County School Board to order at uh 5:37 on the 4th of May, 2026. I pledge algiance to the flag of the United States of America and to the republic one nation under God, indivisible, with liberty and justice for all. >> Right. Thank you. Uh I'll read the mission statement. Our mission is to ensure that all students have the foundation for success and are challenged to reach their full potential. All right. Madam Chair, I move we or accept the uh approval of the special meeting agenda for today. >> Second. >> All in favor? >> I >> opposed. Motion carries. All right. We have one action item. >> Miss Reynolds. >> Thank you, Madam Chair. Uh Charlotte Reynolds for capital projects. Um, as you know, we um have been uh going through the initial steps to um
secure proposals for design services for the addition at Jackson High School um in accordance with the most cost-effective remedy study that um this board and the school facilities commission um approved last fallish, September I believe it was. Um and so uh through that process we um we have our outline of what we're um allowed to build. And I apologize my phone is ringing over there. Um and uh so uh we proposal or request for proposals u was sent out. We received seven um uh bids and interviewed four firms uh last week. Um the um a committee of seven uh seven folks participated. Trustee Gingry, Trustee Scarlet, uh Jeremy Slater from school uh facilities department, um Bennett Lieberman, Laura Frier Markman, um Mike Hansen and myself, um and Linda Grant from the finance office also um
attended. Um so we uh went through the four proposals and um um did interviews and there was a scoring at the conclusion of that process. Uh there was a scoring um um opportunity for each member of the committee and the score um it was um very clear that Prospect and Anderson Mason Dale were the uh recommended uh firms uh to work with. Um I think they bring a lot of um a lot of knowledge um given that Carney Architect who was one of the co-founders of Prospect a local firm uh was the architect of record for the um existing high school. So obviously a lot of knowledge of of the facility um where the district was when that building was built and now moving forward. Um in addition to Prospect um Anderson Mason Dale uh
brings a lot of experience in constructing um educational spaces, high schools and CTE spaces specifically uh with uh one of their um members um Sally mean um who has um certifications in educational um uh design and really is going to as as she described she's going to be our interpreter. between architectural language, educational language, bringing the bringing the two sides together. So we end up with um everyone sort of understanding um both both um lanes and and perspectives. So with that, Madame Chair, um I stand for questions. I will just quickly note um because this is a statef funded project um the state will issue the contract it will come to um this board to um approve and sign uh but um it was not ready for this evening. Um and um honestly the state
contract does not allow um us to make any edits or changes to the contract. we're so we're not in a position where we're negotiating with um with the selected firm. So that will be um coming but it was not available u for tonight's tonight's discussion. >> With that I stand for questions. >> Any questions? Um, can I just ask the process bill and Keith Lick? Um, as far as with the state, it doesn't sound like we have any say in this really much at all other than hiring or deciding on the proposal, but then it goes to the state and then they take over from there. Is that how this works? >> I can answer. >> Yeah. have some say. Um they, you know, they the school facilities department sort of run everything. Yeah. You
know, it's their contract. Um but we get to approve the contract. So if there if you see something that you know is a you know, they mess something up or something doesn't look right, we can always send it back and go, "Hey, this contract doesn't look right." Um and Jeremy was really good about including us. Um you I felt like all seven of us got hurt. you know, he had a very tight scoring system because he wants to make sure it's very objective. So, he had a tight score. Each each um interviewer got 30 minutes to present and there was probably 10 minutes of questions and then they left and then we had to fill out score sheets. He had the set scoring criteria >> and then we talked a little bit about each one
and you turned in your score sheets to them. At the end of the day, he added up all the scores and it was obvious this one had the highest score by ways and then they opened the uh the financial. So, we don't know the numbers. When we're scoring, we're scoring solely on sort of who they are, the team, what they're proposing, and then after we've scored and and we know what the score is, then they open how much their their bid is. Um, and these guys actually were a little bit higher than than the others, but this school facilities commission was fine with that. You know, 1.8 was actually in the ballpark. That is what they estimated to be. Um, and so then we're going to sign this contract at the next hopefully at the
next board meeting. The only reason Bill and I asked for Trusty Scarlet and I asked for this meeting to come a little quicker was so that they could start organizing because what we're hoping is that by the end of May, they'd be up and running because their contract could be signed and they can meet with us, they can start meeting with Bennett and Laura and teachers over at the high school. We were we were getting worried that um I don't know I don't know what day school ends um mid June whatever that is and that everybody would disappear for the summer and we wanted to get as much information to the architects now because this one's a little bit different than um just building a a bus barn or something. You know there's a lot
of programming that goes into this and and they need to know what programming we want. you know, clearly we want culinary, so they're going to build culinary. Clearly, they know they want we want them to expand the dining area for for lunches. Um, and all of the firms talked about um flexibility and adaptability, meaning you don't want to build a a room just for wood shop because then a you lose your wood shop teacher or for whatever reason just kids aren't interested in wood shop anymore. You want to be able to convert that room into some other use. So all the electrical is above you and you pull the cords down to the machine. Whatever that machine is, machines have to be able to be moved. You want the walls to open. You want walls
to close and to shorten. You want to make little rooms, big rooms, and be able to move it around. Um, which I found very fascinating. But what they really need is some direction from us. And so, um, if you have strong feelings, and I don't know if anybody does, like, gosh darn it, I've always wanted auto, you know, I don't if that's the one, uh, but now would be the time for us to voice that that um what what we felt was important in this community um for CTE in particularly >> and >> that was a because I was looking at the timetable trying to figure out like it made sense to me that we're trying to push this and get done, but I didn't understand exactly why. I thought it was a state thing,
but now the youth play that makes complete sense. That is really smart to get that. So to get that input before everybody takes off, >> it was just the program. >> We couldn't, Madam Chair, we couldn't announce the selection until this board made the final decision. And so if we were to wait till the next board meeting, which is 10 days down the road, nine days down the road, it's nine days further. Yeah. where we can hit the ground running. Um I think understanding the CTE programming what what we have what we need going forward and what kind of potential things I mean we could talk about a welding you know welding program but if we only have 10 students interested in welding it's does that really make sense for this space but if we
make a flexible deal and then can we staff that can staff so this is a chance to be flexible certain how does the vestibule part of this is that any part of >> totally separate totally separate loss to money >> it's yeah it's going forward the vestibial is a different it's only that's done but we did lose >> we reduced the construction price from 175 to 17 because the vestibule went up by 500,000 or 600,000 so we have a little less money but I'm not worried about the money it will it'll follow us we'll figure it out as we get going. >> But Madam Chair, it's a good question, Trusty Bosch, because I was asking the same question of Trusty Scarlet during our meeting the other day because when I heard we went from 17,500,000
down to 17 million, I was like, where'd that 500,000 go? Well, the 500,000 is going to go over to the vestibule because they sort of got approved at the same time. But everyone assures me that 17 million is enough to build this addition that that we're discussing now. Um, so and all the architects, they all got told that it went because they got told how much we had and then they all got told during the interviews, hey, this was 175, now it's 17. Are you still okay with that? And they all were like, yeah, we can make that work for 17. So, we have 17 million for this addition, which um which is what the architect's going to be designing. And Madam Chair, um that was um I think a great uh summary of of
where we've been, where we're going. Um, just to add the my comment regarding the Mercer is that the Mercer dictates how much square footage we can add, the types of square footage and and um facilities that we need because those directly relate to their the consultants, the state's consultants, their findings on where our building is not meeting adequacy standards. So the Mercer says the Jacksonville High School does not meet the state's required adequacy standards in in these specific areas. Um and so that's what dictates um what we can build, how how much square footage we can add. But within that sort of within those boxes um as Trusty Gingri and Trustee um Scarlet mentioned, we have a lot of um opportunity to um identify the programming that we as a district, we as a community
um feel is appropriate for our high school. So that's where getting started, getting these things moving, having the opportunity to discuss the programming on the front end and how that then relates to what we're allowed to do under the Mercer with the funds they allocated. Um so that's that's where that piece comes in. Um and then um the um so we um we will be getting started. Um we will work with prospect right away um as we wait for the contract to come in, get meetings scheduled, get some of these things on the calendar so that then um as soon as the contract is executed, we are we are set up ready to ready to get started. >> Thank you. >> Anything else? >> Seeing none public comments. Uh, seeing none. Do we have a
motion? >> Thank you. Oh, no. That's all right. I figured that was the case. I just looked. Um, uh, let's see. Do I have a motion? >> Move to approve the award of bid to prospect and Henderson Mason deal architects not to exceed $1,853,332. >> Second. >> Um, any more discussion? I'm just I just just have one question again. That number is their number going to the architects, right? That's their >> that was the number the architects gave as their hard bid. Uh so that's what they bid on the amount and that's how much >> that's their meeting their fees, right? >> That's their fees. >> Okay. Yeah. So just that's a separate bucket >> from separate from the 17 million. >> Okay. So that it's that's there's a Oh, thank you. >> They did
put that in there. The legislature. >> Yeah, they they passed that with an inflation kicker this. >> So, okay. >> But that's the top they can go. That's the most those architects. And then we have that separate 17 million. So, this does not cut into our 17. >> Okay. >> So, we have 17. >> So, they eat the excess. >> Yeah. They do something extra. >> And it's all managed out of sand. So I don't build that's that's if the architect's fees go over yes they would that's >> yeah then the architects would you know if they had you know 100 extra hours or whatever of directing they think >> and is the they're the regional one but the local always partners with a regional one or local is prospect that's John Carney and Danny
Wick people we know >> and then so that's great to have people nearby I think actually Jenny's gonna to be the project manager. Um, but AMD, just so you know, is the same people that designed the courthouse. So, so they're familiar with Teton County and our area because they did the >> and Sally is going to be kind of our guide >> on the program >> to help us get there. >> All right. Thank you. >> All in favor? >> I >> oppose. The screen passes. Um, do we have a motion to adjourn? >> You want to review the meeting? >> I think it was good. >> I thought that was excellent. >> I know if we go home. >> I would point out playing if you'd like to come watch the Warriors play the
Jackson Prom girls. >> I saw that. running in all directions. By the by the way, madam chair, thank you trustee. >> Oh yes, we should have said that. Thank you. Thank you. >> Thank you attending. as soon as I thought was the two >> that was a fascinating process and we really >> we didn't char we didn't define them Jeremy defined Fox >> I thought it was interesting when Right.
