Everybody good? >> Mr. Hall, can you hear us? >> Yes, I can. >> Okay. >> Evening. It's time to call special meeting of the War County Board of Education to order. Special, but it's not. It's our regular meeting, but we had to reschedu because of the weather. Uh, our first call of business is our pledge of allegiance. And this evening, I'm gonna ask Rebecca McCoy to lead us in the pledge. You do it right from there, Rebecca. >> Aliance to the flag of the United States of America and to the republic for it stands, one nation under God, indivisible, with liberty and justice for all. Okay, just a little bit of housekeeping before we get started. Um, Mr. Sherlock is joining us tonight, but he is uh joining us on the telephone. Uh, and you

can hear us, right, Mr. Sherlock? >> Yes, I can. Yes, sir. >> Okay. And all board members can hear Mr. Sherlock? >> Okay. Very good. >> Okay. So, let's move down to our approval agenda. Do I have a motion to approve the agenda? >> So, move. >> Okay. Um the only there's nothing new on the agenda with the exception of under uh employment. We will take 1 2 3 4 7 8 9 10 11 12 13 and 14. And then we'll come back and do five and six. Okay? Because we have a board member that has to recuse himself for five and six. Well, I tell you, let's do it this way. Okay, let's do five and six first. Okay. And then we'll come back and get the rest of them. Uh if nobody has

an issue with doing that. No. Okay. Nothing else that I need to talk about there. Nothing new. Anything I missed on the agenda? Okay. Not hearing anything. We have a motion approve the agenda as presented. All in favor say I. I. I. Oppose say nay. I have it. Motion carries. you there, Michelle? >> Was that Was that an I, Mr. Sherlock? >> Yes. I >> Okay, thank you. >> Okay, we'll we'll fall into rhythm here in a minute. Um, okay. Uh, number four recognitions this evening we have our esports Overwatch team. Uh, with that, I'll turn it over to Mr. Macau, who I'm sure will turn it over to Mr. Cult. Yeah, it's not often that War County has a state championship in something and we are thrilled that esports has had another fantastic victory

and I will ask um coach to come up and talk a little bit about your season, talk a little bit about your Overwatch team and their accomplishments this year. >> Thank you so much for letting us come in tonight. Uh very proud of these uh these young folks. I'm going to tell you first a little bit about Overwatch cuz we're going to play you a clip so you can see the end of the championship match. It's real short. So, it's a 5v5 battle and they pick different characters. So, our two supports are Robert, if you would stand, Robert Russell, he's a senior. Uh Bentley Harrison. Our team captain is Ashton Katon. He's a uh he's a DPS or a damage. And Gregory Brogden is a senior. He's a he's a damage player as well. Our

tank is not here tonight, Landon. So, you're going to hear their names in this clip. So, I'm going to have him tell you their game tag so you know when they when you hear the announcers, you'll know who they're talking about. So, we'll start back here with Robert. >> Mr. Man3 Dragon [clears throat] >> Sweats. And then I also brought asked Coach McCoy to come if you would, Coach McCoy. He was the assistant coach this year and had to leave us in December, but he coached this particular group the majority of the season. So, and I had So, we're just I'm just very proud of him. U going to WVU is a big deal and they done really really well. They beat two AAA schools. We weren't supposed to, but we did. And so, it

was a really good time. Um, so I'm going to play a little clip. It'll look like chaos if you've never watched the game before, but it's a lot of fun to hear the WV announcers play it. So this is against playmal against Hedgesville and beat them 3. This is the very last five minutes of about an hourong match. So I hope hope this comes out. That's That's laying the dots in there. >> So, the objective here is to push the rope off the surface. Jang already at all. It's absolutely brutal. And what looked like a lost fight is another one out of midair. Yeah, I mean there once again finds two shatter stone one is very strong right now. Obviously, it's got it all Wow. Once again, these are question. So, we're in red. >>

Oh, so I hope it moves back. going to be in trouble here. And I cannot believe it. And there's going to be a rhyme here. So despite here for meeting. Very very soon here. So the amount of coordination and communication that's going on that the when these kids are talking to each other during this is amazing. >> This is it's about over. support. >> The WVU announcements were great. >> Absolutely. >> So, there were 450 students at this event. lost her face dragon. One more just on point to not give us five long. Why not give it a sneeze? One more. Oh my goodness. because that's our line. When they're going to come out here, oh wow, they want to stay alive, but now >> so as as that number gets bigger, our lead grows.

>> About two minutes, it'll be over with. fearful. >> It's a good pick by by that was that was Gregory there that did Mr. balls. >> That was Robert >> fight the desperation swap here. Ashton had a nice play there. >> Bentley is keeping them on their feet and he gets there's a pick for Greg. >> Oh my goodness. This one we had this one for her. What a man. >> You may not understood. >> Not a bit, [laughter] >> but that's a good time. And I'll just tell you right now to to watch your kids go up against such good and Brooke has an excellent team, excellent program. >> So I can understand >> so you can watch that over and over. I've watched it like four times now. But um but I don't

they're they done so well this year. They lost to Brooke earlier in the year. We uh they were ranked higher than us and uh we just were we done really well. Pulled it together and and the students were just fantastic. Their teamwork and their behavior up there was really good. So, I don't know if you have any questions for any of them, but >> Oh, yeah. When we're looking at this, I I'm not a gamer, okay? Nothing. I I'm just not. Okay. I'm not don't have dexterity. When we're looking at this, okay, what are we who are we looking whose eyes are we looking through? Just >> It just depends. You can um spectate multiple players. They were just running back and forth between both teams and multiple players of both teams just watching through

the eyes of everybody. >> Okay. So, that was a commentator or somebody that >> Yes, >> that wasn't any of you guys, >> but you guys were talking to each other, right? >> Yes. >> Okay. >> They had on headsets. >> Yeah, that was the WVU commentators. >> Okay. Yeah, they they got excited a time or two. So, in what point of that did you all realize that you probably going to win this? Or is it not till it's over that you you know that? >> On that last push right there after we got like one or two kills, I knew it was over because we had the robot right at the objective and then Landon came and pinned someone and killed them. So, I knew we had it right there. [laughter] >> Cool. >>

So, the the whole object is which team gets there first, correct? >> Yes. Yeah. >> Yeah. So, there multiple different kinds. I'm sorry. >> Come a long way from playing a long ways from just playing ball. >> Oh my my [laughter] goodness. Yeah. So, this this was a three-hour match and we you have to win the best of five and it was at this point it was two to one and this was the last match and us winning it made it 3-1. That's so it was an hourong match though. So the stuff that we have here at work in high school, okay, you know, the computers or or gaming, whatever, how's it match up with what you played with up there? >> Very well. We have very good stuff here at >> Okay, good. That's

what we want to hear. Good. >> Yeah, that I want to keep saying that over and over again. Thank you, Mr. Macau. Board members, uh Andrea Bailey is a big supporter. Uh, Miss Smith, I mean, if it wasn't for your support, I mean, they couldn't do what they did. And so, thank you very much. I hope I didn't miss anybody, but we get a lot of support. >> The Piggly Weekly, of course. >> The pig. Yeah. I actually, the gentleman that runs pig, I stopped there. I was in there a day and he's just a big supporter of War County Schools. >> Big supporter. >> Yes, he is. Yes, he is. >> Yeah. >> Do you have any more questions, guys? You got anything you want to say? >> Yeah. We've had multiple people tell

us that we've had the best lab they've seen, best computer work and stuff. >> Good. >> Thank you. >> Sounds [clears throat] good. Yeah, I don't understand a bit of it, but it's but it's cool. Okay. You know, it's cool. Yeah. >> Okay, we want to get a picture. I'm sorry. Other board members I sort of monopolized it there. >> Amazing. >> Yeah. Yeah. Pretty cool. Okay. We want to get a picture, guys. Sherry, would >> you want to hold Sure. You need one more. >> Okay. Well, we invite our parents up. >> We had some parents actually go. >> Do you ever play your parents? [laughter] >> Which one is this? Yours. >> Why don't you get there? All right. Congratulations. >> I do have one more question. Okay. Your your handles are your

monitors. How did you Is that something that means something to you or just something >> like what was yours that you went by? >> My name Does that mean something to you? >> Not really. >> Just something I made up. >> Some of us do actually have some mean names. >> Some back stories. My name um I just kind of people kept calling me cringe because I used to be like younger. I used to be really highy voice. >> So my favorite my favorite character in another game is named engineer. So I combined cringe and engineering. I just [laughter] >> Thank you guys for coming out. That That was interesting. We'll have to learn more. Going to have to learn more. Okay. And our first is uh Mrs. Hickman. I think uh uh Mrs. Smith

is Weber, but >> I have some guests. Um let me pass this out. >> Let me let Mr. Macauen get us started on this. >> Okay. So, Mrs. Hickman and I had some conversation and we have had various insundry um conversations with the board over time and uh about lay coaches and all of that. And I know we the board authorized um an extra assistant coach for each sport to try to um get away from that. But I think in having some conversation there may be some specific situations where we may want to have some additional conversation and revisit that. So per Mrs. Hickman's request, she asked to come and share some information with the board. Okay. So, um I am the spokesperson spokesperson I guess because um I don't mind doing that, but I

do have my cross country coach Emily Smith here with me this evening. Um Die and I have spoke about this as well. So, we were both on board together with this idea. And then Mr. Kirby had planned to be here. Um but he is in the middle of a basketball game and my AD is working the game at my school. So, soon as I'm done, I'll leave. um we all kind of got with all the snow makeup games and things, we've kind of um changed our schedule a bit, but basically I lay it out for you here on this proposal. Um we have appreciated so much that you authorized a second assistant coach for our sports if that's something that we need. Um if you look down through here, um basically what we did is

laid out the coaches that we currently have in sports. And I know sports aren't everything. Academics are always always at the top of everything that we do, but for many of our students, sports is how we get them to care about their academics. So, um obviously I'm a sports family. I spend every night in the winter in the gym watching basketball of some sort. Um but for my kids, not just my own personal kids, but for my school kids, sports are important to me as well. So, currently I've listed all the coaches that we have at both schools, and I think I got everybody right now. And when um I was growing up, all of our coaches were teachers. We didn't have anybody outside the school system who coached us very rarely. And if you

look there now, right now at W County Middle School, of all of my coaches, I have six teachers who are currently coaching, 14 lay coaches, and three of my positions remain unfilled. And that doesn't include I don't have an assistant for cross country. Um at the high school, they have nine teachers who are coaches and the majority of those are your football staff. and then 20 lay coaches and then one unfilled. So, we're depending on people in our community to do a lot of our coaching these days. It's not people that are, you know, have the teacher training. So, anytime you decide you want to coach, you have to go through um a course at WVSSAC. It's $250. It's a weekend of your time and you learn about coaching. You learn about first aid. I

forget what other components, but it's basically spread into three days. So you um makes you certified and then each year you pay your $35 to the department and you fill out form 39 so that you can continue to coach. Our coaches who are teachers don't have to go through that step. You don't have to take that course and then you don't have to do your form 39. Um the other aspect that all coaches do um you have to do some required trainings each year on concussion, sudden cardiac arrest, heat stroke. Um um and then there's CPR. You have to be certified through CPR. So there's a lot that goes into our coaching. And then to top it off, which some people really love, some people not so much, they've added these flex days for our

coaches. So each sport now gets their season plus 32 flex days. So basically we've added over a month of work on our coaches um with we didn't change compensations but basically if you decide you want to coach you're in it for year round if you want to be competitive. So coming from coaching experience my husband being a coach I mean it is constant year round activities now with your with your team. So the second assistant has helped with that. Um, but we just have lots of very ablebodied, great coaches out there that are not willing to take a job that once they receive the actual compensation, they feel that they have to be there every single day. And um, you know, we even at the end of the season, we make sure that they have

contributed before we pay them. So we make sure that they they show up all of the time. So we have lots of work and volunteer. So then we have this whole separate idea of the volunteer chaperone form. So we've talked about that in the past. You guys have that now where you're doing the background check and that makes you I mean I always tell people that it oy is just better to have that so that you can be around our kids but you're not a coach. You're not you're not in charge of kids if you have that volunteer chaperone form done. And then I went I spoke with Mr. Mets about this because we all know Mr. Mets has been on the coaching making sure that our people are appropriate because there's lots of times

when people are a volunteer and then next thing you know they're working their way into coaching kids and that puts them at risk and us at risk. So I kind of um told him I really feel like we're we're in a dilemma here because we're not getting people to apply for these jobs. What can we do? and kind of um just tested the waters a little bit with if I came up with an a different idea. Um could we do something? So um for my my big example and why Emily is here. Emily does our cross country. She's one of the most fantastic coaches I have ever worked with in my career. Um she's very attentive to our students. She's very attentive to their needs. She is one person and my kids run the streets

of Elizabeth to that's where so I have one person watching them and I happen to volunteer but that doesn't really protect them or us if they're out running with our kids. So my kids would know to listen to an adult. But her husband Luke is here. I think he's outside. heating is willing and I have some other folks willing to, you know, be there when he can to run and to help monitor as as we're doing that. He is a certified coach. He's already done the WVSSAC classes. He's already had he his form 39 he, you know, could just renew. Um, but we don't have an option for that because technically with our current policy, we don't recognize those people as being part of our coaches. So, we kind of investigated to see what other

counties do because if you go on the WVSSAC website and you look up these rosters for the other teams we play, um, they've got a list of a dozen coaches and you know, these school systems aren't paying all of these people a regular salary. So, we kind of did some investigation and a lot of our counties are doing some of they have different names. So, we called it auxiliary coach because I think Calhoun calls it dollar coaches and ran county I think calls it dollar coaches. But basically, [cough and clears throat] they have people who are hired for $1 to become a a coach of a sports team and that it they know going in they're basically volunteering their time. They're not receiving any compensation. Um it kind of takes the pressure off of having

to be at every single thing. Um because it might be, you know, if Luke Smith is just coming in to run on Tuesdays and Thursdays when they're running the streets. Um it kind of takes that pressure off them so they understand they're not committed to full-time like everybody else is, but their their expertise is valuable, their supervision is valuable. So obviously we're not I'm not asking to just open up and hey, let's hire a bunch of dollar people. Um I think it has to have some very strict parameters. I think that um this could potentially help with some of the burnout that we're experiencing because my coaches are I mean we are shuffling through coaches. You guys see it on your agenda. We are constantly hiring. We constantly have coaches positions posted that we can't

fill. I have some people that have approached me about softball but they're not willing to take on that actual assistant job because they're not willing to commit every single day of the spring to being there. So these type of positions are for the benefit of our head coaches um to use at their their discretion, but I think that has to ultimately fall to me and and Doie, we talked about this. Um we think it can only really come through us that if a head coach feels a need, they come to me as the principal and then I have to decide how I feel about that before I come to Mr. Macauan to bring it to you all to to somehow hire. And I don't know the logistics of how all that would have to be

posted or or what, but these people would still have to be willing to do the WV SSAC certification. They would still be putting out the $250 to take the course and then their form 39 would have to be um updated each year. Now, I do think it's a good idea to um this is a one-year deal each time. Um, sometimes when we get people in a position, an an assistant coach position or a coach position, it's very difficult to for that person to ever be removed unless they just want to quit that. So, we don't want if our coaches change, we don't want all these people feeling that they have ownership in this without the head coach's blessing. So, it would need to be renewed each year. So, this is just an idea that we

have that a lot of other counties do um around us and um I I'm curious to see if you have questions where we will try our very best to answer them. We do have a lot of support from our coaches. Mr. Kirby wrote you a letter about uh like his situation. He has two great assistants, but they're young. Well, he has someone who has some experience with coaching that is willing to come in and that not only helps his program and helps him right now, but it helps train those younger younger coaches and get their foot in the door. I know wrestling sometimes when you go to these big wrestling meets, you might have kids wrestling on four mats and you've got two coaches or three coaches. So, somebody needs to be in that kid's

corner. This would make it legal. This would make it so that I feel like that person is better protected, but we are better protected and we're not constantly breaking our own rules. I miss anything? >> Well, and and to add what Gail is saying, um, you know, I'm going to go to the WVSSAc route. It's not that they give up three days, and we're talking three full days. And some of these people, it includes a weekend and either a Friday or a Monday. >> They also have to take them rigorous tests before they're even granted their certification through SSAC. So, I mean, it it's a big process and it, you know, it for some people it they have to take off days work to do this. And so, I mean, for someone to want to

be a volunteer to help our students, >> they'd be serious about it. >> They would have to be serious about it because [snorts] >> paid by them, right? >> By them. >> Yeah. They pay for that. The 439 is paid by them, >> but in order for that to be processed, they have to be an employee or there has to be a position open. Am I correct, Mr. >> And like I said, it's it's a process. It's not just, you know, them going and taking a course. They also have to pass the courses or the tests that, you know, come with that. And each year they also have do the required trainings through SSAC. And in the past, we've also as a county required all of our coaches, regardless if they're head coach, if they're

affiliated, they've also have all taken the first aid stop, the concussion stuff. We've done leadership series with them. So, you know, we're trying to build good programs here to keep and retain coaching that we have so that there's not this constant turnover. But right now, we are at a disadvantage when it comes to and I'll just use several of our LPC schools because you come and look at their benches. They don't have just two and three people. They've got sometimes we have to put out extra chairs >> and like Gail said, there's no way their counties are paying them coaching salaries and when you look at what they're doing, they're having what they call their dollar coaches. I don't necessarily like that name. >> Yeah, we would need a different name. But like I mean

an example could be, you know, someone like once DA Mr. Wilson, I don't think he would mind me using his name. Once he retires from subbing, he will, you know, would no longer be certified to offer his guidance to basketball programs, which, you know, we we request his help on a lot of things, but this would kind of help those, you know, tenure people who have done this a thousand years. And the coaching turnover, it's exhausting because you are retraining them on all the financial stuff of how to do the orders and how to shop and do all those things every single time you have a a coaching change. And I know our secretaries it it becomes very exhausting for them. The procedures and policies that we expect them to follow as principles that becomes

exa exhausting. So we in this small town we just have so many people that could help us and who don't want financial gain from it at all. I mean don't ever figure out what a coach makes per hour. It's in the negatives most of the time. I can speak from experience. No one's in it for the money. So I mean but and I and I think it's very important that you guys understand that we understand it's not opening up a big uh series of people that we want to hire. This would be a very limited thing but something that we would like to have available. >> Yeah. I am I figured that this is the next step. Okay. To we took it all the way back to where there's none. Okay. Because truly guys, whether

you agree with me or not, it it was getting out of hand. >> Okay. We we were putting oursel >> and that person >> Yes. >> in really serious jeopardy. Okay. Uh legal and Yeah. So, you know, it was cut all the way back. >> Okay. Now, we need to take a look at how can we make this work, right? >> Okay. And uh so I I think it's next the next iteration of the policy. Okay. So what I would suggest is that we come up with a policy uh of how this works. Now let me ask you this. Are you looking for this person and we can discuss this with these guys because it was on the agenda. Okay? There was no action tonight, just a discussion. I still believe and I'm just one

person, one vote, that when we have these dollar coaches, auxiliary coaches, whatever we term them, okay, that that person can't take that if if we have a a paid coach, a head coach, assistant coach, one of our two assistants, head coach, can't go to a a match or a meet, this auxiliary coach Although that they've got that certification stuff, they can't take the team by themselves. >> I would agree with that. You agree with that? >> Yes. Absolutely. >> Okay. That still takes that person that >> that Yes. >> Yeah. It's it's like the whole title one supplant and supplement. You know, this is a supplement to our program. Our ultimately our head coach is responsible for being everywhere all the time and our our paid assistants who are paid the full amount are as

well. Now, there's always things that come up or whatever, but this person would still be an addition in my in my eyes, >> but they're not going to run practice without the head. Correct. Or a paid coaches there. >> So, let me ask you this. In some of these counties where they have this, is this a a is this a position that the board authorized and it was posted and it was filled? >> Um, that I believe so. When looking at Ran County's items, I have seen where they have posted these coaches because um actually when Jason was at Ran the first year, he was a dollar coach. >> Yeah, I think Wood County post them out as dollar coaches. >> Yeah. So, and that's what we would have to figure out the logistics of

that. you know, if we at the beginning of a season, maybe we sit down with all of our coaches to see and then that way it's just three seasons a year, basically three times a year that we would put any names for it to you. >> And then when we posted those things, it would be posted for this school year, >> this school year only. I think it's important to do one year at a time. So if if my cross country coach, let's say she gets tired of Luke helping her and next year he's not allowed. >> He's he's done for the year, I mean, when his when his year is up. >> So I will tell you, I will go looking and I and you guys can help me in counties that you know

that are doing this. Let's see if they have a policy that addresses it that we might be able to take a look at to help craft our own. >> You know, as a a visual person, I see this person as and I'm just going to use the girls basketball program just because sometimes it's hard if we have to have early practice or something happens and like I said Jeremy is here right after school to have practice. It's hard for his two assistants, Emily and um >> Emma, >> it's Emma and Emma. >> Phoebe, sorry. >> Emma, >> lay coaches, lay coaches coming from their jobs, >> coming from their jobs. And like I could see this person though, you know, it may be someone like DA Wilson who is a retired teacher, but it could

also be someone who's just coming in who may have played the sport three or four years earlier and may have been the best post player and they just come in and work with our students, our athletes on >> a specific skill. >> Specific skills. Yeah. But they still, even if it's that, if they're coming in and help volleyball as a setter, okay, then they still though have to have that form 39. Yes. >> And those trainings that our coaches have. >> And to me, this eliminates any volunteer chaperones being involved in sports because you don't have to be an approved volunteer chaperoon to keep book. You if you're going to sit, you know, sit with the team and keep stats. I I could see that. I don't have any of that at the middle school

level, but this eliminates that. So, somebody can't say, "Well, I filled out my form." Well, you're not certified with form 39, so you're not in the gym. >> Yeah. I, you know, I see Luke back there, and you know, Luke's my buddy. And, uh, I knew when we cut this out that it would probably affect Luke, okay? And I trust Luke to to do anything with our kids. But that's not the point. Okay? The point is >> the legalities of it. >> And you want to protect Luke. >> And I want to protect Luke and his family. and I want to protect us. >> That's why it had to stop. Not that we didn't want those people helping, but it had to stop because we need to make it right. >> Yeah. >> But if

they're if they're in an authorized, posted, and filled position, even if the salary is a dollar, that would put them under the umbrella overhead. >> Correct. >> And I think at the same time, a lot of times we didn't know, you know, someone was coaching. >> Correct. >> I think there's times you guys didn't know who was out there. And that's not a put down to you guys. It's just >> you happen to walk into the gym or into the wrestling room and you're like, why are you here? >> You know, and I've had to ask people to leave and then have that, >> you know, difficult conversation with that coach and the coach would say, but >> they're volunteers, >> you know, they they went through the process and, you know, you have to

explain to them, but they are not a paid coach. They do not fit, like you said, under that umbrella. You know, I've had to have that conversation this year. >> I've got one other question, too. Would you limit for each sport? Because I realize some sports might need require more. >> Yeah. >> But how would you do that? I mean, was anybody I know you wouldn't let anybody can say. >> Yeah. >> I think it would be a sport byport um thing. You know, where I can see uh we'll take high school football. Um there's a lot of different positions in high school football. the fact that they run from here to there, monitoring that, but people still have to drive because they have to get all their equipment down there. Um, you know, they

might need more than um girls basketball >> because they're all in the same gym, everything they do. Um, >> and girls basketball may say, "Hey, we're good. We don't need anybody." >> Yeah. I would I would give, you know, if Emily wanted two, I would have no problem whatsoever with that because I mean, people aren't lining up to take these jobs. So, I mean, my positions that are unfilled, my softball has been unfilled since the people resigned from the previous season. Um, and then my um, volleyball head coach is currently posted, but Nathan Edwards, his um, assistant track coach, has been unfilled since we authorized it, however many years ago. No one's ever taken it, but he has people who are willing to come help out with the shot put throwers and to go to

the on a track meet day. He is one person now. He does have one assistant and they're trying to be at all of the events. So, he has people willing to come be with the people who are at the track and these guys. So, I think it would have to be a case by case and ultimately we're going to be the ones making the coaches mad if we say no, you don't I don't I don't see this need. They're going to have to prove to me the need. >> And if you've been to a track meet, they may have high jump over here, hurdles over here. You may have to go over the hill for the relays. You may have to. There's no way our two coaches, three coaches can be in all of the

spots plus someone in the bleachers. >> And we take we we use and abuse our employee parents. We ask a lot of them. We say, "Oh, well, your kid is playing, your kid is doing track this year and they're doing shot putt. So, can you go down there with those kids because you're a board employee?" So, we we run into this a lot where, you know, I've had to ask parents to jump on a bus when their kid was playing somewhere because something happened and um or there was an emergency situation. And so, >> our coach is working and can't get off work unless they take a full day and have been approved two weeks ago in order to get here in time to get on the bus. And I mean, >> yeah, there's a

lot of that with the amount, especially with the amount of lake coaches. You know, if Jason Hickman needs to leave early take the football team, Doy's gonna let that happen. But somebody who isn't working in our school system, their bosses don't always get it. Okay. So, u Mr. Sherlock, you have any questions? >> Yeah. So, from from what I'm understanding, this would only be for the head coaches who need it. Is that correct? >> Yes. >> Not not across the board. >> Correct. And anybody that would potentially be picked up that way would have all of the vetting that our regular coaches do because they would be an employee regardless of if it's a dollar or a larger stipen. >> Yes. >> Okay. I I would like to know the other counties that are implementing

this uh how they're doing it. And from what Miss Hickman is saying, it sounds like a great deal, but I'd like to know if the counties are doing that ran into any problems along the way. >> Um, and most of the counties that are doing it have been doing it for quite some time. >> Um, we're kind of behind on this one. Um, so I know >> I hate to say Rome County is an example anything financial. Um, but they've been doing it for a while. >> That kind of worries me too. >> Calhoun. Um, and then Wood Wood County has been doing it as well for some time. >> Just local. Those are local. I didn't go Webster County also does it. I talked to them. Um, I've been conversing with people as I've

traveled this basketball season. >> Yeah. I I I think we have done it. We just have done it uh >> outside of >> outside. Yeah. >> So, it's time to make it legal. >> I do with You just hit me again. How will that affect our insurance? >> That's when we bring them under that and actually employing for a dollar or whatever for nominal amount that'll bring us under >> right insurance. But but will that increase our insurance pay? >> That's the question that will leave to >> I don't think that's when we added the other assistant coach that it raised our rates. >> We can Yeah, we can double check on that. So, you guys are going to come up with a policy for us to look at. >> Yep. >> And uh we'll

move forward on it. >> Okay. >> Thank you so much. >> Thank you. >> No promises. >> I know. No promises. You know me, I'll keep whining. [laughter] >> I have to go to my basketball game. I don't need to leave. I appreciate your time. >> Thank you, Gail. >> Thank you. >> Okay. Now, I think you're up anyway, Dy. Right. Yes, I am. >> Okay, Mr. Mac. So we had the primary center last time doing winter benchmark data and this time we have the high school want to talk about their winter benchmark data. I mean this would you know I see Mr. Cautrol there talking about the I mean there's probably people he could that would fall into this and would be something that he'd be able to take advantage of too. >> Yeah,

for sure. Absolutely. >> Yeah. Well, >> then I have former players that are in college now and can even help remotely with these sports. I know it's not that way every but absolutely if that if we had it, it would be a big advantage. >> Thank you. >> Sorry that this may not seem as um quite as energetic as the last little bit there. our esports team. Um those kids, if you ever go down there and see their practices or just hear their practices, it's it's quite interesting at any given time. Um so this year, um if you recall from our first benchmark and our first presentation, we're trying something new at the high school and it's called progress learning. And this is to help get our students benchmarking that isn't just college board based

through the SAT. This is a program kind of like I Ready that helps fill in those gaps um of skills that our students may be missing. you know, if they're having a bad test day, it it takes all of this stuff into account and gives us gives our students um the background knowledge and skills to bring them up to where they are supposed to be. So, with that being said, um on 113 we initiated u benchmark 2 with our students. Um the day started out just as we had planned. Um, we try to mimic the SAT test day the best that we can. Even even though these are just benchmarks for us, we still try to prepare our students to have the best testing accommodations. And I don't mean like accommodations for them, but this

is the setting that you're going to be in when we are doing this for what we call the real deal, our accountability year, which is 11th grade. So, our 9th, 10th, and 11th graders um took benchmark 2 on January 13th. And what we do on these days, just so you guys kind of understand, this isn't something that just takes 20 or 30 minutes. We block off the whole morning because each benchmark is timed and it is broken up into sections and it mimics the SAT test. Um that morning we had our students report to their advisory classes and by 8:15 that was our target to have attendance taken students to have their computers booted up and logged in to progress learning. One thing great about progress learning our students do not have to have what

is called Blackboard downloaded. So all they have to have is access to the internet so that they can get on to progress learning and we push out to them the only assignment that they need for that day which was benchmark 2. For our eigh or for our ninth graders um they took the PSAT 89. our 10th graders took um a version of the NMSQT which helps prepare them for um the real NMSQT which also helps qualify them for scholarships on the national level. And then our 11th graders actually took um a version of the SAT. So that morning, like I said, we were mimicking what we will do here when it comes around to April when we take the 11th graders will take the actual SAT. Our 9th and 10th graders will take benchmark 3.

Um, with that being said, about 8:30 I started getting emails and I don't know if you see this, but they're front and back. And this continues for pages. Okay? And this is teachers saying that um our students were able to get in the test but it's like the answers the are grayed out. The questions are blocking out. Their computers are shutting down. The test is closing. And so Matt Hayes our TIS and and myself were like what is going on? Matt goes and checks the internet speed. Everything's fine. He calls Casey. um Williams checking things and we're not just like being bombarded all over the school not knowing what's going on. Um so I I tell my staff if you have students who are doing okay and it's working for them go ahead try to

complete this process. So what we found was we finally got in contact with progress learning who was in a day of training. Who would have thought? Because, you know, we had already pre-planned and had given them all of our dates of when we planned to benchmark, but they their whole entire staff was training, but one of them saw the email and returned and returned a reply that said, "Everything's functioning correctly on our end. It's showing 100%." So, Matt Hayes continues, and what they found out was it had nothing to do with progress learning. It was one of their um third-party vendors that houses everything out on what they call the air had redirected a lot of our stuff that was coming in and out from progress learning to another state because they were doing updates

and it caused some of our students in each of the grade levels to have some serious problems. So finally things get moving. But for every question that our students weren't able to save their answers to got they count those wrong. So we decided to just go ahead and go with whatever they have because they still got the experience and who knows you know something like this may happen on actual test day. So it was good experience is the way we chalk this up. So, with that being said, let let's go through our our test results. Um, we still had some who were able to proceed with no issues whatsoever. We had some who typically score very high and very well on any test that you give them that were very frustrated because they did not

get a thousand points or more. So, in their minds, they they were letting us down. they let themselves down. So, we've had to reassure them, hey, it's okay. You know, we know now what what to do if this happens again. We know who we need to call. We know. So, hopefully when it comes time for benchmark three, we will be reassured that everything with these um outside vendors of Progress Learning is all on the same page with us. So, with that being said, what you're going to find is am I doing something wrong? >> Okay. So, with that being said, you know, we're going to look at our benchmark 2 data. And what I did is I went through and compiled it from so you can see the comparison from benchmark one and benchmark two

and then we'll go into some what is our next steps from this. Um, I went ahead and printed you out um, copies of this because I know sometimes it's hard for you to see my graphics, but benchmark two for our grade nine comparison. You see, we right off the bat we have a deficit. Well, our ninth graders had a hard time getting their computers and the answers and questions to save. So, we right off the bat saw that we had a deficit of 60 points. Okay. But again, we're we're going with it. Um you can see here um this one is overall ELA and math combined is what you see first. Um what you see is as a whole our students um on benchmark one their average score was 8.46 46 and on benchmark 2

their average score was 786. On benchmark two we actually had 67 students completed or tried to complete the benchmark. The next section that you're going to see is um again grade nine and this is their section score comparisons. Um you can see it's still showing a deficit here. So this is consistent with what we saw with the overall comparison. Um our average score on benchmark one was 424 and that was with 66 students and then our average score for our benchmark 2 was 391 with 68 students who was able to take one or or the other of these tests. Um now what you see is our um grade nine math comparison. Um as you can see this trend has continued with this group. Um they were down 23 points. Um benchmark one showed 420 as

the average score and then benchmark 2 was 397. So overall, our ninth graders was one of the groups that consistently saw a lot of issues. Now we're going to move into grade 10. Oh, let me go back one. And this is their benchmark one. And you see we um tested 53 students. their average score was 795. With the same 53 students on benchmark two, their average score went up to 834. [clears throat] So again, this was a group that did not struggle with the third party issues that nth graders did. >> Now, if I'm looking at this, the highest score would be 1520. Yes. And that's as an average or as a whole, >> right? Correct. >> Um, this would be your grade 10 um comparison again. And this one was your I can't hardly

read mine here. >> What does yours say? >> Reading. Okay. Um, you see benchmark one, this group had 395. Benchmark 2, they went up 42 points with 437. So, you can see in our building, the area that our ninth graders were, and I know that may sound crazy, but it was just again to do with which direction the information was flowing in from that third party company. Um but you see we we are seeing an improvement which is what we want to see. And then our next one should be their their math. And you see they did go down. That is not what I I think I went the wrong way. I'm sorry. Yeah, there we are. They did go down four points. But four points is still better than the 23, you know, that

we were seeing in our ninth grade group and then grade 11 hits. And again, we try to group these students together around the building so that we know this is where our ninth graders are. This is where our 10th graders are. And then we always try to keep our 11th graders down in that science wing hallway so that they're close to the tech so that our tech is not having to run all over the building. And usually one of them are specifically assigned to that 11th grade hallway because this is our accountability group. Well, right off the bat, you see here, we went down 30 points. So, then I started looking at the information that started flowing in from my teachers. It was my ninth grade and my 11th grade advisory teachers that had the

most issues that reported to us that morning. Next, you should have um guys, I can't squint and see that, but my thing is not showing. What is it? >> Reading again. Okay, this is what my copy looks like, just so you know. >> No, it's okay. They don't mind telling me. I don't want um again you know you see here we have this deficit in our reading and Mrs. Petroski was having a cow. Okay. I do not feel that this reflects on my teacher teachers at this point because of the known factors that played that morning. um by the time they come around to math, all of the bugs were worked out that morning because math is always the second subtest that we take. So again, we see an increase here. And in across the

board, we saw that math was pretty consistent. It was our ELA, reading and writing where we had all the deficits. um you know and if you go back to our um goals and stuff for the year, reading and ELA were one of the areas that we were focusing on. So of course our ELA teachers were not happy about this. But when you like I said when you looked at the big picture [clears throat] that third party I think really skewed our reading and writing results. Um, so you say, "Well, what are you going to do about this?" Well, like I said with progress learning to me, it's a lot like what I Ready does and that it takes what the students do on these assessments and it allows them to build their skills with assignments

and with other resources so that when they take the real deal or the next benchmark, hopefully as a whole, we'll will see an increase in their scores. And it's not all about scores. I don't care about scores. What I want to see is student growth, you know, and with this program, I am able to hone down with the teachers, with the students, exactly which questions they got right. I can look at it as a whole and see, okay, you know, ninth grade ELA is struggling as a whole with standard three. So, I can take that to our 9th grade ELA teacher and say, "Hey, of the 53 students, 41 of them missed all of the standards relating to standard 3." So, it's a way for us to improve as as our teachers in areas that

they may be not as strong in themselves or the students can use this and they can use the resources through progress learning to help with those deficiencies that they may have. So, some of our teachers are utilizing some of the SAT bell ringers that are already built in through progress learning every day and our students do bell ringers when they come into their classrooms every day for their classes. Um, our grade levels can also use progress learning for supplementals for like I said the standards that the students are missing. And then again, this gives us the data points that we need to see where we need to go from benchmark to benchmark. >> I got a question here. Uh benchmark score 530 on both these. What's that mean? >> Where are you? >> It's on

the same page. It says what the benchmark score is. And I don't know what you know. It says benchmark score 530 for both, you know, both sides. I I really don't understand what that means. >> I think it's saying that 530 is probably the highest that someone scored that day on that benchmark. >> Well, over here though, see you got something people what 750 to 800 and it says still say 530. >> I don't know. You'll have Let me dig in and see what I can find out. >> No problem. I just cur I didn't know if that was like the average that they were giving you or what that was. >> That was the average of our what they're saying that >> I guess throughout, >> right? >> That's what they get. That's the

average score. >> Die, does this drill down to the skill level so that a kid can see these are the skills that I need to work on if I want to improve my SAT? >> Yes. this program. I am amazed at the reports that it will spew out. Like I said, I can individualize it. I can do it by standards. I can do it by grade level. I can do it by I can set up groups that if someone, like I said, it tells you which questions students got right or how many students got question one right, how many got question one wrong, and it shows you which standard it aligns to. And it tells you also if it was easy, medium, or hard. And you can tell because all of these tests, especially the

math, start out at an easy level. And depending on how the students answer the questions will determine if it stays at the easier level or if it bumps them up to a harder level. >> When is part three? >> When? April 14th. It's same SAT test day for us here at the high school. >> Okay. >> So again, you know, we utilize this, we make make it mandatory for our students to do, you know, they don't get to get an option. Um some of the things that we're finding that is helping us here um is that you know we are preaching to our students that when they come to the high school everything they do here counts and you know we tie the SAT back to not only scholarship money and ways for them to

use it at the college level but we've also had military recruiters tell us that the SAT scores directly links to the ASFAB scores and how the kids can, you know, do the work like on these benchmarks and with progress learning because all that's is going to do is help them get a better score on their ASPAB is if that's the route they want to go. Progress Learning actually has a section for the military. It has a section for um career readiness. um my welding teacher Jack Cheeseman can use it with um a program called when and those students can work on their math skills for welding and it also ties back to progress learning and how they are going to do on their math on the SAT. So it all works together to come up

with that big product. And like I said, sometimes it's pulling teeth trying to get our students to see the big picture with this. But one of the ways that we are doing this is we have a thousand point club. And like I said, some of our students were really upset because they didn't make thousand point club for second benchmark. So, it's the little things that we don't think is really important to our students that when they say, "I didn't make the thousand point club or I was only three points away from the thousand point club this time." So, I mean, we're trying to recognize their efforts. Um, and you know, this is something that yes, we're just starting at this year. Do we have more to learn? Absolutely. You know, as staff, you know, every

time I get on the program, it seems that I learn something new or they're adding something new to it. And it's a lot. And it's a lot to ask our teachers to do. So, Matt Hayes and I try to do all of the backend work for it so that all the teachers have to do and the students have to do is when they log in is just click here or click there and let the process take place. questions for Mrs. Smith. >> Well, I'll be anxious to see the the third me how it works. >> And like I said, I'll be anxious to see if we got through benchmark one with hardly any technology issues. I'll be anxious to see, you know, with benchmark three, our 11th graders will actually take the SAT, but it

should be comparable to their benchmark scores. >> Yeah. So, but yes, I'm anxious to see if everything runs smoothly, you know, barring any third-party issues. You know, how many of our students actually meet their goals that they have set, which is another thing that we've done as a school. Our students have taken benchmark one and benchmark two and then they have set some goals for benchmark three and second semester based on grades and how they feel that they can do on benchmark three. So >> Miss Sherlock, did you have this paperwork beforehand? >> No. >> Yeah. Uh uh Sherry sent me um sent it to me. >> Oh, okay. Good. Okay. I was gonna say Mrs. Smith, I'm sure, would be happy to uh sit with you and go through it. >> Yeah, she Sharon

sent that to me. and she was um the principal was right when she said it means more than just college scholarships when she mentioned the ASVAP because the test is comparable and having a better score on the ASVAP could mean that those students that are inclined to join the military get a larger cash bonus and some of those cash bonuses can be as much as $50,000. So, there's plenty of reasons for those students to uh do well on these tests. Like to make sure we encourage them to do their best possible. >> Very good. >> And we had two students who through the NMSQT test qualified as merit scholarship winners through WVU two years ago. So, I mean, there is, I guess, a method to our madness here, you know, and anything we can do

to help our students not only grow, but to help them financially, like Mr. Sherlock said, >> that's what we're here for. So >> very good >> and I appreciate the board for allowing us to utilize progress learning because it is not cheap, but I think the more we use it and if any of you would like to see what I see as an administrator and what the teachers see and what the students see, you know, come in. I would gladly take you through that process because it's just amazing what this product does. And it's amazing what our teachers are doing in the classroom. >> Good deal. Any other questions? >> Thank you, D. Appreciate you coming out and talking to us on this cold night. >> Okay, we have no delegations tonight. I'm assuming I

didn't uh >> yeah, nobody here. So, okay. So, we're down to the regular agenda and the first uh issue on the regular agenda is approval of minutes. Do I have a motion to approve the minutes of the January 20th, 2026 regular meeting? >> So, move anything. Any questions, comments, corrections? Hear none. We have a motion to approve the minutes of the January 20th, 2026 regular meeting. All in favor say I. >> I. >> Post say nay. Eyes have it. Motion carries. Down to finance. And then next in the amount of $74,900 proceeds from gym from BRIM for our gym floor reimbursement and increase in the investment interest revenue budget. And then finally, we have $7,491 in the West Virginia Steam grant. These supplements total $128,69925. >> Questions? >> I'm assuming that the reimbursement from Brim for gym floor was the middle >> where the water come in. Okay. Did it pretty well cover the whole thing or just a portion of it? >> Proceeds were 199 and the gym floor finish. gym floor was close to 30,000. >> Okay. >> So, >> well, I can see that they wouldn't pay for all of it.

It was just a piece of it, huh? >> Yeah, it's pretty big chunk. 199 out of it. So, >> any other questions hearing? None. 081>> I. Post say nay. Eyes have it. Motion carries. Down to employment. Okay, we are going to move to number five and six. >> I'm going to recuse myself for personal interest. Okay. Okay. If it suits the board or what's left of us here um on these ones like number five and six are both lacy. I'm going to take those as one motion if that's okay with the board and this you would like to have them separate. Okay. Okay. So, need a motion to approve Lacy Moore substitute aid for 2526 school year effective upon completion of new hire paperwork and need a motion to approve Lacy Moore substitute secretary for 2526 school year effective upon completion of new hire paperwork. >> So moved. >> Any questions, comments? Mr. Mac answer. >> So, I will just

say that we had a hiccup with the state background check system. So, we've got a whole bunch of these on here at one time. They didn't all come through at once, but um some of them applied some time back, but we've just been waiting on their background check to get done. So, they all dropped at once, and here they are. Any questions? Hear? None. We have a motion to approve the employment of Lacy Moore as a substitute aid for 2526 school year effective upon completion of new hire paperwork. and a motion the same motion to approve Lacy Moore substitute secretary 2526 school year effect upon completion of new paper higher work all in favor say I >> I post say nay I have it motion carries and we'll do the same thing guys as we're

Okay. Okay. Uh need a motion to approve the employment of Chelsea Robinson as kindergarten teacher War County Primary Center effective for 2627 school year or released from her current contract whichever comes first. So move, >> Mr. Mac. >> So her application is in your packet. She is a fully certified and experienced teacher um with an earned master's degree in educational technology. And um again, she is currently working somewhere else. Um they're in the same boat as us. If they post it and fill it and can release her, we'll start her as soon as we can. >> Any questions?
