All right, we'll go ahead and call this Wednesday, April 8th meeting of the area school board to order. Roll call. >> Shrader >> here. >> Wallace >> here. >> Rich James >> here. >> Isaac Wallace >> here. Next information publication agenda. I, Kimberly Johnson, hereby certify that notice of the Kikapu Area School District April 8th, 2026 regular school board meeting was published in accordance with state law. Right. Um, next we have approval of the agenda. I would I got a question whether or not we should pull out a few of the consent agenda items. So I don't we already have a prelim so open thoughts. Um it just some of these things they just seem like you know we probably have talked about versus straight to pushing it through but we've also talked like the
element copier that kind of stuff for so I feel like that's fine. >> Yeah. >> So I mean I guess the one I was kind of questioning if there's any new information the better futures as far as payments we had in the past. So that's when we do um make Chromebooks. I don't know if that's something that we should hold out. It's just a separate action agenda versus a past. >> Makes sense. Just cost. >> Yeah. >> And I know we've talked about the agreements in the past, but I don't think that's that's one that we haven't changed. So I think it would just be the Chromebook ones would be the one I would suggest right now action agenda. Make motion to approve with the move of G down to action under GD. >> That's
it for move. >> All right. Um motion by Earl, second by Rich. All in favor? >> I All right. Um we'll move on to the audience of visitors and board members. Anything from the board members? All right, going to move on then to expense voters and receipts. Any questions or clarifications on the expense vouchers? Hearing none. I guess entertain a motion to approve the budget and I make that motion. >> I'll second. >> All right. Motion by Rich, second by Bo. All in favor? I >> posted. All right. Moving down to our consent agenda. So consent agenda includes minutes from the regular board meeting, minutes from the policy legislative affairs committee meeting, minutes from the canvasing and ballots, um the better futures co-op agreement, the course revisions and additions, uh purchasing elementary copier, the track
and field co-op agreement with the barge. um the Sea Perch National Trip and donations. Um $80 donated by Erin Swingham to the Vasswell program, $200 donated from Booster Club for the elementary track and field day t-shirts and $1,000 coal bank matching donations for the science club. Motion to approve the consent agenda. >> I'll make that motion. >> Second. All right. Motion by Bo, second by Wrench. All in favor? >> I opposed. All right, jump into our action agenda then. First topic is the annual payment to the village of Reedtown for the B revenues. Additional color around the $800 last year. I'll make a motion to approve the leaf use. I'll second it. All right. Motion by second by both. All in favor? I opposed. Moving down to the CIA contract for the 26 27 There.
What was that? >> Vision up so much. Is that >> we have a >> Yeah, let's do it. >> Okay. >> Visually impaired. Oh >> yeah, I think we're renting equipment which I understand we aren't able to rent for much longer. >> That's what Katie said something on the way by. >> So potentially having to purchase something there. So far we're doing fine with renting, >> but yeah, we have a visually impaired student. Thank you. Any other questions? Second. Motion by Rich, second by Bo. All in favor? >> I opposed. >> All right. Um, we'll jump down to the revisions of policies. Volume 35, number one is presented. Those are all eile. I'm trying to remember what those top ones were just looked at. >> Which one? >> Um the volume 35 number one I
think was to opt out of a curriculum should parents decide. It was there were four of them I think. >> Um it was all of them that we did. >> But it's all these, right? Yes. >> Yeah. So, at the policy meeting for the last meeting, I mean, we went through them all and they did a good job answering any questions I had. The majority were I had no questions. I mean, they were a lot of them happy, glad, you know, type changes. So, I think uh we're going to talk in here. Yeah. So, we talked a little bit about there there is a policy for student identification numbers and cards, but we've never done that and and we saw no reason to start doing that. So, that was one discussion we had. Um, we
talked to personnel devices at the last meeting and made that approval. Is that that's part of one of these 35 changes or is that a separate? >> If you separate Yeah. If you look at your meetings, your your PLA minutes too, they're all listed there. >> Oh, sure. >> But yeah, and that cell phone we just talked about, but yeah, we had approved it before. >> We approved that at the last meeting. Yeah, >> there was one I mean the uh evaluation for district administrator was revised from not later than or not longer than three years to annually. So we talked through that and it it wasn't a rule that just invention and and made sense. I mean we should provide feedback more often than three years. Everybody, >> we waited for 20 minutes. >>
The last guy here >> got a pizza. >> Yeah, one of them talking about reading plants, but we already do that. So, I mean, there was really separation things. I mean, they were pretty pretty straightforward. All right, I guess looking for a motion to approve the revisions of policies in volume 35 one motion second. Second motion by second by range. All in favor. All right. Next, we have the first reading of the new Neola policies. includes the digital content and accessibility and accountability and oversight of fundraisers and crowdfunding dispers. >> Those are ones I had emailed in that pack as well. >> Y >> and actually those are part of the ones we went through policy meeting also, right? >> We did, but um it needs a first and second reading being. So for both
of those I had >> Yeah. I had no question. >> Yeah. Yeah. >> And in fact the county oversight I think we discussed that it said new but it looked like it was we had had it and had been revised. But yeah, the digital content is to ensure that um all have accessibility to all of the digital content should it be through instruction or viewing. So just inclusion there. >> Good job. >> All right. I guess looking for a motion to approve the first reading of the two policies that were mentioned as new. I'll make that motion. >> I'll second it. Motion by Earl. Second by Bo. All in favor? >> I I opposed. All right. Jump down to E then um to reject policy 5135 for student identification numbers and cards. We discussed that
for a motion for that. >> I can make that motion to reject it. >> Second. >> I have a motion by Rich, second by Earl. All in favor? >> I I >> opposed. >> All right. Um the zero term more we're pushing tableing to the next meeting. And so then we'll bring up item G which is the Chromebook purchases here on the cost. Yeah. So, just basically we're on a cycle of re resto or um >> repurchasing Chromebooks that are aging out. So, this is part of that cycle to replace some of those Chromebooks that aren't functioning. And we do have money left in that budget. I should have looked before I came into the meeting, but if my memory is correct, we have roughly $14,000 still in the budget. So, if we were to
go with um tech to school, it's still within budget. I think it's 40. >> Why are they Well, I guess they're not off from the low end of the shi, but why are they so low? Anybody know? schools. >> Yeah, >> Mr. Peterson did recommend to school as well, but I think he consulted from TC Networks last time too actually. >> And this is just a group, right? So like these 40, >> they're roughly the same as one we have now. completely. >> No, they're all about the same quality to my knowledge. Kind of same. They're all about the same. >> At this point, like we provide Chromebooks and every student >> uh >> not in the >> from fourth grade on fourth grade and fifth grade each they stay at school. fourth and fifth
grade has we probably used a more I think there's been not a move away from just a better how to explain it. I think when we first went one to one, everybody was trying to find a reason to put kids on Chromebooks as much as possible. And I think we all kind of figured out, let's be really specific when what we're on screens and what we're using it for instead of just use it because it's there because I think I personally think kids are on screens too much the way it is. It's we use it for writing. There's the LL um there's some research stuff, but it's not all I know they fourth and fifth grade use them less than when I was teaching fifth grade. I would just, you know, do my own stuff.
Just kidding. But but they do need them. And I don't know if these are even for downstairs. But usually they kind of get the new ones upstairs because they use them more and they kind of cycle their way down. So which is okay. Okay. Any further discussion around the combook purchase? Right. Just looking for a motion to approve to the purchase from Cody Pine books. I'll make the motion. >> I can second it. >> Motion by Bo, second by Rich. All in favor? >> I. >> That'll be for the tech to school. >> Back to school. Yes. 11,4796767. >> All right. Poss. All right. That concludes our action agenda. I'm jumping down into our information. First up is totally budget. >> All right, that's me. Um, overall our budget's coming in really, really good right
now. Um, for most budgets, we want them to be right around that 75% mark and stuff. At this point, most of them are under that. Um, there are always some exceptions to that rule. Like I feel like in everyday life, there's always an exception. Um, so starting at the top of the budget right now, our revenue and expenses for fund 10 are both coming in right around that 50%. That's that's okay. A lot of our um this is an overall expense, which includes our salary and benefits. That's our biggest portion of our budget. With how our teachers are paid, we have a lot of salary benefits expenses at the end of the year just because they have that accelerated payroll in June. Um, and same with our revenue. We get a big chunk of revenue
in June. So that's why both of those are under that 75%. And the same um goes for fund 27. Um right now both of those budgets are actually coming in better than what I had expected them to, especially the revenue. Um right now our revenue is a little bit up in fund 27 from where it was last year. So that is good to see. Then moving down the list, the salary and fringe benefits expense summary. We do want this one to be under 75% again because of that accelerated payroll for teachers in June. It should be closer to that 60 to 65%. Then moving down to elementary expenses, all of those are coming in good um under that 75% mark. The other objects is slightly over 75% but a big portion of that budget is
all of our um subscriptions. So most of those are paid at the beginning of the year. So most of those are expenses are incurred there and then we don't really have a ton this time of year. Then going down to middle school, high school expenses, same thing with that. All of them are coming in well under budget. Um what we want to see um under that 75% then down to co-curricular expenses. Um this includes all of our coaches, things like that. We have paid all of our fall, winter, and I think we have made some of our spring coaching payments, but I'd have to check our schedule on that. So, still everything's coming in really good, though. Um, our computer tech expense summary also coming in good. A big expense portion of this is our
um TC networks agreement that we pay out. That's a bulk of that purchase service budget. Um then down to our district office expense summary. Um our purchase services and non- capital objects are coming in really good. Our other objects is over budget. It is a $6,500 budget. So when it goes over that um percentage that it's gone over goes up fast. Um this is again our um memberships that we have. And I think we had an extra membership this year that came up that that's what's setting it over but it's actually only by $171. So it's not too concerning for me. Then down to >> and all that's been paid, right? So I mean so there will be no more cost on this one. >> There might be a little if something else comes up,
but it's not going to be anything major like this budget should be within I'm going to say $100 of where it's probably going to end for the year if we were to have Yeah, I I don't expect to see more than $100 come in. Um, then going down to property and liability insurance expenses. This budget we do want to see pretty much used because we pay pretty much all of this at the beginning of the year. I do budget a little extra just in case there is a purchase of another bus or vehicle, anything like that. We would get charged that premium and don't know what that is until we get it. Um, we did get purchase a bus in July of this year, so I was able to budget it a little closer than
I have in the past, but still just a little bit of a wiggle room in case something were to happen. Then down to HSA expense summaries, um, how our payment schedule works for HSA payments to all of our employees, we do want it to be around the 80 to 85%. Um, they get one payment in September, one in January, and then a last one in May. And the one in May isn't No, I take that back. We get one in June, but the one um in June isn't a super big expense like the September and January payments are. Then going to the next pay transportation expense budget. All of these look good. The only one that's close to that 75% mark is the capital objects. And that was the purchase of our bus. Um, we
do have a little extra money in there and I like to budget extra just in case, knock on wood, we have anything crazy happened to a vehicle. We want to be able to replace it and be able to get kids where they need to go. Um, Jeff's been doing a good job and it sounds like everything's running smoothly, so hopefully we don't need to use anything else out of that budget. Then down to transportation fuel expense. These are all coming in really good. um didn't have to spend as much on fuel this winter as what I thought we might. >> We might have to now. >> I know. I know. >> So, who knows how that budget's actually going to come in at come the end of the year, but so far it's looking good.
Um custodial expenses, both of those are sitting right around that 50% mark. So, still looking good. Um same with maintenance expenses, those are well under budget. Um then down to our utility expenses. So, uh, water, gas, electricity, all that fun stuff. Sitting at 60%, which is good. Hopefully, nothing skyrockets now through the end of the year. Um, food service. Right now, we are showing a deficit of $31,000. Our revenue always lags in food service because we get the expenses for the month right away to purchase the food, but then I have to go in and do a food service claim through DPI at the end of the month. So, it's probably like almost a month lag from when we actually when we will get the revenue just because that's how long it takes DPI to
re reimburse us our our funds. And then one new thing that I added to the quarterly expense report was our fund 46 balance and that was something that had been requested um at the last budget update. So, at the top, um, it has our revenue and expenses. And the revenue that I budget in fund 46 is interest that we're making off of it. Right now, our interest and our fund 46 is doing really good. I projected$10,000 and so far through March, we've gotten $16,000 in interest. So, that's always a plus for us. In 2024 25, our fund 46 ended with a balance of $541,73546. And with the interest that we've gotten so far, our balance at the end of March for fun 46 is 55 $557,7585. So little little gains just from interest, but I
didn't budget any um transfer to fund 46. if we do have a surplus of money, um, then we would transfer that at the end of the year. But typically, I wait until our auditors come and just converse with them on making sure everything's looking right and seeing if we do have a surplus and if we can transfer it. If we don't have a big surplus, then typically, which we just keep it in our fund balance. >> So, is that the interest rate on that a fixed one or does that change monthto month? >> It changes. Right now, we're sitting pretty good, and I should have grabbed that interest rate, but right now, most of our interest rates at that bank are like 3 and a half%. Um, and we do have the option to put
some in CDs, but as of now, we voted not to, or Kim and I talked and we didn't want to, just because we wanted to get quotes for the roof inspection, seeing if we need to do anything with that if we were to need any money to fix that sooner than what we needed, what we were planning, we wanted that liquid just in case. So once we get all of our rope inspections in, then we can talk more and maybe put some of that into a CD depending on how they come in. Thank you, Alison. The health insurance expense update. >> So, just basically a timeline. Um, I'm talking to Janice and waiting on our stop loss renewal numbers. Um they our network has 14 schools with a July 1st renewal date and until 3:00
today they had only received four schools. Um, but Janice did call me at like 4:30, I think, and said they had just gotten ours. So that we will, Allison and I will set a meeting with them next week so that we are prepared for our um, April 29th meeting. Um, along with that discussion with the insurance center, we will talk about the utilization data. um kind of use some regional um comparables and then long-term sustainability considerations. Um, so we will gather all of that information from our meeting with the insurance center next week and then be prepared on April 29th to share um all of those different models including what we're really looking at are some plan design um working with the structure to respond to it utilitates the different behaviors that are um causing
our premiums to increase. Um although with the self-insured plan, I think we went into this knowing that we would have really great years, which is what we have just come out of. We've had we've had really great years. Um and now um we've had quite a few different individuals utilizing the plan at um over $25,000. So, um, we need to respond with some structural changes. Um, and we will present that on April 29th at 4:00. I did also talk to Janice, so she is going to invite um, Taylor, our analytics, who kind of puts all of the numbers together. So you have if we have any questions um about the numbers or the plans um we will have two of our experts in the field here to help us work through um the new plan.
So that's kind of where we're at. The numbers just came in. We'll set up our meeting next week and then we will be prepared on the 29th with both Janice and Taylor there to help guide us through u making best decisions for the district and our employees. Excellent. Next, we go to the TC network agreement. >> And the TC network agreement is the agreement that we are currently under. We have the option to choose to extend for two additional years. This contract actually takes us through June 2026. Um then we have that option to extend this contract for two additional years um with a CPI increase and not to exceed 4% was what um Jeff and I had discussed. Um so looking at um we're very happy with TC Networks um the service they provide.
So, we were just really looking at in June um extending the same contract for those two additional years, which when we were provided this contract, it was actually in the contract. So, just making you aware um I guess that the TC network's contract, we're going to look to extend this for two additional years. >> Well, that'll be an action item either May or June. >> Yes. with the health. Yep. >> When you have a meeting with them next week, can >> can you guys discuss is it I was like to look at stuff before the meeting. So if if it makes sense to provide Yes. >> the board any information before the 29th or or sometimes the stuff is just a bunch of numbers and it's so confusing it may be detrimental. But but if
you guys could at least have that. >> Absolutely. I was thinking that too that you should feel informed. So, as soon as we have some more of that solid numbers that they need to share some of those different models, um, to have you look at it and and come prepared for the meeting as well. >> And then I know we've talked, you know, with with family stuff. Not everybody can vote, but it seems like, I guess I'm just throwing stuff out there. It seems like it'd be good for you guys to hear the conversation and and be part of it. You may not be able to vote, but at least understand what's going on and stuff. So, so I'm assuming that the way it would go, everybody could come. It just may not be able
to vote for every conflict of interest, >> right? >> Donna's report. Um, so I met I went over to Large and met with Megan and Becky. Becky's the principal for K12 now. Um, and just talked about different areas that we felt we were we were strong and maybe face some challenges that we could support one another. Um, we talked about the different partnerships, the co-ops that we were currently in, maybe some areas that would benefit students. And then we decided that it would really be beneficial for the two schools to meet collaborately twice a year and just make that a consistent meeting. Um so we've decided that we will pull everybody together. So, the ads from both schools, the principles, um, and then Megan and I to come and share just our different numbers, our
enrollments, um, the sports information. Um, I know there's talk about even coordinating and um, having like dances um, with both schools together because of the scheduling. Um so we are going to pull the team together in April May but then we decided it would be a night a better consistent um twice a year if we held it in October and then in March. Um so we kind of established that that collaboration piece of actually getting together and meeting twice a year would benefit us. Um we've had Steve I thought I wrote his name. You remember his name >> with the cam >> or something? >> No, I don't remember his last name. >> Anyway, >> he has um interest in working with the two schools. So, Lafarge and Kikapoo students. Um I think we set
an enrollment of 20 students who would go and spend the day at the KVR um doing hiking and plant identification um can uh outdoor skills, team building. Um so this is another opportunity that we really felt that we could potentially use this as a summer school. Um it's going to be held in August because we did not want to interfere with either summer school at Leafarge or Kickapoo to pull those kids out. But then um wanting to additionally use those numbers for our FTE for summer school. Um so that's another area that Kapulafarge will work together and really under the leadership of this Steve >> Lawless >> Wallace >> lawless lawless yeah um one other area that I've been working on and trying to study um is like we all talked about is just this
communication piece um and kind of our systems approach looking at the future where we're going to have some of our key leaders retiring. Um so setting up a system where we have um different teams meeting quite regularly. Um so establishing that system within um the district where our supervisory so Troy and and Jeff >> um all of those supervisory positions we come together we share so there's more communication and acknowledgement about what's going over like a systems wide in the district um along with our office meetings and our admin meetings. Um, so just another additional layer to help people feel informed of what's going on from a systems approach. Um, reviewing the the insurance has been going on. That's been taking quite a bit of time. And then continuing with AI and kind of where
we're at there. um still developed our team, still trying to plan ways that we can implement effectively the AI here at Kikapoo um which will include kind of an all staff training which will happen in um August. We don't have many days where staff aren't actually um working with students while they're here. Um, so we have the end of the year in service which we're going to bring Janice and the insurance center in to help us um kind of establish that new insurance plan with staff members having that voice there and then it's really in August which should be fine to start the school year to bring in um some PB around AI and guess just start the the year strong with an understanding about the AI and its impact on our students and staff
here. And I think that was it. There was one more thing that I mentioned that I didn't write down though. >> I was just >> I wondered if that's what it was. >> Yeah, >> you just showed up. You might as well >> Okay, sounds good. So, uh, yeah, the one thing Kim was just about to mention, um, Lori Kaufman, um, applied for Wisconsin Retired Educators Association grant for $2,000 to get some new cooking supplies and working with her students in her classroom, and she was awarded that. So, that's a great addition. Um, so she's going to be looking at some different ways just to work with her students as far as cooking. And part of it is they have to do a video to send as part of the grant and stuff, but um,
always a good addition with an extra $2,000. Uh the forester was out last week. Um we have a forestry plan with the school and it's been a while and we kind of wondered just like when has it been logged last and all those things and so um we all had it in our head that it had been logged recently but it was actually when the straight line winds went through a number of years ago. So that's cuz in the plan it said it hadn't been logged and I'm like I know there were a bunch of logs sticking on it but it was when we had the straight line winds. Anyway, the forester from Vernon County came out and uh Jeremy Lee uh spearheaded it and Jake and I um went and just walked through all
of the school grounds, went through everything, just any suggestions that she thought. Is there any harvestable timber? Um which at this point there really isn't. She's going to come back and look um at some of more of the hardwoods over on the um line by Millers. Um, but as far as the pines and stuff right now was more the fact of just trying to clear out some of the underbrush areas where Jeremy had ordered some new trees that we could plant. Um, so it was it was informative just to kind of see and know and just to make sure we're on base of where things should be with that. So, uh, testing, we're right in the middle of the forward exam. So, and again ending quarter three and it is tornado drill awareness month. So,
next week we will have a tornado drill. And I was a little bit late today because it was on the FFA trip to Green Bay. So we went and visited ST Genetics and then went through um at Lambo Field. So it was good fun trip. Kids were great. Um got positive comments where we went out to eat just some behavior and stuff. So it's always good. Always a good day. So that's what I have. You're up. Okay. Uh summer school booklet is out and parents have started to sign their kids up for summer school. I don't know if it's next month or well you okay the classes actually a whole bunch of middle school classes so babysitting class safety fishing again robotics uh arts and crafts and then we'll have uh downstairs for the little
kids did I say the safe babysitting class Morgan's doing that >> um like Aaron said forward testing is going on on April 24th in the afternoon the elementary will have Earth Sam Goodwin sets that up something that she cares a lot and does a great job setting it up. So hopefully it'll be nice enough to go outside this year. Uh books for breakfast this Friday if anybody needs to donate 7:30 we'll be here. And then um Jim from CISA who has helped us with a lot of his reading stuff. He was here. He was actually here last Tuesday before break and then the way it worked out, he was here this Tuesday, too. And he just um when we were talking about stuff, different reading stuff in our office, he just said how impressed he
was with the staff and how much they want to work to to come up with ideas for to help kids do better. And he said he goes, I he just said he goes, I love coming here. So, it's a um a nice feather in the cap to the staff cuz he goes to a bunch of different schools and he really likes coming here. He likes the conversations we have and the way they're looking at stuff and the different things that they're trying. So, that was nice to hear. That's all I got. >> All right. Thanks both. All right. Next, we have the committee to close session statute. 51C considering employment promotion compensation or performance evaluation data of any employee over which the government body has capabilities purpose tonight is physical education future position interventionist positions
and lifeguard I'll take care voted on that. Um, so motion by >> Yeah. I list the close session. >> All in favor? I I All right, we have motions to make phone in close session. I'll make a motion that we hire Jada >> Bronco Bronco whatever physical education teacher. I'll second that. Motion by Earl by Rich. All in favor? >> Yeah. Yeah. >> Make a motion that we share law says enterain this position. Yeah. Thank by Rich. All in favor? I >> post second. >> Motion approve lifeguards as listed by Rich, second by Bo. All in favor? >> I posted. >> All right. I make that motion. Second you off
