001I'll give you my gavel for this year. One for the employees and one for the kids at the end of the year. So, I thank you for coming. I actually love using my gavel. Please stand for the pledge. I pledge allegiance to the flag of the United States of America, and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Thank you all very much. Board members, I do have an agenda and an addenda. There's some personnel items, some volunteers, and budget items. I entertain a motion to approve the agenda and addenda as presented. So moved. Second. >> Thank you. Thank you. Any other concerns? All those in favor of the same, say "Aye." Aye. Opposed, nay. The motion carried. I'm kicking off our good things. Yes,
002just like we do in our classrooms across Morgan County, we're going to start off tonight with good things. And we're going to start off with uh our This is the first time we've made this announcement. You're probably very familiar with this, but uh Berkeley Springs High School state champion chess club. So, please give them a ROUND OF APPLAUSE. THEY WON FIRST PLACE UH TWO WEEKENDS AGO, and they went to Chicago this past weekend. So, I've asked Pedro uh to come and give us a brief update on how things went in Chicago. Uh at a later meeting, on the 20th and the we're going to invite the entire team here. So, Mr. Miguel, thank you for being here tonight. Thank you, Mr. George. Um yes, I know you guys see me all the time here with
003you where I live before. So, and the first thing that I would like to say is that all the parents for the students not not for me because I I am really not coaching. I am using just testing my first class like a way for entrance fighting. So, they are really just uh learning in the rules, the basic rules, and how to play. But, in the year and a half year, I I hope they are learning more and more HOW TO PLAY. AND FOR THAT REASON, they are playing really good now, but it's not like a serious program, a chess program like all the schools they have. So, it helps them a lot because they are facing opponents and rivals and other players that they are in these chess programs that they don't have anything
004in comparison with the stuff that we are doing in Spain. Okay, so the students are performing really good. So, thank you uh also to all the members of the USA to say thank you to Mr. Vance and all the members of the Board of Education because I know that you have a very short time in between states and and the national championship, just one week. So, I want to apologize for for you to have for organizing all of this, but um for me, the education has a meaning. This meaning is what you see today with because you have to see the faces of our students, how they were learning, how they were making friends from everywhere, from Texas, California, Miami, Illinois, of course, and how they were learning, how how they they got this experience
005that I think they are not going to forget never in their life. So, thank you so much because for what happened this year for you this kind of stuff, this is education in my opinion. To reduce this this kind of stuff for this kind of stuff. Um Yes, I know that the championship in Chicago um Our students, they play states five games, only five games in one day. And each game was 45 45 minutes per player. So, each game could be 1 hour and a half they test they test, sorry, against all the In national championship, they play seven games, three hours each game. So, that means around 20 21 hours they test. And I mean, the hardest math test in your life during 20 hours of math. So, they were finishing totally totally destroyed
006mentally. They were super tired. Well, that was the first time in their lives doing this. They are not used to play this kind of tournament. So, they got finally 27 over 50 bookings and in his section in the section that they were playing um they missed the 25th position just because of one single drop half point. A drop is half point. He's 21 point. I don't know if this is zero. So, they missed this 25th position and that means that they missed a trophy. They were disappointed at the end because they had this in their hands. But today, I am talking with them with all them with all them and they are very happy and they see the big picture of what they got and and they are happier and and they they say they
007say that it was tiring and sad because they were in one moment of the championship they were in the 90th position and middle of the championship they were very happy but last days the last games, they were harder for them and I am happy also as a teacher. I am not a coach because I am not coaching there. I I don't have too much time in class. So, all the the credit, one more time, is is for them. Um they they were doing also friends from everywhere. They were analyzing the games at the end of the game. They were sitting down everywhere and analyzing games. People from everywhere, but I would like also to say yes, I don't know if I have one more minute for talk about the other programs. Uh you have to
008see, for example, um Columbia Grammar Preparatory School from New York, private school. You have to see the chess program from Illinois. So, we have there with a legion of players, a legion of coaches, a legion of assistants, a bunch of computers with a private room for them in the hotel in the Sheraton of Chicago. I don't know how much money it would could be that. And our kids just sitting down on the floor analyzing with their friends facing these teams. So, it's a huge difference. So, I I cannot imagine and I have to say I have to use this opportunity for say that I I cannot imagine how far we can go with this high school, with this middle schools, or more than any schools, we can have a little bit more of support for
009doing a more serious chess program. Because also in India, we will we will be pioneers in in this school to to try to to a more serious chess program. I think our students are doing very well, but with more support, I mean, they have a lot of work, but with these programs, they can go uh far away, for sure. Because they have brilliant minds, like I brought in the program for the newspaper. Some people they were just asking to ask what is West Virginia because they were asking what is West Virginia. Some other people they were asking what is West Virginia and West Virginia and West Virginia. So I think we are like selling our our state. It's a great state and a great school and a great school and a great system. I think
010that maybe you want to ask me something about the topic or I would put our Thank you for coming. Thank you for taking them and I said it best we have some of the best kids in the state. We have some best students. We have some students that are able to thrive. You give them opportunities our students will shine. Thank you very much again for taking them and congratulations. OKAY, THANK YOU. THANKS. THIS IS ALSO SOCIAL STUDIES FAIR RESULTS. So I when I announced the Science Fair results a few weeks ago was a little maybe over confident and said I do expect to see more Social Studies Fair results. They could do actually better in the Social Studies Fair. Overall in our regional Social Studies Fair 18 out of our 30 students placed with 11
011first place winners. That means 11 students came to go on to the state Social Studies Fair competition. So very proud of the accomplishments of our students and also our teachers for the help to promote Social Studies Fair and an interest in competition. And then of course well I'll let you make the next announcement. Let her see the next winner. >> I look forward to congratulating the project winners at our spring Yes, thank you. Next up is Nathan Close. Nathan Close is the regional Social Studies Fair winner and a state winner. WOOHOO! IN A VERY COOL BRACKET and there were a number of entries in his plant science bracket. And so I want to welcome them up and we'd love to hear about your phototropism. I didn't know about it so project. Please, the floor is
012yours. Plants need four basic things to live. Water, soil, carbon dioxide, and sunlight. We know plants use sunlight to make food and they call it photosynthesis. Here's how photosynthesis works. The roots draw water into the stem and into the leaves. They release oxygen and they breathe in carbon dioxide. And the sunlight gives the chloroplasts energy to make food. But I had a question. What happens if plants have their green part deprived of light? To find out, I decided to see what amazing things plants can do when they are deprived of sunlight. Before I tell you what happened, let me read my science book. Phototropism. This is a big word that just means growing toward the light. What happens is that even though plants don't have muscles, instead of a special plant hormone inside of them
013called auxins, auxin is a growth hormone that helps plants grow. And when the auxin goes to the dark side of the stem, it makes the cells on the dark side grow a little longer and faster. Because one side is longer than the other, it pushes the plant to bend toward the light. Plants need to have auxins. They never have a straight way. So, this here the sun is just going to go down so the roots can go down and out. And the auxins spread out evenly so it can grow towards the sun. But over here, the sun is coming from the side. So, the roots have to grow away from the light and the auxins have to go to the dark side so it can grow towards the sun so it can make food. The
014purpose of my experiment is to discover how phototropism affects plant growth. My hypothesis is if there's light on the plant, it will grow towards the light. I made four different boxes and covered them with four different light sources and cardboard light sources. Inside each box I grew lima beans with identical conditions. One had a hole in the top, one had a hole in the side, one was almost completely dark, and one was completely open. I planted the seeds in pots inside each box and watered them with 1 tsp each for 14 days. Each day the plants were measured and observed for their growth. We had abnormal growth for light. On day five, almost all the seeds sprouted. Day seven, the plant looking for light at top grew around the first maze wall. And day 11,
015the top light plant grew out. And two days later, on day 13, side light plant grew out next. I learned two things from my experiment. So, here are the cumulative results. Light from top grew 21. Light from side grew 20. No light grew 16. And open light grew 15. While with the no light plant it didn't grow at all. Even in the dark, the plant knew which way to grow up. This is called gravitropism. Gravity makes the roots go down and the stems go up. But because it had no light, it was weak and couldn't undergo photosynthesis. Why was this worst than the healthiest? One of them was completely over with light which was short. But why was that the healthiest? It was dark and leafy because it had plenty of light. It didn't need
016to stretch like the others. It could just relax and undergo photosynthesis. My hypothesis was correct. The bean plant needed oxygen, the bend in the carbon dioxide, and the sun. This experiment taught me that plants are smart survivors. They are driven by gravity and pulled towards the current of light and the earth's surface. I think you could say plants are truly amazing. Very good job. Very good job, buddy. And I bet this is the biggest crowd that you've had to present to, isn't it? Yeah. Normally one or two judges, but this is a whole group. Very nice job, Morgan. Do you have any questions about phototropism? Sure? Yeah. You taught us a lot. How did you learn to say the word? Video said Good job, buddy. Thank you. Thank you. All right. Next up is our
017presentation of the employee recognition awards. And I want to start with saying just thank you for coming tonight. With the beautiful weather outside, I'm sure this is not the first place you would choose. Um but for us, it is one of the best times of the year to celebrate accomplishments and to give you a little bit of token of gratitude, a little bit of minute of our appreciation. So we just want to say thank you for being here and thank you for all the effort and time and work that you put into the daily daily schedule and into the mighty sports. So to kick off I have I'm going to check that. All right. I give the first year service personnel of the year award. The first year service personnel of the year award is
018sponsored by the service service personnel association. This award is presented annually to a first year service employee as voted upon by the service employees. At this time will all the nominees for the Morning County first year service personnel award please come to the front as I call your name. From Blue Mountain Elementary, KAYLEE CARMICHAEL. AND FROM PLEASANT VIEW ELEMENTARY, DEREK PRICE. THANK YOU FOR THE UH CHEERING SQUAD AGAIN. ALWAYS. All right. I didn't say this on purpose, right? Is that all right again? The Morning County first year service personnel award recipient IS DEREK PRICE. ALL RIGHT, ANOTHER ROUND OF APPLAUSE. THANK YOU. NEXT IS MARILYN Memorial Marilyn Fox Memorial First Year Teacher Award. Good evening. Um Marilyn Memorial First Year Teacher Award um been established in honor of Marilyn Fox who taught at Pleasant View
019Pleasant View Elementary for 25 years. And Miss Fox died on July 8th, 2001. I knew her. Um it's interesting cuz we were actually I probably taught longer than me. Um but we had a great set up in the fact that uh Pleasant View was a country school, uh Greenwood was a country school. We had a teaching principal at Greenwood at the time. I'm not sure about uh football or anything. I'm sure they had plenty, too. And uh I got to know her real well. She She was so well loved by the community and by the children. And you know, we we judge teachers on academics, of course. But what I saw was the kids responded so well to the atmosphere she provided. You know, it was just a good, warm, loving uh family atmosphere, um
020sometimes better than what the kids had at home. So, she was not only a champion for her children, but she was, as I said, a nurturer um and she her uh performance still is affecting people. I still run into someone once in a while saying that they knew her. And that says quite a bit cuz she passed away a long time ago. In August of 2001, in memory of Marilyn Fox, Mandy Nicholas Henry was presented with the school's first year award. The award is and will be presented annually to first year teacher who instills in students a desire for the joys of learning and is dedicated to dedicated nurturing professional. The recipient of the award will receive a certificate purchase $250 worth of materials, supplies, and equipment. So, as as as I call your name

023SECOND. IT'S A GOOD GROUP HERE. SO, THE winners The winner of the 2026 Service Personnel of the Year Award goes TO CAITLYN STOVER. >> SHOULD HAVE BEEN ONE OF THE SAME CYCLE FOR SURE. I have the pleasure of awarding teacher of the year award. And each year, last year I've been part of this, it seems that um the slate of nominees keeps getting better and better. Now, we have some of the best teachers across the board and in my opinion in the state, but these last few slates, last few years have just been digging at it of who's going to win, and it has been a tough decision for these committees. And so, one thing I want to leave you with is please don't be discouraged if you don't win this time. Keep trying to
024go after this award, okay? Uh because we're better. You get $1,500 for a whole What is the choices there? Supplies, equipment, or other things that a professional can Um and last but not least, a rocking chair. So, please keep trying to go after this. All right, I'll list the nominees and please come up. Thank you. COPPER FROM POPLAR ELEMENTARY. THANK YOU. HOUSTON ALSO FROM BELLAIRE ELEMENTARY. THANK YOU. SMALLS FROM MANOR ELEMENTARY. Audrey Myers FROM JONES ELEMENTARY. MEGAN POWELL, ONLY LAUREN BOHANNON, BURGESS TRAINOR AND MEGAN BENNETT FROM FOOTBALL CENTRAL. I GOT YOU SO EXCITED TALKING ABOUT THE NOMINEES. I don't know if I should have let him bring her back inside. I guess he didn't decide to, huh? Find one by their next meeting and we'll be up there. Easter Bunny. 2017 Teacher of the Year
025IS AUDREY MYERS. EVERYBODY STAND. EVERYBODY STAND. THEY'RE JUST SHIFTING. They're just Chairs. >> Yes, first of all, thank you all for being here tonight. I am so proud of being the leader of the school system, walking into the classrooms that we have across the district, seeing the great things that are happening not just instructionally, but the relationships that you build with students. Uh the work that the work ethic that I see in the buildings, I'm just so pleased and so honored to be the leader of this district. So, um you're right, Mr. Close, we have some of the best teachers anywhere, not just in this state, but anywhere in the country. So, thank you for being here tonight. Um we will give you an opportunity to leave if you'd like to. You don't have to
026stay for the rest of the meeting. So, we're going to stand at ease for about 10 minutes to give you that opportunity to leave if you'd like. >> Mhm. >> Thank you. We are back to our regular scheduled events. We are on to reporting communications. Hold on. Oh, sorry. You skipped over 9 weeks attendance. Yeah, we did. I should have everybody here for this one. Yeah. No? No? No, we we dropped off a cliff with our sicknesses. All of them. Too bad. Oh, yeah, good. It was a blowout. There was a lot of sickness going around with us. There was. There was a lot of extra curriculars that were closing down shop because of sicknesses, for sure. So, I had a a thought, and I don't know if the state would would consider it, but
027could we do like our worst week and best week and I mean, there's a lot of competitions that do that. Take out the worst scores and the best scores and then do the So, it's kind of like a scale or something like that. Yeah, just I mean, it's got to be the same issue all over the state. Yeah. Yeah. Well, that leads into I don't know how we're supposed to do this 900 hours and tracking attendance with that conversation. I mean, that's So, you're opening up a whole separate conversation here whether or not this time is going to change the tracking of our daily attendance because we're no longer being tracked by our days and calendars only by hours. Anyway, we're going to put Let's put that Let's put that on the next board. All
028right. You're not going to worry about this. I'll see how this So, we have pretty good 9 weeks attendance uh data that we want to go over. Uh first things first, I switched this up a little bit this time because ultimately this is something that we send out to our administrators, our counselors, our nurses, our secretaries, our directors, anyone that we have that we send this to, just so people know where we stand. And it is it's very busy to look at, I understand that, but it is just a breakdown, a quick breakdown of what each grade level is across our across our county. Um as you see, we have different colors for different uh if you're red, it means you're above 20. If you're yellow, that means you're between 15 and uh and 15
02919.99, and if you're green light green, you are below our county goal, which is 15. If you're bright green, you're below the ultimate goal we have is below 10%. So, this this chart is uh you know, ultimately developed throughout the school years, however, throughout the school year, but this is still with all of what Mr. Quigley was talking to about, you know, we've been monitoring all of our buildings. I I can sit here and make excuses about it all evening, but ultimately, still yet, what you'll see on our third slide here is is that we're doing better than we've ever done before at this time of the school year. So, this is just that that's what we send out to our staff. Uh if you've been in any meetings, that's the top of any agenda
030that I have my hands on. Uh just to kind of keep people in the loop with that. Uh this is this was exactly what Charles just said, just in a bar graph form where you see where you where where we can see everyone at the end of the third 9 weeks. Um so again, across the board, we're doing better than we've ever done. And then this is kind of this kind of brings that point home here where this is since 2022-2023, this is minus any COVID restrictions, minus anything like that. So, that's when our that's where our baseline data really took place. And as you see, 2023-2024, we did really well. Actually, we had a we had a spike a little bit at this time, but this year we we've been doing better than ever.
031So, we're we're really pleased with this. And like I said, you know, the biggest thing is is that we can say that the sickness and what have you, but what I attribute this to is that our schools have done a lot of front leg work in trying to make sure that when we do get that illness, when we do get that that that stretch, that we're already there and it's it's kind of you know, we we should have continued to decline as as the year goes on. As long as things as long as nothing happens majorly, but ultimately we should we should drop back to where we have been these other presentations this school year. So, we're really pleased even though it's a little higher than what it has been all year, we're still happy
032with this. Um this is where we stand with truancy. Again, we're we are we are not out of heart with truancy. Um we we do not have nearly the meetings we are not sending near the letters that we used to about this. So, but we're we're really happy with all this. Um I can tell you that every year that I every year the 23 total meetings, uh that was every time we had an empty team. So, we're really happy with this. I was curious what empty team are sickness. How's that work into our requirement to to have those? Can you explain to me a little bit about that? Yeah, so it when you get to that point that means you have to have more or 10 or more unexcused absences. And we always work with
033the parents first. Parents are allotted 10 parent notes every year. If they have if they still have parent notes left there, we work with them to get those notes in if they have an illness so that we don't get to this point. The last thing we want to do is drag them to you know, that put to the prosecutor's office for no reason when they still have those those notes there. And again, I use that to the school with those. We any student that gets to 10 meet 10 days doesn't matter what it is, excused or unexcused, there's a sack meeting to help that student so the parents know where they're standing, the kids know where they're standing. So, again, we're really pleased with this and that's just open communication across the board on that.
034Thank you. Um our next one here is just where we where we rated this nine weeks with our students that had perfect attendance, our students that had outstanding attendance, and our students that were faithful. So, again, our numbers are still really high with this even with the amount of illness that we had. Um we're we're we're really pleased with these numbers as well. Um the last slide that we always end up with before we before we have any questions, this is where we stand right now with home school enrollment and Hope Scholarship enrollment. Um just note that we only added two home school enrollments since the end of the 9 weeks and the second 9 weeks, so 45 days only two of those. Again, that does flush out and leave us where they can enroll
035with us. There there's not a way to see those. So that's why that number is probably where it is. Um and two our our plus three for Hope, we're in the midst of uh enrolling students right now and um we get a lot of those uh emails on the daily for new waiver requests and those kind of things. So but again, that's probably kindergarten where that plus three have come in for next school year. Uh okay. I think my follow-up question was I don't know how they enroll. Reimbursement of Hope with them or us being over 120 our 30 days on the calendar where we plan with Hope and get that prorated amount of days on the calendar. That was all for next year. This is all for next year. We're enrolling for next year
036now. Yeah, okay. Yep, okay. But that in the in the app in the application itself, it does not delay any of that. So it just gives you an active number where you stand currently. That's why that number is where it is. Okay. Any questions? Thank you. Thank you. Thank you. Uh of course and we're counting. I know you want to report to the communication that you have. All right, this is the board. Let's see how far the comment on was headline on Metro News is that the governor signed the sports transfer rule. They rescinded the sports transfer rule and put it back to the AHSAA board. Mr. Archer. Uh so we'll see what the AHSAA you come back over here in the next month. So, all right. We're good. It's been an exciting couple of
037weeks. I mean, there's been dances and the youth art show at the Ice House was fabulous. Very very talented students. There were a lot of art in there, too. >> Yeah, it was a lot. Kudos to the teachers and all that helped them. It was nice. Yeah. Um so, Friday is an early release for faculty senate. Next week is spring break, as you're probably aware. Um we are in the season to put up our postings for next year. Sooner the better because this is time of year that people are looking for jobs, especially if they're looking to move from one district to the other. And of course, a lot of the college career fairs are right now, as well. So, the sooner we can get those posted, the more likely we are to get some
038good candidates in here for our vacancies. Uh I wasn't able to make it, but the Greenwood Community Center had a uh open telescope, I guess, over the weekend where in the afternoon you could actually view the sun and then in the evening. And I remember that cuz I was thinking, "Well, I wish I could have been there cuz it was a perfect night. Uh there were no clouds." So, but um I think that's a really cool thing, especially knowing how many students we have that are interested in science, to be able to go in your own backyard, have a telescope like that to see. I saw Jupiter. Did you? I saw Jupiter. Jupiter. Jupiter. >> Jupiter, not Juniper. Sorry. My mistake. Landscaping business now. Well, the the board that's taken over the observatory is just
039a group of fantastic people. Highly competent, energetic, and I will say that the community center has contributed a lot of money into it as well. If anybody doesn't know this, pretty well toward having a new telescope installed out there. The old one was getting harder to get parts for. And they couldn't sync it up with the computers and things, but they've raised a lot of money to do that and I think they had like 400 people at one of these things. I mean, it's it's amazing. I will also say that I I was the one who recruited that place in the first place with a guy named John Shoemaker back in the day cuz we thought the sky would be advantageous and it's nice and open and everything. Yeah, so. Yeah, I mean, how many
040communities have a telescope? Yeah. Exactly. And they're doing their goal is to do a lot more with our our students, too. I have pictures. We are on the item number nine of the consent agenda. The superintendent recommends approval of the following consent action as presented. Minutes of the March 17th, 2016 regular meeting, March 17th special meeting, Ingles budget adjustments, volunteers, and Jonas early graduation awards. Entertain a motion to approve the consent agenda as presented. So moved. Second. Any comments or concerns? All those in favor of the same, say aye. Aye. All those against, nay. Motion carried. Personnel, the superintendent recommends approval of the following personnel actions as presented. All right. First practice at Old Fort High School is tomorrow. So, we're we're well on our way to getting that season rolling. So, on the on
041the personnel on the agenda side, so we have some really exciting news for this one. When Ms. Ms. stepped up, this was a concern for all of us and we Ms. Smith has worn a lot of hats. She's helped out with a lot of different things, but we were able to bring in someone Ms. Matter. She's back in the back with Jim. So, we're really excited to bring her on. Yes. And so, under the next item there for classifying, this is again a really good thing. We've got two math teachers that we've been able to reclassify from long-term sub group two first class full-time to mid. So, that means that we won't have to post their jobs next year and that means they're they're in that job. So, that's huge for two math teachers in
042that. We also have the resignation there as a special special education coordinator in June. The next thing there is just those two people we talked about last time that were brought on as after school tutors at the end to help with SAT prep. Under number two, we have three assistant football coach resignations there. Under employment, we brought on assistant baseball coach for Spring High School, head boys soccer coach for Spring High School and then also assistant softball coach at Spring High School. Under professional staff development, we have we're asking for coming in there for that individual on number one and then also two for the school committee meetings on number two. Then we are also bringing on a bus operator training, which is always a plus. We need that as possible. And then over here
043on the agenda, we have a resident we have a resignation for substitute teacher. We're asking for number two paid / unpaid leave of absences. We have another assistant football coach for Spring High School resignation under letter C. And then we're asking for the sole committee there number one and also the new teacher academy on number two. Four numbers. Question before I ask for a motion to approve. I entertain a motion to approve the personnel as presented. So moved. I have a second. Second. Any concerns or comments? Just one on the agenda. Um the the A1. Uh she's trying to get out of it. For good. That didn't take long. That's all. Sorry. Well, I wanted to let you know too today it's Tom Shay's last day. Yeah. I saw his note. I saw him today.
