those those cars to deliver the driving aspect of the program so it's only a right now it's we looking at a temporary situation to sell them the car all I need to do is be able to sell them the cars now and then we'll purchase purchase them back in September when we're ready to offer the uh program ourselves when we can get it straightened out properly this would be at no risk to us seem I've been working with the insurance company as well because some of the problems were based on some of the insurance issues of and registry issues so it's been a very complicated situation that we had to get resolved and this is the way to resolve it there's no risk to us the insurance company they'll be reg they'll be insured under

the driving schools Insurance they'll be registered under the driving school so they'll in essence own those cars and so all the liability and all that belongs to the driving school not glts so keeps it simple for us and and all we're trying to do is help about a 100 kids get their licensee respect I'm sorry it's just last minute and a problem last decision last minute I going to go off subject but we meet one month and then we have emergencies this is one understand what you're just well if you don't vote for it then the kids will not be able to take the they will miss out for you know it be six weeks before they can start taking their driving so we'll have you know 100 kids sitting there not being able to

take their driving lessons for another month and lot of those kids were trying to get them their license so they can go to work because some of them were going to go on Co-op one of the stumbling blocks for them is not having a driver's license so they can't get a job so we're just trying to help a lot of kids get a job and yeah it's last minute but to no fault of our own it's last minute it's not only last minute should have stated in the beginning before I start the agenda is there any way we can put this off until next month yeah you can put it off till next month but like I said 100 kids will not be able to take their driving Le get their driving lessons for another

six weeks so you're putting six kids you're saying no to something it's a simple decision in my mind well I'm just saying it's a pretty simple decision either you want to sell the cars to him or you don't want to sell the cars to him that's all I'm asking can you want to vote to sell the cars to them so I can offer the kids their driving it's not a like I can it's not a two-page dissertation it's just do you want to sell the cars or you don't want to sell car it's that simple whether I stay in the beginning or not I didn't actually you know think about it in the beginning that this was going to be I got to remember this is in the agenda but it's in the agenda super

superintendent's request said do we want to sell the car or don't we want to sell the car do I have a motion I'm sorry yeah I mean ordinarily I I you know listen to me I'm first time on the board but ordinarily I would have a problem with last minute stuff um but I see the need for this I I think it's a benign situation um um and I am going to make a motion to allow it to allow the cars to be sold or however I'm going to make that motion second well I I'd like to Ste discussion um well as a business owner that I am I want to know obviously it's going to be sold back to us but I want to know between now and then who's going to do the

main is they going to give us the the the vehicles is it just our students who are going to be using the vehicle they going to be using the vehicle for every single person that comes in what is they going to be you know they going to give us you know like I'm I'm assuming we we're selling the vehicle with probably you know um conditioned because we have the the the school to probably prep it are they going to give us back to us prepped like those are those are more more concern I don't have a problem being sold I just think it's the stuff in between you know between now and September those vehicles are going to be used the condition of the vehicles we're not going to be able to guarantee what kind

of condition they're going to be used because these are students and anything can happen to the vehicle and the in the meantime I'm sure there there's insurance on it they're going to be able to cover but the mean of that vehicle what's going to be for us once we get this vehicles that we don't know the condition they're going to be turning it back to us yeah so um they'll own the vehicles the intent is for them to use them for our students but we can't I can't say to them that you might get one or two students that aren't our students that are going to be in the car I don't know that that's not part of the agreement typically it's for that to S give the opportuni for our kids to get their

license really uh you know they're going to be using them for so many months so they're going to be driving student could get in an accident people getting you know I can't guarantee they're not going to get in an accident can't guarantee any of that all I can guarantee is they own the cars they ensure the cars uh under that under the plan and part of the agreement will in the contract say that they will be selling them back to back to us uh at the end of uh the end of the summer so that we can run our own program at that point well and and yet that would be a great thing my question again would be the condition that we're selling it to them what kind of condition they're going to get

it to us and what kind of what are you know what are we selling it for and what are they going to sell it back to us for I think that will make we could put that in the contract if there's damage to the vehicles they're liable to repair any vehicle so if there's any body damage or any any uh uh issues with the car other than the condition we get sold it to them they would be liable to uh pay for any of that we can put that in our contract start that being a contract yeah so we'll put a contract together that that that and and and the you know you want proof of of the oil changes and the maintenance that be done cuz again it can be 5,000 m 3,000 M

it could be 20,000 Mi we really don't know electric vehicles huh they're electric vehicles so they will be okay so the that's that's a yeah what's the price why are we're selling it to them why are we selling it to them what's the price we're selling them for we're we're selling them to them well we haven't agreed on a permanent price yet so the suggestion she made to me today which I'm not saying that we're agreeing to that because I want to talk to our attorney first before I make it but she had suggested we sell them for $22,000 and they sell them back to us for $2,000 I don't know that that's what we want to do all I'm looking for right now is can we sell the vehicles and then we'll determine what's

the right price should we sell them at full price or should we not sell them at full price price so that that still has to be determined what the exact price is going to be is that the full price of one car one car y that's what it costs right now $2,000 well that's what she was suggesting we do that doesn't mean we're going to do that we'll do in the we missing information so do we know how much the the cars cost each one oh I know how much the car cost yeah car cost about $224,000 okay okay and and see that's information that we need we need all that information in advance in order to make the right um approach to to you know to that's my that's what I am I mean

how much are we giving I mean what is this whole situation looks like in terms of all the all the different um things that goes into it anybody else I'm sorry yes um how did we end up with them are they like State Vehicles we bought no we bought them to start a to start a driving school oh okay so it's been an a difficult challenge because of state regulations we had an original partnership that we were looking to do what we wanted to do got tied up in all kinds of legal issues with the insurance company and the registry and all that that's all and so yeah I know the register challenging yeah um could we just do a lease agreement or is that keeps us ownership we already that's first was what we

wanted to do okay it's not allowable so this is in L of a lease that's why it was like okay so she's suggesting well you sell them to us for 2,000 just so they can use them and they sell them back to us because we can't do leas so what we're trying to do is a it's not it's a short-term use of the cars basically for $2,000 yeah and then we're going to get them back for $2,000 so it's not like they're permanently going to own them they're only going to own them because that's the way the contracts can to be written it's not like we're selling you know if she can't I'm sure she can't do it if we sell them to them for $24,000 a vehicle there's no way she's going to be

able to do that for a 6mon period it's not cost effective for her you know she's trying to do it she's trying to help us is what she's trying to do so what's the easiest way to help us so do I think that's 2,000 is the right thing to do I don't know yet because I just talked to her today that's all I know all I'm trying to do is move it along so we can try to get it done so kids can get their driving hours in that's all I'm trying to move along I will and we only have tonight's meeting we don't have another meeting till May so I'm trying to resolve this in a way that I can provide the services what you're looking at is that I'm going to make responsible

decisions in the best interest of the kids moving forward with regards to those vehicles I can't give you any more than that right now um so if you're uncomfortable with that then you know you can say no we don't want to sell them and then we'll just put it on hold and a lot of the kids won't get their out set on well it it sounds like a glorified rent payment basically sorry have we uh consulted with the school attorney to see if this is even allowed yes I think we checked on the uh that it's well the insurance company told us to do this our insurance companies told us this is the way to do it to handle it she's pretty good with the laws but we didn't check what the we check have

I checked with the law on whether it's legal or not I haven't checked whether it's legal I'm assuming it's probably legal if our insurance cuz she's very responsible DH insurance I have a lot of trust in her and this is her recommendation is the way as we do it you know that's why I say we still have to talk to the attorney so we haven't talked to the school attorney at all about this no we haven't talked to the attorney about it we talked to our insurance company and guess what nine out of 10 times insur our attorneys you know who he's going to send me to he's going to send me to the insurance company he does it all the time on a lot of stuff on something like this this I'm not saying

we don't do the attorney I'm just saying we will but I'm telling you I TR I have a lot of trust in Sheila DH when she tells me something that she knows what she's doing not saying that we don't go to the attorney I'm just saying from my experience and the work that I've done with her the last you know 30 all the years I've known her she's very competent and very know she knows the laws sometimes better than the attorneys know the law on some issues thank good well I guess I would just like to see a formal contract or or I know I know it's time sensitive um but I mean and I said it was benign and I I I in my heart I feel as though it is but I I

think to keep everybody honest I think it needs some kind of um contract you know that you look you're going to sell them for 2,000 you're going to get them back on the same condition um going to get I mean and if anything happens they're they it's their insurance and I think that because it's time sensitive I think maybe it should be to give Mr Lavoy the permission to like do that and that you know I don't know yeah well I do have a little information about how insurance work and how sales work and how the state would allow you to sell the vehicle that is under for $2,000 that is worth $24,000 we that person is going still going to pay 12 12 $24,000 based off taxes when we buy it back we will

also have to pay those taxes even though they sell it to us for $2,000 we will be we will be paying the taxes Bas on the value of the vehicle not on the actual $2,000 and another thing that I have um a concern is that if they do have an accident and they pay them they're going to pay them $224,000 we're not getting the $24,000 they are so the only way that that would work for us is that if any it's it's all how it's going to be written on the contract to protect us because if they do have a liability if they have an accident because the vehicles are $224,000 they'll get the chunk of money and we're getting the same car now with an exiting Report with with you know not Worthing no

no valueing $24,000 and the condition I think is I would it would all depend on how we protect our assets our investment um obviously they're not going to just hold our students on it they're going to be every single person who comes in that is going to go on the the nice vehicles that we own even though we don't own it um and if we're going to make that in investment then we should make some of the profit so I mean again it's all how we word it if we're going to make some money out of the out of all the other students are going to go in our cars then I'm I'm probably I'm probably in it but when I'm looking at the best interest of the student of the school I think they

we want the student to be able to have the opportunity but if if it's going to cost us and we it can might end up turning into a problem for us um I I think we it again it is all going to be based on that contract and that contract obviously I know you're going to be looking after the best for this for the for the um for the school for the students but at the same time we need to consider the investment that was put into this vehicle and it's going to be a problem six months so they're going to be using those cars for six months there's a lot of tie wearing and our wear and wear and te they go going to go on those Vehicles so as long as that is

considered I think we need to to think about that when we when we decide to vote on this particular request so if you want to withdraw the motion that's fine and we'll just I'll meet with the attorney and get the contract written and bring back to you will that make you feel more comfortable I can do that that's not a problem just so hold up some of the kids before the kids can start that's all they might be able to start some of them because they have a couple cars so it'll just all kids won't be able to uh um be able to get their uh driving done um the problem for the kids is they signed up with Berkeley and so they have to do the driving with Berkeley so they don't have other

options so that'll hold up their opportunity until we can get this straightened out anything else I'm looking at this as releasing on the car for 6 months the start date and final date I would like how the contract is written yeah won't be at Le problem with them as far as their insurance I have no problem with the cars are under warranty if something breaks down it's not warranty I'm just worried about the liability and an accident yeah okay yeah so I'll get yeah I have no problem I'll get the uh I'll get the uh we'll get the contract I'll get the recommendations from Sheila dor who made the recommendations to start start with all about the liability on their part on our part you know get a clear picture for you on you know

where we sit on the on the whole thing and if it's still time senstive maybe you can contact the committee by phone and uh yeah I can do that well I can't do that we can't do that legally but we'll just we'll have to wait till May that's all okay y thank you there's another while update on purchase I think we still have a motion on the floor that was made yeah there was a motion there was a that's why I said you want to withdraw your motion unless we move forward with the motion or somebody makes a motion to withdraw it I know motion sorry I don't remember who made it I think did you make the motion Amar or did Bill no I think you did Mar and then Bill second Mr I'm

in any case I want to withdraw my motion I have a motion okay okay no motion can we can we put a motion to table this matter to revisit to revisit this matter so we could just table the matter we don't need a motion because it's just informational just we're going back to information okay thank you okay we good uh purchase of the hanger any else yes so at this time we're uh for the Elton Hangar it's going through the process of each Community voting so purchasing of the um Elks has been approved at uh to purchase to purchase and to get the bond to approve the bond Andover has it's gone through Andover and it is all done that that Community is all set North Andover is going to be bringing it right now

as of right now it's a town meeting which is the middle of May Lawrence has it coming up in their next city council meeting which is next week and methun has it coming up in their City counc council meeting which I think is next week as well so both those things are coming up for a vote in those meetings and then if those are all positive votes um we're just still trying to find a loot find a find a new home for the outs we think we might have a a good lead on a lot that uh National Grid owns so they're look they're putting it through their process see if they can sell it to the Els and if that goes through then uh we just uh they will bring it to a vote

to their uh their uh membership for whether to sell to us or not so we're in a good trajectory right now question what if uh one of the cities of towns doesn't want this then what's our next step so Mike is looking into if we only need three out of four communities like we do on our budget or do they all have to vote Yes so I ask Mike to look into thatne know that yet so I'm not sure we have to have all four or I suspect we have to have all four but he's just going to double check on that questions okay moving along day tier uh tuition rates for our daycare uh program uh to approve 2024 2025 daycare tuition rate I believe this is an increase right I want to table

this fin want to be table I want to table because uh I haven't had a chance to meet with Brandy on this look at the percentages so I I this okay a motion to table this matter have a second second any discussion miss dler Mr Jones yes Mr Mahia yes Mr Mercedes yes Mr tbox yes Miss Farris yes Mr Hayden yes reports of the committee old business uh policy oh BGC policy revisions and reviews uh motion to approve the section this is on the uh school committee policies y uh you have the revisions I can read it you want me to read it typically they just we don't read it we don't need to read it okay just I need a motion to approve it this is the uh this is basically saying any policies

that are outdated or being implemented uh the superintendent is supposed to call the attention of the committee to all parties all policies that are out of date and appear to need a revision that will be notified am I right Mr that's correct can I have a motion uh discussion please so what is why are we approving this I mean it says updated 2022 yeah so we we've been going through the whole schools all the policies and so this is just one of the policies so for the last two years now every meeting we try to have one policy that we go to we're trying to update our policy book and so this is one of the policies that's in the book that um we have MS uh Ms mask masc masc um they keep they

update our policies when there needs to be a change we have a contract with them and so if there's needs to be a change I would form you but this is the language in policy now so just re reaffirming that you're okay with this policy you don't want to make a change for the school Charter is that not for the charter school policies Comm policies Comm policies okay thank you y just to add I'm sorry are you all set yes I'm all set thank you please to just to add to that we have been we have been doing this for even more than two years uh so and if there's any changes they will come in Bridge so we know that that's something that's been changed yeah so that you know that's how we've been
