001Mhm. >> a few things out of the way. Okay. All right. Everybody ready? Ready. Is that Is that it? Ready? Oh. Yes, probably. Okay. Um Give me a second. Okay. Remember the lights are on. Got you. I'm on the left. Oh, yeah. Oh. Here you go. >> [cough] [clears throat] >> The way this way should be used for this. Over here. Landline. She's in there. Oh, is she? Is this like my baby? Yes. Oh, my goodness. Can you get it? Oh, yeah. Never had that happen before. I don't know. Well, You like him? You like this one? I think she's just a little bit Carry something around all time like that and sooner or later it Turned six. Turned one on Thursday. No, I cannot. Look, who's it? Oh, this is Oh, my goodness. They're
002up. Okay, we're good. If you want to Let's go ahead and open the meeting and then Okay, yes, sir. All right. We'll go ahead and call our regular meeting of the Wayne County Board of Education to order. It's 5:03. And if you'll stand, we'll say the pledge. Randy, you care to lead us this evening? Pledge allegiance to the flag >> of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Let the record show that all board members are present in person this evening. And we will begin Yeah, we have employee reduction and forced transfer hearings this evening. We have one hearing scheduled this evening. [clears throat] Another hearing has been postponed. Um and uh the the person who is here
003for their hearing is present and they have requested a closed hearing. So, I would ask the board to consider going into executive session. So moved. I second. Brandy seconded by Donita to turn or to go into executive session for a personnel hearing. All in favor? Aye. Aye. Any opposed? Motion carries. Five to zero and it is 5:04. Okay. And Yeah, for that For those that have joined us um online, um we'll be muted while we're in executive session and then when the board comes out of ex- executive session, we will uh we will uh restart the live stream or the we will unmute the mics at that point. >> Mhm. >> I'll mute the mics now. Okay. We can do that. Here I am. Here I am, Mark. Mark. I know that. Okay. Just yeah,
004just for the record, there was a personnel hearing in Go ahead. >> That's all right. Go ahead. And we we've returned at 5:34 p.m. Yes. And we'll move on from there. We can uh go ahead and move down to our recognition recognition section. Uh I did um so recognitions, I want to recognize the Wayne High School boys basketball team. >> Yes. Made it to the second round of the states. And of course, as we've talked about before, that was their first trip to the states. And they played really well. >> a good show. Yeah. Um so proud of them. And then a little bit later, we're going to be recognizing some young writers um winners from the county. And uh we had uh our county winners advance to the state. Now, I just want to
005point out uh specifically that we had a first grader from Wayne Elementary School by the name of Carson Artist that won first place in the state of West Virginia in his grade >> Very good. So when we do the um when we do the recognitions of all the young writers, we'll get to meet Carson. And uh we'll we'll share his uh submission with you. >> That's great. Fantastic. So I had Any presentations this evening? No presentations. Any other good news? Anyone? I'm here. Any other good news? Well, one of one of the those young writers that is my grandson. >> Yeah. And his mom's sitting right back there. >> Very good. All right. Uh we've got some time. Let's go ahead and do our informational items. Spring break is April 6th through the 10th, 2026.
006Mhm. Uh special board meeting on Tuesday, April the 7th beginning at 4:00 at Fort Gay. We're going to move that to April 20th. Okay. >> Okay. And the reason being April 7th is spring break. That's right. I thought when I read that. Okay. And the school had not complained about it. They were going to follow through. Well, that was very kind. So I think they were very pleased to receive the call when I realized that they were scheduled on spring break. I thought what day you moved it to? Monday, April 20th. I thought, well, Todd said it then had to be right. Monday, April 20th. Still at 5:00? 4:00. 4:00. Okay, yeah. So Monday, April 20th at 4:00 at Fort Gay for our LSIC meeting. Okay. Regular meeting on Tuesday, April the 14th beginning at
0076:00 in the conference room. And you're going to reconvene And then uh special meeting on 24th. We'll reconvene on the 21st Yes. at 4:45 here in the conference room. And then a regular meeting on Tuesday, April 28th beginning at 6:00 here in the conference room as well. Okay. Everyone good with those dates? >> Yes. They all look good. >> As far as I know. That does. I see some conflicts here With what? Things coming up. Meet the candidates and things like that. Our board meeting should It'd take precedence, I'm sure, but I don't see >> I don't think there's any meet the candidates on our board meeting. No. No, I don't either. I'm good. I don't think there's any on Tuesdays. I think I think we're fine. Um we've got a few minutes. Can you
008do the construction project updates? Yeah, and they that item that's listed under construction project updates, I didn't catch it. That should have been down under superintendent's updates. Um so we'll get to that in a minute. Um really, there's nothing new on the construction projects. We've had three sets of bleachers delivered to Wayne High School. Um we're we're waiting on one more set, the set for the softball field. It was scheduled to be delivered on Friday, but was not delivered. So I've got um a um inquiry in as to where those are. But we do have three sets that have been delivered. Um our crews are getting ready to to start putting those together. That should get started this week. And then um the uh the project at the uh CK Alumni gym moving along. Again,
009we're scheduled to be complete sometime around the end of March. Um we had a problem develop down there. Didn't have anything to to do to do with the project um except it was in the immediate vicin- vicinity uh behind the gym there uh where the uh trash truck comes in to unload the dumpster, it has created a huge hole. It sunk. It's you know, and you see that happen sometimes on the asphalt, but it has created a a significant issue there and that's where some of our kids come to get out of the pre-K line to uh go into the building. So, um Naborhood Gall is going to have uh asphalt contractors down there to patch up the front as part of that contract. So, we talked asphalt contractors, they're going to do some work
010out back for us at the same time. Um and the cost will be be a little bit lower because they're already going to be staged there. And so, I'll uh bring that PO to your approval on the uh next agenda. And then uh the Buffalo project, we just received uh comments from the School Building Authority today. So, we should be going out to bid on that soon. Um I haven't had a chance to review the comments in in depth, but uh everything's moving along there. So, that's the only updates I have. >> [clears throat] >> All right. Any delegations this evening? I don't see any. None. We can move on to reports. I think I can knock those out for you, too. Great. Um we've been approached by a group. It's called Teach for America.
011Um and this specifically is Teach for America Appalachia. And they have um college graduates that are interested in in serving [clears throat] in the AmeriCorps. And so, if a district has vacancies in a certain area and they have a college graduate that's possibly linked to that area. So, for example, you know, maybe a science degree that's not a teaching degree, but there's an opening. Um there's an opportunity to bring those people in uh through a partnership with this group. So, I'm going to be meeting with them. I've had an introductory meeting with them. I'm going to have a second meeting with them regarding this. So, I'll I'll give you more information as we move forward. Uh there there's no obligation on our part. Of course, you know, the the person earns the same salary that
012uh our teachers make off of the salary schedule and then and then there's a little a little bit of money that goes to Teach for America that we wouldn't fill those positions with somebody in that case unless there was a position that we couldn't fill with a certified applicant. So, we're having conversations with them and reviewing that now. So, I wanted to bring that up. Um in your separate attachment items that I provided to you for tonight, on pages 7 through 11, >> [clears throat] >> we're we've also been in discussions with Marshall University and the Southern Regional Educational Board, SREB. Uh they have a grant called the two through and beyond grant. And that would be a partnership between SREB, Marshall University, the June Harless Center, and Wayne County Schools. And its purpose is
013to improve educational and career outcomes for West Virginia students interested in careers in pre-K through 12 education and business and finance. Um and so, what this grant does is it it just brings funds into the district that allows students to uh have some specific activities at Marshall University uh to get introduced to their programming. Uh there's also going to be some set-asides for our diploma endorsement program where we can possibly do some things on the business finance end. And so, um uh the June Harless Center uh approached us uh regarding this. And so, um it's uh no cost to the district at all. Um any teachers that engage in any professional development or anything that's offered uh will receive stipends. And again, all of that is paid through the grant. So, I just wanted to
014provide you that information. We are planning to move ahead with this. If you'll review it, let me know if you have any concerns. Uh next step, I want to bring up the calendar. So, same as last year, there was a lot of news about counties receiving waivers. And we were not on that list because we did not need a waiver. Uh we have missed 11 days of school. And uh we have uh 10 days uh already built into our plans. And those days include the non-traditional instructional days and then bank time days. And in order to have bank time days, you have to have a certain number of instructional minutes at every single school that you have. And a few years ago, we made sure that we met the the minimum instructional minutes that are
015required and that allows us to accumulate bank time uh to cover for two-hour delays and and it covers up to five uh missed days of instruction. And then we have made up one day. We rescheduled an OC day, so that is the 11th day. So, at this point, we weren't eligible for a waiver because we're not having to add any days to the calendar. So, we are following the the uh same calendar that you approved. Knock on wood. Uh we don't have any flooding problems or or a or an April blizzard. Okay. Um summer [snorts] meals. Um the uh Letha Thompson has been working on a program that would run during the month of July where we would bring in cooks uh one day a week and they would prepare seven-day meal boxes uh breakfast
016and lunch uh for families that signed up and registered for the program. And uh it that has to be approved by the state, uh but we are submitting a grant to do that during the month of a month of July. We're submitting the request to do that and we're hoping to get approval there. Um uh we've looked at the numbers closely as far as, you know, what we collect for uh meal disbursement uh against what our cost would be and this program will pay for itself if if it's approved. That's awesome. Um so, uh we're trying to get that set up. But again, we're that's pending state approval. Uh I got a surprise this week. Step 7B is um one of the funds that you're used to discussing. I think last year um Jeff, help
017me remember. How much money did we receive last year in Step 7B? It was around 200,000, I think. Um Yeah. And so, anyway, the state is going to be we're getting word that the state is going to withhold some of those funds from the county school district uh because they're purchasing a financial system uh for all of the counties to use. Um they're trying to upgrade their financial system. So, that Step 7B is 21st Century Technology money. And so, uh we're allowed to use that for technology personnel, which is largely what we use it for. And we use it for technology purchases in the district. Uh the state's going to withhold some of that funding so that they can pay for this financial system that's going to be used by all the counties. How much
018they going to withhold? How much did we We don't know yet. We won't know until we get the final comps. Early calculations were What did we say earlier? 119,000. And is this something that you and your staff would be able to access and use over what we currently use or it's They're replacing the the old system. Oh, great. It's free. Okay. So, it's the the it's the system that everybody uses anyway. That's going to be major. I got you. So, that's a major a major And it's going to be it's going to be multiple years that this withholding is going to take place. I think I think there was possibility that we're going to withhold it all at the beginning. And again, I'm speaking from emails that I've received and we had a meeting with
019our uh the districts in our quadrant today. Folks were a little bit upset because we didn't know it was coming. And we're in the last week of March after we've been through all this budget planning and we just you know, for some districts, it'll be more than that. And and I we don't know until we get the final comps exactly what it's going to be. But what [clears throat] they have said that what they're going to do is just take the increase in the Step 7B this year. I think it was projected statewide to increase about $5 um or um it was projected to increase about $5 so, they're they're talking about holding onto that money for the for this project and then that would occur again next year as well. So, we'll see what
020the final number is. So, we'll just keep our eyes open on [snorts] it. >> [clears throat] >> And then um also, I think you have a measuring success document. Just an update on attendance, which is one of our goals. Page six. Page six. You'll see that the chronic absentee rate and we hear about these during the LSIC meetings for the individual schools, but the chronic absence rate, which is the the left-hand chart, is at the as of March 22nd, it's down to 21.91%, which is uh good. Now, that's a that's a drop of where we were last year at this point, which is a good thing, of 3.82%. Our goal was a 5% drop. Okay? And I I said at the time that that was a lofty goal, but we're we're still chasing that. Now,
021I do want to point out that last year we were at 25.73 on March 2nd, and by the end of the year it had it had uh the number had worsened to 32%. So, as the year goes on, uh the number tends to to go the other direction, but it had improved from January. So, uh you know, hopefully we can we can hold that performance. If we hold that performance, we'll be well over the over the 5%. Yeah. Okay, that's all I have. That's it? Yep. All right, we'll go ahead and take our recess. Motion to recess. I move. Second. Motion by Enis, seconded by Randy. All in favor? Aye. Any opposed? Motion carries 5 to 0. It is 5:51. So, we're going to recess the regular meeting and then call to order the special
022meeting. So, we're back on item number five. Well, I'm sorry, yeah, we're not on item number five, we're on the separate agenda. Yes, we are. Meeting special meeting number 33 is what we are. We need a motion. We're going to recess from that meeting now. You're Yep, you've already done that. I've already done it. We've done that, so now we have to go to We will call to order our special meeting of the Wayne County Board of Education. I'm sorry. Everybody got their special Special agenda? Yes. I'm confused maybe. I'm sorry about It's okay. We need to do the pledge again? No. Okay. All right. So, everyone again is still present in person for this special meeting. 5:52. It is 5:52. All right, and new business under consent action items. >> [clears throat] >> Did
023you need a motion to convene? Yes, we did. We did. Randy, did you have that, didn't you? Or was that That was the That was the recess the other meeting. Okay, that's right. Let's do this. Let's We need a motion for the new meeting. So moved. Okay, Mark, second. Second. John Enis. All in favor? Aye. Any opposed? Motion carries 5 to 0. It is still 5:52. We're still all present in person. Yes, we are. And we can move on to our new business consent action item. Number one, review and approve the proposed tax levies for the budget. That's the separate attachment in year 2026-2027. Motion. Motion by Randy. Second. Seconded by Mark. Questions, concerns? Do you have anything you need to go over with them? Tell us, Jeff. Uh it's basically the same information that
024was presented at the last meeting. It's been sent to the state office for approval. Once he approves it, we can go ahead. We can convene this meeting in 3 weeks. March 20th and April something. Yeah, April 21st at 4:45. >> Yep. All right. No other questions, concerns? All in favor? Aye. Any opposed? >> [clears throat] >> Motion carries 5 to 0. Motion to adjourn. Motion to adjourn by John Enis, second. I'll second. Enis. All in favor? Aye. Any opposed? Motion carries 5 to 0. It is 5:54. That concludes our special meeting. Yes. Now, we can reconvene our regular meeting. Motion. I move. Mark. Hang on. I got you. Item five. Got it. Second. Me. John Enis. All in favor? Aye. Any opposed? Motion carries 5 to 0. Again, it's 5:54. Just going to write them
025all. Yes. Now, that's to get back to our board directives, board reports. Do you know if I don't think we have any. None heard. None heard. Moving on to our unfinished business. The following items were on the March 10th regular board meeting agenda. These are all of our fantastic policies. Okay, so what we're looking for this evening is the possibility of taking this these to 10-day public comment. Okay. So, we had divided up all of these Yes. fun policies. I know we So, instead of reading them all, Well, and as you're aware, at the beginning of each of your policy manuals, and we'll post these online when these go up for 10-day public comment, there's just a synopsis at the beginning of each that covers each policy and the reason why it's been uh updated.
026So, you'll see everything from grammatical errors to it's being changed to uh match changes in legislation that have occurred within the past year, um to changes in federal regulations, um but there's always a uh there's always a precipitating event that results in a policy change, and those reasons are all all laid out in those introductory pages. Did anybody have any concerns with those policies or as they were written or anything that I'm going over these and going cross-eyed trying to read them all. Right. It seemed like there was a lot of repetition. Right, a lot of minor changes like A lot of legalese, right? >> Yeah, district to county and grammatical things, but Randy probably thrives on that. I have a few questions or concerns. Okay. Where do you want to start? Okay, well, let's
027look at my tabs. Let me I have a lot of tabs here. What's the page number, please? I will try to do that. What's the policy? What do you want to do? The first one will be real easy, page 53. Okay. Got it. And it's about as simple as it gets, the second green paragraph in uh the fifth line, they misspelled balanced. We're going to do this two, three, four, five. >> [laughter] >> Blanched. Yeah, we may as well get the spelling right if you see something like that. After all, it's an educational process. That it is. Okay. Spelling on that? Got it. The next thing I saw on this um maybe just showing my ignorance, it's on page 63. I was curious. On 63, it's policy 1613B. It references the safety manager. Again, I
028probably don't know that. Who is the safety manager? That's Mike Hart. Okay. Let me be sure on that. We have one next year? Yeah, that's to be determined. Okay. Or designee. I believe it or not, some of these I got tabbed. The only thing I put was good. Okay, this is good. >> [laughter] >> So, I I want to be I want to be fair. Read all of them. Yeah, I thought you said you did. Never mind. >> See, I forgot you were reading them. Uh page 167. 167? Yeah, 167. Okay. Again, I don't have a real issue. It It raised some of the uh thresholds as far as uh uh, capital expenditures and like in cat page 167 B Right. capital expenditures for special purpose equipment or allowable as direct cost provided they were
029at the unit cost of used to be 5,000, it's now 10,000. It makes sense to me, but it is doubling, but good Lord, everything else in the prices are doubling. So, let's look at that is policy 6114. Mhm. That's uh, cost principles for spending federal funds. So, we said 6114. >> Yes. What we do right now? Is it still at $5,000? So, the reason that those policies have changed is because there was and Jeb could explain this better than me, there was a a change uh, with the Edgar rules. And I guess that's educational guidance is the uh, term that they use for that uh, for expenditures and uh, so it's the federal office of management and budget that has made revisions for all federal agencies including the Department of Education. And so, those changes
030resulted in the changes that you're seeing on that page. So, that's not a local change, that was a federal change. Yeah, and there's similar changes, you know, page 173 it went out 5,000 to 10,000. Over at 167 uh, number uh, letter H equipment spelled wrong. Mhm. Yeah, it's true. I missed that. I don't think we should have to. Spell check. >> [laughter] >> Well, somebody said it's a school system, so I guess I know, yeah, you hate to have it Okay. >> [clears throat] >> What? No, what now Randy? Well, I just mentioned page 173 was another where they exchange changed threshold from 5 to 10,000. Page 175, uh, another typo and I also at least got a question. Okay. The typo, it's down a good good at first. Paragraph two, subparagraph little A. Okay.
031The last line, they've got the word t o h t e. I think it's supposed to be two words, to the. To the And the next to the last line on that page, they left the e off of what I assume should be the. Now, the question The question I have, it's it's more than the top of the page, paragraph little E. Okay. Apparently the old uh, currently it says the board reserves the right to reject any and all bids for sound documented reason. And they marked that out and it's not going to say, but must document and provide a justification for all bids it rejects. I'm not necessarily against that, but if we're having to provide a justification, that seems to me like a little more documentation. This is why we're doing it. I'm
032not against it, I just wanted to point that out. Yeah. And again, this is one of those policies that fall under that uh, the changes from the office of management and budget. Okay. The very next page, page 176, the contract price analysis, they totally changed that. Uh, threshold looks like it stays the same at 250,000. >> [snorts] >> The total, I guess again, these because of federal regulations are Yes. And that's I was going to point that out that the board's local policies on procurement uh, we use those for the for our federal programs as well. Um, so your local the local policies can be more restrictive than the federal policies and they are. Okay. Now, there's some other changes, page 181, they've but they're you it references the uh, code of federal regulations to
033CFR 200, so I guess we got to do what the federal government tells us. And there's other changes similar to that on pages 182 and 183. Those were everything I saw in what was assigned to me. I was getting ready to go on a lot of other stuff, but that's policies we're getting ready to consider for a first reading. There's a lot I got to say about that. Any other issues with anyone else's policies? You put them out for comment. I don't I just made one little comment on page 52 because because our board has to show the next page on the district web page, which we do and include directions for accessing the live stream of board meetings. So, usually I would have link at the bottom of our page and have to tell
034them how to Do we tell them to Because it already says Go to the >> include directions for accessing. Look here. I can't open Turn power on. You're going too fast. >> [laughter] >> Yeah, that's all I had. I had a another misspelled word, but I lost it somewhere, so Oh, well, they'll find it. We'll catch it the next time we go through. We'll catch [laughter] it the next time we have to read them all. You're right, Randy. Yeah, and if you'll on your on the agenda cover page Yes. if you'll look at the bottom I see it. Yeah, there it is. What is it? Oh, yeah. Now, what I need >> the cover page. That's what >> Yeah. Yeah, so Right, so we need to move that over to page one or include the
035cover page on the uh, the board website. Yeah. But on the front of the website It's in the notice. It's in the notice. But Randy's uh, Randy's not our lawyer, but he will tell you that the way that that reads is that it should be on the agenda. I'm not your lawyer. >> [laughter] >> Fine, fine. All right, all right. And you don't play one on TV. All right. So, no other comments or questions or concerns? Sorry. No, go ahead. No, go ahead. No. Are we What are we Are we going to do the other batch we got? Where does that take us? We've got another batch we got. >> Is there Have we addressed all concerns under number one? >> this is number one that These are all Actually, number one is I think
036these are all the ones that that I reviewed. So, I don't know, I lost my agenda. Let's take us through one. Let's see. One, two, three and four. There were 60 of them. What's the last one that uh, who had the last one in in the book? Probably I have no clue. Probably I did on the book. It went to 183. Page 183. Right. 7310 was the last one in this book. So, that's through number five. >> [cough] >> Here's the list. Yeah. Need to add. Yeah, I had the list. It was pages 181 and 183 was the last of the first batch. Dennis had through 103. And Mark had 104 through 136. And then Yeah. Through 183. So, those are all one. One. Two and three that are on there, right? Make sure. Yeah,
037there's three. And there's two. Yeah. So, that would be if we could consider one through five collectively for 10-day comment. I'm good. That would be great. Any other questions on items under number four? Or any other other policies? Okay. Did Okay, what about Eight bucks. That's the new one. Those are not on this. They're not on this. Yeah. I know. Good. All right, I'm making a motion to approve number one, number two, number three, number four and number five policies for for for for board review and we've done that in 10 days. comments, yes. Okay, so the motion is to go for 10-day comment. Right, 10-day comment on collective 1 through 5. >> Yes. board policies >> Yes. I'll second. public comment public comment Okay, motion by Johnina. Second by Dennis. Any other questions, concerns?
038comments Okay, so all these policies are going to go out for 10-day comment. All in favor? Aye. Any opposed? Motion carries 5 to 0. >> [clears throat] >> Moving on to our new business consent action items. Number one Uh actually, the superintendent recommends approval of the following action items. Additional items received prior to the time of the meeting may be added. Discussion and or separate action of items may be requested by members of the board and or the superintendent. Items are subject change. Any blanks will be filled in prior to the meeting and in the event a nominee withdraws, we reserve the right to put the next candidate into that position. So, number one is considered for approval the recommended personnel matters on pages 1 through 2. Motion? Motion to approve. Second. Second. I second
039it. Mark I thought I heard I thought I heard Mark. Comments, questions, concerns on the personnel matters? The termination we did that name position. Yes. Under that on page one service personnel termination. Yeah, the termination is for employee Annie Smith. service employee Your full name. superintendent Now, we just need the name. Okay. Is there any other questions or concerns on personnel matters? Not heard. All in favor? Aye. Any opposed? Motion carries 5 to 0. Number two, consider for approval the minutes of the Wayne County Board of Education actually two and three if we could consider those collectively both minutes. Motion. Motion by Randy. Second by Dennis and this would be meeting minutes for March 3rd and March 10th pages 3 through 12. Any questions or concerns on those? None heard. All in favor? Aye. Any
040opposed? Motion carries 5 to 0. Number four, consider for approval purchase requisition order and quotes in excess of $5,000 pages 13 through 21. Motion? Motion. Motion by Randy, second. Second. Johnina Questions or concerns on those purchase requisition or quotes? [clears throat] Uh page 13 is a second snow plow. Page 14 >> a second one. Yeah. Are we putting that on these newest vehicle? We're putting it on one of our maintenance trucks. On an older one or It's one that's fit to handle it. Okay. Uh 14 is repair repair and maintenance of bus lifts. Those are those new lifts that we had installed a number of years ago. The company that does those repairs are the company that installed them. Page 15 might look familiar to you. Uh we did an we did an e-rate expenditure
041a few within the last few board agendas. They had invoiced us extremely late. So, we're we're paying for over a two-year period here. So, this is for this school year. Page 16, we're continuing HVAC replacement of some of our older equipment. So, we have a 10-ton unit that's going at to the Spring Valley CTE building. We have a 15-ton unit that's going on the Vincent cafeteria. Page 17 is a Title 1 purchase. That's from the school's Title 1 money or signed out from. Page 20, that Kev Group, you probably recognize that name. This is annual annual renewal that we do. This is for the software that the finance department uses. School Cash Online Jeb, what does this allow us to do? This is school This is the school Cash Online. This This is the portion
042of it that people can make electronic payments. This is the system. that you can If somebody wanted to buy purchase anything yearbook whatever, they can go online and purchase your cell phone purchase something and they would pay with credit card. Okay, so the So, all the schools use this as well, not just here in your office, but everyone. All schools have access to this. Got you. All schools currently have access to this. We are working to get it switched over to the state. state office the same service. They currently work with the state switch. Stuck with this. Is the state's version free to us or Yes. Got you. So, this is a part Is this a cost that may go away? >> This is going to go away. one time cost Got you. I think
043you used some of that $119,000. >> Right. And then page 21 is the purchase of uh new furniture for the teacher of the year's classroom. I mentioned what we were going to do before. Yeah. And we took this to Mountain State for their approved furniture vendors and then I compared their prices to some vendors that we've used locally as well. So, we did get bids on this. This was the best price we could come up with. That's fantastic. All right. Any other questions or concerns on those requisitions? None heard. All in favor? Aye. Any opposed? Motion carries 5 to 0. New business separate action items. Number one, consider for approval the out-of-state field trip request on page 22 and 23. Motion. Motion by Randy. Second. Second by Mark. And this is East Land to travel
044to um yeah, with the special education to Columbus Zoo and Wayne Elementary kindergarten class also to the Columbus Zoo in April 30th and May 1st. Looks like it's funded by school classroom funds um in both situations. So, all Any other questions or concerns on those classroom trips? All in favor? Aye. Any opposed? Motion carries 5 to 0. Number two, consider for approval the contract between Wayne County Board of Education and the Wayne County Board of Health for providing health services and use of public health facilities for the 26-27 school year at an annual cost of $8,000. So, on page 24 and 25. Motion? Motion. Johnina Second. Second. Randy Questions or concerns on this particular uh MOU? >> These are inspections that we're required to have. So, this is a reoccurring cost each year. All right.
045Any questions? None heard. All Sorry, all in favor? Aye. Any opposed? Motion carries 5 to 0. Number three, consider for approval the mowing bids for 2026. Now, this were I'm going to have to recuse myself. Should I do it now and leave or wait till it goes to a vote? I'm not sure what we're talking about. Hold on a I I think you can do it now. Okay. If you all So, I just leave the room, right? Yeah, if you have anyone that you are directly related to you on this list, you can recuse yourself. And Dennis Yes, ma'am. I'm recusing myself. >> is recusing himself from consideration in the mowing bid. So, in your separate attachments, we have the list of all bids received. I will say that this is the most bids that
046we've ever received for any one particular project. My goodness. Did we change the scope of work or something? >> We broke it up into three different zones. And there was a total of and we were concerned the reason that it had been bid out in the past is one, we were concerned that there would be schools left out. >> Right. And that concern was misplaced, especially this year. So, there were 12 total bids that were collected. You have a list of those on page two. And then page three, four, and five were your low bidders in each zone and they were required all they turned in all necessary information for their bids. Bid number one is Shane Nelson. Bid number two, Pioneer Landscaping. Bid number three, H&E Lawn Care. I make a motion to approve.
047Second. Motion by Johnny and a second by Mark. Any questions or concerns? So, we have three different Yeah, yeah, which which is going to be nice. Yeah, it will be. Very nice. And all these met met the requirements with workers comp and all that. >> Yes, sir. Insurance. Yes. How does this compare to our what we paid out last year? The cost went up, which is not surprising. Right. Um if we mowed every single week at every single campus, it would be double what it was last year. But last year the bid was low. Right. And uh uh you know, [clears throat] the gentleman that did it last year didn't even bid this year. So. So, Look at the gas prices. Right, yeah. I mean, really. The scope of work that we put out there,
048did did it include like personally, I know you and I talked about using weed killer as a trimming mechanism rather than actually using weed eater. Did we make specific uh reference to not doing that or Yeah, I can give you a copy of what we put out, but it it covers everything, so I think we're in good shape. >> Okay, I just want to make sure. So, it's double the price, but Well, that's if we mow every week. So, we'll we'll see where it comes out. We'll keep a close eye on that. Okay. And then um you know, it as those prices go up, you know, at some point you will want to look and see if there's something else that we need to consider doing internally. Right. Because you start getting into price ranges
049where you could have a like a whole position. Right. >> Now, it takes a lot to mow these. Sure, I mean, you know. >> And especially if you uh 20 20 acres. >> get three, four days of rain in a row and you got one company trying to do the whole district this. It doesn't go well, so. >> Exactly. Can we can we uh call any of these people out? Like say, let's say you know, zone one has to help zone two because all his equipment breaks or something. Can we do that? Can we use Yeah, yeah, the we had several vendors we had several vendors that submitted bids for multiple zones. >> Okay. So, yeah, we could we could cross over, yes. Okay. Just making sure we're covering all our bases here. All right,
050any other questions, concerns? Looks good to me. Me, too. All in favor? Aye. Any opposed? Motion carries four to zero. We got Dennis back in here. I let Dennis out there. Amy, shut the door. He did. You had to go find him. I probably fell through when I opened it. >> [laughter] >> She needs that glove. You weren't listening when we were She implied you had your ear to the door, Dennis. She had to come and get me, didn't she? >> [laughter] >> They made me guess. All right, let's move on to number four. Consider for approval revisions to existing policies for further administrative review, further board review, or a 10-day comment period. And this is um policies 6200 and 700. >> I've already read them. Oh, did you? Yes, ma'am. Look at you. Any
051any >> them on my forehead. Any concerns? No, none at all. I did have one. I think it's where it still in there was. Yes, it was. Oh, yeah. Just like on page two, I don't know. It and it may not be one because it says special revenue fund {dash} O feed. Would that be right? Or fund feed to achieve. I think fund feed to achieve accounts. School premium funds. It never said so. Yeah, it should be feed to achieve accounts. >> Okay, that's that's the only problem I had. But you don't go ahead and read them. I think they're all right. I just don't have to. Okay. I've read them all, but I got a few questions though. What what questions you got? >> you got there? Is it page number and a Yeah,
052we'll wrap it up here. Yeah. Okay, I'll go uh the first page two, I'm just going to type that. Next to the last line in paragraph number two, it says special revenue fund {hyphen} O feed. Yeah, that's that's the one she was just mentioning. >> Oh, did you mention? Okay, you're heading it there. Randy, why aren't you paying attention? >> [laughter] >> I am paying attention to it. He wasn't ready. He wasn't ready. What about Randy? Yeah. I this isn't one to change, it kind of amused me. They're making a change. Apparently, we had something that referred to Wisconsin law before and they're changing it to West Virginia. I was like, "Wow, we really missed one before." I'm all in favor of making it West Virginia law. I thought it was Wisconsin. >> that. I'm
053all in favor of making it West Virginia law. What page is that on? It's on the next page. >> Page four. Right there. Okay. Kind of embarrassing we didn't catch it before. Well, that's a drafting note. Okay. So, you that wouldn't be in our policy itself. >> no. I'll take back the embarrassment. Uh It's still kind of funny. I guess they're just correcting their own drafting note. Right. Questions I do have and this really starts around page uh 22, 23 in there. Okay, so hold on a second. So, item number four in our agenda is policy 6200 and 9700. Those end at page five. Do you want to go ahead and take those? You want to go ahead and knock those out, item number four? >> We can do that. Let's do this. Four is
054just like you said, the 6200 and 9700. [cough] Those first two. Motion to put it out for 10-day comment. Second. Johnny and a second by Mark for 10-day comment. All in favor? Aye. Any opposed? Motion carries five to zero. Now, we can look at 3139 and 8210. Yeah, so page six is 3139. 8210 is page eight. Anything on those? And it goes to page 12, 13. I was surprised about page seven. Were you? I mean, I thought allowing us to suspend an employee and not be fired. I thought it was a suspension. But our county policy can be stricter than that, is that correct? Yeah. And all >> be up. So, I mean, So, this this was this was something that came up in the legislature. >> Okay. And so, previously when an employee was
055suspended, there would be a note that was included in their letter based upon if we wanted to include it, that a suspended employee was not allowed on school property during the time of their suspension. So, that hit the legislature last year and the side story I heard on it was that somebody had been suspended and they wanted to attend their child's basketball game unrelated to the school they had been suspended from and they weren't allowed to. So, there was Okay, yeah. So, one of the legislators took took it up and um the legislation passed this rule and that's what this policy is changing. If this was the state policy, we do it there. Yeah. All right. Okay. And then the legislature and the school calendar policy, they also passed those. Roll that which we do
056anyway. Yeah. So, there has to be an employment term defined and the calendar has to be defined before the school year starts. Okay. Okay, those two. That's those two. Any other No. Got those two. Questions or concerns on those? Did I have a motion for those? I'm sorry. No. Motion that Just give me a motion. Motion. Questions on on what? The all of all these >> No, no. Just just on item number five. Just on those two policies. >> 31 39 and 82 10. So, the motion Johnny made the motion. I need a second, Dennis. Now, we've talked about them. Are there any other questions or concerns? And the motion is for 10-day public comment. >> Yes. All right. For 10-day public comment, all in favor? Aye. [snorts and clears throat] Any opposed? Motion carries
057five to zero. Okay. Now, the next item number six begins on page 14. And it is a long policy. And Randy, I think you have some questions here. Yeah, I did. Now, part of you know, part of the changes are just you know, they're changing >> Let me do this real quick, Randy. Let's get a motion and a second. >> Okay. Motion. Motion by Johnny to second. Second. Great. Okay. Go ahead. Okay. Some of the changes are you know, changing district to county. It's It seems like they change it back and forth every year. Yes, they do. Um And a lot of that's just changing the language around it. Question I had and maybe we already have this. They talk about in the NEOLA notes about complaints of sexual harassment. And one they're telling that
058says well, you can use the clear and convincing evidence standard or you use the preponderance of the evidence standard. And I believe we currently use the preponderance of the evidence. Correct. And there's no perfect solution, but I think that's how I would still go on that. Um Real question I had and maybe maybe they didn't So, page starts on page 26. Okay. It's got various options. I guess we or we The only thing that will appear in our policy are the ones that are marked with an X. >> X. So, that was one of the things I wondered about and I mentioned this to Todd because they had an option if a party didn't have an advisor present at the hearing, the county would provide without fee or charge an advisor and could be an
059attorney. And I thought frankly, I'm not really wanting to provide attorneys to other people. I got all kind of problems, but I gather that's not part of our current policy. So, if we adopt this, I'm just going to say Yeah. And so, to Randy's point, option C is selected on page 26. Okay. And then right below option C, you see a set of parentheses that's not checked, which means it's not being included in our policy. And it says if a party does not have an advisor present at the live hearing, the county will provide without fee or charge to the party an advisor of the county's choice. Um who may be, but is not required to be an attorney to submit questions on behalf of that party. Um that is not selected, so it would
060not be a part of our policy. Okay. I just wanted to make sure. Believe it or not, I don't believe spending money on lawyers when you don't need to. >> [clears throat] >> Seems good. They're expensive. They can That was really what That was the concern I had on that. So, that clears it up for me. Any other questions on that one policy? And I think it goes clear to page 34. Yeah, all the way through 34. Okay. I didn't have any other questions. Okay. All right. So, that is policy 22 66. And we have no other comments, questions, or concerns, we can put it out for 10-day comment. Yep. All in favor? Aye. Any opposed? Motion carries five to zero. And then the last three policies, 85 10, 85 10.01, and 85 40. Motion.
061Seconded by Randy. Seconded by Johnny. Questions or concerns on any of those three policies? No questions or concerns, comments on those three? So, we can put those out for 10-day comment. All in favor? Aye. Any opposed? Motion carries five to zero. That concludes our policy review. Potential items for our future agenda. So, um we had riff and transfer hearings this evening, so the approval of the riff transfer list will be scheduled for April the 14th. Uh also in April, we will do the renewal of probationary contracts. And then the uh uh placement of anyone that's on the professional side that's being transferred, we will go ahead and place them in their transferred spot uh for next year. But again, they have every right to bid on any job that is open. And then um we
062have I wanted to mention we've got a tight timeline on uh some money that we have that is expiring uh that is for career exploration. And so, um we are looking at expanding the career exploration program at the middle school level um through the use of some virtual technology. It actually allows uh students to uh use the I glass I'm sorry, I don't have a better term for it. You use the I glass things that puts them in virtual spaces. They can take them into different career environments. Operation of heavy machinery, That was my those type of things. Nice. And so, um we have the we have some money set aside that we can do for that career exploration. Again, this is CTE money and this would be used to provide these activities at every
063one at each one of our middle schools. Now, it's we're buying one set of equipment. And then we will rotate it among the schools for their use. I understood is this a use it or lose it in terms of the expenditure? Yeah. Yeah. Or is it money is it It's a it's a $27,000. I'm not sure if it's exactly Perkins money or not. Um but it is for career exploration and it's specifically uh it's specifically designated for middle school career exploration. So, it's going to come to about $27,000. Um I just received this today. We didn't have time to get it on the agenda. And unless there's an objection, I'm going to go ahead and have it turned and then I'll have it on your next board agenda for approval. I'm good with that. That's
064fine. That can be fine. All right. Okay. Just wanted to let you know. That's all I had. I make a motion to adjourn. Hang on a second. We need to back up. We need to back up to uh on the uh update on the program planning. Oh, yes. Skipped over because it was in the wrong spot. Did I miss something? It's under superintendent's Yeah, it was the line item I said that was up under construction updates. Yeah. And I completely forgot. Oh, yeah. That's in our separate Yeah, so in your separate attachment items, uh pages 12 through 18. We've been approached by GMB power line services about the possibility of offering a power lineman program for our high schools. And so, what I have in your information this evening is on page 12 is a
065communication that we would put out to parents and to students at the three high schools letting them know that there's a possibility that this opportunity is going to be available. And then there would be recruitment meetings at the three high schools to see how many students we have interested. And then um the programming would take shape based upon the number of students that are interested in the program. On page 13 and then following pages is some curriculum uh standards and objectives and some crosswalks and how they align with state standards. Now, you know, as we move forward with carrying this out, there's we're looking at two possibilities. We're trying to get the state involved to approve this as a program. Currently, it's not an approved program in the state of West Virginia. Right. So, we're
066trying to get the state CTE office involved in in um signing off on this and approving it as a program. If it's If that doesn't happen, then it would be up to this board to approve the curriculum and approve it as a local course. I'm hoping we can get the state to sign off on it so that the kids earn CTE hours, official CTE hours while they're doing this. Right. If not, the local board can do it. Um and so >> paying it? CTE? It's my No. That would be a grant funding, is that my understanding? Yeah. Oh, yes. GMB Powerline Services is offering to fund the program. Completely. >> in its entirety. Instructor, equipment. We just provide the space. You got that right. And the guy that owns it is a graduate of But
067just a He didn't graduate, but he attended uh But we just had this Tulsa We don't have electrical. We don't. And we talked about trying to get >> doing linesman and all this other electrical stuff and Well, it covers a lot of the basic electrical programs. >> But then I'm sorry, go ahead. No, go ahead. I was just going to say the instructor that Yeah. Who would Would this be a It's If it's If it's our program, it wouldn't have to be a certified instructor. Correct. >> Or But if it's a state program, it would have to be someone >> They'll have to go through the CTE certification process and we we've talked to GMB about that. >> Okay. It'll be announced at the Yeah. As long as they have that industry experience, they have
068the potential to do the job. >> to do that. Okay. So, the first thing we're going to do is see if what type of interest is out there. And then And then, you know, we're getting an answer from the state on, you know, which route we're going to take. If they're involved, you know, we can we can move forward. If they're not going to be involved, I would have to bring it back to you. That's where we would have to come up with the MOU and and for final approval. Okay. It's my understanding [clears throat] that he was going to provide what? The instructors as well as the curriculum, pay for all? Yes. Yeah, that was the plan. They're planning on uh providing uh instructors as part of their workforce. And then, you know, I've
069explained they would have to go through a background check and all that. And then, if it was state approved, that there's that CTE approval process. What would be the projected length of the course? Yeah. Is it a 2-year program, 18 months? 2-year program. >> It's 3 year. Are there any other states that have that offered at Ohio. Ohio does offer it? >> Yeah, they offered it at the high school level. And would this be a 2-year guaranteed up front, not cost us a dime program? Yes. Okay. >> [laughter] >> Or we'll sign up for That's just putting it in plain terms. He's going to get in writing. So, you all you all have to approve It's kind of like the EMT in the fire class. And like with our benefits >> There's the two times
070it's not going to cost us anything. Okay. We're providing the space. On that EMT Yeah, on the EMT course, um the update there is there was 30 students that were interested in the course at Spring Valley High School. Now, there's a catch. Um in order for the kids to be able to take the certification at the end of the EMT course, they have to be 18. And so, we um it's been recommended to us that any student that takes that course needs to hit that 18 mark by the end of the course so they're eligible to go and take that certification test. Or within a reasonable time frame. Okay. So, And that hasn't been put out to Wayne and Tulsa yet? Not yet. So, there's This Maybe if That's going to That's going to lower
071the number like that lowered the number from 30 to eight or nine. Um but, you know, if you start with a class of 10, that that's a good class to start with. But, we're going to recruit at the other schools as well once we figure out all of these programs and who's going to need to access what. And then um the uh the only hold-up now is identifying an instructor. So, I talked to Mountwest today about some possibilities uh with instructors and they're getting back to me on some specifics that'll give us the flexibility maybe to help out funding the instructor. Yeah, that's always the issue finding them. Yeah, it comes down to the instructor, how good How good the program is. So, Well, sounds like two good opportunities. We will see. And again, we're
072at with this Powerline Services, we're at the beginning of that. So, we you know, we'll see how that shakes out, what kind of interest there is. Uh but you'll we're we're going to start putting the word out tomorrow. Um just, you know, if folks are interested, they need to let us know so we can explore Do you have any idea how likely the state is to jump on board with us? I haven't had any feedback yet. I My first question was Mark's question was, "What other states offer this?" And I said Ohio. Virginia could offer it. Once I saw Ohio offered it, I didn't look further. Um so, um it's good that other states are offering it. I think that makes it more likely that it could possibly be picked up. Fantastic. Look. Keep track
073of those and see what happens. >> Now, we had an offer to offer it like at all three high schools, but it's there's some cost involved with this. >> That's why I asked you if it was going to be offered at You think a central location for something like that would be a little more feasible? I think I think we need to gauge the interest. Right. Yeah, that's the same thing with the you know, with the EMT or the fire service class. You can't just offer it everywhere. Right. I I would love to. I think we need to seriously I think we need to seriously look and talk to Mr. Alexander a little bit about it. We need to seriously look into transportation with our bus buses, kids from Tulsa and Wayne if they want
074to go take a fire class or if we put the EMT class up Wayne or Tulsa that they ought to [clears throat] be able to Go back and You know, we should be If there's enough interest at the three schools, it would be three schools. Yeah, we want to make it We want You wouldn't have to worry about transportation. >> Right, but as far as cost is concerned, I mean Right. He says he's going to do the cost. And if they, you know, Yeah, it says a lot, but we don't know for sure, so Well, yeah, I'm going to take action unless he puts some money out. Yeah. And I I think it, you know, he he he is clear that he's going to follow through, but, you know, I don't I don't want him
075to spend hundreds of thousands of dollars and then we have three kids that are interested in taking the program. Well, you got to have interest, yeah. Yeah. We got to establish the interest. What's your minimum at each school? See how it goes. Yeah. So, we'll What would be your minimum at each school? Um Uh he he gave me a number. I've got it written down in my office. It's uh it's uh a little bit larger than, you know, what you're talking about for an EMT class or something like that. I think it's up near 20. So, we'll we'll see We'll see what kind of interest we get out. Okay. But, to Mark's point, you know, we want to make the aviation maintenance program up the airport available to all three high schools. Um you know,
076if we if We're still working on the cybersecurity end of things. I got a meeting with Marshall at 7:30 in the morning. Um I'm going to one of their events tomorrow. They're going to talk to some area superintendents about some possibilities. We're still looking at those possibilities. So, you know, as these things become available, it's it's important that all three high schools can access it. Cuz we we definitely have kids that that are interested in aviation maintenance and and will be interested in things like this. But I think that's something that we we have to do for them is to provide them a way to get there. Yeah, if they don't have a way. Absolutely. Okay. All right. I still make a motion to adjourn. I second this. Makes the motion, second. I won't let
077you sit here all night. I'll make the Motion. >> [laughter] >> I got it. You're not allowed All in favor. I. Any opposed? Motion carries 5-0. It's 6:47 and we are done. Thank you all. Thank you. We got a lot done, yeah. Well, I remember we started at 5:00. Was she slow in seconding?
