008a big National TV but uh so the people online can also appreciate it okay superintendent you're up so um yeah so on the way in uh Brady's parents reminded me that we did a a tour four years ago around the school with Brady that he was trying to decide whether to come to gray Lawrence or not which I forgot all about but you're a lot taller now and uh and I bet you're a lot smarter too so uh good to see you here tonight so exceptional Reggie Brady Dunn it was a pleasure to recommend Brady Dunn as an outstanding Reggie Brady has a 3.88 GPA Brady is a student that has gone above and beyond to be a leader Brady is an eagle scout and the boy scout of America to achieve this title he

010in air Massachusetts Brady will be attending Pennsylvania College of Technology in the fall Brady is ambitious compassionate and will do nothing less than add positive energy to his future Endeavor congratulations Brady [Applause] thank you me enjoy the township you too John yes thank you this is from when you talk um Brady just just um curious what troupe were you in in Andover I was in troop 73 76 73 73 so yes so when I was um growing up in Andover I was in Troop 77. and I was the second Eagle Scout in that troop oh wow so now that goes back a long time ago yeah too too long who was the first day Lincoln I'm sorry I missed that I said who was the first Eagles called Abe Lincoln um Brady if you could

011uh if you could fill us in on your uh your Eagle Scout Journey please I appreciate it um yeah so I joined scouting in first grade uh for Cub Scouts um and ever since that first meeting when we shot bottle rockets I was just kind of hooked on it um so I stayed through Cub Scouts and when a lot of my friends dropped out um when they graduated that I just kept going into Boy Scouts and I joined Boy Scouts in sixth grade so I've been kind of going at this for a long a long time um and just recently I did my um project my Eagle project which was building a 73-foot boardwalk over in the um the bologn reservation right over there um so it was over a wet area of land and

012I um did everything from kind of organizing it to getting the permits to raising money and um buying the lumber and then I had a bunch of volunteers come and help us um build the bridge over a course of about two days cool yeah you have to lug out the generator and all that for the cutting of the wood and all that stuff um no so we actually cut into the wood in the parking lot because it was about a half a mile in the woods oh wow and it was not very easy to get in there um so we just kept the generator in the back of a truck cut all the wood in the parking lot and then build a sort of cart out of the actual Lumber hauled it in disassembled the

013car walked it back out and then just did it over again my quite an experience thank you for sharing it with us all right thank you thank you good luck in school and make sure you come back and visit us and someday teach you that would be nice all right thank you thank you Brady what troop were you in I was in troop 73 except three okay foreign moving on to Communications donations articles public participation I see nothing okay um Equity uh audit report this is going to require a vote the superintendent and principal zelinski will be thought on will give us a report which was given out at the last meeting who wants to go first Okay so we've done it uh first of all the equity audit report uh which was completed in

014March uh was uh I think you got a copy of the report it's really one of the most critical uh documents that we've uh had done in I would say the history of the school with regards to the uh anticipated impact it's going to have on the school as we Implement many changes based on this report and some of the work we've already done so far because we believe having an equity policy that promotes everything that this audit uh was done for and if you look at the first slide which it says that why was the audit conducted to provide root cause analysis of persistent opportunity for gaps for students who have been historically marginalized to inform the work of developing systems to increase the capacity of District stakeholders to bring about more Equitable outcomes

015and experiences and the work that we will be doing over the next five years as it will also be outlined in the Strategic plan and as we complete this report our principal zielinski will give you some more information but it will drive much of our work everything from curriculum to uh our our opportunities for students to have equal opportunities in all programming and and curriculum and uh Sports in every aspect of of our students education trying to provide real true Equitable access for all of our our students the data that was collected to perform the equity audit student data which was performance attendance course enrollment graduation Dropout and discipline some of the documents that were utilized to come up with this report were school policies school committee policies handbooks curriculum professional development offerings and our

016budget uh student family and staff surveys the Panorama equity and inclusion survey which we did earlier this year and the Panama I mean the Panorama Panorama Family School relationship survey so uh at this time uh principal zielinski will continue thank you so the report that you have last meeting we gave you the full Equity audit but we also recognize it's a large document so um the next part of this report I want to share is our instructional leadership team and members of our administrative team we went through the report and all of us kind of broke into teams and we were assigned us a section of the audit and we tried to make it so it was in relation to their role in kind of their special areas and so we looked at the um

017the whole audit and we identified Next Step so there was a a protocol that we used we jigsawed the section and what this document that I'm sharing is and I'm not going to go into the full detail is really kind of our analysis of it I will be sharing this with the entire staff tomorrow about our faculty meeting we're also going to be giving them an opportunity to kind of make comment and add to what we found we wanted to parse this up because as I said it's a large document it's dense and we wanted to at least have a starting point so I'm as you probably noticed in the audit there's um there's different categories categories that the audit addresses policies and planning teaching and learning social emotional learning safe and supportive schools family

018engagement teacher and principle diversity and school funding these audit categories closely align to what you'll see our strategic plan is actually broken down into as well so the next section I'm not going to go through everything but I did want to point out some highlights the protocol that we used is we looked at everything and we decided to identify areas where we can drive where we can actually move forward next year and use and really take some action whether it be part of our school Improvement plan our plan over the summer to implement next year we also noted notice many areas where we need to pause and we need to take a step back and say what do we need to consider is there potential barriers for us to be able to implement are we

019able to really drive yet and the third area is it's almost like cat and you'll see it's a category of red and it's really something that's important but we really have identified these areas as areas that we need to research further before we try to implement so um the areas that we've identified in Drive and you'll see the little key just to keep it clear that has like a little red so for example p and p aligns with it was notice in policies and planning and so just a few things we know that we need to create a school-wide vision for a diversity belonging Equity inclusion a lot of the report outlined that and diversity Equity belonging and inclusion also comes through not only in policy and planning teaching and learning and social emotional learning

020so you can see it kind of goes through the categories um so we also pointed out we're going to be doing a lot of work with teaching and learning on curriculum curriculum teaming and increasing it's more exposure to cultural responsive and diverse perspectives and course materials we not only saw this in the audit but we also see we saw some of this come out in other surveys that we've seen particularly in the Strategic plan so I'll let you kind of go through the drive part I don't want to take up too much time um some areas that we decided we need to pause and really that doesn't mean we're not going to address anything but we need to kind of consider what else is needed is it funding is it resources that what else do

021we need and so some of the pauses um you know it's our admissions policy we know we can we consistently are trying to move our admissions policy to make sure that we are aligning and it's um that we're improving and looking at data we're also reviewing mtss and how we can move it forward looking at MCAS performance we want to take a look because that was pointed out in the audit we want to make sure that we have enough information on what is getting in the way of our high needs students and um just you can see some of these all different pause areas so we also have these areas that require further data and research and just a few of those that were pointed out in the audit that we feel we need to

022take a pause and identify the correct people and resources to um address it's just going to take a lot longer one of the things is all these areas in red as well as the yellow is the green we can make sure that all of this is kind of inside that Five-Year Plan so we might not be able to accomplish everything in the audit and address it in one year but we have it here synthesized we want to get feedback and comments from our our staff to find out if there's something else that they would add in these categories and then we want to use all this information in our planning and so if the um that that's pretty much where we're at it was a great exercise for our team because I think if we

023all try to do it individually it would have taken a long time but separating it out and relying on people's areas of expertise we were able to come together and at least have kind of a synthesis of that large large report thank you any questions for either superintendent or principal John my notes I hear that we need to vote on this this evening is that your recommendation that uh when we have the uh yeah oh no we're not voting no okay we're going to bring uh at some point we're going to work with the committee to come up with the equity policy for the school which would be outlined in the Strategic plan okay uh and then at that time okay Mrs Fitzgerald yes um this is a wonderful report ambitious but is there a

024financial part to this in order to go forward and if there is has it been included in the budget starting July 1st John yeah so some of some of the work will be done through our professional development plan which we we've we do have funding in our next year's budget that'll be uh which a lot of the some of that funds will go towards this in our professional development a lot of professional development work moving forward is going to be uh Equity uh targeted within a lot of our initiative whether it be curriculum uh whether it be social emotional learning and we have funded for that also uh the uh five-year strategic plan also also outline uh some of the ways that we'll fund this initiative over the next five years anything further further stuff

025to come okay our review of the capital Improvement funding this will require a vote John so um in order to make change in our budget um we were in we know at the get-go once we've submitted our budget to our communities our non-foundation budget which we were requesting 1.5 million dollars for Capital Improvement funds which we typically request 500 000 um we were asked first by the City of Lawrence if we could reduce that by 500 000 especially in the fact that they were going to spend 300 000 on purchasing the hangar for us and so in order to do that which will have an A minimal impact on Andover North Andover but a little bit of a larger impact in Methuen uh I would need we would need to committee to a vote on

026reducing the non-foundation budget uh the capital Improvement uh funding item to one million dollars versus 1.5 million which may I think one of the I think we would be fine with that given that we had planned on spending 300 000 of that money for the hangar so it's really not as bad of a hit as you might think it is it's really only 200 000 and the fact that our community is still willing to provide a million dollars which is 500 000 more than last year I think we still be in good shape and it'll help strengthen our Capital Improvement budget to help finish some of the projects that we will have ongoing next year so I would make a recommendation that the committee vote to approve the reduction of a motion please discussion okay

027um is this request only from the City of Lawrence as all all the cities it will impact all the communities it will impact the city launch the malts because they have 71 percent of the students so that extra 500 000 to the City of Lawrence is about 350 360 000 savings for them which is about what the hangar cost it's a little a little more than what the hangar costs so I'm probably the only one making the request uh right now they were the ones that started the request we have submitted to um I think Methuen had some uh we got some feedback from methune on that but Lawrence really was the one that was most interested in seeing that uh change so this is Fitzgerald yes I'm just wondering I understand the reasoning why

028they would like to not have to give us as much as we asked for but um I am concerned about our Paving project which we know is going to be well over a million dollars and the capital that had been set aside for will that be directly impacted from this or will it just mean us putting another Capital project on hold for a bit uh it won't it shouldn't have an impact on I mean it should not have an impact on the paving because we're funding the paving from our end account which we've allocated 1.5 million dollars from there when we still have about 300 or so left after that and end so we hope that the project comes in somewhere between 1.5 1.8 we could uh if we had to we could go to

029this fund to uh add additional if the project comes in a little higher we could go to this particular line item or Capital Improvement item to fund the other 300 000 let's say which I think would be comfortable with that as we still have a substantial amount still in there in the account so we'd be close to about 1.8 million if once this is goes through somewhere around there I believe for the thing what is the time frame in which we have to expend that e and D money um there's no time frame we we cannot have over five percent of our budget in the end account as long as we're under five percent in in our e d accountant can stay in there right John what's going to be the impact for this one

030what's going to be the impact um for method oh from a throw what's the impact going to be so for Methuen it would be about a hundred thousand dollars more uh it could be a hair more like 500 and 20 000 or so it's in that I mean 120 000 or so but between 100 and 120 000 because I think they're at 22 or 23 percent at 23 percent uh they would be at about 102 000 I mean yeah 102 000 20 000 I mean 120 000 I would say about that anything further did you have a question no all those in favor any word opposed Co-op report in your packet uh June calendars in your packet wellness policy update the wellness policy presents glts wellness policy for a review for the next meeting John

031you need to speak on that just that uh you we the wellness committee has reviewed our present policy and has made revisions uh to the policy that our uh are important uh and we'll have a help us ensure that we have a a policy in uh everything from curriculum to our health programs for both our our uh students as well as our as our adults in the building as our staff that's in the building in things that we will do over the next couple of years to help improve the wellness of our staff and encourage people to everything from eating better to exercising more and doing uh all kinds of activities uh both as a staff and for our students that will help us improve the quality of our health for the members in our

032community so I think it's a great plan uh we'll let you read through it compare it over the next couple of weeks and then ask you to vote on in a couple weeks and we'll open it up for questions or concerns at that next meeting okay any questions for superintendent John the aviation hanger please update on it so the um the aviation Hangar the City of Lawrence has approved to purchase the hangar for glts uh with no strings attached I contacted the airport commission the uh Airport Manager and on May 16th we will be on their agenda for approval as well basically for the city to approve the city to purchase the hangar that's what's required uh uh based on uh their bylaws and they will also at that time uh talk about utilizing it

033for a school in I'll make a case for them to approve uh utilizing the hangar as a school as well at that time so that will be next Tuesday I think yeah next Tuesday a week from today uh 6 30. any questions to the superintendent okay John moving on exit interviews I'm sorry uh hold on one second Vivian no no John you were saying that no no strings attached um the contract that you're going to have in place do we have access to see um as to what the writings are going to be like between the city and well because there's three parties now here it's the school it's the city and then the airport so we're gonna have something drafted up that uh we as members have access to reading it through sure once

034the airport commission approves the purchase then a contract will be written up for um greater Lawrence and the city for allowing our use of it and also potentially once we can get our Charter change we would like our goal is to purchase back from the city so we would own it that's the goal so we'll be investing probably about 200 000 in the upgrade of the of the uh Hangar to make it usable for classroom space and meeting all the uh zoning laws and regulation for the town of Andover so we'll hire an architect and do the design work and everything but I suspect we'll be spending somewhere around two hundred thousand dollars to bring it up to uh of the code is there going to be anything in the language of this contract in

035terms of how much um the school would be buying it back from the city to avoid um those fees to be doubled from here to whenever their school is ready to purchase so our our request will be to purchase it at the cost at the city Pig okay yep all right thank you anything further okay continue John prank what do you say um have we reset uh meetings with the um towns that talk about the charter change we we haven't uh said any any meetings with the towns yet because um we're still meeting with we haven't met with uh the um our State Rep representative Moran and our attorney at Frank uh representative Moran has been really busy so we've had a hard time trying to get a time in which he could uh meet

036with me with the attorney and myself once we sit down and outline what the process is and what the bill needs to look like then we'll uh then we'll go and meet with our cities and towns regarding that foreign continue John please so the hangar uh I mean not the hanger but the um exit interview I would uh request that we uh move that into executive session to have a discussion regarding the response that our attorney sent to us yesterday the question was made by the superintendent have a motion please you know the second discussion follow us in Taylor and he would opposed okay out of state travel Miss Christine Smith English teacher and skills advisor is requesting travel for two teachers and four students to travel to skillsusa National Conference in Atlanta Georgia June

03719th through the 24th of this year at a cost of 14 620 that's your recommendation right superintendent yes promotion please second okay discussion all those in favor and you were opposed okay reports of committees uh all business priorities I see no policy written here there's no policies new business table matters I need a motion to uh take out of state travel from Ms nari um our company in uh off the table any discussion all those yet all those in favor I don't want to close Joe would appreciate a motion to approve the um travel from accordion to travel to the NATA clinicals symponium in Indianapolis Indiana see attached update travel and description you have a motion on that police of a second second discussion is it I'm sorry Mrs Fitzgerald yes it's obvious it's quite

038different from the original one that was submitted that didn't have all the other details and um I I guess I I would vote to I will vote to approve but I would like to not see this same request for the same thing I know these are held every year um and I at that expense I don't think we should um entertain doing it on a yearly basis but I'll deal with that next year anything further Frank did you ever come did you have a question all those in favor aye anyone opposed okay to accept the motion uh if it's a committee's discussion to discuss the monthly District committee meetings take it off the table so moved a second any discussion all all those in favor anyone opposed okay John the monthly uh monthly meetings be

039honest with you I haven't uh done the research that I was hoping to do so I would leave it on the table I'm she'll accept a motion to put it back on the table I should have stopped you so move you have a second all those in favor aye that was quick I wish they were all that quick okay personnel's considerations uh resignation School adjustments counselor and special ed leave of absence none retirements uh Mr Victor Martinez social studies effective June 30th 20 2024 will be retiring uh excuse me okay I'm sure okay I'm sorry he's going to retire again twice he only gets benefits once so I don't know what it is so I want to make sure you're sorry oh okay thank you very much I appreciate that um appointments Mr Mark Baron

040custodian and maintenance and Mr Victor uh Woodruff director of it okay for your information um the job postings are listed there we have one new one that needs to be voted on the new position John so we're requesting a new position called coordinator of curriculum mtss and professional learning to math under the math book contract uh then that's the reason this position is necessary at this time is that because of all the work that needs to be done to implement our our new Equity plan which has an impact on our curriculum our mtss work and our professional learning this person will be working closely with all the administrators and with the staff both to develop uh in all the work that's being that was outlined in our Equity plan which is enormous amount of work

041and to ensure that this person will do not only work to come up with the strategies and methods to implement the plan with regards to the impact it has on each of the areas that are outlined here as well as to do a uh a quarterly review on progress in the in each of these particular area as it relates to equity and I think this work that we're embarking upon will have a huge impact on our uh as I said earlier one of the most important initiatives moving forward at the vocational school but in education and not only in Massachusetts but across the Commonwealth I think it's extremely critical that we succeed in this in our attempt not our attempt in making sure that we have the success that we know we can obtain and

042ensure that our students are all getting regardless of uh the strength the challenges that come to us with have equal opportunity to succeed this work is critical so having someone that's leading this work uh will be critical in its success so I would ask the committee to vote to allow us to post for this position it is a recommendation to post with this position from the superintendent you have a motion please for a second second discussion Frank no Helen there's this not saying this not same is what Ellen is doing what's that Frank Zoila there's no require D for this position he this person will be working across all departments working with all all administrators and across all departments with teachers both vocational academic oh I'm sorry that's not okay a list of job requirements

043he had this question we have the description but it doesn't have requirements but that's the job description outlines the requirement are you talking about credentials you're talking about uh credentials um this person we would be required uh requiring a master's degree uh do you want to uh is there did we have it educationally that's what will end uh so many years of experience um in education I don't have the job posting here do you remember what we what we were posting on that in terms of the um experience highlighting The Experience that's necessary and the uh educational level of expectations for the position Susan I don't have the posting in front of me but we would if it's an administrative position we would require a master's degree years of experience as well as a license

044a coordinator or a license that would be within that um are we supposed to have the posting of the job to approve d that's what I thought that we always stand there no no this is not posted this is a new positions committee has to vote on this it's a missing information it doesn't say and within the distribution doesn't say that the person requires to have maybe doesn't show the requirements well the only thing missing is the uh the requirements for uh credentials yeah so let's just let's follow can I you all said you said well no I'm just okay no I understand but can I move on yeah that's okay this is Fitzgerald I'm going to recommend approving this on the basis of the fact that in order to implement this alone is going

045to require an incredible amount of new work um and the amount of new students that we have brought in over the past three years is growing and next year growing again and I think that this is actually something I'm surprised we haven't had the one overall person seeing this before we used to have it and then things got split up into smaller areas and I feel that with the rate at which we have grown in the past couple of years this is necessary Frank did you have a question um no sorry no that's it that's fine I'll keep my mouth right next usually Marilyn steals what I'm going to say anyway but um I'm gonna concur with that this definitely needs to be passed but with the premise that we're going to get what the

046poster really looks like um because we're making a blind decision on something that we don't know all the details and we can't hold this up because we got to have this person in place to start doing this trailer we could email you the posting tomorrow so you have a copy of it and if anything that before we post and if there's anything in there that you would like change you can always get back to me yeah that's it's a gracious the gracious offer superintendent but it can't happen oh you can um if we vote on it this evening it becomes affirmative that's it I mean you can send out the information tomorrow for informational purposes but if something has to change it can't change right you know what I'm saying school system right but we

047won't be able to change anything if you you kind of call the superintendent next on Thursday or Friday or the principal and say I don't like the fact that it's only a master's that it has to be a doctorate you you know what I'm saying it's going to happen no matter what you know that's all but you can get the information on what it's going to be yes we can get the information out to you but we can't change it just because somebody would want to change it at a later date after we vote on that well we can reconsider the vote but we can't God just we have to do it in another meeting that's all we can't just do it you know that's all and so I would say I'm sorry nope I

048have another question sure so what's this sorry so the salary is based on the um this the salary is based on this it's part of the mass bus so they would be hired under that contract and so they'd be placed on a salary schedule based on their contract so and this is of course of course have a high salary yeah it would be to make sure that the many major requirements are there yeah um look at different positions we learned I mean I learned then by every anybody else I learned that coordinator is higher than a supervisor so this is a big deal position if I understand correctly so for me it's very important to have all the details in the job posting because it's a new position so a 2.1 uh if anyone feels

049it needs to be a change to the posting then we won't post it we'll bring it back the next meeting and have everyone take a look at it if everyone's okay with the posting we'll go ahead and post it and the salary range should be somewhere between 124 and 129 based on the master contract so it'll be between there would be placed somewhere between step seven and step nine which is a range of 124 to 129 um next next school year yeah I think we're just uh right on the edge of the right thing to do Mrs Fisher yes I'm actually surprised that this wasn't posted sooner we passed the budget a month ago two meetings ago and this is in the budget and I just am concerned that now it gets posted and I

050forget how long before once it's posted how it has to stay up there but we want this person I would think on board by July 1st so I have no problems with posting it knowing that it will be posted with the requirements for any administrator that is across the board for everybody that's an administrator in the school so I recommend going forward with the posting Mr Hayden first of all it is a lot of work here this is going to be the official job description this won't change that's I mean in any other duties as we requested by the superintendent or principal yes all of this plus that last statement all other duties is signed by the principal building principle or something that's in the mall isn't it yes that's in a mall yes the

051job never finished if you're an administrator this is a lot to do um I'm surprised we haven't had this before well this person I'd be all for it yep you're do I have a motion in a second huh okay okay I figured I figured the fact we were discussing it I did but I just want to be sure Mr Hayden okay further discussions or questions I just just want people to understand that vote on it this evening is moving forward now to get the information out to you that's that's okay but it it won't stop the process of it being posted I'm just saying just one you know if you see something in the posting that you don't like that that's going to go out we it won't stop until the next meeting then we

052can stop for 10 years Zoila I hope this is the last question coming um I don't I I just want to make sure that it's noted that I agree that we need the position obviously and it's yeah since that we have the position but because it's missing information and we are trying to agree on something that later on can change I'm gonna know for this just for that reason not because we don't need a position okay I just want to make sure that yeah whatever you reach we'll call the roll and call the roll anything further would you call a role when you have a moment please and you'll get the information off oh yeah okay Mr Tire box Ms Fitzgerald Miss disler is to hate him Mr Cirillo miss Mama yes Mr LaMontagne yes

053okay um future agenda items executive session I need a motion going executive session purpose of the collective bargaining contract negotiations okay would you call the roll when you have a moment please we will be coming back excuse me I'm sorry we will be coming back to adjourn yes Mr Tarbox Miss Fitzgerald yes Miss gisler Mr Hayden Mr Cirillo Mr LaMontagne yes okay [Music] at this time the chair will appreciate emotion we're going to put on the superintendents put on the superintendent's report for uh to address the exit interview documentation um to allow a spot to uh whether or not the exit interviews will be made public or not leave that up to the exit interviewer and see if that is good to have a motion on on that I think that's about the size of

054it correct but um same thing okay that's in the form of emotion okay do I have a second discussion thank God all those in favor and you wrote a polls okay at this time the show accept the motion to adjourn
