Before we get into our Principal of the Year, I want to welcome our new board member, Dr. Frank Devono. This will be the second time that I've welcomed him him to a meeting because way back when we hired him 2005, I think it was. Yeah. So, it's kind of nice to do

002a circle around to this Thank you. Thank you. Okay. It's my pleasure to introduce Principal of the Year, Kimberly Green, Principal of University High School. With more than 30 years in education, Mrs. Green has demonstrated exceptional leadership, commitment to student success, and a passion for building positive school cultures. Under her leadership, University High School has achieved outstanding academic results, earning top statewide rankings in science, English, and mathematics. She has also led meaningful initiatives that improve student attendance, reduce disciplinary incidents, and increase graduation rates for students receiving special ed services. Strong advocate for collaboration, restorative practices, student-centered leadership, Mrs. Green has dedicated her career to creating schools where every student feels supported, valued, and empowered to succeed. Please join me in congratulating and recognizing Kimberly Green as Principal of the year. And we have a plaque,

Thank you. >> HOW ABOUT INTRODUCING THEM? >> TONIGHT I HAVE WITH ME Tonight I have with me my husband, Nathan, and my son, Jonathan, who also is Mon County Schools employee. >> I wanted to do that one cuz you adjust as my alma mater, so I'm always picking on her. Thank you. Next up, delegations. Let me read them legalese. Speakers are requested to express themselves in a civil manner with due respect to the dignity and privacy of others who may be

Monongalia County's of Board Policy 0169 states public participation in board meetings states that you may speak no more than 5 minutes if there are 12 or fewer delegations. After 12 delegations, the amount of time that you may speak will be determined by taking the number of delegations and dividing it by 60 minutes. Public comment is not a time for open dialogue among the board members and the speaker. Board members will not answer

005any questions posed to them from a speaker or comment on the speaker's concerns. In short, there will be no verbal interaction from the board members during or after the speaker's comments. And one thing I forgot to announce is board member Shawn Smith is is with us by phone. So, All right, first up we have Patrick Greig. >> Thank you for giving me the opportunity to speak to you this afternoon. I appreciate that. >> [clears throat] >> Good afternoon. My name is Patrick Greig and I am the parent of a University High School Class of 2026 graduate. I am here today because the conditions at last month's graduation ceremony were unacceptable. My comments will be brief today as my wife effectively outlined the situation and our shared concerns at your last meeting. I want [snorts] to

006ensure this issue remains a priority so future graduates in Mon County and at University High School do not have to do not have to experience this experience my son and his classmates had. My concern is not simply the decision to proceed with graduation during a torrential downpour. It is the failure in two critical areas, communication and planning. This board scheduled all three county high school graduations for the same date and time with a designated rain date the following morning. Yet, for an entire week leading up to graduation, weather forecast consistently predicted heavy rain. 7 days out, 5 days out, 3 days out, and even hours before the ceremonies, the forecast remained unchanged with rain being a certainty. Despite that information, the decision was made around noon on May 22nd to inform students and families that

007graduation would proceed as scheduled. To this day, no clear explanation has been provided as to why the rain date was not used. You owe the public an explanation and a rationale for your inaction. If it is the position of this board to celebrate graduations at outdoor venues on the set date, come rain or shine, then at least be strong enough in your decision to set that policy and communicate that policy so you can manage expectations of both students and families. But, if it is the position of this board to establish a rain date, then use it. Graduation is a once-in-a-lifetime milestone. We owe it to our graduates to give them the best possible day to celebrate this milestone. I will always be deeply disappointed by how my son's graduation as part of the University High

008School Centennial class was handled. Moving forward, it is imperative that this board embrace the critical components of communication and planning. Let's make sure history doesn't repeat itself and ensure that future graduates receive the celebration they have earned. Thank you. >> Thank you. Uh next up, we have reports discussion follow-up action construction manager at risk. >> Okay, uh board members uh superintendent Let me see, I got to get my sheet. Uh This is the first time we've done this, so we'll make sure we get it right. Um superintendent recommends that the Board of Education approve the use of the construction

009manager at risk, otherwise known as CMAR, procurement and delivery method for the construction of the new Suncrest Middle School, and appoint the following members to the evaluation committee. Superintendent Eddie Campbell will serve as the chair, architect Greg Martin, deputy superintendent Donna Talarico, maintenance supervisor Christopher Walls, project manager Chris Gillespie, and treasurer Nicole Kemper. >> Okay, I'll entertain a motion. >> So moved. >> Second. Open for discussion. Anybody have any questions? You still with us, Sean? >> Yeah, I'm sorry. >> Sorry. >> I'm here. >> Okay. >> Can I just get clarity on cuz this is new, I don't understand it. I'm going to just say that and probably more than myself does it, but um can you explain A, what does the evaluation committee's responsibility entail, and then what is is William and Schryver >>

010[snorts] >> the project manager or just the architect? And if they're just the architect, who's the project manager? And like, I don't know, explain and then I'll probably have more questions. >> Okay. Um and all good questions cuz this is all brand new. It's all brand new for pre-K through 12 public schools. It is a process that's been used uh in in the the the real world uh for construction, but it's never been used in the state of West Virginia for um for schools. And 2 years ago, the state legislature passed um code as state law that said that now schools could participate in this in this process. Um there are currently three county school systems that have embarked on this journey for the first time. Um Putnam County kind of is leading the charge.

011They're about a month ahead of us in the process. Um Cabell County is a little bit behind us in the process. And and then uh we're stepping through this as well. And so basically, the the the biggest difference between this and what we're accustomed to doing is that we don't have to put this project out for bid. Um Williamson Shriver will be our architect. This board has already hired them as the architect uh of record. Um and they will do all the design, the schematics, um all of the above. Uh just as they normally would in the in the regular process. The difference then is we will solicit interested construction firms who [snorts] want to build the school for us. And it's not a bidding process any longer. Um it would be similar to the

012evaluation of the architects in that process. And that is the charge of the evaluation committee is to evaluate um the applicants of the construction firms that want to build the school. >> So you still put it out for applications, have a deadline for the applications, and then that committee reviews it the applicants? >> Yes, we would short list those applicants. We would collect as many construction firms as wanted to participate. We would then review those. The committee would review those. They would shortlist that just like they do with architectural selection. Uh and then we would bring those firms in and we would conduct an interview process um that we would use a a rubric just like we do now for architectural selection. And based on that rubric and those interviews, we would bring to the

013board um the firm that we would like to use to be the project or the construction manager of the Sun Crest Middle School. >> Got you. >> So, Dr. Campbell >> Yes. >> So, if who quotes a price so that if I'm going to be a construction firm to bid on that, how will I know what what you're asking for to build that school? Who quotes that price so that when they bid for it, that you have to interview they already know that school's going to commit that amount of money? >> We do uh as well as working with the obviously the architect who has given us that price tag and said, "This is how much your school's going to cost to build." Um and the the idea is that those construction managers have to

014come back to us and say, "I can build your school for X amount of dollars." Um once that agreement is made between the school system and the construction manager, that school cannot cost any more than that. The the only the only thing that could change is if something unforeseen under the ground would would come into play like an enormous uh rock basin or something like that that that hadn't been seen um ahead of time. Um but there's no such things as change orders in this process. Uh the intent is that it gives us a better ability to manage that final cost. Obviously, we're dealing with limited resources. We have the money that the School Building Authority gave us. We have what we matched for that. Um Um and this then gives us the control that

015the construction firm um through things that they didn't see or the prices go up in the market. Um all that has to be taken into account by the construction manager. Hence the word at risk. They're the ones that are taking the risk when they say we can build that school for X number of dollars. >> So the assumption's going to be that they're going to bid it thinking it may come in higher based on some of the things that you said. So if it comes in less than what they told you, do we get that back or whatever that money's going to be is what it's going to be? >> There there'll be a good discussion with the school building authority about about the answer to that question. >> I know what their answer will

016be. >> But that that that component is negotiable as it always has been in the like it like I said in the real world. Um but we've already had some some informal conversations with the school building authority because part of that money is theirs, they obviously get that money back. That's going back to them. We could negotiate a return if it comes in cheaper on our portion of it. Uh if if we so choose to do that. >> The The architect works in our benefit or in the construction company's? >> For us. >> Okay. >> So if it does say it does come in cheaper, which I don't think anybody up here thinks it will, but if it does, could we add more to the project? >> Uh if that if we we could. I

017mean yeah. >> I mean as long as we're not >> We have up We have a budget. I mean so we have certain amount of money that we can use. So if if they've said, you know, we could uh So for example, we have an alternate that we're going to put out there on a section of the building. Several classrooms that we didn't include to cut the cost back. So if if the project if they said, well, we can build what phase A we can build that for X number of dollars. If that would leave enough money to put the extra classrooms on, we could go back to them and say, "Yeah, well, we want you to add three more classrooms." >> Yeah. Without changing the price? >> Well, >> Or they would add the

Yeah, they would add that. >> I mean, I I think if um >> If it came in under budget. >> Right. >> That's what I was >> Right. >> I was just thinking like is that [clears throat] why they would want to get into this game because if it does come in under budget and what keeps them from cutting corners to come in under budget so that they have a surplus? >> They're They're reporting >> thinking about what's the risk here. >> The reporting process in this is is so detailed. >> And who's monitoring that? >> Well, we We'll have a We'll have a clerk of the works that does all that. But um this is very transparent. Um the reports that they have to produce uh on a routine basis

019and it's just for that purpose. The legislature built that into the process um uh to prevent any type of mismanagement on the construction manager's part. So, it's extremely open-ended. Uh everybody can see what's being spent, the cost of everything. They really have to to do a really really detailed job of what they're expending that money on. And so, that's being overseen by the architect. It's being overseen by the clerk of the works um that we hire uh who works on behalf of the school system. >> But the CMARs a contract labor. They don't They're not on our payroll. >> Mhm. >> So, just for clarification, clerk of the works is who we would hire. >> Yes, we would pay the clerk of the works. >> Okay. But um I kind of feel like having one member and I don't mean everybody, I just mean somebody with input there. It's a big project. It's a big deal. Our community >> Yeah. The reason I wanted to push it out cuz Dan's not here. And so you know, we I'd rather we were all here make that decision. So we have to I don't know if we legally could do it right now, could we? >> Yeah, we'd have to amend the the motion. >> What's that? >> Uh Dr. Kim would have to make it. >> That's what I mean. Is that what you're saying? >> Timeline-wise, we've got to get this done. >> Right. We've got to get it rolling. But it's something we can revisit at the next meeting or the next meeting or whatever. Since that's why That was my question is if we can change it in the future cuz we may look at it and say, "Yes, we absolutely want some." Or maybe we don't. >> The The committee is late a little bit later in the process, but we aren't even allowed to put a publication out, which for our timeline, we've got to get the publication out now. But we can't do that until the board approves

We are going to make a recommendation this evening. Um we

026do have to have our dates solidified prior to July 1st. That's what the deadline that the state has given us. Um so, I am going to recommend this evening for the graduation of 2027. Um and these all Well, I'll just read how we've got them listed here and then we'll take any questions that the board may have. But, my recommendation will be um that on Wednesday, May 26th, the MTEC certificate ceremony will take place at the WVU Coliseum. On Thursday, May 27th, Clay Battelle will hold their graduation at 5:00 p.m. at the Clay Battelle High School gymnasium. Also on Thursday, May 27th, University High School will hold their graduation at 7:30 p.m. Um 7:00 or 7:30. We haven't made a decision on that yet, but um that's not important. The date is more important than

027anything. And that will be held at the WVU Coliseum. And then on Friday, May 28th, That's backwards. >> Is University going to go Thursday or Morgantown? >> No. >> University Okay. All right. Thank you. I thought that was backwards. >> University will go on Thursday, May 27th. Um and the time will be either 7:00 or 7:30 again at the Coliseum. And then on Friday, May 28th, Morgantown High School will hold their graduation at the WVU Coliseum and again will that'll be a time to be determined sometime that evening 6:30 or 7:00. 028want to make sure that I wish Kim would have still been here because I would have liked to hear why Thursday night is what they I assume the principals decided. >> Uh actually the the principals met with their staff um and their LSICs at my direction um so that this would be a school community decision um as opposed to simply a principal decision or a board decision or a superintendent decision. And I did ask for all three principals to provide feedback on how those discussions went. Um the recommendation that I made to you this evening is specifically reflects reflects um the conversations that were had at the school level with those groups um with no deviation. Um and so overwhelmingly um the university community said that they wanted [clears throat] Thursday evening at that time

029um and uh we have had conversations with WVU. Um they are willing to uh reserve that building for us um and we have been told at no cost uh, for those dates. But, all three schools provided that feedback um, after they met with their LSICs and their their faculty senates. Um, and those were the the dates locations that that they wanted to hold those graduations. They were adamant that they wanted the graduations finished no later than Friday night. >> Is there a reason behind the adamant? I'm just curious. >> It's a holiday weekend, probably. >> To secure the faculty buy-in. Faculty wants to be finished and so that they can have the same thing, which is a holiday weekend. And so their willingness to come and attend and partake for them, they felt strongly that

030they could commit to something up through Friday evening. >> And does that leave enough time if somebody wanted to go to Clay Batelle and University High? >> Clay Batelle graduation lasts for 30 minutes. So, again, there'd be sufficient time. And Clay Batelle was offered the use of the Coliseum. Uh, but according to their principal, 60% of them chose to be at Clay Batelle. So, they could indeed drive in for the University High graduation. >> Okay. >> Sean, I may be the odd man out there, I guess, I don't know. But, I want to follow up on on one of the delegations as he spoke tonight. Graduation's about family. And I think if we end up having it on Thursday, we're going to be eliminating some people who might want to travel in on a holiday

031weekend to be able to come. And I certainly want to respect the committees that put that suggestion out there. But, I'm I'm kind of hard pressed to approve the Thursday night graduations when we can do another one, maybe two on Friday, one on Saturday morning, and still preserve the holiday weekend. You know, I think it's important that we invite families to graduations, not eliminate them in some way, or at least give them the opportunity to attend if they so wish. So, um I I don't know. I'd almost I don't know. I guess I could follow up with the motion to >> I think >> uh ask uh something to reconsider that, but and I don't want to have to go back. If you've got a deadline by June 1st on when you've got to do

032something, so um that does complicate it a little bit, but I don't know that I would be in favor of Thursday graduations when we've got Friday night for a second one and Saturday morning available. >> I don't I think they didn't want it on >> Yeah, my thoughts my thoughts are the same. I I I I question a Thursday night uh with families coming in. We learned a lot, at least I did, maybe y'all didn't. I learned a lot with the last graduation and what it means to families. I'm always a fan of of I I always support our staff and what what they want to do. We also have uh all of these thousands of members of the community who have backed us on our levies and have backed us on everything who who

033love graduation and love being there for their children. I just I think Thursday night's a tough one where we have everything forward to two on Friday, one Saturday morning, and you're done. I know uh holiday weekend, and then I know when 2030 comes up and tracks back, we're going to have another battle on our hands. I I just can't imagine a community where uh Thursday is is what what we all want. >> I agree. >> As my understanding that they the LSIC was involved in this, right? Which is >> I would love to see the minutes and how many people attended that LSIC uh decision. >> Well, what I'm meaning though, is that's basically the community's voice. >> Well, it's the teachers' voice and the community, but it's a small percentage. >> Right, but uh

034I I don't know as far as doing two on Friday. I don't know if you could do MHS and UHS on Friday. I think that would be >> do MHS and Clay-Battelle and you could do UHS Saturday morning where MHS and I'm sorry, Clay-Battelle and whichever one of the bigger high schools wanted to do Friday night and the other one Saturday morning. Saturday morning at 10:00 has always been a lovely graduation time. >> Well, I don't think it affects Clay-Battelle so much, does it, as far as >> No, because theirs is >> They're staying. Yeah. >> They're in their own space. >> They can They could pick any of those days and wouldn't affect too much as long as they left time frame. Cuz they were on Thursday, right? Clay-Battelle was Thursday evening or Friday?

There's a 2-week They're actually leaving everything for us for 2 weeks because they moved their graduation up a week. It used to be we were about a week behind them, but they're they're we're 2 weeks behind them now, so >> Is it possible to go the week before? So they get out of holiday weekend as far as our school calendar goes. >> No. No. >> Okay. That's absolutely impossible. >> And I don't know what day the

037state track meet is now, but it's not going to conflict with graduation until 2030. >> Till 2030. >> So I'm afraid if we move it up we're going to do that again. I don't know what the date is, so. >> Well, it'll it'll conflict in 2030. >> Yeah. >> So the state track meet will fall on Friday and Saturday in the year 2030. >> We have a little bit to figure it out. >> Yeah, I mean, I'm I think we shouldn't worry about 2030 till 2030. >> Well, I mean, if we were to move it for next year, I don't know what day the track meet is. 039to move them because University High What started this whole thing, University High was in the afternoon and it was so hot in the Coliseum. >> Yes, it was. >> So, but you know, this trade-off on Monday mornings and Saturdays and that didn't go over very well, so. >> Well, graduation's certainly about the about the parents and the students, there's no doubt about that. And grandma and grandpa as they come in to see this kind of thing with their children. So, I'd almost ask the superintendent if he's willing to modify his recommendation that we go two on Friday, one on Saturday. I can certainly support that. >> I I I'm fine with whatever the board wants to do. >> Well, you would have to remove your motion. >> I didn't. >> Oh, who who who made
