001i'd like to call the may 23rd 2022 school board meeting to order it is 7 34 p.m we are in conference room c of the fisher administration building at 121 21 west north avenue ms newman would you please call the roll miss braley here dr hoyt here dr jessup anger here mr meyer here mr phillips here miss newfall here um our first item is public comment on non-agenda items members of the school board value the input of students parents staff members and community members the board's regularly scheduled meetings provide an opportunity for opinions and concerns to be expressed publicly the board values all comments and will respectfully consider this input in decision making the board requests that individuals limit their comment on each item to three minutes following any comment an individual board member may
002respond on the issue raised however it is not the intent of the public comment portion of our agenda for the board to enter into a debate with members of the community because non-agenda items are not publicly posted in advance no action will be taken on public comment regarding non-agenda items this evening are there any members of the public in the room who would like to make public comment um one thing i like to say today you see all the people in the room here today i think there's we may disagree on some things but i think the main things that we all agree on is that we want our kids to have a good education and for it to be safely done um the one thing that i want to point out today is that
003in dr means's email that he sent out he said that there was an investigation being done by the wisconsin department of public instructions now if that invasion if that investigation turns out that there are issues possibly suspensions license removals we've put ourselves in a position of hiring people who already have these things on their record we've decided that the whitman principal will not be hired yet if you're going to look for more people i don't understand why you can't do that same thing at tosa west because we should be able to come into the situation knowing what we are getting not expecting an outcome second thing about the letter you guys are going to recommend today in dr means email he states that this will be done on june 23rd monday june 23rd today is
004may 23rd therefore the public has been misinformed today so not everyone in this community knows about this meeting today because they were misinformed by this email thank you hello uh my name is lisa williams i'm a parent of two uh tosa graduates and one current student at tosa east i've known many board members for a long time since our children were small and it's good to see you again i'm sorry i haven't been here in a while but recent events have caused me to come and also to watch online and i've been disappointed to see the nature of comments particularly comments at the opening where people do not use their words very carefully and i hope that we'll have a meeting tonight where people use respectful language and respectful terms and don't get interpersonal attacks
005that i've seen online i want to express gratitude to the school board i know you're all volunteers i know it's a difficult job especially in these times and whether i agree or disagree with each of you as in individual policies i respect the time that you've given to our schools over many years and that the new members are choosing to give now we have wonderful public schools all three of my kids have had outstanding education that doesn't mean that we don't have problems i have had a child in the wauwatosa public schools since they were trying to close wilson that's a long time ago right miss mueller felt there have been issues and i know there are issues now i just ask that people treat each other with respect we all feel emotional when it
006has to do with our children they are watching they're here tonight and they are online thank you for your service and uh i hope we have a good meeting tonight hello uh paul fuchs 4080 north 99th street i have a child at whitman middle school and i prepared some remarks here um i would like to speak to the need for clarity of action and evidence-based decision-making what i've witnessed at these meetings lately does not reflect the many ways my daughter has been supported and the wonderful successes she has had this year at whitman middle school my fear is that misunderstandings will continue to fuel confusion and negativity stagnating progress or worse draining resources from supports that my daughter and her classmates rely on for success in these challenging times at the outset of the school
007year my daughter brought home stories of fighting and disruptions i'm not discounting actual incidences of disorder and poor conduct with the course correction and leadership at whitman the number of critical incidents has decreased dramatically in their intervening months i have attended school plays and concerts conferenced with highly skilled compassionate teachers and chaperoned not one but two successful middle school dances you would hardly know of these successes from how policy has hardened and public discourse has been shaped for example a consequence of the zero tolerance approach enacted by dr means in the district means that what was once considered horse play or play fighting is now strictly classified as a fight a school under scrutiny like whitman that dutifully enforces this policy ends up getting caught in a negative loop for a given month whitman can
008report 40 plus nominal fights where a longfellow can report seven this is problematic on many levels public perception policy making and perpetuating exclusionary discipline practices we need to ensure we have consistent equitable and transparent policies not murky and reactionary measures with no demonstrable effectiveness in educational best practices i'm hopeful that the end of the school year will be the beginning of a new way forward that builds on our district's commitment to ensure students staff families and community members of all cultures and perspectives are provided an environment and resources necessary for our students to reach their greatest potential [Music] lastly mr meyer [Music] your concerns of good governance have been properly acknowledged i watched the meeting where you offered in your words an off-ramp doctor means your peers were amenable to many if not all of
009your demands yet you dissembled what benefit does prolonging your protest bring to the district and community please avail yourself of your own off ramp for every minute we spend on your issues takes us further away from the real challenges our school district faces thank you hello uh my name is tim mcmahon and my address is 8537 glencoe circle um uh first of all just to echo some of what uh the previous couple of speakers said i've been um uh really grateful to the board for the service that you all have uh engaged in especially over the challenging last couple years i'm an educator at a different level but i know what the last two years have been like and uh so i'm very grateful to you and to the entire teaching uh and support staff
010of the district for what they've been doing um i'm the parent of two tosa schools graduates both of whom went to wilson longfellow and east and while my active engagement with school activities has been reduced since about 2010 to being a volunteer supporter of a number of different activities there was a time and many of you know this when i attended nearly every school board meeting and when i worked to keep my local elementary school open to see that the park at fisher was fully accessible to the people of the city especially the people on the west side of the city where there's less green space than the east side of the city and to see that the business of the board was conducted openly and legally i applaud the efforts of board members to
011respond to public concerns and to respond to the concerns of a fellow board member on matters related to public transparency that said i'm appalled at the use of references to a past case one in which i was directly involved of an open meetings violation in reference to present disagreements within the board itself walking forums email chains and discussions among board members and past board members at the time of a major budgetary and philosophical decision that is the decision to close at school and reshuffle attendance districts as well as potentially to sell off a major district asset in the fisher property do not come anywhere near what has been reported publicly about what is essentially an internal dispute involving this present board at spurious comparison made by a board member in a public session last week
012while the rest of the board was agreeing to work collaboratively and openly according to talking points brought to the meeting by that same board member does not reflect well on someone who frankly should remember that the comparison was at best a stretch and at worst a poor effort to shield themselves from criticism by cloaking the present complaint filed uh the the present moment with a past violation as the person who co-wrote the complaint filed with the corporation's council in 2005 and as a professional historian i can assure you that i know the differences between then and what has been reported about now and i ask all of you individually and collectively to serve the students of the district and the voters who put you all here by modeling the kind of collaborative spirit that the
013student representative asked for last week and that other members of the board called for as well uh good evening uh john etter 2733 north 73rd street uh i am the parent of uh two uh two students here in the district and a teacher at east high school um first let me apologize if i if i am less eloquent than usual i just drove back from kansas city missouri where uh where roosevelt's destination imagination team uh just uh performed at globals and um thank you and they did a fantastic job and represent the district well as do all of the students that we have here today from our music program and our absolute program um yeah there's so much evidence that there's so many wonderful things going to the district and i just wanted to to
014step up here and to thank the school board for all that you have done to make this uh you know to make all this happen uh oftentimes the critics are the loudest voices but i do not believe that they represent the majority of the voices in wauwatosa um and i i've shared this with some of you i personally know what a thankless and harsh job being a volunteer member of the school board can be my own father was the uh was a member of the school board in my district when they were seeing us through a um through a a contentious school consolidation and when my father cast his vote that helped to make that happen our mailbox was shot uh sort of thing that happens on the country sometimes um so i know how
015how rancorous things can get and unfairly and um again uh is i think you have done an amazing job especially shepherding us through the cobit pandemic um you know you've gotten many emails from me sometimes you voted the way that i hoped sometimes you didn't but even when you cast a vote other than than the way i wanted it to i always knew you did it because for the exact right reasons for the things that were best for the students and in retrospect having seen how some of those uh how some of those votes went out i i think i i'll i'm big enough to admit i think i was wrong in a couple of those and i appreciate uh i appreciate you getting us through that so um so thank you very much for
016everything that you have done and continue to do for um for families students and and us staff members it's a quick point of information also renowned children's author [Music] hey laura ryan 309 north 69th street kind of just copying uh what what he said there i'm very appreciative of of the district um been here since my son was in junior kindergarten he's graduating from eighth grade at longfellow this year um and i have had amazing experiences with so many teachers so many staff members have always felt like it's been a family to me and i i went to wauwatosa west for high school so it's a great experience and i hope to support the district in any way i can by just being a positive voice and know that i appreciate everything that you all
017are doing so thank you very much so thank you for the comments in the room are there any comments online um will has come no we have no no hands raised thank you mr flurry you want to reply um so over the past several months for our american public policy class we've been looking into um different public policies and kind of things that students could um kind of give input on and find a solution for and over the past two months i've been looking into the education in the wild chess school district and i've sent out numerous surveys out to students petitions and gathered lots of data and i just am presenting some information for the civic action portion of that project and it is not just for the project i do care deeply about
018the education of the students in our district and i feel like this is needed to be shared so one of the surveys i sent out was gathering information about the classes that students struggle with the most and coming in at number one 47 of students that responded to the survey said math and number two 42 of students said science was the next um hardest class for them and i understand that we have math emphasis class classes in our school built in but i also feel like there needs to be more emphasis on other subjects in our school besides math and i understand that there are reading classes but it is a very rare thing that students hear of and not many students are in but i believe that other classes such as our sciences are
019in need of support classes and over the past several years when you're looking into the department of public instruction i think you can see from our district um what is it our district report card that the amount of students falling in the below basic level has been increasing um at a substantial rate and even if you take the kovid years out of that from 2017 to the 2019 years um the increase in students in the below basic level in our math and english classes has been above 8.7 percent increase in those levels and i feel that i think the school district should look into supporting our students more especially in other topics besides math because i know i've been in many of those classes tutoring students in their math and cis classes but i see
020that lots of students are in need of help in our science classes and i believe maybe that i can help work with some of you on the board and we can help put some policies in place to help our students achieve more in our district thank you for your comment [Music] if i i don't see any further public comment on non-agenda items oh i do see uh there's a hand raised in the online forum yeah laura wind passenger you have the microphone please type in state your name and address [Music] hi can you hear me yep okay thanks hi my name is laura wind passenger i live at 11805 west oxford place just wanted to make sure i said that loud enough so that there needed to be no open records requests or anything like
021that that's where i live that's what my name is i am going to read a letter tonight that i had previously sent to the media and your friends at fox6 who love to report on all of the negativity and salacious um activities of the huawei school wauwatosa school district while not shedding a real light on on what has been going on um so thank you for taking the time to read and review my letter which they didn't um i come to you as a proud parent and fellow supporter of the wauwatosa school district and to stand in solidarity with steve doman to piggyback off of his letter to you i want to outline some of my concerns of his resignation the events leading up to it and some of the unfortunate situations that our students
022may now face as a result of his resignation steve remained positive calm and respect through respectful throughout what i can only describe as a modern day witch hunt brought on by a very small but vocal minority of close-minded bullies they have nothing but a personal agenda to whitewash wauwatosa and continue to tip the scales to provide further advantages to a group that already has so many these few people come to meeting after meeting with the same story and narrative of closed-minded views and opinions while everyone is entitled to their opinion their constant threats and insinuations have now escalated to a level that is absolutely unacceptable and hopefully punishable steve is a crusader for our district he has humbly led our board through some of the very difficult situations that were further complicated by one board
023member and his vocal minority we can no longer turn a blind eye to this unfortunate situation that these bullies have created my husband jeff and i chose to move to tulsa and raise our family here so that our kids can be enriched with culture diversity and progressive mindset while receiving an amazing amazing education at our highly and nationally ranked school district when we moved into a home within the underwood elementary school boundary we were inundated with rumors and weird narratives i couldn't be more pleased to say that my children could underwood and to say that they have thrived is an understatement those rumors and rumblings i heard have continued to be proven false time and time again i wish i could take back the time i spent worrying about how things were going to be
024for them in underwood my son is on an iep which puts him in the special education programming what he has gained in less than one year is nothing short of remarkable so once again my experience and the experience of many others does not mirror the narrative these naysayers are trying to circulate she was an incredible and valuable asset to our district and community the abuse lies in innuendos innuendos he's been subjected to are atrocious and i hope these responsible those responsible are soon brought to justice it's a sad day for the wauwatosa school district and i can only hope that shedding light on this disgusting situation can change this bizarre negative narrative that this small group has cast on our district it is a true it is true supporters come forward in our unbreakable community
025let's be real here there are plenty of places to live in the greater milwaukee area many just a few blocks away from somewhere some of these tyrants live i hope they consider relocating somewhere that better lines up with their beliefs values and oppressions thank you for your time and attention i hope you're able to finally shed some light on the real problems that are facing our district and community ones that you won't find on fox x thank you very much for your comment see no further comment in the room or hands raised online i'd like to move to our recognition section of the agenda and this evening we have our first recognition of students from the wauwatosa east and wauwatosa west abc teams i'd like to invite mr daniels up from wauwatosa east to announce
026the students and present certificates [Music] you hello everyone i'm taylor mcdaniel i'm the teacher at weltosis of the absent program for those of you who don't know what absi is absolutely is a tremendous dedication on the student's part uh it includes interviews essays and summer work before the classroom begins and then it's a plethora of time outside of school doing work nights hosting work parties um all sorts of different stuff that that they have to put in outside of the classroom so i'll start by just commending them on their effort that they put in into the program because without them it really isn't possible so it's been a challenging year for for a lot of reasons uh but one of the few bright spots was the national competition and being able to take 20th at
027east and west in the top 12 competing on monday was certainly an accomplishment um but just getting through a successful season and you know taking away lessons from from the class i think that's the most important part is teamwork college for skills so um with that being said i will uh just call the students that are present here from east high school if you want to come and get your certificate i think we only have a couple of students though so i'll read off the names and then if you are come on up anderson annabelle biasi jack katie audrey catelyn sydney cousins chloe ektale dudley benjamin fraley maya hansen audrey hardman hey there we go hey audrey ariana pencerski lucy hildebrand [Music] nick jolie [Music] maeve kaufman [Music] maria knack sam blitzel griffin moorhead rippy
028nickel bianco [Music] luciana perez kate pluto and miguel villa and we also had our teaching assistants greta dietzler sophie hefner mason king lydia perez anyaram and lauren wunderlich congratulations to the wauwatosa east team mr daniels would you like to talk a little bit about their experience this year sure yeah so as i was saying earlier they i mean put a tremendous amount of time outside the classroom but really most importantly was getting down to the last three months so we weren't sure if we're gonna make nationals um being a wild card team from wisconsin we got the news in january that we were gonna go to nationals and that was when the real work started because now we have three months to get ready to go so through february march and april they put in
029at minimum four hours a week outside just with myself working with work nights where we practice competition so it's a mock congressional hearing we ask them questions if they don't know the answers they go back home they research and they come back and we run it again the next the next night or two nights later and we try it again and then we see what they have learned so um at a minimum like i said four or four hours a night which is uh sorry four hours a week outside and that's that's bare minimum it all these students put in so much more time than that you know they study everywhere from philosophy to uh current event issues and everything in between there so that that was sort of how uh february march and april
030went and then the last uh you know april we started get down to it perhaps most impressively the students didn't know we weren't going to go to dc when they signed up for the class so they signed up for the class thinking hey we get a trip to dc we're going to go we're going to do our competition at nationals in dc and then in january-ish we found out that it was gonna be virtual so we had a battle through that um they battled through that and then finally uh on the last weekend of april we were able to actually come together as a class and we were able to compete at east high school i believe west the same at west or another building and we got to compete at their as our units
031for the first time all year cause we've been on zoom all year they've been on separate screens but we're able to come together with a camera step in a microphone and be able to compete as a team and then we had a watch party in the library to be able to celebrate when they came back so it was really cool to cheer them on when they came back in the library after a successful competition um and and that was sort of uh kind of the highlight of the years it sort of returned to that normalcy so i appreciate all the work that they put in um and all of you who helped us out along the way i think we have some people in the room here that even that helped us out with districts
032and then i was getting ready for nationals so it was a really unique year and it's one that really keeps me excited to be involved with the welcome school district so thank you all to the teams east west as well i don't know if west has someone here too yes yes so thank you very much if it's okay uh we'll move on to the wauwatosa team recognitions and we have mr hoyte here unfortunately mr matusky was not able to join us this evening so mr hoyte will then re thank you miss fraley we'll read the names and uh and handle the certificates incredible experience for all the students congratulations experience i also have to say uh ms lisa lawless is here as well he's another one of our lawyer mentors in the west program um
033we'd be remiss before we started not to give a shout out to mr matesky i got a call um i'm sorry i'm sorry to interrupt an hour and a half ago which let me prep about that long for this um i'm sorry to interrupt right uh that mr mataski is home with cobit um we're all hoping he's doing well i know he's listening right now and i know he's proud of everybody here um let's get on to the reading of the names if we can um yes please west high school by the way this year finished ninth in the country [Applause] it was our second straight top 12 finish and i will tell you mr daniel we're so appreciative of what you do as well these are the flagship programs at wauwatosa when schools from
034new york to california and maine to arizona think about wisconsin in this program they think about wauwatosa and these two schools are the reason why so with that uh mallory bich matthew byrne sarah cape logan espinoza andrew freeborn thomas hipkey indigo keith kira kirby maya lee elijah lovely isabella meyer carolyn mulder zachary know a chat [Applause] karina pelzek amanda schaefer hannah venendahl and you know i'm not gonna try this we're just gonna say harry godly welch and annabelle wooster also like to acknowledge our teaching assistants ronan piante ryan reynolds norma or nora ramen falger sorry nora [Music] ben soboleski stern and jude well that's your number nine in the country while we toast the west congratulations and also to the parents and all the others that support the students and these great uh people who
035are here with us tonight in this effort yeah if i may share um i think mr daniel loses to it i don't know if you're not involved with these two programs if you understand how much time goes into this for the students for the tas for this the parents and particularly for mr mateski mr daniel who go above and beyond every single year beyond the call i know they get and maybe a club fee or something for doing this but i'll tell you it probably amounts to about a cent an hour um and let me be the first one to advocate that we need to keep these programs going thank you all for being here our next recognition this evening is for staff of the national association of music merchants nam namm award for our
036best community for music and uh and so i'll just move i'll just go on to say for a fourth consecutive year wauwatosa has been named a best community for music education and the music teachers of the wauwatosa school district responsible for the designation will be recognized this evening i also have certificates for the staff that's here dr jaspenker [Music] and i'll do my best [Music] to read the names um so we first have lauren rosnowski mike hayden tiffany chang tyler kraft lonnie gornick becky thompson liz uptight mackenzie laska phil briggett laurie samuenke jennifer lotto nick jelly [Music] tyler burmeister andy4 christina bupray alex hunt mark wampler will ulrich maggie condon wendy trager brett coin eric piett melissa becker kimberly thompson amanda fryer andrew jacobson susan maryman and susan graber [Music] our sincerest congratulations and miss
037bradley so i have been feeling admittedly a little defeated lately after a rough uh couple of months and uh going into a very long board meeting tonight i couldn't help but feel such joy knowing that this is how we were starting because the apse program is an incredible incredible example of what wauwatosa is capable of not just in these two classes which like mike said if you don't know it you can't even imagine it um in terms of how it prepares our students to go on and be successful in life whether that's college or something else um but our music program it's not just one thing it's not just that we have the biggest orchestra program in the state it's not just that our bands are amazing it's not just that heck at the retirement
038dinner the music teacher from washington got up and sang the washington school song and people joined in um it's not just that the choirs and the theaters inspired me to set up my first vocal lesson in 30 years with a local voice teacher this friday this is what we are capable of as a community and i hope that we see this as the opportunity moving forward in all of the things we do beyond music beyond apsey beyond all these things to figure out how we work together how do we both clear the path so dr means can you know tackle these ambitious goals that we have as a district um but really how do we become the kind of community that other communities look look at and say they're figuring it out they're figuring out
039how to work together they're figuring out how to overcome the challenges of paying teachers more and they're figuring out the challenges of how to have more kids in classrooms that are doing higher order thinking they're figuring out how people can disagree and still be respectful so thank you all who came tonight to celebrate these things because i needed this like truly deeply needed this tonight as we head into a lot of really important conversations so thank you for coming teachers thank you for doing what you do i tried to get one of my kids to play a band instrument and they all picked the standing string bass which you can appreciate was a little challenging at our house um but i'm i'm just so grateful for the teachers of music the teachers of social studies
040all of you thank you for coming and thanks for doing what you do [Applause] dr means did you have anything congratulations to everyone and i did all too wellness firmly said wonderful um then i'd like to move on to superintendent reports um this area this evening is looks a little different uh dr means and i talked about this and there are many you are all welcome to go yeah it's going to be a fun night [Music] and there are many areas that we want to share information with the board in our in in how we're progressing so hand it over to dr means for our first topic which is may is mental health awareness month [Music] okay we're pausing us a few seconds for the presentation to come up yep thank you and i just
041[Music] so cheers thank you sir madam chair board members community members uh i have a few items that i would like to [Music] is that mine no that's i'll wait for a second [Music] okay okay sorry that means please proceed thank you so much may is mental health awareness month and i think there's going to be a connection to all the different items that we discussed this evening under this area of the board meeting so [Music] let me just go here the wallets as the school district has really made an attempt this school year in particular to utilize funds and address the issue of mental health and social emotional health in a proactive way recently there was a report regarding how school districts use their sr3 funds and you can see how many school districts
042uh utilize their sr3 funds to either close budget shortfalls or um they use it in other operational ways please note that a large portion of our s3 dollars were used to hire more mental health specialists counselors um and and staff members in this space i want to just take the time because so often we don't recognize our counselors our school psychologists and social workers in the district and uh they do amazing work and and so i just want to pause and say thank you to all of those fine educational leaders and i think they deserve a round of applause from i want to thank sarah fertitta as well from our communications team we have had a very active social media campaign during the month of may including tips and resources for families and students and
043candidly even our staff on where they can get more resources in the area of mental health professional support i'm i'm also just really pleased to be in this school system because there are a lot of different people trying to find a way to support our students from a perspective of mental health we have a partnership with the waka with the family services of waukesha county we have a partnership with saint aids and we also have a partnership with wellpoint we also collaborate collaborate with rogers behavioral health consistently so this is a school district that has worked really hard to establish those partnerships i'm very optimistic that mr luke pinion who will be our new chief of people and family supports will continue that work um and and really lead us into a whole new area
044my part of my my vision for our school system is that we become a leader in the space of how to support students our teachers and our families in the area of mental health i want to thank sharon for really pointing out and saying our communications team deserves a round of applause for the work that they're doing with our social media campaign if you haven't had a chance please follow us follow tulsa schools at tulsa schools on facebook twitter or instagram and you'll see these very valuable resources so uh again i want to just thank all of our professionals in the area of mental health um we're really trying to we're really trying to do good work in this space and um i'm pleased that we're recognizing this very important issue for our students thank
045you and there'll be more to come yes absolutely excellent yes ma'am i want to go to okay yes and the second topic we have is safety focus yes if i can get there okay i believe this the slideshow is still being shared if not till let me know okay awesome there's been a lot of conversations no it's not being shared it's not being shared so that's a problem that's okay too all right so then we're gonna go here and then we're gonna go there and then we're it's gonna be shared oh that's amazing thank you so we've talked a lot this school year around the issue of school safety but i think it's really important for us to step back and define what school safety is and school safety is defined as uh as school-related
046activities tactics personnel that are deployed to ensure students are safe from violence bullying harassment and or the influence of substance use so when we discuss what that involves um that's what we're discussing and it's not a binary approach to school safety it's multifaceted there are a number of different strategies that we use going back to what we just described earlier in terms of our social emotional mental health work our i'm really excited that our chief of police and our school resource officers are here this evening we have a strong partnership with the wauwatosa police department for policy is really critical um and in particular looking at the 5000 series of our policies in regards to managing things training and capacity building of all of our staff and supporting students is another strategy physical infrastructure that's
047looking at security cameras and the vestibules that we've created for entrances that's a strategy personnel and supervision staffing we know that typically students run into challenges in the most unsupervised areas hallways locker rooms and how how we're able to support students with that supervision is really critical a positive school culture a school culture and and i want to thank mr hughes for this point we made this presentation to the wauwatosa west pta last week it's important for us to know that while we've had challenges this year 85 to 90 percent of our students across the school system make good decisions every day and we we really do hone in on the challenges of that 10 to 15 percent of our student body who may make poor decisions every once in a while but um it's
048important for us to create a culture where that 85 and 90 or more are are recognized and supported and then finally we have our emergency response systems how do we uh practice drills and uh you can see in the classrooms where there's there's posters that alert students and faculty on how to respond in the case of emergency these are all different strategies that we utilize is not simply just discipline students it is not simply just giving them counseling it is it's a combination of all the strategies put together so what issues do we see when we're dealing with with uh discipline well i think there's a lot and i've asked our our data manager who works with the the software system where disciplinary infractions are logged i asked where are we seeing the most disciplined
049issues or suspensions throughout the school system the most the most uh violated issue in our school system is fighting um and that's followed by dysregulated behavior or inappropriate physical behavior those are those are the main issues that we're seeing this year with suspensions but unfortunately we also see students bringing weapons to school we see dysregulated and that's a word that has become more used this school year are deregulated or dysregulated students students who are disrupting the classroom environment we're continuing to see an increase in cyberbullying and use a social media to carry out issues and we're always concerned about the influence of substance substance use in our schools so what we've done and that we will post this presentation on on the on the district's website but we've identified areas where we're doing really well
050in each of the strategies and areas for improvement uh and i won't use the time this evening to go through each one of those strategies but what i will share with you is that we know that we're doing some things well and there's also areas for improvement and i think the most important area for us has been around the issue of social emotional um and mental health along with recognizing the the positive school culture area those are two areas in particular that we think we can do a much better job and what i mean by the positive school culture is that we haven't been very definitive around what we consider to be behaviors that are unacceptable and also we haven't taken the time for principles to calibrate and to to make sure that what you
051decide uh and what you identify as a fight in one school is also identified as a fight in another school uh and i think that's candidly that's made are some of our data this year really difficult to analyze because you're not comparing apples to apples in some cases we're comparing apples to oranges in 2018 the the school district did receive a school safety grant um it was for a grand total of 700 794 thousand dollars um and you can see that the money has been closed and the grant has been closed as of march of 2021 and these are the areas in which we utilize the funds so next steps we know that this is a really important issue our state d coordinator laura chrysler will be moving from the buildings and grounds department to
052the division of people and family supports it's really that that's a really critical move um our school district viewed safety in that one category that one strategy of the physical infrastructure of of our schools where when you saw all the other those eight the total of eight strategies we believe that laura needs to have access to those um those strategies and those um avenues and it's just not simply cameras or vestibules um the board is going to uh meet um in the in the future to look at policies and and decide what policies need to be updated to meet the current challenges of our our schools uh the chief of people and family supports mr opinion along with our director of student success who i must tell you from a staff perspective when you approved
053of that higher last meeting staff members were ecstatic emily o'connor is a statewide known trainer of these strategies that we're discussing right now her ability to build the capacity of our staff in the future is something that people are really looking forward to but more importantly our district head hasn't had a leader of our counselors social workers in a long time someone that they can look to at the district level to say this is someone who's going to develop a vision for us those individuals along with laura greisler will look at that plus delta chart and develop an action plan that i firmly believe will be embedded in the next topic i'll talk to you about which is our strategic plan so then you have the ability to monitor the type of progress we're making
054the there will be a disciplined matrix that will be developed going into next school year i'll show you that slide in a few minutes here i've referenced our esser uh funding earlier this evening but we're really excited that we're using our funds in this way due to a partnership with a parent in the district who's also a restorative justice expert and works at a local university we are really happy and proud to announce that madison elementary school in jefferson elementary school will be um launching a pilot around the use of restorative justice practices um restorative justice practices and i created a glossary um at the end of this presentation so if people are wondering what's restorative justice you can go to the back and and see what it's uh what it means or if we
055reference something called ppis you'll you'll be able to see all those different terms so we're not using education rhetoric but we're really excited about the fact that we're able to use restorative justice practices that means when you when you have a fight with someone or disagreement with someone it's important to have the space to share with someone how they hurt you and you also need to be able to hear how you hurt them to be able to move forward we want to teach these skills to our students because we've seen that when we utilize strong queer disciplinary matrices with along with restorative justice we can build the the strategies and the skills in our students there's a leader in the field of discipline that that says that typically schools get discipline wrong we either go
056one side or the other we either go very strong with law and order discipline students and and this is these are the rules either comply or else or we go too far to the other side of the spectrum and we're too um empathetic in terms of how we we approach the issues i think what we really want to express here is that there's a balance there's a balance between making sure that our discipline is clear along with being empathetic we are developing school growth plans at each one of our schools the school growth plans have three different goal areas the first is academic performance where are we trying to grow the second is looking at disproportionality where do we have gaps in our schools but the third goal that every school has is school culture
057and how are we making our school cultures better and that that will address the issue as well and then finally we're looking at a date uh where we will work with the wisconsin department of justice to provide threat assessment training for our principals social workers and counselors so just real quickly here um what our goal is in working with the board to solidify this and then eventually having having it in our school um student uh notebooks now going into next school year we're going to lay out the severity key level of if you violate a certain rule here's what you can expect in terms of discipline and i know this may be difficult to see but one thing that we are planning to do is take a look at you can look at this uh
058if if someone is verbally abusive and they're using profanity you will see there's a minimum and there's a maximum in terms of the discipline that will be levied we will calibrate with all of our principles and there will be a clear understanding if you do this if you violate this rule this is what you can expect at this point in time discipline is really sight based it is really from one school to the next this is going to create a level of expectation that community members have expressed to me they're really looking forward to so again i referenced the glossary a little bit earlier but when we post this presentation uh on the website you'll be able to see how are we defining what a what is a weapon which is also in board policy
0595772 if you look into our policy manual as well and there are some sources here so that's where we are with school safety [Music] thank you mr mayor thank you dr means i'm i'm gonna here make an an observation based on anecdotal evidence and there's always great hazard in that but pretty much that's what i have here the it seems to me that our failures with particular students occur [Music] when a particular strategy is being used for a student and it's not working for that particular student but we continue with the strategy when we actually have multiple strategies that we can bring to bear but we don't have maybe the word is an agility in our handling of certain students that that we we keep trying the pbis and it's not working well what there
060have to be other strategies you you know there's more right there's so how do we get a process in place where we have a feedback loop for particular cases so that we have visibility inside the organization to where a strategy or a paradigm being used to try to help a particular student isn't working over a period of time and somebody needs to make a con what i'll call a professional level decision to change the strategy and to observe it more closely when we have these strategies and we keep using the same strategy over and over again it's not working our thinking starts to be clerical then but here's the script follow the script file the script file script doesn't work done work doesn't work and we see this in these in individual cases with student
061performance it'll be ongoing for a long period of time same problem over and over again and then it escalates to something more serious and we said well if only we had done something in that period of time which could be weeks months even years to recognize that strategy for that student wasn't working we need to try something else or or this is just going to continue on so what can we do to have that feedback loop to have some agility to exercise professional judgment when um on a case-by-case basis for particular students where what we're doing just isn't working i think you as a board have really equipped us to start addressing those issues mr meyer the first is to have a leader who has the skills to build the capacity of not only our
062counselors and social workers but also teachers in in miss o'connor and having a director of student success we haven't had someone who is that skilled in that role that comes from the counselor social worker background so that's really exciting miss o'connor is coming from a place called the rti center the rti center rti stands for response to intervention and her job was to teach teachers and principals the skills that you are describing if strategy a b and c isn't working how do we gain and give you more strategies to utilize strategy d enough um and so we're really excited about the fact that we'll have someone in-house that we don't have to go out and get an external consultant but we'll have someone with us i think the other thing that will be an ongoing
063conversation is other resources available what is the curriculum we're using to teach seos to our students because it is a skill social emotional mental health is a skill how are we teaching it what materials are we giving staff members um that will be a budgetary request at some point to be more robust um but there's also with any comprehensive school system you have to have a full spectrum of services that range from gifted and talented to alternative placement for for students unfortunately there are some students where and this isn't totally new um when we were all in school there were uh there was a percentage of our our classmates who didn't meet their needs weren't being met in the classroom environment that we were all able to function in and a comprehensive school district has
064i like to use the terminology off-ramps for those students to have the ability to still be successful in their own way how they define success so i think in the next year or two we'll continue to come to the board and ask you for those types of off-ramps those resources when i hear staff members say we need help what they're suggesting is that they need other resources to to give those students an opportunity to be successful unfortunately cesa 1 is the only alternative school option in the metropolitan area for many school systems and so if you can imagine some of the challenges we've had this year if you talk to your colleagues on boards or or teachers in other districts they're having the same experience we're having and so when you have a dysregulated student
065and you call cs01 the response we've been receiving is our alternative school's full we can't take that student anymore and that's the rub and so i think once we have our team on board i would love to give mr opinion and miss o'connor uh an opportunity to work with our teachers to to look at what are other opportunities what are other off-ramps if we will for for services and resources um so that's a long answer and anecdotally here it appears to me that the lack of agility is is sourced in the central administration building and i think it sounds like you're saying this central administration needs to give the classroom building more strategies to choose from and the only way we can give them more strategies to choose from is by having more resources yes
066yes and then also central administration hear the voice of the classroom building when the voice of the classroom building says the strategies we have available are not working please we need to have something else right and and but we we haven't had i'm hearing what you're saying the resources to offer alternate strategies for those cases where the the main strategy isn't working okay thank you thank you mr phillips ms hoyt i was just gonna say thank you so much for this i'm really the two presentations i'm really excited to see them both on here the mental health awareness month as well as the the safety planning because i think those are you know adjacent topics for sure um i am excited for what's ahead i think we have a lot of work to do and
067i think as a board we need to think about and be and be thoughtful about how much we want how much support we can give to this effort because it's huge you know it's huge i think you would agree that there are a number of different avenues that we can pursue that can provide all different levels of support here i do want to ask a question about the citations um that has been raised as a concern by some of our community um who are worried about sort of creating a school-to-prison pipeline where we're we're creating arrest records or citation records for students for things that are happening in the school building so can you talk a little bit about thoughts about that particularly as we go into next school year the letter that i sent
068out a letter to all of our secondary parents and and and teachers on may 13th to cite that and it was on the heels of a fight that took place at one of our high schools and it was recorded and passed along parents uh passed on to parents uh via social media the reason why we the reason why we included the citation piece is that that's the usual and customary practice when students decide to get into a physical altercation i've never been in a school district that does not engage law enforcement um to provide some type of citation and mainly because we're not quite sure how violent those fights are going to get we don't know who can be harmed if they get too out of control um and just the the the order of
069the building is shaken when you have those types of fights um i think it's important for us to send a message that not only are you going to have discipline that you have to deal with from a school perspective but there's a societal responsibility that you have i am very conscious of the fact that we could be perpetuating a school to prison pipeline issue i i'm sensitive to it at the same time i'm more sensitive to families who have shared with me that they are their children are afraid to go to school they're afraid that something violent will erupt at any moment um and so the logic behind my my communication on the 13th was that we we need to in our school year safely i believe that the work that i would like to
070engage with the board around this this summer around developing the behavioral matrix and having that in our student handbooks that will be signed off at the beginning of next school year i think it will set a new tone and new expectation um so i'm hopeful for that um and then i guess the last thing i would just share is that it's uh and i can't take credit for this because one of our parents actually utilized uh the line but i believe in it wholeheartedly we welcome all students but we don't welcome some of the behaviors that we've been seeing this year um and it doesn't for me it doesn't matter who it's coming from um we just need to stop the behaviors but i think the data points also important so as we track the
071data points then it's to mr meyer's point is not then if we're if we're utilizing certain strategies and it's not working and let's just be candid and and open if we're seeing that the majority of our students who are being disciplined or engaging in certain behaviors are of a certain racial group then it's not just simply it can't be a binary we'll just keep suspending them then then we need to look at other resources do we have are we engaging our director of diversity and inclusion to truly look at school environments are we creating spaces where these students feel safe to share their concerns um i think we would be negligent of no practice if we're simply suspending kids continuously are giving them citations continuously and not stepping back and looking at the data points
072so i think the data points are are important i've been sharing with our principals don't don't try to conceal data around discipline that's that actually makes things it will make things worse we need to know where the data points are so then we can provide all eight of those strategies that i shared on on that slide is not simply law enforcement but it's also a social emotional and mental health basis also creating positive cultures for those students in the schools because i think if you do a deeper dive a lot of those students will say they don't feel part of the school community and so when you don't feel part of a certain community then you'll you'll behave and act any way you want to because you feel that there's there's not a mutual respect
073there i think our conversation also i would just conclude is i thought i felt the need to write that letter on may 13th it was also uncomfortable because it's not just i don't it's it's multifaceted it's complex and i understand for there was a group of people who were really happy about the content of the letter and there i received emails from people who said i don't like that the content of the letter and so when i had a chance to talk with the people who didn't like the content of the letter and shared that there are other strategies that we have to look at in combination they they were they were more pleased um but that was not that was not the time or the place where i had the ability to communicate that
074message it was coming on the hills of a pretty violent fight that was on social media it was coming on on the heels of a few weeks prior weapons being found in our schools our families and ms meanfield was at one of the listening sessions i had for one of our principal hires families are making decisions about where they live because of some of these issues and we're have i'm hearing from our staff members that the violence and the disciplinary issues are a concern so we will always to mr myers point we'll always try to use a balance approach but at the same time um i think we were at a very i think we still are i think we're at a tipping point and the tipping point is we need to reestablish expectations um
075and we re we need to know i want to say this publicly as well um this board has never told me not to discipline students this board has never told me not to pursue expulsions um but i think there's a narrative that that's where we are um this board has never told me not to engage law enforcement um i'm pleased to say that we were we had a canine search today at one of our high schools and i'm so i'm so proud of our kids there were no hits the the canines found nothing um and so that deserves a round of applause from our audience so i'll just conclude and i didn't know mr phillips has a question but i would just conclude by saying the narrative has been that that things are bad [Music]
076to leanne's point there's so much more good that is in wauwatosa we could we can hone in on the negative if that's what you want to own in on there's so much there's so many good things i can tell you in my 20-plus years of being in high school or district administration i can count on one hand the number of times that there was a canine search and there were no hits that's rare that is rare um and so that school community it was tulsa west that school that school community that has received such a negative um profile in our community they should stand up and be proud proud of their students thank you mr phillips sure thanks um over the years another issue that's come up or a viewpoint is rep consistency around reporting
077whether this is reportable this is not reportable it's a pain in the butt to report this and i'd rather take a pass because it wasn't that bad or this should be reported this way versus that way and so there was a lot of um you know it wasn't done the same way across all 14 of our buildings so i wondered i like the rubric that you got around prescriptions there's something a similar approach to reporting or how is that being addressed so lisa winters is the our our leader in the tool that we utilize to to log discipline is called infinite campus i think most of our parents and you are familiar with it mrs winters approached me a few weeks ago and said could we please have a conversation of our own calibrating what
078is a disciplinary issue and can we find a way to start thinking about how do we then train all of our principals to see the same thing the same way because right now and i know um there was a request of data earlier this year from me to compare disciplinary issues at our two middle schools the reality of it is what one school is identifying as an issue the other school doesn't have that same calibration we will be spending um this summer to calibrate and then throughout the year to make sure that we when we do look at our data which will i'm hoping will be part of our strategic plan we are comparing apples to apples okay and i hope you figure out ways to make it easy for that process to happen you
079know if you're running at a million miles an hour and you have to stop and do these steps right i know our law enforcement officers can appreciate right you know you're gonna you're gonna be averse to doing that so how do we not only make it you know uh applicable and the same across the building so that the data is meaningful we know to you know where to apply um extra attention but also like you know so we can uh some teachers make it make it easy for them mr meier so dr means i i'm thinking that this idea of what we report or what we intervene with what things require interventions i could think of sort of rowdy behaviors that do not affect safety do not affect ability to learn do not become the
080source of far worse behaviors in later years that if we could figure out what behaviors for example in elementary school or in middle school are are correlated with more severe behaviors later on in high school and worry about those behaviors and there might be a lot of behaviors in middle school we just decided don't worry about it because it doesn't go anywhere it doesn't have it doesn't correlate with with a worse outcome it doesn't interfere with safety it doesn't interfere with ability to learn it doesn't interfere with well emotional well-being so and i don't know if they're if they're in the real world are differentiations between sort of unruly behavior in elementary school and unruly behavior in in in middle school and that we decide to not report to things that don't affect learning don't
081affect safety don't affect emotional well-being and don't correlate with worse behaviors later on those are the ones where if you're going to let something go let those go but if if we know what kinds of things earlier on in the in the students journey in our district correlate with outcomes we don't like that way we focus in on the on the particular behaviors that will have the you know the most impact on on giving us the world we want in the district yes sir all i would share with you is that i think whitman's a pr a case study for what you just described this from february on they have uh asked students to not play fight and they've asked students not to play fight because they're finding that if you allow the play fights
082to go on eventually it leads to a real fight um i don't know if longfellow's having as much of an issue with that that that topic um and so that's the best component of being nimble i believe school communities are going to have to apply um teachers know what behaviors that you see in kindergarten first second grade will matriculate into deeper more larger because the kids are larger issues when they're in fourth fifth sixth seventh grade um so so yes i think calibrating that issue as well will be important i like that back in my day when i live farther north in a colder world even the kids knew that there was no snowball fight that between boys that didn't escalate into something worse there was it's just what so the rule became no snowball
083fights none of them end up in a happy place innocently a little snowball fight wouldn't matter but it became known that typically they got worse and so let's just head this off and i that play fighting thing i wasn't aware of that but that's exactly the kind of thing i'm thinking about on the surface a play fight doesn't look like it's important but experience is bearing out you're saying that oh it really does become something worse so therefore we need to concern ourselves with that thank you dr despanger just two comments one since we i was able to sit on luke pinion's um interview um i felt very excited about the future um that you and i've had several conversations about this um the other thing i would add is something that you said at
084some point several weeks ago uh the the connection between really engaged learning um and that's a component that i i know that we're thinking about and talking a lot about at all levels um and which seems to be kind of like the third leg of this um that i'm excited about where the teachers are going how we create the environment where to really support them um so there's the mental health there's the expectation setting uh consistency of uh response thoughtfulness and complexity of the response um and the engaged learning so thank you for this work i'm looking forward to seeing where you and the team take this and the board will have a say so in this so at some point this summer i would love to go through the behavioral matrix with you before
085we post it in student handbooks so we can clearly state you had you put your stamp of approval on it as well thank you for sharing one of our critical topics and before we get to uh strategic planning um we have a communica community engagement session and we've done a lot of community engagement uh correct doctor means and so you might just wanna briefly sure absolutely thank you for that opportunity so there is one let me back up um being responsive to our families with students with special needs i've been listening to their their concerns and so i reached out and i want to thank julie alexander who is part of our city of wauwatosa commission for citizens with disabilities her organization independent first [Music] has agreed to partner with the school district to host
086listening sessions um independents first recommended that we host the listening sessions at their facility because sometimes it's good for people to feel like they're in a place of their own versus having to come having to come to the school district um and so unfortunately i was unable to make the listening session last week monday we had a board meeting um but there is one final listening session and it's june 2nd yes at independence first um and there's a flyer that's been sent out and will be posted on the website but i would encourage um and you don't have to be a um a parent or a family with a student with uh disabilities you can it's it's open to everyone we want to make sure that we're we're getting feedback um my colleagues and friends
087at independent first captured the feedback from last monday's session they've been really positive i can also share with you that i met with some leaders of our special education um community parent community today and we're really excited about our new director of special education and will work closely with our cso1 leadership to help develop a parent-led advocacy group i think so often school systems uh create parent groups but then the administrators do most of the talking at those meetings um and our our parent leaders are really i've learned in our special education community are are very capable leaders and um i'm looking forward to the opportunity of meeting with season one leadership to help promote that advocacy group thank you ms braley um just one additional comment i really appreciate that the district is is
088hosting these meetings in in collaboration with independents first and also just want to highlight as much as we are asking for feedback about special education services as a district there's also a national opportunity right now for people to be giving feedback on 504 regulations they have been open for the first time since they haven't been really touched since i was seven years old and as you can tell by the gray in my hair that's a really long time ago and so i'm hoping we can make sure we pass on that information to the community because they are looking for questions they're looking for suggestions and these are national regulations that inform how we operate as a state and as a district so um would encourage folks to to lift up their voices well beyond the
089local local to state and federal as well and so section 504 for those who are listening is it better no no don't be sorry at all but it's a it's a it's a designation for uh school districts to provide support to students who may have a medically based um impediment or challenge um so often we'll find students who have adhd uh falling into the 504 category so you're not special you're not a student with special education needs but you can be a section 504 student um and the school district still has a responsibility to ensure that we are supporting those students learning as well thanks that's what 504 is and for those who are considering it and [Music] our school district needs to support all students students with uh individual education plans or students who
090have been identified with a section 504 plan thank you strategic planning strategic planning so i like to always start with some academic grounding of so what is it um and and so this definition i really like um it's a systematic process that through which an organization agrees so in our case the school district agrees on and builds key stakeholder commitment to priorities that are essential to his mission and responsive to the organizational environment strategic planning guides the acquisition and allocation of resources to achieve these priorities so what is the process what have we been using um mrs beautiful referenced it i um i think i've had over 30 listening sessions of some sort this school year but we started the school year with me engaging the community and a vision started to emerge we also
091utilize surveys throughout the school year to get opinions from stakeholders we have stakeholders who through those surveys and listening sessions have agreed to volunteer and participate on our steering committee um and they are developing the framework for a three-year strategic plan in three years we picked three years because i have found that when it goes longer than three three years people forget about the urgency of accomplishing the strategic plan administrators will develop a measure of measurable action plans that will be monitored by you the board and the community um for effective implementation i remember um from my onboarding there was a lot of conversation with the board and i around in implementation science well the implementation science begins when you have a strategic plan that's measurable and then the board will finalize the plan so
092who's involved in this process is community stakeholders we have faculty and staff we have students on our steering committee who are really um they're adding a significant amount of information administration and obviously the i'm not a graphic designer this is probably the closest i can get to it but if you view strategic planning like a house we start with the vision mission and core values that will be work that hopefully this summer we'll be able to lock in and have the board finalize the vision mission and core values that will come out of the steering committee through the listening sessions and surveys five major things have emerged as areas of attention and interest of our community the first is academic performance diversity and inclusion social mental and emotional health high quality staff and community culture
093you'll note that there isn't in um there are we don't have verbs in front of these five areas right now we're allowing this the the steering committee to best describe what these areas are and they will describe it for us in terms of what the action should be underneath a goal then becomes the strategic objectives so those objectives will identify what must we do to meet the goal then from there there will be action planning and the kpi that acronym stands for key performance indicators and that's the way that the board will hold me and our administrative team accountable for moving the district forward not having conversations about these things but truly moving us forward so that's this is kind of the structure so what's next the steering committee yes question please yes sir um
094well not a comment the tough moments will come [Music] where we look at these items and you've done this is a great piece of work that's been done in a very short period of time to allocate our money to fit the objectives yes sir that's going to be our true test said some things are favorites or sacred or pet projects or and they're to do this right everybody be forewarned nobody be in love with something you proposed that it might have to go by the wayside not because it's not important but because it's not the most important thing in the priority yes sir thank you so our next steps this the steering committee will meet three more times they're going to meet may 31st they're going to meet june 7th that's when mr keith brightman
095our new cfo he starts on june 1st his first presentation will be to our steering committee to talk about the budget and what is possible and what's not possible and then june 14th those meetings are open to the public we always meet in the steiner center at tulsa west um but the steering committee will finalize those four items by june 14th to then come to the board and then allow the board to you're the final um you're the final approval of these items and we're hoping that uh we can schedule something some time with the board uh in late june or early july to start the process of taking the work from the steering committee and then making it your own once you give us the go-ahead on goal statements objectives mission statement and values
096then our administrative team will start the process of developing key performance indicators and action plans we'll bring the full package back to you in august i would assume it will be a two reading opportunity the first being on august 8th with the um hope and and goal of having the strategic plan approved at the second board meeting in august hey thank you thank you wonderful updates and we would hope then the second meeting in june we'd have more updates on also some of these key uh conversations and initiatives and i'll try to be more sustained this time thank you it was wonderful it was it was wonderful thank you very much um i'd like to move on to the consent agenda are there any items on the consent agenda which board members would like to
097remove for separate discussion and action [Music] see none may have a motion to approve the consent agenda so thank you is there a second second miss freely thank you okay and um [Music] okay great thank you then yes i just i want to comment yeah just one comment for for the board and the community if you're watching or looking at the consent agenda you will see a number of stipends that are being recommended for uh staff members these stipends are based on the fact that we've been under staffed in the business office most of the uh school year and many people stepped up and assisted us when we didn't have a director of finance and or um a cfo and so that's these are one-time stipends they're not ongoing but it's a recognition for the
098work that they did this year to support the district okay thank you is there any further board discussion [Music] seeing none is there any community comment on the consent agenda hi everyone jeff fogle palette 7435 west well street i'm not sure i looked through the summer school letters of assignment and i'm not sure if we have any therapists that will be working this this summer because i didn't see any on the consent agenda for today and one of my concerns is i did see the letter that went out to some families about ot services being needing to stop early this this um semester or summer or that summer during the school year and so the letter talked about that the district will review missed services and assess progress in fall and if necessary reconvene the
099iep for these students to address that and i'm wondering why would we allow a slide to happen and have these months so i'm wondering if the district has done anything aside from suggesting we'll wait until fall for example have we reached out to the csa to see about having ot from the sisa um have we maybe looked at partnerships with curative or um children's hospital aurora or other places where there's pediatric ot to be serving these parents we did get i want to say it was 389 thousand dollars and flow through ita funds and when i reached out to ask what they were what that money was being used for i was told ot and transportation so if we're having a lack of ot and really if we look at this letter it's documenting the
100district is put in writing that they're not complying with the legal requirements of the iep so um i'd like to you know have you take a step back and and look at that and as we talked a little bit about today is that some parents may just say oh that's how it is but when you really look at the legalities the iep is a legal document and so what have we done to look elsewhere for help for these children that have i ieps with ot on it thank you for your comment is there anyone online no they're not hands raised okay seeing none then uh miss newman roll call ms braley yes dr hoy yes dr jessica banger yes mr meyer yes mr phillips yes miss smuggled yes okay the next item is administrative contract
101west high school principal dr jessa banker it is recommended that the school board approve the 2022-23 administrative contract of corey gola at what as west high school principal effective july 1st 2022 for 229 days per year at an annual salary of 150 thousand dollars and i so move is there a second second second thank you miss fraley any more discussion yes mr meyer [Music] yes um i've been making a pattern of voting no on administrative contracts because i feel that we should allocate less to administration and more to teaching staff that said in this particular case i have no reason either way to be positive or negative about this motion other than that the board hasn't discussed it and um it would be appropriate to discuss in an exact session because it would be personnel
102kinds of questions yes there's there's things being said in the media and in the community accurate or not i don't know [Music] i do know that with 150 000 salary [Music] you know we the school district over the past year has paid out um unsettlement agreements you know in the area of half a million dollars and so and good people might leave and there might be a reason why we want them to leave or you know various reasons various things happen but a mistake of about whether an employee is the right fit might be a great employee but is it the right fit that can cost us a lot of money and to not have discuss this very important hire in executive session um i don't i don't have enough to just i don't have
103enough information then to vote on this so thank you thank you is there any other board or administration comment no okay yes doctor just finger i was um contacted by some folks menomonee falls um and had a lot of high praise for mr gola um am i pronouncing the name right gala i used to be able to pronounce dr hogue's name correctly and miss newman see i seriously i blame this newman who's delightful in every way except for screwing on my capacity to pronounce names in articulating it's a complex time um i i mr meyer i think my view is i kind of respectfully understand your perspective i certainly got a lot of outreach communication from from dr means this weekend um about communication outreach opportunities as we do before every board meeting um kind
104of a wealth of access and opportunity of here's all the times i'm available to talk through things um certainly i understand we would all feel differently but i am excited about this opportunity um i'm excited about the staff that we're bringing in and i'd like to take a moment to kind of celebrate um the successes these are complex jobs um with complex decisions that human beings are making in the midst of a pandemic and post-pandemic era and i'm really excited about the talent that we are bringing in i just keep repeatedly hearing from staff um in our district and other districts about the team that we are putting in place um we heard tonight about the direction that we're beginning to move um there's a desire certainly for the board the community to go there
105as quickly as we can we'll only get there as fast as we can get there um but i'm excited about this opportunity so thanks to everybody who was involved uh the other thing i would like to point out is a big change that i've seen this year is the level and degree of engagement of the community both in getting feedback as well as getting a sense of what do we want in our our teams of the folks that we're hiring and so kudos to you and the team um ms bach for guiding us through so many of these hires um from your role but thank you all for increasing the openness transparency feedback loops as we go if i may that will cheer i know they're going to say but if you asked me earlier
106there was something i will say this i i may have had my most vulnerable and uncomfortable meeting of the school year this morning at wauwatosa west high school i met with the faculty because i remember onboarding again and the feedback from the board was be a listener to staff so i went to the staff at west this morning and shared the article that was shared with me about menomonee falls and their special education situation and it was shared with the faculty before the meeting and i asked them i told them you don't have veto power but i do need to hear from you um and i was so proud of the the members of the teacher team that were on the interview panel they said thank you demand we'll take it from here they they
107held their own listening sessions with their colleagues throughout the day thank you to mr hughes for creating space for those those members of the faculty who were on the interview team to listen to their colleagues they we had a conference call around 3 30 today where they uh shared with me that their colleagues want to award with mr gala's candidacy this evening um they knew that if they didn't want it they could have told me as much um mr gala was the number one candidate among our student group that gave a tour to all the candidates he was the the number one candidate um with all of our interview teams and we have used a very different interview process where we have three different interview panels of parents staff and administrators and with each of
108those interview teams um he emerged as the number one candidate being a superintendent your your issues is not like being a principal um your issues are in the public and your name is in the public and sometimes that's uncomfortable um but we've done our due diligence with reference checks um and the feedback again i guess i would just emphasize and just share with you as as you look for information that the feedback from the staff who will i like to use determine terminology they will be the ones who live with this person this this is i'll come in and i'll visit but they will see that person every day um they came back today and said this is the person they want so just thought that would be helpful um i just wanted to echo
109that um as someone who participated in all of the actual interviews i couldn't be more pleased with this recommendation and the first question that i asked at the end of the interview was how did this candidate you know rank with all of the groups because if if dr means had said well you know the teachers loved him but the community didn't like that means something and the fact that every single group um very wholeheartedly supported this candidate and um having sat through multiple interviews um was easily my number one hands down and that's not to say that to your point things don't happen um i think very few people get to practice their profession not in the public eye and so uh i i fully support this recommendation and i i hope that mr gala
110gets the opportunity to really become a part of the toast west community mr meyer to further explain myself to vote yes tonight would be for me to operate as i as i have operated for four or five years now on administrative higher votes and i don't feel this process is any different from those hires back then for my vote and some of those hires were great hires and i wanted them to stay and they had to leave for various whatever reason and i voted yes on the settlement agreement and similarly to how i spoke of the students earlier that if something's not working maybe you should try another strategy about how to approach it so i look at this and i say well the board hasn't set an exact session to discuss any of these
111administrative hires we used to do that long ago the the administrator teacher mix you know what proportion of our budget goes to each employee category we haven't really talked about that so i'm looking for things that where i can change you know the only voice really i have is my vote here and to sincerely ask myself you know has it worked for the past few years and the answer is no from from my for my outcomes and i pledged to the community that i would change my approach so that's the basis for my vote tonight of all good will and legitimate you know conscientious intent that's why we'll vote the way i will thank you oh dr hoyt um i just wanted to say i am really excited about mr gala coming i'm um [Music]
112your resume speaks volumes we're really excited to have you at west and west deserves a really strong and amazing leader and so i'm i'm really excited for the the staff and the students there and and certainly welcome you here um but i think to mr meyer's point i do um [Music] that's it's concerning to hear about a half a million dollars in settlement agreements um [Music] it doesn't change my vote necessarily for tonight but i do think maybe it is something as a board to consider how we how we organize certain meetings how we strategize our time where our priorities are um and that would be something i have other ideas tonight as well um because it seems like there's a lot of stuff that we're going to be talking about tonight and it all
113is sort of lumped together but we're looking at it as these like individual components and um it's really you know coming in and trying to get a handle on our budget and our staffing but there but things are being presented at different times um i think that there might be a way to do this um and to use our time really effectively so that we can be that big picture board um not the kind of in the weeds with the little stuff um board and i think thank you and i think what mr meyer what you're saying also julie noted i i think you're saying really good things i just i like to remind people every once in a while that in the state of wisconsin miss mufil knows this really well the wallet tulsa
114is considered one of the 20 largest districts in the state out of the 425 school districts in wisconsin we're one of the 20. we're part of what they call the large district caucus the level of support that we provide administrators because mr phillips has said this to me all year so how are we growing people how are we helping them how are we helping them get better i think this is all part of that conversation the the conversation we had earlier about mental health and social emotional growth a district our size didn't have anyone who was attending to that work for many years when you have a district our size in the proximity of the metropolitan area that we're in the complexities will mount and they become larger and larger and if you don't have
115a support system for administrators and teachers and students it's about structure in a way it's about what we prioritize uh and so i i i take your comments to heart sir i i understand exactly what you're saying um this is not we can do better and you have you've directed me to do better and so that i will continue to do that work is there any other board discussion uh mr hughes would you [Music] uh uh how about community comment are we ready oh i'm sorry go ahead mr florell should be looking at you always no worries i just have a few questions um so as far as these listening sessions and the panels and the interview teams um what were the what were the groups of which we um got our teams made out
116of like just quick clarification so i heard there's teachers like what other ones were there there were three interview teams that we assembled and we've been using this process for all of our principal hires there's one uh team of parents there's another team of teachers and staff members there's a third team of administrators when they hire for waltosa west we actually included a fourth team so the first parent team was more of our families who are feeding into wauwatosa was but then we also had existing families so families who have students at wallachos west so there were actually four interview panels for for the tulsa west hire process and then um were the um parents and these teams um did they have like free realm on like what they could ask and like were there
117like questions derived from yeah so the interview process is scripted but everyone was able to submit some at least the first three teams were able to submit some questions that we put together so each team had a focus of questions but it wouldn't be standard human resource protocol to just have an open-ended discussion with large groups like that all right that's all [Music] thank you is there any other student comment not at the moment i from what i've heard i haven't uh heard much about this candidate but what all of you have been saying tonight i'm i'm also excited to for us to have a new principal that is decision time thank you is mr gala in the room this evening yes if you wish yeah i'm pleasantly surprised to be here we had our
118own event this evening recognize our retirees and employees of distinction so thanks for the flexibility i had sent my message to dr means but uh so i'm sorry it's on my phone but i just want to thank you for the hopeful confidence that you'll show me with approving me as your next principal tulsa at tulsa west i think we're good enough friends through this whole process and i can say toast the west now instead of always tulsa west i'd also like to thank you for your understanding of my late attendance today and it's really been nice to be able to get here and see some of your discussion to see where you're headed i want to thank dr means and the human resources team for the thorough and thoughtful process that led us to this
119point i felt valued and more importantly had the opportunity to meet members of the tulsa west school community the students the family the staff members and leaders all reflected a community with pride in their current school and high aspirations for your students and schools and their future i quickly learned that this is a special place it was an inspiring experience and i am confident we could build on the traditions of tulsa west and continue down the path to being among the best high schools in the state of wisconsin as i imagine moving on to a new district and taking a new step in my career i really narrowed it down to three professional needs that i had i wanted to land in a place where i could maximize my impact on students so that they
120might be more prepared to live the life that they imagined and that their parents imagined for them i wanted to do that in a school community that values collaboration from the classroom to the board room i have a unique belief that those closest to the work including students are best positioned to improve the experiences and outcomes for students i look forward to helping us all to connect to our very best work lastly i want to have joy in the work that i do for students it's clear to me that those needs could be met here in wauwatosa we can do great things together at tulsa west i can't wait to meet all of you i can't wait to meet the students the community and build that deep connection i'm certain we can move mountains together
121thank you for your approval potential approval i don't want to get cocky here and the confidence you may show me thank you is there any community comment yes hi my name is dory davenport and i live at 3352 north 105th street um two points one is that in a district this size i think it's completely unrealistic to expect the board to have all sorts of endless discussions about every administrative hire you make so that's why you have a process in place and why you hired a superintendent to help guide that process and as board members you either trust the process you've put in place or you don't trust it so that's my second point trust your process that you put in place and if you don't trust it then that's that's a bigger issue thank
122you is there any uh online comment no they're not hands-raised okay i also don't see any other comment in the room uh miss new moon would you call the roll miss fraley yes dr hoyk yes dr jessica banger yes mr meyer no mr phillips yes mr miss muppet yes thank you and welcome mr gala next we have the administrative contract director for diversity dr hoyt it is recommended that the school board approve the 2022-23 administrative contract of lashonda holland as director of diversity effective july 1 2022 for 229 days per year at an annual salary of 110 000 and i so move thank you is there a second [Music] second thank you any board discussion i'm going to let uh miss fox expand on this but again we use the same interview process which is
123different this year where we had multiple panels but we had a student panel for our director of diversity and inclusion and this candidate was their favorite miss fox yeah i'm really pleased um the students who participated in this process represented our secondary schools and um miss holland was a candidate that they recommended so i'm pleased to say that she is moving forward and here before you tonight um in the process she revealed herself as a leader that can function not only within the theory but also on the ground level with the action and she spoke to that throughout the process so as part of the reason we feel very confident that she's the right fit for this position she is also here tonight as well we emphasize the point of madam chair board members community
124members that we've been hovering as a school district where we've talked about equity diversity and inclusion but it's time to move into action it's time to to actually have action plans and to allow the community to see that this is not something that's divisive but something that can bring us together and make us a stronger district and all the interview teams felt that ms holland was the candidate of choice to do that work thank you is there any student discussion uh yeah i was about to ask um i as it is kind of like a new thing for our district i kind of wanted to know as someone who's unfamiliar what uh director of diversity does kind of in terms of like across our yeah across our district yeah so the director of diversity and
125inclusion is going to work within the department of people and family supports but we'll also work on staff level issues and student issues as well ensuring that our curriculum is culturally relevant and working with our staff to make sure that what is before our students is accessible by all we changed the title of this position as well he used to be the director of equity oh okay so it's the same position we changed the title because unfortunately i think they're in certain parts of the country when you say equity people understand that it's very diverse no pun intended but it's very broad yeah um i i think in wisconsin we're still we hear equity and people think race and they they they make it very narrow to black and white diversity and inclusion means a
126lot of different things it means are we are we doing our due diligence and ensuring that that all genders have access to certain courses are we ensuring that all people feel safe and secure this goes back to the school safety presentation uh right so it this is a very um broad and very important uh position for us because we we you've heard it from some of our community members earlier tonight we're proud of our diversity as a community but there's still areas for us to grow and to really get better at it um and we feel that this candidate can help us it's a lot of big shoes to fill but uh we feel that this candidate is the person that can get us to our desired state thank you mr meyer can someone speak
127to how this candidate will make our will work to make our curriculum work culturally relevant are there specifics that in the portfolio of skills and experiences that that's a great question support that because that's uh sure that's a hot button for me culturally relevant curriculum so i believe that that's the work of dr marble uh and her team and they will look to our director of direct of diversity and inclusion but we're truly a diverse and inclusive school system this work doesn't rest with one person it rests with all of us and ms holland then becomes a resource to to help dr marvel and her team ensure that we are providing culturally uh insensitively responsive instruction for all of our students but what's the strategy for doing that in a nutshell well i think what
128you saw on that that that slide earlier tonight around our strategic plan one of the five areas of goals is diversity and inclusion there will be strategic objectives that will talk about how do we make our school system a more culturally responsive instructional space i suspect that that will be an objective that will then be measured within the strategic plan well i had some i'm an immature at this so i i had some amateur ideas about african-american history and native american history and um ethnic music history and things such as that so those i i'd like to hear specific ideas about how something will be accomplished so i'm trying to get the yes here will somebody can i help what oh you're not the hiree though you know so i i i want to hear
129from somebody speak to the the skills of this person which you said culturally relevant curriculum so okay i'm following up on that statement what skill set here will help and what might a strategy be so strategy for creating a more culturally responsive school system is to ensure that every student feels that they're represented within our curriculum that i'll i won't go to african-american history i will go to the history of disabled people in america okay we do not we are not we do a poor job in public schools and highlighting the journey in the civil rights fight or fit for people with disabilities so to ensure that that is happening it is incumbent on the director of diversity and inclusion to push dr marble and her team to say where is the representation i don't
130see it i i wasn't part of all the interviews with with uh miss holland but i did pop in um on one of the interviews and i shared that we don't need anyone who's gonna be meek we don't need anyone who is going to skirt around issues we need someone who's going to be an advocate to ensure that these blind spots are being addressed within our system so what she has identified as a skill through our reference checking is that this is someone who does advocate for children advocates for making sure that school systems that she works within do advocate and represent all people so that's the actual strategy of ensuring that everyone is represented in a school system in a way that isn't status quo but someone who is going to ensure that strategies
131are being taught and that when the blind spots are identified that there's an action plan to address it that's what i mean earl that's what i meant earlier by we can't talk about the blind spots because i think that's what we've done in this organization we've talked about the fact that we know that there are blind spots but we need a leader who's going to say so here's the recommendation for addressing the blind spots so i have an example and i i but at first i don't think people's people feeling better well that's a good objective but it's not a strategy when mr brock came to speak to the board um quite a while back now and he was working with our elementary students you know their african-american elementary students he had a strategy where
132he specifically educated them on um leadership culture in um african historically african uh um ethnic care yes african i'm i'm gonna shoot myself in the foot here somehow but um looked at leadership role models or examples within africa it was a very specific thing he was doing to say hey look you know these um you know not know my words we have all these examples from the western european culture of of you know the great leaders you know winston churchill or admiral nelson or blah blah blah you know whatever well let's talk about some things from african the cultures on the african continent to me that's a specific thing that he was doing and that really made sense to me to hear that so um okay so going forward for for me i would like
133to hear about that specific thing you know what what is it that they they they think works or we're going to try but we're hoping it works we're going to try it we're going to monitor it to see whether it worked so that's that's where we put our money towards specific things and not saying we're going to talk get or put our money towards people feeling something i want to put our money towards people learning something so thank you thank you dr well and i you know to come back to my earlier point about how we like spend our time if that if if ultimately in our strategic plan diversity and inclusion is a primary goal of our community in our district then when we're looking at things like our what is the name of
134that thing i think we're doing later our staffing when we're looking at our staffing model like that's the time when we as a district or we as a board get to say you know what we want uh we want an african-american history class we don't care if only three students are enrolled in that class that's important to the board it's important to our school district and that's where we're starting is whoever signs up and i think we have that opportunity but but i think that the culturally relevant curriculum my guess is is woven into every single thing that we do it should be should be yes and so um and so i want to make sure that that we're recognizing that that is something we're doing every single day as we're teaching our students but
135i but but to your point mr meyer i yes love the idea of having particularly at the high school level specific classes that are targeted at um being you know more more diverse um but i think that's something we as a board can can decide when we have time to take that step back and and please don't think my proposal rises and falls with a particular class idea i don't care what it is could it be african-american music history could it be you know somebody name something where we can do something specific where we can point to that course offering as a magnet idea for people to want to come to our school district because i just bench of people deciding where to go to high school in ninth grade don't look so much at
136what's woven in here and there and everywhere they look at the names on the courses and do you offer that and so that's that's where i'm going so please i'm not in love with one suggestion i i i do wish to see specific tangible things we're doing thanks so i'm so excited for the board in this community because we're getting closer to our strategic plan and part of that conversation because i love your example that may mean if you truly are getting behind certain areas it will mean that we're not prioritizing something else so i'm looking forward to those conversations um but i would tell you that this box interviews and hires staff members on a daily basis part of the reason why they say they are coming to all tulsa is because of what
137we expound and what we claim we believe in from a diversity equity and inclusion perspective we are one of the few school districts in the milwaukee metropolitan area it's not the state that has a director of diversity and inclusion um when i think about others of the 425 school districts in wisconsin i can count on one hand how many have this position so the fact that we're even having the discussion and have the position does set wauwatosa apart from others in the state of wisconsin thank you miss freely just one closing comment from me and that is i want to harken back to something that you said a little bit earlier and make sure that it's reiterated and that is that this position is not about a specific subset of students it is about all
138students and how we are preparing them to go into a world that where they are going to interact with folks from all different backgrounds and cultures and abilities and racism and whatnot um so it really does make us a leader in this work and it connects to what we're hearing from businesses in terms of how we're preparing students to be able to collaborate and engage and i just i feel like i need to say that again because i feel like the title director of diversity and inclusion it's gotten a really bad rap um in the last several years and it i just think it's really important that we ground it within our vision of a graduate and how it's about how we teach kids to think how we teach teachers to collaborate etc so thank
139you is there any other board discussion would uh miss holland like to address the board good evening i am lashonda holland and i am very excited about the opportunity of being the new director of diversity and inclusion and as a change agent i will work diligently to ensure that all students feel safe welcome and represented in their specific schools i plan to work directly with the school students leaders staff and families to ensure that their voices are heard my goal is to move beyond nice and to help the team at wauwatosa become comfortable with being uncomfortable as we address challenging areas that are hindering student growth i hope that this board will approve my hire this evening thank you [Applause] it's already community comment [Music] hello paul phelps again i did prepare remarks for this
140but i did want to express uh my joy at this position um being filled uh i've heard a lot of great things uh about the candidate hopefully to be approved uh director um but i would caution folks on the board or in the community to be too reductive about their approach to diversity and inclusion it's not it's not about race as we learn it's not about feelings um as a parent of a black child a black young woman um there's so many facets to her as a human being that um just try you meet my child just try to boil her down to one one category right and um and and i'm mindful that when i think about her success uh and and her um uh her uh uh it's her skill and her her
141her intelligence but also the challenges that she has that um that there are people who have many more advantages and many fewer advantages than she does and um and i keep coming back to that commitment to educating all children and giving them all the opportunity to um be as successful as we can possibly prepare them to be and uh and i would also add that you know there was a time when we did have some equity concerns uh in the district that we did look for other schools to go to and and um and we did not in fact look at what classes were being offered we looked at what kind of commitment there was we looked at of course academic performance and all the classics but we also looked at the commitment of the
142various districts towards uh diversity and inclusion and wauwatosa is setting the gold standard uh arguably in the nation and should be commended for its commitments and should be commended for uh having this uh director position and for being um committed to the success of my child which of course i value and appreciate but also the children of this community and our future leaders and as we grow and change happens we are becoming it's unavoidable we're becoming a more diverse world and so we need to be prepared to develop those leaders in a diverse world uh we all benefit from that thank you and would you just please state your name again for the record paul bukes thank you thank you hi my name is teresa tuhill my dress is 2125 north 91st street in wauwatosa
143um so i just wanted to mention that i am a graduate of wamptown west i graduated in 2019 i'm currently finishing up my junior year at the milwaukee school of engineering as a and i'm also majoring in software engineering and i really want to say that the school district really enforced me the necessity of learning about equity diversity inclusion that being said there are definitely areas that the school district can improve on and i think that this role is very critical um i i would say that yes i understand that we could get into specificity and we could try to get into these you know smaller issues but this is an issue that's also very multifaceted um we could spend hours talking about issues on racism issues on um gender equity it's issues on everything
144right so um really you know this is more than just feelings this is student lives that are going to be impacted by this and i think this is really important and i'm very grateful for this so um yeah thank you so much hi deb faulk palik um i i'm excited for this role i'm really excited if our new candidate can add the a into dei if you're following this and the movement to add that and understand the necessity necessity of having a d e i a um i can't a program that is important there has historically been a firewall between the equity staff and the disability community and when we talk about you know potentially doing this connection with the csa i would hope that we could invite miss holland i believe is her name
145to these conversations too to hear you dr means talk about we don't really do a great job with the civil rights education as it relates to those with disabilities um it's it's i think it's true we look at our own district where it wasn't until last year 31 years after the passage of the americans with disabilities act that we offered an accessible space for a program that only served children with disabilities and it was offered in a building with steps no ramp and so it took 31 years for the district to do that you think about how long it took for us i think we had four requests to ask for an accessible entrance just this year to enter into this building to attend public meetings of the school board so i would hope and
146really sincerely want to see this person engage with the disability committee or community in our district thank you thank you is there any online comment yeah we do have one hand raised laura wind passenger you have the microphone please state your name and address laura wind passenger 11805 west oxford place just a just a mere suggestion especially to mr meyer a veteran board member when you're provided the materials of the candidates in advance of the meeting perhaps reviewing asking these questions that you need to get to your yes or if you would like to continue with your no perhaps you would consider doing that in advance as opposed to the the constant mike meyer show and wasting everybody's time to hear the same rhetoric over and over again so as a board member you're provided
147with these materials do your job as a board member and do your research on the front end so you don't come here tonight and waste everybody's time time and time again you're elected to make decisions for the district not to be a police and policy maker you're not the council of the of the board you're not responsible for telling everybody what they need don't need to do as you said stop digging yourself in a hole uh we have we have no more hands raised oh thank you very much um i don't see any other public comment in the room actually miss me felt sorry we just had someone raise their hand okay yes go ahead okay this name is uh baryon for him please state your name and address you have the microphone now yes
148this is actually john larry 4546 north 110th street and huawei tulsa i'm extremely excited um that the school board the school district i should say actually has this position of diversity equity in inclusion and i know that there has been some statement about the um the position not being about race and i definitely um understand that but in some sense it is about race it's just uh an avenue and aspect of the position um and i think that it will definitely help with as as the district is uh going through is strategic planning and even looking at um the aspect of discipline within the school district across different schools having this position will help out with that because um i'm interested in knowing like as we're as the school board the very schools are talking
149about um behavioral infractions looking at the actual numbers and breaking it down into uh by by um ethnicity and like which uh which group of students by race is um responsible for uh the various behavioral infractions and then having uh ms holland as a part of the administrative team uh talk about how to combat some of that because we know that just across the across the country more teachers within schools are typically white females and um and a lot of times have no experience per se with with interacting or besides the classroom with interacting and so on with students that do not look like them in particular black students and so um i do think in some ways it is about race but it's just a component of it is not the end all because
150we know that there are uh students with different um cases uh physically challenged mentally challenged and so on and so um i'm excited i'm excited for the direction that the school board is headed um i'm excited uh for the direction that our schools are um headed again and i'm i'm excited to see um a person filling the position that um looks like my my daughters and uh give them the opportunity to look up and and have conversations with ms hollins as well and so i'm hoping that uh i'll give my uh pre-congratulations to ms hollins and uh thank you for in advance the work that you're going to to be doing to help uh wauwatosa school district become all that it could possibly become thank you thank you yeah they're not mohan's raised um i
151i would ask members of the public please to direct your comments respectfully to the subjects that we have on the agenda and um and refrain from any sort of personal attacks in any regard to anyone in the room thank you thank you for mr meyer thank you mrs mufeld you honored your chair tonight as you had too many nights thank you i am grateful for the opportunity tonight to engage in an open public meeting involving question and answer to refine my understanding to have other people's ideas trigger questions in my mind and afford the opportunity to ask my questions and to receive answers as i said earlier in this discussion on this motion i am trying to get to yes and i so much appreciate the dialogue we had tonight because it got me to
152yes thank you is there any other community comment seeing none miss newman ms fraley yes dr hoyt yes dr jessup anger yes mr mayer yes mr phillips yes miss mufeld yes and welcome ms holland [Applause] approval our next item once more yes thank you for you leave to say this miss holland the fire in your voice it mattered thank you thank you okay thank you our next item is approval of the 2022-23 edu staff extension ms freely it is recommended that the school board approve the 2022-2023 edu staff extension as presented at the may 9th meeting an iso move a second okay thank you any board discussion any administrative comments we are just just to recap we're looking to move our long-term sub pool to edge of staff as well but maintaining our existing pool
153not adding to it just an extension of the master agreement okay thank you i mean we had a thorough discussion at our last board meeting um any student comments okay with that any community comment seeing none in the room any online you're not hands raised okay thank you miss newman miss fraley yes dr hoyt yes dr jessica banger yes mr meyer yes mr phillips yes miss mitfeld yes our next item is under building and grounds approval of the wauwatosa east art studio wellness and fitness center and food service renovation bid package mr phillips it is recommended that the school board approve the law attested east art studio wellness and fitness center and for food service renovation bid package is presented at the may 9th meeting at iso moon do we have a second second dr
154disappenger second uh mr gochelski uh yes greg chewinski buildings and grounds uh director here um i don't really have a presentation as i presented obviously on may 9th but i did just want to kind of highlight the addendum that i did attach to the agenda today um after the last meeting that we had i i took all the feedback that was received from all of you and community members and wanted to at least um outline for you in the chart that i presented there that there were certainly um areas of that where we got input and feedback um and that was incorporated into the whole design process i mean essentially that kind of what lays it out by date and the different different spaces and the different groups of teachers and staff that we went
155to taking it from a concept plan to getting input on that then taking it back to design then taking that back to the staff and getting feedback and additional input to finally getting to a point for each space a confirmation that everything was in line with the vision of staff and the people that was presented to additionally you'll notice on there that um there are some future dates here this week where we will send out survey to students for the furniture fixtures and equipment piece of things for the art studio specifically but we will send one out to all students for the wellness area as well equipment purchase is not part of this project currently but we want to make sure that we get that feedback um that input from all students including those with
156disability needs and all of that kind of stuff before any future purchases are made um for that space um so and what i i do want to also just outline that um with every project things with ada accessibility egress fire everything has to be done per code and per regulation and that is being done it is being designed as such um so i can guarantee you that ada accessibility was a component of this and that's everything from the size of doors to having sinks that are the appropriate height that are ada accessible um as well as even turning space within a space um so all of that was incorporated and i do um it's not on my um it's not on my addendum if you will but something that i will be doing this week
157as well is reaching out to the commissions uh for persons of disabilities to gain some additional input from them as well on the furniture and the equipment piece before we make that purchase thank you dr means anything no i think uh greg covered everything i did share julie alexander's email with greg i know he will be reaching out to her as she is one of our leaders for our again our city of wauwatosa commission for uh citizens with disabilities we will make sure that we engage that that stakeholder group but i do appreciate greg appreciates the the feedback that you provided during the last session and i hope that we were able to demonstrate through the addendum that there is outreach and will be continued outreach uh for for uh staff and students okay thank
158you miss freely i just want to say thank you for taking all the feedback in the spirit intended and in the hopes that we can build some of these things into the process so that the next time you don't get the barrage of feedback that you got last time um and again just i think it's really important that we are all open to feedback whether it's coming from the community it's coming from us to district staff but this absolutely responded to what i think you heard from my perspective so thank you you're welcome okay is there any other board or student rep discussion okay let's move to community comment on this item is there any community comment in the room oh could we yeah have an assist for miss alexander thank you hi my name
159is julie alexander 7224 west state street 1a um thank you so much for uh talking about the addendum i haven't actually seen you down them so uh would be nice to share it um and just to let you know i mean um i'm the culture of this particular city committee um also been working with dr means quite a bit in terms of some of the other issues here and basically our committee actually meets the first wednesday which would be june 1st as as a group to talk about uh to talk about issues and uh i mean you could attend that meeting if you'd like just to be to hear from other committee members and just to talk about your plans if you would like and let me know thank you so i need to go
160up there um hi this is deb i i haven't seen the addendum either so if can we written somewhere can we put the addendum up on the screen please tim are you able to it's in the it's on the agenda yeah okay so i mean i guess if it shows that as an action item that the commission will also receive feedback or be able to provide feedback in the survey with the pictures that would be wonderful and also i did you know we have incredible people in this community that can talk with you about these things um i did reach out to to another community asset that we have um an individual here regarding exercise equipment so when we get to that point also to be looking at exercise equipment but if it's not really
161said in the um maybe on the maybe members of the board if you see that part of the action item includes requesting the commission to look at things wonderful but if not if it could be put writing in there too and i certainly appreciate the spirit that it'll happen but it's good to always have that in there too yes um i just would like to say thank you for listening to us i know we're um we just live in a different world and we really appreciate um you letting us you know shine a light on things that you might not even notice so we really appreciate that and we really um i agree um that we should just make it part of like the normal process so we don't always have to be like oh
162wait oh wait oh wait you know so you don't always have to do this but thank you so much and i appreciate you taking it in i don't know oh sorry samantha tatic uh 1051 glenview avenue so yeah we really appreciate it so sorry thank you for doing that uh okay is there any online comment no there are no hanes raised okay is there any other board discussion or proposed change before we vote are we able to add some of that verbiage dr means that you had mentioned because it looks like there is acknowledgement of student representation just to formalize it the yes i think you can omit the motion to include uh to include that there will be feedback provided from the city of waltosa citizens with disability commission would any board member want
163to make that amendment since it's mine sure so i just uh it was recommended that the school board approve the wauwatosa east art studio wellness and fitness center food service renovation bid as presented at the may 9th meeting with an edition of the review by the wauwatosa uh council for disabilities um but before uh embarking on the um construction and iso move second married you get that i will okay so watch the video okay do we need it restated or i can get it okay okay thank you um so we'll need to vote on the amended motion is there any uh well [Music] okay so first of all the vote on the amendment ms newman ms fraley yes dr hoyt yes dr jessica banger yes mr meyer yes mr phillips yes ms mufeld yes and
164is there any further discussion on the amendment okay then uh should we i should i should ask again for community comment on the amended motion i don't see any so um we will now call the role on the main motion as amended miss braley yes dr hoyg yes dr jessica banker yes mr meyer yes mr phillips yes ms mufeld yes thank you thank you for all of your feedback and work thank you okay so our next item is going to be the cleaning contract extension yes thank you madam chair how board members community members uh the district was approached by dan plus cleaning services this spring with a request to increase their their monthly uh their monthly invoice for the months of april may and june um and then they also wanted to increase on
165top of the the request for april may and june they wanted to increase their um their percentage of an increase for the next calendar contract which would have been july 1st of 2022 through june 30th of 2023 um through negotiations with dan plotz queening we have i think we've reached a place where the dollar amount uh for the increase in the the months of april may and june uh are we believe are reasonable and it also creates a contract duration of six months from july 1st of 2022 until december 31st of of this calendar year that time frame will allow um our director of buildings and grounds and the rest of his team mr breitman and as our new cfo to look at the possibility of putting together a new rfp for the services um
166we just did not feel that we had the time frame or the runway to put out an rp of quality uh by july 1st so we will use the months of uh july through december to analyze to put together an rp analyze results and and to determine what our next step should be those next steps could range from us looking at another cleaning company to even uh bringing in some bringing back some of these services as an in-house service but we need more time to analyze all the different options this is a first we're presenting this to you tonight we're not asking you for you for you to vote on it this evening but we wanted to bring this to your attention and to see if there were any questions you may have more discussion
167mr meyer sure i have some observations that i would ask that we consider so years ago now the food service the cleaning work sort of the janet territorial work and most of the maintenance work was done by employees and as a school district community we were very proud of that that all of these types of jobs were paid a living wage and had good benefits then the harder times came along with respect to money and budgeting and we began a series of outsourcing steps to cover food service and and um clean the cleaning work and particularly the the cleaning work that was a very difficult night very emotional vote and but it saved money for the school district money that we thought we needed for the children now as we proceed through time i see
168that [Music] a great many of the cleaning employees are are people of color and i know those jobs aren't as you know they don't pay what they used to when it was our employees and um i see that as a something i don't like about the world and something i don't like about what we're doing here so um i just ask that we consider that on an on a um a cultural basis about do we have different almost different classes of employees some contractors some not and as we look to our long-term strategy i would ask that we do consider if if we bring some of these things in-house again well then we won't save as much money as we used to so the money will have to come from somewhere and somehow i don't
169think the savings actually went to teaching staff and to classroom teaching somehow i think the money maybe you could draw lines to say we hired more consultants we hired more administrators we hired more coaches and things like that and so i just asked what did we do to ourselves with these decisions and so if we're at a crossroads where we can look at it again i ask that we consider what we are as an employer [Music] do we have different classes of people in the building with respect to pay and benefits is that really what we want to do and if we decide we have to for the sake of saving money let's really take a hard look at where that savings is spent elsewhere to see if it's really worth the trade-off thanks thank
170you is there any other board or student discussion then that uh that concludes our buildings and grounds report on dr means when would you bring this back to us yes ma'am i will bring it back on june 13th okay ismail and to mr meyer's point when we received the initial presentation from dan plotts cleaning we did the analysis we weren't saving money uh and and so um we when we looked at the proposal we said to ourselves that we accept the proposal as presented by dan plotts as he presented we we wouldn't save the money that we we espoused that we were saving when we went to contract to cleaning candidly even with the increase of 15 000 for the month of april may and june and the increase what we said we were going
171to save when we went to contrary to cleaning i think about eight years ago or so and what we're paying now is very comparable and so that's why we want to take the time to look at both an rfp with other cleaning companies but also looking at maybe a hybrid of continuing some contracted cleaning but also bringing some of those employees back so there's a lot of work that greg and mr brightman would like to do over the next six months and but they just need to run away madam chair to to do the work understood yes ma'am dr just banker i was gonna request uh before we move into our next item if we can have a short recess yeah uh yes okay so i just get up okay that is agreeable that's agreeable
172to the board five minutes maybe seven yeah okay five minutes recess thank you business oh no human resources report staffing thank you dr means yes ma'am thank you um it's james botch uh we'll be making the presentation i invoked the name of a former board member in preparation for this report in the name of lois weber um when i had the privilege and honor of serving the district as director of human resources the first call i ever had to make was to miss weber around the staffing plan um and she looked at it very closely and wanted to make sure that every t was crossed and every eye was dotted um this plan that you have in front of you is our attempt to to uh to be as transparent as we can around our
173staffing uh model and where we're allocating resources we also put this this agenda item before the overall budget discussion because 70 percent of all of our or more than 70 percent of all of our expenditures and our budget money go towards personnel so um miss fox did a great job with this this plan there's a lot of details but i will turn it over to her the same time to piggyback on something that dr hoyk said a lot of the contracts in this plan are signed already so if we could consider moving this earlier in the calendar right we well we've had that conversation you know i think you know what i'm talking about right about allocations yeah and then to say this now we'll save a lot of questions for you you will go
174faster okay so i was gonna go school by school line my line no okay all right so we didn't shift the way we staff this year um we moved away from a formulaic allocation based on historical enrollment data and moved towards a more student centered in my opinion approach where each school was staffing to their instructional priorities and had some latitude in terms of class sizes and sections but that gave schools particularly at the secondary level some flexibility and the fte that they allocated this staffing plan is accounted for in the budget i've been working with mr dixon in the business office and dr means to make sure that we have the staffing plan funded for next year um in tandem with the new compensation model you approved in march um so i definitely want
175to be succinct but i i really just would like to open it up for your questions um it is not a similar format it is it is far more detailed than what we have presented in the past because it does specify building by building and program by program how we're allocating our staff um so if you have feedback around that i'm happy to take that but i i want to honor the directive to be brief uh no whatever you wish to present before i open it up for board discussion i would just i would just uh add as an agenda that the way that staffing works is typically we receive at the high school and middle school level we receive course interest forms in terms of the students selecting their courses and so at the
176middle school in the high school level is really driven by student interest um based on at we we use a projected number we roll up the number of students that we are projecting to have enrolled at our elementary schools to determine how many sections we create at the elementary level so elementary level we roll up the numbers and make a projection of how many junior kindergarten students we expect we're going to receive at the secondary level is really based on student interest um and we take a look at class sizes there are instances where at that especially at the high school level if we don't have more than 15 students in a course we do not run the course um if there are certain instances where we may have to share staff members um and
177if you are a staff member with multiple certifications so if you have the ability to teach orchestra and also general music and there's not enough orchestra courses to offer then we may ask the staff member to then teach general music and so those are some of the the challenges that we find ourselves in when we're we're doing staffing uh throughout the year i know that there's been a question around so what about certain courses that are being offered and is that embedded in the staffing plan per policy 2220 um there's a process for us to bring new courses to the board of education you approve new courses excuse me and so that process typically starts in the fall where teachers are the ones who drive interest for new courses they're the ones who will come
178to dr marvel and will say i'm interested in teaching a contemporary issues course i'm interested in teaching you name the course at the high school level it goes through a process where dr marble and her team reviews the requests it goes to the curriculum council and then eventually it comes to the board in october if the board approves a new course then it goes into the course catalog and then we allow students to either sign up for the course or not sign up for a course so if there are interest points from the board to see a certain course get created please note that the process of that creation really rusts with staff members they're they're the ones who have the the power and the authority to create a course the last thing i would
179say in miss fox if i'm missing anything let me know um but we also we also try to align courses with our seven-year curriculum cycle so instead of being initiative driven we try to offer new courses as we are looking at renewing our science curriculum or our social studies curriculum and dr marvel and her team are finishing that seven-year curriculum cycle now we we used to have one and were um that's i've said before that's as much of a budget document as it is a curricular document but we were hoping to get back into the uh pace and cadence where that drives a lot of the new course introductions as well thank you any other administrative comment yes we have an increase in our special education fte for this year that was outlined in the
180report i submitted so we added 1.0 diagnostician to help which we actually renamed tonight um special education coordinator we added 1.5 fd for school psychologists to um in keeping with our sr plan and also um making with the number of services and referrals we're getting we needed those folks on board um and then 2.5 fte went to cross categorical special educators as well so that's an increase of staffing i think it's important to note but then conversely we had 14 fte 14 individuals who got early retirement benefits three of those fte don't need to be replaced as part of how we were able to staff so there's some ebb and flow in certain areas of the plan but to dr means this point earlier about curricular adoption and courses too we also need to take
181a look at what might go on the course registration guide but what might come off then to make room for those new courses because if if if the offerings are too saturated then we can't offer as much because we don't get the course sign-ups and we need to allow our staff to promote their courses as well especially in the elective area uh yeah i do have a question about that um specific to a latin elective i was wondering um i know this is an area where there is usually lower sign up for world language and specifically latin um language elective um if something that we've been discussing because uh our latin teacher who teaches at east and west um he thinks that possibly making latin a an english credit as an option could result in
182more signups for this course because students prioritize credits that will allow them to graduate over credits that that they that that are electives um and where that would be able to where that would be able to be talked about and possibly happen that would be the process that dr means talked about with board policy 2220 with the creation of new courses and how they're allocated for department and what kind of credit is issued with those courses um yep and the department of public instruction what they will say can be accredited as well but um as a licensed latin teacher myself i would always advocate for teaching latin uh yes you're talking to the right person okay thank you does that conclude the administration's report okay let's open it up uh further ms freely um so
183hey i just want to say i love the format this is so much easier to digest um than what we've gotten in the past um at the same time the suggestion to consider for the future is if there's a way to know where there's been an addition or a deletion i had a hard time sort of i know i'm a nerd i got out last year's book and i was trying to do the lineup and it was very hard um so comment first here's my question so for high school um and i've already raised this with dr means i have a real concern that tosa west only has a 0.5 social worker and toasty east has a full-time social worker and i'm not just saying that because it's mr phillips amazing wife um but i
184think not only from an equity perspective but given all of what we've talked about tonight in terms of mental health about school safety like and again we've had this conversation too i'm all for discipline i'm the child of the colonel in the military like discipline is like very clear and we want kids to be back in class we want kids to be learning and i feel like a social worker is a critical component of our discipline plan um and so i know it's more money that's a place that i as an individual board member could say comfortably tell me what we have to give up in order to get that other half of a social worker i appreciate that we are getting that secondary mental health support in each of the middle schools and high
185schools next year but i feel like that is a long-term investment that we need to make i know mr hughes has worked to prioritize that at east and i just feel like it's it's if i'm doing my due diligence as a board member i have to advocate for a full-time social worker at toast west thank you mr meyer i strongly request that on our summer planning agenda for the board we talk about the role of the board in deciding what our educational program will be that you know i think what mrs braley just said i 100 support we look at a staffing plan as a board and we say well 1.0 here 0.5 there it's social worker somebody explained that to us why i think that's fair and i support what she just said 100
186um on the other hand back in the what i often claim the good old days of the board the um board would sit and look at the staffing plan and say you know that elementary school that one elementary school that second grade section that's that's too large you need to split that and hire a teacher and that mrs webber never did that okay but that's a bad kind of tinkering that that you know the teachers know who those kids are the principal knows who the kids are and they assign kids to sections and they kind of know what they can handle and who's in the class and who's not but then we go to we used to have a very small summer band program when i came on the board and i found out that
187we had a small summer band program because the band teachers didn't want temporary band teachers hired for the summer they didn't support that so our kids didn't have summer band opportunities as good as it could have been because we listened to what the teachers wanted to offer well the board put a stop to that and decided we would have a larger summer band program so the idea that for example if we want because it's the identity of our community to have a certain course taught but we can't teach it because the teachers don't want to well we hire the teachers if we think there should be a course offered that's not the tinkering that's the fundamentals that we're going to offer latin for example or something that it's with i think it's with well within
188the board's authority is the voice of the community to to say something should be staffed even though it's a smaller class size but that's for the summer conversation when to figure out our roles but for tonight i totally am with mrs fraley on that social worker thing unless you give us some real you know explanation right right or maybe there's another staff person who's doing multiple hats and they're handling it right i i don't know hey thank you any other dr hoyt um i have so yes mrs fraley please can we talk about the extra 0.5 social worker um in agreement with that i'm also the one question i had as i was looking at this is on page 17. i have questions about all of this and um i was really surprised i did
189not i probably should maybe should have known this but i did not i thought wauwatosa virtual academy was something that came into being because of covid did not realize it had been a long-standing program but i'm very curious about who is in that program what needs we're meeting in that program and and if we feel like that is the as a board i would just like to have discussion perhaps not right this moment but maybe again this summer as we have those bigger strategic plans to think about um who was served by that particular program and the same thing when i saw we only have one um ged teacher that seemed like a very low number considering i believe dr means you said we have about 40. i hear that i remember that about 40
190students who are served by that ged program that's a very high student to teacher ratio and again just you know it's not necessarily a question for tonight this is um obviously sort of decided to some extent for next year but i would love an opportunity for our board to have that bigger sort of that step back of how do we tie all these things together that we've talked about tonight the strategic plan and the budget and the course list and how do we put all of that together so that we are strategic as a board thank you mr phillips sure is this tied to the preliminary budget i know there's a couple different um student account scenarios like you're right it's like 105 students between the two is this tied to the most with 105
191coming into the district yes potential open enrollment yeah yes that's okay that's what i just want to make sure they're connected thank you any other board questions common students okay thank you very much and uh we're on to business services report the first item is the monthly financial report for april 2022 dr means due to our madam chair board members the report has been provided to you we're continuing to track uh in a positive manner for the school year thank you mr phillips anything this month next topic no for the financial report okay great all right just want to make sure all right next item memorandum of understanding between the wauwatosa police department and the wauwatosa school district for the school resource officer program and thank you uh dr means would you like to introduce
192our guests this year yes i would like to introduce sergeant morrow and uh proud wauwatosa west alum chief mcgillis um thank you for your endurance and for being here with us i also want to thank laura greisler who is our school safety coordinator who's been doing an outstanding job in that role since the beginning of the school year we have discussed the need for a memorandum of understanding between the police department and the school district i want to stay uh from the onset that we've had a positive working relationship with the police department but we just felt that it would be prudent for us especially with so much change that has happened to to to memorialize the the mou the memorandum of understanding i i think it has created a lot of interesting and good
193conversations um it has uh it will institutionalize some of the things that we expect from one another um and uh i i want to thank the chief and sergeant morrow for for being part of the process of developing it and more as uh shepherding the process along on the district side okay thank you would uh chief mcgillis officer morale or ms geisler have any comments and if you would like you can come up to the table in the front or at the microphone whichever place you like first thank you for the invitation to be here to speak to all of you as dr means has said we've enjoyed a very good relationship we came into wauwatosa governance and our roles around relatively the same time and we hit the ground running and have enjoyed a
194very positive relationship even some critical discussions that have uh been very energetic but that's good that's how change happens and how positive outcomes results from that i want to assure the board and the community that we are not here to elbow our way into the school system we're there to work in partnership to keep the schools safe um sergeant murrell he's a supervisor directly in charge of the sros and i wanted the sros to be here tonight so members of the community and you as the board can put faces with the names they genuinely care about school safety they genuinely care about school administrators and the students their watchwords are conflict resolution and de-escalation we want to try to avoid putting our hands on kids or even taking them to jail we're trying to keep
195them out of the criminal justice system by having a positive relationship so when dr means i first started working together in our respective roles that came up in conversation what are we here to do um we're here to keep the school safe to support that mission and then foster relationships it's not the inverse of it it's safety first and we have to take the lead of school administrators dr means in his leadership so i'm available sergeant moral is available to answer any questions in regards to the mou and like dr mean said i've got some skin in the game underwood whitman tulsa west go trojans i was so excited to hear all the dialogue and all the awards for all the kids tonight especially being a band guy i met mr hunt from uh tulsa
196west i thought he was a student which made me feel old i said what instrument do you play and he said i play the trumpet but i'm actually the music teacher at west and i put my head down so anyways we're here we're available we're present and if you want us to come to future meetings we will be available for that as well thank you sergeant morrow we had two other officers here this evening would you like to i know they had to leave but would you introduce them yeah that was uh officer ferris griffin he's been investor at tulsa west for ten plus years um and then uh officer tracy bearbox she's over at longfellow and against 10 11 years so this two veteran sros andy osaka is at east he was unable to
197make it this evening and as you stated they they did leave not too long ago upright early today and then we'll be up early tomorrow so appreciate letting them go thank you for being here um just does that conclude the presentation from administration then yes it does the mou is in for dots and i i think we we've really covered most of the essentials to the relationship in the mlu um opening for board uh ms fraley um so first thank you for being here um chief mcgillis i also want to thank you my first interaction with you was not face to face it was seeing you up on the stage at tosa west for that big presentation um and i just really appreciated how welcoming and accessible you made yourself to hundreds of parents and
198students who were there and i feel like that is a perfect demonstration of the kind of relationship that as a board member and as a parent i hope to see um officer marl it's great to know that the person who's now overseeing the sros was one time an sro it's sort of like sometimes when you teachers that have a principal and they say well you've never taught you don't understand like you've been in the schools you've done the job you know what it looks like and so that that also feels really good to me um a couple things one i was actually really surprised to hear that there was no mou before this especially in light of one of the comments that was made at the last meeting about the relationship between the police department
199and the board when this first came to be so i'm really glad we're here i'm glad we're putting something on paper because i think that will only help us the second thing is as i was reading through there's so much great stuff in here i don't want to dwell on lots of itty-bitty things but there's something that you said officer moral that just raised it for me which is like you named two long-standing sros and i know in the mou it sort of says that the the period of time that someone might be in that role i think you said it did i dream this five to seven years four to five years four to five years okay i can answer to that thank you that would be great um with a little bit of
200uh sadness um i wanted to change because it also serves an operational need for the police department so i also have an education background too that's where dr means and i we probably clicked right away so thinking about the life cycle of a student within the school system as they reach maturity um in seventh and eighth grade then they're transitioning on the high school age that's a six year age but i also don't want police officers to go into an sro position and that's where they're going to lose perspective about policing out on the street or some of the other types of assignments so i look at it as a four-year program of mentorship first year is mentorship of somebody coming on second year you hit the ground running you're developing relationships third year that's
201your role but then that fourth year is your sunset year to transition out from that position to bring another person in it's really going to help my organizational need for getting people to cycle through but it also doesn't align perfectly with the life cycle of a student from seventh grade all the way to twelfth grade but it's kind of the meeting in the middle and i know that esther srls love their job they're so good at it they're hand selected they're vetted they go to training but i'm also not doing the department of service either by keeping somebody in that role that could be an opportunity for another person who wants to become a school resource officer that's my mindset on it and he said there was a little bit of teeth dashing because they
202loved their job right and that's the thing is and i appreciate your response um i i don't think there's a perfect answer here i think the community is very you know depending on the relationship they've had with their sro i'm sure there's some folks that would love to see a change because maybe their kids have you know some struggles but there are those folks who will will have a hard time to lose some of the folks who've been doing great work in our schools so um i think from the district's perspective one of the things we're gonna have to think about is how we how we communicate what you just shared in a way that can help um parents and students like understand the rationale behind the decision making the other thing that i think
203jumped out at me and hear um sort of spoke to what we talked about earlier today which is you know discipline is not just you know one size fits all and that there's all these other parts to it um and i was excited to see that there was some connections in here to the going beyond like you're saying it's not about like getting kids out it's about like how do we create the environment that they are actually making better choices and that they're there for more learning um so i think this is a great start um i'll give whatever like nitty-gritty feedback i have to dr means but thank you so much for putting together um such a comprehensive um plan i think you know across the country there are really divisive things around sros
204and boots and schools and i think again this is a place where we can be a real leader in in a collaborative work environment where we're honoring kids and and we're not creating a you know school to prison pipeline and that we have a safe place like kids should know what they can and cannot do and when they don't do it there are consequences but we need to make sure that the consequences are evenly enforced by teachers police officers etc so thank you for being here when officers have to take somebody to jail they will see it as a fail they feel disappointed they couldn't use their skills and their contract resolution and dialogue and interaction de-escalation techniques that's their last resort sometimes they do have to put their hands on but it's not just
205on them right like there's lots of other things that have you know potentially and they always have their discretion to to site but that's where dr means and i agree if it comes a point in time there's violence in the school and understanding classroom dynamics too um it can't just be we're not there for classroom management that's not our job we're not there for administrative sanctions that's not our job we're there when the line gets crossed and we have to then do enforcement actions but nothing makes me prouder when there is a fight and the students are both stopped because they see one of my sros and they say whoa it's business time and they know that officer by first name and they have a relationship they know it's time to stop so thank you
206mr moyer at times in the past early on in the preserve sro program we would get to an expulsion hearing and this was before the tenure of any most people in this room i kind of had this worry that oh i hope our our educational staff isn't just hoping the place handles stuff that could be fixed by us before it got to you and and vice versa or the other direction oh i hope the police aren't like arresting for things that you know and and and and i don't mean you you know your series of intervention you you have to i'm you know what what do you stop for what do you ticket for what do you you know that the police didn't do too much because they thought they were there to be police
207and and so this document seems to embody a working relationship that there's a strategy that you're aligned to you know the place in the schools on how to how to how everybody should do their job for the sake of the good outcome for the kids and so that's really nice to see i don't i'm no expert no professional i'm glad to see the experts and the professionals are developing this balance that makes sense i just ask that it be revisited as often as both of you think it's necessary that we don't you know as i said earlier in the evening about disciplinary interventions if something isn't working let's have a feedback loop to try something else so you know as circumstances change i i hope that and i'm sure knowing that people in the room
208that you you will modify this as it goes along and bring it back to the board if you think you know we need to change the strategy a little bit here you know i i don't want it to be irrationally set in stone what this is because it was so hard to do it once we just don't want to even revisit it again and i know that won't be how you operate i just want to voice my support for this being a living document that you adjust as as you you see needs to be adjusted thanks thank you dr white thank you um i really appreciate that this is now becoming a written document this certainly seems like something that formalizing um is a necessity i i have actually lots of questions about things that
209are in here um so if you don't if you will just indulge me i'm just going to go through some of them so um can you tell me why an arrest would be made on school grounds for an outside for something that isn't did not happen in the school so something that happened outside of the school correct um maybe unable to locate that would be a last resort situation um if it was something involving critical safety at that particular point in time we'd have to make the arrest on school property you know certain world yeah i can comment on that so that's a very rare circumstance for that does occur uh it has happened before generally for a severe crime um rising to the level of most likely a felony which is the most severe
210crime that is out there so that's usually in those cases we make our best efforts to exhaust outside efforts in other words going to the person's home going to work moving to other places and then we would communicate that with the school district because we don't want that to be the convenience i used to work with mr hughes toesies we talked about this a lot we didn't want to make this uh convenient stopping ground for the police department just to go bring someone out of the classroom to take him into custody for our purposes that's not the point we don't want to remove people from school from that students so that's a last resort uh where we may have exhausted other opportunities um as chief mentioned it could be a safety issue where there is
211a need to remove that student from the school for a safety requirement something that would maybe they pose a threat to someone within the school or even outside the school that we don't have time to wait um there are certain circumstances like that there are others where we did take someone out one time during summer school for a minor offense they threw some bubbler rental bikes off the bridge while on fire but that was an ordinance violation it was a ticket but however that was summer school we went to their home and the parent told us they're in summer school today please go pick up my child and i will meet you at the police department so in that case we actually got permission from them to convey that to the school i hope that
212answers your questions yeah no i appreciate that i um would respectfully request that we write that some of those details in this memorandum of understanding because i think um i i understand that there are there are going to be extenuating circumstances sometimes um but if we could spell out things like a felony or or a violent crime or something you know so that we can have that i what i what i don't want is for our students to feel like school is the place where they need to that they need to avoid because of activities they may be doing which i don't condone but activities they may be doing that have nothing to do with their education um i want them to come to school the other one of the other questions i had is
213um it says in here in a few different places that that in the interview will occur without the parent present and the parent is only sort of notified on the back end and i i don't i guess i don't understand that and i also don't understand how that aligns with the the law which says that when a juvenile is taken into physical custody which is not an arrest but um the person must immediately notify the parent so why would our rules be different so and i can answer that as well would you could you go good so the circumstances are interesting for juvenile yes we do tell parents when they've been taken into custody we do have a right to talk to the juveniles and start an investor investigatory uh conversation with them uh prior
214to contacting anybody but what we run into the biggest problems is if i arrest a juvenile on the street and i take them into custody i bring them to the security of the police department i call from the police department and tell mom or dad that we have your child in custody the parent can come to this police department and they can cause all the problems they want they can yell and they can scream and they can demand to see their child um and we've notified them that we have them safely there so all the things that i just said that could occur can occur on a school property as well and i've had it happen to me multiple times where i'd be interviewing someone on a whether it be a minor case or a
215serious case and the school notifies a parent and now we have an irate mom or dad show up or both or their family members show up to the school create a huge disturbance inside the school in the office march right into the place where the interview is taking place and demand that their child not talk to police which we do have the right to talk to people and investigate even a lawyer can't invoke that right for their the student themselves has to do at a certain age level so really the biggest concern for us is the disruptions we saw taking place within the schools when parents were notified who did not agree with the fact that we were talking to them so and that's only used for a suspect it's not used for a victim
216or witness or anybody else that would only be reserved for a suspect in a crime that we are investigating furthermore um we're not talking about administrative sanctions at our school purview once it crosses that threshold in a violation of law that's our purview and i'm not trying to sign some mean but sergeant morrill is correct we notify the parents after the fact we're obviously going to work with school administrators but they can't interfere in that role either we've already crossed into that box or that threshold of a criminal investigation but yes we have a codified here that they can be present but they can't say anything they cannot interfere we have a right to do that type of investigation we're not there to violate people's rights we're there to find out factual information to piggyback
217on that in rare circumstances there are situations where a parent may or may not be involved in the crime so we don't want them to be told uh something's going on and then we've had other instances where uh some pretty serious threats have been made of violence on school property and if we don't handle that investigation properly if a parent is notified as an example a student who threatens to use a gun at school and laws to be adjusted on that too that's legislative there's a whole different thing but you can make a threat to school depending on how you make that threat it can be nothing more than disorderly conduct as opposed to a terroristic threat or threatening violence or death to others so the way the law reads that right now sometimes it's
218a misdemeanor and it's a disorderly conduct yet we've had it happen in only two circumstances i'm aware of one of which i was directly involved with where that student had gone out of their way to get their parents to uh get them a weapon so that they could be a part of the trap shooting team and then in that case the parents weren't notified that we had a student in custody because we wanted the ability to get a judge to grant us a search warrant to go into that home and remove those weapons so that that those the student didn't use the weapons when they were released from mental health within a half hour because they won't keep you for disorderly conduct so there are certain circumstances and all these are dependent on the type
219of investigation that we're doing that there are reasons it's not just because we want to hold withhold something from a parent i'm a parent i don't want anything with help from completely understand when when people are upset with us if we should not tell them something but there's reasons why we do things and and we can articulate and and tell you why those are and i'm doing here today but i think the biggest concern for us is again the disruptions in the schools when irate family members come while we're doing an initial investigation okay i i guess i'm still not understanding how that aligns with the law so the law requires us to notify uh juvenile's parents also requires us to record audio and visual of an interrogation not necessarily uh the initial parts of
220an interview um but if we're interrogating here we have right belief that there's someone being taken into custody and then we're speaking to them or questioning them after they've been taken into custody whether they believe they're in custody or not if we cross that line it has to be recorded so there is no there's no the law doesn't state you must contact parent immediately you must contact parent before it's it's if you have a student in custody you're going to tell the parent where they are there might be a differentiation between custody when we do a fourth amendment seizure of somebody we do a stop and detain for an investigatory reason that's entertainment that's the seizure of the person but it's not an arrest like we're taking physical custody of them so we can ask
221that person questions but we're starting to the road down that road of a custodial interrogation that's where miranda though that's where all those other pieces fall into place okay and parental notification yeah i guess i'm still guess i'm still stuck on that because i understand they're going to be circumstances safety related things but it's written in here that parental contact of a suspect shall not be made until a law enforcement interview on campus is complete so it's it's a really i mean it's written in a very firm black and white way we are not contacting parents until you have had an opportunity to interview them if it's a criminal matter we're already going to be involved at that point we also obligatory reporters when we take somebody into custody we have a duty under a
222lot to inform the parents we have to send people to their house if we can't get a hold and we have to make every reasonable attempt to notify the parents that's not to be confused with the notification of the school um the school system oh yeah the police had contact with your kid today it has to happen after we're in that criminal realm or that investigatory possible crime realm okay i it's late and maybe i'm just tired so maybe i just need to think about that in a different way but i i definitely want to understand what that means for our students and our parents and making sure that our minor students have an opportunity to for their parents to be present um so to just uh so a parent doesn't necessarily have the right
223to be present and that they don't have the right to be present during a a police in custody interview there's that piece but they do have we we definitely tell them when we tell them immediately and it's usually when i used to leave tell these if i had to take someone into custody uh mr hughes and i had it worked out that as soon as that person was leaving give him a call and he would call and then we called from the station so we usually call them twice but it's it's at the conclusion of an interview or in custody for the against suspect only yeah so and if you have questions you have a lot of an interview i'm sorry you could have a lot in a long and detailed interview in which you're
224taking information down that the student is saying that you would then presumably be able to use in your criminal case later potentially um usually if something's gonna rise to the level of a long police interview especially in custody interview we just take them into custody if we have probable cause to believe that someone's committed a crime they'd be taken into custody spring in the station regardless that interview gets a lot shorter at school usually they interviews that school score the atmosphere for minor thefts uh minor drug use fights those kinds of things remember our goal is to keep people out of the criminal justice system you take adults um corrections or you take juvenile corrections what is their goal their goal is not punishment their goal is to get them out of the system to
225more of a treatment medical model versus a punitive model we take that approach doing our policing strategies with the school remember law enforcement and policing are not the same law enforcement is only part of policing policing is about engagement community building trust building trying to help staff trying to help teachers trying to help the students stay out of the criminal justice system so if that answer is not good for you you think about it tomorrow dr means knows how to find me i'll have to answer anything further you have to let me do this as well um also under number five so it talks about giving um these activity reports to building level administrators district level administrators and the wauwatosa police department i would respectfully request that the school board would also be given those
226summary reports of number of students searched questioned et cetera so that we can have an understanding of what is happening so mandatory means that i talked about think about kpis if you have us in your schools you want to know what we're doing i have no problem with that we do the same thing for mrmc we police over at the medical campus we provide them key performance indicators and you have a right to know what your police department is doing no problem with that um and then last comment i just um want to say that i really appreciate the um training requirements that are in here um and just wondering if we can as we kind of formalize this if we can kind of tighten that up a little bit so that we can have
227a statement about this training happening before people are in the schools and then if we can get an understanding of how frequently they would be trained it looks like there's at least some like the crisis prevention is biannual but the other ones look like they're not there's kind of no statement that kind of formalizes that so i would just ask that we kind of tighten that language up as well something we talked about um when the teachers are doing in-service days or staff development days those would be the logical dates to try and schedule those types of trainings and that's a lot of training hours but some of those are actually duplicated in that initial training that they go to or we actually provide within the police department and that's something that we have to
228work out those details so as mr meyer said that it's a working document it's a living document okay thank you um dr just banger i just one follow-up i did have some questions around the training area so that if if we could get clarity on like that's a big long list of things i know you're not gonna be able to do all of them and when you're like what are the priorities are the priorities different for different sros and different buildings or is it just one size fits all for for everyone um because there's i think a lot of really important things on that list um and i would look to dr means and and both of you to say like here are the things we want to prioritize next year as we are getting
229ready to like reset expectations on discipline and how we're gonna operate as a school community versus this is something for year two or or or beyond just because i i think we should be realistic in what we think can be accomplished in in any period of time and then some of these things that you said are covered in police initial training or cit training covers a lot of these that's where we have to talk about where we have duplicated topics or where we want to place the focus as part of that four to five year sro cycle where can we accomplish those benchmarks but i think even like getting more clear on what some of these things look like with the community um i know my inquiries about um what training looks like as it's
230related to trauma-informed practice or cultural competence were not well received in the past and really what i was asking was can you just tell me what you're training on like i'm not saying it's bad i'm just saying can you tell me what it looks like um so i think the more transparent we are with the community the less comfortable they will become with the idea of the benefit that an sro can have in a building um so i think this is the case dr means where like over communicating versus under communicating will help us um in terms of how this can be framed in a really asset-based way doctor just finger [Music] i think there's something smart and i didn't have my microphone um what i was saying is for those at home the rotational
231role and i'd like us to grab with that tension a little bit more i work on college campus uh where i've worked a lot several campuses over the years with several police officers but oftentimes folks will seek out educational environments to work in because they have that they it takes a little maybe i'm wrong on this but maybe a little bit different type of officer who might thrive in that environment maybe there's many um officer tracy um who as i'm coming up on my fifth grader's graduation i think back to my daughter's graduation from roosevelt who's the speaker um i i don't want if we've got someone who's really excellent at this i would advocate for let's maintain them in the schools and i get we're balancing different things right i understand i understand your
232view i just care less about your view than my view on this one and i'll be honest about that so that's one for me that is um i'd like us to rethink that a little bit um and it may be that they're considered for review every four to five years um but if they are because i think there's probably times where officer tracy has saved the sro program in the eyes of the community um where it's not just her but she's an easy one because she's literally among the elementary kids kind of uh and i think she's in the elementary schools maybe more than some of the other sros are well admittedly she's in my elementary school right um and so i think what i what i would ask is that we consider instead of
233a concrete four to five year rotation a consideration of a four to five year rotation but if someone is thriving doing excellent work that it not be assured that they that they transition out and as a board member i don't need to be involved in that decision making but i would like us to kind of think and continue that conversation um the other thing i would say is the i liked just above that is point three the role of the school district and being involved in the interview process uh would love kids to be involved in the interview process uh and students this might be an interesting thing for high school students who are interested in going into um possibly law enforcement or security or different things wherever we can use a learning opportunity for
234students to be doing different things i think would be really neat um so i know we don't have we're not selecting but there's an opportunity there and i think that that's good i i remember talking in my time as a super school or president uh i talked to dr ertel about this um did not have that this wasn't in place i'm really glad that this works been done i think it's really important uh it's a lot of big ground to cover and so thank you to everyone who's involved um i'm really appreciative of it answer that a few items is that okay to answer that yes yes please so i look at a succession plan and that's one of the things that i was in grad school thinking about running an adult educator what good
235is it if the analysis aren't sharing with other people passing the chief the latitude to allow that extension i'm sorry to interrupt but would you mind turning towards the microphone because it's not coming through on the zoom call i'm sorry i want to make sure that there's uh succession planning in place um i think the way it's written still gives me the latitude to extend um and not all officers are going to be there forever people are going to retire they're going to decide to resign or leave the field and it's no good if they have all that information and knowledge and those relationships set and they don't pass it on to other people that's why i wanted to use it as a gradual progression so four with the possibility of extension to five but
236i can always extend them too based on necessity or they're really doing a great job where there's maybe a class of kids coming through where there's been some prior anything about millennial children and my children are millennial children so my daughter's class was labeled as the bad class you know the class of whatever because the turn of the last century and they're all kids just kids you know they just grew up differently with a different different exposure to social media and things like that doesn't make them any different just kids so there has to be that adaptability there has to be that flexibility and right that part i do agree with you on um i still think the language allows that flexibility so i'm trying to defend but i we can still talk about it
237and i understand your perspective and kind of how you're managing it i want to just continue to advocate for when we've got folks who have these established relationships and have this really good sense of goodwill um it's hard to get there uh and we've got i think several in wauwatosa who've developed that over time so how do we think about balancing the not losing it and um for folks who are thriving but i always think about not wanting to take a teacher who's really excellent in the classroom out and put them in a different environment now somebody may choose to do that and there's a whole different list of opportunities but i would ask that we just do a little bit more thinking about uh how do we how do we balance those um like
238sro position a 15-year rotation you would be like that's too long so what is this spot like that we we might be able to come into or if we can build in some language where if someone's thriving over what metrics would be uh that would meet your needs and and i could be wrong on districts needs here but i i've this one is one last time we talked about this um there was a discussion of before five year rotation i got at the time was a lot of emails from the community about we really like these sros kind of keep them in little did i know the pandemic would come and it would pale in comparison to the amount of emails i would get later but this is this is one that i think the
239community cares a lot about uh and i want to advocate for that point i do agree with you not all cops are meant to be essential it is a special kind of officer that really wants to work in that environment i absolutely agree with you there i think we can figure out the middle ground on it cool thank you thank you mr meyer i really hope we can have this meeting on a regular periodic basis i don't know how often that would be but to get to know each other we are a small enough community that we can understand each other's community values and when questions come up like well when do you call the parents that as we get to know each other's philosophies of course we want things written down where it makes
240sense but but we can't write everything down you know we have to be able to trust people's professionalism whether they're teachers or police officers and the more we know each other the more we've actually conversed in person in a meeting the more we cannot get a good feel for well how specific do these rules have to be because i'm seeing that the you know your idea of a law enforcement paradigm compared to a policing paradigm you know wow i didn't understand that until you said that well this fellow he's into this policing stuff and that's kind of what we needed more of we needed less law enforcement and more placing not to give up on the law enforcement but i i just really think this is so helpful tonight to have this dialogue with all
241of us together thank you and um from my perspective i know lots of value is with the education that the officers provide and i am very thankful for your partnership is there any other board comment or student comment questions on the topic okay well then this would be back on the june 13th agenda for approval okay all right thank you thank you all and sharon is it safe to say since there's no public comment tonight folks should just email public comment at the district or come on the 13th correct okay yes yes so for members of the community who are going to be watching this recording please send in your comments to the public comment email or of course contact any of the board members or dr means and um and we'll be able to
242[Music] have that feedback in addition we will have public comment at the meeting on june 13th okay so our next topic then is renewal of the food service management contract with sodexo operations for the 2022-2023 school year dr means yes uh the board approved a five-year contract with sodexo on july 1st 2019 as you know our school district food service program is a 2.3 million dollar self-funded operation uh revenue from the federal state aid and meal prices pay the full cost of the operation um sodexo guarantees a return of 108 184 000 each year to offset local costs and to build a reserve uh for furniture and equipment replacement uh the current reserve is about um in the neighborhood of 987 thousand dollars uh with an identified need to replace the walk-in cooler slash freezer
243at whitman middle school as a self-funded program there's no direct physical impact to the school district we use a lot of terminology with school finance this is this is fun 50 if you're wondering what all the funds go into so for for those in the public if you're looking at our fund50 account this is where the dollars go to there is a need for us to look at different options for next year one option is to increase our meal prices that increase is in the the presentation that's attached to board dots the other option is to delay the price increases for a year and we wanted to provide the board the opportunity to ask us questions mr dixon is here as well who has worked on preparing us we can walk you through the pros
244and cons of each of the options [Music] and um stop there because i don't want to make a recommendation at this point without you having the chance to discuss it yes but when do you have to make a decision on this i just my best thinking is not happening at 11 20. so mr dixon the question is when do we need to make a decision the current contract expires on june 30th the sodexo or your current contractor will obviously need time to get prepared for next school year or if they're going to operate a summer program that's still up in the air in regard to the federal funding for that but you have a couple more meetings so we have to like maybe the june 27th board meeting okay so i guess i'm hearing would
245you like to bring this back at june 13th for further discussion and then a vote on june 27th would that work [Music] my reaction is i'm as i look at the two different options and i'm seeing that like if we went with option two then it could possibly be an even larger increase i guess one of my questions is is are we saying that it would double and thus it would be i don't know sometimes i think smaller increases are easier for folks to deal with like so if it's going up by 30 cents next year and then 30 cents the following year that still feels different than if it goes it doesn't go up at all next year and then it goes up 60 cents like people aren't able to always sort of like
246understand like yes but we gave you a break of that one year because all they'll hear and so i guess without knowing like if there is we have a sense of what that additional increase might be and i know it could just be like we're totally guessing at this point because inflation is what it is um so if you've got it yeah i think it's gonna it would continue to go up so i would advocate to take the you know take the increase and be really thoughtful about communicating it early and often yeah instead of you know kicking the can down the road and that's how i'm afraid yeah so that's where i'm at yeah like i don't know that's really helpful to hear it feels pretty clear-cut i don't see like prices are gonna
247drop off the face of the earth in the next you know 18 to 24 months so and i feel like it's happening across the board and so for us it's not always right it wouldn't be a surprise and you know as long as again we're just real thoughtful about communication and thoughtful about the why right and and uh be really transparent about that i would support that because in that case like i don't feel like i need additional time i mean i think i'm just trying to like wrap my head around like these are only two options and we anticipate that the increase is going to be just as much then i can sit with this and move to a decision mr phillips answered it very succinctly we we know i've been working personally on
248making sure that we give the board options instead of just giving you one recommendation so uh i wish we had other you know third or fourth option to provide you but we only have these two and mr phillips is correct hey we anticipate that the prices will just continue to rise i do want to make a comment that the approval of the contract renewal with sodexo is actually a separate action than what you want to do with food prices it's an unusual year where the usda is allowing us to not increase prices if you choose to do so normally the rules of that program is that the persons that are paying for the meal must pay the full cost of the meal but they're saying because of their best two years thank you mr meyer
249i want the option where the kids will are most likely to like the food and i know that's kind of hard because it's cool food but i remember my youngest when she was first grade said that evening you know dad the the food must have been good when they bought it but then they did something to it so um so i'll buy into what everybody says but we have we need the food to be something yeah that they can they can handle okay thanks okay any other board discussion no so is it the consensus here that we can have this as an action item and the option summary dr means it's my understanding you're going with option one with an incremental increase for next school year with the caveat that there will be an extensive
250uh campaign of communication okay option one and communication is acceptable we will then proceed with action at the june 13th meeting okay thank you very much and we're on to the budget discussion preliminary budget 2022-2023 this is a memorable evening and that this is also the passing of the torch if you will mr roger dixon has as you all know as board members uh has been assisting our school district since like october november of this school year it's been uh a challenge in the business services area um and so the the creation of this preliminary budget was started by mr dixon but we're really pleased to also have mr keith brightman here who will start june 1st as our new cfo um and mr breitman has been uh very involved in this document in building
251this preliminary budget as well so uh mr dixon will start uh and kind of uh frame the issue and then he'll turn it over to the person who will be responsible for the budget moving forward mr brightman okay take it away we're going to do a little bit of a tag team so uh actually i'm going to ask mr breitman to start because he's good the one is going to have to end in a couple more more days yeah so as ms fraley said it's getting late so i'll keep my comments a little shorter than i intended and i can take over you know next next meeting and do a little deeper dive on that so my name is keith braven i have about 20 years experience in school finance um the things i enjoy
252most about this are things you covered in the beginning of meeting strategic planning resource allocation to arrive at those goals school safety and security is number one priority for me so all those things wrapped in exactly to my my passion and interests i do want to compliment the board and community i have not seen this much engagement at a board level or community level in my experience and it truly is a compliment that you all research the packets you all know what the information's about and you're having really productive conversations so i look forward to being part of that um process know roger's here he has 40 years of experience twice as much as me so i've learned a lot from roger already expect to do that through um the the full transition um i
253think what i bring is my biggest strength is peering process with continuous improvement and wrapping that into the budget process and again strategic resource allocation so i think we're going to get along really well in in driving through those areas um i'm much more used to a almost a 12-month budget process this starts back in november december of setting the current year budget parameters and goals and working through a system where we talk about staffing plan we talk about enrollments as kind of little bits and pieces as we move forward so by this time of the year we're pretty deep or deeper down the path of getting to a final approval approach so um i'll get into more of that as we look at future budget process um so those are my comments for tonight
254really is introduction and again next meeting i'll take over the lead on the topic and roger my sit in the seat is backing me up so thank you all right thank you i think what keith is telling you is that the development budget development process that we use this year is not typical he and i both believe that we start in december and we have a lot more touch points with the board during the development process so understanding this is not the typical process basically when i was hired i wasn't going to get into the budget then that got extended and so now i'm jumping in the budget late and trying to get things caught up we have had a significant number of conversations back and forth because again i'm like caretaker so i don't
255want to create a strategy or a a priority that isn't consistent with dr means and mr reitman's uh desires and i will say that uh mr breitman's strength is aligning budgets with his strategies and you're gonna i think going to be very happy when you see how that unfolds in the subsequent year so with that i'm going to uh start with something here let's start with this moving ahead maybe not doesn't seem to be that's not the proper slide wow [Music] prepared just be a great moment for snacks [Music] okay don't know which one it is okay and would you also check mr dixon's mic it seems a little quiet i have a tendency that that's my okay i speak too softly and then i mumble okay just check it okay what i want to
256try to do is kind of walk you through the process that we use in the business office to get to the budget and introduce some concepts that you may not may or may not have dealt with in the past one of those the main concept is that when we look at a budget we're not just looking at next year's budget we're looking at next year and the next three to five years we want to everyone to understand that when we make decisions for next year we're actually making decisions for multiple years at the same time so it's important that in the back of your mind at least you keep a focus on the long term more important that you expect us to advise you that that may be something we can do this year but
257let's look at the long-term implications of this discussion or that idea and everything i call it a the notion i created is what i call physical capacity so we should be considering our fiscal capacity over the next several years rather than just looking at a balanced budget in one year sometimes you can have a balanced budget sometimes you won't it's okay not to have a balanced budget if you have thoughtfully worked that through and i'm introducing that now because i'm going to be presenting to you a budget that's not balanced when we do the budget we jump through several hoops first thing was we looked backward just how have we been how have we been doing what things what decisions we make in the past that may be having an impact on us today that
258we might need to correct or that we're saying wow i'm glad we did that then we look at the the number one driver of the budget is the kids how many of them are out there how many of them do we get money for and how much money do we get for them so in other words start with did we how's our physical capacity for going forward who are we going to serve what resources do we have and what are we going to do with those resources this is expenses so with that i'm going to first look backward looking at the last five years you see that three out of the last five we had a deficit spend and it was we ate into our fiscal capacity when i looked at the these last five
259years it looks to me like at least in 2016-17 and 1819 there were some construction projects that took place within the general fund an identified need we need to address these needs these building needs while we're preparing for the referendum and we're going to take care of them so it appears to me that a decision was made that we're going to we understand that we're going to be overspending the budget we understand it's going to limit us with our flexibility down the road but this is something we need to take care of so just keep in mind last three out of the last five there was a spending deficit so it's not unusual particularly to do that which hosa is unique in its significant fund balance which i'm sure that you've heard that term before
260you have a very large fund balance typical for school districts it used to be a dependent school district that is you used to have to go to the your city council to approve your budget and approve your tax about 20 30 years ago 35 years ago i'm really sure my age the legislature changed those rules and said we're going to take all those independent school districts make them independent and when that happened a large chunk of money came over to you you've managed it very well so over the course of the time that's been done very brilliantly i think so let's go to the first factor that affects the budget and that is enrollment this is your enrollment history very stable enrollment very stable with the exception of one year so even your largest variance
261not considering 2021 is 1.13 so it's it's a number that's that's easy to manage some school districts where you have to watch that number so very carefully and make strategy changes yours is easy to do in 2021 just like every other school district in the state there's a significant drop enrollment that's the year you may recall that you went to virtual learning environments uh we had the co-vet we didn't understand everything's going on and a lot of parents chose to a different option most of us thought that's okay they'll come back next year but as you can see they didn't really come back next year very a lot of various reasons some of them said oh well we don't want to disrupt our child child together in this new school let's wait until there's a
262natural time when they're going to move from sixth grade to eighth grade or elementary to middle middle to high school we'll won't have that disruption yet and also at the beginning of 2021 there's still some i wonder how we're going to have virtual in-person school all those kinds of things so the important thing here is that 366 drop has a significant impact on your financial resources so one of the first things we do when we are building the budget we say what do we think our enrollment's going to be next year so i've shown you two scenarios no new open enrollment show that we're gonna have 31 fewer children next year about 14 increase the following year 10 drop their devices same thing that you've been seeing in the past what would happen if we
263accepted 105 more students so we can change that 31 drop next year to a 74 increase [Music] wauwatosa is a case study for how not to do open enrollment we used it in my classes when i taught at marquette what do you think so i urge caution but we've had a lot of conversations open enrollment can be very valuable to help you maintain staffing help you maintain your neighborhood schools as long as you're not accepting so many more students now that you can't handle them at the next level of education they go to from elementary to middle middle to high and so it needs to be strategic it needs to be well well done but there's no reason you can't accept more open enrollment students um that's a very big statement to make just so
264you know that okay so i this seems to be your last day here i beg to disagree with you so i just cautioned the board not to take that statement that there's no reason we can cannot accept more open enrollment students and it's not gospel so the budget the primary budget that we're bringing forth to you has another 105 students being accepted under the open enrollment program that helps us balance the budget it helps us provide maintain class sizes at an appropriate level at the various uh schools so we will go forward with that in the development or as we present the preliminary budget i do want to take a few minutes to give you an opportunity so that when you're out in a social context you can talk about the difference between enrollment and
265membership and i'm sure it comes up all the time and wherever you go so enrollment is the primary basis for expenditures that's the number of kids in a seat in this school district so any child attending a walmatos school district regardless of where the child is that comes under the enrollment number it tells us how much staff we need how many chairs we need how many how much supplies we need how many buildings we we can keep open membership on the other hand is a primary driver of the revenue and there's a significant difference between enrollment and membership membership includes only the waukesha school district residents regardless of school districts they attend so it'd be the ones that are attending our schools or the one our students have chosen to go to another school district
266they're encountered in our membership number and then just for fun we've created two different definitions of membership so that we can continue to support what i call the full employment act of school business officials we have a general eight membership which is the average of the third friday in september second friday in january plus the fte for summer school then there's the revenue limit membership which is what drives the budget and that's a rolling three-year average of the third friday in september plus 40 of the fte in summer school the reason it's important is i'm going to be asking suggestions there might be a place for advocacy later and when you're talking with legislators and everything they're going to throw these terms out and when you talk about membership just be sure that you're talking
267revenue limit membership when you're talking to the legislature the general aid membership is important but general aid is property tax relief it's not more money available for the schools for us to be able to provide the instruction for our children so the revenue limit applies to general capital expansion funds for this district it's a formula based on a three-year rolling average you get to increase the per member amount you know that three year rolling average by whatever the statute says you can the current statutes say you can increase that amount by zero dollars there are certain whole harmless revisions so two years ago when you had 366 drop in enrollment and affected membership and there were several hold harmless provisions that protected the school district to give you another year or year two years to
268balance the budget to figure out what you're going to do with a significant drop in students in fact the budget that we're ending up this year has a 1.1 million dollars worth of hold harmless provisions and still carried forward from the to the dropped two years ago and also because of our the way we do our debt service i know that doesn't affect the revenue limit it affects state aid got it so here's the difference between your enrollment and your revenue limit membership there's about a 1200 student difference but you can see here [Music] where the rolling average of that 366 student drop when it gets into the revenue limit formula it gets spread out a little bit it tries to soften the impact the idea is that when you have a significant drop you
269can't all of a sudden stop you know you've already issued contracts you've already made plans for next year you've got all those things in place so this state has given you several years to let that even out the disadvantage is if all 366 kids come back next year you're not going to get the full advantage of that either so it goes back and forth also like as i mentioned by already mentioned 1.1 million dollars so so here we are with the current revenue limit law based on the formula that would be applied to the wauwatosa school district right out of the gate we have a 1.2 million dollar decrease in available revenue that is before we do anything with expenditures and then we have a projected additional decrease next year of 450 000 again before
270we do anything with expenditures then you can see we start getting into a positive change that's current law current law has a zero dollar per member increase in the revenue limit formula so whatever we the revenue limit gave us for this year is what they're going to give us for next year and the next year the next year the next year so can i take exception your presentation assumes the community will accept an additional 120 open enrollment students when the community widely views open enrollment students to be the cause of our behavioral problems in the schools you also predict that we will increase resident enrollment and i don't know that what is the basis for the prediction that you will we will increase resident enrollment i'm not sure that i'm sure that you're going to
271increase whatever resident enrollment i'm showing the revenue limit in fact this is a rolling through your average drops 52 for next year for the next year in the outlying years you you don't you have increases in resident enrollment your your your membership numbers we have we have a small increase in yes and the basis for that is a cohort survival analysis we'd look backwards to predict forward well the cohort survival analysis doesn't show that so that's a debate for another for a longer meeting earlier in the evening so okay keep going i'm sorry so we're making another illustration what if the legislature gave us a just a per person increase in the revenue limit formula the 200 is less than one-third of the current cpi when revolution originally came in back in the 1996-97 era
272they said here's your per pupil we're going to increase that every year by cpi consumer price index inflation then that disappeared after a while but as you can see if even with one third of the rate less than one-third of the rate of inflation we can get 200 you can see that we have no change for the 22-23 school year in the assumptions here because in the 22-23 school year and we already know the budget set by the state the statutes are set by the state but following the 22-23 school year we get into the next biennium we could ask we can encourage if warzone decides that you want to advocate for additional funding one way to do that is to increase the per pupil amount and the revenue limit formula doing so you can
273see that we're out of the deficit right away in the second year and now we're starting to see some increases in available resources for paying for the programs and services you want to offer the budget the primary budget after next year assumes a 200 per person per pupil increase that's interesting [Music] oh that's good so now let's just jump into next year's budget these are the revenue assumptions that have been made as i said before we're going to increase the revenue limit about 200 per year after next year so it's the 22 23 24. there's another state aid called per pupil aid that amount the budget assumes is going to increase 100 per pupil on each of the next uh four years again not next year but the year after the budget assumes we'll accept
274another 105 additional open enrollment students in 2223 and then the big one because we have this situation with our revenue limit and we have this circumstance where we're starting out of the shoot with negative numbers we're going to take the pr what was the long-term projected property tax to go into the capital expansion fund which i haven't found anything official but it looks like the number was 1 million seven hundred thousand and for the next two years we're going to reduce it to one million reduce the amount of gaussian capital expansion fund to 500 000 freeing up 1.2 million dollars for educational programming and we're also assuming that the special ed aid will increase three percent a year that might be a little aggressive um you know we haven't seen these kinds of increases for
275a number of years but we have had a lot of discussion for what last two three years with legislators with the state legislature about the need to do something in special education to help us continue to provide the programming we need then expenditures i did a analysis of the last five years and found that there's some places where we have some flexibility so the base budget for wages benefits and utilities was always higher than what they spend the end year-end spend was for each of the last five years we know that we did in the last five years a number of construction projects within the general fund so the big construction projects have been removed there's still money in the general fund for millions of grounds to take care of buildings and take care of
276repairs and those vandalism and just normal things but there's no major projects and the analysis shows that we have overspent in technology purchased educational services human resources and general payments to government general government payments so we need to make those whole and then we've just recently learned that and this i'm sure you've may have heard in other places our cyber insurance is expected to double every year until we are paying as much from cyber insurance as we are for workers comp we're currently paying about 20 000 for cyber 280 000 for workers comp it's expected to get up to 280 000 pretty quickly very high risk area right now and we have a great security system cyber security system in the school district so we're hoping that's going to mitigate those increases but for the
277assumptions we're selling assuming it's going to increase double each year the teacher compensation plan that was recently adopted is shown in the five-year forecast as being fully funded now just as we would any time if normal goes up we need to add a couple staff from goes down we can reduce staff so that's this is an automatic calculation in the algorithms that we use [Music] the budget assumes that classified staff that's everybody other than the teachers will get a compensation increase of 3.4 percent for and three percent thereafter that has not been approved by the board it's just a budget assumption as is the staffing the report that you just received is all assumed in the budget and then we think that there are significant opportunities for making uh savings and the way that you
278purchase medical benefits i want to make an extra comment on that that's often termed as oh you're going to take benefits away no [Music] there are you're buying your insurance regular self-insurance but you're buying the third-party administrator through the most expensive third party administrator in the state of wisconsin there are a lot of opportunities for savings i'm quite frankly looking at a 1.6 million dollar savings and i think you can get 2.6 to 3 million savings without taking any benefits away so it's there is opportunities right i've done in other school districts so your general fund budget would look like this last year as i showed you before 853 000 deficit current year's budget is balanced but we'll talk about more about that in a minute and the next year's budget is out of balance
279with a deficit of one million six hundred eighty one thousand dollars she fainted when he saw that i was gonna bring that to you [Music] i said but keith we've got a plan so the plan is that budget benefits was one million six hundred one thousand we are going to outperform this year's budget the 2122 budget by 2.6 million that's made up of 793 000 of the governor's cares act money that was not budgeted we've already received the check 485 thousand dollars of a female reimbursement that was not budget we've already received the check 347 thousand dollars of the e-rate connectivity reimbursement music's cost of ex incurred thing but we're gonna get the money this year we've received the notification that's gonna get haven't received the check yet but we're gonna get it and right
280now i'm projecting that we'll outperform this year's budget by about a million dollars so that's the soft number in there that gives you 2.6 million so that takes care of the deficit the projected deficit and gives you a working cushion moving forward into the next year the whole point is when we talked about the teacher compensation plan we knew it was going to be expensive the question that dr remains asked is can we afford it yes can we sustain it yes if and the yes if we take strategies like this we continue to dig into the budget mr reitman and i have already identified some other things that we think are in there that we can that's going to be able to be helpful but when mr raymond gets a chance to dig deep into
281the deep dives he's going to identify some things that i've not had the opportunity to it is sustainable but it does take responsible management of the budget we can no longer just go fro go each year and say okay we've got this year's budget balance let's not worry about next year we need to think in the big always thinking okay what does this what impact does this decision have in future use and then the the other budgets special education budget is always balanced it's required by law that has to be so basically if there's not enough revenue and special ed it gets transferred to the from general ed we've assumed all of that your debt service fund is your expenditures are going to vary above between three and five thousand dollars a year because of
282the way that you are structuring your debt repayments capital expansion we're saying that we're at a tax at 500 000. we i think we're going to spend 700 000 actually we have not pinned that down yet um the referendum fund will be we hope to have it all spent by the end of next year it may there might be a little bit of carrying over going to the following year food service as we talked about as you talked about a few minutes ago and then the community service fund the community service fund is going to show a slight increase over the prior years in the both revenue expenditures because there is a concept under the school finance regulations that we can't that the uh the community service needs to pay the general fund for some
283excess costs and that has not been done here before so basically we're going to tax the general the community service fund and then repay the general funds gives you more money for education the other side of the thing is what's going to happen to property taxes last year's tax levy was 55 million next this year's tax library is 57 million and next year we're proposing 57 million 150 000 that number will change between now and october when you adopt the budget it should be relatively close but it will change it depends how much state aid this district is going to get and that formula the state's having significant difficulty trying to calculate because of all these revenues we got that we didn't budget for and we aren't alone in that so quick on it you
284commented on the debt service and the every other year so you see that impact there in the debt service fund yeah so without that in the mix you can see the general fund levy going way down with the additional state agent was received so it kind of mitigates or hides the fact that we see that reduction in the general fund with the debt service and here's the five-year projection for the general fund and i would tell you that i use very conservative principles for budgeting projections in other words i assume revenue is not going to be where we expect it to be but expenses will be so i've always showed you that the 1.6 million dollar budget or deficit can be paid for and that you buying a year then to do a deep dive
285get into the budget get much more information about it and start making strategic decisions again i'm telling you you've got excellent leadership for that these other deficits then will be mitigated as a result of that and may go away particularly if the state steps up the state of wisconsin has the largest budget surplus in the country on a per capita basis and so we're hoping that that when they get back together they look at funding education this is the taxillary projection for the next five years you will note that the uh mill rate stays pretty flat with 25 26 being a jump so it's down this next year this could go up slightly stay about the same jump and go back down so again those numbers will change over time but this is based on
286current law this is what we expect what may happen with property taxes so what we i think you should take away from this is that you need to adopt a budget revision for the 2021-22 year that budget revision will take we'll recognize those revenues that are not being recognized now and show a surplus at the end i'm suggesting that you set aside portions of your fund balance purposefully so that readers of the financial statements the only one you really care about is the moody's and the credit rating but readers and financial statements know that you've planned ahead so one is more to designate that the unbudgeted federal stimulus funds that will go into this year are designated for subsequent years expenditures you know you're going to spend it in the subsequent year but also then
287recommend that you direct your new cfo that if there's any other additional increase in fund balance it also gets designated for subsequent years expenditures so your financial statements basically say yeah we've got 35 million dollars here but we know we're going to need 2.6 million dollars for subsequent years i would also suggest that in your self-funded medical care your fund balance you designate the 25 of the expected medical benefit costs be designated for self-funded medical insurance you've had three really good years in your self-funded insurance plan hopefully you can beat the odds but typically one out of every five years is a bad one i've done self-funded plans for 30 of the 40 years i've been in this business and one out of five years i had a bad one so you it's just and
288this is a way to say we know that that might happen and we know that we have the money to take care of it obviously you need to adopt a preliminary budget for 22.23 and then we're going to suggest i'm suggesting you create a fun 46 it's just another tool of the the chest that helps set aside money take advantage of the state aid formulas etc that's something that if keith agrees he'll bring it back to you at a subsequent time so then i think there's i would suggest advocacy i've been in this business for 40 years i'm very very right leaning and i have never complained about the amount of money the school districts have for the state or in our formulas until last year when the legislature said use your federal money one-time
289federal money to pay your long-term costs that cannot sustain it's not what the federal money was supposed to be used for you used it for what it was supposed to be used for a lot of school districts did not so if there's going to be advocacy my suggestions for the advocate for per people increasing the revenue limit formula at least up to cpi an increase in the per pupil aid the budget assumes a hundred dollars that number's gone as high as six hundred dollars it's gone as low as 100 in the many years increase the funding for special education increased funding for multilingual language programs the costs that we spend we get eight percent reimbursement from the state for our multi-language programs and then because of the react that what's going on with the book's
290pandemic and your fact factory ester plan does this already putting more money behind mental health uh but that's that's only a two year funding cycle so what can we do to advocate for additional resources there so that's what the primary budget shows as of today so i'm going to make a suggestion for the board um this is a much different presentation i think than we are all used to seeing maybe that's just my my perspective um i i think we should take a bit of a deeper dive and i'm not sure if we could bring it back june 13th just to have more discussion and earlier on in the agenda yeah the intent is to bring it back and focus more on just the 2223 budget on june 13th as a discussion item and then
291have action in the budget hearing on june 27th oh okay is that acceptable for the board mr meyer there are six to seven fundamental assumptions here which run contrary everything i have come to understand while serving on the board so to put that out there other board members you will think what you think but i'm shooting off a big distress flare here there's a lot here that is not a lot of things have to go perfectly for for this whole thing to work and some of these things have never happened before realistically um you know we we would have um non-resident enrollment at the highest level ever we would have resident enrollment at the highest level in over 20 years we would have an increase in pupil aid which we've been praying for for many
292many years we it has cuts in health care benefits decrease in base wages i i i don't know how so that's it's late i'll be done i'm done for today thank you mr phillips yeah thank you mr dixon not only for this presentation and the thoughtfulness about how far-reaching it is but um your work with the district it's been you know been a lifesaver for us and i just want to thank you so much for what you've done it does feel like an opportune time to look at that third party administrator just for a couple of things like we're about to hit that cliff you know that you mentioned that one out of five and if there's that much to be benefited by just taking a look at that small piece it feels like that's
293a great time to do this so thanks for calling that out based on your experience so i'm just can't thank you enough for your help you're welcome okay so mr lee what's the best way for us to um get prepared for the june 13th in terms of if we have questions about one of the things i'm thinking about is um like different scenarios like so how would we handle it if different assumptions were not you know to come to fruition etc um and so as we have the questions between now and the 13th what's the best way to handle that so that you're able to come prepared to the 13th and the discussion be more um the presentation maybe i'm sorry i can't even talk anymore no no i agree you're going so really two
294conversations one is the long-term budget plan and that one we don't have to focus on right now we're really planning the 22-23 budget which july 1 is coming upon us very quickly so historically this district has had their budget hearing second meeting in june and so that's what we'll be leading into on june 13th with focusing on that and then getting ready for that approval just for the 22-23 budget we would then enter a phase of looking at the long-term budget planning and all the different scenarios with enrollments revenue expenditure assumptions the what-ifs and we can look at multiple scenarios we can look at you know the the positive picture less positive pictures all the other options but really 2223 is the focus that we need to drive towards quicker than later correct tonight we
295covered kind of a bigger picture along with 22-23 i think just focusing on 22-23 and then circling back on the long-term picture probably makes sense and should we send our questions to you dr wayne thank you and thanks for the presentation i know you're getting this when we're a little tired of it this is way past my bedtime yeah yes thank you mr dixon for helping us out and welcome mr brightman and we will address this topic again on the 13th okay so hopefully these next few items will go fairly quickly the school board report section is new and the first topic is just the board member's interest in serving on the legislative advocacy committee that's a committee that we need to keep moving and um and actually have a formal appointment next meeting in
296addition to the legislative advocacy committee there's opportunities for us with the swsa to be more involved the southeastern wisconsin schools alliance and they also have a lobbyist and being it'll be you know some new legislators some legislative activity this would be a good time to more re-engage with them and members of the legislative advocacy committee board members i would think would be natural um step for them to cover that role am i missing anything dr means no ma'am it all okay so uh i'll at this point take interest in serving on the legislative advocacy committee for the one year term that would begin next meeting and we have two returning board members possibly dr just banger miss fraley or current who we're currently serving i was just gonna say i wonder if it might be
297smart for us to only take one committee appointment right now and then wait and see who is appointed to the the second seat to see if like i think we've got a bunch of different committees that are going to come up and i'd love to think about how we make sure that folks end up on a committee that would make sense for them i guess i'm just saying to appoint two people now before this new person even comes onto the board may not be the most strategic decision so is it helpful to do one now and then one later or just an idea well i mean i just i don't want to stop the work and that would mean we are delayed with the committee work until july because we can't do any work if
298there's not two that's the committee structure so i mean that that's why i'm having the discussion because i i want to know what the will of the board is here it is frankly my suggestion building off your ideas we appoint now we reconsider when when we we're going to have a mid-year reconstitution of sorts that we we're going to have to go through so at that point we may shuffle and adjust i know we've done that in the past but i would be happy to continue to serve and support this role if that's that's the desire i certainly think that in this budget presentation i found particularly helpful i think this goes back to what do we need to be the district we need and want to deliver uh starting with that and i think
299this provides us a nice framework moving forward with that of what we need to be advocating for so that might be mine i think we may need to recombobulate if you will but so who else is interested in serving and i mean the other natural question is is it working really well do we like that the way the legislative advocacy committee is working now and so we had actually discussed sort of like relaunching the the legislative advocacy committee um and this is obviously going back to when dr joseph were sitting in those roles uh or those appointments um because there's definitely been like a pretty big drop off in terms of participation and um to mr dixon's point like never before has there been a greater need for this and um the the fact of
300the matter is is that right now the will of the people of wisconsin is not matching up with the behavior of the folks in the legislature um but i i will happily serve if nobody else is interested if somebody else is interested i'm happy to take a step back for now and then i'm on the human growth and development committee as well but if no one is interested and we need the second chair to move forward i'm happy to step up and i think we had some good ideas for how to move it forward to relaunch it um come june july so okay so i mean that's another approach we can take is if we think we want to relaunch and wait dr means do you have just from your perspective of when we need
301to get this moving by given when we backed out that calendar with the gubernatorial race being this year um i think miss meansville's uh level of urgency is accurate so i think having a committee in place no later than that has a plan for the school year no later than september is critical if we're and so to her point if we're not using the summer months to prepare to be ready to launch into action in september then we are gradually at a disadvantage okay i can support moving forward with appointments well mr dickson tried to emphasize but i want to emphasize again who who's left and who will watch uh at a later date the state of wisconsin has a 5.2 billion dollar fund balance at the state legislative level and the last biannual budget
302the legislature informed school districts use your sr3 funds to close your shortfalls we did not do we didn't take the path that the legislature suggested and that's why we will have counselors and social workers and mental health specialists working with our kids but every school district was not positioned financially to do that type of work we cannot go into the biennial budget to build the 2325 state budget and not have a level of advocacy that is much stronger than what we've done in the past okay thank you for thank you for that any other discussion on the item okay so i'm hearing this evening that dr just banger and miss fraley would continue if it is with the will of the world yes okay and then we also then want to reengage with swsa when
303it is appropriate to do so okay great then i would um that i would bring this action back for you june 13th the next um the next topic then is the discussion and potential action to approve the timeline and selection process including determining questions to be used during the process of filling the seat number seven board vacancy and we have um we have a couple of documents actually tonight but i think we'll probably focus on one which is a more lengthy document that is posted online with the timeline does everyone have a copy of that this one no that well no so there's two things floating around here this one there's yeah there's just a rough wrap outline yeah that i put together because i wasn't i didn't see this one okay to be honest
304i'm not sure i didn't see this one um which actually has some dates already laid out in it and we would then hypothetically if we could approve this this evening then we would post as soon as tomorrow this one so yes it's a 12-page document does everybody have access to it so i think if we you know we probably want to work from that document versus this draft since it has more information [Laughter] i guess i'll just be on i don't love all these questions um as i think about um aligning like even what has come up in terms of the strategic plan five big areas um that i don't know if they're captured if they're all captured in here like i appreciated you know it's like the contents all here but there's some things
305that aren't here um so so i this if faced with the controversial issue how would you arrive at your decision um i wonder is that the question we're asking or are we asking about the ability to be collaborative you know or so there's something about governance versus managing operations but like i think there's something missing in here in terms of like you know the district has this commitment to diversity equity and inclusion how have you demonstrated you know a commitment to these ideals in a previous role or position or organization um and then i'm also wondering in terms of like how your life experiences and skills prepared you for this responsibility i think one of the things i'm thinking about is like what do people feel like this board is missing that they could bring
306and add to it um so the way i had framed that was like what skill knowledge or disposition will you bring to the board that you believe there there's currently a need um yeah i don't know i like that i like that question um so i guess my first question no i'm so tired um you're sounding brilliant so keep going so i guess i'm curious what are the questions in here that for you all you're like we gotta keep that question or is it you feel like something else is missing so like to me what is the board's role in achieving the school district's mission is sort of similar to the second question in terms of like what's the difference between government like policy and governance board versus a um managing operations um and i
307guess i'm like not so i don't say concerned about the three most important things to the person because what if the three most important things to them aren't things that actually align with what the district community has said are the five most important things so these questions i believe are rolled over from your last vacancy yep so i'm curious like what other questions you all bring like i brought my questions but i'm curious what you all are thinking i was thinking one around like specifically around some of our strategic priorities around what should the what should we do to attract and retain you know uh quality teachers and staff like the diversity and inclusion like that are really tied to where we're trying to go and what are your thoughts on that right um so
308i'm kind of going down the same line as you i like the one about you know how do you see your skills fitting into our opportunities or whatever yeah number two the two questions seem so disconnected i don't know why they're in the same bullet you know like those two questions i just kind of tilted my head at that one um i think they were originally two different questions originally i don't maybe okay so i was like how's that a part a b oh yeah yeah there's so there's a few typos in here um so i guess i would just start at the top of this document and we would need to strike the last sentence of the first paragraph because mr doman was in his last year of his term so there wouldn't be
309any remainder of mr doman's unexpired term he has a term expired in 2023 so so we can strike that last sentence and then i guess the second point before we get to the questions is this the timeline that we want and and can we do the interviews on monday june 27th due you know june 27th that's a regular board meeting so i it depends on how many candidates we receive i don't i don't see that realistically happening i especially if we're going to do the budget approval at that meeting too and do we know what else is on the agenda for the 27th i know that's two meetings out no not quite yet so i mean our our end date goal always was to try to have the appointment by the end of june so
310i guess i don't know if everyone can look at their calendars now to see if we can get a date to have a special meeting and then we can [Music] go from there my suggestion would be shorten the length it should really be the only business on that on that agenda well i'm thinking that right now it's tuesday may 24th through monday june 20th and i would i would i would two weeks close that gap by to the two-week mark um and then if we can move it up to monday the 20th that we're doing the uh okay so yeah and part of the other complication here is we have the memorial day weekend so you know you would you would hypothetically want to do like a monday two weeks monday but we have that
311i always think of that as extra time to work um so we would we really need to select a date for a special meeting i would i would i would tell someone for a suggestion that we meet as a board monday june 20th i will be out of town yeah so everyone has to be here um do we have another date is is everybody out of town the whole week of the 20th okay so what about uh what so if so the budget presentation isn't that big i mean i mean think about it we can ask a bunch of questions but as long as we don't agenda anything else you're saying for the 13th or the 27th the 27th the 27th is the vote it's not a presentation right yeah absolutely okay so that's the
312last yeah just trying to be pragmatic yeah no that's smart it is if we don't schedule any if we just have what we have to vote on in 27 and don't put load anything else in like a lot of stuff was are they doing it tonight so which one i know we had to do but if we keep everything else off can we not make the new person then have to vote on that budget though like that i feel like that is grossly unfair to select someone and then be like vote on this but if they're interested they've watched the meetings here that's a reason if if they aren't paying attention right now do we really want a month on not that we're going to qualifications here but it's fair i'm saying that is fair
313i hope they are watching at this point if they think they're interested to start paying attention until we choose them are they really the best candidates yeah right i mean it depends on their character well that's depends on what you want [Music] i'd be fine with the 27th too sounds like the 20th is a no-go week for us right do you think it's realistic that we literally have just one or two things on the agenda for the 27th or are we going to find ourselves in a tricky pickle and then have like another 1 a.m board meeting the 27th should be an action meeting whatever you were voting on on the 27th would have been presented on the 13th okay so the i have another suggestion um so when i was putting together this sort
314of more you know condensed outline here i noted that in 2016 we only had a two week window for the applications so we can do that and and if we did that then because we're post if we could post tomorrow then it would be it would be the june 7th if we did that and then would that be enough time could we pick another day the week of the 13th to do the interviews and selection that we come out of dump and that week you're out of town i think we're going to have a very hard time you know something we how about this we need also all six to pick the the replacement we don't need all six for other things necessarily we'd like to have it for the budget but if there's something
315you need a vote on dr means we could schedule a special meeting and maybe get four or five board members there i'm just looking for another way to go about this that if we know where we're we're all going to be here around the 27th we're worried about other stuff we could find other days for the other stuff or maybe we only have five or four you know i hate to do it with four i suppose but just trying to throw brainstorming stuff out there well we i mean we can host the interviews on the 27th but we just have to figure out how to how to do that and with how many applicants we could potentially get because of all of the interests that we've had i i mean we have to likely take
316the school the regular school board but then that would that doesn't make sense it would be too late or we could pick another day that week for what another possibly for what um this election or other special meetings for the selection but we have everybody on the 27th right yes right but that's a regular school board meeting date i know but we're trying to figure out how to skinny down the regular school board stuff so we can meet we can meet six on the 27th we know that so let's do the thing on the 27th that we know we need six more other things we could try to squeeze in on the 20th or whatever when we don't need all six am i making sense evidence later i'm sorry well so the issue i think
317for me in that mr meyer is it's the timing of what the timing of the regular meeting on our regular meeting on the 27th so the timing is 7 p.m so so if we yeah so if we could shorten that meeting for example well yeah that's the plan that'd be the plan right right but then we likely wouldn't start interviews until eight and depending on how many interviews we would have then we you know okay now i'm being a little bit joking but not completely eric holds the record for the shortest meeting chair weekend august what was that and longest well no we want your short game you know we don't want your long game you could you know how to get a short meeting done fast so we could do we could do it
318if we want to we have the expert subject matter expert right here at sharp meetings i like to think of as efficient and can meetings start earlier than yesterday can we just do that can people make it yep i'll make sure i can make that that way we'll only have to be one night instead of two i suppose okay i'm not i'm not following we've been here for seven hours we can probably do yeah we got here 5 30 tonight most of us yeah yeah and even so we only needed five so we can do some things and if somebody can't get here till then towards the selection piece then so be it i guess might i suggest that we do a 5 30 star tour meeting on the 27th it sounds like begin with
319board member selection and plan to move into no later than eight and i can't imagine this being more than two and a half hours of that we shortened out the presentation from 15 minutes i think miss fraley said to 10. we will have all the documents in front of us so there'll be a short talk um and then we move expediently through applicants the 5 30 me we don't have to make that a long meeting do we we could be ready for the selection meeting by seven right um well i'm saying what i think my based off our conversation tonight that we would do the selection first beginning at 5 30 and then we would it would all be rolling in but i'm just thinking i can't imagine this taking more than two and a
320half hours for the selection process my hunch is that take will take less time than that but that that then puts us on a short agenda but that would begin no longer later than eight getting us out of here hopefully around no later than 10. would people with applicants have trouble the failure with a 5 30 time i think if we communicate now that that would allow them right opportunity to arrange life as needed is there no other date that week that we could meet what was the 27th what was it [Music] well so the thing tonight that we need to align on like i said is the actual date of when we would appoint so that's how we move backwards does anybody else have conflicts on the 28th or 29th [Music] of june i
321could do either but my preference would be to do it all the 27th if we can do it all in one evening that would be my preference i'd rather have one longer evening than me too two evenings and three days okay so june 27th so we have to figure out what is like what is the timing but again it's going to be dependent on how many people apply correct and that is the unknown know that by posting right yeah you're right okay okay well we'll work to structure the regular agenda i guess is there ever is there a possibility that we can change the time of the regular meeting or must it stay at 7 pm it's it's a starting time that the community is used to right um and so access in their knowledge
322of when the board convenes to do their business my counsel would be i wouldn't change it i'm just not sure that 5 30 is enough time that's my concern there if we did it i'm not so worried about the regular meeting being in summit or some other time the community i'll figure it out we're going to tell them a month ahead of time or so i mean some something's got to give in order for us to get this done it may be like tonight's meeting where it was delayed but we posted and we posted to start at seven and i think we started seven seven twenty four as long as people know that there's a transition that will happen and we'll be here in open session yeah they'll want to be here for the big
323can we start at five possibly on june 27th no you are getting this people's work today well we've got the date so that's good so we can work with the date um [Music] okay so are we are we now editing the document the long 12-page document for the motion well we can't post tomorrow unless we have the questions [Music] i've tried to take the questions that were here and then questions that i brought but i'd like to hear from other people if they have questions that they'd like i can share out where both for me my experience is you never know how a person is going to operate as a board member until they're on the board so the questions are interesting but i just can't trust them not that they're being dishonest but people
324say what they say good intention but when it comes to life live voting here it's different and so i'm looking to whether they give us a perspective on life that we don't have now we we don't have a like an owner of a small business or a trades person or you know we had tom derose on the board he was a trades person that was a perspective no one else had and then it helped us but we know that from their their application their bio information let's build off that sort of question so much right but i i think what you're trying to get at is leading us to a question so the first question is how have your life experiences and skills prepared you for this responsibility i would say if we're giving them
32510 minutes they're absolutely going to touch on that anyway but i think the follow-up is what skill knowledge or disposition will you bring to the board that you believe is currently needed so that goes to somebody saying i'm a small business owner or i'm a parent or i'm you know et cetera i'm trying to i'm real flexible with these questions okay does that sound good to folks for the first question it's a two-parter yeah it's the have your life experiences and skills prepared you for this responsibility and then what skill knowledge or disposition will you bring to the board that you believe is currently needed okay one two is getting to this idea of policy versus governance so the current question is what is the difference between the board's role in governance and the superintendent's
326role in managing operations i personally don't think it matters what they think i think it's we're telling them and we're saying the wildwood school board is a policy and governance board describe how you will balance being knowledgeable both knowledgeable and contributing to oversight while simultaneously allowing the superintendent and his staff to guide day-to-day operations and strategy implementation of the district that's too many words but do you see the difference in framing and does that sound right or wrong um because i think it's a question of it they can say what they think the difference is and that's a that's a factual question that's an information question i think the question itself is actually an interpretation of like what do you do when this is how we operate when your inclination myself case in point is
327sometimes to lean more towards management um but again you all can say that's a crap question let's move on to something else when when people have come on kind of one-off in the past their hardest thing to deal with is the inability to as a person get things done you have to come sit in this room with six other people and that's the only way things really get done that is just a huge frustration you know you can't all the campaign platforms aside nothing gets done until seven people decide and whatever you said you want to do good luck you know if the other six aren't thinking the same thing that that we know they understand what it means to have to get a meeting in public collaborate in order to get anything done so
328the question is then if that's the challenge that folks have what's the question we're asking them to sort of get underneath that you do have to balance this idea of being knowledgeable and contributing and asking the right questions while simultaneously staying the heck out of dr means his way so he can do the job that we've hired him to do that's the way i say the question the the question that i came up with is the wauwatosa school board is a policy and governance board describe how you will balance being knowledgeable and contributing to the oversight or contributing to oversight while allowing the superintendent and his staff to guide the guide day-to-day operations and strategy implementation i like it sure but do we like it because it's really late or do we actually like it
329sorry i'm not trying to keep this here it's too many words really describe how you balance being knowledgeable and contribute and contribute to oversight while getting rid of that well i think the point you're making is describe how how they will balance oversight versus micromanaging right so i just took out a lot of words describe how you will balance being knowledgeable and contribute to oversight while allowing the superintendent to guide day-to-day operations and strategy implementation a commitment to diversity equity and inclusion was identified by district stakeholders as a key priority how have you demonstrated a commitment to this priority in other work volunteer opportunities you have been a part of yeah i like them how much time for each question do they have to back into our 10 minutes well i think it's up to
330them to decide where they want to spend their time right because they get a set amount of time just if you're trying to go for four questions or three or five great points okay do i recall that there were written responses there were written responses from back into disney so i would think that they would be writing for each of these answers and then they would choose what we would all read those and then we would they would determine what to highlight okay um i'm not a fan of all the things the wauwatosa school district is responsible for what are the three most important to you because you don't i mean you inform but we've already decided right all right i think this is how we have to work well i only i only like
331it from the opposite side where you really understand like what's important do they have they been following have they been paying attention and when they answer this question when the candidates answer this question then you know if they have been following all right so let's let's put a hold on that and then the next question was what is the board's role in achieving the school district's mission i sort of feel like that's a gimmick that's like a giant softball i'm not sure what someone could say that would woo me in any direction yeah i could i could strike that question okay can we strike the yeah okay so we're getting into that one you know some sort of community question right like that's a big part of the gig right right so i think there's
332three things that possibly fit together somewhere one of the questions was what should the relationship of the school board be with the local community yeah which again i don't feel like there's a wrong answer here it's not like anybody's gonna get up and be like i'm not gonna listen like you know the second question was if faced with a controversial issue maybe if that might happen how would you arrive at your decision um and then so there's those two and then there's this question of collaboration like please share an example of when you've had to work collaboratively when others in a complex situation where working relationships are uneven or there's different intersectionality i don't know like what are we trying to get from the community question i think is is why are we asking them
333about that understanding like their decision making process like how do they take in information form an opinion be balanced you know all that stuff i think it was like like what's your process not say if face let's say when faced with a controversial decision not issue because we have to make decisions when faced with a controversial decision how would you arrive at your decision yeah what resources like what yeah how would you remember your decision trying to think like how would you include like where they would pull from right you know experiences stakeholders what when faced with a controversial decision how would you arrive at your decision please stay do we want them to like maybe maybe that's enough totally be vague and then see what they come up with sure i do think some
334of the relationship with the local community is also we're sort of getting at like like temperament and people skills and yeah an elected official is an ombudsman to carry like you have a problem you call you know your with your garbage collection you call your older i mean you have a problem you call your school board person and your school board person carries it too right it's that intermediate it says communication um this the school board member to me has always been another set of eyes and ears for the superintendent did you think that in form of a question mr jeopardy no no i'm just saying that no but i i'm when faced with a controversial decision within topic how about topic can we put topic in there versus a topic but we're having to
335make a decision right we want to help we want to figure out how they're how they're going from controversial topic to you're making a decision now well that's why it says how would you arrive at your decision oh decisions in there thank you sharon okay when faced with a controversial topic within the district community because then we're saying community and that then if they talk about how they arrive at their thing and they never say well i talk to people i go to my different state i'm telling all the answers um okay well the the other the other um lens about a relationship with the school board with the community it's not just in decision making though right it's being present in the community it's um it's being involved in the community so i like
336that question just because it's open-ended and i i actually just like that question as it is okay can we go back to sharon the question you liked and i just asked so your point about like it's it's almost as a way to see like how like their priorities but are we really asking them what are the three most important to you or it's of all the things the wauwatosa school district is responsible for what are the three most important to get us to our vision of a graduate or a mission maybe it's whether it was passion which one i'm most passionate about yeah to kind of understand where their well it's just open-ended and it speaks to what their knowledge base is and why they would want to serve and are they in touch with
337what's going on how many questions do we have that's what i was just one two three we've got five right now this is what they are one this is one but it's sort of a double whammy how of your life experiences and skills prepared you for this responsibility what skill knowledge or disposition will you bring to the board that you believe is currently needed two the wauwatosa school board the policy and governance board describe how you will balance being knowledgeable and contribute to oversight while allowing the superintendent to guide day-to-day operations and strategy implementation three a commitment to diversity equity and inclusion was identified by district stakeholders as a key priority how have you demonstrated a commitment to this priority and other work slash volunteer opportunities you have been a part of four of all
338the things the the chosen school district is responsible for what are the three most important to you and five when faced with a controversial topic within the district community how would you arrive at your decision nice i'd like i would add one more if if you ask about someone's availability that's right it's an illegal question yes so i don't want to go any further and i cannot believe the two of you are still here but thank you yeah do you feel like this is these are representative questions i know now i'm asking you to think that you just had those goldfish energy i know um do you feel like that captures who's gonna come sit in one of these seats does this represent what's important to students too i was as we were talking about
339um writing up questions at the previous meeting i wrote one and it is very similar um to one of the questions i can't remember exactly which one it was but um i think that all those are very solid and like they apply to what a school board member does and i think they encompass a wide range of things too if these were put out there yeah okay all right this is newman i'm going to email these to you oh well i just we for the record if we're going to vote tonight i think we want to make sure that we are saying it well yeah because it means otherwise we can't everyone to see them or do you need me to just read i believe it like you said well i think you can read
340them you know when we get to that point in the motion okay yeah so let me ready so let me just go through ms newman um of the board document that we posted of 12 pages [Music] um so i mean just technically mr doman resigned uh the evening of may 11th so what are you you're voting on what are you no i'm just i'm just saying we have to change this documents lately what which document okay why do we need to mention suppose we can but well i mean the language that i had in this draft was wauwatosa school board seat seven is vacant due to resignation on may 11th 2022 end of sentence okay so take the date out that's what i'm hearing well you could have the date but you you don't have
341to say due to resignation somebody kind of whatever you know become ineligible passed away became ill whatever i mean i mean we're kind of people know it's a legal notice how we're gonna move forward okay so so the okay so the first sentence would be wauwatosa school board seat 7 is was vacated on may 11 2022 um the school board is undertaking a process to make an appointment of a qualified elector to fill the seat seven vacancy [Music] the appointment will be from the date the school board appoints the appointee until a successor is elected at the next spring election in april 2023 and then delete the next sentence or you could say the school but from the day the school board acts to choose a successor until the next spring election in april 2023
342acts 2 as an action item so yeah the school board acts to choose a successor just be simple is what i'm trying to say okay the school board acts to choose a successor i don't i don't i don't like that okay let's just finish it i think the language is fine i mean the school board appoints the appointee until a successor is elected at the next spring election and and the reason i think the wording okay all right it's because i don't care we need to get done with it yes okay so the next the next sentence is deleted correct yeah correct then then it's the third yeah yes and i think then the next paragraph is fine the school board i mean the only thing is will there be a special school board meeting
343ahead of the regular school board meeting i don't know if that matters that language matters that seems like a lawyer open question then i just leave it vague and say we will meet a school board meeting okay fine then that paragraph is fine on the day two we don't have to specify what kind of meeting tentatively set for june for the monday june 27th school board meeting okay it does say tentative but you know but we're agreeing to that and then let's just change it yep so then monday may 16th is fine tuesday may 24th school board notice of intent to fill seat seven vacancy unnoticed of interest by an elector is posted tuesday the 24th through monday we're going to change that monday june 20th right so that they don't have as much time
344to or do we want to leave it open that long well i mean we could shorten it to two weeks but i don't know if you're suggesting you can't meet until the 27th then i think we could let them have more time right can we and then gather all the information and send it out so in the materials where this it says um and sharon i apologize because i haven't read this this 12 pager are we asking them to provide the copies like they did when we went for it so yeah applicants admit though copies like pdfs because i'm gonna be on vacation and i'm literally getting back at like midnight on the 26th yeah i'm just saying do does it are we asked like do we need paper crappies that seems like a lot
345of trees i don't think so why don't we ask for all materials in electronic format yeah yeah so so instead of paper format make it electronic format and then if anybody wants copies how about if you say pdf format pdf yes so they can't so they don't get some obscure whatever okay okay and and also please i i don't i don't know if it's in oh yeah almost all submitted material will be treated as non-confidential yep okay good yep that one's on there and then this reference is letters of recommendation but it's the only spot that seems to talk about that do they need letters of recommendation and if so it may include yeah i'd really hate that if i were an applicant i would really hate the vagueness of that like do i get
346letters do i i don't know let's not figure it out sure it's like if if they can't figure this out they don't belong on the board kind of at some point here so but i think to dr hoyd's point is that for those of us who are perhaps overachievers um could we say no more than or because then you're max of two it's not going to be helpful so go out to your facebook group and tell everybody to send the letter that that's exactly what i'm envisioning quite frankly okay no more than three so could it be no more than three yeah like should we say no older people i i don't know why why do i care what i don't get it oh i got it so i'm i'm gonna get it i don't
347know anyway and then and then just when we get down to may uh monday june 27th school board meeting we need to strike 7 p.m because we don't know what dvd yeah we don't have to state a time at this juncture thanks for your number yeah well i just need to say monday june 27th 2022 school board meeting yes so we'll need to edit that um reading of questions and statements by candidates are the only discussion and commentary that will be in order that needs to be changed right if if this is being folded in with the regular meeting um that's true wait wait sorry could you restate that yep so tuesday june 21st oh yes yes number two then so number two should say reading of questions and statements by candidates are a part
348of the larger meeting or however we want to state that or just take that out take it out yeah i think we could strike that after application materials are submitted this action advises against applicant communications board members um that's fine um candidates speak as follows for a maximum of 10 minutes i think it has to be 15 that's not a lot 10 minutes you should be able to get your points across in 10 minutes though i mean it goes really fast materials right yeah other stuff i feel like that too i don't i definitely definitely did not have fifteen okay ten minutes fifteen minutes ten ten seven okay it's ten nine and it is okay ten sequence of people alphabetical by last name i actually have a problem with i know it sounds dumb i
349think they should pick when they come in because that's a good idea it was super annoying when i went for the appointment because people with later last names like mozied in halfway through and i thought that was so rude okay how will we change that then take a number yeah okay so then it's fair it's equitable um secrets of people um presentations it's not sequence of people right um uh applicants will draw numbers upon arrival at the start of the meeting because then that says like if you can't be here on time you're in trouble um sequence of interviews presentations because they're not interviewing because we can't ask them questions oh um [Music] candidates may be seated or stand or ride a unicycle um five minutes of silent reflection vote of the board shall be
350signed paper ballot such that candidate wins so everybody gets to vote for one person and then everybody who has two or more votes how did how did that work i forgot you you i forgot but i'm just thinking so we're voting like we did for officers yeah but it's not an anonymous paper it's a signed paper and he calls the vote count by and it's not secret it's not a secret ballot unless we want to say secret we i suppose we could say secret ballot if we wanted to we could i don't know the same process we use for officers why not but the same process we use for officers yeah i'm just sort of like why give the public any more reason to be ticked off at any of us individually versus okay all
351right all right i get it i get it i get it but the um yeah the the ballots are are public but they won't be excited they're correct anonymous yeah yeah they're anonymous yes yes will be by anonymous paper ballot so number eight is the vote of the board shelby buys anonymous paper ballots such that candidate wins on receiving a majority vote of the existing board if no candidate receives at least four votes then any candidate who's received at least one vote receives an additional three minutes blah blah blah second and successive rounds of voting no candidate receives okay that makes sense so i'm just gonna throw one more thing out there sorry i've already been approached by a couple people saying like will you talk can will you tell me about what it's like
352to serve on the board and i've sort of said hey not comfortable doing that because i feel like the perception could be based on how some people are feeling about me right now is that i'm that's going to give a leg up to someone because like oh i talked to this parent even though i have no idea who they spoke don't we say that once you submit your application correct but these are people that are saying i'm not sure if i want to do this it looks like you've been like rolled over by a steamroller over the last couple of months can you talk to me about you know what is the time commitment blah blah blah so one of the things the idea the idea is is if i talk to joe smith and
353then i vote for joe smith somebody says oh well she voted for joe smith because she met with him one-on-one it's anonymous true yeah but i guess i'm just curious but i'm curious like how can we actually ensure that people have the information they need is there like could we do just an faq or something like how much of a time commitment no not right now but i'm saying is that something we could offer to candidates um i don't know we have we have videos of every open working online they could go and watch right all right okay totally fine if you want to go home did it right you know what you want to go home yeah i do think the point is that we want to encourage people to apply and if they
354have also real detailed questions they can reach out to dr means also and ms newman um because you're a doctor don't put that on here right well i'm just saying you know we should encourage people to apply we should encourage people to apply that's great you're taking a personal name okay i don't know why we we said don't we advise you to not talk with boyfriends it was passing thought it's gone um or or is it we worried about some chain of communication which could happen and then people will think it's rigged and all this kind of stuff and you know all right i just sent the questions to mary dr means and sharon exactly okay but i'm gonna need a motion someone's going to have to read the entire motion before we can both
355okay so do we have enough to be able to do i cannot read the motion unfortunately that's true motion is second so eric is there anything mike made the second hold on hold on one second is there any community comment come on i'm anybody online there are some people there is there is we do have people online wow 18 community members waiting oh no just one sorry my mistake todd dahlgren you have the microphone please state your name and address i just want us todd in 1647 north 122nd you guys all know me um i just want to say i appreciate um all the the input that all of you have offered on this topic um particularly and you're concerned um with keeping it fair uh and um perceived fairness and actual fairness and i
356think that's important um that's all i've got thanks thanks for hanging in thank you and we also have another one as well um troy seabrook you have the microphone please state your name and address oh good morning uh 4556 north 107th street um i just have uh one thing i want to say and this is a suggestion to the school board i'm not sure if the school board has talked about this with all the open record stuff that's going on or talked about this to the new member or incoming member but i would suggest that the school board research which wisconsin statute 19.32 subdivision 2. particularly it talks about the open records on devices that are used in school board meetings and probably without her knowledge uh school board member put her phone that she
357used last weekend into public records by sharing it in a meeting and reading off of it so i think that's something you guys might want to look at for the future to make sure you all understand it thank you you helped me oh i love my son okay we have [Music] i don't see any further comment um so ms newman [Music] miss braley yes dr hoyt yes dr jessepanger yes mr mayor yes mr phillips yes mr ms mufild yes thank you uh mrs b failed i have moved to germany we have another we have some topics you can skip i i suggest we move into the next agenda i just do as well yeah yes this is only going to take like 30 seconds okay i would draw an emotion without you clack spreading okay
358thank you okay so i attended the annual convention for csa the reports are um available for you basically um the executive new executive director sue doyle is going to begin july 1st and wauwatosa was selected again for group b so we have a three-year term on the season board of control and that concludes my report um no there there isn't public comment on this there's probably not a gender comment at the end yes mr meyer i'm getting to that and yeah yeah that concludes my report and may i have a final public comment on items on the agenda or items not on the agenda is there anyone online there are no hands raised no hands right then may i have a motion to adjourn to a church doctor just banger in mr a second mr
359thank you board and community still on the phone we are adjourned we haven't
