind of authorized didn't need in the memorandum but anything over I believe it's a hundred people if they'd expect more than a hundred people they have to come to the village board for approval so that we can make sure they have enough parking or if it's let's say the the ribbon-cutting ceremony for its opening we may get you know large amount of people and maybe we'll

067shuttle bosses who knows if we're depending on how many we're expecting you know the village maintains it in the end there is a maintenance fund that we have from the veterans groups we hope you can all come to the dedication I'll be this fall okay do you have a date for that yet or you're holding that close to your chest it's okay it's okay we're keeping we're keeping whatever Joe we're keeping it from doing what just about every contractor or that I deal with with the village that comes in you know whether they're building apartment buildings rectory building at st. Al's everybody's optimistic to begin with and and we know there's no hangups you know getting some wood material that's backlog or something we don't anticipate we've taken that into account into the planning we're

068lucky to have British Radle as part of the as a veterans group and part of the design team where he knows the business he knows the granite and engraving pavers and things like that so he he knew we had to order the granite you know what I think it's 90 days ahead of time to lead time to get to the main granite monoliths so we're hopeful the end of September but you know projects have a tendency to run into snafu who said delay they're their final there be security cameras in that location we have wired or put a conduit to a pull out shouldn't quote this way I'd know I know we did it we have a conduit running to a street streetlight near there so that if we want to put a camera up

069on the street light we can't just shine it right at the memorial site we also have the kiosk acid it has to have internet connectivity so we could certainly retrofit cameras easily and there's there's conduit running all over there you know we could pull loggers through URI can I tell them what your students are gonna be doing please please call help one of the coolest things about the kiosks we've always wanted to be an educational piece and one of the things that um URI has graciously going to be working on this some coming up this fall is that the students are picking a either a battle or a war or something do some research on it and they're going to put together some kind of a video and stuff in that video is going to

070be on the kiosk the following year maybe another group of students may decide you know we'd like to do this so they will work on a project a video a to put into the kiosk so what we're trying to develop is a series of battles or Wars or something okay that the students will choose that they can put together and it will be their creation that we can put on to the kiosk unstuff so hopefully that will be on help the students understand a little bit about what what the Memorial is all about and stuff so I think you're e4 working on that with me I think it'll give their students ownership to which is what you know I think when they feel a sense of pride or ownership and something I think there's less

071likelihood of any problems to occur that's very cool I'm assuming they'll be school walking field trips there as well potentially yeah I can you go to the next slide so I'm Cathy you had asked about projects that we're doing this year road projects these are the road projects we're doing we bid out we bid out five five sections yeah five sections of roadway and we're only right now able to fund three of them the yellow portion on the far left is to take a antiquated design concept which are the asphalt curbs that are in on Park View Road and turn those that into concrete curbing the correct view of the way it should have been built in the first place like the rest of the village was with concrete curbs with asphalt pavement so that's

072very expensive that's why this is what you see those three projects right now are about a million for including engineering but that also you would park views a collector road we're doing the southwest quadrant of East Way which is collector road right and a little tiny piece of Maplewood court up on the up on the top right and then the board is actually going to meet June 4th and consider whether they can find a way to fund the other project the other projects that were bid which them is the street lighting which is the blue dots on the southwest quadrant of East Way Doyle and forget the NEMA last one Gladstone yeah Gladstone sorry so that's kind of an update of new major capital things we've been working on any questions on the paving or

073anything else or back to any other thing else a lot of good stuff happening in the village so thank you for sharing that update we have a next item on the agenda was setting a next joint board meeting date so I think in the past we try to have these twice a year with some of the changes on both boards this past spring we decided to hold off until after the spring election and had it now in in May are we looking to set a date or just I talk about timeframes for the next meeting was there recommendation yeah I would my first thought would be November it's roughly six months before everybody's busy for Christmas we're kind of pretty much done with our budget process by then there'd be enough updates to provide in

074the November time frame there would be yes so Todd when does the village meet it's the 1st and 3rd and Tuesdays so if we looked at fourth Tuesday there would be the 26th in 19 where does Thanksgiving fall 26 doesn't have a Tuesday before Thanksgiving yeah we people are that that's when we approve our budget what about the 12th on that second November 12th I'll leave it to our trustees I was suggesting after the budget cuz that's kind of a time wouldn't really deep into the budget not the ones day before Thanksgiving but we could even do Thursday the 21st Thursday the 21st the 21st no that's the week before Thanksgiving right yeah cuz of the things gonna be on the 28th and then we'll host them at the Safety Center correct okay all right

075we're through our agenda any comments from visitors this evening again I asked you to state your name and address for the record please my name's not godly I think you're on Millbank Road and I'll be speaking on behalf of Paige if I may I have a few of these cars I'd like to distribute just to the trustees because I just kinda don't have as many as I thought I did sorry we obviously handed out a lot more of those than we all we had I grabbed the stack as I left the house and it was much thinner than I was expecting so I'm speaking tonight on behalf of parents advocating for Greendale equity or page ages mission as some of you can see on the cards that I handed out is to represent and amplify

076the voices of those students parents and community members who currently feel that they are not adequately heard or represented in Greendale and especially in the public schools and also to help Greendale school district and the wider community to make it a priority to embrace the growing diversity here and to become more aware of the systemic racism in its past and present and to become a more welcoming community for all we were pleased in page to see the large turnout for the diversity conversations a few weeks ago because it demonstrated that many others in the community are as concerned about this issue as we are however we will continue to push for further community-wide conversations like that conversation that should become more and more complex and inevitably well become more and more uncomfortable as we are

077forced to confront both our individual and systemic biases especially for the majority of us who are white the Coalition for diversity equity inclusion equity and inclusion it connects the schools the village and members of our group we will also continue to push for that group to face up to these hard truths two of the best-known forms of bias against people of color a bias in policing and bias in education these two come together in item six on tonight's agenda regarding the addition of a second school resource officer this is particularly concerning since Paige was founded following the mistreatment of GHS junior Shanice Knox by both school administrators and Greendale PD officers the mistreatment has yet to be satisfactorily resolved indeed in a conversation sparked by the incident just a couple of weeks afterwards GHS principal

078lourdes told me and my wife that students saw the SRO as quote just another staff member and more like a friend despite my insistence then that while that might be true for white students it almost certainly did not reflect the lived personal and family experiences of black students with law enforcement principal loads repeated that statements almost word-for-word when presenting the case for a second SRO to the school board a few weeks ago the inability of school senior school administration to adjust the perspective to incorporate that of people of color as I was trying to voice concerns Paige greatly especially when it accompanies a dramatic increase in the presence of law enforcement in high schools at the very least we request that as part of this expansion the district the village and the police department draw

079up very clear and transparent guidelines outlining when police should become involved with students when the PD is called to the schools and what the police department's own policies are regarding calls to the public and parochial schools we all said all three bodies consult extensively with community members of color as well as with experts in race education and law enforcement to develop procedures and structures that ensure that role number six on this evenings is update to ensure that considered the constitutional rights of all students and citizens are upheld is carefully honored lastly we hope that you will assist us in spreading word of our upcoming workshop teaching strategies that will teach strategies for bystander intervention allowing individuals to recognize and safely deescalate incidents of racial and other bias that we all know occur in our community

080that'll take place at noon on June 8th in the public libraries downstairs meeting room and you're welcome to come learn these strategies yourselves information on that is on the flip side of the cards that I hand out and again my apologies that I only had five thank you very much
