001Miss Fitzgerald Miss disler Mr Hayden Mr Cirillo president miss Mama president Mr taubox President Mr LaMontagne president okay minutes from May 23rd I have a motion on those [Music] second any discussion all those in favor I do want to pose can you call them I'm sorry if you call the roll when you have a moment please present no no it's uh it's for the to approve the minutes oh sorry no no it's not no apology necessary yes or no yes yes uh Jerry uh cash balance report please [Applause] 28 18 less payroll on May 25th of a million six five seventy eight forty two wire number 43 on May 23rd at 7 23.66-39 use this with the book balance on May 30th 959 808 73 and corresponding bank balance on the same day two million

002759 631.57 get a date interest is 300 446.26 uh leaving us with an mmdt balance on May 30th of 10 minutes 631 8 18 69 and an overall total operating cash balance of 11 million 591 627.42 you have a motion move to approve a second second discussion all those in favor anyone opposed okay moving right along Consolidated cash Reconciliation Report it's a handout uh evolving fund reports it's in your packet a budget report was in your packet any questions on any of those documents see none moving on Communications donations I see not in the articles I don't have another public participation it's none this evening uh we were given the Strategic plan back on May 23rd 2023 for our review the administration would like it moved on this evening you have a motion on that

003I moved to approve this strategic plan as submitted or a second discussion all those in favor aye any more opposed okay admission report is in your packet District committee meeting Gates in your packet parking lot project is uh John I'm going to update us the committee on the parking lot of the parking lot the uh RFP uh should be going out uh early next week I believe we're waiting for the engineer to finalize the uh the engineering and uh Blueprints and everything and uh we met with them last week and we expect to get get it toward the end of this week's final document and then we'll be able to help us to put it up next early next week any questions from the superintendent yeah Mr Hamm still avoid how long do you think

004that project would take once they stop uh we expect it to take uh July month of July and August thank you we promise we'll save you a pocket spots on performance okay anything else uh superintendent RK on the uh well oh I'm sorry I didn't say excuse me go ahead um well they're gonna strip it off first and then anything yeah yep I'm sorry I miss the show yes I just had one question are the firms or these these sidewalk verbs also going to be redone or is it just I don't know if worms are going to be redone okay uh I believe this sidewalk from the front part of that RFP all right thank you anything further okay uh superintendent is going to explain to the district committee while the capital the capital Improvement

005committee uh okay the purchase of uh going from going forward with the purchase of two buses John so um we had a capital Improvement meeting uh to talk about uh the need for uh to replace two of our vans we have three vans left and uh of the three two are not in very good condition the body needs body work and inside needs some work and the insurance company would prefer us not to be using Vans to transport students anymore they've actually been after us the last couple of years uh in fact schools cannot buy Vans anymore it's against law and dealerships cannot sell school stands anymore but so we're looking to replace two of the vans that are not in very good condition instead of investing more money into them purchase two new Vans

006but instead of Vans will be mini buses that carry 14 students which are safer their wheelbase is wider and are much safer so we are looking to purchase two at well originally we're looking to purchase two brand new ones at about 110 000 each but yesterday I got a call from the DeLuca dealership in Andover and they picked up a secondhand van that has 18 000 miles on it and and they're willing to sell it to us 35 000 so looks like we'll just purchase one new van for 110 and the used one for 35 it's in beautiful conditions she answers to anything it's just this is Mr Mr Cirillo Maryland um these are many many um yellow buses correct they won't they'll be white to match all our other Fleet yeah mini buses and

007the drivers are supposed to be um CDL so no they don't the 7D license if uh if they're not going to use them if we don't use them to pick up students in the morning and bring them home at the end of the day uh Stu teachers can drive them without a CDL license or a 7D we can drive those particular buses with uh 7D license uh if we wanted to to pick up students and bring them home but you don't need a CDL for those for those buses yes Mutual exporting events yeah but not as formed from the schools of the house uh you can bring them home and pick them pick them up and bring them home with a 7D license but um we have a couple people in the building that have

008it but generally we don't we don't intend on doing that unless we had an emergency we do have one person that has been driving picking up students because they have a 70 license two of our homeless students we've been picking up that live outside the district uh but Our intention is not to utilize them on a regular basis for that purpose you sit outside a district are these um homeless kids they're homeless students that are positively secured they're part of our they were originally students here at the school so by law they have the right to continue correct yeah um so my question is why isn't the bus company picking them up is this because the biggest budget is that yeah at the beginning of the year they could not um meet that request it's

009it wasn't in the original contract and so when we asked them to if they could do it they did not have availability so we uh saw it outside uh opportunities uh our outside private companies to do that but they didn't have the proper licensure as well so we had we have a person that comes in uh each day in the morning to pick up the students with our with our bus and bring them and bring them home so are you Mr chairman I'm going to want something from the bus company explain why and they out they completely understand that through the state law that they have to provide the services um so I want something from you from them saying they're not providing their service to us and what are they what do we get

010in return for not getting there okay I'll contact okay one second let me just move on this motion here first okay Vivian sorry well my question is pertaining to like the difference in prices of a brand new one versus a used one considering the DraStic difference why can't we or why why the option of not purchasing two used ones as opposed to one knowing one used uh the reason we don't because they're not available [Music] foreign the uh it really should have said two buses just in this right up just in this right yeah the background right no you're right there was a table because I was part of that being I actually made the motion for two buses I know I made it yeah right we can fix that that's uh I just have

011a clarification yes how much transportation is not a part of our regular busing contract it's part of our budget but it's not a part of that contract and I bring this up because knowing the bus company nor McKinney event's a law it they're supposed to be provided that service um and if you're saying that it's not in the contract and we pay this bus company tons of money for service it's not a part of regular Transportation so homeless Transportation can be from anywhere not the communities correct that we transport because they were for our former students so no matter where they go in the state of Massachusetts if they still wanted to come back here so by law we have to provide transportation but the bus company does not so I'm gonna have to review

012that because based on what I know they still support Supply whether we're paying them or not in this and that's one of the biggest Services because I remember having this conversation with a bus driver where the last time the bus company was here as to why they're not providing that service because it is part of our the service bus prize okay uh on the on the tuba yes one more question does this have to go out in an RFP or a bid and does go out on a bid does it now that we know that um a particular dealer has this deal for us will the it have to be changed what we're going out for how much are the buses business so we don't have to put it on our thing okay the other

013one thank you okay anything further uh Mr Hayden excuse me I'm still really what are the plans I think there were three vans that are still in existence what are the plans for those fans are we handing them down to the maintenance department I will auction those off yeah Mr Chevelle of course um in in his final line with um Maryland's um comment do we have to RFP for these awesome for the advance yeah the buses we're purchasing a bus office State contract so we don't have to put an rfpo you also all those in favor any word opposed uh Frank you said you you wanted something you wanted some information yes yeah could you put it in the form of emotion it will move on please exactly what you're looking for if somebody seconds

014it then we'll yeah yeah okay I have something from the bus company or something provided that the bus company in their contract or I say law they do not have to provide our services that we we do and we're purchasing the services for housing and secured students discussion all those in favor aye let me go to polls George shoot for the next meeting Frank if we can I told you it's a September yeah no no we haven't we have another one where is he yeah the 20th we have another one the 20th I don't know if they'll respond that quick but they'll give it a shot how's that okay uh superintendental avoids uh evaluation John I just uh we've got I think three back so we just sneaked the remaining four uh back and then

015uh we can do the final report on it next meeting okay all right any questions uh foreign anything further June 13th uh health insurance John uh so um I know I'm sorry graduation John we haven't not just yet yeah congratulations we're having uh we have graduation coming up this Thursday uh we will have our typical reception before graduation here in the in the Reggie Cafe at five to five thirty for all our invited guests school committee and school committee members and our our uh keynote speaker also and um then the graduation uh plan is to start at 6 PM we're watching the weather very closely right now we feel like we'll be able to get it in so uh we're uh we haven't made any other Arrangement if it does if for some reason we're

016not able to get it in then we'll uh I think what we're looking at Friday's supposed to rain and Saturday's supposed to rain so we may shoot for Saturday supposed to be okay yeah Saturday and Sunday Friday is beautiful oh it is I thought it was supposed to rain Friday all right so we'll follow the weather the next best day that we're pretty confident that it's not going to rain is when we'll have it so Friday it works out that's Friday that would be great but I feel I feel pretty good about Thursday so um that's good yeah so we'll we'll give our ponchos too so yes uh the associate Commissioner of vocational education Liz Bennett um anything further health insurance John so I think earlier this year we talked about uh the need for

017an increase in health insurance premiums and we met with our agent or our broker a couple times since then uh and originally his recommendation was four percent but in recent meeting with him because things have been going uh pretty well in terms of the claims his recommendation is a 2.01 uh increase in our in our rates I just need to committee to uh and that's so the committee needs to vote on that in order for us to go ahead and make the change in the rates we have our recommendation from the soup it's 2.1 percent 2.1 oh 2.1 okay okay when I said 2.01 but I think is what I'd say oh okay okay 2.1 2.1 of an increase or decrease there's a recommendation uh from the superintendent I have a second discussion this is

018for sure yes yes that what is the split on that 80 20. thank you you're paying 20 80 yeah yeah right okay uh anything further all those in favor aye and what it falls okay uh princess reports a handout and so it was unable to attend this evening or for personal reasons uh out of state travel we have two you do have a document uh that outlines uh some documents that we would like you to review before the next meeting uh which the principal then will request a vote on these documents the first one is a student handbook with outline changes so we'll be looking for the committee to I was approved by the school council um so we're requesting that you review it over the next couple of weeks and vote on its next

019meeting the school Improvement plan was tentative uh tentative school council approval and final vote was on uh final vote is on 6 13 23 which is uh next week uh the principles presentation uh will present it uh next next meeting and we'll be looking for a vote on 6 20 23 and the draft Equitable grading practice policy in implementation plan uh you have a copy of that also written policy and implementation plan for your review grading for Equity administrative team presentation question and answer and vote on 620 so the administrative team that developed and put the plan together along with um the review of the principal myself um will present it to you at the next at the next meeting but you have a copy of it for you to review and then uh the

020last thing is a tentative final student report will happen on the next meeting Mrs Fitzgerald yes I just wanted to make a comment on the student handbook that it's nice to have the changes delineated on a separate sheet so that we can refer to them instead of having the crossouts and marked in red and whatever if you had any questions so but whoever came up with this two sheet and I also complement the fact that it's down to just two pages of changes or additions so thank you you're going to take credit for that channel no no no no I only take credit for what I do um but in any case I did want to make one other comment that as I sit here uh thinking and we've been talking a lot about the

021different uh about the school Improvement plan and particularly about the student handbook and there's been a lot of conversation about uh a cell phone and the use of students in using cell phones so we may have some tentative language for you to look at in terms of a policy for that next meeting um is something that I'm putting out there that I would like you to review as well some of the conversations we've had so I could at least get some of your input and feedback on your thinking on this whole issue you know also outline the uh communication that the the commission of education has put out there about cell phones as well at the next meeting Mr Cyril uh thank you um three Mr chair a question and I'm looking at uniform policy

022and it comes back to the whole thing what are we doing for enforcing uniform policy because it keeps coming up um uniform policies on page 35 36 so 34. apparel make and number seven students um kids are showing up pajama pants um everything that's not in the uniform policy is not what they were so if a student uh shows up not properly dressed um a faculty member or a person um that oversees students uh is should be uh sending them to the discipline office for uh to determine uh if in fact they are violating the the policy and uh from there students are parents should be I'm not sure if this is actually happening but I believe parents are notified for uh students to bring student proper attire [Music] so yes thank you chair um

023Mr chair um can we get an update on it if this is actually being followed through if it's not being followed through it should come from the principal's office yeah you know we should get this from the principal's office she's more in direct line to the yeah ask him for the next meeting yeah I'm I have not personally have not in my meeting but the principal on a regular basis I haven't heard any uh real difficulties with this uh with our stress policy recently but she could report on that frankly I will have a report yes put that in the final promotion please get a second move forward in the formal motion yeah the principal or you know through your office um okay bringing us a report we'll have a second second uh Vivian um

024is it on the uniform yes oh okay I just want to know I didn't know if you wanted to finalize this motion and then continue um so I just want to uh confirm this student handbook was approved by school counsel and then it comes before us to finalize the vote Yes who's part of the school council like what what is the makeup made up of parents teachers and administrators teachers and administrators okay um I think the last time I I spoke concern regarding how the the uniform and what's considered prohibited slightly on in my opinion targets females and I'm actually curious if this dress code does it apply to teachers as well because the reason why I ask is I often you know the times that I have come to to the school for a

025visit I have seen female teachers wear dresses not that I'm ever saying that they were inappropriate so that's why I'm wondering if some apparel that is meant for females is not inappropriate why is it considered inappropriate for a student female foreign if a teacher could wear dresses but a student can't like why why the difference or shorts no the shorts I could see where it's like how that could be an issue or even like shirts that are considered like you can't show your shoulders and again I understand how where the gray area of tank tops or a shirt where it's like it's a thick sleeve but if you're slightly showing your shoulder I I'm just questioning the message that we're sending when we're targeting female students and as to what they're allowed to wear and

026how we're considering certain things that are inappropriate when in actuality it is not like I'm just I want to make sure we're not trying to sexualize things that are not meant to be sexualized so I I will refer that to the prince boys as I have not been involved in any of the conversations or meetings with the school council regarding these issues so she'd probably be better to answer those questions once we've done this one all right that you can ask ask the principal too about the sexuality you know why female students and female teachers sorry teachers have a dress code until teachers it's in there Campbell not not that's one no no I know teachers interesting you brought that up because this last week I talked to the principal about uh that I asked

027her if we had presented the teacher handbook to the committee yet which we haven't and one of the things I asked was can we review the dress code for teachers until we are going to look at that before it comes back to you the teacher handbook which addresses a teacher uh a pro proper again I'm not I'm not opposed to the the changes being made I'm just slightly questioning if we're maybe a little too harsh on certain certain items yeah okay oh I'm sorry I thought you again I apologize okay do you have all that you have the Civil emotion first of all okay we have a second we have this no we will get that one huh myself yeah anything further on the Civil emotion yes yeah I don't want to make it difficult

028I have too many motions I just take from the amendment and add her some Minds okay what's your can you repeat your emotion my was to um get a report that if the parents are being notified what are we doing to follow up on the students um dress code right when they're sent home are they being said yeah well the parents are being contacted how are they being disciplined oh okay right your kids if you wanted to add what Vivian protocol violations of dress codes right okay and you want me to State my emotions he's going to add it to the back of it out of my thoughts um I guess the first part of the motion would be if the teacher's dress code are held to the same standards as the students okay um

029and I guess the second part to that motion is are we able to have are we able to request as a as a as a committee request that the school council take a second look in regards to certain items in regards to targeting a female dress code um I don't even know if they'll be able to reconvene until September October anyway to be honest with you um yeah so um what I would recommend is that if you have any concerns with anything in the dress code the reason you're getting it now is for your review and so if you have questions or concerns you can I would suggest you to call the principal's office and make those you may even have a recommendation if you'd like to make some kind of a recommendation or you

030have a concern you should notify the principal but you're also welcome to present that at the next school committee that something that you would like changed or but if you have a conversation with the principal it might give you some clarity on what the thinking was in terms of why it was written The Way It Was Written and then also we can also have a deeper conversation about dress code for uh staff as well I mean I could understand how it makes the school's life easier um because students will let's just say if we were to allow dresses for example and a in the dress code it is specified that it has to be uh at a minimum to to your knees or longer and then I am pretty sure we'll have some students testing

031those measurements and I and it would be on the school's end to having to you know to address those uh violations so I could completely understand that kind of adding dresses all together completely takes it off the schools um you know plate and having to potentially address those concerns um because we will have students kind of like pushing the limits so I could understand the reason why adding it all together um but again I still wanted a have the school council take a second look um because I want to make sure we're not overly being harsh female students what was that one o'clockation yeah um are you saying that you want to make match where we going to the staff to the student because that was more out of curiosity I wanted to make sure

032that if we're um if we're holding the students to to a certain standard then you know like why is it inappropriate for a student and not for you know get that again we'll try to you are very investigative um I just want to make a point where okay it will be okay for any of us to call the principal and ask questions oh sure but if we are going to be approving this in the next meeting I think we should put it in the form of a motion okay but okay that's what that's what this is about what I don't want to do is wait don't put anything here okay we're doing that but um I know you lost me don't put anything where I thought that we were we're not changing anything we're going

033for information okay okay but you did second are you still all right second here yes okay we all set yeah you all said if you understood that you're better than most you think Maryland all those in favor all right opposed uh I think if you have any questions okay out of state uh out of state are you done with the principles and stuff yeah okay yes out of state travel boys basketball team to travel to exit of New Hampshire on June 22nd and 24th of this year for a basketball tournament cost us 325 and it is funded by Student Activity accounts you have a motion please second discussion yes Mrs uh Cheryl yes I would just want to make sure that um this is in compliance with all MIAA regulations [Music] regarding contact and out

034of season with your own coach so whatever rules and regulations are play with the MIAA I because I couldn't read who signed it I don't know if it was the basketball coach the athletic director I just couldn't read the signature to see who requested it so that's what I want to make sure I will approve this but only if it's in compliance yeah I just want to just understand but I wanted to know if this book is founded by the Student Activity account that means we have a notifications money is coming out of that account to pay for this trip so who's but we put it okay all those in fact you have a motion yes you did all those in favor for the polls getting so confused okay boys basketball team to travel to

035Portland Maine on June 30th July 1st excuse me of this year for a basketball tournament cost is 250 funded by the Student Activity account promotion please so move second discussion Mr Gerald yes I'm sure this is requested by the same person but this one doesn't even have a signature you want me to sign it all over the things all those in favor aye anyone opposed okay no reports on committees District committee priorities okay policies uh ladies and gentlemen section B b-e-d-a what is this you know notifications of school Community meetings have a motion on that please discussion all those in favor aye aye anyone opposed okay new business none uh there's different there's no need is there is there a need to take monthly uh committee meetings off the table no I don't think so

036right we came to a decision the last few weeks yeah right so if you leave that there person a table Maps excuse me I have it on the table now oh I I have it here I'm just going by what's up front over here we could probably even remove that from table matters yes Personnel considerations resignations none retirements appointments either they see they're all listed here ladies and gentlemen the appointments about the postings will require a vote we have uh two cosmetology go ahead John this is your bag so we uh that's informational oh did you oh I have a vote here so it says they need to vote which one no okay new position okay all right the next one is for paraprofessional for carpentry uh pair of professional contracts per year 2000 20

03723 24 new position and that's the reason for the request on this is we are looking uh we have a request to um construct two home two houses next year and in meeting with the carpentry department and department head they feel as though they can uh make uh have the seniors build one house and the Juniors build the other if they were able to have a a pair of professionals that could help them work with uh both uh on both projects when needed uh depending on what uh what was going on on the particular project for for another expert pair of eyes and hands and teaching ability to be a paraprofessional it would be a one year it would be a one-year position there's a recommendation from the superintendent have a motion please second yeah

038Mr Mr Cirillo uh quick quick and questioning enough Para and now that we're talking about shops what kind of supports are we given our special needs students when it comes to shop right at a second paragraph I know because we well we we do a lot for academics um but what I'm hearing and getting complaints about is that we're doing very little to support our students in the shop area yeah so we do have we do have paraprofessionals that work with shop teachers in the different shops that are assigned particular shops so they don't stay with them all day they'll they may spend in the morning with the shop teacher reviewing what the particular uh needs may be for a student to help um the teacher understands some of the approaches that need to be

039used with those students and then some in some cases stay within the shop to help the teacher if the need is at that level so they they don't they move from shop to shop throughout the day so they have a schedule that they call student no they go from chapter they don't stay with the student they go from shop to shop but working with the specific special ed students that need their support um like I fall off but after the motion of the time oh anything anything further I'll look all of them follow all those in favor yeah okay um future agenda items there will be a need for an executive session this evening for the purpose of the negotiations can I have a motion on that please so moved second I was in favor

040you want to pause or call the roll please yes yes yes yes all right let's go you're gonna join us [Music] Jonathan I noticed in the appointments will be hired for admin and Facilities or something tomorrow's says she's a former graduate from here oh yes I think so she's either she's definitely in the oh four or five or six seconds photos all right okay thank you yes [Music] thank you to accept the Ambassador second thing I just time I'd like to uh thank and congratulate the administration and the negotiating subcommittee for a job well done we're bringing him to the table and being able to move forward congratulations okay Mrs Fitzgerald you got a motion yes I would like to move that the non-representative administrators who have a performance clause in their contract be awarded

041a one percent performance raise for those that were um exemplary proficient or exemplary a little motion of a second discussion all those in favor aye anyone opposed we have any further business from this time of jail accept a motion to adjourn so moved exactly I am going to pose thank you ladies and gentlemen our next meeting uh next meeting date is June 20th yeah please these two documents I think it's true are they listed by name
