So our state state aid chapter 70 from uh this year is 42,612,739 which is a increase of 1,165,317. [clears throat] Our member community minimum contributions uh Andover 1,117,494 increase of 44,961. Lawrence is 1,764,291 increase 34,282. Mthuan 5,617,852 an increase of 500,352. North Andover 1,299,942 an increase of 46,386 for a total of 9,799,580 uh dollars from our uh community assessments. An increase of 985,981. Most of the community well all the communities have uh uh assessments have
007increased and mostly that's because of increased enrollment that's why their assessments have gone up and a little bit of increase based on uh states um uh minimum increase of about 2.5%. Uh so that uh is how we came up with those contribution. So uh nonfoundation revenues from the state um is 1,743,965 difference is 39,78. Um so our total uh from the state is uh 1,743,965 increase of 39,788 member community assessment for nonfoundation for the town of Andover 80,612 uh plus of 3,115 Lawrence 2,143,614 an increase of 51,23 3 [snorts] McDthan 81,182 an increase of 64,963 North Andover uh 93,73 an increase of 29,192 total assessments is 3,119,181 uh which is an increase of 148,473 Three, total nonfoundation revenue 6,963,146 increase of 2,288,261 for a total revenue uh of n uh 59,375,465. Uh a total increase

So just uh so you
009can get some understanding of how foundation uh how it's calculated versus uh nonfoundation. So non-foundation money is based on the number of students we have. So if you look down below the more students you have the more you pay towards nonfoundation. So uh if you look below you'll see that Andover uh is 2.6 of our population. Lawrence 68.7% Mthuan 25.7 North End over 3% which is a total of 100%. So these numbers are based on those percentages. Uh but when it comes to foundation uh contributions that is based on uh affordability. So based on um what a community can afford to pay based on the state formula. And that's why you see uh on these numbers you see where Mthuan's uh assessments are higher than Lawrence because the state determines that they have more affordability
010with regards to uh funding the educational expenses of of their students to our schools. So that's what kind of drives those numbers. So it's a difference of um what they can afford versus uh based on population for the non-found nation. So that's how this come up. So the one thing um we would like is to have a vote on the committee to vote on the proposed revenue page uh which uh are driven by uh for the most part the department of education uh requirements um and there is some flexibility and non-foundation but uh that's what kind of drives our revenue. uh if committee can vote on that. Um and uh we won't vote on the other budget things. We'll go we'll go through some more of the budget items, but um this is if you're
011uh would be comfortable. If not, if you're not ready to vote on this tonight, we'd have to wait till the March one. And our cities and towns wouldn't get their assessments till late, which uh doesn't usually make them too happy because it makes it harder for them to plan their their budget for upcoming year. >> And this is basically just to inform them. >> Yes, just to inform them. Do you want to speak on the northern Essics, Mr. So uh we were accepted uh as an early college uh planning uh to do a planning with Northern Essex Community College so that [snorts] our students can be part of the early college program. Uh and so we are working with Northern Essex to come up with a final plan to Smith State uh where our students will be able to uh obtain uh dual credits while they're in high school. uh one of the programs uh most of
017the coursework will be uh in the academic area except we are uh working with them on an additional program where kids students that are in the health programs will be able to also get credit towards uh health career uh coursework that they take so that uh they can work towards an associates in nursing uh from Northern Essex. So, uh, when the program is fully in place, students will have an opportunity to, uh, uh, actually get a associates degree at some point, uh, before they graduate from high school if they're willing to put that work in it takes. The opportunity is there for them and it will depend on how hard a student works. But in any case, they'll have a good jump start on getting that associate degree before they graduate through that program. and
018uh Northern Essence was instrumental in helping us get the college early college designation uh because of the uh they worked with us on the uh submitt of the uh planning grant that we submitted to the state. Uh so uh you did you have received uh my letter requesting the resention of my resignation and the opportunity to continue serving as superintendent director of greater Lawrence Technical School. I firmly believe that this moment in our school's history calls for continuity, stability and experienced leadership. Greater
020Lawrence Technical School is not in transition. We are in a high impact implementation phase across academic career and technical education operations. We are executing uh foundational and transformation transformation work. We're implementing implementing districtwide curriculum alignment in mathematics ELA and science strengthening co-eing practices advancing MTSS and datadriven instructional systems implementing equitable grading and completing our first full year of power school integration. These are not simple initiatives. They are a notable improvement that require discipline follow-through. Simultaneously, we are expanding chapter 74 pathways in public safety and health related fields, advancing our partnership with Northern Essex Community College through the early college initiative, giving the students opportunities to graduate with an associates degree, new programs in radiology, uh, operating room technology, pharmaceutical technician, and EMT directly responding to the documented regional workforce shortages. This is strategic growth that
021strengthens students opportunity and regional economic development. We are also managing significant capital investments tied to these expansions. At this stage, the leadership continuity, protects financial stewardships, timelines, compliance, and long-term stability. Under this committee's leadership, the district has strengthened instructional systems, expanded chapter 74 approvals, deepened industry partnerships, and enhanced our reputation as a regional and uh technical and career education. We are on a clear uh upward trajectory. A leadership disruption now introduces unnecessary risk to the momentum we have worked hard to build together. Over the years, we have cultivated strong relationships with state officials, multip uh municipality leaders, workforce boards, higher education partners, industry stakeholders. Those relationships translate directly into opportunity and investment for our students. Continuity safeguards that trust and momentum uh happen. This request is not about reconsideration. It is about strategic judgment. I
022believe deeply that maintaining stability at this moment best serves our students, our staff, and our member communities. If you vote to resend my resignation, I am prepared to demonstrate that commitment through action. I will forgo any future COLA salary increases for the remainder of my contract. I am also committed not to resign during the school year, middle of the school year, ensuring stability and consistent leadership. I remain fully committed, fully engaged, and ready to continue leading this district through this critical phase of growth and implementation. Uh I know her her deadline is already exposed. Now her her child already explained that if he were to go to a public

030the uh word just the city was looking for a um a uh 21E, which is a uh environmental study of the property to make sure there was no uh environmental issues that's been completed. Report was due to us this week. That's the only thing uh that's holding up the final purchase and sale uh signing of the purchase and sale arena uh for the city and the and the owner. So uh and when they I met the lady out there who was doing the uh 21E uh and she just looking at it, she felt good about it. Plus, they already just did it for the other hanger, which is the same property practically. So, she would said she'd be shocked if there were any issues, but it takes there's a prop. They have to do a
031a review. Um, they have to go back and check all the records of the airport. Were there any spills anywhere in the airport, where they were, what the potential is that could affect the property and all that. So, that takes time. Uh, she expected to have all that done this week. there was a uh survey that had to be done by myself and a survey that had to be done by the owner which I sent in right away. So [snorts] um I expect to hear from her any day and then they it goes to the city and as long as it uh has a favorable finding of it no issues we can just move forward clean energy center. So on uh on uh October I mean on uh March on there let me see March

March 5th, uh the clean energy center asked if uh if I would speak to the uh the energy caucus at the state house to uh to support their efforts to receive more funding for the clean energy center. uh due to all the uh f uh funds that we have gotten, all the grants we have gotten and all the work that we have done. Uh they thought that we would be a strong uh candidate to uh go over how we've benefited what we've done with funding from the clean energy center. In fact, today we were just notified we were awarded another $750,000 to continue our clean energy. That's the third large grant we've gotten from them, more than any other institution school in Massachusetts. They're very pleased with the work
033that we do and and how we apply uh those uh funds. Uh so that's just uh another example of you know how we've uh continue to uh and that goes to helping us uh finish developing new curriculum buying new equipment towards uh training them for alternative energy uh sources. Uh in this particular grant uh Susan and I spent probably three days determining where we should uh what kind of projects we should fund. One of them was a a windmill. are going to uh build a windmill on site. Uh they're funding that project uh as another alternative energy that we can teach our students and also help finish funding the um the uh geothermal project uh out at the barn. We hired a company that has the expertise in developing and uh so the company's going
034to train our kids and our instructors on how to put in uh clean uh geothermal uh equipment uh and finish up that project. So some of that funds that we just got awarded will go towards paying that finish up that project. Uh so that's that was uh we've been very fortunate to have a great relationship with them. So, we were we're kind of excited to uh go before the the House on the 5th to uh talk about the benefits we've uh received from those grants. Uh I invite anyone that would like to attend, you're welcome to attend on that day. 035450. And we just met with Fidelity last week. They're looking to give us a substantial amount of money again. We've gotten three grants from them uh uh for to continue our work with the uh medical and health programs for the work that we want to do to expand that program. Uh so we met uh they're going to be meeting in the spring with their board. Uh but uh the gentleman that we're working with coming out next week to look at our project and they can uh do another tour of the school. But um Fidelity, we got the first grant from them about four years ago. We were the first vocational school in the Commonwealth that get money from Fidelity Corporation. Since then, four other vocational schools have gotten funds. Uh and we connected with them
036through the Smiths Foundation who originally funded the afterdark program. We got that off the ground from a grant foundation grant that we put together uh that the state didn't want to fund was so successful then the state started funding it for other schools across the state. So we've been a leader in a lot of different things throughout the state. So uh that's just u and they appreciate what we've done and they feel like we're good for the clean energy center. So that's why >> the after dark admissions policy on us. >> So you got a copy of the afterdark uh admissions policy. It uh it really aligns to our day policy with a few small exceptions um that um that have to do with the timelines. really timelines are a little later uh for the
037uh for the drawings for the lottery because of uh program starts later and it takes longer to recruit kids and everything into the pro into the program. So, but basically the process is the same in terms of the lottery and everything for this as our day program. >> So, um through you chair. So the after dark the program admissions policy is the same as the day one >> in terms of the lottery aspect of it. Recruitment's a little different because we work with the schools on recruitment. >> We we go into the schools and talk to the uh 10th graders. We've been into all the different uh high schools already to uh recruit students and tell them more about the program. And so um the number of students who apply are uh also need to
038be recommended by the by their existing schools uh because they have their own stand like Lawrence has Lawrence High has their own standards of students that they'll allow to participate in the program. So there are some uh changes with regards to how we recruit students for the program. So um I'm seeing here the section A for the afterd dark admissions. So it says admissions lottery. Um so my question would be is the afterd dark program applicable to the lottery. 040how that's looking like? >> Yeah. So you uh so this year we'll only be drawing for 11th grade because the kids that are in 11th grade now will continue on to the 12th grade. So the lottery will always be for 11th grade student or 10th grade students who want to go into the program when they start the 11th grade. So it's 10th grade students who will be applying for the program and um so we we have had more students than we've had seats in the past and we did it more of a we used our uh our numbering system like we did for the day program in the past. So now we have to use the same system we use for the day with the lottery. And so each uh city and town gets a
041certain lot a lotment of students that can be accepted into the program with Lawrence getting the largest number of percentage of students seats and then the food and then end up in North. Uh so if if for some reason um like the numbers are small it's like Lawrence if their a lotment is um I think the numbers are uh total 80 we take in 84 students into the program. So if Lawrence aotment is let's say 60 and they have 58 students that apply then they'll all get in. uh if it's 65 then we do a lottery and five won't get based on the percentage of kids we're going to get. >> So yeah >> uh on page two on the homeless students it looks like they automatically get in without the lock. >> No they

I wanted to I'm I'm having each of the departments uh uh go out for quotes and get estimated cost for all of their recommendations so we can plan in the budget when we can purchase whether we can purchase some of it this year, some of it next year, some of it will go in uh capital so we can do a strategic plan on when we uh can uh meet the requests of all the uh advisor's recommendation. For the most part, I think we can probably um there's nothing in here that I mean, biggest challenge might be if they're looking to expand space or something like that. Not that we wouldn't want to do it, but that
048takes long-term planning, but for the most part, I think uh within the year, we can meet the recommendations of anything that's been asked for. But I wanted to give you more information and uh an outline of some reason we couldn't or if there was a rationale not to do it that you would get that in that lapcom.
