State law and the Alabama Department of Education requirements mandate that the school system maintain a balanced budget for all funds and activities. The final annual budget amendment must be [clears throat] submitted to the Alabama
011State Department of Education no later than June 15th each year. This amendment incorporates updated revenue and expenditure projections, federal and state carryover funds, and budget revisions submitted by department heads based on the actual year-to-ate activity and anticipated expenditures through the fiscal year end. The amendment represents the final budget revision for the 2526 and requires board approval prior to the submission to the state. And you'll see that the cover page is already signed by Dr. Ascuse, the superintendent. The original budget was approved by the state department of education in September of 2025 and it ex and it reflected expenditures exceeding revenues by approximately 10.7 million which you'll if you'll look that is what we're still budgeting today. The plan deficit, [clears throat] excuse me, was primarily attributable to the budgeted expenditure of approximately $8.5 million in
012supplemental education trust fund advancement and technology funds that we received and recognized as revenue in FY25, but carried forward in fund balance for expenditures in FY26. The original budget also include included a a conservative estimate of approximately $2.2 2 million in the child nutrition program for pass through. Additionally, the original budget projected a beginning fund balance of approximately $25.7 million. Actual FY25 results exceeded the projection resulting in an ending fund balance of approximately 29.9 million at the end of 2025. As a result of the higher than anticipated beginning fund balance or and our federal carryover allocations, updated revenue estimates, and other adjustments reflected in the amendment, the district's financial position remains strong. The projected ending fund balance [clears throat] as of September 30th, 2026 is exact is expected to exceed 19 million, which represents approximately
0132.39 months of operating reserves. And I wanted to mention that that's a very conservative estimate. Um, if you look back at the financials at what was actually presented tonight for the actual numbers, the fund balance at May 31st is 36.4 million. Of that 36.4 million, there's 4 million of that that is from our ATF from 2025 that we must spend by 9:30 of 25. So if you take that number away, [clears throat] excuse me, and then also we're going to receive ATF funds for 2026 next month just like we did at the end of 25 last year and those are going to be approximately 6.1 million. So if you take those numbers and you add it all together, we're still at 38.5 million year to date for the fund balance. So, if you compare that
014to the budget amendment that I presented, this is just a very um very conservative number at the 19 million that's saying that every bit of the money that we have now that we have budgeted for something is spent in in its entirety say today and that's that's not going to happen. We continue to carry over these supplemental funds and we have these additional funds in our fund balance. So, I did want to let you know I know that that 19 and the let me restate that number. The 38 and a half sounds like a you know huge difference but that is again if you take every single thing that we've budgeted and we spend it to today's date. 015read everything that there is here um on it, but it's just important to note that the projected excess expenditures over revenues does not represent that we have an operational deficiency. Rather, it's primarily reflects the planned expenditures of resources received in the prior years and accumulated in the fund balance for future use, including the one-time state and federal funding sources. The district continues to maintain a healthy reserve position while strategically utilizing available funds to support instructional programs, technology initiatives, facility improvements, and other board approved priorities. This budget does not require additional local funding and is not expected to negatively negatively impact the district's long-term financial stability. Even after the planned use of these one-time resources, the district is protected is projected to maintain a fund balance well above the minimum reserve level recommended for sound financial

The attached schedules reflect the proposed compensation structure for Dothan City Schools for 2627, including the district's continued commitment to compensate certified employees at rates that are 2 and a.5% or more above the state minimum salary matrix. The proposed schedules will become effective based on each employees contract period with implementation beginning in July 2026 for 12-month employees. So, next month, August 2026 for 10-month employees, September 2026 for 9-month employees. The financial impact of the proposed salary and supplement schedules will be incorporated into the FY2627 budget currently under development and reflects both state funded salary adjustments and local salary commitments approved by the board.
