001foreign [Music] credit card I am here jury Glenville magic here Jaeger Spanish music [Music] second emotions all those on paper please say aye and the first thing on our agenda is the consent agenda um Randy do I read through this the items are just uh yeah you should and then when you do get to voting on it it will be a roll call vote okay so we can send an agenda all right so in the consent agenda are September 14th regular meeting minutes uh approval of the current expense and vouchers payable a middle school basketball coach contract to rain Boyce Middle School boys basketball assistant coach contract for Dan fogamacher a volunteer coach which we do not have to vote on but um Brody Smith found your for Middle School boys basketball volunteer coach high

002school basketball Isaac kennel supplementary supplemental agreement Health and Fitness Center coordinator foreign girls basketball assistant coach contract to Jake Terrell and if I may um Barbara and I were looking at the the volunteer coach situation our current policy does still say that the importance is to approve them if it's the first time that they're doing it for this school year we have not been doing yes we should we had so it was probably something to look at so if we can get that yeah foreign if you choose not to do that then they're all one item with one motion one second and one vote so if we want to if anybody wants to discuss any of them you were not approving anyone or we're just approving that there's a position uh no I think we

003just be able to put the name at Joshua's response okay and he's done that in the past right foreign the only thing that maybe stood out is the second item which is to Riverdale and that's just for our this um first payment on our shared services with a speech and language person everything else is pretty pretty normal payroll and such I'll make a motion to accept the consent agenda with the items listed I'll second that motion we have a motion by Duncan and a speckled by shinek who approve the consent agenda as listed is there any discussion follows update nope and I'll call a vote bye finish yes on Pam yes jury Glenville yes the chick yes Yeager yes motion passes unanimously your next item on the agenda is the public appearances before the board

004not for Action so anybody in the audience who would like to speak tonight everybody gets about three minutes to share whatever you have with us the board is not to interact with the public during this time and no action can be taken questions so I'll start okay just take your name Sarah baroker our family has spent the past 10 months trying to figure out our new norms think about your own family's daily routine and events Ashley can you tell me one thing your family does will Andy our daily life now includes avoiding the town we raised our family in witnessing several drive-bys a week on a road that you all know offers no reason for teenagers and adults alike to spend so much time on hearing rumors and accusations limiting public events and outings developing

005coping strategies for our sun and de-escalating his negative thoughts and souls and suicidal ideation multiple times a day how many of you can imagine any of these things which are in no way reflective of the magnitude of differences in daily life that we experience fitting into your daily schedule instead of discussions on punishment and remorse we were forced to discuss settlement settlement options because one defendant is a senior and wants to play sports there has been no accountability none from the defendants and none from the school the day after one defendant was charged and pled guilty to battery Highland schools provided him a special welcome back during the football game what kind of message does that send to your students in the community we thought it was bad enough that school staff was attending Court

006hearings in support of the defendants then the following month an organized trip was planned for those willing to attend the next hearing this included transportation for those without driving privileges to support someone charged with a felony we spend our days hearing comments that we are overreacting and all boys do this during the last Hearing in true retaliation form the defendants turned blame on us these incidents did not have to once they happened multiple times we will never know why our son was the target of these students they intentionally violated boundaries multiple times in the same classroom with the same people present behavior that knowingly has gone on in this school for years those incidents too were reported in similar suit nothing happened School Board you have sat here for 10 months and done nothing it

007is disgusting that Caleb and I are supposed to accept this Behavior as normal because one the community feels it is voice being voice and two Administration denies and you accept that as the truth grabbing genitals not tapping putting fingers in people's buttholes pulling pants down and exposing genitals taking a broom to someone's buttocks and dry humping other students is not normal behavior the assaults were reported and discussed with School administration we offered to meet with the students and parents involved we were told it wasn't appropriate it was obvious they had no plan to report instead the principal offered to keep my son in his office and escort him to class if needed it is mind-blowing that you have Administration and positions when they don't know the difference between horseplay and sexual assault one would think

008this District would have policies in place since this isn't the first time the district has dealt with sexually inappropriate behavior sadly your handbook notes punishment is at the principal's discretion are you aware he grants more punishment for calling another student Amish or talking in study hall then sexually assaulting a student multiple times we were interviewed by DPI as well we were informed that administration's actions were suspicious results note that DPI couldn't prove that Administration intentionally did not report just to clarify that is different than they didn't do anything wrong we have spoken about these issues at the past several meetings you have yet to address these concerns have any special meetings been scheduled to discuss these issues you've been given many many details you have failed us and continue to fail the other students in

009this District it is sickening to hear that staff wrote letters of support for this type of behavior [Music] in a previous meeting it was reported that students were going to be given a survey on the culture and climate in Highland schools do you feel the students are going to answer honestly or fear retaliation for their answers we have been told numerous times our child was sexually assaulted too but we aren't going to say anything because we see what is happening to you and your family or the whole town knows these boys did this but no one is going to say anything because they see what's happening to you when are you going to take this seriously and address the concerns when are you going to be responsive to the issues in this District as board

010members you pledge to do these things but haven't we have been attending several board meetings and have heard firsthand comments about football co-ops and movement enrollment numbers in the district following the meetings when confronted with the remarks the district has been denying the comments and responses as noted during the meetings if you are lying about these witnessed remarks what else are you lying about as a nurse if I fail to report known abuse or neglect I would lose my job and my license Sarah are you yeah I'm going to pass it on to Byron I just got a few sentences left when are you going to help yourselves accountable are you going to continue blaming your actions and remarks on someone else continue to deny or wait until another incident happens and you are forced

011to react and respond again I guess I'm going to answer my own question here part of the problem as I see it is that you can't fix the problem the judge stated in the hearing on September 30th that this that there is a problem with this entire Community children do as their parents do and say what their parents say if you think sexual assault is okay your child thinks it's okay Administration sits by and does nothing when children's lives are upended because they know adults in Highland would rather see a perpetrator on the football field and stood up in handcuffs oh yeah I'm Byron broker uh the victim of three sexual assaults at this town School District so my parents always told me that my high school career was going to be some of the

012best years of my life as I see now it is not what they said it was going to be I have been diagnosed with PTSD anxiety depression and the semiculture you are the reasons I suffer from these according to the police reports nine students were interviewed about the assaults why am I the only one that has that your supporters targeted at the other families came forward you would have a different outcome I had been failed from the beginning Highland do what is right not what is easy do the right thing first not last bad things have already been allowed to happen here far far too long intervene before it's too late and you are dealing with the catastrophic catastrophic incident or a suicidal school shooting yeah um I'm Brooklyn Kelsey hi for those who may

013not know me I am Brooklyn I am receiving here at Highland let me give you a little backstory on why my why I am at this meeting tonight I moved here middle of my freshman year nobody knew me here but they still found something to bully me about the bullion had gotten so bad that in February of 2020 I tried taking my own life sophomore year I got bullied for being a female on the football team I also had liquid dumped on my backpack on purpose as far as I know he'd never got in trouble and I never got an apology this year is something else last year which was my junior year I got sexually harassed every day during lunch and every time I told the school I was just told that he wanted

014to be my friend stuff went on during homecoming week what I did was not during school hours I admitted to my wrongs and took the punishment and I had went to the bathroom that day I got cornered in the stall by a group of girls and they didn't and they had gotten away with it homecoming week my car had gotten keyed when I brought her up to the school they told me that it had happened out of school so they couldn't do anything about it I put flaw around somebody's car out of school hours and I got punished but nobody nobody got in trouble for what they had done to my car also during homecoming week a group of football players said that they were going that they were going to pick up a high

015schooler who has autism and take him with them but instead popped a confetti popper in his face and left him there I'm always seeing that specific kid get bullied a sophomore tried bringing an airsoft gun out and shoot people during homecoming week he also called me racial slurs he did not as far as I know to get any punishment when are you guys going to realize that your system on punishment isn't working will it take a student to kill themselves because of the bullying to make you guys wake up out of all honesty this is the worst school I've been to you guys always say well we didn't see it or they didn't tell me nobody says anything because nothing is done about it even if they were to tell I feel as if you

016only really care about how high your sports teams get on the news or something what about students mental health though you guys have to stop being lazy and brushing off the bullying and actually do something one of you guys going to wake up and realize Highland schools is a big bullying Zone yeah Brooklyn is there anybody else I'm Sarah's father I'm also Byron's grandfather was here last month what's your name Bill struck I asked you guys a question did you come to an answer I told you I'd be back nobody don't even remember what I said did you just distracted the bartends uh I mean interact with you during this public appearance I'm saying though are you just gonna act on this on the bullying harassment are you guys going to do something this is

017continuing this is another example there's paper you see it from the Dodgeville Chronicle he lied right to us when we were here last month everybody's sitting here he died said Robert Grant said piss off we don't want you article here said it was a misunderstanding so did he do that on his own or did the board give me the answers you people don't Josh you said I watched you here by they were talking you sat there and shake your head like the hell kind of Prince Floyd this is this is not right this is happening happening in this school and you're doing nothing about it foreign until like then people say somebody's going to shoot themselves without Lone Rock Run themselves in the rock wall because they can't stand it I'm a grandfather I got

018kids in this school too they were here they had to leave to go to another damn School you guys have feelings any deal what do you think of this situation asking you anivia is it wrong nobody wants to answer it do you use as I said before we're not at Liberty to I know you just don't want to speak it's going to continue and how long is it going to take before we get bad now if we close this damn school down is that what you decide might happen wait to have some more people come and confrontise about this situation because it's going to happen [Music] I'm tired of coming here doing this every month um you don't have to answer but I'm wondering why you can't create some kind of statement to answer those

019questions if these character months instead of just staring at him it seems very cold um also I'd like to say if anybody's listening online or to you guys I'd like to see more parents here I feel like you guys think we don't care because there's not enough of us here and parents are only invited to the board meeting when there's something like we need to know how many football players we should have on the team then you want input from parents but the rest of the time I don't want to put words in your mouth but I feel like you prefer to not have parents here and I would actually like more parents here so that you can see that we don't want to be locked out of the building which yeah and have been

020since the pandemic also I was kind of upset about the district administrator's report where there was a lot of finagling of numbers and it was concluded that you only lost two students because I pulled three because of bullying and not just from other students and I know of at least four more who left because of bullying and I know at many school board meeting it was dated by a former board member that you don't get to know why kids need but this is a small town and I've been afraid to say anything about pulling my kids out because the bullying by other parents is real so I do think that maybe there should be an agenda item or you know a non-public discussion of what the bullying problems are here because they are real thank

021you thank you Andrew anybody else like to speak foreign [Applause] concert that night I went to the concert was very good you have to pay the attended the world Dairy Expo this week on or last week on Tuesday so it's something they do every year to see the obviously the most prestigious dairy animals in the world students that's been interested in attending a career in construction or possibly going into one there's a conference UW Platinum that we took students to so they could explore some of their ideas we had a local Marine that when he was at boot camp um Miss Bowen's class wrote him letters just to give him encouragement so he actually stopped in on lead while he was on leave and thank the students so it's very nice kids asked a ton

022of questions and they were it's very cool to see some donations um great glorious from the Red Zone who donated the mums that we used on homecoming week they're still out there hopefully they're still standing up with all this wind but that was very nice of him the Lions Club came again this year they do this every year course and they did their annual eye check so because of them we had I think around 12 to 14 students that will be referred so check their eyes we also had the hearing tests done dental and flu shots done this last couple weeks jailbroker he's a president of Ridgeway he donated 2500 to our veterans wall which we very much appreciate um he's also working with the Cupcake Girls as we all know and whatever money that

023they get donated for their next fundraiser he agreed to Triple that so that's very nice to know he's got family here that he served that are from Ireland uh Dustin and Leslie Bola um G Pro Excavating they gave a very just generous donation to our district as well they put money toward our veterans wall into our general fund and also toward the softball program Greg slack collision specialist donated just under a thousand dollars to our district again this year um this is the 11th here Greg has been working with us so um he started when I was talking to him and he started with just four districts and now he's up to donating to over 13. so and over eight thousand dollars a year so very nice I think we want to thank political Specialists

024and the great slap we had our lockdown practice drill this past week kids did a great job um we kind of do the lockdown practice and then look for any tweaks that we need to make so it was a couple things we need to clean up that went very well uh Mr Tucker did the bus safety got that completed for the kids this year uh the student surveys are completed I just got a couple students that were missing left so we'll have those results here soon um I met with staff today in regard to homecoming and uh we messed them out with the student council to talk about possible changes for next year Dave Tim he's our science teacher this year helping us out I want to thank him he's donating or donate a bunch

025of pumpkins to the kids he also did a bunch of work on our school for us to kind of clean up the past that some trees that got knocked down and stuff uh first round of testing is done so we have that completed and tomorrow coach 8 and the fire department is uh we're doing fire safety with the elementary kids also have our fire safety drill and lastly for me um we received a Bronze Award from Southwest Tech for the amount of students taking uh programs through Southwest segregate college so that's it for me unless you have questions and you disclose what your absolute a couple things to talk about this year um we want to see if we can put the windows we're going to pick the doors now maybe move that back down

026and ask businesses if they'd like to he's having the windows and businesses yeah separation yeah decoration uh we thought it would team up with businesses again and go back to that they want to try that again we didn't have DJ this year we just had a playlist of music from kids about that was it sounds like they didn't like it too much so we'll probably change that up a little bit um we're changing up a little bit too with times so instead of we do activities at the end of each day and resource we'll still do that but then instead of Friday where we have school for half a day and then uh they can finish up decorating we're trying to get the decorating done sooner and then Friday have some activities for the kids

027um like just like homecoming games yeah simple things like that uh that's about it right now okay question for you are they going to do floats now only as um ACC TV floats yeah that was brought up the kids liked it um the rough new TVs and we put them next to the fence so in supervision we can watch them all right there instead on this there and then so it's like they want to do it again but the decorations no they're pretty I mean you still saw it yeah very basic Ally um and then are you have you talked about changing and all the data the times of things are not Saturday at all like moving the game up to like one o'clock instead of two o'clock since the parade only lasts usually like

028half hour 45 minutes no that was never brought up and I'm wondering if we can't do something in regards to the homecoming something in the future where we kind of spell it out better for new people who are not in this community on a regular basis so they know what to expect each time um because that isn't being you know like whatever we're saying about school isn't transferring to the parents potentially and so like all the festivities and the activities and how it goes are expected if we could have more of a go-to list of what to expect is that stuff posted on the school website or no no not not condensed in one spot foreign it's just that parents didn't know when things were happening and it always in one day you know for

029the most part and so that's a lot to show into a day for a lot of parents I just wanted to mention it so it's a lot of concerns I had about it have you been in elementary school yeah definitely yeah 4K to a high school student so I mean just trying to bring the awareness that letting the public know more what's going on would be great especially for people who work from here yeah no that's for sure you know what um okay and that's it for me Josh thank you baby okay a couple things uh just a reminder that Elementary School parent-teacher conferences are on the 20th and 25th of this month and there's no school on the 21st for this one holds next Friday um we're working with quartz Insurance who is our

030health care provider they started a program uh and invited District administrators to attend a meeting in August which I attended um regarding staff mental Wellness programs and they have hired two Consultants from Colorado at no cost to the districts that decided to get involved and we're one of four that have expressed interest so I've been meeting with them a couple three times now um and Josh and Ashley and Marie will be meeting with them late next week or early the following week via Zoom but the the plan is to do some things to improve and work on staff mental Wellness if you think that we'll have a certainly have a ripple effect down so as we develop further plans you guys will be funnels so you don't know exactly what it all entails um it's

031going to start with a survey um because a lot of these things do but we may have some objectives um trying to make initiatives that we're working on uh less stressful if at all possible not sure exactly how we're going to pull that off yet that's to be determined absolutely great was this just something that you came up with or is it something that staff has asked foreign they invented all of the seats of preschools uh there were eight of us who showed up uh and there are four of us who are doing something at this point in time so um I think it's it definitely it's a benefit I don't think it's a cure-all or a Panacea but it will I think he'll allow us some flexibility with some things so um Josh mentioned

032the lockdown and the fire drills um we met with Elementary staff regarding reading curriculum and that is the the first thing that we're going to be taking a look at from a curriculum point of view it's been a little while since curriculum has been reviewed here and so we're that's going to be our first and uh kudos to the staff because they're the ones who asked that we start there they were asking for us to get some work done so we will we met with them today and we'll continue to this will be a year-long problem and the biggest thing is taking a look at our data La assessment data but anecdotal data as well from the classrooms so the last month in September the the six Rivers conference holds principals meetings they also hope

033uh superintendents weeks of their separate meetings at the principal's meeting um Josh recommended to the conference principles that we the conference look into hosting forensics forensics meet and also a math uh meet those are not uncommon in other conferences we have not been doing those uh so we I assume at his meeting in November that will be on their agenda I met with the superintendents a couple of days later um I'm familiar from previous jobs with conference academic goals which are using they don't include math and they include social studies science and Ela topics and so that would be under November agenda with the superintendents to give them a couple of months to read review and provided some information for them so we're trying to do things on the academic side of things not just

034the Athletics side of things yeah so we've just received two grants which our Linda has already factored into our budget projections uh but we received a nursing Grant uh for slightly over eight thousand dollars and also a food service scarcity program uh the grant through a BPI for a little over 17 000. um so and again Linda has already factored those into the budget assumptions ahead um I've begun work on a 20 23 2024 school calendar I hope to have it to you after getting input from from people um for the November meeting uh and it certainly does address the county fair issue that we've talked about a couple of times uh so I should have that for you and remember it's pretty straightforward um move the needs of the district um school report cards

035as you know the DPI releases the school report cards that release date will be November 15th this year I'm not sure why so late but normally it's an October deadline but this year it's November 15th um they did send a preview out to school administration uh so Josh and I and Ashley have had a chance to take a look at it um while we can't it's officially embargoed so we can't talk about anything as specifics I will tell you um is good solid news so from the state assessments so that's that's a good thing um so unfortunately that 15th deadline or date is after the November board meeting I certainly will be sharing that information with you as board members once we officially can it will also be put out on the website that we're

036actually required by State Statute to post a link to the state report cards as well as publish that now and we will do that as soon as we're allowed to do so um for those of you thinking about going to the annual convention in January in Milwaukee please let Barb know before the end of the week if possible we would like to get people registered and also accommodations but it's Adrian Philip fairly quickly um reminder about the annual budget meeting on the 26th and then the special meeting that will follow afterwards um to approve the budget the looking ahead to future board meetings um a couple of suggested topics and I'd like to get your feedback on this is looking at long-range planning and goal setting um and also looking at starting in November I'm

037already starting to look at the staff and student presentation about programs and things that go on in the school so we can review those conversations I've already sent it out to invited staff to send ideas about things that they'd like to present either themselves or with students so that sounds great um a couple of other things one of the the things that's come up a bit is that um who are that we haven't been doing some things um and since last spring there and there's certainly room for growth we understand that and that's why we continue to keep improving but a couple of the number of things that have happened since last spring in this District um a continuation of program taking care of each other character education has been going on Through The Energy

038Bus program which we just started with CSA three this fall foreign an update on that at some point this year um we moved the counselor's office to a more readily available spot and also because it has two doors it allows for more privacy for students and for staff for that matter um and we're continuing our partnership with Oregon Mental Health Services once a week to work with students on a regular basis you already know that you've hired a dean of students position to to try to help with some of this stuff we have worked with our school attorney to update our handbooks and our policies um communication home is continuing the last spring the district brought in uh attorney from Boardman and Clark to talk to the students in grade 6 through 12. legal consequences

039and she used examples Etc this fall for the staff development the entire staff was provided with diversity training through a speaker from awesome um we've been president I presented the obligations of mandatory reporting to the entire staff student surveyed Josh outlined earlier but that was just given this week and we'll have the results for you uh in the November meeting uh Chief swinehart has come in to meet with students to read course expectations he met with them to discuss holy Heavenly expectations um Barb Josh and I have met with him to go over our safety plan that happened in August and he was also here to observe our annual lockdown and and we're talking about and met with staff for lockdown training um staff leadership teams have been developed for the building the staff Wellness

040I mentioned already Ashley has created a behavior tracking form uh so that we have better data on when where and who um things are happening the staff has received a crisis intervention training and we are working in collaboration with Iowa County Services we are meeting with them at least once a month with a representative for my upcoming services to talk to Social Services to talk about that kind of stuff and finally we Josh and I both attended the launch the legal conference for legal updates actually we'll be attending the Boardman and Clark legal seminar in November along with myself as well so um but we are striving to be better we know we need to improve um and those are some of the things that we've started but they won't be the last steps I

041have a question in your experience because you've been a superintendent lots of different locations I would just love to know your perception of Highland schools and the overall feelings of it from a bullying perspective sure um well let me okay um I'm here on average two days a week um frankly the two days I'm here I'm not out in the hallways a whole lot uh so but what I can tell you from what I have been out in the buildings in the classrooms I've been a number of classrooms I've been invited presentations uh to reach The Kindergartners Etc et cetera um I find that the majority of our kids are pretty straightforward um that they're invariably alike at least adults um I also believe uh that we have kids who enjoy doing teasing and crossing

042the line that's true everywhere I do believe it's less here but again this is me after two months of school so but my overall impression over all of the school and the people here adults and students is relatively positive foreign can you share that in a way that the parents get a itemized idea of kind of what we are doing because not everybody watches the school board meetings so not everyone comes to our school board meetings um and it you know it is open to the public anyone can come here you know um yeah there's no invitation needed right yes you can show up anytime you want to it's always been that way but with that being said The more we could share so that the parents are more aware of what is going on

043and what we are trying to do here in regards to making changes would be a great thing so I just didn't know that was something that you could possibly yeah no there's there's ways of doing it you know make a post or something either way parental portal Facebook put your fill in if it's an awesome season or a full week on Facebook just to schedule a couple of those out to talk highlight sources of strike highlight whatever joint yeah yeah no that's not a problem Facebook Facebook yeah yeah and by the way create that list by myself but I mean the bottom line is do we need to do better yeah of course we do there's no doubt about it the fact of the matter is if there's if we're doing nothing then you know

044the shame on us but we're not doing nothing does it all work no not necessarily not necessarily right away um the one thing that's going to go back to your question I should have been set up and I was asking a question the one thing I have noticed about it but this is also very normal of many other smaller communities I've worked in Highland tends to be fairly insular all right if you're not from Highland uh it can be an issue you know I had somebody who I will not name who said you're not from Pilot are you you know that's okay I'm not from really any place anymore but the bottom line is that's that's the one thing I would say but I could say that for any of the other small districts and

045communities that I've lived before worked in even larger communities I could say that but it does tend to be a little insular here so thank you for sharing that well sure move on to the policy committee update um and right after that is the policy and development and reviewable and that's always kind of wanted to do that because should we just go into the review and use their the discussion committee update as an intro into these are the policies so we met with Steve from Neola and there are many many revisions um and just a quick reminder to you about that brings us things that we have to change they um look at all the laws and they do that for us um so and they he goes through and changes um wording just to

046make it um more consistent with state laws and such uh so I'll just kind of go through a list which I just made some notes of what he changed let me know if you want me to stop um some Title IX documents had to be changed a checklist of uh required website information so he kind of goes over those things that we have to do we have to link notices and such and Randy takes care of all of that for us um that includes like hosting the report card and uh posting it not only on our website but some other names have to be a class one notice so it has to be in the paper there was an adjustment to the administrative definition just some basic changes of words um they changed Wisconsin to

047follow the numbers instead of coming before the numbers so I mean that's a lot of the stuff that he brings to us um in a lot in all of the documents they changed her to they there um uh they brought to our attention a policy about employees needing approval to share photos which is something that we didn't really know about So Randy and Josh were going to take care of notifying the staff of that so basically if they want to share a photo from their um classroom on their personal page even if it's already been shared on Island's Facebook page they need to have permission from that very simple they just have to ask Randy or Josh I thought that was one of the forms that we filled out at the beginning of the year

048like you have to check the box if you're okay with your kids photo please yeah right or if they just want to share something that isn't done there they can get permission to do that if they you know because of all signs just one that question so I was like what I'm so confused approval like I could sign once for my kid and the teacher Ben has free reign for a year or is it a so the teacher has to get approval from Administration right okay so for the school this the one you sent for the school district is you right yes unless you change your mind then they can interchange it but under this policy if I you know post your child's teacher and I we put a picture of school from school out

049of our school Facebook that's fine but then as the teacher if I then share that post or forward that post to other people to my personal Facebook account okay thank you um there were some revisions regarding English Learners uh or assessments revision regarding ieees of apparent disagrees that the district so the child has no disability um about the amount of district has to pay or outside evaluation we talked about our library media policy he brought that to us we did not make any changes basically if a book if a parent brings a book challenges a book that's in our library or it's a textbook then we have a policy in place where the administrators will look at that they will possibly form a committee if and decide whether or not they will remove that book

050or not and in the end it would the person could bring it to the board as a last step and then if the board would decide and that um foreign sure how do you actually file a complaint in that situation so to the administration but how would a parent go about that is that something that's on our website yeah it's something it's actually the the outline of the complaint process for that is in the policy itself which can be obviously found out of the line or they can just call it you know whether it's me or Josh but ultimately like comes through the district administrator's office it has to be in writing and it has to be very specific about the title of the book Etc and there's some reason why do you find an

051objection all right but as with everything else it starts with Administration yeah things go through them first for students or community members does not like that answer then they can file something to bring that report um [Music] there's a new Southern Cardiac Arrest notice um and they did do that that was put in our policy cell um we talked about getting the behavioral report at the end of each semester and we did put that in our policy so we will get a report regarding student Behavior at the end of each semester obviously that will not include students correct um it'll be Trends and four percent I guess we don't know exactly what we're doing outside yeah um uh we're going to be putting up notices of cameras in use um yeah signs are ordered yesterday

052they come tomorrow great so um the file is in policy that um people need to if we have cameras there needs to be a sign saying that they're being a recorder we may not be able to spend information um so that's it for the Neola changes and then Randy and Josh also brought to us um changing the educational options provided by The District in the past we have not offered hseb and GED and that's something that we all agreed um we should start offering and they already are utilizing that for some students and then that would then add that to our graduation requirements so it's who graduated with an hsnb or GED would be able to walk with their fast at the end of the order so that's the 2370 and 5460. um uh that

053long list of starting with 1422 is just changing to Ashley's name um in the policies instead of the superintendent room with Joshua it was like actually is a replacement absolutely no thank you um just said that it was changing to Ashley thank you and um the last thing is the volunteers where it kind of it currently says that they will be given a criminal background check and we're just changing that to that project which is fine same process for just yes volunteers for what anything at the school field trips yeah biggest one we use it for is saps the Elementor all right so uh moving out to policy or development and review um we will approve them all separately or you could have a motion that encompasses all of them if somebody so chooses to

054do so I'll make an option to approve all of the a b c d e policy development face we have a motion by Jimmy and a second by gland though to approve life A B C D and E of policy of development and review is there any other discussion all those in favor please say aye aye opposed motion passes moving on to new business social media coordinator and job description you should have found that in your board packet um both Whitney had a chance to to preview it and made some suggestions uh with that so she's certainly Award with it um Ashley and Josh also had a chance to weigh in uh Ashley did this in her previous Incarnation here at the school um so that's what we've come up with and what do you

055think it's pretty solid more involved in what it needs to be but better safe than sorry so if people want well let's start with this staff wants to have something posted on um social media do they just send it directly to her they're all actually already doing that including me okay so she's for all practical purposes the last three weeks she's been running our social media and we already approve that so didn't we or do we know that we have not approved so are we just approving the job description or the uh actual agreement coordinator those those are separate action items all right uh I'll make a motion to approve the social media job description by Yeager to approve the social media for a major job description is there any discussion opposed [Music] social passes

056and now we're on to the supplemental agreement with Dr Whitney Slater for the social media coordinator I'll make a motion to approve the agreement on social media coordinator um you know it's always hasn't changed or last month or two is the statute should be there because the contract okay sorry same as last one yes yeah it's it's exactly the same the only difference is that she's actually been doing the job for the last few weeks that asked NAFTA to prolate it but she literally has been doing the job basically the last one about three weeks because I'll make a motion to approve the supplemental agreement okay I think okay all right we have a motion nice image and a second by bone Camp to approve the supplemental agreement agreement from social media coordinator to Whitney

057Schneider is there any discussion do we need to specify that it's not being prorated it doesn't say that anywhere in the agreement so starting on and it says that in her contract yeah I think we had a start date in October one one but like I said she's not good oh it's September 15th for sure I'm not sure where we were yet um opposed motion passes College steps to students applications okay Josh you know this but if I think we have five applications yeah we just need to open these um [Laughter] he is very bad I'm sorry um thank you for Grant um we have a motion by Magic and a second like land Mill to approve this college up student applications is there any other discussion all those in favor please guys um opposed

058motion passes start college now applications and these ones they go to is that the difference between the two oh one of these numbers this is a specific program they don't go through campus please okay not for any of them start in college yeah the emotions I mentioned in a second Iceland Bill to approve the Stark college now applications uh wrestling Co-op agreement between our grant Highlands and this is an extension of the contract that's been in place I believe Josh and I were trying to figure out if this is the third two-year contract or the fourth two-year contract for the co-op the wiaa process has been completed this isn't this is separate from that this is the document that spells out exactly the obligations of those schools so this nothing's changed except for the dates

059so this would be a continuation of two years for this school year and for 23 24. wrestling club agreement in Alabama to approve the wrestling Co-op agreement between Iowa at Highland is there any discussion all those in favor please say aye I have opposed motion passes services from Smith Rosenfeld and number 90. you'll remember you had the presentation last month from um they and some other folks you did request that Mike be here today if you have any questions concerning this I believe yes there he is um so um obviously they they did send there is a link but to your board packet uh two documents that they sent hopefully we had a chance to review it they're not really any different than the documents that they're shared into the last month but um perhaps

060the scale is backed out of it because they were looking at just doing a review not the whole project of potential cut so um and uh regarding what you heard last month hi guys so you just said we do have the option to just have them do the study in there direct to the Contracting correct okay have you ever worked with something like I guess I get hung up on if this is going to be worth the money that's where I'm stuck like what's the difference in these guys coming in versus just contractors that we work with and trust you know are we money better spent going with those types of people versus someone that's got kind of an Eagle Eye I know everyone's thoughts because I've been kind of wrestling with this internally to

061justify spending the money here versus supporting local businesses I don't I think a firm believer in the kiss principle so keep it simple um and yeah I've not worked with a third-part with a talk discussing going to a potential referendum down the road or doing any kind of building facilities project we've let out bids and then whoever we agreed would be a contractor we pretty much straight line it with that yeah that's and again that's been my experience it doesn't mean it's the best way it's just you know it's something we've done um I'm assuming that probably the methodology you used when these this building was built though like you might know I know you worked here at that position at that time I wouldn't think so did you remember because I know you were

062here so we didn't use something like this so who who does this all lie on but if you like Adventures [Laughter] um so my experience like being a doctoral you're gonna select a general contractor you're gonna bring people in figure out who your general contractor is after the general contractor is selected you will then they will then give you the information on what you what do we want to do to this building they will go through every crack and come back and they will put together um what needs to be done and they'll start giving you okay so how's that different than this um I guess my experience having your general contractor get the people that they need to give you the information so you guys can put it out there to the public what

063we're trying to do um this company here that you're talking about um you're gonna have two different things maybe you're going to have their information that they've gathered but I would think when you select a contractor they're also going to gather their information unless you join both of them together you know and cut out the middleman maybe but I guess what I've gone through is you'll select the general contractor they will give you all the information you need and go forward they've done enough of them over your general contractor would be that makes sense so you know you haven't used something like this no I mean so why did we go with this like I mean there had to be a reason why we okay it was driven by Bryce ultimately I think Riverdale did

064it embraced at general knowledge of doing it that way Mr Terrell might be able to answer it's kind of like uh you guys remember Tom granetsky posted about it for a while it's kind of like what he does and actually worked with him a lot I think Bryce worked at this company was comfortable what they're doing so basically what we did use something like this at the time for the last thing right and what they do is obviously he's independent so he's not pulling for someone or working with someone he's just checking the main street because obviously he's gonna know a lot more like building envelope than what we do right so if a contract goes yeah we're done he checks it he checks it off you know like for example the league we had

065an elementary for right so the company came in and I was saying you know you can try it but I don't think it's going to work he would check it off so you know it would not get done until he said yeah they got it so I mean they obviously so that's one benefit of having right you know obviously if you have a good you know some people don't use it they believe you know they work with the general contractor they trust them and they don't have to um I think if we're doing independent stuff that we are just paying for to you know have like time and that stuff that makes sense but if you're going to referendum I think you have a different Avenue of how you want to get your information right

066find out what's the building that needs to be upgraded and what areas yeah that's I mean so that's a problem no no no sorry so when you select the general contractor when you decide to go to referendum you figure out who your general contractor is going to be they're going to get you that information you need then you get that information out to the public this is what we're trying to do this is why we're going to referendum this company was also going to help do that information as well correct I mean that was one of all sorts of benefits I feel like you're going to be doing it twice yeah you're gonna have two people here like this company isn't the general contractor they're coming in and saying these 10 things need to be

067done then we hire a general contractor that person might say these nine things need to be done at least 12 things we paid for both but if we're going with the general contractor I mean once we signed that person up here they have a lot of different expertise I mean are we going to get the same outcome finding out what our building really needs from a general contractor ad list yes well because we're already going to do the assessment correct or the facility study that part has already been correct not really they've done preliminary walkthrough but they haven't I mean we haven't paid um if you decide that you want to sign on with them to do the complete facilities they've done some walkthroughs okay but they certainly didn't go into it in depth we

068will have a walk away right yeah no yeah because we haven't signed a contract so so what did we get for the Y like if when does that walk away if you come in after like what do they if you decide that you want to use them to do the facility assessment okay then you would sign a contract with them that they would come in with their team and it would just be from them it wouldn't be Punk at research which is the other content or antlers is the financial people it would just be over 90. they would come in and they would go through the entire facility uh you know looking at everything from HVAC and hydraulics to you know the wood surfaces the doors fixing Windows Etc so they would go over to

069find tooth comb um basically for 4150. yeah that's the the number they're putting out there and we take that report get a general contractor and say this is what we found needs work and the general contractor just says okay or then he goes through the fine-tooth comb to see if he needs anything else I mean who I guess I don't understand what what the point of this is like if we're going to get a general contractor and he or she I mean they're not going to start a job without going through it and seeing what needs to get done like it almost feels like we've been paying for the same thing twice I think Mike said like I don't I don't know that we need that kind of duplicity unless it's just uh cover your

070butt kind of anything like that that make sure two people went through this and everything gets caught well if a general contractor can do the exact same thing I mean get a general contractor look at all these things and know all these things and you're gonna hire engineer and architect you're going to hire a general contractor you're gonna all those things and they when you do those things they're going to get the information that you need things that you're trying to upgrade your school so who finds all these people what's that who finds all these people like does a general contractor get an engineer you guys will do it you will yes you will find out who your contractor is going to be you'll find out who your engineering we like put something like requesting

071bids or like HSR is a lacrosse an engineer contractor or engineer architect that's someone that you would talk to you know there's there's a lot of things fees that go along how much they're going to charge you to do all this stuff that's why you need to go out with us do for us yeah what's that and that's what I'm supposed to do for us yes they would do this Upper 90 that was what I got from the presentation was they're going to come back to us then and go okay so this is what you need done here's your options of four General Contractors and then once the general contractor is picked then they would come back with okay now we're going to start this project and Upper 90 in our general contractor then are

072going to communicate and then they're going to tell us these are the four people who could do that project you guys decide who you pick because they even said in the presentation that we could pick even people who are in our local area if we choose to the other thing that was in the presentation and everything is that when they do the assessment they mention that they are going to have priorities okay so we're going to prioritize this first and this is how much money we're going to save there's a lot more information behind it do you remember that like um just more data of okay if you replace this in the end this is how much money you're going to save those types of details too um I don't know how much it would

073cost for a general contractor then to come in and do an evaluation could it be the same cost as what we were paying these guys to do an evaluations you know what I mean like right then if we also need an engineer on top of that and I mean maybe this is more extreme unfortunately there's a lot that you guys have to learn with us with a referendum yeah a lot so I mean a lot of it is going to be learning you know once you figure out who your engineer architect's going to be they're picking a general contractor um I understand what you're saying with Upper 90 but I think you need this see how this all works how it all comes together because it's that's a lot if you're going to referendum I

074don't want to confuse you on what I'm trying to say because I mean you guys are but there's a lot that's why I'm thinking that this is something like none of us have done this before right like if this has to get approved right now I would be blindly approving it doesn't work no okay it does not there's not a set timeline and that's kind of going back to my report about we need to sit down and do some laundry financing yeah cool I I mean I I think I would suggest that you table this until we've had at least a couple of those meetings to see if if this is something that's even down you know something that we're going to actually you will learn a lot I think about doing yeah it's Randy

075you had mentioned last night are we going to do that in like grounds are you gonna just hold special meeting whatever you kind of mentioned well my recommendation would be that you guys do this as as a committee as a whole and so it would be a special meeting because I do think having everybody part of that discussion is is is really important because if the board decides that they are going to go ahead with some kind of a project um everybody on the board needs to be in the loop and everybody in the board has had to have had the opportunity to express their thoughts and opinions on it and to have ownership of whatever that proposal is so I would suggest Committee in the whole all right so the emotion to table correct

076yes if that is your desire I make a motion yeah and try to talk questions about special uh make a special meeting we have emotions table the services from Smith's around the club and Upper 90 and uh discuss this in a special meeting so that everybody understands us to move forward um intergovernmental Interventional agreement with Iowa Grant for early childhoods I'm sorry gosh it's only about an hour and 20 minutes okay um any discussion regarding the tabling of the services [Music] almost in favor please say aye aye opposed ocean patches now we're going to intergovernmental agreement with our grant for Early Childhood Services which is something that we have done in the past right so it's not something new yeah this is just a renewal can you explain what it is that's Early Childhood Services

077we don't have anything we were talking before 3D numbers yeah okay yep foreign uh opposed motion passes professional staff overload pay now this is a unique one I I thought for sure you would have it in our handbook or policy and we don't um the last time that we could find it was from the last negotiated agreement with the marketing unit which was dated 2011-2012. um it tells me that we haven't held on overloads uh in the in the teaching uh at the secondary level but we do have one uh coming up second semester in Spanish uh and um since we the the one that we had on file for 2011 2012 uh mandated a straight um number it wasn't based on a percentage it was teaching overload you're getting excellent um so seeing as

078how that was 10 years old I thought I would find out from the other districts in csa3 what they're doing many of the districts responded not all of them but many of them did uh in it we had two options uh one was a percentage of uh their base pay and for a semester since we're on an eight period day for a semester that would be a 1 16 percentage of their base pay um the other was the flat flat about if you teach an overload you're going to get X number of dollars uh whether if it's a semester it's this and if it's a full year it's this the same thing with the percentages if it was a full year it was an eight if they were on any period day they got a

0791 8 of their base pay and one semester won 16. so it was kind of split down the middle more or less and the ranges on the flat fees uh were anywhere from 1500 to 2500 there was one that came in after I did the recommendation that was closer to the 3000 range um and that was um on a semester basis so that that was the full year that was a semester basis so the recommendation I I provided for you was that um while I don't think this is going to be an everyday occurrence um probably only in World Language honestly at least at the moment um I would recommend that you go with something that is a stable amount so it was a straight straight compensation for teaching that overload this person will be

080teaching all eight periods of the day I believe judge correct if I'm wrong um uh so it has no problem and uh not related to the outside you know the students that we have taken Spanish from the elementary school district yeah so this will be on top of that correct right so um so my recommendation would be that and I gave you a range because quite frankly I wasn't sure what was appropriate but um so the range I put in my recommendation for you was 2500 to 3 000 for the semester um and I guess I would ask that you know whether you you guys are okay with that one of those amounts or somewhere something else but we do need to provide some kind of uh compensation for that overload but whatever you decide

081will become what we've put in and it'll go right into the staff handbook so that it's there you don't have to do this again maybe this is an odd question but how many students does she have per session per month classes the idea yes yes like just like in first hour first hour and fourth hour she gets there oh she's got it between um probably 10 15 for most classes uh Spanish one might be a little bigger it's one of them's much bigger but if there's one that's a lot smaller Spanish sport is probably pretty small yeah right I think that has like three kids in my bed yeah it does and then she's got uh good number sitting in the classroom how many days do you have this semester we just have one premise

082you'll have seven best this semester six that's seven duties so she does some translated course too are we going to have represent is she available to do that next no we don't work out something there yet that's too easy to turn so we need to design yeah okay that she has eight classes next semester you're saying he has nothing to do with the fact that she's ahead again I agree because those those kids are already in existing classes she's teaching them now they're just more what is she having that semester that she has no school explore yeah no perhaps a lot so so you're right and it used to be 3 000 for retire a year 1500 persons the last 11 or 12 it was 3 000 a year 50 first semester correct 10 years

083ago yeah okay and I guess I have a question in regards to the what the professional staff that are low pay when that goes into the policy is that for any any potential teacher who has to teach all eight periods right it doesn't mean seven or six or whatever it's just if you are teaching all eight then this is what you're doing yes I think next semester that's with the translation so we're going to use it for translating it would be eight newbies congrats without any classes but duties I could wear a check but I'm pretty sure that's it she's got six months that we have in high school sure why did you do why did you recommend 25 to 3 000 if current schools are using 1500 uh because I just looked at what

084we were paying 10 years ago and just tried to extrapolate a little bit at least based on that person I believe would be fair to do the 2500 which is at the high end of the other schools about how you said this is not going to happen oh I'm guessing since it hasn't come up since the 2011 and 2012 contracts I guess it was the first time 10 years and then I'm going to gas at a Spanish teacher is very hard to find right now yes yes hence why everyone is talking dogs too but a lot of teachers [Music] right now like I mean it's um that sounds like a bad guy and I hope it doesn't come out like this but just something to think about like the teachers did all get raises this

085year that means I think we thought were pretty generous and she's getting paid additional by having kids from other schools so that's just something else to think about like do we need to match this recommendation out because there is already more money coming in that they're using and that I'm not even saying that I agree with it I'm just saying that's we also need to just make sure that that's thought of as well and the other thing to keep in mind is that we're making this a blanket for all teachers that have a variety of different things so you know some of them have the percentage you can use a percentage in fluctuates based on whatever it is yeah I mean I personally am still finally putting that that upper range of what schools are

086currently using with a 2500 I mean I get it like not having a prep period of the day is a lot is awesome um 2500 per semester or staff Overlook effect the second promotion you have a motion right Orlando to pay 2500 per semester for staff is there any discussion paper please say aye um library media Specialists professional development plan adjustment yeah that's a mouthful um I wasn't sure how to work that to be honest with you um so when Nancy was here she had worked out a deal with Shane uh to give his library media specialist degree or certification uh and they had built the schedule uh based on a timeline that would have extended into the uh 24-25 school year um he is a overachiever uh and is is completed it in advance

087and so the way the agreement was set up and Linda please correct me if I'm off base here that's my understanding that it was there was where budgeting was set up is that his movement on the salary schedule was set to you know was established to start in a certain year um the repayment of certain funds back to the district was supposed to happen at a certain time or within certain time frames as well and so now that he's completed what he'd like to do is um be put into that salary schedule Lane a year early starting next year this has nothing to do with anything for this year and then that he would repay what he still owes the district as part of that agreement um through the the pain that he receives as

088a library media specialist and that would be taken from his checks uh also this next year as well so that's the proposal um and um you know it's my it's my recommendation that we go forward with that kind of applaudium part being aggressive uh library media specialist professionally development adjustment for Mr healing we have a motion by Yeager and a second by Glanville to approve the library media Specialists professional development plan adjustments there any other discussions [Music] 22-23 budget updates yeah we just put it on there just it's just to refresh the last time we talked about it um the when we met with the finance committee we were looking initially at an unbalanced budget so the budget that Linda has worked very hard to create uh for the official budget for this year is

089a balanced budget we're not robbing Peter to pay Paul or anything of that nature it is it's balanced we move some money around getting some grant money uh here and there unexpectedly all these helps if this is a normal thing so the budget that will be presented as the October 26th meeting will be a balanced budget the expenditures will equal the revenue further specific things that you changed to confidence as some grants and I know we ever really talked about there's definitely areas that right we learned of some new grants that's been included in there um we did reduce the technology budget because we bought all of the no in last year's budget so we always you know try to budget a little bit extra in the technology just because it's so expensive so we

090we did reduce that sum um we added some revenues um uh for the grant whenever we talked about that that we might double those revenues and we looked into it and think we can so that those were I think we talked about all of those things and that's exactly how we how we balanced it and yet there will be some more changes because you know the eight estimates we won't have until Friday or Monday next week so it will change again but we still think that we can we're close yep did that help Todd yeah you know emotionally no no this this was a this is an informational item so all right so the items for Signature did you have a 26th yes what about the special meeting to talk about planning um that's really

091based on your schedule I'll make it work um I will unavailable any starting the 25th of this month I'll be back 100 so whatever is your prerogative I'm assuming you probably want to go into the number but that sounds good yeah I will tell you I'm not available on the 17th I don't know how do you guys want to go about this let's do a little closed session to discuss that or do we have to have a special meeting yeah yeah it doesn't meet the requirements not at this point if you were going to purchase property or something as part of ultimately out of this plan then that section of it would be but but the general discussion about it is it is an open session um second or third of anybody foreign on November

092science yes [Music] um any three weeks yeah policy meetings I don't think there's any other community meetings that I mean yeah policy just met um there's nothing I don't know thanks for transportation facilities kind of will be taken care of with the especially yeah this is going to kind of combine yeah so I think I think okay okay that's everything to adjourn all those in favor please oh nice thank you guys feel free to present to the board with your wealth of knowledge just about referendum [Music] right now right I feel like you always have a lot of balance about foreign [Music] excited no idea
