and to the republic for which it stands. One nation under God, indivisible. >> So the next item on the agenda is delegations. And there was there was nobody signed up to speak under delegations, but if you're here and you didn't realize you needed to sign in and you would speak up now, you're more than welcome to speak. mouth but um so I'm here speaking on behalf of Virginia news and um not only as Virginia but as a parent and grandparents and all the things that we do in the community. I've been involved with campaign schools for nine years as a student, many, many years ago. Um, 17 years as a parent, 14 years as a grandparent, five years as a substance abuse prevention project director, and three years as a newspaper publisher. So each of

those experiences have brought me feelings of joy, accomplishment, pride, and unfortunately frustration, and multiple times a broken spirit for myself, my children, and my grandchildren. My broken spirit came every time I experienced the attitudes. And I don't want this to come sound flippant. I don't want it to sound redundant because I've been here before and I never seem to get anything accomplished. But when I came to the um every time I experienced the attitudes at the school of superiority, unsupported when I came to the school to either to help or for help. When my grandson faced expulsion with the superintendent of schools, the family was not offered any help, but rather screamed at and belittled to the point that my daughter went in to a sobbing. That is unacceptable from any board. And it made

me sick that nobody came to her defense. Not one of you that were there at the time came to her. She didn't deserve that. Her son had her son know that there was multiple issues in on that, but it was allowed to happen. I went to another board meeting a few weeks later after that and said at another board meeting and uh you guys went into executive session before. It wasn't I wasn't eavesdropping. There wasn't any missing as I heard Kelly Whitel scream to the top of her lung how these parents had no hope. And again, I could hear you guys talking, but nobody came to that parent. You guys owe your community more than that. These kids deserve way more than that. And as somebody who's an advocate for this for my family, for

the school, and for this community, I am begging you to take a look at what's happening into our schools, and let's all take responsibility for it. that we've all sat silent too long, that parents haven't shown up, that teachers haven't done what they should have done, that administration hasn't done what they should have done, and and stop saying that we can't answer you, but give parents answers whether if you if they come to you at a board meeting with a question, there is nothing stopping you from saying that you'll get back to them later. And I've heard worse say, but you can write them a letter. You can write them an email. You can call them when they get home. And you can give that parent some kind of peace. But just because they've got

a troubled kid doesn't mean that it's because they created that problem. The world creates that problem. And we all have to take responsibility for it. What else concerns me is the behaviors of Calhoun County is that the faculty doesn't seem to want the same attention that the kids do. Believe me, there have been multitudes of times that I have wanted to walk out in the end of that school and speak to a teacher the way that Kelly White has spoke to those kids and she and they would have had it coming because they're being paid by public funds to take care of our kids to teach them and they're abusing them with their attitudes and their mouths and nobody's doing anything and I can't stand by and watch it continue to happen. I beg people

to come to the meeting tonight. have several parents here, but they're probably here for putting this on display and I don't want to put a dam on that because that's not why I'm here. I've got a list that I'm getting ready tomorrow. I was going to give it to you tonight, but unfortunately more people called me today with more things to add to my list of impropri at the board office at all the places with the exception of the only but I don't want to have to I don't want to have to be here again in a few months with another surprise from from a felony or something else that's happening inside of our school and nobody I've asked for information. It seems to be readily given to any news agency but me. Well, you're

about to take Bridge News a little bit more serious than what you have. I've tried to be a good news. I've tried to be a supporter, but you know, the school won't send me one blessed thing. I have to get it myself. And they and they say, "Well, you should have time." You know how many people tell me to get it myself? Multitude. Somebody can help. And you can start by helping your children by making sure that they're publicized in a good way in their journey. I sincerely hope that whenever I give you the information that you don't take I'm not out to blow. Believe me, I'm not. I'm not out to get any teacher fired. I'm not out to get any staff member fired. I'm not out to get rid of political figures. I'm

here to help solve a problem. That's all I want to do. I've got four more kids coming up through this. I don't want another expulsion hearing because you guys didn't understand special ed. If somebody should have if anybody should have understood a special ed should have been board of education but they didn't and praise God he made it through and he didn't make it through. >> Thank you. The next item on the agenda is recognition. Uh we will start with um we will start with our student recognition for GSA um standard. Um the first category that we will do is related sorry English language art. Yeah. I'll go. What do you want? Okay. Great Baker. >> Congratulations. I don't want to spoil the fun. You might want to sit close. [Laughter] >> You want them

up here? Uh, >> Kimberly Burch. out one two. Congratulations. How you doing? Congratulations. Okay, congratulations Our next standard for M bracelet Baker. [Music] >> Oh, Jimmy. I think watery. and you jar. [Music] Good job. Next winner is the 2025 news live soft show himself. Super excited and proud for all these kids. Um I'm just now getting into it with my son. But know that Jason can talk about where the life where the program started where it's at now. >> Um and you guys talked about the other day starting at you home now back. Um so our livestock show and committee has done a bad job um in that and this kid put a lot of time effort um into these animals. Um and this was I don't know if it was the highest ever but

it first ever $100,000 for our show here downtown. So that goes out to the east but also the car reach out to the buyer. So you know that leg works good. Hello re Parson Rabbit and grand champion uh marketer grand champion market rabbit reserve grand champion Peter Pepper for grand champion market goat. Reserve Grand Market is grand champion of market reserve grand champion. Hello, Grandion Market. Arnold Grand Champion Market. Beautiful. >> The next item on the agenda is the local school improvement council presentation. Arnold Elementary. Okay. All right. So, um, welcome to Arnold Brook Elementary School. Thank you all for coming out today to to the board meeting and to hear our LSIC presentation. Um, have several teachers here to present to us today as well. Um and thank you all for for coming out.

So Arnold Elementary School, we say this every day in the morning is a place where children and adults work together so we can become the best that we can be. This is our mission statement. This is what we strive to do each and every day is to make sure that the kids, the adults, we're all working together so that we can make Arnold Elementary best place that they can be at that time. And our senior plug, we also say this every day. Every day I will strive to improve, notice good, encourage, and respect. So this is something else we we something that that we strive to do so that everybody in our school feel comfortable, feel safe, and can learn. What's new or changed at Arnold Elementary School? So, um, Melinda Jet, she's in first

grade as a long-term sub. Michelle Go, she moved to fourth grade this year as an aid. Michaela Tony, she's in third grade as she moved there. Na poor is new to our school and she is title one a and works with student services. Jessica Hardway is communities and schools. Mariah Glastoff, she's our new music teacher. Heather Cummings has moved from so to a preschool teacher this year. Amanda Elmore, she is a preschool wave. Samantha Moles is let's say the the children in school pro in school pair professionally. Stephen Deer um he came to us last year but we didn't get the chance to recognize him this year so we took that opportunity this year. Autumn Lily. She's our new school nurse and she's going to paint us in Pleasant Hill. And we also have our

card which has been really fun for our kids. They give art every Tuesday or every other Tuesday and they're they're having a good time with it. Our goals this year as a school um team achievement will show a 10% increase from the beginning benchmark to the ending benchmark. It's an academic goal that we have support the community in the development of our students through communication and engagement activities with 95% satisfaction. So we have things like parent socialism and so forth for them to come in and many activities all year long. And the last one is to increase the school attendance rate to 93%. And that's where we'd like to stay and kind of move up to 94 95% goes on. >> So I get the pleasure of talking to you about our science of reading

goals. Our English department here has been working really hard in the last couple years to incorporate the science of reading within the ideology over how students learn to read and it's very evidence based. So our K our kindergarten for our first grade goal is that by the end of the school year the percentage of students in K1 reading will be reading or above grade level will increase 5% from the current baseline data based on our STAR early literacy assessment. We take that assessment at the beginning of the year. We take a progress monitoring at the middle of the year and then we'll obviously know if we achieved our goal at the end or closer in the spring. Our second through fourth grade goal is to um increase of the students at grade level or below

or above but we'll increase for the current baseline 48 to 58% as measured by the star reading. So they take a little different assessment than the K1 kiddos, but basically the same kind of information that we'll be giving. So I'm going to talk about the GSA scores. So our third and fourth graders take the GSA in the spring every year. So they're tested on reading, writing, and math. So their reading and writing scores are combined. So hopefully I'm not in your way too much. But for third grade ELA, the orange bars represents our students. So Arnold, yellow bars are the state. I'm trying to find the best way. Um, so for our kids, for ELA for third grade, we were at 55% proficient and the state was only at 45. So we beat the state

proficiency rate there. For third grade math, our proficiency rate was 64%. The state was 53. So for third grade, for ELA and math, we were above the state's proficiency rate. for fourth grade for both ELA and math our proficiency was 47% and then for math or the state for math and reading was 50 so didn't quite hit it for fourth grade but we were very close so I'm also going to talk so one thing that we added this year um Maria talked about the benchmarks we added a new one this year that's based more on GSA so our third and fourth grade students take took that at the beginning of the year. So for our third graders, this is a brand new test for them. Um so once again, the orange is where our kids

were at. The yellow is the state. So for the orange for us, we were at 22% proficient for ELA third grade. So maybe a year that's not terrible considering they've never really seen the test before, while the state was only at 13%. And then for math, there was 15% of our kids proficient. Um in the state, it was 6%. for ELA and fourth grade our proficiency rate was 34% the states was 24 and then for fourth grade math um our kids were at 29% and the proficiency rate for the state was only 11%. So for the beginning of the year we are above that mark um they'll also take it again in December and then they'll take the actual GSA at the end of the year. All right. So, um, like we talked, we always

take our beginning of the year benchmark because it obviously gives us a good insight on our kids. Um, as of that those results, we can see that our, this is for early literacy. 62% of our kindergarters who are at or above proficiency in reading and we have 52% of first graders who are at or above proficiency. We have 37% of our second graders, 52% of our third graders, and 58% of our fourth graders. And we take this information to help obviously figure out what groups need a little more intervention and all this information and that helps us get our kiddos successful and grow throughout the school year. Our beginning of the year math benchmarks for 25 26 kindergarten through fourth grade. Kindergarten started out the year at 38%, first grade at 48%. Second grade 63%,

third grade 39%, fourth grade 50%. All in all, not bad. Every day I will the very first thing on strive to improve and here we want to make sure that we're modeling that for our kids. Um we want them to improve so we have to improve. So what are we doing to improve here? that meeting student assistance team meeting any kiddo that is struggling in any area they're going to have our whole team right working to help them um common grade level planning so the third grade teachers have planning at the same time so that they can discuss you know how are we moving these kids forward content PLC so PLC's professional learning committee what is it we don't anyway content. So content area means that the math teachers are all from kindergarten through fourth

grade all the math teachers are getting together so that if there's maybe a gap in our curriculum between kindergarten and first grade we can say hey our first grade teachers can say hey you know what I need these kids coming to me knowing this we need to work on this so when we meet content area we can discuss those gaps and make sure that we're working together as a team from kindergarten all the way up to fourth grade school climate and safe and orderly PLC's um all staff members are part of these PLC's positive behavior intervention support. So we recently are implementing PBIS in our schools or in our in uh Arnoldsburg and um a lot of excitement about that. The big idea there is we have to teach what we want to see. We

want to see behavior, we've got to teach that behavior. So PBI, what's the word I'm looking for? PBIS, that's the model there. Teach what you want to see. um academic reinforcement. So title one say the children science of reading UFI phonics number talks um focusing on those academic instructional plans reviewed and updated. So it's not just a one and done. You know we have instructional plans but you know what we might have to make adjustments. So instead of just a one and done review them revise them as needed. Um using data to guide instruction. So as my colleagues were discussing the data from the beginning of your benchmark that lets us teachers know what we can work on um data talks with students, families in our PLC teams um with administration and district office. This

is the West Virginia Department of Ed tiered system of support. So we've got title one doing pull out and pushin services, tiered intervention and data driven. So, they're grouping by the kiddos that need to work on the same skills rather than just saying, "Oh, here's the group that's struggling. We're just going to give them this." Like, well, where where are they struggling? What specifically would they need assistance in small group instruction? Um, expectation station and positive behavior intervention support. So, that's again teaching them. We want to see a behavior, we teach it. So that expectation station is about again reviewing it, showing them what we need to do. Goal setting using STAR and math benchmark assessments, progress monitoring using screener, uki dictations, and teacher made assessment. Um, always progress monitoring because that's what guides our

instruction. That's what tells them, you know, oh, they're struggling here. This is what I need to work on. um and save the children the skill building of reading. >> Did did we pass at some other point that sounds very familiar? I don't >> Okay. Okay. Thank you. Yes. >> So like Mrs. Hill said, Saba Children kind of redid their programming this year. So it went from module to days and research. So they do those with kids kindergarten all the way up to fourth grade. So they'll work at a skill one week and then the next week they do real labs. They focus on building that vocabulary and fluency. And then we do similar pro uh programs in the after school. So we have the after school expire. Um so like I said read lab, skill

building, healthy choices. We do homework help, math, small group instruction and other technology. We're super thankful that each student has a their own device. So we definitely utilize those to access instruction and lessons. Artist Dana, she's wonderful. She's always helping us integrate technology and support us. Our students have access to lots of digital resources and learn wonders and waggle. So wonders is our ELA program. Waggle is the math component. Um GSA interrum. So those are like the practice tests that the third graers take to get them ready for the GSA in the spring. Um Quaver, that's the music program. Isl.com also helps them practice skills. um developmental guidance. So we have a tier developmental guidance schoolwide on grade level. So every morning at morning celebration um Mr. Johnson goes over the world word of the

week and then grade level whole group instruction. So we do that in our classrooms and also Miss um one of our new aids will also do developmental guidance with our students and also small group instruction and then I know Westbrook also comes in and does the two So last year we developed a team here at Arnold Spur to be our PBIS team which is our positive behavior intervention support. We spent um I think four trainings at Flatwoods at different times throughout the year. So it took us half of the year to get this. While we were at those trainings, we were working on what we were going to do to have our school become a PBIS school and implement that that those procedures. Um, we our team decided to come up with the schoolwide expectations

of be safe, be respectful, be responsible, be present. If you would look behind you, we have these flyers posted all over our school building. And then those are things that we do remind our students of what are we doing to be safe in the cafeteria? What does that look like? What does it look to be responsible? What does it look to be respectful? What does it look to be present? Um and like Miss Hill talked earlier. We want to teach the expectation and not just give a consequence for the incorrect behavior because if we can teach the behavior, we're going to have less behavior. So that is our goal. Some things that we are doing with that here in our school along with doing obviously teaching those behaviors frequently is we have um retraining at

the end of the day where if you're struggling going to the bathroom and swinging on the bathroom stall, guess what? You can go have some retraining on how do we do those procedures there. Um, if the offense becomes more of an issue, you can go to a lunch expectation station, which also has a reflection piece where they have to write a little or tell somebody to write it down for them where they have to, you know, do a little reflection. And then the probably the thing that we have the most buyin from for our students is we have golden ticket. And if you'll look under our huge stinger, we have prizes and some clear boxes. Each week each staff member and even our aids and custodians cooks are given 10 golden tickets. And so we

are looking for students who are doing the right thing and we give them that golden ticket to put in the prize box of their choice and every Friday we draw for a prize. So if I've got a line of students who are getting great in class and I see that um I'm gonna take on my and I see that Brier Arnold is standing in line correctly. I'm gonna say, "Oh, Brier, you're standing facing forward, hands by your side, and talking quietly. Here, here's the golden ticket." So, that obviously encourages the other students who maybe aren't doing good things to, "Yeah, I need to be doing that." So, that's been really successful here. So, that's all about our PBIS. We are still working on implementing it. We are we met with Terl a couple weeks ago.

There's still some components we have to do, but we um did learn that we are going to be a PBIS model school where other um schools from the state are going to come in and learn from us. So, that's super exciting that we put in a lot of hard work and we're being recognized. Save the children early steps to school success. Suzanne Allen is our early childhood coordinator. Um the program goals are children will enter school with skills for school success. Families will have the knowledge and skills to support their children's education. Home school connections will be strong. Early childhood knowledge and skills in the community will be significantly increased. Children enrolled in age zero to three and three to five. The early childhood raise a reader backpack exchange. And I can tell you that's

pretty popular. The kids like that a lot. And home. There's some pictures of the program. So our next slide here we have our communities and schools. Uh as we spoke about previously we have a new CI coordinator who's Jeff and we're glad to have her and one of the big things that she looked at is our attendance and one of our goals was our attendance. So the thing that she's doing with that is our person is attendance board each month for you. You look behind you right there. Each month she's tracking our board that all the students see during lunch morning celebration. Each grade level each month they have that and with that they get a reward. Um I know we they've already done a staff student. We've done I know they have a pop

for last week. So it's really encouraging our students to get to school and get a reward with that. And I know our classroom teachers are keeping track of that. two weeks there into her and her also did component with the community and schools engagement. So she's collaborating with our local business organization seems kind of like that school partners outside encourages our community members activities. sometimes kind of hard to get parents involved, but she does a really good job. Also, she does random birthday every month. She'll update that with our birthday. So, with CIS is obviously the the component of our community partners. And here we have a few banks, mini Hope gas and deal small town LLC apex town library hospital and stuff. So a lot of these a lot of these community members donate

special supplies here. I know a lot of our PBS initiative toys and stuff. They donate I know they do backpack program toothbrushes, toothpaste. So they very All right. Parent teacher organization. Our president is Holly Swisser, vice president Stacy Samson, secretary Beth Nicholas, and our treasur Beth Harris. So, our PTO is very involved. There's here in the school almost every day there'll be one or two people here helping. Um they're doing things like field trips with our kids. We've gone to the pumpkin patch, movie theater, clay center, sky zone. Um very involved in the molasses festival. Um they essentially run our book fair from getting stuff off the truck, setting it up there to help the kids pick out books, make wish lists with them. um other school events. Um they do special things for teacher

appreciation week and um running Santa's workshop. >> Oh, we have several family engagement um opportunities for family throughout the school year. who has participated in those uh open house molasses festival veterans day the book fair that sa just mentioned PTO meetings talk about we've had some suggestions and maybe some meetings this evening for working parents um our words assembly end of year celebration GSA Olympics three jump start like I said and bring them to the event that the community seems to really enjoy with that. Some of the family basement pictures, grandparents day, welcome back to school. We did a lot of photos for that. So this is our second year of our pass soccer program is a nonprofit in county. I was involved in coming to high school and college. So I was able to

last year start our first soccer program. Um, so we travel between Arnoldsburg and Spencer and also this year we'll have two games here at Armsburg, two games at Spencer and it's not just Arnold, it's actually all coming and we also have student Pleasant Hill FCCA. I know this year I have only 50 students just for the fall. I know some of you might saw we had practice out there. So that's a big number. We have double what has which is pretty impressive in my opinion because they've had it for a long time. We have two sixu teams which is 3 to six to 8U which is uh seven to eight and then one 10U. This is the first time out of the 10 year the oldest did. Last year we had a good turn off

eight. So we had a lot of like I said the games we played. So, it's pretty encouraging to see alternative options given to our students. I know a lot of kids here practice at games this week, Thursday, the 18th or the 16th. So, if you want to come out, they'll be at Arnold out here. I know last year when we had our in the spring when we had our game here, there was a bunch of people out. So, that's good for us to have have our students offer that. >> Yeah. We want to welcome us the deal tomorrow. Y >> yeah that's that's >> what time >> uh probably 5:30 to start out and then we'll work >> okay and as you guys all know many of you were at the coronation molasses festival is

our biggest fundraiser throughout throughout the year. This year we raised 13,67ome dollars I believe is the number. Um and it's just that's what we do field trips with. I mean PTO does so much for the kids and that money makes it possible every year. And like I said that's they do other small fundraisers throughout the year but that's the major one. We'll have our local school improvement council members, um, teachers, Connie Summers, that's myself, Kelly O'Hara, Maria Arnold. Our service personnel members are Jessica Hardway and Erica Halchin. administration of course is Mr. Johnson, our principal, community representative, Don Helmet, Kirstston Perkins, and our parent representative is Britney Carson. >> Thank you all for taking the time to listen to our presentation today. Um, we really appreciate you, you know, being attentive and and listen to

what all the good things that are happening through the school are. Um, we'd like to first of all say happy birthday to Mr. Fitwatter. All right, we need to write his name up on the birthday board and also we do have some food that the staff has put together back here if you like that. And we also have some student work up down the hallway as well. you have any questions for us? >> Thank you so much. >> And thank you all very much. >> So I think at this point we'll take a 10 or 15 minute break to let everybody enjoy the refreshments so that we can do these student work. not a one teacher and I really um and I said it last surprise that when you look at the first benchmark in

all three schools um there's only a summer slide sometimes larger than other I didn't take the summer slide and then now is there a couple students that had a major slide? Absolutely. But whole group I think we're farther ahead at the beginning of this school year than we were in 2024. So I'm excited that all three schools have put into it. I'm excited to see what our our winter benchmark looks like for their students. they prepared um for the benchmarks and their CFA models and hopefully next year we recognize a lot more. Um they know they were each attendance report um as of through October 7th average attendance is 93.62 attendance 19.81 C middle high school the average attendance is 95.05 5 cap rate is 13.55 Pleasant Hill is 94.02 average attendance is 20.96 Arnoldsburg

is 93.49 49 they're calling attendance >> um and and that crying attendance rate then what we really look at the average the average is always above 90 um and it's hard to stress parents and even my wife the provider um how important for kids now so even if they are here if they're not here even if it's a student at a doctor The federal government who knows we know they're somewhere against our understand um current updates. Um, so President Jet mentioned on some of those. I've had a few parents come up to me after um and county officials who in the issue is there are there is information that we cannot um give out. Um it is legally um that we are legally binded not to give out. It's personal information. Um, and I told

Mr. Johnson that I was stealing these from his office. Um, but this is the >> that is the cameras over there. This is the 2024 new law book. All right. 2024, not 2026. 2024. Um, and every year West Virginia legislation makes new law and it's called the green book. And last February they they made new all the green book is 188 pages long. So we had to take this book and merge it into 188 pages of the green book and make code work. And when people ask me how you change code simple you got to go talk to your delegates and senators and those are the ones who make the rules and policies you follow them. Um I will when it comes to students or staff issues I will not give out information. Um you

can let me know you are not happy. Um and for the ones who have called assistant Kelly saying that by code we're legally not allowed to give out certain information bus accident that was reported. Um yes, NCB national safety the national safer. Um there was nine or nine violations. Um this was published in March of 20. Um and some of these are um things that we can't control. Some of them aren't. not going to go um great detail like the first one was um that was posted on the news was not the driver because it was a retired student driver um medical um a random testing of of uh ensure failure to ensure only covered employees during the random drug testing I wasn't a drug that so I so I do not mean a drug

that school. So now um failure failing to prepare um testing days. We are contracted by the state for third agency. actually we use probably similar to to you guys but they come um now depend on weather they can they change it sometimes um we don't get tested the rain no say in that you can't change it um to conduct a drug test or alcohol test and it said right in how that um we got in trouble for over texting because we were sending drivers that maybe were back up to someone charge got stuck too many drug test >> and there was a lot issue nonf physical now but now we had to send a letter to many Hamilton stating that that's not a drug test that too. So, um give a CDL they they want

to do drug test. We have a letter of st not a um dot drug test. So, we are um fixing some of those things. Um all this information inquiry on time um you know nobody says doing it. Um we were putting P1 support. We just weren't updating it to the proper people that been taken care of. And I will let you know that this federal doc they had two write up only two. Um, believe it was two violations and we had to actually uh the response prove that all CDL drivers are in the FMCSA driving but they are and provide a policy that would ensure all CDL drivers will have their Um, and the question department of bad reputation office come to the center office four or five times a year and they go to

our personel file and our record and if they're not going to our personel file record they're inspecting our so you know they are in We have no right to number a temporary one. We don't we don't have a number. So there are some different guidelines that follow scales and some other um so there are some things out there. Um, the reason this is out, this uh NTSC's report is that I gave it to so I'm the one who gave it out. It's public information and there was nothing for us to hide from.
