001when you have a moment could you call the uh role for the purpose of attendance Please Mr Fitzgerald here Mr Hayden Mr Cirillo president okay our chair would appreciate a motion on the minutes of August 30th any discussion all those in favor anyone opposed thank you uh you pack it uh hand out well no we have a handout for the Consolidated cash Reconciliation Report revolving fund report and budget report any questions this is for Joe yes question on the revolving account I know that in many cases the revolving account is used directly to support an activity I'll use the pool account as an example um that the pool is expected unless unusual circumstances to pay for itself through the rentals but there were a couple of accounts such as the cosmetology account which now has
002almost thirteen thousand dollars in it and I'm I don't want to assume it is that all from the services provided through cosmetology that would be question one and question two uh the um the expenses used on a client applied after that or do we use these accounts um for other things for the students you know I know at the end of the year they have Awards and so on so I used the um Reggie Locker accountants I think that's the school store account which would be kind of it is or as a self-explanatory as to where that money would go and then for instance graphic which now has about sixty five hundred dollars in it is that from Services we've provided to the community Through The Print Shop or so I don't need the answer
003right tonight but if we could show maybe the revolving account count that are used to support that activity or those that are from community services and so on so if we could just look into that I would be grateful thank you okay John do we understand the directions yeah you'd like a more detailed report on each of the accounts see how the money is how the revenue comes in and how the revenue is spent I guess I don't need it for every account because some of them like the cafeteria account continues to have money coming in and then expenses go against it same thing I use the pool account facilities rental would be a different thing I know sometimes we've used money from that for Capital expenses but um those things that directly service the
004public that would be like cosmetology Auto Body Automotive or whatever um just to see what happens to the money at the end does it go towards the students I don't mean paying the students for services provided but maybe the awards at the end of the year so just maybe a clearer picture of what the accounts do sure thank you I'll meet with uh Melissa will go through each account and get a little more detail and back up on it how the funds are allocated and spent and then what we do with it at the end of each year anything further okay moving on uh Jerry uh budget transfers please budget transfers uh we'll give that off to Melissa I'll do the cash balance report sorry sorry um so we had several budget transfers to account
005for the colas for the teachers settled contracts there were some salary adjustments I did I did transfer I factored in what the colors are going to be for the rest of the unit so I did Factor those in there'll definitely be some adjustments after all the rest of the contracts settled in the first three transfers were not salary but they were line items that were missed during the budget process so I needed to add those lines back into our budget Joe accept the motion to approve the budget transfers as presented so moved yep sorry sorry yes yeah I I apologize I'm sorry not on purpose not on purpose a long day we're doing the budget transfers then we're going to go back to the cash balance report sorry I have a motion to uh for
006the budget transfers yes I I have a second second discussion go ahead um there are some items that you you were putting back into the to the budget and you talk about the code was the one-time payment to staff in general part of that um the one-time payment was last year's budget so that's all taken care of this that included in the cola um one of the raises no okay anything further uh there was an error in the formula on the um on the revolving account balances in the packet so it's just I corrected the formula on the balance so it's just it's the ending balances this ending balance column the formula was wrong in the packet so I just updated it so some of the balances were incorrect yeah anything further all those in
007favor and you would opposed okay sorry Jerry took your auto cash balance report please sure cash balance report as of September 6 2022 count balance on August 23rd 2022 was 670 000 90.46 we had deposits from August 24th to September 6th of three million 555 270.05 less payroll on September 1st of 1 million sixteen thousand four Twenty Eight spot 93 a warrant number four on August 30th of one million four oh ninety four fifteen and wallet number five on September 1st of 96.14. leaves us with the book balance on September 6 2022 of 2195 223 spot 43 and corresponding bank balance on the same day of three million 931 369 10. in our mmdt account um account balance on August 23rd 2022 was 8 million 841 606 spot 32 which is inclusive of July interest
008of ten thousand two thirty three spot 89 and there is a 14 986 69 in August interest that was accrued for a total balance of 8 million eight fifty six five ninety three spot 01 leaving us with an mmdt balance of September 6th of 11 million I'm sorry mmdt balance um uh total operating cash balance you don't see that here of 11 million 051 816 spot 44. killings of the motion so moved second any discussion all those in favor aye anyone opposed did we have a a call going out tonight is that what that was well mine's a great mine said great Lawrence also oh for the oh okay so that's what it was okay for the delayed opening new opening late tomorrow John you can sleep in tomorrow okay all right uh getting back
009to the regular out of our business I apologize for that uh see no donations no articles no public participation admission report superintendent would you um update the committee on admission report please you got updated you got an updated documents on the admissions report from the requests of last meeting where uh I asked the director of of admissions to add the applicants accepted and enrolled so you have three Co three columns now that outlines how many students apply how many were accepted and how many actually enrolled so you've got the complete data on each of the towns and schools they came from that outlines more clearly who who he accepted Mrs Fitzgerald yes I believe I was the one that requested it and it really does clarify um tremendously for me anyway um and following along
010with the rest of the report I was really happy to see this thank you for other Aviation program superintendent please so um for the aviation program we submitted the intent so that went in along with the Child Care Program and the um the other program there was a third program we have our low voltage that we're also submitting for approvals it's called a different name but so we're actually looking for three different programs for chapter 74 approval it's fiber in i t i t and fiber optics and low voltage electricity which we have now at the 10th grade level but we're looking to get at chapter 74 then we can offer it for all four grade levels as well as the child care center not the first year but the second is the next school
011year to offer it as a chapter 74 program because we have the space and it'll meet all chapter 74 requirements for an actual program to teach Early Childhood early childhood education as another program that we can offer to our students and then of course Aviation the next step for us in the process process for all three is to send in a complete application a which needs to be in by December December 1st I believe it is and then after that they review it and get back to us as to whether they will allow us to go to the next step um I spoke to the associate commissioner that's who I was talking to before I came into the meeting about moving the process a little quicker so once if we were to get the application
012the first application a in quickly can we get an early decision on it but it doesn't look like that's the case which doesn't give us a lot of it kind of ties our hands in terms of investing a lot of money and time into it until we get that approval but she's going to check tomorrow and see if there's a way to make that happen um so um we feel we feel as though um we into in order we know that we have an opportunity to for the aviation program to lease a hangar out the airport but uh my biggest concern is if we wait too long that we might lose that opportunity so uh you don't think so Frank okay but that would be good but anyways um we'll try to continue to try
013to get to move along a little quicker if we if it's at all possible for particularly the aviation program the other two programs were do we have them pretty much in place anyway so I'm not as concerned about those Mr sorello yeah um and the ABS is just going back and having a conversation with them to make sure that they understand that we might need some time to wait for final approval on by the department of Ed um the um early child is it early childhood yes are we looking at training our students um in the early childhood field yes in early childhood education which basically we try to prepare them to go on to Early Childhood programs at the post-secondary level or to go into a working in a child care center facility as
014well but uh we'll be training them both for prepare them for industry as well to move on to post-secondary if they so uh desire but that's what the programs intended to do can we follow with them to see how many um as they go through the program we would start be interested in becoming educators I know that we brought on we have funding that we brought in for um the Anton retail yeah um this is a good segue into promoting that as well as a combination uh yes we'll do it well we we as part of the process we have to do a survey to see how many students would be interested in the program so we have to submit that department answer we'll survey our existing ninth grade students that's what we did for
015the aviation last year and also as we go out to visit the different schools this year we will bring a um a application register with us so that students we can get some feedback from students that we talk to at all the middle schools to see if they have an interest in any of those programs we'll be another and then an open house will also when we have open house in November we'll have also be promoting it to see how many students we might be interested in um the fiber optic is that going to be part of the low voltage electrical or is that going to be part of robotics that'll be part of low voltage electrical Vivian superintendent when was the letter of intent submitted that was submitted um it was submitted Monday I
016think it opened it was opened as soon as the first day we could do it we sent it in Monday and would you happen to know um what is the response time well you turn that off the next the next step is to uh for us to complete part A of the application once we submit part A then we won't hear any according to what I was told today we won't hear anything until December whether it's approved or not to go to part uh B okay all right so once you submit a letter of intent we're not waiting for a response from them we're just um going on to the next process of submitting the part a application by December 1st yes and we're going to try to submit it a lot sooner than that
017in hopes that they'll uh once they get it maybe we can try to convince them to take a look at it and if they don't give us some official word that if it looks strong or not would be nice okay and the survey please jog my memory again the survey that was already done last year it was only for a specific grade right it wasn't who who would be interested in learning that career area but it was all freshmen stop freshmen to seniors well we only surveyed The Freshman because it was a new program uh we wouldn't survey the upper class that's true yeah um when would you submit one for eighth grade so the we will be submitting resubmitting this as part of part A so that will go in this uh continued application
018that we're working on we started the we started completing part A last year um so we'll pick up where we left off but we'll also continue to do surveying students so that um we have a strong application the more students that apply that are interested the stronger the application will be the key though really is going to be uh is there a job market and um so looking at the labor market data and if you look at the um Northeast blueprint it doesn't show favorable in the Northeast blueprint so that might be a hurdle that we have to overcome but I feel like if we collect enough data and we'll start to do a little more research with corporations and companies that uh even on the day it may not show strong in our particular
019Merrimack Valley the data may be strong and so it may not not necessarily across the state it's strong but it could be strong in this area which then would strengthen the application so that's one of the things we'll start to do a lot of work on now are you able to submit the survey that was already done to all the committee members and any future surveys done could you supply that as well sure Mr Rock um keep them everybody keep brought Frank Rossi you got to keep him alive um the brief conversation we had with the new airport director um said he may he mentioned it was a lot in the field as for jobs in different areas so I mean I don't know what data you looked at I don't know what data he
020looked at that's probably something that needs to be looked at and have that conversation again um as well with a meeting with him and this is a great opportunity that we are in the verge of putting together when I um talked to him the last time out at the home that we're going to be doing some work for the lady that was killed in Afghanistan I met with them again out there he he said he'd be happy to be on our uh Our advice report for the program so we will certainly utilize his expertise and I'm sure it'll carry a lot of weight with the uh with the Department to have someone of his stature and his knowledge and expertise as part of our advisory committee anything further yes Vivian so this is just for
021clarification purposes there is no intent on your event to pause or delay this uh the initiation of this program we're absolutely committed to having this program start in September and getting it approved this uh this spring final approval this spring so in order to get approval we have to have a space that's all done that we can show them we have a space equipment curriculum and potential uh person that would teach a licensed person to teach the program so that's when I say that having a final approval in December really makes it hard to meet all those demands in such a short time because in may we would have to have that final review and approval there they do a safety inspection they look at all the tools the equipment so we'd have to invest
022all this money you know before I even get that final approval if we're going to be ready in September but so if we even had an indication that it's going to be a approved that would certainly help us even if we don't get that final approve of what we feel confident that it will now we can still run it without chapter 74 approval we could still run a program it won't get chapter 74 funds if we run the program and it's not chapter 74 approved but you could still run the program but that would be something for the committee to decide even if it was to uh for the first year if we're not meeting that deadline that we would have to find a way to cover the cost and then until the approval process
023is done that it would be a chapter 74 approved program well I think the challenge is not so much us it's it's will they even approve it you know we can in um so let's say in December they don't approve us to go to step The Next Step then we can continue and go ahead and start a program it just won't be a chapter 74 program it'll be a vocational program which is doable you just won't get the you won't get that five thousand dollars for each student in the program I understand but you mentioned a deadline by May correct if may it would be yeah once they approve it in December we have from December to May for them to come and give us the final approval after we've completed step B that which
024means we'd have to to get the space already and prepared for the program which means have the hanger have a space here have a classroom have all the equipment and tools we need to run a program and they want everything in place for a four-year program even though we may only start a one year even though we're only starting with the Freshman program they want to see that we're capable of of continuing the program for four years that's been their typical standard and they bring in a OSHA person to come in and inspect the shop and the safety equipment and everything to meet all OSHA standards also gets done in May so everything really has to be done and the curriculum developed and ready to go and your of course our advisor we'll put our
025right now we're going to put an advisory committee together regardless so that we have that committee together which then can also help us make recommendations to the you know as part of our proposal to have a strong advisory committee will make a difference all right I mean I just want to make sure that if it consists of utilizing our um like local officials um I know everybody that I have spoken to regarding this program everybody's on board and supportive and excited um we have newly elected state senator pava payano who's in favor of this program State Rep Frank Moran we have the mayor on our side so if it takes for everyone to come on board and all hands on deck you know it's a matter of you letting us know and for us to
026try to figure it out to make this happen yeah so well one of the things we'll do is approach many companies to get letters of support in any of our officials we can also get letters of support from them which will go in as part of our application proposal okay just let me know John thank you so much you're welcome Mr well YouTube Aaron this is Mary hadn't spoken I'll speak up to Maryland yes thanks um John in past experiences and I'll use steam as an example I remember sitting on that committee for two to three years from the first talk of doing it till getting the first freshman in there and each year we were able to add the next level the next level does it usually take one to two two to three
027or three to four years for a chapter 74 program including the hottest part of all I would assume would be the true curriculum development based on the workforce needs so are we being realistic to think that we in fact could have this ready by September or are we looking at the following September I guess what I'm asking is when you bring these to the Department of Ed from their initial intent what are they looking at in terms of years is it two to three or is it one to two I just don't want us to have a whole bunch of freshmen thinking that this is what they're going to get to go into if in fact it can't be done for another year or whatever so I'm asking your experience of how many years it
028takes to put a program not like this but any chapter 74 program from start to finish implemented well different programs are can be more difficult than others because they entail more equipment more expertise uh also curriculum but um take for instance the environmental science we really that took us a year to put that one together we decided last year to pursue that and within by the time May came around we had uh we were ready and in fact the department Ed was very impressed with the space and the curriculum so I think it can be done the advantage I think to right now to the aviation program we've done a lot of research work this past year we've done Labor Statistics we've we've met with a lot of different corporations and companies already we've been
029out to the airport we've done a lot of research already this past year so I think I think we you know as long as we're willing to invest the time and a little bit of money to move forward I think we can make it happen it'll be a little scramble the last three months once we get that final approval to get the so we'll meet with the uh the air airport the gentleman who owns the hangers out at the airport and if we get a commitment from him he's willing to lease the space to us when we're ready in December it's just a matter of having the lawyers get together and put the least agreement together and we're ready to go so I think we can do it I think I feel confident we can
030get it done we have enough staff also our administrative team that we have some very good people that I think have already started this process that are well situated to make this happen so I feel like we can get it done in this uh this year because we're only talking we're only educating ninth graders next year but we have the everything in place to continue the program and that's why the department Ed wants to see that we have the space and we also have the um um curriculum and the equipment which I think we'll be able to make that happen um so one of that in terms of the space that brings up uh I have on here you'll see that there's a I think it's the next item skills Capital Grant that's coming up
031on the end of October well this particular skills Capital Grant is for five million dollars it's every it's anything from 1.2 million to 5 million which can be used it's it's targeted to expand access for students in vocational schools and so uh what it means it's intended to put small additions or expand inside your building by adding space in order to say you can take more students so what we would like to do is put in a proposal to put in an addition on the building that would uh take the uh would be basically a small hanger space within our facility so you so when we went out to Westfield they had a a hanger space in their school and they had a hanger out at the at the airport and they had educational space
032so we're looking to pursue that Grant with aviation in mind as well as additional classroom space so we would pursue this opportunity I think we would be strong candidates for it because number one we have one of the highest wait lists in the state and um for us to provide access to low-income students in a Gateway City makes our grant possibility even stronger so that's something we'd like to pursue if they come if the committee is comfortable with us pursuing that Grant I do want to let the committee know that we have to get working on it now so the first step for us would be bringing in an architect in to just give us some preliminary I uh numbers so that we can put that in as part of our grants to support the
033Grant in terms of doing a preliminary walk through what our intent is and he can give us some preliminary numbers as to what that would cost in order to put that in the grant um and it really the intent would be to really get a shell up which I sincerely think we can do for that that kind of money including having a space for our expanding or adding some academic classroom space Maryland yeah Mr Cirillo is twofold to torrento it's not just renting the hanger you also have to rent she's locked out you also have to rent the land and talking to the mayor of the City of Lawrence um it is not a final decision but he will rent the the land I think we've had that conversation for a dollar because you just
034can't give them you can't give the land so as those the lowest thing he could do is probably a dollar a month for however long it is um a lot of the network has been done a lot of the surveys and everything has been done it's just right now is writing the proposals and the grants and putting that together and then looking at everything else that needs to be done with to get the program up and running I think we're at that stretch right now and John has been burning the midnight oil getting this ready to go that's it um and in the other chapter 74's programs where we are on the stage to um get those into chapter 74. on the the early childhood and the um I believe the electrical one is already
035chapter 74 correct all right now right now the electrical program which we call low voltage program has to align to the framework that exists for electrical so how it works right now is we follow the same framework for the low voltage but more hours in time a focus on low voltage so the students will graduate and have hours towards getting a low voltage license and have more hours towards that particular license than the full-blown four-year license and um but we want that we in order to make that a there's um and we only have one cohort so we had a freshman cohort last year that now is a sophomore cohort and the reason we only are doing one cohort at a time is because it's a basically it is a four it is a full
036um um following the same framework as the regular electrical program with more hours on the low voltage but we would like to include other aspects of low voltage work which includes optical fiber optic work as well as pulling wire for it systems as well include that in the curriculum as well then we can have that as a chapter 74 program every year and it also expands the skills and knowledge and opportunities for kids to a larger market The Early Childhood where are we going to stay so early childhood The Early Childhood shop is going to program our space is going to be sheetrock there's going to sheetrocket start Monday and so we're looking for a completion date around somewhere between the middle of November to Thanksgiving we would like to open it after Thanksgiving I
037think we should be pretty good once once it's sheetrocked all the the flooring's here already the cabinets are due the third week of September so everything we need to move forward quickly after the sheet rocks in and we'll I feel like the space will go pretty that project will go pretty quick after that and so that once the space is all done and we're operating under and the licenses are director of the program is now working on all the state licenses that we need and approvals and we're working on some kind of proposal for a fee structure that I'm going to bring to the school committee uh probably the next school committee meeting so we can let our staff know what we're looking in terms of the cost and a more defined opening date so
038people complain we hope to have that to bring to the committee as well the next meeting so so once we've operated in that fashion and the person that we hired as our director is working on getting her chapter 74 license so that she can teach in that program as well next year and then we would just need to hire another another instructor for that for chapter 74. we will when we open the program we'll have to hire to us to us so since you have to have so many assistants for so many children that you bring in so we're that's what we're the amount of staff we have to operate this program will help Drive what the fee will be for staff to utilize it so we want the whatever it costs and staff we
039want to make sure the fees cover those salaries anything further okay do you need to any more about the capital skills Grant gun the only thing on Capital skills um in pursuing that I guess um I would like the committee to approve moving forward on that because this particular Grant will be a lot of work putting it together uh it'll be Susan and I'll spend a lot of time with her over the next four weeks getting that Grant together but I think it offers great opportunities to be able to expand our school and offer more seats to students moving forward by having that extra space both the shop space and classroom space and allowing us to you know bring in another 100 to 150 students which 100 students brings in about two million dollars which
040we cost cover our costs in terms of the expansion of personnel and and the space can you clarify with Susan there's like four seasons which is you said Susan can we have a last name oh I'm sorry yep Mrs Fitzgerald yes so I when you are applying for this grant you said it they're giving out any way from 1.2 to 5 million dollars how many different areas in the school would that be are you just scaring this towards the aviation program for expansion of numbers um so thinking of the numbers of children you could bring in you gave a number in excess of a hundred what shops would they all be in so how many different shops are you looking to apply this grant money should we get the whole five million dollars so the
041reason I've contacted an architect to come in and meet with me is to look at three spaces a space where Aviation can go we're also looking at a space over by carpentry and HVAC where we could expand well as part of this plan expanding carpentry not carpentry but Horticulture in his making more room for Horticulture because we want to move harder harder culture out of that space the long-range plan would be to turn Horticulture into another cafeteria because as we bring in more students we need a bigger calf our calf wouldn't hold more students So the plan would be to take the Horticulture space turn that into cafeteria The Architects already looked at that once it's actually a perfect place both because it's in a different location in the school where we can keep the
042traffic patterns uh flowing better not having to go on one space by expanding one cafeteria and also because it's on the first floor it's uh it's got a floor space that works well uh we wouldn't have to in fact we wouldn't have to do much with the floor much with the ceiling it's a matter of putting in some Refrigeration some windows and the kitchen certainly probably a five hundred thousand dollar job but um but that's part of the larger plan but so what we're looking to really do is get three shells up three shells up with the five million and then possibly finishing up some of the inside work ourselves with the students so that we keep the costs down and impact have a better impact but that would allow us on the second floor
043to expand our classroom space over by carpentry and over by uh HVAC that's that's why I'm trying to bring the architect in to see what what really makes sense and what's feasible but I don't think we can expand more shop space but also Banning classroom space in order to make sure that we meet the needs of all all programs so once he comes in so the next step was really to if we're going to pursue the grant bring them in um and then then we'll have a better understanding of what's feasible when we write the Grant and what makes sense Mr Fitzgerald yes one last question when did you say the capital skills Grant deadline for application is uh the end of October and has the architect been here yet the architect well he's the
044architect hasn't been here yet but for him we're not looking for him to do any design work we're looking for his expertise on square footage and the kind of space that's going in there so he's not going to do any design work he's just going to make a recommendation what kind of costs would be based on some of our thinking if it's feasible or not so that's all we're looking for from him anything further yes from Frank you looking for a motion make a recommendation superintendent please I would make a recommendation we pursue the grant by having putting it together uh and um bringing the architect in for some feasibility work and um then we can put our numbers together also what will be important in the grant is we're targeting specific programs that will
045help get us the Grant and I say 100 students for AV uh 100 if we start an aviation program that'll bring in almost 100 students just for that one program it's not 100 students right off the bat but over time you know each program each new program you bring in about 25 students 20 to 25 students a year so it's almost 100 students per anywhere from 80 to 100 students a program so if you had three brand new programs you're talking you know at least 250 students gets us up around 1900 students and given that we you know turned down a thousand students this year there's certainly a demand for it it was a very long recommendation discussion all those in favor aye anyone opposed okay busing update superintendent um can we can we move
046that to Executive session because it's about contracts okay just time to accept the motion to uh table the busing uh update discussion all those in favor and you want to post okay update on Cosmo and excuse me update on Cosmo culinary education situation please so on cosmetology since we've been renovating that shop students well the Freshman programs we've cleaned this section of the new space where the freshmen can run their program so they're spending some time in the shop and sometime in the library the upperclassmen had been working and learning in the library a lot of the first three weeks of the two to three weeks well mostly two weeks each grade so we're looking at four weeks is spent on safety so we expect that the space the floorings do the 16th they told
047me it was going to be completed after some discussion with the manufacturer today and the counters are going in on September 28th and will be done on September 30th and so once the calendars are done in the floors and we can move in so by the end of September early October we'll be ready to have the students back in their space and anytime they're working in the library and and they had they we did do another section uh this week uh where some of the journeys were working in the new space and one of the uh back off the corner where the seniors are eventually going to be so we've done some preliminary work in order to keep them going and trying to make sure that they still get some learning experience shop hands-on experience
048they don't have they have their chairs they have the cabinets they don't have um you know the water running the way they need it but right now they have they can work with their mannequins and still meet a lot of the standards and Frameworks that they're working on so given the situation we've been trying to make sure that they continue to get their hours under this under these conditions so we've adapted the teachers have adapted some of the curriculum to because of the situation in the culinary program the renovations is not impacting any of the their shop space so their their restaurants aren't open but typically this time the first month they're doing safety and the rest typically the Reggie and the Four Winds didn't open until the first week of October so we won't
049be far off of that when we open the when we open those spaces so probably the first week maybe the second week of October the restaurants should be able to open I think the Four Winds while waiting for just half the flooring materials arrived we're waiting for the other half which hopefully that'll come next week after a conversation with the uh flooring the manufacturing company today the restaurants all painted it's all completely painted and ready to go so once we put the Florida on the cabinets may not be in but we could still put the tables and utilize the space for the Four Winds itself uh so we can have some services in that space if we needed to um and the cabinets are doing on the 26th I think of September for the Reggie
050Cafe and there's not a whole lot of cabinets but cabinets encounter where they where they do that typical serving in the Ridge cafe should be ready to go um early October questions or comments Mrs Fitzgerald yes um this might be a naive question but should the flooring for cosmetology not come in because it was supposed to be and it's supposed to be in supposed to be in can we put everything else together for the remainder of the school year without that flooring so that they can actually work in there or is the flooring a must in order for everything else to be done the as I had mentioned to you last week The Unofficial greater Lawrence Tech website where the parents get to gripe with each other um or sometimes say positive things most of
051the comments have revolved around the fact and in particular the upperclassmen that they're not in their shop doing what they're supposed to do so is it possible that we can put it together let's say it's not in on the drop dead deadline that they told you it would be here and as it's still being manufactured can we just put everything else down and work for the rest of the year on the flooring that's there right now so once the counters are in and the sinks are in once the counters room we can put the sinks um then we can move in even without the flooring down We'll Wash the concrete floor they can work on the concrete floor when the tile when the flooring comes in they can put that in on weekends that uh
052we can work with the contractor and he's been very good to us we've worked with them for he's been putting floors in for us the last 10 years I'm sure we could work something out where he would lay the most of the flooring on weekends it's probably a four-day job to put the flooring down so um we can work something out with them but the students can occupy the space once the once the counters are in we can put the sinks in and then they can occupy that space Mr Cheryl yes as a follow-up to what you just said John if the flooring is not here on the drop dead gate that they said I on behalf of the students and the parents would want to vote for that as an official we're going to
053let them in there at whatever date we say if the flooring's not there we're going to go ahead with it um I just think it's really a shame that in fact they're going to lose I know that the kids that need the hours are getting the hours but in practicality they're not so we have to do something for them yeah wait once the count is down we can definitely let them utilize the space as if it was totally completed it's not a problem without the floor at all that's not a problem at all um I think that you know the difficulty I think as every construction project in the country is dealing with is the supply chain which is totally out of our control these the flooring was ordered back in May I think I
054looked at the PO today was May 24th the flooring was ordered and it was supposed to be delivered the first week of July there's been some complications with the POs and the systems and the way they operate but we've straightened I think we've gotten it all straightened out today we spent a lot of time on the phone with them today I think we finally got it so that everything should be coming in now there was some they were holding up some of the delivery I think we got it clarify today and it should come through this week except for the one the one flooring that's not totally completed which will be totally manufactured on the 16th and they said it would be delivered would then be shipped out two days later which means the 18th
055of September so but I don't know how long it takes in shipping maybe it's going to take five days maybe it's going to take two weeks you know it's now we're looking at Trucking how long is it going to be to before the trucking gets it out here so it's hard to know any of that because that's basically been part of the problem but uh it's you know it's a situation it's really a lot it's just been out of our control anything through okay uh report from committees um old business district committee priorities policies uh section B section bdb uh school committee offices and BDC appointed committee officials motion on that please I'll move to prove as submitted on the following page what's the support okay um any discussion questions comments all those in favor
056aye anyone opposed okay any new business I see nothing listed tabled matters Personnel considerations um resignations HVAC instructor effective 9 6 of 22. oh I'm sorry before we move on sorry okay we were supposed to do the superintendent goals and everything this meeting are we postponed back to our last meeting in September it sure looks that way yeah yeah yes we will yeah you're not ready for that anyway generally no I think that's when we had targeted the last week of September I I I'm not gonna last meeting I thought I gave it a I thought we gave it a um a calendar of that and I thought it was the next week I believe it was at this point it's uh it's going to be yeah be the next meeting thing yes um we
057approve this job posting the director of facilities pending um some changes to the um to the job description and I've been looking and haven't seen it posted yet yeah it's going to be posted tomorrow morning we have been rewriting it in uh but it will be it will be going out first thing tomorrow we were we were going to try to get it out today but we had a few other things going on so it will it will be posted tomorrow are working on getting it out there tomorrow Vivian um I just want us to I guess remind one another um and it just dawned on me so under tabled matters if the evaluation was supposed to be part of this meeting why isn't it listed on the tabled matters section and um I know
058that Mr Hayden isn't here but he had wanted to add something to the agenda because he's not here we're postponing that to the next meeting shouldn't that be under tabled matters as well no or technically [Music] Insurance under future agenda items so how do we go away from not forgetting so it's like if if cirilla would not have mentioned the evaluation it would have slipped my mind and I would have come to the next meeting and it would slip my mind as well because I'm not right well the super the superintendent's records uh recalls that it was due for the next meeting not this meeting okay all right I don't you know like you're saying that was the superintendent's uh recollection of it he doesn't mean yes and I'm just going to deviate a bit
059before we move on to personal considerations and maybe I should have addressed this under new business um there were two questions that I had um it's probably targeted to miss silinsky um and I'm not sure if this is something that I need to add um as a for the for the next meeting um from my understanding there was an assembly done for you know I don't know if it was the first day of school um and I some parents and students want clarity as to what was said one of the concerns were if the students arrived late regardless if it was due to busting concerns would they be marked as tardy and then the second question is if a student is sick with kovid and they have to be out those days because of you
060know because they're sick are they considered absent I think I don't know if there's confusion but I I wanted clarity as well that way I'm able to relay that information to the students and the parents oh okay yeah it could be added briefly okay and then expand through the superintendent if you need me to okay so um the first week of school we always have assemblies by grade level and our assembly is really um we we review and discuss our core values every grade level changing it depending on the grade level and part of that is in terms of high expectations in arriving to school on time what was said is that if you are tardy how and it was dirt it was due to a bus issue that does not count oh so if
061you are driving yourself as an upperclassman and you arrive late then you are marked tardy but if it's due to a busing we have a different code so any student who is late due to a bus that does not count as a tardy okay what about the covert so at this time there are no there's no coveted guidelines that would allow us to not count students that are absent due to covid so students have 14 days absent regardless of the reason um if they are out due to covid and they extend beyond the 14 reason the 14 days then we would look at that case by case but if a student is absent right now due to covid that is it's like a medical absence like if they were out with the flu okay okay
062I just I have some concerns um as you know due to a student maybe not wanting to be marked absent for 14 days they will show up and not say nothing you know that's a concern of mine um but thank you for the clarity anything further Frank yeah thank you Leo so so they gave Mark tardy one day come in with the bus but it's a special code so there's a special code that marks some tardy so does that go in it I'm talking about buses you're not somebody who's roped himself they should be tardy if they are driving themselves because they're responsible to get here but with all the bus issues that we've been having and not just us um I know there's a code that they gave Mark tardy but does that Authority
063goes on to their record okay that'll be my concern no it does not it distinguishes between someone that just arrived Hardy or if it's as a result of a bus so that does not go on the record it's not accounted against them okay anything further okay getting back to uh resignations HVAC instructor of effective 9622 custodian effective 99 of 22 no leave of absence no retirements uh appointments a director of facility in operations an interim director of facilities and operations John do you want to expand on that so at this time I would like to appoint a director of facilities and operations Robbie has been working uh six hours a day every day at the end of the month he'll start to go I think it's the end of the month he'll start to go
064two days a week so I'd like to get somebody in place we have someone in-house I would like to appoint interim until we go ahead and hire someone to take Rob's place until we go through the hiring process and get somebody to take his place we have a person on in-house set has a lot of experience knows the building has worked closely with Rob and would work continue to work closely with Rob um he knows the hea C system in the ventilation system is able to operate the um the technical aspects of the system remotely from home including from home uh is a and has been since Rob retired has been coming in to take care of anything that happens in the evenings and nights those electrical systems well because it's done a lot of
065work on the electrical system so until we can get someone in place I would like to uh um have the committee approve me uh go forward in a point so in interim okay we have a record we have a recommendation from the superintendent I have a motion on that please uh I'll make a motion but I have a question we'll get you a question I promise you okay do I have a second do you have a second oh sorry uh for discussion Mrs uh Fitzgerald yes I stepped out to get them to turn that music down so I missed the very first part of um but they listened to me so that was good um see uh I missed the first part of John's but I want to go back just to make sure um
066John talked earlier about the posting of the position is the position being posted um is the position being posted looking for the interim or is the position being posted tomorrow with the new um language and if so don't we need a copy of that to see it before we do it I have no problem um keeping my motion as is but I just want because I stepped out I just wanted Clarity on whether the two are intertwined I guess is the word superintendent yeah um the intent is not to pose but just to hire someone in his interim that's from the inside the building if I post for an interim it may take them more than a month to get somebody on board with Rob being gone and it's going to be vacant with nobody
067overseeing the facilities so I'd like to just uh and then we're going to post the position where we can hold off if the committee wants to see the final posting I can bring it to the next meeting and we can hold off and uh and have the committee look at that first if you would like anything furthermore um no I would like before the the total position is posted I would like to see that new language um so that because it was con so much confusion the last time we were looking at two separate pieces of paper so that we are all looking at the same um job description so um now that you have clarified that uh they're two separate issues I'll um leave my motion as is okay anything further Mr Cirillo yeah
068um when was this person asked so and I'm and this is what boggles me because I remember even here with the motion that we had made for a job posting that hasn't been posted yet but yet I'm getting calls saying that somebody was put into this position um two weeks prior to us even looking at the job description and now here we are having discussion about an interim so the transparency to me is starting to to waver because now we're looking at we like we put somebody in this position you're coming now to us ask to put somebody in their interim the job posting hasn't been done yet but yet conversations are about a person already having the job without it even going through all the steps so the um that's why the intent to
069post it tomorrow was it was the intent was to post it for tomorrow the I think part of the mix-up with why it hadn't gotten posted was um Susan uh got has been out um uh sick and so she when James was out on vacation Susan was posting there was some changes that needed to be done and then when Janice came back Susan went out and so there's been some confusion back and forth on on that particular posting and that's why it hasn't gotten posted yet but the intent when I met with with Janice today to revisit the posting to make sure we got it right and that I think that's the reason why it hasn't gone out yet because we want I wanted to make sure that there was Clarity on what we were
070putting out there because there was two different applications two postings that came to the committee and I wanted to make sure that it was correct so um between all the confusion between everyone people not being in and people being out for different reasons that's why it wasn't posted yet um but I think that's why uh Janice and I were meeting tomorrow to make sure that we get the correct posting in but I'm I'm happy to wait or I'm happy to post it tomorrow whichever the committee would like me to do but we still were still regardless we still need an answer from whether the posting went out this week or not we would still need an interim to cover for um for the facility while while Rob is no longer here oh my question my
071question is still the same I'm the job posting I I understand and as Maryland's question I'm glad Maryland brought that up because it does we should review it make sure that it is what um what we clarify Grace because we did we were looking at two different um job postings that that night but we approved it based on changes so that and I was looking at the the notes um but that wasn't my concern my concern is that there was a person the claims are the person was put into this position um given the position without it coming through through here um especially since we didn't even vote on that position until last meeting which is what two weeks ago Maryland two weeks ago yes so I want to know if you've already assigned somebody
072as an interim over two weeks ago and if so which here here's here was the lemonade and I agree that we're going to have to have somebody in there in the in the mean Center until somebody gets hired because we went with a without a Director of Finance for almost two years a year or year um so my so but if that's happening then we're not being transparent especially to everybody yeah well I would say in terms of um I don't know who uh sent out any rumor that said we had that the job was taking because it didn't come from my office or I don't know who it came from but it certainly was just a rumor that went out there people make assumptions or I mean you got 200 something people here that
073might be making assumptions thinking that somebody has a job when they don't have the job I do know that um whenever Rob was out this year vacation or any time one of our custodians always filled in for him so maybe someone's making an assumption that's some where the assumption's coming from but nobody has been appointed interim up to this point um um until the committee makes a decision to go ahead and have me do that to appoint someone into him um but in terms of anyone having the job that that never came from my office or anyone that I'm aware of that that had suggested that I don't know who the person spoke to but whoever he spoke to didn't have accurate information Mrs Fitzgerald yes um it's my understanding I believe this was set
074in a public meeting that Robbie has agreed to stay on until a new person comes on but more importantly he has agreed to be here until all of the projects that we presently have going are finished so um I totally understand the need for Robbie to be retired but that in fact the building is not being left taken care of and it's also my understanding that um the gentleman um that you are looking to post as interim already and for quite a time now has done weekend duties so that Rob was not any longer having to be here seven days a week so on that basis I feel that we'd have two things we have Rob here until it's done and I believe you told us two weeks ago that whoever gets the position Rob
075will stay on two to three days a week until this person knows the building almost as well as Rob I think we all agreed that no one there is only one Rob and no one will ever know every inch but that um there certainly are people out there capable so again I'll leave my motion um and Frank I never heard um until I asked John the name of this person I didn't even know who he was and I still don't know who he is I'm sure I've seen him someplace in the building so I had not heard that rumor at all that someone had already been posted for this I mean uh appointed and I think probably payroll would show that that did not actually happen okay anything further Mr cirola do you wish to
076uh amend your uh second I'm in the second tool that's good any further discussion all those in favor and anyone opposed would you uh please call the roll when you have a moment Janice please Tesla no this is just cyrillo no more yes motion carries three two okay um John the yet oh oh I'm sorry I thought we were done that go ahead something that was mentioned immediately prior I believe when I was out the door um I I just want to make sure that we get to see the actual wording of the posting so if we can wait till the next meeting for that posting um sure yeah don't see why not it's been in this long yes uh Mr Sewell she didn't that wasn't a motion that that's already gone yeah right to
077a point not when it was no no no not the answer with the full-time with the full-time concept the one that we we had a lot of questions on the last meeting okay she wants she would like to see that revised that revised language before we post it two separate things two separate things I guess you could put that in the form of emotion I don't know if she did or not but put that in the form of emotion that she made a request I mean just Mr Cirillo or Mr Vivian sorry okay someone is the only difference then is that this is an interim position yes wouldn't it fall under the same guidelines regarding their the requirements that you're seeking not necessarily no it's just it's an instrument position it's a fill-in so they
078yeah right but it's not a per it's not a permanent it's not a permanent thing something to get us by Mrs Fitzgerald sorry I'm so sorry yeah I'm fine with I I guess I would like I'll just make the recommendation that or I'll make an emotion whatever the committee wants that the full position replacement for Mr charest I would like to see in print the job description that was discussed at length at the last meeting before being posted okay we have a motion do we have a second do I have a second could uh could Janice could you repeat the motion please to please bring before the school committee in print the full-time position for Mr charest before being posted the director position collect does Mrs uh Mr will have a second uh Mr cirola
079where this is uh the guys retired or retiring and we went through lengths and and I agree with you Mary we definitely need to see it um but I don't think we should tie the superintendent's hands from posting the job maybe you could send it to us and we can review it if anybody has questions contact the superintendent or whoever that way it gives him time to close the position yeah I understand because we did vote on this that's very Corrections that's very very nice of you but the problem being is that if somebody did let's say somebody looked at it and didn't like the requirements they couldn't do anything about it without a vote of the committee so you know you can look at it you know yeah yeah you know he could send
080it to us but if uh you can't you can't move on until the entire committee says yes well no four members of the committee say yes sorry we have to be the entire well majority majority that happens to show up that evening how's that okay second okay further discussion all those in favor anyone opposed okay uh John the job post the following job posters we're going to do them one at a time okay please the CTE access liaison on Union positions the CTE Equitable access liaison it's a non-union position salary range 50 to 65 000 Grant funded through the uh 112 Equitable access Grant in Perkins Grant expected to start the expected start date is 10 122 it's a replacement position jail accept the motion you have a second discussion all those in favor anyone
081oppose guidance uh record skin a guidance record scan destruct destruction scan and Destroy Student Records per 603 C mr23 0.23 I mean 23.0 up to 75 hours per clerico CB stipend school year 2223 annual position it's a recommendation from the superintendent you have a motion you have a second yes a second from discussion yeah for Answers by Frank sorry that's okay Leo um the guidance records can is that a new position or they're going to be like a a stipend position for somebody just to do it's just for 75 hours just somebody from the U there'll be someone from in the building or a clerical person so any other discussion all those in favor and one oppose custodian slash bus driver um so custodian uh custodian uh Slash I mean parentheses bus driver for custodian
082contract school year 2223 it's a replacement position um so we're what we're going to do is we'd like to post that we would be asking this custodian to to carry a bus driver's license or at least be willing to get a bus driver's license what we're trying to do is and and when we go over the custodian contract you'll see some language there trying to get some of our custodians to carry a bus driver's license to help us with some of the issues we're having with the busing company right now mostly for short runs using our Mini Bus our mini buses which would help you know usually if we could run out and do some of that work so if we had custodians that were when they come on at 2 30 could do a
08315 to a half hour run and and then come back and do their position so we're looking for that as a as a posting you have a second second discussion uh yes Zola so it says replicas you asking a custodian to be also a fast driver and that's new right that would be a new thing so we're looking to replace the custodian and we're looking but we've added the caveat that we do want to um them to carry a license but it's still fill existing position that exists now custodian if we couldn't find one with a bus driver we'd hire just a custodian but just also oh go ahead it works because now you also give me reason for those people I know the duty when you're asking them to be a bus driver so
084I just need to want I'm looking to understand how that works in terms of the job yeah so I've I met with the custodians and asked all of them if any of them would be interested in getting their bus driver's license which we would support and they could take the uh program in the course at no charge um and so we're trying so in preparation of getting more custodians with bus drivers we thought we'd try to post and see if there was any bus drivers out there might be interested in coming to work as a custodian for us as well so it's basically an attempt to get someone out there that has a bus driver's license that might be interested in applying for this custodian position that kind of help us in two ends both
085in custodial work and in bus driving different um under their new contract they would get paid different but we haven't gone over that yet so the committee still has to vote on that so we could take the bus driver part out if you prefer for now I'm not I know for the contract that will involve that and I'm not comfortable with this at all right now yeah so I I have no problem just posting for a custodian and then um once you approve the if you approve the new contract you'll see how that language Works who made the motion now you wish to adjust your uh your motion Maryland no no I think you yeah it was you yeah sorry you're confusing a very confused person here yes custodian only right we'll address that a
086little bit Mrs uh did you second it yes you did then I will adjust mine but I also surprise surprise you're gonna come go ahead all right didn't we last year with Athletics post for people to be bus drivers for some of the athletic things and wasn't there a custodian that did it I I'm just thinking I know I don't want these two things together um because you want a custodian first and foremost as a replacement position and then fine if we then post for bus drivers or people to get it but maybe I'm thinking of covid but I really felt that we had such a shortage because of the bus contract and them not having enough people didn't we pay some people here in the school to take our kids to athletic events and
087would that be a similar thing you just shut it off too so the difference on that is uh if you're taking students to an athletic event that you don't need a bus driver's license if you're taking kids home or picking them up you need a bus driver's license so that's the difference so in the case where we have Coaches Driving the Vans bus we don't they don't need licenses yeah right they only use a specific D7 license Mrs Fitzgerald do you have another question no uh uh and I will agree um we should definitely need to vote on the review the um contract because if they change the pay scale adding on this then we have to go through that process first before posting this we could bring this back John and that's all Leo
088is there anything further on this matter all those in favor aye anyone opposed okay custodian slash maintenance for a part-time position superintendent please yeah looking for a custodian maintenance person part-time many a Time many times we need something to be done when students aren't in the space and this would having someone we used to always have a weekend custodian or after hours custodians that would come in and and do some of the things that we couldn't get done during the day but because of students or because it was night school or it might take two days to get done so I'd like to get a part-time custodian back on when to have them work when we needed them sometimes it would be just replacing a custodian at night as well so if a custodian calls
089in sick we'd have a backup person to call so we would use that person that way as well so and they would be per the custodian contract there's a recommendation from the superintendent I have a motion on that please so second note second do I have a second oh he's second well I'm sorry I didn't you're usually a lot louder than that Maryland you know so sorry about that uh discussion all those in favor and you want to pose cohort facilitator for the bar we have a bar uh stipend position so we're looking for a cohort facilitator for the bar program uh it's a stipend position for 2022-23 it's an annual position Susan can you tell us what the abbreviation for bar is yes um it's b-a-r-r building assets reducing risk um I believe some
090of the members came and spoke to the committee last year so we have um grade nine bar we have groups of teachers and other support staff that meet to convene and have those meetings we're actually advancing it to the grade 10 we're excited to move this up to grade 10. so those meetings will occur during our professional collaboration time and the role of the cohort like the bar facilitators is actually to plan and organize provide data and work with the administrative team ensure to ensure that the um the the data cycles and the meetings for those Grade 9 and 10 teams run smoothly let's go I'll say just further discussion yes I remember exactly why when they came before us and the work they did with the students this is definitely something we need to
091should be supported anything further dollars in favor anyone oppose HVAC instructor John so we're looking to replace uh AC instructor who is our brand new instructor that uh resigned before the first day but we need to repost for the position um excuse me okay the recommendation from the superintendent discussion all those all those in favor they want to pose future agenda items admissions policy update MCAS or MCAS uh strategic strategies and at this time the chair would like to the ongoing projects like the table left Mr hate that was Mr Hayden brought in like the table that at this time you have a motion to table discussion all those in favor go ahead and Francis no just well no just the ongoing ongoing uh projects I don't see any discussion here from the MCAS and
092do you have anything to add to the mcasister any of that um I didn't see anything listed here not not no not just not the table but to move a future items future agenda values yes we're good we're tabling right now the ongoing projects that was that was by Mr Hayden had brought that up at the last meeting and he was unable to make this evening because the increase in the MCAT scores so we're going to move that to the next meeting sure we can move that to the next meeting certainly we can move all three of these admission policy the MCAS uh strategies and uh the ongoing projects have a motion to table those three items uh discussion all those in favor aye I want to pull anyone opposed okay uh this time we
093need there is a need for an executive session for the purpose of collective bargaining correct I have a motion foreign could you call the roll when you have a moment please huh I got two seconds so I got a second and a third I got a second and a third yes we'll be coming back here to adjourn foreign yeah well I don't know the hiring another bus company uh I think we should do something myself personally um on that idea I mean the bus situation at the moment is uh impossible I don't uh I don't think it's I'm sorry I don't think it should so and I think we should do it as uh as early as uh as tomorrow especially if uh a bus company can uh can step did they say they could
094step in as early as tomorrow we'll be able to do it tomorrow because we'd have to negotiate a contract yeah okay sign an agreement and make sure they have the proper credentials safety uh in their buses meet all the safety standards right I understand that yeah okay and uh I I I'd also like to I'd like somebody to add to this motion too that we direct our legal Council to expedite it uh sometimes a legal counsel has a tendency to put us to the back burner I know that wasn't nice to say but uh I think it's uh I don't I don't think it's something that can wait three weeks for a legal opinion myself personally I think we need to take care of this so whoever wishes to try to repeat that good luck
095I think I will not need to repeat that because Janet caught all of that his emergency situation we're having kids on buses for almost waiting for buses for almost two hours before getting home and then having to expect them to do their school work and be here the next morning I make them emotion discussion all those with favor one opposed any further business superintendent uh no the chair accept the motion to adjourn second all those in favor anyone to oppose thank you very much well good luck yes absolutely [Music]
