My picture. Five more days. There are places where this can't touch. Um, my clock here says six o'clock. So, we'll go ahead and call this regularly scheduled April 21st Fremont County School District number one board meeting to order. Um, first action is the pledge of allegiance. All right. to make it all right here. So, um, first item I need approval March 17 minutes. >> Second. It's been moved and seconded. Any discussion? All in favor signify by saying I. I. >> Any opposed? Motion carries. Next on the agenda, we need um guess an adoption of the agenda. >> Uh Madame Chair, I would like to move that we don't go into the executive session this evening. Uh unless there's anyone on the board that really feels that it's necessary. >> We just had one item um
student discipline. Are we good tonight? >> Second. We didn't have any other personnel. Sorry. Um session. So all those in favor submit by saying I motion carries. >> So I'd like to make a motion to adopt the agenda as amended. >> Second. Second. All those in favor signify by saying I >> I motion carries. All right. Recommendations. Mr. Harris. >> Thank you, Madam Chair. A couple of note uh worthy items from again Peak Elementary. First, last Wednesday was our kindergarten open house for incoming kindergarters and their parents. Already kind of struggling with my age because I have a birthday coming up, but they have t-shirts that say class of 20 39. That was hard. Um, but I wanted to recognize and thank Miss Park, Mr. Butler, and the whole crew again, all the teachers and
staff that helped out with that event. It was really, really cool. Um, kids were able to explore the school at their own, and they got to take signing day photos in the gym. We had a table set up with backdrop and balloons and they got to take a giant pencil and write their name on them, sit there intention to attend school again. Really cool. Hopefully started a new tradition there again. And then also again yesterday we were excited to host representatives from HBR engineering along with special guest Governor Gordon for the all kids bike assembly. You may remember board members from a couple months ago your approval for the uh generous donation from HDR purchased a bunch of strider bikes for kindergarten PE classes. Well those were delivered and assembled. We had everything ready to
go yesterday and then uh in the morning, Governor Gordon and HDR representatives got to test drive those new bikes unveiled to the kindergarteners and uh take a couple laps around the gym. I was glad. So, I want to thank again and recognize HDR and for making this happen for our younger students. They were really excited. It's fun to see kids that are getting on the bikes at the same time. I don't know if I see anything like that in an elementary school for a while. >> Um did the governor hop on one? >> Oh, he did. He was the first adult. These kids beat him on the stretch there. Um and then next I wanted to share some info from LMS. So Lander Middle School, they sent a whole bunch of exciting data from the
third quarter of this school year. And in the interest of time, I won't share all of that data, but wanted to share a few highlights because it's pretty exciting. So all the grades for English language arts on the STAR assessment which is that that benchmark assessment that we take a few times a year it's nationally normed all grades so sixth seventh and eighth grade all three grades were at 81% at or above benchmark on the winter star test and that was up from 77% 73% and 75% respectively in those grade levels. So that's huge huge gains. Um, on the behavior side, tardies are down 60% year-over-year, which is great. Kids are learning those behavioral expectations. The big four that Mr. Horton and Mr. Martin have put into effect and really emphasizing with all the teachers
that's having a big impact. And then along with that, behavior referrals are down 34% from the second quarter. So, just in that short period of time, more and more kids are learning routines and expectations and and following up. Um, and then last but not least, the number of students ineligible for activities is down 25% yearover year. And that that affects a lot of students because 75% of the kids at LMS are involved in this one activity. So more of them are eligible. They can compete and benefit from this extracurricular activities which is huge. So wanted to thank and congratulate Mr. Mor, Mr. Horton, and all the LMS staff and students on these impressive figures. A lot of games and it's been a great school year. Can't wait to see how the world ends. Great. Thank
you, Mr. Harris. At this time, we'll take public comment. If there's anyone in the audience or online, please raise your hand and we'll get you on the agenda for public comment. All right, to the next item then, program reports and presentations. organiz um I wanted to share that at our last meeting we discussed choosing a new folk chief's representative and as I work at CWC established that that is a conflict of interest for myself um but Jared has um luckily stepped on plate and will be a great cheese coordinator's committee member cheese bochi's master >> in B. >> So along those lines, Madam Chair, we did have the first BOI meeting that I've attended. Just a quick recap from that. I'll read here so I don't forget. Uh fall registration starts uh for um dual
enrollment starts at CBC on the 15th of May. Um which is the same day as D's commencement. Uh this year we will have nine students have uh and this is wide nine students have completed full associates degrees or certificates um by the time they graduate high school. Uh this year right now we've gone through preliminary budgets total expenses expenses anticipated 272,000 uh fiscal year 26 revenue estimate of 341,000 and that's excluding from up springs which sort of do their own budgeting outside. So right now it appears that schools districts will pay for enro for dual enrollment uh and the legislature may hopefully reimburse for that funding. So that will be pretty cool if that comes to permission. Uh we're still waiting for the department of ed to come up with the rules. Um hopefully cross
your fingers will actually be planned before you start school. That would be very hopeful. Uh right now we're also hoping it seems like the legislation may also pay for textbooks uh which would be a change from last year. Still unknown. So you know like with everything with the legislature this year it's all sort of up in the air and we'll see what happens. Uh there may also be some funding through the community college commission uh to fund dual concurrent enrollment but right now that's also up in the air because of legislative issues. Um, also if kids do uh choose to participate in any of the BO cheese programs and they are homeschooled, it very well may require that same notification that we used to get to homeschoolers, but we have done away with. So just
be aware for our homeschoolers that if you do want to take motions, it probably means that other district will have to take after. So right now we're expecting expecting a surplus of about 69,000. We're hopeful we're hoping that we'll be able to reinstate the payment of one free ACT per student this year. So that's uh that would be really nice if that comes to fruition. There may be a little bit of money left for professional development um for teachers that do concurrent enrollment possibly some administrative folks at Oois and the rest my notes are getting I must have been getting tired at the end of the meeting because they don't make any sense to me. Um the last thing Matt Johnson would like to get to all the school boards in May or June obviously
he's not tonight. Um, so I'd like to get permission from the chairman to invite him >> to our jar. Any questions for >> I hope not. Any other reports? >> Usually true. Um so as on the Bose report um Boseies B all kinds of different things right but Bose is the board that I am on we will be going to Cedar Falls Iowa on the 26 7th and 8th uh to look at some programs that are doing a really quite incredible job of integrating uh career technical education core and doing some really cool kind of things and preparing students for job ready skills and that kind of thing. I actually have a a e ticket on my cell phone which I'm not really good at operating. So if I don't come back, it's like the
MTA. So anyway, I'll report back to everybody after we go to that and see what we find out about. >> Great. I'm excited to hear about that. Any other questions or >> I just I I guess I'll share a couple things. In March, I was able to attend the LHS at the A jacket ceremony with Mike and it was a great ceremony. It was awesome to see so many students involved in these activities. And also wanted to give a shout out to Gan at Peak Elementary, Dr. Whitmore, Mr. Finley for an awesome second grade music concert. They Mr. Dr. Whitmore does just a phenomenal job and those kids were wonderful and it was great to see. And then one last shout out. Um, over spring break, my second grader got three postcards from teachers from
Gan Peak Elementary. And I just wanted to say that was such a kind gesture and a special thing. And those little details that um staff do at Janet Peak and all our schools are just, you know, they're great. They go a long ways and they're hanging above his bed right now. So, thank you guys for all you do. Um, anyone else? All right. We will go to your student repres. >> Okay. So to start um three LBHS students yesterday went to University of Wyoming and it was for like the history day convention and Alex Wise and Iris Wilman got first place and they had like a podcast. I don't know what it was about but they got first place. um they get to go to nationals which is in at the University of Maryland in
June. Um and so they get to compete with other kids from around the nation. So that's really cool. And they only started it in like March because they like didn't know if they were allowed to. So it's pretty impressive that they put that together in that time span. And then we have prom this Saturday. Um so that'll be fun. Hopefully it doesn't snow too much or the weather doesn't ruin some pictures for some people. Um and then the soccer team has peak night on Saturday which is really fun. Um all the kids or athletes can we hold up a board and we like say who we're personally playing for and then this year as um a team we're playing for casting for recovery. So, it's this um group that takes cancer patients and survivors on
a fly fishing trip. So, that's really cool. And there's a silent raffle. So, everyone here should go and support and you can win some fun goodies. Um and then lastly, we have Y talk today. And so, I think it was a lot of work for the students at OHS because it's three tests in a day and the juniors had the ACT. But it was nice because we have the afternoon off if we don't have any referrals. So hopefully those are all good. Awesome. And um talking about fundraisers reminded me Mara we got to share your dancing with the stars. Um she is going to be competing for fundraising for so community services. So, if anyone hasn't gotten a ticket yet or wants to promote and support her, you should do that. I think >> Good
luck. >> Yes. Thank you. You can also come watch the dress rehearsal on Friday evening or you can just donate to me or any other team to support community entry services even if you don't go to that event. >> All right. Superintendent. >> Thank you, Madam Chair. Um, as an mentioned, statewide testing is in full swing. LBHS and PHS are done as of today. Uh, they get all their start Monday. Our middle school and elementary take several more days. Good grade levels in all three content areas. So, um, keep those students and teachers in your thoughts, prayers. It's a big deal. We want to do our best. So, uh, they're they're in the process of doing that right now. Um the major focus right now for me and a lot of the central office folks
and administrators has been understanding the implications of the state's new uh funding model and what it's going to mean for us district's budget planning uh the next fiscal year for the 2627 school year. So Travis our business manager Travis received budgeting tool during spring break and he's been working hard to prepare a preliminary budget proposal which you all as board members and any members of the public can come see on May 5th. Um despite several unknowns, we still don't know a lot or all we need to know about health insurance. There's some questions about different categories in the budget model and where they fit in terms of the the silo that's been created through this most recent recalibration bill. So that's that's a very difficult and timeconuming task. We're waiting on several partners from Cheyenne
to get us more information. Um but with what we have, Travis and I met with our building principles and central office administrators. Uh last week share our current understanding of where the district stands with regards to funds available in the new instructional silo and on the operational side of the budget which encompasses everything else except for teachers, instructional facilitators, summer program, an extended day staff and tutors. So those are the four employee types that are in a silo. everyone else from administrators, custodians, food service, bus drivers, principles, all of those folks are in the operational cycle which also includes imagine utilities and other miscellaneous costs and things like that. Um, so we are checking several things. The WDE is checking several things with the state attorney's general attorney general's office and they're expected to release
some significant guidance this week, but hopefully clear most of our questions about all of them. and then we can proceed to really fill in the blanks on a lot of those pieces. Um, at this time from what we can tell based on the model that they sent us over spring break, things look pretty decent within the instructional silo, but we appear to be under under what we need for the operational side of things pretty significant amount. But I don't even want to share the details yet know exactly how things look at the model. Um and that would be you know any negative even without considering you know cost of living increases for staff or new salary things like that for um potential changes to benefit costs for staff on an operational site. So that's disconcerting.
The good news is again that instructional silo teaching staff will be seeing a welldeserved increase in compensation thanks to the recalibration help but still a lot of questions. Major challenges on the activ on the operational side would be the pool and the activities costs. This board has talked at length about pool activities costs. You all know from previous budgets the district has traditionally spent several hundred,000 more than it takes in from the state to fund activities. And we think that's a good thing, but that's going to be difficult to maintain given restrictions on how we can use funds with the operational versus instructional cycle. Um to help alleviate or address those challenges, I just wanted to let the board public know um members of this board and district folks are going to be meeting with
Mayor White and several other local people, legislators, swim club officers, my direct board members on Thursday of this week to kind open the conversation with all those parties about what we might be able to do in terms of pool to keep the facility vibrant and open as much as we possibly can. You don't want to see that um impacted in a negative way, but recognizing district shoulder the entire cost of operating and maintaining that facility. That is a huge budget um challenge for us given the new restrictions on. And on the activities side, that's another area where our activities director Matt George has been working hard on ideas to reduce costs while minimizing negative impacts on students. Just as a preview, one of the ways we're looking at doing that is reducing travel costs. That
is a huge part of the activities budget. They have a lot of hotel stays, a lot of meals and things like that that if we can hopefully rearrange activities in cooperation with other school districts who are all kind of dealing with the same problems, maybe we can get ourselves into the black in that area without having to restrict tests or effect programs. So that's kind of where we're at on those big ones. Of course, we'll have much more to share at the board meeting. We seem to get new information every few days from the state and we're as as Mr. Ko mentioned trying to catch up on some details from that legislation but we're doing our best to to keep staff apprised and hopefully do the best we can by all stakeholders in the district
any questions on Madam Chair Superintendent Harris um thanks for the great report. I want to share just a learning and a takeaway I had from exploring some of these issues recently. But um a note to the community of just realizing how much state policy guides not just how much money we get but what we can spend it on and that oftentimes when we go through this process, decisions are made by the state months prior. and keeping that in mind as you vote or participate um in the election and political process more broadly. So we don't control all the strings here. >> Thanks Mar and Chet. Thank you guys for all your work. I know it's been a huge um burden on you and I appreciate you working hard and and trying to get as many
answers as you can and while still knowing that there's a lot of unknowns in dealing with obviously the state to hear back from people and all that. So we appreciate you and all you guys thanks for you do and hopefully we'll have a little bit more presentation. So tonight we have Lander FFA. They're here to present. Come on up. >> Good evening county school district number one chair superintendent head. I brought four of our five student to present a little bit. Thank you for the opportunity to uh come and present to you what we've been uh doing in class for the last year uh both in a and uh as a part of our activities. So I will let these guys take it away when Mr. Brown is ready. Uh good evening uh board. My
name is Morgan Blake. I will be starting this presentation for you guys. Um, if you direct your attention to the presentation, which I hopefully you guys can see, um, it's not on the presentation, but we do want to draw a note to two units that we thought were amazing this year. The first one being our tractor safety and certification unit, as well as our truck and trailer towing and backing up unit. Uh, to start this tractor safety and certif blah blah blah. This tractor unit was awesome. Um it gave the um students an opportunity to learn about the safety procedures of a tractor as well as the maintenance of one and how to run one. This is super beneficial to the students who live within city limits who are not exposed to tractors and pieces
of equipment like this. It can offer a vast and variety of career fields that they could go into not only in the agricultural side but also the heavy equipment side since tractors can be heavy equipment. Um, the second unit, truck and trailer towing and backing up, was also another amazing unit. In this one, students again learned about the safety procedures when it comes to using a trailer and a truck, as well as load applications, how to hook up and unhook up from a trailer, as well as how to back up a gooseeneck and a bumper pull trailer with both precision and accuracy with and without a load. So, those were the two first units that we would like to cover. While we were going through those units and off time, we basically redid the whole
chicken coupe and run construction. What we did is we took the old coupe outside from the a barn, painted it, and made a few upgrades such as more racks, better feeding system, and a better gateway. And we are currently housing 21 chickens and one rooster. We can accredit the rooster to Miss Mr. Newondorf back there and all the eggs produced are used or sold through the high school. >> I will be talking about how we fence our school property that we now refer to as our school farm. The farm is 24 irrigated acres and 36 rangeand acres and we hope to graze our own cattle on this pasture in the future. Um, our meats units focused on production and retail cut of beef, followed by a field trip to Frank's butcher shop where we were
able to see and let them process everything and talk to them about any questions we had. U, we also took a trip to Safeway to identify and select the best type of meats. So, students were able to see what they could go into with the meat production side and also see what best fit to bring home to eat for dinner. Um, okay. So, our third grade app expo we do every year. Um, all the third grade students come in rotations. Um, we we bring in many individuals throughout the community such as Ivan Leard and the conservation district. Um, we do bring in sheep and alpacas, llamas, um, chickens and goats. So those students that don't live out of town and have that hands-on experience, they do get to come see it in person and ask
questions if they do have any. >> Throughout the whole basically the whole school year, we've been producing lettuce in our pork farm aquaponic systems. We have actually harvested over 100 pounds of lettuce that's been used in our school cafeteria. We have experimented with Roma, Green Star, and Summer Crisp varieties. He also recently planted basil. Mr. Watson was asked to present at the Wyoming career technical conference this summer to present this to other ACT teachers looking to add this to their classrooms. So our Lamb project we learn about feeding, rations, nutrition, maternal care, delivery production and shearing. So this gives many students in our act classes hands-on experience. Um we have been able to do one C-section. So that was a very fun experience to see. Um in total we have six lambs available and our
chapter members actually do get the opportunity to do that as an SAPE for FFA. Um so they can take these lambs to fair and show them and just be able to get out in that community if they don't have the resources available to do that. >> All right. So our most recent project that we've been working on since the weather's gotten nice is our auard fence improvements. Um, I don't know if you guys probably driven by, you've seen our au and we had a metal chain link fence up that most students said looked like a prison. So, Mr. Watson very graciously said, "You know what? Let's tear that down and put a nice fence up." So, we've been tearing it down in the last couple weeks and putting up wooden post and wooden rails on
that fence. We are about three quarters of the way through and we're working on the fourth quarter in the coming weeks. It's been a really great experience for students to learn how to um set post using that traffic that I was talking about previously as well as learn what kind of fences are used for uh to keep specific animals in like our lambs or cows or sheep or whatnot. Um additionally, we will be hosting fourth grader students from Balding Creek to come help plant trees around the facility which will be donated by our HOA conservation. We have continued a tradition about veterans day, helping serve the veterans lunch and they also the ceremony. We also serve breakfast for our staff at the land high school during week in February. >> Pretty great fundraiser that we
did. Possibly my favorite was the push-upon/pace fundraiser. Basically, students would come in, they do push-ups, and would raise money for a family in need here in Landers. And essentially how it worked is if we raise enough money, we got to throw eyes. As you can see, that pretty great. >> Yes. Okay, now you're a good sport. >> Just a couple weeks ago, we went to a state convention in Cheyenne and we took nine teams to compete. It we took a sales aronomy, livestock, poultry, meat, enr environmental, natural resources, a meg forest and a science. Thank you. That's all I have. Thank you. Thank you for allowing us to come in. I think it's a it's a great opportunity that we have and with your guys's gracious support. I think we um kind of know a
lot of cool things. Um, I don't uh don't quite know what how this thing is going to continue to grow, but we're kind of just taking it one day at a time and with certainly with great counsel that I have from Mr. McConnell and Mr. Dudor for the support that they have. Um, kids are having fun. They love coming to class. Um, it's pretty cool to be a team meeting. Have to hear uh some other things with referrals. I don't have to because a lot of kids uh are coming to school and they're doing well and we're really having a fun uh each and every day. So, thank you again for for your guys' continued support and letting us come in tonight. Thank you guys. >> I was gonna ask if adults can enroll in
that. >> I mean, an idea for a fundraiser. I bet there are a lot of people in the community who would benefit from some trailer backing up courses. Um, if you ever wanted to do that, >> especially if we could make it mandatory for a few folks. And I know um I I would just like to say for the four young folks that came up here and presented. Um, I don't think I could count a handful of ums and likes in the entire presentation, you guys just absolutely knocked it out of the park. really professional, well spoken. It's uh you guys are role models for other kids, I think, to look up to when you come and present as professional as that. So, really well done. And then to Mr. Watson, um I mean the
leadership you're showing in my estimation is phenomenal right now. Absolutely phenomenal. I really appreciate what you're doing for these kids. I look at the stock barn out there. I think that's uh the improvement there has been remarkable. My dog did go maybe visit the sheep and they were about as excited about that as I was. Um but nonetheless it was really cool to see those animals out there and the pride the kids are kids that you were taking that facility. So thank you for everything you do. >> Thank you sir. >> Thank you guys. All right. Yes, we are on to um item action item number five personnel actions. A motion to consider approval of the personal action. Second move and seconded discussion. Okay. All those in favor signify by saying I. >> Any opposed?
Motion carries. Okay, we need a motion to approve the stipulating agreement as presented. >> So moved and seconded discussion. All those in favor motion carries. Now we are on policy review second reading. Mr. >> Thank you, Madam Chair. Um so these policies of course were introduced first reading back in March. You might remember some of these. The first one did deals with inventories. All the updates in this policy were required by the state and there were no changes from first reading. Thanks. Um so I don't know if there's any question the board on did. This is one pretty much have to have certain language here. So have a lot of leeway on draft like to move to approve. >> Sorry. Can I get a second? >> Second. >> It's been moved and seconded. All in
favor? >> Motion carries. >> Thank you, Madam Chair. Um policy GCBA is the next one. It's entitled certified staff salary schedule. This policy is a one-s sentence policy. It doesn't seem necessary. So, board chair, I thought this might be a proposed deletion. There's no change from >> Can I get a motion to approve the deletion of policy GCBA? So, >> second moved and second in discussion. >> I think it's funny that so if we delete this one, Madam Chair, does that mean it's not our responsibility to review? >> I wish. I don't think that's quite true. >> I think she was funny that it was >> still decided it needed to be in there at some point. >> All those in favor of >> I opposed motion carries. >> Madam chair, members of the board,
policy IC is entitled community instructional resources and similar to GCBA, this one board chair and I believe this is unnecessary. There were no changes for first reading. Lander does a nice job resources policy at this point doesn't seem to be driving those decisions. So proposes move to policy. >> Second. Okay, it's been moved and seconded. Discussion. >> All those in favor signify by saying I. >> I. >> Any opposed? Motion carries. Madam chair, members of the board, the next two are connected. JHG and JHGR1 both deal with reporting child abuse. Um, and where possible. Chair Jacobs and I have hopefully said we're going to combine some of these documents into single policies where so we'd like to propose deletion of JHGR1. Everything pertinent in that regulation would be incorporated into JHG. So the JHG would
be a standalone. Uh there are no changes from first reading other than to update some typos in that second par second to last paragraph that uh I mean pointed out the last meeting she was reading closely and there were some some strange pieces in that last last section. We got those corrected. So that's the only change from from the >> I need a motion to approve policy J HG as presented and delete policy JHGR. >> So second discussion. >> Okay. All those in favor signify by saying I. >> Motion carries. policy J O school contact. >> Thank you, Madam Chair. Members for JB is entitled school contacts with non-custodial parents. Nothing changed on this one from first reading, but it's just updated to match current practices. For example, student records policy reference. It's been updated
to J since J is no longer in the book. And then we also make sure that the policy reflects that parents don't need to request their rights. You should be acting affirmatively regards without parents without ask policy J. >> Second move and second discussion. All those in favor say I. >> I. All right. We are done with policy reviews for second reading. We are on to discussion about algebra school in the facility. Madam chair, members of the board, if you recall, uh several months ago in the last school year, board has been talking about Jeff City's elementary school and what to do there. We haven't had any students enrolled in Jeffrey City Elementary since the 2022 2023 school year. Um the board previously decided to keep JCE Jefferson City Elementary registration open for this coming
school year 26 27 school year to see if at least 10 students would enroll which would prompt the district to then assign a teacher to the school. Um if less than 10 students enrolled the board said it would consider school at this meeting the reg. And I just wanted to report for your consideration since that was the timeline that the board agreed to previously. I checked at 5:20 p.m. At this time, we have no students enrolled in Jefferson Elementary for next year. So, that's where we're at in terms of enrollment this this coming school year for Jefferson. >> Mike, can you just um make an announcement as far as what falling would be to the community and the utilization of the building? >> Sure. U Madam Chair, members of the board, actually public moing facility
just means that it's closed over enrollment. It does not mean the school is permanently closed. It doesn't mean the building is closed. The building can still be used by members of the community just like any school building and land can be used. There's a facility use request process. You would like to use the building. You fill that out. There may be some nominal fee for custodial or something like that, but it's not a it's not a money maker for the school district. These are publicly be available for community groups wish to use them at Jeff City Elementary would be no. >> Thank you, Mike. Do we have any discussion on this? Any comments or questions, >> Madam Chair? I the mothballing terminology is really confusing. We talked about this before. I think the uh the
paper may have one of the news agencies picked it up and and it's confusing because it makes it sound like we're preparing to tear down school, which is not the case. Makes it sound like we're going to turn the heat off and the water off and all that kind of stuff, which is also not the case. Uh basically it just means we're not going to use it next year for kids. Uh at least that's my understanding. Is that accurately? Madam Chair, Mr. K, that's exactly right. It's a temporary possible moment. They can be revoked at any time. The board can say, "Oh my gosh, the mine's back open or there's a new plan that's out there or some some endeavor that brings more families and more kids." The board could then open enrollment at any
time it chooses. And Jar just a reminder I think on our discussion that we had I know it's been several months ago but I think the the idea behind that was is that if by this time no one had enrolled and you know it's really giving that administrators ahead of hire teachers or hire staff and so having kind of a deadline is where we need a decision to cut off. Now, if enrollment does happen, I'm sure, you know, there's a significant number over the summer, we could make decision on that and bring it back up. But I know it's going to be more difficult to obviously find a teacher and hire someone. But as of now, not having one out there, um, you know, it doesn't make sense for the district to be advertising for
a teacher for a school that has. So I think that's kind of I agree with you that the mock falling term is I know you've been using I think that's state term right Travis I just yeah you're shutting something in for >> um so we need to get a motion on the table this is an action item so I just have one clarification question so like every year are we going to revisit this at this time. Are we gonna open enrollment? Are we going to talk about it every year just to touch base and see if we have any enrollment every year? >> Madam Chair, um MRS, I believe this is an indefinite designation or is it is it time so the mothball status has to be renewed every three years. So, madam chair, does
that in essence mean that we're voting tonight to mock ball for three years? >> Madam chair, members of the board, I believe that's the case, but you could revisit that decision. You don't have to wait three years for that. So, we're not locked in. >> We got some public comment. I'm from Jeffrey City. My kids are raised there. Been there since 75. Left a while back for since you had your two large meetings there. There's 11 or 12 that you had at each one of those meetings. 25 to 30 adults signed those papers. Both them meetings. We were told that one kid enrolled you and open that school. When was the last time lately you have checked to see what all was and where did you come up with 10 students? >> Thank you sir.
Um I did catch your name. >> Steve B. >> Steve. Thank you. Um normally we don't answer public comment questions but I will clarify. So um Mr. Harris said at the 5:30 this evening before the meeting started he had checked I'm correct and there has been no students enrolled. Um, and I do believe that is correct. The first time we met, we discussed if there was, you know, a small number of students. We know there was a family that was interested and then they ended up moving out to Red River. I'm correct or pavilion area. So, we've been in touch. I know that this district has been making things out at the mailbox and at the fire hall and we've been trying to communicate with families. Um, again, this is not a permanent thing. If
we have kids that end up registering, we can certainly revisit this. But again, it comes back to a staffing issue of um if we were to accept enrollment, then we need to be prepared and have a teacher hired for next year. And as you can imagine, finding a teacher and admin facility, you know, people to work out there. It's going to take some logistic issues. So, um as of as of this evening at 5:30, there's been no students enrolled and we opened up enrollment, I think, in January, >> early February. So, >> what about kids that are of age that move out there after January and there have been noes at our post office since our last meetings? Well, are those posted? >> I will I will defer to Mr. Nurse as far as the
notifications he sent out, but we've sent things out through county 10 through again in person. um you guys are here so you obviously got the notification from um some sort of contact. So um I do believe we're making all efforts. Uh we would love to have students from Jeffree City if there are students that want to enroll but as of now there is. So we have to make this decision. other are but where do you come up when you need 10 students when before you had one student and then two students for several years and you survived madam chair I don't remember exactly who made the motion that was motion made uh either last well it was in January I think uh where we require a certain number of kids in order for this to
be feasible Um 10 was not necessarily a set number. Uh it is it is certainly one that makes things viable. If we had less than that I'm certainly take a look. Right now we have zero which is significant less than 10 significantly less two or one. So until we get any uh feedback that would be great. I was chair been out there twice. Um people did sign but no one committed uh to having any kids there and any in any of the documents signed. Um we just don't have any interest. I we just don't have we have to get committed people to sign up for school before we can actually go through the process of hiring and unless we get kids in the district then we can't hire teach we can't hire teachers. So, if
people want to come and say absolutely, after the meeting tonight, we've got five kids that we want to we want to go to school there, then fantastic. We'd love to open Jefferson City. I know that. Um, and we could reverse course on this issue. But until we get that, there's nothing we can do. We can't we can't run a school on zero kids. We can't hire a teacher when we don't have anyone to sign up. So, spread the word. tell all the folks that you know out in Jeffrey City if you want your kids to enroll, how is the time? The time was was earlier than this, but it's not like we can't reverse course here, but it's got to be quick because you can't hire someone in July as a teacher to work out
there. The the process just doesn't work that way. Um teachers look for jobs right now, right at the end of the school is when they're looking for jobs. right when they're graduating from college. Um, we sometimes have to hire teachers late and it's difficult. It's almost impossible to find someone. Trying to find someone willing to live in Jeffrey City, even harder. Trying to find someone willing to teach only one or two kids for their career harder than that. So, we really if if if we've got interest, we need to know now. We can't we can't wait until the middle. So, let them know. Spread the word. have him talk to Mike. Um, have him talk to who would it be? Megan Park is the administrator. >> Okay. Let them know and and we'll see if
we can get there. Right now, we have zero. >> May May I? I know you guys don't address. I'm Kiwi West. Uh, my Brook My son Brooks goes to Gan Creek now. We live in Jeffrey City. We have for many years. We looked at it enrolling Brooks for the next school year. However, when we were informed, you can have two students, you can have one student, and then it was like, well, we're not going to open it. The miscommunication, and I understand you guys are in between a rock and a hard place. I would love to have Brooks go to Jeffrey City. He gets up at 5:30 every morning, has to be the bus by 6:10, doesn't get home till 4:20. That's a big day for a six-year-old kid in itself. And I'm not saying
no other student in the district have to go through the hard stuff, but a six-year-old coming home after being 13hour day, he's kind of grouchy and he's a little hungry. I'm not going to lie. So if it's one student you guys are looking for, he's there. If it's three, they're coming. There are families who just have young kiddos right now. There are families moving in, coming up. So I think what would be beneficial for all of us is that we get a set number from you guys to say okay for sure if we have one person two people five that would be more helpful for us because like I said I would love for books to go to Jeffree City as far as the staffing there's there's people out there that that need work that
want work I can't guarantee you a teacher overnight and we can but I'm just saying it's it's out there and we're dying to have that school open for these kids because that 13-hour day is just tough and it sucks very big. You know, we're very thankful for the transportation. We love Tara. She's great, but the distance is just not it's not feasible anymore. And we'll pull Brooks from Gan Peak next year. Nothing against Ganet Peak. We love Miss Park. He has Mrs. Carver teacher. She's been so wonderful. But we just can't we can't do the distance in a really long day. So, I think speaking for all of us who have grandchildren and children coming up, they're just maybe not at that age yet. I know Russ is going to be the only kid if
you open it for probably a year. That's that's a small number, probably more like two. Um, but I just I really think a good number for us, you know, because the kids are coming. They are. And the families are coming. I'm not saying we can have 30 students there again or even a hundred, but you know there's there's families out there who would who would really benefit from having that school back home. Madame Chair, Superintendent Harris, I am curious if I know we don't have all the details, but um a positive side effect of the siloing is if we have more money to spend on instructional resources or instructors, teachers, and if that would allow us to operate the school in future years with a low number of students. um if there's additional state funding
to support rural schools. >> Madam Chair, Met I don't believe there is the funding model, the new models budgeting tool that we saw no allocated to city and that's based on previous staffing reports that we submit. Um, I did want to also mention the 10 students as the minimum number was the number this board discussed back in January and the reason was previous years we had maybe six kids but ended the year with three. It seemed to be we would lose about half of the students over the course of the school year. So that's where the board contemplated the number 10 shooting for we end up with five or so that would still be viable. Um, so that was the thinking behind the 10 to point of contact. So we again madam chair sir enrollment
is all done online. So they just need to go to the lander schools website landerschools.org And then online registration is is linked right there on that page. You input the students information and then they would be registered. >> All right. Um, thank you guys for your feedback and comments. One more comment. >> Oh, sorry. >> One more question. You mentioned that school is a public building for the community. Why nobody in the board told anybody how to use it and how to get to it and do anything with public meetings and school projects. >> Well, sir, I think that is definitely a miscommunication because I know for a fact when we were at our meeting out there, we had a discussion about that building being open. So, we have a facilities agreement form. It's open,
the lights are on, the power's running. We have custodians that go out there. So, you guys are welcome to use that. Well, you have to re use the request form and then I assume the building is unlocked. It's not just unlocked for all, you know, all day every day. So, just like any facilities here, if a club or an organization wanted to use a facility, then you would submit a form and then you'd say the dates and times and of when you were going to use it, whether it's ongoing or one a one time usage. Um, you would fill that out and then once we have that information, then we would make sure the building is open. We send our employees out there to open it up for the public. >> So, you do have
forms there we can take today. >> Yes. Again, most of it's down online, but I'm sure we can print some um print some forms for you guys. >> And this look, I don't know how this is going to work out. Probably not the way I'd like it. Look at that. We need to open a private school. Can that school be used for two? >> I'm sure how that works with a private school. There's a whole lot of new rules around charter schools which are considered public schools but often organ organized by private groups of people. Um I don't have the answer to your question on how that will look. That's that landscape is changing a lot right now in Wyoming. I don't have an answer for you, >> but I know like public school groups
could use it. Um any any group can come in and use the facility if they fill out a facility request for cool right there too that worked in there and got together. Absolutely. Madam chair, I move that we continue the mock calling process at this time and with with the understanding that uh if we do get revisit at that time on that >> I would I'm going to propose an amendment to that motion that we off for just one year rather than three that can that even be done so is it is it state. Sorry, madam chair. Is it a state issue that we're talking about? I mean, the school facilities, >> right? So, do they require a threeyear period? >> Once you apply for it, then it's good for years. >> But it just
last >> and we can I guess madam chair, superintendent Harris, um the clarification is if we are mothballled, can we still open up and determine if there is a vote? I guess that's my question of how do we know if there are more students if we're offer scans I think we probably just have to open more communication with the presidents in Jeffrey city and we'd love to hear from them often to you know in between board meetings in between inerson meetings if there are new families we'd love to know that because right now there's really not much two-way communication there unfortunately because the school's been closed for three years or So just to clarify, I guess the way I'm understanding this is that this is just a formality for the state and we're not doing
anything different. If people enroll and we want to add them and we want to hire a teacher and we can hire a teacher, then nothing really changes. It's just a formality that every three years state is required for facilities. Is that correct, Travis? >> Madam Chair, that is correct. to go through the mock balling process with school facilities. It has to go before their commission. So, this is not going to be I submit a form and it's done tomorrow. This I have to get on their agenda. So, there'll be time to work with >> Is there a deadline for detine of submitting? Yeah, I think reason for the decision at this point is the hiring that's the main issue. We can we can say we want to keep it open and then we get enrollment
in September. The likelihood of us finding a certified teacher to teach in city is very low and not to mention we want to be prepared in terms of materials and things like that. That's all stuff that happens right now at the latest for a school. We're doing a lot of work for next school year. work on staffing for next school year. If we don't know that there are going to be students until later in the summer or the fall, um our likelihood of being prepared and able to operate that school is very low. >> Um with the additional information, I would resend my amendment to Jared's motion and second Jared's motion. And just to encourage everyone, our board member emails are on the Fremont County School District number one website. Um, Jenny is at the
front desk most days here in this building 8 to 5 Monday through Friday. Come by and chat with us in person or chat with someone in person. We would love to keep hearing from you. So I hope this does not sound like it is us closing the door on communication. We would love to continue communication. Madam Chair, but I agree with that. But I would say that the most important thing, and again I keep harping on this, is to get registered, right? That's the important. Got to get kids registered or we can't move forward, right? Uh, so if if you have people that are interested, please get them out to the website, get them registered so we can we can look at this so we can Mike keeps his eyes on this and we can
look at it again and at the next meeting and being after that, but much farther beyond that, we're going to start getting into that territory where there's not much we can do for the for the fall. And my suggestion would be just to register if you're even unsure about whether you're going to homeschool or go to speak just go ahead and register under city and then if we have enough then you know and you can resend or withdraw your registration that's probably the best way to get those numbers and figures just to clarify too like if we do monet they still can register so even next January from January till meeting you could register and then that would give us enough time to hire a teacher for the following year. So every January would be
open again. So if you have families who are ready for the next year, register in January. The earlier you register the earlier we can get prepared for the following year. >> All right. So we got a motion and it's been seconded. We get a vote. All in favor of calling Jeff City say I. I. I. opposed. Okay. Motion carries action. Um item number false resource adoption madam chair members of the board of the virtual director resource she's going to share a little bit more about that process madam chair so I sent a survey out to our CCC members. Um, a lot easier than trying to get everybody to meet, get a little more feedback that way. Um, and the feedback resource that our teachers have chosen 6 through 12, and I'll explain the K5 in
a moment, is human kinetics. And I've had these up front for CCC to be able to look at. A couple did come in and look at it. You see the feedback linked in Mr. Harris linked in all the feedback. Um overall as um pressing the teachers to voice was good feedback we got because they they really go through it's a year-long process and look at resources. We start with multiple resources they trim them down they match them to standards they match them to um evidence-based practices and then we move forward with it. And this is the recommended resource for middle school and high school. Okay, which I think is really neat to have a solid one going through 612. One um question that was brought up was there wasn't a lot about straight up sexed.
Well, sexed is really not taught in sex ed anymore. it healthy choices um communicable disease lack of transferring of that um choices and uh resources in the communities that's how it's taught with the state standards I also link the standards in to your documents but I do have hard copies here if anybody wants them um so we're really only asking to adopt the resource for 612 middle school only wants textbooks They aren't going to use the online the digital at all. And um they have other resources that they've had for years. They're evidencebased shade and um health safe oh healthmartk12.org which is an evidence base that has a little bit more of the continually up todate um STD healthy choice conversations and very um accessible to families. So they don't need the online version. The
high school, we have one teacher, Dean Shop, and he has been piloting this all semester and very comfortable with the online resource as well as the text. And again, even at the high school, we don't have straight out sexed classes that we used to have in the 80s and 90s. It's really about the whole safe child, healthy child conversations. When those conversations are brought up in the middle school, Mr. Um, uh, well, Jordan, our teacher, actually, um, sends letters out to families when that time is to arise so that they can opt out of those conversations. Um, but this is the resource that they've asked for. The total is for six years as a curriculum director with overseeing these funds. I can't believe this is it because normally I'm writing a $100,000 check but for
six years this is a grand total of $18,549 444 cents. So that's six years of online resources for the high school classroom sets for both high school and middle school. But I linked everything in there. But if you do have any questions now, I definitely will question. >> Madam Chair, I just have a comment that I've been so impressed with the process that the curriculum committee uses to review materials and the spread sheets and the matching to content standards and would absolutely recommend that we get whatever. Thank you. I appreciate that what talking about and you were there um was able to see this where I these teachers look at all these resources and there is everything from the content standards to disciplinary literacy to everything that they need to work productively in our district
and that's what she's um I have referred to them as spreadsheets a few times Uh quick question for you Dra. >> The the sex edge is one thing and thank you for for covering that. Right now I'm actually more worried relative to our kids about online issues about Instagram about all the garbage that we see online. Does this curriculum address that? >> Actually it does not. But in even our standards don't. But our standards with computer science classes, ELA, critical thinking courses, and some social studies, and we're revamping up state level as well. Those are addressed in different contents right now in our now. However, because I had an email question about this from one of our CCC members, some of the conversations that does come up. teachers have told me that social media does
come up in their conversations. But as far as the standards themselves, those are met in different contents. But the conversations do do come up about social media um the um texting and those conversation and that safe body keeping yourself safe. So they do have them, but it's not a standard. >> Teacher, I just have one question. When looking at the form that you said, Dustin, it's got the responses from the survey. I just wanted to clarify. So that those responses were from the people responding to the current curriculum or to this new curriculum, >> this new resource. Those are the CTC members that responded. Okay. So that I just wanted this online and a couple of them came in. Got it. Okay. Thank you. >> All right. So I guess did we get a motion?
No. >> I move that we approve the what is it >> curriculum >> I'm ordering them next week get them in the hands of our teachers. So, does anyone want a copy of the cost? I'm impressed by that. How about I know it's pretty. How about the standards? He wants >> your email. >> Yeah, they're all linked. Not this. >> Oh, I'd like to see that. >> The breakout. >> Yeah. Thank you. with address. >> Thank you very much. >> All right. Lastly, on the action items, we need an approval to consider a monetary donation for Lander for placebased education at Lander Middle School for $5,000. >> So moved and seconded discussion. Um I have a question. I know we are about to receive a presentation on placebased education and simple changes to it uh
in the latter part of this meeting and I just wanted to confirm that we could apply this funding to if we switch from the wind river outdoor education program we've been running to say teach science schools that we would still be able to apply this money to a different opportunity I do believe that's the case. Winter education isn't necessarily tied to Tory Valley. I mean, that was the first generation just grade. I think what Mr. Martin and the other students uh this evening expanding for levels at middle school. Um so I think the attempt was to let this donation stand for whatever place education is in place. Thank you. >> Well, thank you, Kana. Very generous. We appreciate that very much. So, um we have been second. So, all in favor? >> It should. I
think folks have already good thing we accepted it because I think we've already signed the >> show you put it in the mail. >> It's not in the mailbox. >> All right. Next on the agenda discussion item, we only have one policy for first reading and I'll let Mr. Pierce take away. >> Thank you, Madam Chair. So, this policy is one of many based on changes at the legislative level from this new state legislative session. This one has to do with personal data privacy security. This is some existing policy, but what you see there in green are a bunch of additions that our legislature made and we're responding to those those changes in statute additions to the policy. Basically, what this policy does is clarify that the district only collects required pieces of personal data
and doesn't sell or transfer personal data except required by law. required by law would be if a student transfers to another school district or the state has a a legislative report that we need to submit there may be some pieces there. We to my knowledge have never sold personal data that would be highly unethical I think for students. So this just clarifies and makes clear that we don't do that and won't do that. Um this also provides a stipulation that W residents or former residents can request access to their personal data and if they feel like something is out of line with it can object to its accuracy, completeness, pertinance, timeliness, relevance, retention, dissemination or denial of access. So there's a there's a piece there where you can find out what information the school district
may have related to your your file or your parent your students file and if you feel like you need to review it review it and if you have some discre some discrepancy you can you can work to get that corrected through the school district. >> Thank you Mike. Any questions, comments or feedback? Great. So, hearing none, we'll just have that on the agenda for second reading for next month as presented. Next on the agenda, student handbooks first read. >> Thank you, Madam Chair. So, we have handbook updates for 2627 for all five schools and the new activities handbook which which activities director Matt will talk about um the clarifications and updates in the MP handbook are really general just some new headings and physical layouts been updated. Uh we're going to have with meal prices
once those are set by replaced with family engagement instructor pieces there's a one page summary of the change that you see for next year versus the current questions with the schooling books. Madam Chair, Super Harris, I I noticed that what we've done was shift the coaching policy that was discussed last minute um as well as potential coach coaching policy that we also discussed into the handbook instead of policies. Can you discuss that? >> Sure. Madam Chair, Mr. that that policy was tabled um in discussions with our board chair in preparation for this meeting. A lot of the concerns around um coaching of you know preferences for certain students who participate in club versus on a varsity team at LBHS. I think a lot of those concerns are best addressed through the handbook. Um and if
there are specific instances our administration and I didn't feel that policy would be the best way to go about that. we have a specific issue to a student or a coach's treatment of a particular student or treatment of certain students versus another student what we need to address with that in the handbook and it would be uh similar to like if a staff member was teaching their own child in class we don't have a policy on that either that comes up way more frequently than activities and we have any sort of paper also and some other policies like GP and some others plant coaches as well. So that's the reason why that one is not on the agenda for secondary. >> Thank you. >> Um and just to clarify, I'm happy if the board wants
for that. Um I just told my and I hadn't seen what the handbook um I just knew that they were considering this handbook. So I hadn't necessarily seen it and had time to look over it. Um, so it made sense to kind of table it until we saw this had were able to discuss it. Um, question I do have for you, Mike, is that with this I know it's in the handbook, but then are coaches getting some I mean they're obviously they get a copy of the handbook that they also sign or how does that work that they're also, you know, signing out to these different things? >> Madam Chair, I'm sorry. Are we looking at the activities handbook at this point? >> Yes. Okay. Still talking about Yeah. All right. I would >> this
is the this is the first draft of this handbook and so as far as the particulars of how that that specific question or that issue would be addressed as it pertains to the handbook I would defer to you know activity structure for further explanation on how that's been incorporated >> so just I guess I don't know if I worded that properly but my thought is this is great for parents to see and and students But is this also will coaches be signing something similar to the that agreement laid out in the handbook as far as where it discusses the coaching section and I just lost it. As far as signing something, my initial answer was no. Would be signing anything be just practices. My understanding is that a student handbook for school activities handbook once
it's adopted district operations district practice. And so the expectation follow these following these practices action >> but they'll be provided with something similar or they just provided the handbook. If you want to go through a couple highlights and things that changes that can make as well >> that would be great. Um some of the highlights that adjustment policy uh the current the current policy of practice means uh that the only the only exception for participation practice your games is a note which doesn't provide student for example or emergency and so the change in the handbook would be that prior approvals obviously you family emergency allows administration on that whether it's building principal director superintendent that's that's a change in tenants uh the code of conduct consequences or step consequences is the major change stairstepping to
the fourth consequence being no more activities for the rest of their career which would be for middle school to resets the high school just to start over. But that way you don't have a kid that you're just dragging problems a little bit. Um the coaching policy as far as you guys were addressing whether it's a board policy or addressing handbook coaching practice that's just kind of best practices when you're coach coaching your kid kid coach situation and then the last thing I had to do was code of ethics from the Wyoming coach association and to be just fully transparent I I took a hammer that I've used for the past 10 years that run some other country best practices. >> Madam Chair, Mr. George, thank you so much for putting this together. This is amazing.
Um, I have a few questions and I will say I've skimmed this so I may have just not found it and it may already be in there. Um, but one small thing I noticed the volunteer coaches um the statement in here all newly appointed coaches and volunteers are subject to a background check. Oh, never mind. You have based on district policy. Um, never mind. Um, I was going to say like the all doesn't align with our district policy, which is that you only need a background check if you volunteer more than five days, but you pointed the district policy in there. I think fixes that issue, so ignore that. >> That's my normal district policy. >> Pointing to the district policy seems great. Okay. >> You're not rewriting. >> Yes. Excellent. Um, this may be
in here and I may not have found it. Um, but I'm curious if anywhere in here there is clarification in terms of what is considered the start or end of the season. You mentioned the last state of competition in one section, but then you also referenced final banquet and the need to turn in inventory. And in terms of what we are considering the time period that we are expecting coaches to cope and be present for if we need to define that in modify there that's a good that's a good point discussion that came up with our coaches. So that's a good I'll add that in if that's okay. >> That sounds great to me. Yeah, hopefully having something to fall back on will make those conversations with coaches easier. Um, additionally in where you mention,
let's see. Um, oh, perfect. Um, never mind. You have that in there. I just found it. Um, >> maybe a table. >> Yeah, I was searching PTSD and you had it under certification. So, um, and then my other question was why it seems like this handbook is addressed to both students and parents and coaches. And I guess I was curious why you chose to have one rather than making a sort of student parent handbook and in a separate >> coaches handbook. >> That's the term I can use is onetop shopping. There's one document post website and everything in one place and also trans full transparency parents have students and students can read it. Oh, this is what my coach responsible for parents and they can coaches know as well. >> Perfect. That sounds great. That
sounds like a great justification to me. Um, and then I, this may be in here, but I had a coach in our district um, express a concern to me that she had not been notified that coaches don't receive workers compensation um, when they're hired for our district. And so, if that is the case, that would be a good thing to just put in here so they're aware of that before an accident happens. Uh but this looks really excellent and I think will be helpful moving forward and addressing coached student parent athlete concerns. Thank you so much chair >> with the the workers thing is kind of interesting. I wonder if that's something that would be more appropriate for coaching contracts as opposed to anyway something for admin to consider. Either ways, I don't I don't
have a dog in the hunt, but it might be something to consider. Um, Mr. George, one one question I do have for you. Um, I I read this more than I ever read the handbooks when I went to school. So, so give me that. But uh when I did read this, I wasn't thinking uh I wasn't comparing it to our policies. Just want to make sure. Did you make sure that the the code of conduct is in line with our current policy? Are those okay, thank you. I I just didn't take the time to do it and want to make sure. All right. Thank you. wanted to say I really appreciate doing all this work and I really hope the progress report for really beneficial will help coaches as well as the coaches. Thank you.
>> Madam Chair, um Mr. Kale, I think I'll make sure I'm saying this correctly. We our coaches do not sign a contract. >> So that would not fall in. And so I think that's the idea behind putting it in handbook is getting a contract. >> Yeah. >> Thank you. >> Is that typical for coaches? I I know we have done it that way because it's an at will thing but I just assumed I mean other districts kind of operate in the same way just they are at wills have contract but one thing we've been talking about with new hires coaches on boarding email that lays out the expectations even though it's not a contractual agreement what be clear with coaches on what we expect deadlines different activities that they're taking in addition to the >>
you know it's well they're just contract for each season. Correct. So is it still they're not contracted at all employee similar to a classifi madam chair, Mr. Harris, Mr. George, I would just emphasize how nice it is to have details in writing as it creates pathway to follow down the road. Um hopefully we never have to follow that pathway, but I think sending out an official email that includes a link to this and um telling coaches they need to read it and then any other details of their employment would be really wonderful. Thanks. And that one catch I did just make uh is on page 10, the very bottom under evaluation separate. I wish we had an HR department, but probably need to revamp the wording on that. Um, as far as where the evaluations
are sent a lot is giant. I don't I don't mean to, Madam Chair, meaning to belabor the point that Barb was just making. The only concern with some of that is that with a an email that goes out that lays those kinds of things out. It's pretty easy to fall into the trap of creating what's effectively a a contract, if you will, even though they don't sign it. Um, which then removes their at will status in state. So, it's kind of one of those dicey issues, but I just caution people about that. You might check with the scholar Oh yeah. Would u Mr. Per would just putting in the email that they are in act will probably employ negate that? >> Depends whether you lay out policies within that email that says here's our expectations.
Those become the policies and now kind of de facto contract with that employee which evaporates the out. So, madam chair, members of the board, I think what we're hoping to do with that legal counsel is just kind of lay out before job description. We have a one page position for coaching and it has very limited information. So, a more inepth job description. They do that without inferring any sort of contractual positional not that makesense. I'll shut up now. Thank you. >> All right. I think we're on to the moment that all these young patient kids have been waiting for. Thank you, LMS. So, we've got Mr. Horton here and some LMS students to talk about place education. Come on in. As they're getting set up, I'm going to address all the cameras in the room.
So, one of our um parents is a is a professional filmmaker and her child has been involved in kind of the Rowey Road Show talking about Rowi and trying to gain support from the board and wana and all the community organizations that have supported us. And she thought it would be a cool idea to make a documentary. So, they're getting some footage for a potential documentary. So smile. You might be on TV and I don't know how long, Sophie. A year or two. Who knows? Um, so yeah, that's the reason for all the cameras. Um, otherwise, are we set? All right. So, yeah, we're back to present on placebased education again. We really appreciated the support for ROI. Many of these students went to Rowie Wind River Outdoor Ed at the beginning of the year
and um sixth graders and their families loved it. Seventh and eighth graders didn't. So when we got back to school, they were kind of like, hey, what about us? So this is the hey, what about us? um part of the place-based education plan for LMS, a way to expand um the success of ROI to um all grade levels at LMS. And I'll let them take it away. >> Um placebased education is important because uh when everyone is out together in a certain environment like we were at Ro Valley, we could all connect a lot more with people. um with our classmates and like with the out outdoors too. Um we've brought a lot of things into our classes. Um I think in PE we're actually going to do archery soon which we did up at
Rowi and then in science class also there's been a lot of references to Rowi and then just connecting with a lot of members of the community. Um there was well a lot of people from NLES and uh a lot of other organizations and then there was actually someone from Gaming Fish who was up there his name is Parker and he gone to war and it was like hung up in our school because we um we have this quote by Tom Bell. I don't know how I would have been in this world had I not had the great outdoors which to grow. We use this quilt because it shows how we use the mountains and outdoors to learn and we also used it because he is um connected with Lander. He started an organization which my
dad is now the executive director of. Um he went to school here. Some of you probably know him. And yeah, he's involved with the community a lot. >> Um, uh, the Landon Middle School for Greg is, um, sixth grade. Um, we're sort of doing like the thing, but it's for Ton Science School and, uh, they're staying two nights in three days, and it's a fall trip, so it's like early in the year. And then for seventh graders, they're going to SS Canyon for three days. And then they're going or no one day and then they're going to two days at Tory Valley which is a total three days. And then um eighth grade is going to Ton Science School which is three nights and four days and it's um like a winter spring thing and
it's celebrating middle school. And then um 6 through 8, this can help with like science and all school stuff. And yeah, I can just bring up all our stuff that we're working on in science. And yeah. Um so everyone that met Rorowi really enjoyed it but um instead of doing ROI ROI moving forward we are going to Ton Science School for the same uh time period but um instead of being conservation camp science school just because of the scholarships they offer us. So with the scholarships that Ton Science School has offered us, uh the cost break down have been the cost in scholarship that they have given each student and the cost about $50 $53. In eighth grade for three four days and three nights the cost would have been about $525 with the scholarship
that they had given us the cost of brought down to $75. Um so on that last slide and you don't need to go back to it but it shows the scholarships that Teton science school is offering us. So after we went to Rowi, um I've stayed in contact with Teton Science School. They reached out and wanted to know how it went and they let me know then that they'd received some big donations like big for Jackson donations um which is a different level big I think. Um and so uh they asked if we could get eighth graders there and they shared that they could um really help with the cost in a different way. So, if you if you saw that middle line, they're offering every single sixth grader um $300 scholarship. So, that's 300
times 120 about whatever the grade class is currently. And then the um eighth graders with an additional night, a few more meals, they're uh the scholarship that they're offering is 450 per student. That's times 100. So then if you scroll back to that next slide, the total that they're offering us is almost $80,000. So this just shows why we're transitioning to Teton Science School and not continuing. Rowey at Whiskey Mountain Conservation Camp because um on the left there you can see that Rowy's total cost was about 19,000. We charged families 30 which left the district on the hook for about 16,000. We got donations for 15,000, five from Kuanas and 10 from Laura. Laura is no longer supporting us in this fashion. Um, Kuanas is continuing to support us in this fashion. We really appreciate
the support from both organizations. Moving on to next year, our total cost for two grade levels would be less than the cost for one last year. Um and with uh charging families 54 or 75 depending on the programming 6th through eighth grade um that the district is on the hook for $0. um we knew that not everybody would be able to afford that and so um we did go back to Kuanas the same group um presented to Kuanas and asked for another donation and as you all just approved thank you um they offered 5,000 and get to start a scholarship fund for placebased education. So if a family can't afford the 5475 we can help additionally with that and it should still be zero cost to the district. Um since seventh grade is not doing
any overnight trips and um so this means that we don't need any money for like sleeping, lodging and meals. Um, so >> um I want to say to Kanis and you guys for giving us this scholarship because I know it really will help kids in the future and it would have really helped eighth graders if we had the opportunity to go and as an eighth grader I really loved the opportunity to go to this. So this scholarship really helps that and now we can connect better. >> And so Abby is our sole eighth grade representative because our other eighth graders playing soccer tonight. They were both very gracious to come and support this even though they don't get to do the overnight trip. Um so for this year we will be planning to take them
on the three-day trips at the end of the year that will become the seventh grade norm. Um, but really appreciate having selflessness. Do you all have any questions for us? >> No questions, but just thank you guys so much for taking the time this evening with all your school day and your busy activities. We appreciate you guys being here and coming and sharing this awesome opportunity. And I look forward to hearing more about how the eighth grade event went and how it's going in the future. So, thank you guys. What about other board members? >> Well, Madam Chair, Mr. Harris, Mr. Horton, do we have a way to pay bus drivers and pay for gas to get students there? Is that accounted for in this equation? Seems like they're very minimal costs. >> I Yes,
Madame Chair and Mans, we I did talk to Mr. with you about this and um Teton Science School is pretty easy because they just drop us off, come pick us up and so he felt he knows the dates and he felt >> um I don't want to talk to you adults. That's enough kids. I do have a question for you guys. Tell that actually went to the uh one up and okay tell me about the interactions that you guys had with one another. >> What was that like? >> Um I personally felt like I connected with a lot of people. Our grade was split into two groups. So there was group A and group B and they went different days uh because of space. But um I feel like I connected with a lot more
people and like instructors, but especially my peers and like learned a lot more about >> Yeah, I kind of agree with that. And um yeah, you just got to get out in the nature and just enjoy the good things with like other people and it's important to get outside and um not always being inside. Yeah, just enjoy the outside and doing kaying, archery, all types of different things. Yeah. >> So, did you guys get a chance to hang out with with kids that you normally don't hang out with in school? >> Um, I mean like maybe like slightly different groups, but um we did have times with like our friends when we had like retirement meals and stuff, but we were put into class groups. Um, so like you met different people in your classroom,
I guess. So, I think one example, sorry, I know you want No, you're good. I'm gonna tee up Sally. Sie was in a cl I got to take a hike with Sullie in his class and he was talking about having done it with his folks and then he was doing it with a bunch of um classmates that aren't necessarily his best friends. >> Is that right? >> Yeah. >> Do you want to expand on how that felt to be doing a hike you've done, but in that kind of scenario? >> Yeah, it's pretty good. It's um um just um want to lean others and um they might be falling back but sometimes you just want to make them keep going because they might have never been on that hike and maybe they're seeing new things
and um I don't know. Yeah, it's just really cool see all types of different kids coming together and it was fun. >> That's awesome. Thank you. Great job, guys. Can we give them a round of applause? >> Thank you, Mr. Morn organizing and coordinating this. All right. Well, that brings us to upcoming reminders. End of our meeting here. We have a preliminary budget meeting scheduled for May 5th. A reminder of that for everyone. And then our regularly scheduled May 19th board meeting about graduation already. Sunday, May 31st. So, put that on your calendar as well. So yes, I think it's the Friday before 29th. Yes. Okay. Thank you. That wait any other discussion or comments? Okay.
