good evening welcome to the regularly scheduled meeting of the jefferson county board of education on monday april 12th and if you please join us for the pledge i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all all right dr gibson it looks like we have a presentation this evening on truancy yes ma'am you certainly uh do miss um kelly wolf who is our interim director of safety and also has job duties for attendance is going through a presentation that covers attendance requirements uh truancy some information and statistics about this very different year and how truancy and attendance looks differently here and get everyone up to date because we are about to see some legislative
changes as well so miss wolf hey you everyone hear me okay yes ma'am good evening my name is kelly wolfe and i am the acting director of safety my job responsibilities include working in the attendance office and reaching out to families and working with administrators just as students who have an excessive number of unexcused absences now i'd like to thank the board for inviting me to speak this evening and to give you an update on truancy i'm going to share my screen everyone see that okay yes ma'am pogba is saying that i know that all of us can acknowledge that attendance matters school attendance is required by state law students who have good attendance tend to have higher grades they earn higher scores on state assessments students who miss only two to three days per
month while it may seem insignificant on that number can add up to about 10 of the school year very quickly and that can lead to third graders who are unable to master reading sixth grade or two failed courses and ninth graders who end up dropping out of high school very importantly core attendance can affect the whole classroom if teachers need to slow down to catch students up our county's county attendance policy is based off the state attendance code and the department of education policy students are allowed to bring in parent or doctor's notes within three days after their first day that they return to school after being absent they're allowed 10 parents per year excuses can be granted if they have a personal illness or injury or if their guardian is sick and unable to
get them to school they may have regular dental appointments there may be a family calendar etc if there is um an unexcused absence schools are supposed to reach out to families after three days of unexcused absences and again five days an important thing is that they are to ascertain reasons of why the student is accumulating these unexcused absences and determining how they can assist the student and attending and turning that around our county has a student assistance team meeting if a student has over five unexcused absences and this is commonly referred to as an attendance set this is a little different from a set if a student is having a behavior issue or if they have academic concerns and currency can be filed if a student has 10 or more unexcused absences there are alternatives
to students attending in person on this year we do have the jefferson virtual academy for the first time and students can choose to work remotely from home some students are also involved in classes in west virginia virtual of course since this is especially useful if they're taking something that's a little unusual and there isn't a high need for or typing in for a class or there are some schedule conflicts students may also go on homebound if they're out sick um have a medical condition and currently this year with pandemic we are working with their students virtually students may also attend private schools or the parents would choose to homeschool their students and if that um is a choice then they are not jefferson county schools students at that time the parents and guardians you have
a choice of public school or an alternative students who have opted into our virtual academy are held at the same attendance standards they are expected to be engaged and to participate in our lessons they can watch the lessons live or on demand at a later time and that has been in place this year because we knew that some families may have issues with parents working during the day and needing to assess younger students in the evening or there may be families that have issues with internet and they may have to go to a relative's house for example or to one of the places where we have wi-fi access so this year we've had a lot of flexibility and students are given until monday at 8 am to turn in their assignments for the previous week
however unexcused absences do happen students may miss because of a vacation unless it's been approved for the educational value if they forget to bring in a doctor's note or they don't have a note for being absent if they're in person and they come back to school after being out if they're virtual or remote and they're not demonstrating evidence of learning and they're not engaged then they would be marked unexcused as well we have a variety of supports put into place to assist students with their attendance school messenger calls students each day for in-person students who are absent um we also have school messenger calling now every wednesday her virtual students were absent the previous week and we realized that messenger wasn't calling virtual students because with that flexibility of having until the following monday to
complete work if the absence wasn't on the day that all was made school messenger wasn't making that rainbow so now we work with the company to get that implemented schools reach out and make meaningful contact after three unexcused absences schools also send a five-day letter and that letter asks parents to contact the school for a meeting um this year those are done on zoom or over the phone some schools have also started sending a 10-day letter i'm just to further emphasize that absences are accumulating the county office sends a letter at five days as well and we do have the student assistance team meetings that are currently on the phone resume a variety of interventions can be put into place students may have a specific change made they may consider replacement change for example if
they're virtual you may consider if they need to come back in person and vice versa um they look at credit recovery and this stat team may require that attendance have been required at all last session for our virtual students if they find that they're not attending as much as they need to be and it's affecting their grades some additional supports have been written in place teachers aides administrators and our office can call home a lot of schools have shared some very interesting supports that they use such as wake-up calls for students while the middle school has a virtual boot camp a couple days a week to help students figure out assignments they're missing give them extra support we have hot spots which we can provide if families have poor internet service at their location we
also have internet locations throughout the county at schools and businesses schools offer tech support and we also implemented the technology helpline just as families a lot of times i'll recommend students to our soma team that's for social and emotional support and they can contact the families try to figure out how they can assist and what they can recommend sometimes they'll pair the middle school and high school students up with a student navigator to assist them um offer support maybe help with the organization just to see what we can do to offer additional support administrators counselors teachers and our school resource officers conduct home visits and do welfare checks some of the schools drop off packets especially for our elementary students when we went on remote if they were intending to be virtual and they were
having big problems with their internet connection cactus was an optional part of remote students having mentioned the school resource officers can go to the homes especially if we have students that were unable to contact um some schools send reminders to students who are missing live sessions to remind them that they're supposed to be in class an administration at shepherdstown middle school sends out missing new cards our biggest one of my biggest frustrations is when we lose contact with the family somebody just stops attending school we reach out this school resource officer stops by and we lose touch so a lot of these families have moved and so we need to try to figure out where they have relocated to we can't just drop them from our roles we need to figure out where they are
and sometimes we need to assist them with getting involved at their new school in some cases we have had to make cps referrals for educational neglect one additional famous type of attendance is the dmv and so students can be denied drivers permit or may even have their license revoked if they have unexcused absences um this year with everything that was going on with kova we sent a warning letter and letting students know that they were in jeopardy of having their driver's license beer boat and asking them to contact the administration that they felt that there was a problem with their attendance um and then the students who did receive a navigation letter um were able to contact us for an appeal and let me case if we place them on attendance contracts where they sign
that they wouldn't have any more ice use absences for later the school year and that they would they need to also have five credits including three and four classes and one additional support some students can enter the options three pathway to prepare for our task test and that's for the equivalency diploma some interesting data with the high number of absences this year with cova we have 12 percent of our students or the 1 000 students who have 10 or more unexcused absences and so technically they would be um they could classify as truancy cases um looking into that a little deeper a significant impact occurred when we went remote so a lot of the students may have been in-person students but then we went remote they weren't prepared for that and so they may have
some absences during that time unfortunately now that we're back in person that is turned around and when i looked at data from all the different schools and how many attendance staff meetings we've had there have been over 976 so we've done a pretty lengthy job of reaching out to students who have been accumulating some absences we have over 100 home visits and welfare checks by administration and school resource officers and honestly our county office has made nearly 300 contacts for over 130 students many of these students we've reached out several times to try to help them or get in touch with them these interventions assist both the students who have trustee issues as well as other students in the classroom who are affected when their class meets us saying a lot of school um trinity
has to be considered sometimes when the phone calls the letters the stat meetings welfare checks etc do not remedy the problems students continue to accumulate unexcused absences at this time we've filed 30 transit cases this year many of those are for siblings so the number of families is a little smaller for underneath 30. i'm looking back at the data since 2017 and it's significantly fewer cases than what we've had in the past few years um two to four times fewer cases than at this time in previous years the word of the year has been very just trying to be very gracious assist students give them the benefit of the doubt help them with their technology issues bringing them back in person if that's what needs to be done just doing what we can to turn
the tenants around and we are focusing on repeat offenders or families that were unable to contact or those for whom interventions are unaffected one thing to keep in mind is that there is a difference between chronic absenteeism and tribuncy um truancy is looking only at the unexcused absences and other students may miss a lot of school but it could be for health reasons or they may be suspended so the strategies that we would use would be a little different in those two situations i always like to kind of close and think about how to move forward and i think the important thing is we need to fully understand when a student is chronically missing a lot of school what is the cost are there academic conditions are they feeling left behind because they've missed so
much school now they've kind of just given up um do they struggle with organization anyway are there barriers to them completing homework work are there safety concerns need to be considered for example do they report that they're being bullied at school what are the social dynamics are they having issues for example in between class changes and um they're just a little overwhelmed with the number of people in the hallway is that causing an issue is there something going on at home um is the parent ill are there issues with child care are siblings who are just making a little records in the background making it difficult to do homework what's going on at home are there any health conditions that are affecting the student um contributing to them coming to school are they having big
trouble with allergies or anxiety for example what's the school culture and relationships um are there any claws that the school or the student can get involved or a sport is there a caring adult who can mentor the student and it's very important to listen to what the student has to say have they identified the reasons that they're missing school and what is the parents identifying as the barriers to attendance and lastly are there tennis barriers for students with disabilities do we need to have an iep meeting do we need to discuss having a father full plan for student for example can't fit this time to any questions you might have i have some questions can you hear me i have several questions um the first question is um are you the person that maintains the
file on the truant students do you do you mean you do that's your job yes we have the final attendance office um of those 30 truancy cases in the past year how many had meaningful eyes on the child so of the 30 that i guess these are cases that you took to court correct is that what that means the 30 30 that we did file them all in most cases we have seen the children there was um some isolated cases where students have moved away and have not enrolled in a new school system yet but they are technically still on our roles and so there are some situations where we haven't seen the child in that case um for our virtual students a lot of the um stat meetings will involve having that student be
involved and maybe even on the phone um but it is common when we contact the family that the um parent will let us talk to the child and you know kind of verify that they're there and they're okay um you said some schools have the resource officer some schools have policies to send somebody to the home is that not a policy across the board what is the policy again it's coming out really bad but we do have two school resource officers one that's located at jefferson and white washington but they're not limited to those schools alone so i frequently will contact the resource officer officer from jefferson and ask him to go to some of our middle school or elementary schools others administrators may also reach out to law enforcement directly instead of through our
school resource officer but typically most of our visits are from our two resource officers but is there a policy that at a set point you know you get meaningful eyes on a child is there any clear policy it sounds like that it's well you know at this school we'll do this what's the policy and maybe i can help answer this because i'm sorry that you're cutting uh in and out but the policy on meaningful contact if what and i want to make sure that i understand if you're asking does our policy require you to physically go to where the child is and ensure that you are in the same space as them no there's no requirement at the state level there's no requirement at the local level um there's no requirement anywhere in the legislation
it requires meaningful contact so sometimes that's a phone call sometimes that's a zoom where you can see the child um when at all possible it can be actually physically going to the space um i will note that there are some safety issues with that hence the usage of the school resource officers or law enforcement frequently we don't want to put any of our social work or counseling or administrative staff in a situation where they are approaching someone with that with what that person may consider a negative um or or adverse situation and they're unknown to us so okay so there's no state law requiring it i'm just wanting to know if this school system has a policy that at a certain point after a child's been truant that you have meaningful eyes on a child
to make sure the child is safe that's what i'm asking there's meaningful contact it's not necessarily somebody going and knocking on the door meaningful contact could be you call the parent yeah he's sick in bed is that meaningful contact what is meaningful the state doesn't define meaningful contact we turn into them we convey the things that we're doing and they want to rather than simply having a checklist of sending letters which was previous policy they want us to convey and we convey that um both to the state department and when we uh go to the magistrate in a narrative that here are all of the things that we've done and you saw those list of supports here's everything that we've tried to date in order to help this family and i hope what comes across
is this is intended to be supportive and not punitive it doesn't serve us at all to punish families if they already are having issues but at the end of the day if we've tried every support that we possibly can we have to care more about those children getting to school than we do about leaning on parents sometimes it takes that kind of uh enforcement in order to get them to comply because we don't have any leverage over parents except for taking into court yeah again i'm not asking what the state requires i'm just trying to find out what the policy is here well the policy that i provided you and that is in our policy manual conveys that we need to make meaningful contact no man that is not defined as you must go and
have a visual contact with the student in their home or in this space for these many minutes or in this place it's not set up that way no ma'am okay so you're saying there's a policy that you have to make meaningful contact and at what point do you do that and what do you mean by meaningful well as was just presented on there the day what triggers meaningful contact are those five and ten days i'm sure if that question was directed to me um and i catching little bits and pieces but um the schools are required to reach out at three days eight and five days an excuse and in five days i mean the goal is to have hopefully have the parent and the child perhaps the guidance counselor and administrator talking about why
the student is missing or what they can do to turn that around however we have had situations where we've tried to reach out the family numerous times and we were unable to schedule a sat meeting um in that case if if we do end up filing trumancy at that time then i would make a note that contact was attempted x number of times and we've been unable to reach them but ideally after five days we would um have a meeting and following up from a three-day meeting and trying to figure out how to assist and that's the key is figuring out why the student isn't coming and how to get them to turn that around at what point do you check on the welfare of the child that's that's what i'm asking there seems to
be a gap between you know i i get the impression that the system is good about you know identifying when somebody's absent sending a letter or contacting after five or ten days but and then at some point these the parents are taken to court um i'm not sure when when that is but at what point are there meaningful eyes on the child does it ever occur in the whole process that except if somebody is at washington or jefferson because there's the resource officers there but it you know what triggers um somebody physically going maybe sending a police officer to make sure the child is safe so i and i i believe that we've lost miss wolf but if the parents so when you talk about a trigger one number one when we invite parents to
those sap meetings those student assistant team meetings if a parent does not respond to any of our interventions so from writing letters to making phone calls to doing zoom meetings with them for going to the home and seeing if we can contact them it's a progressive if a parent doesn't respond to any of those and continues to accumulate absences yes we file as ms wolf noted in her presentation typically and based on the state requirements we could do that anytime someone accumulates 10 or more absences we do not okay some of this is the schools know their families if they reach out if they need if they've had no contact from this family the family's not responding to any of their correspondence to their phone calls to their sac meetings to zoom attempts to sending
home papers if they're not responding to anything they can reach out and as she noted we pull the resource officers from the high schools when we have to do those meetings so that we have some safety for our staff sometimes it's other law enforcement officers because we have different jurisdictions um but in all of those cases if none of those result in meaningful contact then we have no choice but to file truancy charges from there um is turning in the homework for online is that what marks a student present i that wasn't clear i know that they have till monday to turn in work does that mean they were present just by turning work in or are they marked are they marked every day for attendance the students need to either be participating in the
live sessions um to be more present or if they're not live sessions and watching them later and turning into work so the teacher just needs to ascertain that they are making progress that they are moving forward in the club and um making progress in that class so it could be so if they're present that day it's very easy then yes they were in my class you know they participated but um if not then it becomes a matter of looking to see if they've turned in those assignments on time so it could be that a teacher never lays eyes on a child for the whole year and they're still marked present is that correct if they don't virtual then they're they are this year they could necessarily especially at the older grades um they may not
be in those live sessions which is one of the reasons that next year um when we're looking forward to how virtual academy you know people change next year for students show off that they're going to be required to participate in those live sessions and i think that's very important because we we get to see the children we know that they are actually going to work they're participating um today they're staying on track they're not waiting until sunday night and then trying to plow through all this stuff and get themselves turned in so they'll slide through the class so i think that that would be that's going to be a major improvement for next year it just seems like the virtual with the virtual school um the students can be easily neglected at home by irresponsible
parents and especially if an adult really never lays eyes on them so it's concerning to me that there may be children that you know they're at least when it's a face-to-face situation that the child comes to school you can see a bruise but online if you never see the child you don't know what's going on so that's one issue but the other issue is that i personally feel that at some point there should be a clear policy about making physical contact with a child and an adult looking at the child communicating with the child and not relying on letters or phone calls especially after you know habitual absences i mean it seems like at the point when you're calling a child truant um you know maybe that should be the first uh trigger to start
thinking about you know making meaningful contact for the child's benefit you know their well-being not just telling the parent if you don't come in you know this is going to happen or if your child doesn't come to school this is what will happen but it seems like a policy that favors the welfare of the child is maybe needed does that make sense to you and i think during this normal school year we have never had that situation come up where now with virtual that's something that um we need to consider and and i do really commend the parents that when we make a phone call like would you like to speak with them and i appreciate that capability because um and some of them aren't even able to participate in a zoom call just depending
on their internet situation and so speaking to the the children um and just checking in with others is key important and the parents don't have to have let us have access to the children is that correct i mean if you call and you ask to speak to the child they don't have to put the child on the phone i mean that's a social services you know police department situation i mean that's they have every right to not put the child on the phone and as ms wolf noted we have and we'll continue to file educational neglect charges in cases where a parent repeatedly refuses to give us access to a child if we're asking for access now in all fairness we're uh while we are school system we are mandatory reporters there are limits to
our authority over parents um and we certainly do absolutely everything that we can to ensure their safety and well-being but we have limitations in terms of both staffing and in terms of our ability to force parents to undertake certain actions or to allow us into their home thank you very much for the presentation this evening and i'm sure you guys are going to have your challenges ahead because i think the legislature made some sort of changes to the you know truancy and absenteeism policy and good luck with that actually yes then they they've published they've uh that legislation goes into effect june the 24th so we're awaiting the west virginia department of education's triple down promulgation of those and then we'll get it and then we'll bring the policy back all right well thank you
very much thank you all right ma'am superintendent do you have any comments this evening uh yes ma'am probably the biggest one is as of this friday all jefferson county school staff who requested a vaccine will have received their second their booster vaccine and this friday first time we will run a clinic for 369 high school students who signed up for the vaccines as well so um kudos to the staff and thank you to dr knott for supporting us and getting those out so quickly all right and then we have mr dilly good evening work i wanted to bring you several updates this evening i wanted to thank the social emotional department for their hard work and leadership last week during our spring break i thought they did a fantastic job providing opportunities for our staff

the need for the doe to intervene on behalf of the children and the families the hhh a submitted in march 2020 insults to jefferson county my understanding is the d.o.e has the responsibility to review and vote on the hhra before rifle continues construction or officially opens its factory as explained before the reporting wars request poverty that puts it all at risk the fact that the hhra hasn't mentioned greater or sound insults your intelligence i was small that the construction of broadway until the final action on the report the doe has the opportunity heroes ensuring that the report is completed in a manner that clearly outlines actions that protect our children and that lawful takes the mythical corrective action it does not drive our environment and the health of our community unfortunately you're an action a
simply condoned toxic behavior you can do better our children are wondering better hopefully you have the courage to place the hhra on the vle panel including industries and state officials that behave in a greedy and toxic manner need to be put on notice that such behavior is not welcome in jefferson county but the vaguely story people in the community are praying thank you very much thank you all right and next up we have miss karen buck and ma'am if you could go behind the podium sure that would be perfect i do want to commend all the teachers for everything that they went through have gone through in our continuing victory with this covid my grandson has gone through both the virtual academy now he's back in and it's been rough it's been rough on everybody
including the teachers but i really want to commend all the teachers for doing a fantastic job i just have two questions um one is it a requirement or or for teachers to do the pledge of allegiance every day in their class i'm curious because ma'am this is public comment and we're not allowed to interact with you at this point so we can't answer oh okay you can't answer my questions we can get you answers to your questions but we can oh okay all right so is it a requirement that they do the pledge of allegiance in class every day because the issue came up and it's been nagging me since january that's why i'm here my second question is which all you're probably going to have to get me an answer for does the school
system plan to or are they now teaching critical race theory in the classrooms especially in the lower grades that's my big question i would like an answer for i'll be happy to give you my email my address my phone number whatever somebody needs to get back to me about that supply miss harner with it that would be okay okay okay but those were my two questions um just curious and i just wanted to commend the teachers all again and all of you thank you thanks for having me thank you all right next we have the consent agenda are there any changes or anything to the positive consent agenda is there a motion to approve the consent agenda thank you miss ogden is there a second thank you mr any questions or discussions about the consent
agenda i have questions but maybe it's not it's about the human resources should i wait for another time if it's about individuals we need to no i'm just i have a general question about the positions there's a lot of positions posted and i'm just curious are these uh long-term sub positions why are there so many right now there's like i don't know 30 positions posted so are these just curious that there are a lot of long-term subpositions on here and is that why they're being posted i'm not not talking about here i'm saying that they're available for people to apply for these are positions that are open not on the consent agenda no okay but it's you know human resources so i didn't know this is not the right time to ask no if it's
not on the consent agenda let's just address the consent agenda and if you have questions about the positions i would contact um dr gibson about that okay so we have a motion to approve the consent agenda any further discussion all in favor of the consent agenda as posted oppose all right thank you no unfinished business we've been good lately about finishing business all right next up we have new business action on approval of jefferson county schools 2021 to 2022 school calendar that'll be mr billy welcome back mr daily uh good evening this evening we're asking that you approve the jefferson county 2021 2022 school calendar attached to the agenda this evening all right is there a motion to approve the 2021 to 2022 school calendar thank you mr osborne is our second second thank you
ms ogden any question or discussion yeah i i just want to ask if maybe in the future you could ask the employees what's convenient it just seems kind of awkward to me that you know the board is asked to approve the calendar but the staff doesn't seem to have a lot of input based on when i when i asked the question at the previous meeting the um you know the staff just aren't pulled just seems like it would be a common courtesy to ask them there's a calendar committee that has representatives from the staff on its staff and principles right said no so i thought i mean it's in the minutes i had asked last time do you ever ask the staff i think what she was answering is do they send down a poll
to the staff or a survey specifically to the staff specifically to say okay what are your thoughts on the calendar and you know what should happen or do you want this day or do you want that day and to that answer i think she was saying no but to the answer of the actual calendar committee itself is it made up of staff members who then work with carol whittington to come up with a calendar you know to give us to look at to begin with the answer is yes and then knowing that we do have the two hearings that anyone including staff members can come to provide comment for if they can't come to give any feedback i mean we're always open to whatever just say whatever you want about the calendar it's not like
it's a it's a decision that we decide upon at all until everyone else has kind of edited and staff members have come in the past for these hearings as well all right so we have a motion to approve the school calendar for next year all in favor opposed all right thank you request approval for an rfp to seek bids for fuel and oil for the district [Applause] mr dilley were you taking that one too no i didn't think so yeah please be mr white good evening miss white [Music] um an rfp so that you can see my few little beds this will include antifreeze heating oil number two motorola buses and let it diesel gas if you'd like to make a motion i'm happy to entertain any questions you have all right is there a

of tile at select schools we are seeking the rfp to do so we will be selecting schools this summer that don't have roof projects and other projects going on so you will hear us come for you again next summer to ask that more select schools that need part of it replaced being replaced with titles so this is one of our cultural inventors now we're going to ask for the same thing elevate your motion on it all right is there a motion to approve the rfp to seek bids for the bond project pertaining to the removal of carpet installation of tile at select schools thank you mr osborne is there a second second thank you miss ogden any questions or discussion um i want to be sure that building administrators are in the loop on this
one because in some of our schools where the floors are spongy tile is not necessarily the best thing to be put down on those floors and the noise factor when we have multi layers of schools a first story a second story and third story so please work with building administrators on and i know that's probably a small amount and i know tile is hygienically better to clean and all that but there are a few instances maybe where we don't want to put tile we might want to put the carpet squares or something such as that down good and agreed and i think we can find readable solutions so those at that particular facility or our couple will be for good for doing uh tile in this particular project so that we can research and work
with the administrator to find great solutions thank you so there's a motion to approve the rfp to see fits for the bond project pertaining to the removal of carpet and tile and installation of tile at select schools fall in favor say aye opposed all right thank you very much thank you miss white all right and then possible executive session i believe we do have an executive session for legal with no action is that correct that is correct all right is there a motion to go into executive session for legally thank you mr cable sir second second thank you miss ogden all in favor of going into executive session opposed all right thank you you
