Good afternoon. Good everybody. Today is Monday, April 29th, 2026. And this is the policy. Then attendance today we have Mr. Sokolow online we have Mr. Daniels. We have others, too. Who? We have others, too, but not board members. Oh. Rizzo. Oh, yeah. Also online we have Miss Esther Mendez and Mr. uh Ben Hagar Islands. And also from our Cape we have Jody and Nick. It was Burke and Zarkh, too. And uh first item on the agenda is approval of the minutes of March 11th, 2026. To approve the minutes of March 11th, 2026. Second. I I second. I second. Go ahead. Thank you, Mr. Daniels. I have a second. Any discussion about the minutes? Okay, seeing none, we'll move on to uh Go ahead. Okay. All in favor? Aye. So, moved. >> Aye, Lamont Daniels. Thank
you. Thank you. Okay. See and that everybody's in favor, we'll move on to item number two, discussion and referral to the board for approval of the administration 2000 series policy. Any uh Mr. Lana, Mr. Sokolow this. Uh yeah, I got I got a couple of things couple of pieces of concern. Um Mr. Sokolow, okay, I'll start with a question. The um school governance position statement, are we intending to include that as part of the policy or is this is guiding our policy development? Mr. Lana, glad to. You said it's the school commission. It's on the R 3 R 2000.1. Like A A through A through E. Mr. Chair. Mhm. Did you want Cape to kind of talk about the inclusion of that or Yes, Jody or Nick, do you have a copy of that in
front of you? 2000 series. Mr. Chair. Yes. I I believe they're they're asking about the school governance position statement um spring 2016. It's R 2000.1A through C. Mr. Chair, asking if you could give some background and if boards include that in the 2000 series. Thank you. They hearing us? Yeah, I think they're just looking over it. Jody, you want to chime in? You're on mute. I think he's talking. You say he's ready? Mr. Gola, if if you're speaking, could you raise your hand cuz we can't hear you. I can see you and then it looks like your mouth is moving. Jody and Nick, can you hear us? I I can hear you um but Jody's really the one that does the policy work, so I'm here to support you guys if you need me, but
um he's the one that's got to answer. I know he was having some audio problems on his laptop earlier today. Yeah, I don't think he's hearing us cuz he's not responding. >> Is there a way just to contact him and say that we can't or to verify if he could hear us. Mr. Lana. Yes, yeah. Daniel, what do you got? Yeah, he's having audio problems. I'm just I because I had to step away a quick second, I want to make sure what page what what policy number are we on? I want to make sure I have the right one displayed. Yeah, it's um yeah, school governance position statement 2000. 2000.1 A through H. So then we're on the right right spot. Yeah, Mr. Lana, okay. And I'm just trying to find out from Mr. Gola.
If if it's not going if it's not going to be included, we could uh just move on from here, but if it is going to be included as a policy within our policies and I have a couple of corrections to make. These and I think I'm good. I Can you hear now, Jody? Yeah. Yes. Oh, there you are. I I'm sorry. I I could not hear anybody up to this point, so um if I just can have a chance there just to it is there is not a question. I just had a couple of policies that I wanted to or in the 2000 series that I was reviewing the packet and I wanted to give the board an update of the EEO policy that we have and also an update of the administrative reports policy
that we have as well. I can give you that that first thing tomorrow morning. But those two policies should be updated and we should have gotten that to you. I'm sorry about that. Okay, um Mr. Sokolow this had a had a question about uh policy. Yes, Mr. Gola. Uh the school governance position statement spring 2016 R 2000.1 A through H. Is this intended to be included in our policies once we post them? Or is it just a >> What's up? What is that one again? I'm sorry. 2000.1 A through H. 2000.1. A through H. It's a position statement. Um ju- just so you're aware as well, this policy is currently being updated. Cape and Caps are meeting together to update this board governance policy. Um so 2000.1. Jody, as I heard the question, it's the
question is should this governance statement be considered a part of the policy manual or is it background material for the policies? I would again this is a I would include it in the policy manual. I think it's that important. It's something you'll refer to. Um there's nothing wrong with taking it out of your manual and and and using it as a board, but I would say it's important enough for you to have it in your manual for for easy reference. Your community can see it, you can refer to it. And also it's being reviewed and updated right now by Cape and Caps. They're meeting on this topic alone. Well, in that case I got a couple of uh suggested changes. Of course. 2000.1D. First bullet. Right hand side with discussion of the board governance. Another
thing is to change about the full board instead of uh instead of being referred to as a the school boards this two things I can offer the school board Cape CEO of Virtual Public Schools. If you remember that Yeah, I know that was a concern at at the last board meeting as well and and and and um again, this might be something you might want to consult with legal counsel. That's that that that policy is written directly from the statutes. So, again, if if that it I'm not able to speak to the I think I think there's a if if this is a a policy you want to change the language of and it will be different than what the statute is that that this is taken from. This might be something you want to
refer to to your attorney your legal counsel. And what what maybe it'd be better to do this to hold off on this piece of it. Um I make a motion to table the portion of Dallas series. So we can get more clarity on what you're saying. How long do you think the work's going to take, Mr. Caruso? Um I honestly don't know. Jody, do you have any idea cuz um I've been not involved in that process. Okay. I'm sorry. I didn't quite hear the entire question. All right. Do you have any idea how long how long it's going to take for the update for the 2000 for the school governance statement? Um I'm really I I know I know it's being drafted right now and it has to be reviewed by both the K board
of directors and the CAPS board of directors. So I'm going to Again, I don't think there's anything wrong with it with with this as it is with with whatever if there's specific changes you want to make. I would just be prepared that in the next maybe maybe over the summer you might want you I would advise that you that you review the the new draft and and there's and you can always put that on the table to to adopt the new draft. Let's try this. >> [laughter] >> Um I like I like to try to get stuff right the first time. Um So we've already made a change like that. Um why don't we just send it through the legal to just review that one change and if any other changes come that seem to
be in contrary to Connecticut General Statutes, just have them look at it real quick and get into get it to us by the next meeting and I guess we just review it instead of the first meeting. Okay. That makes sense. All right. All right. So that was that was the first one. The second one and [snorts] I don't think it is on the next page on E. Second bullet says to delegate the responsibility for all administrative functions except those reserved to the board through board policy. I would like to remove the period and add the words and state statutes. Policy is the only thing that should be governing. Does that also apply to according to state statutes? It's bullet that's bullet number two on the left side. And if these And if these changes make
sense to anybody, if we can speak on them as Mr. Donald said, they can be captured. It can move smoother. Does anybody have any issues with the the suggested revision? Daniel? Can you just please repeat where your um Yes. what you want changed? All right. That's his. Well, it says on here. All right. Um bullet two on the left-hand side of 2000.1E. I would like to strike the period and insert and state statutes. And is that Are you Are you guys all seeing that? Yes. Daniel? Do you know what >> that's a I think that's a good revision. Thank you. And our next one very next to the very next bullet point on the right side. To participate as appropriate as appropriate in the annual self-evaluation evaluation of the board and assist with following. Now
then we are the super super bosses. Please. We are the superintendent's employer. Um evaluate [snorts] the superintendent. I don't think he should be involved in our in our self-evaluation because there might be some reflective things we may have with our dealings with the superintendent. There's no way shape or form our employee should be in the evaluator critiquing each other. But pretty much so. Mhm. What would you propose? You're proposing striking striking it in its entirety? Um you know, if Jody wants to I I think my sense is if you needed the superintendent to provide you a report for your self-evaluation or some sense of like if you establish goals for the board and you needed to know how the school district did, then the superintendent would assist you with that as appropriate. So you would
determine what would be appropriate participation on on this. But you know, it's I I I I get it. I I I will track that one. It's It's appropriate Is this another way to I I I I will I will strike that revision and this one. 2001F. Is that a hold? Daniel? Sorry, Sam was helping me. I lost that revision. I'm sorry. Where I got the one >> Donald, the next one. I I nothing for you right now then, Mr. Okay. >> [clears throat] >> And we're on we're on the next one now then. Okay. I'll stop you. Okay. Go ahead and go ahead and make I just wanted to say that um I've done I don't know couple hundred board evaluations or facilitated them and it is general practice that superintendents participate when it's a
pro forma one when you're doing like a performance review of the year. And if there's specific issues that the board needs to do by themselves, the superintendent would not be invited into that that session. Um so I just would say that it is not unusual for superintendents to participate in the help the board with its self-evaluation. Um but again, there's somewhere the board's wrestling with some difficult issues and at that point I think that's where the and as appropriate would fit in. Just so you get a little background. Thank you. Daniel? 2000.1F. Third bullet. Belongs to and actively supports and participates in professional organizations. Um K and NSBA and encourages superintendent to issue is I mean it it looks like it's it's forcing K is making part of our bylaws belonging to K is something
that may not always be able to happen due to budgetary constraints and some of the services may overlap with other groups. Um we should never have to suspend a bylaw or policy to remove ourselves from an expenditure. No nowhere else in any in any of our documents is an organization name that's compulsory to belong to. Mr. Chair, yeah, to our Jody. I think Jody's Go ahead, Jody. Yeah, this I I have no problem with you removing that. I just wanted to say point out that it's really meant to be examples. Um so you wouldn't be bound to um joining K or the superintendent. You're supporting the superintendent's joining CAPS. Those are the two organizations that that um support and advocate for both the superintendent and and the board of education. Removing that those examples wouldn't
either add or subtract from from this sub sub you know, in any substantive way. All right. So um I propose we remove the if the organizations Bottom right here. Slide over to that children. Yep. There you go. Yeah, yeah, just strike the two organizations K and NSBA. Would you want to do that for CAPS and ASA as well? Yeah, yeah, we might we might as well cuz we never know what crops up. Like if another organization pops up, that's a good point. And also on the right hand side is the is another Here is Through the chair. The Just to clarify cuz Daniel has it has a complete strike out of the whole bullet. Are you just proposing the strike out of the names of the organization? >> Yeah, and keep the rest of it.
Correct. Okay. Daniel, did you get that? Okay. Thank you. Okay. Thank you. Next. I would have to get to all my fellows. Nothing written if anybody else And then this one is not by all. This was pointed out by another board member, Mr. Carmelo Jimenez. Jimenez, um 2000 or But um some troubling language in pulled over from the '50s. I think mental disorder and mental retardation. I was that language needs to be updated. Yeah, we have we have CAPE has an updated policy on that and I'll get that to you first thing tomorrow morning. This is This policy needs to be removed. I agree. Just just a Oh, you got the language the new language? Through the chair. Mhm. Yeah, we have the the CAPE updated language. Um I just shared it with Mr. Sakalaukas
and Mr. Woodson. Um it does have the updated equal employment opportunity language that removes some of the archaic offensive language from the previous policy. So um we would write substitute So rather rather than striking let's just substitute. Yeah. Yeah. And Daniel, I can get that to you. And again in 31A states same thing we got to check with the lawyer again on the chief executive officer of Bridgeport Public Schools rather than what I got to be confirmed with people apparently. So Yes, if we can do that for the regular board meeting. Through the chair. Yeah, we can we can. I mean, just the shipment attorney did agree with CAPE that that's in the statute, but they will find the language and make sure that we comply. And then 2140B Directly after five is a sentence
that says a subcommittee of the board will be negotiating contracts with the finalists. Um I'd like to strike a subcommittee of and have it read and insert the words I'll read you the sentence. The board will be negotiating the contracts with the finalists as a committee of the whole. Daniel. You said uh R2140B? Yes, ma'am. And I said strike a subcommittee of What what number is that? Joe. 2140B. It's the one you got to get the company regulation 2140B. The sentence directly after five Uh okay. Strike a subcommittee of Strike the period. And as a committee of the whole. And then we'll read The board will negotiate the contract with the finalists as a committee of the whole. We all got our two year ending through the chair. >> Hold on. A A I I
straight I struck out subcommittee of. So A A Hold on. The board should The board will negotiate. Just start with the board. The board will negotiate the contract with the finalists as a committee of the whole. That's to reflect the change in the 9000 series policy with their committee policy. They changed the personnel committee to a committee of the whole. Okay. And Okay, Johnny. Yes. Can we just think this through uh um Typically again from again from my experience the board would authorize the board chair to to negotiate a contract with the superintendent with the superintendent or or the incoming superintendent. And then and that and what was negotiated would then go to the full board, but the actual discussion would be between the superintendent and the board chair and maybe another maybe the vice
chair as well. Um do you want the full board to actually negotiate a contract with the superintendent? Give me give me a little background on the way we do it. Normally we come in the our lawyer comes before the board. We set the parameters as a board and then we come out of executive session and have the lawyer negotiate the contract as discussed in executive session. Then he goes negotiates it with the superintendent's attorney and then they come back and then we all vote on it. After reading the minutes. >> Does Does this language um reflect the opportunity for you to continue that practice or does does it bind you in any way to not to doing things that would be cumbersome and difficult to follow? Not really. It just It just emphasizes that the
approving the contract. I guess But that that's also uncovered in other areas of the of policies that we got to approve on contracts under over $25,000 to any wish. I I I just again I'm just I don't want to put you in a position or see you in the position where um a board comes on comes in is in place 10 years from now and says I'm looking at the bylaws says that the board negotiates the contract with the with the finalists as a committee of the whole. Not not attorneys. Not the board chair. The full board. And I I think that I would be concerned that that may be be a cumbersome um practice for that for a future board. Like yeah yeah and legal's not into the anyway. That's cumbersome whether it's a
committee or a board and everything. I'm attacking it from the other cumbersome issue where Right. Like if it's if it's embedded in like the policy embedded in the chair to negotiate a contract and this chair goes rogue not the speaker of the chair sets contract at $500,000 and brings it to the board. And then it's going to get shut down. So So maybe maybe you want to sit with this a little longer perhaps and and think about spelling this out with a little more clarity that the board provides parameters um for the chair to negotiate or or to negotiate or to assign attorneys or something that really better defines a a a process that that future boards would be able to um read and adhere to. Through the chair. Daniel. Would you want to look
at the updated CAPE policy 2141 that covers employment and appointment of superintendent? I I I would I could Let me do that and and see and and also look at this and see if I can maybe propose something for the for the policy committee to to review. I can do that. I'll do that tomorrow and get that to you. If that's okay with the if that's okay with you guys. You want to table this until then? We can. I mean Is it going to be ready this little section will be ready to move forward? It's on the agenda. Yeah, just yeah. So motion to table R2140B. I can have a second. If not, if not, I'll second it. Um I just want to acknowledge um this Perez and Mr. Troy Broadnax. Mr. Troy, I won't
be uh doing any comments. We won't be having a discussion. Um anything that we discussed today. I'll have to wait until the only regular meeting. As instructed by the attorney. And then next up is Do I vote Do we make a motion to table? Yeah, well I I already said I said You second it. You second Okay. All in favor? I. I. And all is having one two paragraph two at the end I would like to insert the period and insert in accordance with the certified staff hiring policy. I don't have the number. Find it. You know what? We have a certified staff hiring policy. I'm not sure. And then where would Where would you want that in the sentence? At the very at the very end. After four >> Strike Strike the period after
the point. Okay. Reference the board notes. Yeah. Okay. I don't know I don't know what number it is. It's Well, it comes in a weird spot. You You could also cross-reference it and and you you have three cross-references here. You can add that cross-reference in there as well to strengthen that. And which one? You can add the the reference in. Okay. I got to find it. And the same thing on 51A strike the period in the first paragraph in compliance with certified hiring policy. Daniel? So 21 2151, are we striking? What I kind of missed that. I'm sorry. Strike the period. Add in in accordance with certified staff hiring policy. And somebody's going to come up with a number. >> number. Okay. It's a 4000. Is that a policy or a regulation? No no no.
They are not a policy. It's a 4000 series. Then And the same thing in 2151A the period is after the bold to the board. Daniel? Yes, I I I know this is a regulation and more for administrative um um discussion perhaps and board review. I I want to make a maybe add a friendly um um amendment to to the highway school administrators. It's a little confusing when you're using words like appoint in this because appoint has different connotations um in terms of the board's legal authority to appoint administrators and the superintendent's obligation to you once once the board appoints the administrator it seems like the the superintendent would then have the authority to allocate that administrator to an appropriate administrative position um depending on staff needs. So my my my suggestion would be to begin
by saying once appointed by the board the superintendent shall allocate or promote all administrators to appropriate supervisory and administrative positions within the Bridgeport Public Schools upon notification of the board to the board. Um so that that that's just a a way of maybe clarifying that. Where Where would you suggest that goes? Yeah, so so then I'll say it again. So once once appointed by the board, so that that acknowledges the board's role in appointing an administrator. So once appointed by the board comma the superintendent shall allocate or promote all administrators since they they've since they've been appointed by the board all administrators to a to and then just keep the language as it currently is. So once appointed by the board, the superintendent shall allocate or promote dot dot dot. Daniel, you getting that? Um
I I'm sorry. Someone's having was having technical difficulties. I was trying to assist them and now I am trying to assist you also. Um I know the feeling. Yeah. I I'd be happy I'd be happy to say it again, Daniel. Just let me know if you're when you're ready. I'm ready, but where are we doing it? I know we made two changes, 2151, 2151A. Will it be the same in both spots? Or are we somewhere else? But I'm really lost. I I was looking at regulation um 2151A. Yes. Um so so and I would begin by saying once appointed by the board the subject that part I'll repeat again. Once appointed by the board Mhm. Once appointed by the board comma lower case T the superintendent shall allocate all administrators or promote and then leave
everything the way it is. Or promote all administrators to appropriate supervisory positions, blah blah blah. The superintendent shall allocate oh allocate or promote all administrators to appropriate supervisory and administrative positions Mhm. within the Bridgeport Public Schools upon notification to the board. Mhm. Yes. And then remove the in accordance. No. Yeah. I I got just my my preference would be to I don't I don't it it's it has to be I mean it it has to be in accordance with certified staff hiring policy. You know, the superintendent has to has to has to implement all board policies. So I I would favor leaving that out because I think it's understood. That's the role of the superintendent. So I think you can leave it at board period. But But again, that's that's my opinion. Yeah, I I
highly suggest leaving it historically in the city of Bridgeport has been a necessity. I mean even the word Well, now we talk about words. In the future we may actually need to know about this and this uh yeah, but even though it's elsewhere statement of not even not might not be reading the 4000 series and new onboarded personnel director might not be familiar with the 4000 series. They might just look to the regulations. They look to this they'll say, "Oh wait, there's a policy." And then cross-reference that policy in their decision-making to make sure they do things in a proper manner. So through the chair. So the the 4000 is 4111, which is uh recruitment and selection certified non-certified staff. And there's a link in that the certified staff hiring procedure document from 2014 and
0332015 that is more of like a regulation that we can revisit if we choose. It's It's dated and it's from 2014 20 But that outlines more of what you're talking about on the process for hiring certified and non-certified. 4111 is just essentially repeating this 2000 policy in the personnel policy saying that we have to follow. And that lists at the bottom of that one the statutory um requirements to hiring certified staff in Connecticut. Right. In the interest of time, seeing as um I'll I'll I'll accept the striking of it. And we'll just move on. I said this we got [clears throat] to definitely As long as it's still in company with 4000 and we know that we do have a certified hiring policy procedure that has not gone away. This regulation we should be good
until we change it. Yeah, Daniel. So then am I removing in accordance with the certified staff hiring policy? Is that what you meant by accepting? Yes, ma'am. Yes. In season. You're you're No, no, I remember the committee. And then make the the cross-references there. And uh Well, it's 4115. No, meaning 4111. Yeah. We would just add 4111 as reference. 2210, I have it. The 4210 You got to get me on the right series number. 20 2210. >> [snorts] >> 2210, administration leeway in absence of board policy cases where emergency action must be taken Emergency action isn't isn't identified. I believe we should identify what an emergency action relates to at least somewhat. Cuz an emergency isn't somebody's contract is expiring tomorrow and we need to sign it today. Emergency is a school building's on fire
or I mean it's really really narrow life and death types of things where the superintendent just acts on something major would act on something major. Mr. Chairman Jody, would you be able to just give a couple of examples of why this would need to remain in there? I have a question. Yeah, um if if you give me again I can I can take this as a homework assignment and flesh it out a little more um for the board for the policy committee to consider if it's if you think it's too vague. But but generally speaking, you know, there there there are emergencies that come up and and um at that point when when such an emergency comes up where is where the board of education has provided no guidelines for administrative action, the superintendent shall
have the power to act. So what you basically the board is basically doing is it's trusting the superintendent to to identify a situation where I need to do something that that doesn't that where I don't I don't have time to go to the full board to get its permission, so I need to act and and take care of an emergency and then I would report back to the full board as to what occurred. And that that happens for a variety of reasons um um again I I I'm not Just things that you would Just things that you wouldn't anticipate that that happen in the daily life of a superintendent. Well, okay, I'm and then um again we're not dealing with today's superintendent, so you yesterday's superintendent we're dealing with future going forward forever. I just
thought that you spell out such action. Like such Just like a such action. Just what is an action? Like that's what No, I I think I think that's a reasonable request and again if you give me if you give me a day, I can have something that that that I that I would um that would fulfill what I think you're looking for and and maybe give you something more to chew on. I'd be happy to do that. So so so with this one let's just um okay, so we could just say I think you could get back to us in time for the regular board meeting with a couple of examples. I will. I will. I I'll commit to that. Yes. Thank you, Jody. Yeah, um Can we just add like a placeholder example give
a couple of examples to fill in that so we going to some And I believe that's all I have for the 2000 with the exception of um Mr. Rubin did that also recommended um we're going to discuss up the pending policy to make sure all language is gender neutral. Okay. Mr. Chairman Yeah, we can definitely look at that again. The only other thing I if I may, the only the only other policy that I would be happy to um flesh out a little more is 2215. There there is there there are statutes that define with more greater specificity what those what administrative reports the board should expect to have. And and I would be happy to um flesh that out for you as well. I I I believe we have a I believe I've updated
our policy in that area and and I'd be happy to share that with you. And I can have that for you tomorrow. It's going to be a long day tomorrow. Thank you. We appreciate you, Mr. Jody. I'm just Before Before I make a smoke Before I make a motion, do you see anything that was changed or suggested that I think would require a lot of additional debate? Cuz I would like to try to move this forward. Um I just had a concern about I don't know if this was talked about but I did comment on it. But um a very day after the Berkeley board of education like the amendment on the front of the policy that we goes 2131 um we're going to have to have the students of CEO They're looking into that.
Okay. The district statute um I I just want to make sure We currently close on that and get us the information Okay. For the day Okay, so in the language of the district statute we'll go back to So Okay. Here you go. So motion to refer it to the full board with even the first and second read for immediate implementation policy series 2000 as defined by the committee now. We can take a vote. Uh I'll second that. Second that and we'll take a vote on 1002 of the full board. All in favor? Aye. Aye. Ayes have it. Okay, now we're moving on to discussion and refer to the full board of the K recommended bylaws series 9000 amended. Any discussion? Okay, for reference going off for Oh, I have a question for Mr. Jody. Um
for reference I would like everybody just to keep handy 9012. I'll take you to week two and 11. Anything else? Can you guys see it? The Jody, is it shared? It's not shared. No, it's There it goes. Okay, and then where what what one were Uh it's 9012. Is that Is this going to be for reference purposes cuz there's some policy in here that conflicts with this. 9012 This is This is basically a covering of state statutes of the board's powers. And then in digging through the state statutes we can refer to this and make it a little easier. I will be coming shortly. First up is 9020.1. Um 1 2 3 4 paragraph five Again, we have controlling language that says will cooperate with even again in there. Um We just changed um will
to may. I think that would resolve the whole thing rather than just striking able we could do both. Let's Changing will to may acceptable? Yeah, I'm good. Um what I'm what I'm trying to do is try to get the flavor of the board so we don't have to go back and forth in the meeting. But I'm In fact, I pulled back two I pulled back two already and it seemed like there wasn't any leeway, so I think it makes sense to move forward so I'm trying to streamline. And the rationale being is because will is very strong language. It's compulsory. You have a will something that means you must do it. Will and shall are the most controlling words. Then you got policy. And when it says we will operate with CAB, we will join
CAB. And it encumbers us and if we need to do the thing. Have a funding issue or something or some hope and where we can find overlapping legal or whatever have you. Um It's not enough. Okay. I mean It is just we would have to actually in a time of budget crisis no one use CAB, we would have to miss suspend our bylaw to make a budget appropriation. But if we just substitute the language for everywhere you say will if we may, that leaves us the flexibility to not join and not have compulsory, not have to change it in any kind of budget constraint or duplication of services somewhere else. Through the chair. Okay. So then where it says to fulfill its advocacy role, the Bridge are you proposing to change that to may? Just
will to may. And and um And then there's another then there's another one before that. And there's another one somewhere else. And wait, people number one. To fulfill its advocacy role. Right. And and CAB, yeah, let the next one is right above one. Instead of will may consider. And the sentence above that In the book. Oh yeah. Oh wait, there is a must. Must is in the paragraph above the one number one there is must help. What's up then? I got must is in the one that we have. Yes, through the chair. Joe, can you start from the beginning of you're finding all these and I'm and Yeah, I just found a must right now. Just right this minute. All right, so let me start from the top then then let's start from the top.
Paragraph one. Two days if there's anyone else see anything. One, two, three. Paragraph Paragraph four. Line two. Last word. Must to may. I can't see anything. Excuse me. Okay. You got it? Okay. Look, can you let me know where you get it cuz I'm looking down and Yeah, I'm sorry. I got it. So on that one, local school board members must local school board members may help the Connecticut Association of Boards of Education deliver its message to legislators. Good. Thank you. And then the next one is the next paragraph. You got the make up, okay? And then after that you'll see one set and the second sentence after that paragraph to fulfill its advocacy role, the Bridgeport Board of Education strike will and add may consider. Not applicable. It doesn't make sense. Yeah, but it
does not. May participate, may nominate, may schedule them. All right. I accept that. May. Will to may. Through the chair, the sentence above that has a will. The Bridgeport Board of Education will not do anything. Yeah, I know that. Yeah, I know that. That that one has because we we should be doing advocacy like we've done this year as it was for a it was it was it was normally done. But there's periods of time that it hasn't been done. Just incorporate that. Yeah, we'll make sure we have an advocacy piece every year going forward and we'll keep And that's all I got. Else wants to change. I think it's something. And now 9110. Can I Can I just add something? I'm sorry. I was I was I was on mute. I'm going for My
only concern with making this may and having all eight of these fall under may is number four. The recognizing the Bridgeport Board Board of Education chairperson. Is that also a may? No, but that's that's also encumbered. And that's that's in the 9000 series as an explicit um It's an explicit bylaw. But perhaps it'll be confusing having it in here as well. So we could probably just What if you just strike out one? What if you just say instead of if in that spot just keep it at will and then maybe just remove including CAB membership. Just because the intellectual that works. Um that is strike including CAB membership because then That that's a good point. So that way you can keep the rest as is. I I I I agree. Yeah. >> Okay. Keep that
as may and then just strike CAB membership including CAB membership in there. Through the chair. I think you wanted to keep the first part of number one and just strike including CAB membership or did you want Yeah, keep keep the first one. Just keep Keep number one I'm on the chair. >> [laughter] >> I just it uh strike including CAB membership. The rest is fine. So will participate in state national public advocacy networks. Yeah. >> Period. Or semicolon. Okay, I can't see anything. I can't see everything but the strike it out. 9110. You ready? I'm ready. 9110. Go ahead. All right, we've got line one. After elected That's it. Strike biannually. Replace it with bi-annually. And add two four-year terms. Replace it with what? Bi-annually with an E. Two four-year terms. Oh wait, just put
bi- I'm sorry. Just Yeah, cuz it's it's in the next Yeah. Just just bi-annual. Annually to annually. So not the two four-year terms. No, cuz that's redundant. Just go to the next line. 9132. I already got it revised but something's all over right now. Something that I come up with two actually repair our committees. Yes. Where are you? 9132 {slash} 33. One we've already done but since it's open or could be 9130. We got We got to decide where to put this language. But let me go over the language. Maybe have some way we'll have a suggestion where to put it. Um I don't know if we saw this um Gola is aware of of conversation with the attorney that basically said only all the committee members may is with me speak because it might
create a quorum and put us in violation of FOIA. I've got some language that may probably would solve that. Something. Let me read that in Let me read that out. Hopefully, um before before we proceed. Daniel, could you please just I got to stick it somewhere for now and then we'll find out. What guide me. It's going to be something. 91329133 Right yeah. Start Yeah, start it as the first paragraph and then we can move on from there. Like just add I'll make a thing here and we'll add it. I have to think I'm working on my thoughts on this. Right. Because language in the line. Right yeah. And then that's That's all I'm thinking because I'm pretty sure it's going to be should be pretty close. And this this will get it done quicker
if he's like, "Oh, this is good language we use it." Or as an addition you can bring it to the the board. Ready? Go ahead. All committees shall consist of three voting members who alone Three voting members who what? Who alone? Right? Who alone? If he needs money. Who alone? Or Who alone? w h o >> Oh. Members who alone shall be entitled to make motions to make motions vote and and counted for quorum purposes. With a With a quorum defined Same Same sentence. Yes. And if it's a run on somebody can fix it later. Yeah. Uh as two voting members semicolon the superintendent and the remainder of the board shall serve as ex officio members and shall not count as a quorum nor shall they have voting rights. Ex officio members shall serve and
participate in an advisory capacity only. Shall serve as an advisory in an advisory capacity only. Shall serve and advise in an advisory in an advisory Okay. in an advisory capacity only Can you make that a little bigger, Daniel, please? I'm over here squinting. I think I don't need to move the screen to see. That's it. Jody Thank you. Hold on because I I can't have it off my screen cuz then I can't see it. >> Right. Right. That's fine. Hold on. I'm off screen. And I'm doing just That's good. That's good. That's good. I'm good. That's good? Yes, ma'am. Thank you. All right, Jody. Um So first let let me say that this is the most inventive FOIA >> [laughter] >> oriented language I've ever read my entire career. So I Kudos. Kudos. Um Two
things. One is um you should definitely review this with counsel. Make sure it is FOIA um compliant. But but on but and maybe Nick can speak to this more. Um again it it you can make an argument that you're creating you're creating an advisory role for board members to um at interact with a sub committee or standing committee which is supposed to be an advisory group to the board. So So again, you have a board and then you have these standing committees that are designed to do the work of the board and report back to the board having deliberated for the board to deliberate on. Um and again, I I I I I I understand what you're trying to do here and I think there are a lot of board members who would applaud this.
I'm just I think from a from a standpoint of what do you really want standing committees to do and what relationship should the standing committee have with the full board and and should board members be advising those standing committees or should they just be listening in and taking it in and being acting again more in more traditional sense as members of the public in the in the opportunity to ask questions and and receive answers. And and then when when when they get the when they get information from the standing committee for board deliberation, then you at least you've been in the meetings, you've heard the conversation and now as a member of the deliberative full deliberative body, you're you're giving your insight and thoughts around what's being what's being deliberated on. Yeah, I understand I
I I understand the thoughts and the premises behind all of it, but I I had had something to say earlier. Every single board and every single committee at city council across the state ask questions. Like right downstairs right downstairs right now they're having a appropriations committee meeting and city councilors are able to weigh in on the budget rather than wait until the meeting for a whole bunch of needs to be passed to weigh in and then create like a 5-hour meeting. Yeah. Yeah. Yeah. >> We We don't We don't have to like um Miss from Miss Perez right here right now. I'm not putting her against Miss Perez, of course, but if Miss Perez makes a suggestion that we don't like we can vote against that on the board because she has no authority here
to vote or to count as a quorum would have but being as a member of the committee as an ex officio member she has the right to speak and give input. I I I I mean this is totally hamstringing this board. It's going to be an effective board and board governance. And I did contact um FOIA and I couldn't really come up with any cases where a board has been sanctioned or censured for having other board members at their duly noticed committee meeting. But there's to my understanding there's no case law on on the subject. If Could I jump in for a sec? Sure. So So I I'm trying to think back to the days when I um was chair of my board and we tried to I mean one of the other aspects of
a sub committee is that you have a less formal process. So you still have an agenda, you still have things that you're trying to accomplish. But it's an opportunity to be a little less um formal in your conversation. So um And again, that depends on the situation. If you've got 100 people in the audience or 100 people because there's something really pressing that the the board's um looking at through the committee obviously you'd have to be a little more strict in the rules, but um I always saw sub committees as an opportunity to be a little less formal. And if a board member could either ask a question or make a comment in sub committee it might help them better understand when it reaches the full board for a vote, they've already had their concern
considered rather than waiting you know, we're going to have this discussion, we're going to make these decisions, recommend it to the board and that's when you get to say something. Um I think it restricts the idea or the intent of what sub committees can do. So um I'm not sure I'm adding value to this conversation or not, but I do think that there's a there's a benefit. Um you know, what we always say to people is the sub committee is going to be discussing it. If you're interested, you should attend the meeting. Um and so yes, you get a chance to listen, but you know, if there's a way of informally letting board members ask their questions ahead of time, it might solve problems down the road. The other thing I'd point out is my
understanding of the term ex officio is when someone's ex officio, they're a fully vested member. Um So and let I mean your language kind of says you're not counting as a quorum etc. but then that really takes out the argument that they're really ex officio. They're just a member of the the public unless you're giving them the membership of the committee considered ex Just like the board chair is ex officio. Um unless your bylaws specifically say they don't vote, they're or your mayor for example. I I know there are cities where the mayor is an ex officio member of the board and and get to vote or make motions or or settle a tie. There's a lot of different charter language. So, I I don't know whether this language needs to be cleaned up to
be more more clear or not. Um I don't have a problem with the way you wrote it other than I think you're restricting the participation a little bit. And I'll shut up now. All right. I'm I'm I'm all for expanding the participation cuz that's the point of the exercise. This Okay. I don't know. This should not No, no. Can we shut up? No, no. No, my thought is that maybe can you just like send this to legal to send to Mark and we didn't get it on. That way we could just move this. Well, yeah. But yeah, I I heard what I got in my I got it in my head right now. Well, no. I don't Like I'm saying even we're So, we're good. in a effort to get these bylaws passed by our
deadline, let's Can we just bring this back? Like we can come back and amend the bylaw but we wanted like the idea is that we want to like get this done in the next couple weeks because we have a deadline. Well, if you're Well, if you're going back and forth with legal for all these things, it's going to extend and we might miss our deadline to get it done. We can always bring this back after we pass our bylaw. >> We'll vote on it once. But then this This We already passed this bylaw. We already passed it. We already passed it. So, I'm saying >> Since this is this is supplemental and reason there's a effort on this. You got a budget with potential us that we need to discuss. So, you want to if
you're going to allow people to speak is a different story. But if we're going into committee such as this and we are restricted from speaking on this one minute you and the two members of the committee can come up with all these lovely lovely days working for four or five hours. Then comes a regular board meeting and bylaws are like it. No way. I understand >> Send it back to committee. I understand that. And I don't And that's why that's why we can't I think we can hold this if we hold up the bylaw cuz we want to add this to the paragraph. We will miss our deadline. You can't come with this. It's already approved. I know you want to make it a Yes, but we want to bring it to legal. Yes. But
we want to bring it Right. Right. Bring it to legal and if they can get it to us before the next board meeting, great. If not, the bylaw still stands. All right. So, what that is is I don't want us to vote bring us to full board with this right now on the the draft on the on the draft making. I'm saying we move this with draft and we just bring this portion to legal. If we're bringing this to the full board for approval for the next board meeting, that's going to be honored. And if the legal hasn't got back to us, I have an issue with us holding up the bylaw. I'm going to consider a Yeah, and okay. So, let's do that and I will refer a separate meeting to you outside of
the committee and if it's ready And we can add it to it by then, Diana. I don't know. Daniel, did you type it all up? Copy and save it somewhere else, but You have it, Alexis. Right now, I'm going to keep it here. Just um but not as your adoption. Just um I'll move it after I have it noted language for legal review. Okay. I'm sorry. I'm voting on number 10 possible. Yes. Number nine? Yes, ma'am. All right. I I just want to talk about this a little bit cuz I think two have one concern about the Board of Education reserves the right to dismiss students representing to to poor attendance and other performance concern. And this two-thirds and whatever have you. Um This My My concern with this is does it leave a student
any right to redress or challenge their removal? Say a student says his political crazy and yells at a student or does something stupid. And then student comes out and really critiques the board. Or or goes against what the principal is saying right now. Like he's delivering a canned report saying the bathrooms in this in my school are horrible and they're all messed up. Um Um this is not not getting anybody in the schools, but like this is just a wild example. The security sleeping and this and that. We need things fixed in our school now. And the principal says, "Oh, man. We can't have this person on the board. They're making me look bad." And then they have no right to challenge it or no way no no no no and I don't know how
strongly we want to make those provisions or protections, but I think there should be something there that prevents for retaliation from a board that is critiqued in some way, shape, or form. Bylaws, please, cuz I don't know how to fix this. One of these [clears throat] discussions or two. I think, you know, typically other performance concerns, I think is intended to mean academics. So, a student needs to keep his or her or their you know, attendance and academics within whatever performance standards you set in the application when students fill out to become a board rep. Um But I understand how you're interpreting it that is more performance concerns being their conduct at board meetings. Um I don't know if you have suggestions on how to Like I think it was just intended to mean poor
attendance or other poor academics. But I understand if you want to add something to conduct at board meeting, you know, you could say something like the student must uphold I don't know, the student code of conduct at at board or something like that. Or um I didn't know if you were suggesting involving the appeal process to the board. >> Yes, kind of kind of my initial thought, but it's like such a singular possibility. I don't know if it's worth even going into a whole revision on it anymore, Diana. Listening to the the feedback. Has this been an issue? Never. No, no. That's That's Well, well, we Well, that's what I'm talking about. We Right. It hasn't been an issue, but Could be. Could be. >> Student reps seem sometimes reluctant to go outside their prescribed
report. I I just I The only The only caution I would I would throw your way would be that, you know, these kinds of issues could become highly politicized and polarizing and and the longer the process for removal, the the more polarizing it could become for the community and the more oxygen it could take out of the board's governing work. Um I guess my arguing for the language as it is arguing Does I just arguing for the language as it is is a two-thirds threshold is a pretty significant threshold. And and if the two-thirds of the board votes to remove a student, I would have to think knowing boards as I've known boards for many years, that's a there would have to be a significant concern for the board to even take this up as
as an as an action item. All right. Yeah, I Yeah, I got I I got it and I agree with it. But now there's another question um How do we come to that two-thirds vote? And what kind of discussion do we have? What's an Andre? Andre's >> [laughter] >> A very careful one because you don't want to violate the student's privacy rights. Right. Correct. So, we just How would it How would it come to an to an agenda with a two-thirds vote? How would that agenda item be listed? Again, again, you could Technically, it could qualify as a candidate in action. Right. And then Doesn't doesn't doesn't doesn't allow This is going to come up later. Right. For FOIA, would that student have to say right as a board member and an employee to have
in the public. You don't even have to. Even though that this is a key policy, is it something that has ever come up? This is new to us cuz we haven't had a policy on student representatives. So, this is I I've I've never seen this come up on a board removing a student. I I would It's not a bad thing for the board to recognize in its bylaw that it reserves the right to to dismiss a student. I think that's something the board should should um have that right to do. Um again, I would just be really careful. I think the more you say about this, the more of a quagmire it could become. And there's no way a board's going to win a case where wishes to remove a student if it becomes an
issue where the student then has a chance to to go through a due process and have it extended um deliberation with the board. You know, I I It's very unlikely that a a board is going to or at least say to the superintendent, "Please work with this student. Help help the student get the support he needs or she needs from the teachers to get the grades up to make sure he's she's coming to school on time he's coming to school on time." I think yeah, without getting into bylaw language, there are things as a board you can have the superintendent do to ensure the student is going to be and continue to be successful as a student representative before you make a move to say, "We're going to put ourselves on the line and remove
this student." And so, I think you have a lot of recourse to work with the or have the superintendent work with the student to keep the student on the board. If it ever gets to a point where you have to act and remove the student because despite of all the things you provided the student to get have better attendance or get the grades up or be an effective member of the board, the student refuses to do so, I would be concerned that having more language in this in number nine that that gives a due process Um I'm just concerned it could become a really toxic situation for a board. I'm willing to move on from this one and leave it alone. >> [clears throat] >> Unless anybody else wants to. Good. Mhm. I Yes, ma'am.
Um Under vacancies, third paragraph. Two Under vacancies, third paragraph, the person Yes. I think she's the target. Yes. I I would like to strike until the next regular municipal election for such seat. Anything you're adding instead? And for the remaining portion of the term vacated in And that's Mhm. All right, you can You can actually start strike the at which time the successor shall be elected because that's kind of redundant. I can do Hey, 9222 Procedure for removal of one. You need to add to number one after formal action to explicitly name the ability for the board member to demand a public his his or her actions be publicly discussed as is the right of board members, employees, and the normal hearings. That's That's basically a stat statute. So, the language would be Oh, sorry.
Can you see? Yeah. All right. Go ahead. I'm sorry. I didn't know you were talking. All right. I I was just giving it a little groundwork. All right, this is what I would like you to add. The affected board member shall have the right Wait, Joe, I'm sorry. What Where I'm at though, right? At the very end? Yes, ma'am. A new period or same sentence? Same sentence. Just leave the sentence alone. Should be fine. I'm dangling a sentence. Okay, right after it then. I'm not the best writer. The affected board member shall have the right to demand the proceedings be held publicly. Demand? Demand. Demand. Demand. Demand. [clears throat] Demand. The proceedings to be held public. Held held in in public, right? Held in public. Yeah, or in public. Yeah, or Do you want Just
a grammar thing. Do you want to put a period after action and between action and the and then the semicolon after public? I wish you fixing grammar. Yes. Yeah. Yeah. Whatever grammar suggestions anybody makes on my grammar, feel free. >> [laughter] >> It would be affected with an A at the Um No, an S. All right. [laughter] Or an S. You want to listen? Semicolon at the end. I'm sorry. Semicolon at the end. Oh. Yep. Yep. We're good. All right, then I'll Next one, we got the sample censure statements on the trash one. What number is that, Joe, two? You're on two now? Yeah, it's appendix appendix one. Oh, appendix one. Okay. I'm going to trash that and use two and three. Through the chair. So, you're saying strike number one, the whole number one?
>> Right, because they they It's like a menu of choices to add three to many. And then, so that If anybody loves it, the number two, this would actually become appendix one. Yeah. >> Correct. And then, next one would be appendix two. And they both they they both um have some value. Somebody goes off script, most likely me, and I say something in board, actually wants to distance themselves formally do it with number two. And I go crazy and curse somebody on our social media, they can say, "Don't do that. It makes the board look bad. You see my censure you blah blah blah." And then Yeah, you got it. Is anybody married to number one? Keep it in there? 9230. Okay. Candidates Where are you? Candidates Bottom. Oh, candidates. Okay. I think we need
to strike that whole thing. There's no reason for candidates for Reef Road Board of Education to be meeting with the superintendent. It could be under political in influence. Um It gets very very messy for no reason. A meeting is for the meeting board. It can be a meeting of the board. It says they're going to a board meeting. English student shall invite him into the office of the Reef Road Board of Education. And it's up Okay, I'm holding all the hate that I'm getting. You attend more meetings. I refer I would I refer style on this one is a reading comprehension number. On my part. Wherefore as to All the pieces. Am I striking the candidate? I put my foot in my mouth. I arrest myself for poor reading skills. Okay, now 9270. Two, three,
four. Paragraph Yeah, 9000. Paragraph four. The board will not employ. Yes, no this is wrong. That's the outcome. Strike that entire sentence. That's it. That entire paragraph. The reason being I agree in spirit wholly that we should not engage in nepotism, favoritism, and all of that. But this is way too overly broad. State statute does not go that far in the code of in the code of ethics. Um that we we do have in com- in com- in our bylaws that we must disclose or whatever have you. We have them disclose any relations to a board member or what have you. But to prohibit somebody's son-in-law, daughter-in-law, and cousins, aunts, uncles, and everybody else in here particularly in hard to recruit areas like say I have my son grows up to be a scientist and
I'm still hanging on as a science teacher and I'm still hanging on 10, 15 years from now and he wants to give back to the community, he cannot. And if he gets married and his daughter has an engagement, she would not be able to work for the board of education. It's It's It seems overly Overly restrictive. I don't know how everybody feels about that. So, through the chair, just a point of reference, you you would you do have a personnel policy 4112.8 that's nepotism employee of relatives that you'd have to consider if you were to strike this. So, 4112A is nepotism employment of relatives and it seems like it's similar language. It says, "Board of Education members and school administrators, in order to avoid both the reality and appearance of nepotism will make public any
relationship the board members or administrators have with any possible candidate for a position for which the board member or administrator must give approval or has influence in such appointment. For the purpose of this policy, relationship is defined as any defined relationship. Um that could be construed as possibly causing a bias or loss of objectivity on the part of the board member or administrator. A board member or administrator with such relationship with any employee in the school system as of the effective date of this policy shall declare such relationship immediately. No administrator shall have supervisory relation to any family member. Um and a disclosure form should be completed by the applicant. Right. That That That's a lot different from being an absolute ban crumb. And I have I have no issue with that language. The language
is perfect and it's full disclosure, it's clarity, transparency. In fact, we wrote it into a previous superintendent's contract whose wife was an employee that anything that comes from that the superintendent has to distance himself from those issues and it comes straight to the board rather than that. To Just just for that very reason. Through the chair. So, which which part of this policy do you find contradicts that? It says the board will not Again, this is broad language. Will not get Okay. Actually is in direct refuting of having a disclosure form. Okay. So, if we strike that and if it's still in 4000, it still has the protections that exist in the 4000 series. To disclose all those relationships and obviously the board member if it's like an executive position or something, will recuse themselves
from voting. What's Do you Do you agree that teachers will still be there in the 4000 period series if we strike that paragraph from here rather than employing it and revise it? Yeah, through the chair. I mean, Joe, do you agree with that way? I you know I I think um I I think um Joe Joe raises a really good point about this paragraph and um I think the spirit of 4112.8 is much more in line with um especially a district the size of Bridgeport where you have a lot of people and and and a lot of needs, you want the best applicants to get to to You want the best people applying and you want to be able to choose them from among the best. Uh but you also want to have full transparency
as well and I think the spirit of 4112.8 does that. Um if you want to um send me um a paragraph from 4112.8 that you think would be adaptive to this bylaw that we can use for this bylaw, I'd be happy to review that. But I think I think there probably is language in that policy that you can revise to fit in the spirit of what Joe is suggesting for a a narrower um narrower language. Does that make sense? Yes. And I've I'd be happy to work with you on that one. Did that I I made a note. I struck that out. Does this make sense then? Um key to incorporate 411 4112.8 into this bylaw and we'll send that I'm um Dr. Ciano or myself will send you that. Yes, send send me what
you think would be the paragraph from your policy that would work and I'll I'll I'll I'll work with it and I'll I'll send you something back. We can work collaboratively on that. We can have this by the next board meeting. Thank you. Appreciate it. When's your next board meeting? Um May 11th. May 11th, yeah. Certainly. Yes. Good. Uh Dr. Dr. Ciano's already on it. I can see. I just got I just >> [laughter] >> got it sent. You got a good team there. Awesome. Yeah, that's a good catch. That That That's I I I I like where you're going with that. 9300. You got it. That's good. The restrictive language of only First line, sorry. First line, Joe? Yeah. With broad The Bridgeport Board of Education shall concern itself shall concern itself only with broad
questions of policy and not administrative details. I'm looking Yes, I'm looking to strike with broad questions of policy and insert Okay. only with only as set forth in Connecticut State Statute and in bylaws 9000 and 9012. This is why I had it cross-referenced cuz we are not only to concern ourselves with policy. We also concern ourselves with both. We can modify positions, divisions, and classifications as necessary for the administration of education as recommended by the superintendent, to consider revising and adopting changes in curriculum as a whole but a lot of things that set out in state statute that are not policy related and some which may be administrative related. You want to read the changes to me exactly how you want it then? Uh yes, okay. Um All right, if you could strike with broad
questions of policy and insert as set forth in Connecticut State Statutes and set forth Somebody can correct the English on that. in bylaws 9000 and 9,012. Somebody can translate that into English. 9,000 and 9,012? I think because those both Oh, yeah. 9,000 just ref- references the Constitution and in Connecticut and general statutes. So, I think that will capture any anything that the board has set for itself already as powers and duties. And it will also encompass anything that may come up in general statutes in the future and in the past and that's currently binding in the Constitution as our powers. Rather than just that only could be very much construed. I mean, with the board questions of policy. Makes sense to me now, though. Any thoughts? So, so if I understand what you what you're
saying is that the board should should the board's operations are governed by the state Constitution, Connecticut state statutes, and and um by-laws, and and set forth in by-laws 9,000 and 9,012. Is that what you're saying? Yeah, but maybe we should strike the numbers in case we change by-laws somewhere along the way so we don't have to change this again if something has changed. And by- And did you say by- and by-laws and board by-laws? Right. That's the end. Please, Daniel. Um hold on. As as set forth in So, you're getting rid of um so shall concern itself only. You're kind of getting So, you're saying the Board of Education shall be shall operate Yes. Um >> As as governed or operate under state Constitution, Connecticut state statutes, and its own by-laws. It It's I'd say
it's by-laws. It's by-laws. We add that before state Constitution. What was that? Act above under state Constitution >> the court state here. The state Constitution, Connecticut state statutes, and in accordance with its by-laws. Board by-laws or board by-laws? By-laws. I would say it's by-laws. Or its by-laws? How does that work? That's what I >> I I mean, I'd say in I don't know how how prescriptive you want to be, but I don't know if you need to say in that with administrative details, but I mean, if if you feel as though that needs to be stated. I think it I think it needs to be stated. I think it does. Okay. And good that that cautionary tale needs to be there for all of us. Okay. That's fair enough. Fair enough. That's why these are
your by-laws. >> [laughter] >> And nothing. Final one is 9360. You said 60, right? Yes, ma'am. It's got to be all the way at the end. Oops. Just fix some of the changes. Paragraph three. The board will work. Yes. Okay. It's the will to may. The will to may. It is the best fix. And I think the next will should stay. I mean, I had thought about it earlier. Thinking about it is long as we are a member of CAAE, we should designate a legislative representation representative. I don't know if that seems conflictory or conflictory contradictory. Oh, sounds good. Through the chair. So, you're saying the first sentence you you may work with our average once develop your legislative program, but then you will share that program with once you develop So, it's if that's
the direction we're in. This paragraph also has a will. I don't object to because they should have a delegate with CAAE, but and if God forbid we run out of money or we can't afford CAAE, the will be null and void because we are not a member. Right. Makes sense. That is all I have. I I got like a procedural question to make this a little um easier on the full board when we go to the full board. If we fully change certain ones, uh is there a way, Madam Chair, to do the will? Can't the ones we didn't touch get a consent agenda? Cuz these are just moving forward as is. No It was nothing discussed. Don't accept it as on this agenda as But you you didn't want to share the 9,000 series
referred 2,000 then. 2,000 and 9,000 were referred. The only thing just to try to get you work that have not been amended. Right. Because cuz those those will be cleaner and it will move quicker and we can just focus instead of rather than going I can't and What numerical sets numerical I'm sorry. I'm sorry. I can just follow with I think we all know that. I don't really know that. Yeah, that I think it should be fine, but um cuz cuz basically what I'm looking for is just that out of the list cuz they're not supposed to. What was that? Everybody moving back and forth so they could see actually what we're focusing on in the next meeting policy 9200. Something like that. I don't know. I think you could do that. Daniel, we let's
talk about that. See what you mean. But because I I I I I I I I I I I Mov- moving what wasn't had no amendments? Joe, you moved the the 2,000 series, though. Didn't you move the bypass of the first read on that? Yeah, cuz there was really nothing actually touched. I don't I I I think we could do it, but All right. Consent agenda or what? That makes sense. Yeah. So, so I mean, both want to consent agenda Both by consent. Both of them both series on the consent agenda. Along with Unless anybody has an issue with them. Right. All right. So, Wait, you want you get to set the agenda. I don't get to set the agenda. I don't have a view on this. Okay, Robert, you're bypassing first secretary that has
Right. Okay, motion bounces I just put it through the regular way or figure Um Motion to send to the full board as revised series 9,000, waiving the first and second read for immediate implementation. So, I think yeah, so All right. Um Take a vote. All right. I'll be second. I. I have it. All of you. All right. Next thing on the agenda is to adjourn. Motion to adjourn. Second. All in favor. I. Two. Good night. Thank you, gentlemen. Thank you, Joey. Good night, everyone. My My pleasure, everyone. Have a good night. Thank you, guys.
