bear the board that tonight. Um, uh, but I did have a question on starting with R 3160. Um, Who wants to pull it up or Oh, Daniel, you can do it. Okay, thank you. >> Um, no, the transfer of funds between category amendments. Yeah, but that's not the same one I have. I don't I don't see 3160. >> R 3160. It's transfer of funds between categories. Semicolon amendments. >> Is it R or P, Mr. T? I'm sorry. >> It is R. I can read P is the one before. uh business non-instructional operations transfer of funds between categories dash amendments. She's got P up there. It's the next page. At least in the moment I was given. >> Is there a page number on the bottom? >> No, I don't have page numbers on anything. >>

Unfortunately, not >> through the chair. It's page nine of the packet. >> Page nine. Okay. I'm going by what we have in board book and I don't see 3160. >> That's it right there. And I I I guess the question is um why is this in here? Um uh starting with uh uh I mean I had some some questions in A and B about the way it's written because it's uh you know this is the only place where we refer to a committee chairman and the chairman but that's minor but then it in B we refer to a business manager we don't have a business manager um and then in D and E uh we I mean, e we we get to the board of ed will provide a written explanation of a transfer made

under emergency circumstances to the city's legislative body >> or the legislative body is if the legislative body is a town meeting um to the board of selectmen and I don't even know why that language is in there. So, it struck me we were using boilerplate language and that this is not relevant to Bridge Court that this was a section that we pinched from you know boiler plate that doesn't apply to us. I understood the gist of what this was trying to do. But, you know, beyond the fact that we refer to chairman in this section versus everywhere else we talk about chairpersons uh or chair um we then refer to a business manager that we don't have and referring every all the problems to the business manager or the legislative body. Um and we don't

do that. >> Sorry, I was talking on I was on mute but Mr. Nquil >> uh through the chair I mean I agree with T mr treble board member chair I can't agree with him more again we just don't copy carbon what >> has written you have small with all due respect you have small dingy towns >> that we're trying I mean Britford is big we have the finance you have the finance department the the the board entity is different from the city entity. Yes, we have to follow some of the legislative guidelines. But again, I haven't even seen this to be very honest with everyone. >> Although I I figured that that's what happened to the chair. This is a regulation and it doesn't even need to be in here. It's one of those

things where we we kept that in for consideration for the board. So this regulation could be totally removed. You got to go to the policy. Uh on the next page is the policy that needs the board needs consideration on. Just remove it. Uh and we should be good to go. >> On the previous page, right? >> Yeah, on the previous page. >> Right. >> That one there. >> I understand that. >> Yes, that is that is the policy that we need to um make happen. >> Okay. So, we're going to just remove this. >> Yes. Get my pencil. >> Um, >> Mr. Tra is probably not finished, but I do on 3160 if >> that make it cleaner. Mr. Traver, do you mind >> in this very section? >> Yes. that we just removed >>

to to P 3160 to the policy that we're on right now. >> And it actually goes into something that was on that other regulation that I didn't actually see before. >> Okay. I don't >> Mr. Taki, go ahead. >> Thank you. Um yeah, the very first line, the superintendent may transfer up to 49 99999 of any unexpended portion of approp Oh, that's actually Miss appropriation for school purposes >> to any other item. Um I'm I'm looking at a lot of our policies and we got a very consistent number of $25,000 as being a triggering amount for being a material thing that requires board oversight. And looking at the point, Mr. Traber just pointed out in that regulation it actually had any line item transfer must be approved by the board. So So I I I

would like to change the um first line to read um up to $24,999. This way it stays consist consistent trigger point of $25,000 along with our contract along with everything else. So there's no confusion between lines uh when something is triggered that it requires the board's approval. So it doesn't get >> I'm going with Dr. Avery and or Dr. Ciano, whoever wants to take it over. >> Let let Dr. Dr. Ciano go ahead. >> Sure. Thank you through the chair. Um I think we just need to clarify that the difference between the purchasing guidelines and these are the transfer guidelines between these six major object codes in the budget. So, I think the intent of this policy is to allow a little more financial leeway when it comes to transferring funds between these six major

accounts that are not considered purchases, but that anything that the superintendent does with that $25,000 range would still be under the purchase policy. This is for the specific reason of transferring funds between these specific six categories and does not apply to purchasing. Absolut absolutely understand that point. Um, I do know the difference between the two categories and my purpose in pushing this forward like this is to set a level of accountability at a certain dollar amount across all categories that would trigger a closer look board approval >> because then otherwise we're in a reactive mode of a transfer of >> I mean I mean there's actually no no provision or protection for multiple stackings of 4999 999 and we potentially transfer $300,000 between meetings without notifying the board until the next meeting or having approval

and being individual transfers and um structured in a way to get around. It's it's just um I really think the board needs a protection of approval of $25,000 across all boards especially in light of the regulation was already written at any line item transfers. I mean, I've been I've been to board meetings across the state where in the packet they they doing little as two $3,000 every single line item. Now, I don't want to get to that level of granular granularity, >> but I do believe we should remain consistent about $25,000 because $25,000 is substantial for some actions, but not for others. It just seems inconsistent. Thank you. >> Well, I just I just want to add and then Dr. Avery, you can go. Is the next section talks about when it exceeds 50,000, it

it should go before the board. So, it's not going to get to 300,000 in transfers uh because that's the accountability piece. But Dr. Avery, >> yeah, and just to add to that, you know, uh Madam Chair, you you guys are putting more work on the district and I understand the safety net that needs to happen. But full and under full transparency everything that we do is going to be very transparent to this board you know and what you're doing is you know and I think Nester was probably getting ready to speak about the same thing is this is a standard policy when you look at most school school districts in the state of Connecticut this is the this is the policy that is governed yes there there's anomalies you know u you know but again

I I understand your need to to micromanage the superintendent in the spending. I get that because of the past >> of order. That was very insulting and engaging in personality. I'm not attempting to micromanage. >> Dr. Abby has the floor. Dr. Abby has the floor. >> And I had a point of order that was very disrespectful. >> All right, Dr. Ed, it wasn't a knowledge. Dr. Abby still has the floor. >> My my apology for, you know, if I disrespected you in saying those words, but again, it's just a matter of the work that my staff and I have to do to try to get and make sure that the transparency is there. and we will make sure the transparency is there for the board members withever policy that is chosen. Uh again, I don't

think everybody understands the magnitude of it. Uh and hopefully we will be able to hopefully kind of work through and have a compromise sir. And um this policy also in within the policy if you go lower Daniel I think you're scrolling if you scroll to the um to allow scrutiny like in that in those sections there it talks about the in the we're going to add a policy where we're going to have to furnish or the the superintendent's office will have to furnish a report monthly. So this is that adds to the transparency piece. we're going to see these um uh transfers in the monthly reports which is something we haven't had. So that I think that also adds to the transparency piece. Um but I'll let I see Mr. Nickel if you have to

answer a question that >> Yeah. through through Madame Chair. I mean we're using K but the city of Bridgeport has five five sections or five categories if you want to call it that. One is personnel. You can do transfer within personnel between in a time and a half over time, one time overtime, two and a half overtime. You can do you cannot predict when somebody when which day is going to fall into a holiday to trigger two and a half time overtime. Overtime is overtime. It's an aggregate. Salary is a salary is an aggregate. Then you have other personnel which is Medicare, Social Security, MURF, health insurance. Those category are grouped as a group. You can't tell who is going to have a baby, who is going to get divorced, who is going to do

what. So, I guess what I'm trying to say here, health insurance can go over, but as long as the, let's say you budgeted $200,000 for that category between Medicare, health insurance, and everything. As long as you don't exceed that amount in that category, you're fine. The city doesn't go to the to the city. I don't go to the I never went to the city council for that transfer. So each category stands on its own as long as you don't exceed the total amount in that category. The same thing with utilities which is you know operating expenses between water and sewer. You don't know which one is going to go up. It really doesn't matter if sewer goes up, you transfer to pay your water bill is within operational expense, but within that category as long

as you're maintaining the total amount allocated within that category. If you're going to go cross over from operational expense to purchase goods now, you have to go before the council. I don't care if it's 130. So the control of the 20 I mean to to address Mr. concern even if you transfer within that category between water and sewer and you're doing a work with Bridgewater hydraulic for a P pipe that busted and it's going to cost $50,000, you still have to go before the board and notify them that this purchase or service is more than $25,000 but it happened on the emergency but paying light bill, paying water bill, paying sewer bill, what are we going to do? Not pay it, wait for the come before the board, they will turn the lights off. I

mean, let's just be real. So, as long as you don't exceed the city has five categories. The next board meeting, I will show you all the object codes that are within those five categories. You have salaries, you have fringes, you have benefits, you have operational expense. Then you have purchase services where you that where the board should be more concerned with with purchase services because where that's where outside vendors or contractors are are paid from. You should be more concerned with project services, landscaping equipment, electrical equipment. I mean if a lawnmower goes down they you know they really they can transfer between electrical or safety equipment to purchase a lawnmower is within the operational expense of under public facilities. You've given them say $300,000 or half a million dollars within those road uh transportation equipment

office equipment, roadway equipment, public safety equipment, uh renting a you know renting air conditioner in case air conditioner in a school goes down for electricity. You you give them that flexibility because you don't know when the heat is going to go down. So they can rent a a they can rent a portable heat or air conditioner for two months big one to cover the whole school. So it gives them that flexibility but they have to cut within another operating expenses in order to contain that or maintain that expense. >> Got um yeah just a clarifying question. Um you're saying these transfers the intention of this this um this policy is to guide us within each object hold not to move >> within each within each category >> within each category because that's that's not how

that's not how it's written and that's um perhaps could be fixed. Um, >> yep. >> It says, "The board of education shall be notified monthly of any individual transfer of funds between major object object codes." Perhaps they should read within major object codes to clarify that to clarify to clarify that $50,000 don't get moved from salary to purchasing without >> Does that make sense? >> Yeah, through the chair. Thank you. I think it's between major obser because sometimes the finance department will need to pull money from a fund if it's not expended to assist with a different category and as long as it's up to the $499.99 that would give the finance department the flexibility uh to do that. I think that's why it says between >> honestly personally through madame chair it should say

within the category 49,000 if you're going out of the category you we the finance department has to come to the board for that if we're go you see the terminology object code is very confusing object code is office supplies is very limiting. Meanwhile, you have over 40 something object codes within operational expense. You can transfer within the object code as long as you don't exceed again between traffic control, electrical equipment, cameras, landscaping equipment, office equipment rental, public safety equipment, roadway maintenance. Those are considered operational expense to keep the district functioning without much disruption. But you cannot go over 50,000 $49,000. You cannot go to operational category account and transfer money more than 50,000 going into fringes. You have to go before the board. That's the way you see it handled. >> Without it, it don't

without it. You don't give a department head the flexibility to run a day-to-day operation. Public facilities is going to set their hands at time. They can't provide air conditioner for the building that doesn't meet OSHA guideline because the electricity went down or the air conditioner went down. I mean, what different between sewer and water that utilities, >> right? That that that makes more sense to me. That being said, I would like to make a motion to strike between and insert within that. >> Right. That's the way the city handles it and is very very functional or else nothing is going to happen in the I'm sorry, the district is going to be in a stale position. Again, if they're doing any purchase over 25,000 regardless, they still have to come before the board >> regardless.

purchase amount and transfer are two two distinct different things. >> Dr. Ciano, >> through the chair, if you're going to revise this that sentence, you're going to need to take a look at the first sentence because the first sentence says the superintendent may transfer up to $499.99 of any unexpended portion of any appropriation for school purposes to any other item. So you would need to change that language too because that that establishes the between >> the major object codes of those six codes. So if you're going to change the policy, you'd need to change that first, >> right? So I'll withdraw my motion. It hasn't been seconded anyway. So line one, the superintendent may transfer up to 49,999 within major within that appropriation. Daniel, I think it's supposed to be appropriation. Yeah, >> you might

as well fix that now. >> True, Madam Chair. What I will do, I will make a copy of the city's five categories. So, you can see all the object codes in one category and see the logical sense in it. >> Yeah. >> So, Mr. Sakava, can you finish that motion? Sorry. >> Yeah. Um, all right. Let me stop. Well, let's continue. Uh after >> right after 49.99 within object codes >> would that be major object codes with all due respect to the chair? >> Yeah, >> within within object codes there's nothing like major object codes. What is major is the categories the five categories that I just mentioned. And then um the the second paragraph strike between and insert within. >> Mhm. [clears throat] >> I second that motion. >> And that's all I got

on this one. Thank you, Mr. Traver. >> Um Dr. Abra, >> the chair. Uh I want to make sure there's a clarification of distinction. city has five codes. The the district has six and and that is state law that we have an additional code there. So, I don't want anybody to get mixed up with what the city does and what the school district does because we have six codes that we that we're governed by. And so, I want to make sure those six are listed on the screen right there. And those are the six that we need to make sure that we go within. Again to madam chair, if I may, you'll find out that two of the codes are kind of consolidated in one on the city side. >> Yeah. Um so your motion

was made and seconded by Mr. Medina. Um any any debate on that motion? Mr. Chair, I'm I'm going to get back to you. Um but >> I understand. >> I see your hand up. >> Not because it was still my turn, but >> Yeah, I know. I just I just want to let you know I'll get back to you. I want him to understand what we've done now is we're saying within the object codes of the six codes >> he can transfer up to 49999 >> right >> um but between codes he can't >> between categories >> between the seven between the six categories you cannot move a penny from salaries to purchase or professional technical service. You have >> you can't move anything without coming to the board. >> Not even one. Not even

one penny. >> Yep. Between all these six categories, you cannot go into a category without going before the board. That's the way the city has it. I'm just going to talk to the board. >> Any um Mr. Sakovic, is your hand still up for a question on this or to speak to this? Okay. for something else. Okay. Um any further debate? Seeing none, all in favor of this amendment for 3160 >> say I. >> I. Daniels. >> I. >> Any opposed? Anyone abstaining? >> Okay. Um Mr. Chabber >> R 3260. >> Okay. Um can we go to before we go there, you wanted to strike, we didn't make um amendment to do it yet, but you wanted to strike the regulation >> 3160. >> Um R 31. I move to strike R 3160. >> Second.

>> Any further questions on that? be um Danielle, you have that right. Um um regulation 3160, the second the page after. >> All in favor say I. >> I. >> Anybody opposing? Yeah. Um that one passes. So you said 3260 is next. >> Yes, ma'am. Disposition of obsolete books and equipment. >> Okay. >> Uh item three, a list of the remaining materials shall be circulated but to all departments in the city and any material requested by BF supplied. There's a word missing I think. No, that's not it. >> Is that the next page? >> That's P3260. Yep, that's the one. Section three, a list. That's it. A list of the remaining materials shall be circulated to all departments in the city and any hold still. And any material requested by be is supplied. Somebody by

somebody shall be supplied or something. The sentence is incomplete >> through the chair. I think it must mean to those other departments. So if anybody wants the material, they can have it. So I think >> I assume that's what it means too, but I wasn't sure who. So I just need the sentence needs to be completed. >> Could we say that any material requested by city departments shall be supplied requested by other schools or departments shall be supplied? >> Yes. >> Okay. >> Other other departments. Yeah. requested by other schools or departments, >> right? Other bathroom. >> Go ahead, Mr. Nicole. >> Other district or school department. We we have to be you see the issue here when they write this or when whenever um K wrote this some cities and some small towns again

are not as big as Bridgeport. Bridgeport is more of two entities. Are you referring to the city of Bridgeport or you referring to the Bridgeport Board of Education? In this context, we should be specifically referring to Bridgeport of Education because we Okay, let me try to clarify. We purchased a van with district money. We purchased a buffer floor buffer with district money. If we don't need it anymore and no other department needs it in the school district, the board of education has the right to dispose it through um government deals.com is a website where we are not giving it to the city because we cannot afford it. We will recoup it and buy newer equipment. So mingling the word city here and being specific about bord that is very very critical is what I'm trying

to get to. >> Um before we move on I just want to uh I know this is a word document and you guys have access to it but please do not edit it. There's somebody editing now um in addition to Danielle and it's throwing her off. So please do not edit this document. >> All right. Um >> well I I I I guess that >> a PDF. Use a PDF, guys. >> I get confused by whoever just um Nester because you're either repeating what's said in item two or you're saying that these materials are going to go elsewhere. So >> it it could be distributed to any board of education department or entity. After that, if no entity within Bet wants it, the question becomes, do you want to extend your hands to the city

to give it to the city or do you want to dispose it as a surplus item and use the proceeds from the surplus for board of education betterment? That's the question. >> Yeah, I got no problem with what you're saying, but it's just why is the language in there then? you know why are we circulating it to all departments >> doc Dr. Christiano, do you have an answer to that? >> I would just suggest through the chair. I mean, we could strike number three because four, five, and six give us the right >> options to do what Netor was talking about. >> That's my point. >> Again, we Trum Mania it can't these towns write these things because the town and the city are basically comming one and the same not so in Bridgeport. Okay.

So, we're going to strike number three. >> Make a motion to strike item three. >> Second. >> All right. Any further debate on that? All in favor say I. >> I oppose. I any extensions um Mr. Chaper >> next page uh 327 P 3270 sales, licensing, and rental of property. Does the board set the fees for the use of property? >> I'm sorry, what what one was that? Um the very >> P 3270 sales licensing and rental of property. It's one paragraph and the question I have is does the board set the fee for um use of property and I know there's another section later which goes into this a lot more than this little paragraph. So I'm just asking this generic question. Who sets the fee for the use of property? >> Mr. Newell,

>> if I may, Madame Chair, when the city gives allocates or gives the property to board of education, the city has literally relinquished all their rights to that property. The board of education manages, maintains that property. Just like the lighthouse, the board of education or the board whichever entity it is decided what is fair and what is reasonable to be charging lighthouse for use of this space. On the other hand, [clears throat] the superintendent some to some extent can allow an organization to have a one-day event [clears throat] without charging the organization a fee as long as it's for the betterment of bread for children. So in with that regard the board directly or indirectly is setting the fees you ask me. So rental of properties you can rent it but it's going to be

a short-term rental. I mean let's say facilities department where the facilities department is located. In that regard the board voted to rent that property from the landlord. So the board has the sole authority and the board is the one locking themselves in into the rental agreement. They cannot come and sue the city for the court. They will sue the board of education. So in my view in my opinion the board is wholly responsible for lease rental of all body pine board education properties. >> Okay. So my question was who sets the fee? I think the board >> the board said okay so the last sentence >> go ahead Mr. >> to some degree to some degree >> I think the superintendent has the discretion of allowing a good intended organization >> there there there are

Mr. a quote. I'm not I'm not disagreeing with you. I It really is a what I'm getting at is that this language needs to be clear on this question that I'm asking. >> Okay? >> And there are there are I think three, four, five pages later on in this document which spells out >> oh my god, how who gets to use property, how much it costs, who doesn't pay, it goes on and on and on. And I'm not disagreeing with it even. I'm just saying I I first stumbled on this paragraph and then found the others later. Um, and when I ran this paragraph, I had this question and I still have this question >> after reading the others because the last sentence says any change in fees will be reported to the board. And

to me, that sentence should read any change in fees will be um reported and approved by the board. >> Absolutely. Um that's all I wanted to suggest >> is is that the board should approve whatever. So the superintendent comes to us and says look it says every year the superintendent's going to make a recommendate right will review and revise annually. So it I'm just suggesting that it be reported and approved. >> Yep. That that's the only proposal I'm making there is that language should say any change in fees will be reported and approved but to the board of ed approved by board of ed reported to and approved by the board of ed >> and through the chair sorry through the chair the the page Mr. Traver is referring to is page 46 in the

packet and it says that all fees are at a rate established by the board of education. >> Okay. >> Through the chair. >> Who's that? Dr. Go. >> Hey. And and what what's what's supposed to happen is every year any types of fees or stipens or anything like that comes to the board for approval and that sets the rate on a yearly basis. And so if those things have not been done in the past then it you wasn't really following the policy. So every year we have a rate for rental of a gym. uh we have a rate for you know all these things should be coming to the board for consideration and for approval for the the 26 27th school year and that goes because every year you may have next year you may

have to raise the rates. So every year those things should be coming to the to the board for approval. This is what the policy is is stating. So for clarity I think that needs to start happening if it hadn't been happening in the past. I know. I think that just came to us a few weeks ago. >> The language doesn't say what you said >> in this on this page. >> Doesn't say the board of ed sets the fees. >> Dr. Ciano, >> thank you through the chair. So the first sentence, the use of school buildings is authorized by the superintendent conforming to the regulation governing their use as approved by the board. And then in item three where there's additional stat that's on that's on page 47 uh 46 where you said >> the

other policy explains it all. >> It's the regulation for 35. >> So we can we can update the regulation if if you all want. It's just the regulation that R 3515A discusses the you know setting the fees and that the board approves all these policies through the superintendent. So you know we can make the fee part clear on this page or in the other policy if if you all want but I think Dr. Avery, you know, summarized that both these policies are intended to say that we as the administration of the schools will present you each year the fee schedule and then through your approval we can charge these outside organizations or to Nester's point not charge them uh depending on the type of organization they are. >> Yeah. I I and as I said,

you know, we were going to get to the many pages later on, but in 3270, it it it says any change in fees will be reported to the board of ed. >> Now, that doesn't suggest that the board of ed had anything to do with setting them. So, that's why I was clarifying who set the fees. >> Could we update reported to? >> So, I I suggested any change in the fees will be reported to and approved by the board of ed. Yeah, >> I totally agree with Mr. Robert Traber's assessment and therefore I would like to make a motion to change. >> I already did >> made a motion motion made already. >> Oh, sorry. >> I'll second it. >> Okay, Mr. >> Sorry. Second. >> So, um Danielle was it's reported to and

approved by the last very last line. >> That's all. Then I think it's consistent with the pages further on in the in the >> in this man in this >> I I would like to make a friendly amendment and strike out be reported to add and because u if he's report if he's reporting it we didn't approve it he already did it this way is the he's got a change he wants to make and we exercise our authority to either approve or disapprove or offer amendments. This way we're not being reactive to something amendment to make it recommended to and approved by >> Yes. >> How's that? You offer that friendly amendment? >> Yes, sir. >> Okay. >> Your motion withdraw your second motion and remake the motion so it's easier to >> I'll withdraw

my second guys. Okay. Uh, I withdraw my motion. I change my motion to any change in the fees will be recommended to and approved by the board of education. >> I'll second it. >> All right. Um, recommended to and approved by the board of education. Uh, any further questions on that? Um, we'll take them. Uh, Mr. Nickel, your hands up. >> Oh, no, no, no. Mistake. I'm sorry. I should have put it down. Sorry. >> Oh. >> Um, all in favor say I. >> I. >> Any opposed? >> I thought it was down. >> All right, Mr. Chair, keep going. Um the um on uh business noninstructional operations payroll distribution and authorized signatures R 3326.1 Repeat that p that number please. >> R 3326.1. >> Thank you sir. The only thing I have to say

about this is that the the degree of specificity that's in this section amazes me in so far as it does not mention payroll direct deposit. And I can remember year many years ago when I believe there, you know, I'm talking to Christine Mitchell about how few people we had left and you know the push to get everybody on direct deposit. So why we have a section like this that talks about all the different ways that somebody can pick up or not pick up their paycheck. Um and doesn't even mention direct deposit. Um it just I offer that comment. Um, seems to me that you should have something about direct deposit in there. Um, that just seems to me that's old language that they just keep regurgitating. >> Yep. >> Um, and same thing on P3440.

E3440 inventories. um supplies in the warehouse. We are by by policy or whatever this is, we are suggesting that um our maintenance and operations personnel need to keep their records on stock record cards. >> [clears throat] >> versus a computer. I mean, I'm old enough to remember that stuff, but [laughter] I'm not sure why we're putting it in our policy. >> Yeah. >> I can't believe they're doing that anymore. >> So, again, this needs to be cleaned up. Madam chair, >> if you if um before you go on listen to quote if um Dr. Doxiano, this is obvious this is just a first read. So like if there's something that you're hearing and then you can um bring back after you talk about operations maybe um for next week. Dr. Siana, you have your >>

Yeah, sure. But whenever you want to look at the second read, we can we do need to update a lot of the archaic language in these policies, there's still the old um affirmative action statement that mentions some terms that are offensive. We have to clean that up. And there's a mention in some of the policies of, you know, Bridgeport High School for principles and we would take that out and just say, you know, high school principal. So, we do need to do a clean up of some of those terms. And I agree that, you know, if you wanted to, you know, take out that regulation about picking up the paychecks since that's just a regulation. It's not really part of the policy. You you could do that through if you decided to do that. And

we will present you for the second read a cleaner um more modern reading of some of these ar you know, archaic things in in these policies. And I apologize. So we had the old Bridgeport policies that had no date on them. So they might be, you know, over 15 or 20 years old in some cases. And then the K policies. >> Yeah. So Dan Danielle gave you the whole 3000 series to review and we we will do a full update on those. >> That's what I figured. >> Okay. >> Um >> Mr. Nol, I'm sorry. I for I forgot to go back to you. >> Yeah. I mean, I hate to repeat what everyone has said. I mean, Trevor is right on the money. Picking up a paycheck. We're in the 21st century. I mean,

it's [clears throat] a nightmare, administrative nightmare for for payroll office. With all due respect, everybody has an email. No one would tell me that I have a bank account, that I have an email. It's a nightmare. Checks are missing. Now, payroll has to start finding the check. Look at I mean this is like 40 years ago. With all due respect, the board can instill that all employees to put a tit to it. All employees will receive their paycheck through direct deposit. That gives the payroll department. >> There may be there may be a few dinosaurs left, but I >> one of one of one or two, but I mean [laughter] one or two, but at least give it a tick. Except you just say except in exceptional situation well substantiated with the payroll department. I

mean yeah. >> Um okay. So I I'm now moving to uh 3453 subsection B R 3453 subsection B activity funds management. I have >> Yeah, I have a procedural question. Did we want to make a motion to edit 3326.1 and the other one that Rob mentioned R 3440? >> I'm going to let Dr. Ravy's team do it and then bring it back to the second read. >> I was inclined to let them these are so general that I was inclined to not try and clean it up. >> Yep. >> Okay. >> That's why I wasn't making a motion. I I couldn't even figure out how to clean it up. I just figured I'd call it to their attention. >> Okay. Thanks. >> The same same in this section. Um I read this whole activity fund

as it it implies that activity funds that it refers occasionally to high schools, but it sort of implies high schools for the most part. And yet I know that activity funds exist in K because we have we have prek we have K to8 or preK to 8 schools. And so K to8 schools have activity funds too. >> Yep. >> And so it doesn't really if it refers to a school, it refers to a high school. And yet this also applies to the principles in a prek to 8 school. And I'm assuming probably to a k a K to6 school or a one to six school. Um, so I just think that the language needs to be clearer in this section about all schools, not just high schools. It's sort of it makes it sound, >>

you know, these activity funds only exist in high schools. >> And yet, I know that it's a it's a responsibility for all head principles. >> Um, so again, I'm not making any specific suggestions. It just I noticed as I read this language that um it was it just had a high school feel to it. And then we get to uh what Dr. S was talking about the uh P3515 subsection A which is the lengthy section about the use of school facilities. Um, it sort of spells out a more specific policy about who gets to use them and in what order our priorities are about who gets to use a school facility. Um, and I'm, you know, I'm not speaking to any of that spells it out in in much more detail. And the last section.

Yeah. No, I have one more section that I wanted to that I I got to. I didn't get through the whole thing, but one more that I got to, which is um plant operations section 3516.2. R 3516.2 too. Um, uh, plant operations and maintenance, storage and consumption of food. Um uh the um you know it does I mean as I was reading this I'm thinking well this is nuts because we feed breakfast and then of course we get to the section it says well I know we do breakfast but when you do breakfast you got to be really And I lived through the conundrum of the Roosevelt debacle when the old Roosevelt was there and we had rats and rodents and >> and and cockroaches. Um and then we all were forbidden to have food

in our classrooms for a number of years and then we had to do breakfast in the classroom. So suddenly we had to have food in the classrooms and we were no longer forbidden to have food in our classrooms. Um but this um exception to this is in schools where alternative breakfast in the classroom program and those buildings a component of the program includes the immediate collection and disposal of waste so as not to compromise pest management efforts. Um, I understand what this says, but we also hand out school snacks in the afternoon in the classroom. So, there's food in the classroom pretty much all day. And we need to figure out a better system for um dealing with the storage and consumption of food than what this says. because stuffing the food in one trash

can in the corner of the room, uh, it needs to be dealt with better. The language is good, but the system is not, and it needs to be cleaned up a little better, so to speak. That's the comment I wanted to make. Not the language, but the system. >> Um, all sightings of roaches and mice must be logged in. um where do we log them in? Um you know, teachers and everybody else need to know how to do that, what to do, and I just think that we need to if we're going to have this language, then you better be prepared to make sure that there's a way to to do it. Um so I'll leave my comment at that. >> That's it. Madam Chair, I >> Anybody else? >> Mr. Stalick. >> Yes, thank

you. Uh, Mr. Chair, we cover most and then some. Um, yeah, I'd like to look at uh 3250 first. This was discussed at committee and uh there was a universally accepted language change. Did not make it. I don't remember the exact change. It didn't make it onto the document. Just pull that up, please. >> 3250 you said. >> Yes, ma'am. >> 3250. >> Yes. One, two. Second paragraph. Uh the principal is authorized to withhold grades, transcripts, diplomas or report card into until payment is received or material is returned. The committee discussed it. We found it um a little alarming that there's no uh recourse for indingent students or somebody who might break a computer the last week and then potentially never have the never get their diploma at the end. So we wanted to add

I forget exactly what the language was. It was something to the extent that um the student may appeal to the superintendent for relief or something like that. Does anybody remember the exact language that we had in there? >> Yeah, through the chair >> the uh the sentence after cleaning it up a little bit would be after that um the principal sentence that Mr. Sakalovic read. Um, you could have a sentence after that that says any students whose graduation status may be jeopardized due to damage or lost materials will be reviewed by the superintendent or designate. >> Perfect. >> Can you please repeat that? Yeah, I can I can send it to you too, Daniel, for um the next board meeting. Any students whose graduation status may be jeopardized due to damaged or lost materials will

be reviewed. by the superintendent or designate and through the chair if you you could you know discuss if that's okay with with the board. >> Mr. Saliv. >> Yeah. I'd like to make a motion to add the sentence at the end. Any students whose graduation status may be jeopardized due to damaged or lost materials will be reviewed by the superintendent or designate >> through the chair. You just need maybe needs to be two. >> Yeah, maybe separate. >> Um, who second it? Was that Miss Medina? >> Medina. Thank you, Medina. Yeah, I was working on that also because um like we just dealt with a young lady and a young man, seven year old and a sophomore at a school that just lost everything they had at in the fire. Um so what happens to

that individual that lost everything in the fire, books, laptops, whatever m whatever objects, are we supposed to be, you know, hold them accountable for that? Um >> um Mr. Kick, do you have anything else? >> Uh not not on this page, but >> All right. So, we'll take a quick vote. Um all in favor of that amendment say I >> I >> Any oppose? >> I >> Any abstensions? That passes. Continue, Mr. Calvin. >> Okay. And then there was I won't mention this one since we already mentioned the archaic outdated language on 33241. Um, that's already going to be addressed before the next meeting. Please make sure it's um updated before we have a full vote on it, please. And I believe it's very imperative for this new policy uh 3430 to be read into

the record [clears throat] at the at the committee level because there's a lot of confusion about exactly what the board's role is in finance and what we're entitled, what kind of information we're entitled. And this clarifies it very well. The superintendence of school >> 3430 P 3430 >> periodical f financial reports and this is important because I've gone through we know we've gone through a few superintendents and this has been consistent across superintendent about this things. The superintendent of schools shall be responsible for accounting for all monies extended from within the school budget. shall keep files of all invoice payroll authorizations and shall keep a record of the information of the board of of the board of the expenditures broken down into the same categories and numbered accounts as the budget and the approved counting

system. The superintendent shall submit to the board of education monthly reports on the status of the budget showing appropriations and expenditures for the fiscal year to date beginning with the fiscal year starting July 1, 2027 and each fiscal year thereafter. The board of education shall on a quarterly basis post the board's current and projected expenditures and revenues on the district's website. In addition, the board will submit a copy of such current and projective expenditures and revenues to the board to the town's legislative body or the municipality which legislative body is a town meeting to the board of selectment. The superintendent as an agent for the board of education shall be responsible for making annual reports to the town, the state board of education, the teacher retirement board and other such agencies as required by law.

This is very this is like integral to the board going forward. Uh this was part of the 34 things that the state audit said and this is a this is a big culture shift for this board being on this board for going on nine years now. >> Yeah. Um it's all it's always been problematic. Asking for this level of detail sometimes would be seen as micromanaging. It is not micromanaging. It is the board's main function is the budget. And we as a board over the last decade or even more since I've been watching and have never really done this. And this is our actual job and our actual function to get these reports. And that's all I got to say about that. >> Can I just say what on that one? Um, should we clean

up the language in that third paragraph where um, we don't have a board of selectmen? We >> there's a few things. Um, and we don't have to necessarily do it tonight, but if if if you guys can bring it back before us um, just to make it, you know, >> Yep. >> relevant to Bridgeport. >> Yep. >> For 3430. >> And that is all I have. Thank you. You got that Dr. Sanders, right? Okay. Thank you, Mr. Mayor Himenez. >> I will say I will be quick because everything that I wrote down has already been mentioned. >> [laughter] >> So, um the only two things that I will say is obviously um have gender genderneutral um instead of his or hers them and there. Um also had a question around legal definitions. Um I've noticed

throughout the document and I'm not done I will say so I might have more comments later on or edits. Um I noticed Bridgeworth public schools BBOE being used and then Bridgeport Board of Education being used but not being defined. So from like a legal perspective, I know this is legally bounding document. Should we be should we have a legal definitions um almost like at the very beginning of this document outlining who everyone is and their responsibilities because in certain some of the policies it says Bridgeport Public Schools is responsible for this and I'm like well I feel like that that could be the board of education. So like clearly defining roles I I think would be helpful and or just using the terms consistently throughout and maybe just using board of education rather than Bridgeport

public schools might be helpful. Um so that was my second item and then my last two items were um questions. I did notice that um there was references to safety plans and I I haven't seen those and I do know they that they do happen because my kids tell me, "Hey, we had a fire drill, we had a lockdown drill, and I get notifications from the school, but I don't get a safety plan. I haven't seen one at least um as while I've been on the board. Um, so just wanted to inquire about that and when would we be getting those? Is there an expectation of like getting them once a year or or what's the thought process with that one? And if so, if it's like by annually that should also be baked into

the policies because I didn't see it. >> Mr. Salibar, >> you want to answer that question? No, no. I just got a clarify question accord. >> Yeah. Yeah. I Yeah, because I and then because that might lead into the conversation coming forward. The safety plan has to be developed. Are you suggesting the safety plan has to be sub should be submitted to the parents because that would lead me to a concern that we might be okay just >> no my question was around that it sounded like the policy indicated that the safety plans would have to be sent and provided to the board but I haven't seen one so I wanted to know when what's the intent behind that and when can we see one >> okay thank you all next Mr. Traber. >> Yeah,

I I think that this goes back to the discussion we had with the deputy chief uh Gre before. There's a limit to how much they want to tell us about the safety plan. >> Yeah, I think it's more like we we invite them to the meeting to give us the the update. Usually I think it's like usually twice a year, >> right? >> If I'm not if I'm not mistaken, I might be mistaken on that. >> And we went into executive session the discussion. >> Gotcha. Okay. I do remember that. >> I don't think we get a formal document because >> you know we don't want to be blathering about in the community about what it is because >> that would endanger the kids. >> Yeah. Um, so I think that's really where it goes

back to is so there's a limit to what we'll put on the document >> because again that becomes public information. >> That makes sense. So I'm wondering can we elaborate a little bit more or make it clearer in um the safety plan and and I will say I should have wrote down the policy number. Can we just say there might be a conversation in executive s in executive session to discuss the safety plan further rather than an actual like piece of paper because that's what that's the way I had interpreted um and then >> Dr. Sorry Dr. Oh, sorry. >> Sure. Through the chair. I believe it's 3516A. It's page 49 of the packet. I think that starts the the >> That's correct. >> Okay. >> Yes. Yep. No, you're >> the So, you're saying

for the second read if they could provide us with maybe something more. it just make it clear that the plan is not an actual physical document that we'll be getting. It's more so a conversation >> um >> through the through the chair. If you look if you look on page 51 um the last sentence on that page about the school security and safety committee it just says parents guardians on the committee shall not have access to information about disturbing or threatening student behavior reported to this committee. Um such access may compromise student confidentiality. Would you want to have a sentence like that at the beginning of the policy just saying something like the public shall not have access to the the whatever you want to use board of ed or public schools um safety policies

to respect so that it doesn't compromise student confidentiality if we use that sentence as a model. >> I think so. >> I think that would work. Yeah. >> Excellent. Okay. Um and then my last Oh, did >> can I go on to the next one or do Okay. Um my last one were was about the student accounts and I understood everything. It was very detailed, but I still had a question around pack and PTSO and what like how how is that different than the student activity accounts? >> Um, Mr. I think it's funded by the U federal grant, right? Might >> um for cl for clarity pack is allocation from title one grants which basically gives all the principles and parents parents advisory committee which they do form how to engage parents you know in

running this school. Student activity fund is primarily funds raised by schools. Some I we really got into it uh trying to consolidate them or close their bank accounts actually because we do have the district has almost 68 student more than 70 80 student activity funds and these principles or these activity funds have separate checking accounts in in in the banks. So we're going to close all those checking accounts, bring it into Munis. They should be under the central accounting system of the district because they're raising the funds under the umbrella of the district. We will give them access how to spend the money. We will also make them accountable how to account for every penny they spend. All due respect, somebody could have been running a student activity fund raise 101 122,000 and if the

person retires, if there's no forwarding address, the co money is gone. So basically, we're closing all we're going to be closing all student activity funds. We already had a meeting with the principles is one of the audit findings that the district was cited for. who close all student activity funds, transfer all the money into Munis into city district, I'm sorry, into the city bank account or district bank account, then give them account numbers for every student activity funds. They have to provide receipts on everything they purchased and they have to issue parents receipt on all the donations that parents make. So that's the difference between student activity fund and pack. PA pack expires every year meaning the fund for pack expires every year but student activity fund is a revolving fund meaning it can continue

for multi-year. >> That's the two that's the two difference between those. One is funded one is funded by the federal government allocation. The other one is funds raised by students for field trips and other things for their own benefit of socialization. >> Gotcha. It's complete two different y >> pots of money. And the reason why I got confused is because I do know that some packs do fundraisers and stuff like that to to help with like field trips and stuff and and I started >> merging both thought processes. Okay, so that makes sense. Thank you so much for that. That actually concludes all my comments and changes >> for the chair. >> Uh Mr. Benahan, you Mr. Dina, hold on. I think Mr. Ben's going to respond to that. >> Thank you, Madam Chair. I

heard that Mr. Net talking about the pack and PDSO because it's two things not only pack because I want to clarify you said the word um principal. I don't want the principal think that uh they can use the money that money from the pack and PTSO to clarify for the record is using for the pack leaders from the school to be sure they can use and spend the money and the most important because this is what's happened and that's why I bring it to the Mr. Trevor's um committee is using exactly for educate our parents. >> Give education and educate the parents not to buy stuff and buy things that supposed to be buying. Um, of course we have to buy food for for the permit. That's not a problem. But to be sure to

spend the money the way it's supposed to be. That's why our work is bring it to Mr. Tre committee and you know that Mr. Netor and everybody know that I'm a part of that for so many years to be sure they use the money exactly educate the parents. But is the pack president and the officers and the PTSO spend the money the way supposed to be? That's why they have a action plan to respend the money the way it is. I just want to be clarified for that. So I don't want to use the word principle and principle they think oh we can touch the money we can use it we can get that one in >> okay >> thank you madam chair >> you're right >> miss Mr. Medina >> yes on that same

point um thank you Mor couldn't Mr. Benn could have said it better myself, but also when you guys are reviewing these, and I know you guys are still reviewing and freshening up the language, when you get to that section, which I was trying to find it again, I'm having problems uh viewing uh certain things in a certain way. It's keep on giving me an error, which I will share with it. But uh it says uh it says pack, but then it says something else. So make sure that we clear that language that is pack and PTSO because in the language here it gives another uh you know fix and um >> it says it says PTA so just uh removing PTA and putting PTSO thank you thank you >> and that's in uh 3515A our

0743515A Okay. >> Sorry, I muted myself. I don't know why. Uh, Mr. Tber, [laughter] >> sorry, Mr. Medina had technical problems there speaking too. Um, I had just a question on that. When when the pack or PTSO raises money, where does that money go? into a student fund or into a separate fund. >> I think the question would be for Mr. Benahan or for Mr. Nquil. >> Well, Mr. Bahan, go ahead. >> Thank you, Madam Chair. When the pack and PTSO raise money in what I understand in the bylaws, that money have to stay exactly in the school accounts. The school I believe Mr. Nesso, you can correct me if I'm wrong. there have to be a separate this has the school account they can raise the money for something they need any students or

something like that they cannot um do fundraising and use it for the packing PTA so because they cannot they're breaking the law and it's is it's >> so they're raising money for a field trip and that money has to go into the student activity fund and be used by the student activity fund for some student activity maybe designated may be general but it'll be who is for the school g the general fund of the school. >> Yes sir. >> Thank you. >> Uh true madam chair if I may. >> Yeah. >> Again part of the audit finding is regardless of how a school raises money. But I mean regardless meaning be it from parents be it for a field trip you have it has to be deposited into the district's account and check has to

be written or P cards has to be used in dispersing that money. We have to show money coming in money going out not cash. They've made it very clear a a an activity fund raising 20,000 or $10,000, $500, $1,000 and just start dishing out cash in purchasing things. It's not acceptable. You have to show give parents receipt of what who paid for what. Then deposit the money into that account. then show that what you purchase with that money basically reconciliation if you didn't use all the money for that year, excuse me, it rolls over into the same activity fund next year. >> All right, I'm going to move on from this because I don't I don't know if this is um sticking to the agenda if we keep talking about packet PTSO. >> Yeah. >>

Um so we're going to move on from the pack of PTSO um conversation. Uh uh I see more any other um questions on or amendments to uh uh 3000 series. I see Mr. Bennett, do you have more amendments for the 3000 series? >> Uh Mr. Treyber. >> No, but I had a question on the student activity fund. >> Okay. Student activity fund is in the 3000 series, so you can go ahead and speak to that. If if if the if my class used to do a fundraiser every year, those funds were raised at Thanksgiving to go to the rescue mission. They had to be given to the student activity fund and then a check written. >> Yes. Um >> Oops. >> Yeah, I know. We had that meeting with the principles. They didn't like it

so much. But I mean, we we saw an article in the paper about a teacher. >> Yeah, I remember. >> I know. So, >> okay. Yeah, thank you. >> I know. [laughter] >> All right. Um, Mr. Banahan, >> thank you. >> Just very back what Mr. N say about the money. That's why they have a form when they do fundraising something to be sure the president the president and the principal had to sign that form to be sure how much money they deposit on the side and also that's what I call form they call P10 so the principal and the president they know how much money they have left and nobody get confused >> thank you madam chair >> madam chair if I may madam chair let me just I don't want to scare people

there will be schools or activity funds will be given what I call a pe card. A P card is like a like a debit card. So, if they have 20,000 or $10,000 that they raised, they're going to be giving like a $1,000 or $2,000 P card. P card is like you can buy a pizza, you can do pizza party. No one is restricting you. But when you purchasing tangible things, you're going to have to go through the purchasing system of repetition. That's the only reason. But PE card they will be they will all be giving PE cards. So it's not like we're restricting them from buying pizza or doing a pizza party or doing a birthday party. No, with the P card they can order any food anywhere wherever they want. It's like a credit

debit card or credit card, whichever one you want to call it. If they run low on their P card, they can call to the business office to reload their P card. It's just basically reload. So that's we're not really restricting them to the point PE card is as good as good as cash. I'm sorry. >> Yeah. >> Thank you. >> All right. Um I'm going to see I don't see any other amendments. Mr. Divic, >> you're on mute. Mrs. Kick. >> Yes. Yeah. Figured we were done. So I would like to make a motion to move to the full accept the first read and move to the full board a second read as amended. >> Made by Mr. >> Second >> and now now >> right now now >> Yes ma'am. >> Now now I'd

just like to make a brief um request as part of the discussion. Um we have two separate things. We've got board board amendments that were approved here and then we've also got revisions that are coming back to us. I would like a way to be able to tell the difference at the regular board meeting and integrate them and make sure we approve those changes that are brought to us. So perhaps maybe a different color different color font or or some way to differentiate >> what was already approved by the board and what is new language added by staff. Danielle, can you add in um like the blue font like you did last time for what approve of the board of red line anything that Dr. Siana and Dr. change? >> Yes. >> Okay. Thank you.

I appreciate that. >> Um and so Madam Chair, >> Mr. Medina. Yeah. >> Yes. just a small one of which I I was going to speak about that same area of what you guys said, but can we also add page numbers because it makes it so much easier for us to move around when we got page numbers. >> We can add page numbers later um once everything's approved if we're mending stuff. We don't want to do it yet because it'll mess up the table contents. So, it will be added at a later date. It won't be before us on the second read. >> Perfect. >> You're bringing up Okay, >> just wanted them added. Thank you. And just I want to just reiterate, please do not add anything to the word document. I know Danielle's

gonna have to go back over um and make sure nothing was changed uh because uh must have been an error on somebody's end. >> All right, >> one more one more point before we move on. I'm sorry. Now that you mentioned that, >> Miss Kushon, if you could just make it read only whenever you send something out to us. >> Easier. >> Makes it easier. >> All right. Um and then I just I forgot Mr. Woodson's been in the meeting. I didn't acknowledge him. So, just so you know, he's in whoever is uh recording. Um he he did he joined the meeting uh a while ago. So, add that in there for roll call. Um motion was made, seconded. Um all in favor say I. >> I. Any opposed? Any obstensions? Dr. Ciano, that passes.

Dr. Ciano, I'm sorry. uh through the chair. Just a question if you could let us know the date that you'd want the second read to occur. Which which board? >> It's going to be the next board meeting. >> Okay. So, the 26 the Tuesday >> 26. Yeah. >> Thank you. >> Mhm. Um Mr. Salic, is your hand up for a reason? Okay. Thank you. Is there a motion to adjurnn? >> So, by Mr. Second All right. All in favor say I. I. >> Good night. Good night everyone. >> Meetings at 8:46. Have a great night. Thank you Dr. Tiano Nester. >> Good. Good night. Night night. Good night everybody. Bye. >> Good night. Bye.
