002following any comment an individual board member May respond on the issue raised however it is not the intent of the public comment portion of the agenda for the board to enter into debate with a member or members of the community because non-agenda items are not publicly posted in advance no action will be taken on public comment regarding non-agenda items this evening so um for any uh for our opening public comment this would only be for non-agenda items uh you're welcome to come on up if you've got one thank you sarahan 2445 nor 91st stre and I'm returning today to follow up um on a public comment that I actually made at a meeting on November 14th of 2022 at the time I asked for more information about how the school board seat system how the
003um how the board members were elected and and if this could be changed um at the time um I did get followup and learned that the Wisconsin State Statute said that the election to the numbered seats um could um it explain how the district could adopt it or also RSE a numbered School Board seat system and so this would mean having a petition uh with the board clerk um and filing that petition and the petition needs to be signed by 500 electors who reside in the district um and also follow the format of the wisard statute 8.40 and I do have um 500 signatures um on a petition to change how our school board members are elected to at large process and um so I would like to give this may I ask may I
004ask do you thank you for all your work you're doing and do you have more than 500 yes good right get some extras right okay extras and it took me a while to get all of them and so I've actually gone through and uh erased well crossed out an initial uh 10 of those on there and also one that had a pox which I didn't think was registered address and I cross that one out as well so I hope you'll find these 56 not any duple hits I'm just trying to help you in furtherance of your process not to speak to the substance either way but you're trying to process through something I'm trying to help you be sure you you get where you're trying to go okay thank you Kudos on your dogged commitment

006highlighted each of the agenda items within the consent agenda because we felt that this was even more transparent for the public to see what the board is voting on uh it's also to help you with your governance at the board table and that if there is a need to pull something off you can just simply say let's pull off two and then insert the letter so thank you Miss Summers one of the things I really wanted to um say thank you on is there was a couple of different um donations that are given uh and there are a lot of members of the community who are very gracious with uh things that they donate sometimes it's instruments sometimes it's monetary uh donations and a big thank you to those who work so hard uh who
007provide uh High and resources there was a great story about a teacher uh who came back and was subing at Washington all last year um who's a retired teacher that people in our community are giving very giving to education in our in our community and I want to call out those and thank them for it Eric can I say something please I just wanted to um say I'm so proud to be a part of the Jefferson Community you'll see on the consent agenda that there was a donation made by the PTA to ensure that all students um had the financial opportunity to participate on any field trips or activities if they couldn't so just proud to be a part of that Community uh any Community comment on the consent of CH Jamie anything [Music] online

009us and discuss and debate um and ask incisive questions um and demand that we put students at the center of our thinking um Mr Meer can you read this it is recommended that the school board approve the appointment of Alexandra aliat Alex Ali cville excuse me so let me say that over again ali crackville uh Journey love Taylor Max ran and Megan Katie as student representatives to the school board for the 23 to 24 school year and I so move may I have a second second thank you um any board comments or questions comment um EX excited to work with you all this year um excited to learn from you hear from your your perspective um you know it's a really important role that you're in and I hope that you talk to your peers
010and the students at your schools to make sure that their voices are heard in this room but thank you for stepping up and volunteering to do this and I'll just add that I was on the interview team uh with the students and it's one of the my favorite things I've done so far as a board member and the four that were chosen are truly impressive because there was a lot of impressive Young people who interviewed so I'm excited to work with you guys and and learn with you this school year so thank you for um volunteering to do this um would any of the students often times I I would any if any of the students would like to come up and share some words after we vote but I would invite you to to
011do that briefly if you want to share what what compelled you to this and and an impact you want to have this year what about students mothers I would I would look to the students and I don't want to take the student voice there but I'm also scared to take them other voice so and may I say I set an example tonight of no matter how hard you try to speak words correctly you can still get tangled up so if it happens to you don't worry it happens to everybody we do our best when we speak and so you know in the end we get our our message so have no fear you're you're one of us uh would any of the students like to come up as to KCK off our public comment on
012this item if you've got any words I'm ali kville um student representative of the school board now apparently um you know I feel like you guys kind of put me on the spot but I did this because I grew to love uh local government through the program we have at uh wosa West absy and the um importance of having we the people in our high schools and I think it was just a great opportunity I know that my fellow um West representative uh journey is on the absy team this year currently so the fact that we the people is just such an amazing experience that we can have and hopefully continue in our schools just really helps to get the emphasis of the student voice out there and it gives people young people like me
013the courage to come up here on the spot and do this that's all thank [Laughter] you so hello my name is Journey I volunteered to do this because I do really like to get involved in student governance I'm a part of student Senate I'm the secretary and I just feel like my voice and other students voices are extremely important and for this to be about the school district I feel like it's important to get the voice of the people who actually go to the schools and I feel like me and the other Representatives being selected to do that is an amazing opportunity for all of us to get the best feedback to make it the most effective for most effective for all of us that's all thank you so since the other two talked um
014I'm Megan Katie I'm a junior at East and I'm a part of the uh Executive Board of student council and over the years I've been doing this is my third year and over the years I felt like it's very important obviously um learn the perspectives of our fellow classmates and I also think it's very important to just create a a successful environment where students can Thrive because it's more about ourselves and it's more about of our classmates and the whole school so we can grow as a whole yeah I'm aware that Mr Max Ram is currently an Italy performing um and doing and engaging some different ways one thing that will never cease to amaze me is the students serving these roles are doing a lot of things um and so um if you want

016they will be or I guess in two weeks 30 three weeks weird month on the 30th of October uh they will join us up on uh whatever this is called uh at the table uh and so we'll be in touch about organizing ourselves in that way but congratulations and thank you and you're more than welcome to stay this evening if you'd like um next up on strategic goal five culture and Community is an annual report of the school Resort resource officer program in the wood coal School District good evening School Board we are joined tonight by Sergeant Jim moral from the w h Police Department as well as our director of school safety Laura gisler we have pre-recorded the presentation that was a general overview of school safety where we've been where we're going some
017of our data that was recorded back originally for an August special board meeting with our division of people and family supports that quickly filled up so we are here in front of you recapping some of that information from last year of particular interest was some of the school school resource officer data that had been collected um so if you had a chance to view the presentation you'll see some of those data sources and the numbers involved in those we are here tonight to answer questions joined by the Wawa TOA Police Department as this is the majority of the data is theirs they're collecting it making it visible to us being transparent with that so we're here to answer any questions you might have from that presentation or any of the data okay get off with
018just one question hi thank you for being here I remember when we talked last time um and adopted the I thought that we were going to get quarterly updates and I don't know if that's a district piece or yep so we are working on that since last time we do now have a live document and we'll be including it in our um exact summar so you'll actually be able to see monthly snapshots as we turn in those division updates to the board and how is the information inputed and maybe this is a question for sergeant moral is it each officer like at the end of the day the end of the week um how is that data it is it's collected by the resource officers themselves occasionally we have um support staff and our commun
019Support Division um by the name of Laura and she will occasionally update that information if they start to fall behind she can add stuff so that hopefully everything is up to dat we can keep it but generally speaking it's collected by each uh SRO in the buildings and so my next question is is it do these events occur on school property or are these also events that might occur when the sro's are at a football game or another event uh very good question want to make sure we reflect that properly we have a new column I don't know if it was reflected in the in the old system we sort of revamped everything this year to hopefully report to you guys and give you a better picture of what's going on um but one of
020the columns that's been added if it wasn't in the old one sorry I'm losing track of what was in which version it was not thank you is is on school or off school so some of the stuff could be you know completely unrelated to student that we get information at the school but suddenly we have to go to their home to deal with whatever issue might be going on there or as you pointed out very good you know point would be the football game or something off campus so again hopefully the better reflect what's happening within the schools or outside those walls I'd add Laura has been meeting with the uh police department's version of their data teams kind of like our Lindsay white on their end to really try to make this more of
021a seamless and smooth operation in terms of those data so that we can have that live and get you what you need while also protecting student confidentiality that may be within the data as as well Lindsay has actually met with us at the Poli Department thank you for the clarification sure um I was looking through the 20 2223 data um and it looks like um there's some overlap where we continue to utilize SRO um our SRO team in the role of kind of school administrator or disciplinarian and that that can sometimes lead to increased citations by police when maybe it would be a matter so I think this is maybe a question for both you and Mr pinion and his team but how can we continue to improve like the delineation of these different roles
022so that we can make sure that that our SRO program is is you know working optimally but also that our administrators are handling the issues that are more you know kind of student or discipline issues great question and this is an a specific piece that we work on in all of our discipline norming with our Administration we have a series of professional learning as well going going for our administ APS and our deans of students this will be another Topic in there we are constantly working at making that clear separation line because sometimes we do this to ourselves in terms of the ease of access that relationship um which is good we want to have a positive relationship so we want students to have relationships but this is something we are continually working on to
023draw that line and I would say to that Sergeant moral may speak a little bit to the representation of incidents that might not be captured or maybe incidents is the wrong word but interactions with students that may not be even captured in this data I think back to last week's meeting and maybe the one in four comment could you speak a little bit to that because as I was at um East today I was talking to officer yo and we had a conversation about this and he thought maybe this wasn't as clearly represented in terms of that day-to-day interaction to represent that one and four as he thought that was inflated yeah and thank you and um this this whole thing developed as I was a former s Rose you know and it developed as
024initially as a tool for ourselves so I I used to keep uh stats very similar to this so that way if I didn't necessarily take legal action against a student for you know multiple reasons if I ran into that student again the following year or two years from now it would be a simple tool that I can look in my database and say have I had any contact with a student and what was it for so initially it started out as a as a piece just for us as a reference tool for us as we have built our partnership with you guys and want to be as transparent as possible and show you what's going on and interact we tried to make it bigger and better um so last year's effort um had a lot
025of data in there that even me like in this position and my role I can look at the data and you think boy there's a lot of please contact that always ended in a citation and is that all they're doing over there and that's a fault of our own it was it's it's not the greatest way to keep data so this year again with the improved uh system that we're using we're trying to highlight when I call for a call for service of police I talk about a police dispatcher and I've determined that we have a an issue that's going to rise to level of a police interaction or or or maybe a report or something of that nature when I don't call dispatch is when I have a student who you know took somebody's
026watch and I went and talked to that student and they've agreed to give it back and we give it to the other student and maybe talk to parents and that stuff just sort of it's done there's no real reason to documented it's been handled the school's aware of it parents are aware and we move on so a lot of that information hasn't been collected this year we are collecting that information we're trying to put in what we call a rep and release um in the past we would just do basically like citations or arrests now we do put our rep and releases in there so you'll know when we've been reprimanded and released without a citation or arrest taking place we're also doing and Laura suggested this I like the idea is adding our positive
027contacts in there as well like for example we had an SRO the DAT to some rep that our purse was stolen the SRO worked with that student ultimately found the purse it wasn't stolen it was a lost item or misplaced and so that's in there in the reports and you'll see it and it's highlighted in yellow so it'd be easy for you guys to to sort of look at our list see for lack of a better word what's a negative contact what's a positive contact uh so hopefully all these things that we're implementing um will help uh reflect what the data actually is and we're always learning too so it definitely open a suggestions from you guys as to what we can do better as far as presenting that information so hopefully this year's will'll
028be even better than was last year's next year's will be better than this year's that sounds great actually I'm really looking forward to seeing that first Friday November you'll have it in the data set so um hi thank you for the report and all of the detail and I also looking forward to the additional data that you're talking about um I guess I have two questions one would be just a general overall impression from the SRO that can be shared about how this year is going and the second would be that the that the district and the board has asked the district to set um uh addressing disproportionality um this year is a very important Central goal and discipline um and also the um you know out rolling of different kinds of disciplinary actions are
029part of that data um where we see disproportionality so sure two two things that I'm interested in how the SRO see themselves maybe being involved yeah so I just had a conversation briefly with Dr me he said hello to me and you know one thing in the police world was we never say the I'll say it now but we never say the word quiet because we know that that that's like jinxing ourselves right so here we we're talking about this school year and I can tell you I looked at some St statistics before I came here and I over see the SRO programs So reading their reports and on and on and we are off to a great start we are off to a great start this year and I attribute that to what the
030work that you guys are doing obviously what's happening in the schools the student behavior um and hopefully some of the work that the SRO are you know um these positive interactions so to answer your question about how the SRO feel obviously I can't speak for them directly but I speak for them daily and they're feeling good about this year um obviously far better start than we had last year so that's good um as far as uh things being disproportionate some of that stuff um it first of all it's very important we don't want any disproportionate measures taken by anyone um and are are very much I think in the line with with what you guys are trying to accomplish I think what's Society wants and just what's right in general what's what's the right thing
031to do so we look at every situation um generally try very hard to use discretion more so in the schools than you would on the street because these are students these are juvenile for the most part and we like to give the benefit of the doubt and try to to help them rather than hurt them well oftentimes we we look at a situation and say could we is issue a citation for example absolutely we could but is that going to fix is that going to be you know what's the great or good from that is that going to fix anything if it does if that's helpful then good if if not then maybe that's not the right path to go and it's a great place to be as an SRO because you have the options
032to do that we do have discretion and we can utilize it and and hopefully use it for all of the students benefit um it's it's just so incredibly important to have that flexibility and to say here's the letter of the law do we have to um do we have to use the letter of the law heuse the spirit of the law what are we trying to do we're trying to help people um I I can't really speak to to numbers uh as far as like race sex grade level of age all those types of things but I can tell you that um when you look at the statistics here the majority of these calls are reactionary in other words it's not a proactive move that an officer has made it's generally reactive um an officer
033has been called by whether it be an administrator another student whomever and they're asking them to do something on their behalf so um if if it appears to be disproportionate it it may be that on the surface but I can tell you a whole lot of thought and ort goes into it on working level so that we don't do anything for any bias or any any other reason other than trying to do the right thing all the time one of the things we have is you know as an SRO group we only have three we have a three and a half we have a fourth who's trying and our department is so short-handed but we have a very very diverse as you probably know very diverse SRO group and I think that hopefully helps um
034with any type of disparities that might be there or preconceived notions biases you name it so I'm hopeful that that's also a tool that's working uh in our favor and your favor thank you um I would just say that research suggests that it's constantly keeping it on the table being able to talk about it and you know process it is really one of the major steps that needs to be taken because even someone who is from um a black or brown Community has been raised in the same society and trained in same ways and has some additional context but that may not um just completely uh you know address the problem so really the the work that you're talking about where brainstorming as a group and um talking about it and processing it that's a
035really important step and I'm glad to hear that you're you're working on that it's a it's kind of in the public in your public eye um that that is you know continue to be discussed thank you for talking about that you're welcome I want to make one more comment I think it was your last year and the topic of bias came up and police bias against uh race was was flat out discussed here in this room and I dug my heels and said oh I'm not biased and uh members of the board said well we all have unconscious biases and you know I reflected on that later and I don't I hope that that unconscious bias doesn't get in the way of anything that they do um ethically and we're sworn to do things the
036right way and then talked with other members on the board who said that you know they may have a bias unconscious bias against police for example so it exists I'm aware of it and in hindsight looking back with that conversation yeah it exists and I know that I subject to it just like anyone else so we work on it all the time we definitely try um I I statistics are it's hard to put things on paper and say here here's what we're doing I would love if people could Shadow the SRO in a day and see I realize it's that that can't happen but I would encourage you to ask your students I would ask students that have had contact with the SRO even if it was a negative contact and there was an arrest
037or something that that effect ask how that student felt how are they treated did they you know you might get some that absolutely thought they was some worst experience in their Liv you may have several and I would I would venture to say the majority would say actually they treated me fairly we have a better relationship now than we did before this even happened so those are the goals of the program that's stuff that we're trying to accomplish and I hope that we continues suceed with that I just had officer I had excuse me coffee and I think that we it was a very fruitful conversation where we really learn from one another and just you know just the importance of sharing that lens and that perspective because at the end of the day we
038both want the same thing we both want all of our students and all of our kids to be safe so you know it is to Dr Worley's point it always has to be on the table it always has to be something that we talk about because I do believe we all have the best interest of our students in mind oh I think that's that's absolutely it so that's the goal so it sounds like you're still working on cleaning up your data or collecting all like complete data for each of these incidents so it looks like on the data we have 196 there wasn't any sort of race gender those kind of demographical things filled out but out of the 422 that were um 262 of those are black or brown students so I trust that
039you guys are trying to be as Fair equal as possible but just looking at that number I think it's just something I hope to ly's point is top of mind because that obviously is really dis forunate for our black and brown student right um but it sounds like you guys are thinking about that absolutely and in fact we can't stop thinking about it so um I think you know I would I would I would guess that the numbers would be similar if you if you look at school disciplinary um so probably disproportionate on the school disciplinary side as well but when I say we can't stop thinking about it I will I will tell you as a police officer and talking with my fellow officers we go to a call for service I use an
040example say Mayfair Mall and there's a problem there and someone has called us to respond to an issue and the person whether there be black brown Hispanic Asian whatever the case may be if they're not white and we go there people there was a a microscope on us and how we're handling things and just the other day we had someone that was using some credit cards that they stole in City Milwaukee also would have stolen a car at the mall we're dealing with that and so many citizens came around us and they're filming us and telling us we know you're harassing people because you know you're the police and actually we're there investigating a pretty significant crime so the perceptions on us are very very difficult but it it is always front C on the
041mind to the point where a lot of guys when they're going to a call and you hear a description of a subject and I just going to say it if it's a if it's a black male subject and the white male cop is going that white male is thinking oh no I don't I don't want to have this interaction because I don't want to be accused of being racist when I'm responding to this call Serv so it's always on the mind we always try to treat people at decency um and and fairness and be kind and understanding we we I I can't have the perspective that others have we can only bring to what we've learned and gained over the years nor the officers but we understand that everyone's got different experiences we hope that
042when you have a contact with someone from Marosa police it's a positive experience even in a negative circumstance the only other thing I would ask if and Mr opinion this might be more on you if the board could see some of the training materials that the srl's go through forner schools that would be really helpful because to your point we can't follow you all around in the schools but it would just be really great for context so um so we could see what what training you get before the SRO are in the building the nzo yeah nzo that's that's a one we so n National Association of school resource officers are the basic um SRO that they all go to so that's a onewe course obviously just five days uh to me honestly the the
043best information that they get is learning on the job and in those schools and building those relationships but that but they have ongoing training obviously with the police department as well we have state requirements that we have to meet and then in addition to that they do um CIT training so critical incidents and and dealing with people with mental health issues um all those types of things so it's an ongoing constant loaning process and then we train here with the school district also there's a yes they all our sros have gone through threat assessment training um and then they went through ad adolescent mental health training with our district so we're providing a training that we are asking all staff to come to or percentage of our staff we will include the SOS in that
044thank you any final board questions on this um thank you all for your continued work uh I'm really impressed with kind of where we sit and where we're going um the the complexity of this situation whether it's in toast or anywhere else we'll figure it out if we do it really well and communicate together and give each other Grace and navigate it and I'm really excited to see kind of where we go and where we continue to learn and keep getting better uh and I think a key component of the reason this year is feeling better one I think we're a year off in the pandemic um but two I think there's a lot of systems in place that the district team has put in place that the board has work towards and that you
045all are implementing beautifully so thank you for your continued work and for all the work that you do thank you um I am the Weird School Board member there might be more of me now that gets really excited about academic Audits and responses to audits um and we don't talk about this enough so I am really excited uh we are going to have maybe seven or eight hours now of continuous deep digging into academic performance this is This Is My Jam um we are going to start out with the 6 to 12 science curriculum adoption and new course proposal presentations and the board has gotten you're welcome to qu up uh the board has gotten a ton of information there was a lot of uh flipped presentations there was 30 page documents where if you
046read every hyperlink and I maybe try to literally you could have spent a solid two weeks uh reading and exploring um the level of rigor that I am seeing and the work being done and sourcing uh it's it's like a little dissertation um so Kudos kudos to you all uh for doing this um what I would say before we start is I'm really impressed with the levels of Engagement folks are having in this work um that one of the things when I came out of the board is I really was always looking for where are we seeing teacher voice where are we seeing data where are we seeing kind of the triangle I'm seeing great leadership and I'm seeing a lot of Engagement from a lot of different thoughtful folks and I'm really excited again
047um so sometimes we time these and we ask you to go fast feel free we can Dr mean said we can stay all night uh breakfast for everybody who's in the room at 6: am um I feel like we're sending mixed messages yeah no I will get us started I'm Jessica Ebert I the director of curriculum and throughout the evening several curriculum coordinators coaches and teachers will be joining joining me as we engage in conversation regarding action that has occurred in response to audits that were conducted last year for 612 science um actually was K5 science 912 Ela was an audit that was conducted a few years ago but through monitoring and adjustments we we're calling that back we will call it either English language arts but at times we'll say Ela just want to
048cause that um reference there for everybody and then technology education but again to fully understand this work yes there were flip presentations and executive summar so hopefully you've had a chance or if our public is wondering where that information is it's posted on the board agendas but before I get started I want to First share a big thank you to the many teachers here tonight we have several in the audience and to those that engaged in the work and helped us get to where we are today I also want to express my gratitude for the curriculum coordinators that organized LED and are now ready to deliver on the work that they have invested in it is the collective efforts of all that will bring forth amazing and necessary changes for the students in wossa in
049preparation for this evening and prior to bringing this to the board we have had several opportunities to engage with our families and the community regarding the work Dr Nicole marble and I along with Stacy CLM our director of special education attended the wossa commissions for persons with disabilities in early September at this meeting we were able to outline the work that has occurred to date in these cont areas and seek further information ideas suggestions and thoughts as we continue to work prior to implementation next school year we received very thoughtful feedback from members of this group that will serve us in our future plans in early September we launched a curriculum review web page and on this site ongoing updates and information is shared regarding review work for the past few weeks resources for 612
050science and 912 bla have been posted with an opportunity for families to review and offer feed feedback over the month-long period we received zero responses of feedback that was a good sign um additionally our curriculum team attended curriculum Council on September 25th to preview this information seeking the council's feedback thoughts suggestions and idea ideas to really successfully communicate these changes within the board presentations also last week Thursday our curriculum team hosted a community engagement session related to curriculum this was an opportunity for families in the community to learn and ask questions regarding curriculum and an opportunity to hear more information specific to these content areas we are incredibly grateful to the four attendees especially the two that attended in person and POS some very thoughtful questions although attendance to some of the events was minimal
051following this conversation tonight and prior to our return on October 30th final resource information will continue to be posted on the curriculum review web page and there will be additional opportunities to review material in person I'm going to list those dates but please know that those are listed on the web page and also in District communication and within the presentation those dates will be October 12th from 7:30 to 8:30 a.m. October 18th from 4:30 to 6: and October 24th from 12:30 to 1:30 p.m. the review of curriculum is an important act and part of any High performing District it is a standard operating procedure and and it is because of our strategic plan goal number one of objective 1.1 we now have a 7-year curriculum cycle in motion this cycle ensures each content area is
052either reviewed implemented and are monitored every year the content areas before you tonight science and English language arts were highlighted as a top priority when the cycle was in development due to the time in which they were last reviewed although we do not have a full picture of when that review those reviews occurred it appears that these content areas were last reviewed anywhere from 12 to 15 years ago go this means that the current state of our curriculum is not accomplishing what we want for students nor do our teachers have the tools and resources necessary to deliver rigorous standards aligned instruction and I know it was presented within the budget conversation to surround the proficiency level and we know that a contributing factor of that is that we don't have curriculum aligned to standards it's
053one factor as we think about that um we have come here tonight ready to change the course of curriculum in pursuit of our vision one step at a time so with that I'm going to get the convers conversation started with 612 science and ask that those um Representatives here join me up front as we have some of our leaders stepping up Miss Ebert made a statement that based on our analysis we have not reviewed some of these curriculums in the last 12 to 15 years Dr Marvel and I had an opportunity to speak to the parent teacher Association area Council last week where one of our leaders at a high school said thank you for all the structure you put in place how quickly can we expect results we can't have results if we have
054not reviewed curriculum in 12 to 15 years and I would also note to this board and to this community that we have prided ourselves in having stem programs and you're going to hear tonight from the science group that hasn't had curriculum reviewed in over a decade so we talk about a lot of things in this room it is critical that we have patience from our community as we try to expose children to the richest curriculum materials we can when teachers have the best materials in their hands they can make their classrooms come alive when the classrooms come alive students are engaged and believe it or not behavioral issues go down because of the richness of instru so I want to thank you all for being here and we're excited to hear from you all can
055I ask please thank you Dr soer do administrators perform these reviews no are they involved in the reviews they're more I would say that the administrators are more the facilitators of these but teachers and you see a lot of we have a lot of our staff in the room tonight our teachers have voice just to understand the conversations all meeting all the time about administrative levels we need people to trigger and facilitate these things is that I'm trying to help here yes you yeah Okay the reason why these this curriculum wasn't reviewed in 12 to 15 years is because when I arrived in three years two three years ago now there wasn't people who there weren't anyone here at fiser to update the curriculum and so what happened consequently is that then teachers who are
056really focused on giving their students the best experience they updated the curriculum on their own so then it became and we We call we call ourselves a district of equity it created even more inequity because it then the message among the parents would be well you need to get that teacher because that teacher is updating their curriculum instead of making sure that every student had that experience it is um what we what we found here what Miss Ebert and Dr marble found here when I remember vividly we were the only ones here a few years ago what was here was dormant um and and it wasn't because we are interested in the administrative process of updating curriculum what we were hearing from teachers was that they were being forced to update their own curriculum in
057their own classroom rooms and it created inequity so we talk if we're just going to be candid we talk a lot about what's happening at certain side on in certain schools on certain siid of town what was happening was that certain schools had created their own systems of updating their curriculums where other schools had not so the the the gaps that we're seeing is a result of to your point Mr Meyer there wasn't anyone in this building attending to making sure that every child head an exceptional educational experience thank you for that extra context um I will allow the team that's here um to introduce themselves I'm Alison Alison stener I teach biology chemistry and AP Chemistry at tosa East my name is Rachel dolman I'm a secondary instructional coach I've been supporting science for
058the last three years of the high schools and I'm Sarah blash I'm the science curriculum coordinator and we are here just to answer any of your questions thoughts suggestions ideas from what you reviewed in terms of the executive summary and flip presentation I have very general questions and I'm gonna ask them for each of these different each group that comes up um it's gonna be the same two questions so the first is what kind of growth can we expect in the coming years if we adopt this curriculum and how will this reduce disparities in learning if you could go through that for science that'd be amazing that's great those are great questions um I'll do my best those are very heavy thoughtful questions um so I'll let anybody else chime in too I think in
059terms of growth when we know that we have a strong rigorous standards aligned resource and really what we're bringing forward to today is a curricular resource but that doesn't make the entire curriculum come to life right there are aspects of the educator and professional practice and work that goes behind that resource that we know we have to invest in to see growth so a tool is only going to get us so far um but I do expect that we will see growth um when I think about some really targeted Focus work that we even did with our fractions in fourth grade math and brought forward additional um structures and learning around that we saw growth this last year in fractions on our Ford exam in one year's time so we we are anticipating growth but
060that is also the importance of a seven-year curriculum cycle so I'm kind of answering general which will be a general response to the other ones as well is that um when we have a seven-year curriculum cycle that also doesn't say okay we've implemented let's dust our hands off and put it to the side and we continue to monitor very closely and adjust for necessary we're able to really track and monitor what's working and what's not working and make those adjustments right as we get started so I anticipate that we will see growth I will let any of the Educators join in on that first question and then may we resurface the second one I'm just GNA add in oh go ahead Rachel I would just say yeah that's something we're tending to constantly right we
061want to see like is this making the change that we want to see and I think without um a strong tier one curriculum it's really hard to have conversations about student achievement because there's nothing to compare to there's not strong tier one so you're overloading the system with tier two and tier so I think what this does is it provides strong foundation for tier one so that we can have meaningful conversations about how to intervene for kids who aren't achieving I was just going to add that um we monitor student grades at the secondary level and historically our biology and chemistry we have um had um an undesirable amount of students receiving thees and Fs in biology and chemistry that is not ringing true presently when we look at the percentage of students that are
062not currently being successful I know it's only the beginning of October um but I do anticipate to still continue to see that Trend and I think it's because we are we have wonderful Educators who are digging into what does it mean for students to do this the conversation has shifted in the planning time for our Educators and um Miss Gman and Dr blash have done an outstanding job of bringing and surfacing those conversations with our with our teams and I know that um Miss netar has had some really amazing success in her classroom um in particular for biology as well yeah I can just kind of echo that when we have a curriculum to discuss like we've been piloting with this we're we are able to focus on data so our paace meetings have been
063truly data driven as we analyze you know who's successful what how do we need to make changes rather than discussing like what are we teaching what do we need to change so that's been a positive that I've experienced that's great and so just to be clear remember we had the whole science onit this is the first batch up kind of rolling it out right so we haven't kind of like Dove to K through five um I think you know it I'll never forget what the um auditor said that what was it by eight years old if kids aren't exposed to science and they would never kind of go down that path or like have that scientific thinking so I think it's so wonderful that we're really rethinking like inquiry based um curriculums because we want
064our kids to be curious and ask questions and use their hands to do all the things um I wanted to ask about the Paladin program so how has that been going I know one's supposed to start in the fall right for biology but have there been some peted programs that are already taking place and how's that going I mean I would like I think that it would be great if um Allison and Rachel want to chime in on this but yeah so the biology teams are piloting right now um and they had started piloting with sort of a precursor to the open scied resource in the spring and it is really already just in the early stages transforming I would say like that's I'm not not exaggerating it really is transforming practice at all levels
065really in just the level of um ability to collaborate um the work that we're seeing from students and just like to that identity piece about viewing themselves as scientific thinkers I think especially you know Allison's had some amazing um just early data coming out of her classes and so if you want to speak to that that's that would be wonderful but it's going so far I think even just without formal training or anything like that yet just in the piloting stages it's already already definitely making a huge difference yeah um so the the standards from Wisconsin the Next Generation science standards and our vision as a district really call for phenomena Based Teaching which is very hard to build curriculum around like a big idea and so to have a resource that does that for
066you um to be able to see students learn about real life rather than the like why do I need to know this I haven't got nearly as many of those concerns from my ninth graders um and then one example that sticks out to me recently I had a 10th grade student in ninth grade biology so this is his second time taking the class and he looked at me and he said is this how our whole year is gonna be I think so why he's like I don't think I would have failed last year if the class was like this so to see um a variety of resources um but the curriculum embeds um different types of activities so to have a resource where we can do things that serve all Learners in different learning styles
067um has been good and then like I mentioned just the collaboration piece and so just thank you and just a followup uh two questions when can we expect our teachers to get the training around this and then when can we expect it to be implemented in all classrooms 6 through 12 well training we would like to do as soon as possible so as early as spring and to the level at which we'll have to you know finding time is always really challenging but minimally before next fall um because that would be when we would like to see it implemented in all classrooms would be fall 2024 but if we are able to get some early professional learning and start doing some more expanded formal kind of it wouldn't really even be piloting at that point
068but just launching um then we could get that going as soon as possible and it feels momentum is building for sure um it started with a smaller group in the spring and then now really has expanded to all biology teachers at East and West um and so chemistry you know after they get some learning could start doing that really soon as well and I kind of have this question for everyone like Dr Hoy di but what is the teacher buying look like for this right because I know change can be hard as a classroom teacher has it has it been well received from I I know you work in the high school level but even our Middle School levels it seem to be pretty well received yeah and it's at the middle school level um
069it's really um I guess a little bit more similar to what has been um happening prior so the shift to more ngss style instruction isn't as large um and so that's been really well received and then the high school I think there's an excitement around it um and you know in time we want to see our course is built out further and you know more options and just grow more more more but um even just to be able to more confidently say that our first two years are of science are really laying this strong foundation for scientific thinking for students is a huge um improvement from just what we've had before well it was intentional it was intentional to really start with Biology and chemistry knowing that each year we'll continue to build on that
070there has been some work that's happened at the elementary level just taking that and that was recommended even through the Auditors to just really take our time and study what's going to create the impact um so that science sticks in elementary and we make time for it so she been aw thank you all and thank you for sharing the student story I think it's those like antidotal stories that really you get a glimpse of like how big of an impact a curriculum can have in like really engaging kids and drawing them in so thank you out I'm going to make a couple comments while there's contemplate there's um one one of the things I keep thinking about is labs and having the time for them and I know there was a a note of I'm
071G keep coming back to making sure that we have the the calendar day to day the academic calendar that supports student learning and so I know that that's down the road thing but I keep thinking of if you're in chemistry if you're like some of these experiments take longer and so what can we do and how can we creative there um I was intrigued by the AP Chemistry and college chemistry uh track and thought that was really interesting um and look forward to kind of in continued kind of thinking um I took the the it made sense to me how you explained it so thank you for going into that detail two things that I was thinking about um that were not discussed and we outside probably the scope of your work but I just
072wanted to toss out there for consideration one is what we're doing for co-curricular offerings uh clubs organizations opportunities um wossa has a really robust Elementary less so Middle School um Destination Imagination program um and I'm wondering like what other that may not be appropr for other things but what are the things that we might Infuse to get students um self-directed in different creative ways we learn we heard about absy tonight being kind of something within the the social sciences uh forensics and Ela are you suggesting a science feere I'm I am I am suggesting I don't I don't know what it is but what are co-curricular experiences where students are determining the direction of the club and organization with with adults in the community where they are looking at solving uh problems that we have
073cleaning up uh Rivers thinking about the environment thinking about like what if we unleashed the students to figure out what to do uh with the creek running underneath the highlands um so what what really are kind of those interesting things that the connection the AP environmental uh course I loved the last thing I would say uh is then also field trips and experiences uh more so Middle School elementary but and I think as a parent those things stick in kids heads and when I think about that the I can imagine myself as a a seventh or eight seven or eighty old of like I can imagine myself and see myself in that way uh to that end I would say youm is hosting May Jameson uh tomorrow evening if anyone's interested she's the first African-American
074scientist in space uh and she'll be speaking as part of the distinguished lecture series and so for those watching that might be of interest uh to take a child to and possibly spark some energy and excitement but thank you for your work it was really a delight to to read about it and I look forward to you continuing to push this uh push this work forward through all the grades and all the different courses and see where you go so I think my comment will build nicely on that one um I'm excited to see the AP um environmental science course um and I also would love to see that idea of En environmental science um then all the way through from the very earliest and to the point about um connecting with Community I would
075also say looking at Community Resources what are the spaces um city of wossa has a sustainability um committee and they are quite eager to be more connected to the school district um there are a lot of experts in this community um who are working in those areas and I think that ways that we can build that in for them to be in the schools and the schools to be in the community um you know there are a number of different um uh even Industries around here for instance the the growth in the um you know solar industry or some of the other um you know uh Green Landscape IND industry things like that that students could also get ideas about ways that um they might take advantage especially now we have a national program on
076um green uh employment and green jobs so just really excited to see that and think about um and encourage you to think about ways that we can leverage Community um involvement and resources because I know there's a lot of eagerness um among community members to um be part of the science curriculum to to be connected um and to bring their expertise so I'm glad to see that and hoping that um because when I looked some of my WM students looked at um the role of environmental questions and ideas in our science curriculum a few years ago in Dr Marvel remembers trying to help us dig for that and it was um not the easiest um information to find so um I'm looking forward to seeing that become something that um is part of our vision
077of a of a graduate that be a global citizen um is to have some of those skills that stretch from the local uh to the global so thanks for all your work on this and for the vast amount of materials that were provided to us so that we could really get um a sense of of what you're working on and the the size of it so that that helps us to understand why it won't be ready in three to four weeks um because this really is a really large um but exciting overhaul um and to have it to have it hooked up to and really getting us closer to State Standards I think is also very important so thank you for all your efforts I'm GNA go to Mr Morris and Mr Mar so we
078talked about earlier the the budgets dollars and cents do you anticipate any any barriers for the future as we talk about the sevene cycle here of the curriculum and I only anticipate that it's going to get better I'm excited for everything you're doing and everything you're going to be doing but I also see that when we talk about labs and different you know whatever the future of science looks like there's going to be dollars associated with that that we don't know that we're going to have to have you know some form of forecast of as we think about these with the middle school or High School level and especially as we get down to the elementary school level what does that look like dollars and cents wise in our community we have grown and we
079have built a a status here where we expect the best and I would expect nothing less when we talk about the ability to give our students and our and our Learners and our Achievers the best in science but all all all curriculums especially in science to give them those field trips to give them those experiences to give them the curriculum the labs the technology that goes along with that we have to have some form of of ideas as we anticipate the budget for the next two years the next seven years or the next 10 years how does that play into some of the thoughts I know that you talked about the summary anticipated budget but I just get curious on when we start thinking about those things on on a larger scale are we looking
080at the incremental pieces here are we looking at we talk about the the big picture what is the what's the best course of action financially I'll let Dr Marvel talk through the budget absolutely so thank you for those qu those very thoughtful questions we do have a plan for the immediate and how to use some Grant dollars that are still um hanging for the not only science curriculum um resources but also for basically everything that's being presented to you this evening and um in subsequent months around curricular resources so we do have um some Grant dollars already earmarked for that and also in terms of professional learning one of the funding sources for professional learning is um actually title two funds so we have also earmarked uh title two funds to be able to help
081support the um the the implementation of our professional learning plan around all of these resources so that's the immediate plan for the short term so we won't we should have to D dip into fund 10 ever so slightly if at all um for the current um iteration here um you also heard this evening Mr Brightman talk about the need to add an additional $2 million to how we budget for curriculum in a district our size we are wildly under budgeted in terms of our curriculum and the curricular resources so the fact that we haven't had a a seven-year review cycle it falls in line with also not us not budgeting appropriately for curricular resources so um that's just something I wanted to elevate that we will need to make curriculum and instruction priority in the
082budget Mr Meer what I'm about to S to state I'm I'm not for it or against it but I find it very interesting this past summer I had opportunity to talk with a California high school science teacher and she told me they offered an elective that was wildly popular with the kids the elective was the science of medical inter interventions and they they couldn't offer enough chairs in it everybody wanted to find out what is the science behind and they would go through different medical interventions which for the screamish like me I don't think I'd want to do that but the kids loved it for what it's worth just so something in that area something practical but what you've seen on TV and ER and all these show you know it's like we want to

084Nick KY I'm an English teacher at TSA West High School John Eder English teacher at East at this time we welcome your questions and thoughts and feedback like to highlight um I know there might be some push back from from the community on this but I think the data is very supportive of getting rid of the advanced English n um specifically and even English 10 when you look at kind of the disparity and access of certain demographics um that are not enrolled in those courses so can you just explain a little bit more the rationale behind that all right so as we looked at and where course enrollment is currently we saw that there is a trend of students starting to really enroll into that ADV 9 UM course especially as they're metric matriculating through
085the middle school and kids are receiving that more Universal curriculum in sixth seventh and eth grade um so that was one of the look points of reference right was to look at that we know that when we think about realizing our vision um and we think about eliminating disproportionality just by having two different courses we are creating disproportionality and so if we are really going to create action behind our words um we need to do something about that there's lots of research around multiple perspectives around our what our standards call us to do what our vision um at the state level calls us to do and enact and all of that kind of put together created this plan and proposal we know that we can reach the needs of Learners within a universal space so
086one message we don't want to send is that we have a universal grouping of students and everyone just gets exactly the same learning differentiation and responding to student needs and interests and um creating spaces where student voice and access is available to all is our goal um so we want to make sure that that message is really clear we also wanted to think about when kids are coming into high school and their transitioning into their ninth grade experience um getting to know themselves as Learners and young adults and therefore making really strong decisions as they matriculate on throughout their High School experience so wanting to be able to provide varing offerings as as students become sophomores and juniors and seniors so that gives a little bit but I don't know if anybody wants to add
087anything and just a piggy back off of that the standards are for all students right so when we are really truly looking at English n and 10 being standards align we are providing that experience for all students and providing that Universal experience for all students so that was the the targeted F focus in the work that we did in this past year is really ensuring that we are bringing forward that's going to bring a resource that's going to bring that standards alignment and then that's also going to bring that unit coherence between the two schools because we were not seeing that between the two schools um simar instructional experiences happening so that was one of the things that we were like what we going to find that's going to be standards line and provide that
088unic coherence I don't want to put the teachers on the spot but maybe you can even talk about the richness especially in the ELA course where you get like diverse perspectives and even when you have higher achieving students and you know lower achieving students um work together like how that enriches is that that experience okay um you know um I think one thing I can one perspective I have is like age I it's like I I was here when we added when we initially created Advan Stein regular 9 Advance 10 regular 10 um and I'm now glad to be here at the end of it um it's like I think one one misconception I think a lot of people had is that um that the kids in who are not in advanced aren't being pushed
089are not getting a good standards-based education so it's from from its Inception the goal was always that a kid who took the advanced the advanced U sections should be ready to take an AP class by their junior year in English um and the goal of regular nine and 10 was that exact same thing just that you know that it might might be a difference in pacing might be a difference in the uh text complexities and things like that um so so that has always been the goal and um you know things changed over the years but I think we've always um you know I usually teach uh freshman English so regular sections and advanced sections and um I think that the advanced and regular designations are you know to a large degree window dressing um
090and and I think in regulars 9 and in advanced nine I've always seen students who are extremely gifted um with a lot to offer and in advanced and regular um students U with significant learning challenges um and so so I think that you know by collapsing them um it is I I think disproportionality has become a growing problem and I think by getting rid of the two divisions I think that's going to yeah that's that's going to help with that that's going to going to help eliminate that um but yeah so I I think it's I think the difference is you know the difference that we're seeing is going to be much less than than I think what a lot of people think it's going to be um and and I think also with the
091more robust um curriculum that we're seeing it at on at the middle school already I'm seeing a big difference in just the ability levels of the students coming in and that's just going to keep growing especially U as we adopt the this new uh this new curriculum thank you so similar to my question earlier how long has this um common lit 360 right Comm 360 been it's been piloted in some places right because I'm seeing it in my sixth grade son's homework um how is that going and kind of what is the teacher buying to this new program so it is only it was only piloted or is being piloted um at the middle school experience that we did not pilot at the high school experience um just did some site visits had some conversations
092reviewed different course offerings I would say so speaking it from the high school lens um but from the Middle School lens we're learning that it's going to be really important that we provide the professional learning and background to our teachers so that they feel best equipped to deliver um with that instructional resource there's a lot there so learning that through the pilot um learning that we want to continue to allow students to have access to choice and text and autonomy around what they read and some of that needs to be developed throughout um the context of that course so I'd say it's going well but also that we're learning some things and some needs that exist from those Pilots not everything is going great right and is all um rainbows and butterflies so we know
093that we have some some things that we need to do in order to be really successful as we launch that at high school and they seem to be receptive the high school Ela team seem to be receptive and ready to kind of engage with this new curriculum yeah um I'd say that one of the things that's been a the biggest struggle I've been here 13 years and I've taught Advan store regular for all 13 years and um one of the things that has been I think like a black eye on the curriculum is that we've been using the same stuff for 13 years and Everything's changed and it's really it's it's been put on us as Educators to try to go and find new stories engaging stories stories that have everyone's perspective involved and um
094one of the things is that we actually just kind of not eliminated but kind of um minimized our Shakespeare input because kids just weren't having it they didn't like it they didn't want it it was a drag on a lot of them and we actually then migrated to a raisin the sun two years ago um and it's been one of the richest and most rewarding experiences that I've ever had as an educator of seeing these kids see the struggles that people go through that are still going through today and we have these really rich discussions of like oh my gosh are we just experienced this or we just saw this in the news and I'm like it's still happening and so um one of the things that I think a lot of us are really
095excited for is the idea that there's going to be so much material that's going to be available to us that it's already going to work that we're not going to have to go through trial and error and say to the students as guinea pigs like well that didn't work so now we're gonna have to try to find something else to catch them back up so that they're at the standards that we need them to be at aw well thank you all for what you do I know you know takes a lot of time to be a part of these curriculum Audits and so I appreciate all the Educators voice and all the work that this team has done thank you I'm gonna stop myself from going but I have so many comments about [Laughter] Shakespeare
096I was thinking yeah we need to find the Shakespeare that does reach them perhaps at some point but I did want to say um in looking at the the the bits of 360 curriculum that were in the document very impressed with what our students um will be or already are starting to read um I think that it will um engage them in perhaps ways that we haven't seen um in uh transparency I have a ninth grader um who is you know part of this part of the I think the old readings but the new um advanced level and I think it's I think it's going um pretty well I did have a question about then the 10th grade in looking at the plan um if a St so because our students develop their passion for
097different academic areas in different Paces so what is the idea for a student who doesn't get a B in ninth grade um but maybe by 11th grade would um be the place where AP um type of material might be um achievable for them what what's your vision for how that will look um for students so um because the standards fall in a 910 band um you are going to be getting that experience within ninth and 10th grade so that liment to standards um you do not necessarily have to have that b sophomore year to go into junior AP that was a pre-record that that we setting for the Freshman a freshman who was interested in taking that pathway sophomore year so there's still options there still right okay thank you um I comment on Shakespeare
098is it wasn't until seeing it wasn't until seeing Shakespeare performed as a sophomore on a field trip at AP that I Midsummer Night's Dream uh when I'm like oh the language the language got me um one of the things that was a small thing in this and I don't disagree with the decision at all is the elimination of oral comp um what I was intrigued by is that a lot of students take two classes over the summer for their freshman year oral commom and physical education and the goal of doing that I think is twofold one kind of an acclamation into High School a slow ramp up of the level of rigor and expectation so I'm not against the idea of oral Comm being shifted out of the curriculum if it's integrated in other places
099I I would like to ask that we if is there a course that makes sense that may become a new normative course and maybe we're saying we don't want students to do this as a as a parent I would disagree with that as a board member I could go either way but there seemed to be a value in getting a few credits under your belt a little bit less pressure a little bit more time um in doing that and that was one thing that was kind of in the back of my head and if that's not a good idea on your part I would just love to understand why and you could convince me the other direction I ask you Dr juster because I don't know so what does it look like in in summer
100school because it seems to me that there's like an avoidance piece to both of those curriculums because I talked to students who don't want to do physical education in person because they have to swim so is it like avoiding all of all the ones that as a so n of one of one child that's done this AP far everything was in person and I think it was more intense than it was during the school year so so even the like speaking in front of peers and yeah everything was all in person one of the um just and one of the things that I know from a parent perspective is that to have multiple electives so for instance to pursue a foreign language music and you know to have those opportunities that's what some students are
101um using the summer prw for yep it creates more space and flexibility um that I think is good um Dr just Binger if I might inter interject ever so um quickly here the goal is not to remove oral c as a option for students to take it would just be um there will there will be a policy revision coming forward for policy 5460 which is about graduation requirements so the proposal would be to remove oral Communications as a graduation requirement but not remove the class as an option for students to take understood um I would the same comment I had for the the good folks on our science team the co-curricular offerings and field trips and experiences and how rich those I think can be an additive um to the experience um I I I
102thought the the sequencing of the curriculum made a lot of sense to me uh as a failed Ela teacher who went to hire it instead um I I really liked the options and that things weren't closed off to students um but if students were gifted in a certain area they could ramp up how quickly they wanted to proceed through certain things um the other thing I would say is the there's often a complaint families have with our curriculum and I don't know if it's more in middle school or in high school but that students often come out with a lack of knowledge of grammar uh particularly as uh kind of found as they prepare for ACT SAT I don't know if our data actually Dr me challenged my assumption on that because our data doesn't
103necessarily agree with that but it's so persistent um that I don't know how to make sense of it I know for many folks we only learn how to literally construct sentences while taking a foreign language because often that's not po um within English courses in certainly wasn't when I was uh coming of age in through these courses so I don't know where that's spoken to in here I don't know if it is really is an issue or there's a perception of an issue but there's something there and I've heard it across all areas of tosa and it's one of the most persistent concerns that I hear about the district so I can speak to that um this is my sixth year in the district and when I took over you know it was not a
104popular choice to teach grammar in the in the classroom and when you're looking at the Wisconsin Ela standards taking a comprehensive approach to literacy includes Reading Writing language instruction which is you know mixture of the grammar and the vocabulary conventions and then the speaking listening speaking to the oral Comm and providing that opportunity for collaborative conversations and present pres presentation of knowledge So within um this resource that we have selected there is a grammar scope and sequence embedded in to that um the Middle School current resource there is there isn't grammar embedded and it's not comprehensive and that therefore you know part of the review is looking for that comprehensive standards align resource there too so that will be coming back into our Ela classroom strategically with these with the adoption of these new resources
105Y and I guarantee as a teacher I would have hated teaching it as a student I hated getting it and it's a really important foundation well and I would like to say that it's it was a it was a practice that was taught in isolation and research not support that so now it's strategically embedded into the texts that are being taught within the writing and it's applied which is what's supported by research may I add add to that my experience is that corporate Executives and corporate management they are very good at grammar and you better be too if you're working for them they're um so I of course older grew up in Lacrosse in the 70s we were tracked we had Advanced this track one that English and I felt I left with efficiencies and
106grammar skills so Advanced isn't going to necessarily teach grammar if if there could be a disconnect even in the advanced classes and which people worry about later in their careers so the grammar compon is is huge and you may not think it's important now but when your boss corrects you on how you wrote a sentence that doesn't feel very good agre um two other comments and then I'll stop myself um one I would I don't know if there isn't here but creative writing um I know at least one person up there is probably into creative writing um for those in the audience we have a an author at least one author among those up at the table um but that's an area that I was wondering whe there's opportunity sometimes for uh particularly students of
107diverse identities to really find voice and so that was an area that uh I I was curious about I also really want to a joke about banning Silas Marner but book Banning has become a bit of a hot button issue so I'm gonna stop myself um but if we don't have silence Mar in the curriculum I'll be totally cool with that uh so there is a creative writing elective still being offered within the course pathway and then within the Wisconsin Ela standards there are opportunities stated for informal informal writing opportunities where we can embed that creative writing piece you know strategically within the within the the classroom those are things that we can look at as we're starting to lay out the um the resource and thinking about you know what what are the writing
108opportunities what does that look like how are they responding how can we bring in those informal experiences too because the types of writing that focus on the standards are the informative argument and narrative writing pieces and often times with that narrative writing that's where a lot of that creativity comes out as well too so there is opportunities for creative writing within the nine and 10 classes that it's embedded and then in that elective course later on did you imagine doctor means hosting a poetry slam yes like some people are into science some people are into science fairs I will I will totally co-host open mike KN po son doents okay looks like I misjudgement the other board comments one more comment um something that I asked before this meeting was how the rigor of English
109n would compare now that we just have sort of that one class and I was happy to hear that both for English and science that the rigor is actually higher um and at least equal to what the advanced class our now advanced classes so I think that's really important especially for members of our community who sometimes see when we take away the advanced option they think we're kind of dumbing down the curriculum but we're actually doing the opposite here we're making ninth grade more rigorous for all of our students and giving them all same opportunities to then be ready to take these higher level courses hopefully throughout their um High School career so I appreciate that a lot um I also really appreciate the ability the Dual credit classes I think that's a great opportunity
110for our students um to be able to gain I think it's two classes um for English so thank you for adding that um and I like it compared to the AP classes because not all colleges are even taking AP credit anymore um and it takes away sort of that high test pressure where if they can be successful in these classes then they can get the credit and not have the pressure of that um test so thank you for adding those to the curriculum too that a strategic work because that's one of our Milestones to offer postsecondary dual credit offerings thank you all oh wait hold okay was holding this one the at the ninth grade and since we're sunsetting those programs and you guys have gentlemen have been teaching for some time uh my question
111that comes in there is and you you made the comment there that our Advanced kind of title to it was kind of window dressing was it window dressing because we're so far behind in this 7 10 12 year Gap in updates in the curriculum and because I ask in the sense of what we're going to be putting out there now will it have inside that riger the same ability to not only increase proficiency and comprehension but give that advanced layer of the intricacies of of the English language we talk about grammar we talk about the analysis I think of my high school experience especially when you went from What was a more basic English to a more advanced one and you were doing things like you know Italian literature and how it uh interacted with
112you know English literature and English language or Old English and reading things like bolf and interpreting grammar in in which you're reading at those higher levels uh not reading for lack of better words Cat in the Hat books and things like that but taking things really to a Next Level whether it's Shakespeare and Beyond preparing students whether they're going to college or not for a higher level of of of English literature if that makes sense do we think that where we're going with this we're going to be able to maintain that rigor or we gonna be looking at this again in four or five years saying maybe we should have kept some components and really measur this I'm having a hard time grasping with how we're going to monitor that to make sure we're not
113just catching up with what was 10 years ago bring UPS to there but we're really looking at the future and where we're going um so with the resource we have we will have our common Summit of Assessments that are tied to standards and that provides us with data that we can look at to calibrate with our star assessment data tool to really effectively monitor how the resources surveying our needs and then as Jessica stated earlier or Miss Ebert stated earlier with science it's it's along with that standard align instruction and our best practices too you know so working strategically with professional development and our coaches to ensure that you know in this Universal experience we are meeting the needs of all students so not only are we meeting that like effective tier one instruction but
114how are we pushing out to students who are in that tier 2 tier three higher levels and the tier two tier three like lower level so what is that responsive teaching looking like to meet the needs of all that students and I'm very confident in the resource that we have selected that it provides us that strong Universal tier one instruction but it also provides us you know responsive resources to intervene if we need to or to enrich as necessary so it provides a very simple framework for our teachers to follow um it's very user friendly and then there are those extra resources there that we can start dipping into once we get that solid tier one instruction um down so that's all going to be part of that monitoring and adjusting phase too that we
115will strategically look at the data that comes in from that right can I just add on to that I think that something that your naming is really important because what you're what you're talking about is what the standards actually ninth grade call students to do analyze interpret and now we just can apply that to different text complexi so some students might be reading text that allows them to do that at a different level than other students so I feel that what your nameing is exactly the type of experience that we want for our freshman students all of them so that any student can be really successful beyond that Foundation course if I might add what you're also naming to is and Miss crll named it as well is the is the monitoring phase so if
116for whatever reason and right now we don't have necessarily common summi of Assessments where we can be analyzing how students are doing unit to unit and be able to triangulate that with the star assessments and the forward ass or not not the forward but the um prea I should say um assessments and if we're starting to see patterns and themes emerge then we need to make some course Corrections and Miss Ebert um gave the example of the fourth grade fractions so we noticed in the monitoring phase that there needed to be some course correction around fractions in the fourth grade and we saw improvements and so it's really critical that we have a common data source to be able to review so that we can pinpoint what exactly is the thing that is currently not
117meeting students needs and course correct thank you all very much thank you you we shall roll forward I'm disappointed that it's only 8:46 and we're already halfway through um we're a little bit more than halfway through uh next up is 6 through 12 technology education curriculum adoption and new course proposal presentation I will call those Representatives up to join me I was really excited about a couple of the new courses being yeah opposed to that is a fantastic shirt probably like four all right I will let these individuals introduce themselves good evening Chris Chik H strategic partner in The District in current technical education and specifically teken last few years Chris before we move on explain that a little bit more what what does that mean do well going back to about 2015 um I
118started in with the district uh round stem in the Middle School action I saw a few of our Middle School stem teachers tonight which was pretty cool um but we had an initiative way back then on trying to bring more Hands-On stem education into the school district we identified science as the pathway to do so starting back in about 15 uh so we worked through that for a few years which was really exciting and very fruitful um and about that time we actually were looking at teched at both the high schools and what we were thinking of doing so I was very fortunate to be working with some of the staff members uh at West when we started through the facilities study and some of the work that we did at West which then obviously
119then went over to East we uh since then have hired Mr griffy and have had a lot of growth um but it is super cool to have a lot of historical perspective being in wosa for as long as I have um in an outside outside part-time capacity um but I am very passionate and very excited to see a lot of the growth um and direction for that matter from the district office which a lot of folks have talked about tonight like allowing teachers to have a say is important but in our program specifically I used to call them kind of the two islands uh specifically to the high schools um we would have same courses but very different outcomes and it was accepted in a culture where if all of us weren't going to be
120under that kind of microscope it was hard to pick and choose one or two departments to really try to size that way so my personal belief in the last few years of the effort of this Administration and this board is saying how do we bring continuity to a school district it's been amazing to see the work that we've accomplished and I know we have a lot more work ahead of us but it's been it's been very successful and very gr you a lot of gratitude so thank you to all of you that are here and bringing some of this toolbox if you will a road map for us as Educators to really Embrace um but I do think all of our Educators need some sense of direction as far as from a district perspective on
121we will be standards based in line we will have similar content between schools and similar courses without that top down directive it's almost impossible to be left the teachers to choose to do it on their own and I'm Craig griffy I teach tead at East feel like that was the most undercutting kind of famous um Mr griffy you're kind of like a hero for many folks like you you not to put any pressure on you but your reputation is pretty gigantic in terms of the incredible work you've been doing very fortunate I say across across Milwaukee I work at MPS in the Career Tech Ed and he is well known there as well so I I'm very fortunate to and uh we we they have fun thank you for viewing the presentation and for exective
122if you have questions fine questions and comments from the [Music] board I don't have a question I just wanna the new courses are so cool I'm so excited about the the opportunity for students to be able to take uh the the engineering course and the um entrepreneurship course like how cool is that going to be for them yeah the for people who not followed along in the community these courses I think are great the work being done on the apprenticeships and all the other things I think you're really leading in in terms of a model of looking at how do you think really creatively about this work um and the audit last year I think was really enlightening but I I I share that Dr Hoy the courses are really going to open opportunities to
123students in in imagining um who they are and what they can do um and so I was I was really really excited say um about the civil engineering and architecture course one something that came up at Crick Council was how do we ensure kids know about that course outside of the technology education kind of pathway um so just talking as a team how are we going to communicate and it's articulate this course to other students if they're not on a track for Woods one so something that came forward I know a lot of kids like I've kind of casually mentioned it uh try not to there steps got to get through but um kids are very excited at the possibility of uh the civil engineering and architecture course um I think it's going to be
124pretty powerful um and really Dove tail nicely with what we do in our other courses kind of um piggybacking off of that just generally I think it would be great if the district or the your department could advertise the classes and the offerings to all of our students cuz I talk to a lot of my kids friends and they like have no idea about launch or about the different um apprenticeship opportunities so just making sure we're working with our guidance department and our um teachers who do advisory and just making sure that all of our students are learning about the opportunities because I think um I don't know unless like you have a parent who's really reading through the um guide like the guide book to help you pick your classes um you may not
125know that they exist and if the launch program specifically was very Valu for my son who's at WM now um studying media studies and business so it was kind of the launch literally the launch point for him to where and you know he's working for the city doing it doing that now so just if we could get more kids to know about these opportunities that would be really great I I hear you and I know that's not necessar on you but just letting everybody in our schools kind of work towards the goal of all of our students I'd love to see some Metric um looking at um increasing just the the um number of students taking these classes you're raising a really great Point um something that we have recognized as a need is ensuring
126that our curriculum work is really communicated out to our counselors and they have a very strong understanding what is being added why it's being added so already one of our first touch points is October 26 working with the counseling team and that's just the starting point um so outlining some specific dates throughout the the course of the year that we can work with them and help them understand what are the course offerings why are offerings the way they are laid out great point we have tracked some uh historical enrollment data that we have had in the audit um one of the things that we have changed this year is to really rightsize the curriculum at both schools and some of our uh strongest representation in our program which happens to be Woods one as an
127example so that was where the key Target was is look at the largest population that we service at both buildings which happen to be Woods one and and have actually gone to an adoption of identical lock step procedural instruction from Project all the way down to instruction so obviously it's a big job to go from two buildings having a similar course with kind of similar things going on to exactly the same thing so that will take us a little bit of time but my hope and our Department's hope is that we'll see some stabilization in numbers across both buildings um and that will be thanks to the efforts of having a system approach to curriculum well and I think as some of the kiddos who maybe don't like going to school these course offerings can
128be a reason that a a student isn't tardy or isn't absent on a regular basis because they are want to go and take those classes so I just want to make sure not missing out on those those kids and giving them the opportunity to take the classes have in the district have we ever had you I'm thinking my my day job I spend half my year in conferences and trade shows around the country and I think immediately and I know we did this in in I grew up in Central Florida and Orlando when you got to certain high schools they had academic uh in course fairs so you could actually come and you walk through and you saw the awesome teachers you know for lack of a better thing selling why this this class or
129this course this program is awesome it also gave the opportunity for those kids that or their parents that may not ever you know sign up for something because it's kind of sometimes it's intimidating oh that's gonna be very hard course work but you might meet a teacher that says hey come and join us on this ride you're going to see some other kids that you probably see around here like that and really just have a greater opportunity to engage with a greater mass or a greater population of students that might not just you know sign up well the one of my favorite things to do in around January time is well a student run trades fair in our shop where the students are then they're asked to be the experts on a trade and they
130we invite other classes to come through and they are responsible for engaging their peers and like Hey we're doing this Plumbing thing um so it's been a fun way to kind of get the the word out about our program now way awes and additionally with Miss Carter coming in the role of um ACP coordinator I think that's been Monumental in our efforts to um really diversify our toolbox and ACP I believe in the years past we've been pretty heavy in a particular area or two um and Miss Carter really has blown that wide open from looking at all avenues of how to what does that acronym stand for academic and career planning and is that a state requirement it is oh and has been it's not new last week I'm not trying to be flipper
131but I want to go back to what Mr Meyer said that's been a state requirement for years it has our district did not hasn't been doing it up until Miss Carter and we were able to convince her to leave her her her position at wosa East she was a acclaimed and honored counselor at wossa East we were we are required to start helping young people figure out their academic and I see Miss will because she does it every day in her day job we're required by state law to have an academic plan for children starting in sixth grade so they can start looking at their postsecondary pathway we were not doing that work with any Fidelity at all so miss curter I see you in the background there you're doing amazing work building opportunities and
132so when Dr Jessup anger talks about extracurricular activities it's building that academic and career planning pathway for all of our children we have not done the type of job we should but under your crage and and and the dire and we will but when people say there's more people at fiser there are because we're trying to meet State Standards we're trying to meet the requirements of what other districts that were compared to have been doing for years absolutely and then the last point of that too is our our you know the vertical alignment piece is something that's been ignored a long time uh specifically in our house so um that isn't you know a target of ours that's out there is to look at the vertical alignment 612 which I think again will also speak
133to to parents and students have a better understanding of what's access to them in middle school but even more importantly possibly high school as well one of the challenges that my middle schooler had sixth grade favorite class she had was the whole year engineering and the struggle of wanting to both do that and band and that's another one of trying to figure out how do we have a curriculum that doesn't close down choices because there's not enough time and I don't have any solution but I think she would have I remember was sitting with the guide with her of saying she really wanted to take the next course in that Strand and also saying I really want to continue with banding not being able to do both so I don't know what the solution is
134there but I would shine a light on that problem of saying there's a lot of kids who want to figure out how to navigate this and I don't know if we've we've got enough hours in the day to do it if I may add working over 30 years in in Tech departments some of the greatest technical people have come from the music world so for oh my we have to be able to let our technical people go to go to the music classes because there's something about that musical thinking that translated right into their technical analysis and I don't understand it but I it happens so little plug there so just want to share I was invited um last year by a student Zach to come I think he reached out to the full board
135at the time and just wanted to talk to us about offerings um in the CTE space and invited me there and then he invited me down to Mr Griffey's room without him knowing so if you want to go let him know first but it is a magical place I mean Zach was so proud to share his work with me um he said he finally like tapped into something that he didn't know existed within himself by having this exposure um so it is I mean what they're doing and what Mr griffy is doing is just really really incredible and lifechanging for these kids especially the kids who aren't going to go to a traditional four-year college and I have two brothers who went into this field trades in high school and they make a lot more
136money than me and they don't have any student debt um so just you know it's just an amazing opportunity for our students I did have a couple questions um I have heard I had a great conversation with Mr griffy I think it's East West football game but what about the West Fab Lab I mean I've kind of heard that that's underutilized like what does our CTE program need right I mean I think this is a great start I mean this civil engineering and architecture program is wonderful but what do we need to really like ramp up our our CTE offerings in Ohio and I don't know why it's different here but we had Career Centers where we had like Partnerships with Career Centers where Juniors could just go and get this alternative certification and still
137you know graduate with their class and I see you know working in this space that kids are just yearning for it I mean the kind of four-year traditional college is like out the window now and and kids want to work with their hands and start making money um what do we need to kind of ramp up this we've summarized that uh or tried to the best we could in the executive summary um based on the number of students we service in woods one at both schools we targeted that as our primary need for the academic school year this year um this year we will be working on Fab Lab One uh which would be probably the second most crucial um Frost Town course that we offer and so again kind of that whole teacher autonomy
138have your own flavor I'm an East teacher we do it differently there for whatever reason we do West this way for whatever reason those will be eroded um this year and we'll start that through a collective and collaborative environment with our department through leadership as well um to really come to a more lock step approach to looking at the the fa lab courses of both east and west and you know we've talked about well I think also work-based learning is now going to be on the state report card I don't think it's gon to affect it has oh it is yeah it's not going to necessarily affect the grade of a school but it is something that the state wants to track and I just wonder we've talked about this before like Community Partnerships right
139my husband's in the manufacturing space and he needs welders he needs machine operators like how can we form Partnerships with Community organizations you know to come in and maybe teach a class and get that kind of alternate um credentials so that they can teach a course and then they get apprentices and they get interns and yeah Mr griffy has been a Pioneer in that space um but I would also like to try to put a little pause on that as well with Miss Carter being involved it's really systematic at least in my belief is that you know Mr griffy without doubt is the is the unicorn in our space um but without Mr griffy if we don't have a system in place we're an instantaneous backspin that that's almost uncontrollable so um having a system
140in place so that ACP really is the place I guess in my opinion from a really high level high performing School District you that would be housed under ACP so that those commiss you'd have these types of Partnerships and that work based learning is really more of a global Outlook of a district than it is one teacher that owns different relationships that can go from one District to another um so while we do want our teachers to flourish and build those relationships we also want them done in part parnership with someone like a Miss Carter uh that the district is maintaining that visibility as the true partner as opposed to being held as an internal Partnership if that makes sense sure and and not to discredit any of the work that you do I know
141you're contracted with us but I saw and Mr brightman's um budget presentation that we need a CTE coordinator um and is you know like you know because Mr griffy can't do it all he can't be in the classroom Hands-On with the kids and still be like setting up all these amazing programs um and you know we talk about being a lighthouse District too and how we're going to kind of rethink our offerings and what education looks like and I just wonder if that's something that this Board needs to prioritize I would pedb on that and I think Dr me mentioned some of these things we start thinking about the bigger pictures just like the uh wonderful ladies from the the science department talking about this Grand Vision this big picture because in my mind I
142immediately think of I think Eric you brought up some our past meetings we look at those Community Partnerships but even going bigger talk about the Fab Lab what does it look like if tosa Lighthouse district has you know Partnerships outside of just a local scene but we're saying Microsoft is moving into the state they have a lot of money they're going to dump into there how can they contribute here we've got a lot of other resources and tools and say what's it look like if tosa has an actual Innovation Center that partnered with Google or Microsoft or somebody else to give that leeway to build more Mr Griffies to give him leeway to give that ACP and that CTE coordinator that person that's going to over see that create the proper system that is scalable
143what I don't want to see is as we grow and we get bigger we we stay the same but just the numbers increase but we can't have the biggest impact as we grow without looking at what scales is going to be as we look at five years 10 years 15 years from now Mr gri is much grayer and has no hair yeah still wants to be here but we've now created something that is you know that is sustainable and something to your point is that's not Out Of Reach where it's gone to somebody else's pet project that just sits in one place and the professional development that'll you know need to be a wrapped around it is just an essential service that goes today we're hiring a lot of teachers that don't have a background
144I'm old enough that I was traditionally trained in engineering so I carry a license that's becoming almost uh pretty it's pretty rare and in and of itself uh so we're training a lot of evls we're training a lot of different folks that are coming with a lot of different background um so having that pedagogical side of education is super important but in what we do you know the skill trade side of it is also something that's it's a it's a marriage of being able to teach and also have the skills background to do it so it uh really is a challenging place to have quality and talented instructors which we're very blessed to have a good team but maintaining that team and growing that team is always going to be a big Li I'm G
145to take one more and then move us forward okay quick um just thinking on the Practical level so um disproportionality challenge that transportation for example brings into it and making sure that we're thinking that through um as we go forward uh Community work is really important I actually have one student in launch and we're a household that doesn't have enough cars to just give a car to that student and um we've had to reconstruct our schedules and we we're doing that happily but not all families have that flexibility so that um making sure that both high schools have I know Mr gri hoping he might have a twin somewhere out there that we can you know install W the west but I don't think that's the case so um you know but and and I
146think the program is doing well I have another student in The Woodworking and it's going really well this semester but just always thinking through how do we make this as accessible as possible um sometimes that might be the more bringing in than sending out um I guess the other comment I thought about was we've talked tonight about with some of the other curriculums about how students can get um you know dual credit and I think about some of the certificates and programs at like MATC and some of the other places where not only could they experience welding but that can they you know leave with some steps towards um having uh that certification in in those trades so that it is an easier reach for them maybe even a less expensive because even though it's
147cheaper it's still costly to go through training programs so just some thoughts around that as we look forward those are great thoughts and we also are collecting some of that data as well under our irc's which are also on our state report card which are industry recognized credentials and that's an area we've been growing year over year um both at East and West so we do have a manufacturing certification through hos uh which is a very reputable company in manufacturing um so we definitely are looking to track that and grow those numbers that are publicly reported they may not be as directly as important as some facets of the state reor card but they definitely are forward facing and public facing so where can we find the CTE operating like is there a landing page

151for the dual enrollment credits the $300 for three credits is already a significant discount for our high school students earning college credit no what I paid mine today PA my $300 for the enrollment for a child today it's a lot cheaper I guess for again I'm not from here so as I I asked because I look back at uh in Florida schools and as I have younger cousins that are there now the I don't know what they did in their system in there but bu Roman is free at every public high school and so I was always like granted there were different rules at certain colleges um but then they also but if it were a junior college or an MATC type program they were always free so that kids could always get that up
152and I didn't know if there were Partnerships or that state level or is that level go Miss Willis reference career centers there are a lot of Career Centers in a lot of other states beld credit is free for a lot of different students across the country because the state legislators in those States invested in public education for those functions we have not invested in Wisconsin s in Ohio at our community college our students could do dual enrollment for free or do a certification program for free if I'll 20 years ago there was a 2075 committee called the PO the committee and a Gentleman on the committee said if I I would I'm prideful and I would never ask for a waiver of a fee if my if I can't afford it my child won't be
153able to go so that we I I appreciate it's a discount at $300 I appreciate we wave it but I just want to speak that voice that came from a person of whom if he had needed those he knew he would not have accepted that waiver so if there's any way we can avoid these fees or we have to be extraordinarily Vigilant and being sure the people who need the waivers get them and I know you do but I'm I'm just wanting to add we try to be very discre more voice more voice to that yes e thank you and that's another reason why we're making sure our counselors are involved with this whole process of letting them know what the new courses are and and all the factors that are involved with that um
154our counselors know their students very well and they'll they'll know those students that maybe wouldn't want to come out and ask ask um we have um two students currently in in launch that are in a similar situation or had students in the past and launch that been in those situations where we have those dual enrollment um things that have come up and we've been able to you know work through that with students we haven't had them in our in our district here so I use launch as an example because that's where we've had those course Mrs Carter can you explain the difference between start college now um early college credit program and dual enrollment because those are really three different things that have different statuto um needs behind them whereas dual credit does not have
155any statutory teeth behind it right so start college now and early college credit program there are two programs that students can go and take college courses at college campuses so the start college now is for the two-year campuses so MATC WCTC and and then the ecpr for our public and our private um foryear universities there's deadlines for that um so students have to register um by October 1st for spring semester and then March 1st for the fall for the upcoming school year um there's different levels of cost to students involved with that depending upon where they are as far as graduation requirements are so if a student is still working towards their graduation requirements start college now students can go and take courses at MATC WCTC for free um that cost is covered by the
156school districts if um a student is same with the four-year universities too their early college credit if students are already met their graduation requirements start college now is no longer an option for students because they've met their graduation requirements however early college credit is and then they paid 25% of the cost of the class however it's not the standard traditional tuition rate so for example W Milwaukee for example their three credit classes are $337 so students would only pay 25% of that if they still um if they've met all their graduation requirements so that's so dual credit opportunities is where our teachers are teaching the courses on our campuses and then that's where that fee comes in from the universities so then the students were actually paying that University for that cor College course and
157then they both get both high school and college credit so they'll appear on their transcripts and um they can move forward that way so Dr willly tangental to your point that you brought up earlier about the accessibility piece so by having the Dual credit options in house it removes the barrier of the transportation of having to go off to the college campuses and it has the level of famili familiarity of our educators who they see in the hallways every day and have that that relationship and that um personal connection with inside of East and West High School thank you that's helpful just a quick note that in some not that the university system is overly funded right now either it faces some of the same challenges um whether you're private or or public um I
158don't know if there's been consideration uh to Mr Myers point of something like a payment plan um that's one of the way ways that uh students with lower middle income families can manage even though $300 doesn't sound like a lot $300 in one sitting um can be a lot so if there are things we can explore um to help families like I know we do with like the AP tests we have an initial investment then we have the the followup it's just another layer it won't speak to the families who can't afford it all but there might be a way to sort of create that pathway way that students might be well you know maybe I could do that if it's spread out absolutely we want to work with our students and our families and
159not provide any additional barriers for them absolutely really excited to see these courses come together uh this pipeline back I know there's launch has been in place there's other things happening but um I'm really excited to see us uh increasingly do this I think tosa is a place where students have a great experience and want to come back and so I think starting them on that Journey before they leave I'm one of those it is absolutely amazing how many there are uh frankly sometimes creepy that people want to move back into their childhood houses and stalk them and work really hard but it's a place people love um so thank you all very much for your timec um we are going to move now into number six strategic goal six operations uh two items underneath
160this the first will be updated Staffing report we just wanted to highlight to the community and to the board it's the level of transparency and I think many of you have been you're new to the board some have been on the board for a long time but the fact that we have provided an updated just in time accounting for what each class size looks like in each school there is nothing more transparent than that number one one number two when you look at the class sizes if you go to the tabs and you go under each of the schools there are some class sizes that are 13 to one 11 to one now I I'm I'm I'm one year I started my career one year after the the qo so I've 29 years in education
161I've never seen class sizes this low and this is in response to teachers saying we need support we need help so we've provided the help there are there was certain schools that said we need more Personnel they've received the Personnel I I just I want to thank Miss elazi I want to thank our principles because not only did we post these positions but we hired I believe very good people to fill them it's rare for we don't expect thank you from the district office we don't normally receive it but thank you Melle oosi thank you our principles and I want to thank the board because we rarely said no to anyone but when people talk about our our financial situation this is the core of it if you want to maintain this level of Staffing
162at the schools then we need your help from an advocacy standpoint so if there's anything I can deliver if people are satisfied with the the the fact that we have very low class sizes in this school system then we need your voice when we need funding because it's not about this is when you think when you and we actually included the the salaries um because it's all transparent when you talk about where the costs are it's in our classrooms I'm I'm I'm honored I'm very proud of the fact that we've invested into our classrooms and direct support to students so we've included we have more academic Specialists we have more social workers we have low class sizes and again I don't expect people to say thank you but I I I'm proud of the fact
163that you can't you I I I would urge anyone to try to find the level of transparency we're providing and then when you receive the information what level of low class sizes we offer m zosi did uh did me another favor if you go under the tabs and you take a look at the number of special education teachers we have and then you take and Mr pinion can weigh in on this you take the number of special education students in the district and you divide that by the number of teachers we have that's an extremely low case load that we have in our school system so when we talk about making sure that teachers feel comfortable part of that is making they have low class sizes and they have a a manageable workload I think
164when you look at class size and and pce loads we've done a good job and I would expect then to also see a lot of growth a lot of achievement I appreciate the board saying it and I I understand that that is an expectation and we are going to try to do that but yes we we've we've done all of this in the name of less increased student achievement now Mr M in my first year on the board we had a Roosevelt parent in public comment at the microphone in literally in tears because she believed the class size that her child was in was too large and we don't have that anymore it's going to cost money to keep it that way so when there's a request for an operational referendum again I say to
165wosa ask yourself who we are what we want to be and whether we're willing to pay for it do we want this is not like Scare Tactics or hyperbole or anything it is a fact we had that and we don't want to go back to that thanks shall we move forward to third Friday enrollment report one minute to set this up ad the board while we're waiting uh after this item we're gonna take um few minute recess and then we'll come back and finish up all right I can get started I think we'll P it up on the screen uh there are two attachments to in board docs for this item one is the detailed count sheets and so if you want to really dig into the numbers they're there for you to look that
166uh but we did summarize those in the presentation side it's like it's still trying to come up here okay so with uh enrollment counts for Wisconsin schools there are two key dates that we look at every year uh the first one is the third Friday in September this year was 91523 um that one is the one that we use to determine our Revenue Authority for the year and so it factors into that threee averaging and I'll show you a quick snapshot of how that looks uh the second count is in uh the second Friday in January and that one is used primarily for Aid purposes state aid that we talked about earlier um so those are the two counts some states have average daily attendance but Wisconsin uses these key count dates uh big question
167we get is what if the kids are absent that day there is a that if they attend school any one day prior and any one day after that count date you still count them so there there's a catchall for that um but if you have a a student start after that third Friday they weren't there for the third Friday we can't help them just got the way that works uh so two ways to look at enrollments um first one is is enrollment those are the number of students in seats uh within our schools so that would be resident and non-resident students that attend our schools uh the second one is a membership conversion so that takes resident students that attend our schools and Resident students that open en roll out to other schools and puts
168a factor around them and gives us a membership number that is part of what we use for our Revenue Authority and I'll show you again what that looks like but two ways to look at enrollment obviously the staff from report goes off the first one the revenue limit calculation and our budget is driven by the the second one on the revenue side uh this is the snapshot from the revenue limit itself and if there's two threee Aver ing for the membership counts and that's the enrollment converted to an FTE format for Revenue purposes and we get to use the better of the lagging threeyear or the current three-year and so in our case right now uh we have 5893 which is slightly higher than the 5875 um for the lagging so we get to use
169that higher number within our enrollments when we run this all through the revenue Li formula itself we have about $22,000 of additional Revenue over what we projected back in June uh just based on the way the re the enrollments kind of fell out for us so that's a good thing and then in just a simple Church format again we have enrollments and membership and the just the difference in what they are and we see a drop in overall enrollment um the majority of that drop is we accepted Less open enrollment students and we had more open enrollment students graduate out and we accept it so that's really the the Delta on the enrollment side if you at the revenue limit membership change we're up 25 students in the current account for that and that goes
170in that threee averaging so we don't get all for this year's budget but we will eventually and then a summary chart to show um the district enrollments both with the county programs the OB children's hospital and our Phillips and then without the county programs and you can see that we have um a trend there that is um consistent and and we've come out of the decline that we saw kind of during or just postco um that we had a few years ago um so it's kind of the summary of the data and like I said this chart in this packet here is all the details if you want to look deeper at that we'll take a little time in the finance committee meeting on Wednesday to look at it again but um and kind of

172the city of wallsa I'm very interested and Mr Brightman and I are going to work with our colleagues at the city to get some type of community survey so we can get a better handle on how many school age children are choosing the public schools in wall Tulsa um if you remember we had that conversation during that that that joint meeting but overall you should know that our numbers are strong this year and they're projected to be strong for the next 10 years and that is rare um when you look at the other 425 school districts in the state so um just I want to say thank you to families here and and I think everything to tie it all together the reason why we want to have strong to Mr Morris's point the reason
173why we want to have strong curriculum the reason why we want to have as many offerings as possible is because the more we do that work the more we can draw in residents and more families to live here to send their children here um so we can continue to have a prosperous school system and please ask the city for more affordable three-bedroom apartments that's right town hous or senior housing yes well well that's for senior commission but for school board you want those affordable three-bedroom apartments we'll be back in a few minutes e hello uh welcome back everyone uh next up on our agenda is board governance uh several different policies uh that are getting either first readings or second readings this evening um first one up um and I'll hand this over to uh
174I believe Dr Worley first reading of policy 51201 assignment within district for non-resident students yes thank you very much so this is a first reading it's related um just to say to the other 5120 to give you a little background this is actually it's it's new but not new so essentially with the work at the policy committee as we get into the discussion um about how to make um the 5120 more clear clear and more easier to follow following up on the work that was done already this last year by the policy committee um the idea came up to pull this section out so to have 5120 be about assignment for residents within the district and 5120 um1 to be about assignment within the district for nonresidents so this is very similar language to what
175was in 5120 before at the very end um we pulled it out and um put it in and um also taken out the wording of open enrollment there um essentially that is how non-residents end up being but it seemed like it was more inclusive to call it nonresident students um and then uh otherwise the um some of the changes which all the new pieces are highlighted in green things that would be taken out out um our um stru through so that you can see that um we wanted to clarify um that some of these also are written so they talk about the larger high school we just had our um enrollment report and so you can look up those numbers um the high schools are very close and they kind of go back and forth
176but the point here is to really give in all of these cases there's also so the opportunity for a superintendent um to make the best decision for an individual student or family um but the idea is to try to keep give this um staff um and his staff the ability to keep the schools as balanced as possible um so with consistency um so there are uh with the other point I would make is that um this has been a point of concern as what about if I have multiple children and we've tried to realign that so it's much clearer that um the that siblings um coming in also have many have basically the same pathway um so that families um are not being split between East and West unless they specifically apply for that I
177mean in all of these remember that it does come back to the seats open the ability of the school to serve so this came up last time there will continue to be a few some situations where a family won't be able to get all their children into the same school at the same time um if they're outside of residency any comments or questions this is the first read so the idea would be you give us any guidance that you want us to bring back to the committee um to see if there's edits or changes that you would suggest that we make before we bring it for the second read I guess I have clarifying question if I may so it says uh under BNC so student assed of Jefferson Lan Roosevelt Washington Etc will attend
178Longfellow and East and student soci Eisen m m Underwood Etc will be assigned to Whitman and West now when it assigned when like initially I think that was the problematic language before but if they make a transfer like if they move from Jefferson to Madison will they then continue follow that magine is that how this reads now does that make sense it does and I think some of that language gets clarified there in in section e where it talks about the attendance area and they those stat May request a transfer between the Middle Schools as long as there's space available and and at the grade requested yeah so I guess before it was like if you whenever School you were the language was different right me whatever School you were first assigned to right and
179I think we put that language out and maybe Dr R to your point to make it a little more flexible for administrators to choose but you understand what I'm saying so if a kid moves let's say Jefferson has only um openings in 4k but then the next year Madison has more openings and kindergarten that's where they want their students to go so is it understood that that'll continue that track they'll go to Whitman and west that would be the expect would be the expectation great thank you I think from I think from a planning standpoint it just makes sense you know there are there are statements in here and I think that um if you look um at the there is also a provision for intra District so I think that speaks to what you
180were asking about again that's going to be driven by um seating so it may not happen um at the same pace for for each sibling sure um but there I mean when we pull this out we welcome non-residents but we also don't give quite the same set of um given as someone who had property or was renting an apartment in that um attendance area but it's very similar that that theoretically or hopefully the vast majority of families that we serve would be able to work their way through getting all schools um lined up by the time their kids progress thank you do you think it would be clearer for families if we said students who complete fifth grade at Jefferson Lincoln Roosevelt Washington Wilson will be assigned a Long Fellow versus the signed if kids
181do you know what I'm saying no if you're looking at me perplexed because what what Miss Willis is is suggesting is there was there used to be a pol our policy used to read wherever you were first assigned whether you transferred in third grade or not to a different School you went to the middle school where you were that was on the path of where you were first assigned now we're saying once you're on a path you stay on that path and if you move to a different school you go to a new PA I'm just asking is it clearer for families who are but maybe most people don't know what our old policy was when I think we're making an assumption it it's assignment within the district for nonresident students I think a lot
182of the the movement that you're referencing may not actually happen because they're they're not resident students so the movement is really should be triggered by requests for someone moving in a a different path you're nonre you're already once you gain a mission you're on a path the only way you go off that path is if you make a request for in District transfer right right but I think what we're saying the change in policy is that now you switch to A New Path you don't tempor like permanently you switch to A New Path you don't temporarily switch for a couple of years and then you're back to your original right if you make an entered District transfer you're moving your path right and as it says to the best always the case to the best
183of the ability at least not in policy it might have been in practice but it wasn't in policy it was more in practice to the best of the ability the ability of the school district siblings will be able to move into those same paths correct I think that's the key to this policy recommendation is that it's providing families opportunity to travel the same path that their older sibling travel but it does I think to to your point it is saying that if you start at Jefferson and then you switch partway through to say Madison or um Underwood you're then going to be on the path to Whitman and West right and so just it's really as much clarity as possible so families understand and I think that's so I want to make sure we're saying
184the same thing so in practice that's how we did we were always operating I you're absolutely correct the the language did not read that way right I don't think it was always practice I mean I assume good intent but I maybe before you I mean I've heard from families who got disrupted because they made that switch where they were waiting to get into a certain elementary school and when there was an open seat in there you they wanted to be in the district but then when there became an open seat at a certain grade level they moved to the other elementary school but then they were brought back to the original middle school they had an older sibling in maybe no sibling nobody in it so they had no one in the district and they
185were okay so let's just use row examples they had no one in the district and they were assigned to Jefferson so then what's the next progression so for instance there's a family at Jefferson they have four kids in the district the second child there was only an opening at under wood so they started that child at Underwood right then that then there was opening at Jefferson so they moved to Jefferson so now all four kids are at Jefferson no one's in secondary schools yet they were told by fiser that that student that started at Underwood would have to continue on the Whitman West track but the rest of the students could continue on the long P East track and I know a number of non-resident families who that have imp does that make sense it
186does and that's what the policy stated okay may I speak to the culture from back then there was um beginning in my second year of the board there was a definite board belief that families should be kept together at the same time there was a belief that because of the sensitivity of the East High School compared to West High School enrollment and the attempts that were made by by many people resident people to try to get to the high school of their choice rather than the high school of their whatever you know feeder area that were in there was great resistance to letting people kind of line up their elementary schools so that you got to the other high school because we we couldn't we couldn't let that happen so if there was Miss well
187as I absolutely believe what you're saying it shouldn't have happened that that one of four children the one child went to Underwood the three went to Jefferson it shouldn't have happened that that one child in Underwood had to go to West while the three siblings went to East a board no board would have wanted that that had happened I absolutely believe every word you're saying that if you say it happened it happened but it's shouldn't have happened so if we can like put things in writing so that that outcome doesn't happen because I every board has thought families should stay together and then once you have families together you can't gain which high school you're going to go to by some loophole policy committee do you feel like you have I was gonna say I
188think we do the board's thoughts and you'll come back with us yeah I mean I don't know that we have any requests for actual changes at this point if I'm hearing I mean unless we put that but to to Dr H's Point people don't necessarily know the families affected know of the policy before because it's brought my attention by several fames but I don't think the general Community but if it is our practice then we'll be committed to our practice of keeping family together that I'm comfortable with it I've received I mean to your point Miss Willis and Dr Hoy I did have a a community well a parent um part of our educational Community where we had to have the child the the children in two different schools and that's painful yeah I mean
189and it's wrong I mean if you have a family at I don't know let's just say they're at Washington we then tell the family but we only have room for a child at Madison that that doesn't feel right that doesn't feel like we're being um user friendly to the family I think partially we will be able to address this also when we reduce the number of open enrollment students we continue to take I think we have so many open enrollment students it's hard to find a space for those families to keep them together in the same school um and so as we can I would say strategically realign and reassess how many open en Roman students we have that'll give us greater flexibility to make sure that we keep together and and the the concern
190of the board about keeping families together was equity-driven before the word Equity was regularly used so it um because we knew that it was much more likely that it was the non-resident family where this would be a challenge and it was much more likely that it would be the non-resident family that were families of color where we'd be splitting families unless we had a practice that we wouldn't split families so I just want to check for clarification a so we have our marching orders the policy as it reads now would not 100% achieve that does not promise that I mean of course the the district would try their best but it explicitly says that there is a seat limitation um is that what the board wants it would be a small number of cases but
191I think we wanted to have the flexibility that we wouldn't want to create a additional classroom for example in order to accommodate so just sort of that would be very rare that would happen but it could happen I'll just give you some context because we had a really rich discussion with Dr uh Richard zimon so the policy currently reads that it says parents May request an inter District transfer to another Elementary School in the district which will be granted as long as there is space available in the school and grade requested however the students B High School assignment is based on the original Elementary School assignment so that was the policy before it's no you know you've changed that so the discussion that we had Dr Hoy and I with Dr zimman is that if
192we accept a student for an interdistrict transfer then we kind of need to be looking ahead we need to ensure that we're going to have space in the future I mean he said that's the practice across all districts that it didn't seem Equitable to say yeah you can come to Madison for this year but then you got to go back to Long fell right so once they were in like on that New Path they continued on that pathway yeah for the inter District I'm just saying as they come into the district the first time I mean theoretically a very rare chance that the family you said might not have gotten that fourth student switched over until middle school I think the flexibility becomes a little clear in in middle school right it's in the elementary
193school years where the families might see them SL I think we have the ability to honor those switches with our more strategic approach to open aom moving forward agree but it was in practice and it was students who wherever their original assigned Elementary School no matter if they got an in District transfer they were required to go back to that original pathway and I think people who have served in that position in the past and I know most recently is Mr pinion we've struggled with it and we've tried to work around it as much as we can sure and I believe that with your team now but I I do believe it was practiced before and there were families as you know early as two years ago being told get ready because your kid can't
194go to East even though they're coming from longf okay yeah I think we're thank you got it so I don't hear any specific requests for change but it sounds like you like the language that's in here because it's addressing your concerns I think so I mean the do H's point it could be a little bit more specific but I think it it gets to the essence of what we were concerned about I'm going to move us forward yes thank you our next policy we lost where we are here uh second reading of I go ahead please okay is recommended that the school board approved policy 5120 assignment within district for Resident students and I so move we have a second on this one second um for the members of the community I sent out earlier
195today via Dr means uh one way communication to the board uh proposing a I know this is the right one this is the red still I was wondering pause I was wondering I'll um this is assignment with district for residents I can still just we we read this last time and um this was the one that had all that we just looked at in 51201 also in it so um uh what you are seeing is this is the there are other requests that we anticipate will come through for this policy and I know it's awkward to peace meal and do this change and then that change but we mentioned last time that the 2075 task force is working um on the attendance area discussion so we are not touching that want be absolutely clear there
196is no vote tonight on attendance areas um there's nothing in the policy changes um about attendance areas make sure you have the right document that you're looking at which is the one that's now attached to the agenda um but what is here is addressing the concern that have been raised to the district and it's been um quite a while now I think almost a year about the pathway for for families who would like to move um to a different um living situation but stay within wosa and so what's been created here is a back to the practice versus the policy in both of these cases having a good clear policy makes it easier for the practice to be consistent and so what this um is looking at as a result is how now the policy
197um would be that a family could choose if they change if they are residents they go from residency to residency so these are not any non-residents with the resident to resident but in the different parts of the city they could opt for their student who started in the East Long Fellow East track to stay with the Long Fellow East track as long as they're willing to get their student there um that has been in most cases the practice but not consistently always the practice or the common information that's been handed out so I would point out that this does not prevent a family who moves from one side to the other to changing to the other track so if they're and the elementary schools that go to Long Fellow and East and they buy a
198house and they want to be in the track where they go to Whitman and West they could do that any board questions or discussion on this item just one quick question does that apply for siblings too it just wasn't explicit in saying that like 51 20.01 was it would apply to each resident students they would be viewed independently so because they're residents you're not dealing with the same situation as a matter of fact you might say one student with may want to really stay say if they're transitioning to from Eisenhower and they bought a house in the Rosevelt neighborhood student may say I really want to go to the new school another student may say they want to change and I I believe that would be allowable under this policy but it would be family
199a family decision uh on if they want to continue with the track they were on the goal here ultimately is keep kids with peer groups and friendship groups if that's what the Family Choice is and so I do so just to expound on that because I do have a family who moved from one side to the other they have young kids who are not yet in the district they have older kids in elementary school young kids who have not ented at the district then they asked me this question and I didn't have an answer now you won't but what about for the young kids that are not are they started they could go started they they would be I believe they would be assigned to the new District but not given the option to go

207has hard copies of this uh it was emailed out earlier this today by Dr means and believe should have hard copies in front of you right now the board will take public comment on both a non-agenda and agenda items of each at should read at each regular board meeting it may take public comment during special board meetings each public comment will comment period will occur near the beginning of the meeting and shall not exceed 30 minutes in length unless extended by the presiding officer or vote of the board persons interested in speaking on agenda or non-agenda items are required to sign up in advance and in accordance with the district's procedures persons are required to submit their name affiliation with the district and the topic they would like to discuss no later than four hours
208before the scheduled beginning of the board meeting during which they would like to speak so this uh adjustment would do four different things one uh it would allow for public comment both in person and virtually it would clarify that public comment will occur at all regular board meetings and may occur at special meetings of the board um the reason I have May in there is that uh if the board is not taking action we would not take public comment so the board always choose to do so by by an action of the board um or uh if we're just doing a report or something out we wouldn't take public comment that's been our practice for as long as I've been on the board uh it places public comment at only the beginning of every board
209meeting uh rather than the beginning the end a lot of folks uh have articulated a wanting to not have to wait till the end and so we put everything up front uh staff would need to stick around to the end and so on and so that would be there and then at also provides Clarity on when members of the community will need to sign up to comment and for meetings in uh meeting with Dr means uh and our staff uh there was a sense that we would need about four hours because sometimes we have committee meetings right in advance of the board meeting to ensure that everyone signed up uh we would have all that information collected and ready to go in advance of the board meeting so in essence what we would do is
210by the order of signups we would just roll through that and get to that until we've either exhausted the list or completed our third so I submit this to you as a friendly Amendment uh as a change um for your consideration I think I agree with the first three sort of changes above I don't understand why a Community member couldn't just come here and then register then why it has to be four hours in advance CU when we originally talked about it we would just have like sheets of paper some sort of sign up and they could do it when they done it's not Equitable in terms of allowing people virtually to sign up and the board also articulated that you did not want people to sign up in kind of like a digital system
211so I was trying to be have an equivalence of fairness to allow everyone to have the same process um if we wanted to add if there's if we wanted to do an additional sign up in the room um I just don't know there's not an equivalent way to do that in terms of a virtual queue what um how would they sign up so the pro I would turn that process over to Dr means and Summers and that I presume that there would be multiple methods in my mind I would imagine that they could come into the district office and say I'd like to sign up they could do that in person they could call they could email uh and that information would be shared broadly in t if they do they need to CC do
212meets three modalities we would use you can walk up him in person and sign up you can call or you can email so then the list would be in the order that you all receive it so it could be two virtual people and then in person and then so it would be in the order that they come because that will have an impact on fitting into the time frame right so it look a little different than now we will do all of our comments we would do them in the order that they were received which might mean we might be doing in room virtual in [Music] room yeah it would be determined not and so I I I wasn't at all against the idea of signing up in the room my my the problem was
213is I didn't have a creative solution and that may be something um that we take a look at uh see how this goes and we consider adjustments as we go if the full half hour wasn't filled four hours prior then could we still have an incuron sign up at the beginning of the meeting that's what I was just gonna say it should be possible people sign up ahead four hours ahead of time could we still then have a sign up speak I guess like then the board can do okay I I have I I I have no concerns with that I just didn't as I was writing through this kind of developing this as a friendly me I didn't have an equivalent um suggestion on the other hand if everyone has equal opportunity in advance
214and then what we would do is we would just uh once we've uh gone through our whole list uh anybody who has signed up in the room if there's any additional they're basically on Deck so if we want to do that I we do the same thing virtually and just have people raise their hands and again we could get to the 30 minutes or I would say as a meeing for facilitator I have no way to track or and who raises their hand first right it's there may be ways we could investigate but I think we would I think I don't want to get I don't I want to pull us out of the weeds a little bit uh because I don't want to get too much into that because we'll ask a lot of
215questions that we don't have answers to I know I I think I'm just thinking about do we end up then still having an inequitable process and we and what raised all of this concern to start with was people saying that's not Equitable to only allow in person comments is it going to be the same argument but now saying if you show up you get special treatment you get an opportunity to talk without registering so I'm wondering would you just you register and that's the end of the story we could try that and we can also then adjust I have no concerns if we make an inter our own internal determination that we will do this for till the end of the school year three months four months come back to it and I did want
216to note that um in our committee meeting the discussion around what to ask people for the guidance was it's not that I'm opposed to asking affiliation but the guidance was name and topic um anything beyond that um gets into um potentially questionable Leal a lot okay a lot of people in their sharing will share their topic but because we're not gonna or their affiliation like the the the what we were had told us by the more legally minded was that someone's GNA say that more than likely and we're not stopping People based on their affiliation so if you want to be impactful in your comment then you'll say I'm a parent of five or I'm a you know graduate of whatever that that affiliation can be leveraged even if we don't collect it so that
217was a recommendation the Mr Mark well I'm glad to hear you're taking affiliation out because there will be parent I believe parents who would have a chilling effect on them as they would worry about retribution against their children in some way shape or form from someone somewhere um I think that would be intimidating I am very very concerned about creation of a public record of names of people who come to the microphone um the UN the law of unintended consequences whatever that is I I have fears about that thanks can I ask a clarifying question how do you see that as being different than people coming to the microphone and not being all available publicly and recorded morning uh it's another another kind of pseudo database thing that's far easier to just submit a public
218records request and say give me all the names of all the people who blah blah blah and you takes some work to listen to the recording and and to hear the name and get it correctly spelled I I I just it's it's one more thing and there are too many chilling things about the whole direction we're going in for my liking that's all that's just how I feel um if I could just comment I appreciate all of the public feedback that we've gotten around this issue um I know at first uh I made a reference to some of the data that SOS share which were other districts and I decided to go beyond that and look at what what wasby recommends so the Wisconsin Association of school boards and they give some pretty explicit guidelines
219um first pointing out that public comment is not not the best way to communicate with board members but I do understand that our community wants to have voice um in the room but some of the things that the guidelines that it ask is what what pre- comment speaker registration process will be required for those interested in speaking so I think to kind of get at the essence of what this policy committee and the board was trying to do is kind of streamline this and then also give community members other opportunities to engage with the board and I know every the community hasn't heard yet about the town halls that we have planned but we are you know we are working in tandem to find ways that we can engage with the community while also making
220sure that we have effective efficient and productive um engagement opportunities with the community so I will you know any encourage anyone to look at what wasby recommends I think that your friendly Amendment Dr Jessa Banger aligns very well with that with that um with the guidelines that wasby sets forward and may or may not have a few boss be semar on this um I am wondering if we want to add to the sentence the persons are required to submit their name we've now struck affiliation with the school district the topic they would like to discuss and the modality of their planned comment I just wonder do we want do you would it be helpful for you to know if it's going to be in the room or virtually and then my second thought on that
221is do we want to have some kind of language in here about if we call on you and you're not there because it's different right now you don't get called on Because unless you're like literally physically present are we coming back because you didn't log in fast enough I think it would behoove us that they would be called on once and then we'd move on okay so maybe we can just do that in practice but I don't okay just want to articulate that it'll be our practice then I I think what we' do is we would start with the first person and I I do like the idea I don't know if we need to have that in our should we have an our policy the modality or that can just be our I would

224a comment I most to the community I just want to encourage them to reach out continue to reach out and continue to be engaged much like I mentioned about my my meeting with Sergeant moral I think that we have a lot to learn from one another right we have a lot to share and Learn and Grow from one another and I I don't think I I truly don't believe by having some better parameters around public comment will limit those voices I just encourage people you know we have cell phones we have emails I read every single public comment that is um you know sent to me um I check every email I might not always respond because we're kind of working on those policies right now and the appropriate way to respond but you know
225our community's voice is important we have to do this together and I would add that there's been raised up about equity and one of my responses has been that I want to make sure that people who are busy during the meeting um attending to whatever work family um know that when they reach out by email that that carries the same weight to me that somebody who makes the decision to come in person um what's easier for some in person might be easier online and vice versa some people aren't comfortable um speaking online so we just you know reminded that and the second point I want to make is I think this has been um an overall destructive break where where we decided not to um vote the last time and I think that the public
226has really helped us because this was having online public comment was new and it needed to be reassessed we needed to put out there and see I think what happens if we don't have that what is the response to the community um and what are the other factors for example the clear clearly this is a decision to use resources when we have online public comment and that balances out that it's important enough to people in our community to have that um opportunity that it's worth um using those staff and time and Technology resources so I also want to thank our our community for engaging us um in the last many days um about this as to what what's needed and wanted and why one other thing that we haven't uh talked a lot about explicitly
227I didn't hear things from the community Beyond is in terms of emails if you email into the public comment now and this will be shared out in a communication going forward that will be put together as part of a packet and so that will be part of the the record so if you want to have your voice heard but you don't really want to speak in front of the group or and in as as a consumer of input I do better board member of One in reading it than I do I I'm going to be much more influenced with an email that comes earlier where I can sit with it think about it uh I would be necessarily influenced night of um so one thing to contemplate so that'll be part of the the public
228packet we have also uh as a board kind of hinted at that we're looking at Community engagement sessions so one of the things we really want to do is find and seek ways for diverse Community input on lots of different topics and ideas I uh somewhere in my big pink envelope here uh have uh the list but I can't find it right now we're we're going to have four different Community engagement sessions over the course of uh this this coming year these will be opportunities that will be facilitated around big conversations that we have uh Dr Dr wle is gonna help me out here uh that will happen in I think November and then three in first will be November three the spring uh ly can you yes the the um the draft or the
229idea was to have one in November um and again we're looking at different schools and we're going to locate two in the more Westerly part and two in the more easterly part um but the November we look at Future facility planning and then um in January what are the um academic expectations in our waa schools um in February um the student engagement in a positive School culture would be the topic and then in April um the role of community in publicly advocating for public education so some big topics uh and that doesn't include uh once the 2075 task force presents its report to us in late April early May uh before any board action is taken we will be going out into the community and getting a lot of feedback and sessions as well uh
230to kind of without knowing what the report is we'll be be getting kind of feedback on that before the board would consider take any action so uh our our intent here is to add a lot of additional opportunities uh and modalities for for feedback to the board um and just to clarify that we will not omit or censor anything that's into public comment right it will be published as part of board docs for the community to view uh as long as it comes in I believe with uh a name I think it has to come in with a name and an email address address um my hunches is that the only things that we would remove is if something is obscene I think that's a longer conversation with legal council but well it might be

242after each agenda item it will be uh 130 minute public comment period at the beginning of the meeting uh and it will be both virtual and in person okay I would like to see it to be at each agenda item because in this example and many examples that people hear what you're all saying and what the presenters say and then it helps us to make a better insightful public comment rather than in the beginning and then you give us other information later and then we can't like change our mind or add additional feedback so that was just that's something I'd like to see but um we can try this for a while and see what happens um one point of information to Rita thank you for that comment um the Cadence uh or nearly the
243plan Cadence is that at the first board meeting we would not be taking on a taking action on items so folks would hear the conversation we would discuss um there would be a usually a two-e window sometimes a three-week window sometimes a little more where folks can email or kind of uh watch the Schoolboard meeting if they didn't do it at all before and then you could comment before the first meeting so there is a a pause um and I I wanted to point that out that that is that is a newer I would say within the last 18 months it was often the case that we would take action the night something was presented to us now we generally have it presented discussion so tonight the cour an example would be the courses that
244were recommended and then there will be a three-week window of time where people can digest it ask questions and FAQ may be developed if there's common questions from the district and then folks could comment on it at the beginning of the next board meeting so we're trying to create a lot of space and opportunity to digest information both for the board the community and opportunities Dr Worley I was just going to say that it might not be that it's first meeting this and second meeting this but that there would be that window so with policy um items go through a first read and then a second read and possibly an action at the same time as a second read one thing we can think about doing is creating a couple of flowcharts for the community
