would uh please stand with me for the pledge tonight [clears throat] of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. >> Good evening and what a night and what a great attendance this evening. Thank you all so much for coming to join us uh and raving the wonderful schools storm that we got. Uh there's a small chance that we were not going to be able to have this award [laughter] ceremony and all the board was keeping fingers crossed that Mr. Banks would have school today. I don't think my son felt the same way. [laughter] My son's question last night when we got home was, "Do they ever turn 2-hour delays into no school? Welcome back. >> No, it's a
uh a testament to your all's dedication and your students achievements today that you not only brave the weather to come out tonight to celebrate this uh set of accomplishments and to take time to recognize the hard work that they put in and do all of these and achievements today that we're going to talk about. Um it is wonderful to sign as many awards as we did, Mr. backs uh to see as much effort that this student body put in this past year. Um and so thank you so much for coming out. A couple housekeeping items that we're going to go through, but after student awards, we will take a couple minute recess [clears throat] and you all are welcome to stay for the rest of the board meeting if you wish. Uh if you don't,
you're well, you are more than welcome to go and celebrate. go and get ready for tomorrow at your future. Okay, board members, you did receive an agenda uh along with your regular agenda. The agenda does have some personnel items uh some checks and don't see any volunteers [clears throat] as you've had time to review the agenda and agenda. Uh entertain a motion for approval. >> I move second. Any concerns or comments? All those in favor say I. >> I oppose. No. Eyes carried it. Uh we have started in the vein of kicking off our meetings with wonderful good things just the same as capturing kids [clears throat] arts does during our class time for our students. And so I'm going to turn over to Mr. Banks for a couple of items that we want to
celebrate. Okay, I would also like to reiterate what Mr. Close said. Thank you for taking time to be out here tonight. We know you have a lot of things and everybody has a busy life. We appreciate your attendance tonight. Uh tonight we want to recommend we want to acknowledge a few folks in our school system who've done extraordinary things to help not only students but families in our community. And the first one is Megan Bennett. Is Megan with us tonight? Is she able to make it? Come on up, Megan. >> Yes, that would be awesome. Please. While they're coming up, I'm going to read uh a little bit about this post so that you can get a feel for what her students accomplished at Pawpa. Um students and staff at Pawpa schools were so happy
to see Mr. K. Those of you who know Mr. K um was a former Morgan County teacher with 20 years of experience and he taught the now 9th and 10th graders at Palm Hall when they were in kindergarten. It seems like that passed very quickly, didn't it? Uh their smiles say it all in these pictures as they round the corner were pleased to be pleasantly surprised to see Mr. K. The sixth graders and high school students prepared these trees for winter months. In spring 2026, these beautiful trees will be ready for sale at the Morgan County Master Gardener plant sale. And so, uh, we wanted to bring these folks in tonight and thank them for all their work and, um, working with Mr. K and the pawp community planting these trees. So, Miss Bennett, I
don't know if you wanted to say anything about your wonderful. Could you introduce the students that you have? >> Yes, I can, >> please. >> Hello. So um so I have um Abigail Williams and Justice Smith which are two of my students of many students that participate in the tree planting and I've also participated in some other tree planting service projects that we have done across the town of Pawpa for helping plant the pawpa trees in the new park area that is being developed in town. So um we work with the Capin Institute for our regular tree planting where we teach the students about the importance of trees in the environment and also how to help propagate trees and maintain trees within their own environments as well. >> I'm going to put you two on
the spot. You don't have to say anything, but [laughter] would you like to say anything? It's a lot of pressure. Nothing at all. Well, we just again we just want to bring you here. Thank you for everything that you did to plant these trees to our community. [applause] Next up, we have a group of individuals that work at uh multiple schools in our county. They're called um CIS workers, communities and schools workers. And they often um bond together to help out with community events. And in this case, um, there was a a food drive in Morgan County Schools that was coordinated by these folks. And if they're here, I'd like to invite them up as well. Sherry Bird, CIS at Widmire Elementary. Amanda Cely, um, CIS at Warm Springs Intermediate. Tiffany Giles at Warm Springs
Middle. And Quinton Thompson at Springs High School. Any of those folks with us tonight? there. Sherry's like, I think it's just going to be me. So, Sherry, I was at Whitmire the day this was happening. I know there was a lot of work that happened before that. And all I saw was bags and bags and bags of food that was prepared by you guys. And I don't know the process that you followed, but I was hoping maybe you could speak for a few minutes about how this came about and um how you u all came together to do this. Would you be willing to do that? >> SURE. [clears throat and cough] >> OH, [laughter] this was I mean I guess Mr. Really Miss Daniels before she left us um kind of floated this idea.
We raised a lot of money for food and hygiene during the stop a bus track which is so different. Um and we just thought that it would be really nice to give people perishable food. We sent home a lot of non-p perishable food and some families go without milk and cheese and butter and stuff like that. So I asked the other schools if they wanted to be included and they all did. [cough] Um, and so I formed a really good relationship with Terry at Food. I nag him way more than he wants me to. And I said, "Hey, do you think that we can get about 130 of all of these items ready to distribute in a couple weeks?" And he said, "Yes." And so we just hit the ground running. Um, it was nice
to have all of the CIS people in my building for a little while and it's bittersweet. I really enjoy being able to eliminate these hurdles for families, but I think we have the need for it. So, I'll do it all again if I'm able to. And thank you very much. [applause] [clears throat] >> It's not just the school system that gives back to our community. As you may know, our backpack program provides meals for needy families all the time. So, not just it's just an outreach of the Morgan County Starting Points. Our board office is filled with people once a week to fill backpacks and give to students and needy families. And so, we appreciate all that uh giving back to those families who need it the most. So, that's wrapped up good things for
tonight. We appreciate everyone being here tonight. Thank you. [applause] WE have a full evening of good things. Our next presenter, I should call him Mr. Douly. I'm going to welcome him up to the podium to introduce a well-known face in the community, but it's going to be a new uh role for him to play. Mr. D. I will echo what uh Miss Bur just said. There is a lot of people in this room here this evening. So, thank you guys for coming out for this. Uh, before we get up here, I'd like to have Sheriff Walter, Chief Debut Whitmer, I think is back there. And then, um, also Captain Place, you guys come up here in the front, please. Deputy Windmire is not here. I cannot see [snorts] this light. >> [clears throat] >> All
right. So, uh, as you guys know, we have what is in our school system known as a professional resource officer. Uh, we were fortunate to have one individual for a long time, and then since then, we've kind of had some different folks coming in and out. But, uh, before we get into that, I'd like to thank uh, Sheriff Walter and Chief Deputy Whitmire. They worked really, really hard to get this field really, really fast for us, and that is huge. Um, and I'd also like to thank them for their support and partnership with our schools. It is so so greatly appreciated and needed. Um, so without that, without more being said, it is my pleasure to officially uh welcome Captain Seth Place to Morgan County Schools. Um, he we look forward to the experience, leadership,
and dedication that you bring to this role, and we are confident that you will make a positive impact on the safety and well-being of our students, staff, and community. So again, Mr. Captain Place, welcome to [clears throat] Morgan High School. [applause] >> I guess anytime somebody points like that at the queue, um, hey, so the key the key phrase that I've heard here tonight so far, and I know it to be a key phrase throughout, is community partnership. And uh on behalf of the sheriff's office and Sheriff Walter, uh I might not be the young spry guy that I used to be, but uh I still have a lot of desire to continue building the uh community partnership. So, thank you all for allowing me to step into this role. [applause] >> Thank you, Captain
Bliss. Thank you for your service. Uh thank you very much to the county commission [laughter] as well. Uh this pro officer is a partnership with the county commission. Uh they help fund it. Uh we also use some schoolboard money but it is a vital resource for our administrators all the buildings to have a individual that they can go to anytime there's a problem and also welcomes the law enforcement into our buildings on a regular basis. helps our students become more adjusted and welcoming and forensic things they know. So, thank you very much. Good to see you. Good to have you. Um, on to our wonderful student awards. Um, before I turn it over to Mr. Roland, just want to say one thing and thank you to the students again. Uh we had some of the
largest growth in reading and math in GSA um across the state. We're often compared to other counties uh by way of this testing metric. Uh be right or wrong, but many of the community view this as a barometer of how the schools are doing. and you students pushed us up a notch and showed that Morgan County students have the ability and we want to continue to provide you as many opportunities as we can to have that chance of success. So, please take every chance, take every program, take everything out there that you see that's available to you and our school system, grab a hold of it and run with it. If you like it, stay with it. If not, try the next one. But please keep pushing yourself, please. Thank you very much, Mr. Rowan.
The floor is yours. >> Mom, [clears throat] >> good evening. I remember when we first started doing this, we'd have maybe a third of the auditorium filled and the last couple times now we're pretty much standing room only. Thank you. It shows your interest in your support of your kids. Uh Mr. Close commented on the great improvement the kids are making and we have a lot of kids that are going to be recognized. U I will say in advance I will apologize if I butcher anyone's name. There's some after Smith and Jones I struggle a little bit more but I think we'll be okay. But it's a great night. It's a great night to see so many people out supporting their kids. And I might add uh I think it's a team effort. You know,
I think the kids obviously work hard on it and you as parents and family members and friends do it and our staff members do it. And there's no way you can bone up for for a standardized test. You just get better every day of the year. So that's what we're doing as we get ready for next year's test. So let's congratulate as many kids as we can tonight. And there's a lot of them. So from Paul schools from third grade we're going to recognize Zoe Clay and Lamey LINDER [applause] and fourth grade. [applause] from sixth grade. ALEXANDER WHITE [applause] from seventh grade. 020coaches in this county. I'm awfully competitive. I'll put our kids up against anybody. So, thank you so much, Mr. Bergen. You're up. [clears throat] I echo the uh sentiments of uh those that have spoken before me. Uh I also as a as a parent know the work that the parents put in behind the scenes to help uh and support [laughter] their kids and get them to that uh level where uh they are ready to take the tests and to turn the assignments and to do all the projects uh and to uh do the things necessary to to be here tonight. So, uh, as you know, we congratulate the kids. Uh, kids, congratulate your parents for a second. [applause] Um, I'm privileged to to read off the names. Uh, this is last year's grades five, six,

Rayan Hler, [applause] >> Lamson, >> James Ruth, >> Shannon Stoppler, >> SWINK, >> I LOVE YOU SO MUCH, [laughter] >> and Jaden Woods. >> [applause] [laughter] >> THAT was funny. >> [applause] >> All right. I say this every time we have this
meeting in here, but you got to pick the best meeting to go to. Seriously, [laughter] hot chocolate cookies. Now students, keep keep trying. Keep it up cuz in June, early June, we got ice cream. That's [laughter] my All right. I have the West Virginia GSA most improved growth from 2023 24 to the 2024 25 school year. There you go. >> And eighth grade math, Horn Springs Middle School, Samuel Adams. [applause] That is it. [laughter] All right, don't forget, keep it up. We have ice cream in June, RIGHT? [applause] NO. [laughter] >> OKAY. I have the honor of um presenting the awards to the SAT school day winners. We have a sack school day is the
state's general consumative assessment for high schools. It is a nationally recognized college and career readiness assessment administered by the college board and is accepted at colleges and universities throughout West Virginia and the nation for both college admissions and placement. It's been around a while cuz I took it 50 some years ago. It also can be used to qualify for promise scholarship. Students score in one of four performance levels, the highest of which is four. The students being recognized each attain the highest level of achievement in English and math. So at Berkeley Springs High School, we have Brian [applause] Ambrose. We have [applause] Michaela Elms, McKenzie Fischer, Austin F, Brody Lloyd, Joseph Guzman Robels, Connor Johnson, Gabriel Myers, Adam O'Brien, Gavin Rodriguez, Davin Rossi, Camden Spade, Lily Stevens, Ethan Stewart, and Raymond Stewart. [applause] There you
go. You hear me? >> [applause] >> We're going to send you to the principal's office. >> You didn't smile in the picture well enough. [laughter] So, these gentlemen have achieved the academic hall of fame award awarded for having the highest score on the SAT and math English for the highest combined score on the SAT school day exam. Gabriel Myers was English language arts. [applause] Stewart with English language arts. >> Then Camden Spade was English language arts, mathematics and combined. [applause] There it is right there. [laughter] >> [laughter] >> I'd like to see Mr. Banks take the SAT. [laughter] [applause] >> [clears throat] >> like a welcome for the PSAT 10 most distinguished award, Austin [applause] Cameron BUCK [applause] for the PSA. A nine most distinguished award. Tegan Burch for English language arts. Tegan Birch for
mathematics. No, you all must be busy still working hard. For the AP scholar, the AP program recognizes high school students who have demonstrated college level achievement through AP courses and exams. The AP Scholar is granted to students who receive scores of three or higher on three or more AP exams. Brody Glo, [applause] Nathaniel Hill. [applause] >> [applause] >> Next up is a National Merit Semi Finalist. is a high achieving high school student who scored in the top 1% on the PSAT NMSQT and [clears throat] is one of more than 16,000 students to qualify for the National Parent Scholarship. CAM [cheering] [applause] had to change pins on your certificate. Couple [clears throat] [laughter] [applause] of athletic awards to celebrate tonight. Uh our PBL champion, the low medalist for all PBL team, K. >> [cheering] [applause] >>
Coach here. Coach Scott Walker. [applause] Got to come down front a little more. Going have to walk so far. Walk, aren't you? She's [laughter] >> [applause] [cheering] >> Hey, [clears throat] Congratulations. Congratulations. And for the girls cross country all mountain [clears throat] Brook MILLER [applause] COACH [applause] [snorts] >> [cough] [laughter] [applause] >> BEFORE [laughter] I turn it over to Mr. Banks here for some closing remarks, I want to include my give a round of applause for Betsy. Betsy did a wonderful job and thank her for the hot chocolate and cookies. Thank you for keeping us straight on our certificates this year. [applause] follow up to Betsy. She retired a couple months ago, just came back. Thank you, Betsy. Um, I know everybody's eager to get out of here. I I want to say this uh
because I think it's important. They're all from small communities and there is no reason to believe that anyone in this room, a student or adult, can't do whatever they want to do with their life. You have shown that you're successful at things academic, athletic, whatever you choose to do. I've seen a lot of students go through more county schools and I've seen a lot of students do exactly what they want to do with their life. And there's no reason that all of you can't do that either. And I believe the same about our school system. There's nothing we can't do. I don't care if it's Montigalia County or Putnham County or whoever it is. Morgan County can be the best county in the entire state. And I'm convinced of that. And it's because of students
like you and parents like you. So dream big. The biggest word I can share with you other than we always hear hard work, but it's perseverance. That's the most important thing whether it's academics or athletics is sticking with it. When things get rough, you still stick with it. That's how you get to be whatever you want to be in this life. So, extraordinary accomplishments. Um, I'd also like to reiterate what Mr. Bergen said about please thanking your parents. Maybe you have an aunt. Maybe you have a brother, maybe you have a neighbor who also helps you. Thank them too because sometimes, you know, you take that math home or that chemistry home and you're like, "What?" And you just need somebody to help. And it's okay because we all need help at some point. Lean
on those people because they're going to help you get where you need to get in life. So, um, again, thank you for being here tonight. Um, we'll let you get out of here. Of course, Mr. Close said if you'd like to stay for the meeting, you can stay for the meeting. But thank you for being there. [applause] [laughter] >> [laughter] >> You have to stay provide security. [clears throat] I get broader. [laughter] >> Hey, this is West Virginia. Be careful what you say over here. >> 7:25. >> I think we're getting 7:25. Betsy, >> I think we're going to be at 7:25. >> Um, board members, there is no I'm sorry about the reports of communications. My apologies. Um, I do not have anything to report this time. Board members, >> I do. >> I
just want to um say how much I enjoyed my visits at both Pleasant View and Palm Mall schools. Um, it's amazing how uh people appreciated a candy bar so much and the choice and the thoughtfulness and I guess we give Mr. Abra a lot of credit for the idea. I believe I'm correct on that, Mr. Brown. >> Yeah. But it was very wellreceived. Got to meet new staff people that I didn't necessarily know and and renewed some friendships with some that I knew well. So met about four or five subs down at Pleasant View, Chuck Jones, and some people like that used to be out of Greenwood. So, um, just a great vibe on both schools. Um, very impressed with what the principles are doing. and the IIE at Pall certainly taking me big strides
from what I've seen. My weakness at Pall has always been not knowing the high school teachers as well as the elementary, but I know them all, you know, had some great conversations. I figured, you know, pass things out in half hour, 45 minutes. I just had to go to school probably an hour and a half, two hours each time and just had I had a blast. I really did. So hopefully we can do something in the future. Yeah, I would agree that that was a and I picked a perfect day because it was um the Thanksgiving meal for lunch here. So, have a good meal. >> Um Mr. Helmet um wanted me to uh invite the board. Sunday, December 7th, 2 p.m. is their Christmas program at the middle school. Mr. Myers, when is all
your activities? >> Uh, the high school choir concert is next Tuesday of the 9th at 6 p.m. And high school band concert is next Thursday on the 11th at 6 p.m. >> Thank you. >> I had the band. I didn't know the Okay, that's all. >> I think the middle school choir is in the parade. I know they are. The band is >> high school bands in the parade. >> Yes, sir. The high school band this Saturday, the fall parade on Sunday. >> We have missed a couple of weeks. >> You said that was December 7th for the middle school. >> Middle school. They'll be at the parade Saturday night and then 2:00 p.m. on Sunday. Superintendent Banks, >> I would also like to thank all of you for delivering the candy. I think it
was great. Uh I heard from a lot of employees about how much they appreciate that and I always believe this is small things and I think they appreciate that small gesture from the board members. Appreciate that. Um, just a reminder about snow days since we almost had them today. We had a two-hour delay. Uh, but our first five days are actual snow days and those that means students and staff. Um, most staff stay home. We do have critical staff that are needed during snow days. And then once day six hits, then those become those non-traditional instructional days or what we used to call remote learning. So, just want to remind everybody that that's our schedule for snow days. Also, I want to thank the bus drivers uh on mornings like today. Um they do an
outstanding job and uh I don't know if any of you have ever driven a bus, especially on a snowy road, but I can't imagine the kids behind you. Um they just would do an amazing job and we really appreciate their safety, attention to safety and detail. Um, in your packet tonight, I provided you a a proof of the West Virginia Morton County symbol that we were looking at putting on the uh the wall in the boardroom. Um, we are also seeking a donation for that project so that we don't use any taxpayer money for it. But, um, there's a 6 foot and an 8 foot picture. So, if you take a look at that and see which one of those you would prefer. Um, it's a it's a big wall, so I was thinking 8
foot would be really big, but it's uh, you know, doesn't look as big as I originally thought. So, any input you have on that? >> Um, >> what's the false? We as of we've been asking all day and not as tired. >> And then one other thing that's in your packet there is a little bit of information about the uh chief school business official mentorship program that we're going to talk about later on in the agenda. That's something that the uh department of ed has done and we really appreciate that. I think it's something that could be done for all positions. It's a great opportunity for a new treasurer to have the support that they need uh when they first start in that position. So, um later on the agenda, we're going to ask for
an RFP to be put out to uh employ a company to to do that work. So, um we also had our prek audit today and I sat in on the beginning of it and it was just it was outstanding. And I wish all five of you could have sat in that room and heard the accolades that they gave the school district on our prek program, our oversight, the steering committee that oversees prek district and all the work that summer mcclento and her staff do. Just an excellent audit and I expect uh great results that'll come out probably in January. So I think that's all. back up and comment on your bus driver thing. Some people when I started coaching, we were required to take a week of bus driver training and go through all that
or you couldn't drive the county van. And um it's very educational. Driving a school bus is tougher than any of the farm equipment. Most farm equipment has a hint. A school bus is a solid piece. And I remember going down route nine toward Pleas and I decided to take a look up just pretending there were kids behind me and I said I would never want to do this for a living because it's so hard to keep your eyes on two things at the same time. So I always had respect for my husband but having to do it for a week it told me everything I needed to know. [clears throat] Item eight public comment. We do not have anyone here tonight for that. Item nine, consent agenda. The superintendent recommends approval of following consent actions
as presented. Minutes of the November 18th, 25 record meeting, payment of bills, budget, adjustments, and volunteers. Entertain a motion to approve the consent agenda as presented. >> Second. >> Thank you. Thank you. Comments or concerns? >> All those appear in saying I >> oppose. eyes carried. Personnel superintendent recommends approval of the following personnel actions as presented. Good evening. Uh so on the agenda today we have a resation of the science teacher springs middle number two is an extended leave of absence. under letter B personnel. We're asking for to bring on two substitute cooks, seven substitute a two substitute clerks and another substitute secretary under D number two right there. Again, just trying to combat some of the some of the needs that we're experiencing our lower levels. We're asking for additional special education aid with
my And over on letter C, we have a head cheer coach at the agenda. Uh we have another substitute secretary that we're bringing on. And then we're bringing on fulltime kindergarten teacher a cap position in kindergarten. We'll start tomorrow. And then we have a resation football coach at Berkeley Springs High School and we'll bring it on volunteer assistant girls basketball coach for both teams and then volunteer assistant boys basketball coach here high school and then approve the following for specialized healthcare procedures here high school and then number one question development is for standards number two is for Number [clears throat] three is also in the report plan and then last bring on a temporary part-time math enrichment through the steel green. Sorry. >> I move that we accept the personnel as presented. >> Yeah, I
