[clears throat] >> Are there adjustments for the agenda? Yes, I would like to make a motion to add five adjustments to the agenda tonight. Um, first item would be to move A, the FY27 ESA application presentation to under the assisted superintendence report, item 8. The next adjustment would be to add an item 21L which is the custodial contract

002approval for um years 26 through 29. The other adjustments to be made would be to add 12 A David Barley um at the elementary music level, 12 AE Nick Ganon CATC director and 12 AF Laura Whitney of the music department. And these are resignations. >> These would be items 12 under resignations. Yes. Those are the five adjustments I'm motioning to make. Uh, welcome and happy June. I would say that we've cruised through the school year pretty nicely. We are in the last two days of school. when we have Thursday, Friday this week and

004I'm sure the students and probably some of the teachers happy to be heading out on heading out on summer break. I have three quick updates. Uh one is the the board's going to entertain this conversation and one of your policy adoption tonight with the reference to the new cell phone law. There is and this is important for everybody to know. It will mean um it really won't mean anything new for the elementary level because we have no cell phones at our elementary schools anyway. The high school middle and high school have been allowed to use their phones on breaks and uh at lunch and so that that will be going away and that's not an Augusta schools like we can't fight that that's state law. So, there will be an adjustment to the to the

005handbook for next year and just we want to start letting people know that um and I'm sure the high school middle and high school will be putting more information out on this, but we'll be the board will move to adopt if you choose to a new policy or updated policy regarding cell phone use and it'll be bell to bell. It'll be a bell to bell bam. That's what they're calling this. So, wanted folks to know about that. Um, good news. We have two pieces of good news or I have two pieces of good news. One is the straw pole vote for the concept design happened last week, June 3rd at Ferington Elementary School in reference to the new Fington or the the new construction project at Fington. And that was approved unanimously by the 15

006Augusta residents that showed up uh to support that new concept design. There's a lot of rapid movement with reference to the architects and CHA working on Mr. Stone is here tonight and could help you with any details but there's been a lot going on to uh from the design perspective and and uh researching phasing and what basically the act actualizing a plan to get those additions built over a two-year per period. So, um, if the board, excuse me, if the community approves the referendum in November, then, uh, we'll be going out to bid to to for contractors, the the design will be finished and they'll be breaking ground in 2028 2028 March. Yeah, March of 28. So, um, that is the latest update. There's a lot going on between now and referendum. You'll see some

007advertising and the building committee will be involved with that over the next few months. And lastly, great news, exciting, the city of Augusta approved our um our budget yesterday at the referendum. So, we do have a budget for FY27 and we can now move forward with uh plans for formally for next year. So, again, I wish everyone an amazing summer. I hope hope this year's been great for folks and we have a we do have a lot to celebrate. I hope people can get some rest and relaxation. Enjoy some sunshine this summer. 008any kind of >> But you haven't had a formal word. >> I don't have a formal word on that. >> Thank you. questions for the superintendent hearing none. Assistant superintendent's report. So, in my June 10th update, I added a lot of tabs. Um, one of them that I'm going over tonight is the PSDA for the title federal money that the federal funding plan I'll be reviewing right now. Um, also a comprehensive needs assessment that each school completes. And then we do a district comprehensive needs assessment that goes into what we're going to be spending our title funding money on. And then um I also included the curriculum review for English language arts and our math curriculum review. So those are slides that are in my report, but I'm going to spend the time really talking

009about our federal funding. So I'm hoping my little remote works. H Why did you do that? >> No, I didn't touch it. [laughter] >> I was hoping it was working. >> It's working. Okay. So, this talks about how much federal funding we are receiving. These are preliminary allocations. We should be after July 1st um getting our final allocation. But if you look at title one, we are roughly $8,883 more than last year. Title two, we are down by $29,35. For title three, which supports our English language learners, is up by $615. And then our title four, which is uh student supports programming, which is um down $1,481. We did not receive title five funding this year. So overall we had a decrease of $55,021. [laughter] If you can see this um the largest investment is

010really title one. And so what's that really focuses on is reading, math, and student engagement. So part of the restructuring when we had the um staffing cuts was looking at how can we utilize our federal funding with our general our local budget along with special education and all the functions that we have available. So in that we intervention specialist is a new job description or job role that will be was previously title one teachers. So those teachers are embedded in our schools that provide intensive reading and math support for all students who need it. The MTSS coaches are are formerly known as instructional coaches again will continue to support with that data driven intervention. MTSS interventionist is probably the biggest change for for the district and for the staff. MGSS interventionists have previously been known

011as ED educational technicians and we had very siloed PSO ed tech, special education edex, general funded uh general education ed techs, library edte. They are all now going to consider MTSS interventionists so that we could be able to place um staff as where student need is and not be siloed to a particular program. student services specialist is going to support um you know that was part of the reduction in the special education director position. So that student services specialist is going to help support um MTSS, the multi-ter systems of support that we talk about and 504 services also as well as attendance. The tier 2 three type stipens at the 7 to 12 level is additional support for that middle and high school staff because now um we are that we were identified as needing

012support at that level and I'll get to that further in the presentation but those siphons will help provide st school staff who go beyond the day and then of course we need supplies Just for people who are watching this, this presentation is available on under super assistant superintendent report. All that stuff can be reached through that link. Correct. >> Yes. >> So it'll be um put into my um the update. It's going to be put on to our website as well. >> So email me with questions, concerns, input. So these are our students and we all six schools now have universal free breakfast and lunch and we do not need to apply for the free and reduced application. So what that means is that um our community elig 2030. We are identified as 70 almost

01375% of students through the direct search needing support or or qualify um and each school if you look here under um the ISP is if a school is over 40% students who qualify then we can qualify for schoolwide which gives us more freedom in how we use those federal funds. So if you look at those numbers, you have the enrolled numbers and then you have um directly certified and that's students who receive TH benefits. Okay. Also in that last column is our main model of school supports. So ATSI is additional targeted support improvement, TSI is targeted support improvement and then nonidentified for support. And the way that the schools are listed is their rank based on um rate of distribution and poverty. So then here are the so this talks about staff that we are

014talking hoping to place there. Again, what it is is using that what this being identified as schoolwide is it gives us availability to use the funding that we need to. [clears throat] One of the biggest changes is that um title money will be used at the middle school and high school because of the main model of identification as well as now being identified as schoolwide. title two and title three. So title two again is going to support interventionist uh also support the grants administrative assistant professional development and then St. Michael's school. St. Michael's school is the private school that we have that um in this area that needs federal funding has to be allocated to them. Title three is going to be going to instructional materials, family engagement night and professional development. Last year we

015had read unlocking multilingual learners and the people the authors from those books will be coming to do professional development for us. Title four will be supporting um board certified behavior analysis services to help with behavior assessments in um individual support for the schools and staff coaching. We have a piano accompanist that will help um children at a program that could help with student engagement at the high school level. We have social emotional learning support um during unstructured times during the lunch periods particularly at the 7 to 12 level counseling services technology licenses and again state services. So what does this mean is the AL school is schoolwide. Like I said, there are no quote unquote title one students who are considered only title one. Every student who benefits in the building benefits from these resources.

016We have free meals for all students because that community elig eligibility provision. So there's no household applications. So then we're not waiting dependent upon our funding. with a reading and math support for those MTSS interventionist and intervention specialists will be able to provide small group that data driven support coaches help the teachers deliver strong instruction and then behavioral and mental health support services. So any questions or concerns, please contact me and then this again like I said will be posted on the website and is one of the requirements that there be an opportunity for public comment. >> Yes, sorry. And tonight's public comment will let you know of an opportunity to comment on the plan or the plan and um as well as by email if you recall you providing a deadline. I [clears throat]

017would really like to have this by July 1. So by July 1, if if the community or parents want to provide public comment, let me use some federal funds, they should reach out by that date. I'm not going to spend a lot of time going into the other. Okay. >> It's all slides there that is attached to the agenda. So, >> so there's a lot of information. I know that we hear concerns regarding the progress that we make in in our curriculum and in our academics. A lot of the slides that are attached to assistant superintendent tibido report tonight are available on the agenda by clicking on those

018links that are provided there. Next, business manager Ross. Thank you. Uh the FY25 audit is still in progress. Um they are working on um selections. So compiling a list of selections for our payroll and AP offices to pull supporting documentation so that they can test the certain areas. Um and also today um they contacted our school department quite often because they're working on testing our retirement um through payroll. So making sure that um what we paid is what came out of payroll checks and that kind of thing. So we're starting to supply information so that they can test that program. Um we are continuing to work on Red Rover implementation. We have another meeting next week uh Tuesday I believe. Uh we opened up the absence and time system for central office. We found some

019things that need to be fixed. So we'll be addressing that next week. But it's exciting that they even were able to open the testing site this soon in the process compared to what we had in the past. Um our hiring system is almost complete. So, um applicants will be able to soon use the Red Rover program to apply to positions and we'll provide training um for admin obviously to go through that and get their recommendations on things that we can um modify before we go fully live. Um so, we're just excited on the progress that's been happening there. Um it's we're finding it's very user friendly. >> [clears throat] >> um we have a lot more access um as administrators of the portal um than we had previously. So we don't always have to reach

020out to Red Rover to fix something. We have the ability to fix it ourselves. So exciting there. Um the paid family medical leave program through Guardian Life has still been a great challenge for our business office. We actually ended up having a meeting with guardian representatives as well as the um paid family medical leave program manager from the partners group which is a national group. So they have somebody that works with A through M I believe nationally and then N through Z. Um so he was brought into the conversation as well as um one of the VPs from Cross Insurance that was part of the sales group that helped sell us this program. Um so it it was a big enough concern that we brought them all together. Um since that meeting and over the

021past uh couple weeks um we have had a lot of email communications back and forth and finally got some of those things resolved. We found that they had um for lack of a better phrase growing pains in the program as well and some of their technology was not working how it should. Unfortunately, some of that technology was due to payment of our employees. So that has hopefully been resolved. Um as well in the business office, we're working on end of year processes. So, closing fiscal year 26, opening fiscal year 27, which um should potentially occur next [clears throat] week. We've been working with city on that, and that's the time frame that they've kind of given us. Um accounts payable, we'll have two runs for fiscal year 206 and 27, invoicing state for the federal

022funds that we need to gather. So, a lot of work happening in the office. Um, Wednesday, June 17th, so next week, I'm going to be attending um, uh, the 2026 Municipal HR and Management Conference um, hosted by the Main Municipal Association. So, I'm excited about that to learn a little bit more and strengthen my human resources knowledge. Um, so that will be exciting. Um, and then May financials. So we have 1 month or 8% of the year remaining with 7,964,967 or 20% of the expenditures remaining. >> [snorts] >> Um, we've received 38,291,378 in revenues with 5% remaining, but it is a positive thing that that 5% is less than the 8% because it means we're collecting more revenues than we may have projected out. Um, and we still have June. Um, and then expenditure areas

023with less than 8% remaining, a lot of them I've reported on every time. And so special ed administration is at 5%. Most of that is due to the main care seed quarterly reports. I reviewed um the other accounts under special ed administration and um they're mostly salary accounts. So I don't feel that that will be an issue moving through June. Um student assessments at 6% that was a one time. Um system administration is at 6%. Um, Superintendent Tracy and I met to go over some modifications we could make for June in that area. Um, so we feel that we will end the year in a good spot there. Um, debt services was at 2% but again that was a one time. Um, and transportation which I've spoken about quite a bit is at 1%. Um,

024but there is a plan to potentially bring forth to the board in a couple months a transfer from the special education cost center to the transportation cost center. And that's the end of my report. Questions for business manager Ross. Hearing none reports from other school officials and that includes Nicole Stallier. Good evening everyone. For those of you that don't know me, I'm Nicole Stonier, the new school nutrition director. Well, just completed my eighth month. Um, so school ends in two days, so I'll take a deep breath and then start the summer program. So, I just wanted to briefly talk about that. The summer meals program has a new name this year. It's called Sun Meals. So, you'll see that on the signs um around the locations. Um, nothing really new to the program other than

025the name. I have added two locations to our remote stops that were previously requested um, from what I understand a year or two ago. So, we have added North Street Park, which we used to deliver to um, years ago and that stopped. We are headed back there. Um and then we are also going to Lithgo Library. So they reached out and they have added some children programming at the library in the mornings. So we're going to deliver there hoping to hit that large group of children. We start June 29th and go through August 21st. There are no days that there's no holidays in there, no days that we will not be on site. Um in addition to the seven sites that we do remotely, we also provide meals to the Buer um center. So that

026is a delivery first thing in the morning which includes breakfast and lunch for those children. Um we do that every day as well, Monday through Friday. And then we will also be providing breakfast and lunch here um after school for summer the four weeks of summer school. So, I'm pretty excited about the number of students that we will get to reach this summer. So, it's pretty exciting. I'm nervous. It's my first year, so we'll see how it goes. It will be a learning every day, I'm sure. So, um but hopefully it will all go well. Any questions? >> Board member Parks, >> thank you. Um how are you getting the word out? And then we have it set up on our website to this was something new we learned where we could schedule a um blast on the website every seven days I think without having to go in and actually do it. So it should repopulate bring it to the top of the page for folks to see. So, and then the elementary um schools, those secretaries sent them home with the kids as well. 028able to assist if you don't, but how many students are participating in summer school total? >> Well, actually, I just found that out today. [laughter] So, for the 4-W week summer school, from what I was made aware of today, about 35 to 38, um I'm going to attempt to provide a snack to the high school uh summer school, which could be upwards of a hundred students, and that starts Monday. So, that is something we've never done before. Um, and I was talking with um the teacher that's in charge of that today and I'm going to be here. So, I feel like if we have the product then um while they're here I will be providing them with a snack at 9:30 every day and that could be we don't have an exact number but that

029could be upwards of a hundred students. >> And it's about 85 at buter 85. >> Thank you. Were you asking about the summer program for title one and ESY? >> You know, there's multiple ones I believe, right? I was more wondering total sort of how many students are in the programs and getting fed then. >> Okay. 030last week of school. I know my colleagues probably in similar situation. We've had six great celebrations. So, we had ours last night and we are ready to send off our 35 terms off to middle school. They have done us proud this year and we're super excited for their accomplishments and what where they're going next. Um, today we had field day. Um, it was a fun event. Member Baker came and helped out. So, it was nice. The weather held off. It was beautiful. Um, and so we are wrapping up on Friday. It's an early early release at all of the elementary schools. just making sure parents are aware it dismissals at 10:30. Um, also our offices are generally open uh for a few more days after students are out. So, we'll be tidying up things to

031kind of wrap up the school year, but over the summer with summer registration at the elementary levels where we don't have secretaries year round, families who are coming into the district new, we'll want to reach out to the superintendent's office for that registration information and Laura Ted is usually the point of contact for that for us. 032we just had our sixth grade celebration tonight. So celebrated them moving on some they had a wonderful step up day to at Coney last week on the 3rd. Mrs. Liscom and her staff made sure that everyone was very welcome. And I think it's a really important thing because our sixth graders were so nervous about scary con and what to expect and so um both middle school staff came down to speak with them and then they went up there and they got to go through the the schedule. So I think helps alleviate those nerves and it's always good for us to be making those connections ahead of time. Um so and some nervous parents too. So they they will have their time. again emphasizing that 10:30 early release on Friday and then we'll recognize our staff

033after that. Um, and just on a personal uh note, I thank you for all your support over the year years and I'm really looking forward to um some rest and I really hope you all have a very productive, peaceful year and able to focus on all of your work and and um [clears throat] I know you'll all be doing what's best for our school system and I have great uh confidence in Mrs. Gothy as she moves on over and takes on a bigger project. She's been here many many years and we wish her well and thank her for her work here in the aggressive school system. She's been here a long time

036and we wish her well and her back. Thank you. Next item number 13 is recognitions. And I will throw the first one on for a district music educator of the year to you, Mr. >> Great. I'm going to invite Mr. Dan Gilbert up to the podium. He's the chair of the main music education association district 3 chapter. And Mr. Gilbert, I'll let you tell us all this great news about Thank [laughter] you, Mr. Tracy. Um, so as he said, I'm the chair of MMA District 3. I have the honor of serving uh most of Central Maine and I was a part of a group of educators in central Maine who got together and review nominations for our music educator of the year award uh and [clears throat] uh we pretty unanimously chose Aaron Card um

037for a multitude of reasons. But if if I may, I'd like to share her um nominator's comments uh that were submitted with the application. Uh Aaron Cart is a huge supporter of the arts within the Mid Coast of Maine and an integral educator within District 3. Aaron often acts as a host or manager for district 3 festivals, including hosting both the seventh and eighth grade honors and the high school festival this year. Uh, additionally, Aaron brings her bands to several of the district 3 and greater main area festivals within each uh, school year, including middle school band, chorus, jazz festivals, the district 3 state qualifier, MMA state jazz festival, and the Funtown music festival. Aaron [clears throat] is a part of a very collaborative and innovative team of educators at Coney Middle and High School

038and works very well with their educators in the Augusta schools. District 3 and the larger MMEA community uh are very uh grateful to have Aaron just for her advocacy and support especially in Augusta but also in her home uh town of Gardener uh where she um [clears throat] you know advocates for the arts as well. So we uh awarded her the award. Uh and if I can tell you really quickly how we did it um Mr. Kly and I uh schemed a little bit. It was the dress re the final dress rehearsals before Little Shop of Horrors went up. I appeared about 30 minutes before Aaron arrived, handed him the award, went home, got on a Zoom meeting to run our spring meeting where it was presented. And you piped the audio in through the

039speakers in the auditorium without telling her. So she was on stage and just she heard this voice from the heavens [laughter] uh reading the exact comments I just like said to you. Erin, would you stand for us please so that we can thank YOU [applause] [laughter] welldeserved recog specialist ornate honored as the nunum starting nine. I give this to Oh, Miss Bliss. Thank you. You're welcome. Um, if I would ask uh Michelle Marble up here while I talk about her jump here and should have been up here. So, it's nice to get that spotlight on you guys. All right. Um, so um, Miss Relle was recognized as a unim starting nine. Um, and it's really more of a uh more than a recognition. It's a reflection of what's possible when passion, purpose, and student centered

040work comes together at the highest level. Um JMG jobs remains graduates selects nine of these specialists um among all of the JMG people through the state. Um and they really are recognizing the positive impact that these people have inside the classroom and outside the classroom. Um and so just some specific things about Michelle um or Miss Marble is since joining JMG um she's made just an incredible impact on students at Coney helping them find their voice um to building their confidence and advocating for themselves while supporting students as they develop proposals that improve their school community or even helping them navigate cultural traditions and challenges. Michelle creates opportunities for students to be heard and respected. She's a leader in implementing the main career exploration model and microcredentially, which we'll talk to you more about at

041some point. She's helped more than a 100 middle school students and over 80 high school students explore their careers, develop skills, and prepare in their futures. Her dedication to the students and commitment to innovation and ability to create inclusive learning experiences make her incredibly deserving of this recognition. Um, and the great thing is she actually had to throw the pitch out at the one of like Sea Dogs game, right? And she was describing how amazing she was. [laughter] >> I'm not getting a pitching contract. It >> was embarrassing. [laughter] >> She had to throw it really far. She didn't She thought it was just a toss. I asked my nine-year-old daughter because my family came and I was like, "So, what do you think?" She's like, "Mom, that was terrible. Don't ever do that again."

042>> She just does incredible work for us at Coney. We're very lucky to have her. Um, and so I'm u just so proud of her being recognized as one of the nine greatest JMG specialists in our state. So, congratulations to >> [laughter] >> And next, we would like to recognize Gretchen Livingston. Can you stand up, Gretchen? >> On behalf of the Augusta Board of Education, I want to take a moment to recognize Gretchen Livingston, who's been named the 2026 KBEC County Teacher of the Year. >> She's got >> Okay. Thank you, Kim. >> Sorry. [laughter] Gretchen teaches Spanish at Coney Middlean High School and this honor is a reflection of the kind of dedicated, talented educators we are fortunate to have in our schools every day. This recognition is well earned and the entire Augusta

Congratulations, Gresian, and thank you for the everything that you do, not only for your students, but how you go above and beyond in everything that you do at Coney High School and for us. I want to extend our sincere thanks to Reika who is who is completing two years of service as our student representative to the board. The high school drama department performed their first musical, Little Shop of Horrors, for two nights at the end of May. Um, our music department also presented their spring into summer jazz concert featuring middle school and high school jazz bands and combos. The eighth graders presented their movers and shakers projects um at the

045Movers and Shakers fair last week. Several eighth graders were also selected to compete in the Moofers and Shakers speech competition. Many sports teams are continuing into the playoff season. Girls tennis came runner up in the Southern Class B state championship. Boys track is competing in the Northeast Regional track meet. Um, also we had our I don't remember if I did this last night or not, but we had our new student representative elected and that is Aana Bot. She's sitting like to have her come up. >> Yeah, sure. [laughter] Introduce it to us. >> So, she is a sophomore. She's will be a junior next year. Um, and yeah, she went against two other people and she won. So, this is Aana and she will be your student representative for next year. [laughter] >> And you

I've really connected with advocating for students at my school and being a part of all these different clubs and all the experiences and people I get to meet. I really want to bring that forth to the Augusta community and connect the

[laughter] Um, the finals for high schoolers are this Thursday and Friday, marking the end of the school year. And summer school runs from June 15th to 26th for students who utilizing that program. Um, eighth grade promotion is this week, I believe. Yes, this week. And eighth graders also had an egg drop competition, a class trip, and a dance to celebrate their to celebrate finishing middle school and the start of their high school journey. The Coney class of 2026 graduated on Sunday. Um, the previous week they had a class trip to Funtown, a walkthrough in the elementary schools and Coney, class

048day, and a senior sunset at the turf. following the graduation ceremony, they celebrated with project grad at Coney and summer break starts next week for the rest of Coney students and I think they're all very excited for that. [laughter] Um, but okay, before my term comes to a close though, I want to voice some closing thoughts I've had from my experience on the school board the last two years. Um, I have great I have deep gratitude for this school system and community. We are privileged to live in a place with such caring and skillful educators and administrators who truly give their all to make every student feel supported and to equip them with the tools they need to succeed. However, it has been frustrating at times to see that these schoolboard meetings don't always reflect

049the same wonderful qualities we see in our schools. [clears throat] Every month, I hear adults in the school speak with disrespect about our educators, even our students. And hearing I hear the type of hateful language that would never be tolerated in our schools. So, it's difficult to grasp what we tolerated in our board meetings or even from members of this board. In my time as student representative, my biggest goal was to increase student voice to encourage students to express their wants and concerns to decision makers. However, it is difficult to encourage my peers to come to meetings when I can't guarantee they will feel safe in this environment. Moreover, even the students brave enough to speak and express themselves often have had their message undermined and are not truly heard. It is the responsibility of

050this board to serve students first, regardless of where they're from, how they identify, or personal bias. It is a good thing that we have a school with people from a variety of backgrounds and beliefs. Exposure to people from different who are different from you is part of a good public education. And we deserve a board and community that supports creating a diverse, respectful environment in our schools. I'm truly grateful for my experience on this board. And I don't want to diminish the hard work and positive impact that so many people do do here. I know our school officials and the majority of this board does great work and pour a great amount of energy and dedication into doing what is best for our students. I just hope that in the future this board will stay

051focused and be proactive on the important problems. As this budget season has certainly reminded us there are more significant challenges facing our schools than partisan politics. I hope you all stay as educated and informed as possible on issues. I also encourage you all to spend time in our schools talking with the faculty and students to get a firsthand impression of what our school is really like which most of you already do. I mean, we have lofty goals thanks to our administration team that works so hard and we have a staff that's incredibly dedicated. Um, and I know from firsthand I'm very welcomed into the schools. Um, I have seen it. I especially was incredible to see the fifth grade band move to sixth grade. When you hear how fifth grade plays and then sixth grade plays, you just realize what education can do. So, I just want to thank all of the staff and administrators who welcome your students every day. No matter who's in the room, no matter how they come in, you are there to serve them, to help them, to support them, to help develop the children of our community.

Um, it was the majority of the board uh who voted about Title 9 and in addition, Title N as uh presented in the executive order is still in many courts uh being decided. First, our public comment period is scheduled not to exceed 30 minutes on the agenda of the board's regular meeting during which speakers will be given three minutes to comment on school or education education matters. We'll hear first from residents of the city of Augusta followed by Augusta School Department students and staff and if there is time remaining from non-residents who wish to speak. Second, we expect speakers to follow the rules of common etiquette and decorum and to refrain from engaging in disruptive conduct. We require speakers to stand behind the podium when they speak and we recognize only one speaker at a time.

058Any member of the audience who attempts to speak out during the time allotted to another individual will be asked to restrain will asked to refrain from speaking and will be asked to leave if they continue to disrupt another person's presentation. Third, in order to pro to protect the privacy and statutory confidentiality rights of our students and employees, we do not permit discussion of matters involving individual students or the job performance or conduct of school department employees, whether positive or negative. Finally, I want to remind everyone here that this is a school board business meeting committed to the effective operations of our schools so that we are able to provide our students with the best possible education. And I know that you have upcoming the transportation issues. I'm sure I'm not a parent, but I'm sure the parents are going to be looking forward to seeing what's going on. But I just wanted to talk about a few things and I have little posters just to remind um I really think it's important to talk about bullying or the bullying policy each month. Some I look at looking

061at all the um schoolboard meetings in Maine. Some of them have better sections for discussing bullying and having forms and formats on that. Um because when I was in elementary school, I was bullied. Um but um my parents just sometimes say the kids don't their parents don't attend the meetings. My parents attended the um parent teacher meetings in junior but in junior high school. I was marked by some boys in the classroom and I responded and I almost went to Steven's school. Um and if you know if you live around Augusta, you know what that's about. And but fortunately the boy admitted that he was teasing me to the principal. And from that experience in junior high school, it's not surprisingly that I stayed to myself and I was voted quietest girl at uh Coney

062High School in a in a lot bigger class than what you have now. Secondly, the I just have a few questions about um the strengths. I saw that on your website. I'm glad you had the communication to talk about that. You had an exercise about strengths and I just was thinking about what I saw on the website there. You had um uh kids doing wall squats and then you know not every students be able to do that. I don't know what that would interpret to some student that wasn't able to do that. And then you have a twin week or a dressing up week. Financial expense of that can be a lot depending on the school. Some schools really go into these activities. That can be a lot for some students. And I don't know

063who uh advises the activities uh for schools, but I'm just curious about that. And Pelum New York Memorial High School has a real good information about um it's 2018 relative. Pull examiner December 7th 2018 talks about pros and cons of having things like superlatives and that's not just for quietest but for all of them. >> I'm I'm sorry but you appreciate your time. >> Okay, that's fine. We are now at the end of another school year, and I am disappointed and discouraged that more has not been done to address the racial harassment in our schools. Eight months ago, I had to transfer my son's school for the second time due to racial harassment. And I also filed a main human rights and office of civil rights complaint. Those are all still pending matters. For the past three years, I have been sounding the alarm on this issue. I reported every incident, yet the harassment continued. This district continued to choose to treat every incident as an isolated incident with individual actors while knowing that the same racist behavior was occurring across the entire school district. He

065has now been to three of the elementary schools and he's been called n-word, monkey, uh, black people are monkeys. I often felt that these concerns were not taken seriously. The response seemed to be to hope that it would not happen again despite knowing that it would continue without preventative measures, meaningful education, and reasonable consequences designed to change behavior. My son currently has to have a safety plan and a staff assigned to help him prevent racial harassment. That [clears throat] is not a solution. It is a temporary measure designed to protect one student from an environment that has not been adequately addressed. I will not feel comfortable removing those protections unless and until this district takes measurable steps that are reasonably calculated to ensure that this hostile environment does not continue. And I want to be

066clear, a child requiring extraordinary safety measures simply to attend school does not meet the standard of a free and public appropriate education. free and appropriate public. Whatever, you get the point. My trust in this district has diminished. I now find myself questioning leadership and staff because I no longer know who is willing to genuinely address this issue and who is simply managing risk. At times, it appears that this district is more concerned about limiting legal liability than eliminating racial harassment and discrimination. I will acknowledge that some some efforts have been made. staff had participated in a very brief training on racial harassment and inappropriate responses. There was also an assembly held on this topic. I was told that this assembly would take place in every school. You were supposed to let me know. You you

067gave me your word that it was going to happen. Never heard back. We have two days left, so I'm guessing that's not going to happen. The reality is that students of color should not have to rely on safety plans, workaround, or school transfers to receive an education free from racial harassment. Every child has the right to feel safe, welcome, and respected at school. Every child has the right to learn in an environment where their civil rights are protected. And this board has a responsibility to ensure that those rights are not repeatedly violated. I am asking this board to move beyond temporary fixes and take meaningful, measurable action to prevent racial harassment before it happens, not simply respond with the bare minimum after the damage has already been done. 068Um I come straight from a day of field day at Lincoln Elementary and um I just every year this week is chaotic and busy and very very fun. So, I want to say thank you to our staff for going out of their way to make these events so wonderful for our kids this last week of school where everybody is feeling all sorts of ways about the transition, about the end of the year, upcoming summer, leaving their classmates and their teacher. Um, I know I'm seeing a lot of that in my own kids and then walking into the school. I see that as well. Um, I wanted to note a couple of things. Uh the spring concerts this year I think were a really good mix of trying to find times where families could get to

069the school but not have it be too overwhelming. Uh I know that's a hard thing for the schools to try to figure out when to hold them. And I think that there was a good balance hit this year. Um and I heard from so many families that really appreciated having that opportunity to be at the school and see their kids perform in that way especially at those younger grades. Um, I also wanted to note broadly I am the like de facto head of the Lincoln parent teacher club. Um, and so because of that I am also the person that takes in all the finances for that and the amount of staff who donate to cover needs of the children in this district is astonishing. Um, I am consistently receiving donations to cover things like yearbooks

070or these fun things that the PTC tries to provide from this district's staff and um I they wouldn't want to be named anyways and I won't name them individually, but uh that to me speaks to the heart of the staff in this district and these people who are taking care of our kids day in and day out and I just want to say thank you because it is noted and those kids are feeling that love. So, thank you very much for the work that you do. Thank your staff for the work that they do. I hope everybody has a relaxing and restful summer, kids and staff included. The the big advantage of this is that we actually have two servers now on our older system that if we have to replace, which looks like within the next year we will, they could be up to $50,000 a piece. Uh this would be all a cloud-based system that we would not have to maintain, but would be firewall protected uh through our system and through their system. It also uses AI analytics, which we put in personal characteristics. So a good way to describe that is when you do a search on the web that is also using AI technology to quickly bring that data

086to you. So this allows those cameras to bring that data much quicker very quickly. It's like lightning speed to our security personnel resource officers administrators. So, if they were looking to search for somebody, like I told in the finance, you could use personal characteristics like you're looking for a person in a blue shirt or with a black backpack or a mustache or if you're looking for a vehicle even, you can describe the vehicle. It can quickly go through that data collected and find that quickly for you. I hope I hit those points that that you were wanting to address, but it's it's and it's it's very easy to learn. We have 24hour service. It's unlimited service. They'll provide all the training. There's unlimited training. So, it's a really really good program that we hope we

It is I just want to be clear for the public or everyone interested.
