So, um, I just wanted to make sure that everyone knew about our professional development schedule over the summer. Right now, we have a great thing going on at Marlington Middle School. We put out an RFP for supplemental phmic awareness and phonics services for our students that are falling behind. And we are presently
002training on Orton Gillingham approach to teaching phonics and phmic awareness. Um I believe we have 22 of our teachers participating um the week after summer break. So that says a lot of great things about our teachers and they're really excited to have this opportunity and I think we're going to see some great things occurring in our schools. Um this is the number one approach to bridging gaps even with our special education students. We implemented this in Braxton County when I was there and it's the statewide recommended program and saw enormous gains for our students. So, I'm excited about what's going to happen for our students as a result of this training. Additionally, um August the week of the 4th through the 7th, we will be having our teachers academy. The board approved the solution tree
003resources on the last agenda. and what that teachers academy is going to look like. We have some customized training. We have um CTE training for how to build teams and collaboration in our CTE program. So, all of our CTE teachers will get customized training. We have special related arts training and that's our driver's ed or uh PE teachers or art teachers. We have some customized training for them. We also have training for how to teach on the block schedule, how to make it an engaging opportunities for our students, how to to dig deeper into the standards and make sure we have rigor and relevance in those. So, we have some great things planned over the summer. And then on the 21st and the 22nd, we will be having our leadership academy for our principles. And
004at our leadership academy, we are going to be working on the learning by doing framework this year, which is about professional learning communities and how we collaborate together to build stronger teams in our school and in our county to make sure that we are focusing on what our students need. So, we're really excited about these opportunities for our students and our teachers will all be paid per the board's approval their daily rate for summer training in county. 027upon speaking with Dr. Williams um I could not find a set of bylaws that had been created and approved by the board. So going by state policy um 1224.1 the government rules it shall the booster should operate in strict compliance with chapter 2 of the West Virginia Board of Education policy 1224.1. So we have very diligently um Dr. Beverage and I have worked very diligently to come up with these bylaws as long as Miss Hamilton, Dr. Williams. Um the school's attorney has also looked at these and we have been very back and forth um to where it covers the board of education. It covers um the high school and that account and it also protects the boosters that has been in existence for several years. So the way that the the boosters are it has
028been created and has been running like this for several years. We have an executive board >> which is a president, vice president, treasurer, secretary that is voted upon by the parents um the community members. Anyone is available to take part in the booster program. And this is a way for us as a community, as parents, as as sponsors to help fund the football program. I think we all know that the football program is an expensive program to run. Um, when it comes to the safety equipment that's that's mandated. Um, for example, the uniforms. WDSSAC changed uniforms requirements. we had to purchase new uniforms, which was approximately $12,000 last year, a year before. Um, so that program takes an abundant amount of money to run. And I'm not saying other programs don't. I'm not familiar with
029other sports programs, but but football takes a huge amount of money and it takes a huge amount of effort from everyone involved to to fund that. Um, as you know it, we are self-funded. Um, any we are responsible for raising the money to buy the equipment to buy all all the necessities for the football program. So, this this board and these bylaws protects you as the board, the finance officer, the booster program, and it also has an extra layer of accountability. So, it can't be any there's not a single person that would be able to spend money out of that fund that's located at the high school on their own. It would it would very much be there has to be several people to agree how to spend that money and it's an an added
030layer of protection and oversight. >> Can I say something? Do the football concessions go in that as well? >> Yes. And so no one can take that out, take any of that money out. If the full amount that is earned that night goes in there. >> So prior to this year, at some point in time before I was ever involved with the booster program, this will be my fourth year. Um, at some point in time there was a 10% that came off of the gate fee that went into a general athletic not >> but it was only the gate fee is what I have been I have been told. 031I thought. So all monies, gate money, concession money, fundraising, donations will go directly to this football account, right? >> And all football has their own account at the high school. So I know the I believe I'm not unfamiliar with how the middle school program works, but I'm certain um that there's two separate cons. The middle school fund and the high school fund is not one account. All right. >> They are separate accounts. >> Well, they the we was at Hillsburg at a meeting, candidates meeting, >> and the football coach for the middle school was really upset because he couldn't get any money. How where's that money go, Missy? Do you know? I mean, you're at the high school boosters for high school, but seventh grade, do they have to go out and fund raise on
032their own? Do they get to handy down uniforms? How does that work? because it really concerned me because that's building your program. >> Correct. And I'm uncertain how that middle school program works and that's something that as as the booster program that we can discuss that um and how we can move forward. These these bylaws in this program was created for the I'm not against or opposed um either helping the middle school form their own board and set of bylaws. I'd be happy to do that as well. Or if if everybody would like to combine those, um I would just like to um keep those monies separated for accountability purposes. >> Sure. >> And to add to that, there is a separate middle school football fund at the high school. That football fund is should
033be regulated, purchase requisitions and signed by the middle school principles regardless of who is administering that fund. The school principles have to oversee that. I think there were some confusion. Sarah helped me with who had oversight of that fund. After that was reported to me, I started the investigation into funding, how funding um is deposited. So we do we have some work to do in making sure the procurement process and the deposit process is followed correctly. And to add to Mrs. prices presentation. Even in within the football boosters account, there are designated budget codes for things. If you get a grant for football boosters, hypothetically, I'm just hypothesizing here. And that grant is donated for an ice machine. Hypothetically, it's donated for an ice machine. and you may want to spend that money on repairing
034the fieldhouse. You can't do that because it's donated for an ice machine. That's where it's earmarked. So, even within the boosters, when they get these donations and they're allocated, they have to be spent on what they're allocated for. That's code. That's law. That's how that works. If you get something that's less, you still have to keep it there. We have to manage our grant funding streams appropriately so that they're matching what the community tells us to spend on. And I love the I love the booster organization because they vote on their spending. People make their proposals and how they're going to spend it and what they're going to spend it on. But we do not have a general athletic boosters at the high school. So that I want to be clear about that. There's not
035a general athletic boosters. And if all funds are going into a pot of money, then all the folks that raise that money, contribute it to that pot of money, work for that money, needs to have an organization, and have some say. So, and how that money is spent and allocated in a very equitable distributive way to make sure that the sports that are contributing to that has input to how that money is being spent. That's what public quasi funds are. Sarah, would you like to add anything to that or take anything away? >> Well, the athletic director before this last one, what was his name? What was Kathy uh Morgan >> Taylor? >> No, Kathy Mason. Mason, she's the one started this taking out that 5% or 10%. And she got a lot of heck
036at that time for doing that. And you know, I wasn't on the board at that time, but I hear heard all about it. She tried to do it the first year and the boosters shut it down. >> It's illegal. >> Yeah. And the second year, she got it put in place and then she left >> and and they continue to do that. But that should be your money, >> right? >> It shouldn't come out of there. People don't realize what it when you say what it takes to run a football program. Most people don't realize what that takes. Helmets, redoing helmets, I mean, is is unbelievable. And if you have to buy helmets, it's the most expensive sports program by far at the high school. It probably brings in more money, don't get me wrong,
037but it's the it takes a lot to run that football program, >> right? And part of um part of our thoughts, Dr. beverage and I when we had talked about this um whenever we stepped into this it was interesting um there has never been a set that I can locate of by walls of how this program is to run so each each passing of the torch per se um is that people have a different understanding of what they're supposed to do. Um there's never, as far as I know, been a blueprint of this is what you're going to do. This is how you're going to do it. So, this will be um Dr. Beverage and I will be completed. We're finished after this year. So, um, when our when this football season is over, we
038want to be able to hand this off to someone with very clear guidelines, very clear directive so that this program is successful for several years to come. >> Um, and there has been several changes panned. I mean, and we all know that whether it's the boosters, um, administrative, athletic directors, coaches across the board. So, whenever there's not a lot of consistency, it creates an issue. So, our goal with the bylaws is to stop that confusion and have that consistency with the blueprint of what is going to happen. >> I don't know. Not a good idea. >> So they you still like for fundraising all all the fundraising has to be approved just like we do >> and it says in here >> under the fundraising and expenditures um shall not cut up any fundraising activity
039at the school without notifying and obtaining prior approval from a school principal, treasurer, superintendent and board. Um and every single reasoned the researchers out and send a profit and loss statement. So that may I mean if we raise $5,000 that makes sense to continue compared to one $5,000. That's that's um and then the expenditures last created a disparity that violates any federal regulations. Um the executive board will coordinate the school athletic director on all major equipment purposes or purchases. So it's just a vary question for the money for for all of us. >> Transparency for the for the community what that can attend. >> I don't know. only talking about community and the football program. Um, so after the question were about scholarship, you get a committee together to look into our policy here, we have And um I secured someone from each school. I had um college nuts
041from Green Bay from high school, Michelle Rose from elementary and sharp from and on their own they did some research and and then we were able the last school to get together and share our thoughts on policy. And it was I believe to everybody on the committee the variety that is across the state on what different counties do non public school students. Um and but what they felt like if they felt that our policy was fair. Um they they agreed with our limit for the participants to pay 17 of that to participate in a class or an extra activity. They the discussion was about what about the nonp scholarship students that aren't receiving that funding and um what we came up with is the statement that says that if many sports allowing those scholarship students
042to participate in public school brothers they were all for that. However, because these students are not fully enrolled and the district does not receive the same monthly funding for them, the committee believes reasonable participation means it's a fair way to offset costs and ensure equitable treatment of all students while being responsible stewards of public resources. We want to make sure that everybody's got equal opportunity when they come in our students and those students. So when we were looking we we also had an older policy that was labeled hard to find under instruction. It was and we would like the opportunity to put this out on topic by the scholarship policy to bind and update this policy with the high school instruction update scholarship. And what they would like um and then what what they came
043up with is they would like to propose that um non scholarship students that are nonpublic students um that are not in public school and are not receiving those scholarship. They participate in instructional course based on grade level class availability and may engage with extracurricular activities aligning with their residential attendance. It's important to understand one and a fee of 50% of 17th of the host scholarship. The annual host scholarship amount would be assessed for each instructional course and each extracurricular activity. And these would be build directly to parents and guardians by the county chief officer participation partner from the director of attendance education. We establish that board and we bless that opportunity but they felt like it wasn't fair. They looked at all different prices. Some some counties really charge us a large amount just for
044certain programs but it wasn't fair across the board. they charge that every seat that makes and we do what you just talked about. We do have the football boosters to assist with that. But when you look at all the other things that that our county covers like the cost of the buses and all of that, there's a lot of things that go into it. So they felt that there needs to be a reasonable amount of money to help offset that cost. 046child in school how much of that money the school system >> okay so how that and and Sarah might have to correct me if I'm wrong but when they apply for the scholarship I've been diligently entering all of that information because that's what I'm also tasked with when they send their notice of intent I have to enter that in the system when they reenroll in public school. If it's flash, the systems, the systems work together. So then they stopped on that date of enrollment in public school, the hope scholarship stops and then the county would build the hope scholarship program for the remaining months. But we go on the second month report. You know how it's really really important. It gets a little crazy around here in for in September because we want to make
047sure all of our data is correct. We have all the kids information entered correctly. address and the whole nine yards because that's that's what the numbers get pulled from at the state to look at our budgets and that's where our funding comes from. So, for example, if we have a student that's with us in that second month, but on December 1st they decide to go to the HOPE scholarship because they're updating the policy on how they can draw that funding down, then the HOPE scholarship would bill us for the remitting um of the year for that student. So then Sarah would have to send that money to the home scholarship. >> Takes a lot more. We're building them, they're building us. >> It's it gets very complicated and what we would like to do is
048make it as simple as possible and clarity. It's it's not really clear when we looked at other it we're kind of building this plane as we're flying it a little bit and we would like to get our rubbers going right. someone can be clear. >> Yeah, I heard on the news last evening that it was an ethanol of people that have applied for the hope scholarship. So, we want to make sure that we can, you know, we would love for these people to come back in because I think the more that they come back in, then I think they want to be with their friends. They're going to even want to come back to us. But in addition to that, when they come back in, let's say they come into math second period, then all
049the provisions and all the rules for the school system apply to second period. That means they have to be not chronically absent. We get that all that stuff. They have to get grades. They have to get a transcript. All of those things has to take place. If they come into it by second period, it is the understanding that their parent will drop them off or they will drive and they will be picked up after second period. They don't get to stay from second period to the end of the day and ride the bus home. That's not part of the agreement. The agreement is you will attend second period and your guardian or you at the end of second period you are not in school anymore because they're only covered for that period of time. Correct.
050and and there are different levels like they've got um some we don't have this situation currently doesn't mean that may not happen but some children go to school uh in some counties for a half a half a day that take three or four periods and and then they go do homeschooling and there we have to make sure that we have all that information entered in the system correctly for for their purposes and our purposes for the transcripts it's a lot to make sure that we have accurate for them. >> No, no, no. It used to be that every year homeschool students, families submitted a portfolio and a portfolio review at the end of the school year and then based on their progression is how it was determined if they would and then they would request a home school next year. If they didn't meet the progression, then they were told no, you're not approved for home school, you're back in public school. We don't have that option anymore now. Parents can apply for home school. They it's strongly suggested in code that they do an assessment or a portfolio review every year and they maintain those records for at least 3 years but they only have to submit to the county system in grades 3 5 8 and 11 and I have to submit that in the system that they submitted
052their charter review. the charters through you can be from a certified teacher or they can do a national test and so they most of our thing send me um a studentized test results but they're not entered in the system that it was received and I think they file but it's um our numbers are increasing greatly and it takes a bit of time to change that can you speak to that response of what the WDs requires >> WDS That's what they see. Um, when a homeschool student participates, our West Virginia General Summitive Assessment Test does not meet their requirement for a nationally norm test. So, if a home school student wants to participate in sports when they're high school, they have to have a nationally norm to meet the requirements for WBSAC along with their GPA.
053They have to validate their grades. we they get treated just like our where we can look in our data and give that information to the coaches to to verify that the students meet the eligibility criteria. Postal students also have to meet that except they attempt um use the general assessment test. We desperately needed this room and we are excited about it with the approval of our architectural firm. Um what we have to step when we were expecting it is to get the bid process out in the fall award it and start next summer is what is the earliest we could start but we have to really start the process now and in um moving the system forward. When we interviewed our architectural firms, they did say that they bid about there's a local contractor that meets the qualifications of that. They're free to bid on that. So, we're excited

We actually need to have our statutory meeting which is our organizational meeting and it needs to happen on um July the 6th which is bad for me because I had planned on meeting in Gatlinburg but I did speak with Dr. Howardo called um to make sure that I was correct
