011statewide news here uh that Marshall University is starting an aviation pilot program with the West Virginia Department of Education. And uh there's a number of pilot sites that have been selected um in the state. And um I've just received word yesterday that Buffalo Elementary School and Buffalo Middle School are going to be uh going to be added to that pilot project. >> So, um we're we're excited about that and look forward to that opportunity. >> That's great. So, um, I just prepared this short slideshow for you guys just to kind of show you where we're at with the program. Um, right now it's just an aviation maintenance
012program. Um, but we have hopes to, you know, grow that program into the future. Um, so, uh, there's going to be part of this that shows you guys where we're at and where we like to go. Okay. >> All right. So, my name is Joseph Dervis. Uh, I am an aircraft and power plant mechanic. I'm a flight instructor and a commercial pilot. Um we started this venture three years ago with Wayne County School starting with Spring Valley High School. We do um a very hands-on approach to aircraft maintenance training um at the Huntington State Airport. [cough] Um we worked a little bit with Marshall and their program to start our program. Um, but since then ours has kind of grown into more of a hands-on program than Marshall's and not really necessarily more hands-on, but
013the the difference in our programs is that all of our aircraft are actually return to service. The students that are under our program are actually um working on airworthy aircraft um through our fly school and through fly services partnership with Wayne County Schools. So, it's given the students real world experience. is we actually bring them on actually treat them as air technician assistants. Um so they're actually getting real world experience in both you business leadership and um you know hands-on aviation maintenance training. Um we uh we actually started the first aviation maintenance program in the state of West Virginia. Um there's a few other schools out there that have engineering programs. um Logan County. Um but nobody in the state has any sort of program like we do. So I'm really proud to to be
014a part of that and for what Wayne County is doing. Um I graduated from Wayne High School in 2009. So it's really important to me uh to me to bring this back to you our county and see all of the schools involved in that. So a short video here just some uh this was an open house that we hosted. Uh oh. >> [music] >> for a while. [music] >> [music] >> So that was just an open house that we did for Tulsa, Wayne, and Spring Valley. So we had I think we had 47 students come up. Uh we raffled off three discovery flights as part of that. Um, and I think that we had probably 27 to 30 calls afterwards, you know, from just, you know, students wanting to pursue flight training in in in
015particular. Um, so we we've had an interest um to actually grow the program into more than just aviation maintenance. Um, but this right here's a picture of a couple uh projects that we've got going on here. And this is just to kind of outline how we teach the program. So, we use project based learning. Um and then we have different assessment tools that we use um formative and summitive assessments. So um up in the top right you can see uh this is our first year students uh uh this well the beginning of this previous school year. Um so this is a 172 project aircraft that we bought uh satellion flight services and donated to the program. Um, and the students are working on restoring that aircraft. And our hope with that is that we can
016eventually turn this aircraft into a more cost-effective trainer option for the students coming through the program. Um, and actually put that as a [clears throat] as a flying club aircraft for them so they can get reduced flight instruction. Um, one of the biggest hurdles in flight training is the cost associated with it. So that's what we're trying our best to to figure out a way forward for everybody. And then this is another one of our students. This is one of our trainer aircraft over here and we're doing engine work on it, replacing cylinders on it. So, but the the students are hands-on every single day in class. You know, we never have a day that you know it we might be cleaning an aircraft um or you pulling cylinders off an engine. So, um there's
017a there's a very wide array of what what sort of construction they're actually doing. Um we've got students towing an aircraft up here. Uh this was from my first completed class. Um we had seven students in that class that completed. Um on the next slide I'll kind of talk about this a little bit more too. But uh we got standard workplace practices. Uh we have safety and success protocols that we follow. Uh this is actually a picture of our toolbox that um I went out to Tulsa, Oklahoma and did training before our program ever actually started and we actually won this toolbox in our raffle. So, that was really cool. It's all Snap-On tools. It's like valued at $10,000. So, it's neat for the students to actually get to see what they're going to be
018working with in the industry and how important tool control and safety is. So, um these are a couple of our students uh in the flight school. Um, but you know, essentially what I want to talk about is, you know, all of all of the students that we've had come in through the aviation program have went into aviation careers um or further educational training. So, we've had uh students that end up working at the airport at Huntington or Charleston. Uh we've got students enrolled at Marshall's you maintenance program in their flight school, Fairmont, um Liberty University, but every single one of them that's come through have went into aviation. And I don't think any of them would have ever thought about that had we not been able to expose them to that. So that's been awesome
019to see. [snorts] Um so, you know, it's not just a theory anymore. You know, we're actually doing it. We're making this happen for these kids. And that's that's what this is all about to us. So, a little bit of what I want to talk about is what we do next. Um, you know, you mentioned a second ago that uh Marshall is kind of leading the way with um opening up pilot programs. It's a pilot pilot program. Um, so to me, that's really important because they're kind of setting the stage for us to have a really unique opportunity because they're going out and they're doing all the legislation side of it and securing funding for flight training. Um, so the biggest difference is that, you know, as a smaller school and, you know, a smaller business,
020we're able to do that at a substantially lower cost. Um, and that's what I think is most important for counties like ours. So, you know, the right off the bat, and not to bash Marshall because they're a great school, but um right off the bat, if you go to their their website and you're inquiring about flight training, they advertise that it's 35 hours to get your private pilot license. Um I don't know anybody's ever got their private pilot license in 35 hours, but that's all that their program accounts for. So, right off the bat, they're kind of misleading students um and underestimate what the program cost is. And I think that we've seen a disservice to the community by that. Um so, that's kind of one of the things that we're focused on being more
021transparent with our costs and trying to bring that cost down and make it more accessible to students. So, it's really important because we we've had um seven students that have come through our program in the past year and a half and all seven of those students that have come through have about $60,000 in debt and their their first year salary has been $150 to $170,000. Um so that's going straight in. We've got students at PSA Airlines, South Sky West Airlines, um, Vmont, >> um, NetJets. Um, there's a huge, you know, wealth of knowledge of, you know, local pilots and stuff in our community here that want to help out as well. Um, I'll mention, you know, Scott Cobert, just because I know him personally. He's, uh, he's volunteered to teach some of the ground training
022courses. So there's a lot of industry experts that we have local here that want to give back and want to see a program like this [clears throat] community. So >> So um what I did here is I put a couple proposals together for how the program would work. Um so we kind of set it to to where you would actually finish your product pilot uh certification in one school year. Um, so the first um the first semester we would do all of the groundbased training. Um, and that would get you all of your FA um writtens out of the way. And then going into spring semester is whenever we'd select six students from a class of 24 originally uh to proceed with flight training. Um, and that's that's primarily just due to budget concerns. Um,
023you know, we're at Appalachian Flight Services, you know, we're looking to see what we can donate as well to help with the costs. Um, I've spoke with, you know, several senators and congressmen about um, matching [clears throat] donations and other, you know, just local uh, members of the community here about donations as well. So, so there's definitely an interest there. Um but the uh the second semester of the training essentially is whenever you know you would have the pilots act or the students actually start flight training. Um and the way that we have that structured is to where you'd have six students in each class. Uh you pair those students up and you would essentially just treat it like a driver's ed course. Um we we've got it structured to where you wouldn't actually have
024to pull the kids out of class except for like four days in that entire semester. Um there would be weekends uh that the students would have to fly. Um and there are uh night hour requirements as well. So um those those were considerations that we had as well, but I'll let you guys read more on this later, but [laughter] this just kind of breaks down what that looks like. So you have Monday through Friday ground and simulator instruction um for the fall semester and then into the spring semester we would start on um the actual flight training where the students would actually be in the aircraft. And this this is the most important thing to me because what what Marshall's doing is completely separate from what we're trying to do here. Um they I think
025that they hope to get students in there eventually, but I think that they've got a lot more hurdles to face where they're a part 141 school and there's a lot more FA oversight with them. um and a lot more rent tape that they have to cross. But the um the ability for what we're trying to do, I think uh lets it happen a lot quicker and and it's it's much more accessible to students. So um this kind of breaks down what that uh cost is. So for 24 students to come to the program and then six selected for the flight training portion of it um you'd have 24 students all 24 of them would actually end up getting their um small UAS certifications as well. So they would all graduate with um unmanned aircraft certifications
026to fly um and then six of them would actually graduate with pilot certifications as well. Um, so we have very substantially reduced the cost on that um to where you know you're looking at a total cost per student of about $8,500 um versus a license that would normally cost somewhere around 20,000. >> Wow. >> So, um if anybody has more questions on that, feel free to ask. Um, I was trying to be short here for you guys, but um, you know, in in closing for me, I mean, the past couple years have been awesome. Um, I lost my brother to uh, you know, drug pandemic or, you know, epidemic really. Um, especially that, you know, we all know around here. So, um, I feel like had he been exposed to aviation or something, you know,
027worth worth choosing something else over, um, he might still be here with us. So >> yeah, >> and I've personally seen at least two kids in my class that were going down the same road that he has and this has completely changed the trajectory of their life. So >> great. >> That to me [clears throat] is what you this is about and you know it's about giving back to the community now at this point. So >> it's fantastic. >> Thank you. >> So how many how many kids do you have in the program currently? need the maintenance. >> Um, right now we had we had uh 12 in last year's program and then we had seven completers from the previous year. >> Okay. >> So about 20 students. >> Great. And we're opening it up
028to all three high schools. >> Yes, that's that's the goal this year is to open it up. And I think that that has that already been decided to >> Yeah, we're working on the transportation. Yeah. >> Yeah. >> So, and that was like one of the most important things to me, you know, especially being a graduate from Wayne. I grew up kind of seeing the opportunities that Spring Valley [clears throat] had and everything else and it's like, you know, here I go and teach at Spring Valley. We won't say anything. >> But, you know, it's awesome that we're going to be able to get Tulsa and everybody involved in it. So, >> right. >> How many females

Um, however, that being said, um, at our open house, I had I think more females than we did actually interested in it. So, so that's awesome. And you know, one of the benefits we have, we've got two female flight instructors as well. So, >> I think that'd be wonderful. >> It would be. It would be defines interested in the mechanical part, too. >> Um, a couple of them have been. uh the the completer that I had this year, she she was and uh she's going into the Air Force. Uh well, she's a junior at Spring Valley, but >> um she's made her up already. She's going to the Air
030Force and wants to go that route. >> That's great. >> And [clears throat] I know when we when we toured your facility, you you were working on a um a plane that you guys said >> it was completely stripped down [laughter] >> and we're we're rebuilding. >> How's that going with you? >> Is that still a project or >> funding is an issue? We're doing a golf scramble down at Creekide on July 11th. They were, >> you know, >> creating that from scratch as well. So, >> yeah, that's one of the things made was like, no way would I ever want to go up in a plane that I help build. [laughter] >> Yeah. Yeah. I think at the time we had uh we had two big avionics jobs in there and I mean it looks like spaghetti behind the instrument panel
032at that point. So >> right >> there's a I think in that one aircraft there's over 20,000 miles of wiring. So >> wow. >> So >> it's incredible. >> I boarded a plane that was a female pilot and I almost didn't get on [laughter] be honest with you. I said but she had a male co-pilot. I'm serious. >> I would have never thought of you being a showman. I know. But yeah, up there I am. Yeah. >> But it's absolutely a great program. So, uh, Caitlyn Christian Webb, who was our counselor of the year for Wayne County Schools, she's been [clears throat] instrumental in in the work that they're doing there, but uh, this this school deserves a lot of credit. 041Manufacturing Center. We have been speaking with them throughout the winter months and throughout the spring months about a possible industrial maintenance program for our students. And uh they have agreed to uh host an on-site school at the Marshall Advanced Manufacturing [snorts] Center. >> Wow. >> Uh for our high school students that will be open to uh students from all three schools. >> Great. Um, we're also partnering with Mount West on that program and it's going to be part of the Jumpstart program. So, students will also have an opportunity to receive college credit through that program. Fantastic. >> And so, it's going to officially, it's an advanced manufacturing pathway. Uh, year one, they're looking at a uh hydraulics and pneumatics course during the first semester and an electrical course during the second semester. >> Excellent. And
042we're going to use the transportation that we use from all three locations to go to the jump start program to also provide transportation to the to to this particular program. >> That's great. >> About 10th or 11th Street on 4th Avenue. Is that >> uh it's the former Robert C. Bird Center. So that's um I'm not sure exactly. >> That'd be on what down 4th Avenue and around Street, isn't it? >> Yeah. So, that's going to be another very good opportunity for for students that are interested. Now, the disadvantage is is all this has just came together.
