Next on the agenda is the approval of the minutes, which have already been approved by the state board of education. Now, I'll turn it over to Dr. What for the action items of superintendent report? >> Um we have memorandums of understanding with mountain state educational service collaborives for next year uh to provide English learner services. Um that's paid out funds. Uh school bus driver training is uh general

002legal services. Uh Leslie Espire that's paid out of county funds, investigative services out of county funds. A CTE liaison uh paid out of county and CTE funds. They work here Willis with us. And then two full-time certified occupational therapy assistants um out of special education funds. Um we also have agreements with Mountain State ESC and they provide us Medicaid services. They do our billing. They work with us in other counties and that uh allows our people to actually do the work with the children and and the building is done through them. Um they uh facilitate the region two math bill day and uh communication specialist we share with other counties that also all these are paid out county funds. Um we have anou with um for park and playground maintenance agreement for the town of

003man and that's that was effective May 18th. It's $300 monthly basically the town of command. He says that the playground is in the town. Um it is it is board property that they are take care of the mowing and making sure the restrooms are clean and stocked and all of that for us. Um simply because of of the location. It's not nearing our schools, but they're going to do that for us for $300 a month. that will help us and they'll also schedule all the events there like wants to rent properties birthday party or soccer whatever that town was so it will take that off the plate of our principal at high school as far as trying to keep all that straight for that property um we also have with Logan professional counseling to provide

004me mental health services uh to Logan County students at no cost to the county this is done through um some grants Um we are uh with the West Virginia military authority, West Virginia National Guard future leaders program. We're going to have one instructor at the Ralph Rar Willis Center. We um had three instructors at each high school and the enrollment was low. So we wanted to keep the program because it's important, but we're going to have it at Ralph R. Willis and if we'll have the added benefit of it CTE program. So we working with them on that. Um that's $80,000 for that contract. Um we also have a contract for Jay Casus and Associates and they're going to provide professional development from uh June 1st to May 31st. Uh 25 leadership coach coaching on-site

005visits, 40 virtual leadership coaching visits, three workshop series. Um this is for our principles uh to to help them with leadership and and coaching in their schools so that they can build a culture and and and uh we have a lot of young principles. So we want to support them with mentor if you will and and intensive leadership coaching and uh that is paid out of state restricted funds as seven step 7D funds are only for professional development. That's the only thing we can use them for. Um over the past few years are we haven't used them because we had co money come in. So we have a plenty of money to pay for this but uh you know it's it's um other counties have used this group and uh have seen tremendous impact on

006their attendance attendance discipline have improved as well as academic score. So we just feel like we need to invest in our in our educators uh in our county and this is one way that we can do that. So they're going to actually visit through the day with the >> Yes. >> It'll be on site kind of job shadowing access to these people. So it's it's a great way and again we have seven I think seven brazing principles six or seven at this time. We want to make sure that we coach them up well so that they're successful. Um, out of state travel, Chappie Hill Middle School boys basketball team, uh, team camp at Tuscalum University in Tennessee on June 15th, 17th, no cost to the county. Chattville Regional High School boys football will go to

007the University of Pikeville on July 18th and that's paid off school football funds. And then Chapel Regional High School boys basketball team will tend to camp with Tuscan as well the same time as the middle school and at no cost to the county. We have a bid approval for Brewer Fire Company for sprinkler campers at Satanville Regional High School, Chap Middle School, Intermediate School, Logan Middle, Command Middle, and Man Elementary for $36,000. So that's um to make sure those sprinkler systems are repaired and up to code. Um we have a contract with Pride Community Services Incorporated and they'll provide meals uh meals for the prek head start program for 2627. So that's one of our collaborative partners for prek. Um the third and final reading for new policies. Um the new policies are about tutors

008about self harm and eating disorders which is known as Megan's law. Uh mandatory staff training on IEPs and self harm and eating disorders. Vegas law. Again, again, the 3000s are professional staff policies and the 4,000s are service staff policies. And then we have some updated policies and the 3000s and 4,000s that are also listed uh on their third and final reading be uh for finances, budget supplements, uh fund 61, $14,328, uh 19,854, and 2382. Budget transfers are listed as well. uh this time of year we're making sure that uh we're moving the funds to where they were needed. Sometimes you overbudget one category and under budget so we can make adjustments there and those are all listed in funds 61 and 111. Um some invoices we had $815,160 in accounting invoices CTE23,48356 food service 20,27126

009ISA 3278898 permanent improvements $475,22585 and PE card 63-27351 for a total of 1,430,000 $43062.76 and Again, all invoices are available for review in the in the board office. You just need to contact Ron Justice. Uh the personnel schedule is attached. Um I will go through that. Uh for professional, uh we have um under athletics, um we are going to create a girls head soccer coach at Logan High School. um started. There were enough girls interested that we could fully flo a girls bowling soccer team at Logan High School. So, we're going to give it a try this year. We're creating that position. Um we've employed some other people as co as a coach of authorized volunteer and two resignations of coaches as well. Um we employed some substitute teachers effective next year and um uh

010another teacher was employed at fourth grade at Buffalo Elementary and that is from the RIF list. So again we're hiring back some of our teachers that get hired back my head account for you next. Thank you. >> Um and then summer school attending student participation uh we've hired some teachers for Chapel Regional High School for high school there. Um, we're creating a special education diagnostician. This are these are people who test students who are uh that need evaluated for special ed. We're just changing we have two already. We're changing the name. This we we we've always had three, but we had had two for a while. So, this is we're just renaming it uh so it makes more sense with what they actually did. Their their other previous title was evaluator and that just didn't

011really tell exactly what they did. So we try to get that changed. Um we sending a uh a contract extension for 14 days uh for parent education resource center uh person to help us with some end of the year things. Uh there's some leave there um for CTE instructor and then um realigned position u at man middle and man high uh from half half music band at man middle and man high to just music at man high school for next year. Um a resignation chapel middle for bands and a retirement middle. Um uh next on the list is a suspension. Uh Chad Butcher, who was a teacher at Logan High School, was suspended 3 days unpaid May 22nd, 26th, and 27th of this year. And we have a termination of contract. Curtis Collins, teacher at

012Logan Middle School. Um, this was terminated from previously imposed paid administrative leave from February 19th to March 20th and then was placed on unpaid administrative leave from March 21st till the termination date of May 26. U, we have some transfers listed. Um, and again, those are as teachers, you know, the roof and transfer list, they see positions that are open, so they're transferring and those are listed there. Um and under service we have some transfers there uh again due to the riffin transfer. So, we're trying to get people in there. >> And then we employed some painters for the summer and we have a paint crew and we're move, you know, I forget which buildings we're painting this summer, but on the inside, but you know, we're creating a schedule to make sure all the

013buildings get painted on a regular interval. So, that uh but we've hired some of our um current employees to be on the paint crew for this summer. Um and then our depending on needs for summer school, um we had bus drivers hired. Um and uh some corrections we had to make, hired some people from the substitute list, um hired a nurse, some substitute cooks, and then general maintenance subs. And then um we had some corrections uh with aids and again with with all the movement of transfers and rifts, we every now and then we have them at the wrong place, but we've got them where they need to be. So those are listed there as well. Some corrections we needed to make from the last one. Had a couple resignations. Um secretary a substitute aid

014a retirement high school custodian retired and several transfers listed there as well. So again those are based on job openings and reven. So that is the personnel items for today. >> Yes. 017have continued to be in weekly contact with the insurance adjuster since our last meeting uh for Logan Elementary. And actually, we actually talked to him today prior to the meeting. like Andrew and I called him and talked to him and uh his team is working on the report, the final report and should get that to us soon with the associated costs. So they have all the things that need to be done. They're just putting the cost values with those. Um the adjuster gave the team that he's working with until the end of the week to complete the report. So we hope to have it or he hopes to have it in his hands by the end of the week and Baker will have it beginning of next week. Um again, the safety of the students

018is paramount and no decision will be made without complete information and input from share stakeholders. Um Miss Evans uh has met with the staff of Logan Elementary over the past few days and uh we're moving forward with ensuring we have all the necessities for the classroom. Some of the teachers said they need a bookshelf and some other things and we're getting those. And uh as well as other logistical components to students to have additional access to the gym, we've got a plan for that. uh the playground. There's some things we need there and others areas the school needed uh to to have to be looked at for the elementary students in the fall such as different classrooms, smaller toilets, room dividers. you know, there's just some some very some varied things, but we've talked to

019all of the teachers, cooks, custodians, um, principles for both, uh, schools, and they they've been very candid and frankly, and we appreciate that, and we're going to work as hard as we can to get the things that they need so that, uh, again, you know, we got them in there in March so we can get school back going, but now we're stepping back. We're going, what can we what are some adjustments we need to make to that? But, uh, and again, we hope to have that report You know, if they don't, I may drive to Charleston and just knock on their door until they get >> Okay. On the building itself, what is what how much is it covered insurance wise? Do we have a number? How much coverage we have? >> I think it's

020and I'm just guessing it's it's right around um our insurance coverage was right around $5 million on the building and about a little less like 400 500,000 on the contents. So, that's that was our insurance coverage. And again, as I said last week, um, uh, we once we got that information, um, we went back, I worked with, uh, the Department of Education. I said, what was the SBA cost per square foot to build our buildings and we've adjusted our insurance policies in a lot of ways to to so that it'll cover 75 to 80% placement. Um, so we we'll probably have a higher insurance premium in in the fall, but it we'll have the coverage we need. >> They they let you adjust how much coverage you got. Yes. >> Even after what we had

021today, >> I was say, wow, that I want that interest. >> Yeah. But again, so we saw that that was an issue and and again with the man property, we found out there were some things we with baseball fields that we thought were covered were not. We added those to the policies um for our outdoor areas like playgrounds and lights and things like that that may or may not have been covered. So we our insurance our insurance policies meet our needs. >> What's the cap on in outside and inside now with the new policy? Okay, >> they're still working on that. >> Okay, then >> it'll be effective July 1st. They may have made that retroactive the day we talked about it between now and July 1st, but uh Brandon is still working, you know,

022they're working through all that sort. >> Okay. The last meeting we mentioned something about the cost of getting go ahead and get the architect work done. Um >> is that covered by the insurance in addition to what? Uh it wouldn't I I'm not sure how that would you that might be a cost. 023announce that we are will be offering the aviation program at Ralph Haris Career Technical Center this fall in partnership with Marshall University and Department of Education. We're one of five schools in the state or five counties in the state that have this program. Uh the initial program will focus on aviation mechanics which is uh wonderful and and one of our teachers here at Ralph on Willis is also a pilot. He's going to teach automobile mechanics in the morning and aviation in the afternoon and then eventually we we hope to expand that program to actual flying and some other things. But that you know we're starting out with that part and again we're only one of five counties that were selected for this program. Um the three high schools held their graduation ceremonies on Friday, May

02422nd as we all attended and it was a uh it was a wonderful day to see students from all over the county graduate from high school. Many of them uh had earned college credits, CTE certifications, and some of many of them two-year degrees before even leaving high school. So we're doing a lot to prepare our students for the future even before they graduate. Um, last Wednesday I mentioned earlier in the meeting that we go in contract with Jimmy Casus. Um, he came in and worked with our principles to kick off the work he's going to be doing with us. Our principles next year is excited to have Jimmy and his team. And again, they're going to work closely with our principles to help them create a school culture that is positive, caring, and academically strong.

025Um, we have many new principles and several veterans. And investing in our leaders, teachers, and students is how we go from good to great in Logan County. Um, tomorrow we are meeting with our our our principles. We're having a principal meeting tomorrow to work uh and the WBD is sending someone down to help us work on our strategic plans at school level and they're finalized their schedules and work on those. So the principles don't break even though the teachers left today. We're working tomorrow together on those things. Um uh on your table is a copy of West Virginia Executive Magazine and uh we uh this edition has an article focused on on Logan County and it's called of West Virginia and it's called uh blazing trails and he la mountain and this article discusses our

026community revitalization economic development uh they interviewed me about the education programs we have available here healthcare outdoor recreation tourism and the article highlights That's the educational opportunities our students have in the area. So, um, if you want to find the article, not that I know where it is, but it's on page 24. Anyway, >> it's a nice positive article about our school system and about our community in general. Um, we are going to, um, making sure everything here. Uh we're going to be revising our volunteer policy in though probably one of the policies on the next um agenda or in the coming weeks to incorporate legislative changes such as Megan's law which is u we just passed that policy to ensure we as a county have a consistent and thorough review of our volunteers who

027work in the schools because they're also in the schools with our children. We want to make sure that they're properly vetted as well. >> So that's getting more extensive. >> Yes. Yes. level of volunteers and what we're gonna you know obviously you know so we're looking at background checks and things like that to and how to do that and you know levels of volunteers like if they're working the concession stand or versus they're in a room in the classroom or in the school building you know that kind of so we're we're finalizing some of those and we'll give those to you to look at as well um want to wish our high school mini best of luck at the state tournament They defeated Dodridge County yesterday. We'll play Wheeling Central Thursday at 5:00 PM at

028the Marshall University football field. Um, our newly elected board members and I will be attending the West Virginia School Board or Association orientation meeting Friday and Saturday at Canade Valley. I will be presenting in a joint session with other superintendents and veteran school board members on Friday afternoon. So, not only do I get to go, I have to work along there, too. So, that's but that's good. It's it's good thing. Um, and finally, I want to thank the employees of Logan County Schools for their hard work and dedication to our students over the 2526 school year. Um, some of our employees will be working throughout the summer, sprucing up our facilities or working with our students in the summer programs. We'll be offering summer meals at several locations beginning June 24th. When August arrives, we'll

029be anxiously awaiting the return of our students to our Lo County facilities. And also wanted to give you an update on the man light pulse. Um, we were able to uh uh work and and get the I signed the purchase order last week. So, they should come in and get it installed pretty soon. So, um >> that video was for the installation and purchase of the poles. Yes. >> So, all we got to worry about now is getting live getting live stretching. >> Good deal. >> We'll get those installed put in. But, uh you know, we it's joint property with county commission. So, you know, we worked with them and and finally we just went ahead and got what we needed. >> Did they give you a time frame? >> I don't have that. Mr.

Yes, we have one of the uh last week we had several calls from um community uh other some of the private schools in the area. They have some students that may need summer school and of course we are opening their summer school to any and all you know Logan County students as long as we have room. Um and uh uh Pastor Ellis and Miss Evans have worked very hard with their teams to make summer school ready to go. We have the buses, we have the food, we

031have teachers, we have the uh activities we're going to do with the kids. So, we're excited to open it up for all of our students in the county. >> So, even the kids that go to private school, >> they need summer school, they are. Yes, >> that's awesome. 033the admin office. Uh, I think we we've had a really good year. Uh, we've seen improvements in a lot of areas. Um, and and seen a lot of lot of hard work, a lot of and a lot of teamwork. And I think we're making progress in that area. Graduation, like Tony said, I was honored to be a part of it. All three of them great. Really enjoyed them. That's one of the uh that's one of the the happier events that we get to attend throughout the year on the board of education. That's one of the things you get to look forward to, seeing our kids off to the next chapter of their lives. You know, I I just man, I'm I'm excited where we're at right now. You know, we we've got a lot of

034stuff rolling around that we're discussing back and forth on everything from, you know, next year's scheduling to uh programs and and activities for the kids, stuff we can do to make more enjoyable and and to bring interest back. and some of the stuff we're rolling around is going to be real exciting to watch it unfold and and and watch it come out and and and see what everybody thinks of it. And our vocational school, I mean, the stuff that that we have accomplished with this vocational school over the past three months is unheard of >> and there's more coming that we can't share right now. We can't. You hear me? >> You know, a lot of vote schools would kill just just to nail down one of these programs in a three-year period. And we

035have nailed down three or four in the last two months. And that is just unreal. And again, I'm hoping that uh brings interest. I had some unofficial numbers that were shared. I think might have been Dr. uh with our vocational enrollment for next year is through the roof already >> over 300 already. So, uh you know, vocational school is just something that you can't beat. I mean, we're preparing kids to go out and be productive members of society, get them ready for the workforce. So, I'm just really excited just where we're standing right now and and really appreciate everybody everything everybody in this room is doing and will continue to do to to push this forward.
