003clubs and activities additionally we have many multiple um reports from committees so those of you in attendance or are watching from home please um as our chairs of each of those committees will report out um there's a lot of work that has been taken place in those committees to the heavy lifting that'll make the agenda move a little smoother tonight I'd also like to thank all of our music teachers across the school district for the wonderful concerts that have been taking place over the last couple weeks as we go into the holiday season this is our final week before um a winter break for students and certified staff and support staff so thank you to our music teachers we've had multiple Elementary concerts our middle and high school um music teachers both in choir and
004um band have had great concerts at our Pac special thank you to Heather Ellis who's head to coordinate a lot of work and and pulled that all off um for everyone and then thank you to uh the Chamber of Commerce and specifically the leadership Germantown group this week we were able to host on Thursday or I'm sorry Thursday of last week leadership Germantown here in the school district we started this the morning session off with many um businesses and um Community leaders learning about germant town the history of germant toown but specifically our Focus was on learning in the school district and we're working on and our priorities which led to a um visit to County Line Elementary Miss Kelly Schultz our principal over there led a great tour and then um we went out
005to MATC to learn about their programming locally um within the Washington and oaki Community County community and then we ended the day at the Pac and um the high school to see our facilities and learn more about our co-curriculars and what Miss Ellis has to offer from a standpoint of programming so it was a great way to inform Community leaders community business leaders um more about what the school district has to offer to the community of Germantown that's my report for this evening fantastic thank you B student representative report do we have a representative no looks that we don't uh maybe absent this yeah not see any one step forward we will move on to see German actually m timman can read that report okay sorry yes that would be great speak up it's hard
006to you yes all right for Amy Bell November was a month of gratitude for Amy Bell one of our goals was to support the community through a coat collection drive and a community food drive Amy Bell families donated gently Ed children's coats and canned food to support local students and families additionally we met as a school to celebrate our November Bell Fest we reviewed our school rules rules of be respectful be responsible and be kind during belf Fest we also met with our buddy classrooms and took part in activities to show our gratitude for the adults that work and support students at Amy Bal County Line at County Line our Focus has been on fostering a positive School culture and enhancing instructional practices staff engaged in professional development sessions to support both literacy and math
007students are actively engaging with our ERS curriculum as you walk down the halls of County Line you hear classrooms buzzing with students finding text evidence practicing vocabulary engaging in partner reading and using expressive language to bring stories to life December brings the joy of dress up days character education focus on empathy and the excitement of coming together as a community to celebrate our growth and accomplishments MacArthur there are many exciting things happening over at MacArthur Elementary this month our spelling be was held on December 9th the PTA held a Chick-fil-A fundraiser on the 10th and our fifth grade students had their concert on the 12th this week is our winter spirit week and students and staff are all dressed up in their themed gear and bringing plenty of holiday spirit to the halls of MacArthur
008Rockfield Rockfield had many fun event many fun events happen in the past month such as visiting ghs to watch a performance of The Little Mermaid second graders visiting their C buddies and a few different field trips they also took part in Vision screenings on November 14th finally Rockfield students were able to participate in the spelling be on December 3rd and December 10th Kennedy this December Kennedy will be participating in a kindness challenge in which students will be encouraged to go out of their way to be extra kind to their classmates some examples of things they might do include helping a classmate writing a thank you note to a teacher or staff member or sing with or sitting with someone new at lunch students of KMS have been extending their kindness outside of school walls and
009into our community as well the junior Key Club at Kennedy collected gifts for the Children's Hospital of Wisconsin in early December and the KMS student council also had a clothing Drive collecting clothes to donate to our Germantown kids closet Germantown High School it is a festive time at Germantown High School our student council decorated the hallways in their annual Deck the Halls competition and the whole school is partic participating in spirit dates throughout the whole week our student council is also helping to spread some holiday cheer with our annual winter wish week where students can send small gifts to their friends or donate a meal to the food pantry our Tri and music members have also been spreading the holiday spirit by performing for residents at The Gables finally National Honor Society held their annual
010blood drive last Tuesday and it was a big success we want to thank everyone who donated blood and also our hardworking volunteers from NHS for putting the drive together again thank you Mela thank you C Germantown High School presentation principal Smith welcome good evening everyone thank you for having us uh I have the ghs administrative team as well as a few student Representatives here we just wanted to highlight some of the positive things happening within our building and there's undoubtedly a lot of things that we aren't going to have time to talk about but we just wanted to highlight a few things right now starting with some of the pictures because you don't get to necessarily see all these things happening dayto day and there's just so many things to celebrate and be proud of
011for our students and our staff and so a couple of the things up here specifically uh the top left and top right pictures you see the participants of our girls cross country as well as girls swim and dive team participating in the state championship meet for cross country as well as a state swim meet and we had multiple state champions from the girl swim and dive team as well the top middle picture we have our skills USA team competing in a recent event and we have multiple members of that team that are here to talk to you tonight about their experience within skills USA as well as its correlation to the courses that we offer in academic and career planning the bottom left you see our band performing we have one of the top bands
012in the state arguably I would say the top band in the state and who has being recognized for multiple different reasons you'll hear a little bit more about later on the bottom middle you actually see we had 11 students signed to continue their athletic athletic careers at the next level uh ranging from division three through division one for a variety of different sports we had students there to sign during our resource period and over a 100 students come to support their peers and and their friends to watch them and wish them success at the next level and the bottom right just seeing our staff continuing to find ways to engage with students outside of the school day these were our volunteer referees for our Powderpuff football games during the homecoming week and we just have
013a very engaged staff that look for any opportunity to communicate and and support our students and everything that they are interested and involved in all right hello everybody thanks for thanks for having us tonight uh there are many things to be proud of at Germantown High School but one of those things is also the accomplishments and contributions of our staff fabulous staff at Germantown High School here's just a few examples uh Mr Luke vosters in the teched department uh was a grand slam teacher of the month at the Brewers game so he was recognized at American Family field I was almost going to say Miller Park but um Mr Steve Martin in the business uh Department he was selected to an advisory position um to the state level for the Department of Public Instruction he's
014a Wisconsin personal financial literacy educator fellow so an advisory councel for different parts of the state and he was chosen to be a part of that uh he brings a a a diverse background in the business field and then wanting to share education with the students in the business realm um Mr Knox har Knox uh German teacher he organized executed every Last Detail when we hosted um for two weeks and Mr Rooney let me know before this also during homecoming week also when we had uh many many students from Germany come visit germant toown so that was a wonderful time and two uh two band teachers Mr Bell and Mr Stone uh they announced recently that the band has been invited uh to play in Madrid Spain next school year over the holiday break uh
015so traveling internationally sharing music with the world and uh just really really find things happening at the high school thank you a major Focus for this leadership team this year has been climate and culture at the high school making sure that students um are excited to be at school that they are challenged that they are seen and that they felt heard and we put together a survey and of the 766 students who filled it out uh they are involved in at least one or more extracurricular at high school there's no joke that if it doesn't exist at Germantown High School it probably doesn't exist in the world we have so many clubs and sports and activities that you can do uh a few key things from this fall season uh as Mr Smith said girls
016swim and dive uh state championship the wall of sound second place at state volleyball football cross country uh so many cool things happening at the high school it's a very fun place for us to work last year I presented our Readiness scorecard metrics to you um which is part of our education for employment plan we wanted to show showcase some of those metrics um which are all areas we um are striving to further grow in um your class of 2024 data the Readiness scorecard metrics are completely available in the education for employment plan on our academic and career planning website but these are a few we wanted to highlight in comparison to our class of 2025 is heading the class of 2025 data of course is not set in stone by any means as we
017still have the rest of the year to progress but we specifically wanted to H highlight some of our growth in the area of AP scores so relative to our class of 2024 the class of 20 25 um 42.7% of them are achieving a three or higher on their AP exams and we still have those spring AP exams coming up to further grow that number so our students are excelling academically in that regard um GPA remains consistent around that 74% marker of students who are achieving 2.8 or higher and then lastly our industry recognized credentials which was a point of emphasis in growth for us so our class of 2024 was at 99.9% right now the class of 2025 sits lower at 5.8% however by the end of the year with the three industry recognized credentials
018that we've added for this school year um and those having been completed by the end of this school year we're expecting that to increase to approximately 22.6% for our class of 20125 so much more room for growth but we're um happy to see the projections with the efforts we've made um to improve in those areas and last we just want to invite a couple of the students that we talked about earlier some of the some of the members of our skills USA team that have continued to see success in every competition that they're in with a variety of background so if you guys want to come on up they just are going to share a little bit about their experience at high school hello uh my name is Noah kwalk I um I'm uh I've
019been within a bunch of extracurricular activities including skills USA National Honor Society and football and each of these have taught me tons of things um especially skills USA um I've met many people that um have similar interests as me and um saw me a lot just meeting them and uh just communicating with them and then um so having having those opportunities is um really great for me thank you thank you U my name is Christian egel um one of the main reasons I chose dur on high school as the high school I wanted to go to was because of the teched department U my older sister graduated as I was becoming a freshman uh spoke really highly of the school uh so I joined in as a freshman was in all Woods classes Autos classes
020manufacturing classes all the way throughout um and that led me to getting the job that I'm currently still working at at Uptown Motors uh for auto department in my junior year um and that led me into senior year we now I'm a part of the early release program so I get out of school at 1 going to work every day um and that's allowed me to get my tech school After High School completely paid for by my place of work and Lead Me into that program um and I've been able to further grow my skills through the skills USA program going into competitions being involved in that scene and getting used to what it's going to be like after high school H uh I'm Evan Schmidt I'm a president of the skills USA club I'm
021a team captain for gton power uh two years ago I competed in a state competition through skills skills USA uh for culinary arts uh took first went down to Atlanta uh placed 26 out of 43 uh last year I placed third in the state competition and then just being able uh have those opportunities and have classes in school to allow me to do that um right now I'm a head cook and kitchen manager um and then I'm I'm also leaving school early to which allows me to do that so it's just great to have these opportunities to expand thank you youant right thank you everyone thank you for coming you thank you [Applause] 3D wasby resolutions Miss higin batham uh the 2025 wasby conference begins on January 22nd and runs through the 24th at the
022beard Center in Milwaukee it's attended by school administrators teachers board members and many others who take interest in the state of education in Wisconsin attendees are given the opportunity to visit multiple vendors and listen to speakers on various topics that are impacting our education in Wisconsin as part of the conference there is a meeting of the Wisconsin delegates to discuss and vote on the 2025 proposed resolutions the 12 resolutions to be discussed are included in the board packet the outcome of those votes May ultimately impact such things as school funding licensers for pair of professionals literacy programs and standards and accountabilities for the state schools so if you want to take a look at the packet there is one change um on the very first page resolution 25-01 Blue Ribbon Commission on school funding it
023says to create the wasby supports all 20 of the recommendations is actually amend so that's just a a quick change but otherwise if you uh take a look at these resolutions if you have any questions or input um I would appreciate um anything brought forward pretending to these lists just reach out to me via the district email um by January 17th um understanding these resolutions could potentially impact our district so I welcome any opinions thank you um I served in that role prior and I can tell you the convention floor gets a little interesting at times there's districts from all over the state um with various needs and responsibilities so good luck to you we'll take a look at it and please um give Kime your feedback in regards to the was solutions that have
024been uh presented forward through the process I would just add that if as a board if you look at multiple topics here these are things that have been brought up through committees throughout this past year specifically if you look at um School accountability and conversations in the teaching and learning department or um committee um so please share your thoughts and ideas with missen Botham as she votes on behalf of the school district thank you um e Village of Germantown liazon reports uh this is word I believe the first time this way yes so we we categorize this as uh Village le as on reports as we know that Mr eer Miss hien BN and Mr Pollock serve in various roles within the board so monthly we'll have this as a standing agenda item there may
025be zero discussion or there may be heavy discussion based on your roles as Liaisons to the village and as a arm of the school district um with that I'll open it to Mr poock if your cks and Rex had any meetings between between the last time and now we have not had any meetings between last time and now so I have nothing to report s bath the E devel Economic Development Committee commission we have not had a meeting since I last sure um I did attend the Planning Commission I serve as an advisory role non- voting member of that for the school district and that is a village um Germantown Village um commission so I'll just fill you in on what what was all discussed at that time they had one unfinished business item um
026this was opposed A 51 vote this is the 1 energy 30 acre solar farm development located near raford Elementary School topic will be discussed I believe in full at the village board um as all topics on this agenda do regardless of um vote go to front of the full village board it just comes with an opposed or or um recommended from this commission um several um during this meeting there was plenty of discussion with one energies who is a company third party company looking to invest in a um in the land that is owned um locally um their business practice is is currently to develop these properties and to Sol farms and then sell it off typically to the local um utility companies at that time uh they did indicate that was their intent for
027this parcel as I said before the the commission opposed it 51 um against with um president Walter citing H safety as a concern in regards to possibly how that vote turned out um new business Sunstar real estate filed an application to rezone 7 acre property at West 140 North 9915 Fondulac Avenue that's develop a 66 unit apartment rental development uh public hearing was held in regard because this is a resoning application um neighboring community members to this proposed development spoke during the um hearing um with General opposition towards its development or approval uh the commission did vote unanimously against the rezoning changes then they filed that with a quick the Quick Trip relocation um this is in regards to Quick Trip on mecan road um being relocated to the old Bank um they heard um
028information regarding conditional use permits site sight sign plan and resoning they were all unanimously passed in regards to that uh those will once again all be held our um a topic of conversation I believe in tonight's full uh village board uh meeting uh they tabled proposed text amendments to building codes zoning codes and subdivision and planning codes um so that will look forward for a different conversation at a later month uh burn building Corp presented a site development and building application for a 1.55 acre outdoor storage area located at n102 west1 192000 Willow Creek Way that passed unanimously and mcha Engineering presented a revised site plan for 21 stall uh parking lot expansion at West 194 north 114 81 McCormack drive and that also passed unanimously uh if there's no other if there's no questions
029regarding that ends my report we will move on to item four citizen comment I do have two uh people sign up to speak I will go over the the announcement regarding citizen comment community members and residents of the Germantown School District are invited to share their questions comments concerns with the school board when speaking citizens to State their name and address for the record the presentation time frame shall be determined by the board president once an indication of the number of people wishing to speak is made speakers should keep comments to 3 minutes or less to allow for others to speak Wisconsin law authorizes the school district to answer factual school to answer factual questions immediately or May provide a written response if information is not available if a response would involve discussion of board
030policy or discussions which might be of interest to Citizens not present at the meeting the board May place the item on future meeting agendas comments May comments that may be injures to school district Personnel or other individuals will not be allowed um there's two we'll have uh two people sign up so we can easily get to both of those with that 3 minute time frame uh I will call you both forward Ivan Lee and Bill gcki I believe is how you would say that it's hard to read you can both come forward please hello um my name is Ivan Lee I am a senior here uh at ghs um I'm an open member of uh sexual and general equality club uh I come here to comment on the gross use of censorship here at the
031school district uh the club adviser for a sage was told to put certain posters down in his room these are School approved posters that we usually put up for career History Month um made by students who are part of sage uh the school proof posters uh were also put up in the uh Club advisor's classroom and a parent came to the school board to complain about uh the use of queerness within a classroom I asked the school board if if they have seen these posters have read them and have seen the contents and I ask if they truly believe that they are a form of pushing queerness onto students within a classroom these are people of these are people who are artists writers scientists who so happen to be queer uh they are representation within
032the school they are but sources for students to look at to read if they so please many other posters are put around from other um from other clubs uh these are these are full of information uh and I'm sorry um uh they're full of information about uh events happening um information about clubs information about the things that their Club talks about but these are simply posters many posters are made and a lot of times students Overlook them anyway they only look at these posters if they truly want the information out of them and this is the students Choice ultimately the tearing down of the informational class Decor uh is less out of fear of indoctrination into being queer but more about fear of showing support for the queer Community here at ghs actions to stop
033available information in schools tells queer students that they are not not allowed in your classrooms many times queer students here feel out of place this is just a fact this is what Sage is for to talk about students who have harassed others for being queer it is a i in AP Language and Composition struggled to to research my essay topic simply because the topic was about about media censorship and queerness ironically two sources of mine were blocked on my device I was told it was because the word transgender was prevalent in the titling it astonishes me that instead of banning video games like Tetris or Geometry Dash on uh Chromebooks uh you instead block research websites uh for students in their own projects that they choose to search um for the simple fact of being
034about queerness or transgender it is a fickle reason there is some reasoning that is uh Missing within certain actions uh this level of trying to stay unpolitical in a classroom actively disrupts learning the disruption of learning affects students immensely does a straight student feel safer in a classroom when it doesn't have a rainbow in it or does a straight student feel threaten because their use of homophobic harassment wouldn't be supported in a classroom that does have one political views are one thing them leading to harassment is another without showing support stopping the availab without showing support stopping the availability of information queer students like myself are put at risk I and many others have been harassed verbally and physically at your schools the reason students who have homophobic ideals seem there seem to think there's
035no punishment for harassment uh for harassing another student based on homophobic ideals the lack of determination you have to support your struggling students a minority makes these students lean easier on ha hate than kindness it astonishes me that you would support hate more easily than kindness at your schools throughout that research project and multiple other classes I've taken here I've learned that censorship and tearing down censorship the tearing down of those Sage posters for having queer information comes from a place of discrimination and misinformation that's just history taught straight to all of us in sage in classes here at your schools and we all chose to do something about it because it affects your whole student body that is why we're here to comment on it if you'd like student life to improve at the
036school and be the best it can be active support of clubs that support your minority students and allowing availability of information to spread from these clubs would drastically help all of us here feel safer all of us here to make a CH change in ways that classes here have taught us how to classes of language history research and science have brought us all here to talk about the indoctrination what the indoctrination of students is the Banning of accessible information actively molds us to be left in the dark and thus hateful the allowance of information allows us to make our own decisions as young adults in high school we all take classes from different kinds of information and are left with no and we are left to inter interpret uh how we will that is just
037what growing up is about there is no stopping that but isn't that just proof of a good school the abil the the ability to have students available to information and have the ability to create a well judged idea for themselves as they grow to be adults the tearing down of these queer history posters is a representation of supporting hatred in your own student body however allowing these posters to exist in space in your class spaces uh shows all of your students the amount of kindness that they can put into the world thank [Applause] you so I'm Bill geni w147 n 9869 Rimrock Road here in Germantown so I'm here to speak on the same topic uh that we just heard about and I think the issue is just simply um censorship and discrimination at its
038core and I think this is a something that happens because we're afraid right we're afraid of different ideas materials or people groups that we might not necessarily agree with but I think as a community we can do better right and when I looked at the materials On The Board website I think we actually have standards that say we want to do better so if you look at the educational goals and expectations policy approved in September policy 2131 right we have goals like academic skills and knowledge the skills and attitudes that will further lifelong intellectual activity and learning exactly what she just said about being able to form an idea and hold some different ideas um as we work through things occupational skills positive work at attitudes and habits certainly our students are going to go
039out into a world that's going to be diverse and they're going to have to face that when they're there if you look under citizenship for example item G an appreciation and understanding of different value systems and cultures and I'm going to remind the board you actually have a non-discrimination policy and I'll read it policy 2266 the board does not discriminate on the basis of sex including sexual orientation or gender identity and its education program or activities so we do have standards that reflect us as a community wanting to be open-minded critical thinking developing those sort of students in our in our um school district and we do have the ability we just need to apply those standards to this situation and I'm very disappointed we haven't now what I'd like to do is first congratulate
040our students right for being very brave and participating in our political process in a way that we would want them to do and I would also like to stand with our faculty I have four kids in the district we moved here about five years ago one of the reasons we moved here was the quality of the education the last couple of years we've had a lot of turnover with our faculty creating additional fear will not help us retain our faculty we need to apply the standards we've set for ourselves and create a good school district with critical thinking and with safe for um the different ideas and different people groups that we have in our community thank you thank you item five consent agenda a approval of November 18 2024 meeting minutes B approval of

042$450 towards Germantown High School volleyball Germantown Community Coalition $500 to the Germantown High School Mesa group Germantown Community Coalition $400 to the Germantown High School Sage group Fox Brothers piggley wiggley 9 98930 to the GSD Athletics and activities Fox Brothers Piggly Wiggle an additional $989 to Germantown High School swim and dive Steve and Becky Wiman athletic training table valed at $100 to ghss ghs athletic training room and Dean and Haley Stevenson $365 donation to be used towards first and third grade field trips at County Line Elementary all right thank you thank you thank you to the generous dor any further discussion see none all in favor I any opposed hearing none that passes uh item six building and ground committee Mr poock thank you uh December 2nd uh the buildings and grounds committee met uh
043for a number of different updates from our supervisor of buildings and grounds Frank Lord uh first off he started excuse me he started off with an update on the long range facility planning process uh mentioning that there was a kickoff meeting that occurred with JP colen and P to to review and go over the project scope Define the different roles and responsibilities discuss the timeline and review key deliverables and I think actually if I remember correctly we had gotten an update uh during the meeting that there there was um actual work happening as as at that particular day um Frank also shared information with regards to kened Middle School HVAC installation uh going through mentioning that the project which had started in July is nearing completion and at that particular time uh if possible due
044to other conditions that may be favorable or unfavorable the commissioning process or the startup process would be performed Frank also provided us a work order report covering 468 different work orders that were completed from the beginning of August through uh nearly the end of September uh identifying for us that at least 2third of the work orders were completed in a week um and that uh uh there were some that were completed after 60 days generally speaking we found that the uh during the update we we found that the priority ratio that was assigned to them uh generally we're coming in at medium so we didn't necessarily see uh kind of an I'll call it a quote unquote abuse of high priority items just to try to get uh those items uh with a little bit
045more attention and at the time there were at least 107 work orders that were in progress finally uh Frank also provided information on the Germantown High School medicis server upgrade uh the system itself uh helps control the programming for various HVAC and lighting needs within the building ultimately the reason for the upgrade was due to an an old 2016 Windows server and that needs to be upgraded to the 2022 Windows Server uh so that that was a vote that we had taken uh with a positive recommendation that would that the finance committee spoke to this evening um so I'll let Mr loath give a little bit more detail regarding that that specifics that is all thank you for vetting that information and sending it on to finance if I could just share that um January's
046buildings and grounds JP Cullen will come and present in person with an update of the work that they've done since this last report and I think it's extensive how fast they work so be interesting to get as I shared with the board I believe on Friday I mapped out this this month and into January and there's a lot of work going on and we've scheduled today um with p interviews with each of our building principles on capacity study as well fantastic anything further that would be it thank you item seven teaching and learning committee Miss hi batham okay um in the December 2nd 2024 meeting the teaching and learning committee took a deep dive into the Germantown School District state report card led by Jake thank you very much um there are a few takeaways
047from this discussion um first Germantown did receive a score of 75.9 and four stars which exceeds expectations this score is comprised of four weighted categories that include achievement growth um on track for graduation and Target group outcomes this year both the state test and the cut scores were changed additionally DPI used a scaled score for the 2324 achievement data which resulted in reduced achievement scores for Germantown School District DPI has recommended that districts do not compare the report card to Prior years in in fact if you look at the report there is only one current year that is actually listed so they are telling you that you cannot it's not Apples to Apples it's now apples to oranges so um therefore um this year is going to be considered a baseline year for the um
048the state report card um GSD achievement scores were higher though than 88.4% of the schools in Wisconsin finally the state report card is essentially one tool in a toolbox full of tools that the district uses to compare ourselves to other districts in the area and state but more importantly it's among tools we use to identify growth in our students identify Learners which might be experiencing gaps in their education but are equipping us to meet the needs of every student um this brings us to the discussion that we also had on act 20 regarding the impact on the district and the steps taken to meet its requirements the purpose of act 20 is to enhance the literacy outcomes for students in 4K through grade three in order to achieve this the GSD of gertown school district
049um proactively worked to align our reading instruction and curriculum for K3 to 8th grade with approving wonders as a reading curriculum um this met the criteria for science-based early literacy instruction in February the district will begin to look at um uh staff will begin actually sorry literacy training for staff will begin prior to 7 July 1st 25 um in February the district will begin to look at Cox's campus in order to um to have training for our our teachers um all 4K through third grade students will be taking a screening assessment called am web although not required our 4K through third grade students took a baseline assessment in the fall the first date required assessment will actually be taken in January at this time if a student falls between the 25th percentile the student will
050then be given a diagnostic assessment called map reading fluency regardless of the results of this diagnostic assessment every student that had fallen below that 25th percentile is um on that Amwood will be given a personal reading plan a copy of this plan and cover letter was attached in the December 2nd packet if you like to take a look at that um these students will be monitored on a weekly basis for 10 weeks at which time a progress report will be sent to parents um the plan is then able to be adjusted along the way so it is a fluid plan for to help our students um if you would like to see the in-depth conversation on the topics presented please take the time to view the December 2nd meeting and then I have B yep

055we welcome Claire Susan Dan Steven and Diane to the Germantown School District team uh next director Noak brought up the up brought us up the speed on the support staff compensation study shortly before Thanksgiving break director Noak met with surrounding School District peers and compiled a base case of information of which we will build off of for coming months uh much along the same lines of time frame methodology that we used in the teacher compensation study in this first step Mike compiled a chart comprised of information he gathered from these meetings uh the discussion around the chart can be found on the YouTube feed and the chart can be found itself in the 12-9 Personnel committee notes on our website uh next step in the process will be to get focus groups and listening sessions

060evening at 6:15 p.m. here at the district office full board item 10A we discussed vouchers and approved um December vouchers uh Britney altorf clarified a few questions for us on the vouchers um and I think a a an important one for taxpayers is if something changes in the tax roles uh that somebody felt they paid uh too high of taxes uh on their house and that that A reduced payment was granted by Department the Department of Revenue um they actually we actually get a charge back for that so for this particular uh end of year we had about one charge back from each Community it also happens if somebody doesn't pay their taxes we also don't get paid and um I've seen chargebacks for that also I'm I'm not quite sure how that works but
061it it seems odd that if somebody didn't pay their taxes we got paid anyway um there isn't a magic uh funding machine to do that you know if somebody doesn't pay their taxes we simply don't get paid for it that's how it works okay next item um Britney went over the 2023 2024 uh budget and fund balance um our I'll give you the cliffs notes version here um the total fund balance is uh at 18.5 5% of what policy is and the unassigned balance is at 14.9% of what uh the total that uh policy dictates we're actually a little over uh what policy dictates but we're trying to uh up the fund balance a little bit each year so that we don't have to go to short-term borrowing um and the short-term short-term borrowing typically
062would come in uh either late summer or early fall um and and the reason for that is is for those who choose to pay their taxes um at the end of July we actually don't see those funds in the school district until the end of August I believe right so it's another one of those things that uh could cause us to short-term borrow if we don't have the funds and fund balance to make it you know through that tight spot in the budget all Mr L I just verified in policy the language says no less than 177% oh okay so we're getting there we're not quite there yet I believe that was established as a goal we created that I believe last year through policy committee okay um next item was uh Britney went through
063uh Esser funds and this will be the last Esser report because the um we had to spend all the Esser funds this was related to uh covid-19 and the we we have used all the funds appropriately uh one of the last big projects was um I kind of wish Frank was here for this but uh we completed uh HVAC in Kennedy Middle School so there were a few sections of Kennedy Middle school that were not air conditioned yet and um I believe the school is 100% air conditioned at this point the other other part of that project was included putting uh ultraviolet filters um in the air handling system in an attempt to kill viruses you know that would be going through the uh HVAC system so one of the reasons for uh completing this
064work at Kennedy was because Kennedy is a school that is predominantly used for summer school so we've got that project complete and uh we made the best use of Esser funds that we could I'd like to thank Britney and uh Dr Ryder for that and anyone else that was involved I'm sure there's many more I just don't know who they all are uh next item is full board item uh 10B we covered this in uh building and grounds committee and we also covered it in finance for the dollar amount so at this point um the finance committee brings forward a motion to move forward with a positive recommendation to the full board to approve a ghs medicis server upgrade through Johnson Controls for the amount not to exceed $166,000 funded out of the Capital Improvements

067work hard uh they usually meet the first Monday of every month um not every committee meets every month and not every member is a member of each committee however just about every member shows up to every one of those committees and participates in discussion so while we always offer an opportunity for discussion prior to vote um and we we do take that from time to time uh it does help us Focus this meeting because a lot of that discussion happens a week week or two prior to this full board meeting um and then any thoughts or concerns that come from those discussions can be flushed out uh prior to reaching here um and and continue to conversate if if it it requires that at this meeting um but I I just wanted to kind of
068go over that that's a process we've um committed to and I appreciate the board members and and administration um commitment to uh continuing that process so thank you um with that we'll move on to item 11 new business discussion action approval of administrator contract Dr Chris reuer thank you um this evening we have an administrator who's two-year contract will conclude at the conclusion of this fiscal year June 30th um so the recommendation this evening per state statute 11824 is to offer a two-year contract um to Mr Andrew Rooney assistant principal at the high school um at no less than his current salary is outlined in here he's um done a great job in his first year and a half and you'd like to continue them on in that position uh moving forward um this well
069I'll entertain a motion and we'll move to discussion I'll make a motion to approve the administrative contracts for Germantown School District administrators presented for the 2025 through 2027 school years with the salary increase to be determined after July 1st 2025 on an overall percentage amount determined by the board and individual administrator AMS determined by the superintendent second second Mr Brown with the motion Miss higin batham with the second any discussion um as I was going to say uh this contract comes off cycle alcohol from our other administrators at the high school I I would say with every other administrator in the school district Mr Rooney is in an odd year compared to every other administrator this will happen again next year at this time with the rest of the administrative team that we recommend forward
070to the board for a new contract so it's just somewhat by chance it's somewhat by chance yes he was hired in an offe compared to everyone else um and rather than offer a one-year contract we feel it as the statute says administrators can be offered a two-year he's we believe he deserves that and um in his best interest as well as the district and that's been an open conversation with the administration in um yeah personnel as far as um what he would prefer sure um and we choose to accommodate that he's done a fantastic job we saw him here this evening uh as part of that team and the nucleus of that team Mr Smith and the rest Mr Fox and those guys are building fantastic group of people so correct all right any further
