001At 6:00 we'll call meeting order. The agenda there is one addition um that would be 6F she's got her mobile device and that is Kansas bank card center authorized agent. You can see it's lengthy. um kind of just some of the beginning of the year appointments and whatnot. Um there is um on B the treasures report June 2026 is not on there yet. So we'll scratch that off for now till that gets completed. But everything else I believe is as it was have a discussion before we approve the consent agenda. Um the poll discussion item. >> Yeah. Um we will also pull trans off

Mo most of the transfers that um we made were dictated by either um loading the uh um curriculum textbook fund to get ready for our ELA um rotation this year

003and um the K12 at risk for the preK teacher salary and the CTE um fund vocational ed for um salaries for the four CTE teachers. uh we try to frontload those from there and then the additional ones went to food service and special ed curious how um in next year's transfers and how will the and just maybe this just in general I noticed that the several bond expenses are capital outlay expenses. Will it will we will they be categorized differently or will all just all the bond expenses be put into capital outlay? No, there's a there's a new line that's bond. So, um what what happened was before we had that line open because we didn't have the bond funds. Some of it came out of capital outlay that then is going to be reimbursed

I know this has been a discussed topic a few times kind of started around the COVID time where we were doing that. Um and I know that I've heard through some of my meetings that I've attended that it's not recommended. Um I contacted KASB on their recommendation for whether you should live stream or record and upload meetings and they do not recommend live streaming or recording and uploading meetings. I've heard them say that. Uh

005I agree with live streaming. I just I think there's value in well the current the way we're doing it. Uh just because um I think it's just it's a great way to be transparent about the discussion because we're not publishing. Our minutes are the only thing which is really just recording actions. Any discussion around any context of decision made? [clears throat] Well, I think want to introduce Dr. Larry Guys to those of you that didn't have a chance to meet him. Um, sorry about that. Serve serving as our day. >> Okay. Serving as our superintendent of record. Um, and in in a discussion with Larry and Sam. Um, you know, this we we're talking about this and there's there's pros and cons. Um, but I think part of that discussion was if if the board

006chooses to stop recording and publishing the meetings, um, if there would be an attempt to have kind of a board summary that would be written and published along with the minutes. Who who who develops that? That would be the superintendent. Dr. G had already talked about in previous districts, he sent out kind of a summary to all the staff anyway, just u >> before they got the minutes. And um I I guess I I'm always cautious on going against what KASB says because there must be a reason that they >> one of one of the reason one of the problems with it it's that I talked I can't remember who I was talk I think maybe talking with Rory's wife about it but um she said it's if if you do that once you publish

007those they have to be published forever. They can't they can't go away. So um somebody is responsible for maintaining that in perpetuity >> in a format that can be accessed. So that's one drawback. >> I know one of the other they mentioned was it's the open meeting portion where you have that's where schools got in trouble is they would publish the board meeting but not the comments part. Many districts have like a open form at the beginning of the meeting where anybody has two minutes to say whatever and they would only publish they were only publishing the meeting portion not public the comments. Well, you got to publish the entire meeting. You can't just piece out what you want, which I agree with. >> That was except except for executive session, which and and so

008of course that as as Kenny also well knows, it's it >> it puts it puts a responsibility to make sure that we aren't recording the executive sessions and in the in the off chance that we forget that, then we have to go to a district employee to go back and edit the video who shouldn't actually have access to the executive session. And I just I I usually just send them out to the group. Um I try to stay and do them, but if it gets too late sometimes

So we send it to all the department heads and the administration and then we have a list of people that not very many but there's a couple people that have requested. If they request it, then we send them out. >> I'm just talking about posting it on on Facebook page or, you know, the website so that we'll know ahead of time what's on the agenda. So if they want to come and discuss something, they know about it before. >> I think that's a fairly typical practice. And and I I would share that I've had a couple of community members come up to me recently and ask why we don't publish an agenda um

011just the minutes afterwards because I think I mean it's we we have some we have some responsibility to let people know what we're going to be talking about if they want to attend the meeting and and hear it. If they don't know what's on the agenda, there's no way to know. And I would suggest maybe putting that out the Wednesday before and with the caveat on the bottom that says the agenda. No, it's Sam's fault because we don't get it out is what he told me. [laughter] >> But we're going to tighten that up. >> Blame him. I'm totally open to figuring out there's other ways to make that easier. is I think given what we've had to maneuver and manage in the last year and remember tax statements we're getting ready to publish a budget that's I don't know what revenue neutral looks like but we're going to do a pretty significant tax increase piece because the bond that's going to be the realization I think I think transparency is even more critical as we approach this next budget year and the spring to

017come of what that looks like [clears throat] and and everything that's a part of all of that. I I just I don't I don't >> I have no idea what an executive summary looks like. >> So when you say we're going to replace it with something, I have no idea. Is that just your interpretation of the board meeting? Is that interpretation of the comments of the board meeting? As as you can see, it's not like we have a full audience to you know, to sit and and and we can be very frank without being uh without having accountability in the audience to do that. And I I think there's value of us having to know that everything we say is recorded and recountable to the public who we are taking their tax dollars and spending.

018Yeah, that's one of the cautions of KSB is what is said, you know, because you can say something that's totally innocent that can be taken out of con context and then, you know, you end up having to defend yourself and and which if you're not saying anything that you shouldn't shouldn't be a problem. Well, that's the other thing they talked about. Some meetings, boards had issues where people will take and splice out pieces of the video and make it sound like you're not. That's not an issue. That's it's not common by any means, but that was one of the reasons they said not. They recommended because [clears throat] you could be >> they could then go edit themselves, but even though that's not how it's done, right? We don't One of the things that we

019learned in CO when boards were starting to live stream is that um it happened in Trio County actually but there wins board um someone hacked in to the board meeting and actually put some corn on the board meeting and so you know there's people out there that really know their stuff and it's it's just too bad they don't do it for good instead of you know evil and But u now I' I've only been when I was at Parsons they live streamed it. So you got to be extremely careful about what you said and things stuff. So but like like Mr. Myers said you know KSB strongly recommends that you don't report them. >> I disagree with my recommendation. I my caution with that is that when KSB says you shouldn't do something and you

020do it and then something comes up, they're not going to back you on it. They're going to say, "Well, we told them not to do it." >> So, again, I'm just here to spew stuff out. You guys do whatever you want. >> Appreciate it. >> I think it's the right thing we discuss and consider and evaluate. I I don't We just had that conversation. I guess also >> and I told Sam today there's going to be push back if you don't do it because there there's probably people out there that wait for them and you know really look at it and stuff you take that away brings up why they do that. I can remember this discussion last year and I pulled up and looked at the looked at the videos and the amount of

021views at that time. I remember like 30 35 views was kind of average and now as you go back in time it looks like the views grow up to around 60 to 100 on average 70 to 100 on average views. So seems like we're getting more eyeballs than we were getting a year or two ago. But that's again that's still not a lot of eyeballs on maybe but >> that may have something to do with the bond issue too. >> Oh yeah. I just think if it's something that we move away from, I think getting the agenda out, Janet, even if it's not complete, even it's subject to change, whatever caveat that is. 030the practice gym have been emptied out now. I can't tell you how many trailer loads of things went to the dumps from up there. Um I've been I've begun the process of requesting bids to replace the roof on the practice gym um that building. um from from from what we got from the insurance the last time that was done was as part of the USD278 bond which uh we paid off in 2017. So uh if that was a 25-y year bond that was 1992 that they redid that. So it's uh lifespan has and we're having leaks in there. Um I I was made aware that we are part of a green as our membership to Greenbush. we're part of a purchasing consortium that uh has already vetted biders and so uh we wouldn't have to

031go through the full bid process. Um she's I talked to her today again and she's going to send me a list of all their contacts and then we'll see who all comes out and what bids they've given us. I did send out an RFP earlier when I wasn't quite sure what the process was, but and I did get three people to come out or three companies to come out and give some bids, but given the price of that, I want to make sure that we get as many eyes on it as possible to get as many bids as possible. Um, there is a another leak that's coming through the wall somehow. Um, Mano Plumbing has come and looked at it and they're working on trying to identifying where to go in and find that leak.

032Um, wood shop renovation. I put some pictures in there, too. Looks great in there. Um, new insulation pin where it was all the ripped up old insulation stuff. Um, floors finished. They started moving things back in there today. Um, and Mano Plumbing is getting me a bid to continue adding air conditioning to the existing um, trunk of HVAC in there. Um, I've I've repositioned Brent Beck to construct a fence along the ditch of the south side of the track football area right along the road from the driveway in until the trees there. Um, purpose of that is now that we have bleachers on the east side and even before that when lines of cars were there, you had to go find somebody to pay uh to get into ball games. And so this is going

033to uh funnel people in where you have to go past something unless you try to go through all those trees which are pretty thick. And I'd get a second bid in case we start seeing that that can go up to that next drive. But it's actually going to be a a five five foot tall uh seven line um nonbarbed braided wire. So, I don't want it to look like a penitentiary, but at the same time, it needs to be >> formidable enough to deter people to go around it. So, um the Williams concrete started today on replacing the sidewalks at the elementary going to the playground and the sidewalk between the two buildings. Um, and uh, we had a I had a meeting scheduled with the contractors and the construction crew last Tuesday, but the

034construction manager's wife had a baby and so we had to cancel that. And so I'm going to meet with them this week um, to get you an update. I'll send you as much detailed update as I can of what the junior senior high school project is looking like. So I know everybody's want to know where we're at in that process, >> but you don't get any sense that they're behind in any capacity. I have no way of knowing that. I personally I would be a little concerned just you know I walked through there several times and my roofs are down but or the ceilings are down but I really I see the outside AC units are placed in there but I but I I don't know the speed of what the next phase looks like.

035So uh um those are all questions. >> They've never told us that that they're not within their timeline and he told us by this July meeting they'd have a real good idea because they're about at the halfway point. Item G is emergency shelter and generator. uh Bu County Emergency Preparedness Director contacted me um a few weeks ago and wanted to know about the possibility of including the junior senior high in part of their um emergency plan for a mass catastrophe tornado hits the town or something. We got

037uh they got a grant and have a large uh generator that is on wheels that they could bring up there and um it would be the shelter for town if that was um needed. Uh the only thing we would need to do is get our mechanical system to uh uh wire a pigtail for them to plug that into. And he said that they uh had grant money to uh help cover that too. So with your permission, we'll tell them that they can write that into their plan. Well, there's this is uh should be on your drive is >> 3K. Um, want to revisit this, take a look, see if there's any changes that need to be made. I think the administration maybe has some recommendations. Yeah, you know, every every one that I've talked to over the years, I know why we did this several years ago, but the um moving the um everybody under the superintendent instead of out at a wing. >> So, you all have copies of it. What are you talking about? >> We have the copies of our current one. >> You have copies of current? It's on It's on the uh drive. >> Uh what number

One of the reasons why looking at the old one um the board doesn't have supervision um you know the the board's um board's dictate is to make policy not to necessarily supervise everybody okay not necessarily supervise um anyone except for the superintendent is the only one they're required to um directly evaluated. So I just put this together um once again kind of under KSB's guidance of what should be and stuff. So there it is. >> All right. Just reading clearly. Essentially the treasur is not listed but the board goes under evaluation of the superintendent. >> That's the change.

I think it would probably be more beneficial feedback to get from somebody you work with every day than somebody you see once a month, >> right? So you wouldn't put food service under the building administrators too because you guys are over them for I mean I mean the building the principles are over them as far

One thing that [clears throat] comes to mind on like athletic director activities director however rene it should there be a layer between should that be a layer between coaches building administrators I mean I'm not I'm ask how we have it and I'm asking I guess Sam Zach everybody is that is how we have it good and we do it that way anyway or we not doing it that You you're thinking maybe put a box off to the left or right and a line from athletic director to coaches. It just always made sense to me that coaches report to the AD and the AD can sus out what they need to take to the administrators and this does this kind of >> a coach can lead
