This is our pledge of allegiance and this evening we're going to ask Mr. Moore to lead us in pledge. >> I pledge allegiance to the flag of the United States of America to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. >> Thanks, sir. And we're down to approval of agenda. Need a motion to approve the agenda. Okay, on the agenda we have some figures and under finance for one, two, and three. Uh looks like on the second page under employment uh we have number 10 has been struck and will come back to us. Number 11 we have a name, Matthew Taylor. Number 12 we have a name, Hannah Harbarger. And I believe that is it. Under information okay, uh number two it says organizational and regular
meeting or that will be one meeting. So when I ask for the motion on that we'll ask for organizational uh and regular meeting. Okay, so it'll actually bill out or just be one meeting instead of doing the organizational meeting that 10 or 15 minutes for it. Uh adjourning and then starting we'll do it one meeting in that way. Cheaper on taxpayers. If we do two meetings we'll get paid twice. If we do one meeting we'll get paid once. If that's okay with everybody. >> Sounds good. >> Um and I believe that's it. Did I miss anything? >> What does it have to be two separate agendas, Chairman? >> Two >> No, there'll be one agenda. One agenda that will start with the organizational and then move to the the regular agenda. So, everything on the
beginning of will be the organizational just like the book and then we'll move into the regular meeting. Any questions about the agenda? Hearing none, we have motion to approve the agenda as presented. All in favor say aye. >> Aye. Those saying nay. I say it, motion carries. Here down to approval of the minutes. Any motion to approve the minutes of the June 2nd, 2026 regular meeting. >> So moved. >> Any corrections, comments, concerns? Hearing none, we have motion to approve the agenda of the June 2nd, 2026 regular meeting. All in favor say aye. >> Aye. Those saying nay. I say it, motion carries. Down to finance. Any motion to approve the payment of invoices in the amount of $354,224.95? >> So moved. >> Mr. McCown. >> So, we're getting around to the closing of the
year's fiscal year's books and the basket is pretty full this evening. Karen and our team have been working very hard making everything cleared out, finalized. But, for your consideration and approval this evening, we have four runs of expenditures. The first 1632026 in the amount of $464.78. This is PEIA retiree insurance. The next run also 1632026 totaling $132,506.10. Noteworthy in here, we have WesBanco our QZAB payment and we have our grand quarterly insurance premium. That one 6 4 2026 expenditures totaling $75,010.25. Not worthy on this, we have P-Card um or primarily Gordon Foods for food service. And then finally on 6 23 2026 totaling $146,243.82. Not worthy on this, we've got Amazon for $44,658.77 for netbooks for the high school. Um we have summer meal boxes for $14,520. And then finally um Department of Education spring
semester virtual school payment in the amount of $8,230. These runs of expenditures all total $354,224.95. >> Any questions concerning invoices? >> Is that $14,520 for meal boxes? Is that what Chris is doing? >> Yeah, I've asked him to come to the next board meeting to kind of explain to the board what that is. It looks a little bit different this year. It's a self-contained box that's got food enough for a week. It's got everything from shelf stable milk and cereal to main entrees and snacks. And he's going to come and share with the board and the public at large what's in that. We have had several people take advantage of that. But there are folks out there or folks who want to take advantage of it. So I'll explain what it is. >> So it's
already started then? >> It's already started. >> Good. >> I had questions about the meal box. I'll hold them >> [laughter] >> uh until Chris is here. >> Any other questions? Hearing none, we'll have a motion to approve the payment of invoices in the amount of $354,224.95. All in favor, say aye. >> Aye. >> Those saying nay? I have it. Motion carries. Now, on the budget supplements, do I need a motion to approve the budget supplements in the amount of $204,000? I'm sorry, 204 $760.02. >> So moved. >> Mr. McCown. >> So, as Karen mentioned earlier, um as the state clears out their fiscal year, it's kind of a pain for folks in finance because then they've got to deal with these grants here at the last minute, and that's a little bit of what
we're seeing this evening. We have several budget supplements for your consideration tonight. The first in the amount of $62,092.67, we have a summer mailbox feeding program. Next in the amount of $129,794.21, we have value of donated food services received for the year. The next in the amount of $2,000, we have an increase in state aid grant for food service. Then next we have in the amount of $1,580, a Numeracy Institute Professional Development. And then the next in the amount of $576.73, a transfer of fund faculty Senate hiring committees. And then the final supplement in the amount of $8,716.41, we have additional fees from shared food services between Rome and Calhoun. These supplements total $204,760.02. It's good to have budget supplements. Any questions on budget supplements? Hearing none, we have a motion to approve the budget
supplements in the amount of $204,760.02. All in favor, say I. >> I. All opposed, say nay. Eyes have it. Motion carries. And you motion to approve budget transfers in the amount of $186,585.68. >> So moved. >> Mr. McCann? >> Several budget transfers this evening. The first in the amount of $18,383.41. This is federal programs transfers for supplies and subs. The next in the amount of $22,712. Food service transfer for equipment and maintenance repairs. Next in the amount of $80,725.75. Transfer general fund for subs, increase in board member pay and step seven supplies and travel. Next in the amount of $18,609.34. Federal programs transfer for subs, salary and services. Next in the amount of $4,000. Vocational transfer for travel. Next in the amount of $34,112.35. Transfer step seven B for step development activities. And finally in
the amount of $8,042.83. Transfer communities and school for salaries and supplies and travel. These transfers total $186,585.68. >> Any questions on budget transfers? Hearing none, we have a motion to approve budget transfers in the amount of $186,585.68. All in favor, say I. I. All opposed say "Nay". The "Ayes" have it. Motion carries. Okay, need a motion to authorize board authorization for budget revision submissions and payment of invoices through June the 30th, 2026. >> So moved. >> Mr. McCauley. >> So, as we mentioned earlier, that Karen and her team are working diligently to get everything finalized through the end of the month, but it is the 23rd and we do have a little bit of June remaining, so this is to give Mrs. Cummings and um the board office permission to go through and if there
are outstanding bills that have to be um taken care of in the remaining what's left in the remainder of June to to go ahead and be able to do that. And which is typical of Sometimes we have have the board meeting as late in June as possible, but this being the 23rd will give them the flexibility to be able to pay the bills that need to be paid in that time. >> And then those will come to us in the July 6th meeting. Any questions on the board authorization? Hearing none, we have a motion to approve board authorization for budget revision submissions and payment of invoices through June 30th, 2026. All in favor say "Aye". >> Aye. >> All opposed say "Nay". The "Ayes" have it. Motion carries. Okay, need a motion to approve the
workman's compensation carrier for fiscal year 26 27. That's in Koba for $38,043. >> So moved. >> Mr. McCauley. >> I'll kick that to Mrs. Cummings if she wants to speak to that. She deals primarily with that. I know I did sit in on a couple phone calls, but I think this is going to go down a little bit in price, but I'll let her speak to the details. >> Okay. >> Yeah, so each year we actually um bid out with our um third-party administrator. They actually go and seek quotes for our workers' comp carrier for the next year. Um we have been considered high risk based upon the claims that we've held previously. So, as you can see from the notation from our third-party administrator, we had very few other companies wishing to actually bid
on our um uh needs here. So, but of the two that we have, um the current carrier that has us, they're actually out of um Pennsylvania. They came in with a bid, um that's almost double what we're currently paying. Um and then the second bid that we got, um pretty much is close to what we're paying this year, and that came in at $38,043. And this company is called Encova, and you probably recognize them previously under the name BrickStreet. So, we've held We had BrickStreet years ago, and the last time we had them was whenever um right before the market actually opened and allowed us to go out to bid for workers' compensation carriers. And that was the last time that we had them, but um they are competitive now, and they are wishing to
get our business back, and based on their price, I definitely support going with um Encova, and get us back into West Virginia again for our coverage. >> Questions? That's quite a bit of difference there. >> Yeah. >> So, 61 and 38. >> Didn't Encova buy BrickStreet? Is that what it was? And they changed it? >> I know that BrickStreet is no longer in business. >> Right. And and I I had recognized that, but I didn't >> Yeah, I think BrickStreet was the s- how do you I don't want to say what's the was actually owned by the state of West Virginia, and then when they went to the market, they dissolved and moved into Encova. >> Yeah, before we were dictated and all ran by Brick Street. Every Every county board office had Brick Street
and then finally opened it up. Which at the time seemed like wasn't but in hindsight it wasn't too bad to be with to be with Brick Street. >> Yeah, I mean we had some good years with some very competitive rates but unfortunately we've had a few claims where the payout was more than the premium for which that we were paid so therefore we got on the high risk >> You figure $38,000 one good claim would >> And we're small and so that works against us in regards to that so it doesn't take much to make us look high risk and so that's that's where we ended up but we've had a good year so I I look look to think that our rate that's out there down. >> But how many years does it carry
and it doesn't turn around overnight? It's a >> I think it's like 5 years before we'll actually see our numbers start to come back down. >> Okay, any other questions on workman's comp? Hearing none we'll have a motion to approve workman's compensation carrier for the fiscal year of 2026-2027 that is in Cobra for amount of $38,043. All in favor say I. >> I. Those saying nay. Eyes have it motion >> and carries. >> Okay, we're down to personnel matters. Resignations and leave of absence. First one need motion to approve the resignation of Amanda Moore community schools site coordinator for Kenny High School effective June 30th, 2026. >> So moved. >> Mr. Council >> Her letter was in your packet. She um I'm not going to read it all to you but really enjoyed the the
job that she did and and she did a very good job with her time in that role in the communities and schools and did a lot of good things for kids. But, as you may be aware, um she is making a a move in location, quite significant move out west, and um um we will miss her. She's done a lot of good work for us and a lot of good things for kids. >> Absolutely. Really really has. Will will um that job continue to have the funding to do that? >> So, that grant goes down a little bit each year, and um it really depends on the years of service and the degree level and everything where it would fall in our pay scale. Um potentially, if it would be somebody without super advanced degree
and a bunch of years of service, the grant would still pay for that potentially. Um but, on the flip side of that, if we got somebody with a high degree level and a bunch of years, we could potentially be upside down on that a little bit. So, it it could go either way. But, the bad thing about that is that grant gets funded at a lesser amount each year, so eventually with and as you know with the funding formula and all that that we've been talking about a lot, eventually we're going to have to look at as everybody in this state who's in the CIS program, when it gets to the point that we're not getting enough money to cover the cost of it, um we'll have to give that a look. But, potentially, depending
on who the applicant would be, still possibly could have enough funding within that grant coming in next year. >> So, is the offer to anybody in the public or just uh >> Well, I think the way that posting was, you had to have a four-year degree with some kind of emphasis on um counseling or student support services, a degree that nature. >> So, it will go back up on the website. >> I think we'll we'll post it. And um but >> Sure, right. >> and we'll see have to see what happens, but we'll have to be up front with it if we hire another person into that position that it's contingent on grant funding and and that cuz that funding goes away, we would have to look at that in the transfer season and subsequent
years. So, who whoever would be the bidder on that, we'd have to be frank with them >> Right. >> up front with them that that that position is funded with grant money. >> John, do you Do you know part I I don't know. Does part of our agreement say that the person has to have a four-year degree or something? >> Well, I think that that um I would just say that some counties have posted the thing in a way that they hired a service personnel, but I think within their posting they've also made that person to have to have a degree, which I don't think is quite kosher. So, I I'm To be For it to be done correctly, I think it would have to be posted as a professional position. But I I know
of some counties that haven't done that, but I don't think they've done that >> It's been successful. I hate to see it go away, so. Would we have any other options? If not hired anybody, like how would that We just do away with it or >> Well, I think we could potentially We've kicked around various other ideas about maybe doing an extra duty contract to see if somebody already working in the school would want to take on those responsibilities or something. We we've kicked around some options. I agree with you wholeheartedly that it's done a lot of good things for our kids, but the flip side of that if if we're looking to have to rip classroom teachers or whatever, as good as that is, I don't know that I'm I in good conscience could
rip rip a a classroom teacher and keep him or her out of the county. >> Well, I guess we'll see who bids on, huh? If anybody. >> [clears throat] >> Okay, we haven't taken a vote on that, have we? Okay, we have a motion to accept the resignation of Amanda Moore Communities in Schools Site Coordinator for Calloway High School effective June 30th, 2026. All in favor say I. >> I. Opposed, say nay. Eyes have it, motion carries. Well, during employment now, need a motion to approve the employment of Samantha Day supervisory A2 pay grade C, first grade Calloway Primary Center effective for the 26-27 school year with completion of her required paperwork. >> So moved. >> Mr. McCord. >> So, as you recall, we had we had that posting and that posting has come down
and Samantha Delaney was the successful bidder on that position. >> Any questions? Hearing none, we have to approve Samantha Delaney supervisory A2 pay grade C, first grade Calloway Primary Center effective for 26-27 school year with completion of her required paperwork. All in favor say I. >> I. Opposed, say nay. Eyes have it, motion carries. Guess this was one of the ones that was pulled off before once. >> He had not started the form 39 yet, and now it's just it's waiting for the call to start. >> Okay. Any other questions? Hearing none, we have a motion to approve Lance Sears as assistant golf coach for county high school, effective for 26-27 school year with completion of required paperwork. All in favor say I. >> I oppose, say nay. Eyes have it, motion carries. I need a motion to approve the employment of Brian Watson as assistant golf coach for county middle school, effective for 26-27 school year with completion of his required paperwork. >> So moved. All in favor say aye. >> Aye. >> All opposed say nay. I say it, motion carries. Any motion to approve the employment of Emily Weekly, speech language pathologist, itinerant, effective for 2026-2027 school year pending completion of all of her requirements. >> So moved. >> Mr. McCall? >> So, we have had that up and posted for some time and been using contracted services. Emily is able to do this for us as she completes her degree and and goes that route and then Jill Bumgarner will be her supervisor to oversee her role as she completes the final process of earning that degree. >> Good deal.

I think it's the >> Okay. >> third the third week in July. >> Oh, I heard people playing drums over at Camp Bar but I I just thought >> know when the 4-H started. >> I [laughter] don't know. Who was it beginning this week? It was ending last week. >> Yeah. >> Just somebody up there. >> another school >> Yeah, okay. >> It could be but I don't know. I think our band camp is near the end of July. >> Okay. Okay. Any questions Matt Emily? Carry on with the board concerns, Mr. Shaw. >> Nothing. >> Mr. Moore. >> None of this concert. >> Mr. Love. >> Um, Mr. Kelly, do you find out about about the Bible? >> I am not sure that that legislation is fully passed. >> Okay. >> I don't think that that fully passed. So, I think it will probably be taken up in the next legislative session. But, I don't think that that crossed the finish line and and made it through to the signed law. >>
Okay. Okay. Mr. Stewart. >> I have one. I know we have a lot of concern about kids running on the road. And I wonder if there's any possibility that the track could run around the outside of the football fields cuz I came from a county that didn't have a regular track and that's where we ran. So, you know, we even had a match like that, you know, but it wasn't the same distance. It was only 330 compared to you know, 440 back then. >> Well, they can even I mean, in my opinion, I don't see a problem with them running on the actual football field. >> Well, there's not really 100 m is the shortest one they got. >> Okay. >> Uh, so >> You know what I mean. It's all If they were to
need it for sprints or whatever, it would be available. >> But, but I do think that would be something could benefit and That is if they want to, you know, I'm just >> But, I agree with you that they should at least know that they're able to use it. >> Right. Yeah, I can look into that. >> Cuz especially in the spring, there's nothing going on on the football field. Okay. Anything else? Mark, I think I cut you off after Do you have any That's okay. >> I didn't cut you off, but I'll move right on. Um, I do not have any other >> I I'm not sure that all of you have completed your board self-reflection that we talked about last time. I I will send out another invite via email, just a reminder
to do you, and if if you are having trouble getting into that, or there's something wonky with it, just give me a call at the board office, and I will try to help you with that. And then, I'm not sure if everybody heard, but I did meet with the state rep representative today, and apparently this road coming up from Washington Street to there is not a state road, so they won't make us a sign, but there's nothing to preclude us from purchasing our own sign and putting it on the pole that's already out there, so we'll explore that and get some signs. >> I missed that road this evening. >> [laughter] >> I don't like that. That'd be even easier to come in. >> It's not a state road, but it is a county road.
>> It is not. I don't think that it is I don't think that Kelly City, Town of Elizabeth, or the state makes claim to that particular road. >> Well, somebody's got to own it. >> [laughter] >> Well, I don't think they I forget Jeff has talked to everybody under the sun about it, and I don't know that anybody is laying claim to that particular stretch. >> Yeah, but the one going this way is, and then if you come in through the middle school, that that's the board set. Oh, it's so much easier to come in that way. >> Yeah, if you need somebody halfway, you know. Somebody has to be a good backer. Um I I don't have anything besides Energy Express is in uh session at the moment, and I know that they are
looking for people to come in and read. Okay, so if you're interested in reading, and it's it's a blast to do it. Uh if you're interested in reading, uh call over to the primary school, and and Ali Nicholas is one of the contacts to make. Um you know, I I know that they'd be happy to have you come aboard. So, think about >> Okay, our next meeting, which will be our regular meeting and our organizational meeting, will be July 6th, 2026 here at the Warren County Board of Education office, 50 Senior Square, Elizabeth City, 6:00. With that, I will entertain a motion to adjourn. >> But sir, what one uh After that meeting, what when are we going to regularly meet? Are we going to >> Oh, that's That's what we're going >> going to
decide that at the organizational meeting. >> That That will be the answer to that. >> wanted to front load that so you didn't have to be wondering what what basically we'd rather do. >> That will be nice and I'm Mr. Shaw on the agenda. >> And then, like I said, uh if there's something that works better to make it more smooth, then just bring that to the table then. >> Can what I had said to Mr. Shaw is that I know when we switched to the third first and third, that it you guys had to sort of change some stuff up up as far as finances. Is Is it a easier for you guys if we're second and fourth or is now it's good? >> It's easier on finances >> Okay. >> Um the first
meeting we have in November is the Monday after >> Okay. >> If we could officially adjourn >> Yeah, we're adjourned. >> Yeah. I'm sorry I didn't mean to
